But this is kind of a year-to-date budget, year-to-date financial situation for both the economic development corporation and municipal benefit corporation.

I'll pointing out to you, there's kind of a year-to-date variance to let us kind of see where we're over budget or under budget or anything along those lines as well.

The couple things that may stand out that I just kind of wanted to point out to all of you,

our telephone expense being above actually has to do with security system installation.

That was a one-time fee and that will no longer continue into this next year's budget.

The travel and lodging, this is obviously where a little above budget there,
[3:38]
that has to do with bringing in some of the EDC candidates for interviews and everything else you
[3:45]
can kind of see. We often have budgeted it but we don't always spend it. So that's keep
[3:49]
that theme in mind as we go to approve this next budget as well. If we budget it gives us the
[3:55]
ability to spend it and authorize it and we've been authorized by Council to kind of spend it

without having to go through a lengthy budget amendment process. And so we want to make sure we have

the room to do the things we need to do within our budget, that ultimately gets approved
[4:11]
by Council, and then there's kind of a secondary component of us actually making the decisions

So as you may recall, as a board, we talked about some different
[8:50]
priorities in different items.
[8:52]
I solicited input from all board members on where they'd
[8:56]
to see the budget spent or not spent.

Part Doug and I then met and we worked through kind of some budget numbers trying to keep some of the main themes in place.
[9:08]
One of the main themes was that everybody wanted to make sure that we kept dry powder available for economic development opportunities,
[9:17]
that we kept the fund balances well above, you know, kind of a million dollars.
[9:21]
We've managed to do that in terms of this budget that we put together.
[9:26]
I don't know if we can go to the next slide.

So as we look through some of the budgeting priorities in terms of what we put together,
[9:37]
this is kind of a little summary of the key themes that are different from the prior year budget.

The first one is the monument sale kind of signage, the wayfinder signage.

We actually already proved this in a prior budget, but we're going to officially take it to Council
[9:52]
in this year's budget amendments, that's that 500,000 that we already approved as a board.
[9:58]
We've talked about kind of increased marketing.
[10:00]
Capabilities. This is things like the social media, inclusions or campaign, potentially doing that sales tax campaign to get people to spend more money.
[10:09]
And he updating our collateral solicitation of business owners, you know, proposing or redesigning, you know, reserve and town center concepts. Again, just because we have it in our budget, we don't have to spend it. But this is giving us the flexibility to spend it.

And you can see kind of the break out between the NBC and the EDC and there are some statutory rules related to that, but we're within the statutory limits on that.

A general theme was that from a city perspective that we have an opportunity to bring, you know, well over a thousand more homes onto our trail system, but the city needs a little help with that from a trail perspective when we look at the master plan for the city and the trail plan and whatnot.

There's a couple of key segments, and so we put in here 250 or $500,000 of funding to help with that
[11:04]
trail connectivity and really trying to get, I think it's close to 15 or 1600 homes connected
[11:09]
into the trail system.

As we started looking at things like, you know, how to help with key events
[11:17]
for the city, a general theme was that with the new park, they haven't necessarily budgeted for
[11:25]
You know, Christmas lights and holiday and the park improvements and whatnot and as a, you know,
[11:30]
Doug Bar and I kind of talked about it and worked through the numbers.
[11:33]
We were thinking about attacking this not just as a, you know, kind of one off set of
[11:38]
lights that get strung up and taken down, but given, doing it in a way that, on all the main venues
[11:44]
in the park, they can be used for multiple events throughout the year, they could be turned
[11:48]
on and off from a safety perspective, they could be controlled, they could be color changed, Doug
[11:53]
had a lot of good thoughts on this as well.
[11:56]
And so we put 200,000 into the budget for that.

We heard from the park board back at our May 19th meeting
[12:06]
about a fundraising event that they'd like to do.
[12:09]
And the concept here was that they need some money
[12:12]
to kind of jumpstart that event
[12:13]
and that we would get repaid from the proceeds of that event.
[12:17]
And so this was putting in there the kind of seed money
[12:20]
to help them get that event going.
[12:22]
And then we can have that kind of have some stipulations associated with repayment related to that.
[12:29]
So while we put that into the budget and there is potentially the risk that we don't collect that back,
[12:34]
that general expectation would be that that would flow out and then potentially flow back in.
[12:40]
The number six, which is the path matching funds,
[12:43]
We were trying to think about ways we could kind of help jump start that path to point
[12:50]
over the program.
[12:50]
As you all know, we pulled all of our city funding for the Parks Board a couple of years
[12:56]
ago in part because of the bond.
[12:59]
So the thought here would be, and again, there are some rules on how we have to do how we
[13:02]
have to kind of send these funds over to them and then potentially recall them.
[13:07]
But the concept here was, you know, if we could create an enticement that said, say, the first
[13:11]
50 people that are, you know, people or businesses that donate it towards the path fund got kind
[13:16]
of an extra $5,000 kicker for any donation of $5,000 or more.
[13:21]
That would really help kind of, you know, work through that list of improvements that would help
[13:25]
all the, all the, the trail funds, the path funds, the park improvement funds, and whatnot.
[13:31]
And so, this is just kind of a kicker to help get that program going.
[13:36]
We were talking about it when we were thinking about this, we potentially give them nine months or something like that to go off and get as many of these people.

