[5:07] We have two of our county youth,

[5:09] one from hilo high school and

[5:12] one from kamehameha schools in

[5:15] keaau. Were asked to go to

[5:18] boston at the edward m kennedy

[5:21] center for the U.S. Senate to

[5:23] participate in the artificial

[5:28] intelligence symposium. It's a

[5:30] conference that brought together

[5:31] 98 youth from across the nation

[5:34] to sit down in the senate

[5:36] chambers and discuss how we are

[5:38] going to implement ai

[5:42] appropriately in the educational

[5:45] theatre. By doing so, these

[5:48] youth were able to come together

[5:50] and create a law that they are

[5:55] going to provide to the aasa,

[5:58] the school superintendent

[6:00] association, which helps then to

[6:02] give a backbone to our legal

[6:04] framework on how ai will be

[6:07] brought into our school in more

[6:11] so how we allow it in regard to

[6:14] our school, how it fits, what's

[6:15] good, what's bad and what works

[6:18] and what doesn't work. I wanted

[6:20] to recognize to you today.

[6:39] the other one with their son.

[7:09] had hawai'I state. We had two

[7:10] who were selected to represent

[7:14] hawai'I at this symposium. So I

[7:16] don't know who wants to go

[7:20] first. Maybe you want to lead us

[8:02] this. Not only for representing

[8:04] hawai'I county but the whole

[8:27] state. I collaborated with

[8:32] senators and we passed a bill to

[8:38] was really an eye opening

[8:40] experience for me.

[8:41] >>what was your takeaway and I'm

[8:49] sure you are proud of our

[8:50] haumana that came with us to

[8:51] represent hawai'I. Tell us a

[8:53] little bit about your

[8:56] experience.

[8:58] >>if you use a cellphone, if you

[9:02] use the net

[9:03] internet, television,

[9:09] you are interacting with ai. As

[9:14] we go into the future it more

[9:16] pervasive. Unfortunately at the

[9:21] educational level we missed the

[9:21] boat when it came to cellphone

[9:22] usage or social media when it

[9:34] came to keying. So

[9:34] iki. Nationally the

[9:35] school system is worried because

[9:36] ai is moving so fast and not

[9:38] that we are left behind but

[9:42] students are using it where it

[9:45] is not wise and not serving to

[9:53] our values. So, so they went up

[9:54] there

[9:58] >> we are lucky because this is

[10:10] from the entire state up there.

[10:11] They represented our interest

[10:16] and debated and very proud

[10:18] because in the end this bill was

[10:21] voted on and passed and now

[10:23] being disseminated and

[10:26] distributed to 10,000 members of

[10:27] the national superintendent's

[10:29] association that's going to be

[10:31] used as a scaffolding for the

[10:34] use of ai within schools because

[10:36] until six weeks ago, there was

[10:37] no national policy. So every

[10:41] school was left to come up with

[10:43] their own standards and every

[10:46] teacher was trying to figure out

[10:47] their whole thing and hundreds

[10:49] of thousands of teachers were

[10:51] trying to figure this out on

[11:16] their own and it was a mess. So

[11:18] they said, let's get it out and

[11:20] do it nw.

[15:52] focus on traffic enforcement and

[15:56] keeping our roadways safe.

[15:59] During the last fiscal year, he

[16:05] issued nearly 400 citations, 117

[16:08] for speeding over 50, for

[16:10] seatbelts. He's not stopping

[16:12] everybody in the district. When

[16:15] it's warranted, he's documented

[16:18] the warnings that were given.

[16:21] The funny thing is, having been

[16:24] the school resource officer for

[16:25] eight years, he's now sometimes

[16:27] stopping former students as

[16:29] young adults. He continues to be

[16:42] a mentor to them. He's well

[16:53] roundupeded

[16:54] rounded and we thank him and his

[16:55] family as well for the support.

[16:55] During previous years when he

[16:58] used to put on fishing

[17:00] tournaments, his family would be

[17:09] there too to support us.

[17:36] forget my family and a lot of

[17:38] times we work long hours with

[17:39] law enforcement and sometimes

[23:52] community is at the beaches and

[24:01] at the swimming pools. Our pools

[24:04] provide much recognition and

[24:11] many benefit from that therapy.

