Yordi. I'm the program director at the
[3:24]
senior center. Welcome to September.
[3:27]
is actually healthy aging
[3:29]
month. So, I'm here at the right time.
[3:33]
Okay. We started the new year with a new
[3:35]
bus driver and a brand new CDL. Thank
[3:37]
you guys very much. We really
[3:40]
appreciate. Love her. Okay. beginning in
[3:43]
2025 and continuing into 2026, there
[3:46]
seems to be more awareness of senior
[3:48]
issues or aging adult issues. And in
[3:54]
fall of last year, we had a listening
[3:57]
session for Governor Cox's WISE
[3:59]
initiative. The WISE Initiative focuses
[4:02]
on the four pillars of aging, wealth,
[4:04]
independence, security, and engagement.
[4:07]
This is a 10-year plan for the whole
[4:09]
state of Utah and the final draft is on
[4:12]
their department of human services under
[4:17]
division of aging services. Um, also
[4:20]
Governor Cox came down to give one of
[4:22]
our seniors a Marlene Zosi an award. Um,
[4:27]
the county also did a needs assessment.
[4:30]
Um, and it was well covered. a lot of um
[4:33]
people did it and it brought up Grand
[4:35]
County's issues, senior issues which
[4:38]
include senior housing is a big thing
[4:40]
and non-emergency medical transport.
[4:43]
Karen, who's the head of our um council
[4:45]
on aging, is a great advocate for our
[4:47]
seniors and is on the board of this
[4:50]
healthcare special district trying to
[4:52]
get senior housing. Our whole council on
[4:54]
aging is great and they take care not
[4:57]
only of each other, the seniors in the
[4:59]
senior center, but they also help some
[5:01]
of the people outside of the senior
[5:02]
center. I have met with the hospital
[5:05]
administration to discuss non-emergency
[5:08]
medical transport and a new pilot
[5:10]
program for Medicare that they're doing,
[5:12]
which is dealing with chronic pain.
[5:15]
A couple weeks later, I got a email from
[5:21]
an email. Yeah, it was a survey
[5:23]
regarding transportation in rural Utah
[5:27]
by UD do and Ursta
[5:29]
and I also had a conversation with my
[5:32]
other surveyors and it's nice to know
[5:33]
that southern Utah is we're thinking of
[5:35]
our needs down here. We've also
[5:37]
collaborated with other partners this
[5:39]
year not only with our seniors but our
[5:42]
community as a whole. Um, the United
[5:44]
Ways has a birth to hospice program that
[5:46]
they're doing and the new mothers are
[5:48]
going to start I think the 12th and
[5:51]
they're going to do it for six weeks.
[5:53]
That should be a great thing. The Utah
[5:55]
Department of Justice Justice came down
[5:57]
to add awareness for regarding scams
[6:00]
that are targeted toward our seniors.
[6:03]
Well, they're targeted everybody, but
[6:04]
we're worried about the seniors. We've
[6:06]
also became a station for American.
[6:12]
Um, and we had an intern that was
[6:14]
working with the hospital and she
[6:15]
volunteered to do something for us. So,
[6:17]
she did a really great job making our
[6:19]
resource guide for seniors and it's on
[6:21]
the county website.
[6:24]
And we also have copies of this wonder.
[6:27]
The Wellness Collective is offering a
[6:29]
weekly chair yoga class. They also have
[6:31]
a grant for creative aging from Utah
[6:34]
Division of Arts and they will start
[6:36]
it's a beginning class on pencil drawing
[6:39]
and it will start sometime I think next
[6:40]
month. And we also also have our other
[6:44]
exercises that we do.
[6:48]
Um we continue to offer
[6:51]
um our coffee and tea conversation with
[6:53]
some speakers who cover a wide variety
[6:55]
of topics and organizations. Today we
[6:58]
had Crystal Christy Russell from um the
[7:03]
yeah aging services out of Salt Lake and
[7:05]
she's over dementia and she did a
[7:08]
program called dementia live which I've
[7:10]
done which is really great and it just
[7:12]
shows you that that in dementia so many
[7:15]
other things other than your brain are
[7:17]
affected like your senses the way you
[7:20]
feel the way you hear the way you see
[7:23]
all that is is incorporated among
[7:25]
dementia. It's a really great program.
[7:30]
Okay, on to some more of the fun stuff.