So we time limit it, we box it to $5,000 or more donations, then get this extra donation, and then the people that make the, if you say make a $5,000 donation, we would be throwing in that extra $5,000, so they get the recognition as if they made the $10,000 donation.

And so both businesses and individuals.

And then we have a lot of grass over at two, 17 Lawrence and there were a thought that we
[14:13]
could put in some full-size goals and create another field back behind that area where
[14:18]
that house was and just get more people out into that space and there's been demand for
[14:23]
these fields, the fields in general are fully consumed in the evenings from my understanding.
[14:31]
And so if we add a couple more fields into the play and kind of kickstarter with with this
[14:36]
People are actually even renting these fields, so there's an opportunity for us to again
[14:42]
Take a taken asset that's just sitting there that we're paying the mo and turn it into something that could be productive for the kids and families of our area
[14:51]
I've been asked by two different people when

Talking about when those were going to be there. They're just looking for

We kept inside kind of a big floated maintenance item. This gives us the privilege to do more nature trails, to do exercise stations, to do improvements to the

flexibility in this next year's budget to say, hey, let's go do something, or let's go improve
[15:25]
up, improve this spot, or let's go knock down some trees, or let's go plant some trees.
[15:33]
Let's go add a shade structure, anything along those lines. This gives us some flexibility
[15:37]
around doing that. We've kept legal services. We'll get to this in a minute, but the 1880
[15:45]
field did close this past week, and so we, you know, we don't necessarily have anything
[15:52]
imminent that is going to use this, but we want to make sure we had the flexibility
[15:55]
to engage legal as we need to.
[15:58]
And then things that we've already approved, we already approved the EDC Director, we've already
[16:01]
approved the maintenance position, and so those are just big line items that are on our budget.

my wife to do the same thing. Every time I want you to drive by the city of heat to tell

me if there's anybody in the dog park, I've not seen that. Now I will tell you that I'm
[17:18]
not there all the time and that's two people and she's never seen anybody there either.

To include I've walked the trails many times and never seen anybody out there either. So I'm
[17:31]
not against any of these amenities but I am saying let's slow down a little bit because we're
[17:38]
putting out a budget, that everyone can see,

and I don't want my name associated with something

our futurists and businesses. So, from that perspective, again, I'm with you on spending.

For China, for the other side of the road. But I do overwhelmingly hear from people that they feel like this is the first time ever, that we're getting all of these amenities.

the typical courts are completely full. And so again, how is that an investment? Well, there's two sides of that. One is, every time people go to a time thumb, they're buying your loader.

Well, let's see and send it to go to a time thumb versus going to grow. If we don't aggressively invest, I pass for over every Sunday, and I think to myself, if I'm going to a time thumb, I don't have a little bit more.

When I saw the light budget, I had asked a couple of questions.

And then I really sat back and I came up here five days ago in the morning and it was pitched up and I thought to myself, okay, now I need to see it with the amenity lights.

And then I started thinking, well, we would go to do an event.

We, I sat through the park for a budget, for example.

And they were cutting because they had to cut, they had to cut a lot.

And so when you start thinking about what you guys are really trying to do, and again, it took

was a little long but for me, I think, turning it down the earth right.

I started really wanting, I can see the vision.

So I keep looking at these different items and I say, what are those triangles?

And they're doing that because we created a 13 million dollar car that they want to go hang out with.

So if you see what I'm saying, this is a real, this is a real balancing act that we've got a really thinking about, and then I'll end one minutes.

Our goal is to bring in business.

In fact, we've made major investment as you stated across the street.

Secondly, we had a codified town circle, a district in 2021.