[24:14] We thank our police department

[24:16] and fire department. They rescue

[24:19] people in our waters and our

[24:22] pools. I know as a nana, we 3

[24:24] always feel safer when we see

[24:32] the lifeguard towers with the

[24:32] presence that makes us feel

[24:33] safer to enjoy the water

[24:34] together. Mahalo also, I want to

[24:36] give a shout out to the clerical

[24:42] staff, amy bautista, and we met

[24:44] and they put their heart into

[24:46] wanting to put together

[24:47] appreciation kits that were

[24:49] things that the life guards

[24:51] could use and design the banners

[24:53] and just put their whole heart

[24:55] and soul into really wanting

[24:57] this to be special and wanting

[24:58] our life guards to know they are

[25:00] appreciated and that they are

[25:03] honored. I also want to honor

[25:04] battalion chief bradley young

[25:08] for his devotion for all the

[25:11] life guards that serve under him

[25:13] and he's really caring and

[38:19] many abandoned cats that we cat

[38:21] feeders feed in the kona area,

[38:23] unless this is being set up to

[38:25] receive these abandoned cats

[38:26] from the kona district, at least

[38:28] the kona district, I really

[38:30] think that you should reconsider

[38:32] this funding and perhaps not

[38:35] fund this entity at this time.

[40:46] husband and I live in cola ranch

[40:55] zoned agriculture. We have

[40:55] operated a tvr since 2017. We

[40:57] live at our residence full time

[41:04] and rent out our primary

[41:05] residence. The income we get is

[41:10] to pay for our expenses. The

[41:11] main problem is the significant

[41:13] taxes that we have experience

[41:22] from $6092 in 2018 to $6332 due

[41:30] to operating. This is an

[41:37] increase of 150%. And an

[41:47] increase of 275%. Our taxes

[41:48] increase every year because now

[41:48] there is no limit on what to be

[41:49] charged. We would like the

[41:52] council to pass this bill to

[41:56] lower the tax classification in

[42:01] we are currently in and provide

[42:04] amnesty or our homes. Since we

[42:07] rent out a portion of our home,

[42:11] we should not be penalized for

[42:18] this property. We would like

[42:19] this council to implement the 3%

[42:20] cap that the other homeowners

[42:27] receive. We began to rent out in

[42:32] 2016 but we were taxes in

[42:34] raised taxes in

[42:36] 2019. We are not sure if we are

[42:39] going to have to payback taxes

[42:42] and if we have to pay and

[42:45] renewal fees, we have to

[42:46] discontinue from operating our

[42:53] tvr and will make it difficult

[42:53] to meet the monthly expenses.

[42:54] The county will lose the tat

[42:59] taxes we submit and we employ

[43:02] gardeners, cleaners etc and this

[43:05] would be impacted if we were o

[43:07] stop this tvr. Passing this bill

[43:11] will make a huge difference.

[43:13] Please pass his bill to lessen

[43:16] the tax burden on local

[43:18] homeowners by making ends meet.

[49:08] maintenance of the property. As

[49:10] we explore restoration options

[49:18] garden and livestock enclosures

[49:21] and most important the burials

[49:23] that exist there. We hope to

[49:27] work very closely with the state

[49:30] to see if these are protected.

[49:32] We have formed partnership with

[49:34] three area non-profits, two of

[49:37] whom have also applied for ponc

[49:39] funds to help in the undertaking

[49:42] of this venture. And to be

[49:45] funded and we hope to

[49:48] collaborate and provide

[49:52] opportunities for high school

[49:58] students and other areas in puna

[49:59] to help with learning as we seek

[50:05] to restore the illage. I would

[52:31] multiple filipino communities

[52:36] and love of the tradition and

[52:38] help individuals. The filipinos

[52:39] have contributed to the history

[52:42] of hawai'I as a tate but more

[52:43] importantly here on the big

[52:44] island. The hawai'I association

[52:47] of filipino educators have

[52:49] formed to ensure that the

[52:51] culture is brought into a

[52:53] relationship into the university

[52:57] curriculum. One MAY see these

[52:59] joyous events as a party, I'm

[53:02] not going to lie, the filipinos

[53:04] throw the best parties and they

[53:05] are significant in the lives of

[53:07] our students at uh hilo and

[53:09] hawai'I island. I fully support

[53:29] the funding request for this

[53:30] event.

