[2:51] You hear me?
[2:54] » Call to order uh at 3:59.
[2:58] Citizen speaker
[3:01] Any citizens to be heard?
[3:04] >> Is there anybody online?
[3:05] >> No.
[3:07] >> Okay.
[3:08] >> I motion and Chad probably can help.
[3:11] >> Motion to adopt.
[3:14] Approval of the minutes.
[3:27] » I make motion to approve the minutes we
[3:29] made for us 2026.
[3:31] >> I second.
[3:33] >> All right.
[3:37] Everybody in favor?
[3:39] >> And Bill has a roll.
[3:40] >> There she go.
[3:41] >> I
[3:44] » We're just approving minutes right now.
[3:46] So
[3:47] >> It's already It's already It's already
[3:49] been moved and seconded. We're going by
[3:51] that clock, so we're a minute end.
[3:52] >> You want the nice people in?
[3:54] >> AJ and Jason.
[4:01] » We got a little eager.
[4:05] » Yeah, everybody
[4:07] on favor.
[4:09] Thank you.
[4:11] That's the new middle school.
[4:14] All right, there you go.
[4:16] It's up to you, Bill.
[4:18] >> [laughter]
[4:19] >> All right.
[4:21] Who carried the change stadium?
[4:22] >> Okay.
[4:25] » All right.
[4:31] Biggest citizen to be heard on the
[4:33] agenda.
[4:35] All right, so airport director report.
[4:38] >> All right, let's do that.
[4:39] So, you've got um
[4:42] Yeah, what we're going to try and do
[4:44] here is track
[4:46] last year to this year with every
[4:48] statistical category that we can find.
[4:50] Couple of things
[4:52] um
[4:54] that jump out
[4:58] is the part where employments
[5:01] dropped from last year after a huge
[5:03] increase in March.
[5:06] Looks like we're down from last year in
[5:09] April.
[5:11] Going to our fuel
[5:14] flowage fees,
[5:15] we've got a similar situation where we've been down
[5:20] since March.
[5:22] >> Which What page are you on right now?
[5:24] >> Oh, sorry. I'm looking at this this this
[5:26] What is it? Uh
[5:28] a steady increase in
[5:30] >> I have a comment on the fuel flowage
[5:32] fees as well.
[5:33] >> Yeah, I wanted to get into that a little
[5:34] bit. There's a couple of a couple of
[5:36] issues
[5:38] um because we're seeing that our
[5:39] operations have not
[5:42] dipped significantly,
[5:44] and yet our
[5:46] uh fuel flowage has
[5:49] Yeah. Um
[5:51] And I I don't I don't know. I I don't
[5:54] know that it's coincidentally
[5:56] that both fuel and enplanements
[5:59] uh changed their trajectory right after
[6:02] the county uh made the announcement to
[6:04] recommend
[6:06] So,
[6:07] Yeah. If I may
[6:08] let me know when I can talk. I think you
[6:10] and Reston can both weigh in on this.
[6:12] Um
[6:14] Let everybody know the DOT is the one
[6:16] who's going to make that decision,
[6:17] though. And hopefully, they're going to
[6:18] look at our
[6:19] uh at the county's recommendation and do
[6:21] what the community want, but
[6:23] that decision has not been made.
[6:25] Um
[6:26] Contour could still be our carrier.
[6:29] And uh
[6:31] or Denver Air Connections could be our
[6:33] carrier for the amount. It's a DOT
[6:35] decision. The the money all came in
[6:37] pretty even. Denver Air Connections is
[6:39] actually about the lowest
[6:41] cost uh to the Fed.
[6:44] So, we're still waiting to see what
[6:45] they'll do.
[6:47] So,
[6:48] >> And that should be this week, right?
[6:50] >> It should It should It should have been
[6:51] already.
[6:51] >> Yeah.
[6:52] >> And it just hasn't come out. We check
[6:53] the docket every day
[6:55] to see
[6:56] if if it's happened yet. It still hasn't
[6:58] happened. So, it could very easily be
[7:00] that Contour is still our airline. So, I
[7:02] want I want to we want to try and
[7:03] maintain
[7:05] that relationship even if they aren't
[7:07] chosen by DOT to be our carrier.
[7:10] I'd still love them to maybe try one of
[7:11] the
[7:12] at-risk flights if they chose to do it.
[7:15] I mean, we can we can have more than one
[7:17] carrier
[7:18] um at the airport. We certainly want to
[7:20] encourage that any way that we can.
[7:23] Um
[7:24] until DOT kind of makes their decision,
[7:26] I've sort of intentionally stayed
[7:29] away. I haven't spoken to any of the
[7:31] airlines. I'm just going to wait for it
[7:33] to happen. I'm just looking at this
[7:35] notice. It It seemed like there was a
[7:37] pretty big drop or a pretty big change
[7:40] after
[7:42] um that that county's And I'm hoping
[7:44] Contour is is not.
[7:47] Um
[7:50] Yeah.
[7:51] Put my thumb on the scale, shall we say?
[7:52] » [snorts]
[7:52] >> Got it. We're showing more.
[7:54] >> I heard low bid.
[7:55] >> Yep.
[7:55] >> We're showing a low bid.
[7:56] >> All right.
[7:57] >> Operations are up.
[7:58] >> So, my plane is going up.
[8:00] >> Yeah, my comment on this is I'm
[8:02] surprised we're doing as well as we are,
[8:04] uh
[8:04] >> Jet A quite honestly. Our fuel purchase
[8:06] Our current carrier has dropped their
[8:09] fuel purchases year-to-date at this
[8:12] point by 69%.
[8:15] >> Right.
[8:15] >> And we are still close to last year's
[8:18] total. So, that tells me the airport's
[8:21] pretty strong from charter business
[8:23] that's coming in.
[8:25] >> A lot of traffic.
[8:26] >> traffic that's going way up.
[8:28] >> Otherwise, we'd be a lot worse off than
[8:31] we are now.
[8:32] >> But our current air carrier is down 69%
[8:36] year-to-date for what they purchased the
[8:38] previous week.
[8:39] >> Right.
[8:41] >> Um
[8:43] Yeah, it's noticeable. When your when
[8:45] your jet traffic goes up but your your
[8:47] jet fuel goes down,
[8:49] um yeah, there's an obvious,
[8:52] you know, correlation there.
[8:54] So,
[8:58] I guess I
[9:00] We're going to come up with some ways to
[9:01] keep everybody as whole as possible.
[9:03] >> Yeah.
[9:03] >> Keep all relationships intact because
[9:05] it's not unlikely that Contour continues
[9:08] to be our carrier.
[9:09] >> And will you have a discussion with them
[9:11] at some point about bringing their
[9:13] numbers more in line with what they used
[9:16] to be?
[9:16] >> Um we can. Um I'm happy to They're going
[9:19] to be here no matter what till the end
[9:21] of September.
[9:22] >> Right.
[9:22] >> So,
[9:23] uh like I said, I've tried to stay kind
[9:25] of agnostic about it just until DOT
[9:28] would make their decision because it's
[9:30] got to be coming any day now. But we can
[9:33] make a call to Boutique Air, uh
[9:35] and and talk about what's going on and
[9:37] that maintaining the relationship for
[9:39] the future is kind of important if they
[9:41] ever want to try you know um try a another flight.
[9:46] Well,
[9:46] so
[9:47] like I said, when when it gets out, from
[9:50] our perspective, the flight numbers
[9:52] aren't off that much. It's just they're
[9:54] not purchasing fuel.
[9:57] Yeah, and the employment at the same
[9:58] level the same data also is not at the
[10:02] same high trajectory it was going in
[10:04] that, you know, I just
[10:06] my first spring here, so I don't know
[10:07] I'm not sure what the patterns are.
[10:09] But um
[10:11] May didn't have the same kind of meteor
[10:13] drives that
[10:15] April did.
[10:16] And uh
[10:18] so just all those things tend together
[10:20] to paint a picture.
[10:21] Um and it's one that we're aware of and
[10:23] it's one that we need to to be
[10:24] monitoring and that we need to take
[10:26] steps to try and make sure that we're
[10:28] still going in the right direction.
[10:30] Um
[10:31] and we also need to make sure to your
[10:32] teammates the decision faster because
[10:35] they haven't decided by the way, it's
[10:36] not just us. They haven't made Earl's.
[10:39] They haven't done anybody.
[10:41] So, they're just behind and moving slow.
[10:43] I've talked to Mark Bragio who is our
[10:45] contact at DOT
[10:47] um
[10:49] dozens of times in the last 2 weeks and
[10:52] about a different topic.
[10:54] Uh
[10:57] and they they just haven't made the they
[10:59] haven't called you up. I don't know if
[11:00] they've reviewed all the proposals or
[11:02] what's going on, but they say they have
[11:03] 90 days.
[11:06] And that's this week.
[11:07] they hit their 90 days.
[11:09] So, hopefully we'll be having a decision
[11:11] pretty soon.
[11:13] And Luke warned warned me that they've
[11:15] been running so slow that it was
[11:16] probably going to go the full 90.
[11:19] So,
[11:20] I'm not necessarily surprised, but it is
[11:23] getting to the point where we need to
[11:24] know something because people are going
[11:26] to start booking flights for October and
[11:29] there's nothing there cuz we're in
[11:31] limbo.
[11:33] So, anyway,
[11:35] we're we're trying to push that as hard
[11:37] as we can. Of course, it's on the topic
[11:38] of honorable
[11:41] kind of stepped out on me.
[11:44] Uh one thing I wanted to discuss a
[11:46] little bit while I was
[11:48] uh
[11:49] something will be on the county
[11:50] commission tomorrow.
[11:53] So, if you remember, we we borrowed
[11:55] $700,000 from the county to build
[11:58] taxiway Foxtrot.
[11:59] Right?
[12:00] We're paying that back by per linear
[12:03] foot fees
[12:05] to people who build there. Right now, I
[12:07] have two leases out waiting to be signed
[12:09] and brought in.
[12:11] Um two leases already signed.
[12:14] One of them sitting here whose hangar is
[12:16] already done on the new building
[12:18] area, and then we have Skydive Moab
[12:21] whose lease is signed, and they should
[12:23] be starting um
[12:26] any day [clears throat] now, I would I
[12:27] would expect.
[12:28] We're going to have We'll get to this
[12:31] Okay, so we'll just stay on one topic at
[12:32] a time. So, the first one is we borrowed
[12:35] this $700,000.
[12:38] Because we did that test strip on
[12:41] Foxtrot,
[12:42] um
[12:43] we got basically 54 54,010 dollars of
[12:48] free pavement.
[12:50] So, we didn't use the 700,000. So, what
[12:52] I'm going on commission tomorrow for is
[12:54] to ask, "Can we
[12:57] keep that number because we've already
[12:58] calculated it in to the amount of money
[13:01] that we're charging back from people
[13:02] building on the hangars. So, we take
[13:04] that 54,000, still use it for pavement,
[13:06] but for use it for the 50 ft of pavement
[13:08] in front of hangars that the county owns
[13:12] that
[13:13] um need to be rehabbed, and it would be
[13:15] cheaper to do it during this rehab
[13:17] project that we've got coming up
[13:19] on Monday
[13:21] uh than it would be to wait and do
[13:22] mobilization later.
[13:25] Um so, that's what that's what that's
[13:27] about tomorrow. It's not to increase any
[13:29] money or ask for any more money, to ask
[13:32] for us to be able to use the saved money
[13:34] for another asphalt project that is also
[13:37] desperately needed.
[13:40] So everybody's clear on that. Clear as
[13:42] mud. Okay.
[13:45] So we're going to be doing that. Also
[13:46] coming up really soon
[13:49] the current project that is going on has
[13:51] had
[13:53] many failures.
[13:55] The concrete panels continue to fail.
[13:57] They haven't gotten the concrete mix
[13:59] right. They get cracks immediately and
[14:01] then it fails. The FAA won't accept it.
[14:03] I won't accept it. Um, so they have to
[14:05] tear it out. So they've been tearing out
[14:08] a lot of it and that's why that project
[14:10] is not done. It should be done, but it's
[14:12] not. So they're going to continue to try
[14:14] and pour at night to see if they can get
[14:16] that mix down right. I think they've got
[14:18] it dialed in, but we had to pull nine
[14:20] panels just last week. So um, they're
[14:23] still having some issues out there. Um,
[14:26] that project will get done eventually
[14:28] um, and we'll have some nice concrete
[14:29] stands um, if we ever have another one
[14:31] of these 737 events like we had.
[14:35] Um, and if we get a couple of those in
[14:37] we would we we had to chalk it out, try and make
[14:40] it fit. So this is going to be hell on
[14:41] us.
