[0:00] Association it was going to be an
[0:01] increase garbage contracts are typically
[0:04] organized for four to five years to help
[0:06] but we have had a really good rate for a
[0:08] long year a long time our current rate
[0:11] as you can see up on the slide is
[0:12] fourteen dollars and eight cents per
[0:14] customer that is what the customers have
[0:16] been charged even after the new rate was
[0:21] approved in the contract we did not pass
[0:23] that on to that we are considering
[0:24] tonight our inks dollars and 90 cents
[0:28] so you have two options there
[0:31] in comparison like I said garbage has
[0:35] escalated everywhere and has escalated
[0:37] at a high rate on the dollars and 95
[0:41] cents Hammond's new rate which is two
[0:44] times a week service would be 20.48 or
[0:49] 20.98 on the side of the house and
[0:52] rolled back in for
[0:54] 22.70 Jefferson Parish has two times a
[0:58] week service for a cost of
[1:00] 23.90 Bossier City has once a week
[1:04] service for a cost of twenty four
[1:06] dollars New Orleans has once a week
[1:09] service for a cost of twenty four
[1:11] dollars Ascension and Livingston Parish
[1:14] have once a week service for a cost of
[1:17] 24.95
[1:19] Lafayette has one time a week plus they
[1:23] have curbside recycling one highest in
[1:25] our region at two times a week
[1:27] collection plus curbside recycling at
[1:30] 35.23 three cents it is my understanding
[1:34] those last two communities have been
[1:36] able to maintain their curbside
[1:38] recycling one because they have passed
[1:40] that cost on to customers but also
[1:43] because they have dedicated
[1:44] manufacturing recycling facilities in a
[1:47] nearby location to them that accept
[1:50] multiple types of recycled material
[1:54] some of our changes that we have had
[1:56] with the recycling at 190 we still do
[1:59] single stream which means that customers
[2:01] can bring you an entire container of
[2:04] plastics and cardboard and cereal boxes
[2:07] and Soup cans as long as they're washed
[2:10] out cleaned ready to go
[2:12] some of our challenges have been when
[2:14] customers come perhaps with bags that
[2:17] you can't see through or with they come
[2:19] with things that may be a plastic that
[2:22] all of a sudden one week was recyclable and then the next time is not
[2:29] able to be recycled
[2:31] so the manufacturing facilities that are
[2:33] receiving the recycled materials have
[2:36] changed kind of what they recycle at
[2:38] different times of the years as they try
[2:40] to meet their markets and their costs
[2:43] prohibit
[2:44] their cost prohibitions so
[2:47] the recycling Market as a whole is a
[2:51] very ever-changing Market it is a
[2:53] difficult Market to work in the cost
[2:56] escalations there ever since really four
[2:59] years ago when this hold started was
[3:02] because China stopped accepting the
[3:04] United States recycled materials and so
[3:08] the threshold became okay United States
[3:10] you're going to have to take care of
[3:11] your own Recycling and we didn't have
[3:13] the capacity in the major facilities
[3:16] across the country to even begin
[3:18] undertaking that
[3:19] so it has become a much more higher bar
[3:22] of cleanliness of no more pizza boxes
[3:26] with any sort of Grease no more you know
[3:29] soup can that kind of got only half
[3:31] washed everything has to be entirely
[3:33] washed and then marketable for those
[3:36] places
[3:38] so with that said the council has
[3:40] several decisions to make one do we pass
[3:44] on the the total rate increase to the
[3:47] customers I was asked to look into that
[3:50] and see if there are other communities
[3:52] is there anything that prohibits us from
[3:54] subsidizing trash because I know on
[3:57] social media and other places customers
[3:59] have asked why can't you just pay for
[4:00] the the trash
[4:02] we do not have an ordinance from the
[4:05] quick research that we have done we do
[4:07] not have an ordinance that prohibits
[4:09] that but in best practices I did reach
[4:12] out to the Louisiana Municipal
[4:13] Association they say that when you
[4:15] charge rates for services such as
[4:17] garbage Water and Sewer that you want
[4:19] those rates to handle the service that
[4:24] way your tax dollars can go to other
[4:26] investments in the community such as
[4:28] infrastructure that's much harder to
[4:31] realize on a on a resident you know per
[4:33] cost per resident basis you don't
[4:37] necessarily charge a fee every time we
[4:39] do a street Improvement or we do a park
[4:41] Improvement we don't just add a new fee
[4:43] to a customer or a resident for those
[4:46] kinds of big projects so it's it's just
[4:49] a matter of where you invest your
[4:51] dollars and and how you choose to invest
[4:53] those dollars in the community
[4:55] with the budget that we introduced to
[4:58] you and with the budget that we had the work session on it does plan for
[5:03] this rate increase it plans for that
[5:05] additional Revenue to come into the city
[5:07] paid by the residents so if we were to
[5:11] choose a different path we would need to
[5:13] revise the budget and we would need to
[5:16] probably look at capital projects and
[5:18] figure out which ones of those we might
[5:20] need to shift to another fiscal year in
[5:23] order to cover that that the less amount
[5:27] of Revenue that would be received
[5:29] so right now the revenue is projected on
[5:31] this rate being covered by the customers
[5:34] and then on the expenditure you know
[5:37] just being a wash through the budget
[5:39] so if there are questions I'm happy to
[5:41] answer those or comments from the public
[5:44] do you have an amount for
[5:46] um the the in if the city paid for it it
[5:49] would need to be in the new budget right
[5:51] if the city covered the increase of the
[5:54] cost you're probably looking at around
[5:56] 400 to 500 000 depending on which month
[5:59] and how many customers we had for that
[6:01] month that would be for the whole year
[6:03] though so that's a that's a Year's worth
[6:05] of the cost increase
[6:10] how you doing Miss spicy I'm good how
[6:13] are you okay look as of right now so
[6:15] it's four hundred thousand dollars that
[6:17] the city will that the city would have
[6:19] to pay from
[6:20] today on to the end of the year right to
[6:23] the end of the year yes sir and that's a rough estimate because of
[6:26] course it would be based on per customer
[6:28] per month okay so look give me a rough
[6:31] estimate on how much the city didn't pay
[6:34] on this uh contract so far since the day
[6:38] it was signed all the way up to the day
[6:41] I would have to go back and look at
[6:42] exactly what date that was
[6:44] but I can certainly get that information
[6:46] for you it was it August was it August
[6:48] or I think it was after that I want to
[6:50] say it was like October maybe or
[6:52] November that we switched
[6:58] okay
[7:10] and something else I noticed uh
[7:14] normally when we comparing
[7:16] cities and we comparing areas
[7:20] what's the rate Ponchatoula pay for
[7:22] their garbage right now
[7:27] dollars
[7:30] okay
[7:31] what's the rate a meat pan for their
[7:34] garbage I do not have that rate
[7:36] okay because what I what I'm looking at all these here
[7:42] different areas
[7:45] but I was looking for the areas right
[7:47] around us where the service that we had
[7:50] at first is still being used
[7:52] through those areas and normally when we
[7:54] make decisions we kind of make decisions
[7:56] on what punchatula do uh what the parish
[8:01] do and from what the knowledge that I
[8:04] have the parish in Ponchatoula still
[8:07] using the old company
[8:09] they may be the Paris service you have
[8:11] the opportunity to use different
[8:13] contractors if you're outside the city
[8:15] limits
[8:16] and you typically if you're outside the
[8:18] city limits only have one time a week
[8:20] service not two times a week service
[8:23] that's been unique to Hammond and
[8:25] Ponchatoula
[8:26] so Ponchatoula getting one time a week
[8:29] service I don't know if they're getting
[8:30] one time a week or two time a week
[8:34] okay
[8:53] anyone else have any questions or
[8:55] concerns on this on this matter come to
[8:58] the mic
[8:58] state your name and address please
[9:07] shout out nicolosa 3607 Highway 190 West
[9:12] uh I've got a
[9:15] I have some questions but it's is this
[9:18] the time for me to bring it out or or
[9:22] that it's going to be voted on the order
[9:25] that's going to be voted on when tonight
[9:27] this is the public uh hearing right now
[9:29] to so you can you can talk right now
[9:31] this is public discussion okay well well
[9:35] the reason I'm people don't limit that
[9:37] income
[9:38] and maybe six seven eight dollars don't
[9:41] hurt
[9:42] certain people but it does hurt a lot of
[9:45] people in in you know in the city limits
[9:48] so what I'm looking at is I know I'm
[9:52] limited on income
[9:53] my my money's not going to be going up
[9:56] anymore
[9:57] you know my my basic income
[9:59] now according to this it's going to be
[10:02] you're looking at a 30 increase
[10:05] on on this you know going from 14
[10:10] to 20.98
[10:13] 19 20s
[10:16] yeah 20.98 so I mean you know six seven
[10:20] eight dollars don't sound like a lot
[10:23] but the city's been paying for it for
[10:26] how long now about eight months I'm
[10:28] sorry about eight months okay so I pay property tax
[10:33] you know every time
[10:35] we turn around
[10:37] you know I'm I'm I've got to pay my my
