[0:00] Green official city council. I'll say that again, this meeting of the Green official city council has been called to order at 6 o'clock this Tuesday, April 9, 2024. I welcome you all. I am Mayor Pro Tem Steve Howgan sitting in for our mayor, Ron Minos, who is somewhere in the mid-Atlantic trying to zoom. But probably he was on the phone.
[0:28] Well great, does that count thing? Okay, thank you. We have a
[0:36] quorum seat, number six, Phil Ord, is absent today because of a
[0:43] medical situation he said he notified us and I entertain a
[0:49] motion to excuse his absence. I'll make a motion we excuse
[0:52] Thor from the city council meeting today.
[0:55] A second is motion in the second. Is there any discussion? If not all in favor.
[1:01] I, any opposed motion to excuse the passes unanimously.
[1:08] We're honored today to for our in a
[1:13] invocation. George later from Grace Bible study group who will lead us in the invocation.
[1:27] Father God is your important teacher since they're both James, so we lack wisdom
[1:32] and we should ask them that you will get it to us.
[1:35] Abundant, not your graduates.
[1:38] Lord, I ask now for wisdom to my, over this council,
[1:42] to say, make decisions, and it's like,
[1:44] work together for the good of this community,
[1:47] like that.
[1:48] She would bless them, but peace and prosperity to all of this.
[1:53] Let's just be meeting that it would be productive
[1:54] If you did the glory of the country, thank you.
[2:01] I would be glad to have the United States of America, and we should be proud
[2:06] for this place, one nation in the business of emergency and justice for all.
[2:15] Under the Texas Park, I pledge allegiance to the Texas one state under our one end of the month.
[2:33] Yeah, every day to 30 years.
[2:43] Out of number two, citizens comments, we're happy to listen to, we as a council are prohibited
[2:51] from actual discussion other than offering a factual response to any specific question.
[2:59] Are there any citizens comments tonight?
[3:01] Yes, certainly have citizen comments, but before I start, I'd like to note that Phil Ort is on Zoom.
[3:09] Okay.
[3:09] We're good to go.
[3:11] Thank you, Phil.
[3:12] He wasn't sure if he was going to be able to join us and Zoom or not.
[3:16] Okay, first up is Peter Hutnik.
[3:22] Hi, Peter Hutnik.
[3:24] 1, 5, 4, 7, Rich Valley.
[3:26] I'm the Chairman of the Wildlife Advisory Committee.
[3:30] And a couple of comments about the, or suggestions about the wildlife, their advisory committee.
[3:37] We are looking for home owners, number one, for ride anyone who would like to let us use their property for harvesting.
[3:46] That won't begin until fall of next year fall of 2020.
[3:52] We're also looking for anyone who would like to serve on the wildlife advisory committee.
[3:58] And we were hoping to applications.
[4:02] You can get an application from Dawn.
[4:07] City Secretary had granted shoulders.
[4:12] And finally, we are having a workshop
[4:15] is Saturday to review the properties
[4:17] that we've used in the past.
[4:21] And potentially look at some city properties,
[4:24] city loan properties.
[4:26] And we'd like to invite anyone to come out and join us to a club is Saturday for 13.
[4:34] Thank you all very much.
[4:36] Hold on.
[4:36] Hold on.
[4:39] So for anyone that's interested in them, they should be here this Saturday.
[4:44] If you just like to go out with us, just as an interested citizen, you're welcome to go out to this.
[4:52] If you're interested in serving on the committee,
[4:55] If you don't have to go outside of me, if you're tied up, if you'd like to have me come out right.
[4:59] Bye.
[5:00] We do need to have an application filed with the city sector. And so if they want to know more about the
[5:05] world-life advisory committee, what's the best way to do that?
[5:10] I hesitate right now to give out my personal email, like I'm saying about doing a special
[5:18] email for that. But if you have a separate area, grantsholes.org, I'm sure Don will
[5:26] We're done. We'll walk forward back to the great. Thank you. Thank you. Thank you, Peter. Anybody else?
[5:33] Yes, I read a Pat Bradshaw and this Bradshaw. Could you put the mic really close to you? It's not picking up as well.
[5:52] I can talk about it.
[5:54] That Bradshaw.
[5:56] Thank you.
[5:56] I want to address item 6B where we all are thinking about letting the committee decide where they want to stream their meetings or not.
[6:08] As a citizen, I want the media to have a problem with transparency.
[6:17] That just adds to it. We're trying to move forward to me.
[6:21] That's going to be a step back.
[6:23] You know, we can get into the apathy that we have here,
[6:28] the people that all they want to do is complain.
[6:33] But taking this away for those of us that do care,
[6:38] It's just not right in my opinion.
[6:46] Thank you, best.
[6:48] Next we have Scott Morton.
[7:01] Mayor council.
[7:02] Scott Morton, 702.
[7:04] Sherwood Downs Drive.
[7:06] Speaking in on the action.
[7:08] I'm six B also.
[7:10] I respect Miss Bradshaw's opinion.
[7:15] I also like the transparency of the
[7:18] I'm in string of means. However, if the council finds that they put it in the
[7:27] prerogative of the specific committees to record, then it will require some of the city
[7:36] that the city manager, the city secretary,
[7:40] somebody's going to be responsible for it.
[7:45] keep in record of that. So if you decide to allow the committees to make the decision themselves,
[7:54] I hope that it's across the board and all the committees are required to do the same thing.
[8:01] If you decide to allow the committees not to do it, then none of the committees should do it. It's my opinion.
[8:11] As far as the city council goes, I would be, I would have a problem with the city, not recording messages, how the meetings and having them up there all up on at the same time.
[8:23] So that's just where I'd say, and I respect this fresh chosen.
[8:27] Thank you, Scott.
[8:31] That concludes our comments.
[8:32] Thank you very much.
[8:38] Item three, items of community interest.
[8:41] If he clips, we can review.
[8:43] I hope everybody got through the dense traffic.
[8:50] Well, I'll call in Tim Campbell to discuss this.
[8:54] Yes, sir. Thank you, council.
[8:57] Everything went well for us.
[8:59] We were able to control any of the traffic issues that we've had.
[9:04] 1431 after the eclipse,
[9:08] traffic got a lot heavier up there.
[9:11] We were able to send police and fire units out to the west over to Queensland, monitor that traffic.
[9:17] It was coming this way.
[9:19] We would turn our lights to yellow, send them on through, once traffic got bad and
[9:25] granite shows down toward the grocery store all the way to marble, we'd turn those
[9:31] back to where they were working, red, slowing down people, helping
[10:00] That worked well for us also within several hours after the eclipse. We were able to scale back on the number employees, firefighters, police officers that we had and we were by that evening. We were all back into our normal numbers for the shifts and the normal numbers for today as well. So save this quite a bit of money on that. But we had no real issues, nothing major in within the city. Everything went smooth.