Um,
[7:36]
Chris decided this year not only to on
[7:38]
Veterans Day, not only to um
[7:43]
my words just went blank. We didn't
[7:45]
honor just only the vets because we do
[7:47]
still have vets in, you know, that
[7:49]
served in Vietnam. And I think all of
[7:52]
our World War II are gone. Korea is
[7:54]
pretty gone, too. But we did it for the
[7:57]
kids or for the mothers, the fathers,
[7:59]
the wives of people that had served. So
[8:01]
that it really went over good. Um I
[8:04]
think our Christmas party this year was
[8:06]
probably one of the best I've ever had.
[8:09]
Um Alan Valerie Brown did some Christmas
[8:12]
country music for during happy hour. And
[8:15]
after dinner, the Mar Music Fest sent a
[8:18]
great group in and it was really great.
[8:20]
It was a lovely evening.
[8:25]
We started the year off with our chili
[8:27]
cookoff and this year we had 40 guests
[8:31]
and 14 different chilies. It was a great
[8:33]
success.
[8:35]
Um we and then we had our Valentine's
[8:37]
Day tea and um it was such a gracious
[8:41]
fun thing. Uh we are really getting into
[8:44]
the culture tea and we hope to have one
[8:45]
for the autofest.
[8:47]
Um we celebrated one of our seniors who is
[8:55]
also part of history in Moab. She ran
[8:58]
the
[9:00]
I want to call it the greasy spoon.
[9:03]

old this year and Mayor Joette and um
[9:10]
Commissioner Winfield was there to help
[9:11]
us celebrate her.
[9:14]
Um we have enjoyed a couple of
[9:16]
progressive dinners that you go to
[9:17]
somebody's house and then yeah kind of
[9:19]
go to several people's houses and work
[9:21]
around. Um in June we were late but we
[9:25]
celebrated um Cinco de Mayo with a salsa
[9:28]
showdown.
[9:30]
Um to make it more fun Chris decided we
[9:33]
could add um tablescaping. Tablescaping
[9:36]
is where you kind of fancy up your table
[9:37]
and you for the holiday and who you are
[9:40]
for your personality. It was a great
[9:42]
time.
[9:45]
Oh, I could tell you who won, but now I
[9:47]
can't think. I can't remember who won
[9:49]
this also.
[9:51]
Um, to finish off July, we did a happy
[9:54]
20 250th birthday for America um with an
[9:58]
ice cream social that was very popular.

