these people have

had to put in months of
time to get their lot
[6:33]
for their grandmother
but yet we still have
[6:36]
my right without any scrutiny.

So I'd like to for you all to
consider getting rid of that.

the opportunity

at the Community development
committee meetings

to hear what's going on.

But I did notice
for the presentation

that Jay presentation it just
seems like it's old information
[6:56]
when I Googled it or when
I've read it in the past,

that you're hearing

is between 10 and 7 years old
or ten and three years old.

These meetings are
important to me

The planning commission meeting
last week was a mess They
[7:53]
voted against staff's letter.

They voted against And this
is in regards to Iron Horse.

They voted against ms..

Iverson's recommendations
They invoked
[8:04]
China into the conversation.
[8:06]
For God's sakes water usage
was about as clear as mud.
[8:10]
They were.
[8:11]
Numbers flying all around this
room last week about gallons
[8:14]
use this.
[8:14]
And it was supposed to have
been a close loop system.
[8:17]
So what do they need
all this water for?
[8:20]
So when this gets in
front of y'all of course,
[8:24]
I want to say no.
[8:25]
But you know even
though a project
[8:28]
checks all the boxes off, that
doesn't make it a good project.
[8:32]
So when it comes in front of
you all next month or October,
[8:35]
I hope you all take that
in consideration kind
[8:37]
of on the lines with
the planning commission,
[8:43]
a lot of them said last week
and they've said it in the past,
[8:46]
y'all the buck stops with
your so to me, why do

we need a planning commission?

need to know where they stand

before they put it into
office because we can't get

rid of the Planning Commission.

The only way we can do that is.

and the future I would have
liked to have seen as I said
[10:18]
last week that two years ago,
I think it would have been very
[10:21]
helpful for you folks and the
citizens of Hanover to have
[10:26]
done that study Two years ago.
[10:28]
Lot of things were
hidden at that time.
[10:31]
A lot of things
are now discovered
[10:33]
and you're still discovering it.
[10:35]
And I hope you continue
If there's anything
[10:38]
I can do personally to
help you with that effort,
[10:41]
I'll be glad to do so Now to the
other meeting that took place
[10:46]
last week which was
already referenced
[10:50]
was the Planning Commission.
[10:51]
Passage of the trade port moving
forward to you folks Trade port
[10:57]
Hanover as i think
a lot of you know,
[11:00]
I've been dealing with this
for over Four years now.
[11:03]
Originally and still
commercial and now data
[11:06]
center for the last
Two and a half years.
[11:10]
I'm disappointed in the vote,
but I'm also disappointed
[11:13]
in the way it was handled.
[11:15]
The meeting was handled by
the commissioners first,
[11:19]
only two commissioners,
Emily acknowledged
[11:23]
the effort that you folks are
doing on the data center study.
[11:29]
The other five didn't
even mention it.
[11:32]
I thought that was a little
weird Second, that also use
[11:38]
the excuse of moving
forward with data centers,
[11:41]
not just trade Port Hanover, but
data centers because it seemed
[11:46]
like it was their job to support
the country in defeating China.
[11:51]
On AI and technology.
[11:53]
3 of the commissioners
actually said
[11:55]
that in their in their talk,
I think they were appointed
[12:00]
to serve the people of
Hanover County not the country
[12:04]
fighting China And that
was very well pointed
[12:08]
out in their discussion.
[12:10]
I think it's wrong Third, and
I know i probably beat this
[12:17]
to horse to death, but I believe
that the planning commission
[12:24]
accept the as fact, the
threats that the developer
[12:30]
West bellows is still using
about developing this.
[12:35]
If the data centers
turn down East Ashland
[12:40]
I think you're
planning director.
[12:43]
Director of Planning
gave a position paper
[12:46]
to the attorney that said
it can't be automatically
[12:52]
developed by right
East Ashland concept
[12:56]
and for a lot of good reasons.
[12:58]
I read that letter
again this evening
[13:01]
corresponded with Joanna's as
well, and tried to clarify that.
[13:06]
But based on everything
I've heard and seen,
[13:09]
it can't be developed by.
[13:11]
Right.
[13:12]
I think it's a threat.
[13:14]
I think that the Planning
Commission should
[13:16]
have stood up to that threat.
[13:18]
But in the end, they
all voted the five
[13:21]
that voted for it
said, well, we've
[13:23]
got a choice, that a center
or east Ashland data center,
[13:26]
if actually that Believe
that to be the case.
[13:29]
But that's exactly
why they voted
[13:31]
for during the whole
planning commission meeting
[13:37]
we had at least 20 speak opposed
to the iron Horse project very
[13:45]
well spoken, very well thought
out argument against We
[13:53]
had a few opposed during the
planning commissioners summaries
[13:58]
before they voted,
not a single person
[14:00]
acknowledged those 20 people
that had a good argument.
[14:05]
They asked.
[14:06]
They had one person that they
acknowledged and thanked,
[14:10]
and that was a
proponent One person.
[14:14]
And it was very clear
that that was made
[14:18]
for a special acknowledgment.
[14:20]
That person spoke up and opposed
this terrible that the data
[14:27]
center So I consider, as I
think the other gentleman said,
[14:32]
you have 30s in last
week's hearing a joke.
[14:36]
And I think you need
to kind of maybe
[14:40]
control your
planning commissioner
[14:43]
and if not, replace them.
[14:46]

years since women got the right
[15:05]
to vote in the United States.

And I've been given
some wonderful remarks
[15:09]
that I intend to read out loud.

