On camera we're good. I mean, I went live. Thank you, Dana. Good
[0:08]
morning, everybody. Welcome to the October 8th, 2026. Property Redevelopment Commission
[0:15]
meeting. Monica, would you please run a roll call? Yes, Ron Dedelson, I'm here. Mayor
[0:23]
Eckstein here, Dana Watley here. Uh, I don't see Chad Youngster as present at the
[0:27]
moment. Uh, Bob Kingry and also present myself, Monica Smith, and we also have, uh,
[0:33]
attorney Tyler Rothstein via Zoom. Yes. And Cherry Brown and Cherry Brown, I'm so
[0:38]
sorry. Mrs. Brown is sitting at the other end also. Um, approval on the September
[0:46]
17, 2026. I hope that those minutes be approved. You have a motion to approve those
[0:53]
minutes. Do I have a second? I'll second. I have a motion to second, Monica. Yep,
[0:57]
Ron Nelson. Yes, Mayor Eckstein. Yes, Dana Watley. Yes, Bob Kingry, 40. All right,
[1:06]
for you, Dana has done her due diligence on all the financials. I take mine out.
[1:14]
I guess I might have some. We've got some down here if you need them.
[1:20]
Hang on, I'm getting there. Maybe I found it. OK. All right, go ahead, Dana. Um,
[1:27]
the Newberry Building has a balance of $15,000.90. The Tiff Industrial
[1:34]
Park has $302,398.93. The TIFF fund has
[1:42]
$698,662.84 and the Daniel's escrow account has
[1:49]
$1,333.76.
[1:55]
And then I provided itemized for you as well if you want to see that.
[2:01]
Down there trying to figure out what the mayor's asking. Oh, I know what you're talking.
[2:05]
Uh, thank you, Dana. Thank you for your accuracy as always. Uh, also, you'll see
[2:11]
an individual fun detail sheet or if you wanna look that over if you can't sleep
[2:16]
tonight. Um, I have a motion to accept the, um, Financial report has cited.
[2:25]
We accept the financial report. We have emotional report. I have a 2nd, 2nd, an emotional
[2:30]
second. Yes, Ron Deltason. Yes, Mayor Eckstein. Yes, Dana Watley. Yes, Rob Kingry.
[2:38]
Yes, 40. Thank you, Dana. I know we have several other financial areas. Do you want
[2:44]
to deal with these now or as we get into the other areas of the agenda? Whatever
[2:49]
you guys want to do, it doesn't matter.
[2:55]
OK. Mayor says let's get them now, so, OK, and you have the, I don't have the copies.
[2:59]
You have them, so I'll just go with what you tell me, OK, um. I have 2 in front of
[3:06]
me. One for executive elevator for the semiannual billing for the limited service
[3:13]
agreement, that's $400. If you wanna look at it, here it is. If you don't wanna look
[3:18]
at it, it's still here, uh, so we'll need a motion to approve that. Let's do that
[3:24]
now. Do I have a motion to approve this $400? I'm openly approved the $400. We have
[3:30]
a motion to approve for executive elevator $400. We have a second. I'll 2nd.
[3:40]
Uh, Ron Edelson, Mayor Eckstein, Dana Watley, Bob Kingred, Bora, thanks.
[3:52]
I can get all these inclusive. Um, Dana, I don't have, there were two invoices uh
[3:58]
for SubZero, one, I'm running off memory, a little over 700. That was to do some
[4:06]
electrical work in the basement and then there was one for was it 160 yeah well it
[4:10]
was not very much money yeah so one for 160 and technically uh the mayor and I could
[4:17]
approve those and we did approve the, the repair of it but if the board would like
[4:21]
to do a vote voice vote to approve those two payments, you can get those paid and
[4:26]
I'll take a motion for that. I have a motion to pay uh subzero. It was, it was under
[4:32]
$1000. It was $16,700 and $700 I believe. So I'll take a motion to pay those.
[4:41]
I move that we pay the $700 to Subzero. And the secondary, you wanna do them one
[4:48]
at a time? Yeah, let's do them together. OK, go ahead and the, and the secondary
[4:52]
one is which one? 160 160. So we have a motion on the floor to pay both of those
[4:58]
to subzero. Do I have a second? I'll 2nd. OK, trying to get
[5:06]
all that written down, um, Ron Delson, Mary Stein, Dana Watley, Bob Kinger, for real,
[5:14]
thank you. Um, I have 2 invoices here. Mayor, I think you know more about this than
[5:20]
I do. I hope you do. Uh, I have an invoice. Both of these are for Halsted architects.
