I don't know about that clock. We're not
wastisible
[0:22]
with liberty and justice for all.
[0:28]
Uh, roll call, please.
>> Mayor Mont
[0:32]
» here.
[0:35]
» Mr. Mling
>> here.
[0:39]
» Mr. Bryer
>> here.
[0:42]
» Mrs. Summers
>> here. Mr. B.
[0:49]
Uh, Mrs. Howard
>> here.
[0:52]
» Mr. Caldwell
>> present.
[0:55]
and Alderman Brock here. Do you have a
port
[1:08]
uh
reading of the minutes from last
[1:11]
meeting? I
>> got it.
[1:16]
» Yeah, we don't.
>> Oh, okay. So,
[1:20]
» there they were not in your packing.
>> Yeah, that's what I'm saying. No. Oh, I
[1:24]
apologize. I should have been in there.
I remember
[1:34]
» at the last minute.
>> Oh,
[1:40]
[laughter]
[1:49]
» anyway, I guess we'll kind of table that
until
[1:54]
We have a chance.
[2:03]
» Is there anybody?
[snorts]
[2:06]
» Have you signed in?
>> No,
[2:08]
» please sign.
>> Okay.
[2:12]
» All right. Um,
there's no comments. Any reports?
[2:20]
» No report. Okay.
Well, then we'll go to new business. And
[2:25]
uh
the first one and only one is the
[2:29]
amendment to the text of the zoning code
section 405.337
[2:35]
A2 C relating to hours of operation of
marijuana dispensers.
[2:48]
um just introduce myself and um Paul
Rockers. I am the director of compliance
[2:54]
for the code store that is here in uh in
your town. Um with me is Lucas Touché.
[3:02]
He is one of our other directors of
compliance. Um we're here today this
[3:06]
evening to uh just request um an
extension of the hours [clears throat]
[3:11]
of operation that you currently have in
your ordinances to allow us to be able
[3:16]
to maintain the same level of of service
that we've provided to our customers at
[3:20]
the current location. Um the hours of
operation we have there are from 9:00
[3:25]
a.m. to 10:00 p.m. Monday through
Saturday and 9:00 a.m. to 8:00 pm on
[3:30]
Sundays. And so, you know, in order to
maintain that service that we've been
[3:36]
providing [clears throat] at times and
availability for customers to come to
[3:40]
the location, we would like to be able
to offer that same those same hours of
[3:45]
operation. Um, the other thing that we
looked at was within a 5 mile radius.
[3:50]
The other dispensaries that are in the
area, I think three of the five have
[3:56]
hours of operation until 10 p.m. as
well. And so we just want to maintain a
[4:00]
competitive, you know, competitive and
not lose, you know, competitive
[4:04]
advantage or disadvantage um by having
to lower our hours and force our our
[4:11]
customers to potentially go other places
at the hours that we won't be able to be
[4:14]
open would uh interfere with when they
would be able to purchase. So those are
[4:21]
[clears throat]
>> Have those hours change at your existing
[4:23]
facility since you presented this one to
the new facility?
[4:26]
» No.
>> No.
[4:29]
And the plan is to that um plan is we
are going to be moving this Thursday
[4:34]
morning to the new location when we're
playing.
[4:37]
» Jeremy,
>> well uh the zoning code that you've
[4:41]
adopted, which is the marijuana
dispensary code requires the hours of
[4:46]
operations left that you see
uh Monday through Friday 9 to 9,
[4:53]
Saturday, Sunday 9 to 6. So, as a
result, the applicant would have to ask
[5:00]
for a text amendment to your zoning
code. So, basically, you're amending
[5:04]
your your your code. Okay. Um,
tonight you're you're having discussion
[5:12]
for for a recommendation.
[5:20]
» All right. Anybody can
>> I recommend we approve this.
[5:25]
I second.
>> Motion.
[5:29]
» Motion's been made to approve it. Second
>> and second it. All in favor say I.
[5:36]
» I.
>> Opposed.
[5:39]
» So then you're recommending
uh approved
[5:43]
to the board of
>> alderman.
[5:47]
We're recommend text amendments to the
board of alderman.
[5:50]
» Correct.
>> And then the board of alderman will
[5:54]
» decide. Correct.
At the board of alderman meeting which
[5:58]
is in two
>> August 17th.
[6:01]
» August 17th.
>> Yes.
[6:04]
» Let her know that
>> they got recommended to approve to go to
[6:09]
the board of alderman on August 17th.
Okay.
[6:11]
» Excellent.
>> Same room, same time.
[6:14]
» Perfect.
>> Okay.
[6:15]
» Thank you all very much.
>> Have a good evening.
[6:18]
» Thank you.
>> I think that was a record.
[6:25]
» [clears throat]
[6:37]
» So now we're done to unfinish business
continuation
[6:42]
on a comprehensive plan.
>> It's been a while since you guys have
[6:47]
looked at this plan.
