you can't physically unload that in one hour

and so they just went on down the

road and found a more friendly place and
[3:57]
so I'm rebuilding trying to get some of
[4:00]
those people to come back and they're not
[4:02]
very happy about it but I tell them
[4:04]
that we're in much better hands than we
[4:06]
were and so I'm asking that y'all consider
[4:10]
When they come in on Thursday, they'll probably
[4:12]
need a place to stay, which would probably
[4:15]
be El Dorado, Johnson County, economic development money
[4:18]
would go there. Eventually, hopefully, we'll get a
[4:22]
hotel motel of some sort, and they could
[4:25]
stay here in Grandview. They'll also need a
[4:27]
place to eat. They'll need gasoline to get
[4:31]
going. And so it's a benefit to win
[4:34]
win for my vendors and for the city.

So I just wanna throw that out there

and let y'all think about it. And I

will have insurance for them on Thursday through
[4:44]
Sunday, for my vendors that I rent to
[4:47]
only. I will not have insurance for any

was some budget that had been set aside

still haven't received that yet. I was just

wondering if there was an update on what

might be able to expect. So you can't

Alright, update on municipal businesses. We'll turn that

I wanna update you on is the banking
[7:06]
RFP. So we went out for bids, and
[7:10]
we will be receiving the deadline for that
[7:12]
is 1PM on February 23. So we will
[7:15]
be openly decided to take out email bids.
[7:18]
They have to be hand delivered or mailed.
[7:20]
So we have to have them received by
[7:22]
1PM. So if you know of any banks
[7:24]
that might be interested, you can reach out
[7:26]
to them. We've already reached out to a
[7:28]
few and have had responses from them. So
[7:31]
we will bring that to you in March,
[7:34]
on the March meeting. And then the next
[7:39]
thing I'm gonna update you on is East
[7:40]
Crowner Street Reclamation Project. We talked about this
[7:43]
at the last meeting. Since then Chris and
[7:46]
I went to Keene and met with Texthot,
[7:50]
with James and Texthot and her whole team.
[7:52]
And we actually brought our engineering firm KSA
[7:55]
with us. Mike and Blake were able to
[7:58]
ask me some questions about what all they're
[8:01]
recommending that needs to be done with the
[8:04]
water and sewer relocation. And they are getting
[8:07]
us in contact with their engineers. And so
[8:10]
our engineers are currently working to solve some
[8:13]
of these issues and see if we can
[8:15]
get this price down. So hopefully by the
[8:20]
next meeting, we'll have another update from you
[8:22]
guys on that. And then Shannon's gonna give
[8:27]
the next. My update is in regards to
[8:36]
the twenty twenty three election. I just wanted
[8:38]
to let you all know that the election
[8:41]
packets have been ready for pickup since January

18, and they do need to be turned

all, just thanks for entertaining this ordinance. I

think it's beneficial when we saw the numbers
[12:10]
of city residents that were in support of
[12:14]
it. It would be extremely beneficial and appreciative
[12:18]
of the citizens. Just one additional thought, we
[12:22]
did ask the original ordinance that the example
[12:25]
that we provided was 300 feet. We asked
[12:28]
for at least a minimum of 500. Experts
[12:31]
call for a thousand, and I'm sure it
[12:34]
would be very appreciated if you would even
[12:36]
consider something between 510,000 to keep it from
[12:40]
the residential areas. 500 would be good, but
[12:44]
again, suggesting a compromise of maybe something like
[12:48]
750. Again, very appreciated, and thanks for all
[12:53]
that you've done. Appreciate it. Have any discussion
[13:06]
on it? Are we talking about making changes
[13:14]
to this and passing it? The pros and
[13:16]
cons of having this ordinance for doing an
[13:19]
order similar to this, and kind of things

