acknowledges their resilience and their

Staff reports 11.1 on our agenda. It is
a joint p procurement of financial
[18:19]
software replacement. Um, welcome

and council. This staff report is
seeking council support to participate
[18:34]
with Thumbling County and the other
member municipalities for joint
[18:37]
procurement of a new enterprise resource
system. Town Council approved a budget
[18:43]
of $350,000 for the implementation of a
new ERP system during our budget
[18:48]
deliberations.
However, the county and other member
[18:52]
municipalities are facing the same issue
operating the same ERP system.
[18:58]
County council has proposed a joint
approach to finding a new ERP system to
[19:03]
reduce the amount of duplicate work and
strengthen our collective buying power.
[19:09]
County is also proposed to pay for the
implementation costs for the core
[19:12]
modules such as accounts payable,
accounts receivable, and tax if all
[19:18]
member municipalities commit to the
joint procurement. This will leave the
[19:22]
township to pay for the ongoing
operating costs, implementation of
[19:26]
non-core modules, and any integrations
the township deems necessary. We are
[19:32]
recommending support for the joint
procurement of a new ERP system with the
[19:35]
county and member municipalities.

Zoning bylaw amendment

and it is
for 905 Storage, Inc.

Mary is going to give us an overview of
[22:14]
this place.

Uh good afternoon uh through Mayor Jib
and to council. Uh item 11.2 Two on
[22:29]
today's council agenda is an application
for a zoning bylaw amendment file number
[22:34]
03/26
to facilitate the removal of a holding
[22:39]
provision on the sight specific zoning
for the subject property and bring the
[22:44]
rural commercial for zoning into effect.
The zoning bylaw amendment applies to
[22:50]
lands legally described as part of law 2
concession A and part one of reference
[22:56]
plan 39R
uh 14960 owned by 905 Storage Inc.
[23:03]
The subject property is located at the
northeast corner of the intersection of
[23:07]
County Road 2 and Mchuan Road. The
surrounding land uses are mainly
[23:12]
residential with several existing
employment uses including an auto repair
[23:18]
shop, a commercial self-s storage
facility, uh, and a machine shop, which
[23:22]
are all located west of the subject
property. Uh, a key map illustrating the
[23:27]
location of the subject property is
attached to the staff report as
[23:30]
attachment A.
The subject lands have received approval
[23:34]
for a zoning bylaw amendment uh
application for a sightspecific rural
[23:39]
commercial 4 holding zoning on the
subject property which is subject to
[23:43]
said holding provision which was granted
on April 15th of 2025.
[23:49]
The purpose of the holding provision is
to require the execution of a site plan
[23:52]
agreement with the township to address
issues related to hydro geology,
[23:56]
traffic, noise, land use compatibility
and archaeology.
[24:01]
Upon removal of the holding provision,
the RC-4 zoning will become in effect on
[24:05]
the subject property which will permit
the proposed development of the proposed
[24:09]
self-s storage facility.
Uh the development consists of 10
[24:13]
storage buildings providing 260 self-
storage units. The owner has applied for
[24:19]
site plan approval for the proposed
commercial self-s storage facility which
[24:23]
has been reviewed by the township and
there's only uh one outstanding comment
[24:27]
uh remaining. The following studies were
submitted and reviewed in support of the
[24:32]
site plan application.
A traffic impact brief, a storm water
[24:36]
management report, land use
compatibility study, site plan and
[24:40]
grading plan drawings, landscape design
package, electrical and illumination
[24:45]
plans, and an archaeological assessment.
The site plan application is now ready
[24:50]
for approval. And as I mentioned,
there's only one outstanding comment
[24:53]
that needs to be addressed, which is the
acceptance of the stage 1 and two
[24:56]
archaeological assessment entered into
the Ontario public register of
[24:59]
archaeological reports. The site plan
agreement has also been drafted while
[25:04]
awaiting confirmation letter while
awaiting the confirmation letter from
[25:07]
the ministry of its acceptance of the
assessment which is anticipated by the
[25:12]
uh which is anticipated later this
month.
[25:15]
During the zoning bylaw amendment
application process, comments were
[25:18]
received related to noise and
groundwater. The proposed self- storage
[25:22]
facility does not require any water or
sanitary services and therefore a
[25:27]
hydrogeeological study was not required.
Um the planning act does not require
[25:33]
public or agency circulation of zoning
bylaw amendment applications for removal
[25:38]
of holding provisions. Um therefore this
application was not circulated to the
[25:42]
public or uh agencies for the removal of
the hold but it was for the original
[25:46]
zoning bylaw amendment application um
which is when we received those original
[25:50]
comments. Uh we didn't receive any
comments leading up to preparing the
[25:54]
staff report. But since issuing the
staff report we did receive um one
[25:59]
comment from an adjacent land owner uh
which was in support of the proposed
[26:03]
development. uh that adjacent land owner
was originally in opposition, but
[26:07]
learning that the proposed self- storage
facility would not require any water or
[26:11]
sanitary services, they were satisfied
that the the use would not have an
[26:15]
impact on the groundwater in the area or
any impact on the wells in the area,
[26:19]
which was originally their main concern.
The provincial planning statement
[26:23]
promotes economic development through
providing an appropriate mix and range
[26:26]
of employment uses. The proposed zoning
bylaw amendment will facilitate the
[26:30]
removal of the holding provision from
the commercial from the rural commercial
[26:34]
for zoning for the subject property and
permit the rural commercial land use on
[26:38]
the land's designated employment area.
The subject property is designated rural
[26:43]
area in the North Humberland County
official plan. Permitted uses in the
[26:47]
rural area include but are not limited
to rural commercial land uses.
[26:51]
The subject property is designated
employment area on the Township of
[26:55]
Hamilton official plan. Employment uses
consist of commercial, industrial, and
[27:00]
community facility uses. And finally,
the subject property is zoned rural
[27:05]
commercial for RC4-H with a holding
provision. Uh the purpose of that zoning
[27:12]
bylaw amendment, the purpose of the
zoning bylaw amendment is to remove the
[27:15]
holding provision which will facilitate
the development of the self-s storage
[27:19]
facility on the subject property.
The commercial self-s storage facility
[27:23]
is being designed to comply with all
zoning requirements under the rural
[27:26]
commercial for zone as illustrated on
attachment C to the report and the bylaw
[27:32]
removing the holding provision will
contain a clause stating that the bylaw
[27:35]
will not come into force and effect
until the execution of the site plan
[27:40]
agreement. The holding provision is
being removed at this time to avoid any
[27:44]
delays associated with timing of future
council meetings. And finally, in
[27:48]
conclusion, the application is
consistent with the provincial planning
[27:51]
statement, maintains the intent of both
the county of North Humberland and
[27:54]
Township of Hamilton official plans, and
therefore is recommended that the
[27:58]
proposed zoning bylaw amendment to
remove the holding provision be
[28:01]
approved.