[14:42] >> Will that concrete stand be usable as
[14:45] soon as before we start this next phase?
[14:48] >> No.
[14:49] >> How long before that happens?
[14:51] >> the whole problem. It It's going to have
[14:53] to cure and I wish I could give you a
[14:54] date. It is supposed to be done. Well, I
[14:57] know this.
[14:58] By Monday we'll have full access to to
[15:01] um,
[15:02] taxiway golf cuz we have to cuz we have
[15:05] to be able to get move around. Those
[15:07] concrete stands will now be done.
[15:09] Um, so it's going to be
[15:12] tight and we can talk about that when we
[15:14] get Dorsett and everybody on during the
[15:17] con- during that
[15:18] conversation cuz Cuz not the only
[15:20] project that's going to be going on.
[15:22] There's the potential of having three
[15:24] hangars under construction at the same
[15:25] time.
[15:26] There's uh the potential of two major
[15:30] asphalt projects going on on the front
[15:32] ramp. Well, that's not a potential,
[15:34] that's for sure.
[15:35] Right after that, we're get we've got um
[15:39] seal coat and crack seal
[15:41] that's going to be going on.
[15:43] And then right after that or maybe
[15:44] before that, we've got the entry road
[15:46] project
[15:47] that's that's going to start. We rebuild
[15:49] the whole entry road.
[15:51] So,
[15:52] there's a lot going on.
[15:54] Um
[15:55] there's there's a lot going on and we're
[15:56] fortunate because we've received
[15:59] a lot of good grants um
[16:01] this last year or two.
[16:03] Uh
[16:05] but it doesn't it makes it challenging.
[16:07] >> Yeah. Yeah, I agree. Long term, it's
[16:08] going to be really nice to have all that
[16:10] space. I am worried about this summer
[16:13] the impact we're going to have if we
[16:14] can't use that new concrete.
[16:16] >> able to use it before the I Well, I I
[16:18] won't talk to the horse in the or Chad
[16:20] if you need one. We'll get there, guys.
[16:22] Let's Let's hold off and let those guys
[16:23] talk.
[16:24] >> I just don't want to be turning traffic
[16:26] away at some point cuz we don't have
[16:28] parking.
[16:29] >> I agree. Well, we'll get we'll get to
[16:30] that point, but we're skipping ahead
[16:32] here. So, are there any other questions
[16:34] about about
[16:36] what's going on with the airport and
[16:37] what we're trying to do? I tried to give
[16:39] you as much data as I can give you.
[16:41] >> Could you walk us through these charts
[16:43] one by one and give a little more
[16:45] explanation? It says operations. Just
[16:48] break that down a little more for us.
[16:54] » Okay, so if we start with the first one,
[16:55] operations is any takeoff or landing at
[16:58] the airport is an operation. Uh so,
[17:01] we're just tracking them year to year,
[17:03] how many we're doing.
[17:05] Um and you can see where where the
[17:06] growth is and where we've dropped off
[17:08] just a little bit in total operations
[17:11] um
[17:12] from last month, but we're still ahead
[17:14] of where we were last year.
[17:16] Just not as significant
[17:17] >> or this last year.
[17:19] >> Both these data sets from virtual tower
[17:21] from the past. So, are we comparing
[17:24] apples to apples?
[17:25] >> Yes.
[17:25] >> It's all about the data, not just
[17:27] numbers, people.
[17:28] >> No.
[17:29] >> Okay.
[17:29] >> So, it's These are actual operated
[17:31] operations counted.
[17:33] >> Okay. Thank you.
[17:34] >> So,
[17:35] that's the first one. Operations take
[17:37] off or landing. Then we just have
[17:39] operation broken down a lot of different
[17:41] ways. You can see the data people don't
[17:44] like flying.
[17:48] Um it is interesting to me the visiting
[17:50] versus base.
[17:52] Uh we are definitely an outside-in
[17:54] airport.
[17:55] A lot more people come in than go out.
[17:58] At any other airport, well, I won't say
[18:01] any other, but at the other airports
[18:03] I've ever been at or looked at the data,
[18:05] it's always the opposite of this.
[18:07] Your your base aircraft, they're doing a
[18:10] lot more operating than your visiting
[18:11] aircraft, but that's not the case for
[18:13] us.
[18:14] So, it tells us a little bit about what
[18:15] kind of airport we are. We're a
[18:16] destination airport.
[18:19] Um take off per runway and just which
[18:22] direction the wind is blowing
[18:24] most of the time
[18:25] uh and very few over on our uh
[18:28] crosswind.
[18:29] That's mostly just the taildraggers.
[18:33] Don't give me that look.
[18:34] >> And I think just a point to make between
[18:38] runway three and number uh runway 21 for
[18:41] takeoffs, it's just the way out of the
[18:43] airport, too.
[18:44] >> Okay.
[18:45] >> favors two one for takeoffs. Uh nobody
[18:48] really wants to taxi for a mile and a
[18:51] quarter.
[18:52] Uh
[18:53] so
[18:53] >> So, it shows a lot of the runway that
[18:55] >> If the wind is calm, people
[18:56] >> calm wind option for takeoffs
[18:58] >> and two one.
[18:59] >> Yeah.
[19:00] >> That's why they're landing runway three,
[19:01] so
[19:02] >> Yeah, that's why you'll see a spike
[19:03] >> Same the opposite for actually.
[19:05] >> When it's calm winds
[19:06] >> has to do with the layout of the
[19:08] airport, really.
[19:09] >> Calm winds and that 737 that landed, I
[19:11] sure wish they had landed
[19:13] the other direction.
[19:14] But I think we just had to land They
[19:16] landed too long and then had to taxi. Um
[19:19] but it would have been so much slicker
[19:20] if they'd just come in in three and
[19:22] rolled it out, you know.
[19:24] Or either way. So, yeah.
[19:26] Uh it also lets us know that
[19:28] winds are calm most of the time if they
[19:30] can switch where they're taking off or
[19:32] they're landing.
[19:33] That hasn't been true last month or two,
[19:36] but
[19:37] they generally
[19:38] Then your fuel flow which is the next
[19:40] one, 100 low lead.
[19:42] As compared to last year, you see we're
[19:44] making pretty significant jumps in 100
[19:46] low lead.
[19:48] Fuel is moving well.
[19:50] And then if we switch over to fuel flow
[19:52] which is for Jet A,
[19:54] uh you can see the opposite thing
[19:55] happening starting in March.
[19:57] Um
[19:58] which
[20:00] again, directly coincides with
[20:03] when the county
[20:04] made a recommendation.
[20:08] And you're right, it is amazing when
[20:10] it's up as high as it is considering
[20:12] Yeah, that's changed.
[20:13] >> I mean, the difference was 21,900
[20:17] gallons last year year-to-date. This
[20:19] year it's 6,000 gallons. Yeah, so you
[20:21] can see what the difference is there.
[20:24] >> And the employment data kind of bears it
[20:26] out as well. It's down.
[20:27] Um
[20:28] instead of going up the way that it was
[20:30] going up before.
[20:33] I don't know. Just it just paints a kind
[20:35] of a picture that we can
[20:37] look at and debate and discuss
[20:39] uh what we think it means, what we
[20:40] think's going on, what we what we might
[20:42] be able to do about it.
[20:44] Um
[20:45] My first thought is that that it's
[20:48] um
[20:49] it's contra or
[20:53] not putting into it what they were
[20:54] before the county
[20:57] suggested a different airline.
[20:59] Which in some ways you kind of get. And
[21:01] they've only got 9 months here or they
[21:03] think they've only got 9 months here.
[21:04] That might might be true. They could
[21:05] still be here.
[21:07] Um
[21:08] >> Yeah, I don't think it has anything to
[21:10] do with it.
[21:10] >> I don't think so.
[21:11] >> I don't know.
[21:11] >> Okay.
[21:13] She just was going so slow.
[21:15] >> I would hear it from the pilots if they
[21:16] were distracted or something. You know
[21:18] what I mean?
[21:19] >> Um
[21:19] >> Open with me.
[21:20] >> What are we doing anything about the uh
[21:23] on time and
[21:25] uh for the Concord this morning?
[21:27] >> We can track it.
[21:27] >> I I don't It is We do have that track. I
[21:31] don't have those numbers in front of me
[21:32] right now, but I can get them.
[21:34] >> I just wanted
[21:35] >> the service because you know, I don't
[21:37] think I don't know if fuel and
[21:38] >> Anecdotally
[21:39] >> related that it's you know, it is the
[21:41] service still
[21:43] good?
[21:45] >> Last night, we had a long delay till
[21:48] about 10:00.
[21:49] Um 10:30. There have been a few of
[21:51] those.
[21:52] Um we had
[21:54] we've had anecdotal reports of service
[21:57] dropping off.
[21:58] Um
[21:59] more lates.
[22:01] More delayed departures, more canceled
[22:02] flights.
[22:03] Um
[22:05] The hard numbers we will take a look at.
[22:07] We don't have them right now.
[22:09] >> Yeah, I I think that it would be good to
[22:11] monitor that information.
[22:14] Make sure we're still getting good
[22:16] service, you know.
[22:18] I had an 11-hour layover with them the
[22:20] other day.
[22:22] Uh and then I had to hear everything
[22:24] down there and down there.
[22:26] It was a long day.
[22:28] Um so, yeah, I I I don't know if that's
[22:30] typical. I mean, they had there was
[22:32] weather and all kinds of things going
[22:33] on, but
[22:34] >> I don't know.
[22:35] >> [clears throat]
[22:35] >> But
[22:36] I think it'd be I think it'd be nice to
[22:37] just talk to them.
[22:38] >> Rachel's really good to um always shoot
[22:41] out texts to a group of us when things
[22:43] are getting delayed so that we can plan
[22:45] for our flight and what we're going to
[22:46] plan for. And I can tell you the flights
[22:48] to Denver, I just expect it.
[22:51] >> I tell people, if you wanted to go
[22:53] somewhere on time, you fly to Phoenix
[22:55] because Denver afternoons are hellish.
[22:57] >> The Denver flights I've come to just
[23:00] expect that there's going to be
[23:02] a delay. And anything I can tell you
[23:04] right now that would be would be
[23:06] anecdotal and a passenger's experience.
[23:08] >> Well, she had passengers are talking
[23:10] like it's it's happened more
[23:13] » Okay, for the future.
[23:14] >> Yep.
[23:15] >> Believe it.
[23:17] » Any other questions?
[23:20] » Any other problems?
[23:21] >> So, like being putted.
[23:24] >> The
[23:26] date coding scheme
[23:28] uh
[23:30] I'm just wondering how I couldn't get in
[23:32] the other day and so
[23:33] >> Okay.
[23:34] >> I I don't know what the
[23:36] >> Hey.
[23:36] >> I don't know if I did something wrong or
[23:38] not.
[23:38] >> You didn't.
[23:39] >> Here's what happens. The the one gate
[23:41] we're we're working on getting it done.
[23:45] We're trying to figure out a way for
[23:46] trucks to be able to get in and out of
[23:47] the airport during the next phase of
[23:49] construction, which we can talk about
[23:50] during that, but we'll cover it here.
[23:52] So, we decided can we leave that gate
[23:54] open and still have a way to confirm
[23:56] whether people have valid codes or not.
[23:58] In so doing, we tried to do a couple of
[24:00] things. One of those things was to turn
[24:01] it off. Open it, turn it off.
[24:04] Problem is as soon as we turned it off,
[24:06] turned it back on, we lost every single
[24:09] code.
[24:10] So,
[24:11] Alyssa spent most of the day
[24:15] um
[24:16] inputting codes. So, then you look to
[24:18] say, "Well, all of these things have
[24:20] some sort of battery backup, a little
[24:22] 9-volt or something that it stores that
[24:24] information."
[24:26] Apparently, this gate has does not have
[24:28] that.
[24:29] Um every other gate on the airfield
[24:31] does. You can turn them off, turn it
[24:32] back on, the codes are saved.
[24:34] This particular gate,
[24:36] turn it off,
[24:38] why? You'll lose it all. So, we figured
[24:40] another way to keep it open, and you
[24:43] know, it gets a little into the weeds,
[24:45] but so there might have been a time when
[24:47] we didn't get your code in yet. So, it
[24:50] Is it still not working?
[24:51] >> No, I I I I haven't been back.
[24:53] >> Okay. But, just call us and let us know
[24:55] if it's ever not, because she actually
[24:57] manually
[24:58] She I we looked to see if it's possible
[25:01] to
[25:02] >> Is this like a really important game?