And then we watched the movie The
[10:03]
Patriot,
[10:05]
which I'll be honest, I forgot was rated
[10:06]
R. Anyway,
[10:08]
people didn't all say them. [laughter]
[10:13]
Just don't think if it had cuss words, I
[10:16]
would have thought. [laughter]
[10:19]
Um, the Moab Senior Games does an annual
[10:22]
um cookout slash cornhole tournament
[10:26]
every year. It's next Thursday at um
[10:29]
4:30 at the pavilion. Um, it's always really fun to do that going
[10:35]
up. But I think one of the most
[10:38]
popular or fun activities we had was
[10:42]
this who am I? And we had the seniors
[10:44]
bring in pictures when of their youth,
[10:46]
not baby pictures, but you know, kind of
[10:49]
between three and 12. And then we had
[10:51]
them up for a month and then you chose
[10:53]
or you picked who was who. Somebody got,
[10:56]
you know, it was fun. I was bad at it,
[10:59]
but it was fun.
[11:01]
Um we also volunteered to have the
[11:05]
democracy phone booth on what voices and
[11:09]
boy voices and votes and each of the
[11:11]
seniors you could um record how
[11:14]
democracy affected you.
[11:17]
Oh, I forgot to mention our senior tree
[11:19]
was a great success this year. We seem
[11:20]
to be getting more seniors with more
[11:22]
needs and yet we seem to be getting more
[11:25]
um people that want to help.
[11:30]
And after years of card games, which we
[11:32]
still play, but Mexican trained dominoes
[11:34]
came to the center. They're very serious
[11:37]
about it. Okay, so am I. But anyway, um
[11:40]
but we also have a new group that plays
[11:42]
fa once a week and we still have the
[11:44]
card games.
[11:46]
We were once again privileged to have um a great variety of ma musicians
[11:53]
volunteer their time and talents to this
[11:56]
center. The Mo Music Fest for the last
[11:58]
couple of years has comped somewhere
[12:00]
between 20 and 40 tickets to several of
[12:03]
the concerts they have. We take a bus
[12:05]
up, but it's always it's a wonderful
[12:07]
thing that they do that. And we also are
[12:10]
part of
[12:12]
the modern music fest winter load
[12:15]
movement and when Acropolis, the only
[12:17]
Grammyinning Reed Quintet,
[12:20]
entertained us for lunch. The Alzas came
[12:23]
down from Roosevelt, Utah. know they
[12:26]
came from Delta, Utah. And we had a
[12:28]
fiddle group called the Ginger Snaps
[12:30]
from Roosevelt. And then we also have
[12:33]
our great ginger flar that plays two or
[12:34]
three days a week.
[12:38]
Going forward,
[12:41]
um [clears throat] we hope to continue
[12:42]
working closely with other agency on our
[12:45]
adult aging needs with more senior
[12:48]
housing, transportation, elder abuse,
[12:50]
targeted scams, and of course, food and
[12:52]
fun.
[12:54]
I feel like we've reached a good place
[12:55]
at the senior center. The building is
[12:57]
getting utilized more with rentals,
[12:59]
meetings, exercises, activities, crafts,
[13:02]
painting classes, and movement classes.
[13:04]
We are very supportive of a grief brief
[13:07]
support group that meets twice a month
[13:09]
and also a dementia care support group
[13:11]
that meets twice a month as well as a
[13:14]
coat guild sorority and um the UFO, Utah
[13:19]
Federation of Pontology. um they started
[13:22]
out with like four or five people. Now
[13:23]
they have 40 down the dance floor. So
[13:25]
we're really excited about lead for
[13:27]
that. And going through all the pictures
[13:29]
last year, it hit me that we really do
[13:31]
have some fun activities at the senior
[13:33]
center and I am so privileged to be a
[13:35]
part of this and thank you. And if you
[13:37]

really good. We've kind of been over

full a couple of days where we had to
[14:17]
make two turns and we're considering
[14:19]
there are just some people that can't
[14:21]
get into the bus that can get into the
[14:24]
van because the bus has steep steps and
[14:26]
the the van just has a raft. So
[14:29]

which is the outdoor recreation

initiative grant application for mud
[17:12]

so um just a quick overview. So the OI
[17:22]
grant the minimum request that you can
[17:25]
qualify for this grant is a million
[17:26]
dollars. Um it's a fall application
[17:29]
period and we have gotten a previous OI
[17:32]
grant for the Mud Springs project. We're
[17:34]
calling it phase 2A um which we
[17:37]
originally had awarded for um a second
[17:40]
phase of trail development out of Mud
[17:42]
Springs, but then because of those
[17:43]
issues uh with safety turning off the
[17:46]
highway, those funds were um shifted
[17:49]
over manage that issue. So, we want to
[17:52]
reapply to ORI this year for now we're
[17:55]
calling 2B um which is 11 miles of
[17:59]
additional trails in the system as well
[18:01]
as a trail head adjacent um skill
[18:04]
development area.
[18:07]
And so my request is there's no match
[18:10]
that's required for this grant program.
[18:13]
However, um it shows community buyin uh
[18:17]
commitment and then also it makes it
[18:18]
much more competitive. So, the grant
[18:20]
administrator
[18:22]
um he recommended if we're able 20%
[18:25]
match and then I think probably the
[18:27]
lowest we could go would be like a 10%
[18:29]
match. I think anything less than that
[18:31]
is going to make us look like we're not
[18:33]
um committed to this project because
[18:34]
we're asking for about 1.1 million. So
[18:37]
10% would be 60,000 and then I would say
[18:41]
anywhere between 60,000 and 180,000
[18:43]
would be make us competitive
[18:46]

[18:48]
>> and then yes we also have in kind. So,
[18:50]
we're using um a percentage of my salary
[18:54]
for like uh the project management and
[18:56]
then also volunteer labor, which um
[19:00]
forget what I did exactly for here, but

last season we had $20,000

value for um volunteer for part one of
[19:10]
phase one construction. So, I feel
[19:12]
pretty confident um
[19:15]
with that.