[10:30] all the communities around this area had planned well for the worst and hope for the best
[10:36] and fortunately we even got a break in the weather. So we got the best result. Thank you for
[10:41] all the work for the year in advance of that event. Yes sir,
[10:51] community cat, TNR, who's got that
[10:55] show.
[11:01] Thank you, council. I just want to give you an update. We have a 20, a couple
[11:08] less, couple more TNR scheduled for this Thursday, the 11. We're going to be starting to
[11:15] trap tonight and King Circle just for a few. We're also going to trap tomorrow at your
[11:23] at the little campground, actually people live there. Now they say they have 30 plus cats. I don't
[11:32] see 30 cats. I've been there several times to put a food, but I'm going to go there anyways.
[11:39] I think I can get at least five over there. Maybe there'll be more. I got a response.
[11:45] off of Facebook that on East Blue Breyer, this person has 10 beautiful
[11:54] feral cats. Some of them are friendly. There's some young ones and I'm hoping to get
[12:01] no country. He means society and maybe living love to take some for adoption. I'll
[12:07] see how friendly they really are. Our next so that'll be trapping tonight and tomorrow
[12:13] morning and evening. Thursday they will go to the vet, hope animal clinic, Friday and Saturday,
[12:22] they will get released back to their spots if they're not going up for adoption. In May, we have a
[12:29] 60 to 100 TNR with pet pals on the May 21st and I really need the citizens help to tell me where all
[12:41] call on you, sir. I can't find them all. I seem to be the only one looking. It's hard. It's really hard.
[12:50] I post on Facebook, I write around and I'm hoping that people, if they have any in their area,
[12:56] well let me know. I don't care if it's 3, 10, 20, it would help me a lot. That's it. Thank you, Michelle.
[13:07] You'll country leader, listeners.
[13:13] Saturday, same place, mesco ranch. We'll get there
[13:17] probably about 815, 830 if you come even a little later. We'll have everything for you. We'll
[13:23] have your best picker uppers and then Doug usually brings us donuts later, but anybody who
[13:30] comes out 830 mesco ranch, cross some honeymoon. Very good. April 27th, citywide.
[13:43] I think we'll be hosting a citywide cleanup on April 27 between the hours of 8 a.m. and 12 noon.
[13:52] During that time from 8 a.m. to 10 a.m.
[13:56] Commercial National Bank will also be hosting on site shredding services for any paper work that you may need to get rid of.
[14:02] For the cleanup, accepted items include branches, bad leaves, things of that nature.
[14:12] More importantly, the items not accepted cement, syndoblocks, batteries, chemicals, oil, and any freeze paint, rocks, dirt, animal, carcasses, or construction waste.
[14:25] We also will be having tire disposal courtesy of 4T tire and propane.
[14:31] They have graciously sponsored at their cost to disposal of tires,
[14:36] so passenger vehicles or $5 per tire, which includes a rim or not.
[14:43] Ten, 18 wheelers, those tires or $20 per tire with or without a rim, and skid steers are also $20 per tire.
[14:52] That will be hosted at City Hall Property, down at the entrance to City Hall, and we'll have staff there to route you.
[15:03] Okay.
[15:05] Okay.
[15:05] So, as in past years, are we going to require the water bill?
[15:09] Yes.
[15:09] What are bills are required?
[15:10] Okay.
[15:10] Let's make sure everybody knows that.
[15:12] We have the water bill.
[15:21] Also, there's going to be a website, sure.
[15:24] On site shredding.
[15:25] Yes.
[15:25] Between 8 a.m. and 10 p.m.
[15:27] And that's also sponsored by commercial National Bank.
[15:32] 8 a.m.
[15:32] 8 a.m.
[15:33] time a good touch thank you for the
[15:36] shredding a to 12 for the citywide
[15:38] cleanup correct. Early voting
[15:46] there's
[15:47] going to be early voting for the
[15:48] May election. Maple 22nd we've 26 and
[15:52] April 29th and 30. And it's going to
[15:56] have the community center they also have
[15:58] subtle places around the city the
[16:00] agricultural being Texas tech as well
[16:02] if you're in a marble fall area. And
[16:05] Today is going to be on May 4th. We are voting for the charter amendments. The local tax rate of 1% for streets. And we are voting on city council members 1, 2, 4 and 6, 6 is the only one running the post.
[16:24] Thank you.
[16:26] Thank you.
[16:27] Thank you.
[16:29] Don, well, you're up there.
[16:31] Would you like to talk about Mighty Thomas Carnival?
[16:38] Well, I'm going to share that.
[16:41] She made this awesome flyer.
[16:47] April 18th through the 21st.
[16:50] We will be hosting Mighty Thomas Carnival in Cory Park.
[16:54] The city is inviting everyone to come out and enjoy some family fun in Cory Park.
[17:00] Rides, games, and concessions are provided courtesy of Thomas Carnival.
[17:05] The city will be collecting a percentage of the ticket growth sales as well as a
[17:12] a straight dollar amount per game concession operated by the Thomas Carnival Group.
[17:19] Guaranteed to net the city minimum of about $2000.
[17:24] So wonderful way to provide some great entertainment to the community, while also providing a benefit financially to the city.
[17:33] Sir, how much are we going to have to for police, how much more are we going to have to add, you know, or anything.
[17:38] They provide security.
[17:39] They have provided everything.
[17:40] Yes.
[17:41] Including in including trash pickup.
[17:44] Any other items of community interest.
[17:48] If not, we'll go to a chart of education review, Dr. Kail.
[17:57] It's a council. How are you guys doing?
[18:00] What I'd like to do is call up my committee members up here.
[18:04] So we have Captain Bells here. Robin Ruff is co-chair with me.
[18:09] We have Stewart's.
[18:12] or Catherine Stevens couldn't be here today, or Nicole, or Interimator,
[18:16] they had other conflicts to see that tomorrow.
[18:23] So I was the Chairman committee.
[18:25] We got together about four or five times.
[18:28] We spent a fair amount of time going over the charter amendments.
[18:33] And as a group, we collectively put our heads together on how we would present that.
[18:37] We came up with a tri-fold type of brochure, Z Fold that will hand out.
[18:42] It's also been translated into Spanish as well.
[18:45] We made a thousand copies of these.
[18:48] We spent one afternoon up here last week to do the Folds as a group instead of
[18:53] having to pay for.
[18:54] You guys gave us a $500 budget.
[18:56] I think we spent less than 70 overall.