[10:40] taxes or whatever but what I'm looking
[10:42] at is the public the people that don't
[10:45] come out here you know they only got
[10:47] about maybe five or six of us here
[10:50] but I've had calls from people and
[10:52] that's the thing that's frustrating is
[10:54] that they call you're going to want this
[10:56] and they want that and not and y'all ask
[10:59] them I said come over here all you gotta
[11:01] do is come here and say hello
[11:03] so with basically what I'm looking at
[11:06] I don't know who even brought this up
[11:08] the uh the mayor or whenever he went
[11:10] into a contract and now was it up to the console to agree with
[11:16] this
[11:19] anybody yes so y'all the council was
[11:22] able to agree with it
[11:24] or did y'all know anything about it
[11:26] before
[11:30] yep um this was presented to us back in
[11:38] nothing was ever done with it
[11:40] so now it's being brought back up
[11:43] okay so now the council has the option
[11:47] to weather approve it or deny prove it
[11:50] or deny
[11:51] okay so what I'm looking at if it's a 30
[11:54] increase
[11:55] you know in uh
[11:58] would would limit an income of these
[12:01] people in the Paris underwater city
[12:03] rather you know we're still looking at
[12:05] so much
[12:07] money coming out of their pocket
[12:10] Now understand certain people
[12:13] figure six seven eight dollars is not a lot of money
[12:17] but it is so I'm gonna say sixty percent
[12:19] of the people in the City of Hammond
[12:22] I know it is to me so what I like to do
[12:25] I'm against it I would I would
[12:27] appreciate if y'all consider looking at
[12:30] it from the angle of the peak without
[12:33] y'all represent
[12:35] that way
[12:36] no one in your mind
[12:39] that you know you're making the right
[12:41] decision I think the city has enough
[12:43] money to continue paying for it
[12:47] now I see a laugh from Steve but but I'm asking so you tell me
[12:54] it continues to pay for it then
[12:56] something else has to go uh projects
[12:59] infrastructure you know all you did
[13:02] there's no new money
[13:04] it was budget was the budget was
[13:06] approved the budget was proposed with
[13:10] this slight increase
[13:12] in there if we don't do it then that
[13:15] means we got to cut something else which
[13:17] means somebody else is not going to get
[13:19] something maybe in your District maybe
[13:21] in my district maybe in somebody else's
[13:23] District but something
[13:25] else that's going to cost about a half a
[13:28] billion dollars is going to go away some
[13:30] service that is needed
[13:32] okay you know and the other thing that
[13:35] remind you of do what Steve I said the
[13:38] other thing that I will just remind you
[13:40] of is no matter what we do
[13:43] you're not going to pay 14 for garbage
[13:47] again unless the city picks it up and
[13:49] then something else has to go you know
[13:51] rates of a lot of things have gone up so
[13:55] it's okay all of this was discussed
[14:00] okay I understand it was discussed but
[14:03] it wasn't approved by anybody
[14:05] you know
[14:06] I don't think it was even brought before
[14:08] the council if I'm not correct am I
[14:10] correct or not
[14:12] well I thought it wasn't brought before
[14:13] the console so the Garbage Contract the
[14:16] new contract the new one which is what sets the price of garbage okay so
[14:22] during that discussion we knew the price
[14:24] of garbage and what it would have to be
[14:26] raised to
[14:28] so we were well aware that garbage was
[14:31] going to cost almost 21 dollars a month
[14:33] that was discussed a lot
[14:36] the increase was not presented at that
[14:40] time this is the first time that the
[14:42] increase basically taking what the
[14:45] citizens pay all of us pay increasing it
[14:48] by six dollars seven dollars this is
[14:50] tonight is the first time that we've voted on that
[14:55] but the increase in the rate that the
[14:57] city pays was back in September October
[15:00] and that was approved by who this
[15:02] Council
[15:04] ah okay I just wanted to make sure I
[15:07] just want to clarify that is that the
[15:10] current calculation of what you're
[15:12] paying right now was off of a contract
[15:15] that had another 18 months or so left on
[15:18] it that was terminated
[15:20] without me knowing I did not I did I did
[15:23] not support the determination of that it
[15:25] was terminated
[15:27] and then presented to the council at
[15:29] that point had knew we had no garbage in
[15:33] place because a good contract was
[15:35] already terminated so therefore we were
[15:37] placed with what we have now and
[15:40] therefore when that was we voted to
[15:43] approve that company because it was the
[15:45] cheapest that company after the contract
[15:48] that we already had right now was
[15:49] terminated not not I was not a support
[15:52] of that I was in a sport that I did not
[15:54] know about it so I want to clear that up
[15:56] and then so now this whole time the rate
[15:59] does not go the rate was not adjusted or
[16:01] talked about going to affect being
[16:03] increased until now so therefore it went
[16:08] into place we voted on a contract but as
[16:10] far as the money goes that was not
[16:12] presented to us to to implement the
[16:15] increase to the people until now
[16:19] so that's that's the story with the old uh it was called Waste
[16:25] Management yeah
[16:28] I am waste waste management
[16:31] that was the old contract and the mayor
[16:33] went on and just canceled out and
[16:35] renewed a new one with Waste Pro is that
[16:38] correct yeah
[16:41] termination was by the mayor's office on
[16:44] the
[16:45] current on the on the calculation that
[16:47] you have right now your bill right now
[16:49] is calculated off of the previous
[16:50] contract uh and and so yeah
[16:56] well what I would like to consider with
[16:59] the Constitution think about your people
[17:01] that's not uh you know not as well
[17:04] there's a lot of other people and uh you
[17:07] know working in in the City of Hammond
[17:09] uh
[17:11] we just need a little bit more lenient
[17:14] from the council to represent the people
[17:17] and six to seven dollars is a lot of
[17:19] money for some people so I'm here asking
[17:22] that y'all consider that I'm against it
[17:25] and I've had 20 calls and I'm just
[17:28] expressing what they're telling me so if
[17:31] anybody in the audience says there's a
[17:32] thing to say you're welcome thank you
[17:47] good evening good evening council
[17:49] president Council Administration and
[17:51] everyone Tracy Washington Wells 610
[17:54] Mooney Avenue
[17:56] and while I appreciate the garbage
[17:59] comparisons that the Administration has
[18:01] presented to you all you represent your
[18:04] districts here
[18:05] you voted for this uh contract to go
[18:09] into place in September of last year
[18:11] minus one vote by my councilman
[18:15] um who was against it
[18:17] I can only speak on behalf of what I
[18:19] know occurs in the district I live which
[18:22] is District 3. and according to a grant
[18:26] that was funded to the City of Hammond
[18:29] we are
[18:30] 96.4 3 low to moderate income seven
[18:36] dollars may not seem and I'm saying
[18:38] seven because it was six thousand nine
[18:40] eight cents may not seem like a lot to
[18:42] you but for someone that may be their
[18:44] medicine there may be bread and with the
[18:47] day's prices it may not even cover the
[18:49] eggs
[18:50] so I asked you to consider your
[18:53] representatives that elected you I was
[18:56] at the budget work session and I don't
[18:58] recall hearing and if it was said and I
[19:02] did hear it excuse me but I don't recall
[19:04] hearing that this was part of the budget
[19:06] already
[19:07] you guys are getting ready to approve a
[19:09] 2.3 million dollar project out by the
[19:12] airport and there are other issues and
[19:15] concerns but I don't think that seven
[19:18] dollars passed on to us the citizens
[19:21] should be voted for because although you
[19:25] have voted for a contract the way that
[19:27] it was done
[19:29] it was not Kosher you all didn't have an
[19:31] opportunity to decide whether or not you
[19:33] wanted a new contract that contract was
[19:36] canceled without your approval so you
[19:38] really was put behind already so I'm
[19:42] asking you and you may not have
[19:44] representation here tonight but I
[19:46] guarantee when they get that new bill
[19:48] and there's a twenty dollar charge
[19:50] you're going to be getting phone calls
[19:53] thank you
[19:59] is there anyone else

[22:40] the document attached if we did not do
[22:43] the recycling then that would be
[22:47] 6.48 is that right and 40 cents and 40
[22:50] cents and um I I have quite a few people
[22:55] in my district who reach out they use
[22:57] the the City Recycling
[22:59] I'm sensitive to the rate increase issue
[23:03] obviously that recyclops that was going
[23:06] around a while I'd love to see I'll
[23:09] reach out to them see if they are still
[23:10] waiting to get 100 people signed up
[23:12] because people who want recycling they
[23:14] may pay the hundred dollars a year to
[23:16] get recycling there so to me that makes
[23:19] sense to at least take that off because
[23:22] we don't know for sure where that
[23:24] recycling is going if it's cost
[23:25] effective and actually environmentally
[23:28] effective
[23:29] that's just we had a little discussion
[23:32] about Recycling and that's how I feel if anybody else has an issue with