[25:04] >> We'd have to kind of like rewire it to
[25:06] do it. So, what we're going to do is
[25:07] just not shut it off. But, if there's
[25:08] ever a power failure
[25:10] >> Yeah, yeah, yeah. Yeah, yeah.
[25:11] >> we're going to be out there manually
[25:13] inputting every single one of these
[25:15] codes.
[25:16] >> That didn't sound right.
[25:17] >> Which is what we're doing right now. I I
[25:20] we will look into getting some sort of a
[25:22] uninterrupted power supply.
[25:24] Um
[25:25] It's odd. I haven't seen one like that.
[25:28] >> That's just very odd.
[25:29] >> It just has no
[25:31] backup, but it didn't
[25:33] >> Okay.
[25:35] >> So sorry. Uh
[25:36] you're not the only one that experienced
[25:37] that, but
[25:39] props to Alyssa. She went through and
[25:40] inputed every single code um that day.
[25:45] Okay, I'm done.
[25:46] What?
[25:47] >> I'll go after you.
[25:48] >> Okay. One more thing I wanted to bring
[25:50] up really quickly is we just completed
[25:51] our part 139 certification inspection.
[25:55] And for only the second time in my more
[25:58] than 30 years of doing this,
[26:00] I saw a no findings.
[26:03] So, our 139 inspection went flawlessly.
[26:08] Um so, that's props to our whole ops
[26:11] staff. They worked their tails off.
[26:13] Uh that's uh Mark Markham. That's JP.
[26:17] That's Alyssa.
[26:19] Just out there really busting it to make
[26:21] sure that stuff
[26:22] is good. Like I said, that it's
[26:25] highly unusual
[26:27] to get zero findings
[26:29] on your 139 inspection. So, props to
[26:32] Mark.
[26:33] >> Can we see all their control? Can we get
[26:35] a list of everything they run through? I
[26:36] guess I could probably Google it.
[26:37] >> Yes. 139 checklist.
[26:39] >> Yeah, they
[26:40] there's a million things they check.
[26:42] Your paint your
[26:43] You know, they could have had findings
[26:44] on our paint on our runway, but they
[26:46] know that we're going to seal coat,
[26:47] crack seal, and repaint that. So, why
[26:50] give us a finding when it's already for
[26:52] a repair. Standard.
[26:54] Um rubber removal. I mean, you could
[26:55] have gotten a finding for that, but it's
[26:57] already scheduled in to be fixed, so
[26:59] it's not a finding.
[27:00] Um he thought he had a finding. He
[27:02] thought we had some of our lights
[27:04] incandescent and some of our lights
[27:07] um LED. So, we went out and popped the
[27:10] tops out to show him they're all LED.
[27:12] So,
[27:13] um
[27:14] yeah.
[27:15] >> Wasn't it the same thing on the rubber
[27:17] removal or the rest
[27:18] >> Yeah.
[27:18] >> you little back and forth
[27:19] >> Yeah, we got this.
[27:20] >> Those kind of things he already knows
[27:22] are scheduled in, so it doesn't make
[27:24] sense to give it a finding.
[27:26] But, they look for things like anywhere
[27:27] there's a 3-in lip.
[27:30] They look If they really get technical
[27:32] on it, they can go to your lights and
[27:34] make sure all of your bolts are torqued
[27:36] to the proper torqueage.
[27:38] >> Right.
[27:39] >> Um they check your training records.
[27:41] Have you done your training every 12
[27:43] consecutive calendar months? They do a
[27:45] test to see if you can get in your ARFF
[27:46] truck and get to the farthest point on
[27:48] the airport within 3 minutes.
[27:50] Um there's there's a lot of things. It's
[27:53] usually a 3-day process at an airport
[27:55] like this.
[27:57] Uh it was done in two. He's There was
[27:59] just love nothing there to dig in on.
[28:03] So, yeah.
[28:05] To C-Mart, Elizabeth JP, give him a pat
[28:08] on the back.
[28:10] Okay, that's all I've got. You were
[28:11] going to say something, Casey?
[28:12] >> Yeah, I just wanted to clarify um
[28:14] just let everybody know like the
[28:15] chemicals you They're Those are gross
[28:18] sales, not um rent paid to the airport.
[28:21] So, all that. So, I just wanted to make
[28:22] sure
[28:23] >> Oh, thank you.
[28:23] >> Yeah, and and I I would imagine that um
[28:27] Enterprise is the same thing. That's
[28:28] their the rent paid to the airport, not
[28:30] their gross sales.
[28:32] >> It's the information. Yeah, that's It's
[28:33] the information that is submitted to us.
[28:35] >> Yeah, okay.
[28:36] >> We'll clarify.
[28:37] >> I sent it to Kenny Beth.
[28:39] >> Yeah, we can clarify on future ones
[28:40] exactly what that
[28:45] Yeah. Anything else?
[28:49] I think All right, number three is
[28:52] airport members who was this is a catch
[28:54] all for the people that aren't listed
[28:55] below. If any of the board members have
[28:57] any comment this would be the time that
[29:00] aren't
[29:01] uh listed below.
[29:03] Anything?
[29:05] All right, County Commissioner. Well,
[29:08] I don't have much of anything.
[29:10] I do know that I've talked to Steve.
[29:13] We're working on the
[29:15] CIB planning grant for the utility
[29:18] infrastructure but I'm not real sure
[29:20] where that is but Well, we do have an
[29:23] update along Just got the email from
[29:26] John and he can cover it a little in
[29:28] more detail cuz I haven't had a chance
[29:29] to really go through it yet but I've got the what we requested the scope
[29:35] of work
[29:37] from John.
[29:39] >> Yeah.
[29:39] so
[29:40] >> I'm just trying to keep that moving
[29:42] along because we've got to so yeah, see
[29:45] what I talked about that this week.
[29:47] That's really all from the county side
[29:48] of it and once we get the application in
[29:52] to CIB then it can
[29:55] go before the board and it won't make
[29:56] the June cut off so
[30:01] it'll be the next one the next meeting.
[30:02] >> be July.
[30:05] >> Yeah, I'd have to look at it
[30:08] if it can be
[30:10] put in in July. It might be August so
[30:15] » But we do have a scope of work to give
[30:16] them now as part of that.
[30:18] >> So that's really all I've got with the
[30:19] county is just trying to keep some of
[30:21] that stuff moving along out there.
[30:24] >> [clears throat]
[30:25] >> City?
[30:26] >> Uh not about the city. We're working on
[30:29] still working on speed limits in town,
[30:31] um
[30:32] budgets and
[30:34] we have started the holiday planning
[30:36] process for
[30:38] December. So we have to see what we're
[30:40] doing for events but other than that, um
[30:43] we have some stuff coming up.
[30:45] It's going to take a bunch of time, but
[30:46] we haven't quite got to it yet.
[30:48] >> Are you working on those speed limits up
[30:49] or down?
[30:51] >> Yes.
[30:53] >> [laughter]
[30:54] >> Some are going up, some are going down.
[30:55] So, it's it's kind of
[30:57] um
[30:59] you know, we kind of looked at it as
[31:00] we're doing um kind of street by street,
[31:02] you know, which ones are major arteries
[31:04] and which ones are
[31:05] you know, you know, can be reduced
[31:07] without impacting traffic flow. But, I think um for the
[31:11] most part, you know, the kind of key
[31:14] thing is we're getting rid of
[31:16] um
[31:16] the OHV 15 mph and um
[31:19] and probably bumping that up and then
[31:21] bumping in some streets that
[31:24] um
[31:25] most streets will be 20 except for main
[31:27] arteries will be 25, you know, so like
[31:30] um I don't know, I think I don't know.
[31:32] We're not really
[31:33] as we're not finished yet, but
[31:34] >> They have this another topic for this
[31:36] meeting, but I think you'd I would do it
[31:38] seasonally.
[31:39] >> Yeah.
[31:39] >> Move them up when they're when the
[31:40] crowds are gone.
[31:42] >> Yeah, but it's um anyway, that's the way
[31:44] >> Absolutely.
[31:45] >> I could take them up a little bit of
[31:46] time, surprise.
[31:50] » Okay.
[31:51] Travel counselor is on with us?
[31:53] >> Yes, he is.
[31:55] >> All right, go ahead.
[31:56] >> Snuck in.
[31:58] Um not much to report. We um set aside
[32:02] and if commission approves some spending
[32:04] for the um summer months,
[32:06] um July and August specifically, which
[32:08] are showing a pretty significant
[32:10] downturn in bookings thus far. And
[32:13] obviously, we're eager to hear the um
[32:15] decision on the essential airlines so we
[32:18] can work to get some marketing in place
[32:21] before the launch.
[32:22] That's about it.
[32:25] >> So, along with that, uh the money that
[32:28] was allocated for Contour this year for
[32:31] advertising, has that all been spent?
[32:33] >> I cannot answer that question, but the
[32:35] office could verify that. I'm not sure
[32:37] if they spent it or not.
[32:39] >> [snorts]
[32:41] » I believe that I'm I'm not sure of it.
[32:43] Who would I Who would we ask?
[32:45] >> Our CFO Allen can probably find out.
[32:48] >> Well, actually we probably should have
[32:50] your admin check with our admin Harris
[32:52] County and see what
[32:54] or that went or because then it'll go
[32:56] through the proper channel over to the
[32:58] travel.
[32:59] >> Yep, we'll do that.
[33:00] >> So, we'll we'll do that then. Admin to
[33:02] admin we'll find out.
[33:04] >> Yeah.
[33:04] >> If that's
[33:05] Cuz now is the time we want to I think
[33:07] focus on getting that money have it out
[33:09] there totally.
[33:11] >> Great.
[33:11] If there's any left.
[33:12] >> Yeah.
[33:13] >> Okay.
[33:17] » All right,
[33:18] construction.
[33:24] Judge you up there or Thorson?
[33:24] >> Judge you up there or Thorson?
[33:26] >> I'm up here and Thorson's actually out
[33:28] at the airport.
[33:29] >> He's on the inspection.
[33:30] >> Yep, can you guys hear me okay?
[33:32] >> Yes, Thorson.
[33:33] >> Yes, yes.
[33:34] >> Okay, great.
[33:36] Uh, cuz I'll start off here where I'm
[33:38] over here by this apron. We're wrapping
[33:41] up on the asphalt. They should have
[33:43] asphalt all completed by the end of the
[33:45] day tomorrow.
[33:47] Um,
[33:47] looking really good. Asphalt is been
[33:49] coming in great. Had Had no issues with
[33:52] the asphalt over the past I guess we
[33:54] started last week.
[33:56] Um,
[33:57] tonight is the we're getting wrapped up
[34:00] with the concrete. They're going to be
[34:01] pouring tonight, tomorrow night, and
[34:03] possibly Wednesday night if needed.
[34:07] Um, honestly I'm looking at it right now
[34:09] and I can kind of see them getting this
[34:11] done within a couple nights for the rest
[34:13] of the concrete. Uh,
[34:15] like Steve had said there was a little
[34:16] slogan started trying to get the mix
[34:18] down, but we have been seeing very very
[34:21] favorable results in those last few
[34:23] pours.
[34:24] Uh, they were going to be finished up
[34:25] last week, but due to weather, wind, and
[34:29] issue other kind of meteorological
[34:32] issues they decided to push the pour
[34:34] back. Uh, Forecast tonight looks great.
[34:36] Looks like we're going to have a really
[34:37] good night for concrete. They're going
[34:39] to be busting out as much as they can
[34:41] and then we will
[34:43] get with that. I did have a chance to
[34:45] look at the specification and it calls
[34:49] for port
[34:51] to open the concrete. It calls for 14
[34:54] days after paving unless there's the
[34:57] passing flexural strength. We do do a
[34:59] 28-day break so it will have to be that
[35:03] 14 days which means concrete should be
[35:05] open mid-June.
[35:07] Which is exciting.
[35:11] » Good.
[35:12] Are your breaks then coming in good?
[35:16] >> Yes. Yes, the first few lots the breaks
[35:19] have been coming in well within spec
[35:23] over spec which is always good to see.
[35:27] No, everything on the test results we've
[35:29] seen thus far have been very favorable.
[35:33] >> And
[35:35] just to add in some context on the
[35:38] pavement. As Steve said, we've been
[35:41] rejecting a lot
[35:44] due to
[35:45] poor mix.
[35:47] Um
[35:49] there is a mix that they have to meet to
[35:51] a specific standard
[35:53] and that standard then should provide a
[35:55] good final product. Obviously, if
[35:57] something goes wrong or they don't have
[36:00] it tweak correctly, you get cracks and
[36:02] it's up to us to be the bad guys and
[36:04] say, "Great.
