[2:07] a minimum lot size of 7000ft in a maximum building height of 40ft.
[2:11] the development agreement also commits to naturally force or program buffers varying and
[2:18] width from 100 foot to 200 foot. They are donating 1.21 acres
[2:21] of land for expansion of the existing fire station their proposed walking trails their
[2:25] plan to relocate existing unimproved roadway to maintain access to the adjacent property
[2:32] they're proposing no lots in the floodplain and they're proposing a list of offsite
[2:37] road improvements including a left and right turn lane on. None of have a left lane a left
[2:44] turn lane on this very road a right turn lane on highway not a52 over east ferry and a
[2:47] traffic signal at the intersection of highway none of have an already ferry there
[2:52] plan to reserve 25 foot a right of way for the widening of highway none of the
[2:57] commercial developers also committed to install on a right turn lane on and off and
[3:02] contributing $200,000 to the cost of the traffic signal and they're also planning to
[3:07] reserve 25 foot around way for the widening of highway none of and they're also proposing a
[3:11] $5,800 fee per lot to horry county you want me to go through the rezoning to now
[3:19] what would you prefer that's for joe baskins requesting to rezone 186.84 acre portion from
[3:25] f to m p for 372 town our single family homes on highway 95 and always ferry existing
[3:32] zone in the areas predominately f I with some residential and some commercial zoning future
[3:40] land use designation and see it in conservation and rural communities so it's currently
[3:44] vacant. So here's the plan showing the 372 single family units with
[3:51] the gross density of 1.99 dwelling units an acre and a net density of 2.31 dwelling
[3:56] units maker the plan proposes three sustainable development criteria sidewalks 100%
[4:02] increase in that of open space and eight pocket parks also being proposed is a 200 foot
[4:07] naturally forested streetscape buffer along highway 95 and always very road 100 foot and
[4:10] actually force a buffers around the perimeter of the project six foot wide walking trails
[4:14] access to the existing private road and a list of traffic improvements specified in the
[4:21] dia and traffic study. >> here's the key wetland delineation the proposed 9.07
[4:29] acres of will on impact the property is in the supplemental 584 zones on the rear public
[4:39] notice map and if you set conditions one is the applicant here today.

[4:55] development agreement and the rezoning but it wasn't obvious and he had a large hand in the
[4:59] development agreement because all the traffic improvements are included there.
[5:03] we're at the same density as actually you'd be at it if I because of the half half acre
[5:07] lots. However they're compressed as you've seen in other imhotep's
[5:11] to create those buffers around the project. It's not a complicated project
[5:14] fairly simple I think the the traffic out there justifies the traffic improvements including

[6:05] eight acres of the property for a commercial development wants to develop in number nine
[6:10] of the agreement. It says a county has agreed to a contribution of $200,000
[6:14] towards the installation of a traffic signal at the intersection at highway 95 and
[6:17] o'leary's ferry road. It's unclear from the documents if upon county council vote to
[6:21] approve this rezoning and signatures for the development agreement that the 4.18 acre
[6:28] property that is zoned faa is guaranteed to be reserved for commercial use for the
[6:33] developer. I'm not saying it is I'm saying it's unclear.
[6:37] if that's true then I believe it should be presented or we county residents as such
[6:41] including what the commercial use will be in order for our community to have complete
[6:45] information to form an opinion on the rezoning presented to us.

[8:44] b buffer on the remaining side and rear of the property. It's not within a flood zone.

