[4:23] I was led to share with us
[4:26] tonight, uh, first Corinthians
[4:29] 13. And it goes as if I speak
[4:33] in tongues of men or of angels,
[4:36] but do not have love. I
[4:36] m only
[4:40] a resounding gong or cymbal
[4:44] clanging. If I have the gifts
[4:47] of prophecy and can fathom all
[4:49] mysteries and all knowledge.
[4:51] And if I have faith and can

[7:11] So it is my honor to recognize
[7:14] Glen Wooten for his retirement
[7:16] from the city of Greenville.
[7:16] And I
[7:17] d just like to take a few
[7:20] minutes to read some comments
[7:22] that came directly from some of
[7:25] your coworkers. Just about you.
[7:28] All right, Glen, you, uh, you
[7:30] began your work with the city
[7:33] right out of high school, and,
[7:34] uh, started when the Public
[7:35] Works Department spent several
[7:37] years there and then
[7:38] transitioned over to the
[7:40] Recreation and Parks Department
[7:42] over the course of your career.
[7:44] Glen, you a valuable member of
[7:48] the team and built a reputation
[7:50] for doing things the right way.
[7:52] Now, they say, if you know
[7:54] Glen, you know that his truck
[7:56] and his tools retrieve like
[7:59] Fort Knox and everything was
[8:02] always locked up, organized,
[8:05] and exactly where it belonged.
[8:07] Glen is an incredibly skilled
[8:10] welder and craftsman, and
[8:11] someone who takes pride in his
[8:14] work as a building facilities
[8:16] technician and the department
[8:16] s
[8:19] chief playground inspector. He
[8:20] made sure the facilities were
[8:23] safe, clean and ready for the
[8:24] use by the public. Glen also
[8:26] spent his time mentoring
[8:28] younger employees throughout
[8:30] his career, passing on his eye
[8:32] for detail and workplace
[8:34] knowledge. The attention to
[8:36] detail and willingness to teach
[8:37] others are some of Glen
[8:38] s
[8:39] greatest qualities as an
[8:42] employee. And Glen, we, uh, we
[8:43] were fortunate enough to spend
[8:46] some time together a couple of
[8:48] weeks ago, and I told you at
[8:50] that point in time that that I
[8:52] felt that there was no greater,
[8:54] you know, gift in your life
[8:56] than to serve others. And
[8:58] clearly, that number of years
[9:00] you have gone above and beyond
[9:02] to serve this community and
[9:03] touched the lives of people
[9:04] that you
[9:05] ll never know. But
[9:07] now, after reading all the
[9:08] great things that your your
[9:09] department had to say about
[9:10] you, I
[9:11] d say also with that,
[9:11] there
[9:13] s no greater honor than
[9:14] to have individuals that you
[9:17] have worked around for years
[9:19] talk so great about what type
[9:20] of person you are, not just
[9:21] worker, but what kind of person
[9:23] you are. So on behalf of the
[9:24] City Council and the city
[9:25] manager
[9:26] s office and
[9:28] recreation, parks,
[9:30] congratulations and GOD bless
[9:31] you. Thank you for everything
[9:31] you
[9:32] ve done for the City of
[9:42] Greenville. Try to get this
[9:43] right without dropping it and
[9:44] breaking it, okay? Because it

[11:22] both a 12 year team again and a
[11:24] high school team all year long.
[11:26] Teams go head to head with
[11:28] tough competition and always
[11:30] bringing their best. They have
[11:32] some awesome wins lately. Let
[11:34] me tell you about those. The 12
[11:37] u team took home the 2025
[11:39] National Championship, and the
[11:41] high school team grabbed second
[11:43] place at nationals this year.
[11:45] But iga is about more than just
[11:47] basketball. They really focus
[11:49] on teaching their players to
[11:51] work hard, make good choices
[11:54] and stay true to themselves.
[11:55] The lessons learned on the
[11:57] court help shape what these
[11:59] athletes are and prepare them
[12:01] for whatever comes next in
[12:02] life. And now, what I
[12:02] d like to
[12:04] do is it might not be everyone
[12:06] here, but I would like to to
[12:09] recognize those with you where
[12:10] the certificates.