[18:58] We used city resources to help print this out.
[19:01] So that was a big savings in that.
[19:03] Couldn't have done it without this group here.
[19:04] We had a lot of fun.
[19:06] Sometimes committees could be rather drag.
[19:09] But we had a little bit of fun.
[19:11] Robin led the crowd with all of his funny jokes.
[19:16] He missed on our toes.
[19:18] And then Kathy Bulk came out of her shells.
[19:19] We got to see her a little bit.
[19:21] Besides her, you know, serious.
[19:23] She's always not in her face.
[20:00] Thanks for doing that. That was a big help to us. And then Karen Stevens as well, you know, she took time out of her schedule, unfortunately she can be here tonight. So what I like to do is I'm going to have you guys hand out one of these one of the city council, just so you guys have one Spanish and English.
[20:14] We'll leave the remaining up here at the front desk if anybody would like to grab one to the audience they can when they go out.
[20:20] This has all the amendments that have been recommended for the vote.
[20:25] There is no stance on how to vote.
[20:28] It's just a little bit of information on what the amendment is and why there's an amendment there.
[20:34] And so we hope you use this as a tool when you go into votes on the election.
[20:40] Are there any questions for city council?
[20:42] Yes, sir, Mr. Chairman. I have a question for you.
[20:45] What do you think about passing these out at the 27th?
[20:49] At our citywide cleanup?
[20:51] Yeah, well, so we do have activities on thanks, Michael.
[20:55] Tomorrow we're actually meeting the Civic Center tomorrow or the Citizen Center.
[20:59] At 1230 we're going to present to the seniors tomorrow.
[21:02] Other Wednesday, they're no more Wednesday.
[21:04] Yeah, tomorrow.
[21:05] So we're doing that tomorrow.
[21:06] We have, obviously, the 27th we're planning on having a few of us out there.
[21:12] to hand out suppliers during the waste pick up.
[21:16] And then if there is a pancake breakfast or form before the election, we heard rumors
[21:21] you might be, would like to be there for that if we could to hand out the pamphlets as well.
[21:28] And then the committee members are going to take it upon ourselves to go around the
[21:30] different businesses to leave by 5 to 10 brochures in the different businesses if anybody wants
[21:36] to pick up.
[21:38] This will also be posted on the website as a post from the website.
[21:40] Now yet, so that should go live here within the next week, and then there will be a QR code.
[21:47] We're going to try to get that on the bill for this month.
[21:50] The QR code.
[21:53] So we're going to try to get a QR code in the back of the utilities bill so that if you only want
[21:57] to look it up at a direct straight to the website.
[22:00] Other than that, I think we've done a pretty decent job putting something together to inform
[22:05] some of our votes about the vote and got a couple of conduits
[22:09] to get the message out there.
[22:11] So to the audience, this chart of review committee
[22:15] has been working almost the year.
[22:17] We try to get it on November election in real late.
[22:21] So now we're finally doing it here.
[22:24] Just one comment.
[22:26] I think the folding of this tri-fold brochure is excellent.
[22:30] And I want to thank Judy Syvaggio for holding
[22:34] And that's Judy was there, too.
[22:36] Yes.
[22:37] We have been down to more serious snow, Jeff, as Chairman of this Charter Review Committee and
[22:45] other members.
[22:47] Do you have any reservations about voting for all these changes or did you see something
[22:54] that may have fallen out that you'd like to reconsider and guide us?
[22:58] This probably is a question, but I'm not going to answer that.
[23:00] Hi, sir.
[23:02] Hi.
[23:03] This is Josh, we'd be a bit off the agenda and also the Charter Education Committee is not supposed to make endorsements of yesterday.
[23:12] I think you are the Dr. Kail, I trust you.
[23:15] I was testing you Josh to make sure that you're on here and Dr. Kail knows very well.
[23:21] I don't even have to say anything.
[23:22] Okay.
[23:24] Right.
[23:25] So it's completely biased.
[23:26] It's informational only.
[23:28] Dr. Halgen, there was no intent to be biased to tell anybody how to vote.
[23:32] Number one.
[23:32] Okay, number two in terms of any deficiencies that may be found that's not for us to decide that's for the next charter committee that will make it in two years.
[23:41] So if you as the city council have things, I'd start making notes now and probably around maybe the folks that did serve on the charter review committee this year to see what they might have in mind, but all these charter revisions have been reviewed as presented by the council.
[23:59] So they've been better, well, yeah, this is what your charter review committee did last year. Excellent.
[24:06] Judy, do you have some comments?
[24:07] Well, just a point out because I know we're all so thankful. You have put a lot of work into this.
[24:13] Great great job. Awesome. Thank you.
[24:16] Thank you.
[24:20] Let me ask
[24:24] a question.
[24:25] I want to let you guys know that you, as you most know, if you vote, you cannot take yourself home in to the voting area.
[24:32] but you can take your little cheat sheet so I recommend those of you that take these marked
[24:37] choices as you wish so that you have them in front of you when you go to vote and encourage
[24:42] everyone else to use that as what this is. Thank you, Libby. For those of you all in the audience
[24:51] of like a copy, we put a copy in Spanish and English, Catherine took away from me and did it. So
[24:58] proud of her.
[25:00] Thank
[25:05] you.
[25:08] Next presentation.
[25:10] The next item, a presentation by Larry Stahl and Judy's going to introduce him for us.
[25:26] Liz been working with a student head program for about three years or so.
[25:31] He's done a stand-in job in Manifaz.
[25:34] So he's going to do this in history on it, but he's working hard in a stand-in program.
[25:38] And I think he has one of the graduates here tonight that I've just found out is in one of our
[25:44] Habitat Hands and it's also from Janet Sheldon.
[25:47] So, she's going to.
[25:48] Thanks a lot, Judy.
[25:50] Is this what?
[25:51] Yeah, that's good.
[25:52] City Council, thank you very much for giving me the opportunity to speak and address you.
[25:59] Citizens of Grand Sholes, thanks for being here as well.
[26:02] I hope you all have interest in this.
[26:06] So, my name is Larry Stahl.
[26:09] I live in a highly serious area.
[26:12] And when I retired, I looked for things to do.
[26:16] I started playing golf and that wasn't what I needed to do.
[26:19] So I changed my tune and I went to start giving back to the community because I, the only thing
[26:27] I did to get back to community was put money in the plate. So I didn't work for St. Vincent Paul
[26:32] and through St. Vincent Paul, I found out that two things. Number one, there's a lot of people in need
[26:40] out here. There's a lot of people in this area that have me and this area is a very given community too.
[26:47] So we're trying to bring both of these two items together, the need and the given.