[15:36] parking and then pond and wetlands up here. So it's not going to be

[18:57] withdrawing his designations mixed use the site is currently vacant.
[19:04] >> the parcel is within the right away acquisition area for a right for project at robert
[19:08] ridge parkway and sam ridge road connector. It's not within a flood zone

[19:45] and actually enhance what goes on the road for that first step was actually getting the zoning
[19:49] in place for what we intend that used to be. So that's why we're in front

[20:03] next up we have a development agreement. Good afternoon, roger.
[20:14] union deputy director. I'm going to go over this development agreement.
[20:18] >> this is a standalone development agreement. There's no rezoning associated
[20:22] with this. So this is for the pine ridge residential tract as you can
[20:26] see on the slide there's a lot of text you can imagine how big the agreement is.
[20:29] so this one was for 700 plus acres and for a time period of ten years and this is along
[20:39] the columbus parkway. So the agreement came into place when the council has a
[20:46] pending ordinance for amendment and now the work with the developer and everything and we
[20:53] got a few proposals in there which would all be going through so the first one would
[20:58] be reserving approximately 125ft wide right of way for the building and the improvements
[21:05] for the building and then that should be completed before two 100 permits and then grasslands
[21:10] connect to improvements. That's a part of it and there's a separate ridge road project
[21:16] agreement which has its own design standards and permitting and constructions to be
[21:20] completed by the developer and that is for the road project corridor.
[21:25] I'll show you in the next slide and there's another item which would be the 17 bypass traffic
[21:31] signal improvements and intersection. So this is the proposed road
[21:35] corridor which would be 125ft all along and there are a few funding sources that are
[21:42] identified in the agreement which would be a multi-county business park and the municipal
[21:46] improvement district and also a part unit fee of $5,800 which would be generated for the
[21:54] project and the agreement also has a provision for additional park acreage for the county
[21:59] recreation facility which would before occurs and the total residential units will not
[22:06] increase more than 2000. Not all the major. Okay.

[22:42] board of appeals and variances as you all are familiar, we just updated our landscape and
[22:46] buffer ordinance right now currently within the ordinance within as far as what the
[22:53] zoning board of appeals can do with variances, they cannot grant a variance on any major
[22:58] developments. >> so what this would allow is within two thirds vote the
[23:04] zoning board of appeals could allow some variances, would still prohibit variances on the
[23:09] types the streetscape buffers associated with major development but it would allow
[23:13] relief on type and be buffers up to a maximum of 50% so that that's it.

