[6:25]
Here's better some mayors here in the afternoon. That's 630 because regular council may need to order,
[6:33]
roll call fees.
[6:35]
Council member Stewart, council member Deal, mayor puts him clean up, council member Plonko, council member Timmerman, council member Velasquez, mayor Domny, abstain.
[6:48]
in vocation and in gutter moods, please.
[6:56]
Thank you for the safe travels of everyone who came tonight.
[7:01]
Be with us as we make decisions for our city, be with the citizens,
[7:06]
and let's agree that we need more transparency in your precious name up right in the end.
[7:14]
Why wouldn't you be in a state of gravity?
[7:17]
I mean, I have a state of gravity, and I feel Republic for which its status, and why nation under a block,
[7:25]
need to be visible, and literally to be in this control.
[8:05]
I'm here on behalf of the Coast of Watch Association on Pocket Base here on the Bay.
[8:12]
It helps residents understand and engage with industrial permitting that affects our community.
[8:17]
Most residents don't know about a new project proposed for a single site, and we think that the entire community should hear about it for a yearly.
[8:25]
A company called Coastal Bend L.E. development is asked for federal regulators to begin review of a new L.N.G facility at N.R.T.E.
[8:34]
slide energy center.
[8:36]
Yeah, 20 million times a volunteer year, four processing units, two large storage tanks, and
[8:42]
new pipeline through San Francisco and the Ways of County.
[8:45]
This will be the company's first project with no operating history and details like flare
[8:50]
counts have been redacted from the public fire.
[8:53]
For all we know, there will be a flare just as big as not bigger than shiniers right here
[8:58]
on the bay.
[9:00]
To take a moment and visualize what that would look like for our city, especially in
[9:04]
culmination with the pre-existing flares in our immediate area, do you know how often
[9:10]
the shenare goes off?
[9:12]
Just imagine what that right over here as well.
[9:16]
Here's what concerns us, according to the company's own federal filing, coastal men on
[9:20]
a gene-held project information meeting with our city manager on July 27th, about two weeks
[9:25]
ago.
[9:25]
We saw the same pattern with Project Yarn on the same exact site last year, and we're
[9:32]
actually asking the council to continue doing your due diligence like you did that project there.
[9:39]
The company points to Carbon Capture.
[9:41]
The Carbon Capture doesn't remove nitrogen oxides.
[9:44]
VOC's, in particular, matter residents actually breathe.
[9:47]
Air quality, traffic, and noise studies are still underway.
[9:50]
the impact sitting on the side are unknown and this side sits two or three miles from the
[9:55]
side to I'm every in other schools so tonight we're asking for four things, one to release
[10:01]
any notes or records from that July 27 meeting, two to commit to a notifying public before
[10:09]
and after future meetings with this company, three and share public input sessions happen
[10:14]
at times working families can attend and four we ask the city manager to cover this
[10:20]
project on an upcoming episode of straight talk, the way he keeps residents informed
[10:26]
on other city matters, and if there's an NDA or confidentiality agreement preventing
[10:31]
that, we'd like them to say so plainly, so all of their residents can understand why they
[10:36]
haven't heard about it.
[10:41]
Our community deserves a full combative picture of what this means for our air, our
[10:50]
That's it.
[10:52]
And we'll keep you simple.
[10:53]
I'm a statement of fact.
[10:54]
I also believe associated with that that I didn't hear as part of the comment, even
[11:00]
the statement of fact.
[11:01]
I believe the statement of fact is essentially speaking the actual yaran project has ceased.
[11:08]
And it's a statement of fact.
[11:10]
I want to thank the citizens, the citizens of the English side on the day.
[11:15]
Everyone who participated in expressing themselves.
[11:18]
So no matter which way something goes,
[11:20]
to continue to state in the fact,
[11:22]
no matter which way a situation goes,
[11:24]
public and input, whether it be it.
[11:27]
Like that, or however, is paramount,
[11:30]
contrary to popular belief.
[11:33]
I'll speak for myself, but I know every council member,
[11:35]
they want to hear, they want to hear from the public,
[11:38]
doesn't mean the agree, but we want to hear,
[11:41]
thank you for the end of your session.
[11:43]
Or for Mayor Pitchcock.
[11:44]
Excuse me?
[11:50]
Excuse me?
[11:51]
Excuse me?
[11:52]
Excuse me?
[11:52]
Did anybody write it down?
[11:53]
Not his name.
[11:54]
What else do you think?
[11:55]
Oh, um, close to Ben, Ellen G.
[12:02]
Who's that the name?
[12:05]
What's your name?
[12:05]
I'm a new man, Ellen G.
[12:06]
That's what I wrote, Ellen G.
[12:09]
All right.
[12:11]
Another comment says about it.
[12:13]
Recorded to Avignon.
[12:21]
Hello, and good evening to the mayor and members of the City Council.
[12:28]
I'm submitting this memorandum of public records regarding the automated, less-and-plate reader systems,
[12:34]
specifically those operated by the flock system, a similar vendors, my concern is not with our local officers,
[12:42]
my concern is with the private company that owns the network.
[12:46]
Stores at that and controls the technology and future add-ons, and if I didn't say I don't record it, I'm going to record it.
[12:53]
relevant examples and developments around this past, our wonderful neighbor, the city council
[12:59]
voted to terminate its walk contract. Amazing, great job. The Pino County, OO, where we take
[13:06]
give me regard Arizona Sheriff Ross Teaple, announced he will not renew the county's walk contract
[13:13]
signing series for amendment concerns his oath to protect individual liberties in the job
[13:21]
Los Angeles, though, over recorded to the California Police Department, one of the largest
[13:27]
police departments in the country, allowed its law contract to expire in 2026, citing
[13:36]
serious concerns over liberties, privacy, data ownership, and sharing, Los Angeles.
[13:46]
Great job.
[13:46]
Number four, the Fourth Amendment Principle, of course have recognized that the people have
[13:52]
reasonable expectation of privacy in their long-term location, data, car-controverses
[13:59]
United States 2018.
[14:01]
So this is what all that continues, automated tracking of every vehicle, build, searchable
[14:09]
history of ordinary people's movement without a warrant.
[14:12]
The value journey of residents are simply trying to live their lives and be left alone.
[14:19]
I think that piece of art.
[14:20]
This is exactly what the Fourth Amendment and the Texas Constitution Article 1, Section 9,
[14:28]
are meant to protect.
[14:30]
Private company continuous tracking and ordinary system with camera is allowed to record in public,
[14:37]
Yeah, we can do it.
[14:39]
Yet, private companies are building permanent networks
[14:42]
that are continuously photographing, storing,
[14:45]
and making searchable movements of every free vehicle,
[15:00]
This is very different level of monitoring and raises serious questions about privacy, data control, and constitutional links.
[15:09]
My wonderful humble request, respectfully request that the city council, wonderful members of the citizens, terminate the contract, when privacy and constitutional concerns are the topic.
[15:22]
In body, floss, safety, or any, or others,
[15:27]
continue with automatic, legs, and plate readers.
[15:30]
And thank you very much.
[15:32]
Have a wonderful day.
[15:37]
Any other answers?
[15:38]
I do have two more.
[15:41]
Jayce?
[15:52]
I've done this in like 30 years.
[15:53]
I've done two more.
[15:55]
Don't forget your address.
[15:57]
You didn't have a tool that seemed easy to decide.
[15:59]
Don't decide.
[16:00]
You just don't know.
[16:03]
My name is Jason, and I'm reading this.
[16:07]
Mayor and Council Member before the week.
[16:10]
I thought this was important.
[16:11]
It's not important.
[16:14]
Mayor and Council Member before we talk about modern cameras.
[16:17]
I want to briefly go back to the founding of this country.
[16:19]
In 1760, the British crown would be something called rights of assistance.
[16:23]
These were general search boards.
[16:25]
They allowed government agents to enter any homes, businesses,
[16:27]
or ship and search anything.
[16:29]
without an endless specific person, things were crying.
[16:32]
They did not need a problem called cause.
[16:35]
They could search whoever they wanted,
[16:37]
whenever they wanted, and keep doing it definitely.
[16:39]
The columnist hated these, right?
[16:41]
In 1761, a word of name, James Otis stood up
[16:44]
in an awesome corporate minority that used
[16:45]
to your own warrants, five days of right to break people.
[16:48]
This argument became famous.
[16:50]
John Adams later said that this seed of the American Revolution
[16:53]
was planted in Mano name.
[16:54]
And the founders wrote the Constitution.
[16:56]
They remembered those year and all warrants.
[16:58]
That is exactly why the Fourth Amendment exists.
[17:02]
It was ready to stop the government from adapting open-ended suspicious lists, searches,
[17:08]
the people's persons, houses, papers, and effects.
[17:11]
The amendment required, in particular, and probably caused for a reason because the
[17:15]
founders had lived under a system that treated every citizen as a temporary.
[17:20]
Today, we are asking to ask to accept permanent networks of cameras that we photograph
[17:26]
every vehicle that has the scores, those records and make them
[17:29]
searchable for weeks without individual suspicion. This is a
[17:33]
monochrome of continuous cracking of the general public. The
[17:37]
technology is new, the principles is not. The fourth amendment we
[17:40]
write them precisely because the founders rejected the idea that
[17:43]
government or its agents should be able to monitor ordinary people
[17:47]
by default. Oh, that's awesome.
[17:51]
And they still have those in their cameras all over in length.
[18:00]
Okay?
[18:00]
That was fun.
[18:01]
You did it.
[18:02]
Thank you.
[18:06]
Good job.
[18:07]
Good job.
[18:09]
Sarah Cumbly.
[18:12]
Okay.
[18:12]
I don't need that.
[18:16]
Sarah Cumbly.
[18:17]
I'm not going to get you my address due to the visual docking,
[18:20]
I'm using this website for use, I'm here tonight because I want to one support a local business owner and two support of police officer.
[18:34]
There was an incident that took place outside of a polling station and when that incident took place, it was because our mayor called 911.
[18:44]
There is a question on whether or not where they were standing was city property.
[18:50]
There is legislation that prevents election hearing on city property.
[18:55]
I spoke with the railroads and they said that they never issued any letters in regards
[19:00]
to election hearing on their property.
[19:03]
So I'm not sure whether or not the property where Mr. Dilf and Mr. Demi were standing was city property
[19:10]
or railroad property, but it is my understanding that nobody had permission to be electionier
[19:15]
in there. And, as a citizen, if they chose to electioner on public property, I absolutely
[19:21]
have a problem with that. That's why there's legislation to prevent it.
[19:25]
I'm not mad. I don't have anything. It was gotten ill-filings. I'm concerned that we have
[19:31]
a police officer who is facing real precautions for a choice they obviously he made. But
[19:37]
We can't afford to lose police officers.
[19:40]
I don't know if you guys are catching on to the number,
[19:42]
dwindling down.
[19:44]
Our safety and security should be the forefront
[19:47]
of our brains.
[19:48]
And when we're doing things that are political,
[19:51]
we should not be weaponizing our local municipalities.
[19:55]
We have a freedom of speech, whether we like or dislike
[19:58]
that speech does not mean that you can stipend it.