>> So it is a good idea for you guys to
[6:51]
look at it again.
to determine if you would like any
[6:56]
changes,
>> right? And I I submitted uh my changes
[7:05]
last month to
>> Well, there would be a discussion right
[7:08]
now for all of you to uh recommend
uh change. Does this go to boardment?
[7:20]
» The comp plan land is solely your
product.
[7:24]
» Yeah, we don't have to.
[7:28]
» What you would do is, you know, once we
got all any and all changes put
[7:32]
together, we would put a final updated
draft together for you to approve by
[7:37]
resolution and then would send a copy to
the board of alderman saying, just so
[7:42]
you know, here's the new complaint.
Okay.
[7:47]
» I was going to ask Tracer, do we have a
list of
[7:51]
recommended changes over the years that
we kept
[7:55]
» or
[7:59]
due to the uh census kind of that kind
of information?
[8:04]
» Yeah, that part I already had I got that
information from East West Gateway and
[8:09]
so that part I've already updated.
That's why it has the 2020
[8:13]
and beyond numbers.
>> And the Have you updated the verbage
[8:17]
like you usually do?
>> I didn't update I updated anything that
[8:21]
had to do with the demographics and that
information, but I did not touch
[8:26]
anything else because that's up to you.
>> Oh, I just I it seems like other times
[8:32]
we've had things where you said, "Hey,
people aren't really seeing this
[8:34]
anymore.
Oh yeah. Well,
[8:38]
» yeah. It was really more like I
highlighted that one section about,
[8:42]
you know, Lyn Fairy that's always been a
discussion as to whether it's ever
[8:46]
really going to be that cute little
>> destination
[8:49]
» destination where people have coffee
shops and walk up and down or is it
[8:52]
going to be people selling tires? It
seems like all the shops or businesses
[8:57]
that are there, you have to get
[9:03]
special request for what to go against
it. It's it's not like you can just walk
[9:08]
up and go in. There's a lot like that.
So,
[9:15]
so you know, they can stay saying what
it says or you can
[9:21]
recommend changing or whatever, but
looks like
[9:24]
Gary's got a
>> Yeah, I I know I had uh mentioned
[9:29]
something used as an example before u
that I for our own neighborhood
[9:35]
place. We've always had that the stated
goal was to open up place and drive and
[9:42]
I said, you know, the neighborhood's
been there 29 years now, which is
[9:48]
stunning. And anytime this has ever come
up, it's like, uh, well, Green Park
[9:52]
isn't going to flip the note for that.
It's going to be developed. And
[9:57]
» and that's fine. I I could care less.
>> But it seems like my point was going
[10:03]
through this, is that something that
realistically should be part of the
[10:07]
vision? And is that what we're looking
to do?
[10:12]
» Yeah.
>> Kind of thing. it, you know, is has that
[10:14]
vision changed or is that still well, if
money was no object and whatever then
[10:20]
and it wasn't completely straight up,
>> right? Well, Derek just before the
[10:25]
distance and the the climate property,
so you'd have
[10:30]
» Well, there's that, too.
>> So, there's no public property. It's too
[10:33]
steep. You would have to connect to a
private road that is in horrible
[10:38]
condition.
And so so you would have a lot of issues
[10:44]
for educating public.
>> The the issue isn't how can it be
[10:49]
afforded. The issue is is this something
that we should keep on our radar that
[10:53]
someday if we can figure this out we're
going to do it.
[10:56]
» Yeah. I I I remember talking about the L
ferry thing making fun of it saying you
[11:01]
know it's going to be this walkable
destination like hell maybe we can put
[11:04]
in that we're going to have a gondola go
across Lindberg to park too. Let's put
[11:08]
that in. Is it is it really something
that
[11:11]
» you know
>> that's a really good idea Dave.
[11:14]
» How about Well, let's put it in there,
you know, but but
[11:18]
» take out the metro.
>> So, I'm trying I guess I'm just trying
[11:21]
to get at are we is this really
realistic or hey, that happens hasn't
[11:26]
happened for 29 years. Maybe the next
quarter somebody get it to happen.
[11:30]
That's that's my point. The only one
that's not realistic anymore is Lenveale
[11:35]
connection to Lindberg Business Court
because of the development at the end of
[11:40]
Lyn Vale.
>> Yeah.
[11:42]
» You can no longer make that connection.
>> Yeah. It it seems to me that this should
[11:47]
be more of a document how we had the guy
in here last month about who wanted to
[11:52]
convert right that house to resident. I
mean that that to me seems to be what
[11:58]
more the focus of this shoot more than a
gondola across.
[12:09]
» Well, is it realistic to u uh include
anything about the metro light rail
[12:15]
anymore?
[12:18]
» I I don't think so.
>> I don't think they're talking about
[12:21]
metro.
