[0:00] Michelle and Redding, we'll get started. 06:30. Special
[0:08] call city council meeting, Thursday, February ninth, twenty
[0:11] twenty three, six thirty pm. Roll calls, Dustin
[0:16] Mendelwald, place one, Kay Anderson, two, Tim Gultz,
[0:21] place three, Danny Webster, place four and Mary
[0:23] Welch, place five. We have Melissa Boyle with
[0:27] the city, Shannon Pruitt and Chris Moore. Everybody
[0:32] would stand for the prayer. Dear heavenly father,
[0:39] we want to thank you for the day.
[0:42] Lord, just thank you for the rain that
[0:43] we've got in the last couple of weeks
[0:45] that we really needed, Lord, to be with
[0:47] this town, the city. Lord, just make sure
[0:50] that we're doing the the things that we're
[0:53] doing are right for the city and not
[0:55] not doing them for our for our own
[0:57] favor. And all these things we pray in
[1:00] Jesus' name. Amen. Amen. I pledge the flag
[1:05] of The United States Of America We're gonna
[1:59] have to put somebody else in charge of
[2:00] the heat. Are you cold? I am hot.
[2:03] I turned it on. I turned the TV
[2:05] on. He's giving me a hard time. Well,
[2:10] I've been out digging in my front yard.
[2:27] All right, we will get Ms. Nina Redman,
[2:34] you're first up. Hello. Anti Gallia then. Is
[2:42] this thing on? Auntie Galley is April 21
[2:52] through the twenty third and I'm here tonight
[2:55] to ask for you to consider and I've
[2:59] spoken individually with some most of most of
[3:02] the city council, the mayor, with the development
[3:05] director and we think that we'd like to
[3:10] start it on Thursday and by started I
[3:13] mean allow those vendors to come in and
[3:16] drop their rig it was I'm building back
[3:21] from a very good vessel that we had
[3:24] several years ago that was much more relaxed
[3:28] and much more beneficial to the community but
[3:32] it was taught to me and my people
[3:35] that worked with me for Auntie Cali that
[3:37] they could not unload until 08:00 of a
[3:40] 09:00 opening and if you have a 16
[3:43] foot trailer loaded down with metal yard art
[3:48] you can't physically unload that in one hour
[3:52] and so they just went on down the
[3:55] road and found a more friendly place and
[3:57] so I'm rebuilding trying to get some of
[4:00] those people to come back and they're not
[4:02] very happy about it but I tell them
[4:04] that we're in much better hands than we
[4:06] were and so I'm asking that y'all consider
[4:10] When they come in on Thursday, they'll probably
[4:12] need a place to stay, which would probably
[4:15] be El Dorado, Johnson County, economic development money
[4:18] would go there. Eventually, hopefully, we'll get a
[4:22] hotel motel of some sort, and they could
[4:25] stay here in Grandview. They'll also need a
[4:27] place to eat. They'll need gasoline to get
[4:31] going. And so it's a benefit to win
[4:34] win for my vendors and for the city.
[4:37] So I just wanna throw that out there
[4:39] and let y'all think about it. And I
[4:41] will have insurance for them on Thursday through
[4:44] Sunday, for my vendors that I rent to
[4:47] only. I will not have insurance for any
[4:50] other vendors other than the ones that I
[4:52] rent to. And that's it. Y'all have any
[4:56] quick questions or I hope you think about
[4:59] it because it sure is making it a
[5:01] lot easier to get to recruit. Thank you.
[5:17] Good. No questions. That would be something I
[5:21] have to change in the ordinance. Correct? We'll
[5:23] look at it. We'll look at it. It's
[5:27] in April? April. You gotta go to the
[5:29] meeting before then. Thank you. Amanda Murphy. Hello.
[5:50] Hey. I'm Amanda Murphy and I'm on the
[5:52] Firefly Stage Board. It's my understanding that there
[5:55] was some budget that had been set aside
[5:57] for us maybe around October, I believe. I'm
[5:59] not 100% sure on the timeframe, but we
[6:02] still haven't received that yet. I was just
[6:03] wondering if there was an update on what
[6:05] might be able to expect. So you can't
[6:17] respond. You can't respond. So I'll get your
[6:20] information and I'll reach out. Okay. Thank you.
[6:48] Alright, update on municipal businesses. We'll turn that
[6:51] over to Melissa. Okay. So the first thing
[7:04] I wanna update you on is the banking
[7:06] RFP. So we went out for bids, and
[7:10] we will be receiving the deadline for that
[7:12] is 1PM on February 23. So we will
[7:15] be openly decided to take out email bids.
[7:18] They have to be hand delivered or mailed.
[7:20] So we have to have them received by
[7:22] 1PM. So if you know of any banks
[7:24] that might be interested, you can reach out
[7:26] to them. We've already reached out to a
[7:28] few and have had responses from them. So
[7:31] we will bring that to you in March,
[7:34] on the March meeting. And then the next
[7:39] thing I'm gonna update you on is East
[7:40] Crowner Street Reclamation Project. We talked about this
[7:43] at the last meeting. Since then Chris and
[7:46] I went to Keene and met with Texthot,
[7:50] with James and Texthot and her whole team.
[7:52] And we actually brought our engineering firm KSA
[7:55] with us. Mike and Blake were able to
[7:58] ask me some questions about what all they're
[8:01] recommending that needs to be done with the
[8:04] water and sewer relocation. And they are getting
[8:07] us in contact with their engineers. And so
[8:10] our engineers are currently working to solve some
[8:13] of these issues and see if we can
[8:15] get this price down. So hopefully by the
[8:20] next meeting, we'll have another update from you
[8:22] guys on that. And then Shannon's gonna give
[8:27] the next. My update is in regards to
[8:36] the twenty twenty three election. I just wanted
[8:38] to let you all know that the election
[8:41] packets have been ready for pickup since January
[8:44] 18, and they do need to be turned
[8:47] in by 5PM on February 17, which is
[8:50] next Friday. The minutes from the 01/12/2023 special
[9:15] call city council meeting as presented. I make
[9:18] a motion that we accept these minutes from
[9:21] 01/12/2023 special call as presented. Second. Megan Wall,
[9:27] yes. Anderson, yes. Gulch, yes. Webster, yes. Gulch,
[9:32] yes. Gulch, Motion carries. Discussant consider taking possible
[9:41] action on approving the use of the approved
[9:45] unforeseen line item one hundred dash five one
[9:49] one dash thirty nine dash four fifty in
[9:53] the fiscal year twenty twenty three budget to
[9:55] make necessary police department building improvement. Let me
[10:00] look to you at the last meeting about
[10:02] this, and you guys were looking at accepting
[10:05] the first fall construction bid, but y'all wanted
[10:08] to verify if it was going what kind
[10:10] of warranty it had. And so Dylan's here
[10:13] to let you know what you found out
[10:14] about that. They said it was a lifetime
[10:17] transferable warrant. Perfect. Right. Okay. So the price
[10:24] is still the same as it was lifetime,
[10:25] nothing's changed on there. Okay. So that contract
[10:30] did have two different Yes. One is for
[10:34] the leveling of the building, and the other
[10:36] word for the repairs in Chip and Some
[10:40] paperwork. Yeah. I'll make a motion to take
[11:01] action on approving the approved and foreseen live
[11:05] item. Sold it. On the fiscal year twenty
[11:11] twenty three budget to make necessary for the
[11:12] department of buildings. Second. Council Member? May Wong
[11:19] yes. Anderson yes. Goltchez. One three yes. Welch
[11:22] yes. Motion carries. Item three, discuss and consider
[11:31] taking possible action on a truck stop ordinance.