pre-ride the Nike course in light of the

two Nika races that are coming up, but

it's also getting a lot of traction

online and likely mountain bike forums
[20:07]
and stuff. People really like it. Also,
[20:09]
I know locals really enjoy uh springs
[20:12]
because it's it's different than a lot
[20:13]
of the riding around here. Um, and uh,
[20:17]
the reason I'm I'm doing 60,000 I I I
[20:20]
think this is I mean it's a million-
[20:22]
dollar grant, so it's going to bring a
[20:23]
lot of money into the county. It's going
[20:24]
to uh improve
[20:27]
um the trail system. 11 more miles of
[20:30]
kind of unique and uh featured downhill
[20:32]
trails are going to be uh different.
[20:35]
It's they're going to fit into the kind
[20:37]
of the Moab quiver of of trails very
[20:40]
nicely and present uh kind of a a
[20:43]
different option for riders coming to
[20:45]
town. Um I I would love to go more than
[20:50]
that, but I think that's probably the
[20:52]
most that I'd feel comfortable
[20:53]
committing out of our out of next year's
[20:57]
budget for this. And I appreciate the
[21:00]
inind. So that's that's why I'm uh
[21:04]
making the motion to to
[21:07]

think we are asking them for a match. We
[23:20]
do have a few other kind of balls in the
[23:22]
air. Um, there's some interested
[23:25]
parties, but I haven't don't have
[23:26]
anything locked in yet. Um, so right
[23:29]
now, um, you know, they've been very
[23:31]
involved in the phase 2A. Uh, but for
[23:34]
the phase 2B, I think, um, Grand County
[23:37]
is kind of the point manager for the the
[23:40]
trail design and construction. But do
[23:43]
they know that you're you're applying
[23:44]
for this to I believe Lisa has
[23:47]

HP456 was so there's 3A um expenditures

which is tourism, recreation, film

and those are conventions, exhibit
[24:12]
halls, visitor information centers,
[24:14]
museums, sports, recreation facilities
[24:18]
including practice fields, stadiums,
[24:20]
arenas, and trails. So I think that this
[24:22]
is where we were talking that it would
[24:23]
fit in under um under a 3B,
[24:26]

if we should actually start calling them

3B and 3A rather than mitigation because

mitigation actually under the new

legislation has a different meaning

into the future to to say that you know

a 3B expenditure it's just
[24:48]

they did that, they then paid for the

majority of the road coming into Mud

Springs. And then San Juan County and

Gran County have mostly Cody, but some
[27:23]

also have put in a ton of inind effort
[27:30]
for the count for both counties on not
[27:32]
just the parking lots, but the road up
[27:34]
around and I don't think Todd's even

done yet. the road that goes up where

they start the race and they go up

Um, so I know there wasn't a lot of
[31:39]
information in the packet. I am still in
[31:42]
the process of
[31:45]

