[2:09] Convert that temporary pause into a permanent countywide ban on hyper-steal data centers

[2:14] and pair it with a comprehensive ban on automated license plate reader networks like Flock safety cameras.

[2:23] First, let's look at it closely at the hyperscale centers.

[2:26] When he looked past the slick corporate sales pitch, the actual economic return for counties is completely negligible.

[2:35] These multi-million dollar developments are routinely leveraged state and local incentives for tax abatements lasting up to 50 years.

[2:41] stripping away decades of property and equipment tax revenue, but otherwise fund

[2:45] our schools, roads, and emergency services. In exchange for giving those tax

[2:50] dollars, the county receives only 30 to 50 permanent jobs, most of which are

[2:55] special operation roles transferred in from outside the area. Meanwhile, a single

[3:01] 100 megawatt facility continuously draws another electricity to power 80,000 to

[3:06] 100,000 homes. This is often more than five times the power required for every single household

[3:13] in Harrison County combined. Additionally, handing over millions of gallons of groundwater,

[3:22] strain our regional electric grid and inherit 24-7 industrial noise and low frequency

[3:27] acoustic vibrations under 100 hertz that travels miles through home walls. We sacrifice a quiet

[3:34] That rule character, and vital natural resources for a massive tax-exempt facility that contributes

[3:41] almost nothing back to the local livelihood.

[3:44] Second, we must pair this with a ban on the front-end surveillance network like FLOC

[3:48] Safety.

[3:49] These cameras don't just check for stolen vehicles, they capture complete vehicle fingerprints,

[3:54] including make, model, color, roof racks, bumper stickers on everyday drivers passing without

[4:00] any individualized suspicion.

[4:01] The system actively bypasses 4th Amendment due process under Supreme Court Presidents

[4:07] in the Riley versus California and Carpenter University of the United States, law enforcement

[4:12] is strictly required to follow probable cause and obtain a search warrant before tracking

[4:16] a person's location through their cell phone.

[4:19] Yet network-connected cameras are raised, exploit a regulatory loophole, lodging and profiling

[4:25] continuous physical movements without a warrant.

[4:27] current, probable cause, or individual sufficient.

[4:36] cord and police department within town limits

[4:38] while the surrounding rural counties are rural areas

[5:00] pulled into federal databases subject to federal retention rules by passing

[5:16] in federal systems. Combine the vehicle tracking with precise GPS location or