[26:55] So in I found this program getting ahead through St. Vincent Paul and I realize that because St.
[27:03] Vincent Paul was got so much work on the plate, they can't handle this program.
[27:08] So went to the community to try to find people that had interest in it.
[27:13] and find people. So I told Donna Clayder about it, and Donna Clayder introduced me to two individuals
[27:21] Gail Davos and Thaid Criter. Thaid is here tonight. And the two of them had passion for this
[27:29] program and just didn't have time for it because they've got other things on their plate. And so this gave
[27:34] them the opportunity to let me run with this and they could handle the other things on their
[27:40] The other things on their plate is workforce network, which I'm on their board, and this comes underneath that umbrella workforce network.
[27:50] So I don't know how many of you, for me, workforce network, but it's an awesome opportunity as well for the people in our area here for those jobs that we need skills such as nursing, okay, which Sarah, who's going to get to speak tonight.
[28:05] went through this program and that kind of got her into the nursing program too, which is being paid for by workforce network.
[28:13] So, this program is world renowned.
[28:20] It's been in existence for over 12 years.
[28:23] It's based on Dr. Ruby Payne's bridges out of poverty.
[28:28] And we do it with a small class size.
[28:31] Now, Judy said we've been doing this for three years.
[28:36] We've been doing it for three years.
[28:37] We've had four classes, and I'll talk to you more about that.
[28:40] You all have the highlights of what we've done the successes.
[28:46] But what this program does is it empowers individuals in poverty
[28:51] to transition to self-efficiency with community support.
[28:57] And community support is right here.
[29:00] This, this is what I'm talking about, is we need the support of the community to make this successful.
[29:06] It's the only way this program is successful.
[29:09] And I will talk more about that after you get to listen to Sarah and her story, because her story is awesome.
[29:17] And she, um, she's doing great for herself and her family and the community.
[29:24] So with that, Sarah.
[29:32] First of all, thank you. I'm living here now for a month. I love my house. I love the community.
[29:38] I love that it's quite useful. I love it a little bit longer.
[29:42] So I was introduced to getting ahead actually. I had qualified my husband and I for
[29:47] Habitat for Humanity and one of the criteria that we had to meet was we had both had a
[29:53] go through a financial course of sub-sort. So like any other millenial, I was scrolling through my Facebook
[29:59] one night.
[30:00] We should have you had posted an article to the community letting us know that they were looking for participants for this particular program.
[30:07] So I got on, and I sent a message out, and I got a response from Bay Criter, and I met with them, hern, and CC, and they approved me to be a part of the first class back in March of 2022.
[30:21] to. So I did the program 22 weeks, I believe, graduated in August, but it was a real
[30:29] eye opener because one of the things that I loved was, I can't, it was 15 of us, but we all came
[30:36] from different backgrounds. I was already working as an LVN, but I was living basically pay change
[30:41] to pay check and rent here was going higher. We were trying to buy a house, couldn't buy a house,
[30:46] that's probably gotten a different part of that. And everything just seemed to become like,
[30:51] could get ahead for lack of a better term.
[30:57] And this program really kind of
[30:59] just showing the light on the barriers that are out there and I didn't
[31:02] realize it and no one talks to you, no one teaches you these things which
[31:08] and I know they're probably going to work on this later, then this would be a
[31:10] kind of great thing. So I graduated from Marvel Balls and we didn't have this kind of
[31:13] support. They just kind of, let's get you ready for college and whatnot. So I kind of
[31:19] looking back. I would have had this at 18. It probably would have made a little bit of a difference in my life, but I'm
[31:25] glad because they made a huge difference now.
[31:29] When I got went there, I meant to say, I did go through
[31:32] workforce. She kind of set me up on that path so I was able to graduate this last year. I was an RN
[31:39] and shortly after now we are now citizens of financials, which again we adore. So
[31:44] This class has really taught me how to come out of poverty, so to speak, and how to stay out of poverty, and I think it's really essential for everybody.
[31:57] You know, just to kind of listen to the things and learn about all the aspects and the little barriers that are in the community within our own community that we're just not there of anybody can give you alone.
[32:08] they don't talk to you about percentages, they don't talk to you about anything like that.
[32:12] So you're not realizing what you're setting yourself up for. And just just seeing how we can
[32:17] bridge that gap, I was really surprised to learn about the homeless community and how many are actually
[32:22] affected in our, the number kind of took me back a little bit. So now my goals that they've helped me
[32:29] is to kind of give back and to be a part with getting ahead and just to show people that
[32:34] It's possible it's a small step, but the mindset and getting there really can change everything.
[32:40] Thank you, Sarah.
[32:41] And I should mention that your husband, Sean, and you actually help with the building of your own house.
[32:48] Yes.
[32:49] Along with Scott Morgan and Peter Hutney, Jeff and other people who are on that habitat.
[32:56] Absolutely.
[32:57] The best guys in my life right now.
[33:00] Thank you.
[33:00] Thank you.
[33:01] Thank you very much.
[33:02] Thank you.
[33:03] So
[33:08] we've done four programs over the past three years, have 35 graduates and every single one of them are doing better in their lives.
[33:25] Oh, so this all we're expanding into sick problems.
[33:31] So we've determined based on having some experience already that spring semester doesn't work for us because moms are thinking about summer and what the kids are going to be doing and we don't have their full attention.
[33:45] If we start in September, then we can be done right around January timeframe and that's, it's not a problem.
[33:54] I've got to thank you very much, and please keep us updated this fall with your new programs.
[34:03] So I want to ask City Council for $5,000 towards this program, because the program costs the model in Porsche Bay.
[34:11] Sorry, the grand chose is going to be about $20,000.
[34:16] So if you would like to propose in the agenda item,
[34:21] you have a advocate here with Julia,
[34:23] and then it can come up for discussion along with the budget
[34:28] that will be developed this summer.
[34:31] Okay.
[34:31] Do you want that behind the scenes?
[34:33] Do you want it at any council?
[34:36] As an agenda item to be discussed.
[34:38] Okay.
[34:39] You can talk to Judy though.
[34:41] I don't have any questions.
[34:48] I don't know if five is the consent agenda.
[34:55] These are items that are routine and non-controversial.
[35:00] Resign for person reasons, I believe. And the letter of resignation was never firmly submitted, but then she had three absences in rows, so the committee, when it hadn't in letter.
[35:09] We dismissed.
[35:10] We'll entertain a motion to accept.
[35:13] These.
[35:15] I'll do it.
[35:17] I'll leave your microphones on.
[35:20] Excuse me, I'll say.
[35:22] I'll make a motion that we accept the resignation of Diane Maloney from the airport committee.