And we will put
these in the record,

you all know that the nation
is celebrating our 250th
[15:16]
anniversary, and Hanover
county has been an integral
[15:20]
part in our nation's history.
[15:22]
And women in Hanover are a
valuable part of the community
[15:26]
in their homes,
places of worship,
[15:28]
institutions of learning,
farms, businesses and various
[15:32]
civic and public organizations.
[15:35]
And knowing the story of
women in Hanover in riches,
[15:39]
our understanding of history and
provides essential role models
[15:43]
for everyone and women in the
United States have continuously
[15:48]
worked to gain full rights
and responsibilities Public
[15:51]
or private legal or
institutional as citizens
[15:55]
of the United States
on August the 26th,
[16:00]
Congress designated August
26 as designated by Congress
[16:04]
as Women's Equality Day to
commemorate the date in 1920
[16:09]
that the United states certified
the 19th Amendment and franchise
[16:14]
women the right to vote
has been a prerequisite
[16:18]
to stand for public office.
[16:19]
Elected office and
trailblazer such as a K piece
[16:24]
Deborah Coats, Angela Kelly.
[16:26]
We speak for all of Prichard
Susan P Dibble and Danielle G.
[16:30]
Floyd won elections to
serve on the Hanover County
[16:33]
Board of Supervisors and
the people of Hanover
[16:36]
elected women into
constitutional offices.
[16:39]
With the election
of Lois Boucher
[16:42]
not as commissioner
of the Revenue in 1974
[16:46]
until her retirement in 1999.
[16:50]
And the election of
Mackenzie Babbitt
[16:52]
simcoe to serve as the
Commonwealth's attorney.
[16:54]
And November 20 23, the
Service of these women
[16:58]
continues to demonstrate
the meaningful contributions
[17:02]
possible with
broader participate
[17:04]
nations and a government whose
authority comes from the people.

It represents And.

Hanover County
honors these women

and honors their lasting
service and contributions.

planning public hearings Board

welcomes Mr. Pompei thank

first several public hearings
[17:35]
relate to accessory
family housing
[17:37]
units and the first
public hearing
[17:39]
is Four one in the
Henry district.
[17:41]
This is a request by ms..
[17:43]
Rosen Brooks for an
accessory family housing unit
[17:46]
on her property This unit will
be occupied with the applicant's
[17:49]
adult child.
[17:50]
And it meets all the.
[17:51]
You standards for accessory
family housing units.
[17:54]
The property itself is located
on River Road just south
[17:57]
of here east of US route 3O1.
[18:02]
The property is zoned a one
agricultural and within that
[18:05]
zoning district an accessory
family housing unit requires
[18:09]
a special exception It is in the
Kotlin Heights subdivision zone,
[18:12]
which was recorded in the 1960s.
[18:14]
So this particular lots non
conforming at just over one
[18:18]
and One and a quarter
acres Here is the existing
[18:22]
house on the right.
[18:23]
And where the, be
located on the property.
[18:26]
On the sketch plan
So you can see
[18:28]
the unit will be to the
left of the main house
[18:30]
at the end of the driveway way.
[18:32]
And I'll show you picture of
what that unit looks like.
[18:35]
But again, it will be on the
same property behind the home
[18:38]
showing a driveway and it will
be a two story structure with
[18:41]
a garage below
and the unit above
[18:45]
It will be one bedroom,
one bathroom home,

and Just over 600ft².

A community meeting was held and
no citizens were in attendance

And then staff is
recommending seven conditions.
[18:59]
Many of these conditions
are comparable to what's
[19:02]
going to adopt with other
accessory family housing units
[19:04]
and some are specific to
the unique circumstances
[19:07]
of this property.
[19:08]
Limitations on the size,
the elevations and colors,
[19:12]
the materials and colors must
align with the primary dwelling
[19:16]
minimum setback of
15ft is required
[19:18]
from the side property line.
[19:20]
3 feet is the minimum
The special exceptions
[19:23]
valid for three years or until
the family member no longer
[19:25]
resides in the residence
of the entrance
[19:29]
for her permits required
for the second entrance.
[19:31]
The applicant saw the
second driveway recently
[19:34]
in that driveway needs an
additional permit and then
[19:38]
our standard
conditions adherence
[19:40]
to all building inspections and
health department requirements,
[19:42]
adherence to all applicable
development regulations
[19:45]

two different applications

A proper amendment to allow the
accessory Family housing unit
[23:45]
as well as the special exception
itself The applicant is
[23:49]
requesting permission to build
an accessory family housing unit
[23:52]
that will be occupied by the
owner's parents The design
[23:55]
of the unit and location
conforms with all the use
[23:57]
standards and the zoning
ordinance This particular case,
[24:00]
due to the proffers that were
accepted in the 1980s when
[24:02]
the subdivision was originally
rezoning and the proffers
[24:05]
must be amended.
[24:07]
And then there's that
special exception request for
[24:09]
the accessory family housing.
[24:11]
The property is zoned R one,
and in that zoning district,
[24:14]
a special exception is
required The property is
[24:19]
outside the suburban service
area and an area designated
[24:21]
rural agricultural and again,
the North Oaks Subdivision
[24:26]
except for the lots that
front on Mount Hermon Road
[24:28]
itself is zoned for one.

The proffer amendments required

because the proffers that were
approved in the 1980s said that

no outbuilding may be used as a
residence as well as some other
[25:36]
different features that cannot
be used for residential purposes
[25:40]
This is currently an
ordinance requirement
[25:42]
already restricted by the
current zoning requirements.
[25:44]
So there across that out.

So that they can request
the special exception
[25:48]
and then living in
a trailer camper
[25:51]
tent basement will already
be prohibited because that's
[25:54]
prohibited by the zoning
ordinance that's currently
[25:57]
in effect The Planning
Commission reviewed
[25:59]
the proper amendment
and recommended
[26:01]
approval to a vote of 7 to 0.
[26:02]
No members of the public spoke
during the public hearing.

Again, all the proffers
will remain the same
[26:08]
except for the First
part of Proffer three
[26:11]
that will be eliminated
And then there
[26:14]
are six recommended conditions
These are very similar to those
[26:18]
that have been accepted with
other cases and the cases
[26:21]
you review previously
tonight, limiting
[26:23]
the size of the structure,
the elevations and colors
[26:27]
must align with the main
building or outbuildings
[26:30]
in the property.

So it looks like an
outbuilding preserving trees.

The sketch plan showed that
area of the disturbance

the trees outside that area
of disturbance must remain.