[20:02]
Calling 911 was an attempted stipend in my opinion.
[20:06]
But I would like it if the council would
[20:07]
look at that property and find out whether or not that boarder had a valid argument in complaint
[20:15]
when he stopped that day.
[20:19]
Thank you.
[20:19]
Thank you.
[20:24]
Thank you.
[20:24]
There's a response.
[20:25]
All right.
[20:27]
I don't know.
[20:28]
I don't know.
[20:29]
I don't have six.
[20:30]
Step comments and reports.
[20:32]
A council comments and reports.
[20:34]
B announcements of community interest and are upcoming events.
[20:37]
C report on the fire hydrant locations and maintenance schedules for the city of
[20:42]
single side, Dave report on current and pending projects with the City of
[20:45]
Engel-Sod, E, and report on providing affordable swim classes at the Charles H.
[20:51]
Dirty Minus Support Pool.
[21:02]
We have a lot of comments or reports.
[21:05]
We did not receive any, I don't know, to be included in the fact of that.
[21:15]
Okay, on the screen, you can see several of the announcements of community interest coming up.
[21:26]
Of course, still in the planning and zoning commission meeting members are needed.
[21:31]
They're struggling too fast.
[21:35]
Of course, the bill of library has several things going on.
[21:39]
vendor's mark on August 5th, at the 70's and as you can see I'm real excited because
[21:49]
the homecoming mum class does homecoming coming up and I've seen some nice
[21:54]
mum to come out of that also just a dollar time
[22:03]
and 500's and condensate questions on that
[22:07]
I'm sorry, I'm sorry, I'm going to give everybody else a chance.
[22:12]
But then I
[22:15]
just really have a question I found out in this game.
[22:18]
And then I also have a good thank you.
[22:21]
Just lend up that.
[22:23]
I have one.
[22:24]
It says on the list here that there's one at the corner of Indian Trail in Fino.
[22:29]
It's been out of sight.
[22:30]
I'll tell her time.
[22:31]
The media interest.
[22:33]
I'm sorry, I'm sorry, I'm sorry to say.
[22:35]
I'm sorry, I'm sorry.
[22:36]
I'm sorry.
[22:39]
I'm sorry to say that.
[22:40]
I don't want to say anything.
[22:43]
I just want to take it to the media.
[22:46]
This is the make the everyone connected to the library.
[22:50]
I've said, I've been in that library, and I would welcome any computer to the media time to be in there.
[22:59]
It's, you go in and you see the youngest to the oldest.
[23:04]
If there was any entity, any benefit,
[23:08]
a entity I should say to the public,
[23:11]
it is that library, especially during the,
[23:14]
sees the hot people who went there to relax
[23:17]
and they're cool.
[23:19]
And I had it off to every program that they're doing.
[23:23]
You talk about something that impacts, especially our youth.
[23:27]
That is the research center because I'm going to talk to a couple of them.
[23:31]
That is, there are researches with a lot of them that don't have, you're ready to
[23:34]
seek kids, they don't have computers at home, they don't have high speed at home.
[23:40]
So please, through the manager, to the staff, good job, please keep it up, thank you, thank you.
[23:51]
I'm not just questions,
[23:55]
all right, I'm seeing you please.
[23:58]
You know, five minutes.
[23:59]
This is a report.
[24:00]
There's a request on a five hundred locations and making schedules.
[24:05]
As she said, as you tell by the cover sheet and discusses about how
[24:09]
maintenance is performed.
[24:12]
And that we do have a listing of the fire admins.
[24:15]
There were five years that the State Board of Insurance conducts the
[24:22]
And of course, we want to make sure that the plug tests come out the way they're supposed to.
[24:28]
We also try to maintain the blue reflectors next to 500.
[24:32]
So the one that our department scrolls down the street, they can see where the hydrant is located.
[24:37]
Now, is there any questions, please?
[24:40]
That's a bunch of questions.
[24:42]
Yes, can you find out why the farm hydrant at Pinoc and Indian Trail has been outside of this?
[24:49]
actually it has a bag over the top of it.
[24:53]
Who does debate in some ways?
[24:59]
The utility department.
[25:00]
Yeah, I'm good.
[25:02]
The utility department does it.
[25:05]
Because when you are working on the hydrogen,
[25:08]
working on the problem of water system.
[25:17]
Mr. Ben, can you be by us?
[25:20]
Oh, good. How have you been redone?
[25:22]
We used to, in this community that are here tonight,
[25:27]
we'll remember the days that on Tuesday nights.
[25:30]
Now, it's not just job of this council to dictate
[25:33]
to the fire department they're training,
[25:36]
however we certainly can make recommendations.
[25:39]
And I remember the days,
[25:41]
they had a meeting on Tuesday night meetings,
[25:45]
and one of the big hits with the kids,
[25:49]
and other people in the community,
[25:51]
Everything so often they would take a fire truck.
[25:54]
They would go out into humanity.
[25:59]
And the kids just came right up to them,
[26:02]
and stood out to the side,
[26:04]
and adults, because I watched them.
[26:06]
Because I'm vaccinated, but I've never been in the military.
[26:09]
We knew how to fight fires.
[26:11]
We tested things regularly.
[26:14]
They pulled that fire truck up.
[26:16]
The trainees, if they had new new training volunteers, they would roll those hoses out,
[26:24]
roll them down the street the way they're supposed to, and they would hook it up to that
[26:28]
hydrant.
[26:30]
And they would go out of that hydrant.
[26:33]
And that was one of the ways they tested the operation of that hydrant.
[26:40]
But for some reason, we got away from that.
[26:43]
And we talk about a way for public exposure to create people that may be some shelters,
[26:48]
18, 19, 20 year olds that would say, I want to be part of that.
[26:53]
I want to be part of, say, for my community.
[26:55]
And if it's midnight, my house is on fire.
[26:58]
I tell you what, I'll bet everyone in this room.
[27:00]
We want the absolute best train.
[27:03]
We want to make sure that they don't pull up to a hydrogen that's got a magnet over it.
[27:07]
Thank you.
[27:08]
I mean, that, to be quite honest with you, that shows pride, and you might have a lot of
[27:15]
people who are military leaders who are pride and professionalism.
[27:19]
Attention to detail.
[27:20]
That's what determines when visitors come into our community, and they see freshly painted.
[27:27]
And at one time, we had to talk about having a doctor-fire hydroprogram.
[27:33]
And she doesn't come out from the training under the washful eye of people, trained people.
[27:42]
Pick up a paintbrush, let's paint it.
[27:45]
Just give that look.
[27:46]
But that's attention to detail.
[27:48]
And that's how you bring pride and professionalism back to your community and my opinion.
[27:54]
But I can assure you, people look forward to Tuesdays, because I don't remember the crowds
[28:00]
So I got to run in that fire truck.
[28:02]
The kids love to see that fire truck come down the street
[28:04]
with a light on one.
[28:07]
So to the manager, again, this council can't dictate.
[28:12]
But this council member has given a suggestion to you.
[28:15]
I hope you will consider and follow through on it.
[28:19]
Thank you.
[28:19]
Thank you.
[28:20]
Put on the head one more thing on that.
[28:23]
How many employees did you have at the fire station?
[28:25]
We have a one-half of an employee.
[28:30]
What?
[28:31]
One more time.
[28:33]
Everyone else is volunteers.
[28:35]
So this is a free apology.
[28:37]
I'm just saying.
[28:38]
This is a great idea.
[28:40]
But we have to remember that people's time too.
[28:43]
These are all people more volunteering.
[28:45]
They're already doing a lot of that stuff.
[28:47]
So maybe some sort of incentive,
[28:49]
if that's something that, you know,
[28:50]
the council thinks would be great.
[28:52]
Some sort of incentive for the extra volunteer time.
[28:55]
It's a part, if I may, it's part of a training program.
[29:00]
They need to be trained when they go out to that fire hazard,
[29:03]
how to undo the hose and how to, I know what's back up.
[29:06]
It's training.
[29:08]
It's training.
[29:09]
It's not an incentive.
[29:10]
It's training to get people because there are set ways when you go out.
[29:15]
Yes, volunteers.
[29:16]
But when people volunteer, and I, good God, I have the ultimate respect for our volunteers.
[29:21]
Amen.
[29:21]
I wish we could get more. Unfortunately, attitudes and times are changing. It's hard to get
[29:27]
volunteers. Period. But they have, for the management, correct me. They have, they have
[29:33]
routine training programs at the fire station. Is it still on Tuesday night? They have the
[29:39]
meeting. I have four meetings of the training. One, two, see that out of the month. Yes.
[29:44]
It's something that's already there. But when that truck rolls up, it's a coordinator team
[30:00]
On the street, and it rolls itself out, and then they check out the tools how to hook it to you, couple to the fire.
[30:08]
That's just flat out train, and I don't think there's a single volunteer that would argue about getting out of the fire station on Tuesday night and come out to the public and demonstrate your skills. That's just the way I feel about it.
[30:20]
I think you would find that. Thank you.
[30:35]
at least a couple of years, probably more than that because you get used to seeing it, you
[30:41]
don't think about it when you drop by it. I think I asked a fart cheese one month but I can't
[30:48]
remember what it's in. We haven't on this to check it.
[30:51]
Thank you.
[30:52]
What's it an HGB bag?
[30:55]
It's a green bag.
[30:57]
I think.
[30:57]
I thought I would bring it out.
[30:58]
I think it's a green bag.
[31:00]
Why does thick coat get out of your throat?
[31:03]
Yeah, it's yellow.
[31:07]
So I think we've got to go to that 20.
[31:11]
Item D.
[31:17]
So if anybody had any questions on the projects that are listed there, this is just the
[31:21]
update.
[31:22]
They also covers wastewater treatment plant construction,
[31:26]
that has to be a drainage project,
[31:29]
where we are on the electrical upgrades,
[31:31]
and that's a lot of parks,
[31:33]
and the storage equipment storage building,
[31:38]
and all the other questions on A to D-Safe.
[31:41]
Projects going on that.
[31:45]
Council?
[31:47]
Oh, wait.
[31:50]
I'm good.
[31:54]
I'm good.
[31:54]
I'm good, I'm good.
[31:56]
Did you hear the Council on that date on the Pet B?
[31:59]
Even mine has always been, we brought about this new equipment and we stick it out in the outside.
[32:05]
We're going to be talking to, uh, we've talked about giving you authorization to get equipment.
[32:10]
We have ample storage from the elements.
[32:13]
The new equipment is stored in various locations out of the elements.
[32:19]
Okay, and I just really get you to start with that.
[32:21]
I'm under record tonight.
[32:23]
Thank you.
[32:26]
Thank you.
[32:30]
Okay,
[32:34]
we're going on to item E. Please.
[32:36]
There was a question.
[32:39]
Right is about the possibility of providing swing lessons.
[32:44]
We are still researching that.
[32:47]
We did discuss it with the grant.
[32:51]
Philips is 66.
[32:52]
That would be providing the program as you tell
[32:56]
that the impact rate cross on the swim program.
