[0:00] I'm going to take this opportunity to get number.
[0:06] » All right. We'll go ahead and call this meeting to
[0:08] order. This is the State County Commissioner's Court
[0:12] regular meeting of the 8th day of September, 2016 at 9:30 a.m. in the Hill
[0:16] County Courthouse. Uh we do have a quorum.
[0:20] So, we'll go ahead and start with the prayer.
[0:23] » Will you all stand, please?
[0:28] Bow with me, please. Heavenly Father, we come before you to
[0:32] give you thanks for you waking up here in the greatest state and greatest
[0:35] nation on this face of this earth. So, we thank you. We ask your blessing on
[0:38] this meeting of the Hill County Commissioner's Court. We thank you for
[0:40] our County Judge, for the Commissioners, and all the support staff that goes into
[0:44] it. Lord, give them wisdom and discernment to carry out their
[0:47] responsibilities. Father, we lift up this nation, our
[0:51] representative leaders, our president. We ask your protection to be around our
[0:55] soldiers, 911 emergency responders. Lord, be with them all. Bring them home
[0:59] safe this evening. Father, we pray for peace in the Middle
[1:02] East. Resolution of some sort.
[1:07] Finally, Lord, we ask you to send the rain.
[1:09] You know our needs. We thank you in Jesus' name. Amen.
[1:13] » Will you follow me in the pledge? >> I pledge allegiance to the flag of the
[1:18] United States of America. And to the republic for which it stands,
[1:23] one nation under God,
[1:26] indivisible, with liberty and justice for all.
[1:30] » Honor the Texas flag. I pledge allegiance to thee, Texas.
[1:34] One state under God, one and indivisible.
[1:42] » Well, Mr. How's it going? What's good? We got uh
[1:46] the middle section uh 1414 between 9004, excuse me, between
[1:52] uh 1499 and 67 Donny.
[1:57] So, it's 9600 from to Johnson County.
[2:03] And part of that needs a little maintenance that we did several years
[2:07] ago. Uh you get on that get that fixed and it
[2:11] Thanks to Commissioner Brunton. It It It takes about
[2:16] 10 people with traffic control to
[2:20] chip seal the road. And you know, we
[2:23] neither one of us having the people to do it.
[2:26] We have to put some mouth and it's worked out really well. We appreciate
[2:30] that. Yeah.
[2:32] » Mr.? >> Well, Mr. Holcomb found out part of what
[2:36] it's about sitting up on that chip spreader.
[2:38] He might in another 30, 40 miles get pretty good at it.
[2:44] He's still got things to learn, speed up, but
[2:47] he's learning. What is 102°?
[2:51] A little warm up there, but uh Got that done, project done, moved back
[2:55] to April of May. We're about to put some rock on some roads sticking out some
[3:01] weak spots wherever start raining again. Oops.
[3:05] » Mr.? >> We took off this morning.
[3:08] Try to resolve a few issues that brought up our attention over the weekend and
[3:11] we've been just priority painting ditches and perimeter ditches.
[3:15] » Mr.? >> We're doing the same thing, cleaning
[3:18] ditches and some of them are pretty bad and we still
[3:21] probably have about 100 miles left to clean. So,
[3:24] it's it's something you never get to. Uh completely finished and we're going
[3:29] to go to the shed and we'll clean it. >> Thank you, Mr. Clayton.
[3:33] » I'm just speaking. >> Thank you.
[3:36] Mr. Parker? How are you?
[3:40] » I'm good. For my payroll, you survived our first payroll with all of our new
[3:44] insurances. So, everyone's looking good and I don't have very many issues. And I
[3:49] want to say thanks to Katie and her staff for doing us a solid surprise.
[3:52] They'll check it all and go through the super years. Uh I Everyone should have a
[3:56] medical check so I can't see the salt. Please reach out to our office and we'll
[3:59] research it for you. Other than that, we are still short staffed so bear with us.
[4:03] This may see a slight delay on this. We have so many people out of the
[4:08] office. Other than that, just business as usual.
[4:12] » Mr. P V? >> Um, we have a new budget that was passed
[4:16] last week so we're starting to put that into our accounting software and we're
[4:20] going to be doing a lot of construction but that's accurate.