[11:35] And this is also on our last agenda.
[11:37] I know we decided to postpone it because
[11:39] mister Boltz Don't wanna beat the dead horse.
[11:56] Never heard. Bill Vicker from M10520. First of
[12:04] all, just thanks for entertaining this ordinance. I
[12:07] think it's beneficial when we saw the numbers
[12:10] of city residents that were in support of
[12:14] it. It would be extremely beneficial and appreciative
[12:18] of the citizens. Just one additional thought, we
[12:22] did ask the original ordinance that the example
[12:25] that we provided was 300 feet. We asked
[12:28] for at least a minimum of 500. Experts
[12:31] call for a thousand, and I'm sure it
[12:34] would be very appreciated if you would even
[12:36] consider something between 510,000 to keep it from
[12:40] the residential areas. 500 would be good, but
[12:44] again, suggesting a compromise of maybe something like
[12:48] 750. Again, very appreciated, and thanks for all
[12:53] that you've done. Appreciate it. Have any discussion
[13:06] on it? Are we talking about making changes
[13:14] to this and passing it? The pros and
[13:16] cons of having this ordinance for doing an
[13:19] order similar to this, and kind of things
[13:22] if y'all do wanna do one, what do
[13:24] you see in the ordinance? Do do you
[13:27] like it? Would or you not like it?
[13:29] Those type of things. And then we can
[13:30] take it towards the attorney, and you can
[13:32] draw an ordinance that fits y'all's desires. The
[13:36] thing that concerns me right now is I
[13:39] don't know why we would go for anything
[13:40] less than a thousand foot, if that's what
[13:42] the experts say, because if we don't, then
[13:45] we're gonna come right back to this whole
[13:46] thing, $7.50 is not good enough because it's
[13:49] been set to pass. So that's one of
[13:53] my concerns, and to also go with that,
[13:57] and then the future, they're gonna come back
[14:00] and say, well, not within, you know, oh,
[14:03] 300, what's fine? Or, you know, those kind
[14:06] of things. You're dealing with experts and people
[14:09] have different things, so that's kind of my
[14:13] concern. It's where do you draw that line
[14:15] and make good decision. Good decision. So for
[14:20] us, us, is being proposed to us by
[14:25] the county and representing some of the city
[14:30] by their proposal that they had signed. So
[14:36] it's kind of like for us either we
[14:37] do nothing and just see what we have
[14:39] in place or because it will affect the
[14:42] county, it will affect the city. Right now,
[14:45] know, think about the mobile station. If there's
[14:47] houses that are gonna be built behind there,
[14:49] we show we don't have any plan there.
[14:51] But if we had if there are houses
[14:53] to be built behind there, this would ensure
[14:56] that that gas station this is this is
[15:00] truck stop. This is just it just says
[15:02] truck stop. Truck stop, not gas station. But
[15:04] it could So we're not gonna have to
[15:05] have truck stop. We don't even have an
[15:07] can't we don't even have a option to
[15:09] option to have a truck stop. Stop. We
[15:10] have the truck stop on city city property
[15:13] right now. The city doesn't own Are you
[15:23] saying you want it to be a thousand
[15:25] or you don't know what the number should
[15:26] be? I don't know what your number should
[15:29] I don't know number should be. The highest
[15:32] number is a thousand. That's what the experts
[15:34] say. And Okay. Can I ask you a
[15:37] question? Has has the the expert distance in
[15:47] research and verify? Not by us, but we're
[15:53] not being proposed to We're not being proposed
[15:57] to My issue with this would be the
[16:03] people that own the mobile station. If they
[16:05] decided six months from now to move those
[16:09] and put in a truck stop right there.
[16:11] There's no houses within a thousand feet. There's
[16:15] no houses within a couple thousand feet. But
[16:18] what if the people who own that land
[16:20] behind them decide to put houses in? And
[16:24] they wouldn't be able to build houses on
[16:26] their own land, we're hurting the developer, not
[16:28] the truck stop. As far as the research
[16:33] of the expert was concerned, a lot of
[16:35] that documentation that previously presented to the city
[16:39] council, it is in that documentation. So I
[16:45] think we have different we don't have it
[16:47] developed for here. We're trying to do something,
[16:51] right, proposing their numbers, and we're being proposed
[16:58] as sitting council to consider and take action
[17:01] on protecting anything future when it's also not
[17:05] our amendment. That was another thing. It's like
[17:12] you're looking at the future and you don't
[17:13] know which one it's going to So the
[17:18] mobile station wouldn't be able to pull those
[17:20] if houses were behind it. And then did
[17:27] 500 feet right now it's gonna be 300
[17:29] feet we did 500 feet at least it
[17:31] would be 500 feet between this stop and
[17:36] where our first house will be being built.
[17:38] And right now, what are we at? We're
[17:43] at 300. We're at zero. We don't. We
[17:46] don't have money. So there's two things for
[17:49] me. One, I I can see the pros
[17:51] and the cons. Two, it costs the city
[17:54] money in order to do this to our
[17:55] training. Two, a couple thousand dollars actually have
[17:59] the work done to prior. So that's To
[18:01] do an ordinance that we made. When it's
[18:03] not an issue right now. Yeah. I kinda
[18:07] I'm sorry about that. What is the what's
[18:10] the definition of the pump? For here Right.
[18:16] That's what I brought up before is what's
[18:18] the difference between a gas station that has
[18:21] the diesel pump and allows versus a truck.
[18:32] Yeah, like bull in. So what's the definition?
[18:35] Because right now that's been there forever. The
[18:38] ordinance we were given to might have not
[18:40] had a definition. Yeah, it just says proposed
[18:43] trucks not ordinance. To me, I think there's
[18:53] gotta be a lot more definition than Nancy.
[18:57] I don't think Reason to have it. I
[18:59] mean, like she said, you said if we
[19:02] tried to do anything on this, it has
[19:04] to go before our our attorney. But it's
[19:08] not in the paperwork. So So and also
[19:12] with someone's so say we someone buys that
[19:17] like, well actually the person knows that. If
[19:20] they want to put a subdivision there right
[19:21] now, because really the mobile has the diesel
[19:23] pont four trucks, their lines do come in
[19:25] right now. Let's just call them truck stop
[19:28] by our definition. The houses gonna built immediately.
[19:31] It will be up to that developer to
[19:33] say, hey, you know, I'm catching heat, and
[19:36] I wanna do you mind if I ahead
[19:37] and exercise 300 to 500 feet out? I
[19:41] can't imagine that we wouldn't have a discussion
[19:43] and hear the pros for that at the
[19:45] time. There's combinations of sleeping, four-four-four-on showers, restrooms
[19:55] and stuff like that. That would be considered
[19:58] a truck. A road ranger was considered a
[20:01] travel center. Do you want Dylan to read
[20:04] you the definition of a truck stop? For
[20:06] the state of Texas, the truck stop means
[20:08] a facility primary engaging in fueling with trucks
[20:10] and other commercial vehicles and the accommodation of
[20:13] the drivers that may include accessory to maintenance
[20:16] facilities, hotels, motels, restaurants, and retail sales. So
[20:20] we already have a truck stop. Well, other
[20:25] part about doing this ordinance at this time
[20:28] with these provisions in it is that we
[20:31] would take it to the attorney, we would
[20:32] get it all approved, we've paid for that
[20:34] money, and then whenever a truck stop or
[20:37] another developer or something bugs up against that,
[20:39] it's gonna come back to the city council.
