[4:32] West Garfield. Um, bought 1997. So, I've been there 28

[4:38] years, longer than all all the other places combined.

[4:42] Um, this this will take just five minutes. I want to speak about the uh

[4:46] code enforcement or lack thereof in my case.

[4:51] um in October 2023, so 26 months ago, I went to code enforcement and with a set

[4:57] of pictures of what the neighbor was doing. You might actually all be

[5:01] familiar with this neighbor at 4 437 right next door to me um who's been

[5:07] cited for, you know, the holes in the garage roof and the raccoons and the

[5:12] rats and storing of the garbage and whatnot.

[5:16] Um anyway, so this is my view outside my kitchen window. Has been for years. Um

[5:24] and so if you let me follow along here.

[5:29] Um anyway, uh page two, picture A shows her

[5:37] her fence corner um where it turns the corner goes behind her house. Both of

[5:42] both myself and her are in agreement that the fence is completely hers. We

[5:45] everyone knows we know where the property line is. Um

[5:49] she has and just perusing through the Hazel Park uh codes

[5:55] uh limiting residential fence heights at 6 ft. She has a 4ft chain link fence. up

[6:02] against that. She's tipped seven just under seven foot tall dogeared

[6:07] uh fence panels salvaged from another site that are non-conforming for height

[6:13] reasons as well as the paint and stain and you know repair issues. Uh she

[6:20] supplemented that with rows of 2x4 by 8 ft studs with tarps attached to them and

[6:28] the tarps get shredded. They hang over the fence. They flap in the wind, all

[6:33] kinds of stuff. Um, so, and this goes the entire rear yard

[6:38] property, uh, all the way. Uh, moving on to page four, she's got two junk cars on

[6:44] the property, no license, no license plates, uh, you know, broken windows,

[6:50] duct tape, all that kind of stuff. Um, I I I don't call her my neighbor. She's

[6:58] the homeowner. The bounty hunter that came looking for her daughter a couple

[7:01] years ago says that she owns a house in Detroit and Royal Oak. So, and so she

[7:06] doesn't live there. She comes around once a week, mow the grass, shovel to

[7:09] the lawn or shovel the sidewalks and collect her mail and then takes off

[7:14] again. Um, the last picture on page five is what the other side yard used to look

[7:21] like until that neighbor complained against her. That side's been fixed. Uh

[7:26] when I was here in October 2023, I went to code enforcement and I I I failed to

[7:32] get his card. I've got Ryan Anderson's card, but I think he was a person before

[7:36] that. The person I spoke to was uh Caucasian male, 6'4, 6'5, heavily built

[7:43] uh sitting in the small room off to the left

[7:46] » uh when you're when you're at the counter. So it was his office. So I

[7:50] don't recall his name. He was interested enough to come out that same day. looked

[7:54] around, told me he he had already cited her for the same issue and ordered her

[7:59] to tear down all this stuff. She only tore down the other sideyard and

[8:04] apparently when they came by to check, they saw that the other the sideyard

[8:08] where you can actually see up the driveway was cleared. My side never was.

[8:13] » So repeated attempts to, you know, get this fixed have gone on deaf ears. So,

[8:20] uh, I'm a military combat veteran, 100% disabled. Uh, I'm a retired

[8:26] architectural engineer and, um,

[8:31] » Mr. Clobisher. >> Yeah, we'll take a look at this.

[8:34] Obviously, uh, >> and see what's going on.