bids for this project. Um,
[31:48]
transportation special service district
[31:50]
approached me about a week and a half
[31:52]
ago with some funding in their budget
[31:54]
that they want to put down on this
[31:58]
connectivity, for lack of a better word,
[32:00]
shoulder widening project tying in
[32:02]
basically the same project that we did
[32:03]
from the four-way stop 2 just past the
[32:05]
Beaman Bridge. This will connect onto
[32:08]
there and then go out to the Grand Sanan
[32:10]
County line with the same 4ft shoulders
[32:14]
32 foot wide
[32:16]
lane. So, um I think it's a great way to
[32:19]
do it. um
[32:22]
transportation special service in our
[32:24]
they call a special meeting and they
[32:26]
have the funding to pretty much fund
[32:28]
this. So my ask of this 300,000
[32:30]
contingent on transportation special
[32:32]
service isn't it doesn't really apply
[32:34]
anymore. What I would like to do is just
[32:37]
as far as the background the road and
[32:39]
transportation special service district
[32:41]
have been taking the initiatives to
[32:43]
widen the shoulders on the main corridor
[32:45]
of Spanish Valley Drive in Spanish. Um
[32:47]
this initiative is to create a safe path
[32:49]
between traffic and multi-use
[32:51]
pedestrian, bicycle, horseback and other
[32:53]
uses in grad and San Juan County. Um
[32:56]
these improvements began in two in 2025
[32:58]
with the four-way stop to be
[33:00]
improvement. The project continues to
[33:02]
promote connectivity and it that is the
[33:04]
vision of the transportation or master
[33:06]
plan. The scope of this project will
[33:08]
also incorporate a better channel for
[33:10]
storm drainage along the Spanish trail
[33:11]
road protecting not only the roadway but
[33:14]
the via power utility um where water has
[33:16]
been undermining the utility pole and
[33:18]
powerway. So, not only are we going to
[33:20]
run out to the um county line, but we're
[33:23]
also going to do the north side of
[33:25]
Spanish Trail with a 4 foot wide
[33:27]
shoulder, which will tie that whole road
[33:29]
in. And then we are going to try to push
[33:31]
potentially maybe to the golf course for
[33:34]
um golf carts, not a golf ball lane, but
[33:38]
it will be a lighter shoulder if the
[33:40]
funding is allotted for this. Um, what
[33:43]
the road departments ask out of my 35,
[33:47]
which I called it out in a 2026 or 2020,
[33:50]
yeah, 2027, is it's a little bit vague,
[33:53]
but it does say overlay work working
[33:55]
with transportation special service
[33:57]
district for half a million dollars. It
[33:59]
wasn't in our wheelhouse to do that with
[34:01]
the road department this year. Um,
[34:03]
transportation special services came
[34:04]
through with the funding. And so what my
[34:07]
ask is is $100,000 from the same 35
[34:12]
capital improvement um fund for
[34:15]
basically just the striking and final
[34:18]
work. Anything that the paving crew and
[34:20]
transportation special service district
[34:22]
can't cover gives us a little bit of a
[34:24]
contingency just to make sure that that
[34:26]
entirety of the plan will be taken this
[34:29]
year.

funding that the roads kind of had for
[39:10]
some of this and transportation, we were
[39:12]
able to bite off a two-mile chunk of it.

Um what it did is we kind of did that
[39:17]
right in the heart of the valley too to
[39:19]
where we could go in any direction and
[39:20]
be able to tie onto that build that we
[39:23]
did.
[39:24]
What this allows us to do now is add on
[39:26]
to the beam and go to the county line
[39:28]
which is a mile. We can bite it off.
[39:30]
Transportation Special Service District
[39:32]
had enough funds that they're going to
[39:33]
be able to cover this. We'll come in and
[39:35]
stripe it and clean it up. That'll
[39:36]
connect clear from the county line to
[39:38]
the four-way stop
[39:40]
in this. We're also going to go from the
[39:42]
Branding Iron Restaurant on the north
[39:44]
side to for sure the roundabout on the
[39:45]
north side, which widens that Spanish
[39:48]
Trail corridor with those, you know,
[39:50]
it's not going to be a full overlay, but
[39:51]
it will be a wider shoulder on each
[39:52]
side, which adds that night visibility,
[39:54]
safety, the people walking, the
[39:56]
multi-use bicycles, whatever it is on
[39:58]
the shoulder. Um, next year with this
[40:01]
TAP grant, it's it's a different
[40:03]
section, but there's another 083 miles
[40:05]
that goes on down to resource from the
[40:07]
four-way stop.

TAP grant, and then the road department
[40:12]
has funds aotted in the 2027 budget if
[40:14]
it's approved for $450,000, which makes
[40:17]
that $750,000

shoulder widening and overlay

pretty big reality that's going to
[40:26]
happen next year. So, by the end of
[40:28]
2027, if the multi-use path kicks in,
[40:31]
there there's real potential in the next
[40:33]
two years to have a connectivity for Mil
[40:35]
Creek to the county line with a white
[40:37]
shoulder potential bike path.

somebody to apply for that contract. If

that's how we're looking at it, saying,

"Hey, look, this isn't really within the

scope of the surveyor." Well, then the

obligation would fall to the county for

the county to go out and contract and
[44:05]
hire it. Um, it it was my intent when I

talked to admin about this item that we

come back and have additional follow-up
[44:12]
conversation about how we want to

structure this. If this is going to be
[44:16]
something that the commission has an
[44:17]
appetite to adjust the salary of the
[44:19]
surveyor, that's a decision for the
[44:21]
commission to make. Um, if it's going to
[44:23]
be something that the commission is
[44:24]
going to put out for a bid and we're
[44:25]
saying it's outside the scope, that's a
[44:27]
decision that the commission and admin
[44:28]
would have to put out bid. If it falls