take it towards the attorney, and you can

don't know why we would go for anything

less than a thousand foot, if that's what

the experts say, because if we don't, then
[13:45]
we're gonna come right back to this whole
[13:46]
thing, $7.50 is not good enough because it's
[13:49]
been set to pass. So that's one of
[13:53]
my concerns, and to also go with that,
[13:57]
and then the future, they're gonna come back
[14:00]
and say, well, not within, you know, oh,
[14:03]
300, what's fine? Or, you know, those kind
[14:06]
of things. You're dealing with experts and people
[14:09]
have different things, so that's kind of my
[14:13]
concern. It's where do you draw that line
[14:15]
and make good decision. Good decision. So for
[14:20]
us, us, is being proposed to us by
[14:25]
the county and representing some of the city
[14:30]
by their proposal that they had signed. So
[14:36]
it's kind of like for us either we
[14:37]
do nothing and just see what we have
[14:39]
in place or because it will affect the
[14:42]
county, it will affect the city. Right now,
[14:45]
know, think about the mobile station. If there's
[14:47]
houses that are gonna be built behind there,
[14:49]
we show we don't have any plan there.
[14:51]
But if we had if there are houses
[14:53]
to be built behind there, this would ensure
[14:56]
that that gas station this is this is
[15:00]
truck stop. This is just it just says
[15:02]
truck stop. Truck stop, not gas station. But
[15:04]
it could So we're not gonna have to
[15:05]
have truck stop. We don't even have an
[15:07]
can't we don't even have a option to
[15:09]

what if the people who own that land
[16:20]
behind them decide to put houses in? And

they wouldn't be able to build houses on

their own land, we're hurting the developer, not
[16:28]
the truck stop. As far as the research
[16:33]
of the expert was concerned, a lot of
[16:35]
that documentation that previously presented to the city
[16:39]
council, it is in that documentation. So I
[16:45]
think we have different we don't have it
[16:47]
developed for here. We're trying to do something,
[16:51]
right, proposing their numbers, and we're being proposed
[16:58]
as sitting council to consider and take action
[17:01]
on protecting anything future when it's also not
[17:05]
our amendment. That was another thing. It's like
[17:12]
you're looking at the future and you don't
[17:13]
know which one it's going to So the
[17:18]
mobile station wouldn't be able to pull those
[17:20]
if houses were behind it. And then did
[17:27]
500 feet right now it's gonna be 300
[17:29]
feet we did 500 feet at least it
[17:31]
would be 500 feet between this stop and
[17:36]
where our first house will be being built.
[17:38]
And right now, what are we at? We're
[17:43]
at 300. We're at zero. We don't. We
[17:46]
don't have money. So there's two things for
[17:49]
me. One, I I can see the pros
[17:51]
and the cons. Two, it costs the city
[17:54]
money in order to do this to our
[17:55]
training. Two, a couple thousand dollars actually have

the work done to prior. So that's To

the state of Texas, the truck stop means
[20:08]
a facility primary engaging in fueling with trucks
[20:10]
and other commercial vehicles and the accommodation of

the drivers that may include accessory to maintenance

facilities, hotels, motels, restaurants, and retail sales. So
[20:20]
we already have a truck stop. Well, other
[20:25]
part about doing this ordinance at this time
[20:28]
with these provisions in it is that we
[20:31]
would take it to the attorney, we would
[20:32]
get it all approved, we've paid for that
[20:34]
money, and then whenever a truck stop or
[20:37]
another developer or something bugs up against that,
[20:39]
it's gonna come back to the city council.
[20:41]
We're gonna have to make some kind of
[20:43]
amendments probably to that because by then it
[20:46]
could be 2,000 feet or it could be,
[20:49]
you know, the seven fifty Versus if we
[20:51]
just leave it the way it is, if
[20:53]
someone decides to build a truck stop their
[20:55]
town, it's gonna go before the EDC board
[20:58]
and we'll discuss it. I think it's a
[21:00]
valid thing. I think So if you look
[21:02]
at the QD over in El Dorado, you
[21:04]
go Google Maps because they just put all
[21:07]
the truck based in. Right behind there, you
[21:10]
have all those trailer houses, all those residential
[21:12]
areas back there. That's, like, 250 feet. Yes,

is brought to you because of all of

the issues that we have recently with boring

companies coming in and hitting you know, giving

our line. So that's what caused us to
[23:49]
go without water for a couple of days

and just an update on that all of

that has been those repairs have been filed
[23:57]
with Windstream's insurance And so we do I'm

hopeful that we will see that it'll be
[24:02]
reimbursed for those repairs. But that's why we
[24:07]
reached out to the city of Burleson and
[24:09]
the mayor was able to get us their
[24:12]
ordinance for the management of right of ways.