[23:36] recycling
[23:38] um I brought it up I think a while back
[23:39] I think you were going to check into the comments that were made about
[23:46] probably about 90 percent of the uh recycling is going to the dump
[23:51] you know and and so that was that was
[23:53] said one of the other uh when we voted
[23:55] on the previous contract
[23:58] um approval and that was kind of
[24:01] um while my uh position was the way it
[24:04] was about
[24:05] not supporting that if we were double
[24:08] paying for that and just doing the roll
[24:10] away at a better cost
[24:12] at that time whenever we voted on the
[24:14] previous contract so if that's the case
[24:18] you know we kind of really need to know
[24:20] that and I think the people
[24:22] who uh are rethinking they're recycling
[24:25] you know no no what's going on and and
[24:28] if and if that isn't
[24:31] um approved or chosen that that the
[24:33] reason being is that it's it's not a
[24:36] it's not as good as it sounds
[24:38] um and so it's not that it's a hand tie
[24:41] or against recycling it's more so of a uh cost matter and pretty much not
[24:48] being taken advantage of pretty much so yeah I think it's a compounding
[24:52] effect I think you're right I
[24:55] as we've had lots of discussions over
[24:58] the past years the entire recycling
[25:00] Market the the bottom has fallen out of
[25:03] it is no longer marketable for a lot of
[25:06] companies to recycle because the goods
[25:08] and services I don't think a lot of
[25:09] people knew that your goods and services
[25:12] that were recycled here in the United
[25:14] States you think that they go to find a
[25:16] home as a new plastic bottle or as a new
[25:18] glass something or whatever that's
[25:20] actually not what was happening at all
[25:22] they were getting shipped over to China
[25:23] and India and who knows what was
[25:25] happening at that point our other
[25:28] challenge is that our we've had several
[25:30] conversations with different providers
[25:32] about a percentage can we get a
[25:35] percentage or can we get a tonnage or
[25:37] can we get some kind of verification and
[25:40] what we keep getting are a lot of
[25:41] different answers we get that oh yeah
[25:45] well this week was really good for
[25:46] cardboard and this week they didn't
[25:48] accept the Plastics or this one they had
[25:50] to throw away this part but they
[25:52] recycled this part and so we're not
[25:54] getting straight answers and I don't
[25:56] feel like it's a good value to the
[25:58] taxpayers until you can get that kind of
[26:01] well maybe maybe work maybe we need to
[26:04] go more toward just you know looking at
[26:06] a third party option and and a and and
[26:09] promoting it to the people
[26:13] um so they know that we are pushing
[26:16] recycling but
[26:18] um through a different company that they
[26:20] have an option to go with and and and
[26:23] organize their their recycling through
[26:26] them and I'm sure there's a lot of
[26:27] companies out there I'm sure
[26:29] um that do that like Carly said they had
[26:31] one that came in I think a while back
[26:33] over here and uh you know not pushing
[26:35] him but I'm sure there's a lot of
[26:37] options out there that we may need to
[26:39] research to to send notice out to to
[26:42] people in the community for the
[26:44] recycling
[26:48] the only other thing I want to add is um
[26:52] if we if the if the increase doesn't
[26:55] pass then we're looking to add the city
[26:58] taxpayers to pay four to five hundred
[27:00] thousand dollars a year just subsidized
[27:02] garbage
[27:03] from about October 1st to the end of
[27:06] this month the city will have paid
[27:08] around 300 to 330 000 of taxpayer money
[27:13] subsidizing the cost of the garbage
[27:16] it's a yearly it's a yearly it's a
[27:19] yearly cost and every you know we we
[27:21] spend our budget work sessions and we
[27:25] have so many
[27:26] um so I I just don't I don't know how we
[27:30] don't pass this on to the customers
[27:32] because
[27:33] we're looking at half a million dollars
[27:35] every year in our budget to pay for just
[27:38] a portion of garbage it's not even all
[27:40] of garbage it's not like we're offering
[27:42] free garbage to everyone we're just
[27:43] offering
[27:45] a part of your garbage
[27:47] that doesn't seem like a good deal to
[27:49] anybody quite quite honestly in my
[27:51] opinion and it's not going to go back
[27:52] down it's not going to go back down it's
[27:54] not like we're going to be able to
[27:55] handle this for a couple of years and
[27:57] then and then it'll go back down to 14.
[28:00] um I mean I don't obviously don't have a looking glass or I can tell where that
[28:05] that's true or not but none of us can
[28:08] imagine that prices are going to go back
[28:09] down so
[28:11] um I just we're gonna consistently
[28:14] add money taxpayer money to subsidizing
[28:18] garbage every single year when we
[28:21] already have a tight budget it doesn't
[28:22] seem like good use of tax dollars to me
[28:28] oh one minute please oh
[28:32] I'm trying my best not to say nothing
[28:34] about this
[28:36] because what's going to take place
[28:39] we already see what district will be
[28:42] affected by because of the conversation
[28:45] that started off that
[28:48] the districts
[28:50] gonna end up being affected
[28:52] by the capital lay projects
[28:56] and
[28:58] we wasn't concerned about this budget
[29:00] when we gave that raise out and then
[29:04] that in the budget right now we're still
[29:07] looking at a two percent raise when we
[29:09] just gave our a humongous race
[29:11] and what nothing said
[29:14] and
[29:15] everything we do
[29:18] it affects the taxpayer
[29:21] so we just can't be concerned about one
[29:23] thing let's look at everything the
[29:26] railroad spur it affects the taxpayer
[29:30] so everything we do paying uh
[29:35] helped me out when we was paying the
[29:37] bill where you can go get your driving
[29:38] license you've been paying that bill for
[29:41] 20 years the taxpayers
[29:44] that's coming out
[29:46] of the taxpayers money and what nothing
[29:48] said about that and look we eliminate
[29:51] that
[29:52] the railroad spur is paying for itself
[29:54] now when it was the taxpayer so when we
[29:58] talk let's talk about the whole
[30:00] the taxpayers are not able yes some of
[30:04] us up here is able and I'm not gonna you
[30:06] know I can't lie yeah I'm able to pay it
[30:09] but what about my neighbor
[30:11] what about my aunt what about my brother
[30:13] what about my grandmother what about my
[30:16] sister
[30:17] Hammond the people don't make no money
[30:21] no they're not able to pay it they'll go
[30:22] to the store and buy some tennis shoes
[30:24] now but they bought what they want but
[30:26] they still not able to pay these fees
[30:29] just because we throw it up on no we
[30:33] have to be considerate every time we
[30:35] vote on everything because it do have an
[30:39] impact
[30:40] on the taxpayers so let's be considerate
[30:43] we pretty much know
[30:45] how a person's gonna do already because
[30:47] they district is covered
[30:49] the infrastructure is short in my
[30:52] district the sidewalks it's short in my
[30:55] district I'll tell you what's short the
[30:57] damn part what I want the kids to play
[30:59] in it's short in my district yeah I
[31:02] can't bite my tongue District 3 is
[31:05] coming up short
[31:06] every time you spend one dollar you'll
[31:09] spend a hundred thousand dollars in
[31:10] another District that ain't nobody
[31:12] talking about doing the budget
[31:15] nobody have nothing to say because they
[31:17] District are already getting everything
[31:18] I have a lot to say because my district
[31:20] started coming up short doing this here
[31:23] when the night over with y'all don't see
[31:25] it yeah it's gonna affect District three because
[31:29] you know why District three got a
[31:31] representative they're gonna talk for
[31:33] other people not for me for the people
[31:36] District three have a lot of poor people
[31:39] in the area
[31:41] so the garbage
[31:43] it gonna hurt us and you're gonna see
[31:47] when the next item come up item two
[31:50] now we finna give garbage away and who
[31:52] paying for that the taxpayers
[31:55] and and I want to say you know and while
[31:58] we're here today is
[31:59] you know there's no worry to say it but
[32:03] just some some some poor decisions and
[32:05] then now now here we are faced with
[32:07] discussing this increase on 30 percent
[32:09] so this should have been taking place
[32:11] when the decision was made to terminate
[32:14] the current the previous contract at
[32:17] that price and negotiate a plan that
[32:19] would not hit the the residents by a 30
[32:22] increase they weren't they we still had
[32:25] an 18 months left on that contract they
[32:28] could have negotiated additional
[32:30] extension for a two dollar give them
[32:32] their two dollars and get another four
[32:33] years or whatever and and things could
[32:36] have been handled a little differently
[32:37] at that point in time and and I wasn't a
[32:40] part of that decision and so therefore
[32:42] here we are now facing this issue right
[32:45] here and so it's tax dollars it's tax
[32:48] dollars tax dollars taxpayers been
[32:50] paying it
[32:51] from when the decision was made
[32:54] and uh you know and if and if the people
[32:57] pay and it's still taxes it's increased
[32:59] on taxes so
[33:09] my name is Maria hunt
[33:11] um
[33:12] 14032 Country Manor Road Hammond