[35:27] Second, in 5A2, in 5A also, in 5A as well, the technical resolution of the Mending
[35:37] Authorized Representatives.
[35:40] Just as a signature change, nothing has changed.
[35:46] Motion and second has been made, any further discussion on favor?
[35:53] Thank you. Thank you. Any opposed?
[35:56] Perry, none. Motion passes unanimously. Thank you.
[36:00] I was looking for the minutes from the last meeting.
[36:03] Sorry, I did not get to hear that.
[36:05] So we'll address that.
[36:07] At the next meeting.
[36:08] Item number six.
[36:13] Six A discuss and consider taking action on the city's opportunity to adopt a two mile section of highway
[36:18] 1431 to improve the appearance of the main corridor.
[36:22] into the city by removing the litter.
[36:26] This was an item brought up by Ron Munoz and his request.
[36:33] We make sure it may be this meeting tonight.
[36:37] We have a fire.
[36:39] Everyone sees these adopt highway brochures.
[36:45] Some are vertical.
[36:47] This one's longitudinal.
[36:48] this was a sign of the actual adoptive highway banner, one of the first ones in Texas.
[37:01] In the world, which includes Texas.
[37:09] And so we have an opportunity to do this.
[37:15] Sarah, know the inner city manager,
[37:19] discuss it with a text doc and I'm going to let her discuss what's involved and how easy this is.
[37:27] But we do have two decisions to make tonight if possible during this agenda item.
[37:36] Thank you.
[37:37] So some of this program is the adopted highway program.
[37:43] To date approximately 600 miles in Texas have been adopted through this program.
[37:48] And what it does is it allows organizations or individuals or groups to adopt a
[37:55] two-mile stretch of highway for a minimum of two years.
[37:59] In adopting that highway, they agreed to pick up a litter along that stretch four times per
[38:04] year.
[38:06] Highway adopt a highway signs are posted with the group's name along that section to indicate
[38:12] to passers by that that section has been adopted by that group or individual or organization
[38:18] The Adoptah Highway program sponsored through text.
[38:22] Provides those volunteers with safety vests,
[38:25] what it bags and safety training to keep them safe along the roadways.
[38:29] There is a specific roadway in granite shoals.
[38:33] It's a two mile section available along 1431,
[38:37] which begins just west of Wardstam Road and continues east.
[38:42] So that is actually available in the packet.
[38:46] I provided some information as well as a map to the council, which provides a diagram of what that location is.
[38:58] So in order to move forward, the process is relatively simple to make an application to adopt the program to adopt a highway, they are expecting an application.
[39:08] could potentially come from the City of Granite Sholes or the Council.
[39:12] What we will need tonight is Council consideration and a direction to submit an application
[39:18] on behalf of either the City or the Council.
[39:22] As well as the name that the Council wishes to have should we wish to pursue adopting that highway.
[39:29] The name that the Council wishes to have on the sign.
[40:00] I'm going through mobile calls, a dotted line going from really how we're 1988. Is that close? And then a solid green line, actually, from what looks like value to almost peri creed.
[40:22] Yeah, which one are we adopting?
[40:24] And I could see.
[40:27] It's not available.
[40:29] It's the dotted area, the dotted section that's deleted on 1431, just east of Worts Damro.
[40:39] Heading toward Marble.
[40:44] And Mr. Fisher mentioned that it might be available because this is a more rural section.
[40:50] Is that why it's available to adopt?
[40:57] They
[41:01] just, those signs were moved, Jim DeVat and Bruce Jones was just removed and they put the signs available. This doesn't match that.
[41:09] This isn't right.
[41:11] The signs that we're just taking down, they just did it.
[41:16] That's not what's open.
[41:18] Was it just made available?
[41:21] I received this from the tech stock representative.
[41:23] like last year I asked text.to move our city limit signs compression breaking for all trucks and
[41:31] to remove that sign because they're out and a year later they finally got to that and they moved
[41:35] the grant shelves right away sign but the sign is right when you come in on the right-hand side
[41:41] right by where it's a right-up Metzger's ranch past honeymoon on the right-hand side that's what that
[41:46] starts and that's not where he's got the lines are out. It was up here yeah.
[41:51] Because they haven't posted now, the signs are available, but this, this, this map's not right.
[41:55] Okay. Well, let's, let's talk about it some more and we can.
[41:57] I'm happy to revisit it. Yeah, I'm happy to read it.
[41:59] Over our support.
[42:01] Matter whether it's, you know, one place or another.
[42:04] It's in my brain.
[42:05] Well, we really want to do something like that.
[42:06] But the two miles clarified for sure, but the two miles that's open is right in front of grandchildren.
[42:11] It's right here.
[42:11] Yeah. So I just want to make sure that we're, we're, we're applying for the correct area,
[42:16] Which is we talked about it later, but we'd go through name and stuff like that keep our process going tonight
[42:22] But the location is important because if it's a city of granite shows or citizens of granite shows are gonna be on the sign
[42:30] We'd like that section be in granite shows not a normal falls for example
[42:46] a lot more. Right.
[42:50] Yeah, and that sign you're talking about. It was back here. Why is right back there that sign as you're entering. It was back here. But.
[42:59] With the need of clarification.
[43:04] Further perhaps we should table this to the next meetings. Yeah. And while we're doing so.
[43:12] members of the Council might think of a name, because it should be more than, I believe, the city council adopting the program.
[43:22] I think it should be citizen involvement, like citizens of granite shows, to instill some pride, including up the highway.
[43:32] And Tom Rapp might also have an opinion Mr. Burr, we could talk to him.
[43:38] I'll see if this out.
[43:39] Maybe he would say.
[43:41] Mr. Burr, let's say.
[43:42] Financials litter, lifters or something like that.
[43:47] So.
[43:47] I'd like to.
[43:48] Thank you.
[43:49] Will this.
[43:50] I moved it.
[43:53] We table this until we get that information.
[43:55] And then bring it up.
[43:57] Add it to the next.
[43:58] We said we've got Ron chiming. Mayor, Mayor, we missed this time.
[44:02] Ron, go ahead.
[44:07] I think the selection that I was looking for was that one that Michael mentioned is just outside the grand shows.
[44:28] And it ends right at the camp champions. They pick it up then camp champions picks it up there. That's the only second that's open is he'll country leader left earth and camp champion. That's two miles section in the middle. It's all grand shows on me on the map is it the green area.
[44:45] It should be, but this is dotted on the map and that's not right.
[44:49] Okay.
[44:51] So we can keep moving ahead.
[44:52] Great.
[44:53] Okay, run.
[44:54] There's a motion.
[44:55] May the second.
[44:56] And second.
[44:57] Any further discussion?