[20:41] We're gonna have to make some kind of
[20:43] amendments probably to that because by then it
[20:46] could be 2,000 feet or it could be,
[20:49] you know, the seven fifty Versus if we
[20:51] just leave it the way it is, if
[20:53] someone decides to build a truck stop their
[20:55] town, it's gonna go before the EDC board
[20:58] and we'll discuss it. I think it's a
[21:00] valid thing. I think So if you look
[21:02] at the QD over in El Dorado, you
[21:04] go Google Maps because they just put all
[21:07] the truck based in. Right behind there, you
[21:10] have all those trailer houses, all those residential
[21:12] areas back there. That's, like, 250 feet. Yes,
[21:16] sir. So I wanna do a new action
[21:23] on this one? Anyone wanna make a motion?
[21:31] Nobody's even money twice for the taxpayers, but
[21:34] I wanna protect them as well. But his
[21:39] definition that he said there wasn't that they
[21:41] had no tails there to be considered a
[21:44] truck stop. I think it's part of the
[21:49] list, if it had any of those. If
[21:51] it had the it didn't or it wasn't.
[21:55] We have the most issues technically by that
[21:57] definition would be considered as shock. Because they
[22:00] have these pumps, they might fill up, they
[22:01] park it, didn't they? I think that we
[22:30] would need to just keep it safe and
[22:31] follow the state recommendations on how to define
[22:34] a drug stop. That's what we would need
[22:36] to put in our ordinance and we did
[22:37] develop them. You get my real action? I
[23:20] have a four review and discuss the management
[23:23] of the right of way. Okay, so this
[23:25] is brought to you because of all of
[23:28] the issues that we have recently with boring
[23:31] companies coming in and hitting you know, giving
[23:35] us locate sheet or guys go out and
[23:37] locate them for their locate request. And then
[23:41] they're not doing a and then they're hitting
[23:47] our line. So that's what caused us to
[23:49] go without water for a couple of days
[23:52] and just an update on that all of
[23:54] that has been those repairs have been filed
[23:57] with Windstream's insurance And so we do I'm
[24:00] hopeful that we will see that it'll be
[24:02] reimbursed for those repairs. But that's why we
[24:07] reached out to the city of Burleson and
[24:09] the mayor was able to get us their
[24:12] ordinance for the management of right of ways.
[24:14] So I think this is a good opportunity
[24:16] to discuss some more repercussions, not just filing
[24:20] on their insurance, but do we have a
[24:23] fee? Yeah, so one thing that we are
[24:26] doing differently now, whenever we do have locating,
[24:30] our guys are taking pictures and we have
[24:33] video, know. Flag? Yes. Evidence that we are
[24:37] locating per their request. So because sometimes before,
[24:43] know, it's just our wording. Yes, well I
[24:47] definitely want a fine put into place. Their
[24:52] ornaments is rather lengthy, and it's very thorough,
[24:56] so if don't want to take time to
[24:59] review it more in-depth, we can bring this
[25:01] back next time and give y'all a few
[25:03] weeks to review it. I would like to
[25:05] do that. Okay. I I don't previous discussion
[25:13] we just had. I don't wanna decide if
[25:15] we're fine today, and then we need to
[25:17] modify it, and then we're we're just gonna
[25:18] be in more and more to do the
[25:20] same thing. I would move to Well, this
[25:24] is just a discussion. Yeah. Know. I would
[25:26] move to have a discussion longer for us
[25:29] to put back on the agenda. I think
[25:32] it would be beneficial for y'all to read
[25:34] it right up. What your pros and cons
[25:37] are, discuss what you want to see in
[25:39] ours that maybe isn't in this, or what
[25:43] you don't like in this, and then we
[25:44] can go from there. So my only concern
[25:48] is I think it needs to be done
[25:50] right away for us to really look at
[25:52] it, and decide what our what's our so
[25:58] maybe we can consider a special meeting date
[26:01] if we if we have a reason to
[26:02] do another meeting. So we're just three weeks
[26:06] away from our three weeks away from Oh,
[26:07] yeah. Yeah. From our thing. And, also, with
[26:10] our new product works director, Joe, starting on
[26:12] Monday, he may be able to help some
[26:16] of this as well. Yeah. Okay. You're looking
[26:18] forward to things, Joe. So I would put
[26:20] this on the agenda. So I just request
[26:26] that y'all read it. Yes. Over and You
[26:29] make a decision. Yes. All promotion. No, There's
[26:38] just a discussion. Oh. Alright. Item five, discuss
[26:43] and consider taking possible action on ordinance twenty
[26:48] twenty three dash zero two zero nine. Amending
[26:55] ordinance 2,005 dash eleven twenty two a rules
[27:00] of procedure for city council meeting section four
[27:04] a time and place for meeting. So we're
[27:09] not proposing to change the date or the
[27:11] day of the meetings. It'll still be the
[27:13] first Thursday of every month. We would just
[27:15] like to start at 06:00 instead of 06:30.
[27:18] We just feel like 06:00 may be more
[27:21] appropriate time, but we can all get here
[27:24] at six, and we won't be here till
[27:26] nine. So what do y'all think? Can I
[27:29] call my wife and see if she had
[27:30] been already left earlier? Sure. I I'm gonna
[27:37] be four to 06:00. Oh, what? Citizens work
[27:41] out of city out of the city, and
[27:44] they can down here for. Why we have
[27:46] it live? I've watched it a couple times,
[27:49] and you can't understand what you're saying. Oh.
[27:52] All it is is echoed because all the
[27:55] lights are on, you can't you can't hear.
[28:00] We are aware of that problem and we
[28:01] are trying to work with IT to fix
[28:03] it. Yes, ma'am. I have to admit that
[28:07] I can do it as fine, so I
[28:08] don't think it It doesn't every meeting. That's
[28:16] our problem. So we have to figure out
[28:18] what the difference is between meetings. They're giving
[28:20] you any feedback on when they could figure
[28:23] that out. Do they need to be here?
[28:25] Tim wasn't at the last meeting. Maybe it's
[28:27] because Tim. But when they come in and
[28:30] they end up in, then it's fine, and
[28:33] then it's like we have a meeting and
[28:34] then it's not fine. So it works? Yeah.
[28:40] So I'm wondering how do we solve that
[28:44] because that solves the time problem and everything
[28:48] that we do want everybody to hear. Right.
[28:51] So we will maybe just give it to
[28:53] the microphone or something would be helpful. Believe
[28:56] it or not, it's even hard to hear
[28:58] some of y'all back here. You hear me
[29:03] now? No, don't think the speakers really present
[29:06] much. So, I think put that on your
[29:08] list for IT and let's get the volume
[29:12] back I make a motion to start our
[29:42] meetings at six p. M. Second. That has
[29:48] to do with the board Is it twenty
[29:53] twenty three dash Second. Fifty. Two fifty. Two
[30:29] Tenants in yet. Gold shift. That's pretty up.
[30:32] Yeah. Launching carries. Can we add to that
[30:39] that the city manager provides dinner? Sorry. Item
[30:51] six, discuss and consider taking possible action on
[30:54] resolution twenty twenty three dash zero two zero
[31:00] nine a, ordering an election to be held
[31:04] for the city of Grandview, Texas to elect
[31:07] persons to fill offices of mayor, city council
[31:10] place two and city council place four. Okay,
[31:14] so as you see, you do have the
[31:17] resolution. So basically, we're needing you to review
[31:26] this and it states which places are up
[31:28] for election, Mayor Council Member Place two and
[31:34] Council Member Place four. It does provide with
[31:37] the early voting main place, which is the
[31:40] Johnson County Elections Office located in Cleburne. And
[31:43] then the early voting, which will be here
[31:45] at Grandview City Hall Council Chambers. And it
[31:49] also gives the dates and times. On this
[31:53] resolution, it does have to be signed by
[31:56] the mayor and all of the council members.