[18:07] a local, uh, a local aew team
[18:09] that has achieved remarkable
[18:11] success in their inaugural
[18:14] inaugural year of competition.
[18:15] The team is made up of players
[18:17] from Pitt County, many of whom
[18:19] have previously played together
[18:20] in all star leagues and
[18:22] tournaments, with a regular
[18:24] season record of 16 and five,
[18:25] they earned the opportunity to
[18:27] compete at Nationals in
[18:29] Virginia Beach. They came
[18:31] second to a more seasonal and
[18:34] experienced team, just shy of
[18:35] the championship by one point,
[18:37] which is basically basically
[18:38] winning. Their outstanding
[18:40] performance is a tournament to
[18:42] their strong work ethic,
[18:44] determination and discipline.
[18:46] Now, I would also like to
[18:47] recognize each of you young
[18:49] ladies and present you with a

[24:43] m a
[24:46] Greenville resident. And I
[24:47] think of myself as being a
[24:48] vested and involved community
[24:51] member. I serve in
[24:53] organizations like Delta Sigma
[24:55] Theta sorority. I serve on many
[24:57] community committees. The
[24:58] National Council of Negro Women
[24:59] where I serve on the Budget and
[25:01] Finance Committee. I
[25:01] m a
[25:03] regular volunteer at my church,
[25:06] Koinonia Christian Center. I
[25:08] also volunteered with the West
[25:09] Greenville Health Council,
[25:11] where I co-wrote the proposal
[25:13] that brought face masks, hand
[25:14] sanitizer and other supplies to
[25:16] nonprofits, community
[25:18] organizations, and churches,
[25:19] along with now volunteering
[25:21] with Pastor Rodney Coles of the
[25:21] church
[25:22] s outreach network to
[25:23] establish children
[25:24] s book clubs
[25:26] and afterschool programs, we
[25:26] re
[25:28] hoping to disrupt the school to
[25:30] prison pipeline. And before I
[25:34] moved here some 12 years ago, I
[25:35] volunteered with a number of
[25:36] other volunteer organizations,
[25:38] including a community
[25:40] development board and a
[25:44] redevelopment board. In total
[25:46] transparency. I also serve as a
[25:48] commissioner on the Housing
[25:50] Authority of Greenville and in
[25:53] fact serve as its chair
[25:55] tonight. However, in the time I
[25:57] have left, I
[25:58] d like to allay
[26:00] the fears of some of the city
[26:06] councilors. The Housing
[26:09] Authority staff truly are
[26:11] working every day to provide
[26:13] safe, decent housing for our
[26:17] residents. I will concede to
[26:19] you that they
[26:20] re working under
[26:23] some very difficult
[26:26] circumstances. Most of our
[26:28] facilities are some 4050 years
[26:30] old. It gets real hard to fix
[26:34] those up and clean them up to
[26:37] the standard that we would all
[26:42] like to live in. However. I
[26:43] like to address a couple of
[26:45] other issues that were raised
[26:48] in your work session, one of
[26:52] which was the inspire report.
[26:54] As it was presented. It truly
[26:59] was pretty alarming. However, I
[27:00] want you to know the Housing
[27:02] Authority staff was responsive
[27:04] to all the issues that were
[27:08] outlined in the inspire reports.
[27:10] Life threatening issues as
[27:13] defined by hud include smoke
[27:17] detectors, gfci replacements,
[27:19] rust on electrical panels, all
[27:22] of which have to be repaired or
[27:25] replaced within 24 hours. While
[27:27] non-threatening issues must be
[27:29] corrected within 30 days.
[27:29] That
[27:30] s time.
[27:31] You keep going.
[27:34] So the reports for 2024 were
[27:36] corrected within 24 hours for
[27:38] things like smoke detectors and
[27:40] gfci units, including a water
[27:42] heater flute that had a
[27:44] downward slope. They were they
[27:45] were corrected. I
[27:46] ve got the
[27:48] details here for you. And a box
[27:50] back there in case someone here
[27:52] would like to see the paperwork
[27:58] itself. As to the finances,
[28:00] financial reports are provided,
[28:02] presented and accepted at every
[28:05] meeting. Reports on rent
[28:07] collection and defaults are
[28:09] discussed because that too is a
[28:10] key responsibility of the
[28:12] Housing authority to collect
[28:14] the rents and by federal
[28:17] mandate and outside audit is
[28:19] conducted annually by a
[28:21] reputable financial
[28:22] organization that is actually
[28:24] switched out every three years
[28:26] to ensure that we are going to
[28:29] get fair representation of the
[28:29] work that we
[28:30] re doing. The
[28:32] latest audit was conducted by
[28:34] Rector, Lofton and Reeder for
[28:38] the fiscal year 2025, and I
[28:38] ll
[28:39] read very quickly their
[28:41] opinion. In our opinion, the
[28:42] accompanying financial
[28:44] statements referred to above
[28:45] present fairly in all material
[28:47] respects, the respective
[28:48] financial position of the
[28:50] business type activities of the
[28:51] Housing Authority of the City
[28:53] of Greenville. As of SEPTEMBER
[28:55] 30th, 2025, and the respective
[28:57] changes in financial position
[28:58] and where applicable, cash
[29:00] flows thereof for the year then
[29:01] ended in accordance with
[29:03] accounting principles generally
[29:05] accepted in the United States
[29:07] of America as to a work order
[29:09] process, none of us are
[29:10] satisfied with the existing
[29:12] process. The. The board
[29:14] receives a work order report
[29:16] every month it gets discussed.
[29:18] If not every meeting, then
[29:19] every other meeting. The need
[29:21] for a better system is, without
[29:25] question, needed. However, the
[29:26] Housing Authority is going
[29:29] through a total software
[29:32] transition. The transition is
[29:35] being phased in so that we want
[29:37] to make sure that things like
[29:38] grant funding is being
[29:41] accounted for properly, that
[29:43] our, um, accounts receivables
[29:45] and account payables, that it
[29:49] working. And so if you will,
[29:50] the deadline for all of this
[29:52] phased phasing in will be
[29:56] completed by DECEMBER of 2026.
[29:57] But you got to give us time.
[29:57] We
[29:59] re not satisfied with the
[30:00] processes it currently is. We
[30:02] want tenants. We want our
[30:04] residents to be able to know
[30:06] that their work order has been
[30:08] accepted. Finally, as I know
[30:10] m running out of time, I
[30:11] ve
[30:12] reached out to our Mayor Pro
[30:15] Tem at our last board meeting,
[30:17] I stated that we needed to get
[30:18] into a better relationship with
[30:20] the city, that it would not be
[30:23] possible to easily build brand
[30:25] new structures, brand new homes
[30:26] without support from the city.
[30:28] Members of City Council. I
[30:30] stand here this evening telling
[30:32] you I suffer with housing
[30:35] authority envy. I envy the
[30:37] Denver, the Durham Housing
[30:39] Authority because right now
[30:40] they
[30:41] ve got three developments
[30:43] in process various stages of
[30:44] development, one of which
[30:46] includes the Hey Ty village,
[30:48] which some of you MAY remember
[30:49] and recall. That
[30:50] s Durham
[30:56] black market. Black Wall
[30:56] Street, I