This is valid for three years

The applicant held a community
meeting in April and citizens

address concerns
about traffic safety

and having multiple
driveways along Ashland Road.

At that time, the applicant
proposing that each of the three

lots would have their own access
since the community meeting,

the applicant has worked
with lot three the lot behind
[38:06]
to coordinate that shared
access that i showed you.

So if this request
is approved, Lot two

will have access directly
to Ashland road and Lot one

and three Love shared access
as the planning commission held

a public hearing, one
speaker had some questions

and expressed support
for the request

The existing church pre dates
current zoning requirements

of the church itself does not
have a conditional use permit

in the A1 Zoning district.

A school requires a
conditional use permit,
[41:35]
so this request is to allow
a school within that existing

church building.

in the Ashland district,
[54:18]
where the applicants requesting
a conditional use permit
[54:21]
to allow two warehouses
larger than 75,000ft²,
[54:24]
an area This area is in the
North Lake Industrial Park just
[54:29]
off of Lake Ridge Parkway,
within the suburban service area
[54:33]
The property is zoned
m two and it's been
[54:35]
zoned M two since 2000.
[54:38]
Again, it's part of the
North Lake Industrial Park.
[54:40]
All surrounding properties
are zoned m to A and B three.
[54:44]
And for reference, this is just
northwest of the Lewis town
[54:48]
Road interstate 95 interchange.
[54:51]
The property itself is currently
vacant and just under 15 acres,
[54:55]
but you can see the
surrounding area.
[54:57]
Not only is it zoned for
industrial and business use,
[55:00]
it's been developed for
industrial and business use.
[55:02]
There's an existing
industrial warehouse
[55:05]
immediately to the west and
then RV sales to the east.
[55:09]
This property itself is not
access Lake Ridge Parkway but it
[55:12]
accesses to existing cul
de sacs within the North
[55:16]
Lake Industrial park.
[55:18]
So again, the applicant is
requesting this conditional use
[55:20]
permit to allow two warehouses
larger than permitted which is
[55:23]
larger than 75,000ft² within
the interior of north Lake
[55:27]
Industrial Park with an
ordinance amendment a few years
[55:30]
ago any warehouse larger
than 75,000ft² individually
[55:35]
or 100,000ft² on
a total site must
[55:38]
get a conditional use permit.
[55:39]
So in this particular case
two buildings were opposed.
[55:42]
One building 125,000ft² and
one building is 108,000ft².
[55:47]
And this is speculative
development in the mBTA zoning
[55:51]
district When the property
was zoned in 2000,
[55:55]
it was approved with
multiple proffered conditions
[55:57]
So if this property
is approved it have
[56:00]
to adhere to the conditional
use permit conditions, as well
[56:03]
as the proffered conditions
This is the sketch plan that
[56:07]
shows the two buildings north
Lake Park Drive is on the left
[56:12]
and then another
called a section
[56:15]
sunshade lane is on the right.
[56:17]
And you can see the two
buildings adjacent to one
[56:19]
another, One side
of these buildings
[56:21]
will accommodate
the employee parking
[56:24]
and then the truck
parking and loading
[56:26]
area is on the opposite
side of the buildings.
[56:29]
There's landscaping along
North north Lake Park Drive
[56:34]
as well as the
perimeter of the site.
[56:36]
And then there's
additional landscaping
[56:38]
within the parking areas
And this landscaping
[56:41]
is conditioned as well.
[56:44]
So it's addressed.
[56:45]
And required by the
recommended conditions
[56:48]
And then these
are the elevations
[56:49]
is the typical
warehouse type building
[56:53]
similar to what is already in
the area because of the size
[56:56]
of the warehouse as it did
trigger local requirements
[56:59]
for a traffic impact analysis
However, that analysis indicated
[57:03]
that no turn lanes or
additional approved ments
[57:05]
are warranted because
of this property.
[57:07]
Again, it's in the North Lake
Industrial park, which does have
[57:10]
an improved road network to
accommodate industrial traffic
[57:14]
There are some other
warehouses that
[57:15]
are similar immediately
adjacent and nearby
[57:18]
on Lake Ridge Parkway.
[57:19]
So, for example, this
existing building
[57:21]
looks very similar to
the elevations you saw
[57:23]
for the proposed
building And it's also
[57:25]
similar in size and scale So
there's precedent for this type
[57:28]
of building in the area.
[57:30]
The planning Commission held a
public hearing on this request.
[57:33]
There were no speakers
or in the public hearing,
[57:35]
and they ultimately recommended
approval with conditions
[57:38]
with a vote of 7 to 0 there
are ten recommended conditions
[57:42]
by staff and a lot of these
relate to the site design
[57:45]
and elements shown
on the sketch plan.
[57:48]
So the property can be used for
warehouse and distribution up
[57:51]
to 233,000ft², a standard
condition with industrial zoning
[57:57]
request is that mechanical
square must be screened from
[58:00]
view monument type
signs must be used,
[58:03]
sidewalks must be provided
from the parking areas
[58:05]
to the building entrances, and
then the next several conditions
[58:09]
relate to the landscaping shown
on the sketch plan to ensure
[58:12]
that that landscaping is
installed as the site develops
[58:15]
including location
of landscaping
[58:17]
and 30% of the landscaping
must be native to the area.
[58:20]
And then the final condition is
a standard condition with many
[58:23]
of our conditional use
permits and must adhere
[58:26]
to all applicable
development regulations
[58:29]

