[3:10] time to come up here and talk to you. Um, tonight, surprisingly, I'm talking

[3:15] about Mustangs and I was able to get two more Mustangs

[3:20] from the honor form. I have a agreement with the BLM.

[3:23] I uh sign on as a volunteer for them and then I volunteered for the city as well

[3:29] to have the Mustangs there. So this year they brought me two mares, super nice

[3:36] horses, very kind, very gentle. Um, they were halter started from the honor farm.

[3:42] And when they halter start their horses, they also put pack saddles on them. So

[3:48] if you're looking for a horse to pack your elk out, your deer out, whatever,

[3:54] um, these little gals are ready to do that. The sorrel horse, which is red, is

[4:00] a 2-year-old, and she's about 14 143 hands high. So, she's going to be a

[4:07] big girl. The other little horse up there is a bae, and she's 141 and she's

[4:13] 5 years old. And she is super cute. I wished I had

[4:18] room for her. I take her. But she's got um different markings than

[4:24] the normal bay She's got a line down her back. She's got stripes on her

[4:29] legs, stripes on her neck, and some striping markings on her face. So, she

[4:34] That's typical done marking, which you don't see in a bay horse. I've sent

[4:39] their hair in to get it the DNA tested and it hasn't

[4:43] come back yet. I kind of think that little bay horse might be have some

[4:47] Spanish barb in her. She she's a little short coupled and that's kind of what

[4:51] those horses look like. The Sorl mayor, as I told you, she's two and she already

[4:58] has a family that has put a papers in to adopt her. So, that went really fast.

[5:03] The week after I had them here, they called me about her. So,

[5:07] um I'm interested to see what her DNA says because she's got a little bit of a

[5:12] curly mane and if you look in her ears, they're a little curly. So, she might

[5:15] have a little bit of curly in her. She's from Little Colorado, which is

[5:21] north of here. has you're headed towards Labarge on the right hand side and

[5:27] across the highway 28. That's where little Colorado goes. It um blends in

[5:34] from White Mountain. So that's Little Colorado HMA. Excuse me. The Aorse is

[5:41] from Lost Creek, which is farther east kind of in the middle of the the Divide

[5:50] Basin area. So, and it's a tiny little spot there.

[5:56] I'm not familiar with those poison. So, I gave you a map of the HMA and you can

[6:03] see on the map Little Colorado and Lost Creek.

[6:09] So, interestingly, so this is an old map. It shows Divide Basin on there and

[6:15] it also shows Salt Wells. Those two HMAs have been done away with.

[6:22] If you go to a new map, those are gone. Um, this happened

[6:28] because the um

[6:33] cattleman and sheman and ones that own the ranches out there sued the

[6:39] government and want all of the mustangs taken off of Dubai Basin and Salt Whales

[6:46] HMA. So, what they've done is they've removed those boundaries.

[6:51] However, the horses are still there. There's still quite a few horses, and

[6:55] I'm not sure when they're going to go gather those. Um, there's another

[7:00] lawsuit against the BLM to not gather them. So, it's hard to say. It's It's

[7:07] hard to get rid of all the mustangs out there because just like wolves, they

[7:11] don't know boundaries. They don't know where they're supposed to be and not be.

[7:14] So, um, the interesting thing about Salt Wells is it's got a high population of

[7:22] curies. So, people really like the curies. And

[7:26] the other thing is they've got a huge following. So, there are people that

[7:30] come over all over the United States to see these horses.

[7:34] And the that's good, but the bad thing is they go out and wander amongst them.

[7:39] And [clears throat] the horses get kind of acclimated to people around which is

[7:43] really not interesting. They had um one full born this year.

[7:49] Those people walking around the herd out there had spooked the new mother and she

[7:54] abandoned that little horse. So So the BLM went and got the f and

[7:59] somebody's fostering right now. So it's in good hands.

[8:05] I uh haven't had the chance to put any signs up there. Um the wind's kind of

[8:11] horrible.

[8:15] So, but um I advise they're very very friendly and they'll come up to you and

[8:19] want to be petted, but sometimes they can be a little nippy and a little

[8:23] mouthy. So, just watch your hands and try not to feed them because they could

[8:28] get a little excited about having food. They don't know about carrots and they

[8:34] don't know about apples. So, I don't know if anybody's been up

[8:38] there trying to give them that, but they'll spit them out. So, the other

[8:42] thing you need to be careful is that there's too big of a chunk of

[8:47] carrots or apples, they could choke on. So, we don't want that. Um,

[8:52] otherwise, they're they're going to be there till the 1st of September. I know

[8:57] they were late getting here. The BLM's understaffed.

