[0:16] a public comment, just check.
[0:20] Uh
[0:55] So, we're all set, right, Wes? >> Yes.
[0:57] » We're live? >> We're live.
[0:58] » Okay, let me just start by letting people know online that
[1:03] we apologize for being 7 minutes late. We're We got in at 6:30 and and had to
[1:09] set up the equipment to live-stream this and record it.
[1:15] So, with that, I'd like to call the meeting to order. Uh with the Pledge of
[1:18] Allegiance, you can
[1:24] » I pledge allegiance to the flag of the United States of America,
[1:30] and to the republic for which it stands, one nation under God, indivisible, with
[1:37] liberty and justice for all. >> Thank you.
[1:42] Wes, do you want to check >> Yeah, did you want to sign in?
[1:53] Yeah.
[2:00] » Thank you.
[2:28] » Hi.
[2:32] » Yes, let's pray with me in the meeting. Dear heavenly father, Lord, thank you
[2:35] for this day. Thank you for just bringing us all here safely. Lord, we
[2:39] thank you for the rain and we thank you for the shining sun. Lord, just uh
[2:43] be with us today. Let us uh have discernment and wisdom in making the
[2:48] right decisions for our township. Give us all peace and patience, Lord, just to
[2:52] uh work with one one another and and uh do it fruitfully.
[2:56] In your son, Jesus name, we pray. Amen.
[3:01] » Clerk Chrissy, could you do the roll call, please?
[3:03] » Yes. Uh Supervisor Scarpelli?
[3:06] » Here. >> Trustee Deeds?
[3:08] » Here. >> Trustee O'Connell?
[3:09] » Here. >> Trustee Shepherd?
[3:11] » Here. >> Trustee Wrobel?
[3:20] Uh Commissioner Hayer? >> Here.
[3:23] » Commissioner Clark?
[3:26] » Thank you. Uh now we will entertain a motion
[3:33] Yes, go right ahead. >> You know, there were I mean, you know we
[3:36] were on vacation >> Can you move up You have a mic
[3:40] » Hello. Can you hear me?
[3:42] Okay. Um I know there were a lot uh you were
[3:45] on vacation and we didn't get a lot of this information until this um today,
[3:50] actually. So, there were uh quite a few bills that I did not get invoices for.
[3:56] Uh, do you have those copies for us, Dean?
[4:00] » Uh, we do not have the
[4:03] specific copies. Um, do you have one that you're referencing?
[4:08] » Um, >> the accountant, uh,
[4:11] » Dean, you know, >> did send those.
[4:14] » Um, actually, all she sent us was the voucher sheets. And then, when I went
[4:20] through to look up, there was some There was one for R. W. K. for $347.08.
[4:27] Um, I didn't get an invoice for. And then, there was one,
[4:30] um, an Amazon bill. And then, um, some expense An expense that we didn't get,
[4:36] um, for
[4:38] » Okay. So, um,
[4:42] Assessor Jane is here. Um,
[4:45] Jane, you probably got this question. Did you send
[4:48] Did you copy me those bills? >> Um, yes, I did.
[4:54] » Cuz I know I'm on the list and received it, but for some reason, I didn't I
[4:58] didn't get it or I didn't see it. I'm sorry for that.
[5:01] » Did you send it to GG Township at gmail? >> Yes, I can't tell you that.
[5:08] I don't know which one. I didn't have access to that.
[5:11] It It is a topic we'll bring up in a meeting in a little bit, but our web
[5:15] star email was still We're still struggling with it.
[5:19] So, we had to revert back to the old emails, the Gmail.
[5:24] Um, we have them all, but I don't know if we're not able to access them.
[5:29] Um, so, I
[5:31] If I could ask this question, Melinda, uh, to Jane,
[5:35] uh, regarding two invoices. The one IT software invoice from July
[5:42] 23rd for $1,922.
[5:47] » That's my question for >> That That's not a the voucher that you
[5:50] gave, but it's on the report that I received.
[5:54] » What What are you asking? >> What that is, the $1,922.
[5:59] » When When is that from? >> Pardon me?
[6:01] » When is that from? I don't know. >> Well, it says It says July 23rd, 2026.
[6:08] » Okay, and she said she was holding that until the next month.
[6:12] » Yeah, that's exactly right, and I was going to explain that. Yeah, yeah, and
[6:15] we At the township's side, we have the same
[6:18] thing with the equipment, because of that cutoff,
[6:22] it's pushed to the following month. So, it's not going to be on the voucher for
[6:25] the uh you know,
[6:28] what was ordered. So, I I get that, but what was interesting to me was
[6:33] when I looked an hour ago on our credit card
[6:37] that we use together for those types of purchases, it's it's not only not on the
[6:43] statement, we know why, cuz cuz the cutoff, but it's also not on after that
[6:49] statement, which I found interesting. So, I didn't know
[6:54] maybe it's because the >> I don't know.
[6:57] » Maybe it's >> I didn't know why I said the receipts
[6:59] weren't on there, too. >> So, you charged on that card,
[7:03] on your on your district card? >> It was supposed to be the other
[7:05] statement. It was still in the process. >> I'm thinking You know what I'm thinking
[7:09] it might be? Maybe it's because of your limit and your credit. So, I'll check on
[7:13] that. I'll check on that, cuz I didn't see it on there, that's why I'm asking
[7:17] you about it. >> I just got notified.
[7:19] » So, we can talk about the details of it next month, and we'll have the invoice
[7:23] and probably have the details that you can provide, which is great. So, I'll
[7:27] check into that. I just
[7:30] I wasn't able to do it today. >> And just so you know, all of those
[7:33] invoices are on those item invoices, and you guys have the voucher, correct?
[7:38] » Correct. >> That was on the voucher, so
[7:40] » old machines to vendors by the way, that's why that's there.
[7:45] » Okay. All right.
[7:48] » And try and get a voucher for that. >> Yeah, cuz if it's on the voucher, we we
[7:52] need to approve it obviously. We We 1922 we don't need to.
[7:56] » So, is that satisfactory for right now? >> So, we'll make sure you get Windows 11.
[8:01] » And on that upgrade, did RWK do it or
[8:06] » They did the upgrade. >> They did the upgrade of the system.
[8:11] » Uh did D Daniels >> D Daniels did the upgrade of computers
[8:17] to uh Windows 11.
[8:20] » No, I didn't know.
[8:23] I didn't know. >> So, was she there? Was she present?
[8:26] Maybe something like that. >> She She can help me, yes, but I can't
[8:30] stop her. >> Okay.
[8:34] And then uh we were getting the uh certificate of
[8:37] insurance
[8:43] » Can one of those be sent to you? >> No, go go ahead.
[8:47] What What did you say D Daniels did? >> What did she ask? Not what I'm sure
[8:50] enough said. >> Okay.
[8:52] » How many times do we have to send this?
[9:01] » I guess we're certificate of insurance. >> I didn't ever ask for a certificate of
[9:06] insurance. I mean, provide all the details of our
[9:10] insurance payment to D.
[9:12] » All right, can I forward that to everybody? But
[9:14] » I don't ask you numerous times. Just let me know when we have to get with
[9:19] D. We can meet up anytime. I'll call you right away and I'll be there.
[9:23] Yeah, we're not going to ask you you know, instead of billing you every month
[9:26] over and over again. I mean,
[9:28] » I don't think I don't think we uh choose it as uh
[9:32] billing you every month. We only do it here. And I just asked you some
[9:36] » They asked for the emails. They asked for the documents.
[9:40] » How many times? >> All right. So, let me interject here a
[9:43] second. Hold on, you guys. Um
[9:49] The the the reason the questions are asked about that and
[9:53] we're concerned about the liability of the township.
[9:56] » I think you agree. >> What we requested of you, you have
[9:59] provided. So, what we want to do at our end is take it to the next level up and
[10:05] see if that's sufficient coverage if it makes sense.