[8:36] » Jump in the chain of command. >> Our, uh, our code enforcement supervisor

[8:41] is not here tonight, so we'll find out in staff meeting tomorrow and, uh, we'll

[9:26] apparently and these text these pictures were taken today I think or

[11:07] couple words about uh your company and what your expectations are for this

[11:10] project? >> Yep. Um so my name is James Robinson. I

[11:14] am the owner of Metrole Contracting. Um and I'm looking forward to working with

[11:19] the city of Hazel Park on this project um to renovate the pole barn. um

[11:24] basically creating a new meeting space. Well, an additional meeting space tying

[11:29] into the existing um community space that's there. Um right now it's just

[11:35] essentially just a shell storage space. Um so this is going to be a complete

[11:39] interior renovation with all new finishes on the walls. Um new bathroom

[11:44] facilities. Um there's going to be like a new um ticket type area um that has a

[11:51] rollup door and concession. Yep. concessions. Um there's going to be a

[11:55] new awning um that's put on on the exterior and then there is going to be a

[11:59] connection between the two buildings. So there'll be a new hallway between the

[12:03] two buildings um that have passed through. Um so we're really excited

[12:07] about this project. Um this is pretty much within our wheelhouse. This is what

[12:11] we do projects of this size and complexity. So we're really looking

[12:15] forward to it >> and we're looking forward to working

[12:17] with you as well. And uh after they vote yes on this, this contract will be

[12:21] approved and we can get this process started.

[12:24] » When do you intend to be done? >> Um so it's set for September. The end of

[12:29] September is when everything has to be complete, but we don't think it'll take

[12:33] » to the grants. >> Okay.

[13:32] » Uh discussion. I'd just like to uh say thank you to James and all of the staff

[13:37] uh who worked on this. Um a lot of these ordinances are housekeeping. Uh, but

[13:43] that doesn't mean that there's not a ton of leg work that goes into researching

[13:47] these, updating them, and making sure they're compliant with local code as

[13:50] well as state law. So, just wanted to say thank you for getting these updates

[13:54] in front of us uh so we can modernize our code.

[14:11] reintroducing citizen and business of the month at our January

[14:15] » January meeting >> city council

[14:17] » and again I am glad that uh you brought that up uh council member because uh

[14:23] we're going to bring that back. I don't know if we had that when you started. I

[14:27] think that was something that was a thing in the '9s and the 80s and how it

[14:33] worked then and you guys can structure it how you want it, but it rotated from

[14:38] month to month and each member of council was responsible for picking a

[14:43] citizen of the month and a business of the month. And we would recognize those

[14:48] individuals here at uh city council meeting and we get a chance to talk

[14:53] about why they were chosen. if they were a a resident or a a citizen of the

[14:59] month, it was usually because they had a long record of community service and

[15:02] volunteer activities and service to the community and business because uh they

[15:07] did something outstanding in the community and did something noteworthy.

[15:12] So, uh Luke wanted to became he became aware of this program and uh he

[15:17] approached me about bringing it back. So, usually we would start with the the

[15:21] mayor and uh then the mayor prom and uh for February and then since it

[15:28] was Luke's idea, Luke in March and uh we can begin to uh recognize some amazing

[15:36] » citizens that we have and some amazing businesses. And uh this goes way back

[15:41] to, you know, when uh someone I know very well was on city council back in

[15:45] the late 80s and early 90s. So, and it was very successful. And there are still

[15:50] some businesses that have those certificates on the wall, you know, 30

[15:56] plus years later. >> Yeah.

[15:59] » Yep. >> Okay.

[16:00] » Anything else? >> No, sir.

[16:02] » Uh, takes us to communications from department heads. Anybody?

[16:06] » Tim, we know you have all this information about your trucks cruising

[16:09] around town digging holes in people's yards.

[16:12] » Oh, yes. Oh, yeah. That's the uh that's part of our uh state uh revolving fund

[16:18] pro project. Uh what we're doing is identifying the 2,000 plus unknown uh

[16:24] water service lines uh homes. So we're trying to determine who may still have a

[16:29] lead service line or a copper service line within the city. And that's step

[16:33] one of the process. And then step two, which will start after uh the the

[16:38] holidays, we'll be starting to replace all these uh that we have identified. So

[16:44] hopefully within a couple of years, we'll be able to say our city is

[16:47] completely lead free and uh it will be quite an accomplishment.