>> Yeah, that's his point. I mean, it's
[12:24]
Yeah. I mean,
>> well, they killed it from St. Louis City
[12:27]
from north to south. It's going to be
bust. So, I don't, you know, I don't
[12:33]
anticipate anything coming out here.
>> Yeah.
[12:37]
It seems to me that since we adopted it
the last time, we've we've used it
[12:40]
specifically two times. Uh, the used car
place that wanted to move in where
[12:49]
» Yeah. Right. And we we literally adopted
this the month before and said either it
[12:55]
means something or it doesn't have a
standalone use card and then also those
[13:00]
people on Lindber or Green Park that
have the abandoned lot.
[13:05]
» Right.
>> Right. With that and then
[13:07]
» he was going to he wanted it to be
industrial.
[13:10]
» Right. Right. Right. You said yeah
you're not there for six months or
[13:14]
whatever. Well, that's part of our code,
but the code and plan sort of work
[13:20]
together. [clears throat]
[13:30]
» So, so far taking out 2.3.4 about the
metro link.
[13:35]
» That's all that part I know for sure.
The gondola I can't take out is
[13:40]
something. If you want to take out the
part about uh the realigned Yuma drive,
[13:46]
we can certainly do that.
>> 2.3.
[13:50]
» I literally was just saying that as an
example of something that should that
[13:55]
meaningfully be in here after 29 years.
That
[13:58]
» that's what I'm literally trying to
figure out from the commission whether
[14:02]
anybody wants to keep that in there as
an idea that should happen or
[14:06]
» I would say we have not had a meaningful
[clears throat] discussion of developing
[14:09]
that.
in 29 years.
[14:12]
» That's why it still looks the way it
does.
[14:14]
» Yeah. So, I would argue something like
that should be the kind of thing we
[14:19]
should, hey, should that still be in
there? Is that
[14:21]
» I mean, if you meaningfully wanted to do
that, what you'd have to do is kind of
[14:25]
change
that zoning over there from residential
[14:30]
to
some kind of a second tier commercial.
[14:34]
And then say you're going to allow
commercial all the way down to the end
[14:38]
of it. And then you might get a
redevelopment. You might even get a Home
[14:41]
Depot. Who knows?
>> But that's what led to this whole thing
[14:45]
being zoned residential in the first
place.
[14:47]
» Well, Joe may remember this may remember
this that I think there was some
[14:52]
discussion initially that somebody might
put in like almost like senior living
[14:58]
» that was back in 08.
>> Right.
[15:01]
» And that Yeah. Right. But it was still
the case to them. It's like what benefit
[15:05]
to them
would be to build out that road which
[15:11]
» right I mean
>> asking to do it a gondola too. What the
[15:15]
hell?
>> Well, that that actually would be better
[15:17]
because that ravines. So that could
>> Yeah.
[15:24]
» And I don't know if you've done
>> why not.
[15:26]
» There's a very nice high wires up there
that you could just hang the goas on.
[15:30]
[laughter]
>> I want a zipline, you No, that's how we
[15:33]
could go cheap. Yeah, just like this is
our dream document. So, [laughter]
[15:38]
» dream or go.
>> Good idea, Derek. Excellent.
[15:43]
» You know what? Uh,
>> if you're going to make any destination,
[15:46]
you're going to need a hotel.
>> When it snows, it's a good skill.
[15:51]
» Yeah.
>> Yeah.
[15:55]
» It could be the green park hidden.
>> So, in terms of the process of this,
[15:59]
obviously Gary submitted something, but
should we Should we take this home as
[16:04]
homework and then submit ideas?
>> Oh, I thought that was that was what we
[16:08]
were doing the last several months.
>> Yes.
[16:12]
» I still wanted to go home.
>> That's what you started about a year
[16:16]
ago,
>> right? October. It says on the doc
[16:24]
» my idea of zipline and it was not
realistic. So don't bring that back,
[16:31]
please.
>> But yeah, if you want to take these
[16:35]
notes and
>> hear what Ann's notes were from her last
[16:40]
that she wanted to talk about last time
that didn't get a chance, we can go
[16:43]
through that and then I I don't really
expect that we'll finish if we were even
[16:47]
going to get it finished tonight. I just
thought we could at least start getting
[16:51]
something that I could bring back next
time that's a little closer to what you
[16:54]
want. So So
there I already know I could take out
[16:58]
2.3.4.
So that'll be a that'll save some paper
[17:02]
there
and any other time it mentions Metro
[17:12]
where it has there been discussions
about
[17:17]
what's everybody talking about the
data center the data centers
[17:25]
» we I mean we haven't had any talked
about that and I I don't know how much
[17:30]
space is left in commerce center to for
data center.
[17:35]
» No, you could, you know, at best it'd be
one of the micro data centers that I
[17:41]
don't know how interesting interested
they would be in the
[17:46]
» I already thought we had one down there
because I always hear all the time. I
[17:50]
swear it's coming down here somewhere.