[10:08] » I know, Ralph, you talked to Torma. >> Um you want to give an update on the
[10:12] Torma side about it? >> We have an information sheet on that.
[10:17] » They had an update in that file. >> The Torma thing.
[10:20] » Yeah. >> We have we provided the records of
[10:24] insurance we took over the uh
[10:29] the town. I can't get to the better for you.
[10:33] » Yeah. Well, I I just cuz I >> And then file again
[10:39] » Yeah, it's all it's all Greek to us. It's all Greek to me.
[10:44] It It's What What I provided was what was mailed to me from Torma. It's the
[10:49] policy itself. And from my understanding with Torma,
[10:54] and Jim, maybe you can shed some light on this, they don't insure any vehicle.
[10:59] From my understanding, they will not insure any vehicle that we do not own.
[11:05] Is that how you understand it, Jim? If they say no.
[11:08] » Yeah. Yeah, it's got to be in our name. So, in in the assessor's case, when you
[11:13] have someone providing a vehicle and doing township business, Torma's not
[11:19] involved in that whatsoever. So, because of that, we've got to make sure that
[11:24] everything is the way it should be just in case there was an accident of some
[11:29] sort that the the isn't liable for it. So, we will we will look into that.
[11:35] » If if it's your land, so but
[11:38] » It's tormenting us. >> Yeah, that's what I was saying. If it's
[11:41] granted or leased or something like that.
[11:45] » Yeah. Yeah.
[11:47] » But not if it's not uh related at all in any way other than
[11:52] you know, personal view.
[11:59] » I just got a text from someone out there that said the sound is terrible.
[12:04] They can't hear.
[12:10] I don't know if they if that's it. How about Could you the person that just
[12:14] texted me, could you could you tell me if you can hear me now cuz I'm really
[12:17] speaking loudly into the microphone?
[12:23] And then maybe it's because
[12:29] Let's take the Is it Is it Linda? No, it's not. I'm just teasing.
[12:34] So, if you could text me real quick if you can hear me, maybe you can't hear
[12:38] me. That's why you're not texting me. All right, so the sound is bad.
[12:45] Okay, any other questions regarding um
[12:50] the assessor's uh invoices and if you can, my apologies for that.
[12:57] It goes to the goes to the two and we have questions.
[13:01] » Yeah, I just be asking if we answer if there's questions that you email in
[13:06] and we answer something. Oh, so I can answer here. And I just
[13:10] wanted to see if you could see. >> Yeah, that would be great if you could
[13:12] do that. I'm a little old fashioned with it, too.
[13:16] I like to just be able to pick up my phone and say, "Hi Jane, it's D. D."
[13:20] And and and ask a simple question. And say, "Okay, you do that."
[13:25] I know you guys have to not call your cell phone.
[13:28] You have to struggle you. because then I got to do the messing up.
[13:32] You don't like >> My cell phone's not important. It's not
[13:35] useful. >> Right. So, you don't like your cell
[13:37] phone. >> I don't use it.
[13:38] » You guys can talk a lot on your cell phone.
[13:40] » Well, again, other people's cell phones are
[13:42] important for the sessions and stuff. But
[13:45] you know what they say. >> Mine's not.
[13:47] » Mine's not either. >> All right. Anyone else?
[13:49] » Well, she's got a bottle of water. >> I probably don't.
[13:53] » You don't have a cell phone. >> I do have a cell phone.
[13:57] » I don't think we have cell phones. >> We've got a few cell phones. We're all
[13:59] good. Everything's good. >> Okay. Any other questions regarding
[14:02] that? We do have a motion
[14:06] to accept the financial report. Do I hear a second?
[14:10] Any further discussion?
[14:13] All those in favor, say I. I.
[14:18] Any opposed?
[14:21] » Did you guys I didn't hear anything you guys said I.
[14:25] » Did you oppose it? >> I didn't oppose it. Did you second it?
[14:27] » I. >> Okay. All right. So, we're we're past.
[14:29] The motion's approved.
[14:34] Okay. That brings us to unfinished business.
[14:37] Uh we have three items under unfinished business.
[14:41] The first one is the town hall renovation project update.
[14:47] Belated, do you want to get that update? You want me to do it then?
[14:51] Okay. So, pretty encouraging, I think. Um
[14:56] I was told all this this past week we didn't get a lot
[14:59] of work completed there. But we got The only thing we got done was the gas
[15:03] station. Correct me if I'm wrong, was the
[15:05] plumbing was was pulled uh put into the building for the bathrooms.
[15:11] So, prior to that, the septic system is completed.
[15:15] Uh obviously the demo was completed. I don't know if some of you saw on the
[15:18] Facebook page. Posted some pictures on there.
[15:22] Floor joists are in. We're moving along. We're always a
[15:28] little nervous because of the time table that we have to work with. So,
[15:33] communication with reconstruction to see what's going to get done for this
[15:37] week. But so far,
[15:40] last time I spoke to them, which was 10 days ago, or 12 days ago now,
[15:44] they're very confident that they can get the project done on time.
[15:51] Anyone else want to add anything to that?
[15:53] I know we're all just going by there. I was on vacation, so I didn't get there
[15:59] this week. But we've been regularly going by there.
[16:06] So, we're we're keeping up with it. And um
[16:11] Yeah, I Oh, I got scolded the first time I went in there.
[16:15] They said, "Sir, where's your hard hat?" I said, "Um I'm sorry.
[16:19] I don't have one." So, now I have it in my car.
[16:21] The second or third time I was in there, I
[16:24] I wore it. But it is closed to the public because of the OSHA
[16:29] reasons. So, okay, the solar update.
[16:35] Can we do that one as well?
[16:41] Okay, I just got a voicemail from Jeff Becker.
[16:48] And I'll read you part of that voicemail that applies to
[16:51] this. However, before I do that, everyone
[16:55] probably has seen the Facebook page. I know the mayor has been watching over
[17:00] it. But it gave an update on solar as well.
[17:04] But here's what Jeff just voicemailed me.
[17:12] He says, "I wanted to give you a call to let you know, I know the meeting's
[17:16] tonight. Um, I'm not going to attend.
[17:21] Um, Yeah, I want to let you know we've been
[17:24] working in the last 2 weeks on the lawsuit against Earthrise.
[17:29] And it was filed this afternoon. So, we don't know who the judge is yet.
[17:36] We don't have the case number because we have to wait for the clerk to get back
[17:41] to us. But, I just
[17:45] uh, wanted to inform everyone. I know I think it was listed on the website that
[17:50] there would be a solar update. So, the lawsuit was filed.
[17:54] Seven counts. It's 68 pages long.
[17:59] Four of the seven counts are alleging constitutional violations.
[18:05] Two of them are alleging violations by Will County
[18:10] of violating the law by its change to the non-contiguous
[18:15] portion in its clean energy statute. It's failure to follow the
[18:20] LaSalle-Austin factors. I I don't know what that is, but
[18:26] we'll find out from John. So, those and then there's one count for
[18:31] an injunction. Steve will probably eventually go in for
[18:35] a temporary restraining order.
[18:39] Uh, and then he goes on with some other things that aren't related, but um, what
[18:43] what we'll do is we'll make sure this gets posted. We'll compile this and post
[18:48] it on our Facebook informational page. Okay, any any questions regarding that?
[18:55] From the board and then uh, if there
[18:59] is any other comments from the public, you can address that during public
[19:03] comment. Yes.
[19:08] » So, um, during the time of the special use permit, do you do I have the right
[19:13] » You're on the second hand. minutes.
[19:19] » So lucky you. >> Terry, could you introduce yourself to
[19:21] everyone and let us >> I'm Dan Butler, County Board District 5.
[19:26] » So, you know, at the time that the special
[19:29] use permit was going to be approved, I had tried to ask for two months home.