[33:00]
They had to spend as drivers and they are trained for, and it's around $3.20 for four days
[33:06]
that have to have six students, and we are researching at this time, there is funding available,
[33:15]
but the application can not be applied for until after the first of this year coming out.
[33:21]
So, it is, we are working on it. There are several areas that do have the swim lessons,
[33:27]
and different types of the swimming pools that are even open during the
[33:31]
year or so, but we are researching it, still.
[33:37]
Council of the questions, comments.
[33:40]
Thank you.
[33:41]
Thank you.
[33:43]
My concern to the manager.
[33:45]
If you're going anything to this council,
[33:49]
that I hope I can support it.
[33:52]
However, I did my homework on this.
[33:55]
The reasons many cities would be very careful
[33:58]
So how closely they get attached to it is called liability and if you bring anything to
[34:05]
this council,
[34:08]
I would hope through our attorneys, you would bring case law, case history,
[34:19]
and what I found looking at several cities that are actually looked at as a city sponsor, using
[34:27]
our facility for a group of professionals. It's one round. But when the city starts contracting,
[34:34]
I think the attorney of the three, that is a very careful area that we have to be very careful
[34:41]
because if you ever get into a lawsuit, God forbid if we had an incident. I would certainly
[34:50]
And they tell you that when the attorneys come out of the work for a civil, to the attorney
[34:56]
of the committee.
[34:58]
I mean, there are things you have to look up for.
[35:01]
There's a contract.
[35:03]
You want to make sure you're, since protected.
[35:07]
But it really depends on who the contractor is.
[35:10]
for certifications, what they do, primarily, what does your contract have, if you do contract
[35:18]
agree with the company, do you imagine, or not these classes?
[35:22]
I'm going to ask the manager, and based upon your partner so far, do you have a
[35:26]
vendable when you expect to come back to this council?
[35:30]
There's something concrete, not what it has to concrete.
[35:34]
We will be coming back to the council for the application of this file for the grant.
[35:43]
And then do you expect it to work with the file?
[35:46]
It has to be filed in January for funding in March.
[35:50]
Thank you.
[35:53]
Yeah.
[35:53]
We have been in discussions.
[36:01]
We know the programs they offered this time.
[36:05]
And so we had been with that, but then we know that we had one area of city that had been at receipt of rent.
[36:12]
And that was what was why it was brought for this council, is because there was a question about the grant that was provided by one area of cities.
[36:21]
The city being a site that provides the same services.
[36:26]
We are looking at because we do have a situation where it is being offered throughout this area.
[36:34]
And we need to make sure that we have interest in this area, more of our citizens, we'll go to our pool and receive this training.
[36:47]
That's actually not enough.
[36:53]
At this time, I'm going to go.
[36:55]
Okay, I have one comment about something else that's followed here because it happened.
[37:01]
It relates to the pool.
[37:03]
That's it.
[37:04]
That's it.
[37:04]
Let's get things to the pool.
[37:13]
This is a part of the report, but it's also a demand our law enforcement agency at Police Department and agencies that responded to an incident that happened on the weekend.
[37:27]
They were there, performed admirable.
[37:30]
We'll go over by our English-eye police department and agencies that also support them.
[37:36]
Thank you, Chief.
[37:42]
I also wanted to acknowledge we have quite a few Iranians past city officials here, so thank y'all for being here.
[37:54]
And there.
[37:58]
And there.
[37:58]
And there.
[37:59]
And there's more than zero of those.
[38:00]
That's right.
[38:01]
Thank you.
[38:03]
But, um.
[38:05]
Yeah, that's just so we're going to presentations.
[38:11]
You can get the idea, let's go.
[38:13]
That's a nice idea.
[38:14]
We're going to go to the next slide.
[38:16]
Propillation to commemorate our Lady of Assumption,
[38:19]
Celebration of the 250th anniversary of the United States of America
[38:23]
at the 70th Anniversary of the City of English Aud and recognized the dedication and commitment
[38:29]
to our community.
[38:37]
We knew very well, thanks for the sound, I'm doing this.
[38:43]
To commemorate our lady of the assumption and celebration of the 250th Anniversary of the
[38:48]
90th States of America, the 75th Anniversary of the City of English Aud, August 15, 26th.
[38:55]
Well, our native assumption is dedicated to this year's key state to commemorate and honor
[39:03]
to milestones, which is the University of the United States of America, and 75th anniversary
[39:10]
of the city of England.
[39:12]
Whereas, the celebration offers opportunity to gather in faith and gratitude, celebrating
[39:20]
the blessings that have shaped the parish, our city, and our country. And whereas, the
[39:27]
acknowledged the courage of our founders and the spirit of our community. We give thanks
[39:34]
to the people and the stories that brought us to the stage of existence and whereas,
[39:41]
Our lady dysfunction will sponsor a dinner to commemorate the celebration with good food and good comfort.
[39:51]
Whereas now, therefore, I will use the name of smear protein.
[39:55]
This is a legal side Texas due to recognize the August 5th, 2026 as a celebration of our lady dysfunction
[40:04]
to honor the 250th anniversary of the United States of America, and the 75th anniversary
[40:12]
of the city of England, outside. And recognize the exemplary education to the communities
[40:19]
that represent. We've witnessed where I arrived a few months, you set my hand, and I was
[40:23]
a seal, and I see an angle size to be a fix. This is the 11th day of August 26th.
[40:39]
Thank you.
[40:40]
Thank you.
[40:44]
Thank you.
[40:45]
Thank you.
[40:47]
Thank you.
[40:47]
I hope we need to speak.
[40:48]
Thank you.
[40:49]
Someone just need your ideas.
[40:52]
I want to say thank you very much for this.
[40:59]
They're talking to me.
[40:59]
And we look forward to seeing you all whoever can make it on the 15th of August for
[41:06]
in the city are maybe a piece of piece of tape and I just think it's nice to be able to celebrate
[41:11]
the end of the 250th anniversary of the United States and we've been that in virtually like a little side of you.
[41:17]
And it's very much a little advice to see if you need to come see me at my office.
[41:25]
Please, please, stop that from the mountains.
[41:28]
I seconded it.
[41:34]
Oh, I see
[41:40]
who my friends are.
[41:42]
I see who my friends are.
[41:43]
I can hear nothing about it.
[41:47]
See, I have to read and parcel that.
[41:48]
Do you want to do this in a different way?
[41:53]
It's sensitive to gender.
[41:56]
Discussion consideration and possible action on regular meeting minutes of July 28th,
[42:01]
2026.
[42:03]
Mayor for Tim, there were a couple of typos in the minutes
[42:07]
that we would like to change.
[42:12]
There are
[42:13]
June 14th, instead of July 14th on number 8.
[42:19]
And there's some extra of our veg in the closed session that needs to be removed off those minutes.
[42:27]
I think to take any action for anything, we've got to bring it off in the same set.
[42:34]
I can read it.
[42:37]
We have to pull it out again.
[42:39]
Yeah.
[42:39]
I have to go ahead and read it please.
[42:42]
Okay.
[42:42]
I think we're ready.
[42:44]
So we're ready.
[42:47]
Do you want me to read it again?
[42:52]
Okay, this discussion consideration and possible action on the regular meeting minutes of July 28th, 2026.
[43:00]
Council.
[43:01]
Can we pull up those changes per council to see that more?
[43:06]
Are they easily identifiable?
[43:09]
They should be well, we didn't mark them on this, but on item number 8,
[43:19]
The June 14th should say July 14th, right there in the...
[43:28]
Search in there.
[43:28]
Item 8.
[43:30]
To a place.
[43:32]
And then in the closed session,
[43:40]
the verbage should stay.
[43:42]
If I can get to it.
[43:47]
What needs to be removed is consultation with city attorney
[43:53]
regarding legal issues related to.
[43:57]
It's kind of rat in the middle.
[43:59]
You just have rules.
[43:59]
You're just type us.
[44:01]
I'm a motion.
[44:02]
Make motion, each set at accept the minutes,
[44:06]
as I've amended.
[44:07]
I'll second.
[44:08]
I'll be a motion about it.
[44:09]
I should deal with second.
[44:11]
This is your story.
[44:12]
Any further discussion?
[44:16]
Okay.
[44:17]
Okay.
[44:18]
Who's my thing?
[44:28]
She's always too advanced approach.
[44:33]
I'm going to press right buttons.
[44:37]
Close low please.
[44:40]
Motion carries.
[44:47]
Discussion consideration and possible action on approving a memorandum of
[45:00]
And the city of Iran's past regarding evaluation and potential development of a future potable water supply arrangement and authorizing the mayor to execute on behalf of the city of England.
[45:10]
side.
[45:17]
You should do that before you remember a memorandum of understanding the point of seeing the
[45:22]
side of the city of Iran's biggest past regarding the potential development of future
[45:27]
water supplies and Iran's past did, accurately on this at the last meeting, however.
[45:38]
Thank you.
[45:41]
That,
[45:45]
because of this, what has happened since they're adoption and that, a way, we are suggesting that this ought to be table to feature date, so that the city manager, since they now they have their new city manager, we can all set that and discuss the feature of our water supply, including the San Francisco water infrastructure.
[46:10]
Yeah, it's a few of them.
[46:13]
Yes.
[46:13]
And we'll go ahead with the council and the manager will back this up.
[46:18]
He and I have had some conversations.
[46:21]
Interesting conversations.
[46:23]
Speared with that times.
[46:27]
And I certainly agree with what he is in a certain support.
[46:33]
And I'll tell you why.
[46:34]
First of all, and he knows everything I'm going to say.
[46:38]
So this is not a gadget on it.
[46:40]
But I need to put it on the floor, typically what happens, the instigator of lack of a better phrase that presents
[46:47]
of the MOU is the one that has to accept the MOU that's going to be talked about by who we are asking
[46:56]
to have an MOU with.
[46:59]
In this particular case, this MOU never came to counsel, never came to counsel.
[47:05]
The manager, and that's why he was alluding to one of the issues.
[47:10]
And so therefore, we went to the Iranisist past city council on the third of August.
[47:19]
I played back that meeting.
[47:21]
It was even some things said that that meeting, that as the manager and I agree with,
[47:28]
is not truly factual.
[47:31]
As we said here at this moment,
[47:33]
we are not in negotiation with seven cities. We table that and we table it and I say that because
[47:44]
2020 hindsight, it's just that we've got elevated, just got accelerated and so and then in the middle
[47:51]
of all this we had a presentation at the last meeting and I consider one of the best presentations
[47:58]
by Mr. Price, who is who at my request is in our attendance tonight. I'm going to ask Mr. Price
[48:07]
if he would come to the podium, please. And the manager knows everything else. First of all,
[48:14]
I want to thank you. You are truly a shining light and a breath of fresh air. What is your title?
[48:23]
I'm the general manager of the San Francisco Municipal Water District.