So, I always thought we had one.
[17:56]
» Yeah. I wonder maybe it's a
What's that truck guy that's down there?
[18:02]
» Alcatra.
>> Alcatraz. Maybe they got diesels running
[18:05]
all the time
>> because they're working on them all the
[18:09]
time.
[18:14]
» I thought the train metro link was
supposed to bring a casino boat into the
[18:20]
lake at Green Park. Wasn't that a
discussion at one time?
[18:25]
That was a uh
>> that was a flying rabbit. Uh
[18:31]
» was a flying rabbit.
>> Yeah,
[18:36]
» it's a good idea.
>> Someone who who lives very close to a
[18:39]
metro link. Let me tell you completely.
[18:46]
No, I just I I guess I'm looking at this
and saying if there's aspirational
[18:50]
things that presumably as a city we
should be working toward this, right?
[18:56]
Like again looking at 2.3.1
access to the residential area north of
[19:02]
Southtown Farm should be via Kors Lane
or Green Park Road. It isn't. It hasn't
[19:06]
been for 29 years. What are we doing to
make that
[19:11]
a reality
or should it not be?
[19:16]
» Well, the reality would be more of a
private development.
[19:20]
» Well, no, I'm just a public development.
>> I'm just talking, you know, there's a
[19:26]
lot of things we can write here. Should
we be writing things in here that we're
[19:29]
working toward taking concrete actions?
And if we're not, should they even be in
[19:34]
there?
I I don't know. authority
[19:40]
question.
[19:43]
[laughter]
Yeah. And the Lyn Lin Ferry.
[19:49]
» Yeah. Have we done anything to make that
a walkable destination location?
[19:54]
» We've talked about
>> Well, yeah. We put in an ice cream shop.
[19:59]
Well,
and if the if when Derek has his way and
[20:04]
gets all the financing and stuff, then
curbs, gutters, sidewalks, all that's
[20:11]
going to go in. So, it's possible that
it could still
[20:16]
be more that way. And and the road could
actually during that process be
[20:21]
redesigned and not be such a um
well it would just be designed to be
[20:27]
more of you could have parking on there
or some kind of you know you could
[20:30]
figure all this stuff out. So that one's
not really by the sky possible. it it's
[20:35]
always been
>> that that's more walkable now than it's
[20:39]
ever been because you've got sidewalks
along Tessan,
[20:43]
» right?
>> All the way up to um
[20:47]
» all the way up to Lindberg,
>> right?
[20:50]
» And there are a lot of there are a lot
of people walking on that, you know,
[20:55]
along that route now that the that the
sidewalks are there. And the discussion
[21:00]
was to approach possibly the government
get federal grants for for that
[21:05]
improvement.
>> Yeah.
[21:07]
» What I'm talking about
we're doing something about
[21:12]
» we never came to a final conclusion of
what to do there.
[21:16]
» I mean we only have so much
land that we can work with as the city,
[21:22]
right?
>> Well, we have we have right of way. So
[21:26]
we have rightway. So, I mean, for
instance, can you make Glindville a
[21:30]
one-way street
go going from Lindberg to 21 and put
[21:37]
parking slots along it so that you can
make it a walkable thing or
[21:43]
» I don't think the stores are really
>> Well, they aren't right now, but seems
[21:50]
like Yeah, right now it seems like
everybody is a drive to destination,
[21:54]
» right? and not a walking destination.
So, you would have to come up with more
[21:59]
walking
uh uh shops.
[22:03]
» Yeah.
>> So, but like you're you're not going to
[22:06]
walk to get tire rims, tires,
>> go get your haircut, get
[22:11]
» right,
>> get your window tinted and get a drug
[22:13]
test or something out in the street
>> and get an ice cream cone
[22:17]
» and then maybe get some Botox on the way
out. nails.
[22:23]
» Well, you can get an ice cream and
Botox. No,
[22:26]
» I mean, you know,
>> bicycle.
[22:31]
» We need the bicycle stick. No, we don't
because we get a bunch of
[22:36]
» uh uh those bic It would be selling
ebikes.
[22:41]
» Yeah, we don't want ebike sales.
[22:45]
» I I see them drive going up and down the
park a lot.
[22:49]
bikes.
>> Which which parking lot?
[22:52]
» Over in the park.
>> In the park. Yeah. As long as they stay
[22:55]
in the park. A lot of times they stay on
Green Park. Right.
[22:58]
» Well, that's true, too. I've seen a
couple
[23:00]
» and that's when the police gets gets
involved.
[23:02]
» Others means nobody has held on.
>> Uh, and they're all Yeah, they're all
[23:08]
younger and parental control seems to be
lacking.
[23:12]
» People have said they had to have
helmets. Not a good idea.
[23:17]
Kids should wear helmets all the time.
Not these kids.
[23:22]
Anybody hear that loud explosion
from the park?
[23:26]
» Explosion.