report is seeking support for the
[29:32]
municipal finance officers association
letter that was sent to the province
[29:37]
advocating for the permanent doubling of
Ontario Community Infrastructure Fund or
[29:42]
OCIF funding beyond 2026.
In 2021, the provincial government
[29:48]
provided doubling of its OCIF funding
for small and rural communities to
[29:53]
support renewal and rehabilitation of
its core infrastructure assets such as
[29:57]
road and water assets. For the township,
this has meant several projects funded
[30:02]
through rehab of roads such as Cabin
Road, Sid Drive, Rice Lake Drive, among
[30:07]
several others. The continued funding
will also support the township's asset
[30:11]
management plan by providing a
predictable funding source. We are
[30:15]
recommending that council support MFOA's
letter sent to the pro sent to the
[30:20]
provincial government.

Township of Hamilton's ports MFOA's

letter to the Ministry of Infrastructure

for 2027 calendar year helping
municipalities continue building housing
[30:51]
enabling infrastructure while preserving
the economic value provided by existing
[30:57]

instrumental in putting together an idea
[32:31]
of uh sending out requests to a few
property owners to see if they were
[32:37]
interested. So um it's most [music]
appropriate that uh this has been

and for your previous work at the

committee level.

council and mayor. Um this report in
[33:56]
front of you is to uh just the beginning
process of a petition that we received
[34:01]
from an applicant and property owner as
mentioned at 50 I'm sorry 5019 Bolton
[34:08]
Street. It is a new thing. I have never
seen this form being filled out in my
[34:14]
experience. But uh obviously it does
support within the drainage act. Um the
[34:19]
details are in front of you um regarding
what that report will look like uh later
[34:24]
on in the future. Um we are um seeking a
recommendation from council to hire
[34:31]
Brian Keane from Jewel Engineering as
our peer review engineer. Um that
[34:36]
company will do a investigation of the
property surrounding lands and at a
[34:41]
council in the near future will be
presented to council and the outcome
[34:46]
will be then public and we'll go through
that process.

year end statistics.