[16:53] Um what I came up here to say tonight is uh most of you know we had a I had a a

[16:58] family health crisis. I had to step away from my job for a short time to take

[17:02] care of my wife. Uh, so I just came to thank everybody for their support. I

[17:07] wanted to give a special thanks to Dusty Barber, who you just seen up here a

[17:12] minute ago. Uh, Nolan Twimman and Dylan Rogers, our foremans for our crews.

[17:18] Maddie Brown, our DPW secretary, Tory Duval, and Julian um,

[17:25] uh, for city hall water sewer department. Uh they did a fabulous job

[17:30] at keeping the department running uh making sure that nothing was left behind

[17:35] or unsaid. A special thanks also to Mr. Ed Clobacher. He and I were in contact

[17:40] daily uh giving me encouragement and uh letting me know the city's uh the city's

[17:46] sound with what we're doing. So so thank you to everybody. I really appreciate

[17:50] it. Tim, we're just so happy that your family got great news from that health

[17:56] challenge and she's doing well. And uh I kept council fully informed. They always

[18:02] every one of them was uh inquiring uh about her and wishing her well as was

[18:07] everybody else in city hall. And it's wonderful when we get a great result and

[18:12] somebody is uh on the road to uh >> a long and healthy recovery and a long

[18:18] life. So it's fantastic. >> All right. So everybody have a merry

[18:57] they don't end up stolen. Uh also um if you would also be mindful that there are

[19:05] a lot of scams out there involving um where people are trying to get personal

[19:09] information, especially this time of year. They're going to use uh um schemes

[19:15] of trying to get that information, claiming that uh your card is being used

[19:20] or asking if you're authorizing it and then they're going to try and uh obtain

[19:24] personal information from you. Um, so my advice is, uh, if you get these phone

[19:31] calls, um, be mindful that it could be, um, a prank call, uh, where they're

[19:38] using, uh, say your Chase Bank information or Chase Bank phone number

[19:42] will be popping up on your phone or they'll you'll receive a text from Chase

[19:46] Bank saying your credit's being compromised. Uh, my advice is not to

[19:52] react to that particular phone call. I would hang up and then contact uh a

[19:57] known phone number of your bank or creditors uh to verify if that's any

[20:03] type of uh problem that is existing. So that on that note, I just wanted to wish

[20:09] everyone a merry Christmas and happy holidays.

[20:37] hard for the residents and they really uh take their duties to heart and try to

[20:42] do a good job all the time. And so I want to take this opportunity to to

[20:54] year, happy Hanukkah uh many holidays that I've missed and been unable to

[21:50] » We'll make that appointment permanent, probably the first of the year, but I

[21:54] wanted your approval because that's required under the ordinance. And uh I'm

[21:58] glad that uh you uh all see this the same way that I do, and I'm so proud of

[22:03] what she's been able to accomplish over there. Uh Michigan system of municipal

[22:08] finance remains funly fundamentally broken, but uh we had discussions with a

[22:13] couple legislators uh yesterday and we have some other discussions with some

[22:18] other legislators next week and uh there are a lot of things happening in Lancing

[22:23] and there are some things in in Lancing that were threatening to us which I

[22:26] think we are going to be able to uh avert and then there are other uh pieces

[22:32] of legislation that will be favorable to us to help us redevelop up things and

[22:37] maybe begin the process of fixing that completely broken system of municipal

[22:42] finance and property tax taxation. It's funny when we we had this great article

[22:47] that the free press came out and talked about Hazel Park on and and people were

[22:51] posting about the tax situation and we're going to have to I think I'm going

[22:54] to have to teach tax law again like I used to when we had town meetings and

[22:59] things like that so that everybody understands how this all works and how

[23:03] properties uncap when you buy them and the interaction between Headley and Prop

[23:08] A. And someone posted on the thread and they said, "Yeah, the city will love it

[23:13] when I sell my house because my tax is going to go way up." Well, I have to

[23:17] explain this to you. There comes the interaction with the Headley amendment

[23:21] » and while your taxes double, the city's net increase in revenue from that