[4:23] Um, and then we also have an individual one of my staff going through fixed
[4:26] assets and inventory. So the mission is we're going to be
[4:30] reaching out to you either this week or next week to schedule a time to do the
[4:34] final two weeks of the inventory to not worry necessarily about the
[4:39] office equipment but I need to know that everybody has all
[4:42] the vehicles and all this big stuff that you have. This will be the final
[4:46] inventory. >> Okay.
[4:48] Eric, how are things going? >> Oh, how are things here?
[4:52] Hiring some folks and that's always good.
[4:55] Getting close to being full staffed. Couple openings on the patrol side.
[5:01] Just a few left in the jail side. We're seeing some good applicants on that
[5:04] side. >> Good.
[5:05] » I'm looking forward to moving forward with that.
[5:07] » Good. Uh, agriculture?
[5:10] Mr. P how are you? All is well?
[5:13] » All is well. Kicking off the new year and a new 4-H year has been
[5:17] started. Uh, obviously it comes to the end of
[5:21] harvesting right now. Those yields are looking pretty good.
[5:24] Um, so basically waiting for the rain.
[5:28] But there's a line of immigrants
[5:32] » Yes, sir. Development services? Mr. P?
[5:37] » Uh, pretty good. Pretty much business as usual. The
[5:41] buildings are struggling to keep up with maintenance
[5:46] issues as you can imagine. So, we're we're keeping folks dialed in. We've got
[5:50] a couple of them go down, and just trying to keep keep the folks cool
[5:54] around here. We've got chillers over here. So, the breaker blast me for a
[5:58] quarter hour. That might have been why you why y'all got a little warm in here
[6:02] for a minute, but uh we're on top of that. Got it sorted out.
[6:07] Just trying to stay on top of it. >> I would say.
[6:11] All right. All right. Well, with that, we'll go
[6:13] ahead and move it. I hope we're not >> No.
[6:15] Um you'll have 5 minutes. Mr. Lassiter.
[6:22] » Kevin Lassiter, uh 2604 area.
[6:25] Start off, I want to say I'm passionate. If it seems like I'm
[6:29] angry, I'm sorry, but I'm passionate about what I'm fighting for here, y'all.
[6:33] Uh Friday night,
[6:36] two gentlemen thought it would be all right to stop at the corner of my
[6:39] streets and get out of their vehicle and urinate.
[6:44] Officer got over there and now to get Rudy to get in charge of it, but that's
[6:49] the neighborhood I have. My house is valued at $150,000.
[6:53] I couldn't sell it for 50 because of the condition we have.
[6:59] Septic running down the road. We have people pissing on the side of the road.
[7:03] As you know, like I said, I'm passionate about this. We have people
[7:07] living six RVs on a 50 by 100 lot with one septic.
[7:13] We have tiny homes that are moving in. There no septics.
[7:18] And I've been talking to John, and I'm I need a forum where we can sit down and
[7:24] talk. Why do we not have an environmental deputy to write tickets?
[7:28] Why are deputies coming out and saying, "Well, what do you want me to do? Give
[7:31] them a ticket? It's just going to make it worse on them."
[7:34] I want them to do their job. I want to live
[7:38] in a first world country. I don't want to live in a third world
[7:42] country. If I to live in a third world country, I'd go live in Belize.
[7:45] Beautiful country. I could wear my flip-flops. I like to live. I like to,
[7:50] you know, enjoying my life, guys. And just like I'm sure y'all do. Do you
[7:54] want to I can bring a video driving to my house.
[7:58] And on one road, there is at least at least five properties that are
[8:04] multiple people living on them. No septic, no water, no electricity.
[8:10] There's one that's put up with with pallets, y'all. They built it with
[8:15] pallets. And that's what I have to pass every
[8:19] day. I feel for the people. I'm going to
[8:22] California next in a couple weeks to see my son. It's it it hurts my heart to go
[8:27] by and see all them people. I don't want to see it here, y'all. We we got a a
[8:32] nursing home sitting empty over there. Sitting empty. Why can't somebody
[8:39] come up with a way to buy that and put all these people in there? It's got
[8:42] restrooms, bedrooms, everything. I mean, can't we do things like that? I
[8:46] mean, let's think outside of the box. I know everybody's worried economy and all
[8:51] that. There's always a way to fix something. Let's quit sending our money
[8:55] away before we fix home. Let's fix home, y'all.
[9:00] You know, uh Like I said, it's just it it it's
[9:04] difficult. And and I mean,
[9:09] how would you y'all feel if your wife walked out on the front porch and two
[9:12] guys are starting a home?