[5:27]
Um
[5:35]
Um, well, I'm, I'm debating whether we can pay this one.
[5:41]
Did you see both of these, Dana? Did you hand these to me or did you hand these?
[5:44]
No, um, I handed them to you. Um, Paula sent it via mail, um. One is
[5:57]
Yeah, I got that one in the mail. I wanna say it's an overdue. And I don't believe
[6:03]
I'll have to look and see if it's already been paid. OK. I don't know.
[6:10]
It was $57 or something $54.54 dollars 54 $15. I said it must have just been
[6:18]
so I need to look. I know we paid them something. I had a couple invoices. It may
[6:23]
be crossing in the mail or something. OK. Do you have any recommendation, Dana? Why
[6:28]
don't we, um. Why don't you guys, uh, if you wanna vote to approve to pay it if it's
[6:36]
not already paid, but I'll report back and let you know what the status is. That
[6:40]
would be wonderful. So I'll make the motion that if this is, um, Needs to be paid
[6:45]
and has not authorized Dana to make the payment of $54.15. All right, so we have
[6:52]
a motion. I have a second. I'll check. Thank you.
[6:57]
Uh, Ron Devison, yes, Mayor Eckstein, yes, Dana Watley, yes, Bob Kingbury, Core,
[7:04]
OK. So, I have before me and Did everybody get this? Yes, yes, you all got
[7:12]
this. So as we move into the renovation of Newberry. Uh, obviously, there,
[7:19]
it's gonna be ready grant money, but part of the ready grant process is, uh, that's
[7:24]
only for construction. So architectural fees do not apply and those have to be funded
[7:29]
somewhere and somewhere I believe is here. So, um, Mayor, I'm gonna
[7:37]
I will go through the top part of this, and I think you know more about this than
[7:40]
I do, so I'm gonna let you address this. But so far, um, part of that architectural
[7:46]
process, we had a gentleman come in, do a 3 dimensional laser scan of the entire
[7:50]
building, which is pretty darn cool if you haven't seen it, we'll let you look at
[7:54]
it. Um, he was there 2 days, I think, and I think he measured everything but a cockroach.
[8:02]
I mean, he was up in there. He had it all over the place, which thankfully we don't,
[8:05]
which, yeah, thankfully we do not have it, um. So, um
[8:13]
There were 3 fees on here, Mayor. I'm gonna hand this to you and let you share your
[8:17]
wisdom as you can if you wanna. Anything else I know, uh, OK. Do we need to just
[8:26]
just. She was Let me go. OK, thank you. Thank you. OK, well then I may have
[8:34]
to.
[8:37]
So, so we're meeting with him tomorrow. Part of, since we officially got the radio
[8:43]
grant, the, if you look at in the middle of the page 2 and 3 is the architectural
[8:50]
fee to move forward on the, the project. The original, like number one was just the,
[8:58]
the land, the laser. So we're talking about the condos and then um the other part
[9:04]
of the building. We had talked about scaling some of this down, so why don't we have
[9:10]
a discussion with Mike tomorrow, um, to figure out exactly what this is, and, and
[9:18]
I think I can explain that for you. It probably has a little. So basically what we're
[9:23]
talking about was there you'll see the, the fee at the bottom which was the total
[9:29]
combined fee, and we don't know at this point how far the ready grant money is gonna
[9:33]
take us. I don't think your microphone's on. I don't think your microphone's on.
[9:38]
My mic isn't on. I don't hear you. Is that better? Yeah, better, sir.
[9:44]
So, um, what we've asked the architects to do is to break this down into condo fees.
[9:51]
And piecemeal it out so that then we can, we can go this far and then add this on
[9:56]
and then add this on. And so, we'll talk to them tomorrow when we go through the
[10:00]
building and we'll get a breakdown and we'll address this in November, if that's
[10:08]
Acceptable to the board. And I can feel any questions, I think I can feel questions
[10:13]
for you.
[10:16]
No questions? No. OK. We'll keep you, we'll keep you guys updated.
[10:22]
Um And that is the architectural agreement, I believe we've moved on into that. Yes.
[10:32]
So When America comes back, I will readdress that. I don't think we have to have
[10:38]
this signed yet. We can sign this at any point in time.
[10:44]
Um, let's move on to the Newberry Building. I have a couple of areas here. Um,
[10:52]
One of them was the sub-zero payment, we've just paid it, so that's good. Um, we
[10:58]
did have one of the air, the makeup air air conditioning unit, if you recall way
[11:02]
back when the kitchen was hot, and we ended up on the initial installation, uh, they
[11:07]
didn't put an air conditioning unit in the, uh, in the hood, and we've had that done.