[36:06] That looks really pretty. Now tear out
[36:07] that $200,000 worth of concrete." Um
[36:11] and we've done that multiple times. Now,
[36:13] recognize that that is on the the
[36:16] bearing of that cost falls on the
[36:18] contractor. It doesn't mean even though
[36:21] they're pouring
[36:22] 40% 50% more than what they had bid,
[36:26] um, on them.
[36:28] And so, there has been a lot of, uh,
[36:31] having to pour concrete, bring out whole
[36:33] crews for nights, and then a couple days
[36:37] later rip it all out. Um, so, recognize
[36:39] that is occurring, but also keep in mind
[36:43] that uh,
[36:44] that's us to be the bad guy and tell
[36:45] them to rip it out, and you it that is
[36:49] coming at a no cost for you.
[36:51] So.
[36:53] >> Is Lochner actually the QC on this job, or do you have a
[36:57] third-party contractor?
[36:59] >> Uh, for this we are have a an
[37:03] independent. It's a third-party. It's
[37:05] one that's done a lot of the work out
[37:07] there with us in the past for the last
[37:09] decade or more.
[37:11] And then, so, there's well, and they're
[37:13] actually the QA. So, quality control is
[37:16] done by the contractor. There's actually
[37:17] two testing firms out there when they're
[37:20] doing the work. The quality control is
[37:22] on the contractor. It's basically them
[37:25] internally telling themselves, this is
[37:27] good, this is bad.
[37:29] And, but [clears throat] our QA is the
[37:33] final say in it of saying, is this good,
[37:37] is this bad? Um, 99% of the time all of
[37:40] the tests agree with one another, even
[37:43] if it's one of those 1% where it does
[37:45] not,
[37:46] ours is the final say.
[37:49] We definitely work well with the
[37:50] contractor,
[37:52] um, because these are testing firms.
[37:53] There's only
[37:55] uh,
[37:55] a handful, a couple three firms that are
[37:58] qualified to do this type of testing in
[38:00] this portion of the country and area of
[38:02] the state, and, uh, so, they've all been
[38:04] working together
[38:06] for years.
[38:09] So, it but technically speaking, it's
[38:11] the quality assurance that works with us
[38:15] and does the testing that we will then
[38:19] say pass or fail. Other things we can
[38:21] just we've outright failed just on
[38:23] visual inspection. You've got a big
[38:25] crack across a brand new
[38:27] panel. We don't have to wait for a
[38:28] testing. Hey, go rip it out. And after
[38:31] the first couple of times of that, they
[38:33] started doing it before we even had to
[38:35] go be the bad guy and tell them to rip
[38:37] it out. They were
[38:39] seeing their poor work.
[38:42] And that's the subcontractor of LeGrand
[38:44] Johnson. So, LeGrand Johnson's the
[38:46] overall, but it is they've hired another
[38:49] company that is actually doing the
[38:51] paving the concrete portion.
[38:55] The asphalt is themselves and
[38:57] they're obviously experts at that and do
[38:59] it all over the
[39:00] county and the state.
[39:03] >> Thank you.
[39:06] Uh last piece I want to mention on this
[39:08] apron over here,
[39:09] uh
[39:10] this is expansion concrete. We I have
[39:12] confirmed that Gulf is complete. Uh it
[39:15] does need that center line marking, but
[39:17] that will be open
[39:19] by the time we start this next project.
[39:22] Um segway into this project. I put this
[39:24] document together here as you're seeing
[39:27] up on the screen. This is showing
[39:30] uh the apron we're working on. Those
[39:31] it's uh right there by the fuel and the
[39:34] Redtail Hangers. Uh
[39:36] we it is a phased project, so uh
[39:39] basically I guess quick quick rundown. I
[39:41] have some dates on there. I won't get
[39:43] too much in the minutia, but so the plan
[39:45] here is milling the entire project area.
[39:48] Uh
[39:49] starting next week. So, they'll mill
[39:51] both P1 and P2.
[39:53] And then
[39:55] to the it's full depth uh that 50 ft in
[39:57] front of hangers getting a 2-in mill.
[40:00] The rest of it's getting a full depth
[40:01] mill of asphalt.
[40:03] From then, we will be starting on phase
[40:07] one area. So, they will excavate and
[40:10] they're going down pretty good amount of
[40:13] 3 or 4 ft.
[40:14] I have to check the spec, but uh so
[40:17] they'll be starting that work. They're
[40:18] going to do the dirt work up to P1.
[40:21] Then, they'll move over to P2,
[40:24] excavate that all down, bring it up, and
[40:27] then once all the dirt work is complete,
[40:30] they'll do the same and they'll pave the
[40:33] entire area, P1 and P2, in one go. So,
[40:39] with that that was kind of a
[40:41] originally it was planned to do
[40:43] basically the same thing twice, but
[40:46] given that we're working with this
[40:48] contractor and allowing them to do the
[40:50] one mobilization for mill and one
[40:51] mobilization for the
[40:54] um
[40:55] paving, we did get a reduction in price
[40:57] on the locally funded schedule.
[41:00] Uh but um that
[41:03] Uh that's a side conversation, but as
[41:05] far as phasing on this one,
[41:07] uh hopefully this document helps make
[41:08] sense.
[41:10] Uh there will be times
[41:12] with and uh we had a meeting with
[41:14] Redtail the other day and kind of got
[41:16] that all
[41:17] squared away what's going on, when it's
[41:19] going on. That's kind of what's in here.
[41:22] Um it will be available during the
[41:24] project of um
[41:25] coming out here.
[41:27] >> I would like to comment on this, though.
[41:29] So, originally we were supposed to be
[41:31] able to be operational in one of those
[41:33] spaces for the other ones. So, this
[41:36] takes us non-operational in both of
[41:38] those
[41:39] for the whole project, which from our
[41:42] perspective
[41:44] uh the biggest impact is self-serve in
[41:46] there.
[41:47] Uh we were always going to have when P1
[41:49] was going on, self-serve would still be
[41:51] open. Now, it's going to be closed
[41:54] because of this milling. And uh it
[41:57] represents uh significant business uh
[42:00] for us not to have that. We were also
[42:02] supposed to be able to
[42:05] not a huge impact here get airplanes in
[42:07] and out of hangars, which we can still
[42:09] do. Uh we just can't have airplanes
[42:13] across this space because of that
[42:16] Yeah, we're going to have to tow things
[42:18] back and forth.
[42:18] >> Well, they are going to put and don't
[42:19] forget they are going to put the the ramping in so it's not just a 2-in
[42:24] drop-off it. The reason you wouldn't
[42:26] power across it is more because of
[42:28] picking up
[42:31] >> things like that.
[42:32] >> Yeah, we don't still flow.
[42:33] >> And I'm guessing this is an active
[42:36] construction zone during this time, too.
[42:38] So, we can't have transient or base
[42:41] aircraft on their own going through this
[42:44] space, right?
[42:45] >> No, it's only it's only meant to allow
[42:47] you to be able to move your hand in and
[42:50] out of maintenance site.
[42:51] >> Yeah.
[42:52] >> And that keeps everything going.
[42:53] >> Which we appreciate. We'll still have
[42:55] access to the second hangar in this
[42:58] space uh, to use. I think the biggest
[43:00] impact is really loss of self-serve fuel
[43:03] purchases and I don't know what that's
[43:05] >> We're still going to have trucks.
[43:07] >> We will have trucks, but there's a
[43:08] significant price difference, obviously,
[43:11] between the two and I'm just worried.
[43:13] Uh, last year over this same time
[43:16] period, uh, self-serve generated about
[43:19] $30,000, $28,000
[43:21] to be accurate. We're probably going to
[43:24] lose that. We'll recover some of it, to
[43:26] your point. Uh, but I just I'm a little
[43:29] worried about having that NOTAM'd
[43:32] as out during this whole project.
[43:35] Originally, it was
[43:37] only supposed to be NOTAM'd out for half
[43:40] of the project. Now, it's the whole
[43:42] term, so uh,
[43:44] it will have an impact on the airport
[43:46] flowage, fuel flowage, and other things.
[43:48] >> Can that NOTAM be worded that
[43:51] you do have fuel service via truck?
[43:54] >> Yeah, it will Yeah, we'll make sure
[43:55] we're careful with that. A lot of times,
[43:57] we've seen this in the past. We've had a
[43:59] couple instances in the last year where
[44:01] our self-service gone down for a day. We
[44:04] put a NOTAM out. A lot of pilots
[44:06] interpreted it is there's no fuel.
[44:09] >> Right, that's what I
[44:09] >> And so we're going to have to be really
[44:11] careful with the wording.
[44:13] >> Okay. Make sure
[44:13] >> We'll sell for you.
[44:14] >> We'll work with you on this.
[44:15] >> And I think even the note of we need to
[44:18] even state fuel fuel still fuel is still
[44:21] available.
[44:22] >> Right.
[44:23] >> So we can mitigate this a bit, but this
[44:26] is
[44:27] a little bit of a, you know, change of
[44:29] plans. It is going to have a negative
[44:31] impact.
[44:32] >> Which is why we had that meeting with
[44:33] you a few days ago so that to see if we
[44:35] could make it work.
[44:36] >> Yeah.
[44:37] >> Because at the end of the day we get
[44:38] better product, a cheaper product, and a
[44:40] faster build.
[44:42] >> Yep.
[44:42] >> Can I Can I ask a
[44:44] >> Sure.
[44:44] >> Like where you were planning to do like
[44:48] unloading and offloading of passengers
[44:49] and both
[44:50] >> Yeah, this is
[44:51] >> And is that in a like happening the
[44:53] contour area, you
[44:54] >> No, we worked We worked out a way to do
[44:57] that. They have another hangar on the
[44:58] field, you might remember from previous
[45:01] meetings.
[45:02] We're going to have an access point that
[45:05] uh runs
[45:07] I don't know what you call this. I don't
[45:08] know what this point is. Behind the
[45:09] fuel.
[45:11] And then you can come in down to their
[45:13] other hangar.
[45:15] There's a bit of a roadway there. So
[45:17] they'll be loading uh most likely on
[45:20] Echo.
[45:20] >> Right.
[45:21] >> Yeah, so Jason, just across from where
[45:24] uh Skydive is, that taxiway, we're
[45:26] probably going to stage out of there.
[45:28] We'll just have your bus be delivered
[45:30] [clears throat] people. We have a hangar
[45:32] there.
[45:32] >> Right. Yeah, cuz I'm just thinking like
[45:34] well if you
[45:35] For you guys, you know, like you guys
[45:37] are running
[45:38] a lot of old people and yeah, you know,
[45:41] and then
[45:42] like continuously planes coming in and
[45:44] loading people and you know, and how you
[45:45] can do that. That actually efficiently,
[45:47] yeah.
[45:48] >> The other thing that's kind of along the
[45:50] same lines is transient GA pilots too
[45:53] are going to have to now navigate a new
[45:56] path off the ramp. There's going to be a
[45:59] lot more probably escorting uh that
[46:01] we're going to have to do than normal uh
[46:04] make this work as well.
[46:06] Um
[46:07] but yeah, we it's not going to be ideal
[46:09] obviously in game. This is going to be
[46:12] really nice when it's all done.
[46:14] But we are going to have some
[46:17] additional you guys are going to have to
[46:20] you know, go down a little further and
[46:22] drop your bombs.
[46:22] >> to be able to use the other taxiway, the
[46:25] new taxiway?
[46:28] >> Yeah, now I haven't talked
[46:30] >> He's in fact
[46:31] >> but you told me he's agreed to this
[46:32] because if he still operates on the east
[46:35] side where he is today
[46:36] >> No, we talked to him we talked to him he
[46:38] wants to operate on both sides. Yeah, so
[46:41] people will be going down there.
[46:42] >> Yeah, so then we have a horseshoe path
[46:45] or U-shape.
[46:46] >> Right, and then everybody and then spin
[46:48] around and then stop.
[46:49] >> This project and the impact that it's
[46:51] going to have on the airport is almost
[46:53] 100% the reason
[46:55] we got the U-shape taxiway money.
[46:58] This project is why.
[47:00] And it was only because
[47:03] uh this would have prevented us from
[47:04] getting the ARFF vehicle.
[47:06] >> Oh, yeah.
[47:07] >> Yeah, so because of ARFF
[47:09] is why we got all that beautiful new
[47:11] taxiway is because of the pain that this
[47:13] is going to cause them to the airport.