[19:34] And so, all terms of the application were not
[19:39] Uh they had delineated all the wetlands. They
[19:44] put down farmed wetlands. Farmed wetland is not a proper delineation. It's a It's
[19:49] just a state of being, a wetland being farmed. That's all that
[19:53] means. Uh also, the all the agreements with the
[19:58] road commissioners had not been completed.
[20:01] Um and you know, I I don't know if they agreed and if
[20:06] Jim agreed, but something a lot of the other road commissioners had not.
[20:10] There's no big agreement. Uh and I don't think that he would
[20:14] especially agree regarding the safety of the neighborhood's concern. If anyone's
[20:18] ever been there, the drainage and flooding.
[20:21] There's many houses in there that just every wish flooded. It's like some
[20:25] houses look like they have a moat. So anyway, um
[20:30] I tried to get him to it. The state's attorney would not assist us.
[20:35] Uh when I when I said that all the agreements had not
[20:38] been met and therefore we should not uh vote on this,
[20:42] uh he agreed that the good faith clause in the
[20:48] um you know, that was in the laws that
[20:51] were, you know, outlined for uh
[20:55] the the solar company to move forward only applied to road commissioners who
[21:00] were not responding. So, if they sent letters
[21:04] and they got receipts that they had sent letter.
[21:08] And And that was good enough. But
[21:12] the state's attorney agreed it did not cover those
[21:15] road commissioners who were still working things out.
[21:20] So, that was not done. And neither was the road bond. But
[21:25] they they went ahead and they they ordered that the board passed
[21:29] So, uh I had just gone into the land use department uh a couple of days ago.
[21:35] Um and I had asked if that permit had been
[21:39] um approved. And they said, "Well, they just did a
[21:42] test run." I've never heard of a test run. But um
[21:47] and then I said "I want to be notified before that
[21:51] permit is issued cuz I want to make sure that those uh wetlands are delineated
[21:56] and that those road agreements are done."
[21:59] Because, you know, once they pass that through the special use permit, there's
[22:05] nobody that you elected that is going to be responsible for making sure that they
[22:09] stop. And uh I had tried it to re-invoke
[22:13] and one of the members of the uh planning
[22:18] department uh said that they had to give me a no on
[22:21] that. If uh trying to find out or trying to make
[22:25] sure that we were notified before the permit was issued.
[22:29] And that's where it stands right now. But, they did say I told them this
[22:33] agreement that they would let me know before it was issued so that I could
[22:37] have time to prepare and look at that stuff.
[22:39] » Great. >> Yeah.
[22:44] » Thank you.
[22:47] » Okay, great. Thank you, Dan. Thank Thanks for your work and representation
[22:51] of Green Garden Township on this issue. Um
[22:55] Anthony DeLuca called me a few weeks ago and wanted to know the status of things.
[22:59] And Jim and I had a conversation. Um so, I'm going to let Jim give an
[23:04] update on that regarding the solar.
[23:09] » Okay. It's all new territory for us out here
[23:12] in Green Garden with the road commissioners.
[23:15] Um I do meet with them quite a bit. Um over it we meet on a monthly basis
[23:19] and then we have a special group with Wilton Center, Manhattan, and
[23:23] a few other townships that either are going through it or have been through
[23:26] it. Um they write me that a road use
[23:29] agreement that which Green Garden does not have any road use agreement with
[23:33] Earth Rights for the mineral solar facility.
[23:36] Um I don't think Earth Rights has a agreement with the
[23:42] other ones either. Um
[23:45] but as road commissioners we've kind of
[23:47] attacked the problem a little bit different. Um
[23:51] I've maintained a good line of communication with them. That's what I
[23:54] told them. I said, "I don't agree with what you're doing,
[23:57] but I think it's good to talk." So, we do talk to them
[24:00] sometimes maybe maybe every 2 months. Um
[24:05] and they are pretty easy to talk to. Uh I understand they need something from
[24:08] me, so they're not going to be short, but um they did call up in the storm and
[24:13] asked if we needed any help, which is pretty nice.
[24:17] Um but I did send them
[24:20] I hired a firm firm uh located in Central Illinois.
[24:25] Um they've dealt with wind farms. I figured that firm would be the most
[24:29] experienced if they went with Earth Rights.
[24:31] Um so, right now we're in the process that
[24:34] they have to sign a professional fee agreement, which means I'm not paying
[24:37] for any attorney fees or engineering fees. I I can't do it. You know, the
[24:42] the way I look at it is progress has to pay for progress. So, until they sign
[24:46] that form there's not going to be really any communication as far as the um
[24:50] road use agreement. Um
[24:54] but that's that's pretty much it as far as um what's going on with the road
[24:58] district. And then one other thing is I believe it was last month a state
[25:03] legislature did pass a law that really took away a lot of
[25:08] ability to hold these people accountable or do what we need
[25:12] as far as wind and solar. Prior to that we could really ask for a lot more. Now
[25:19] it put something some legislation that's unreasonable. So
[25:23] they do as far as they need in solar when they have this state law that they
[25:28] can say that what I'm asking for is unreasonable.
[25:30] So this is way beyond me. So I'm going to
[25:34] turn it over to figure this out, but as far as you guys know there's no road use
[25:38] agreement and right now there's no professional agreement that's signed. So
[25:43] we're not even starting on
[25:46] » Thank you, Jim. Yeah, and that is a big deal because without that we can't move
[25:50] forward. Do we have Have you been contacted, Jim,
[25:54] by US Solar? >> Yes.
[25:57] » What was the conversation about? Okay.
[26:01] » Um I think US Solar is the only other one
[26:06] that's trying to come into Green Garden. Um
[26:10] but they're a small company. They're kind of sitting on the sidelines and
[26:13] they're waiting for Earthrise to
[26:17] come and make a move. Is is my guess. So I
[26:22] They had to have a conversation with every road commissioner.
[26:25] Um and they had the same I had the same My
[26:29] attorney sent the forms to them to fill out the
[26:31] professional fee agreement. So they haven't signed anything, but
[26:35] um I don't hear really too much from them.
[26:38] » So that means the same thing there that they're kind of in a holding pattern as
[26:42] well. And I haven't received any calls as well.
[26:46] So hopefully sometimes no news is good
[26:50] news, you know, for us and our position.
[26:54] Um Okay, any any other comments regarding
[26:58] the solar? >> Uh you know, I have one comment.
[27:00] I would just like to make uh one suggestion for uh
[27:04] road commissioner. >> Sure.
[27:06] » So, um since you're kind of like in the seat of
[27:09] power, and
[27:11] you realize, obviously, many of the road commissioners out here
[27:16] realize that Green Garden Green Garden has a lot of problems with
[27:21] flooding. It's a mess. And
[27:24] I don't even know how to even fix it. You certainly don't have the funding to
[27:28] do all the engineering. Maybe you want to
[27:31] try to figure out if we can't get them to pay something for some of this
[27:35] funding or for the or pay for the engineering
[27:39] to fix what's going to come. Because, you know,
[27:43] I know they said that they're going to reroute those drain tiles, but when they
[27:46] put 300,000 posts
[27:50] smashing in the ground with a hammer, uh
[27:53] unless it's raining, you're not going to know what's
[27:56] happening. And if there's some way that we could
[27:59] maybe uh take some of these lands, we let them restore them back to a wetland,
[28:06] and maybe allow for some of the water to collect there.
[28:11] If we could get some engineers to work out something
[28:14] with the farmers, cuz there's a possibility the farmers could get paid
[28:18] for that. It's part of your deal. You could use a
[28:21] little bit of leverage in your position to maybe uh
[28:25] get ahead of some of this flooding that's going to come.
[28:30] So, there's a lot of uh in 1845, they passed a law that said that you
[28:35] could drain all these wetlands if you were going to grow food. Now, they're
[28:39] not growing food on them.