[9:15] Pissing.
[9:18] That's the answers we need. Where is our deputy? I mean, I'm only throwing some
[9:23] names out here. I know Brad Orban was our environmental deputy. I know Jeff
[9:27] was our environmental deputy. Uh I trying to think of a couple of the
[9:32] other ones. Uh John Miller. They did a wonderful
[9:35] job. What happened? Where did they go? Why didn't we notify the people?
[9:40] But you know, why aren't we pulling our you know, our environmental Can we not
[9:45] give him a 2 days a month that that's all he does
[9:49] or a day a week that's all he does. Don't pull him for patrol. Don't pull
[9:53] him for Well, I'm sorry John Blow called in sick. We need somebody. No, we need
[9:59] somebody. I need the protection in the service here.
[10:03] My people need to live down in roads. You know, the the Millers, the Villers,
[10:08] the Camarellos that live at the end of that road that we have to drive and see
[10:12] this. We need y'all's help, y'all.
[10:15] I'm begging you. I've missed all my
[10:18] conversations. I've had conversations. John and I have had conversations. I
[10:23] called your office. I finally got a phone call. Uh I'm just throwing you out
[10:27] there. TCEQ I had to threaten him with getting the news involved and and
[10:31] finally I got a phone call return call from them.
[10:34] Why did you think that? Why? Why? Why? We elected you guys to
[10:40] support us. That's what I'm asking for.
[10:43] Again, I'm going to be the squeaky wheel. I'm
[10:46] coming back, Judge. I'm asking for agenda.
[10:49] Mike Raw, thank you.
[10:52] All right. Has anybody else signed up for public
[10:54] forum? Not on the list. Nobody online?
[10:58] » No. >> All right. We're going to move on to the
[11:00] consent agenda. This is actually our minutes, invoices paid on monthly
[11:03] invoices. We have any instructions and then we'll take it from here for
[11:06] elected officials. >> I make a motion to approve the minutes.
[11:11] » I motion. >> Second.
[11:12] » I have a motion and a second. All in favor say "Aye."
[11:15] » Aye. >> All opposed?
[11:16] Motion carries.
[11:33] Hold on.
[11:50] All right, if those are around, we'll go ahead and move to board orders. Number
[11:52] one, discussion and action on employee wage or status changes. Do we have new
[11:56] hires in Donna Rosa, uh and Denver Burkhardt to
[12:01] the Sheriff's Office, Erica Holland for Development Services, wage status
[12:05] changes for Anita Rodriguez and Angela Huff with Juvenile Probation, and
[12:09] separation for Billy Magness from February August.
[12:12] Um and John Harris from Road and Bridge Department.
[12:17] I make a motion. >> Second.
[12:19] » I make a motion. >> All in favor, say aye.

[12:49] » Aye. >> All opposed?
[12:51] » Opposed.

[18:37] » Number 12. Presentation by Jay Kingston, District Extension Educator regarding
[18:42] 2026 Texas A&M AgriLife Extension Service presentation for Hill County.
[18:47] » How are you, sir? >> Good.
[18:50] I have a newsletter here for you.
[19:01] So, it's good to be here with you. My name is Jay Kingston with the Texas A&M
[19:05] AgriLife Extension Service and I office out of Stephenville and serve
[19:09] as the supervisor for your county agents here in Hill County and
[19:14] I think uh I think you know what a good job they do
[19:17] and I just I'm here just to kind of reiterate that as well. So, definitely
[19:21] appreciate the court support of AgriLife Extension here in Hill County and
[19:27] your agents are doing a great job of reaching
[19:31] their your constituents and their their clientele as well. We put this
[19:37] newsletter together every year. The front page is kind of an overview of of
[19:41] what we do district-wide, which is 21 counties.
[19:44] The back page we drill down to what is going on here in Hill County.
[19:48] Uh If we look at the back page, we can look
[19:52] at all the ag and natural resources programming that Zach does.
[19:56] He He provides a tremendous amount of programming opportunities
[20:01] for farmers and ranchers here in Hill County.
[20:04] And we broke it down into the subject matter areas. So, row crop production is
[20:09] that first one. You can see there's numerous field days and seminars and
[20:14] activities, workshops. I like to look at
[20:19] kind of what impact we have. And so, Zach was able to reach over
[20:23] 91,000 acres worth of row crop production here in Hill County.