[31:59] And then you will find the notice of
[32:02] general election that also gives them the dates
[32:05] and times and that needs to be So
[32:24] the county decided to have them here. Yes.
[32:25] And I believe we're also doing the schools
[32:29] also going to have theirs here as well.
[32:32] That's how the county to be done. You
[32:42] don't wanna come up here on your day
[33:34] We'll have an election. Thank you. Item seven,
[33:39] discussing, consider taking possible action on resolution twenty
[33:45] twenty three dash zero two zero nine b
[33:49] for the purpose of financial support options for
[33:52] the Grandview Volunteer Fire Department to purchase a
[33:56] fire truck and provide an effective date. Correct.
[34:00] So in this section, you'll see a couple
[34:03] of things. There's a resolution that if y'all
[34:05] decide to lease this fire truck, you have
[34:09] to approve the resolution. There's a breakdown of
[34:14] the lease payments from government capital, and then
[34:17] after that, there is a quote on the
[34:20] purchase a car truck that they would like
[34:23] to purchase. And so on the lease payment
[34:27] breakdown, you'll notice that she is Stephanie drew
[34:31] up a five year, seven year, or a
[34:32] ten year lease plan. And so the equipment
[34:37] cost is 279,000. 5 year payment would be
[34:41] $64,932 7 year payment $48,983 10 year payment
[34:50] $37,234 Those payments are paid annually. The first
[34:58] one would be one year from basically today.
[35:04] So next budget year. That's a crazy big
[35:10] interest rate. It is. So that's what we've
[35:14] seen in the last month or so. Interest
[35:16] rates have really gone up, not just housing
[35:18] interest rates, but all interest rates. So they're
[35:21] quoting us, and when she did this, she
[35:23] did tell me that they would probably go
[35:25] up from when she did make the quote.
[35:27] So these numbers are not set in stone,
[35:29] these are just ones we were quoted, right
[35:32] the week, couple days before the last meeting
[35:34] was scheduled, so about a week and a
[35:35] half now. So you'll notice they go from
[35:37] a 5.275% interest rate all the way to
[35:39] up to over 5.5%. So when you're looking
[35:43] at that, I think we need to just
[35:47] take into account how much interest that really
[35:50] is over the life of these loans. So
[35:53] if you had a five year payment, 64,000
[35:58] ish a year, you're looking at almost $46,000
[36:01] in interest. Each year or just one? Total.
[36:04] Seven year payment, almost $49,000 a year, total
[36:09] interest almost 64,000. If you did finance for
[36:13] ten years, your payment was 37,000, but your
[36:17] total interest is $93,000 So you really need
[36:22] to decide what it is you want to
[36:25] do. It's a lot of interest. When you
[36:30] say firetruck, from my knowledge, or from reading
[36:33] this, it's not just a firetruck, it's a
[36:35] narrow watertruck. Right, Tim? Or What a question.
[36:41] Y'all wanna get up and speak on this?
[36:43] What was the question? Thank you. This is
[36:48] a small engine, essentially. That's a rescue body
[36:53] that hauls medical equipment, extrication equipment. Right. And
[36:57] it also has a 50 liter gallon pump.
[37:00] You can even try to stretch the car.
[37:03] Easier to get down the neighborhood street or
[37:05] smaller street? Yes. And y'all don't have one
[37:07] right now? No. We have a we have
[37:09] a pull ties engine. Right. We do not
[37:12] have anything smaller that is more agile. How
[37:19] do we This is a ladder drill too.
[37:21] No. No. It has ladders on it. It's
[37:24] just a 24 foot extension ladder in the
[37:26] in the roof ladder. They have a ladder
[37:29] truck. No. We don't have well, I don't
[37:33] know what y'all definition of a ladder truck
[37:35] is. We have ladders in all our apparatus.
[37:37] Our structural firefighting apparatus, which is the 24
[37:41] foot extension ladder and the roof ladder. We
[37:45] don't have a Yeah. I think what I
[37:47] consider a ladder truck is what's built on
[37:50] to the truck in it. No. We don't
[37:52] have one. We have the Cleburne and Hillboro
[37:56] in Burleson, that's where we need them. That's
[37:58] where we're dealing with them. That's about $1,500,000.
[38:03] They're too many. You're saying on this up,
[38:06] like our old truck, our existing truck now,
[38:09] it's just costing us money because of all
[38:11] the Yes. It's a it's 20 it'll be
[38:18] 22 years old. Got some mechanical issues and
[38:20] electrical issues. And it's I mean, it's been
[38:26] a good truck. It's still in service. The
[38:29] the big thing is the cost to do
[38:31] everything repaired. Essentially, you're looking at rebuilding the
[38:34] truck and once you do that, you're moving
[38:37] you're talking about moving the pump, the tank
[38:41] to the different chassis and totally redoing it
[38:45] to make it right. And that's I mean,
[38:48] you're looking to spend about the same money
[38:49] for a three spurge shuttle. That makes sense?
[38:56] Sure. Yeah. But that's that's the big trap
[38:59] to the little truck that won't that you
[39:01] want to buy. Yes. You wanna have to
[39:02] buy it. So it's not even getting the
[39:05] big truck. The big truck today cost is
[39:08] about 750,000. Yeah. You're not getting one of
[39:10] those. Yeah. I'm not I'm not trying to
[39:11] get one of those. And, honestly, this truck
[39:14] is We would love for you to have
[39:15] one of those. We have one. We already
[39:17] purchased that. But the reason that this truck
[39:20] is is what we need and are asking
[39:23] for is it's like I said, like you
[39:25] said, it goes down the street better in
[39:27] the city. It's more user friendly for certain
[39:30] of our drivers that that don't drive big
[39:32] trucks on a normal basis. Yeah. And it's
[39:35] it's more efficient for vehicles and vehicle wrecks
[39:42] in the city. It's it's worry. It's better
[39:45] truck for us. I think you're passing around
[39:49] a picture of the trucks and whatnot. Yeah.
[39:52] So it's not it's not if you look
[39:54] at it, it's not a regular it doesn't
[39:57] look like a traditional fire truck. It's on
[39:58] Ford five fifty check. Ford f five fifty
[40:01] frame. So it looks like a big truck
[40:03] Oh. With water capacity. Is there with this
[40:10] financing, can we do early payoff or? It
[40:14] has to come back to you for early
[40:16] payoff and there's actually quite a bit of
[40:18] paperwork to do for early payoff. They usually
[40:21] do not. I don't think there's anything else,
[40:24] but I think it just requires file or
[40:28] paperwork. Does it make it harder? Yeah. And
[40:32] so A lot of this is horrible. Our
[40:38] financial manager is working on next year's budget.
[40:44] Would it be feasible to say we might
[40:46] pay cash? In next year's budget? Well, next
[40:51] year's budget would have to be for this
[40:53] would be put off another year in order
[40:56] to be for the next year's budget, really,
[40:58] because right now, we do not have it
[41:01] in the budget. Right. He's saying we don't
[41:03] have a year. So we can't start working
[41:06] on the budget until May May, early June.