[28:42] So, those wetlands should be either restored or at least everything,
[28:47] you know, below them, there should be some sort of
[28:50] accommodations. A lot right next to the house that you probably know, that the
[28:55] gentleman on the property, there's a lot right
[28:59] next door to him. That That could be restored to a wetland.
[29:04] Just right there, it's it's already, you know, flooding and low.
[29:09] And some of these lots could actually be sold
[29:12] or bought or partnered for like land bank with developers.
[29:17] And some of them can actually be sold for carbon credits.
[29:22] So, there's a lot of things that can be done.
[29:24] But, I mean, I I don't even know where to begin. It's a mess.
[29:29] You know, with all these Nobody has maps of any of these drain tiles. Nobody
[29:33] knows what's going on. Maybe, you know, if somebody with these billions of
[29:37] dollars would be able to get them to do some comprehensive engineering
[29:41] to help out.
[29:45] » Excuse me. I just had an idea >> [clears throat]
[29:49] » Yeah, I'll answer. All all good points.
[29:53] I have I have thought of that um
[29:58] as far as if they're going to offer If this thing goes in
[30:03] um cuz I got to look at it both ways, you
[30:05] know, I got to fight the fight, but if it does go in, what are we going to get?
[30:08] And I've told Dena that if if we're going to get anything, it's going to
[30:12] help people out that see the most is going to help them.
[30:15] So, people have to look at the solar farms. They got flooding issues that we
[30:18] try to go help those people's help. We're going to help them them.
[30:22] Um I They did say that all of their wetland area, they're not putting panels
[30:26] in. So, that's not going to have panels in.
[30:29] That's what they're saying. Um and then the other thing I did say um
[30:33] my point was is I've been driving around and looked at
[30:36] their project in Gibson City Gibson City Gibson,
[30:39] Illinois, wherever that's at. Central Illinois, whatever the name of it is.
[30:43] City of Gibson. Anyways, this really looks terrible.
[30:48] If you drive by these solar farms, they look awful. It's like someone's not
[30:51] taking care of the the vegetation. So, I said
[30:55] I said, "Can you guys just do like 12 or 18 rows of corn around the whole
[31:00] perimeter? At least give us a counter shield so we don't have to look at the
[31:03] stuff." And he liked the idea. So, I don't know,
[31:06] but maybe he'll say he has like another idea that sounds pretty good. Like
[31:10] either Calvin or Calvin cuz I do talk to the guy. So, I
[31:15] He knows I'm not for it, but I still do take his phone calls and I phone call
[31:19] him, he'll take my phone call. So, I just think that's a a good way to do
[31:23] business. So, listen, if you have any suggestions, feel free to follow up with
[31:27] me while I'm up here and I can get it to him.
[31:31] » Okay, thank you, Jim. Um okay, so that's that's pretty much
[31:36] the solar update. Everyone's in the background doing doing
[31:40] as much as we possibly can on this. Um
[31:45] next item on the agenda under unfinished business is community services.
[31:50] Um I've said this before and um
[31:54] you know, it don't only go so far. We've had a couple big hurdles prior to all
[31:58] this. Solar is one of them. Town hall is the other.
[32:01] Always wanted the community services to take a big lift
[32:05] and and begin to really um
[32:09] develop these. When we had our
[32:14] when I when I would consider a a
[32:17] minor disaster, for some it was it was more than that, what just happened with
[32:22] the storm, it really would have been good if we had
[32:26] volunteers set in place already that could help out. Uh I know I
[32:32] was told you know, first of all, Jim, I want to
[32:36] thank you know, behalf of the township and and everyone here for the great job
[32:41] you've done. You volunteered to do that. Um and as correct me if I'm wrong, Jim,
[32:46] as a road commissioner, uh road district, you can't really go on
[32:50] someone's property and help them pull it to the street
[32:54] because of liability reasons. So, that being said,
[33:00] community service, disaster relief, that is somewhat of a disaster that would be
[33:05] great if we had some volunteers that would be willing to help somebody that
[33:10] has a big lot that's, you know, hundreds and hundreds of feet away. And how do
[33:15] they bring it forward? And obviously, you call a professional and you pay for
[33:18] it. And that's what we That's our responsibility as homeowners.
[33:22] But certainly, the elderly and and others
[33:26] that just can't afford it, it'd be great if we could come together as a
[33:28] community. So, just wanted to bring that up again to
[33:32] the board. Um and ask
[33:36] uh the community, we'll probably post this
[33:38] on our Facebook page and get the word out. We are looking for volunteers that
[33:43] we can have in place so that something like that happens
[33:46] again, we make a phone call, we have a
[33:49] chairperson, and boom, we're we we start making it happen for people.
[33:57] Um so, that that would be a good thing. >> Concerning this thing?
[34:02] » Yes. >> Concerning that.
[34:03] Um did the board submit a disaster declaration
[34:09] on behalf of the residents that incurred significant damage
[34:13] um from the recent storms? >> Did we?
[34:16] » Yes, did you? >> No, we did not.
[34:18] » Um because other town All the communities around us are submitting
[34:23] these disaster uh
[34:26] declarations or proclamations. And Anthony DeLuca said if you send it
[34:32] directly to him, he'll make sure it goes directly to the governor
[34:36] so that we can get relief to some extent."
[34:41] » Well, that's that's an interesting thing. Now, you you mentioned counties.
[34:46] Is that Is that Do they go as low as the townships?
[34:48] » If you When you submit it, you have to submit it Um I suggest you submit it two
[34:54] ways. First of all, submit it to Will County Emergency Management Agency,
[34:59] and second of all, submit it directly to Anthony DeLuca
[35:03] and ask him Tell him so because I've already talked to him.
[35:06] And he will escalate it right to the governor.
[35:09] And Mokena has, Frankfort has, all the surrounding communities have, but we
[35:14] have It has to come to view. >> Not the township has.
[35:18] » The township has not, and we don't have anything
[35:21] without you putting that in, if that makes sense.
[35:24] » Yeah, I appreciate you telling me. I'll call I'll call him up. I I said spoke to
[35:28] him earlier about the couple of weeks ago on the solar, so
[35:31] I'll call him after this. Okay. >> Thank you for changing to bring that
[35:35] Yeah, cuz I I think it's like super important that that we we come together
[35:40] with that. So, that being said, uh we'll post it on the Facebook page.
[35:44] If you're here visibly or or watching and you're
[35:48] interested in in volunteering for that, uh
[35:52] we're going to give you a resource to to reach out to on that.
[35:55] You know, for right now, you can contact me, you can text me, you can email, and
[36:00] we're going to put We really like to put something together on that.
[36:03] » I'm sorry, one more thing. Now, I I can speak about that. Um they also can
[36:08] There's also resources they can contact directly. 211,
[36:12] uh the Red Cross, um there's several different If you contact the Will County
[36:19] Emergency Management Agency, they'll give you a list of
[36:22] different things. I suggest you put that on the website so
[36:26] » people can reach out and contact them. >> Yeah, that's great, Jean. I appreciate
[36:31] you doing that. And that's all part of that team that would be responsible to
[36:36] know these agencies are and be able to connect people in the right place. Um an
[36:40] organized effort would be great. So, thanks thanks for that suggestion.
[36:45] Um okay, anything else I can be of service to you
[36:49] that you want to share? Um
[36:51] We have >> The form that
[36:54] The form that you sent to us regarding the um community services, um the phone
[36:59] number is 4178. Um you need to take that off. Also,
[37:03] there is a disaster committee and health emergency
[37:09] that we have right now. >> Wait, what's I'm sorry, I got distracted
[37:13] with this. I'm selling people I don't know what that was.
[37:16] Say that last part again. >> The missionary article.
[37:22] This form that you gave us um trustee is responsible to follow up
[37:28] and to um
[37:31] you know, complete the community services.