[53:52] speak about resolutions 636-26

[53:58] robust couples conference for

[53:59] first responders, and I want to

[54:02] start with a story of last year.

[54:05] We had a couple on the verge of

[54:07] divorce. They went to speak to

[54:09] one of our chaplains and the

[54:11] chaplain said just give this a

[54:13] chance, just try this before you

[54:16] divorce. They have several

[54:18] children, and she didn't want to

[54:20] see them in a divorce. They came

[54:22] to the conference. It turned

[54:24] their marriage around. They came

[54:26] in upset and they left happy. So

[54:29] that's why we o it. As you

[54:31] know, first responders, they

[54:34] deal with long shifts, exposures

[54:36] to life threatening situations

[54:38] and long absences from home ot

[54:40] just during their shifts but

[54:43] every natural disaster, you do

[54:47] not have response at home

[54:51] because they are out epi

[54:51] nsuring

[54:54] the safety of the public. They

[54:56] are often not there for the

[54:57] holidays and that tends to take

[55:01] a toll in a relationship. First

[55:02] responders receive hundreds if

[55:04] not thousands of hours in

[55:13] training on all kinds of stuff.

[55:14] I often ask them, okay, how much

[55:15] training have you had a good

[55:18] partner, a good spouse, a goats

[55:20] father and mother, how many

[55:22] books have you read on those

[55:24] topics and MAY be where you are

[55:25] struggling because you have

[55:26] thousands of hours in training

[55:29] on everything that impacts your

[55:31] career, but nothing on how your

[55:34] career is impacting the most

[55:36] important relationships that are

[55:38] in your life. And this is what

[55:40] robust ttempts to do. We do

[55:42] bring in the people that

[55:44] specifically address the unique

[55:48] stresses that our first

[55:49] responder family is going to

[55:55] face in their career. I want to

[55:56] thank council member kagiwada

[55:59] and hustace for introducing this

[56:01] resolution, also thank you to

[56:02] their staff members because I

[56:04] know, I come up to say we are

[56:06] doing all of these awesome

[56:08] things and they have to make

[57:52] chronic issue of staffing and

[58:03] vacancies is prevalent. I hear

[58:04] it through testimony and through

[58:15] some of your comments. So it is

[58:16] there. And to ignore it

[58:27] sometimes when we be theed and

[58:28] pass a million dollar consultant

[58:39] fees is kind of unexcusable and

[58:39] unacceptable to me. I say this

[58:40] because I know this passed to

[58:40] support unit but a lot of the

[58:40] times when I research, there is

[58:40] $40 million that was spent last

[58:41] year alone on consultant fees.

[58:41] And in the meantime, we've got

[58:41] vacancies with the leveled

[58:41] ifeguard,

[58:42] fire department, police

[58:42] department and wastewater. We

[58:42] are extending agreements into

[58:42] five years for the different

[58:43] structure. That's, kind of,

[58:43] unacceptable because the cuts

[58:43] will be more astronomical if we

[58:48] wait that long. So all I'm

[58:48] saying is while you look at the

[58:57] different ussian

[58:58] esolutions like bill

[59:00] 163, where is the money coming

[59:03] from. Was glad to sit her to

[59:05] listening to testimonies

[59:08] regarding bill 173. It's true.