[45:00] Give him some credit to seek to use the help. Item 6B. This is an important topic to hear.
[45:09] A pad is here in Scott Morgan also made a comment.
[45:14] Discuss, consider, and take possible action to allow committees to decide if online streaming will be provided during their meetings.
[45:23] Okay.
[45:28] I can speak to that. With the committee meetings that we have had, keeping a list of the amount of participation in committees on Zoom, has dwindled down to practically none.
[45:43] We don't have anyone who shows up for a wildlife at noon at one.
[45:48] Occasionally, we have no one showing up for cats.
[45:53] Airport.
[45:54] There was nobody at the last airport meeting, so that the stream is there,
[45:58] but nobody has taken advantage of it.
[46:01] But the meeting is will still be recorded.
[46:04] And if anybody can request the recording, just the same.
[46:08] But I believe the committee is asking to not have the streaming,
[46:11] but still have the recording available for the audio.
[46:17] Well, I'm making observation after the recommendation that they all beat the same,
[46:21] whatever we do decide that they beat the same versus having each committee have yes or no
[46:26] seem like a very logical recommendation.
[46:30] And what's the city staff labor told to stream a video conference all of these by Zoom, for example.
[46:41] What's in tail?
[46:43] Some have to be here.
[46:44] Somebody's got to be here when you meet with me.
[46:49] Now, I understand and correct me if I am mistaken.
[46:53] But some cities automatically stream their meetings, for example,
[46:59] Leno with the click on their website.
[47:03] They have a different software program, which we are entertaining.
[47:09] Can you update?
[47:10] that is correct and we're putting in the looking at switching over to a different platform, but
[47:17] the possibility of doing that cannot be decided until we actually did budget and put it
[47:25] in the budget because it's going to cause some upfront money to put into it.
[47:29] And then we didn't have that upfront money right now in this year's budget to be able to make that switch.
[47:35] So hopefully, by budget time and winning the budget was over in October, we could make that switch and start moving forward with grannicus deserves in March of next year.
[47:52] Right. So since the COVID quarantine, we were all able to go to these meetings, including government entities like this current city council remotely.
[48:04] remotely to conduct city business now the prohibitions of the Texas open meeting act have been relaxed and that is no longer required.
[48:20] Everyone is free to go to these meetings, any meetings, they're all posted and they are available on recordings.
[48:30] I, I favor the idea of streaming. I would like to have everything of a video conference.
[48:38] You could console, you could log into the city of, of, or gun barrel city,
[48:45] Texas, gun barrel city, and go to their city council meetings every one of them, and be bored to death,
[48:52] but they were available, which is nice, but right now we don't have the technical capabilities,
[48:57] So you're asking us to dedicate a staff person to do that and how many how many meetings were there?
[49:12] So the committee's recognitions and council
[49:18] is right. So I think there's an airport in the cat.
[49:23] The airport we have kept, the communication we have, the BLA.
[49:31] Right.
[49:33] Yeah.
[49:34] But if you just was planning on zoning our wildlife and parks, thank you.
[50:01] Mr. Ann, I'd like to ask if the stream of what's happening in these other platforms and stuff, are they just council meetings that are streaming or committee meetings that are streaming?
[50:17] I don't know.
[50:19] Because I like the idea of council's streaming, I think that's wonderful.
[50:24] Right, so we're not talking about changing Zoom possibilities for city council meetings.
[50:32] I think it's a valid service, the individual committees, findings are reported here on
[50:41] video conferencing.
[50:44] I just don't understand how we can commit a staff member to be here to monitor it,
[50:54] but can't ask people who are interested to attend themselves.
[51:00] because it's a commitment on either end.
[51:04] But I'll be happy to discuss it.
[51:06] Anybody in the city council would like to make a comment
[51:08] and then we'll take calls from the audience.
[51:12] Steve, also the main thing is that the big concerns
[51:15] been transparency.
[51:17] So we're still, I don't understand
[51:19] this correctly, we're still being transparent
[51:21] because it has been recorded
[51:23] anybody can get hold of information.
[51:25] Is that correct?
[51:26] I mean, I'd like to, I mean, like to buy not a council meeting, but this just says,
[51:32] cats can be meeting. Then, next day, they can go in, get that information, and then I can
[51:37] see it, and then like, it's very odd to be a transparent, and I collect it or not. I mean, yes, ma'am.
[51:43] Because at last, could the means I'd attended, I would want to have him parks or can't run in,
[51:47] and all of a sudden, I was again, with getting it working. So, anyway, we'll transparent.
[51:53] Right. And all the meeting recordings are available public information request. However, it would be nice to not have to go through that step, but just go to the website and click on the meeting and click on it and then you have a hyperlink that addresses that. So within software or even modification of the whole software.
[52:19] we would like to look into that. Okay.
[52:24] I'm sure that I'm many of these maybe tell outside of normal business hours so you're asking the staff member to work outside of their normal work schedule to be able to support it.
[52:38] I wonder to come to the...
[52:57] Right and then have to be back at Work atator clock for this morning.
[53:05] Thank you for your comment, Kath, Peter?
[53:08] question. I've been on a couple of committees and we've always had a staff person there. Is that not a requirement or is that just that's the way it's not a requirement to have a city employee at a committee we didn't it's not except to record it and there have been times where people will record it on us.
[53:40] another device over. So typically there's a city employee at the meeting anyway to supervise
[53:49] the recording of the meeting. And the reason why I bring this up is we have one, while like
[53:56] advisory committee we have one member who lives outside granted shows during these wonderful
[54:04] some of us that we have, and he always attends flies of, right, so if we would affect us, if we
[54:14] eliminated the opportunity for Zoom,
[54:20] it's a good point, it's a good point, it's a good point,
[54:26] let me, I don't mean to be a troublemaker, because we have some decor and more people,
[54:33] the podium in the meeting. And now today are they want to speak on this item and you want to
[54:39] allow that outside of the regular deployment of the meeting. Can we do that, please?
[54:44] That's thank you. That's a good point of order. Thank you, Libby.
[54:49] Judy did the appointment.
[54:53] How would you like to add something?
[54:57] Mr. Trister?
[55:02] I would just like to add, well, it's two things. One, and the essence of being transparent, we should make every effort we can to allow any citizen at any time to be able to see the meetings up until the time we do go to streaming.
[55:17] And the second point I'd like to make is there always a staff member at the meetings, it has to be to open the doors to have that people come in.
[55:27] So we will not be eliminating a staff person by doing this.
[55:37] Okay. Well taken.
[55:39] Jeff.
[55:41] Jeff.
[55:42] Jeff.
[55:42] Jeff.