[41:10] So we will not know if we could
[41:12] pay cash for it until that point. Or
[41:14] even make these payments. Payments. Just wanted to
[41:38] tell you, the communication between the previous city
[41:41] council and and us was not No. It's
[41:45] like okay. That that answers that question because
[41:48] it's like, how do we find ourselves in
[41:50] this situation yet again? And it's like can
[41:55] I So yeah, what you normally would see
[41:57] during the budget season, when I'm starting to
[42:00] prepare or whoever's starting to prepare the budget
[42:03] is an email goes out to whoever and
[42:05] asks, are there any capital projects that you
[42:07] were looking to do? And then we make
[42:10] a priority list, and we work those capital
[42:12] projects into the budget. So what you're doing
[42:15] right now would be already, before we even
[42:18] know what the budget looks like, saying we're
[42:20] gonna take $68,000 just to get to this
[42:23] project or 38 or whatever payment plan y'all
[42:26] decide. Do we have it? When would be
[42:30] how does it be delivered or if we
[42:31] get an order? The bill date on that
[42:33] truck is we're looking at August, June or
[42:37] July, June or July 4 that you guys
[42:39] delivered. So the there was a truck that
[42:44] was available, but it's sold. And then now
[42:47] the current is looking at June. The interest
[42:59] for that first year, correct? Dead. I don't
[43:06] remember, James. When you we first got that
[43:09] spec, how much was that trip? Because it's
[43:11] went up a lot since. Since I started
[43:14] It's $2.70 the quote. It that's probably got
[43:16] 15,000 since. I I guess I would say
[43:26] to be open minded what happens if we
[43:28] don't do this at all not not wanting
[43:32] to not I wanna give them everything, but
[43:36] we still have to pay for it. So
[43:37] how do we how do we pay for
[43:39] it? Because right now, we can't pay for
[43:42] it. And even putting it off a year,
[43:44] it's like you're hoping that the revenue comes
[43:48] in from new development in order to pay
[43:50] for it. So I think that's why we
[43:52] normally do these things during the budget season
[43:54] and budget them under your budget. That way
[43:56] you know you can pay for them. Which
[43:57] is May is when you start the budget?
[43:59] In the May, in June. But if we
[44:01] wait till May, then we're also running everything
[44:03] up and it could cost us more. So
[44:06] we gotta be more. Well, that's what I
[44:08] was bringing up though. If it costing us
[44:10] more right now to keep repairing this truck
[44:13] that y'all have now. What do you think
[44:14] this I would Sorry. I would It's two
[44:18] different trucks. I don't know. I yeah. I've
[44:21] been trying to figure out right now, we
[44:24] have a truck y'all have an that engine
[44:26] is dedicated to city response, We're not even
[44:29] responding to city. We keep parkering. We're putting
[44:34] the hours and mileage on the big engine.
[44:36] So the wear and tear is going on
[44:38] our engine. So I mean, it's not gonna,
[44:41] it's not gonna stop response. We're still gonna
[44:43] deal with you if y'all have to wait
[44:46] a year or whatever. But at some point,
[44:48] we gotta talk about maintenance, try to get
[44:50] the truck up to maybe not standard, but
[44:54] to get it where it's gonna operate properly
[44:56] for us. So you're not being arrested? And
[44:58] I'd have to go I I talked to
[45:01] Metro about rebuilding it, and it was expensive.
[45:05] It's kinda why I just went with the
[45:07] new truck route, but I can go back
[45:09] to them, you know, we can do about
[45:10] getting it just repaired. But at this point,
[45:15] everything's in I mean, we're we're functioning. We're
[45:19] we're gonna be we're still gonna respond and
[45:20] make all the calls and everything. So whatever
[45:22] y'all need to do. Well, that's what I'm
[45:25] trying to do, but it's it's beneficial more
[45:29] to us to get the new truck here
[45:31] than it is to work on a twenty
[45:33] two year truck. So that's twenty two years
[45:35] old. Yes. That's what I was trying to
[45:37] get to. And we're gonna be spending more
[45:40] money on that 22 year old truck, keeping
[45:42] it going. I think that's the just buying
[45:46] this new truck. Yeah. You you would look
[45:48] at spending over what you're calling about for
[45:50] a payment trying to get it. Yeah. I'm
[45:53] worried physically. I understand. Understand. Physically, about I'm
[45:58] worried that to have the money. I understand.
[46:01] To do it and then it's not good
[46:03] for anybody. And it's it's it was probably
[46:07] bad timing on our part too, but I
[46:10] I will promise y'all that we're gonna keep
[46:12] making our calls. It's not gonna be something
[46:15] that's gonna keep it from doing it. If
[46:16] y'all wanna take it back and My thing
[46:18] is the cost of the truck's gonna go
[46:20] up. It's gonna be to keep going up.
[46:21] So this goes up, your maintenance goes up,
[46:23] your cost continues on. To me, I'm looking
[46:26] at the difference of your interest our interest
[46:28] the city's interest cost versus repair, but this
[46:30] is also a different size truck and it
[46:32] serves a different purpose as well. He's not
[46:35] getting it covered. Yeah. If y'all want a
[46:37] table or whatever, I'll take that y'all's per
[46:40] truck to the shop and see if they
[46:41] give me an estimate and see what you
[46:43] cost every I I agree with you today.
[46:46] It's all on y'all's hands. Not yet. Hold
[46:47] on. Y'all know what? I I It's up
[46:51] to you. We're looking at three months before
[46:55] we start the new budget. So This new
[47:01] truck too, it's stay in town. Right? Yes.
[47:05] Yes. That's the old structure. Yeah. But new
[47:09] if we buy this new truck, it's not
[47:10] gonna be used on grass fires or anything.
[47:12] Like that. It's gonna stay here and It's
[47:14] not a brush truck. No. We're on a
[47:15] grass fire. Now if I have a room
[47:18] that we take everybody to call, if I
[47:21] don't have anybody left in the city, I'm
[47:22] gonna bring it with me Southern Respawn back.
[47:24] Okay. But As you would want to. Yeah.
[47:27] Yeah. We use our county trucks in the
[47:30] CD too. It's kind of work. And we
[47:32] make sure that truck's available for CD calls
[47:34] at all. So I guess what I'm going
[47:37] to suggest to counsel James, if you can
[47:42] get the quote to do that for that
[47:43] truck for this for this to come back
[47:48] to us to purchase to put in our
[47:51] budget properly in May. They want me to
[47:56] get a estimate on repairs for this current
[47:58] trip. And and here's why. Because I'm not
[48:03] convinced that we are able to make this
[48:06] payment right now. However, a lot happens in
[48:11] thirty days, especially with this council. So I
[48:16] am encouraged that we would be able to
[48:19] make it even though it's an increase in
[48:22] interest and cost that we would be able
[48:25] to make that decision without hesitation and put
[48:28] it in terms of budget. And I'd like
[48:31] to see the cost of repair because we're
[48:32] we're able to do both. Okay. Because that
[48:36] would be ideal, to me, is to be
[48:39] able to repair and purchase this. Yeah. And
[48:42] three months, I mean, we'll have even to
[48:44] say it three months. That's the we're okay.
[48:47] But what if you get a better deal,
[48:49] like, we get this and your repair costs
[48:51] for your truck? We might build a billion
[48:54] dollar ladder truckers. This is okay. Dang. No.
[49:00] We're good. We can do that. I'll do
[49:01] that. But do you feel like that well,
[49:04] that's what I'm gonna suggest because I think
[49:06] that's being distally responsible and for getting numbers
[49:11] in that will help us for our budget
[49:13] to make a really good better decision for
[49:15] the city and the fire department. So we
[49:17] need to table this until budget time? May.
[49:22] So Are you saying that in the heart
[49:24] of month of May? May is when we're
[49:25] gonna start May is when she starts. Yeah.