request in the Beaver Dam
[1:00:02]
district for a conditional use
permit to allow a small scale
[1:00:05]
solar energy facility
capable of producing
[1:00:08]
up to three megawatts of power.
[1:00:10]
This particular property is
located in the Beaver Dam
[1:00:13]
district, but is just
outside the town of Ashland
[1:00:16]
off of Blunts Bridge Road.
[1:00:18]
It is in the rural
agricultural areas
[1:00:21]
as designated the
comforts of plan
[1:00:23]
So just outside the suburban
service area the property
[1:00:27]
is zone 1 and many
of the properties
[1:00:29]
immediately adjacent in
the county are zoned a1.
[1:00:32]
Once you get into the town and
to the east side, up plants
[1:00:36]
Bridge Road, there are some
residential zone properties,
[1:00:38]
including the Ashland park
subdivision right now,
[1:00:42]
the front portions of the
property are primarily open.
[1:00:45]
Closest to plants
Bridge Road and then
[1:00:47]
once you get farther west
and north, closer to a creek,
[1:00:50]
there's more wooded property
there While the property itself
[1:00:55]
is 101 acres.
[1:00:57]
So the couple
acreage is 94 acres.
[1:01:00]
There's an existing house on the
property on the southeast corner
[1:01:04]
that is on the
same parcel but is
[1:01:06]
outside of the conditional
use permit area.
[1:01:09]
And the will remain
as a residence
[1:01:13]
So again, the applicant is
requesting this conditional use
[1:01:16]
permit to allow a three
megawatt solar energy facility
[1:01:19]
based on the zoning ordinance.
[1:01:22]
That's considered a principal
small scale facility requires
[1:01:25]
a conditional use permit.
[1:01:27]
And like many other
solar facilities,
[1:01:29]
once it's constructed, it'll
be primarily on with employees
[1:01:32]
visiting for periodic
maintenance These types
[1:01:35]
of facilities are based
on comprehensive plan
[1:01:37]
recommendation as the
solar energy storage policy
[1:01:40]
recommendations in the
zoning ordinance, which
[1:01:42]
has specific use standards,
these were developed a few years
[1:01:45]
ago to provide guidance on
how these types of facilities
[1:01:49]
should operate and look,
this is a view of the site
[1:01:52]
from one Bridge Road.
[1:01:53]
You can see it's open You can
see the existing home that will
[1:01:55]
remain And then this is
the sketch plan that's
[1:01:59]
required within
the conditional use
[1:02:01]
permit Some of the key features.
[1:02:03]
It shows the panels
towards the middle
[1:02:05]
of the property and the
required perimeter buffers.
[1:02:08]
Those buffers are
required by ordinance
[1:02:10]
and recommended by the
comments of planning and policy
[1:02:13]
The dark green is existing
vegetation that will remain
[1:02:16]
the lighter green
is a planted buffer
[1:02:19]
and the compound
itself will be fenced
[1:02:22]
And you can see where the
stormwater management ponds will
[1:02:24]
be located at the
rear of the property
[1:02:27]
between the compounds and the
required perimeter buffer.
[1:02:30]
The applicant would like to have
the opportunity to log or timber
[1:02:34]
that wooded property in the
future if they choose to.
[1:02:37]
So with the sketch
plan, the area outside
[1:02:41]
of the perimeter buffer
and outside the compound
[1:02:43]
could be timbered in the future.
[1:02:44]
That's permitted by right
in the A1 zoning district.
[1:02:47]
But again, those
buffers must remain
[1:02:51]
and the applicant submitted
these renderings that show
[1:02:53]
the view from one spurge road.
[1:02:55]
Once the required
perimeter buffers planted.
[1:02:58]
And as it grows over time.
[1:03:00]
So again with this conditional
use permit and the sketch plan,
[1:03:03]
the areas closest to Blunt
Springs Road remain open fields
[1:03:07]
and then you'll have
the planted buffer
[1:03:09]
and then you'll have the
panels So with the distance
[1:03:12]
in the buffer,
particularly over time
[1:03:13]
as the vegetation grows these
indicate they'll be minimal.
[1:03:17]
Divisibility from
Blunts Bridge Road
[1:03:20]
So this particular project
aligns with many of the policy
[1:03:24]
recommendations It's outside
of the suburban service area
[1:03:26]
it's outside of agricultural
and fossil districts
[1:03:29]
and it has some of
those design features
[1:03:31]
that are recommended
in the policy,
[1:03:33]
recommended in the conference of
plan and require by ordinance.
[1:03:35]
So 150 foot wide
perimeter buffers.
[1:03:38]
There is an RPA buffer of 100ft
at the rear of the property
[1:03:42]
and then again retaining that
field in the front The proposal
[1:03:47]
includes the
following plans which
[1:03:49]
are required by the ordinance
as well as the policy.
[1:03:52]
A decommissioning plan or
a threatened and endangered
[1:03:54]
species.
[1:03:55]
Screening and operations and
maintenance plan with facilities
[1:03:59]
less than five megawatts.
[1:04:00]
Assigning agreement is optional.
[1:04:02]
In this case, the
applicant chose not
[1:04:03]
to submit a siting agreement.
[1:04:05]
If you do not submit a
siting agreement the Planning
[1:04:08]
Commission must find that the
facility is in substantial chord
[1:04:11]
with the comprehensive plan The
Planning Commission did make
[1:04:14]
that finding that it is in
accord with the Conference
[1:04:17]
of plan and although the
applicant has not submitted
[1:04:20]
a signing agreement with
the proposed conditions,
[1:04:22]
they have agreed to a one
time payment as recommended
[1:04:25]
in the policy of $26,070 per
megawatt and that payments made
[1:04:31]
prior to site plan approval
There was a community meeting
[1:04:36]
held in April and there was
questions about how the property
[1:04:38]
would be seeded and
stabilized The anticipated
[1:04:41]
construction timeline,
[1:04:43]
how the landscaping will be
handled after decommissioning
[1:04:46]
and some questions about
the lifespan of the facility
[1:04:50]
There are 14 recommend the
conditions in the staff
[1:04:52]
report and these align with the
policy and the features shown.
[1:04:55]
The sketch plan
again, a facility
[1:04:57]
that produces up to
three megawatts of power
[1:04:59]
is permitted in the Cup area.
[1:05:01]
That payment of $26,070 per
megawatt prior to site plan
[1:05:05]
approval, decommission in
accordance with the plan that
[1:05:08]
submitted maintenance and
the core of the plan that was
[1:05:10]
submitted, landscaping provided
with a performance agreement
[1:05:14]
prior to site plan approval.
[1:05:17]
Land disturbance must be
supervised by a third party
[1:05:20]
as it occurs The hours of
clearing, grading and pile
[1:05:23]
driving activity are limited
Anti-reflective coatings
[1:05:26]
required on the panels.
[1:05:28]
Road conditions along
DuPont's Bridge Road
[1:05:30]
must be checked
before construction
[1:05:33]
and after construction to
make sure there's no damage
[1:05:35]
caused by the trucks survey.