[55:43] I serve on multiple committees and I will add that the attendance on Zoom has been next to nothing for many of our committees.
[55:51] Some of us hold a meeting during the business hours during the day.
[55:56] And I will say it's been actually quite a nuisance having to set up Zoom while we're trying to be very efficient because those of us that are meeting during these days.
[56:04] especially during the business hours. We have a lot of time to be here. So if it takes us 15 minutes
[56:11] to get up and running, that causes our meetings to run over and many of us have to get up and go
[56:16] because we are employed full time in volunteering our time here. I believe there is full transparency
[56:23] as it is. A city employee does not have to be at the meetings. I've recorded the airport committee
[56:29] on several occasions and provided those city secretary after the meetings, as well as handwritten
[56:34] notes that are detailed notes in terms of what we do for the committees. Each committee should have a secretary that's responsible for that and there is full transparency on the committees.
[56:45] Now, you make a choice whether you want to come or not. They're open doors. Everybody can attend to these just like your volunteers make a choice to be here.
[56:52] I don't choose to serve on a committee and then the year off and serve remotely, that's
[57:01] not serving my community, like serving my community is being here present in the community.
[57:08] I would make my comment now, so I think there's a difference, so transparency should be equal
[57:13] for all of these meetings, but given that the subcommittees are really more of a working committee
[57:17] where they're working in the details of to come up with recommendations, it just seems to
[57:23] that the participation probably needs to be, if the reason for streaming is to allow people to have
[57:30] participation, they probably ought to be at the meeting. So I think there's a difference in my mind
[57:35] for the rationalization for streaming for those meetings versus it being more sensible to have
[57:41] that for our meetings where there's more people that could participate.
[57:46] Okay.
[57:47] Other than the city council, all the committees technically are advisory committees to the city council.
[57:55] So any decision that any decisions that are made by these advisory committees goes directly to the city council.
[58:04] And as long as we maintain video conferencing with these city council meetings.
[58:11] I think that probably protects everybody and should satisfy everybody's curiosity.
[58:21] Now, if there is an important meeting on a case by a case basis, could there be exceptions?
[58:29] For example, a parts committee might propose something, and if there's possibly widespread public concern,
[58:42] perhaps on an individual visual basis, a special circumstances can change,
[58:52] but I'll be happy.
[58:54] Right, and the discussion will go to the City Manager and perhaps the Chairman of the
[59:01] different advisory committee. We've had parks committee meetings here that had
[59:07] standing room only room in perhaps a meeting of that magnitude meant that it's from a video conference scene on a case of is there any further discussion.
[59:23] You have a online participant.
[59:33] Bobbi, Deborah, go ahead.
[59:35] Great.
[59:36] Hi.
[59:38] Bobbi, do you have two 18 West Green Castle?
[59:40] I just wanted to say, you know, whichever way you guys decide.
[59:46] I don't know that the personnel issue and I think Phil brought it up is that there's always somebody there, but aren't we currently using zoom to do the recording?
[59:58] Or is there separate?
[59:59] Thanks for watching, and don't forget to like, share, and subscribe to our channel.
[1:00:00] What?
[1:00:00] No, we had a separate system that we have in place that we're also paying for for all the recordings.
[1:00:07] Okay, so we'll just be separating it or doing it separately. So we're just going to be exchanging
[1:00:13] one form of recording for another form of recording, but it's still going to have to be recorded.
[1:00:18] So that was just my thought. If the decision is to not do it, let the decisions stand on real reasons.
[1:00:27] But the idea that somebody's not going to have to be there, that's not true.
[1:00:32] Someone's going to have to be there and someone's going to have to be recording.
[1:00:35] And currently, the recordings that we give out are done through Zoom.
[1:00:39] So I think if you decide not to do it, you decide not to do it.
[1:00:44] I think that there's no reason not to keep it open for people.
[1:00:47] And I don't think it's a matter of transparency.
[1:00:49] Obviously, people can then get the recording the next day through the open meetings act.
[1:00:54] But I don't see a real good reason not to.
[1:00:59] So I would just urge you to keep it the way it is.
[1:01:03] You're going to allow Brad to continue to serve.
[1:01:07] Other people who may in the future need to be able to serve.
[1:01:10] I don't think, I don't think allowing
[1:01:14] like for discretionary, yes, you can do it here.
[1:01:16] No, you can do it there.
[1:01:18] It's probably a good idea because then you're
[1:01:20] going to have the issue of does somebody not want it
[1:01:23] to be on Zoom to somebody not want that discourse to happen, and that just gets into sticky
[1:01:29] weirdness that isn't necessary, isn't necessary. So that's my thought. I think you should keep
[1:01:34] it, but whichever way you go, it's not going to be because it has to be recorded, because it
[1:01:39] has to be recorded anyway. Thank you. Thank you. Thank you, Bobby. The video, Zoom, that we're using
[1:01:48] to not, for example, is separate than the audio recording, is that correct?
[1:01:53] Yes, very important, because an audio file and a video file, both of them together, yes,
[1:01:58] and it separates as two separate files, but I had it in the audio and I had it on the video,
[1:02:04] but we also have Sonic Fair, which is used for beneath the means of a court, and what was used
[1:02:09] prior to Zoom as the recording for the municipalities and the meetings.
[1:02:16] And we are still paying for that service because it means the courts use it and it's something that was your long before I got here.
[1:02:29] Is there any further discussion
[1:02:33] among the council members?
[1:02:36] I'll get to you, Libby.
[1:02:39] Because we'd like to take some action even deferring this subject again and again.
[1:02:47] What council members are thinking about that next step was Edwards.
[1:02:53] We reiterate where are you from.
[1:02:56] I'll grant it show those 14 thank you sir for calling that out.
[1:03:02] But for almost I want to reiterate I know this is not part of really the agenda item and maybe you make an action item and then proceed for on this.
[1:03:10] But I think it's been discussed long enough and some action needs to be taken if it's possible to put these audios on the
[1:03:17] website and you direct your citizens to the website for all kinds of information, not the
[1:03:22] Facebook, the website. The audio is out there and don't even get a million PIAs or whatever
[1:03:27] they're called next take time out of her day to do the audio recordings for everybody, but we
[1:03:32] make it available up front the next day with a counselor's corner, a manager's minutes, things
[1:03:38] and we talked about this for, as a counselor has discussed for quite some time and I would like
[1:03:44] see the council take that action. It solves a lot of what you're discussing right now.
[1:03:48] Right. When said, we're, you're right. We have been discussing this a long time. Apparently
[1:03:53] there's some impediments to making it that easy because right now a formal request has to be made.
[1:04:00] Do you see a solution?