[45:43] one. And the reason why is
[45:44] because the future land use
[45:47] plan recommends industrial or
[45:50] logistics in grey. And then you
[45:51] have the green. And that
[45:53] potential conservation open
[45:54] space. And we talk about that.
[45:56] Green serves two purposes. It
[45:58] can either serve as a purpose
[46:00] for um, potential environmental
[46:01] constraints. But it can also
[46:03] show that there should be some
[46:05] sort of a buffer between the
[46:07] industrial and then the yellow

[46:12] case, the request is to put the
[46:14] conservation, at the
[46:16] conservation area overlay
[46:17] around the perimeter of the

[46:24] have left that as part of an
[46:25] access. So that

[46:30] three is just office by itself.

[52:26] a host. Uh, um, several months
[52:30] ago, city staff was, um, able
[52:32] to use some software that deals
[52:34] with short term rentals. Uh,
[52:36] this was done back in APRIL of
[52:39] this year, and we were able to
[52:41] identify some with certainty
[52:44] and some with not exact
[52:45] specificity of short term
[52:47] rentals that are in Greenville.
[52:47] So we
[52:49] ve shown those all with
[52:51] the blue dots. And then we
[52:52] broke those out into what
[52:53] zoning district they
[52:55] re in. And
[52:57] so at that time we had um,
[53:00] roughly 270 short term rentals
[53:04] in the city. So now to talk
[53:06] about the new standards that
[53:07] come with this, um, I
[53:08] m going
[53:09] to go through the homestay or
[53:13] with host first. Um, and one of
[53:14] one of the reasons why I
[53:15] doing this is because a lot of
[53:17] these carryover to the second
[53:19] type of short term rental. Um,
[53:22] so again, with a host, um, the
[53:25] owner or operator does have to
[53:26] receive a zoning compliance
[53:27] permit. Um, it
[53:28] s a one time
[53:31] permit. Uh, there is no
[53:34] exterior advertising that
[53:36] allowed. So no outdoor outside
[53:38] signage. The owner operator
[53:39] does have to supply a
[53:41] certificate of insurance. Uh,
[53:43] in the amount of $1 million in
[53:45] liability insurance for the
[53:47] property. And that has to be
[53:48] submitted with the permit
[53:51] application. Also, no special
[53:53] events or gatherings in excess
[53:56] of the registered guests and
[53:58] then any existing short term
[53:59] rentals as of tonight, if this
[54:02] is passed, has a year to get
[54:03] their permit with us. Right. So
[54:05] these are the existing ones.
[54:06] And then any new ones,
[54:07] obviously we
[54:08] ll go ahead and
[54:09] ideally
[54:10] Do their permit before they
[54:12] establish themselves as a short
[54:14] term rental. Um, we do
[54:14] recognize that we
[54:15] re going to
[54:17] have to do, um, a little bit of
[54:20] publicity to to bring awareness
[54:22] to them. Some people probably,
[54:24] um, MAY not even know that they
[54:25] have to do this. So that
[54:25] ll
[54:28] come if we, um, if you approve,
[54:30] uh, text amendment. Another
[54:33] thing that we added is that
[54:35] any, um, short term rental that
[54:37] receives either three citations
[54:40] or warnings for ordinance
[54:42] violations. Um, some examples
[54:44] would be noise, trash and
[54:46] debris or illegal parking. Um,
[54:48] within a 12 month period. MAY
[54:49] have their zoning compliance
[54:51] permit revoked. Um, again, the
[54:54] intent is to not be punitive,
[54:57] but the intent is to make sure
[55:00] that the Airbnb owner operator
[55:01] is a good neighbor. And so
[55:02] that
[55:02] s what we
[55:03] re really after.
[55:06] Um, it is subject to citations.
[55:07] And a little bit further, I
[55:07] ll
[55:09] tell you, um, the schedule of
[55:12] of the the amounts of the