[48:27]
I'm not going down the memory lane, but do you realize, in two meetings, you've been here,
[48:35]
more than I think in my entire tenure as a city council member, a representation in this body
[48:42]
before, that alone ladies and gentlemen, that alone, shows us his commitment, as he said
[48:50]
last time to work with the transparent and promote that when it comes to water, it's not
[48:58]
like streets in infrastructure, it's like you and I talked about, because every city has their own
[49:03]
needs, with regards to streets and infrastructure. That's dependent on that city. But when it comes
[49:09]
to water, we all have the common same interest, I think you would agree with that. Yes sir. Absolutely.
[49:17]
And I think the manager agrees with that.
[49:20]
And so, I would like to see England side be the mayor's
[49:32]
of us through remote teamwork in New York customers
[49:35]
because we're all into the water.
[49:37]
There is no way on this planet that I want to lay to another 20 years.
[49:42]
But thanks to the good, is the father still here?
[49:45]
Okay, he must have been a traitor for the region, because
[49:50]
our water, depending upon who you believe, but the fact is it is
[49:54]
moving to the right of a little bit.
[49:58]
That doesn't mean we wait like our friends across the bay.
[50:03]
But when it's still, it's given us an opportunity to use,
[50:07]
to listen to this gentleman right here to give him an opportunity
[50:11]
because I know for a fact, and I want to thank the city manager
[50:15]
for meeting with you. And it's my understanding for the manager. You walked away with a good feeling.
[50:21]
Is that correct? Yes, sir. And I'm getting all this on the floor tonight. And one of the things the manager told me he was so impressed with something he didn't know.
[50:31]
And I didn't know. And I've had that you know the council members knows. And that was it about water sources. You told me you were impressed with it.
[50:40]
didn't know that he was well I know that because they are looking for other sources but I
[50:48]
will say also that I did have the opportunity to speak with his previous employers about this
[50:53]
gentleman and it was high up accolades he knows he's been and not per se art he's
[51:00]
actually is but he knows the municipal world and that is so what I'm going to propose to
[51:06]
Since I have been recognized, I've talked to the manager about this, is that we pump the breaks just a little bit.
[51:14]
Let this potential transparency, you've already committed to us.
[51:19]
I don't know what you've done with the other cities, other customers.
[51:22]
But you've committed to us, it's your last presentation that you would be transparent,
[51:27]
and you would reach out to us, that we can work as a collaborative team for the managers.
[51:32]
That sounds like a good pass.
[51:34]
So what I'm going to propose in the manager and I spoke about this is that we don't let it go.
[51:42]
But we continue to try to work with that 60 year relationship that we've had.
[51:48]
And it's actually we do not buy our water from corporate electricity taxes.
[51:52]
I asked the manager to the last time.
[51:54]
We write the check to you guys.
[51:55]
Is that correct?
[51:57]
That's correct.
[51:57]
And the charge that the Sanctuary Municipal Water District has in the year leadership now is that the charge they have is not to make a profit but to provide a service.
[52:13]
The manager and I talked about that desire to correct statement is and so when I'm proposing is that tonight
[52:20]
that
[52:22]
And again to a Ranzis past I appreciate I
[52:26]
Think the mayor and I've said let's see move. I know who want to be in
[52:30]
And I want to propose that we tap the breaks, we don't kill this, but six months from tonight, at the first meeting, that we have our city manager come back to us with his proposals, his report on the transparency, and even fact, it's the right way to go to let you be our facilitators.
[52:57]
I'm not so going to be anything, and that would be a motion that if the mayor
[53:03]
pro-Chim will allow me to go ahead and make, because by the way, it's proper
[53:06]
procedure to make a motion and then hold discussion.
[53:10]
That's proper procedure.
[53:14]
I'm going to ask the manager, is there anything that's been, is there anything that
[53:20]
I've said that you and I did discuss that you would like to, and I'm going to stress the
[53:24]
I'm not trying to guide everything, I'm just trying to bring a team back together on this side of the bridge.
[53:31]
What's really the best for all of us?
[53:33]
Would you like to add anything to another?
[53:35]
Would you support everything that I've said?
[53:37]
Yes, sir.
[53:38]
With that, I'm going to go ahead since I have been recognized.
[53:40]
I'm going to offer a motion.
[53:43]
I hope I give a second.
[53:44]
And then we can have discussion.
[53:45]
The motion would be that we'd tail, tail.
[53:50]
Yes, until the first meeting after six months from tonight, every time the manager will come back and give his assessment and his Republic, I ask for a second.
[54:01]
I will take a new deal.
[54:04]
Thank you.
[54:04]
The motion on this to deal on the second line.
[54:07]
Mr. Franco.
[54:08]
Any further discussion on this?
[54:11]
I'd like to see something.
[54:12]
You know, go ahead.
[54:13]
Are we done?
[54:13]
Okay.
[54:15]
I didn't know.
[54:16]
It's my turn.
[54:16]
Yeah.
[54:17]
I don't agree.
[54:18]
I don't want to agree that we wait six months, I feel like we were in a position that we were willing to shoot from the hit.
[54:29]
And I don't see any harm or felt, nothing to 60 year relationship.
[54:35]
I'm not saying that we're looking to go elsewhere, but you have to pay attention to everything.
[54:43]
you have to see all of the options. I think that making a valid decision of anything without
[54:53]
options is not right. So I think that obviously we're in a more in a good position to be able to
[55:04]
take some time to look at these things, but I don't agree that we table it for six months.
[55:13]
I think that continuing to use our internal resources, looking for other options, because
[55:21]
at the end of the day, I don't believe that seven seasons was the option, was the route.
[55:27]
But their timeline to be able to produce anything was well over two years.
[55:35]
So we table this for six months.
[55:38]
Okay, we got pushed what? Two years, technically two years is around the term that they're saying
[55:43]
water should be good for. Correct? Yeah, that's up today, September 2022, but I think what you'll
[55:50]
is when I reported that that was before in fours
[55:54]
in the late course, Christine.
[55:56]
Now, I think that I've heard a range of things,
[55:59]
but I think it's going to,
[56:01]
you can expect another year is pretty safe
[56:06]
conservative on in addition to that.
[56:09]
So we took a year of trying to figure out
[56:13]
what it is that we're going to do.
[56:15]
And then it's two plus years to be able to actually do something.
[56:18]
I don't think that's sitting on our ends for six months this night.
[56:21]
No, it's a situation.
[56:22]
If I can verify something, the MOU is just for between the Eagle side and the rest of the past.
[56:29]
It doesn't regret the city.
[56:30]
That's all.
[56:31]
I'll turn your wash clothes.
[56:34]
Okay.
[56:35]
Is that not what he?
[56:37]
So he tabled for six months for us to wait to hear from the city manager regarding what the water district was going to offer.
[56:46]
No, that's not my motion.
[56:49]
Well, I understand that you wanted to postpone this for six BMOU for six months, but the city, I mean,
[56:55]
the staff is still a small alternative.
[56:58]
It doesn't stop that.
[57:00]
And the other thing is, if I may respond, and I applaud, and I understand that I respect your opinion.
[57:07]
But all this does, and I want us to all re-empt me and prove that one of the things we would
[57:11]
guilty of and the manager that I talked about is we got so frustrated about the lack of transparency,
[57:17]
to see and the lack of even the very body that's opposed to the behavior that body was set
[57:25]
basically for lack of a better phrase under their charter to provide the service. That's actually
[57:30]
a very charged reading. And we got so frustrated because we could never get transparency to
[57:38]
be given the communication. I don't want to mention names. We all know who we're talking about.
[57:42]
But the manager that's reported to this council, that there's something there's a possibility of far, far better communication.
[57:56]
And as far as experts, they are the experts, that's what they do.
[58:02]
It's what are the related issues, they have the abilities, and he's given us a commitment to work with our manager.
[58:10]
I'm not saying I do a way with it.
[58:12]
Our staff can continue, and I agree on seven seats.
[58:15]
That's why we're not negotiating with them right now.
[58:20]
That's been tables.
[58:22]
But all I'm saying is, and the other thing is that we'll give the council the opportunity
[58:28]
to truly talk about the language of the era.
[58:31]
I've got a problem with something in there that's not in there, and that would be
[58:40]
one phrase in there, subject to the ultimate of the final approval of the Hindu-Sat city council.
[58:46]
That's got to be in there.
[58:47]
I'm not going to play purpose, Christy.
[58:49]
We're going to be able to exclusive control to the city manager over there.
[58:56]
And that's not a slam.
[58:58]
And that's all it's doing, it's just pumping the parts.
[59:00]
It's not.
[59:01]
It's continuing down the path.
[59:04]
It's continuing.
[59:05]
except the manager will be continued and dialogue with this gentleman.
[59:10]
And if he comes back in here, we're still progressive.
[59:13]
We'll write up an M.O.U.
[59:17]
And remember, we did not approve an M.O.U.
[59:20]
before it went to a Rances Pass City Council.
[59:23]
I talked to the mayor about it.
[59:25]
And that's the procedure.
[59:27]
It didn't happen this time.
[59:28]
And that's not a fault.
[59:30]
There's 20, 20 on-site.
[59:31]
We all are caught up in the meeting.
[59:32]
And it be honest with you, we've got a second time of the shenanigans of a particular political body across the bridge.
[59:41]
But you know what? We got a new sheriff in town. I'll put it in Texas for them.
[1:00:00]
So I just want to give you the chance. That's all I'm asking. And I'm asking, let's get behind our manager. Let's get behind our manager. It's what he's saying too.
[1:00:12]
So let's give him the chance to show us what you can do as well. Because he'd be forced to directly do us. That's all I'm asking. Thank you.
[1:00:22]
I want us to have questions for him while he's up there and all.
[1:00:27]
Just curious.
[1:00:29]
So I was told that this is not the conversation we're having, but if we're just talking
[1:00:33]
about the end of the meeting,
[1:00:37]
then again, no, that's a why we see progress to this.
[1:00:40]
Because I wanted him to come here and once again, we reiterate his commitment for a
[1:00:47]
for transparency and willingness to work with councils and work with the very people that
[1:00:54]
don't remain a design to bother and give them a virtue to do what they do is to provide
[1:01:01]
a source. And he's already said, the manager didn't know it. I didn't know it. They're actually
[1:01:09]
looking for the same thing we're doing, looking for other sources. So let's pull out this
[1:01:15]
It's cool what's funny, it was funny.
[1:01:22]
Thank you.
[1:01:26]
The topic.
[1:01:27]
One question that came to mind for me and Nate's is,
[1:01:30]
May we have our answer to pass representation here.
[1:01:34]
Is there anything, is there any reason,
[1:01:39]
table in this,
[1:01:42]
affects you all in any way?
[1:01:50]
I think I got all this.
[1:01:52]
This is a broken record.
[1:01:53]
This situation we're in right now happened in 1983.
[1:01:58]
And I know that because my dad was smart to time, he likes to tell the story that the
[1:02:04]
legs dried up, that we're this post-wraction water, and Hayden Hidd was a charge in
[1:02:09]
noise to trigger authority.
[1:02:10]
So, while the war boys girls scaring, we played it right, filled with the reservoirs,
[1:02:16]
and the rancids was put in about two weeks of building a decent plant.
[1:02:20]
And what happened?
[1:02:21]
They said, well let's wait, we'll do it later.