[20:29] If you look at that economic impact, you can see based on So, we asked attendees
[20:34] kind of what kind of economic impact this programming does or will have. In
[20:40] their production, you can see over $700,000
[20:44] of an economic impact for those producers that attended those
[20:48] programming. So, providing some good education to them
[20:52] that will benefit their operations.
[20:55] We look at the livestock and forage program area.
[20:58] Again, quite a few programming efforts going
[21:02] there. Over 130,000 acres of pasture land, over 17,000 head of livestock were
[21:09] represented at those programs, and you can see the economic impact
[21:14] just right under a million dollars for those producers.
[21:18] Uh as you know, feral hogs are always an issue, will always be an issue, and
[21:23] Zach's doing a good job addressing that with his with the landowners here in
[21:27] Hill County. Uh appreciate that support through the
[21:30] bounty program. Um I think that's making an impact. Uh
[21:36] it's it'll be a continued continued effort. It'll be a a struggle
[21:41] um moving forward as well. Uh also
[21:44] providing some programming to uh those landowners on management
[21:50] strategies for feral hogs. And then of course
[21:54] horticultural awareness, uh providing some of that programming to
[21:59] homeowners, to new landowners, uh as that population grows, providing them
[22:05] some opportunities to learn about how to take care, be good stewards of their
[22:10] properties as well. Zach also uh oversees the Hill County
[22:15] Master Gardener program. Uh they have volunteered over 1,000
[22:21] hours of of work here in Hill County.
[22:25] And uh and that is valued at
[22:29] $38,000 at volunteer hours. And so they just help extend our reach, extend
[22:35] our educational opportunities there. So appreciate Zach, uh his leadership to
[22:41] the district, the leadership that he brings to the county,
[22:44] and his programming. If we look at the Family and Consumer Sciences, uh
[22:49] Lindsay's doing a great job with with I think a full year of program so far. So
[22:54] we're proud of Lindsay in her first year here in Hill County.
[22:58] As you know, our Uh,
[23:01] responsibilities include nutrition and health, physical activity,
[23:06] uh and does a great job providing some
[23:08] programming for Hill County. You can see uh appreciate
[23:13] her doing the healthy cooking and healthy
[23:16] you programming, which is targeted to adults uh looking at cooking and
[23:23] nutrition and how that affects health. And you know, chronic diseases are an
[23:28] issue or will be an issue when when Lindsey's doing a good job of providing
[23:32] some opportunities for uh
[23:35] our clientele to learn about those, how to treat those, how to deal with those
[23:39] day-to-day. Uh
[23:42] Lindsey and uh
[23:45] works as well as in a substance abuse prevention events of
[23:50] whether that's through health fairs or working with
[23:55] different partners here in the county and providing some information on
[23:58] substance abuse prevention, uh which again is something that we need to work
[24:03] on. Angie and Lindsey
[24:06] kind of partner together and work with Hill College in providing some
[24:10] programming for some for some youth there. I think that was the first time
[24:13] that they've been able to be with Hill College.
[24:17] I know they were excited about it. I was excited that they could they could do
[24:20] that. Uh
[24:22] food science and kitchen skills, again, we're providing those young people some
[24:26] life skills. Angie does a great job in the 4-H program.
[24:32] Uh her membership grew this past year with our 4-H members.
[24:36] Uh very very proud of that. She has uh quite a few volunteers that uh
[24:42] help with that. Of course, we can't do our job without our adult volunteers and
[24:46] Angie does a good job of recruiting those and training those and getting
[24:49] those uh parents involved.
[24:55] One of the important things that we do is
[24:59] ag literacy literacy education for our young people and Angie can get into
[25:04] those schools, work with those teachers and providing
[25:08] kind of that education whether it's about water,
[25:12] whether it's about biology and life sciences through agriculture, whether
[25:17] it's just ag awareness and where their food
[25:20] comes from and and the importance of agriculture and and production to their
[25:25] lives and so Angie does a great job. You can see the number of youth that she
[25:30] impacts through her programming as well. Her forest program is very active here
[25:36] in the county, a lot of projects. You can see those listed there.
[25:40] Very active on our district level and then also on the state level as
[25:45] well. So we're we're proud of the agents and what the work that they're doing
[25:49] here in Hill County and and hope you you realize and see that impact as well.
[25:55] I'll be glad to answer any questions you may have.
[26:00] » Great job. Great team.