[55:15] citations. This is for whole
[55:17] house. These are the same ones
[55:19] ve went through. So I
[55:19] m going
[55:23] to jump ahead to whole house
[55:24] lodging. So whole house lodging
[55:26] means that the owner, the host
[55:28] is not on site. So we
[55:29] ve added
[55:32] two additional requirements.
[55:35] Um, if, uh, the person who owns
[55:38] or operates, um, the Airbnb
[55:40] does not live in Pitt County,
[55:40] then they
[55:41] re going to designate
[55:44] someone in Pitt County who will
[55:46] be a local contact. That could
[55:48] be a local contact or planning
[55:49] staff, local contact for even
[55:52] the police department. Um, so
[55:55] that that agent can accept any
[55:56] kind of issues or complaints
[55:58] and be able to respond to them.
[55:59] And again, this could be
[56:01] something as like an excessive
[56:03] amount of parking noise,
[56:05] perhaps trash and debris that
[56:07] been left in the yard. But
[56:08] ideally that would be a local
[56:10] contact, easy for us to get in
[56:12] contact with than someone
[56:14] perhaps in Ohio that MAY not
[56:15] have an idea. Any of these
[56:19] things are going on again.
[56:20] Um.
[56:21] We already have the forms and
[56:23] everything set up to go so that
[56:24] if if this is approved, we
[56:25] ll
[56:27] be ready to go. So the form,
[56:29] um, for the agent is very
[56:31] short. It does lay out the
[56:33] responsibilities of that agent
[56:34] so they understand if they are
[56:36] going to be an agent for
[56:37] someone. What that means,
[56:37] again, that they
[56:38] re going to
[56:39] have to receive and respond to
[56:40] complaints.

[56:44] This last section basically
[56:46] just again, not to be punitive.
[56:48] It does give a grace period
[56:50] that if you are, uh, you have
[56:52] an agent and that agent says,
[56:53] actually, I
[56:55] m moving to Texas.
[56:56] It gives you some time to
[56:58] appoint a new agent and get
[57:02] their information to us. As far
[57:04] as the citations, these are the
[57:07] same citations for any kind of
[57:09] zoning violation. And that is
[57:11] the first violation. Um, is
[57:15] $100 a second violation is a
[57:18] second violation within 365
[57:20] days of the first. That amount
[57:24] is 250, and the third, again is
[57:26] within 365 days of the first
[57:29] violation. And that amount is
[57:32] $500. This is the table of
[57:33] uses. And so what this is
[57:37] showing is that, um, all of the
[57:38] districts that allow
[57:41] residential, uh, we have added,
[57:41] you
[57:42] ll see the red piece. So
[57:42] that means it
[57:43] s a permitted
[57:45] use, does not require a special
[57:47] use permit. Um, this will be
[57:49] for both of those uses. So both
[57:51] uses will be allowed in the
[57:54] very same districts. In staff
[57:56] opinion, the request is in
[57:58] compliance with the
[57:59] comprehensive plan,
[58:00] specifically. Chapter five

[1:01:30] a legitimate complaint. This

[1:01:31] angry and just doesn

[1:01:34] that particular neighbor and
[1:01:35] their property.
[1:01:37] We deal with that a lot. Again,

[1:01:40] s tolerance is much
[1:01:41] higher or lower than their
[1:01:44] neighbors. Um, so along with
[1:01:46] the permit, we we have an index
[1:01:47] where we would keep track of
[1:01:50] the properties. Um, that would
[1:01:53] allow, uh, pd or even code
[1:01:54] enforcement to be able to
[1:01:55] cross-reference that. We would
[1:01:58] essentially be the the keeper
[1:02:00] of the information. Someone
[1:02:02] could still go on the city. Uh,
[1:02:04] compass. We would probably need
[1:02:06] to add that as a new issue from
[1:02:09] the dropdown box. And I would
[1:02:10] think that that would probably
[1:02:12] come through planning first.