>> Yeah. I called the 911 immediately
[23:30]
because there was huge pump of smoke.
Two cars came zipping out and we all
[23:35]
stood there.
>> Which
[23:39]
» park? It was
>> Yeah. Oh yeah. Not not the not the green
[23:45]
parks. So somebody
>> Didn't you guys go over to the park the
[23:50]
other night as I called the explosion?
>> Yeah, I mean there were three of you
[23:56]
guys cars and the fire department came
because
[23:59]
» was that leftover fireworks?
>> I don't know. It It wasn't fireworks or
[24:03]
anything big
>> maybe. And they didn't The police in the
[24:09]
fire truck didn't stay long. We all
stood out there waiting for them to at
[24:12]
least come by and say, "Did you hear
that?" Oh, they all went back. So, but
[24:17]
it was loud.
This is the second one. They Somebody
[24:22]
else did one. It wasn't big like this
though. So, they're
[24:26]
» Is it inside the car?
>> You said a car went
[24:30]
» Yeah. two cars came driving out after
>> really fast.
[24:34]
» Well, not not too fast. Last time it was
real fast. Dad complain about this.
[24:38]
» Yeah. So, we thought they put those
gates up.
[24:42]
» No, no explosions in Green Park. All
right. So, anyway,
[24:46]
» okay.
>> Anyway,
[25:08]
on this acreage that says needs
updating. Who does
[25:12]
» on which what
>> needs updating for the acreage
[25:15]
» acreage
>> on the last page? I don't know. Who does
[25:18]
the
[25:22]
» I had done one where I updated the uh
street list because we added streets and
[25:29]
they weren't there like Manor
and uh what's the one across here?
[25:38]
across from the fire station or I should
say uh Antiggo.
[25:43]
So there were some streets that we had.
>> Yeah, I just noticed that
[25:59]
single family land use. So yes, uh
Clyde, well
[26:06]
since we didn't change
the uh zoning map.
[26:13]
trying to think if
[26:22]
the the zoning map didn't change. I
would say the acorage
[26:27]
should not accept
[26:31]
roads.
I guess the streets they put in that
[26:36]
public change.
[26:40]
When when was this what chart made?
>> I'm sorry. The [clears throat] the chart
[26:47]
that we're looking at that needs to be
updated. What is it from? 2008 or 200
[26:54]
13.
Okay.
[26:56]
» 2013.
[27:01]
» So I'm looking at the land use in the
acreage.
[27:06]
I don't think the zoning map changed for
single family or multifamily or
[27:10]
commercial industrial
uh cultural recreational vacant
[27:16]
architectural. So I would say roads
couple of new subdivisions. I guess the
[27:22]
one across uh from Antiggo.
>> So that would be one,
[27:29]
» right? And then the other one is uh
Clydesdale Manor would be
[27:36]
Clydesdale Manor on course.
So then that we had pavement on that. Uh
[27:44]
I got to see on 13th was did we already
have Cedar Berry in 2013? I would have
[27:52]
to.
>> So if if if Cedar Bear was already in
[27:56]
when we did this plan, then we're
have to add probably just roads acreage
[28:04]
based on those two streets that we have.
[28:12]
manage neighborhood that's been added
since this,
[28:16]
» right? Uh but but the zoning map added
as residential. So stay
[28:24]
um and Paul on section 30 there's
there's some reference to Metro Library
[28:33]
that's going to come out other sections.
>> Yeah.
[28:48]
So yeah. Uh Lynch. Yeah. L.
[29:01]
» Yeah. [laughter]
Well, that's the second time it shows
[29:03]
up.
[29:37]
» [clears throat]
[29:41]
» And the demographic data in that
That's the one that you already
[29:49]
» right
[30:05]
[laughter]
[30:23]
in the
[30:29]
changes that I submitted already. I I uh
[30:36]
I I kept the verbiage with Linddale
because
[30:42]
Nobody
said anything, but uh
[30:48]
and there's been there were some changes
that we already did, so I tried to
[30:52]
include them on the maps that I put in
there.
[31:01]
And then the one
line of properties over on
[31:06]
Green Park where the the guy has three
properties in a row and they're single
[31:13]
family. I I said I mean we already have
uh
[31:19]
multif family behind the nursing home on
along Kors.
[31:25]
Yeah. And the the little
area next to that is the highway
[31:33]
department and we eventually if they're
going to be out of there that that's
[31:38]
going to be multif family. So I just
made those other three lots multif
[31:44]
family.
>> Well they are single family right now.
[31:48]
» That's right.
>> The only multif family we have would be
[31:51]
the apartments.
>> Right.
[31:53]
» The apartments. He's just saying future
his vision for those lots is multit.
[31:59]
» Okay.
>> So the future map doesn't mean you have
[32:02]
to change zoning. It just means that's
what
[32:05]
» right
>> if somebody came in and asked we would
[32:08]
be able to point to this and say yeah
that is that is our plan.