So with the town circle, we're still trying to figure out who can we get.

to come in, and what's the entice? Well, we've got a very hard father sitting. We don't have a fully connected

trail system. The list kind of goes on and on and on. And so the more that we can amenetize and make it

the time I tell you, the use of beautification. It's no different than painting this,

it's why I'm not looking for donors. And I remember people were like, don't paint it,
[33:54]
They looked terrible, we used our flower beds, don't do flower beds, there's really
[33:59]
spending money wasting money, nobody's going to donate, these are all the voices that
[34:03]
I heard during this time, I was able to raise all the money, and then I literally get more
[34:09]
compliments about how beautiful city hall looks, then almost anything else, which is kind
[34:15]
of common.

So all I'm going to do is just make sure that you guys are thinking in terms of why are we
[34:21]
here, or we try to accomplish,
[34:23]
I don't necessarily disagree with some of your statements.

But two of which is say, hey, you won't be sitting

We closed at the title company and I think there's another slide or two on this one.

of exactly what we all approved as part of that deal.

So the land deal, part went through, they're planning to bring to planning and zoning,
[41:08]
I think within the next couple of weeks for approval.

Their hope is to have that place fully built in under a year from right now, having

haven't spoken with Mr. Dicca and his partners.

So they are well under the way under architectural drawings.

They've been meeting with Mr. King up at the city office as well and kind of reviewing some

of those things and getting preliminary feedback on that.

They've got all kinds of stuff being done there.

There's some stuff related to the gas lines that's being coordinated with the city as well.

As you may all recall, we had a component of our incentive agreement that includes a payment towards that gas line as well.

So we are, I think our net proceeds are 497,000 dollars coming in after closing costs, which is obviously a nice piece of money.

So, there's these weird timing things that we don't always put into the budget that also might create a couple hundred thousand dollars shift on our finances.

talked about and they identified some potential gaps where some of the biggest online
[43:26]
and retailers have never paid sales tax to heat.

And so that's being looked at as well,

as potentially an opportunity to collect.

We're without a contingent collection agency right now.

So there's kind of a question of who do we give that business to?

And I think we want to be smart about that.

And so Mr. Alexander is kind of setting up and lining up

some of those meetings for us to figure that out and make sure

that whoever we pass it off to since we did the work on that one.

[47:49]
contractors, because we have been working through the engineering and the underlying issues.

So in this design, for example, you know, we've got that sale that you can kind of see that

secure that's the 50 foot tall piece. It is a huge wind load. And so the foundation here was
[48:14]
outrageous. So we started looking at redesign how we could change that. Still get the effect,
[48:20]
but without catching all that wind and reduce our costs. And so some of the things we've
[48:26]
looked at. So now, if you would switch it to the next slide there, it's not, no, sorry,
[48:32]
go back to the, there you go. So, this is some of, this is where we're headed. Getting
[48:43]
away from the stone structure, because there's a lot of issues when you go 40 feet tall
[48:51]
with stone, cracks, and over time issues.

a ton of money getting it re-engineered by somebody, and we're trying to get it in such a way that we can put it out in packages that keep the costs low and potentially low enough where we can avoid some of the required municipal issues that when you get into giant payments.

That brings us on to item 5H update and discussion regarding maintenance improvements to the
[1:05:38]
HEDC HNBC owned properties. I haven't update from Miss Gordon on this. She says that maintenance
[1:05:43]
continues as normal and she actually provided a copy of the checklist that they're using.
[1:05:48]
Inspections were happening daily for the trails in the dog zone. The larger required maintenance
[1:05:53]
is noted like dirty inspections and then based upon whatever gets noted that needs to happen.
[1:05:59]
and they then, like, schedule that, they're doing monthly pest treatments out there as well.
[1:06:04]
There has been notice of some fire ant needs out of the dog at the paw grounds, so I think
[1:06:10]
the fire ants are going to get treated for my understanding, but I will follow up on that
[1:06:14]
as well.

She wrote, mowing and weed eating has moved to every other week, as needed due to the growing
[1:06:20]
season coming to an end, new lot of science have been added throughout the reserve, the large
[1:06:24]
entry signage into the reserve has also partially been completed and she's waiting on additional
[1:06:29]
signage. Staff has added trail markers and signage to the new nature trails. We are waiting
[1:06:33]
on an additional trail map and pedestal and we'll install once they arrive. And that quotes
[1:06:38]
have been received for fence painting at the dog recreation zone. Staff can do the work in
[1:06:43]
house of starving in October over the course of two weeks. I don't know if you've all driven
[1:06:47]
by it but the fence is just looking kind of a little ratty and a little rusted and so they're
[1:06:51]
going to kind of stand it down and do some stuff to make that fence last longer. And so if we have
[1:06:57]
So the questions, if there's anything else anybody wants me to follow up with her on, I'm happy

to bring that forward.