[26:03] Very yes, very very proud of our work.
[26:06] Very good. All right, y'all have a great day.
[26:19] » All right. We'll go ahead and move to number 13,
[26:23] discussion and action regarding the uniform 6 Hill County resolution during
[26:26] the indigent defense grant in the amount of $32,455
[26:32] for indigent defense services. >> What's that full
[26:38] what it cost us? Only 10% It's that much? I didn't think
[26:42] it'd be that much. I don't know. I don't see any back. Yeah, 4% of the
[26:46] total expense. But we always seem to come up with a
[26:51] wheel when they give us a few pennies on the dollar and that's
[26:55] » Now, if you guys if you gentlemen remember
[26:59] I'll force you back to the budget sessions that we've had, all of them,
[27:02] but 8% of our budget right off the top has to go to
[27:06] indigent defense. That's not non-negotiable.
[27:10] Which is a considerable amount of money.
[27:14] They gave us 32,000 for considered to be a waste.
[27:20] » Motion. >> I'll make a motion.
[27:22] » Second. >> I'll second. All in favor say aye. Aye.
[27:25] All opposed? Motion passed.
[27:38] » The second action regarding the surplus department funds for future projects use
[27:43] at Hill Country Sheriff's Office. Here, how do you wish to proceed?
[27:47] Morning. Morning.
[27:51] » All right. Appreciate you taking time to hear me
[27:53] out on this. So, um
[27:57] This will be the second year in a row that we've been fiscally responsible
[28:01] with the taxpayer money. Um we should have
[28:05] right now well over a million left over.
[28:11] Now, a lot of that some of that is not being fully staffed,
[28:15] which we're getting there. So, that's a plus.
[28:19] Um we have many projects that we need to
[28:22] do. I figured that this would be the perfect
[28:24] time to ask just to go ahead and use the money that we saved instead of having to
[28:29] come back next year and ask for piece by piece cuz there are several
[28:34] areas in the office that need to be addressed. One being the jail. We have
[28:38] multiple repairs that need to be done. Uh the speaker and software system is
[28:42] outdated. Some of the speakers do not work, mostly
[28:46] on the outside of the facility.
[28:49] Just to kind of give you an idea of what that may cost,
[28:53] um kind of got some a few places give us some bids um
[28:57] that are in that line of work and uh for the speaker system and the uh
[29:01] control system and the lighting system um we're looking at over 350,000 on the
[29:07] low end. Um
[29:11] dispatch center needs some repair that has the main flooring in there since the
[29:15] building was built back in '02 or '03 time frame.
[29:19] Uh some of those consoles are broken and need to be uh replaced. They can be
[29:24] quite expensive. Um I don't know exactly what Do we know
[29:28] a rough cost on that, Chief? >> Six figures.
[29:31] » Probably six figures for the dispatch center. Uh
[29:34] they won't take them down. We'll have to move them into a separate area of the of
[29:37] the building until we can get that remodel done.
[29:43] Also, the property room. Uh when we took over the property room was
[29:48] at the brink. It was full. Uh we do get it audited from an outside source. Try
[29:53] to get it reorganized. There's no uh it's just a handwriting system,
[29:57] basically. So, we have a gun range that is non-operable,
[30:00] uh not safe to operate in and uh I shut it down when I got here and got it
[30:04] inspected. Um so, I asked basically asking to use
[30:08] some of those funds that are remaining to turn the gun range, clean it out,
[30:12] turn it into a larger property room where the
[30:16] property officer will have um more access to the property, more
[30:21] safer, um more secure storage. Uh we're not
[30:24] stacking things on top of things. Uh we're not risking air conditioners
[30:29] flooding property evidence, stuff like that. So,
[30:32] uh got a little uh like a rough estimate on
[30:35] what that might cost just to do the walls,
[30:38] not not including the uh locker system and the
[30:44] store shelving but the walls itself be around 50,000
[30:47] um to clean that out and put new walls up.
[30:51] And then probably another eight to 10 for the air conditioning system that
[30:55] will need to go in there.
[30:59] Um and then anything else is left over um
[31:02] to prevent further costs, we'll just probably purchase some more vehicles.
[31:08] So that is my request to you. >> So
[31:12] you guys have done a great job in in the managing this and
[31:16] turning it around. Are part of the funds I remember that
[31:21] way last year we funded all of your step raises and I'm assuming that some of
[31:29] those funds are included in this number. You do We went We went all the way to I
[31:35] think it was um tier four on all of the
[31:40] all of the positions. >> Correct.