[32:12]
» Did you mention county out
>> what
[32:16]
» did you mention county yard area
becoming multif family?
[32:20]
» He shows that on his map. Yes.
>> Yeah.
[32:24]
What was their response?
>> Well, Derek, it's a it's a future. It's
[32:29]
this is visioning. You don't go kick
people out tonight and say [laughter]
[32:33]
you got to go. It's like we're just
letting the county know like we've told
[32:36]
them a million years. You don't really
fit in the middle of our city. So,
[32:41]
whenever you got somewhere else to go,
>> but when you do leave,
[32:46]
this is what multi chang and they can
take their tower with them.
[32:52]
» Yeah.
[32:55]
So, but the on those three lots over
along Green Park that that guy I don't
[33:00]
know how many months ago he came in and
said, you know, they they want they
[33:06]
called it multifamily
things. Yeah. So, I say just change it
[33:12]
and that's where a lot of our multif
family
[33:15]
his properties are. So,
>> well, his goal was to stay plant
[33:21]
industrial. That's where the bunnies at.
Peter B.
[33:28]
But another guy though that you'll
recall was one. Yeah, that was kind of a
[33:33]
Yeah. backed up.
>> Well, but the guy that currently owns
[33:38]
all that over there, he said he's going
to uh go back to just getting somebody
[33:43]
to go in the single family things that
he has. Well, there's only one house
[33:47]
over there.
>> Well, I think he wanted to go in and use
[33:51]
it. multif family like it or I'm sorry
PLI like it was that was his goal is to
[33:58]
get somebody in there and keep it PLI
>> okay
[34:04]
» but that did not work out
[34:09]
» so so yeah multif family I think that's
a good visual
[34:16]
just
>> and then uh I guess the other thing that
[34:20]
I changed was what was in
uh green over by
[34:29]
the
florals
[34:33]
» uh you know where we wanted to put
multif family things in there. I just
[34:38]
went back to leaving it as single
families
[34:44]
because that's what's over there now.
Uh there's a house with a beekeeper is
[34:51]
there.
[34:54]
» If there's if there's any kind of
multifamily development
[35:00]
uh on that property right along cores
there u the the people in Ronny Hills
[35:08]
are going to raise hell.
They're they're in here
[35:13]
frequently complaining about the traffic
now. Oh, okay.
[35:18]
» And the vehicle traffic and the and the
uh and the trucks and whatever. And
[35:23]
there's just there's no
there's no good answer to, you know, to
[35:30]
what they uh what they want solved.
uh
[35:36]
shutting the thing off and and having,
you know, they they surely wouldn't vote
[35:41]
for making that private property and
they all pay for the streets and
[35:45]
whatever, which is which would do what
what they want to do. They want one
[35:51]
entry, one entry, one exit said I don't
I don't have cut through. And I and and
[35:58]
they'd be in here with pitchforks, I
think, if uh if we tried to suggest that
[36:03]
there be a multifamily development on,
you know, that would immediately access
[36:09]
that that area that the uh what is a
what's the street ter
[36:18]
» py? Yes. That connects in.
So
[36:27]
proceed at your own risk.
[laughter]
[36:31]
» There has been discussion for 30 years
to do something
[36:35]
for all of that traffic
cut through the traffic as they say.
[36:41]
» Well, is that an issue that we need to
try and solve?
[36:48]
I don't know if you can solve it.
>> Right.
[36:51]
But you can discuss it.
[36:57]
And I I agree with uh uh my uh the Paty
Ronnie Hills people would have a huge
[37:06]
[cough and clears throat] negative
response to
[37:10]
adding any more traffic through P
[37:37]
All
[37:40]
right, everybody.
[38:08]
on the future map, Gary, when you say
light blue for the the swim school area
[38:14]
on St. John's Church.
>> Yeah.
[38:16]
» Um, is that light blue like
institutional or light blue like light
[38:22]
industrial business?
>> Uh,
[38:28]
I can't remember what that piece of
property was.
[38:34]
» Is that the swimming?
>> Yeah. And I saw that you had put light
[38:39]
blue and I'm just trying to figure out
there's two kind of light blues on this
[38:43]
thing. So I'm figuring out first of all
which one. And then second about
[38:48]
why
>> flight industry and business and then
[38:53]
» constitutional public and semi-public.
[39:01]
I think swim school is commercial and so
is the dealership behind all these
[39:07]
commercial but commercial
[39:14]
» behind all these
>> I believe swim school is still
[39:18]
commercial
that's why
[39:21]
» this isn't a zoning map but yeah it's
>> so you would think that commercial stops
[39:27]
right at uh St. John Church, but it does
not. Commercial goes one business past
[39:36]
St. John's Church.
[39:43]
» Well, Kasa Gallardo was there and then
Aldi's was at the swim school
[39:50]
and then Aldi's sold it to swim school
and then Aldi's moved in where Kasa is
[39:56]
right now.