[59:09] These are just paper things

[59:11] coming before us. What are the

[59:13] most fiscal responsible thing to

[59:16] do. Do we do this for the

[59:18] county? Which is why you are

[59:20] all here. But do we do it for

[59:22] the residents that you represent

[59:24] in the county. For me, please

[59:31] give pause to them, due to the

[59:32] resolutions and communications

[59:35] and bills that require fees for

[59:36] consultants because we are

[59:38] spending way too much for future

[59:40] and not dealing with the current

[59:43] crisis we have now. So to me,

[59:45] no. 1, fill the vacancies. They

[59:47] are in all departments. We

[59:50] cannot keep on moving things on

[59:53] without fixing that problem. We

[59:58] can't. We cannot do the

[1:00:03] projects without fixing it. And

[1:00:06] do away with the 90 days. Just

[1:00:08] hire them. We don't have to

[1:00:21] worry about the m

[1:01:34] community development plan, I

[1:01:37] can see how important it is to

[1:01:43] ear when we set priorities as

[1:01:44] community development plan

[1:01:49] can realize and implement some

[1:01:50] of the goals and objectives

[1:01:52] within our plans and this is not

[1:01:55] just for puna, but island wide.

[1:01:57] When action committees are not

[1:01:59] fully staffed, what my

[1:02:01] experience has been as an action

[1:02:03] committee member is that we

[1:02:07] don't meet quorum, so we can't

[1:02:10] proceed and do business because

[1:02:13] we only have funding to meet

[1:02:15] every other month. If we MISS A

[1:02:16] month, we can't vote, but you

[1:02:19] know, it's a problem. So today,

[1:02:25] I'm very grateful that we have

[1:02:36] two nominees here. I met jail

[1:02:46] lyn 3

[1:02:46] last year and I was very

[1:02:46] impressed with her focus, her

[1:02:46] groundedness and willingness to

[1:02:46] serve within the hawaiian acres

[1:02:46] community. So I mentioned to

[1:02:46] her, hey, would you consider

[1:02:46] being on the action committee so

[1:02:48] we can fill some seats and I'm

[1:02:50] just very grateful for her

[1:10:01] private subdivisions and their

[1:10:02] roads?

[1:10:05] You live there, and you know and

[1:10:06] that's the difference. Some

[1:10:08] people n the committee, some

[1:10:10] people in community can speak to

[1:10:11] it, but they don't understand

[1:10:14] it. Having you on the action

[1:10:17] committee will provide not only

[1:10:21] a leg up for upper puna in

[1:10:24] district 5, given what I'm

[1:10:26] seeing today with MR. Rosenberg

[1:10:34] and yourself. But also, start

[1:10:35] to more of a deeper insight as

[1:10:37] to what is needed in puna. The

[1:10:39] way I opened is specific because

[1:10:43] you stepped up to help community

[1:10:45] in the hawaiian corporation and

[1:10:46] you stepped down because it was

[1:10:49] a lot, but you are stepping back

[1:10:51] up to be on the action committee

[1:10:53] which is similar but more of a

[1:10:55] county driven mechanism. And I

[1:10:57] expect great things from you on

[1:11:04] this committee. Thank you and to

[1:12:36] and often do the action

[1:12:37] committee to socialize those

[1:12:39] ideas because you are

[1:12:44] individuals that live in

[1:12:45] community and going to be

[1:12:45] impacted by any of those

[1:12:46] practices with legislation. I

[1:12:50] encourage you and MR. Rosenberg

[1:12:57] to develop that position with

[1:12:57] those elected officials because

[1:12:58] there is partnerships to be

[1:12:59] developed. We have the

[1:13:01] opportunity to impact and craft

[1:13:08] legislation. So lean in those

[1:13:09] relationships and you have a

[1:13:09] wonderful action committee. I'm

[1:16:22] realized he has a huge passion

[1:16:27] agriculture. When he was talking

[1:16:29] about raising pigs and working

[1:16:31] with students, I said,

[1:16:32] kamehameha schools where I went

[1:16:38] to school, they have a piggery

[1:16:39] and he said I'm already working

[1:16:42] with that. He comes to us right

[1:16:43] from the farm going straight

[1:16:51] back after this. I believe he

[1:16:55] would benefit greatly from MR.

[1:33:12] charitable organization. Hawai'I

[1:33:15] county is experiencing a

[1:33:17] substantial problem with

[1:33:20] community cats, feral and stray

[1:33:25] cats and that is a problem with

[1:33:31] birds, insects and sea turtles.