Okay. Uh, good afternoon, Mayor Jib and
[36:08]
members of council. Uh, today I am
bringing forward the building division
[36:12]
year end statistics as required under
section 74 of the Ontario Building Code
[36:16]
Act.
Uh as you can see through the report um
[36:21]
in 2025 permit uh quantities were pretty
similar to the last three years uh which
[36:28]
which required another transfer from
reserves uh of $49,886
[36:36]
uh going from our cost stabilization
reserve fund uh which left us with a
[36:40]
balance of $248,81
[36:46]
uh expenditure features of the building
department were below the budgeted value
[36:50]
uh in effort to create some savings
along with uh the fact that staff
[36:55]
completed the fee study re review in
2025 as well. Uh hoping that this year
[37:01]
is a little bit better. We have received
a number of additional applications but
[37:05]
until the subdivisions start with the
new single detached dwellings fees will
[37:10]
remain fairly simil similar. uh although
this year we do have that offset uh
[37:16]
increase based on the fee study that was
completed and the increased rates uh
[37:20]
that started effective January. So if
you have any questions regarding the
[37:24]
statistics statistics of 2025, happy to
answer that. Uh and with respect to
[37:30]
other municipalities and and where we're
at uh as a comparative, there is no
[37:34]
analysis in the report. Um but it was
fairly consistent in 2025 uh with the
[37:40]
exception of the municipalities that had
the subdivisions that that started uh at
[37:45]
the beginning of the year and they would
have had a a number of additional homes
[37:49]
which would have increased that that
overall uh revenue.

11.7 on our agenda. June court estates
draft plan approval
[38:34]
and we have Jennifer coming forward to
give us an overview on this. Please
[38:51]
you may jib and to council. This is a
report recommending approval, draft plan
[38:57]
approval for a subdivision within the
township. The subdivision is located uh
[39:03]
just north of the 401 at Ontario Street
in part of lots 7 and 8, Concession 1.
[39:10]
The property is vacant right now. It's
approximately 7.53 acres. The proposal
[39:16]
is to develop it with eight lots for
single detached dwellings, one block for
[39:21]
storm water purposes, and a new
culde-sac road. The subdivision
[39:27]
application has undergone uh peer review
of all of the supporting technical
[39:32]
documents associated with it and the re
approval from the peer reviewers is
[39:38]
recommended.
Um the property the developer is
[39:43]
responsible for the construction of all
infrastructure associated with the
[39:48]
development at their cost uh during the
development uh subdivision
[39:54]
agreement process. Securities are taken
by the township to ensure that the
[40:00]
infrastructure is completed as outlined
in the engineering drawings and if
[40:05]
there's if the developer fails to
complete the work, the securities are
[40:09]
there to uh ensure the work is
undertaken.
[40:13]
Once the infrastructure is assumed by
the municipality, it becomes the
[40:18]
municipality's responsibility to
maintain that infrastructure. So that
[40:22]
would include both the storm water
management pond and the road. Uh until
[40:27]
the the infrastructure has been assumed
by the municipality, it is the
[40:32]
responsibility of the developer to
maintain it. And prior to assumption of
[40:37]
the infrastructure, an inspection is
undertaken by the municipal engineer to
[40:41]
ensure that it is up to st the municipal
standards as required by the subdivision
[40:47]
agreement.
So this is the one of the stages uh
[40:53]
associated with development approval for
a subdivision. It's the first
[40:56]
development approval. Uh it's the
application for draft plan approval. And
[41:01]
prior to final approval of the
subdivision, there are a number of
[41:05]
conditions that have to be met. The
conditions the conditions of uh of
[41:11]
subdivision of drafts plan approval are
provided in your in the report as
[41:17]
attachment E and there are a number of
conditions that have to be addressed
[41:22]
many of which are carried forward over
into a subdivision agreement. So once
[41:27]
draft plan approval is provided the
applicant then has to fulfill those
[41:32]
conditions of approval. Uh the next
public application or I believe it's the
[41:37]
only public application remaining will
be a zoning bylaw amendment to have the
[41:42]
property reszoned to permit the the
residential development. The application
[41:48]
the subject property is located within a
designated settlement area. It's
[41:52]
consistent with the provincial planning
statement, the township's official plan,
[41:56]
the county official plan. uh it doesn't
comply with our our zoning bylaw because
[42:01]
the property will have to be reszoned as
outlined in one of the conditions of
[42:06]
draft plan approval.
So the recommendation is that the that
[42:12]
council uh grant draft plan approval.
You'll notice that this this ve a very
[42:19]
similar report was brought forward to
council earlier in the year uh
[42:24]
recommending that North umberland County
grant approval draft plan approval to
[42:29]
for this subdivision. However, as of
June 1st, the municipality has assumed
[42:35]
uh approval authority for subdivisions
and it the county didn't get it approved
[42:40]
prior to uh the municipality taking over
that role. So that's why this is coming
[42:45]
forward to council again because council
is now the approval authority for
[42:49]
subdivisions.
So the recommendation is that the
[42:53]
application be approved. It's gone
through the necessary they've submitted
[42:58]
the necessary technical reports for the
subdivision. It's gone through peer
[43:02]
review uh and all those issues have been
addressed. So, recommendation for
[43:08]
approval subject to the conditions
outlined in attachment E of the report.
[43:14]