within the scope of the surveyor and the

commission is okay with him putting that

There a couple different options, couple

the cracks this year and not do it, we probably won't get it again and which

annual convention is the 9th and 10th
[48:57]
September. And um for those of those of
[49:01]
the public that don't know when I say
[49:02]
UAC, UAE is the Utah Association of
[49:06]
Counties and I I wrote something down
[49:08]
here. It's the uh annual uh convention
[49:12]
is where statewide policy agendas and
[49:14]
legislative priorities are set. I have
[49:18]
loved and learned greatly from UAC and
[49:20]
being part of several of the UAX policy
[49:22]
steering committees. there are lower
[49:24]
committees that actually decide
[49:27]
compensation committee. We were just on
[49:29]
one but uh I have loved being part of
[49:33]
them uh and learning from them. Uh with
[49:36]
that same tip of the hat I again ask
[49:39]
everyone in attendance uh along with
[49:41]
myself along with uh Mark Quinn Dana I
[49:45]
have asked to travel to the UA
[49:47]
convention. Uh I am not fully
[49:50]
comfortable with having 28 other
[49:52]
counties uh recommend what Grant County
[49:55]
should do. Uh that's why we're there.
[49:58]
That's why we're a part and we're a
[49:59]
voting member is to actually put Grant
[50:01]
County State in into UAC. It being one
[50:05]
of the largest uh lobbying bodies uh
[50:07]
within the Utah legislature. Um in that
[50:11]
Grant County is not an island. Uh we're
[50:13]
not just sitting here in the dark. uh
[50:15]
state level policy changes uh directly
[50:18]
hit our budgets. They directly hit our
[50:20]
decisions down here and we need to
[50:22]
remain part of the conversation as
[50:24]
always and I welcome and ask my fellow
[50:29]
commissioners to please attend with me.
[50:31]
Uh I know everyone's busy but this this
[50:35]
is very important and the public needs
[50:38]
to know it's very important that we
[50:39]
actually do make attendance.

meeting, which is the emergency
[50:48]
management um, meeting, and I just want
[50:51]
to give a huge shout out to to Kate
[50:53]
Finley, who's our county admin, uh,
[50:54]
emergency manager. She's been a just
[50:56]
done a great job with um, forwarding
[50:59]
every everything kind of emergency
[51:01]
management in Grand County. When I first
[51:03]
got elected, we didn't even have an
[51:04]
emergency manager. We had those uh, we
[51:07]
had that crazy fire my first year on and
[51:09]
the floods the second year. to agree to
[51:11]
that position in the sheriff's office,
[51:12]
but Kate's just taken it above beyond.
[51:15]
Um, at that meeting, the super well
[51:17]
attended with with uh folks from the
[51:20]
city, the county, the fire department,
[51:22]
EMS, lots of other agencies, national
[51:24]
parks, etc. Um and this this last one
[51:29]
she arranged for a couple of really good
[51:30]
presentations from county actually Cody
[51:34]
and uh and the city too uh presenting um
[51:38]
flood mitigation efforts in the
[51:41]
all-American wash as well as the efforts
[51:43]
to shore up uh Mil Creek through town.
[51:46]
Those are those are great. There's some
[51:48]
good discussion afterwards on both of
[51:49]
those. So that was that was cool. And
[51:52]
then the other one, Brian also attended
[51:54]
the Arches bike access meeting. I think
[51:56]
we're it's a really cool committee of a
[51:58]
bunch of different people who are just
[51:59]
interested in in furthering bike access
[52:01]
into Arches. Uh finally talking about
[52:04]
next steps, kind of low hanging fruit,
[52:06]
what we're going to be working on. Um uh
[52:09]
kind of a map of the plan and then
[52:11]
working on things such as uh signage and
[52:14]
uh shoulder and paint work, just just
[52:17]
kind of easy stuff can improve bike
[52:20]
access experience into arches. So both
[52:23]
but those meetings were were cool and uh
[52:26]
worth mentioning
[52:29]
all the team and the paper too. Good. So