Right.
[39:59]
» So that's why it was commercial
because all these was there.
[40:04]
» Oh, okay.
>> Anyway, I'm just trying to figure out
[40:07]
which which light blue you're referring
to.
[40:12]
» I'm assuming light industrial business,
not the in institutional public semi.
[40:18]
» But because it's a pool and a swim
school, I was making sure you weren't
[40:22]
considering it a school and so therefore
you
[40:24]
» Oh, no. It's good. Yeah.
>> Okay. So, extend What is on Lindberg
[40:29]
business court down to that corner is
what you're saying
[40:53]
time had to be brown.
>> Yeah, I agree.
[40:58]
The other one I I can't remember what it
is, but that long not long thing that
[41:03]
had to be brown also.
[41:12]
So yeah, that's the only changes that I
[41:33]
All right, I'm gonna put some of Gary's
things in for people to look at next
[41:38]
month and make a few other changes and
or next month or whatever. Right. But
[41:45]
that's your homework. The the thing that
I put in I started off since we're more
[41:50]
concerned about residential people. So I
started off I
[41:55]
The old one doesn't start off
[42:08]
2.2.2. The Burlington monitor railroad
right away should serve as an
[42:13]
immortaration line and buffer between
future residential properties to its
[42:17]
northwest and light office commercial
uses to the southeast.
[42:23]
Uh anyway, I started explaining what our
single family
[42:30]
areas are in more detail than we had
before and then went on beyond that, I
[42:37]
guess.
[42:55]
So yeah, I guess make whatever change
you think and uh
[43:01]
we can talk about it again.
[43:08]
Good ideas.
[43:11]
It only seems to happen when we have
somebody else
[43:15]
is somebody reminds us of our issues.
>> Yeah. The things we should say.
[43:21]
» Yep. I guess we should
the other times we've had you guys think
[43:27]
about this signs when they when we had
10 15 years ago uh when we had the fast
[43:36]
foods and the billboards.
>> Oh yes.
[43:39]
» Menus
I'm sorry menu signs. uh we're getting
[43:44]
more elaborate and then we've had uh
other signs to entice you into the menu.
[43:52]
» So, so we had to uh overhaul our sign
codes like to add
[43:58]
uh new generation of uh of fast food
signs.
[44:02]
» Yeah.
[44:05]
» Yes.
And then we had the discussion about the
[44:09]
billboards with the digital bill boards,
>> right? Adding, subtracting,
[44:16]
you know, one digital board.
We got you got to you got to eliminate
[44:21]
regular
>> in particular the three there are along
[44:27]
Green Road going over to Munich.
Yeah, they they to eliminate some signs
[44:34]
just to get
>> right. Yeah, eliminate one and
[44:40]
get one.
And I don't know what to do about those
[44:45]
uh
currently residential properties along
[44:49]
Green Park Road or the
Union that are on the right side.
[44:55]
» Yeah, the right side. not n not well
non-conforming uh but since as Paul said
[45:03]
previously if they continuously use it
as residential for 30 years then I
[45:09]
believe we allowed them to stay you
can't just kick somebody out
[45:14]
» no right so u but you say
>> as for what you want in the future if
[45:21]
they happen to leave or or turn it into
a business Yeah, that that's what we
[45:28]
would want to do.
>> Well, there is one that is currently
[45:31]
vacant.
[45:34]
» It's vacant.
>> Oh, it is.
[45:37]
» Oh, okay. I
>> think that's the one who had the couch
[45:40]
in front of
>> Oh, yeah.
[45:43]
The couch is now gone. The one closest
to the creek?
[45:48]
» No, the one furthest away from the
creek.
[45:50]
» So, they just That was in terrible
shape. They
[45:58]
There's actually restor
>> continue using it as residential
[46:05]
» if it's
you know
[46:09]
» last month the guy that wanted to change
>> that was old Green Park Road.
[46:15]
» Old Green Park Road. Yeah. And you
wanted residential. We didn't
[46:20]
» I I wasn't here. So
>> it's it's it's PLI district. Oh,
[46:24]
» so remember uh Wilson Manufacturing next
to Wilson were like four or five
[46:30]
residential homes. Wilson bought all
those out and then developed it as
[46:36]
planned line by industrial. On the other
end, you've got some old homes that
[46:41]
[cough]
were turned into businesses just like on
[46:47]
on Yuma behind.
>> Oh yeah. So turn it into businesses but
[46:54]
didn't continue with their occupancy
permits. So you didn't know what was
[46:58]
there. I believe there was a guy that
was at a landscape company of some sorts
[47:02]
and uh storage. So if it switches from
residential true residential to a
[47:11]
business then you no longer have that
residential
[47:15]
protection.
>> Right.
[47:19]
He wanted his friend to live there
[47:25]
» and all of those lots in Yuma are not
performing use. So they were residential
[47:33]
and
they
[47:37]
turned it into a business.