[11:13]
Uh, that unit froze up, we're gonna have to have some dialogue with, um, With the
[11:19]
tenants to make sure that that gets turned off or we're gonna have to either put
[11:24]
a timer on that so that it doesn't freeze up and it doesn't run 24/7. Um, Dana.
[11:32]
I know we talked last month about insurance putting that on a quarterly. Where do
[11:37]
we stand on that? Bear with me one second, OK, OK.
[11:44]
Hey Ron, while she finishes that, this is kind of Newberry related. Can I go ahead
[11:48]
and give you a little bit of update on um what's going on with People's Marketplace
[11:53]
and maybe that'll give me a chance to get back. So, uh, they have 47 vendors moving
[11:59]
into the holiday season. So very excited about that. And last night we kicked off
[12:04]
the Makers to Market program that we have some vendors participating over at Mad
[12:09]
Jack's. They received a grant for this pilot project. Which is really exciting. So
[12:15]
they're bringing in um professionals in the maker space um to talk about everything
[12:23]
from scaling to marketing to pricing to help vendors really meet them where they're
[12:27]
at and then uh and entrepreneurs. And, you know, move to the next level. So there
[12:33]
were, I believe, about 18 people there last night. So it's gonna be a really phenomenal
[12:40]
program, really excited to have some local people being able to go through that at
[12:43]
no cost. People that are going through it received uh membership to the Maker, to
[12:48]
Mag Jack's Maker Space, which has phenomenal resources. They have all kinds of woodworking
[12:53]
and printing and 3D and computer um access over there. So all kinds of great things
[12:59]
that are happening there. As a point of conversation, and we're kind of waiting on
[13:04]
the mayor to come back, but um, Would it be advantageous? Would it be profitable
[13:11]
for somebody to come in next month as we're winding down the end of that lease to,
[13:16]
to talk to us just to kind of recap a little bit, or would you rather wait till December
[13:21]
to do that? No, December will probably get really crazy. Uh, so next month would
[13:26]
be, yeah, we're already there, but, um, just as a reminder, I believe it was this
[13:31]
meeting just one year ago that we've Brought this idea forward. RDC voted to support
[13:38]
the effort. It's been a journey and it's been a wonderful journey, and they are still
[13:42]
going. So, you know, with lots of prospects for, for the future and growth and exciting
[13:48]
things happening there. So, and a lot of our local entrepreneurs have been supported
[13:52]
through that effort. So thank you all. Um, in front of you, by the way, let me back
[13:57]
up just to digress a little bit.
[14:02]
Yeah, go ahead and give that back to Dana. Thank you, Bob. Um, in front of you, and
[14:07]
then this is what we're gonna be talking about tomorrow, um, as we move into the
[14:12]
condo project, uh, with the Ready Grant money, and there's gonna be more of a formal
[14:17]
announcement of this somewhere in the future, but, uh, we're gonna be doing the condos
[14:21]
on the 2nd and the 3rd floor, and what we're, we're gonna go through tomorrow and
[14:26]
talk to, uh, the realtor, see what's viable, see what we think we'll sell. And how
[14:32]
we're gonna design these, uh, there's some discussion right now, particularly on
[14:36]
the 2nd floor, how we're going to design those. Part of the process we're gonna do
[14:41]
this as a, as, as a bill operate transfer just like we did the basement on the bot,
[14:46]
uh, with GM Enterprises, GM GM Enterprises, drug marts, and, uh.
[14:54]
So, um, one of the things that we did at council meeting Monday night was we approved,
[15:00]
for lack of a better term, I'm calling, I'm calling it a fiduciary oversight Committee
[15:05]
that will monitor the spending, uh, of the, the Ready Grant money as we have to do.
[15:11]
And on that, on that board would be Mayor Eckstein, myself, Councilman Bill Aspy,
[15:16]
uh, Commissioner Dan Borgenheimer, and then Warren Brown is an advisory member, a
[15:22]
very valued advisory member, I might add. So that's moving on to the future. Um,
[15:28]
if we change these designs, we'll surely let you know, but as it stands right now,
[15:32]
we're looking at 2 condos, 2nd floor, 2 condos, uh, 3rd floor, and, uh, they're not
[15:40]
gonna, they're gonna be very, very nice units, so. We'll, we'll keep the public as
[15:46]
we, as we see fit and as we know more, we'll, we'll get that out there. Anything
[15:53]
else in Newberry? Did you have a question about insurance now? Oh yes, insurance.