[37:33] Um I noticed that Ralph is on the disaster
[37:37] relief. So, this is something that that that he could look up look
[37:43] research I say. Um like where mine like is as well riding and and I'm happy to
[37:49] say that well riding keeps increasing. And and that's we started out with only
[37:54] a few people riding it and um I'm I'm very
[37:58] proud to say that even if it increases one or two people,
[38:02] that's where the direction we're going. Yes, it's a slow increase. It's
[38:06] educating these seniors and the um disabled community um that it's
[38:11] available to them. So, all of these things are um I'm glad you put this list
[38:17] um out there. It's on our website facility
[38:22] and the residents know where to go to get
[38:24] the information. >> Yeah, and we'll start moving
[38:27] even further. So, uh
[38:30] very quickly, the food pantry youth program, Wes Shepherd, um
[38:35] is is oversees that and he touches with with your church on that. So, there's
[38:42] resources that we have as well as another food pantry. So, that's
[38:45] available. Union Cemetery, we have to really cast the time window.
[38:50] Um she's graciously taking over the Union Cemetery to be the chairperson.
[38:56] Uh so, we need to do some things on our end for that. Will Wright, you mentioned
[39:00] the veterans, you're you're handling that. Matt has been rose with him being
[39:04] out still. Uh you're handling that. Belinda, you're
[39:08] you're got the ball rolling for the celebration of the veterans, correct?
[39:14] » Correct. >> You know, okay.
[39:17] Then we talked about the disaster relief.
[39:19] So, that's that's where we're at with all of that.
[39:24] Any other comments regarding that? Any?
[39:28] All right. So, that brings us to new business.
[39:31] Uh there's only one thing on the agenda. We're we're not looking to vote on this.
[39:35] Uh just to discuss and inform. Um
[39:39] we are talking about hiring a FOIA officer.
[39:43] And uh we put together a job description,
[39:49] uh sent that off to all the trustees should have that. Um
[39:53] but Belinda, do you want to give us an update on that, please?
[39:57] » Um if anybody um is interested in it, um uh
[40:02] Chrissy, do you have that posted on the website at all?
[40:06] No, that's the job description. Yeah, I'll hold off on that. Okay. Um
[40:09] we may want to post it on the um website. Right now, there are quite a
[40:14] few people who when we started talking about it, um have come forward and and
[40:20] have an interest in it. If someone does have an interest
[40:36] Hello. If someone is interested in it, they can
[40:40] send me the resume on
[40:43] Belinda at greenbelt town show at town.com
[40:46] so that if they are interested we'll know about
[40:49] it. >> Yeah, so and also Belinda is our FOIA
[40:54] officer and with this role she would be the trustee overseeing that so the
[40:59] hiring would report to Belinda regarding and Belinda would actually assist him or
[41:04] her make sure they're accredited and take
[41:08] the right classes and if they don't have the experience now so with Belinda
[41:13] at the forefront of that I'm very confident that this person will be well
[41:17] trained and under the supervision of Belinda is is a real plus
[41:22] for us. So thanks for doing that Belinda.
[41:26] Any other comments on that?
[41:29] You want to talk about we really didn't talk we didn't make a decision of course
[41:35] that's what we talked about $20 an hour it's a part-time position
[41:41] there would be strict guidance on logging hours in so
[41:46] obviously if you have a abundance of FOIAs one month you'd be more hours and
[41:51] if you have none you'd be none.
[41:55] Yeah, they have to get certified that's right. Yes.
[42:03] Yeah, we're getting quite a few FOIAs and um
[42:07] it's it's been a little bit overwhelming and we really need to have two people
[42:12] that are trained in that department.
[42:17] Okay, if there's no other discussion on that, that brings us to our reporting
[42:22] which many of us have done, but we've got a road commissioner's report.
[42:26] » Do you need to vote on that? >> No, no, we don't.
[42:31] » Because it's only my department that's on the line.
[42:34] » We'll bring it up as a motion to vote. >> Which will probably happen once we do
[42:40] the interviews some candidates, when we're ready to hire it will come up for
[42:44] a vote.
[42:47] » Do you use that department? >> No.
[42:50] » Ready? >> Yes.
[42:53] Um well, we started
[42:56] Testing, testing. We started out with working on drain
[42:59] tiles, cleaning them out, jetting jetting them.
[43:03] And then we had the big storm that was July
[43:07] 27th. Um
[43:10] once that storm happened, there is a usually network for public works
[43:15] departments, road districts. Um and one of the active days called for
[43:19] help. So, I believe it was is it in the day 3:30 all of our roads were cleaned
[43:25] out so we could traffic move by. So, the following day the 28th we sent a truck
[43:29] there to help them out. Um which is nice to help your neighbors
[43:33] out and they're out of control in their town, but you can get through one street
[43:38] downtown. Not one street. There was trees all over the place.
[43:42] So, um I actually went over there with another
[43:45] guy following day started cleaning up a
[43:47] little bit and then our residents started bringing stuff out to us.
[43:52] So, we had to come back home and take care of our own place, but
[43:56] today is the first day that everything was cleaned up so we're good, but I know
[44:01] other people will be bringing things out later on. So, we ran a double crew from
[44:06] July 28th until now. Um what I'll probably do now is weather
[44:10] permitting is just run a single curve one day a week just to
[44:14] pick up everything else. I put a timeline on the branch pickups just
[44:17] because if I don't, you know, somebody's going to be putting their branch stuff
[44:21] in November when I'm trying to plow snow. And it did happen last year,
[44:24] believe it or not. So, that's why the timeline is there. I'll still pick them
[44:28] up, but it's now it's like sitting out there for a week or a week and a half
[44:31] before I get it. Um
[44:34] but it was it was really good. The guys did a great job. It was hot, humid.
[44:39] The residents were great to them. People stopped up all all times thanking
[44:44] us which I really appreciate. Water, food, helped team up there. They feed us
[44:48] everybody. It was It was actually really fun. It was
[44:51] a lot of hard work, but they enjoyed it. Um
[44:56] the other thing was is just the buying with the residents. Pat Howsen Farms,
[45:01] Scott Pat Howsen. Thanks to him and the farm.
[45:05] Um we use a machine. It's a proper bucket and that saves so much time cuz
[45:10] we can pick up three 40-ft trees with this thing, put it in
[45:13] the truck, and burn it. And ours broke really day number three. He's like,
[45:17] "What about my house?" He's like, "I'll route one." He's like, "I'll pull it to
[45:20] my house. Pick it up." So, we use that bucket and we
[45:24] he doesn't rent farm equipment from us in the township, but it's nice that you
[45:27] can have a relationship like that with our
[45:29] residents.
[45:34] All right. So, the future, um Michelle Road bridge, hopefully I'll I'll talk
[45:38] about this in the future, but still got a few more weeks on it at least.
[45:42] Um the bridge is tore out. They started construction.
[45:46] Um they have like a temporary wall put in.
[45:49] It's probably going to be water and the steel. And then I can see that they have
[45:53] um all of the area surveyed for where the
[45:56] pylons need to be driven. So, I don't know when they're doing that. I called
[46:00] on it uh today and the report wasn't in that shape when but there is progress.
[46:06] Uh in August, uh as everyone knows, Christy
[46:10] may turn our site. Um they're going to start the chip and
[46:13] seal. So, probably the third week of August, again depending on weather. And
[46:18] the roads that are going to be chip and seal are going to be West the 45th, and
[46:23] Colling Road, Runnels Road, and Doralie. Then, the other roads will be
[46:28] 80th and 80th Avenue, and then between
[46:32] Colling and Hopper. Got it.
[46:37] Uh and then uh
[46:39] last major road project for um well, whenever they do it in a year, is
[46:46] going to be a mill and overlay on Runnels Road. Um that's going to be
[46:50] where Links Edge entrance is on Runnels, and it's going to go all the way to just
[46:54] a little bit past Wildhorse entrance. That is it.