[33:15] Louisiana
[33:16] 70403 that's my old address my new
[33:19] address I wouldn't
[33:20] I wish not to say what it is is that
[33:22] okay that's okay thank you
[33:25] um
[33:26] you know y'all talking about the the
[33:29] garbage fee going up but I never heard
[33:31] the causes and conditions why what is
[33:34] the basic you know
[33:36] why you know it's a landfill demanding
[33:39] money or the employees demanding money
[33:42] um why is it going up what is the cause
[33:44] and conditions you know getting down to
[33:46] the root of the problem you know
[33:49] um I didn't hear that if y'all said it
[33:52] and I missed it I'm sorry you know
[33:54] um also I was looking at the resolutions
[33:56] I don't know if y'all go over them you
[33:59] know but serving alcohol from 7 30 to 11
[34:02] A.M I think that's why the police
[34:05] department needs both proof vests
[34:08] everybody's loaded and rocking in the
[34:11] street I mean what's with
[34:12] the hall and the open containers and all
[34:15] this stuff you know that that's like you
[34:18] know the drug and alcohol world is being
[34:22] praised you know at a walk and run
[34:24] they're going to serve alcohol in the
[34:27] morning from 7 30 to 11 A.M and like I
[34:30] said you know I hope the police
[34:32] department get that ball for proof fast
[34:35] so um
[34:37] thank you and for letting me be here and
[34:40] share and I hope everything works out
[34:44] thank you
[34:50] good evening everyone good evening
[34:52] Dangerfield 314 Wilbur Dangerfield Drive
[34:59] I understand what this lady is talking
[35:02] about the Chinese thing
[35:05] I've been hearing on the news about the
[35:07] robot thing for the for the recycling
[35:10] and all that
[35:12] but yeah we coming up short
[35:15] we always come up short in our district
[35:19] but I told the councilman I was going to
[35:22] work with him
[35:24] to get some of the things that I think
[35:27] the community needs
[35:30] now you people in a hard spot
[35:34] it ain't gonna be just gonna get some
[35:36] telephone calls when the people look
[35:38] down at they bill
[35:40] and see this increase
[35:43] they already know they can't afford
[35:45] and they're gonna say why me
[35:50] now y'all got to come over to answers
[35:53] because they gonna come up with the
[35:55] votes
[35:57] and believe me don't
[35:59] nothing bring a person out
[36:02] then affecting his pocketbook
[36:05] so
[36:06] should have been handled different
[36:09] I don't know why they changed from the
[36:11] old uh the old the old garbage
[36:13] collection service
[36:15] I mean I actually see the guys coming
[36:16] along get the garbage just fine
[36:18] maybe somebody didn't like what the
[36:21] people were doing
[36:23] you know why councilman you know why
[36:26] Council y'all let us know why but the
[36:28] problem is right now it's just like a
[36:31] church mouse
[36:32] if you talk you're gonna get punished so
[36:36] everybody gonna say nothing right now
[36:37] you ain't gonna get nobody to talk
[36:39] well I'm gonna tell you like this here
[36:44] I don't want to be
[36:46] and a whole lot of people that can't pay
[36:48] it
[36:50] you're gonna hurt them people
[36:52] like you said ain't nothing going down
[36:55] no more y'all if things going up
[36:58] internet what y'all gonna do about it
[37:03] thank you for your time
[37:05] thank you uh I'm gonna say this here
[37:11] about the garbage
[37:13] what the administration don't realize
[37:16] the councilman control the budget
[37:20] the councilman
[37:22] forgot what they supposed to do they
[37:24] gonna control the budget so if something
[37:26] they don't like
[37:28] they can always say we don't want that
[37:30] that's what the councilman don't realize
[37:32] the administration don't run the budget
[37:34] the administration set the budget out
[37:36] and it's up to the councilman to approve
[37:38] the budget so
[37:40] it ain't like your hands tied so you
[37:42] don't have to sit on your hands up here
[37:44] acting like they tired we control the
[37:46] budget
[37:48] and that's what the city don't realize
[37:50] and if you look around you from New
[37:53] Orleans to Bogalusa the councilman
[37:57] control the budget
[37:58] not the man not the administration the
[38:01] councilman control the budget the
[38:03] councilman is the one made sure the
[38:05] police got a raise
[38:06] the councilman made sure that the city
[38:08] workers got a raise
[38:10] the councilman did that so the
[38:12] councilman we control the budget so
[38:15] don't set up here and not be afraid
[38:19] well you know what's right you know
[38:20] what's wrong so don't sit here and sugar
[38:23] coat nothing
[38:24] and act like six dollars and 80 cent is
[38:29] no money
[38:30] so let's do our job and what the people
[38:34] picked us to do that's why all of us
[38:38] was able to come back up here because of
[38:41] the people
[38:43] let's do our job
[38:50] good afternoon
[38:54] director Administration you know I
[38:57] really said I was not gonna say anything
[38:59] but
[39:02] when I first came in and I sat down
[39:05] after a few minutes I wanted to walk
[39:06] back out the door
[39:09] My grandmother used to tell me time
[39:11] brings on a change
[39:17] and
[39:20] nothing is going to stay the same I
[39:22] remember when I could take a quarter and
[39:25] buy a bag of potato chips a candy bar
[39:28] some Moon cookies some two for a penny
[39:31] candy and a cold drink but I can't do
[39:35] that now because everything has gone up
[39:38] it's not my fault it's gone up it's not
[39:42] the council fault it's gone up it's not
[39:44] the mirror fault it's nobody's fault it
[39:47] is just government it's just inflation
[39:50] period there's nothing we could do about
[39:53] it but the one thing that we keep on
[39:56] doing I'm talking about this city
[39:58] council is the bickering and Madison and
[40:04] back and forth and she got this and they
[40:06] got that and we ain't got this if if we
[40:09] work together
[40:11] if we would just work together and come
[40:14] together instead of always pointing the
[40:17] finger blame blame we could get
[40:19] somewhere as far as the garbage is man
[40:23] if people if people don't want the
[40:26] garbage piled up outside they will pay
[40:30] it
[40:31] if they if it and it and and the one
[40:34] thing that this counselor should be
[40:36] doing instead of bickering against each
[40:38] other figuring out how to tell your
[40:42] constituents look this is what the deal
[40:45] is now we either gotta do this thing or
[40:48] we gonna have piled up a garbage all
[40:50] over our city
[40:51] I mean I it's it's just it is just it
[40:55] just hurts my heart that I was born in
[40:59] this city and I lived in Mississippi
[41:02] soon be 65 years and we're at the point
[41:05] now where we have we we can't we can't
[41:08] get anything done if we do get something
[41:11] done it's always a scream and a cursing
[41:15] match about it it is totally it is
[41:18] totally ridiculous they're grown people
[41:22] sit behind these areas
[41:26] and curse and screaming bicker and argue
[41:29] about everything that go on
[41:32] Come and Get Together We are never gonna
[41:34] get anything done if we keep on
[41:37] bickering and arguing about it I promise
[41:39] you Lord forgive me I represent God
[41:42] that's who I try to represent I don't
[41:45] always do it right but that's why Jesus
[41:48] died on the cross because he knew I
[41:50] wasn't gonna always do it right
[41:51] everybody do some stuff they haven't
[41:53] been doing but the thing is until this
[41:56] Council figure out
[41:59] how to put their heads together work out
[42:03] something that every that that that
[42:05] they're satisfied about
[42:08] try your best you you're gonna have to
[42:10] get it it's a give and take it ain't
[42:12] gonna always be your way it ain't going
[42:14] to be the other person's way but I
[42:16] promise you it with it that seven
[42:18] dollars
[42:19] I mean hey yeah it's a lot I'm for one
[42:23] can't afford it but if it has when it
[42:26] comes to garbage we don't want garbage
[42:28] all over the place and we and and if and
[42:30] if we have to figure out a way I mean if
[42:33] y'all could get together and figure out
[42:34] a way to make this thing work
[42:38] you could put your hands you gotta say
[42:40] look man can you not do with this for this to happen What can you do
[42:46] without for yourself instead of blaming
[42:49] each other
[42:51] I might have to stop you right there
[42:53] real quick because I don't think you may
[42:55] have been a different council meeting
[42:56] than I've been here for the last hour or
[42:58] so but I don't I didn't hear any
[43:00] bickering between any of us here it's a
[43:02] serious issues I don't know where you're
[43:04] at but hold on a second let me finish
[43:07] it's just a serious issue that people
[43:09] in this community have been at least
[43:12] calling me about
[43:13] in my district that I represent and it's
[43:16] a 30 increase on a garbage and we're all
[43:20] up here to make a a decision for people
[43:23] so it's something that is a serious
[43:25] decision to be made and everybody up
[43:28] here has a right to speak and say what
[43:30] they want to say and everything else and
[43:32] there was no bigger no cursing so I
[43:34] don't know where you were at but there
[43:35] was no cursing no bickering nothing up
[43:37] here there was some thoughts some some
[43:40] points being made by people in the
[43:42] audience and up up here as well making