[47:15] So and as painful as this is going to be
[47:18] and we're not ready to talk about this
[47:19] one yet, entry road is going to be
[47:24] equally
[47:25] this
[47:28] » Brutal I believe is a good adjective.
[47:29] >> You just bite the bullet
[47:32] and and and get through it the best you
[47:34] can and we're going to provide access
[47:35] points everywhere we can as much
[47:37] wayfinding signage as we can
[47:40] to try and make sure everybody knows
[47:42] where they're going.
[47:43] >> Yeah, I I think signage is a key thing.
[47:44] I don't think in the existing project
[47:47] there
[47:48] there's [clears throat] any signs at
[47:48] all.
[47:50] Uh so I think that it it'd be really
[47:51] important in this project to have
[47:54] signs saying you know, you know,
[47:56] for GA guys, you know, park down there.
[47:58] >> Yeah, we talked about moving the sign
[48:01] off of the current gate cuz they won't
[48:02] have access to that current
[48:05] >> But people are going to get on the other
[48:06] gate.
[48:07] >> I'm worried about moving it down. I'm
[48:08] concerned about getting people out of
[48:09] the airport at night. Right now, there's
[48:11] one gate that can do that, and that
[48:13] gate's not going to be available.
[48:15] So, we're going to have to put some
[48:16] wayfinding to get them over to the gate
[48:18] by the fire station,
[48:19] um so they can use that one to get out.
[48:22] >> So, that gate you're going to have to
[48:23] put in a code that's going to be
[48:24] temporary
[48:25] >> 28 temporary 12280
[48:27] >> It's going to have a zero.
[48:28] >> It has to be five on that gate.
[48:30] >> All right.
[48:31] >> So, it'll be 12280, which we're actually
[48:33] just going to put a placard up on the
[48:35] outside,
[48:36] um saying that that's what the code is,
[48:38] so they can get out because there's just
[48:39] no other way to get people out. So,
[48:42] um because that one main gate's going to
[48:44] be open, the contractor is also going to
[48:46] have to have a person stationed at that
[48:48] gate at the gate not letting people
[48:51] through until they punch their code in
[48:53] and it goes beep.
[48:55] If it goes beep, they get to go in. If
[48:57] they punch their code in and it
[48:59] doesn't,
[49:01] he's got to kick them out. So, that's
[49:02] going to be the contractor on that.
[49:06] >> I have a question. You mentioned that
[49:08] because you're doing this all in one
[49:11] piece now that it was a cheaper for
[49:14] Who's Who's seeing the savings here?
[49:18] You said that because we're we only have
[49:20] one mob, I think, and you're allowing
[49:22] them to do the entire
[49:24] grinding in one piece here. Where's the savings going?
[49:28] >> I don't know, to be honest with you.
[49:30] >> Well,
[49:31] >> It was the
[49:32] funded We the mobilization cost is what
[49:35] they were able to get down for the
[49:37] locally funded section.
[49:38] >> funded portion.
[49:40] >> Um
[49:43] The area of the
[49:45] >> Yeah, who's who's seeing the savings?
[49:48] >> We are.
[49:49] Because we're not going to have to pay
[49:51] extra for the locally funded portion.
[49:54] This reduced the cost of the locally
[49:56] funded portion.
[49:57] >> what I was looking at.
[49:58] >> Okay, sorry. This is saying
[50:00] >> It's And it's unlike
[50:02] >> project.
[50:03] Because it's There's no seam.
[50:06] >> The overall project
[50:09] it let's take out the locally funded.
[50:11] The overall project with the exception
[50:13] of the locally funded
[50:14] is your normal FAA split. In this case,
[50:17] 95% FAA, 5% local.
[50:21] The locally funded portion in front of
[50:23] the hangars is 100% local.
[50:27] So, every dollar that the cost is
[50:29] reduced, it's reduced a dollar for the
[50:31] county versus
[50:34] on other the overall large portion of
[50:37] the project for every dollar reduced, 5
[50:39] cents is reduced on the county.
[50:41] So,
[50:42] for any dollars saved, it's 100%
[50:46] reduction of local funding.
[50:49] >> Thank you. I understand now. Appreciate
[50:52] it.
[50:58] » All right. So, the
[51:01] I was a little unclear on the roadway
[51:02] coming in. I think last meeting we we
[51:05] didn't know if it was funded. We didn't
[51:06] know a lot about it. Where are we at
[51:08] with that project, the entry road?
[51:12] >> We're working through the design. We're
[51:14] actually putting final touches on it.
[51:16] Uh, getting with Steve here on the last
[51:19] couple of pieces, but we do have uh, I'd
[51:22] call it a 70% 70 to 80% drawing. And we
[51:27] have had it gone through the FAA a
[51:29] couple times as far as the specs go and
[51:32] the the other reports, the CSPP and EDR.
[51:35] So, uh, hoping to get that buttoned up
[51:37] here shortly. Uh, before that happens,
[51:39] we will get the uh, other project out,
[51:42] the pavement preservation of all the
[51:44] remaining asphalt. That's at call it 90
[51:48] 95%
[51:49] Uh, just waiting for final sign off from
[51:51] the FAA and get that advertising bid and
[51:54] hoping to get that construction going
[51:57] and I would think August time frame
[52:01] August uh
[52:03] maybe end of July but
[52:06] as far as the entrance road goes that
[52:08] one's a little more intensive obviously
[52:09] there's a more pavement more design
[52:13] but yes that is underway and getting a good
[52:17] uh attention from our side.
[52:19] >> And for the first part of your question
[52:22] the funding Steve had gone to the county
[52:26] and did get the because there had been
[52:28] some questions about the local funding
[52:30] aspect Steve was able to
[52:33] acquire the local funding
[52:35] matches for
[52:36] >> When will we When will we see that
[52:38] design?
[52:40] >> Like Thorson said it's at the
[52:43] uh 79% we were out there with overviews
[52:46] with Steve Thorson can get more into how
[52:50] much
[52:51] um I don't know Thorson if you have the
[52:53] ability to share a screen or not I could
[52:55] probably pull it up since I'm in the
[52:56] office.
[52:57] >> Uh yeah I'm not available for that
[53:00] sorry.
[53:01] >> Okay.
[53:02] >> You well you find it out.
[53:05] >> I think we'd like to take a look at that
[53:07] if we could uh when it's ready.
[53:11] >> Sure thing.
[53:13] >> It'll we'll present
[53:15] >> All right we got time to do that before
[53:16] yeah.
[53:17] >> We got time to do that?
[53:18] >> Yeah we'll
[53:19] If he's at 79% we'll probably have it
[53:21] for next meeting.
[53:23] >> Yeah I would say we can
[53:24] at minimum get exhibits to show
[53:27] uh project area. We have uh
[53:32] we're kind of the last piece we're
[53:33] dealing with right now is
[53:36] uh the the actual asphalt section but as
[53:39] far as layout we and then as well
[53:42] uh
[53:42] markings uh for the roundabout area.
[53:45] Uh but yes, by the next meeting we'll
[53:47] have uh some exhibits to share.
[53:51] >> Great. Great.
[53:56] What else you got?
[53:56] >> And
[53:57] I would just follow up that they are
[53:59] there. They're definitely not in a
[54:01] location to be shared at the moment, but
[54:04] we are taking into account um especially
[54:07] the roundabout. It's actually been quite
[54:09] the uh
[54:10] process to figure out how to deal with
[54:12] the roundabout that's in front of the
[54:14] old drop-off for the terminal, but
[54:17] recognizing people still use it. So,
[54:19] making it both a combination of a road
[54:22] and still providing a
[54:24] turnaround or a pullout in front of the
[54:26] side
[54:28] terminal entrance.
[54:29] >> and a drop-off only lane
[54:31] >> and a bus turnaround as well.
[54:33] >> and a bus turnaround is the way we're
[54:34] trying to put it together.
[54:37] >> Yeah, for that we're getting a little
[54:39] bit
[54:40] making it a little wider. Uh actually,
[54:42] it was convenient the day we were out
[54:44] there with Steve, a bus had come by and
[54:46] we watched him have to make a
[54:48] three three- or four-point turn. So,
[54:50] that gave us a real good idea of hey, if
[54:52] we bump this pavement out a little bit,
[54:54] they'll be able to do it in one swoop,
[54:57] if not a three-point turn.
[55:00] >> Yeah.
[55:01] I mean, he almost made it, but
[55:03] >> Almost.
[55:04] >> Yeah, he could have made it if he did a
[55:05] little bit of Moab off-roading.
[55:08] >> But, we kind of figured out a way so
[55:09] they'll be able to make that turn and I
[55:11] think it's important that we have that
[55:13] drop-off and pick-up zone right there.
[55:15] Um so, that'll all still be there as
[55:17] part of this project. It won't be what
[55:19] you would consider a roundabout.
[55:21] Cuz a roundabout with nothing in the
[55:23] middle of it is
[55:24] kind of silly. So, it's just going to be
[55:26] a road with a drop-off zone that comes
[55:28] out. When that design's ready, we'll bring
[55:31] >> You should have a really pretty statue
[55:32] in the middle of the roundabout.
[55:33] >> So, yeah.
[55:35] No, they're they're part of the artwork
[55:37] thing.
[55:37] >> Yeah, no, That's That's what I hear. I
[55:39] mean the the roundabout and something in
[55:40] the middle of it is pretty cool.
[55:43] But where the unpaved roundabout is now will
[55:48] be a marked line. So we won't
[55:50] necessarily mark the edges of the road
[55:53] for the whole length of the road, but in
[55:54] that corner, it'll be a combination of
[55:57] solid and dashed white and yellow lines
[56:00] that you would see that would meet more
[56:02] of the standards that you would get on
[56:03] road traffic.
[56:12] All right, is that it?
[56:14] >> Yeah, unless there's any other questions
[56:16] I can answer.
[56:18] >> Uh yeah, if I you guys don't mind me
[56:20] chiming in here. Um I'm wondering is
[56:22] there any way that we can get
[56:25] landside access to Hangar 118?
[56:29] >> Our our new hangar
[56:31] >> Yeah,
[56:33] you'll have a landside access.
[56:37] Um
[56:38] cuz that's where we're going to bring
[56:39] people. I don't know if there's
[56:42] I'll go back there and see what it would
[56:43] take. But yeah, we would like you to
[56:45] have landside access.
[56:46] >> Which one is 118 by
[56:49] Is that the large
[56:51] hangar to the south of the
[56:54] uh snowmobile building?
[56:57] >> Yeah, that's correct.
[56:58] >> Okay.
[56:59] >> The one that we acquired.
[57:01] >> Yeah, unfortunately. Nick gained a
[57:03] little weight.
[57:05] It's much better.
[57:08] So yeah, we would we Alvin, we would
[57:10] like you to have access to that and
[57:13] whatever we can do to help make that
[57:14] happen is going to help make all of this
[57:16] go smoother. So
[57:18] >> Yeah.
[57:18] we'll try and get that.
[57:20] >> We'll probably need ground to that
[57:22] airside too, which we will
[57:24] obviously have to
[57:26] watch and you know
[57:28] shuffle that.
[57:29] >> But The gates going to be there. We have
[57:32] going to do a bit of that now already.
[57:34] That works very well for us. We'll just
[57:36] have to extend it down that taxiway.
[57:39] Now, I guess my concern is too is how do
[57:42] we stay out of the way of the
[57:43] construction and
[57:46] where
[57:47] >> When you mean when you're tugging or
[57:49] >> Yeah. We'll We'll
[57:51] work very clearly or we have safety
[57:53] meetings every week. So, attend those
[57:55] meetings. Okay. Yeah. Cuz we will have
[57:57] to have
[57:58] >> And we could.
[57:59] >> front hangar access from the ground side
[58:02] as well.
[58:03] Back there similar to what we have
[58:05] today.
[58:06] >> Okay.
[58:06] >> So.
[58:08] >> And
[58:10] I just want to make one thing very clear
[58:13] on the entrance road project.
[58:15] It will be
[58:18] a significant difficulty for everybody
[58:22] on the airport. We are working through
[58:25] many different iterations of phasing and
[58:29] uh as Bill said, wayfinding and signage
[58:33] will be key.
[58:34] But, please recognize that with the only
[58:37] one entrance road and we're paving it
[58:39] from the start to the finish, there's no
[58:41] way that we're not going to disrupt
[58:46] the
[58:48] flow of the airfield. So, we're trying
[58:51] to look at it in any possible way to
[58:52] minimize that, but
[58:55] please recognize there's no way to fix a
[58:57] road without shutting down that road.
[58:59] And it's there's not a second entrance
[59:02] to the airport. It's not a four-lane
[59:04] wide road that we could take out two
[59:06] lanes and then do two lanes.