The construction of
this facility lighting
[1:05:40]
is limited in height and
must have house side shields
[1:05:42]
coordination, fire and EMS The
couple expire for five years
[1:05:46]
unless construction begins a
planning inspection must be done
[1:05:50]
after the facility is
completed to ensure that all
[1:05:53]
these conditions and
the features shown in
[1:05:55]
the sketch plan are adhered to.
[1:05:57]
And then development
will be in accordance
[1:06:00]
with all federal and
state regulations.
[1:06:02]
That's our standard language.
[1:06:03]
The one thing that you
all have your dyas,
[1:06:06]
is we do recommend a change
to condition 15 legisla lation
[1:06:10]
regarding solar
facilities is changing
[1:06:13]
and any applications submitted
prior to July 1, 2026
[1:06:17]
has to meet the current
zoning ordinance
[1:06:20]
requirements that are in place.
[1:06:21]
So this ordinance
or this application
[1:06:23]
was submitted prior
to July first, 2026.
[1:06:26]
So it has to meet our current
zoning ordinance requirements,
[1:06:30]
staff just recommends with these
changing legislative actions
[1:06:34]
at the General Assembly, that
there be the specific sentence
[1:06:38]
added to that last condition
that it must comply
[1:06:40]
with the current zoning
ordinance regulations
[1:06:43]
and the sketch plan already
reflects these regulations.
[1:06:46]
The conditions already
reflect these regulations that
[1:06:48]
are currently in effect and
reflect the expectations
[1:06:51]
of Hanover County But
this just adds clarity
[1:06:53]
that we as a community if this
particular request is approved,
[1:06:59]
expect it to meet the currently
adopted regulations The Planning

two speakers in support
and 2 against There

is some support for
the pollinator laws

that are proposed as
part of this project.

It balances agriculture
with development

The buffers were
appreciated and all

generate tax revenue
with minimal demands
[1:07:23]
on public services.