[43:44] some points so I don't know maybe maybe
[43:46] I missed something but I didn't hear any
[43:49] bigger but anyway as I was saying
[43:53] uh I understand your constituents are
[43:57] calling you so that's where you go to
[44:02] your other members and you say look
[44:04] everybody gets together and say look man
[44:06] our constituents are having a fit that's
[44:08] where you come together
[44:10] and you try and you try your best to
[44:13] either make them understand or you try
[44:15] your best to figure out another way
[44:18] that's all I'm saying
[44:30] name is Pete Graco liver 2100 Westdale
[44:33] Court in Hammond
[44:36] I just want to ask one question
[44:38] the garbage runs twice a week
[44:41] why
[44:43] I don't have enough Gars to put in the
[44:46] garbage can twice a week
[44:48] why can't he cut it down to once a week
[44:50] and you won't have to raise it
[44:53] that's all I got to say
[44:56] I'll respond I think that's a a valid
[45:00] point we have had that discussion
[45:02] previously there are a lot of other
[45:04] people in the City of Hammond who would
[45:06] scream if it was once a week so it's
[45:08] kind of a balancing act of
[45:10] people who have large families they
[45:12] definitely need it twice a week people
[45:13] who are retirees maybe don't have
[45:15] children at home they only want it once
[45:17] a week so we had to make a decision of
[45:19] once a week or twice a week I understand
[45:20] that yeah but I tell you what I
[45:23] guarantee if you go around and check it
[45:25] as more people don't need it but once a
[45:27] week and twice a week I only
[45:30] once a week
[45:32] probably ate meat the rest of once a
[45:34] week why Hammond's got a rough if you
[45:37] want to save money for the people
[45:39] cut it down to once a week and you won't
[45:41] have to raise the budget
[45:44] thank you thank you
[45:51] Lacy our contract is twice a week we
[45:54] can't change to once a week for a
[45:56] different price correct
[45:59] you can always ask okay you can amend
[46:02] contracts as long as they as long as
[46:04] they you know would approve that but uh
[46:06] I think there's several ways I think the
[46:08] concerns of my district anyway is is the
[46:12] increase of so much at one time being a large 30 percent
[46:18] um increase so I mean I think maybe we
[46:21] need to go back to the drawing board and
[46:24] uh and then figure something out on on
[46:26] this
[46:27] um
[46:28] either either a a tier
[46:31] um
[46:32] transition
[46:34] um you know over over a period of time
[46:38] um increase or uh or or just uh you know
[46:42] looking at options of the one time a week compared to twice
[46:48] a week how much savings
[46:53] you know that there's some options I
[46:55] think instead of just sticking a 30
[46:57] percent increase on the
[46:59] you know on everybody at one time so
[47:01] that that's just something I'm thinking
[47:03] about so
[47:04] quick question for you ladies is that a
[47:07] way to actually
[47:08] get some answers to these questions
[47:11] look up like the once a week breakdown I
[47:15] know if we removed the the recycling we
[47:18] already see what that little bit would
[47:19] be but is there a way to go back to them
[47:21] to actually get a number on it to see
[47:24] what the difference would be I'm sure we
[47:27] could ask Andre kudrien our City
[47:30] attorney is out of town for the rest of
[47:31] this week but we can always go back to
[47:34] the provider we can ask Andre what's
[47:35] within our bounds as accepting bids and
[47:38] working with contracts and all that I'm
[47:40] sure we can always ask there's never a
[47:42] problem with asking
[47:44] okay my next question would be uh
[47:49] table in this
[47:51] until we can get an answer
[47:55] to see if there can be some kind of
[47:57] breakdown or something that when we can
[47:59] move through this here navigate through
[48:01] the water a little bit better
[48:04] all right Miss Lacey I have a question
[48:06] now so for the senior citizen I know we
[48:09] had talked about the senior citizen rate
[48:12] about they can they'll come get the
[48:14] garbage can from side of their house or
[48:16] whatever but now that we talking is it
[48:20] any way that we can see what 55 own up
[48:23] see if we can give a senior citizen
[48:26] discount because like the gentleman said
[48:28] you know he just have enough garbage for
[48:31] once a week
[48:33] and Mr site out he have enough garbage
[48:36] for once a week
[48:38] and I only have enough garbage for once
[48:41] a week so I don't have to put my can out
[48:43] there twice so is there any way that we
[48:45] can really look into not to help me but
[48:48] help the senior citizen because if you
[48:51] look in the room
[48:52] you see who in here talking about the
[48:55] rates it's the senior citizen and in my
[48:59] community a lot of people don't show up
[49:03] because once you talk
[49:06] somebody gonna go back and say they said
[49:08] this and they said that so that's what
[49:11] we deal with a lot in our community
[49:12] that's why they don't come to the
[49:15] council meeting because
[49:16] fingers be pouring at them
[49:19] well then you made a good point too A
[49:20] lot of the seniors are affecting a lot
[49:22] of seniors may not be able to come to
[49:23] the meetings because of whatever health
[49:25] reasons or whatnot but but they're
[49:27] affected by the by the garbage probably
[49:29] mostly so
[49:30] um that's another another issue as well
[49:33] too so
[49:37] well for this particular item
[49:39] at this point I would actually make a
[49:41] motion to table this item until we can
[49:44] get a breakdown on the once a week
[49:47] pickup
[49:48] and some options maybe just do that and
[49:51] also do seniors and I mean I don't know
[49:53] maybe get creative with you know with uh you know someone with large
[49:59] families gonna need to do twice I don't
[50:01] know how creative they can get with that
[50:02] but
[50:03] there's some of them they may not some
[50:05] of my district I'll get calls from some
[50:07] people and they put it out once probably
[50:09] every two weeks like there's just not
[50:11] much people that's not everybody so so
[50:13] and that that's something there that
[50:15] maybe we need to look at with seniors or
[50:18] pricing maybe or something so I look at
[50:22] a few options I I would say
[50:24] um go back to the drawn board and and
[50:26] maybe you know and even even if it's a
[50:30] tier where it's where it's over a period
[50:32] of time a year you know increase here
[50:34] there what not as opposed to all at one
[50:37] time I mean just several different
[50:38] options that we can look at to kind of
[50:40] uh help this situation out
[50:43] one option may be if the company is
[50:46] willing to go to once a week and if we
[50:48] don't have to rebid that you know
[50:50] there's lots of questions that we'll
[50:51] make sure and work through but one
[50:53] option may be because I know we have
[50:55] customers right now who have requested
[50:57] and pay for a second can that may be if
[51:01] you had a larger family to a way that
[51:04] you could do once a week service but
[51:07] you'd have you pay for that second can
[51:08] so like you're suggesting is maybe
[51:10] that's a way to give give a fair rate to
[51:13] a lot of people but then those who maybe
[51:15] have additional needs they supplement
[51:18] those and and they afford that way so
[51:20] that we will try to look as many options
[51:23] as we can yeah that that that's a good
[51:25] one right there you said with the two
[51:26] cans possibly could be a good for those
[51:29] households and then they wouldn't have
[51:30] to pass once a week so
[51:33] um
[51:34] but anyway yeah I think there's
[51:36] definitely more time needed to look at
[51:37] this so I
[51:42] H is a short question isn't the um
[51:45] garbage tied in with the water the
[51:47] sewage and in us the bill yes yes
[51:53] in my world
[51:55] um I might notice a little hike but I
[51:57] probably wouldn't notice it because
[51:58] everything's breaking down and then the
[52:01] water is always going up you know
[52:03] sometimes I feel like why isn't that
[52:06] separate I've been thinking this for
[52:08] years why isn't the garbage separate
[52:10] from the water and this and the sewage
[52:13] you know why do they make it one bill
[52:15] because who's getting all the money the
[52:17] water company you know is it really
[52:19] being split equally you know I've always
[52:22] had that question on one um
[52:26] it should show on that bill it should
[52:28] show like this sewer I don't think a lot
[52:31] of people notice it
[52:35] you know but I always wondered why they
[52:38] didn't keep the garbage separate from
[52:40] the water
[52:41] yeah they're separate on the bill but
[52:43] both of those services are provided by
[52:45] the city right so all the money comes to
[52:47] the city right so it's not like your
[52:50] money we take and give to amways we pay
[52:52] amways and then we take your money and
[52:54] reimburse ourselves and I think it's an
[52:56] efficiency thing too instead of somebody
[52:58] sending out two bill it's it saves time
[53:01] paper more efficient putting it all on
[53:03] one bill but yeah so yeah
[53:06] you're welcome thank you
[53:10] in Dallas
[53:12] by usage
[53:16] and all of those things do go in like
[53:18] your Revenue line items you'll see those
[53:20] separated so the same way that they're
[53:22] separated in your bill they don't just
[53:24] come to the city and all go in one big