[23:39] so we have our industrial corridors which you all have become really familiar with
[23:44] over the last couple of meetings. >> this is our project
[23:48] timeline. We are currently in step six of the process.
[23:51] we are in the 30 day public comment period and today is just another instance of when
[23:55] the public will be able to come and speak about the industrial corridors and give us their
[24:00] input. >> we have we opened the survey in march and the survey does
[24:05] still remain open today and we've received a few additional responses.
[24:10] we're up to 100 and 102 total responses if anybody's watching and I'm taking survey, please
[24:14] do. That's only one way we've been gathering public input.
[24:21] we've had two public open houses today in those public open houses we do some mapping
[24:25] exercises and other things to gather input from the public and get their feedback.
[24:32] >> so just a couple things here is some overview of industries that we currently have within
[24:40] our county. It would be no surprise tourism industries are our top
[24:44] employment industries currently with accommodations and food service and then retail being
[24:49] the next one. Other high ranking employment industries that we have are
[24:55] construction. >> so let's just to give a idea of where we're at and what
[24:59] industries we currently have so the next thing here is what does horry county consider
[25:10] industrial? So I want to open by saying that this time does centers are
[25:14] not allowed in our zoning ordinance at all so when we talk about light and heavy
[25:22] industrial light, industrial is all things like food and beverage manufacturing,
[25:26] warehousing and wholesale distribution vehicle and equipment repair and two yards
[25:33] and how industrial is things like that plant and asphalt plants I'm cost saying and
[25:40] heavier manufacturing uses so why did we need this change so you can see on this map the
[25:48] star indicates our economic activity center which is currently the only future land
[25:53] use designation that we have staff and sport industrial rezoning that the red that you
[25:59] see around it is major residential developments that are either in progress or have
[26:04] recently been approved and they're encroaching into those economic activity centers which
[26:08] then limits the ability of staff to support rezonings. We have to meet certain
[26:12] separation requirements for industrial or residential. So another thing is over the
[26:19] years we've seen existing residential start backwards and existing industrial be
[26:26] encroached upon by residential development. >> what industrial corridors
[26:31] will do is create a dedicated space for future industrial development.
[26:38] >> the other thing we've seen some questions on is what about existing residential that may
[26:42] be within those industrial corridors any rezoning would still have to comply with the
[26:47] separation requirements in our zoning ordinance. So for like a heavy industrial
[26:54] of our zoning ordinance intent statement says that m three has to be 1000ft from residential
[26:57] so those things wouldn't be would still be considered by staff as part of the rezoning
[27:04] process if there is residential inside of an industrial corridor staff would support
[27:09] lighter industrial or some transition uses like business parks to transition to the
[27:16] heavier industrial within those industrial corridors and as part of this residential
[27:20] development will generally be discouraged within these corridors that it could be
[27:24] mitigated through buffering or other compatibility measures to make those more suitable within
[27:31] or adjacent to the corridors but generally would be discouraged see so other
[27:38] reasons why this matters and why don't we for the voters approve the ride for
[27:43] transportation program the plan transit transportation improvements total
[27:50] approximately $6.6 billion and these projects will require significant amounts
[27:54] of materials such as asphalt and concrete and right now we have a limited number of actual
[27:59] asphalt plants limited supply can affect the pricing and availability of materials and
[28:02] by identify an appropriate locations for a future industrial development
[28:07] industrial corridors can create or may create opportunities for these types of uses where they
[28:13] are appropriate and meet zoning requirements and then it's jumping around suitability
[28:21] model. So we did a suitability model to determine where these
[28:25] industrial corridors were suitable. We looked at things like
[28:29] wetlands, roads, major roads, railroads, residential and flood zones and we assign those
[28:33] things certain weights, flood zones and wetlands were weighted one of the highest the
[28:40] highest category and then roads and residential and we closed out with preference being the
[28:47] least weighted of those things. >> so on the left hand side you see the original suitability
[28:55] model stuff that took that one step further and removed conservation lands fema and
[29:02] supplemental flood zones major residential projects from the suitability model to hone it in
[29:07] further and then we consider the survey results those color bills indicate right is where
[29:15] they did not want to industrial to be and then the yellow and green is where yellow was for
[29:21] light and green is for heavy. So those were areas where they thought light and heavy
[29:26] industrial would be suitable and then we came up with our original first draft of the
[29:31] industrial corridors. >> then we got public comment and in front of all of you is a
[29:36] packet of emails that have been sent to us over the last several weeks from the public
[29:42] about the draft that's been available on our website. >> so we took and compiled the
[29:50] themes that we were seeing within these public inputs and we've seen people ask for more
[29:54] community feedback. They're concerned about lack of the or the loss of the rural
[29:59] character in our community. They have concerns about environmental wetland impacts
[30:02] and the impact on traffic and infrastructure. >> we've also seen some
[30:06] comments in support saying that this will create more jobs and economic development and it
[30:13] will create areas for planned future industrial growth. So we've seen comments and
[30:18] support and comments in opposition and so what we did is we revise the draft
[30:26] industrial corridor areas. >> so on the left hand side we have the original map presented
[30:33] to you all at the last two at the last planning commission workshop and meeting and on the
[30:38] right we have the revised map showing revisions we had made to the industrial corridors
[30:45] that we removed some areas we were in some areas that were designated feature as scenic
[30:53] and conservation and then we added some areas east of north and south of inner where they
[31:00] are now only able to support up to white industrial instead of all the way up heavy
[31:04] industrial. So what are our next steps? As you'll see we have an
[31:11] additional next step here on july 16th we are doing an additional open house and
[31:15] public input for the draft industrial corridors. That's one of the comments that
[31:20] we've seen a lot is the need for more community input. So we want the community to
[31:26] provide additional input so we will be having another meeting on july 16th in this room at
[31:30] 530 just till 7 p.m. Staff will be here to answer questions, get more public input and hear
[31:36] from the people this is their plan. We want to hear from them and