[1:02:23] The best solution would be to
[1:02:24] go through pd. Obviously it

[1:02:39] rest within the planning
[1:02:40] department is how it would

[1:02:45] a neighbor that
[1:02:45] s just not
[1:02:47] happy. Right. And they find out
[1:02:49] that within a certain amount of
[1:02:51] complaints they could, you
[1:02:54] know, get the, the, the
[1:02:55] neighboring property that
[1:02:56] they
[1:02:57] re not happy with multiple
[1:02:59] citations and potentially get
[1:03:01] them into some legal issues. So
[1:03:03] I guess like my thought is, is
[1:03:04] if the police departments
[1:03:06] called out to, let
[1:03:07] s say, one
[1:03:09] of the short term rentals and
[1:03:11] they just say it was because of
[1:03:12] loud noise, they go out there
[1:03:13] and say it
[1:03:13] s it
[1:03:14] s nothing.

[1:03:18] come out there 4 or 5 times,
[1:03:20] and then the neighbor says, I

[1:03:27] probably a realistic situation.

[1:03:29] say, well, they call the
[1:03:30] planning department. Say, well,
[1:03:32] the police have been out there
[1:03:33] five times. You know, I don
[1:03:34] understand why we
[1:03:34] re not doing
[1:03:36] anything with it. How is that
[1:03:38] going to be handled? I guess as
[1:03:41] far as the complaint, because
[1:03:42] s going to be law that the
[1:03:44] police were out there five
[1:03:46] times, but how legitimate were
[1:03:48] those five phone calls as far
[1:03:50] as an actual nuisance, right?
[1:03:51] Well, we would get the
[1:03:53] disposition right. So we would
[1:03:56] know if it was founded, if they
[1:03:58] showed up and it was quiet and
[1:03:59] everyone were being good
[1:04:01] listeners. So we as the
[1:04:02] planning department would have
[1:04:04] some idea. Yes. You have five
[1:04:07] calls for service, but actually
[1:04:08] only one time was there
[1:04:11] actually in an issue. So it
[1:04:15] will put on staff. Um, as
[1:04:19] sometimes there are of
[1:04:22] threading the needle of taking
[1:04:24] those different complaints,
[1:04:26] figuring out which really do
[1:04:28] hit a mark and which of those
[1:04:30] or maybe someone losing
[1:04:30] patience and they
[1:04:31] re calling
[1:04:36] every 15 minutes. Um, so that
[1:04:37] happens in other things as well
[1:04:39] when we get complaints. And
[1:04:40] what do you know, it
[1:04:40] s already
[1:04:41] disappeared by the time that we
[1:04:45] get there. But what will happen
[1:04:47] or what will at least give us
[1:04:50] some way of communicating
[1:04:53] directly is that either we
[1:04:55] have the person on the permit,
[1:04:56] or we will have a local
[1:04:57] contact, and if that local
[1:04:59] contact says, listen, this is
[1:05:00] my sister
[1:05:02] s place, great. Can
[1:05:04] you tell us who your sister is?
[1:05:06] And that is a way that staff
[1:05:07] can directly communicate with
[1:05:09] someone that we MAY not be able
[1:05:11] to reach. Um, they MAY have a
[1:05:14] run of bad guests, you know,

[1:05:20] least Verbo and Airbnb have a
[1:05:23] system themselves for if you
[1:05:25] live beside the property and