[1:02:25]
The geniuses on that side of the bridge have been doing a little kick in the can down the road.
[1:02:31]
And as mayor of our past and I've got pretty good rock-side council members, we're looking
[1:02:36]
out for the best interest around this and we're going to grab the can of some kick in it.
[1:02:40]
So that's what our stance is right now.
[1:02:43]
Thank you.
[1:02:44]
How'd you like to ask him a question?
[1:02:46]
You heard what I said.
[1:02:47]
Do you see any fault with the region?
[1:02:49]
Excuse me.
[1:02:50]
You see any fault with the reason what I'm trying to do?
[1:02:53]
Well, the only fault I have is nothing against Sam Pat Water District, but nobody knows what the geniuses are going to do with the water rates.
[1:03:03]
Because of the debt they're in, there's an election coming up in November and it's getting pretty scary what's going on with who actually has done over the water supply, especially in this county.
[1:03:15]
we're all worried about Sam Peck County because both are down there. You would agree
[1:03:19]
if I made the statement that there's a reason I picked six months, it gets his past
[1:03:25]
out of the lecture so we have a better idea on that side of the bridge who would deal with.
[1:03:31]
Honestly, but I'll be honest with you, you've been asked me, I've waitins what got us here.
[1:03:37]
I'm sorry. Waiting is what got us here. Waiting is what's got us all this. I've certainly
[1:03:42]
disagree with you. I can't expect that. If we, if we can't give that gentleman a six
[1:03:49]
month and that gentleman who's already said, he is supportive of it. And I'm going to
[1:03:56]
sit in the block out of that gentleman right there because he has said, after meeting with
[1:04:01]
that gentleman, it is worth it. We're not going away with it. And I keep going back the M.O.
[1:04:07]
new procedure should never go on to Rances Pass City Council. I can't undo that. Oh, I get
[1:04:14]
that that's all y'all's in. I don't know. Exactly right. It's on this body. I, the student
[1:04:20]
of all, I applaud you personally as I told you outside. I, I think you all want to work as
[1:04:26]
a team then. Of course. And, and that's all I'm trying to do is to give a chance to see which
[1:04:32]
the best way for the team and I keep going back that gentleman right there so he supports
[1:04:37]
exact correct.
[1:04:39]
Yes, we're going to ask the board about the postponing of the MOE that does not mean that with Mr.
[1:04:52]
When we come in, right?
[1:04:53]
Right.
[1:04:54]
Right.
[1:04:55]
Right.
[1:04:56]
Right.
[1:04:59]
Right.
[1:05:00]
And also Vanessa over in Rockford, those are the three main cities that have been pursuing
[1:05:05]
this.
[1:05:06]
And, like, Emma, Bob, Bob, Portland has also been looking at alternatives.
[1:05:11]
But that does not mean the discussion will not stop.
[1:05:15]
Exactly.
[1:05:18]
And it's not that we're not kicking the can down the road.
[1:05:22]
We're still going to start discussing.
[1:05:24]
But I'm looking forward to working with a new city manager.
[1:05:28]
I'll make sure you get you the number later.
[1:05:32]
Please say that.
[1:05:35]
And in fact I was going to reach out to see if you want to go to Rockwell with me next week.
[1:05:40]
That's good.
[1:05:40]
Because we do have a meeting.
[1:05:42]
I do have a meeting coming up with a C major in Rockwell.
[1:05:45]
I mean, great time for us, I'll set that up.
[1:05:48]
And that doesn't mean we can't come back with interim reports to the council, because we can't keep kicking the can down the road.
[1:05:55]
But we also need to see what.
[1:05:57]
We'll set that water district as to offer if there is anything.
[1:06:01]
That's an alternative water source that will be here and we have better control over the rights.
[1:06:08]
Thank you.
[1:06:09]
The source.
[1:06:10]
Thank you.
[1:06:11]
And we don't have seven things.
[1:06:14]
Well, I don't know if we did tour the plant.
[1:06:19]
Yeah, they came, they came to our council and gave a presentation.
[1:06:24]
Yeah, we're not going to step on any tellers because y'all are kind of taking the lead on this one.
[1:06:30]
So, that's part.
[1:06:31]
It's all the top we've done too.
[1:06:34]
Just want to bring that, there's a motion.
[1:06:37]
There's a second.
[1:06:37]
Okay.
[1:06:39]
Let's still on this guy.
[1:06:40]
I say yes, so that you can solve this guy's situation.
[1:06:42]
Should I, can I speak?
[1:06:43]
I'm pretty sure.
[1:06:43]
I'm pretty sure.
[1:06:44]
I'm pretty sure.
[1:06:45]
Pooleo went to the 70s and so it was Jesse.
[1:06:48]
It was a very endless Linda.
[1:06:50]
It was very informative.
[1:06:52]
They gave an excellent presentation.
[1:06:54]
I don't think I've heard one yet.
[1:06:57]
I have an extra Jesse or seen his presentation.
[1:07:01]
But I'm just speaking from my personal.
[1:07:05]
Just my personal feelings about the situation, and I understand and I respect you or wanting
[1:07:12]
to wait for six months, but that doesn't mean that Iran's is going to wait.
[1:07:19]
I respect your decision, but we need to do what's best for our citizens and our community.
[1:07:26]
And if that means moving forward, without English side means moving forward, without English side.
[1:07:30]
I agree with what you just said. Yes, thank you. Could you go off the house?
[1:07:33]
I'm sorry? Could you go off the house?
[1:07:36]
Out the house? Oh, oh, what the house is that we did out?
[1:07:41]
I was in Alice. Yes, they're council, their council gave us a very good background.
[1:07:48]
They're one of the only cities that has not had any water restrictions.
[1:07:52]
At all, this entire time. They filled up their pools. They're great. They're grass's green.
[1:07:57]
all of their citizens, they've had new development coming into the city, they've had no
[1:08:01]
setbacks at all and their councilwoman that was there. I mean they have an extensive history
[1:08:09]
and everything that they did. They had the foresight in doing this years ago where we were still
[1:08:16]
you know talking about it or thinking about it and I me personally I feel like this is a setback
[1:08:23]
And I really still look forward to working with English side, maybe on other projects, but on this, my personal feeling is just that we're just going to move forward on our own, but of course I'm just a person.
[1:08:36]
I could be by myself on this and not know how everybody else feels, but that's just my personal feeling.
[1:08:46]
I guess I have one question of price.
[1:08:49]
Yep, you know mine.
[1:08:50]
I guess if I'm getting this right,
[1:08:52]
you have a plan to become more dependent
[1:08:56]
in the current sources of water
[1:08:59]
as far as the sandbat water district is concerned.
[1:09:03]
Yeah, so a couple things.
[1:09:05]
One, as of today,
[1:09:07]
and there's not a project outside of what
[1:09:10]
what we've worked on with Corpus, that is in the pipe works specifically just for
[1:09:18]
sandpap to bring on additional water. Today, you know, this I met with I met outside
[1:09:26]
of with Corpus I met with IDE and the hard violin project to understand that.
[1:09:34]
I'm coming from a place where I don't have the, I don't have all the scar tissue yet
[1:09:39]
yet from the area and and I think the approach that I'm taking in a whole to get the opportunities
[1:09:46]
speak with all of our all of our municipal cities and partners in this and present on on the
[1:09:54]
district and create that that communication because I do think that's what's been some of what's been
[1:10:03]
missing here, but there's a couple of projects that are going to add resource today to
[1:10:11]
our water supply that corpus is championing. The evangelum project, if it gets permanent
[1:10:20]
and improve, it adds water to the capacity of the regional system. We take, as a district,
[1:10:30]
we take 40 million gallons per day on average from a combination of the reservoir and or the
[1:10:40]
the noises river, the mayor road's pipeline and treated water line through our contract.
[1:10:47]
And that only makes up half of the available supply that we have.
[1:10:51]
Now granted, I came into this when we were right up against a level one water emergency.
[1:10:56]
that was everyone in understandably everybody's trying to figure out where the supplies coming from
[1:11:05]
how we get through this. I believe that it wasn't a place for me to, and still not a place
[1:11:15]
for me to say that the city shouldn't evaluate other every option that's on the table. I think
[1:11:26]
at a city in my past job, and I had that responsibility as well, even though there were
[1:11:34]
contractual commitments to others. I think it's important that everyone's tasked with that.
[1:11:43]
I want to create an opportunity to work with y'all and y'all to know what, what we're actually,
[1:11:49]
what we're actually doing. I will say that one of our, one of the things that I think I mentioned
[1:11:55]
this a little bit in the presentation is water affordability and how that what that looks
[1:12:01]
like across the entire district and the socio-economics that make up the water district.
[1:12:09]
It's not all the same, not all of our customers have the same base to be able to spread
[1:12:17]
cost over. So it's really important for us to manage what that is. I understand also the
[1:12:23]
hesitation that we have from Corpus bringing on a lot of projects and what is that?
[1:12:28]
What does that call to look like?
[1:12:30]
Oh, I can really commit to y'all on in there, regardless that we're absolutely watching
[1:12:36]
that.
[1:12:37]
We hire great consultants to look at their calls to service that they put on all water because
[1:12:44]
that's how we balance that.
[1:12:47]
is there's things that desalignization has not been proven
[1:12:53]
that it can be a cost of service on a raw law.
[1:12:58]
So there's all kinds of things that we have to watch for,
[1:13:03]
but that's in an effort to stabilize rates
[1:13:06]
for our customers.
[1:13:11]
We all do have a big asset in the district.
[1:13:13]
that there is a plant in large pipelines, we're continuing to invest in those.
[1:13:21]
We've got projects that add capacity.
[1:13:25]
We're not going to let those become stranded for our communities.
[1:13:32]
We want to make sure that we're still committed to adding the capacity in those.
[1:13:37]
And just by doing some of that, we're going to add in our water project, we're going to
[1:13:44]
add three to five in GV of capacity, just by changing the hydraulics in the system on the
[1:13:51]
noises pipeline. But again, the noises has to have water, the river has to have water,
[1:14:03]
the
[1:14:03]
of the project coming into the mayor's pipeline, adds water to that system.
[1:14:10]
So we're making sure that we have to be available to meet all of y'all's needs.
[1:14:16]
That's my goal.
[1:14:18]
My goal is to be more transparent, more communicative, get partnerships going.
[1:14:26]
I'd like to offer the ability to create advisory type of groups,
[1:14:34]
again, municipalities, and opportunity to come in and meet with our staff and go through the things that we have going regularly.
[1:14:46]
I hope I answered your question.
[1:14:48]
I think so.
[1:14:49]
I'm a sister deal, as far as I don't want to break up,
[1:14:52]
that's the commitment that we've earned.
[1:14:54]
The relationship for many years,
[1:14:56]
but I cannot disagree with the ranks of past presentation of witnesses.
[1:15:00]
I'd like to polish up the memo, you continue looking at our source and you come back and say, hey, we are 80% independent from what corpus is drawn out. If we don't drown, we've got you back to the time. Then we can always shift things. But I think we need to give you your time to do and let the sample out of our district help us out and be our permanent source for another six years. But I think we need to also partner with that.