[1:04:02] One is going to change the platform at the website.
[1:04:07] All of the stakeholders we can say that they have anything where we can add the meeting and the streaming as part of the package.
[1:04:14] Of course, it's going to cost considerable amount to add that.
[1:04:19] And those proponents of active streaming would be willing to contribute to the extra cost or do we raise taxes or how do we pay for that.
[1:05:00] Equipment fixed or have live streaming when these meetings are always open. I don't know if any other business does active streaming for every single meeting that they have.
[1:05:17] I'll entertain of any other further discussion.
[1:05:22] Yes, this is something that we talk a lot about transparency which is extremely important.
[1:05:27] And just kind of for me, I'm a people person.
[1:05:30] I like guys, I like to look people in the face.
[1:05:33] And I'm just at this time, I'm at this appropriate number.
[1:05:36] I'm going to request the people that are on Zoom
[1:05:39] to also, I'd love to see their faces
[1:05:42] because I said, I'm a face person.
[1:05:44] So I'd really appreciate it.
[1:05:46] You know, if they could pick their faces on you're all so fresh too.
[1:05:48] Because when body was saying, I'm sorry,
[1:05:51] you know, it's like this, you know, someone.
[1:05:53] So I'm going to appreciate that.
[1:05:54] That's just a person thing for me.
[1:05:55] Well, speaking of the people on Zoom, ladies and gentlemen on Zoom, would you care to comment
[1:06:03] at all?
[1:06:07] Well, I think that we are required to show our faces during speaking, you're not allowed
[1:06:14] to speak on Zoom in a meeting without showing your faces as I understand it.
[1:06:20] That's great.
[1:06:22] Well, if I turn on the video, I just get cut off completely because it's very poor here.
[1:06:27] Right?
[1:06:30] I'm sure you there are most already done.
[1:06:33] Okay.
[1:06:33] Say again.
[1:06:38] Yeah, all things in a perfect world, all of us I think would be happy to have live streaming
[1:06:45] if we could just stream it on.
[1:06:48] It's not that easy.
[1:06:50] We could make it that easy.
[1:06:54] Perhaps in the future.
[1:06:56] Is there any discussion or any action to be suggested by the government?
[1:07:00] any council member?
[1:07:05] I think we are going to vote and I'll give us some of the vote on, which is
[1:07:09] I've moved that we don't require a live streaming of the committee meetings until we have
[1:07:19] opportunity to feature to fund the better platform. The second question has been made and seconded
[1:07:28] to not require advisory committees to live stream their meetings will continue to
[1:07:36] record until other options are more tenable.
[1:07:45] Is there any discussion?
[1:07:57] Just for clarification, we're not requiring them to have Zoom, but they can't, that's what
[1:08:06] motion sets, that's why I
[1:08:11] thought. All in favor? Say hi.
[1:08:15] Hi.
[1:08:17] Phil and Mayor Minus, what do you think?
[1:08:25] I say a nay. Okay.
[1:08:29] You can't.
[1:08:31] Okay. We have, we have six in favor, six in favor and one against the motion carries.
[1:08:42] Thank you very much.
[1:08:48] Item 6C, and then we have an emergency announcement due to the weather.
[1:08:55] But 6C is to discuss, consider and possibly take action regarding a Crocodile Park safety
[1:09:02] concerns.
[1:09:04] A Crocodile Park is a very popular park, we've got a good playground equipment, but on the
[1:09:11] side of the playground equipment as seen in the picture.
[1:09:17] So we have the pictures.
[1:09:20] I'm sorry, do you want to have the pictures done in red general packets?
[1:09:25] Right, in the agenda item, the first picture you could see the top of the ramp, which is an abandoned ramp.
[1:09:34] In the place escape without any kind of fence, and then if you turn around to go to the next picture.
[1:09:42] has a steep drop off right into the lake. Now to the left and right there's
[1:09:49] landscaping and trees and bushes, but nothing to prevent a ball or
[1:10:00] My attention by people with a toddler that, gosh, you could chase a ball bite down there. And so we talked about it at the parks committee meeting and shorty curly street director in parks has its suggestion for this problem.
[1:10:24] What we came up with right now to maybe put some big boulders just in front of that area. I mean, but we all got a steel real life has all down through.
[1:10:34] the reminders of that, the steel, the opening, they do set the news into their paddle, some
[1:10:42] of the paddle phones. But I think we can do three or four boulders and they may can go around,
[1:10:48] which that's not going to cost us enough to be so many of those.
[1:10:52] And there's also a boat ram on the other side of the park that this is strictly where it's
[1:11:00] to hide the playground and it's also a handicapped ramp right there.
[1:11:05] So it might be good to go ahead and do something like that.
[1:11:08] Just in that particular curve.
[1:11:11] Steve, I've been a side at yesterday.
[1:11:14] We're in that area.
[1:11:14] I haven't looked at it.
[1:11:16] And I have to end it as short of it.
[1:11:18] And you're right.
[1:11:18] Just big vendors.
[1:11:19] I think we're going to pay for it.
[1:11:21] You know, the bath is babies from falling down here.
[1:11:24] Get all those spiders.
[1:11:25] They're camps out of the ranch.
[1:11:27] And they say can't roll and fall in the water.
[1:11:29] Right. I make a motion that we approve the roads, utilities group to put boulders in front of this as short as recommendation.
[1:11:44] Second.
[1:11:46] Thank you, Mr. Edwards.
[1:11:48] and this is of all two of these emotions in second. Any further discussion on favor?
[1:11:55] Aye. Aye. Aye. Any opposed? Aye.
[1:12:01] Okay, hearing none of the motion passes unanimously.
[1:12:05] Shorty, thank you very much.
[1:12:07] No,
[1:12:09] G4G is his phone.
[1:12:13] We've got.
[1:12:14] Looks like it's kind of worth of us.
[1:12:16] All right, we've got some increment weather here, and we're through with the meeting agenda. We do not have plans for an executive session tonight.
[1:12:29] And if you have any comments, my recommendation may or would be to at this time of the
[1:12:34] end of this meeting, we've got a severe cell that's fixing approaches.
[1:12:37] Yeah.
[1:12:37] It's just also look out now, right now.
[1:12:39] So at this time, I'd advise that we make a building, which we have to tell them to cover
[1:12:43] and drop safely.
[1:12:45] Motivation to close.
[1:12:47] Motion has been made to adjourn.
[1:12:49] Thank you very much.
[1:12:50] All right.
[1:12:51] Be careful.
[1:12:53] Okay.
[1:12:54] Mr. Daniel, see you.
[1:12:55] We're free to go.
[1:12:56] All right, drive safely.
[1:13:07] Yeah.