[1:05:29] those complaints with Airbnb

[1:08:20] standpoint, how do we where do
[1:08:22] we stand if somebody says,
[1:08:22] well, you
[1:08:22] re taking away my
[1:08:24] property rights by allowing me
[1:08:25] to be able to operate a
[1:08:26] business out of the property
[1:08:30] that I own. Do do we have any
[1:08:32] case law that says that we have
[1:08:33] the right to be able to do
[1:08:34] something like that, where we
[1:08:36] can prevent somebody from
[1:08:38] actually having a rental?
[1:08:39] Well, the case law says that
[1:08:40] cities that have the authority
[1:08:43] to zone to zone buildings and
[1:08:44] land, um, the short term rental
[1:08:46] case that I was talking about
[1:08:47] out of Wilmington, it said that
[1:08:48] they had a Wilmington
[1:08:49] s program
[1:08:50] was illegal because it was a
[1:08:51] rental registration program.
[1:08:52] But the court said that the
[1:08:54] cities could still zone use
[1:08:56] zoning to regulate short term
[1:08:58] rentals. And we drafted this
[1:09:00] ordinance in light of that case
[1:09:02] so we could bring a civil
[1:09:03] action to to revoke the permit
[1:09:05] and cease them from operating.
[1:09:06] So so essentially, there
[1:09:07] nothing I guess it would just
[1:09:09] be if somebody decided to just
[1:09:11] kind of like they could sue for
[1:09:13] any other reason that they
[1:09:14] would establish a case law.
[1:09:14] For it.
[1:09:16] They could try to sue and say,
[1:09:16] re.
[1:09:17] Taking away their.
[1:09:17] Property rights.
[1:09:19] The case law is clear. Cities
[1:09:20] have the authority to his own
[1:09:23] property and to, um, enact
[1:09:25] short term rental zoning
[1:09:26] ordinances as well. You have to
[1:09:27] make sure that it doesn
[1:09:27] t. It
[1:09:29] not a rental registration
[1:09:29] program or it
[1:09:30] s not a down
[1:09:31] zone, but the city has
[1:09:34] authority to to zone. So.
[1:09:37] We can zone. We also can put
[1:09:38] reasonable time, place and
[1:09:40] circumstances restrictions.
[1:09:41] re not taking away their
[1:09:43] property, right. We
[1:09:44] regulating it. And if they
[1:09:44] don
[1:09:45] t comply that

[1:09:47] re not taking away
[1:09:49] if they comply. Nothing
[1:09:50] taken. I mean they gotta do is
[1:09:52] comply with the and this is
[1:09:54] very reasonable. Probably it

[1:09:56] like to say, but it
[1:09:56] s a
[1:09:57] starting point.

[1:10:19] s requiring
[1:10:20] them to get a zoning permit.

[1:10:26] rentals are giving, given one
[1:10:27] year to obtain the permit.

[1:10:30] It would be the same thing as a
[1:10:30] homeowner who
[1:10:31] s subject to
[1:10:32] nuisance. We have a nuisance
[1:10:33] ordinance in the city of
[1:10:34] Greenville that has homeowners
[1:10:35] or people who live in a home.
[1:10:37] re all subject to, and so
[1:10:38] s no different. We
[1:10:38] re just
[1:10:39] putting in here like you
[1:10:41] subject to these types of
[1:10:42] violations. If you don
[1:10:43] t run
[1:10:46] your business appropriately. I
[1:10:46] don
[1:10:47] t see any problem with it
[1:10:48] from a standpoint, because I
[1:10:50] look into this pretty heavily.
[1:10:50] I mean, I think it
[1:10:51] s a good
[1:10:52] starting point, and maybe we
[1:10:53] can even look further down the
[1:10:54] road, but I don
[1:10:54] t see any legal
[1:10:55] problems with it in terms of
[1:10:56] what we
[1:10:56] ve done, because it
[1:10:58] so minor and it puts the onus
[1:10:59] on them that you
[1:11:00] re only paying
[1:11:01] any fees or anything if you
[1:11:03] violate what are typically
[1:11:05] reasonable standards. It
[1:11:05] s a
[1:11:07] nuisance and and use of drugs
[1:11:09] or controlled substances or
[1:11:11] noise ordinances and parking
[1:11:12] violations that we regulated
[1:11:15] for centuries in this city are
[1:11:18] not centuries, but a long time.