[59:08] It is a
[59:09] >> So, so is Why is it not a four-lane
[59:11] road?
[59:13] >> Uh
[59:14] >> Probably because of the access to the
[59:16] 191.
[59:19] >> Well, I mean if you if you if you had a
[59:21] four-lane road, you could keep two open
[59:24] and two open and
[59:25] pave two and you know,
[59:27] go
[59:28] Is Is there any chance of doing that?
[59:32] >> Uh definitely not with this funding.
[59:37] » Hey.
[59:38] >> I would say not with available funding.
[59:40] >> At least double the cost.
[59:42] >> Um and also we'd have to figure out a
[59:44] place to put those other two lanes.
[59:49] A lot of places there's not really a
[59:50] spot to put another lane in.
[59:53] But yeah, well that's not part of this.
[59:56] >> And
[59:57] >> But But Bill brings up a good point
[59:59] though. Shouldn't we be looking to the
[1:00:01] future here? Or are we and that just is
[1:00:04] so far out that we aren't going to need
[1:00:06] those four lanes?
[1:00:08] What Where is our future projection
[1:00:11] there?
[1:00:12] >> There really is not the volume of
[1:00:14] traffic to justify.
[1:00:18] I don't think that's where we're looking
[1:00:20] for that future larger traffic.
[1:00:23] I think we're looking for that traffic
[1:00:25] to be back on the road that goes behind
[1:00:27] the hangars.
[1:00:29] I think we're going to have a higher
[1:00:30] volume of traffic there than we're going
[1:00:31] to have coming down to the fire station,
[1:00:33] if that makes sense.
[1:00:36] >> Mhm.
[1:00:36] >> It does.
[1:00:37] >> Once there are parking lots back there,
[1:00:39] you're you're going to have four lanes.
[1:00:40] It's just going to be a two and a two.
[1:00:42] >> Mhm.
[1:00:43] >> Um
[1:00:45] Yeah, we're ways off from having that.
[1:00:47] >> Well, so you
[1:00:48] So the entrance to the behind all those
[1:00:50] and future hangars uh would be having a
[1:00:53] different entrance than the one we're
[1:00:55] talking about here.
[1:00:56] >> Yeah. Well, no. Not We all still have to
[1:00:58] enter off of the same thing off 191.
[1:01:00] You'd just have some of the cars that
[1:01:02] split down the first one that's your
[1:01:03] hangar row and the rest would go up to
[1:01:06] either fire station, back of Redtail, or
[1:01:11] >> Terminal.
[1:01:11] >> Yeah, the terminal and the still skydive
[1:01:13] would all still be going down to the new
[1:01:14] skydive.
[1:01:16] So it'd just be two and two.
[1:01:17] >> Yeah, but it's still just two coming off
[1:01:19] the road.
[1:01:20] >> Yeah. Yeah.
[1:01:21] >> And then it splits.
[1:01:22] >> It's still the bottom neck is the part
[1:01:24] from the road to that.
[1:01:25] >> Yeah, we can certainly look to design
[1:01:27] that road to be wider
[1:01:29] in the future, for sure. It's all just a
[1:01:31] matter of money.
[1:01:33] And what we can get funded and what we
[1:01:35] can justify by traffic. We can't justify
[1:01:38] it with the traffic.
[1:01:38] >> way we can offset it now?
[1:01:41] You know, to
[1:01:42] you know,
[1:01:43] build the new road or the the new
[1:01:45] pavement, if you will, to to a little
[1:01:48] bit to the side and allow us to dirt or
[1:01:51] the existing road to exist or to you
[1:01:54] know, to keep traffic to flow on it.
[1:01:57] » They still going to have to cross it cuz
[1:01:59] it's going to be cut off. It's going to
[1:02:01] be a cut off.
[1:02:02] >> be a short short distance of cut off,
[1:02:04] though.
[1:02:05] >> I don't know how much we'd gain with
[1:02:06] that. And next time you're out there,
[1:02:07] walk out to kind of explain what we're
[1:02:09] talking about.
[1:02:10] >> Well, if you
[1:02:11] >> So, you're talking about grading out a
[1:02:13] piece so that traffic can drive further
[1:02:15] down. Still couldn't get to the parking
[1:02:17] spaces.
[1:02:18] >> Well, well, well, during the
[1:02:21] construction.
[1:02:21] >> Yeah. I'm just thinking that
[1:02:23] >> if we want to if we're thinking about
[1:02:25] widening that to three lanes or
[1:02:28] four lanes, you know, could we the new
[1:02:30] road that we're putting in there,
[1:02:32] could we just, you know,
[1:02:35] put that to the side of the existing
[1:02:37] road as opposed to paving over paving
[1:02:39] over the 50 ft
[1:02:40] of road.
[1:02:47] » I don't think under this project we can.
[1:02:49] Because we already have an entrance to
[1:02:53] the highway.
[1:02:56] have new built pavement there and we
[1:02:58] have failing pavement where we are. In
[1:03:00] some places we're not we're not going
[1:03:02] down to full depth to rebuild this. This
[1:03:04] is going to be in some places we're just
[1:03:05] going to mill and fill. And in other
[1:03:07] places we have to go full depth.
[1:03:10] So, if we moved it and said, "Oh, we're
[1:03:12] just going to build a completely
[1:03:14] separate road over here so that we get
[1:03:15] two for the price of one." and two, the
[1:03:17] things we're saying
[1:03:18] uh that would be full depth the whole
[1:03:20] way, and we would not have money to do
[1:03:23] that.
[1:03:24] >> Okay.
[1:03:25] >> And environmentally, that is different
[1:03:27] than what was uh cleared at at this
[1:03:30] point. Uh it would definitely
[1:03:33] be a long process to do
[1:03:35] what you're talking about.
[1:03:38] >> Calvin does have a question. Um when is
[1:03:40] the entrance project proposed dates?
[1:03:44] >> Well I don't know if if they've got
[1:03:46] something updated for Mark, then they
[1:03:47] can let us know, but we're we're looking
[1:03:49] at that in the fall. Um but until they
[1:03:52] get it designed and bid,
[1:03:54] um it's hard to nail down a precise
[1:03:57] date.
[1:03:58] >> Okay then. When do you think
[1:04:00] >> My answer would be
[1:04:02] >> What?
[1:04:03] >> My answer would be fall time frame. I
[1:04:05] agree, sorry.
[1:04:08] » Yeah, just now when can we expect the
[1:04:10] board we can actually see our
[1:04:12] >> As soon as he gives me something, I'll
[1:04:14] send it out, but we'll discuss it at the
[1:04:15] next meeting.
[1:04:16] >> Yeah, he he said he thought he'd have
[1:04:18] some
[1:04:19] drawing into the next meeting.
[1:04:20] >> Okay.
[1:04:21] >> Yes. One month
[1:04:23] from now
[1:04:26] >> And we will also have a meeting with
[1:04:28] airport users at the bid. Just kind of
[1:04:30] like we did with this project.
[1:04:33] Well we'll where we'll just all talk
[1:04:34] through what are the best ways to make
[1:04:37] this as least painful as possible.
[1:04:39] There's no way to make it not painful,
[1:04:41] but to try and minimize it.
[1:04:43] >> I think um
[1:04:45] we'll also develop a we can easily
[1:04:47] develop an exhibit that could be put up
[1:04:50] on the airport's Facebook page, airport
[1:04:54] county webpage, on the county news, um
[1:04:57] if even going so far as being published
[1:05:00] in the newspaper, so that
[1:05:02] people
[1:05:04] there's no way you're not going to get
[1:05:05] complaints on this one.
[1:05:09] But
[1:05:09] >> Say like is there any way they could
[1:05:11] considered like doing it at night, you
[1:05:12] know?
[1:05:14] >> I mean, it's taking We're talking of
[1:05:15] weeks and weeks of work.
[1:05:18] So.
[1:05:23] Doing it at night
[1:05:25] doesn't necessarily save us any way
[1:05:27] because we've got a hole.
[1:05:30] So, we can dig a hole at night, but
[1:05:32] people still can't drive from over it
[1:05:34] cuz the hole is still going to be there
[1:05:36] all day.
[1:05:37] So, I mean, there are some kind of like
[1:05:39] runway projects that makes a lot of
[1:05:41] sense to try and do at night,
[1:05:42] obviously.
[1:05:44] Which is what we're going to try and do
[1:05:46] with the seal coat project. We're trying
[1:05:48] to do it at night so that
[1:05:49] so that's when there's not traffic flow.
[1:05:52] But some other projects
[1:05:55] night doesn't help us with this one.
[1:05:57] Doesn't doesn't buy us anything.
[1:05:59] >> I do.
[1:06:05] » Anything else from blogger?
[1:06:13] » I'm good. Thank you.
[1:06:18] » You're breaking up. You said
[1:06:20] >> Did we do
[1:06:21] >> [clears throat]
[1:06:21] >> I'm sorry. With all of that, I can't
[1:06:23] remember did we talk about pavement
[1:06:24] preservation?
[1:06:26] >> We did briefly.
[1:06:27] >> Other than briefly.
[1:06:29] So.
[1:06:31] That will be an airfield pavement
[1:06:32] preservation. That will involve
[1:06:35] runway closures.
[1:06:37] With that, we will work
[1:06:42] » Those seal a lot faster, so it's not
[1:06:44] going to be like
[1:06:46] a lot of runway closures for a long
[1:06:48] time. And with that one, we've got to
[1:06:50] coordinate
[1:06:52] closely with you guys as soon as we
[1:06:53] possibly can. So, yeah.
[1:06:55] >> Yeah.
[1:06:56] >> I don't know if we need to be
[1:06:57] >> He was right in that
[1:06:58] >> Hopefully, what we're going to try and
[1:06:59] do is do that at night as much as
[1:07:01] possible. It does not take 48 hours for
[1:07:04] that to to cure up and be ready to go.
[1:07:07] As soon as it's not tacky
[1:07:10] over there.
[1:07:11] >> Yeah.
[1:07:18] » All right.
[1:07:22] any other reports?
[1:07:26] Need to talk about?
[1:07:28] All right.
[1:07:31] So, discussion I had planned number nine
[1:07:34] I think that's
[1:07:37] several different things together.
[1:07:40] Uh marketing and website design.
[1:07:43] Whose is that?
[1:07:44] >> I requested it be on here.
[1:07:47] >> We can give you a slight update on the website. We we do now have access
[1:07:51] to the county's airport website, which
[1:07:53] we haven't had. IT has now given us
[1:07:56] access both uh
[1:07:58] original and the south. So, we
[1:08:01] can now start making updates and changes
[1:08:04] to that. Things like putting on this project plan,
[1:08:08] uh showing future future issues that
[1:08:10] might come up, or pictures of cool stuff
[1:08:12] that happens at the airport. We've had a
[1:08:13] few really cool things lately that that
[1:08:16] we've got lots of pictures of, so we're
[1:08:17] ready to
[1:08:18] try and get those up there as well.
[1:08:21] So, hopefully you'll start seeing a a
[1:08:23] pretty decent change to what's on the
[1:08:25] county's website
[1:08:26] as it is now.
[1:08:28] >> What are we doing for social media?
[1:08:31] >> Well, we have we have a Facebook page.
[1:08:33] >> Yeah, that's what
[1:08:34] >> Somebody maintain it?
[1:08:35] >> We have it. We're putting pictures up on
[1:08:36] it and and trying to keep that as
[1:08:38] current as possible. Um then we have the
[1:08:40] county's webpage. We don't have
[1:08:43] um any of the other social media to the
[1:08:45] best of my knowledge. We don't have any
[1:08:46] Instagram.
[1:08:47] >> Okay.
[1:08:48] >> Do we have any Instagram? Have we been
[1:08:49] posting on it?
[1:08:50] >> I don't think I was supposed to be
[1:08:51] posting, but I don't know for sure.
[1:08:53] >> Okay, I I didn't even know we had it.
[1:08:55] >> Yeah.
[1:08:56] >> Instagram.
[1:08:56] >> Sorry.
[1:08:57] >> All right.
[1:08:58] We're better on it than I thought.
[1:09:00] So, yeah, we're we're trying to maintain
[1:09:02] some of that presence, and we're trying
[1:09:03] to get more on top of things as well.
[1:09:04] >> have suggestions, please let me know.
[1:09:07] Uh,
[1:09:08] cuz I'm open to putting, you know, I
[1:09:11] wanted to I wanted to look really well,
[1:09:13] you know, doing
[1:09:15] for our for our airport. I want it to be
[1:09:18] up-to-date. I want cool stuff that's
[1:09:19] going on that involves the airport. If
[1:09:22] you guys have pictures, send them to me.