[1:15:31]
and keep working that way and whichever, certainly we have to pull first.
[1:15:37]
I don't think we should walk away from our answers.
[1:15:38]
I think there's some more you should be polished.
[1:15:41]
And put into place and maybe not at six months.
[1:15:43]
Maybe sooner.
[1:15:43]
We just have agreement that if we do something with water, we're doing it together.
[1:15:48]
And if Sam Pat comes up and says, hey, we got a new source.
[1:15:51]
We're not so dependent on what the outside of the bridge is doing.
[1:15:55]
Hey, guys, we don't need to do that.
[1:15:56]
We can stay here and we can work with our answers.
[1:15:58]
and everybody gets a good feeling.
[1:16:00]
So I think we don't want to squash a six-year relationship,
[1:16:04]
but I fully agree with the ranks
[1:16:05]
as we got to keep moving forward on our own agenda
[1:16:09]
and when push comes a show, which one's going to...
[1:16:11]
And nothing in my motion, nothing in my motion
[1:16:14]
gives you the answer to what you've just said.
[1:16:17]
Because the city's will snook talk,
[1:16:19]
they would have to talk to give us a true and to look
[1:16:23]
at the wording and the phraseology of the MOU,
[1:16:26]
They have the thing about six months that month and the manager that I talked about this.
[1:16:32]
I'm trying to get us past the first year because in November and in December we only have one
[1:16:39]
me and there's two months.
[1:16:43]
I also want to get this election thing done in November, which I got my own personal feelings
[1:16:51]
and all that stuff, but I think sometimes me included, we get blinded guys, but it has
[1:16:59]
bad.
[1:17:01]
I didn't like the previous group because I don't think they were performing as the
[1:17:09]
establishment of this water, as their charge is to do, but that when the manager
[1:17:15]
He rips me and tells me, all the times, he walked away from the meeting of a good field.
[1:17:24]
That's the man we pay to give us guidance.
[1:17:30]
That's the man we pay to give us guidance.
[1:17:34]
And the last thing I'm going to say is that we have changed the policy on how we go forth
[1:17:40]
within our years.
[1:17:42]
I keep coming back.
[1:17:42]
The envelope you should never have gone to the Iran's past city council because it was never
[1:17:48]
the language was never approved by this council and God help us if we now had just thrown
[1:17:55]
that procedure out the window
[1:17:59]
for the manager to you find any fault because of you and I talk.
[1:18:04]
Are you willing to think this is a half knowing you all could still work together and come up
[1:18:12]
some of it.
[1:18:13]
I believe that with the involvement with the staff of Ransus Taisley building continues
[1:18:19]
to move forward.
[1:18:23]
So, if I may ask, do we need six months to polish up the 10 of you out of the other
[1:18:27]
Ransus Taisley?
[1:18:31]
Plan B working out of the building all over the world, and I'll sand past that planning.
[1:18:36]
Do we need six months to polish this up and then present a table to a Ransus?
[1:18:41]
No, sir.
[1:18:42]
So then if we can remove the six-month table of 90 days taking care of our MOU, 90 days.
[1:18:49]
And we will continue to work with the ranks that pass to secure our look at every water source of the MOU.
[1:18:56]
And I'm a little bit more motion tonight.
[1:18:59]
I'm going to go ahead and use this opportunity to mend our motion from six-month to 90 days.
[1:19:03]
And the manager will come back and give us his our inquiry.
[1:19:08]
disease.
[1:19:09]
You may just have to clean up the language and have the freedom to just body before it goes
[1:19:15]
to the city, because I want that part cleaned away.
[1:19:18]
I would like to see 90 days, you can be resented and re-wired and it has been edited.
[1:19:24]
Let me just say.
[1:19:25]
I mean, you're saying the birthplace.
[1:19:26]
I mean, you're just circuitin the moment.
[1:19:29]
It's a second.
[1:19:30]
Yeah, I get it.
[1:19:30]
If you find 90 days, you say?
[1:19:32]
When we both omnis.
[1:19:33]
Yeah.
[1:19:33]
Not when we first see it.
[1:19:36]
I think it's the second.
[1:19:37]
90 days. 90 days, we both on every first to get to see changes.
[1:19:41]
Well, why not? Because it has to be voted on the 4th of year to advance this fast.
[1:19:44]
It's a 90 days to the right amount of year to agree with that.
[1:19:46]
She can do this. I can, I can set that for you.
[1:19:50]
Okay. We have an amended motion for the discussion.
[1:19:53]
Yeah, it's a subject.
[1:19:55]
Definitely. I'll make it short.
[1:19:57]
I'm out of breath.
[1:19:58]
I have a record to be on.
[1:20:01]
On this topic of water, it's something that has, it's tickle my tongue.
[1:20:07]
I've always said this, water, food and shelter, and what I mean by that is we have a short
[1:20:13]
of water.
[1:20:14]
Yeah, regardless of what we've been talking about, but it's grossly America, okay, short
[1:20:21]
of water.
[1:20:21]
Food, we have short, you know what I mean?
[1:20:23]
No, that's not food.
[1:20:25]
That's how you process, it's not real.
[1:20:27]
So we have short of food, cattle, goats, sheep, and they shelter.
[1:20:32]
Oh, free shelter, and then talk about homes.
[1:20:34]
Short of homes.
[1:20:35]
So anyway, I digress the one saying, Alice Texas,
[1:20:38]
one of the Alice Cuyolts, right?
[1:20:40]
Playing on Friday, night here, varsity.
[1:20:43]
They have to all water well.
[1:20:45]
There's no complaints from the citizens, Alice Cuyolts.
[1:20:49]
Well, how are we going to make the water portable?
[1:20:52]
They're doing it.
[1:20:54]
Case in point.
[1:20:55]
Mathis Texas, the wonderful man and Mathis,
[1:20:58]
reached out to San Francisco,
[1:20:59]
a water conservation district.
[1:21:01]
I need permits for water bills.
[1:21:02]
I need water for the citizens.
[1:21:05]
He received the permits, two wells, I will not energize them both at the same time.
[1:21:10]
I'll have a backup plan.
[1:21:12]
The Mathis mayor proactive thinking outside of the box, fully leaning approach.
[1:21:20]
Mathis leaders, right there?
[1:21:22]
The key was meeting water, Mathis, English sub.
[1:21:28]
So I digress.
[1:21:29]
Well, the D-SAL and San Antonio has D-SAL.
[1:21:34]
I didn't come prepared, this is me speaking from the head,
[1:21:37]
but they have like twin-lokes D-SAL in San Antonio.
[1:21:40]
Very effective. D-SAL.
[1:21:44]
They use MDographers as the wonderful gentleman
[1:21:47]
referred to as the source.
[1:21:49]
So water is an asset.
[1:21:51]
Is it asset?
[1:21:53]
And what I mean by that is they're trading it in the stock market.
[1:21:58]
It's way beyond us just what we're part of, I have water at home.
[1:22:02]
No, it's not like that, it's that droughts have been gone on for centuries, not a generation,
[1:22:08]
centuries.
[1:22:10]
And this is the year 2026, and we need to think of it at the box and have multiple avenues
[1:22:16]
diversify our portfolio.
[1:22:30]
That many work on the pipes. Do you have two highways? So, while you're fixing the pipes, I'm not a welder, that we can diversify the water to this side or turn over, no, it's one pack. Okay, so what happens if a truck runs at all, will we lose that pack? Well, a map just goes empty, get none of them will happen again, regardless of other hundred years. But just in case it happens again, the operator drops and it regenerates an inch for every ten years or something. It keeps dropping.
[1:23:00]
So we need to say, we need a plan to work with wonderful Iran's past, a nice cohesive, fabric, no scene and say, we're going to have a mitigate,
[1:23:13]
Dinks on a side list, let's work together and agree on the plan. Whatever that pain may be,
[1:23:19]
or whatever, a constant conversation plan to carry the humidity, whatever, but I believe that
[1:23:27]
we should work with our ancestors past and getting water sources another day.
[1:23:31]
Thank you.
[1:23:32]
Thank you.
[1:23:33]
Thank you.
[1:23:34]
Thank you.
[1:23:34]
Okay,
[1:23:37]
guys.
[1:23:39]
So I got to hear the same presentation that you guys just heard.
[1:23:42]
What I took from that is there is a long standing relationship with somebody that is
[1:23:47]
not delivery.
[1:23:47]
I don't know, you guys have looked at your water bill, but I've looked at mine and it's not pretty at all.
[1:23:54]
I'm one of this kid right here, left a hose on overnight because you got it was our well one.
[1:24:01]
$450 for 24 hours of the well.
[1:24:04]
Let me know how to water pump it.
[1:24:06]
There's nothing price-wise that we're going to hear, but it's going to mitigate that.
[1:24:11]
And I'm near in Iran's past, I don't know if you guys are.
[1:24:13]
here and it loud and clear, you're on your own. We're going to move forward. That's big for
[1:24:21]
us. We're right next door. They will become the new 16 year knowledge just so you know,
[1:24:27]
we'll be paying men. That's what's going to ultimately end up happening. So I would say that
[1:24:32]
Victor makes a phenomenal point to vote on it. Have all of your ducks in a row within 90 days,
[1:24:39]
three months because any time that you waste, Jesse, Gallowice, we point it out, time is
[1:24:47]
of the essence. So I'm hearing two council members that I was
[1:24:50]
leader of by the way, being my voice. This is important and I appreciate that you're a questioning
[1:24:58]
six months as ridiculous, three months as ridiculous. But you guys are going to do what you're
[1:25:03]
going to do. I think that it can be done in a much quicker time frame and I don't want
[1:25:07]
and a water bill, oh, Chase is night over here.
[1:25:12]
I don't know, well enough, he'll be like, she's doubting.
[1:25:14]
So, just really think about that.
[1:25:17]
All I'm taking is this is a long standing relationship
[1:25:19]
that is failing.
[1:25:21]
The force is, I don't know what I'm gonna call it,
[1:25:23]
like, come on.
[1:25:24]
Separate from this.
[1:25:26]
Thank you.
[1:25:27]
Thank you, thank you.
[1:25:29]
One, all of the questions for staff,
[1:25:33]
I don't know about how you want to address this,
[1:25:35]
but, is there,
[1:25:37]
because they're not an option to pursue both at the same time.
[1:25:41]
Okay, I think, like,
[1:25:44]
to pursue both the MOU side and whatever option
[1:25:48]
the San Francisco is offering.
[1:25:51]
The MOU is just,
[1:25:53]
to facilitate these things,
[1:25:54]
we're going to get other assuming certain things transpired
[1:25:57]
if you can go.
[1:26:00]
So, the MOU currently sits and meets us
[1:26:03]
to a certain path.
[1:26:05]
No, the MOU is not,
[1:26:06]
is not a binding agreement, it just depends on the understanding of two cities working together.
[1:26:12]
But underneath everyone, certain things have to.
[1:26:14]
All right, certain things have to come about before you can even negotiate a water supply contract between two cities.
[1:26:22]
This is just the cities trying to work together.