[31:43] » Are some of those Is this some of the funds that you got left over
[31:47] that you didn't spend because you didn't have the personnel?
[31:50] » Some personnel, correct. A lot of it it's not because of the step pay.
[31:56] It's just because we've had 10 to 10 vacancies in the jail and you know
[32:00] CID spot and couple of patrol.
[32:04] » So So you just didn't have >> It adds up. I mean
[32:06] » didn't have that staff. >> Yeah.
[32:09] And we we finally got some good applicants
[32:11] um for the jail so we're we're making those backgrounds getting those done and
[32:15] getting those spots filled. Uh there's just no guarantee I'll have this
[32:19] money left over next year. We'll do the best we can.
[32:21] » Yeah. >> fortunate this year so
[32:26] it's the part of budgetary to get things done need to be done in the jail cuz
[32:29] that could be the most costly uh area in the whole county.
[32:34] Yeah.
[32:36] » Historical reference. Uh
[32:40] prior to Sheriff Marmes and his staff taking over
[32:44] the Sheriff's office generally ran 900 to a million or more people in the red
[32:52] over budget. Uh Mr. Sheriff took over and since has
[32:56] last year was seven or 900 thousand under.
[33:01] » 700 >> 870 700
[33:03] » 870 >> 870
[33:05] 870 under budget and this year they're looking at about a little over a
[33:11] million under budget. Um as the Sheriff indicated, some of that has to do with
[33:16] staffing not being filled. >> Uh
[33:20] » But uh >> Yeah.
[33:23] » So Also, as in the jail and prison are um
[33:29] as far as the county is concerned, is one of our largest liabilities
[33:35] in the fact that we have to have it. Um and it has standards that are
[33:39] non-negotiable. So, for instance, the speaker system,
[33:43] there has to be a speaker in every cell. I mean, you took a tour of it.
[33:46] » Yeah, I did. >> So,
[33:48] if those speakers don't work, the jail shut down and now we'll have to ship out
[33:51] all our inmates and we have to pay another county
[33:54] » to house them. >> to house them and it's well over a
[33:56] hundred dollars a day >> per head. Per head.
[33:59] » It This makes a tremendous amount of sense to me. The
[34:02] » Now that you took a tour of >> I did the tour.
[34:05] » I mean, it >> And part I'm very glad I did do that.
[34:07] » I don't I don't know where he's coming from.
[34:09] » I don't know if you've been in dispatch, but the it's an eye-opener, you know
[34:12] what I mean? Very different than when I dispatched a hundred years ago where we
[34:16] had a big map on the wall and actual radios and
[34:20] push the radio. Everything is >> Yeah.
[34:22] » computerized and very very different now than it than it was then.
[34:28] » Yeah, and especially now where we We storage at.
[34:30] » Yeah. >> It's literally just a little room that
[34:33] is it's full. Well, we need to accommodate
[34:36] the old gun and gun range.
[34:39] » Yeah, the um
[34:42] again, the scary part about the evidence room is if you have a murder case and or
[34:48] some high-profile case and and that evidence is contaminated, then
[34:54] potentially the justice system fails and all that bad and it has nothing to do
[34:58] with who worked the case, how it was
[35:00] investigated, the prosecutor, the judge, none of that. It would be
[35:05] it would be solely this side of the facility.
[35:08] » Yeah. But
[35:10] » So, on the on the gun range, will you need one in the future?
[35:17] » No, I >> I mean, do you have a range that you
[35:19] train on there? >> Well, we've been contracting and then uh
[35:23] something I was going to get with y'all on, uh Latheum Springs has offered to
[35:26] let us use their facility. Um so, I don't know if there needs to be some
[35:29] sort of agreement in place, which we can get done with the county attorney if you
[35:32] need me. Uh they just want us out there. So, they
[35:35] have a not a pretty nice facility, I believe, that will accommodate our needs
[35:38] for annual qualifications and training. So, cool. Save some money
[35:43] there, too. >> Sounds like a plan. I'll make a motion
[35:46] to approve. >> That's it.
[35:48] » All right. So, we're approving the designated surplus
[35:51] department funds from the Hood County Sheriff's Office for future project
[35:54] needs of the Hood County Sheriff's Office. That's the motion and the
[35:57] second. All in favor, say aye. >> Aye. Aye.