[1:09:24] And then we're going to put some
[1:09:25] pictures like SkyDive Moab. Just they
[1:09:28] did some Utah State records over the
[1:09:30] weekend for some of their their stuff.
[1:09:33] So, we're going to, you know, post them
[1:09:35] on there. I want to make sure all the
[1:09:37] businesses that are on on the field have are represented on
[1:09:43] our website because I mean that's, you
[1:09:45] know, they're part of the airport.
[1:09:47] >> It's moabairport.com.
[1:09:49] I think we have a redirect on it right
[1:09:51] now.
[1:09:52] >> Okay.
[1:09:52] >> That throws you to the county's website.
[1:09:56] So, I forgot we did have an actual
[1:09:58] website out there.
[1:09:59] >> We we own the website.
[1:10:00] >> What's the name?
[1:10:00] >> It's moabairport.com.
[1:10:02] >> Okay.
[1:10:02] >> Is that what was it? Moab what?
[1:10:04] >> moabairport.com.
[1:10:05] It will be fine but it still redirects
[1:10:07] to the county site and we just have to
[1:10:09] improve not just to the county site but
[1:10:11] the airport's page on the county site
[1:10:14] cuz then we'll keep this updated.
[1:10:16] >> Yeah, he's just got to redirect from it
[1:10:18] to the county.net or whatever it is.
[1:10:19] >> Okay.
[1:10:20] >> So, he can take that off and wherever
[1:10:21] the remnants of that moabairport.com
[1:10:23] are, he's probably Matt probably has
[1:10:25] them archived or stored somewhere and
[1:10:28] give you access to what is there.
[1:10:29] >> Yeah.
[1:10:30] >> As for what goes on it, the two examples
[1:10:33] I pulled up that I liked were
[1:10:35] Vernal You'll figure.
[1:10:37] >> Okay.
[1:10:37] >> And Rifle.
[1:10:39] They're kind of two different approaches
[1:10:40] at it. Rifle seems to be a lot more GA
[1:10:43] oriented. I mean, it has some cool stuff
[1:10:46] about the CareFlight they've got out of
[1:10:47] there with helicopter rescues.
[1:10:50] It's definitely more tailored towards
[1:10:51] pilots. Runway information, NOTAMs that
[1:10:53] are all right across the top on the
[1:10:55] banner. I mean, they got a whole of bush
[1:10:58] planes right there, so Turnagain is very
[1:11:00] sweet.
[1:11:01] That's one way to go. The other way is
[1:11:03] Bernal. That's definitely more oriented
[1:11:05] towards tourism. I mean, right on their
[1:11:07] homepage, they call it a a hero web
[1:11:10] part. It's got how to book a flight,
[1:11:12] hotels and lodging, car rentals. So,
[1:11:14] you're just firing right into when you
[1:11:16] get four options down before you're at
[1:11:18] service and pilot information. So,
[1:11:21] I think those are good kind of two
[1:11:23] different takes to take on this thing
[1:11:25] and maybe a meld somewhere in the middle
[1:11:27] of two.
[1:11:28] >> And if you looked at the download mean,
[1:11:29] I don't know,
[1:11:30] like just
[1:11:32] you know, maybe guide me on what you
[1:11:33] guys are thinking.
[1:11:35] >> I'm absolutely
[1:11:36] >> open to that.
[1:11:37] >> But Jay, would you be able to willing to
[1:11:39] help on, you know, getting there and
[1:11:41] then help with some of that work?
[1:11:43] >> Absolutely.
[1:11:44] >> Perfect.
[1:11:46] >> Thank you.
[1:11:46] >> Absolutely.
[1:11:47] >> Probably want to make sure we're working
[1:11:48] with our economic developers.
[1:11:50] >> Yeah, I would think so.
[1:11:52] >> I would say the same, too.
[1:11:54] >> Yeah, let's see if we can get that tool
[1:11:56] back up and get it working really well.
[1:11:59] With some of these other approaches.
[1:12:00] Sounds like a really good idea because
[1:12:02] surprising number of people
[1:12:04] buy their information that way.
[1:12:07] There isn't any other way, really.
[1:12:10] » A fancy sign would help.
[1:12:14] » Yeah.
[1:12:15] >> For those that are already there, it
[1:12:16] definitely would. For those passing by.
[1:12:18] >> Sign, website.
[1:12:20] Out here.
[1:12:23] >> All right. That's it.
[1:12:24] >> Yeah, I think that's good. Thank you.
[1:12:26] >> Thank you.
[1:12:28] So, uh the next thing is kind of mine is
[1:12:31] airport sign.
[1:12:33] I thought that since we're uh
[1:12:36] yeah, we've been batting around the idea
[1:12:38] of some kind of entrance sign, monument
[1:12:40] sign at the beginning of the
[1:12:42] airport.
[1:12:43] Uh so, in order to flush that out and
[1:12:46] come up with
[1:12:48] kind of a a real
[1:12:50] view of a sign, I came up with a concept
[1:12:53] that seems to be a common concept for
[1:12:55] the for airport signs.
[1:12:57] Uh, you know, the idea here was just to
[1:13:00] use some of the stuff that I've heard at this meeting
[1:13:03] uh that has to do with, you know, a
[1:13:05] digital sign and and a a monument sign
[1:13:08] and entrance sign.
[1:13:10] Uh, so in order to
[1:13:13] make that work
[1:13:14] or actually, you know, put together
[1:13:17] uh something where we could find out how
[1:13:18] much does it cost and how difficult it
[1:13:21] is and you know, that kind of stuff. I
[1:13:23] put together the idea of this B-shaped
[1:13:25] sign.
[1:13:26] Uh,
[1:13:27] it's sized according to this distance
[1:13:30] from the highway.
[1:13:33] Uh, there's a sign there now that
[1:13:35] the you guys have that's just a vertical
[1:13:38] and it's
[1:13:39] perpendicular to the highway.
[1:13:42] Uh, and and the you know, lettering on
[1:13:44] it is is, you know, is the right size
[1:13:46] for that distance.
[1:13:48] Uh, in order to maximize the
[1:13:51] viewing time on a sign,
[1:13:53] uh it's particularly a digital sign, it
[1:13:56] had to be tilted into a B-shaped
[1:13:58] arrangement so you get more viewing
[1:13:59] time.
[1:14:01] Uh, you get
[1:14:03] this sign proposes a a 6 to 10 6 to 10
[1:14:07] second viewing time, which is more than
[1:14:09] enough for a for messages
[1:14:12] for a single uh you know, message or
[1:14:14] messages. Probably two in that length of
[1:14:17] time.
[1:14:18] Uh, surprising how quick people, you
[1:14:21] know,
[1:14:22] if the the letters are big enough, right
[1:14:24] now, okay, you can see it.
[1:14:26] So anyway, uh what I wanted to do is it ended up being about a
[1:14:31] a B-shaped sign about 14 ft
[1:14:34] high and about 13 ft long uh on the on
[1:14:38] the two sides.
[1:14:39] And this this proposal basically looks
[1:14:42] at putting a digital sign on the
[1:14:45] southbound lane so people coming in
[1:14:47] would see the sign, the digital sign.
[1:14:50] and then also with the digital sign
[1:14:53] would be a uh
[1:14:55] monument sign or a uh billboard sign and
[1:14:58] you know, whatever it is, some kind of
[1:15:00] other thing cuz the the digital sign
[1:15:02] would only be about 3 ft tall and 12 ft
[1:15:05] wide.
[1:15:07] And that's big enough to put on two
[1:15:08] lines two two lines of of characters and
[1:15:12] be able to see them from the road.
[1:15:14] Um the idea is is that
[1:15:17] the other part of the sign would just
[1:15:19] say
[1:15:20] airport and it could be anything from
[1:15:23] fixed advertising
[1:15:25] to just an airport sign. I mean, there
[1:15:27] there's a lot of possibilities there and
[1:15:29] I don't know
[1:15:30] what the that would be more for for the
[1:15:32] advertising folks or the airport folks
[1:15:34] to decide what should be on. Now, the
[1:15:36] south side of of this V-shaped sign
[1:15:39] would be a fixed sign.
[1:15:41] You know, just a a a sign that said uh
[1:15:45] "Thank you for visiting our airport" or
[1:15:47] you know, whatever else you want to put
[1:15:48] on. If you've got the food display
[1:15:50] >> Here's the road.
[1:15:51] >> Yeah, right. This is the road, so this is the
[1:15:55] >> Why would we do a fixed on the one and
[1:15:58] digital on the other road? You could
[1:15:59] just do
[1:15:59] >> Well, it's
[1:16:00] it could be. It absolutely could be.
[1:16:02] This is The question is cost.
[1:16:04] A digital sign such as this uh
[1:16:07] it would good good daytime viewing and good resolutions about 22,000.
[1:16:14] And so, uh
[1:16:16] certainly there could be a digital sign
[1:16:17] on both sides.
[1:16:18] >> I think if we're going to do it, it
[1:16:19] should be digital on both sides to catch
[1:16:21] people coming and going and and it would
[1:16:23] be a better for the advertiser because
[1:16:27] This is so stupid to say. My
[1:16:28] undergraduate degree was in in
[1:16:30] advertising. What you What you want to
[1:16:32] do is get them all on 100 show. Um and
[1:16:34] the idea is 7 seconds and no more than
[1:16:37] seven words. That's kind of the standard
[1:16:39] in the phone.
[1:16:41] And so, if you do digital on both sides,
[1:16:45] you'll get closer to a 100 show, which
[1:16:47] is just everybody who passes that road
[1:16:49] will see it. They'll see it. So, um you
[1:16:51] cuz you're doubling your chances for
[1:16:53] that. Plus you increase the the
[1:16:54] marketing avail- marketability of it. I
[1:16:57] mean, I don't know when we're going to
[1:16:58] build this sign, but um
[1:17:01] I definitely think we we should have it.
[1:17:04] I like the V idea. You're right, that's
[1:17:05] the best way to do it cuz drivers will
[1:17:07] have to crane their head to see it
[1:17:09] certain directions.
[1:17:10] >> Yeah, you can see it about uh 700 ft
[1:17:12] down the road. Uh you know, which gives
[1:17:15] you a pretty long viewing curve.
[1:17:17] Yeah.
[1:17:18] >> And
[1:17:20] >> So I
[1:17:20] >> Yeah, we should be thinking bigger about
[1:17:22] that.
[1:17:23] >> Yeah, I think that absolutely. And I
[1:17:25] again I'm not proposing that we do it
[1:17:28] exactly exactly what the staff committee
[1:17:29] says. What I was trying to do was find
[1:17:31] out, okay, but how much is going to cost
[1:17:34] and and and how do we finance it?
[1:17:37] And so the things that that uh
[1:17:40] that stand out on on this
[1:17:43] uh report, I think
[1:17:45] is that if you scan down after you look
[1:17:48] at all of the other things, you start
[1:17:50] looking at the financial summary.
[1:17:53] And the financing options
[1:17:55] for the sign that I proposed here, which
[1:17:57] digital on one side, if we do it, it'll
[1:17:59] be another 20,000 on the other but
[1:18:02] uh our financing option
[1:18:05] uh if we have five advertisers paying
[1:18:07] $200 a month
[1:18:10] uh for
[1:18:12] you know, some presentation on the on
[1:18:14] the digital sign we're talking about.
[1:18:16] Let alone what you could do on the other
[1:18:18] sign.
[1:18:20] I think that that uh the way this works
[1:18:23] out is is that you have a positive cash
[1:18:26] flow if you could get five advertisers
[1:18:28] to $200 a month at about $2,000 a year
[1:18:32] during the financing period.
[1:18:34] And then And the financing period of 5
[1:18:36] years,
[1:18:38] you you know, you'd be making 74 grand a
[1:18:41] year.
[1:18:42] Which is quite a bit considering the uh
[1:18:45] sign has a lifespan of at least 12 years
[1:18:47] and and maybe longer.
[1:18:50] depends on what you how long the digital
[1:18:52] signs are made to last about that long.
[1:18:56] Now, if you go for the cash option,
[1:19:00] and you just charge if you can find
[1:19:03] so find the cash somewhere, you could
[1:19:05] pay off the sign in about 3 years.
[1:19:08] And uh and then, you know, make
[1:19:11] significant money uh 20 20 grand and
[1:19:14] then, you know, for the whatever it is
[1:19:16] to the sign, make a lot of basically or
[1:19:18] at least enough to pay for everything.