[1:26:28]
So these legal orders, there's lots, lots, lots of things I need to pass for this can actually
[1:26:32]
develop into something fruitful for you.
[1:26:36]
I'm the owner of this motion.
[1:26:39]
So I'm going to try to wrap it up here.
[1:26:41]
Council get upset with me if you desire.
[1:26:44]
How the funny thing.
[1:26:47]
The real lady is exactly correct.
[1:26:51]
Yes, ma'am.
[1:26:53]
Everybody's trying to do this.
[1:26:59]
I think my notion has been, has been this construed. I'm not saying that the manager and
[1:27:05]
the power should be, and it said it's me, that the man's past would say, look, I'm going
[1:27:10]
to go on a road if you don't do this. That's said it's me. Because I would hope that our manager
[1:27:16]
will continue to work talk to a man's past. I'm not saying it's stop that process. And if
[1:27:22]
I heard a councilman evict your saying.
[1:27:25]
I mean, I'm in agreement with him.
[1:27:27]
All I'm saying is, folks,
[1:27:30]
we just just clean up the L and U,
[1:27:33]
but doesn't mean we know we keep researching.
[1:27:35]
The world doesn't stop, of course.
[1:27:38]
I just say, let's don't be like our four fathers.
[1:27:41]
Let's get it right, make sure the path
[1:27:43]
with going, everything is right
[1:27:46]
for the benefit of our communities.
[1:27:48]
That's all I'm saying.
[1:27:50]
I'm gonna say it again, I'm gonna read it right.
[1:27:51]
I'm not saying stop, nobody, no word did I say it.
[1:27:55]
We don't, the manager doesn't stop pursuing paths.
[1:28:00]
If it's going to be 30 or 90 days,
[1:28:03]
instead of, I mean, days you want 30.
[1:28:07]
So that's how you can be polished up.
[1:28:10]
The email you have to be polished up,
[1:28:12]
and I'm going back, we seem to have forgotten something.
[1:28:15]
Proceed you was not adhered to here.
[1:28:20]
And can't get around that one.
[1:28:22]
Procedure was not adhered to, but now I'm not slamming the manager. We all feel very strong about this. I don't like I've tried to stay away from the people across the bank.
[1:28:32]
I think I'll just say it on the record then, if any of us watching so be it, I think it's utterly absurd to weigh their hand in it.
[1:28:41]
Because, right, what is the important thing?
[1:28:46]
But my God, if we can't wait...
[1:28:50]
You said six of them or some sort of period.
[1:28:54]
How is it, how is it?
[1:28:55]
And bring it back to 90 days.
[1:28:57]
We have bring it back.
[1:28:59]
I'm willing to, I'm going to modify an emotion on that one.
[1:29:02]
I'm just saying, let's get it right.
[1:29:06]
And list don't throw procedure out to window.
[1:29:10]
Because if we do it one time, it becomes easier to second time.
[1:29:16]
And then the third time.
[1:29:17]
and then some council in the future was a way to make it.
[1:29:21]
We decide to do a district because that council did it back then.
[1:29:24]
I thought we have in the past we included the cast eyes
[1:29:28]
pre-risk council members actions.
[1:29:31]
So let's still follow under that same trap.
[1:29:33]
Let's get back to procedure.
[1:29:36]
I don't think the folks in the ranks have passed.
[1:29:37]
And I have the ultimate respect for the ranks as fast.
[1:29:40]
Because we're in this end of the county.
[1:29:42]
It's forgotten sometimes.
[1:29:45]
And I am so happy to see three members sitting in the audience.
[1:29:50]
That shows me they care.
[1:29:53]
That we are all the same thing.
[1:29:54]
All I'm asking is that we, there's a couple of areas.
[1:30:00]
On our behalf subject to the old final approval of the Engelside City Council, that's not in there.
[1:30:06]
And I mentioned that to the manager. He knows that I'm going to try to put that in.
[1:30:10]
That protects our council because at the end of the day, we are the legislators.
[1:30:17]
Here's not the legislator. And I'm protecting that gentleman, so that which he's good at doing.
[1:30:24]
because he's done it before, the count of don't you remember 10 years ago if you said this
[1:30:29]
and I say that jokingly and I talked about that, all I'm doing is what you're saying,
[1:30:35]
that's just one of the first up in procedure, but you're here too.
[1:30:38]
So what does the city attorney question?
[1:30:42]
If this is done by next meeting, if this is polished up,
[1:30:46]
we've got your view at every happy with it, does this motion of 90 days hold it off
[1:30:51]
or if this, if all you have done.
[1:30:54]
The way of motion is it's your post going out for 90 days.
[1:30:58]
So we're gonna come back and tell the agenda,
[1:31:01]
listening.
[1:31:02]
It would be November 10th would be when this would come up
[1:31:05]
for above.
[1:31:06]
If it's done in two weeks,
[1:31:08]
and the burger is just right, it's been reviewed.
[1:31:11]
Are you good with a further need?
[1:31:12]
I'll tell you why not.
[1:31:13]
Because my concern right now,
[1:31:15]
we have another important thing
[1:31:17]
that we're in the middle of, let's call the budget.
[1:31:19]
And right now, we can't lose track of that, and also, I heard somebody say, well, you're already talking to this company, no, we're not.
[1:31:27]
All we're asking for is a handshake with them that if they move forward, they communicate with us, we move forward, we communicate with them.
[1:31:34]
And from the day we signed this, we're going to communicate on water and if we're saying,
[1:31:38]
Sam Pat gave us a warm and fuzzy so let's have a meeting that they give you them or not
[1:31:42]
No, they did we're gonna do our own thing then we can break this up and I want to give that gentleman a little bit of time
[1:31:48]
Cuz he even said here we are ready very looking for on our behalf
[1:31:53]
We're all working the same except working his interview this as the rancids tonight are talking together
[1:31:58]
And if we feel warm and fuzzy about Sam Pat has a two towns together
[1:32:03]
We'll both say that's the way we want to go and if a rancid wants to
[1:32:06]
I don't know, you know, you want to know this about it.
[1:32:08]
So it says that we decide to buy water and do our own well.
[1:32:12]
We'll partner with them.
[1:32:14]
So we decide we like SamPap.
[1:32:16]
We didn't drill a well.
[1:32:17]
Obviously we're not doing it.
[1:32:18]
Part of it.
[1:32:18]
Do you realize we're not even going to have to point to know where we could get the water to sell
[1:32:22]
and get?
[1:32:23]
We have even to breathe on that shit.
[1:32:26]
We have even to breathe on that because we're not negotiating with seven sea folks.
[1:32:32]
This year, ducks in a row, and tasks the manager to do that.
[1:32:38]
That's what an M.O.U. is about. If you're going to know with an M.O.U.
[1:32:42]
and proposed an M.O.U, you better have it. You better have to be able to facilitate and
[1:32:46]
provide an accordance with what you ultimately negotiate. Is that correct for the manager?
[1:32:51]
Yes, sir.
[1:32:52]
That's called medicine for government folks.
[1:32:55]
Max, is it?
[1:32:57]
Yes, sir.
[1:32:58]
So, I actually think it's important.
[1:33:00]
I would like to know from the mayor of Iran'sists when you guys issued this M.O.U.
[1:33:06]
Well, as you are understanding, I know that it was not done procedurally, but I'm just curious
[1:33:14]
because to me, it sounds like they were under the understanding that we were moving forward.
[1:33:20]
Because to me, this is even a conversation.
[1:33:22]
We have nothing to offer our lenses, we're nowhere near anything, we have nothing to offer anything.
[1:33:27]
We initiated the MOU man, not them, we initiated it, they did let us, we went to them.
[1:33:35]
And that's the way I didn't know you were.
[1:33:37]
Yeah, we voted on it because the last time I spoke in a podium, Councilman Diel, he wanted something like that and I was like, no problem, we'll start working on it.
[1:33:44]
I wanted the discussion something to be brought back to this council, go back and listen to the tape.
[1:33:49]
All right, yeah, that's why we say he didn't want it.
[1:33:51]
He didn't want it.
[1:33:51]
He didn't want it.
[1:33:52]
So we get it all right.
[1:33:53]
I mean, what we get it all right.
[1:33:55]
We get it all right.
[1:33:56]
I don't have any.
[1:33:57]
You did.
[1:33:59]
It was clean, materially presented to you all.
[1:34:03]
That's what happens.
[1:34:04]
So what is your understanding? Well, what is your understanding that this M.M.U. entails pretty much all M.M.U. is it's not talk
[1:34:13]
It's supplement writing that we're willing to work with another city that's that's bank purpose of the M.M.U.
[1:34:18]
But it's not saying that we are providing the water. It's not saying Iran's is providing the water.
[1:34:25]
It's this is literally just a hand-shaped conversation.
[1:34:30]
There's no legal binding to it.
[1:34:32]
I listened to the presentation to the council by our staff and it said we are negotiating with
[1:34:42]
seven seas.
[1:34:45]
We are not negotiating with seven seas that had to do with them.
[1:34:49]
She's moved on there and you're new to this term.
[1:34:53]
Well, we have not actually had anything to do with seven seas, three out of seven seas.
[1:34:59]
The other four have been negotiations that had meetings on it that had executive sessions on it other than following meetings online
[1:35:07]
I truly know nothing about where it started, where it stopped, why it stopped, I don't know nothing about any of it
[1:35:13]
So we are kind of in a loss, we only know which is why every council member should understand what is being presented to another city
[1:35:23]
They would expect the same thing if they were the initiators.
[1:35:27]
When it got, when it become to us, we would assume
[1:35:31]
that their counsel has voted on it, has agreed to the language.
[1:35:37]
I don't agree with the language at it.
[1:35:40]
You'll never give your city manager a carte block,
[1:35:43]
negotiation, you always put the phrase in there.
[1:35:48]
And that's what has to go.
[1:35:49]
We and where the presenters are not there.
[1:35:52]
They've done nothing wrong.
[1:35:54]
All right, let me try and move this along and see it.
[1:35:56]
No, I've got really right to fight on this one.
[1:35:58]
And I intend on trying to move on.
[1:36:01]
There is a motion on the floor.
[1:36:02]
Yes, there is.
[1:36:03]
There's a motion on the second on the floor.
[1:36:06]
Any further discussion or clarification from staff
[1:36:09]
on all this discussion so far?
[1:36:11]
That's it.
[1:36:12]
One last time, do you support the motion, sir?
[1:36:14]
Yes or that?
[1:36:16]
I did.
[1:36:17]
Thank you.
[1:36:18]
So, one final comment for me,
[1:36:21]
I hope our this boat goes, hope our answer is passed, can still work with us on it or it.
[1:36:30]
No, this doesn't kill anything, it's just delaying it.
[1:36:34]
We're just going to be a matter of time.
[1:36:37]
I hope we continue to communicate and then work together.
[1:36:39]
So any man?
[1:36:42]
But, alright.
[1:36:43]
No further discussion with questions.
[1:36:44]
And just so we can clear the record.
[1:36:46]
How long would it go?
[1:36:47]
I hope you know in the possibilities.
[1:36:48]
I just quite know what I believe.