[53:26] pot they stay in the water pot they stay
[53:28] in the sewer pot they stay in the
[53:30] garbage pot they stay in the Clean Water
[53:31] fee that goes to the state so each of
[53:34] those things that you see on your bill
[53:35] kind of stays in its own pot and then is
[53:38] combined in different ways either to pay
[53:40] the contractors or to pay the state or
[53:42] to pay for the services
[53:44] but the parish do have it separate
[53:46] though uh the parish habit where you can
[53:48] pay your garbage bill yourself per
[53:50] household they do have it like that so
[53:53] what uh President Andrew said
[53:56] yes I would like for us to uh
[54:00] put it on hold
[54:02] let's go over some things
[54:05] yes so you second that second a second
[54:09] there's another hand in the arm so
[54:11] somebody else had something to say
[54:13] sale so
[54:19] yes I just want to thank the council for
[54:21] listening to the public
[54:23] and uh you know it's always good to
[54:27] bring people in here
[54:29] and to try to you know get an
[54:31] understanding and the lady and Pete and
[54:33] a few people came in by because you know
[54:37] they were asked to come out but I asked
[54:40] 20 of them that caught me and I said
[54:42] well okay I'm going up there if y'all
[54:44] want to come come on
[54:46] but you know it's like when you're a
[54:48] certain age now you don't want to get
[54:50] out as much and I think that once a week
[54:53] is a great program because
[54:57] uh the garbage cans are really big
[55:00] number one and uh maybe you know the
[55:04] city could read we worked that contract
[55:07] if the uh you know as long as the
[55:10] council is willing to work with and
[55:12] thinking about the the people and you
[55:15] know that's that we represent okay I say
[55:17] we I'm talking about the council
[55:19] representing and thank y'all for
[55:21] listening thank you thank you
[55:25] councilman Andrews aye councilman
[55:28] divitario aye councilwoman Gonzalez aye
[55:31] councilman Leon aye councilman Wales aye
[55:35] introduction of earnest 9 resolutions
[55:38] resolution number one a resolution to
[55:41] Grant a waiver of the city of Hammond's
[55:43] open container law to North Shore
[55:46] families helping families for the third
[55:48] annual
[55:50] nfhf walk run and roll 5K and 10K event
[55:55] being held on Saturday September 16
[55:59] 2023 from 6 00 a.m to 11 A.M at Kate
[56:04] Square Park actual service of alcohol
[56:07] will be from 7 30 to 11 A.M the event
[56:11] boundaries are West Charles Street North
[56:14] Magnolia Street West Robert Street and
[56:17] North Oak Street Heather Saint Emmett
[56:20] families and their race director
[56:22] I'm here to ask for an ordinance
[56:24] variation for that short period of time
[56:27] to clarify open container alcohol it's
[56:31] just beer I've spoken to we have a soft
[56:35] commitment from low road Brewing which
[56:37] is a local Brewery I wanted to kind of
[56:40] keep it local in the neighborhood it's
[56:42] mainly to be honest it's a marketing
[56:45] Ploy it's to Runners like beer they like
[56:48] to have a an eight ounce
[56:50] glass of beer after a run and to attract
[56:54] more Runners to pay a registration fee
[56:58] which makes money for our organization
[57:00] which
[57:01] tangipahoe parish is a big part of our
[57:05] community that we help
[57:07] so that's basically what it is and it's
[57:10] a very short period of time and I can
[57:12] tell you I have never been to a race and
[57:15] I've been running for years I've been
[57:17] coaching for years and I've never seen
[57:19] drunks
[57:21] at an after party
[57:23] but it's very simple it's it's an event
[57:27] basically our organization
[57:30] we provide resources and services along
[57:33] with Educational Services for children
[57:36] and adults with um
[57:39] developmental disabilities and special
[57:40] needs
[57:41] and we cover St Tammany tangipaho
[57:44] Washington Saint Helena and Livingston
[57:46] Parish we are region nine and this is
[57:49] our biggest fundraiser of the year
[57:52] and we're hoping that it goes very well
[57:55] considering that some of our funding
[57:57] from the state is on The Chopping Block
[58:00] which I'm sure a lot of other funds are
[58:02] on the shopping block as well so I ask
[58:04] for your consideration in granting this
[58:06] uh ordinance variation and
[58:10] hopefully y'all can come out and have
[58:12] fun with us
[58:14] anyone have any questions
[58:17] anyone from the council
[58:20] you see I can't walk and I can't run but
[58:22] can I walk fast you can't you can walk fast these angels of
[58:27] Louisiana that's going to be there uh so
[58:30] we'll have running chariots
[58:32] um
[58:32] it's everyone is welcome we are an
[58:35] inclusive organization and that's the
[58:37] reason why we put it on so if y'all come
[58:39] out and see what we're about
[58:42] you know put put it this way the people
[58:45] that we help they're going to put a
[58:46] smile on your face and you're going to
[58:48] walk away crying because they put that
[58:49] smile on your face
[58:50] and how much is the alcohol now we're
[58:53] not selling okay we are not selling so they just giving alcohol away for the
[58:58] running yeah
[59:00] brings people in and showcase part of
[59:02] what Hammond's about and a lot of the
[59:05] businesses in Hammond
[59:07] but we are not selling
[59:10] they usually give out like eight ounce
[59:12] six eight ounce cup
[59:14] okay I'm gonna say this here
[59:16] congratulations and keep being a giver and thank you so much
[59:22] for what you're trying to do for the
[59:23] City of Hammond and the surrounding
[59:25] areas so Devon if you if you go out and
[59:29] walk you'll be able to get the little
[59:30] eight eight ounces
[59:34] help try to cool you off after that
[59:37] understand what you're talking about
[59:39] brother yeah eight ounces ain't gonna be
[59:41] enough for me well you know I got to
[59:44] feel a little fit
[59:46] I don't have water and
[59:49] um uh I'm hoping to hear from the
[59:52] lieutenant governor's office too he
[59:55] might make an appearance we're hoping
[59:58] so
[59:59] um yeah I might have some surprises who
[1:00:01] knows all right thank you thank you so
[1:00:05] much
[1:00:06] make a motion approve second
[1:00:11] councilman Andrews aye councilman David
[1:00:14] material aye councilwoman Gonzalez aye
[1:00:16] councilman Leon aye councilman Wales aye
[1:00:19] resolution number two
[1:00:22] a resolution to authorize the mayor to
[1:00:24] enter into a contract on behalf of the
[1:00:26] City of Hammond with BFI Waste Services
[1:00:29] LLC DBA Republic Services of Baton Rouge
[1:00:33] in the estimated amount of 65
[1:00:37] 377.19 Janice swallow good evening good
[1:00:41] evening Jen um this is our annual uh
[1:00:44] front-end related dumpster services that
[1:00:47] is for our buildings
[1:00:49] the current contractor BFI declined to
[1:00:52] renew at their current rate that they
[1:00:54] had bidded on last year so we opted to
[1:00:56] put a new RFP out we have four proposals
[1:00:59] they came in again as the lowest
[1:01:01] proposal as you see I put estimated cost
[1:01:05] of 65 377 19 cents Because the actual
[1:01:10] rentals for all dumpsters will be 58
[1:01:13] 467.35 cents we had to estimate the
[1:01:16] tonnage for a 190 roll-offs which we
[1:01:18] have two of I did it on the high end and
[1:01:21] that's where I came up with a figure of
[1:01:22] 65 377.19
[1:01:27] so for council's approval to move
[1:01:28] forward
[1:01:30] John I have a few questions uh
[1:01:34] the city hall we'll go we'll let you go
[1:01:36] down the list okay the city hall the
[1:01:39] first one
[1:01:40] okay I understand that the five central
[1:01:42] the second one I understand that the
[1:01:45] food pantry explained it to me
[1:01:50] can you explain
[1:01:53] that's a partnership that we have had
[1:01:55] for many many years I don't I don't know
[1:01:57] how far back that goes in terms of
[1:01:59] bidding out the dumpsters since you've
[1:02:01] been here
[1:02:04] okay because and I'm glad you said that
[1:02:06] Miss Lacy the partnership
[1:02:08] uh with the non-profit
[1:02:11] and I'm one of the ones voted to uh go
[1:02:14] vote against it giving out money
[1:02:17] and and this is why I'm bringing this up
[1:02:19] we talking about the garbage rates
[1:02:22] but I hope I'm not gonna have a notice
[1:02:25] this we talking about the garbage race
[1:02:27] for the resident but yet we turning
[1:02:29] around about to give money away on
[1:02:31] something else uh
[1:02:33] so since I got you miss Lacey on Pecan
[1:02:36] Street what's what's going on there
[1:02:38] that's our building maintenance facility
[1:02:41] okay uh
[1:02:45] 190 two times per month
[1:02:48] is it any way that we can cut back on it
[1:02:51] or what
[1:02:52] we actually did change that up we had to
[1:02:54] roll off with three dumpsters and we
[1:02:56] took the three dumpsters off and
[1:02:58] increased the roll-off to cut the cost
[1:03:00] of that actual facilities pricing
[1:03:04] the senior citizen
[1:03:07] where is that at what is that the
[1:03:09] Council on Aging page six yeah no no I
[1:03:11] see but I'm sure I'm trying to under
[1:03:13] um location wise yeah okay yeah okay okay now the counseling agent
[1:03:20] agency not we're giving them money
[1:03:23] already so and we gotta pay that garbage
[1:03:26] bill
[1:03:28] we're giving them money
[1:03:30] already
[1:03:32] because see what I'm trying not to do is
[1:03:34] and I got to say uh