[46:59] Oh, one more One last thing, too, I did uh
[47:02] for the uh reports, um I can I filled out the FEMA for the uh branch pickup. I
[47:08] got a word count, so if you get something different, do you send send it
[47:12] to me? >> They're asking for something different
[47:14] for reimbursement.
[47:18] » Oh, sorry. >> We're sorry.
[47:20] » Yeah. All right, uh one more residents, All right.
[47:25] I'm just running the air conditioner. This is the last thing.
[47:32] We have an issue of the 2008-2009 downturn with the construction. There
[47:37] was a few subdivisions that uh they were stagnant for quite a while,
[47:43] and developer um sold probably three, four, 10 times.
[47:47] I really don't know how many times. Uh
[47:50] Sheral Boyd, particularly right now, is starting to fill in. Um
[47:54] but the person that is the developer or or
[47:59] owns it uh
[48:01] is not is not doing any maintenance on it. So,
[48:04] we're trying to push him a little bit. Um
[48:07] but they're really not getting any work. So, like the light fixtures,
[48:10] um they're not working. Um there's got to be another um
[48:15] layer of blacktop put on the roads. Um
[48:18] so, the way it works from what I understand,
[48:20] I'm kind of This is something new to me. It's
[48:23] We haven't had a subdivision built here since
[48:25] 2005. It is
[48:28] as the developer will come in and at a
[48:31] certain point after the houses are built,
[48:34] they ask the road commissioner to take the roads over.
[48:37] Um at that point, I would go in there just
[48:40] like a new house, assess everything, like punch list stuff.
[48:43] Street lights need to be fixed, whatever lights broke, curb broke. Um and then
[48:47] they would put the last layer of asphalt on.
[48:50] Um this person that's in Charlotte Boy
[48:53] doesn't sound like this is happening. So, one of the residents is very nervous
[48:57] about it. Uh he wrote a letter, I can read it, um
[49:00] but that's what it's about. So, there's a letter of credit that should be at the
[49:03] county. Um
[49:06] the original person had one, but this person doesn't seem to be taking it
[49:09] over. So, they'll be there once we have a lot with
[49:13] the subdivision that's, you know, been destroyed and not finished up.
[49:17] So, uh it's from Tyler Ziever. Uh
[49:20] he really wants this on the record cuz he's just trying to fix a problem before
[49:24] it gets too late. Um I want to bring this to the attention
[49:27] of the board. I did some self-research regarding the subdivision in Charlotte
[49:31] Boy in Brown Township. From what I have been able to gather
[49:35] from public data, the subdivision was sold and the
[49:39] new developer was brought in. The biggest concern currently is that there
[49:42] is an active legal responsibility to that developer to ensure the final layer
[49:49] is completed. That's the asphalt I'm talking about.
[50:00] After speaking with the county they said that the letter of credit
[50:05] half a million dollars was indifferent and other than the current developer
[50:09] and and we're unable to state whether the letter of credit would apply if the
[50:13] current developer failed to face obligation.
[50:16] And they had stated they are and the model
[50:20] multiple times to get the developer to transfer this information but
[50:24] have been unable to do so. I wanted to bring this to the attention of Green
[50:28] Garden and that they just may at some point become a large liability
[50:32] for either Green Garden, the county or the residents of Shepherd Woods.
[50:37] Um Ralph
[50:41] you're in charge of the land, right?
[50:42] » Yes. >> I'm sorry to bring that up to you but
[50:47] you can do anything with that.
[50:49] » I want to.
[50:53] » Yeah, we're going
[51:00] » Normally the letter of credit has an expiration date. I'm not very familiar
[51:04] with that but I know that our letter of credit expired
[51:08] and it can be very costly when you have to pay the street.
[51:13] Um when you contact the county find out if
[51:17] the letter of credit the date on expiration is coming near that we don't
[51:22] want to let that go to expire if it expires.
[51:27] Yeah, that's that's a problem. Um is that something that once you find
[51:32] out our lawyer can look at that and make sure it's in order cuz that's important.
[51:41] » Thank you. Thanks for bringing that to our
[51:44] attention. We just got that email. I got it today forwarded to
[51:49] Jim and then he called. So, thanks for being
[51:53] on top of that. Okay, so that concludes the road
[51:58] commissioner's report. Trustees report. Starting with Linda, any any report
[52:03] other than the financial report? Okay.
[52:08] » No. >> No.
[52:09] » No. >> What's that?
[52:12] » Okay, I I do not have anything further Jim as
[52:15] well. So, that brings us to public comments.
[52:20] So, what I'd ask you to do is West will provide a microphone if you'd
[52:25] like to come up once. And if you could just come up to the
[52:29] mic, stand up, state your name please. First and last name for the record.
[52:35] » Yes. >> I'll pull the mic over to you when
[52:37] you're ready.
[52:40] » Also, whoever is using it, if your body blocks the signal
[52:45] » I'm going to put the thing right here. >> it gets some
[52:48] » Dan said it's >> Yeah, he's saying sideways like this.
[52:51] » No, I'll just make it up. >> Okay.
[52:54] » And how long are you >> Uh it's a 2-minute public comment. We've
[52:58] got a timer. Um
[53:01] and uh our first first public comment
[53:05] Stand and state your name for the record, please.
[53:07] » Yeah, William Cunningham. So, I I just want to comment on the
[53:12] consideration of the FOIA officer. I did a little research and River Trails
[53:16] Township is the only township in Illinois
[53:19] to have a dedicated FOIA officer that is an elected
[53:23] official. So, while we consider asking our boards
[53:28] and our other uh
[53:31] like the bodies and our taxing entities to cut some
[53:35] slack to the taxpayers to give a little bit of relief. I know the
[53:39] county board has given relief with holding the line the 11 twice. I ask
[53:44] this board to hold that line 11 and increase it by 5%. And now there's
[53:48] plenty of room to grow and they would be the only township in
[53:52] the whole state to do this. So, let's consider how many points we're
[53:56] dealing that we would have to be at that level
[53:59] to be the only township in the whole state
[54:03] that would be in this type of a position.
[54:06] Secondly, we're asking people to donate their time and volunteer to pull trees.
[54:11] Who would want to pay $20 an hour to work for somebody who can't volunteer to
[54:14] help other people out, sir? I would ask that this township really
[54:18] consider where they're putting their priorities.
[54:22] » Okay, thank you, Martin, and we will consider what you have said.
[54:30] Any other public comment?
[54:37] Anyone else?
[54:41] Can you please state your full name for the record?
[54:45] » Should I go to the side? >> Yeah,
[54:47] you're right next to me. >> Okay.
[54:50] Uh my name is Wendy Bendotti. So, can you hear me okay?
[54:58] » Could you spell your last name for >> Oh, sorry. I write this. Bendotti, B E N
[55:03] D O T T I. >> Okay.
[55:05] » So, we didn't want to do this public readings because
[55:09] we live in our golf creek with the estates, okay?
[55:13] » Golf creek, you said? >> Golf creek estates,
[55:16] and I'm quick to say that, okay? And um I was wondering
[55:20] if if there's any kind of homeowner
[55:23] association here at all. Because the reason is is this something
[55:28] I should talk about publicly or should I do this on the side? Is that okay?
[55:32] » It's okay. Yeah, how would you like to say whatever you would like to
[55:35] say? >> Okay, so I just have a question. So,
[55:37] right in the front, and then of you've gone down Bronx Road at Golf Course
[55:41] entrance, Golf Course Estates,
[55:44] our landscaping there is always a challenge.
[55:48] Uh my husband and I try to go up there once a year to do some digging and try
[55:52] to clean it up. Uh so, my question is, you know,
[55:56] is there any way of getting the the neighbors involved, or is it
[56:01] something we just have to take on individually if we care? Cuz I care, you
[56:05] know, and I just feel like not a lot of other people do, and I know
[56:09] that it sounds personal to me, but anyway, but we just think it could look
[56:13] a lot nicer, and I feel responsible for that.