[1:33:36] Hawai'I county's cats have cause

[1:33:40] very strong confrontations as a

[1:33:42] threat to native species and

[1:33:49] those who wish to see feral and

[1:33:53] stray cats in a decedent manner

[1:34:00] nt manner.

[1:34:06] Our current focus is a sanctuary

[1:34:09] located in captain cook. The

[1:34:13] requested funds will help the

[1:34:16] entire island which will help

[1:34:17] multiple locations across the

[1:34:19] island and the first year

[1:34:21] operational plan for the kona

[1:34:27] cat commons. However, -- the

[1:34:33] community cat situation in

[1:34:34] hawai'I county is so severe that

[1:34:35] no one intervention by itself

[1:34:36] will contain the problem. Thus

[1:34:37] the development and operation of

[1:34:39] the kona cat commons will serve

[1:34:41] as a pilot project for the

[1:34:42] county's broader effort to

[1:34:45] address the cat situation. The

[1:34:48] plan will be the property of

[1:34:49] hawai'I county as the owner of

[1:34:51] the plan, the county will be

[1:34:54] able to use or modify the plan

[1:34:57] at its discretion. Currently,

[1:34:58] several initiatives are underway

[1:35:00] to address the cat issue in our

[1:35:02] county. However, these efforts

[1:35:05] are uncoordinated and often work

[1:35:07] in a counterproductive manner.

[1:35:09] Thus one outcome of this project

[1:35:12] will be a major step forward in 3

[1:35:13] strengthening and coordinating

[1:35:15] the county's island wide efforts

[1:35:17] to control the community cat

[1:35:25] population in a humane manner.

[1:35:26] This will benefit several

[1:35:26] constituent

[1:35:27] cy

[1:35:29] ies across the

[1:35:32] hawai'I county island and this

[1:35:35] is due to environmental and

[1:35:37] toxic consequences of unmanaged

[1:35:46] species on the island and will

[1:35:48] benefit the pro cat members of

[1:35:56] the community that seek a humane

[1:36:07] way to deal with community cats

[1:36:19] operational, it will benefit big

[1:36:20] island opportunities for

[2:16:08] are capped at the 3% assessment.

[2:16:47] in potentially creating a

[2:16:49] different tax class that has a

[2:16:52] rate again somewhere between the

[2:16:54] long-term rental rate and the

[2:16:56] residential rate to provide some

[2:16:58] tax relief to these folks

[2:16:59] because it is also serving as

[2:17:03] their primary residence. Only

[2:17:05] people that use it as their

[2:17:07] primary residence would be able

[2:17:08] to take advantage of that

[2:17:10] particular property tax class.

[2:17:14] I do have an amendment based on

[2:17:22] comments from council member

[2:17:23] hustace about potentially

[2:17:25] wanting to remove the relief

[2:17:27] from liability during the

[2:17:30] rollback from the amnesty period

[2:17:47] and can put that forward for

[2:17:48] discussion. Before I do that, I

[2:17:48] want to see if there are any

[2:17:49] questions from this body on the

[2:17:53] bill or the real property tax

[2:17:56] demonstration document.

[2:21:10] condominium. So they would go up

[2:21:11] regardless.

[2:21:16] homeowner assessment, does it

[2:21:18] take into account when they roll

[2:21:20] into a new program that's being

[2:21:22] proposed and host is there

[2:21:26] assessed market value versus the

[2:21:29] roll into the new program, we

[2:21:32] are going to reassess them.

[2:27:38] be 7%, then we are looking at

[2:27:41] annual tax, property taxes of

[2:27:43] about $6,000. That would be some

[2:27:48] savings based on using the

[2:27:50] residential tier 1 class for

[2:27:53] this particular property as an

[2:27:56] example. And then just to

[2:27:58] reiterate before we get to the

[2:28:00] amendment, there is two pieces

[2:28:03] of this, one is this new tax

[2:28:05] class rate, but then there is

[2:28:08] also this amnesty period.