[1:19:20] And these estimates here assume uh
[1:19:24] everything that's involved with the with
[1:19:26] the maintenance of the sign, the power
[1:19:28] for the sign, uh the upkeep of the sign,
[1:19:32] it even puts in some money to hire a
[1:19:35] professional outfit to program it.
[1:19:37] Although, it it appears to me that's not
[1:19:39] necessary.
[1:19:41] The the web pages that the thing that
[1:19:43] these sign guys have are,
[1:19:45] you know, really really good and you you
[1:19:47] can do anything you want. It's It's
[1:19:49] actually easier than building a website.
[1:19:51] So, it's it's not something that
[1:19:53] is very
[1:19:54] They're They're tools that are actually
[1:19:55] really good.
[1:19:59] Problems with it uh obviously uh have to
[1:20:03] do with uh meeting
[1:20:07] environmental concerns.
[1:20:09] You know, what would we what would we do
[1:20:10] with the digital sign at night?
[1:20:12] Uh what would we do? Uh what are what
[1:20:15] are the dark sky standards if if those
[1:20:17] apply to us?
[1:20:20] and
[1:20:21] other things like wind and, you know,
[1:20:23] considerations like that have to be
[1:20:24] engineered for that. Right now, this
[1:20:27] sign is is is planned to have three
[1:20:30] vertical steel posts.
[1:20:33] and you know, set in concrete
[1:20:35] uh with concrete foundations and then
[1:20:37] have the signs
[1:20:39] uh on the each side of that. That seems
[1:20:42] to be the uh
[1:20:43] least expensive way to build such a sign
[1:20:46] and have it strong enough to you know,
[1:20:48] do what it needs to do.
[1:20:50] So, based on
[1:20:52] uh based on that
[1:20:54] those kind of numbers uh
[1:20:56] financing options
[1:20:58] uh there's a couple ways to do it
[1:21:01] that I that I thought about and and one
[1:21:03] way would be to have uh
[1:21:06] our advertising council
[1:21:08] you know, buy into it as a advertising
[1:21:11] feature and finance it as as part of
[1:21:13] their their budget or at least part of
[1:21:15] it out of their budget.
[1:21:17] Another way to do it would be to uh find
[1:21:20] a private company
[1:21:22] uh that would be willing to front the
[1:21:24] money in exchange for profits off the
[1:21:26] sign.
[1:21:27] >> Can Can we hold up for just 1 second?
[1:21:30] Howard, are you still with us?
[1:21:33] >> Yeah, I'm still here.
[1:21:35] >> I I really think this would be something
[1:21:37] to take back to your
[1:21:39] tourism board, right?
[1:21:41] >> Um
[1:21:42] >> at least to start some discussions there
[1:21:44] and see what we can do.
[1:21:46] >> I really think that funding could come
[1:21:49] from the TRCCA fund
[1:21:52] to basically not need to finance it and
[1:21:53] just buy it.
[1:21:55] But that would probably not occur until
[1:21:56] next year, Bill. So, um I think that
[1:21:59] >> Yeah. Which would sure.
[1:22:00] >> But I could certainly bring that
[1:22:03] >> with them for sure.
[1:22:04] >> for sure, for sure.
[1:22:05] Um and also bear in mind that there was
[1:22:08] um beyond this sign, there was a an
[1:22:10] appeal from the Spanish Trail Arena for
[1:22:12] something similar. So, for the
[1:22:13] commission to know that, too, it might
[1:22:15] be something possible for both. I don't
[1:22:17] know.
[1:22:19] >> Yeah. Yeah, there I think that there's
[1:22:21] also, you know, like I said, there's
[1:22:23] private funding where
[1:22:24] companies will front for some for build, build board signs or whatever.
[1:22:29] There's also, you know, fundraising
[1:22:31] activities that could be done.
[1:22:34] You know,
[1:22:35] >> I wouldn't want to give it over to
[1:22:37] private. I mean,
[1:22:38] we are selling but we don't need
[1:22:41] >> Yeah, so I so I think
[1:22:43] I I get the out
[1:22:46] >> No, it's a great idea.
[1:22:46] >> The idea here is
[1:22:49] just doing some preliminary work. It
[1:22:51] appears like it can be really feasible
[1:22:54] for costing and running space on it for
[1:22:58] it to pay for itself in a reasonable
[1:22:59] length of time.
[1:23:01] And if we can just find the money up
[1:23:03] front then it's then obviously it's pure
[1:23:05] profit.
[1:23:07] at least more profit on it.
[1:23:10] So I thought there'd be the next thing I would like to do if would be go to the
[1:23:16] advertising council and to the county
[1:23:20] and just start talking.
[1:23:22] And you know, just start saying, "Okay,
[1:23:24] we want to do a sign I think,
[1:23:26] you know, here's kind of what the basics
[1:23:28] of it are. It's about this big and it's
[1:23:30] going to have digital sign maybe on both
[1:23:32] sides. You know, and it's going to cost
[1:23:36] 54,000 dollars, some number like that.
[1:23:40] If we put digital sign on both sides
[1:23:42] and just start going easy to round so
[1:23:45] that with the target of having a budgetary number in place for next
[1:23:52] year.
[1:23:53] Whoever's going to budget for it.
[1:23:56] Or even having some ideas along those
[1:23:58] lines.
[1:23:59] But I think it's important to do this
[1:24:02] for a number of reasons. One of them, I
[1:24:04] think the airport image.
[1:24:06] Right now we don't don't really have
[1:24:09] any image. I think the entrance way, you
[1:24:12] know, the new pavement will add greatly.
[1:24:14] But I also think we need to have
[1:24:16] something that is really stands out. And
[1:24:19] I think it needs to not be tacky or
[1:24:22] whatever. I think so. I agree. It needs
[1:24:24] to It needs to be looked like a
[1:24:25] permanent kind of a thing, you know,
[1:24:27] like it's a
[1:24:29] real ongoing cuz all these image things
[1:24:32] is what people take away. It's what they
[1:24:34] think about. Cuz when they think about,
[1:24:36] "Oh, that's a real airport and they got
[1:24:38] they've got, you know, all these
[1:24:39] services there. They've got airlines.
[1:24:41] They've got uh
[1:24:43] you know, all kinds of flight scene
[1:24:46] things going on. Whatever all those
[1:24:47] things are, uh
[1:24:49] people will then remember it and check
[1:24:51] into it. You know, and actually involve
[1:24:54] themselves more in the airport. The
[1:24:55] other thing I believe it will do is
[1:24:57] attract
[1:24:58] uh more
[1:25:00] uh pilots. A lot of pilots drive by.
[1:25:01] They don't know if it's private or not.
[1:25:03] So, they I think that that becomes a a
[1:25:06] reasonable kind of a thing.
[1:25:08] They're going to let alone the
[1:25:09] advertising uh you know, possibilities.
[1:25:13] >> Yeah, I don't think anybody here needs
[1:25:14] any convincing. We'll have a sign up. We
[1:25:17] need to get sign.
[1:25:19] I'd love to have a single pole so I'd
[1:25:20] love to see it. Concrete columns would
[1:25:24] >> Well, they they can have a they can have
[1:25:25] a facade on them. I mean, I'm not saying
[1:25:27] what the design should be.
[1:25:28] >> Right.
[1:25:29] >> I think that that The idea is that I
[1:25:31] think
[1:25:33] with you guys' approval, I think what
[1:25:35] I'd like to do is take this to a
[1:25:37] professional sign company.
[1:25:39] You know, somebody that somebody could
[1:25:41] recommend and say, "Okay, here's the
[1:25:42] concept. What is it really going to cost
[1:25:45] to build this and what are your
[1:25:46] recommendations?" Maybe
[1:25:48] >> It'd be good to bring back like some
[1:25:50] mock-ups or something.
[1:25:52] >> yeah. I'd like to do some I'm sure do
[1:25:53] some real artwork and
[1:25:55] >> some video of what it would look like.
[1:25:58] >> I mean, Steve didn't like my last
[1:26:00] design.
[1:26:00] >> I thought it was a little busy is all. I
[1:26:04] thought it was tacky. But, you know,
[1:26:05] about
[1:26:06] >> No, but I I think a professional would
[1:26:08] do good on it. You know, something. And
[1:26:10] so, if
[1:26:11] I'm I'm hoping that we have some maybe some of you guys know of somebody
[1:26:16] uh that has put signs up in town and
[1:26:18] they're really happy with the signs
[1:26:20] they've had made.
[1:26:22] >> Yellowman Elementary School
[1:26:23] just put a new sign up.
[1:26:26] I know where they're at. They're under
[1:26:27] construction right now.
[1:26:29] >> Yeah. So, I would like to to uh
[1:26:32] you know, kind of give a basic
[1:26:34] engineering
[1:26:36] paper to somebody that recommends and
[1:26:38] say, "What would it take to do this?"
[1:26:40] Right. Does that Does that make sense to
[1:26:41] you?
[1:26:42] >> Yeah.
[1:26:42] >> I'm going to get it get it get it
[1:26:44] >> What? Talk to
[1:26:45] >> Talk to him a little bit about that.
[1:26:46] >> Okay.
[1:26:47] So, uh that's really all I had. I I was
[1:26:49] really surprised, to sum it up, that it does look financially
[1:26:56] uh pretty good for you.
[1:26:58] know, I would I would probably
[1:27:00] you know, if I was in that business, I'd
[1:27:01] probably go build and sell.
[1:27:05] But anyway,
[1:27:06] thank you.
[1:27:08] >> Thank you.
[1:27:11] » All right.
[1:27:13] New leases and hangar construction.
[1:27:16] >> Yeah. I've got two leases uh that are
[1:27:18] out with someone right now. Um they're
[1:27:21] reviewing them. I was hoping I'd have
[1:27:22] them to come back. It's Laurel Padgett.
[1:27:24] She met with us last week. She wants to
[1:27:27] go forward with both of her hangar
[1:27:29] proposals.
[1:27:30] So, she's looking over the lease right
[1:27:32] now. Uh but I I didn't get it back from
[1:27:35] her in time for this meeting. Um but
[1:27:37] we've at least got those two. And she
[1:27:39] might want to move faster, so we may
[1:27:41] have to call a
[1:27:45] mid-month
[1:27:46] forum
[1:27:47] uh to get it moving once she is done
[1:27:49] with these paperwork cuz I don't want to
[1:27:51] slow anybody down. I want to keep it
[1:27:53] going.
[1:27:53] >> Let's do that.
[1:27:54] >> Yeah.
[1:27:58] » So, if the I suppose the the question I
[1:28:01] had after this meeting and all that is
[1:28:04] uh is the
[1:28:06] is our current lease template, if you
[1:28:09] will, uh lawyer approved and we all
[1:28:11] happy with
[1:28:13] what we have.
[1:28:14] >> It's been approved by Steven Stocks.
[1:28:16] Including uh,
[1:28:18] the new addition that I put in for the
[1:28:20] one time
[1:28:22] uh, linear footage fee. So, it's been
[1:28:25] attorney approved.
[1:28:26] Uh,
[1:28:28] I think we need to have a discussion
[1:28:30] about different types of leases.
[1:28:33] We need to add that.
[1:28:35] I'll put that on the agenda and have
[1:28:36] something ready for it.
[1:28:38] >> So, so future then, new types of leases?
[1:28:41] >> Well, you've got different types of
[1:28:43] operators at the airport. And I would
[1:28:44] like to have similar operators on
[1:28:46] exactly the same lease, not hold them to
[1:28:48] different leases. Personally used
[1:28:50] hangars should all be on the same lease.
[1:28:52] Um, FBO should have a different type of
[1:28:54] lease.
[1:28:55] >> Okay.
[1:28:56] And then, uh, so items nine and 10,
[1:28:59] uh, nine and 10 will just continue as
[1:29:01] discussion items.
[1:29:02] I'd like to separate marketing and web
[1:29:04] design into a
[1:29:06] item 11 or whatever.
[1:29:08] >> Yeah.
[1:29:09] >> So, it's a different subject.
[1:29:10] >> You guys got a part.
[1:29:11] >> Uh, and then,
[1:29:13] any other future considerations?
[1:29:16] We can get those on to Sarah when you you know, when you get them in
[1:29:20] 5 days before the meeting, that works
[1:29:22] really well.
[1:29:25] Uh, close sessions, anything necessary
[1:29:27] there?
[1:29:30] All right.
[1:29:32] So,
[1:29:34] 5:27, we're adjourned.
[1:29:37] We'll meet back here Monday night.
[1:29:40] >> Okay.
[1:29:41] >> The meeting was very much
[1:29:45] » Thank you.
[1:31:57] » Mhm.