[49:28] Yeah. And I think we're gonna be It
[49:30] would just be involved in this In the
[49:32] budget discussion, we've got a lot happen. There
[49:34] are things that I think are gonna be
[49:35] very encouraging to make that happen in May.
[49:37] Okay. I'll do this. I'll make a motion.
[49:41] Oh, sorry. Bear with me. Call for a
[49:44] motion? And James, you for all. No problem.
[49:51] Thank you all for your consideration. Yeah, we
[49:53] want to make it happen. I make a
[49:59] motion to postpone the resolution twenty twenty three-twenty
[50:04] two of non B for the purpose of
[50:05] financial support for final remarks by the purchase
[50:08] of Bartruck for May 2023 for budget. Second.
[50:16] Megan, yes. Anderson, yes. Yes. Scopes, question, yes.
[50:23] Motion carries. I'm doing a math in my
[50:29] head. That's a workout. Alright. Chris, I'm do
[50:33] tax revenue. No pressure. It's on you. Really
[50:38] need to work on what get. 20 front
[50:40] shoulders. A little wider. We've heard that. We
[50:44] need a bigger budget. Discuss and consider resolution
[50:49] two zero two three dash two zero two
[50:53] nine c, a resolution declaring certain firearms possessed
[50:58] by the city of Grandview as surplus and
[51:02] discussed and considered a firearm purchase agreement. So
[51:06] I've got Dylan here. He's gonna help me
[51:09] out on this one. So this is pretty
[51:15] common in police departments. Police officers are able
[51:18] to purchase their handgun whenever new ones are
[51:22] small. Correct? And so what we do not
[51:25] have in place is a resolution to allow
[51:27] them to do this. And so in your
[51:29] packet, you'll see the resolution that you need
[51:32] to consider, and then they will also have
[51:35] to sign a purchase agreement. Our attorney drew
[51:39] this up for us. It'll list the cost.
[51:42] And usually, they do allow them to either
[51:44] pay cash for it, check, whatever, or they
[51:48] can do a payroll deduction. So this allows
[51:50] for also a payroll deduction. The firearm can
[51:53] be purchased for $250 with a payroll deduction
[51:56] of $50 paycheck or $250 upfront. If you
[52:00] don't have any quest questions, mister. Where does
[52:04] the money go whenever somebody purchases into the
[52:07] general fund? So this is just selling your
[52:26] personal I mean, your duty weapons back. You're
[52:30] wanting to practice those. Yes, sir. A lot
[52:32] of the guys, this is their first agency
[52:33] to work for, so they wanna keep it
[52:35] as a memento of their career here. I
[52:38] know Chief Arthur's, one of the ones he
[52:39] started here, he'd like to have that for
[52:42] a shadow box he's mentioned. Then we've got
[52:44] sergeant Richards, the same story. Officer Mack, he
[52:47] wants to do the same. Officer Dylan, I
[52:49] believe he's the one to purchase it. Also
[52:51] it can be used for other off duty
[52:53] things such as the events that we have
[52:55] here that aren't actually city sanctioned, that's something
[52:58] else that something can have a weapon that's
[53:01] proven and approved through the city to be
[53:04] used. Mr. Randell actually emailed him and asked
[53:28] him about the program and he responded to
[53:31] Dylan and got her all good for. Yay.
[53:38] Call for a motion. I make a motion
[53:42] that we have resolution one twenty three dash
[53:47] zero two nine c as per. Item nine,
[54:06] discuss and take possible and consider taking possible
[54:11] action on Grand View Youth Association proposals. Have
[54:16] a, so Scottie James O'Brien is the one
[54:22] that originally brought this before the EDC. Correct?
[54:25] Correct. He sent me a he wasn't able
[54:27] to make it tonight, but he sent me
[54:29] something. He asked if I could read it
[54:30] to the city council. It says, want to
[54:36] thank and encourage the city in approving the
[54:40] fund for the GYA organization organization being an
[54:45] outsider and new to the area, I can
[54:46] hold a test that being involved in the
[54:51] GYA has plugged us into the community. In
[54:55] fact, it has helped us call Grandview home.
[54:59] I look forward to the day where my
[55:01] kids can be proud of the school and
[55:04] community they grew up in. These funds will
[55:06] help GYA pour their efforts into the maintenance
[55:11] of our fields. Already with the help of
[55:13] some city members, we have been able to
[55:16] raise awareness and get our fellow Grandview families
[55:19] involved. Thank you specifically, Bill Houston and Mary
[55:22] Welch, for your guidance and helping me with
[55:24] this request. Thank you to the entire council
[55:27] for entertaining, and please approve. Every day is
[55:31] a good day to be a Zebra. Alright.
[55:37] So Scotty summed it up well. This went
[55:41] before the EDC board in January and the
[55:44] board approved the wording that changed a little
[55:48] bit asking for the funds to be up
[55:51] to 15,000 for the current year and dispersed
[55:55] as needed. I believe the original request was
[55:58] dispersed monthly. The EDC board changed that to
[56:03] as needed specifically for the maintenance of the
[56:05] fields for lawn care and appearance. That was
[56:12] because there couldn't be more months that they
[56:15] would need more. Correct. Some months that would
[56:18] be. Yeah, there are some seasons where they
[56:20] will not need to do much if anything,
[56:22] but there are others that they need to
[56:24] do a lot more. Is this gonna be
[56:25] for fiscal year also? Yes, it's for this
[56:29] fiscal year. So these baseball fields, they're not
[56:32] considered part of Grandview City Park or anything?
[56:37] They're in the city limits, but Proper motions.
[56:58] Make a motion to the donation request for
[57:02] $15,000 for the current year to be as
[57:06] charged as needed to Hughes for the maintenance
[57:09] of the Grandview Youth Association field. I'll second
[57:13] that. Mabel, yes. Anderson, yes. Dole, yes. Webster,
[57:17] yes. Welch, yes. Carries. I love these questions
[57:33] put together, Shannon. Item 10, discuss and consider
[57:38] approval for the real property purchase and sale
[57:40] agreement between Grandview four a Economic Development Corporation
[57:45] and project x. Were the property located in
[57:49] the Jubilee McKinney survey abstract number 591 Grandview,
[57:54] Texas, Johnson County? Mayor, so in visiting, since
[57:59] this was placed on the agenda with the
[58:02] company behind project X, they have requested few
[58:05] changes to the agreement. So it's our recommendation
[58:10] to the council that this be postponed to
[58:12] next month. If they gotta go back to
[58:15] the It will go to the EDC. We
[58:17] have a special board meeting on Monday. Alright.
[58:31] I make a motion to approve. No. No.
[58:33] Call for motion. Yeah. You're talking it. Sorry.
[58:36] I make a motion that we postpone this
[58:39] agenda item for the purchase order settlement agreement
[58:42] until our next meeting. Think it's best. Regal,
[58:46] yes. Anderson, yes. Goldsch, yes. Yes. I'm just
[58:54] curious, what is Project X? We can't discuss
[58:58] it. It's under a newbie. As soon as
[59:03] this all gets approved, we can discuss it,
[59:04] but is a non disclosure. So it's not
[59:06] a bingo hall or a pop it on.
[59:09] It's It's a joke. They don't even know.
[59:47] Sorry, I was just writing slow. Item 11
[59:51] discussed and considered taking possible action on the
[59:54] facade improvement. Aside improvement grant from Grandview Public
[1:00:02] Library, this item, I'm gonna have glasses either.