[9:01] There's only um well there's three people at the Rock

[9:06] Springs office but one of them's hurt and he's not able to do much and then

[9:12] the other one is retiring here in a few days. So yeah. So he'll be down to one

[9:18] person. Um the other thing I want to mention is these uh horses from the

[9:24] Honor Farm in Riverton. Um they do a really good job with these

[9:29] horses. They send horses to um Cheyenne Frontier Days. They do an offering

[9:36] advert form and sometimes those horses go for as much as $6,000.

[9:43] So, um that facility is going to be the number one facility in the United

[9:49] States. They're shutting down the Canyon City

[9:52] um prison from handling horses now. So, it'll be Riverton and there's one still

[9:59] in um

[10:04] down and above. I can't think of the name of the facility, but so

[10:10] that's I want to thank the city too for allowing me to bring these horses in. I

[10:15] think it's good for uh people to see them, exposure for them, and to get more

[10:20] of them adopted. There's a lot out there that need homes, and these guys are

[10:24] really good. be good horses for you. >> You could have a go present, Pete.

[11:42] here to speak for Green River Police Department. Chief's here. He does a

[11:45] great job. We're happy to have him here. I'm here as a citizen and also just as

[11:51] somebody who works with the department to

[11:55] wanted to make myself available. Uh last meeting uh you guys decided not to

[12:01] approve the LPR project. And while I recognized that decision, um I was a

[12:07] little disappointed. didn't listen to the chief a little bit more and and

[12:11] maybe take a little bit more time to re-evaluate that decision before coming

[12:15] to that conclusion. So, there's a lot of people that did a lot of work on that

[12:19] project and a lot of us that were hoping that that was something that was going

[12:22] to come to fruition because it was going to be a tool that we were going to use

[12:25] that could use. It's going to help us with investigations. So, part of the

[12:29] reason why I'm here is that's what I do today. I had people asking me, "Do you

[12:33] have cameras? Do you have LPRs?" um we come up we deal with that quite a

[12:38] bit and I wanted to maybe voice that and maybe that's something you as a council

[12:42] hasn't heard from the community that people do look for those things and ask

[12:47] for those things and wonder if those are tools that we have available at uh

[12:51] artists uh being able to to to use um shortly after

[12:57] your guys's meeting on Tuesday night that weekend we had a stolen vehicle and

[13:02] I actually made a lot of phone calls to other law enforcement agencies and were

[13:06] able to utilize LPRs from other [laughter] areas to help track where

[13:10] that stolen vehicle came. And that stolen vehicle was stolen out of Green

[13:13] River out of somebody's driveway. Um, this weekend, this last weekend, we had

[13:17] another attempt uh of somebody trying to steal a vehicle. And there's a we don't

[13:22] like to talk about specifics of investigations because we don't want,

[13:27] you know, the bad guys essentially to know what we're doing. But we have a

[13:30] lead and we have a lead on a vehicle and an LPR would have been great to have or

[13:36] some more cameras to have to help maybe track that vehicle down. It's a tool and

[13:40] again I'm not here to say should have, would have, could have, but at the same

[13:44] time make myself available as somebody who works there and interacts with the

[13:48] community daily knowing that hey this is something people ask. this is something

[13:53] people maybe even expect us to have and how beneficial it could be to us and

[13:59] specifically to me time management hours all of those things. So I'll be here uh

[14:05] I'll be here at the end of the meeting if anybody wants to meet uh to meet with

[14:08] me have any questions I make sure everybody has my contact information.

[14:12] Um, I do appreciate the chief and coming to you guys and and really putting

[14:17] together a project that that could have benefited us and I think would have

[14:20] benefited the entire community of Green River. And I hope that if it comes in

[14:24] front of you again, consider it. Um, and hey, if there's some if there's some

[14:29] push back or some questions, happy I'm happy to be here. I'm happy

[14:34] come down to the office. I can meet afterwards wherever. pretty pretty easy

[14:38] to get a hold of and would happy to dispel some fears or concerns or maybe

[14:44] just give another side of the story, especially somebody who's on essentially

[14:48] the front line trying to trying to solve these crimes for the citizens of this

[14:51] community every day. So, thanks for your consideration. You know, I'm one of

[14:56] those people that don't show up because unless there's an issue, right? And so,

[15:00] I I I appreciate that and recognize the lack of sacrifice here, but I I I

[15:03] recognize the sacrifice that everybody else is making by being here. So, that's

[15:07] not lost. Um, I do appreciate working for the city of Green River. This is and

[15:12] I've told my supervisors this is the best job, best place I've ever worked

[15:16] and and I will continue to tell everybody that. Um, I just hope that

[15:20] maybe we can work together a little bit more on on some future projects. And all

[18:48] was sent out today. We did have a meeting with the the county and with the

[18:52] business council beforehand regarding some opportunity zones. So I'll be able

[18:57] to put some details out on that. There was in the previous Trump Trump

[19:02] administration the first one they had created opportunity zones for business