had a follow-up meeting with Chair

Mccandless and the sheriff uh earlier
[53:07]
this afternoon regarding the victim
[53:10]
position and identifying good terms and
[53:12]
good things that we can do moving
[53:13]
forward for her uh shifting in field
[53:15]
work. So, that's exciting. Later this
[53:17]
month, I'll be at South Padre Island in
[53:21]
Texas for the uh the Institute on a
[53:25]
Coordinated Community Response to
[53:27]
domestic violence. Um they fund that
[53:30]
training. They fund the flight, RDM and
[53:33]
hotel. That's a phenomenal uh training
[53:35]
that they do. They were the com the
[53:37]
entity that would come into the
[53:38]
community and do trainings on
[53:39]
strangulation. Uh there are additional
[53:43]
good items that we're doing from
[53:44]
followup from that and as well as the
[53:46]
fall prosecutor training conference that
[53:48]
I'll be attending uh later this month.
[53:52]
Otherwise, we've got some jury trials
[53:54]
coming up. Got one next week. And
[53:56]
otherwise, all things are continuing as
[53:58]

a little video of uh um when the award
[56:33]
was presented there was about a thousand
[56:35]
people in the audience just to give you
[56:37]
an idea of the number of people that had
[56:39]
applied for this award right there. and
[56:41]
you know to have that campaign selected
[56:43]
as the number one campaign was it was
[56:46]
awesome. So they've done a lot of work
[56:47]
and really a great big shout out to
[56:49]
those guys. Um other little things is on
[56:52]
the 24th we attend uh uh myself and
[56:55]
commissioner Winfield attended the
[56:56]
planned parentship
[56:58]
meeting um which is the uh uh was the
[57:01]
launching of the baby and you and then
[57:03]
also some uh uh early work on our
[57:06]
economic mobility plan um which will be
[57:08]
drafting a charter and then architecting
[57:11]
the work plan um that will kind of pair
[57:13]
along with the reach bill that came out
[57:15]
which was the SB 165. So, a lot of great
[57:19]
work is starting there. I think that
[57:20]
we're going to see see some neat things
[57:22]
coming from that. Um, I also attended
[57:27]
um a couple of uh policy steering
[57:29]
committees that Mike mentioned. Um, one
[57:32]
that I would bring out as well is the uh
[57:34]
community development right now. There
[57:36]
is some legislation coming in on land
[57:38]
use code updates. Um, and on that right
[57:41]
there, uh, one of the big ones that
[57:44]
everyone is kind of interested in right
[57:45]
now is the, uh, definitions on data
[57:48]
centers. So, right now, what everyone is
[57:50]
looking at is is the state is going to
[57:52]
basically bind data centers. And when
[57:55]
we're updating our land use code,
[57:57]
whether you're trying to bring data
[57:59]
centers in or you're trying to keep data
[58:01]
centers out, the definitions of what
[58:04]
that is would be probably the most
[58:06]
foundational piece as we're moving
[58:07]
forward in that land use code. So, you
[58:10]
know, just working for with the uh uh
[58:12]
UAC to try to get the legislators to
[58:14]
make sure they're putting that those
[58:16]
definitions out so that communities can
[58:18]
go ahead and and and actually uh update
[58:20]
their land use codes. Um that was a
[58:22]
pretty interesting little meeting. And
[58:24]
then we had the SERA board meeting on
[58:26]
the 27th, which was really neat. Um and
[58:31]
then the last two days I've been up at
[58:32]
the Southeastern Energy Summit in SERA
[58:35]
and so that was great to go see that. Um
[58:38]
there's a ton of great work that they're
[58:39]
doing out there in Carbon County right
[58:41]
now. Um we went and visited today the uh
[58:44]
San Raphael Energy Lab and there's just
[58:47]
there's so many solutions and that
[58:49]
they're trying to come up with and it's
[58:50]
great to see all the work that's going
[58:52]
into that into that little center over
[58:54]
there whether it's Valor Atomics or the
[58:57]
Energy Lab and um the way that they're
[58:59]
working with uh desalinization and just
[59:03]
ways that we could actually possibly use
[59:05]
nuclear into the future. So rather than
[59:08]
just, you know, producing the energy,
[59:10]
they're also doing all the research that
[59:11]
goes behind it. So it was really neat to
[59:14]
go check that out and then also to go
[59:16]
visit the uh um the uh uh airport out
[59:20]
there and the USU's um aviation school
[59:23]
that they have. There's a lot of
[59:25]
economic development that's been done
[59:26]
out there and it's it's really neat to
[59:28]
see all the stuff that they've done and
[59:30]
all the stuff that they have coming up
[59:32]
as well. and quite a few interesting
[59:34]
things as far as air taxis and all kinds
[59:37]
of really neat things that are that are
[59:38]
coming out here into this uh rural Utah.
[59:41]
And you know, it's that that was really
[59:43]
kind of like my feeling of that whole
[59:45]
little sort of board meeting, which is,
[59:47]
you know, just we all forget that we're
[59:49]
just southeastern Utah, right? And if we
[59:51]
don't look after each other, I mean,
[59:52]
nobody else will. So, it's great to see
[59:54]
all the partners and all the communities
[59:56]
that are around and see the support that
[59:58]
they're all giving each other. Even
[59:59]
though that we're different in the ways
[1:00:01]
that we our communities are and that the
[1:00:03]
uh um you know how we present, it is
[1:00:05]
great to see all that support.