[56:16] So, is there I don't know if there's any association
[56:20] left in that, or um you know, who
[56:24] » I'm not >> You're saying Creek Road,
[56:26] Golf Creek? >> It's up Bronx. It's right near the Golf
[56:28] Course again. >> It's just before the wild grass.
[56:32] » It's on Lexington. >> Yeah, I don't have that. I don't have an
[56:35] address. >> How How many total homes are there?
[56:37] » I think 20. >> Okay. I was in I was in there I was in
[56:40] there a couple months back, and
[56:43] yeah, I I wasn't aware of a homeowners association.
[56:47] I mean, if if someone else has a suggestion,
[56:53] um so, if you're in the same situation as White Oak Summit, it's very much
[56:57] similar. >> They had like a a whole roundabout, and
[57:01] people took care of it, and then also most people moved on, and nobody takes
[57:05] care of it at all. >> The one thing I would suggest is one of
[57:08] my kids was in the East Coast, and they
[57:11] moved in, and somebody went around and said, "Would you give me whatever, $20
[57:16] or $50, a small amount, which is a deck break for like
[57:19] um 4th of July, things like that." You're not going to get everybody.
[57:22] You'll probably have a hard time getting a homeowners association to apply.
[57:25] I mean, but maybe if you get some donations,
[57:27] they can hire a landscaper to go out there, cuz it probably won't be that
[57:30] much money to do it, but that might work.
[57:33] » That's what I was thinking. I Okay. Um I
[57:37] have other times so it's kind of hard to pull the people together.
[57:41] Um but uh it you know when you've got a lot of ideas written out of what we're
[57:45] going to do and what we're going to do soon to clean it up. Um but yeah, I mean
[57:49] we're just going to get older. Did you like that I said that?
[57:52] Yeah, and um so it's yeah it I don't want to make the neighbors mad
[57:57] at me. I just want to say, "Hey, if we can get
[58:00] it, you know, I'm asking for twice a year, spring and fall kind of thing, to
[58:04] help us keep this keep it nice, you know? I mean
[58:07] Anyways, I'm just going on. >> Okay, thank you, Mrs. Guy. We we got a
[58:12] hold of this in like 2 minutes. >> But you answered my question, so I will
[58:16] uh >> Thank you for that. Would you Would you
[58:18] go ahead and and shoot an email to us? Um
[58:22] you can start with my, you know, me or Yeah, why don't you just shoot me an
[58:27] email and uh we'll talk about it and try to help you any way we can.
[58:32] Uh if you need promoting in some way,
[58:35] you know, but >> do you have any suggestion on how I open
[58:38] that up? I mean, you know, I'd be happy to put something together.
[58:41] » kids that could help you. One that actually helps an elderly woman in that
[58:45] neighborhood already. >> Oh, okay.
[58:47] » Okay, his name is Anthony so >> Oh, his name is West.
[58:50] » No, so so that used to be my job.
[58:52] » West is her name? >> Yeah, it's her name.
[58:55] » I can talk to her name. >> Yeah, Renee is for somebody helps Renee
[58:58] do her yard. >> Oh, thank you. I'll
[59:00] » They probably like those jobs. >> Okay.
[59:03] » So do this, West, at greenegarden@gmail.com.
[59:08] And then mine Mine's supervisor at greenegarden@gmail.com, but um if you
[59:13] could put it to uh ggtownship
[59:18] at
[59:21] No, it's gg. Mine is gg. Yeah, ggtownship@gmail.com township at
[59:26] gmail.com our emails figured out
[59:31] I don't feel I'm missing any. It's just it's very cumbersome and and when I was
[59:35] on medication I did miss some. So, that one I won't
[59:39] So, if you could email myself and Wes and I'll follow we'll follow up with Wes
[59:44] later.
[59:59] Uh any other public comments? Yes.
[1:00:04] Uh for the record, James Bashaw is assistant to Mr. Bashaw.
[1:00:17] » Um since no one other than the board is allowed to see the meeting minutes prior
[1:00:22] to being voted on um was that formal written objection
[1:00:28] included in the July meeting minutes that I sent last month?
[1:00:37] » Are >> I sent it to
[1:00:39] » Yeah, I was going to ask you that formally
[1:00:41] cuz I we have no line >> It's a question.
[1:00:43] » Yeah, but is that are you done? >> Yes, I'm done.
[1:00:46] » Okay, thank you.
[1:00:49] All right, and the question was was it considered to go on the agenda?
[1:00:56] » Was it put in the meeting minutes? That the agenda.
[1:00:59] » Oh, the meeting minutes. Okay, cuz I I just received your email. I just saw
[1:01:03] that today.
[1:01:11] Was it in the minutes? >> Oh, it was received after the meeting so
[1:01:14] I put it out we must have the minutes.
[1:01:16] Cuz it has to be at the meeting. So, I can't put anything in the minutes
[1:01:20] that didn't happen at the meeting. >> So, the was a
[1:01:25] There was a policy voted on, and then the fact that I wrote the legal
[1:01:29] objection or after directly following that, you'll see that we probably do the
[1:01:35] » No, it's it's outside of my opinion. The only thing that could go on the meeting
[1:01:39] minutes is is something that was said after the meeting.
[1:01:42] » Okay. >> So, now there will be in this meeting
[1:01:44] minutes. Uh
[1:01:47] Okay, any other public comment? >> I just have a question.
[1:01:51] Going back to the >> Share your name for the record, please.
[1:01:56] » Dee Gary, 12 Franklin Street. I'm new to the area. I've been here
[1:02:00] about 9 months. I have a question for the road commissioner. You mentioned
[1:02:03] about cleaning up uh branches and things. Um thankfully, we did not get
[1:02:07] hit with anything bad. But, in the future, I'd like to know how does this
[1:02:12] work? Are you supposed to put things at the curb? I have no idea. And then you
[1:02:16] also mentioned that's the number one question. Number two, you mentioned
[1:02:19] something about chip and seal. What is that? And you mentioned something about
[1:02:22] bronze. Can you go over that again about what what's going to happen to the road?
[1:02:26] Thank you. >> Okay, thank you.
[1:02:36] The uh So, the road district We're pretty good road district in the
[1:02:40] county. We're the third biggest one. We have two full-time employees. I do have
[1:02:44] some part-timers. So,
[1:02:46] uh in that like a storm, I could hire a few more people and
[1:02:49] run that double crew. Uh but, I do come get to I do that
[1:02:53] branch pick up. If you want to send the branches out,
[1:02:58] just put it so the cut edges are close to the street.
[1:03:01] » Who do you contact? >> You contact me um if you either email me
[1:03:05] or something, either one is fine. >> Oh, like what department? I mean, I
[1:03:09] » The the road commissioner. >> Road commissioner.
[1:03:11] » Road commissioner, yeah. So, the >> Under Low County or
[1:03:14] » Green Garden Township, yeah. So, if you go on the website, my contact
[1:03:17] information is there. Otherwise, you can just get it in the
[1:03:20] Um It's pretty simple. Basically, I did
[1:03:23] The issue I do have is we do put them out. We try to get them
[1:03:27] out as soon as possible, but there's just times that it takes us a week. So,
[1:03:32] be prepared for them to be out there for a week or, you know, hopefully less.
[1:03:36] Um chip and seal or tar and chip
[1:03:40] on the country, there's um it's it's not a paved road, so it's what
[1:03:45] it is. It's a gravel road, and then we go
[1:03:48] through there and take a um it's it's like a
[1:03:53] it's an emulsion. It's almost like a pavement. It's very thin. We only spray
[1:03:57] that probably like maybe like 4 cm. And then once that goes down, they'll put a
[1:04:03] It's called C16, which is a really small chip. And that goes over it. You need to
[1:04:08] do that about two times, and then that gravel road will turn to a hard road.