[1:00:06] Item was discussed and approved for up to
[1:00:09] 50 of estimated costs with the maximum of
[1:00:13] up to $5,000 at the type BEC meeting
[1:00:17] held on 01/24/2023. All right, you will see
[1:00:23] two pages behind the briefing sheet, the work
[1:00:28] that's to be done for the library. The
[1:00:31] EDC board did approve, this facade project. It
[1:00:36] says for a maximum of up to 5,000,
[1:00:38] but the library is asking they're estimating their
[1:00:41] project cost at this time to be 1,940.
[1:00:45] We left the wording as the grants are
[1:00:49] worded in in the EDC. So it says
[1:00:53] up to 5,000. That way, if you approve
[1:00:56] this tonight, if the library comes back and
[1:01:00] says it actually is $2,000, we would still
[1:01:03] be allowed to do that for them. Item
[1:02:00] 12, discuss and consider taking possible action on
[1:02:04] the facade improvement grant from Mark's Home Quality
[1:02:07] Homes, which is 202 East Priner Street, Grandview,
[1:02:11] Texas 76050. This item was discussed and approved
[1:02:16] for up to 50% of estimated cost with
[1:02:19] a maximum of up to $5,000 at the
[1:02:22] type BEC meeting held on 01/24/2023. Alright. So
[1:02:28] what you have before you, this is the
[1:02:30] property immediately next to the UFP offices in
[1:02:33] downtown. You'll notice they've already begun re renovation
[1:02:37] work on that, and Robbie let us know
[1:02:41] in the EDC meetings with public information now
[1:02:44] that UFP is simply expanding into that building.
[1:02:48] So you see the cost there on the
[1:02:52] second page. It's 17,382 and 50¢ for the
[1:02:58] project, and the maximum we can give is
[1:03:00] 5,000, which is a little less than what
[1:03:03] the 50% would be. So the EDC board
[1:03:06] has recommended approval for this. I think that
[1:03:17] I'm going to break down the panel on
[1:03:19] the block. That one, he's almost completed already.
[1:03:26] Call for motion. I make a motion to
[1:03:30] approve the decile improvement grant for Mark Sloan's
[1:03:32] Quality Homes, which is East Carner Street, amount
[1:03:35] of 5,000. Right, right. That's the maximum? Type
[1:03:45] B Economic Development Corporation would contribute 50% of
[1:03:48] the stock project plus 5,960 property sales projects.
[1:03:55] Second. Dave Moore, yes. Anderson, yes. Gulch, yes.
[1:04:01] Well, that's been a yes. Well, yes. Motion
[1:04:04] carried. Item 13, discuss and consider taking possible
[1:04:13] action on the facade improvement grant for Marks
[1:04:16] Home Quality Homes, two zero nine East Criner
[1:04:20] Street, Grand View, Texas seventy six thousand and
[1:04:22] fifty. This item was discussed and approved for
[1:04:26] up to 50% of the estimated cost with
[1:04:29] a maximum of up to $5,000 at type
[1:04:32] DEC meeting held on 01/24/2023. Alright. So, this
[1:04:40] is the same block as the UFP building
[1:04:43] we just discussed on the north side of
[1:04:46] the street, and it's the building in the
[1:04:48] middle. There's the building on the corner at
[1:04:51] Third Street, and then this is the one
[1:04:53] immediately beside it. You see the quote is
[1:04:56] 14,281 and 33¢ for this work. And the
[1:05:05] EDC board did approve and recommended up to
[1:05:08] 5 thousand max. These don't get paid out
[1:05:13] till this work is complete. Correct? Correct. Is
[1:05:17] there enough money in type b to be
[1:05:19] paying all of this? There is. And I
[1:05:20] actually have you guys would like them. The
[1:05:24] budget for the type b shows where we
[1:05:28] are with the facades that you choose to
[1:05:31] group. And those numbers that Melissa prepared for
[1:05:49] us also show included in that the GY
[1:05:54] funds as well. I assume since the DDCB
[1:06:02] Board passed it, they knew they had the
[1:06:03] money. Yeah, Melissa presented that information to them
[1:06:07] as well. He said if it wasn't there,
[1:06:12] Chris could take it out of his cellar.
[1:06:15] We'll bring in a couple of new buildings.
[1:06:17] That's how we're working now. Call for motion?
[1:06:51] I'll take on that. May I ask? Anderson,
[1:06:55] you? Goldschedz. That's pretty it. Goldschedz. Motion carries.
[1:07:01] Item 14, discuss and consider taking possible action
[1:07:05] on the facade improvement grant for Markson Quality
[1:07:09] Homes to 11 East Priner Street, Grand View,
[1:07:12] Texas 76050. This item was discussed and approved
[1:07:18] for up to 50% of the estimated cost
[1:07:21] with a maximum of up to $5,000 at
[1:07:24] the type B EDC meeting held on 01/24/2023.
[1:07:30] So this is the building at the corner.
[1:07:33] Let's see. It's the Northwest Corner Of Third
[1:07:37] Street in Kreiner. And you see the cost
[1:07:40] estimate for this is $28,562.67. And the EEC
[1:07:47] board recommended approval of up to the 5,000
[1:07:50] maximum for this. Okay. Who's going to be
[1:08:00] bringing back where he was talking about the
[1:08:03] dose logo or some kind of Europe or
[1:08:05] any other side of the Yeah, he's working
[1:08:07] with the company that's going to be doing
[1:08:11] some of his work to see how they
[1:08:13] can best bring it. He even mentioned, which
[1:08:18] it's public info because he mentioned it in
[1:08:20] the EDC meeting, he mentioned he would love
[1:08:23] to see a mural on the side of
[1:08:24] that building. So he's very open to that
[1:08:27] possibility. The mural on the side of the
[1:08:34] Bronx. I want the dark. Yeah. Call for
[1:08:41] motion. I make a motion that we approve
[1:08:45] the thought improvement grant for marketing quality homes
[1:08:48] at 211 Eastburner for the maximum of the
[1:08:51] $5,000 Second. Raisel, yes. Anderson, yes. Gulch, yes.
[1:09:00] Webster, yes. Vote, yes. Motion carries. You know,
[1:09:05] Chris, the best part of that picture he
[1:09:07] put in there is that brick road looks
[1:09:08] really good. Mine. Yeah, it does. And that's
[1:09:14] one of the things, I do wanna say
[1:09:15] thank you to the council for approving these
[1:09:18] and others in the future, because, you know,
[1:09:21] as we do get that road looking nice
[1:09:22] again, we want our downtown to match how
[1:09:25] it looks. So this is encouraging to see.
[1:09:28] We encourage publicly other property owners to to
[1:09:32] take advantage of those grants too. Yeah. I
[1:09:34] don't know whose idea that grant was, but
[1:09:36] I know Nita and Lisa used it. I
[1:09:40] know that right now, the Masonic Lodge and
[1:09:42] I believe the community center are putting together
[1:09:45] bids to Yeah. Upgrade there. So I think
[1:09:49] it'll make downtown look nice. It's gonna able
[1:09:52] to get a nice brick road in there.
