[0:07] of the Hillsboro School District Board

[0:08] of Directors at 12:02 p.m. Our first and

[0:13] only item of business is to approve the

[0:15] memorandum of understanding with

[0:16] Hillsboro Education Association with

[0:19] KNA.

[0:22] » Thanks, Evette. Uh and thank you all for

[0:24] being here today. Um I'm excited to come

[0:27] forward and share um as we've been in

[0:29] negotiations as I've shared in updates

[0:31] with you with our licensed union

[0:33] partners and we completed our tenative

[0:36] agreement on the 24th and um they just

[0:40] completed their vote for ratification of

[0:43] thisou for um our retirement and

[0:46] separation plan. And so, um, I just

[0:49] wanted to give an opportunity just to

[0:51] give an overview of some of the things

[0:53] that we have, um, agreed upon. So, um,

[0:56] this would be eligible for licensed

[0:59] staff who've completed 10 years of

[1:01] consecutive service in their license

[1:03] role in Hillsboro School District um, by

[1:05] the end of the 2526 school year. This

[1:08] would also be um staff members uh in

[1:11] license roles that are on step for

[1:14] column four, five and six or step in on

[1:17] column six for the license salary

[1:19] schedule. Um this uh there would be two

[1:22] options that would be put forth that

[1:24] people could choose from that meet these

[1:26] qualifications. One is a lump sum payout

[1:29] of a onetime payment for $23,000

[1:32] and the payment will occur on July 20th,

[1:35] 2026. Additionally, the second option

[1:38] that people could choose from uh would

[1:40] be to uh continue their health insurance

[1:43] and enrollment in a group health

[1:44] insurance plan that includes medical,

[1:47] dental, and vision equivalent to their

[1:50] current coverage uh for this 2526 school

[1:52] year. And that enrollment would be

[1:54] effective through September 30th, 2027.

[1:59] Um this early retirement and separation

[2:02] benefit uh will be prrated for folks uh

[2:05] that are um in different regular FTEES

[2:09] uh based on their proration at the time

[2:12] of their retirement and separation and

[2:15] uh we also will use article 16 section 3

[2:18] of the collective bargaining agreement

[2:20] to make those determinations.

[2:23] The um cap for the uh number of eligible

[2:29] uh employees is the first 60 licensed

[2:31] staff who submit their retirement using

[2:34] our electronic form um that we will be

[2:36] creating uh for them. And then the

[2:39] district also has the discretion to

[2:41] increase the cap by no more than 10

[2:43] additional eligible employees.

[2:46] um licensed staff who accept this would

[2:48] also be ineligible for uh rehire for

[2:51] three school years and that is in an

[2:55] effort to support our ongoing savings

[2:58] for the district uh with this decision.

[3:01] And so I just want to open it up for any

[3:03] questions that folks may have.

[5:36] negotiating this. Also our union

[5:38] partners, HCA and HCU and working with

[5:40] us on this. Um these are unprecedented

[5:43] times. I know we keep saying that, but

[5:45] we're going to continue to explore

[5:46] strategies that help us deliver the best

[5:48] programs for kids and achieve our

[5:50] strategic plan goals. So thank you all.

[6:34] thank the rest of cabinet um on Monday

[6:38] of this week I was able to go to the

[6:40] state capital for the day uh with

[6:43] director Harden Marcado and also

[6:45] director Watson to um see some of the

[6:49] floor sessions um in progress and also

[6:52] visit the legislators that touch the um

[6:56] district area of HSD. So, um, I felt

[7:00] very prepared for the legislators

[7:02] questions and conversation thanks to our

[7:05] cabinet team and the excellent work that

[7:07] you do in presenting um, updated um,

[7:11] really timely information about um, our

[7:15] strategic plan, our graduation rates.

[7:17] Um, and uh, I just I just wanted to

[7:21] really say that I I was very very happy

[7:24] to have all of this data to hand. um and

[7:27] uh and was very grateful um for all of

[7:29] your work in getting our students to

[7:32] where they are today. So um hap happy to

[7:35] share more about that when we next meet

[7:37] in person, but since that occurred just

[7:38] this week um and I had the opportunity

[7:40] to thank cabinet um I wanted to do so

[7:42] and thank you also to um my fellow

[7:44] directors for coming with me to the

[7:46] capital.

[8:26] Hillsboro School District, staying in

[8:27] the Hillsboro School District, also

[8:29] happens to be my daughter. So, you know,

[8:33] looking forward to having her in her own

[8:35] address right here in HSD. She's proud

[8:37] to be HSD, as am I.

[9:05] eval my superintendent evaluation

[9:07] comments that this is your ability to

[9:10] flex your Travis ability to flex and

[9:18] strong and it's it's so obvious. It's so

[9:20] obvious. So deeply appreciate that. Glad

[9:25] other thing I wanted to say is that I'm

[9:26] still working on trying to figure out

[9:28] how to share all the information that's

[9:30] coming to me legislatively. Uh which is

[9:33] interesting because you know Mark

[9:34] probably had close to if not the same

[9:37] update that I got on Monday. And so it's

[9:39] there it's all fast pace. It's moving

[9:41] very fast. I promise that I'm going to

[9:43] work with Rose and Travis to figure out

[9:45] the best way to share that with you

[9:46] guys. Uh but it is very exciting to see

[9:49] what's going on. It is our hope and

[9:51] prayer right now that by the end of this

[9:53] week we really do find out for sure that

[9:56] there won't be any further cuts to

[9:58] either uh education and also the Oregon

[10:01] Department of Human Services and any

[10:03] cuts there will also then impact the

[10:05] school district. So we are all on pins

[10:07] and needles but we are all waiting for

[10:09] the same information and hoping for the

[10:12] same and it's because of you guys that

[10:13] we feel confident that we do. So glad

[10:17] you guys got to go to the capital. Hope

[10:19] you had a good time. Uh, and uh, there's

[10:22] more opportunity for us to be doing that

[10:24] again, so get ready.