[47:42]
It's been a while since I wrong.
>> Yeah, that's a joke. Um, we have some
[47:50]
some of that pavement down here that you
mentioned from
[47:56]
Matthew is the other. So, it's asphalt
concrete in the area that that failure
[48:03]
you have is belongs to Taco Bell. So
when they developed Taco Bell and Golden
[48:09]
Corral and uh uh Dairy Queen,
uh Taco Bell took over that section and
[48:17]
there's strip that goes all the way to
uh all the way to Florida and that is uh
[48:24]
pavement failure and I believe it's some
great problem. So that it's private. Uh
[48:31]
the concrete part was the new driveway
for all the corral because Nobody wanted
[48:37]
to um improve all the rest of the
residents business owners did not want
[48:43]
to uh contribute money to improving Yuma
Drive private. So they opted to build
[48:51]
their own private driveway
to access their properties.
[48:56]
So um I believe we're going to contact
it Taco Bell.
[49:05]
Yes.
>> To tell them that they have a subgrade
[49:09]
issue and possibly a public safety
issue, but they would have to make that
[49:14]
repair.
[49:18]
» Motion to
[49:22]
mis.
[49:32]
What's that roadway?
[49:37]
It's just a gravel road, I think, that
goes into those three properties along
[49:42]
Green Park that the guy wanted to
>> That's a private driveway for the guy
[49:46]
behind
>> to the guy behind
[49:51]
» Hill.
Yeah.
[49:53]
» So before you get to Cedar Berry
subdivision, there's a
[50:00]
road
>> that there's a drive gravel driveway and
[50:05]
that
>> I wouldn't call it a road.
[50:07]
» It's a gravel driveway for that resident
in the back,
[50:11]
» right?
And apparently they they use it because
[50:15]
of
activate people back there.
[50:18]
» Well, that's their only access, so they
have to use it,
[50:21]
» right? They have no other eyes. So
they're it's it's basically a flag lot
[50:26]
is what they call. You've got a driveway
long driveway to
[50:33]
[laughter]
>> acres.
[50:43]
Okay.
>> He's he's done some improvements back.
[50:49]
» Very nice. I think
>> I have not tripped back there.
[50:52]
» You know, he wanted to actually buy
those lots and put his storage there.
[50:58]
» Guess he didn't do it in time. So,
>> well, it's it's residential
[51:03]
» now. Yeah, that's the main thing.
>> So, he could buy it, but it's it's
[51:06]
residential,
>> right? That was the problem. We should
[51:09]
have done it immediately when the guy
went to move.
[51:13]
» Well, no. Uh, it was residential since
the city incorporated. So city didn't
[51:18]
come up with it.
>> And right they would have kept the
[51:22]
» industrial use going. They could have
kept it going but they they let it
[51:29]
park coming up right from facad on the
right street by Ela.
[51:35]
» Well that private
>> it is
[51:38]
» about two lots there.
>> It's private. It's Yes. Two or three
[51:42]
lots. Correct.
You're correct.
[51:52]
move that line.
[51:58]
» Yeah, they wanted the uh boundary
adjustment
[52:04]
because I believe the lot line was going
through the building possibly or
[52:10]
» they built a they built a house after
that. Well, I they built the house, then
[52:15]
they came in and said, "Hey, we need to
adjust the slot line."
[52:21]
» Yeah, probably.
[52:27]
» Or was it a rundown building that they
rehabed or something like that?
[52:35]
» I will second. Thanks. Motion to hear.
Uh, did we do this?
[52:42]
» You're [clears throat] not the chair,
Derek. That's the chair's job. You just
[52:46]
let him argue.
>> This yellow thing that you have on on
[52:51]
your zoning code for the marijuana
regulations, that's how it's going to
[52:55]
read.
That's what it did.
[53:00]
Hours of operation. I don't I didn't I
don't know. I didn't put that in there.
[53:04]
Um, how it's going to read is hours of
operation, all sales or distribution of
[53:10]
marijuana and any other products sold to
the public marijuana dispensary facility
[53:15]
shall occur only
>> you're going to change the hours.
[53:18]
» Uh-huh. Yeah. 9:00 a.m. to 10 p.m.
Monday through Saturday and 9:00 a.m. to
[53:22]
8:00 p.m. on Sunday.
>> Yeah.
[53:26]
» But we'll change it after the
>> Well, yeah. It's going to be in an
[53:32]
ordinance
>> just like that.
[53:34]
That's one. There's sneak peek.
[53:39]
» Well, uh I make [clears throat] a motion
we do have miscellaneous.
[53:44]
» Oh, do we have any miscellaneous?
>> I don't think so.
[53:49]
» Motion to adjourn.
>> Thank you.
[53:51]
» Second.
Uh it's been motioned and second and
[53:59]
[clears throat]
[54:05]
» item 754.