[15:59]
Are we gonna do that quarterly or right now we're doing it quarterly and Angela is
[16:03]
shopping it, so I paid the first quarter. OK, so we've got a quarter to, yes, and
[16:09]
then she's shopping to see if there's anything better out there. Does it look promising
[16:13]
or is it too early? She's not said she's not got back to me, OK. Seemed like there
[16:18]
was something else in Newberry I wanted to mention. Gosh, I can't remember what it
[16:21]
is.
[16:26]
I don't know. I don't know. It'll, it'll all come out next month, probably.
[16:33]
OK. Flip over to Daniel's Building, um,
[16:44]
I don't think as far as maintenance-wise, uh, let me back up on the entire building,
[16:49]
um, we are fully, fully in with Courison now, and thankfully, knock on wood,
[16:57]
um, the alarm issue we had, uh, has, has gone away so far. We, we think that's, we
[17:05]
think that's a done deal. We think that's fixed now. We, we hope it's fixed right
[17:08]
now. Um, the elevator. The state elevator inspector came in last week and we got
[17:16]
the all clear on the elevator, so we're good to go there. Um, and Megan is doing
[17:21]
um a, a, a, a yeoman's job. She's doing what we want her to do, so that's phenomenal.
[17:28]
I can't praise her enough. Daniel's Building. Um, I know last month when I carry
[17:35]
over. I can find my minutes from last month.
[17:43]
We had an issue with um. Some rent issues and I know there's some updates on that
[17:48]
and I'm not really sure where that's all gonna go. It's in discussion right now,
[17:54]
um. I would request, um, I think at the November
[18:02]
meeting, we need to discuss, we have one other unit that may be somewhat in arrears,
[18:07]
um, that is empty, but we probably need to discuss that next month further as to
[18:12]
what to do with that. Uh, and Tyler, we will probably be at some point discussing
[18:17]
that with you also, what our options are there. Um
[18:24]
Anybody any comments on that? I'm a little, I'm not sure where the mayor is back
[18:29]
there. Yeah, well, um, that will be determined after the meeting what, what's what
[18:33]
there. So, so I would say we need to table it. Yeah, I think we're gonna, we're gonna
[18:38]
know more, but we need to move through the agenda. Would it be advisable to go ahead
[18:42]
and table this until November until we get some more concrete details? I would make
[18:47]
that motion. We have a motion to table, um. The rest of the Daniel's Building until
[18:54]
November. Do I have a second? Uh, we have a motion in a second.
[19:01]
So we have a motion to 2 on the floor to defer action on the Daniels Building until
[19:08]
November. Monica, yes, um, Ron Delson, Dana Watley, yes, Bob
[19:15]
Kingry, yes, and, uh, Mayor Eckstein, do you agree to, I'm gonna abstain since you
[19:21]
got 3 abstain. OK, wonderful. All right, Mayor, I will abstain. So it's a 341.
[19:29]
301 301.
[19:33]
OK. What comments? Um, Mayor, we'll start with you. You got any
[19:41]
comments?
[19:46]
No comment at this point, yeah. Dana, I have nothing. We'll, we'll come to share
[19:51]
at last. We'll let you, we'll let you be the caboose. How's that, Bob? No, and I
[19:56]
have no comments. I wanna thank all you guys. I know the headaches that are involved
[20:00]
in this board, and some city boards are easy, some are not, and this one usually
[20:05]
is. No. Sherry, do you have any comments? I guess I just wanna close with thanking
[20:12]
you for the foresightedness you all had last year to give us a chance at um activating
[20:17]
that space beside OB's. Uh, it's been, it's been a, a good Run for the last year
[20:25]
and we're going into the holiday season with a lot of momentum. So, thank you. All
[20:30]
right, Tyler. I, I have no comments. All righty. Well, we've run through the
[20:37]
agenda. Next meeting will be November 12th, 12th. Thank you. I had November. I had
[20:43]
the month right. November 12th. OK, and it'll be 2026 for, for all of y'all. So
[20:51]
November 12th at 10 o'clock.
[20:55]
All righty. With that, I'll accept the motion to adjourn. Thank you for your attendance.
[20:59]
Thank you for watching, whoever's watching. Motion. We have a motion to adjourn,
[21:05]
so move. Thank you, everybody. Thank you for attending. Tyler, you wanna stick around
[21:08]
just a second? Sure.
[21:14]
Harry, do you know if they