[1:03:37] I'm trying not to get nothing cut in
[1:03:38] District three that's what I'm working
[1:03:41] so do we have a garbage bill
[1:03:51] complicated too if that's
[1:03:55] sewer plant fragrant Drive uh
[1:03:59] is it anyway we can cut that back
[1:04:03] Mondays and Thursdays
[1:04:06] I would have to ask the bordering
[1:04:09] superintendent
[1:04:10] um guy pal Palermo I know they out there
[1:04:13] majority seven days a week I really
[1:04:15] don't know what actual
[1:04:17] garbage that they bring in tonnage wise
[1:04:19] but that is something we can ask about
[1:04:27] that is the dumpster that's out there by
[1:04:28] the swimming pool in the skate park and
[1:04:30] I know that the rec center yes they
[1:04:33] Recreation all them bring fire
[1:04:35] department on the other side bring their
[1:04:37] trash and don't think that is used
[1:04:39] now watch it now because we got the fire
[1:04:42] department on here too we have multiple
[1:04:43] fire departments yeah
[1:04:45] okay
[1:04:47] the police training
[1:04:50] that's once a week and it's a small
[1:04:52] dumpster
[1:04:57] alleyway
[1:04:59] that one were reimbursed for by the
[1:05:02] People by the business owners there so
[1:05:04] the business owners throughout Morrison
[1:05:06] alley all pay for that dumpster
[1:05:10] through their water bills instead of
[1:05:12] carrying separate trash they pay for the
[1:05:14] dumpster
[1:05:18] so if they paying for the dumpsters
[1:05:23] that one that one is a is a budget wash
[1:05:25] I would say because we get the money
[1:05:28] they get charged the money for that to
[1:05:31] pay for that dumpster
[1:05:32] we just decided to put a dumpster there
[1:05:35] because we had so many issues with trash
[1:05:37] being back there and not being collected
[1:05:39] properly
[1:05:40] because there's three restaurants on
[1:05:42] that same block right there
[1:05:44] okay because this is what I'm looking at
[1:05:46] Miss Lacey and you helped me out
[1:05:49] when I'm riding downtown I see any
[1:05:51] garbage trucks downtown picking up
[1:05:53] garbage so
[1:05:55] should nobody have to put garbage out in
[1:05:57] the front if we're going to do this sale
[1:05:59] right I'm asking you mean if we if we
[1:06:03] didn't have the dumpster yeah if we
[1:06:06] didn't have the dumpster there would be
[1:06:08] massive amounts of trash and more finale
[1:06:10] because there's three restaurants on
[1:06:12] that block alone
[1:06:14] yeah okay well what I'm saying they
[1:06:16] can't they have more trash than could
[1:06:18] fit in in like the the carts the hand
[1:06:21] carts okay so can I see uh
[1:06:26] maybe this week where we making sure
[1:06:29] that the city that they actually paying
[1:06:31] for their garbage fees Okay so
[1:06:35] let's see what else I have on here the
[1:06:37] fire department they good because what
[1:06:39] I'm saying I'm looking at how much money
[1:06:40] we spending on the Alice and the garbage
[1:06:43] fees
[1:06:46] and so what we look like we're going to
[1:06:49] take off uh there's something that we
[1:06:51] need to talk about now or uh take it off
[1:06:54] because the senior citizen we're giving
[1:06:55] them money already how much money we get
[1:06:57] him every year
[1:06:59] I believe it's sixty thousand sixty
[1:07:02] thousand
[1:07:06] yeah it's for the bus service 60 000
[1:07:08] just for them to you know do what they
[1:07:10] want it's 60 000 to operate the city bus
[1:07:14] so that the alleyway uh Alleyway Kate
[1:07:18] Street uh that one right there is
[1:07:22] that one is where's that which one's
[1:07:24] that behind that's the same way so the
[1:07:26] alleyway is behind um well they get the
[1:07:28] one behind tacos and beer and all that is that's one of them is that uh
[1:07:32] Alleyway Kate or alloy Thomas because
[1:07:34] that'd be Thomas should be right
[1:07:36] Morrison alley is the one behind uh
[1:07:38] tacos and beer okay my mom's the other
[1:07:42] one is across the street from her across
[1:07:46] Cyprus is the entrance to that back
[1:07:49] alley yeah so it Services
[1:07:51] um the Luna coffee place the other side
[1:07:55] I gotcha in fact I don't think it's Luna
[1:07:57] I think it's
[1:07:59] um topala participates in that one uh
[1:08:02] this the cafe the coffee shop the
[1:08:07] two bars I think both participate I know
[1:08:10] for sure one of them does
[1:08:12] that again is a is a budget wash because
[1:08:16] it's charged to the customers
[1:08:18] for that dumpster
[1:08:25] that was my only concern
[1:08:29] thank you
[1:08:32] anyway at those dumpsters that we have
[1:08:34] like with the regular contract like put
[1:08:37] them all to where like
[1:08:39] you know waste Waste Pro would be with
[1:08:42] Waste Pro like why wouldn't we have at
[1:08:44] some point in time bidding them all out
[1:08:47] with you know the same company to see if
[1:08:49] it would have been a better rate like
[1:08:50] what uh why is it separate instead of
[1:08:53] letting them bid out services that we
[1:08:56] request and this is a front end loader
[1:08:58] um well I'm just saying that some of
[1:09:00] these companies offer both gear doesn't
[1:09:02] offer yeah but I mean some of them do
[1:09:05] like yeah it's Pros on here so that's
[1:09:07] what I was saying but they're bidded out
[1:09:09] separately like what I'm saying is the
[1:09:10] contract for the regular garbage pickup
[1:09:13] is usually comes before the dumpsters
[1:09:16] around like I just would I would have
[1:09:19] thought that it probably better to
[1:09:21] probably bid them out together and then
[1:09:24] the ones who only do those just put them
[1:09:26] in the mix of bidding and out and then
[1:09:28] the ones that do both let them do both
[1:09:30] so that's what I'm getting at because
[1:09:32] some of these companies that do both
[1:09:34] they may have been able to give a better
[1:09:36] rate if they offer both
[1:09:39] at the time of negotiating uh that's a
[1:09:43] question I could just ask in
[1:09:44] consideration to see if yeah it affected
[1:09:46] the price yeah I was just curious on
[1:09:48] that because I'd imagine this it would
[1:09:50] have been nice to just bid them all out
[1:09:52] of the same same time when we do garbage
[1:09:55] and and rollaways
[1:10:02] I wonder if I have any questions
[1:10:08] it's just a lot of discussion about
[1:10:11] non-profits and things the food pantry
[1:10:13] that's thirty two hundred dollars a year
[1:10:15] for their garbage and the Council on
[1:10:17] Aging
[1:10:18] thirty two hundred dollars a year for
[1:10:20] their garbage those were the two
[1:10:23] quote unquote non-profits for you to pay
[1:10:26] their garbage
[1:10:34] and Jan I guess what I was getting at I
[1:10:37] was just trying to figure out if there
[1:10:38] was a reason why I like that I don't
[1:10:40] know but that was it so it may be a
[1:10:42] reason why they did it separately like
[1:10:43] that or at timing or whatever so that's
[1:10:45] kind of what you know if you get a
[1:10:46] chance just see what I was curious it's
[1:10:49] just really how the contracts previously
[1:10:51] fell out the trash for a decisions
[1:10:52] usually their pricing and do they do
[1:10:54] long do they do longer contracts in a
[1:10:56] year
[1:10:57] yeah they have often up to three years okay
[1:11:07] anyone else
[1:11:14] yeah how we're gonna do about those
[1:11:16] non-profits in there so will we take
[1:11:18] that out or what how we gonna do this
[1:11:21] could the administration ask them to pay
[1:11:25] their bill pay a bill
[1:11:28] okay that's if the council doesn't want
[1:11:30] to pay for garbage for these two
[1:11:31] non-profits it could be like these
[1:11:33] residents and restaurants who reimburse
[1:11:35] the city since we're obviously going to
[1:11:38] have a better rate that would help out
[1:11:39] these non-profits so that um this and
[1:11:42] then and then kind of another
[1:11:44] prove it and just send them a bill yeah
[1:11:46] we could just I mean we can just
[1:11:48] send them if that's the council's
[1:11:50] decision we can just
[1:11:52] send them the invoice for that amount on
[1:11:55] their water and sewer bill
[1:11:57] and with them do a second resolution
[1:11:59] saying the council wishes YouTube and
[1:12:02] make a removal
[1:12:05] and
[1:12:06] I guess we'd make a motion to prove that
[1:12:09] this would
[1:12:12] um I think we definitely need to say
[1:12:13] something about what we're going to do
[1:12:15] with that so I mean maybe just vote vote
[1:12:18] uh you know to to remove
[1:12:22] those two items and make up another one
[1:12:24] and make another one after saying that
[1:12:26] you know make a motion to I'm not making
[1:12:28] this motion because I don't agree with
[1:12:29] this but I make a motion to approve
[1:12:31] these bids um and
[1:12:34] Council Council on Aging in their water
[1:12:36] bill well I think if you could do that
[1:12:38] you need to include all they're already
[1:12:41] done doing that they're redoing that but
[1:12:43] we're not stating that is it stated
[1:12:45] anywhere
[1:12:46] see what I'm saying I mean if we're
[1:12:48] going to clean it up clean it up yeah I
[1:12:49] think there's some conditions or you
[1:12:51] know if you want to prove it with a
[1:12:54] condition what a condition
[1:12:56] all non-city entities must be billed on
[1:12:59] their water bill yeah
[1:13:05] so that's the motion so what was the
[1:13:07] motion I don't know if somebody needs to
[1:13:08] make the motion it's not my motion
[1:13:11] okay
[1:13:13] that all none City