[23:26] doubling is zero because then the Headley amendment kicks in and we have

[23:30] to put that into our Headley roll back calculation. So, it's a very broken

[23:36] system of municipal finance. Doesn't mean anything to my bottom line whether

[23:40] you sell your house or not, but it means a great deal to the next purchaser who's

[23:44] paying double and we're not as a city seeing any of their increase. So

[23:49] hopefully >> the county and state get a big chunk of

[23:51] that. >> No, they will they get but they don't

[23:53] get anything of the increase either because they've got you know the only

[23:56] one that gets the increase is uh education. So the other ones they're

[24:00] capped by the same thing we are. So they're all capped actually because

[24:06] you know it goes in the roll back but it doesn't go in the roll back for the 18

[24:09] mills for education that always stays the same.

[24:12] » So but the other ones they all it it it works across the board. So hopefully the

[24:17] legislature there are things they can do with the enabling language that do not

[24:20] require a constitutional amendment that could fix a lot of that. So I'm hopeful

[24:24] that those things will happen and uh I want to explain that a lot of this is

[24:29] state law. That's not policy that this city council here, your elected local

[24:34] leaders have made. These are constitutional amendments that were

[24:36] voted on by the voters across the state of Michigan and then enabling language

[24:40] passed by the legislature. So with that said, again, happy holidays and thank

[24:46] you mayor and council for uh your support for me and for my team. I

[26:03] that there will be a list of items that you can purchase for uh for the

[26:06] individuals on it. Uh please return it unwrapped. Very important unwrapped uh

[26:11] by December 18th. But uh we've had a great reception so far. So uh very

[26:15] excited that we've been able to add some names as well as extend the program a

[26:19] little bit. Uh and finally uh to my friend Court who turns 70 uh next

[26:26] Monday. May your birthday be full of bliss.

[27:13] city as long as I've lived here, but I'm glad that other people are starting to

[27:17] recognize the beauty of Hazel Park. So, um, there's that. Very festive, Luke.

[28:04] » Well, I'd like to thank Santa for showing up. Anybody else? So, but it was

[28:09] nice. It's nice every year to see have Santa come out and share the uh festive

[28:13] festivities with the uh people. We also had a great treeing ceremony.

[28:17] » We had probably the biggest turnout ever at our tree lighting back just before

[28:21] Thanksgiving. And I want to say thank you to the staff for putting that on and

[28:26] doing a wonderful job and everybody that's involved with keeping our

[28:30] day-to-day services moving. We have a lot going on every day here

[28:36] and we are short staffed a little bit and they the staff seems to pick up the

[28:42] little edges of shortness here and there and make a difference when they can. Um

[28:48] I kind of I think we all kind of put a little bit of demand on our

[28:52] administration and staff sometimes but uh they do a good job and I want to

[28:56] thank them for stepping up and keeping the ball rolling. fire department,

[29:01] police department, DPW, clerks, everybody. Water department, the whole

[29:06] bit. I mean, we've all we all got say all everybody's got separate jobs. And I

[29:11] think this makes a difference how we go forward and make our city better. And I

[29:17] get like she just said, everybody thinks the city's doing better. It is doing

[29:20] better. We've been we changed the way we look at things and how we approach

[29:24] things the last seven, eight years. And it's nice to see that we've made those

[29:29] differences. And I'm hoping that we can continue this drive and move forward. We

[29:34] got some road repairs and sidewalk repairs we're hoping to do. Uh make it a

[29:38] little better, a little nicer within the neighborhoods so we don't have to hit

[29:42] the bump so hard. So we got a few things we're looking at doing right now. And uh

[29:47] there's a lot of different different ways we can make things work and having

[29:50] the rec center that extra room over there is going to make a big difference.

[29:54] That was all grant money just to let everybody know. So, but I want to say

[29:58] thank you again. Have happy holidays, merry Christmas,

[30:02] New Year's everybody. And uh motion to adjurnn.