angry. I'm angry that this commission,

specifically Chair McCannis, continues
[1:01:15]
to either suppress people's first
[1:01:18]
amendment rights or try to. That is
[1:01:20]
frankly wrong.

Whether it happens to me, as it happened
[1:01:25]
in February, or it happened last week to
[1:01:28]
that other gentleman, it's still wrong.
[1:01:32]
Trying to suppress what something says
[1:01:34]
is called viewpoint discrimination, and
[1:01:37]
that is unconstitutional.
[1:01:40]
It needs to stop. I will be emailing you
[1:01:44]
guys this information sheet that is from
[1:01:47]
the foundation for individual rights and
[1:01:49]
expression. It's entitled know your
[1:01:52]
rights public comment periods. And it
[1:01:55]
says that's because in the United
[1:01:56]
States, quote, "Debate on public issues
[1:01:58]
should be uninhibited, robust, and wide
[1:02:00]
open." End quote. Even when it includes
[1:02:03]
quote vehement, costic, and sometimes
[1:02:06]
unpleasantly sharp attacks on government
[1:02:08]
and public officials. This is from New
[1:02:10]
York Times Company versus Sullivan 1964.

It needs to stop. If a commissioner or
[1:02:18]
the commission as a whole is doing
[1:02:20]
something that I find problematic, I get
[1:02:23]
to say that whether or not you like it,
[1:02:26]
that is my first amendment right. And if
[1:02:28]
it's an individual commissioner, such as
[1:02:30]
the way uh uh nearly a month ago, Mr.
[1:02:33]
Winfield violated the commission's rules
[1:02:37]
in attacking other commissioners and
[1:02:39]
then did not adhere to the Robert's rule
[1:02:42]
of rules of whatever it's called and
[1:02:45]
acknowledging a point of order. I get to
[1:02:47]
say that and I also get to say that I'm
[1:02:50]
upset that two weeks ago Mccandas, Miss
[1:02:52]
McCandless did what I considered to be a
[1:02:56]
unfair both siding about that event. She
[1:02:59]
said in the time period before I was
[1:03:01]
here last week, but personal attacks,
[1:03:04]
interruptions, walkouts, and hostility
[1:03:06]
undermine public trust and distract us
[1:03:08]
from the work constituents elected us to
[1:03:10]
do. the hostility
[1:03:13]
was coming and personal attacks was
[1:03:15]
coming from Mr. Winfield. What choice
[1:03:17]
did the other commissioners have to but
[1:03:20]
to walk out? I honestly think that's the
[1:03:22]
best response that they could have done
[1:03:24]
because commission's rules were being
[1:03:26]
violated. I get to say things that I
[1:03:28]
think that the shuttle policy is a
[1:03:30]
really bad policy. And I also get to say
[1:03:33]
that I think it's a waste of tax dollars
[1:03:35]
and I'm upset that four commissioners
[1:03:38]
specifically Mr. Martinez, Mr. McCardy,
[1:03:40]
Mr. Winfield and Miss McCandless has
[1:03:42]
ignored a mass amount of public uh
[1:03:45]
comment, ignored a vast amount of
[1:03:47]
expertise on the topic and ran that
[1:03:49]
ahead. Anyway, I think it's even more
[1:03:51]
poorly implemented. I also get to say
[1:03:54]
things that it's well known in the
[1:03:56]
public that Brian Martinez got fired
[1:03:58]
from his private sector job.

[1:05:23]
the end of the year. It's still 2026 for
[1:05:26]
another 5 months or four months. Did I