[1:04:13] Um we do it three times, but it's still a good It helps out. It's nowhere near
[1:04:17] the strength of pavement. So, when you drive down to the gravel roads, you'll
[1:04:21] notice they're can get pretty bumpy cuz they're
[1:04:23] not known for their stability. Um that's the other reason for the time
[1:04:27] zone road, and then so the
[1:04:30] it's called A1 application. The
[1:04:34] roads after a while that chip wears off, so I respray on it. So, when they start
[1:04:37] getting If you notice, they'll get black some.
[1:04:40] And when they get real dark black, that means they're wearing down. So, that's
[1:04:43] how you can tell. So, I spray over it. Um and then the last question about the
[1:04:47] pavement, Bronx Road, that is from Linkside to the
[1:04:52] South Division just to your south. Um on Bronx Road, there's an entrance
[1:04:56] with a They'll get milled down 2 and 1/2 in. So, just a machine that comes down
[1:05:01] and grinds up that first and that layer of pavement.
[1:05:04] And then it will go all the way down to Wildgrass
[1:05:07] um with pavement at there. And then once that's done, it's prepped for uh
[1:05:12] resurfacing. We still put another 2 and 1/2 in the top.
[1:05:15] So, that road will be nice when they're done with that section.
[1:05:19] » Do we have a date that that's going to happen or
[1:05:22] » The So, the the chip and seal project is going to be in August, weather
[1:05:26] permitting and weather permitting. The paving project
[1:05:30] I can't give you a date because typically it's done by now, but it's the
[1:05:34] same contractor that's doing Route 45. And if you've noticed, Route 45 doesn't
[1:05:38] seem to be moving too fast. >> Yeah.
[1:05:40] » So, so anything they tell me, I'm not going
[1:05:43] to say in the meeting, but it it'll happen. I mean, they're It's a big
[1:05:46] company that's here, but they I just don't know why.
[1:05:50] » Thank you very much. Uh yeah, the the website greengardentownship.com
[1:05:56] uh shows There's a lot of information on there.
[1:06:00] We we put The first question that that we asked
[1:06:03] when we We had it on our Facebook page, but we have 300 followers, right? So,
[1:06:08] we're hoping to build that up over time. So, if if you want, you can you can go
[1:06:13] to uh our Facebook page, Green Garden Township Board page, and follow us, and
[1:06:19] we try to put
[1:06:23] We put information on there as well. And then sometimes, depending on what it is,
[1:06:28] it gets forwarded to the Green Garden Watch,
[1:06:31] uh which is obviously unofficial information
[1:06:35] of our township.
[1:06:38] Okay, very good. Uh any other public comment?
[1:06:44] If not, oh, yes. Uh yeah, the lady in the back, please come
[1:06:48] forward and Okay.
[1:06:55] When you're going down what you can just state your name for the record so the
[1:06:58] audience can >> Yeah, I'm I'm Wishon.
[1:07:01] This question is for Jim. You know, there's flight down there in
[1:07:05] Palomino again. Like black asphalt, I just want to know
[1:07:09] however we're going to handle it.
[1:07:16] So, I did get a hold of the developer on that one and it was strictly on property
[1:07:21] back there. They didn't give a permission to get on.
[1:07:24] So, if I am going to put a gate up, that's
[1:07:27] up to Bill County, the department, fire department.
[1:07:31] So, we all have I have the okay to do it.
[1:07:34] I don't I have the time. So, it's going to happen. I just don't know when.
[1:07:39] I had a guy in house in the county getting the gate. So,
[1:07:42] » Yeah, so blocking it off is the story.
[1:07:46] » But, if you Yes, sir. In the back there.
[1:07:52] Excuse me?
[1:07:55] » All right. Tyler Zuber, guy who sent the email to Jim. I just got here, so I'm
[1:07:59] just going to follow up and give a face to the name. Um the Charlotte Woods
[1:08:03] subdivision with the letter of credit that we're talking about. Um just wanted
[1:08:08] to check and get on paper with you guys. Going to give you a brief response. I
[1:08:12] didn't quite hear it on the live stream. Um
[1:08:15] I just want to confirm who that liability will end with. Whether it will
[1:08:19] be a resident of Charlotte Woods, all of us, um the taxpayers or
[1:08:25] um the government pretty much any people, whether it's county or the
[1:08:28] township. Um I know actually you already mentioned something about the expiration
[1:08:32] of it. That'd be awesome to see if we can get that
[1:08:36] um presented so we can prove one way or the other that it's there. Um Jim's been
[1:08:40] a great help, so thank you, Jim. I appreciate it. Um I just wanted to come
[1:08:44] here and get that email that was written up. That was good. Thanks. Thank you,
[1:08:47] guys. >> Thank you.
[1:08:52] » Thank you. You have a couple questions.
[1:08:56] Have you voided the letter of credit from the county?
[1:08:59] » No, so I I only talked to a couple people from the county. I I didn't do
[1:09:04] anything official since my first real official type thing that I was doing. Um
[1:09:08] I didn't want to go that route. It was always annoying.
[1:09:11] Um so I just wanted to talk to see if they could actually
[1:09:14] present the information legally to me without me paying. Um there's no reason
[1:09:18] to pay it if they're going to give it to you. So um no, I haven't. Um but if they
[1:09:23] can get it and present it, the problem is is I don't know if I'm
[1:09:27] allowed to have it publicly. Um but somebody who is allowed to have it,
[1:09:32] if they can say, "Hey, yeah, this is good to go. This is in the correct name.
[1:09:36] This is, you know, active and and and ready to go at any point in time." I
[1:09:41] don't want to be behind the eight ball when something may or may not happen and
[1:09:46] then we are basically playing catch-up.
[1:09:52] » Um Christy, can you clarify for me the minutes of the meeting has everything
[1:09:58] that was discussed verbally here? And um nothing is inserted into those
[1:10:05] minutes if I hand you a piece of paper that has
[1:10:09] a bunch of information that I haven't discussed out loud, that would not be
[1:10:14] inserted, correct? >> No.
[1:10:16] » Thank you.
[1:10:20] » Any other public comments? >> I have a
[1:10:23] Arbutus I have a question. What's the status of the newsletters?
[1:10:29] That's it. So the next question you wondered
[1:10:34] » The status of the newsletters. Well,
[1:10:41] we want to do them, that's for sure. We're going to do them.
[1:10:46] Um can I give you a date?
[1:10:49] Can I give you a date? No, I can't. So, with that, what we'll
[1:10:54] do is we'll ask every department head and and here's how we started this
[1:11:00] sometime ago now um to put together, please, I'm going to
[1:11:04] ask that each department head put together
[1:11:09] something that you would like in that newsletter.
[1:11:12] Um and it doesn't have to be like super long, right? It can
[1:11:16] be short but you know, we want it
[1:11:19] concise, informative. Uh
[1:11:22] the trustee that's overseeing it maybe the project information. We'll have
[1:11:28] solar portion with that with the town hall in
[1:11:32] there. So, let's do it again. Let's let's make that a reality. It's time.
[1:11:37] » It's time. >> It's time, Barbara.
[1:11:40] I appreciate your patience with that. It is time to get
[1:11:45] Yeah, and and we we wanted to get people signing up for the email newsletters.
[1:11:51] And only a few have done that. So, if you go
[1:11:54] to our website page and you can sign up
[1:11:58] Yeah, if you if you want to sign up for an email newsletter. Cuz our initial
[1:12:03] thought was we're only going to put out like two a year
[1:12:06] physically. And we hope that people sign up for the
[1:12:10] email newsletter as well. So, all the departments we're we're going to ask
[1:12:14] that. I'll put together a quick email to all
[1:12:17] the departments asking them to to bring that over to us so that we can get
