[7:03] other jurisdictions are doing a
[7:05] whole lot more. If the council

[7:20] to move forward and implement

[8:11] opinion a process. So first of

[8:14] support for this resolution and
[8:21] we really appreciate your
[8:22] support. It's been a long
[8:22] journey and back in MARCH, we
[8:25] got the role passed. It's now
[8:27] APRIL, MAY, JUNE, JULY, AUGUST.
[8:30] Almost five months past and it's
[8:37] been a consistent battle with
[8:45] the state department of ag and
[8:45] security to implement this rule.
[8:47] Which is why we went back in
[8:54] JUNE for legislative support.
[8:58] The crb is a direct threat to
[9:00] our food security and to our
[9:02] cultural livelihood as
[9:12] practitioners that use, so I
[9:16] just want to saw mahalo to
[9:23] hustace and inaba for reaching
[9:23] out because we sent to all the
[9:24] legislatures cfo
[9:30] to county council
[9:31] for support. I feel like there
[9:31] is a systemic issue and why it's
[9:35] been a tough road. We are here,

[11:20] island interim crb rule is one
[11:29] of those responses to a gap. We
[11:30] are grateful to hawai'I county
[11:30] who has been there every step of
[11:32] the way in this instance when it
[11:36] was first detect in the ag part
[11:38] and thank you to invasive
[11:47] species for working and training
[11:48] on the ground and thankful to
[11:54] the department of transportation
[11:56] and only the law can make a
[12:03] regulation and that regulation
[12:04] to prevent this spread of crb.
[12:08] The interim rule basically
[12:18] requires best practices to
[12:21] prophet from
[12:22] prevent from the moving of
[12:33] materials into the infected
[12:36] areas. The training is fantastic
[12:40] and critical. They spent months
[12:43] long to get this adopted. The
[12:44] implementation has been slow and
[12:46] we really hope, we are grateful
[12:47] for all the efforts that
[12:54] everyone on big island to nudge
[12:56] this. They have a lot of
[12:59] priorities. And limited
[13:00] resources, attention that you
[13:02] are giving to community groups
[13:04] on the island will move this up
[13:11] on the priority list to be fully
[13:12] implemented to protect the rest
[13:22] of the island from crb
[13:27] infestation.

[19:03] in pahoa. So what I'm looking
[19:05] for is other projects that the
[19:08] department is going to bring
[19:10] forward, that this funding will
[19:12] be applied to whether from any
[19:14] funding source. I'm just looking
[19:16] for direction from the
[19:18] department with the safe routes
[19:20] to school program outside of
[19:24] hilo and pahoa.

[19:32] other districts. With the safe
[19:35] route to school process, their
[19:37] requirement is to qualify for
[19:39] the safe routes to school
[19:42] process in disadvantaged areas.
[19:45] To qualify for economic
[19:46] disadvantaged areas, you have to
[19:49] be on this map. This is why
[19:51] hilo and kna, the economic
[19:54] disadvantaged area.

[20:06] this. If I was to qualify the
[20:08] areas on the island that I'm

[20:24] had choose hilo over places like
[20:27] ka'u, kona and I really
[20:33] struggled with that the last
[20:43] time I heard it. -- these are
[20:44] underserved areas, yet hilo, I
[20:47] was surprised why that was an
[20:49] economic disadvantaged area.
[20:52] >>the whole decision with the
[20:54] state made, but it is determined
[20:55] by the federal government on
[20:57] their page of what area is
[20:59] disadvantaged. It's not
[21:01] determined from us. It's a map
[21:03] provided and we look at that
[21:06] area. This area is identified as
[21:11] this area. Whether hilo is or
[21:12] not compared to other areas, but
[21:14] it is. It has to be project
[21:15] ready and in order to qualify
[21:20] for this grant. And as well for
[21:24] the federal side. Being
[21:25] recognized by the federal
[21:27] government on the map has to be
[21:29] one of the qualifications. When
[21:34] we speak to operation served and
[21:36] the number of students that are
[21:43] the ones with no sidewalks.
[21:56] Kona had sidewalks there are
[21:58] some areas that can be improved
[22:02] upon and there were areas
[22:08] selected by the state. That
[22:09] wasn't us that selected that.
[22:10] We put in the application and
[22:11] they rank it and that's how we
[22:14] got the funds last year. We only
[22:15] got one round of funding for
[22:17] this. We are hoping for more in
[22:23] the future. We are hoping for
[22:25] pahoa, improving the whole area
[22:28] in front of that area. We are
[22:30] looking around the island. We
[22:31] also look at how much people are
[22:34] served by the project and also
[22:37] going into how they select the
[22:39] project and district state
[22:40] money. This funding now that we
[22:45] are getting, or MAY get, still
[22:49] has to be determined which is
[22:51] determined by how they divide
[22:56] that money up and then award it.
[23:03] So we are whatever the state
[23:12] determines and how the money is
[23:13] managed.

[23:16] federally, these areas were
[23:18] chosen. That was a federal
[23:19] decision on the underserved
[23:21] areas is what you are saying?

[23:31] underserved areas. It states
[23:36] from the people that live in the
[23:39] area. So that is part of the
[23:43] applications as we apply for
[23:46] these areas.