So I think this is a good opportunity
[24:16]
to discuss some more repercussions, not just filing
[24:20]
on their insurance, but do we have a
[24:23]
fee? Yeah, so one thing that we are
[24:26]
doing differently now, whenever we do have locating,
[24:30]
our guys are taking pictures and we have
[24:33]
video, know. Flag? Yes. Evidence that we are
[24:37]
locating per their request. So because sometimes before,
[24:43]

first Thursday of every month. We would just

like to start at 06:00 instead of 06:30.

so as you see, you do have the

resolution. So basically, we're needing you to review
[31:26]
this and it states which places are up
[31:28]
for election, Mayor Council Member Place two and
[31:34]
Council Member Place four. It does provide with
[31:37]
the early voting main place, which is the
[31:40]
Johnson County Elections Office located in Cleburne. And
[31:43]
then the early voting, which will be here
[31:45]
at Grandview City Hall Council Chambers. And it
[31:49]
also gives the dates and times. On this
[31:53]
resolution, it does have to be signed by
[31:56]
the mayor and all of the council members.
[31:59]
And then you will find the notice of
[32:02]
general election that also gives them the dates
[32:05]
and times and that needs to be So
[32:24]
the county decided to have them here. Yes.

And I believe we're also doing the schools
[32:29]
also going to have theirs here as well.

That's how the county to be done. You

for the purpose of financial support options for
[33:52]
the Grandview Volunteer Fire Department to purchase a
[33:56]
fire truck and provide an effective date. Correct.
[34:00]
So in this section, you'll see a couple
[34:03]
of things. There's a resolution that if y'all
[34:05]
decide to lease this fire truck, you have
[34:09]
to approve the resolution. There's a breakdown of
[34:14]
the lease payments from government capital, and then
[34:17]
after that, there is a quote on the
[34:20]
purchase a car truck that they would like
[34:23]
to purchase. And so on the lease payment
[34:27]

Texas 76050. This item was discussed and approved
[1:07:18]
for up to 50% of the estimated cost
[1:07:21]
with a maximum of up to $5,000 at
[1:07:24]
the type B EDC meeting held on 01/24/2023.

So this is the building at the corner.

Let's see. It's the Northwest Corner Of Third
[1:07:37]
Street in Kreiner. And you see the cost
[1:07:40]
estimate for this is $28,562.67. And the EEC
[1:07:47]
board recommended approval of up to the 5,000
[1:07:50]
maximum for this. Okay. Who's going to be
[1:08:00]
bringing back where he was talking about the
[1:08:03]
dose logo or some kind of Europe or
[1:08:05]
any other side of the Yeah, he's working
[1:08:07]
with the company that's going to be doing
[1:08:11]
some of his work to see how they
[1:08:13]
can best bring it. He even mentioned, which

the EDC meeting, he mentioned he would love

to see a mural on the side of

know that right now, the Masonic Lodge and

I believe the community center are putting together

bids to Yeah. Upgrade there. So I think
[1:09:49]
it'll make downtown look nice. It's gonna able
[1:09:52]
to get a nice brick road in there.