[1:09:57] Item 15, consider and take possible action on
[1:10:01] the contract with the retail coach. Alright. So
[1:10:06] this is something the BDC board has recommended
[1:10:10] to you guys, the contract for the retail
[1:10:13] coach. Let me explain a little of what
[1:10:15] they are. I know a couple of you
[1:10:16] already know. So this is a company that
[1:10:19] specializes in assisting cities with the recruitment of
[1:10:23] retail specifically. So retail being anything pretty much
[1:10:27] commercial, so that's restaurants, shopping centers, things along
[1:10:31] those lines. That's what they specialize in. The
[1:10:34] biggest asset they bring to us is they
[1:10:37] already know the decision makers for these companies
[1:10:40] that we want to bring to Grandview. So
[1:10:43] we don't have to spend two years trying
[1:10:45] to get them to open their doors to
[1:10:46] it if the door is already open to
[1:10:48] Retail Coach. And what they do before they
[1:10:51] can get to that step, they take cell
[1:10:54] phone data, which I know Aaron, when he
[1:10:57] presented to the EDC board, it's a little
[1:10:59] scary how much they know about us because
[1:11:01] we have our cell phones with us all
[1:11:03] the time. Not just specifically them, it's the
[1:11:06] data available out there, but that's where they
[1:11:08] draw their information from. So they can see
[1:11:11] in real time who is shopping in Grandview,
[1:11:14] who's spending their time here at the restaurants.
[1:11:17] They get a bigger picture of that, and
[1:11:19] it goes out to these businesses that consider
[1:11:22] us, and instead of saying, oh, here's our
[1:11:25] 2,000 census data, 2,000 population from the census
[1:11:30] data, they can say, no. We have an
[1:11:32] active area of about 15,000 people who are
[1:11:36] supporting the businesses in Grand View. And you
[1:11:39] see in your packet there near the the
[1:11:41] back, it it has a sample of the
[1:11:42] data they ran on Berkshire Brothers. And you
[1:11:45] see they've had almost a little over 14,000
[1:11:48] unique visitors and over 40,000 visits over the
[1:11:52] last calendar year. So that's that's encouraging. That's
[1:11:56] more than they expected when they ran numbers
[1:11:58] for us. So I will say one of
[1:12:02] the positives of this, we I've been visiting
[1:12:05] with a business that's interested in coming to
[1:12:07] Grand View, and they came kinda skeptical, and
[1:12:12] I went ahead and had retail coach run
[1:12:14] the numbers. And they did it for us,
[1:12:18] no charge at that point, without knowing that
[1:12:20] we would approve tonight. And and those numbers
[1:12:23] helped tremendously. They went away not questioning brand
[1:12:27] use of wondering how fast they could get
[1:12:29] here. So it's a tool in our box
[1:12:31] that we could use that's going to help
[1:12:33] with recruitment of retail specialists go so much
[1:12:37] smoother and quicker. I think Aaron, when he
[1:12:40] was speaking to the EDC, said something that
[1:12:43] might take three to four years to bring
[1:12:46] to town. Yeah. We'll see that happening, accelerating
[1:12:49] it by about a year or two. And
[1:12:52] it helps us to Correct. Have to be
[1:12:55] better. Yes. So one of the things they
[1:12:57] do Five things are the same thing. Yeah.
[1:12:59] They will give us a report of the
[1:13:01] businesses we match, and they'll also run a
[1:13:04] report on where the people who shop in
[1:13:06] Grandview are going elsewhere to shop and make
[1:13:10] recommendations on on the types of business that
[1:13:13] we need based on who's really actually So
[1:13:16] one thing I took out of what he
[1:13:18] presented was when you get big chains like
[1:13:22] McDonald's or Starbucks or they a lot of
[1:13:24] the times, they base where their location is
[1:13:27] on rooftops. Yeah. But using this cell phone
[1:13:30] data, they may not require all those rooftops.
[1:13:34] Right. Because they can see by this map.
[1:13:36] If you look, we get people from April
[1:13:39] Mhmm. ITask and even Whitney coming in here,
[1:13:43] you know, from all the way around. So
[1:13:45] I'm so glad it helps with them making
[1:13:48] that decision. Almost like a Taylor vein. It
[1:13:53] is, it very much is. They come, so
[1:13:55] we had just before they actually put food
[1:13:58] on the ground after you guys approved, they
[1:14:00] met with us on Monday no. Tuesday of
[1:14:04] this weekend. So they physically will be in
[1:14:06] Grandview. Once we've approved this, they'll come. They'll
[1:14:11] spend time here. They're gonna look at everything,
[1:14:13] they're gonna make a database of property that's
[1:14:15] available, buildings that are available, and they're gonna
[1:14:18] be out there marketing for us. That's beyond
[1:14:21] just the data we get for twelve months
[1:14:23] when we sign the contract with them. They're
[1:14:25] out there actively recruiting for Grand View too.
[1:14:29] So it's almost like adding a full staff,
[1:14:30] but it multiplies what DEC and development can
[1:14:35] do many, many times over. It's a great
[1:14:39] suggestion, Chris. Chris. They don't know it's you.
[1:14:48] It's the way it's been explained to me.
[1:14:49] Just knows where It just happens that when
[1:14:52] I leave work, it goes to Berkeley. And
[1:14:56] it knows the the creepiest thing is where
[1:14:59] it gets the data, on where somebody lives.
[1:15:01] It's no longer by your area code or
[1:15:03] where the bill is sent. It's by where
[1:15:06] that cell phone spits the night between 9PM
[1:15:09] and 6AM. So it's real data. It actually
[1:15:11] knows. This is the mom's thing. We're gonna
[1:15:13] go. Justin, we won't release your data. You
[1:15:21] know your secret thing. Big clock 54. I'll
[1:15:32] make a motion to approve the proposal for
[1:15:37] Retail Coach regarding retail recruitment and development. I'll
[1:15:41] second that. Maybe one yes. Anderson, yeah. Dolch,
[1:15:48] yes. This time, Melissa, did you want to
[1:16:07] introduce our new public works director? I do.
[1:16:10] So I'd like to introduce Joe. He's going
[1:16:13] to be our new public works director. He
[1:16:15] starts on Monday. We'd like to just welcome
[1:16:17] welcome him to the city and he's gonna
[1:16:28] start helping out with potholes and sewer problems.
[1:16:32] Okay. Melissa would you like to say how
[1:16:45] we acquired him? He's really been freaked out.
[1:16:50] Yeah he's the assistant public work director in
[1:16:54] Italy right now so he has a number
[1:16:56] of years of experience. He has all the
[1:16:59] licensing that we need and that we're required
[1:17:01] to have by TPQ which we've been paying
[1:17:05] contractors to help us take care of so
[1:17:07] we're glad to have that expense off our
[1:17:09] books. Shannon and I actually interviewed him for
[1:17:15] almost two hours, the first interview and it
[1:17:17] was a very easy conversation and we just
[1:17:19] really clicked and really liked him and so
[1:17:22] we invited John into the conversation and John
[1:17:26] talked to him for quite a while and
[1:17:28] we gave him a tour of the scuba
[1:17:29] plant and just tried to scare him away
[1:17:32] and he didn't run, so here we are.
[1:17:35] We're excited to have Thanks, Adam. Thank you,
[1:17:38] Sam. Welcome to the big place. I just
[1:17:42] wanna say thanks to Melissa and Chris and
[1:17:45] Shannon. They are putting in work. And I
[1:17:48] know, like we said, there's nondisclosure agreements in
[1:17:51] place for different things, but I'm really excited
[1:17:54] for the next six months to a year
[1:17:56] for Grand View and all of the things
[1:17:59] that we know that are coming, but we
[1:18:03] can't talk about yet just because they don't
[1:18:06] want us to talk about it till it's
[1:18:08] happening. He's not helping me. The sheet I
[1:18:15] got had it all blacked out, so I
[1:18:16] don't think I'll do that. But they are
[1:18:21] working hard for Grand View every day. So
[1:18:25] just wanna thank them. So call the promotion
[1:18:30] to adjourn at 07:48. I make a motion
[1:18:42] that we adjourn. I took Danny as the
[1:18:53] second on that one. Thanks, everybody, for coming.