I'm a development manager
with Hexagon Energy,
[1:08:07]
as well as the lead developer on
the Blunts Bridge Solar Project.
[1:08:10]
I want to thank you all for
being here this evening.
[1:08:12]
And thank you, Mr. Pompei,
for your presentation plans.
[1:08:16]
Bridge Solar is a proposed
three megawatt project that
[1:08:19]
is going to be sited on about
26 acres of a larger 100 acre
[1:08:23]
parcel located just north of
the town of Ashland We designed
[1:08:26]
the project to prioritize view
shared and environmentally
[1:08:29]
friendly choices Since
maintaining the area's
[1:08:31]
rural character matter
to both the landowners
[1:08:33]
as well as all of the
surrounding residents
[1:08:36]
this project will also bring
benefits to the county,
[1:08:38]
including tax revenue from both
the land and the project itself
[1:08:42]
as well as participation in the
state's shared solar program,
[1:08:45]
which allows local Dominion
Energy customers to subscribe
[1:08:48]
to projects such as
this one to receive
[1:08:50]
discount on their electric
bill For a quick introduction
[1:08:54]
into hexagon,
[1:08:55]
we have over ten
years of experience
[1:08:57]
here, founded and headquartered
in Charlottesville, Virginia,
[1:09:00]
and we have over ten
years of experience
[1:09:01]
developing small
projects like these
[1:09:03]
all across the Commonwealth.
[1:09:05]
And we have several
projects of this size
[1:09:07]
and other varying sizes already
in operation here in Virginia.
[1:09:11]
It took a great number
of people at Hexagon
[1:09:12]
to bring this project together.
[1:09:14]
I've highlighted some of
them, including myself
[1:09:17]
on the screen for some
background on the landowners
[1:09:20]
since that's really where the
story begins Vincent and Diane
[1:09:23]
Harris own this property.
[1:09:24]
It's been in their family
for several generations
[1:09:27]
and they're here
with us this evening.
[1:09:29]
Currently their property
split between timber
[1:09:32]
They're permanent
residents and row crops.
[1:09:35]
Like many landowners with
a property of this size
[1:09:37]
they've been approached
on numerous occasions
[1:09:39]
by various developers
looking to buy
[1:09:42]
their property to
develop it into something
[1:09:43]
like a housing subdivision.
[1:09:45]
They did not want that and
they felt like a small project,
[1:09:48]
such as this one would allow
them to retain ownership
[1:09:51]
of their land, get a steady
revenue stream for the next 35
[1:09:54]
years to help maintain that
land without having to sell it,
[1:09:57]
subdivide it or
develop it in such
[1:09:59]
a way that would permanently
alter the character
[1:10:01]
of this neighborhood.
[1:10:02]
They partnered up
with us back in 2024
[1:10:05]
to help achieve this goal.
[1:10:07]
Now, as i mentioned,
this project
[1:10:09]
covers approximately 26 acres
of the larger 100 acre parcel.
[1:10:13]
Those 26 acres
included the panels
[1:10:15]
that you see on your screen
as well as the stormwater
[1:10:18]
ponds and the
internal access roads
[1:10:21]
We had two top priorities when
we were designing this project.
[1:10:24]
The first was to minimize
environmental impact
[1:10:26]
and the second was to minimize
future impact I'll touch
[1:10:29]
on environmental impact
in just a moment,
[1:10:31]
but I'll stay on view shot for
a brief moment Our fence line
[1:10:35]
which is the dotted line that
goes around our panels as well
[1:10:39]
as around the
stormwater facilities,
[1:10:41]
is about 180ft away
from the nearest
[1:10:44]
property boundary to the north.
[1:10:45]
I'm highlighting it on
the screen right now.
[1:10:48]
In most other areas, though, the
fence line is much farther away
[1:10:51]
from property
boundaries For example,
[1:10:54]
the fence line is about
700ft away from Blunt Bridge
[1:10:56]
Road to the east,
and about 550ft away
[1:11:00]
from the nearest residence.
[1:11:02]
We were fortunate that over half
of the property as Mr. Pompey
[1:11:05]
mentioned, is currently
in mature timber,
[1:11:07]
covering essentially
the entire area.
[1:11:09]
That is to the west and
north of our panels.
[1:11:13]
The dark green areas on the map
are the 150 foot wide buffer
[1:11:17]
of that existing vegetation that
we're guaranteeing to protect
[1:11:20]
for the lifetime of this project
Now to the east of the panels
[1:11:23]
and to the south
of the panels, we
[1:11:25]
will have to plant new
plantings to be able to create
[1:11:27]
that same sort of screening.
[1:11:29]
Thankfully the county solar
policy and zoning ordinance
[1:11:32]
has very robust
planting requirements
[1:11:34]
to ensure that the
project remains
[1:11:36]
invisible throughout
its lifetime.
[1:11:38]
We are also, per the
conditions required
[1:11:40]
to post a surety
bond guaranteeing
[1:11:41]
that the landscaping
buffer is maintained
[1:11:43]
for this project lifetime.
[1:11:45]
Now, as mentioned by
Mr. Pompei, one question
[1:11:48]
that came up during our
Planning Commission hearing
[1:11:50]
was about the wooded
area that sits
[1:11:51]
between our panels and the 150
foot wide vegetative buffer.
[1:11:56]
It's labeled on the
site plan as tree mass.
[1:11:59]
That may be tempered by
landowner in the future.
[1:12:01]
That area is covered in
loblolly pines that was
[1:12:04]
that were planted
back in the 1970s
[1:12:06]
with eventual harvest in mind.
[1:12:08]
And some neighbors had
concerns about whether timber
[1:12:11]
in that area at any point
throughout the project's
[1:12:13]
lifetime could cause
stormwater runoff
[1:12:15]
or erosion control issues.
[1:12:17]
As it related to our project.
[1:12:18]
The answer from our perspective
is no Our stormwater facilities,
[1:12:22]
as they relate to the project,
were designed to stand
[1:12:24]
on their own merits
and so they're
[1:12:27]
the existence of those trees or
lack thereof, will not impact
[1:12:30]
their ability to function
appropriate Lee However,
[1:12:33]
despite hexagons
confidence in this answer,
[1:12:35]
the landowner
supervisor Stillman
[1:12:38]
and I did meet to try
to find additional ways
[1:12:40]
to try to address these
concerns from these neighboring
[1:12:42]
landowners.
[1:12:43]
And we landed on what we felt
like was a good compromise
[1:12:45]
that the landowners are
going to work to try to have
[1:12:48]
that area timbered before
construction timbered
[1:12:51]
and reseeded with new
trees before construction
[1:12:54]
of our project begins.
[1:12:55]
That way, First off,
to intensive land,
[1:12:58]
disturbing activities are not
occurring at the same time.
[1:13:00]
And then secondly, those
seeds have some time
[1:13:03]
to establish and
take and stabilize
[1:13:05]
the ground cover
west of our project
[1:13:07]
before our construction begins.
[1:13:09]
I'll also remind everyone
again, the timbering
[1:13:10]
that we're talking
about sits outside
[1:13:13]
of our 150 foot wide buffer.
[1:13:14]
So that will not be impacted.
[1:13:17]
Moving on, if you look at the
map on the right hand side,
[1:13:19]
you'll see a red dot at the
intersection of Ashland park
[1:13:22]
Drive and Blunts
Bridge Road That dot
[1:13:25]
is where this photo was taken.
[1:13:27]
And this photo is
actually a rendering
[1:13:29]
of what the
vegetation should look
[1:13:30]
like throughout the
project's lifetime.
[1:13:32]
It will obviously
get taller than this
[1:13:34]
But thanks to the extensive
setbacks and the planting
[1:13:36]
requirements of the
county, the project should
[1:13:39]
be well shielded from view.
[1:13:41]
The last thing I'll touch
on here is interconnection.
[1:13:43]
So we plan to interconnect
to distribution
[1:13:45]
lines that run along the
property right along the road.
[1:13:48]
You could see them in that
photo actually right there.