[2:28:10] Again, there are a lot of folks

[2:28:11] that perhaps unknowingly,

[2:28:13] although the department does do

[2:28:15] a lot to try to make sure people

[2:28:17] are informed that there is this

[2:28:21] tax implication of operating a

[2:28:22] short-term rental, there are

[2:28:24] folks that don't know and the

[2:28:26] amnesty period gives them an

[2:28:28] opportunity to say, hey, I don't

[2:28:29] want to do this right now and

[2:28:31] step back from it before it

[2:28:33] triggers that spike and the loss

[2:28:37] of the 3%. They can move into a

[2:28:41] long-term rental and go forward.

[2:28:42] I will leave it there. Council

[2:31:15] range would be reasonable to

[2:31:22] provide some relief to these

[2:31:23] homeowners, but also, not

[2:31:26] incentivize hosting rentals over

[2:31:29] long-term and affordable

[2:31:30] rentals.

[2:31:38] greater relief than our

[2:31:40] agricultural production and

[2:31:42] maybe these are rhetorical

[2:31:53] where that, or does it sit

[2:31:55] closer to the commercial side in

[2:31:58] terms of the output, generation,

[2:32:10] commercial. I don't know. And

[2:32:11] be one in the same necessarily

[2:32:14] because of that type of use in

[2:32:20] those spaces. It's questionable

[2:34:02] built for people in a homeowners

[2:34:03] class who have the registered or

[2:34:04] unregistered tvr, and we are

[2:34:05] creating them a tax class. From

[2:34:07] the example you gave was if

[2:34:12] someone moved from residential,

[2:34:29] or a higher dollar amount

[2:34:30] assessed tax class, they would

[2:34:31] save money on the way in. But a

[2:34:31] homeowners exemption category

[2:34:32] would have to be spiked with

[2:34:34] current market value, and spike

[2:34:35] MAY not be the word, just what

[2:34:43] is going to happen in my mind.

[2:35:46] still in the original and we

[2:35:49] didn't have the draft, maybe.

[2:35:53] looking at it from the opposite

[2:35:54] side from the individual that

[2:35:56] came and testified, her taxes

[2:35:59] could potentially come down

[2:36:00] because she's already been

[2:36:02] removed from the homeowner tax

[2:36:52] the homeowners exemption

[2:38:42] hundreds of thousands of dollars

[2:38:53] because everybody's short-term

[2:38:54] vacation rentals charges

[2:38:56] different if it's a home, a

[2:38:59] room, whatnot. I guess that's

[2:39:02] the part that gives me a little

[2:39:05] less heartburn as we make

[2:39:14] decisions about increased taxes.

[2:39:16] For operating this kind of a

[2:39:18] business in your home which is a

[2:39:19] commercial enterprise out of

[2:39:22] your home. Yeah. And the

[2:39:24] overall kind of pervasive dance

[2:39:34] that we do here at a time when

[2:39:42] there is so many conversations

[2:39:43] about housing crisis and how we

[2:39:43] dissent advise

[2:48:02] a one time choice and really got

[2:48:05] seriously impacted. Personally,

[2:53:35] the land use change, the amnesty

[2:53:36] period of time and even the

[2:53:39] visitor designation areas all in

[2:53:41] one bill. And that became

[2:53:42] exceedingly complicated, right?

[2:53:45] That's why we stopped it. And

[2:53:48] so, what has happened since is

[2:53:51] that I have pulled apart those

[2:53:53] different pieces into their

[2:53:55] distinct functions. So pulled

[2:53:56] out the realming administration

[2:54:02] piece that is independent of

[2:54:04] 147, 175, 173. Then we have the

[2:54:05] let us piece

[2:54:08] land use piece that is 147,

[2:54:10] independent from all the others.

[2:54:13] Any of these bills can be passed

[2:54:31] or not and not have any impact

[2:54:31] on any piece around the

[2:54:32] short-term vacation rentals. I

[2:54:33] will acknowledge that it is

[2:54:33] complicated but it is

[2:54:34] necessarily so because there are

[2:54:35] so many pieces interacting. We

[2:54:36] have the registration, the tax

[2:54:38] fees. Appreciating that it is

[2:54:39] complex, but it is actually,

[2:54:41] this is where I moved into

[2:54:44] separate bills in response to

[2:54:48] this confusion that it was over

[2:54:52] 121 which was an omnibus

[2:54:54] approach.