[1:13:16] entities
[1:13:19] receive a monthly bill for their trash
[1:13:22] to dumpster
[1:13:25] on their water bill
[1:13:28] second
[1:13:30] and and we are entering into the
[1:13:32] contract a motion to approve maybe the
[1:13:34] language as stated on the agenda
[1:13:41] and Anne and we enter in
[1:13:45] so how many votes do we have well so we
[1:13:48] don't we don't even have them the way
[1:13:51] it's going to be styled is a motion to
[1:13:52] approve the contracts and include that
[1:13:54] all non-city entities must pay their fee on their water bill
[1:14:01] the first part is to approve the
[1:14:02] contract which is what's in the agenda
[1:14:05] right
[1:14:08] is that your motion kit yes
[1:14:15] uh councilman Wells second did it
[1:14:21] 'll be knowing what to do in the lawyer
[1:14:23] not around huh I see it's getting it's
[1:14:26] getting important now to have uh no
[1:14:29] assistant
[1:14:30] that's true I ain't talking about you
[1:14:32] I'm saying we don't quite know we don't
[1:14:34] quite know it's right
[1:14:36] because we don't have no we don't have
[1:14:38] the opinion of the lawyer so we don't
[1:14:40] know
[1:14:41] and when certain laws talk it scared me
[1:14:44] because I'm thinking oh lord it's gonna
[1:14:46] be too good now
[1:14:49] so how did that resolution read did you
[1:14:52] get it written down no okay get it
[1:14:54] written down the way that you said all
[1:14:56] of the wording but I'll go back and
[1:14:57] listen to it but basically you approve
[1:14:59] the the resolution on the on the agenda
[1:15:02] as it is which with the with changes to
[1:15:05] all non-profit entities receiving a bill
[1:15:08] something like that all non-city yeah
[1:15:11] that's what I have non-city entities
[1:15:13] receiving a bill
[1:15:17] no it's only one vote it's all one
[1:15:19] resolution
[1:15:23] councilman Andrews aye
[1:15:26] councilman divitario aye councilwoman
[1:15:28] Gonzalez aye councilman Leon aye from
[1:15:31] councilman Wells
[1:15:32] aye
[1:15:33] I just want to make a little comment is
[1:15:35] that you know we got so many big
[1:15:36] contracts like this come up
[1:15:38] be nice you know to just check to see if
[1:15:40] we have the attorney you know if he's
[1:15:43] going to be able to make it or not just
[1:15:45] because some issues like this would be
[1:15:47] you know good if we had I mean garbage
[1:15:49] is a big contract and some of these so
[1:15:52] um I know everybody at their personal
[1:15:54] life and everything but you know it had
[1:15:56] been nice maybe just to put it on the
[1:15:58] agenda when you know he was going to be
[1:16:00] here
[1:16:01] um the City attorney or some
[1:16:03] representative of of his office uh so if
[1:16:07] there was any questions on some of the
[1:16:09] contracts we could we could get that
[1:16:11] addressed uh I think that would be a
[1:16:14] good idea in the future just to kind of
[1:16:16] if there's some some big contract topic
[1:16:18] items to come up I think it would help
[1:16:20] all of us out up here
[1:16:22] yeah thank you
[1:16:25] resolution number three a resolution to
[1:16:28] approve the mayor to enter into a
[1:16:30] contract with the Daily Star as the
[1:16:32] official journal for the City of Hammond
[1:16:34] Louisiana from Feb July 1st 2023 to June
[1:16:37] 30th 2024 Janna swallow
[1:16:41] this is the designation that we do every
[1:16:43] year that is required by the state that
[1:16:45] is uh just basically stating that the
[1:16:48] official journal for the City of Hammond
[1:16:49] will be the Daily Star The Daily Star is
[1:16:51] the only one that's applicable for this
[1:16:53] nothing has changed as in pricing or
[1:16:55] anything from the last several years so
[1:16:57] we're just asking for council's approval
[1:16:59] the three of us into this contract
[1:17:02] any questions or concerns from anyone
[1:17:04] from the public
[1:17:05] [Applause]
[1:17:07] anyone from the council Pledge of the
[1:17:09] council
[1:17:11] second
[1:17:15] councilman Andrews aye
[1:17:18] councilman divitarian aye councilwoman
[1:17:20] Gonzalez aye councilman Leon aye
[1:17:22] councilman Wells
[1:17:23] aye thank you Jen
[1:17:26] resolution number four
[1:17:29] a resolution one accepting a 25 000
[1:17:32] Grant from the AARP Community challenge
[1:17:36] to transform Morrison alley and its
[1:17:40] pocket park into a vibrant public space
[1:17:42] and two authorizing a mayor or his
[1:17:45] designee to complete and sign related
[1:17:47] documents Charles barsher
[1:17:50] good evening good evening this is
[1:17:52] actually one that we brought to the
[1:17:53] council at the end of February and we
[1:17:56] were absolutely delighted a couple of
[1:17:57] weeks ago to receive word that we will
[1:17:58] be receiving our grant we had originally
[1:18:01] applied for fifty thousand dollars
[1:18:03] apparently this was the most competitive
[1:18:05] year they've ever had there's over like
[1:18:07] 3 000 grants
[1:18:08] so we're delighted to get 25 000. we're
[1:18:12] going to reduce the scope a bit this
[1:18:13] will probably be more focused on the
[1:18:15] pocket park that's at the end of
[1:18:16] Morrison alley off of Cyprus then the
[1:18:18] whole alley
[1:18:20] and as we kind of come up with some
[1:18:22] ideas we'll be bringing those to the
[1:18:23] council and to the community for for
[1:18:25] input there's no match requirement
[1:18:27] okay
[1:18:29] anyone from the public
[1:18:31] any questions from anyone on the council
[1:18:35] Pledge of the council motion to approve
[1:18:37] second
[1:18:41] Andrews aye councilman divitarian aye
[1:18:44] councilwoman Gonzalez aye councilman
[1:18:46] Leon aye councilman Wells
[1:18:49] aye resolution number five a resolution
[1:18:52] authorizing the purchase of 26
[1:18:54] bulletproof vests for Hammond police
[1:18:57] officers from RSG wholesale at a cost of
[1:19:02] 27 841 under State contract
[1:19:09] 4400-25826 will be made with twenty
[1:19:12] three thousand six hundred dollars
[1:19:14] ninety seven cents okay
[1:19:17] anyone from the public have any
[1:19:18] questions on this item
[1:19:21] Council
[1:19:23] Pledge of the council promotion to
[1:19:25] approve second
[1:19:28] it is in alignment with the State
[1:19:29] offices I know it's a little confusing
[1:19:31] this year the way the calendar fell the
[1:19:33] federal holiday is on Monday so the city
[1:19:36] will be open on Monday but closed this
[1:19:38] Friday June 27th at our next council
[1:19:41] meeting we will be taking up the budget
[1:19:43] hopefully for some final votes our plan
[1:19:46] is to have the Amendments that we went
[1:19:48] through at the budget work session to
[1:19:50] the council by the end of business
[1:19:52] tomorrow so that you can have that list
[1:19:54] again if you have additional we are
[1:19:57] having fireworks for July 4th they are
[1:20:00] on July 4th so the celebration is at
[1:20:03] zimmery park we usually start around
[1:20:05] five o'clock with different food vendors
[1:20:07] and adeatables and a climbing wall for
[1:20:09] the kids and lots of fun so
[1:20:11] Lacey will we adjust the budget with an
[1:20:14] amendment showing the removal of the
[1:20:16] revenue so we can expect an amendment we
[1:20:18] will do okay yes
[1:20:22] any accountable reports
[1:20:24] yes
[1:20:28] the kids
[1:20:31] all the young people are killing one
[1:20:33] another
[1:20:35] we protecting everybody
[1:20:37] but we're not protecting the kids
[1:20:43] we need to sit down
[1:20:48] come up with something with the police
[1:20:51] department
[1:20:53] the city councilman the city
[1:20:55] Administration
[1:20:57] everybody that got killed
[1:21:00] it affected my community and I know the
[1:21:03] people
[1:21:04] either they killed somebody or somebody
[1:21:06] that got killed
[1:21:08] and what we don't realize
[1:21:11] is happening in my community today
[1:21:14] but tomorrow can affect your community
[1:21:18] we see what's going on in New Orleans we
[1:21:21] see what's going on in Baton Rouge at
[1:21:23] one time the city could say we never had
[1:21:26] nobody get killed in Hammond we never
[1:21:28] had nobody get killed in Hammond
[1:21:30] the gun violence is out of control
[1:21:34] the news station called me yesterday
[1:21:38] about the last person got killed in
[1:21:40] Hammond
[1:21:41] and
[1:21:43] I'm not going to talk about nothing that
[1:21:45] I don't know nothing about
[1:21:47] but
[1:21:49] we as the citizens
[1:21:51] we as the people
[1:21:55] we need to sit down and talk
[1:21:57] if it's going on in my neighborhood
[1:22:00] eventually they're going to come to your
[1:22:02] neighborhood and just like we talk about
[1:22:04] the open yard
[1:22:06] that didn't affect the blacks
[1:22:08] but we talked about it and we voted for
[1:22:11] Stuff
[1:22:13] we sued companies
[1:22:15] nice in my community
[1:22:18] I want to hear these same conversation I
[1:22:20] want to hear these same laws let's talk
[1:22:23] about this
[1:22:25] it hurts
[1:22:27] that's what I come up here for
[1:22:30] true and it's sad
[1:22:32] a couple months ago it was in Martin
[1:22:34] Luther King Park
[1:22:37] now
[1:22:38] it's up around the University
[1:22:42] and it's so much taking place that we
[1:22:44] don't even hear about it that is going
[1:22:48] the four-wheelers the dirt bikes
[1:22:51] everything I talk about
[1:22:54] is taking place
[1:22:56] when that four-wheeler kills somebody
[1:22:58] that looked like you
[1:23:00] when that dirt bike killed somebody with
[1:23:02] the rules right now community
[1:23:04] we see