going to distribute

power across Hanover
County, running
[1:13:53]
back to a local substation.
[1:13:55]
This is not a
transmission level project
[1:13:57]
It does not feed into
the larger transmission
[1:13:59]
lines that crisscross the
state and to the power
[1:14:01]
is generated here.
[1:14:02]
And it's also used here by
businesses and residences.
[1:14:05]
As I mentioned
earlier, this project
[1:14:07]
is also going to participate
in the shared solar program.
[1:14:09]
That program was created by the
state legislature a few years
[1:14:12]
ago, and it allows local
dominion Energy customers who
[1:14:15]
might not have the ability
to put solar on their rooftop
[1:14:18]
but want to see the
benefit of solar Subscribe
[1:14:21]
to projects like ours to receive
discounts on their electric bill
[1:14:25]
Moving on to environmental
consideration, which was also
[1:14:28]
our priority with the help
of third party engineers,
[1:14:31]
we developed a preliminary
stormwater and erosion control
[1:14:34]
design that shows that
we can meet both state
[1:14:36]
code and county standards.
[1:14:38]
Our stormwater engineer
is here with us
[1:14:39]
this evening in case you
have any specific questions.
[1:14:42]
The final stormwater and
erosion control plans
[1:14:44]
will be submitted at
site plan approval,
[1:14:46]
but the county requirements
here are also very robust.
[1:14:49]
And then as you might have
seen in the conditions,
[1:14:51]
One of the conditions is that we
will have to have a third party
[1:14:54]
engineer inspect the site weekly
throughout the construction
[1:14:57]
to make sure that
any land disturbance
[1:14:59]
activities are meeting
erosion control
[1:15:01]
standards beyond engineering.
[1:15:03]
The site itself was also
chosen to minimize some
[1:15:06]
of these environmental risks.
[1:15:07]
So first off, you'll notice
that the project is avoiding
[1:15:11]
all delineated wetlands.
[1:15:12]
Those are further to
the west on the property
[1:15:14]
right over here The other
thing that I want to point out
[1:15:16]
is that even though the panels
are set back fairly well
[1:15:19]
off of Blunt's Bridge
Road, there seemingly
[1:15:21]
is more area for us to have
set them back further If we
[1:15:24]
were only prioritizing views.
[1:15:26]
Shed on Blunt's Bridge Road
But as you head from East
[1:15:30]
to west on the property,
as you follow my mouse,
[1:15:33]
you'll see that right over here,
the topographic lines start
[1:15:36]
to get pretty close together And
that just means that the slope
[1:15:39]
is getting pretty steep.
[1:15:40]
So if we were to only prioritize
the view of Blunt's bridge road
[1:15:43]
and push our panels
further back,
[1:15:45]
that would require us to
build on steeper slopes
[1:15:48]
and require more grading.
[1:15:49]
And we just wanted
to avoid that.
[1:15:50]
We wanted to build
on a flatter area.
[1:15:52]
I just point this
out because I want
[1:15:54]
to emphasize that
when we were designing
[1:15:55]
where this was all going to go.
[1:15:57]
We wanted to prioritize
not just view
[1:15:58]
shed, but also environmental,
welfare of the property.
[1:16:02]
And again this map
also just shows
[1:16:05]
the areas on the property that
have a greater than 6% slope.
[1:16:08]
They're highlighted
in purple just,
[1:16:10]
you know, adding this
in here to show just
[1:16:12]
how flat the areas that
we're putting our panels on
[1:16:14]
are just so we can avoid grading
to the greatest extent possible.
[1:16:18]
The last thing that
I'm going to point out
[1:16:20]
is that we do plan
to use a Virginia
[1:16:22]
native and naturalize
grasses as well as pollinator
[1:16:24]
friendly species as part of
our under panel vegetation
[1:16:27]
It's part of our
vegetation management plan
[1:16:29]
that we submitted as
part of our application.
[1:16:32]
The groundcover choice is going
to help reduce soil erosion,
[1:16:35]
help with onsite
water management,
[1:16:36]
thanks to those
deeper root systems,
[1:16:38]
and then also create habitat
for pollinator species
[1:16:41]
and potentially open up the
possibility for some beehives
[1:16:44]
on the site after construction
is complete I've been actively
[1:16:48]
engaged with the community
throughout the development
[1:16:50]
process reaching out as
early as September of 2025.
[1:16:53]
That was two months before we
submitted a permit application.
[1:16:56]
Just so folks can have
some input beforehand
[1:16:58]
I really enjoyed getting to
know this community consistently
[1:17:02]
People told me that
they preferred this kind
[1:17:04]
of development over this
becoming a housing subdivision
[1:17:07]
since they understood that this
property is ripe for that kind
[1:17:10]
of development.
[1:17:11]
We hosted a hosted a community
meeting back in April.
[1:17:14]
About 15 people attended and
as mentioned by Mr. Pompei,
[1:17:17]
they asked questions
about vegetation
[1:17:19]
management, decommissioning,
height of equipment.
[1:17:22]
We also attended the Hanover
County Public Schools
[1:17:24]
career expo back in March.
[1:17:26]
That was super fun getting
to know some of the teachers
[1:17:28]
and students and
just telling them
[1:17:30]
how energy development in
the United States works
[1:17:32]
and maybe some of them might
be interested in general energy
[1:17:35]
development in the future.
[1:17:38]
I'm not going to go into detail
on these next two slides.
[1:17:40]
I've just included this to
highlight our conformance
[1:17:42]
with both the zoning ordinance,
solar policy and Comprehensive
[1:17:46]
plan the county's
comprehensive plans,
[1:17:48]
specifically calls
out consideration
[1:17:50]
of alternative energy sources
and a continuous theme
[1:17:53]
throughout the
comprehensive plan
[1:17:55]
is maintaining the area's rural
character while not impeding
[1:17:58]
necessary development I hope
that this presentation is
[1:18:01]
shown that we've
prioritized those aesthetic.
[1:18:03]
Consider Asians to fit
seamlessly into this area
[1:18:06]
while promoting
economic development
[1:18:07]
and a landowner's continued
ownership of the property.
[1:18:11]
This list shows the
agencies reviews
[1:18:13]
and studies that need to happen
before construction can begin.
[1:18:16]
Not going to go through
each and every single one,
[1:18:18]
just highlighting the
level of diligence
[1:18:19]
that needs to happen before that
shovel can go in the ground.
[1:18:23]
Construction is estimated to
take approx nearly 4 to 6 months
[1:18:26]
and staff is recommended
to few conditions
[1:18:28]
to keep those disruptions
minimized and controlled.
[1:18:31]
Land disturbance
activities, as I said,
[1:18:32]
will be overseen
by a third party
[1:18:34]
engineer at our own
expense and a bond
[1:18:36]
will be posted with the county
to make sure that roads are
[1:18:39]
promptly repaired if they are
impacted by construct then
[1:18:42]
we'll also coordinate with
the local school system
[1:18:45]
to make sure that our delivery
times do not overlap with school
[1:18:48]
bus pick up and drop
off times to help
[1:18:50]
ease some of that traffic.
[1:18:52]
Once operational,
this project becomes
[1:18:54]
a quiet and invisible neighbor.
[1:18:56]
Unlike more
intensive development
[1:18:57]
This project can
be decommissioned
[1:18:59]
and a decommissioning
bond will be posted
[1:19:01]
before construction
begins to make sure that
[1:19:03]
money you need to set aside.
[1:19:05]
And then it will be
updated on a regular basis
[1:19:07]
to make sure that
those funds remain
[1:19:09]
adequate for decommissioning.
[1:19:11]
We believe this project offers
some real benefits to the county
[1:19:14]
Solar is a safe,
well-established technology
[1:19:17]
with projects like this one
operating without issue.
[1:19:19]
All across the country
and the state The project
[1:19:22]
generates revenue
for Hanover County
[1:19:24]
without drawing on
county resources
[1:19:26]
like roads, water
sewer or schools.
[1:19:28]
Appreciate it.
[1:19:29]
Aligns with the county's
comprehensive plan and it
[1:19:31]
protects the view shed and is
low impact to the community
[1:19:34]
And it lets the landowner
retain ownership of the property
[1:19:37]
and avoid further
development for decades.
[1:19:40]
Planning staff included 14
conditions, all of which
[1:19:42]
we agreed to.
[1:19:43]
We've been collaborating
with them for several months,
[1:19:45]
since November of 2025
and made adjustments
[1:19:48]
to the project as needed.
[1:19:49]
We're going to continue
to work collaboratively
[1:19:51]
with the county moving
forward, and so we respectfully
[1:19:53]
request your approval
of our conditional use
[1:19:55]

