[6:07] sent it out i want to go over a little bit because there's a couple things in

[6:09] there we need to discuss i'll read it because this is going to be

[6:13] on video the assessor's office has been very busy the last month we have been

[6:16] receiving the renewal applications for the agricultural exemptions we have been

[6:19] answering many phone calls regarding senior exemptions

[6:22] seniors and disability exemptions do not have to renew their exemption due to

[6:24] recent action by the governor's office this is very confusing to our seniors

[6:28] who are taking renewals if they insist or we are informing them they don't have

[6:32] they do not have to renew this year if they telephone in and are concerned

[6:35] about potential exposure it is quite time consuming but our goal

[6:39] is to always serve the public and we are doing the best we can

[6:42] in regard to our level of assessment numbers as you may recall we were going

[6:45] to do an update to 100 last year would be pulled out of doing that because of

[6:49] covid however i believe we do need to do an

[6:51] update for 2021 assessment rule because the new york state numbers have come out

[6:54] and we have lost substantial ground on our

[6:56] level of assessment we have a four percent trend in our residential

[6:59] properties for 2020 which according to new york state says our level of

[7:02] assessment for our residential properties is 86

[7:04] percent we were already at 90 level but now have been using a 5 level

[7:09] that we can adjust our numbers to and i've been using every ounce that my

[7:12] allowance in order to keep us at 95 over the last two years consequently my

[7:17] plan is to adjust the values for our 200 class properties

[7:20] which are residential properties in both the village and town by 14

[7:24] i would like to send out impact notices which will help property owners

[7:26] understand the real potential consequences of their new assessment an

[7:30] impact statement shows a real change in the assessment and what we would change

[7:33] would have meant to your taxes using the tax rates we currently know

[7:36] it is a more transparent view of what the change in assessment really means

[7:43] hayner what she explained to me was over 2020

[7:48] uh in the last year year and a half there's been about a 14

[7:51] increase in the value of residential properties not commercial properties

[7:57] we need to make that adjustment to get us back up to 100 percent

[8:05] and it would say your assessment now has gone from a hundred thousand dollars to

[8:08] 114 000 you can imagine what that might say to a

[8:12] few people they could get a little upset what she has now done is contracted with

[8:16] the county to provide her the information on all those changes and

[8:18] assessments that would tell what the change in taxes

[8:22] would be so we all know that if assessments go up

[8:25] 14 that means our tax rate would come down

[8:28] 14 assuming the levy stays flat so even though your assessment went up

[8:32] the rate comes down your taxes are the same

[8:34] some people will see a 15 increase in their tax at their assessment some will

[8:38] see a 10 some will see an 18. with this

[8:43] letter that she's going to send out it will actually show the calculations and

[8:46] say based upon the fact that your taxes your

[8:49] assessment went up 14 your taxes will be going up six dollars

[8:54] or 19 or 83 or whatever it's going to be so that's her intention is to send that

[9:00] information out in the letter so it actually will show the change in what

[9:04] you would pay in taxes along with what your change in

[9:07] assessment would be now to do that she has to contract with

[9:10] the county to get all that information it's going to cost her a few dollars but

[9:14] she has money in her contractual expense to do that so

[9:18] it's my recommendation that we do contract with the county to get that

[9:21] information and put it in those letters i think

[9:23] it'll probably smooth the the the shock to some people but i think

[9:28] we all know that residential properties even in granville have seen quite an

[9:31] increase over the last couple years so the county is going to come up with a

[9:35] new rate based on their new assessment yes

[9:38] a new rate and calculate the tax dollars on that

[9:42] for the new assessment per the new assessments right and save

[9:45] a lot of save a lot of grief yeah i think it'll be at save a lot of

[9:49] questions and people will know um exactly what the

[9:53] situation is and if she just sends it out

[9:55] blank people will assume that their taxes are going to go up 14

[9:58] 15 16 17 when in fact when the rate comes down it pretty much evens out but

[10:02] let's be honest because the commercials aren't going any

[10:06] place true true but also everyone's different an average of

[10:11] 14 so somebody may see 20 somebody may see

[10:14] 10 but that's what she's doing assessing all these different properties

[34:24] is this information the basic exchange of consideration

[34:29] in this particular kind of agreement is the town pays x amount of dollars to the

[34:35] library the library in return makes its services

[34:39] available to residents of the town so that's the

[34:43] primary exchange that's what you get that's what you give

[34:48] the question that i have is what in addition if anything

[34:53] to availability of the library services to town residents

[34:58] do does the town want to require as consideration for its payment