[1:17:01] people, particularly people in

[1:19:00] establishments. Um, we have or
[1:19:00] excuse me, we have four
[1:19:02] different uses in the city that
[1:19:04] we, um, sort of categorize
[1:19:06] under that umbrella. Um, a bar
[1:19:10] bar, 2022 microbrewery, micro
[1:19:12] distillery, um, primary
[1:19:13] activity, obviously cell
[1:19:16] consumption of alcohol on site.
[1:19:17] All of these establishments
[1:19:18] have the ability to have a
[1:19:20] mixed beverage permit a little
[1:19:21] different than just wine and
[1:19:24] beer. Um, in MAY of this year,
[1:19:26] city staff brought a text
[1:19:28] amendment to clarify the number
[1:19:30] of, um, professional security
[1:19:33] personnel that are required at
[1:19:35] alcohol establishments with,
[1:19:37] uh, amplified entertainment
[1:19:39] after 11 P.M., so it only
[1:19:42] counts after 11 P.M.. Um, at
[1:19:43] that meeting, there was some
[1:19:45] discussion that requiring
[1:19:46] security personnel MAY be
[1:19:49] burdensome, um, to small
[1:19:50] businesses. After there was
[1:19:52] some discussion staffs bringing
[1:19:54] this back, um, with the text
[1:19:57] amendment and it same version
[1:19:59] as far as amplified
[1:20:01] entertainment or udo says
[1:20:03] amplified entertainment shall
[1:20:05] shall mean any type of music or
[1:20:07] other entertainment delivered
[1:20:08] through and by an electronic
[1:20:10] system. So that could be music.
[1:20:12] It could be bingo. So the
[1:20:16] proposed language again, is
[1:20:17] based on the occupancy of the
[1:20:18] building. So it
[1:20:18] s not based on
[1:20:20] the number of people that are
[1:20:22] there at that night. And so
[1:20:23] what this says is if you have
[1:20:26] an occupancy between 1 and 200,
[1:20:29] you will have two security
[1:20:30] personnel required to be on
[1:20:33] site. And then for every 100
[1:20:34] people, essentially you add one
[1:20:37] more person. So 2 to 300 would
[1:20:40] be three. Um, and then it goes
[1:20:43] a bit further to say, um, again
[1:20:46] after 11 P.M., um shall employ
[1:20:47] no less than two security
[1:20:49] guards in order for one
[1:20:51] security guard to be inside,
[1:20:52] and then one security guard to
[1:20:55] be able to patrol private
[1:20:56] parking lot. So if they
[1:20:57] downtown and they don
[1:20:59] actually have a parking lot,
[1:21:00] then both of the security
[1:21:03] personnel can be inside. Um,
[1:21:04] and then staff
[1:21:05] s opinion this
[1:21:07] request is in compliance with
[1:21:09] the comprehensive plan. Uh,
[1:21:11] chapter four, Growing the
[1:21:13] Economic hub, which is goal
[1:21:16] 4.3, modernize and Diversify
[1:21:17] the local economy. Support the
[1:21:19] growth of a variety of
[1:21:20] employment opportunities and
[1:21:22] businesses that diversify
[1:21:22] Greenville

[1:22:07] so that uptown can be enjoyed

[1:22:13] approval of the proposed

[1:22:31] went further and said while the

[1:22:34] approval of the amendment,

[1:22:37] the motion that there should be
[1:22:39] consideration given to the
[1:22:41] economic impact on small
[1:22:42] businesses to consider the use
[1:22:45] of bouncers as a substitute for
[1:22:47] professional security personnel.

[1:30:24] were intoxicated and served by

[1:30:30] oftentimes the people come out
[1:30:31] of the bars are not just
[1:30:32] drinking, they are completely
[1:30:34] intoxicated and just drunk. And
[1:30:38] today, uh, had to read, uh,
[1:30:40] because of a case of a very
[1:30:42] serious injury that occurred in
[1:30:44] a bar. And no bouncers were
[1:30:47] around, and they MAY have
[1:30:48] probably prevented it had they
[1:30:50] been. And when you use the word
[1:30:51] bouncer, what does that really
[1:30:53] mean? It means you go hire a
[1:30:54] college kid to come in and
[1:30:55] provide security, who
[1:30:57] oftentimes is a workout
[1:30:59] fanatic, who wants to go bully
[1:31:00] people and use that power.
[1:31:01] That
[1:31:02] s what my experience has
[1:31:04] been. All those watching on tv.

[1:31:49] grandfathered in. So you
[1:31:51] lucky. But going forward, I

[1:31:52] re going to be in
[1:31:54] the business of serving alcohol
[1:31:56] late at night and people tend
[1:31:57] to imbibe because how do you
[1:31:58] get drunk if you
[1:31:58] re in the bar,
[1:31:59] if they
[1:32:00] re not serving you when
[1:32:01] they probably shouldn
[1:32:01] t be
[1:32:02] serving you? Uh, they
[1:32:03] serving you too much alcohol.

[1:32:06] alcohol, people bounce into

[1:32:11] to fight. And then when
[1:32:12] somebody gets hit, it
[1:32:12] s not the
[1:32:14] strike that hurts them. It
[1:32:15] when they fall on the concrete
[1:32:16] and hit their head and get a
[1:32:18] brain bleed and get brain
[1:32:19] damage. And I
[1:32:20] ve seen hundreds
[1:32:22] of cases like that in 40 years.

[1:32:23] m a little tough on this.