according we're basing them all

and evergreen
trees to be planted
[1:20:29]
within a certain density.
[1:20:30]
I don't remember
the exact numbers,

but within a certain
density all along that

150ft in front of the panels.

On top of that, some of those
have to be lower vegetation
[1:20:40]
that remains fairly low.

Some of it has to be able
to grow a little bit higher

So it's a combination of

This project remains screened

the role of distributed solar
[1:22:22]
that this project ties into But
first one, I've just come back
[1:22:26]
up and just talk
about these projects
[1:22:28]
and what they bring to
the table In general,
[1:22:31]
solar provides a pathway to
meet our state's growing energy
[1:22:33]
needs while upholding
property rights
[1:22:36]
in an appropriate
environmental safeguards,
[1:22:37]
as well The participating
landowners in this project
[1:22:41]
are voluntary volunteer.
[1:22:42]
We chosen to work
with the developer
[1:22:44]
and the developer has been
transport with surrounding
[1:22:47]
landowners about their efforts
to mitigate potential impacts
[1:22:50]
to the neighboring properties.
[1:22:52]
These projects also deliver
broader public benefits.
[1:22:54]
They diversify
our energy supply,
[1:22:56]
strengthen grid reliability
and generate new tax revenue
[1:22:59]
without adding residential
population or new demands
[1:23:03]
on schools and other
public services
[1:23:05]
What distribute
Solar does and how.
[1:23:07]
So it's part of, rather than
feeding into high voltage
[1:23:11]
transmission lines
as esther mentioned,
[1:23:13]
they these facilities connect
directly to local distribution
[1:23:16]
line system.
[1:23:18]
This makes full use
of the infrastructure
[1:23:20]
that the county and the utility
has already invested in,
[1:23:23]
and it can reduce the need for
costly transmission upgrades.
[1:23:26]
It also means these projects can
typically be sited and brought
[1:23:29]
online faster than
large remote facilities
[1:23:32]
because those depend on
significant new transmission
[1:23:34]
buildout.
[1:23:36]
All in all, it helps Hanover
keep pace with growing energy
[1:23:39]
needs in our community
and lowers the reliance
[1:23:42]
on regional
infrastructure timelines
[1:23:44]
and any other unnecessary as
I guess you could call it.
[1:23:48]
But I also just say that
Dominion's shared solar program
[1:23:52]
is something else that i saw
that this ties into and just
[1:23:55]
for people context if you
Google just how many homes.
[1:23:59]
This could benefit, typically
between 450 600 homes that could
[1:24:03]
subscribe to that program.
[1:24:05]
And that knocks off
its subscription base.
[1:24:07]
So residents receive a letter
in the mail Typically once
[1:24:11]
the site's online or
is approaching that I
[1:24:14]
guess, that switch on date.
[1:24:15]
But it will reduce bills for
those families that subscribe
[1:24:19]
by about 10 to 15%, which
is a huge cost savings,
[1:24:22]
essentially you're negating a
few bills per calendar year.
[1:24:26]
And so on.
[1:24:27]
So it's a direct up
revenue recruitment system.
[1:24:30]
I guess you could call it.
[1:24:31]
But just so you consider
this project and the merits
[1:24:34]
that it brings to the county,

about our our daughter in law

and we hope to do that.

Once the project is
finished I really appreciate
[1:26:09]
the details that
Hexagon has gone through
[1:26:13]
and the communication that they
have provided of to anyone who
[1:26:18]
will listen, anyone

I think they're their plan
is, is very, very good.

And I am convinced that it
meets all of your requirements

and it certainly meets

Joseph Franklin Cross born in
1834, died December 10th, 1903.

And his wife Virginia, England.

Ginny, who was the
daughter of England.
[1:27:38]
And if you know
anything about Ashland,
[1:27:40]
you probably know the
last name England They
[1:27:43]
married April the eight, 1869.
[1:27:47]
She died October 28th, 1920.
[1:27:51]
Joe and jenny bought the farm
somewhere around the 1860s.
[1:27:58]
They are buried in the family
cemetery on our property
[1:28:03]
Their original homestead site
is still visible on our property
[1:28:10]
Their son, one of their
sons, Eddie Clifton cross,
[1:28:14]
was born in 1883.
[1:28:17]
He was deeded the farm in 1924
by his siblings He married Marla
[1:28:24]
collins, a neighbor girl who
lived in the farm on a farm
[1:28:28]
next door and 1925
Ed died in 1949.
[1:28:37]
His widow died and 1974 Benson
and I were the next caretakers
[1:28:45]
of this farm that has been
in our family since the 1860
[1:28:53]
That's 157 Seven years.
[1:28:56]
And we want to pass this
farm down to our children
[1:29:00]
and to our two grandchildren,
their brothers.
[1:29:05]