[36:00] » All opposed? >> Aye.
[36:02] » Motion passes.
[36:12] Number 15, discussion and action regarding the memorandum of
[36:15] understanding for the Hood County Sheriff's Office to
[36:18] allow the Sheriff's Office to share information directly to the app for
[36:21] displaying specific matter regarding incarcerated individuals to the public.
[36:26] » Okay. So, this is the Sheriff's app that live with last year. Remember we uh
[36:31] we spent I believe 14,000 initial, 7,000 a year membership fee
[36:37] for the services, 7,000 on our own domain, and to build the service itself.
[36:42] Um the Sheriff's Association of Texas has
[36:45] uh gone into partnership with Equifax and
[36:48] the Sheriff's app. Um our new system that the state requires us to use
[36:53] for victim notification does not link up uh like we were told
[36:58] to the Sheriff's app. So, people cannot get on there and view
[37:01] inmate information, bonds, and bond amounts, charges, uh victim
[37:05] notification. We can't get any of that. So, the Sheriff's app, uh the Sheriff's
[37:09] Association of Texas, and Equifax has all joined together to make sure that
[37:13] that information can be placed on the app. Now, um since we're already a
[37:17] current member, our annual fee of 1,000 of 7,000 dollars will now be cut down to
[37:23] 1,000 dollars. >> By joining this MOU, they will give us a
[37:26] 6,000 dollar discount. >> And the information will actually be on
[37:30] the app, uh which is what we needed in the first place.
[37:34] » Certainly, yeah. Make a motion.
[37:37] » I'll make it. >> I'll second. All in favor say aye.
[37:39] » Aye. >> All opposed?
[37:42] » So, I I share about our Uh if you want to
[37:48] and being the signature of the county, you can sign it.
[37:51] You can send it back to me and I can sign it. Uh whatever the court wants
[37:53] done for that. >> Says County Judge.
[37:56] » Okay, I'll sign it. >> Just don't let me sign it twice.
[38:01] » Saves me. >> All right. Uh number 16, discuss an
[38:05] action on the updated interlocal agreement with the Department of Health
[38:08] and Human Services Health Network regarding the various mental health
[38:10] services for Hill County Jail inmates.
[38:15] » All right, so this interlocal agreement has been great for our jail.
[38:19] Um and we just want want continue it. The uh
[38:23] MOU's been reviewed by the county attorney and
[38:26] approved. It provides basic mental health services
[38:30] to the jail for the inmates that are in our jail.
[38:35] And it's just an annual renewal. >> Make a motion to approve.
[38:39] » Second. >> Motion in a second. All in favor say
[38:41] aye. >> Aye.
[38:43] » All opposed. >> Motion carried.
[38:54] » All right, number 17, discussion and action on the contract amendment between
[38:58] Correct Solutions Group and the Hill County Sheriff's Office for jail inmate
[39:01] phone services. >> All right, so this is an amended
[39:03] contract. Um
[39:07] The FCC ruling basically says that we can't
[39:11] give it 2 cents uh a minute
[39:16] and and commission. Uh now we waived that commission.
[39:20] With the amount of inmates we have and the amount of phone usage that is done,
[39:23] I waived the commission. Um so the county won't be getting any funds there
[39:27] off of inmate phone calls.
[39:31] » Prior to this ruling, we used to be get quite a bit of funds
[39:36] from inmate phone calls. And since the FCC got involved, now it's
[39:42] They you really get all the money.
[39:44] » It goes by jail size and population.
[39:50] » Make a motion. >> Motion and a second.
[39:53] » All in favor say aye. >> Aye.
[39:55] » All opposed. >> Motion carried.
[39:59] » What's this one? >> The sheriff has to sign all these um
[40:03] » That's it. >> What's going on with the police
[40:05] department?
[40:09] » Uh uh number 18, discussion and action on
[40:12] the contract service agreement between Tech Friends and is Hill County
[40:15] Sheriff's Office for inmate tablet service.
[40:18] » Yeah, so they just separated themselves from the phone company.
[40:21] So that we could at our request, we wanted our own contract with anyone
[40:24] else. We wanted we wanted them to the phone company's contract.
[40:28] So it just basically gives us our commission off of inmate gold pass.
[40:35] We don't get any We don't get any commission off of inmate phone calls.
[40:39] If they buy movies or stuff like that, we'll we'll get a portion of that.