Item 15, consider and take possible action on
[1:10:01]
the contract with the retail coach. Alright. So
[1:10:06]
this is something the BDC board has recommended
[1:10:10]
to you guys, the contract for the retail
[1:10:13]
coach. Let me explain a little of what
[1:10:15]
they are. I know a couple of you
[1:10:16]
already know. So this is a company that
[1:10:19]
specializes in assisting cities with the recruitment of
[1:10:23]
retail specifically. So retail being anything pretty much
[1:10:27]
commercial, so that's restaurants, shopping centers, things along
[1:10:31]
those lines. That's what they specialize in. The
[1:10:34]
biggest asset they bring to us is they
[1:10:37]
already know the decision makers for these companies
[1:10:40]
that we want to bring to Grandview. So
[1:10:43]
we don't have to spend two years trying
[1:10:45]
to get them to open their doors to
[1:10:46]
it if the door is already open to
[1:10:48]
Retail Coach. And what they do before they
[1:10:51]
can get to that step, they take cell
[1:10:54]
phone data, which I know Aaron, when he
[1:10:57]
presented to the EDC board, it's a little
[1:10:59]
scary how much they know about us because
[1:11:01]
we have our cell phones with us all
[1:11:03]
the time. Not just specifically them, it's the
[1:11:06]
data available out there, but that's where they
[1:11:08]
draw their information from. So they can see
[1:11:11]
in real time who is shopping in Grandview,
[1:11:14]
who's spending their time here at the restaurants.
[1:11:17]
They get a bigger picture of that, and
[1:11:19]
it goes out to these businesses that consider
[1:11:22]
us, and instead of saying, oh, here's our
[1:11:25]
2,000 census data, 2,000 population from the census
[1:11:30]
data, they can say, no. We have an
[1:11:32]
active area of about 15,000 people who are
[1:11:36]
supporting the businesses in Grand View. And you
[1:11:39]
see in your packet there near the the
[1:11:41]
back, it it has a sample of the
[1:11:42]
data they ran on Berkshire Brothers. And you
[1:11:45]
see they've had almost a little over 14,000
[1:11:48]
unique visitors and over 40,000 visits over the
[1:11:52]
last calendar year. So that's that's encouraging. That's
[1:11:56]
more than they expected when they ran numbers
[1:11:58]
for us. So I will say one of
[1:12:02]
the positives of this, we I've been visiting
[1:12:05]
with a business that's interested in coming to
[1:12:07]
Grand View, and they came kinda skeptical, and
[1:12:12]
I went ahead and had retail coach run
[1:12:14]
the numbers. And they did it for us,
[1:12:18]
no charge at that point, without knowing that
[1:12:20]
we would approve tonight. And and those numbers
[1:12:23]
helped tremendously. They went away not questioning brand
[1:12:27]
use of wondering how fast they could get
[1:12:29]
here. So it's a tool in our box
[1:12:31]
that we could use that's going to help
[1:12:33]
with recruitment of retail specialists go so much
[1:12:37]
smoother and quicker. I think Aaron, when he
[1:12:40]
was speaking to the EDC, said something that
[1:12:43]
might take three to four years to bring
[1:12:46]
to town. Yeah. We'll see that happening, accelerating
[1:12:49]
it by about a year or two. And
[1:12:52]
it helps us to Correct. Have to be
[1:12:55]
better. Yes. So one of the things they
[1:12:57]
do Five things are the same thing. Yeah.
[1:12:59]
They will give us a report of the
[1:13:01]
businesses we match, and they'll also run a
[1:13:04]
report on where the people who shop in
[1:13:06]
Grandview are going elsewhere to shop and make
[1:13:10]
recommendations on on the types of business that
[1:13:13]
we need based on who's really actually So
[1:13:16]
one thing I took out of what he
[1:13:18]
presented was when you get big chains like
[1:13:22]
McDonald's or Starbucks or they a lot of
[1:13:24]
the times, they base where their location is
[1:13:27]
on rooftops. Yeah. But using this cell phone
[1:13:30]
data, they may not require all those rooftops.
[1:13:34]
Right. Because they can see by this map.
[1:13:36]
If you look, we get people from April
[1:13:39]
Mhmm. ITask and even Whitney coming in here,
[1:13:43]
you know, from all the way around. So
[1:13:45]
I'm so glad it helps with them making
[1:13:48]
that decision. Almost like a Taylor vein. It
[1:13:53]
is, it very much is. They come, so
[1:13:55]
we had just before they actually put food
[1:13:58]
on the ground after you guys approved, they
[1:14:00]
met with us on Monday no. Tuesday of
[1:14:04]
this weekend. So they physically will be in
[1:14:06]
Grandview. Once we've approved this, they'll come. They'll
[1:14:11]
spend time here. They're gonna look at everything,
[1:14:13]
they're gonna make a database of property that's
[1:14:15]
available, buildings that are available, and they're gonna
[1:14:18]
be out there marketing for us. That's beyond
[1:14:21]
just the data we get for twelve months
[1:14:23]
when we sign the contract with them. They're
[1:14:25]
out there actively recruiting for Grand View too.
[1:14:29]
So it's almost like adding a full staff,
[1:14:30]
but it multiplies what DEC and development can
[1:14:35]
do many, many times over. It's a great
[1:14:39]
suggestion, Chris. Chris. They don't know it's you.

we're glad to have that expense off our

[1:17:15]
almost two hours, the first interview and it
[1:17:17]
was a very easy conversation and we just
[1:17:19]
really clicked and really liked him and so
[1:17:22]
we invited John into the conversation and John
[1:17:26]
talked to him for quite a while and
[1:17:28]
we gave him a tour of the scuba
[1:17:29]
plant and just tried to scare him away
[1:17:32]
and he didn't run, so here we are.