[1:32:27] balance. There

[1:32:29] that I see as a college kid

[1:32:30] s just working on their

[1:32:48] is let us hire somebody cheap

[1:34:10] Ada paratransit is the
[1:34:11] mandatory point to point
[1:34:12] transportation that we have to
[1:34:14] provide for qualifying
[1:34:16] customers with disabilities in
[1:34:17] which a disability affects
[1:34:19] their access to fixed route
[1:34:22] bus. Um, this is curb. Curb.
[1:34:23] And it
[1:34:25] s, uh, reimbursed at 80%
[1:34:27] of operating costs, 85% of
[1:34:30] capital cost. Um, pleased to
[1:34:32] announce, since we were here
[1:34:34] talking about paratransit last,
[1:34:35] that, uh, the city of
[1:34:37] Greenville and Pitt County were
[1:34:40] selected to receive $200,000
[1:34:41] each as part of a coordinated
[1:34:43] public transportation grant to
[1:34:46] continue our partnership effort
[1:34:47] to provide the transportation
[1:34:49] service. Um, great will use the
[1:34:51] funds to pay for trips that the
[1:34:54] county will provide, and pets
[1:34:56] will purchase vehicles. I
[1:34:59] believe with their funds. So we
[1:35:01] have been able to negotiate a
[1:35:04] renewed partnership for fy
[1:35:07] 2627. Uh, pets went through a
[1:35:10] fully allocated cost model, uh,
[1:35:12] exercise with ncdot staff to
[1:35:14] set their trip rate so their
[1:35:16] new trip rate at a break even
[1:35:20] point is $27 per trip. Um, the
[1:35:21] city is still on track. We
[1:35:24] scheduled to begin, uh,
[1:35:26] partial, uh, Ada paratransit
[1:35:28] service that we will provide,
[1:35:31] uh, in OCTOBER. Uh, the service
[1:35:32] is is going to be provided with
[1:35:34] four, four vans. Three, uh,
[1:35:36] which will be Ada accessible.
[1:35:38] One is a minivan. Uh, we
[1:35:38] re in
[1:35:40] the process of creating the new
[1:35:42] positions, working with hr, uh,
[1:35:45] to get that finalized. Uh, we
[1:35:46] have trip booking software
[1:35:47] that
[1:35:48] s going to manage all of
[1:35:50] the, uh, clients bookings, um,
[1:35:52] customers can book via mobile
[1:35:56] app or by calling our office a
[1:35:57] picture of what, what the
[1:35:59] vehicles will look like that
[1:36:00] will provide the service that
[1:36:01] we have. Minivan. And then the
[1:36:03] high roof, uh, vans with a
[1:36:05] transit style door. It has an
[1:36:09] Ada lift in the back. So great.
[1:36:11] Will be the primary provider
[1:36:13] once we began service, uh, in
[1:36:15] in OCTOBER. Uh, like I said,
[1:36:16] great. We
[1:36:17] ll run four vans.

[1:36:20] s will provide, uh, 2 to 3,
[1:36:21] uh, and we
[1:36:22] re still talking
[1:36:25] about about 2250 rides per
[1:36:27] month, right. For this program,
[1:36:29] the hours of operation. I know
[1:36:32] this was a point, uh, we spoke
[1:36:34] about back in FEBRUARY. We were
[1:36:35] able to go back and negotiate
[1:36:37] with, with pets that they will
[1:36:39] continue to provide the trips
[1:36:41] from 4 A.M. To 6 A.M., mainly
[1:36:43] dialysis patients. Uh, great.
[1:36:45] And pets will provide service
[1:36:47] from 6 to 6 and then great will
[1:36:48] provide the service from six
[1:36:51] until 830. Uh, on weekdays.
[1:36:53] Saturdays, same thing. Pets
[1:36:55] will provide the early morning,
[1:36:57] 4 to 9. Uh, we have different
[1:37:00] hours on Saturday, so the hours
[1:37:01] will match the service that
[1:37:04] great provides. 9 to 430 great.
[1:37:06] And pets? Pets if needed. And
[1:37:08] then pets will do 430 to 6 on
[1:37:11] Saturday. All right. We will
[1:37:14] notify customers, uh, of the
[1:37:15] change. That rate will be the
[1:37:17] primary provider. Pets will be
[1:37:18] the secondary provider, uh,
[1:37:21] through electronic mail, usps,
[1:37:23] uh, starting in SEPTEMBER, uh,
[1:37:24] all existing customers data
[1:37:26] will be exported into our new
[1:37:27] system. Uh, eligible
[1:37:29] eligibility requirements will
[1:37:33] not change. All right. Um,
[1:37:35] request that council would
[1:37:38] approve the fy 2627 interlocal
[1:37:40] agreement with Pitt County.

[1:38:42] federal government allows is
[1:38:45] twice the normal fare. So if we
[1:38:47] were charging $1 for a bus
[1:38:49] fare, then the fare for a pet
[1:38:50] ride would be $2.

[1:38:54] a citizen. That
[1:38:57] s an outside of
[1:38:58] a particular program or

[1:39:22] provide our Ada paratransit
[1:39:24] system within the city limits.