[40:44] So and this just also breaks down what their
[40:48] what their duties are, something were to happen, what they provide.
[40:53] And then the exit of these are on the back. We don't need to list those.
[41:00] » Make a motion to approve. >> Motion
[41:02] » You say we get part of that back? >> Yeah, we get uh
[41:06] I believe it's 25% on certain purchases.
[41:13] » I'm good. >> I'm good.
[41:15] » And that was reviewed by County Attorney as well.
[41:18] » All in favor say aye. >> Aye.
[41:19] » All those >> Motion carried.
[41:25] » Oh. >> Number 19, discuss interaction with the
[41:27] Clear Fork Commission to discuss the Sheriff's Office fleet vehicles and
[41:30] surplus stock. >> All right, so these are our old Tahoes.
[41:33] Most have over 150, 200,000 miles on them.
[41:37] Um
[41:40] probably wouldn't get a whole whole lot from them at auction.
[41:43] And uh there's basically other needs in the county. Uh I was reached out to by
[41:47] numerous fire departments, so I figured fairest way to do it is just send
[41:51] something out to everybody and see who's interested and they all were. Believe 10
[41:55] of them uh
[41:57] who want to purchase our old fleet vehicles so that they can
[42:01] use them for medical responding vehicles so they don't have to pull the big truck
[42:05] out, diesel, repair, all that kind of stuff. They can
[42:08] just get a new Tahoe and they can go. Um so broke it down for y'all. They all
[42:12] came out, picked out a vehicle that they wanted. Um, it has the unit number, the
[42:16] last four of the VIN, and the agency that is requesting that said vehicle.
[42:22] Now, what you want to charge them, that's up to y'all. I don't I don't
[42:25] care. Honestly, you want to I don't know.
[42:28] I don't think that's in the packet. Thank you.
[42:37] Did you not get a copy? I can
[42:41] copy it for you if you'd like. Right. >> You can move to leave the clerk in
[42:44] something. >> Or second thought, um
[42:49] Hold on, I'm going to need that to I'll let my name in.
[42:51] » I included all their letters they wrote requesting the vehicles and why they
[42:55] needed them.
[42:59] » Yeah, that'd be good. >> Yeah.
[43:02] You don't look at it now.
[43:05] » All right. So, uh I have a motion and a second to declare them decommissioned.
[43:09] Uh all in favor say aye. I. And all those opposed, motion carried.
[43:13] Now, the approval of
[43:21] » disposition >> This
[43:22] » Yeah, the disposition to decommission the county sheriff's office vehicles to
[43:26] support our local volunteer fire departments.
[43:28] » Um, just a side note, we did pull one of those vehicles for development services
[43:33] for use to use it for our over um
[43:37] all over to all of our buildings. So, the sheriff You got a swarm in in there.
[43:41] So, they no longer have to drive to Commonwealth.
[43:45] Um, but that was filled before I left. So,
[43:49] um Yeah, uh so, the
[43:52] proposal is um
[43:58] what do we want to sell these vehicles to the volunteer fire departments for?
[44:02] » Both of them are free to them. >> I'm going to preface this with
[44:07] I don't know if you gentlemen have the Active Alert app
[44:11] that sends out notifications as to emergencies in the county, but it has
[44:16] been non-stop all weekend.
[44:19] Each and every one of them were requiring
[44:22] fire space of some sort, whether it be medical or
[44:26] fire uh brush fire. In fact, quite a few
[44:29] brush fires that they're pretty
[44:32] and
[44:34] pretty high on the line as to whether we were going to have to get the state
[44:37] involved just due to resources. Um our guys were able to battle them back and
[44:41] and handle business on their own, but there were a couple moments where it was
[44:45] kind of touch-and-go as to whether we were going to be able to handle them
[44:48] ourselves. I have a motion that we give them away.
[44:53] I second that motion. So
[44:57] uh approval
[45:17] So we're going to approve the donation of these Mission Hill County Sheriff's
[45:20] Department surplus fleet vehicles to local volunteer fire departments.
[45:25] All in favor say aye. Aye. All opposed?
[45:29] So how would y'all like for me to do that? Just sign the titles over to them?
[45:34] Yes. >> As listed in the
[45:35] » As listed in your proposal, yes, sir. >> Thank you, gentlemen.
[45:39] » Well >> Thank you.
[45:44] » I'll make a motion, gentlemen.