[24:17] recognize the areas that are
[24:19] economically disadvantaged, the
[24:20] state chose the, the county
[24:23] wrote and submitted the

[24:33] are applying for. In this case
[24:36] the safe routes to school
[24:37] program we are talking about and
[24:39] in this case they are adding a
[24:41] new source of funding that they
[24:42] are trying to create and this is
[24:44] what this is about. How the
[24:47] money is split up is not
[24:48] determined yet. I still don't
[24:51] know. It's something the state
[24:54] will have to answer. And the
[25:03] process for the more veh
[25:06] but, in the past, for the last
[25:07] source of funding which was an
[25:10] appropriation, and we got a
[25:13] share of $1.4 million from the
[25:15] appropriation from the state,
[25:16] that was determined by the
[25:18] criteria and based on location
[25:25] within school zones, within
[25:26] walking distance. It was a
[25:27] title one school. If it was a
[25:29] high need. If the project was
[25:31] ready and the traffic. I'm going
[25:35] through the list from the state
[25:37] application. By school level,
[25:39] stress, for the children and
[25:43] cost, available funding. So,
[25:51] they do the report and consider
[25:52] and select the projects, the
[25:57] state committee for this routes
[25:57] routes
[25:59] -- safe routes to school
[26:00] funding.
[26:02] >>so here forward then, now we
[26:07] are being allowed to charge the
[26:09] residents $5 to implement a new
[26:12] funding source for safe routes
[26:14] to school program. They are
[26:16] giving us $6200 to implement 3
[26:24] process design for our systems
[26:25] and now going forward, because
[26:29] I'm not happy where we stand
[26:30] with the safe routes to school
[26:33] program if you haven't noticed.
[26:35] Here we are getting a
[26:38] substantial amount. I forget
[26:39] what the total was as far as
[26:42] what we expect to receive from
[26:43] $5 per vehicle registration fee
[26:52] into a program that has a very
[26:55] interesting past history and I
[26:58] want to be sure you folks are
[27:02] building equity into this and
[27:07] this is coming in as a new fee
[27:09] we are charging to residents.
[27:12] That's what I want to know.
[27:14] >>yes, the funds go straight to
[27:19] the sate. It's mandated by the
[27:23] state. How they award that
[27:33] money, and manage it is
[27:37] something the state will do.

[28:08] funding criteria is going to

[28:15] passed down to the county yet.

[28:21] to collect $5, give to the
[28:22] state, per vehicle registration
[28:24] and they haven't determined how
[28:26] much they are going to give back
[28:27] to us yet?

[28:43] so we can do the collection
[28:46] fees: this is a very basic step
[28:48] that they entered this agreement
[28:49] with finance, but from what I
[28:52] know, I haven't heard anything.

[28:59] will be oing to the safe routes
[29:01] to school program. But the state
[29:03] is in charge of delegating that
[29:05] money out to the counties.

[29:15] to collect $5 and has o
[29:22] criteria about where the funding
[29:23] goes, or how much we actually

[30:01] looking at funding your
[30:02] engineering projects, road
[30:08] projects across the county, are
[30:11] you prioritizing the roads that
[30:34] need to be done be and finding
[30:36] funding sources.
[30:38] >>it is based on the need and
[30:40] there are some projects that are
[30:41] planned way in advance. With
[30:43] federal funding, that program
[30:45] you are looking for securing on
[30:48] that site down the road. It's
[30:54] not something we do right away.
[30:59] It takes time to develop the
[31:16] project and get funding.
[31:20] >>I think that equity on funding
[31:24] across I would is important. I
[31:27] don't think that grant funds
[31:28] should be distributed equally to
[31:29] every part of the island as long
[31:31] as you are getting funding for
[31:34] the road somewhere for all the
[31:40] roads that are prioritized. So,
[31:42] for me, it's less about
[31:47] spreading one funding source
[32:03] equitably as opposed to making
[32:04] sure there is equitable funding
[32:06] for all the roads. I hope that's
[32:08] something you are working on.
[32:10] And where something like this
[32:14] supports a project every 12-15
[32:17] years, you only get that for
[32:19] these projects. Absolutely, I
[32:22] want to be sure, earlier when
[32:24] the question was asked, what
[32:31] roads are getting supported with
[32:31] this grant funding and you said,
[32:32] well, do you mean what roads are
[32:34] getting funded all across the
[32:35] island, not just this funding
[32:37] and I think that's the important
[32:43] question. At some point, maybe
[32:46] sharing the projects across the
[32:47] island with different funding
[32:49] sources might be talking about
[32:54] equity as opposed to just this
[32:55] one funding sources that is just
[33:00] a couple projects.

[33:06] sources of funding. Right now
[33:07] with this administration, we
[33:10] work with highway and we are
[33:13] doing the designing to do some
[33:16] projects in-house where we are
[33:19] making these projects coming up
[33:25] like the school and the turn
[33:28] lane, wide shoulder. And
[33:30] shoulder improvements by the
[33:42] elementary school, pahoa village
[33:45] road, so, we are looking around
[33:49] the island and we don't have
[34:05] that much funds for these
[34:10] programs. But we are focusing
[34:11] on those areas that are provided
[34:12] for walking around the schools.
[34:13] We don't have the money for all
[34:13] the promotion
[34:14] jects we want to do but
[34:15] we focus on the areas that are
[34:17] most critical with the most
[34:18] people. We have projects that we
[34:20] are trying to work on and it
[34:23] takes time. We have to get the
[34:24] availability of manpower,
[34:32] equipment, materials,
[34:32] everything.

[35:08] get some funding to help with
[35:10] these projects, that would help
[35:11] also, correct?

[35:24] state is going to give for these
[35:26] projects. We have to as a
[35:32] council member reach out to our
[35:33] state legislators to see how we
[35:37] can get it's for example, the
[35:40] four mile bridge. 12-13 million
[35:40] for that project. That really
[35:42] helps the county in getting
[35:44] these projects moving forward
[35:44] faster, right?