[19:06] development. A lot of the corridor on purple sage up

[19:10] around the college area were able to be defined in that as an

[19:16] opportunity zone which provides tax incentives

[19:20] as well as helping to bring industry in a certain specific industry. They are

[19:25] looking for some additional areas within the state on this round. We've it's been

[19:30] identified from west side of Green River basically from the railroad tracks

[19:35] almost all the way out to pretty much to the border of the county on left hand

[19:40] side and going slightly north it can cover into Granger Opal some of the

[19:45] mining areas. So uh we have to meet some certain criteria regarding household

[19:51] income but the the area is defined enough that we might be able to to get

[19:56] that done. If so, it'll get presented to the governor for approval from a federal

[20:00] side. So, you'll you'll see some more stuff coming in that. But if you hear

[20:02] something about OZ or Oz or opportunity zones, that's what that stuff is. And

[20:09] um we also had a meeting regarding with the power coalition. We're still moving

[20:13] forward with that. The group that has been set up to look at Rocky Mountain

[20:18] Power, other facilities that might be able to provide power to the area. We

[20:22] have a meeting with the public service commission, Rocky Mountain Power and

[20:25] some other agencies from there is being set up at the end of August, but so it's

[20:29] still continuing to move forward. That's all happen.

[21:04] uh the people that voted for it were dumb and dishonest.

[21:09] And then he brought up my name and email. I'll I'll accept the dumb part

[21:13] because sometimes sometimes I am dumb. Just ask my kids if you don't believe

[21:19] me. But the other part where he said I was dishonest. I do not accept that. I

[21:25] think that's a slander and I think that's unacceptable. And I think that

[21:29] individual who lives in Laramie, Wyoming is totally out of line and has no right

[21:35] to say that without any knowledge or information. So I voting back a short

[21:41] notice. No council got it meant what I said and I stand by that. The other

[21:47] thing I'd like to bring up u LPR the wisest plate readers is all the

[21:54] people that were in the audience two weeks ago that were against it.

[21:59] They don't understand what what happened, but they have been if they

[22:03] ever go to Salt Lake, then they've been picked up by the license plate reader

[22:07] because Salt Lake has the license plate readers all over Salt Lake. So, their

[22:12] plates have been picked up and are in the data system. And guess what? So are

[22:17] mine because I go to Salt Lake at least once, sometimes twice a month um for

[22:23] medical reasons. And the other thing that the people in the audience didn't

[22:28] understand is we as a council did not vote down the LPR.

[22:35] All we voted down was the funding mechanism.

[22:41] So if that comes back to the council,

[22:46] we can still vote for the LPR. We just have to figure out how to uh pay for the

[22:53] funding. And what was interesting to me is I don't know how long ago we as a

[23:00] council voted for uh

[23:06] Mr. Rush to go out for the grant to fund the LPR and we all voted in

[23:12] favor of it. All of us on the council 100% voted in favor of it. Then when it

[23:18] came back back to accept just the funding, we turned it down. So we have

[23:24] not turned down the license plate reader. I don't know if the chief wants

[23:29] to bring that back on the table or or if Reed wants to bring that into a

[23:33] workshop. That's up to whatever the

[23:39] Reed would want to do or the chief would want to do. But I just want to make it

[23:43] clear that I will not sit here and accept somebody calling me dishonest.

[23:51] I'll I'll agree sometimes to the dumb part, but not the dishonest part. And

[23:56] so, uh that is totally unacceptable for anybody to say it about anybody on the

[24:01] council. That is incorrect, not acceptable. And so

[24:07] it's important that the public knows we did not vote down the LPR.

[24:13] All we voted down was the funding mechanism. And so if we want to bring it

[24:18] back, then we're going to have to figure out a way to find the funding because we

[24:21] lost that money now. [clears throat] That is all I have.

[26:35] is, um, the ebikes situation. We've met with, uh, the county attorney, the

[26:43] city's prosecuting attorney, pardon me, and he's submitted a draft to us. Um, so

[26:51] it's going to come up in a workshop very soon. And there are lots of people in in

[26:56] the city that would like something done. We'll have to discuss what that is. But

[27:03] uh so it's moved quite far along. We have a draft and amongst other things we

[27:12] um gave him a copy and a of the city of Torren Torington begins with T number of

[27:19] them >> and uh they're the only ones in in

[27:23] really in Wyoming that that had something already. So,

[27:28] we're quite far along in that and and we'll be dealing with that and I suspect

[27:33] we'll be dealing with some of the other things that have been talked about

[27:37] tonight in a goal setting sessions coming up pretty

[27:42] soon and workshops. A lot of that has been scheduled, held off because of the

[27:50] uh the budget, the end of the budget year and all that sort of thing. So,