» Mr. Mayor. Uh, Jennifer, the only
question I have is I I look forward to
[43:29]
having these subdivisions. the lot seven
as it extends into uh the balance of the
[43:36]
property. There's an ex an extensive
amount of property that's left over
[43:41]
understanding that it's not to be
touched in any way, shape or form.
[43:45]
Um
how does that work? Could you just
[43:48]
explain that to me?
Certainly through you, Mayor Jib. Um
[43:54]
there are some environmental lands.
There's a water course and environmental
[43:57]
lands associated on the eastern side of
the property. Uh the conservation
[44:01]
authority doesn't allow for lot
fragmentation of environmental features.
[44:06]
So all of that land needs to go with one
property and that's why it's not divided
[44:12]
up amongst lots 6, 7, 8, and 9. They
don't like those features to be divided.
[44:18]
They like it to be under one ownership.
So that's why the environmental lands
[44:22]
are all part of lot seven.
[44:28]

with their ownership. Is that correct?

[44:38]
can use those lands but they can't build
on those lands.

was wondering, um, my concerns are with
the storm water catchment pond facility,

uh, where the public works came in to
council a while ago, um, with repairs to

other ponds and and facilities in our
township. My question would be, was
[45:09]
there money going to be money put aside
from the development permit fees for
[45:12]
future repairs or refurbishing of this
catchment pond?

I'll I'll do my planners version and
[45:25]
then and then if necessary Mitchell can
get into the weeds of it. The planner's
[45:29]
version is that securities are taken to
ensure that the ensure that the property
[45:36]
is developed as outlined in the
engineering drawings and make sure that
[45:41]
it's constructed comp properly and that
when the mun when it is assumed by the
[45:47]
municipality that it is in the proper
condition.
[45:52]
They we take fees in terms of building
permit fees or sorry building permit
[45:58]
fees and development charges for for
each new single detached dwelling.
[46:04]
However, there are no fees taken as part
of the subdivision application for the
[46:09]
maintenance of that facility. It becomes
a piece of municipal infrastructure just
[46:14]
like the roads and is incorporated into
our asset management plan and then the
[46:21]
appropriate financial arrangements are
made from there. But I will now turn it
[46:25]
over to Mitchell who is our asset
management financial person.

As I say, Jennifer, you did a pretty
good job. So once we assume the asset,
[46:38]
it'll go into our asset management plan
which drives our capital contributions
[46:43]
to things like reserves. So there will
be transfers made for a storm water
[46:48]
reserve and you'll see it either part of
your capital or operating budget.

how do do we get to it? Do we get to it

from is there access from Ontario Street

because I don't think the the right of
way between those homes is going to be
[47:32]
big enough probably.

preliminary engineering drawings uh with
[47:41]
me, but you'll notice uh between lots
three and four

and that is to provide access to the
storm water management block. Um but the

detailed design of stor the storm water
management facility will take place
[47:59]
during um during final prior to final
approval. So we'll get detailed
[48:05]
engineering drawings to ensure that the
storm water facility can be maintained
[48:10]
as required.

and to John's question, we've talked
about having the homes that supply the
[48:19]
the systems and so forth uh pay for the
maintenance of that. Is have we looked

at that anywhere
staff-wise?

» No. Um that is generally generally it's
municipal infrastructure the same as the
[48:36]
roads that the new road that's being
created and the assumption is that the
[48:42]
taxes that those units are paying will
be allocated um for the services.

So right now there is not a proposal to
have those lots uh pay a storm water
[48:58]
management facility servicing fee if you
may. Um I'm not aware of any
[49:07]
residential development that does it
like that. The only I guess option would
[49:12]
be if the municipality I think we're
it's too late with this one. Um if the
[49:19]
municipality
will wants to refuse to take on
[49:23]
ownership of storm water management
facilities, uh the only option would be
[49:27]
some sort of a condominium development
in which case the the homeowners would
[49:32]
that would be a common element and it
would be the homeowner's responsibility
[49:37]
to maintain the facility.

to look at this assumption like a like a
[49:52]
road. It's a general asset for the
municipality to maintain once it's

assumed in a manner that can be
maintained with little issue. So just
[50:04]
wanted to second what Jennifer was
saying there about it just being a
[50:07]
general asset. That's the approach um at
least I'm familiar with. That's the
[50:12]
approach almost all municipalities take
to these assumptions.