[1:36:50]
As I expect you all to do.
[1:36:51]
Oh, for scheduling though, for scheduling, if this does not pass, is there the capability to make a different motion also?
[1:37:05]
You can make as many motions as you want until something passes.
[1:37:09]
I'll say if there is to agency I'm on you, I may have calcered for action and I can vote.
[1:37:17]
What are...
[1:37:18]
Refresh me, was it?
[1:37:20]
Six...
[1:37:20]
What was it?
[1:37:21]
Six...
[1:37:21]
Did you hear that?
[1:37:25]
That was a huge emotion.
[1:37:27]
I was a...
[1:37:28]
It was a pose-bone sign for me.
[1:37:37]
I'm going to miss that motion. I think it makes some people happy. I'm going to add something to it. 90 days, subject to, I'm going to give the manager a little bit of leeway here. If he feels that he needs to come back sooner, he has the option to bring it back to the council center. That opens it up broader.
[1:38:00]
to know the lack of the city manager.
[1:38:02]
So I asked for a second that edition
[1:38:04]
for amendment to my motion.
[1:38:07]
So I'm a little sorry.
[1:38:08]
Well, now I'm good.
[1:38:09]
I'm good.
[1:38:10]
I was thinking out loud.
[1:38:11]
So that's the motion.
[1:38:12]
Post blown out for 90s.
[1:38:13]
However, if Brett gets on the moving forward faster,
[1:38:17]
he can bring a desire to think of active counts.
[1:38:20]
So November 10th will be the latest, as well as the latest.
[1:38:23]
No later than.
[1:38:24]
Which is 91 days.
[1:38:30]
We have me in November, has been moved to November 9th.
[1:38:37]
Oh, let's see.
[1:38:39]
Let's see.
[1:38:40]
All right, so we have a motion tonight.
[1:38:42]
I said, well, I shouldn't thank you this time.
[1:38:45]
We have a amended motion.
[1:38:46]
We have a second for that one.
[1:38:48]
It has to be the original second.
[1:38:49]
I'll set it.
[1:38:50]
All right, generally I have the motion.
[1:38:52]
Okay.
[1:38:52]
I don't
[1:38:55]
know any further discussion on the amended mode.
[1:38:59]
I might just say that.
[1:39:04]
I just say that.
[1:39:07]
I should just say that.
[1:39:21]
Can I change my vote?
[1:39:22]
I see the results.
[1:39:26]
We can see the results.
[1:39:27]
So they closed it.
[1:39:29]
Motion carries.
[1:39:36]
All right.
[1:39:37]
All right.
[1:39:37]
All right.
[1:39:38]
All right.
[1:39:38]
All right.
[1:39:44]
Discussion, consideration and possible action on agreement between the city of England side and the Texas coast
[1:39:50]
youth stalker league for the use of inosiments park soccer fields for the period of August 31st, 2026 through December 6th, 2026 and from January 4th, 2027 through May 9th, 2027.
[1:40:03]
Oh, he's just going to be staring at you.
[1:40:06]
Well, I'm not going to call him and I'm going to call him next to me.
[1:40:09]
So my approach to him in the city turning this was a
[1:40:13]
original draft that was from last years that I was prepared by his office.
[1:40:17]
And he saw some things that he would like to add.
[1:40:21]
And I know that the leading starts on the third and first, which
[1:40:25]
of it appears, we can put it on for the 25th agenda, which
[1:40:30]
and then we can still go ahead and enter into the agreement with them
[1:40:32]
of this, but with there knowing that, you know, it's not, I mean, I don't see it, but we will
[1:40:38]
be proceeding with the site program that we did last year.
[1:40:41]
And if you all, so it was a couple of options here, as you can authorize the manager to
[1:40:47]
excuse the agreement once it's been reviewed by Council, that way there's nothing
[1:40:50]
back for the next meeting, or we could bring it back with the next meeting, and I don't
[1:40:53]
want to bring those changes.
[1:40:55]
The main change is I'm going to make, it's just really clarified that this is a licensed
[1:40:58]
agreement, it's not a least agreement.
[1:41:02]
And some other small things that needs to be in here that wasn't in the scrap.
[1:41:11]
So we need a motion to bring it back or can we just wouldn't be cleaner to take.
[1:41:18]
That way you see the product.
[1:41:20]
Yeah, we can do that.
[1:41:21]
And raise it in.
[1:41:22]
Turn that back.
[1:41:23]
A minute.
[1:41:24]
Okay.
[1:41:24]
Yeah, Andy brought back on the 25th meeting, which is six days before they start with it when I started using the field.
[1:41:31]
They come through with that.
[1:41:32]
And I also request, as soon as it's ready, they get to see it.
[1:41:36]
Yeah, I don't have to win.
[1:41:38]
I'd like to review it before it becomes you guys.
[1:41:42]
That way I'm agreeing with it as well.
[1:41:44]
That condition is our issue.
[1:41:46]
Yeah, and it's not going to change the function of the agreement.
[1:41:49]
It just or things that has I've been doing these more.
[1:41:51]
there are other provisions all right so any emotions to you all that is discussed
[1:42:00]
just motion up table that's meeting I'm going to make a motion to take a
[1:42:11]
link for now bring it back to the Council with them and I'll say
[1:42:15]
I'm going to have a motion to find this one, and I'm going to second find this one, so
[1:42:21]
to bring it back to the next meeting with the amendments as discussed.
[1:42:28]
Any further discussion?
[1:42:32]
All right. Open the vote please.
[1:42:35]
Thank you.
[1:42:39]
Do you have a vote?
[1:42:41]
I need a trend to distract.
[1:42:43]
I vote.
[1:42:47]
Close the vote please.
[1:42:49]
I don't know who's going to be every hour.
[1:42:51]
Motion carries.
[1:42:52]
Motion carries.
[1:42:57]
can't go ahead with Scoopie.
[1:43:02]
I always said you don't hear anything.
[1:43:04]
Yeah, but I don't know what's going to be it.
[1:43:09]
I say that.
[1:43:10]
Just watch this make us go right now.
[1:43:13]
I'm releasing a great thing here.
[1:43:15]
Not much else.
[1:43:16]
What do you have?
[1:43:17]
Do you want to go and get those reached out?
[1:43:19]
Yes.
[1:43:19]
I don't know.
[1:43:23]
Discussion consideration and possible action on the first
[1:43:25]
creating of an ordinance of the city of Anglo-Side Texas, creating and adding article 7.
[1:43:30]
Motor-assisted scooters, bicycles, and electric bicycles to chapter 62, traffic and vehicles
[1:43:36]
of the code of ordinances of the city of Anglo-Side, adopting regulations governing the operation
[1:43:42]
of motor-assisted scooters, bicycles, and electric bicycles upon public property.
[1:43:47]
Providing affinity, providing a savings clause, providing severability clause, providing for publication,
[1:43:53]
and providing an effective date?
[1:43:57]
All right, yes.
[1:43:59]
Yes.
[1:43:59]
As the council is aware that this has been brought before
[1:44:03]
the city attorney with direction from the council
[1:44:06]
to add some additions.
[1:44:08]
This is the draft board.
[1:44:10]
And so I think one of the main concerns that we had
[1:44:11]
was under the Texas Transportation Code that
[1:44:15]
when you address a pedal bicycle or a motorized by
[1:44:19]
a bicycle still has to be treated just like a bicycle.
[1:44:22]
And as therefore, that had to be addressed also, one of the maintenance arms was the area
[1:44:28]
and it has Simmons around the walking trail that has been said as feeble on that day.
[1:44:34]
And because of that, please, I have no idea what I'm talking about.
[1:44:39]
Please, I have no idea what I'm talking about.
[1:44:41]
Well, I mean, what I'm talking about is that what the maintenance staff received was,
[1:44:47]
the speed that people ride in their bicycles or their motorized vehicles that were in the
[1:44:52]
electric bikes on the walking trail. And therefore that has changed.
[1:45:00]
Assembly that in any way, but this does have the changes. This would be the first reading of this ordinance. We are trying to get, first of all, the council knows what is in there, the city attorney's back in here. We are already meeting in this ordinance to be passed on first reading and moved to second reading since there are no major changes that we would consider see, but it's up for discussion.
[1:45:31]
I don't have anything else.
[1:45:35]
I'm not having anything else.
[1:45:35]
I'm not having anything else.
[1:45:36]
There's a statement.
[1:45:38]
What's the statement?
[1:45:39]
That was my question.
[1:45:40]
I'm all.
[1:45:42]
So I think what I'm thinking of granted.
[1:45:43]
So one of the things the council asked is,
[1:45:47]
you know, there are places where you can't have e-bikes.
[1:45:50]
Why come up with everything for e-bikes?
[1:45:52]
Well, there's a thing, well, I'm listening to your packet.
[1:45:55]
That talks about where you all can.
[1:45:58]
Where, traditional bikes are allowed.
[1:45:59]
versus where e-bikes are allowed.
[1:46:02]
And generally, more traditional bikes allow me like has to be allowed.
[1:46:06]
Unless the trail is unimproved.
[1:46:10]
Like a dirt trail is where I imagine you're referring to.
[1:46:13]
Or if there's, uh, uh,
[1:46:18]
it's not with the motor vehicles.
[1:46:20]
So when I spoke to Grandma about that,
[1:46:22]
when the Vinti suggested was what for you know,
[1:46:23]
some spark. For that trail,
[1:46:26]
it'd be a five mile per hour limit for bikes,
[1:46:28]
which it's up to you all to, if you all want to keep that or increase it.
[1:46:34]
And then sidewalks would be a ten-month-old route route route route.
[1:46:37]
Public roads that wouldn't apply to the school or sidewalks in your trail,
[1:46:42]
or that ten-month-old route route route route route, would apply.
[1:46:45]
That's mainly for pedestrian safety, it's how it's drafted.
[1:46:51]
But in almost six annusings park, because we have an improved trail,
[1:46:55]
I don't believe you'd be able to private e-bikes while also trying to
[1:47:00]
have a lot of traditional lives.
[1:47:02]
And walkers.
[1:47:04]
There's more people walking over there than there are kids and of course during
[1:47:09]
soccer season last year, a kid's face plan had to comfort you because he couldn't stop
[1:47:15]
his bike behind and he didn't want to hit my dog or so.
[1:47:19]
So maybe there are options to prohibit them all together in this image for it all.
[1:47:26]
I listened to Ms. Jesse talk about the kids on training wheels at the park.
[1:47:32]
And I didn't see it until I went out there on Saturday for a cheer thing.
[1:47:36]
And there was probably 30 kids on bicycle with training wheels.
[1:47:40]
Definitely do not want to get ribbikes.
[1:47:42]
I think he's doing their discretion of what's five to miles out.
[1:47:47]
What's bothering people, what's not, is going to be great to limit this.
[1:47:53]
I own an e-bike, a whole family, we've got four of them in the family, we've got a scooter,
[1:47:58]
but I can not disagree with getting in this restricted as we can to keep the little kids,
[1:48:05]
the walkers, everybody else safe in the park.
[1:48:08]
We can't squash bites, all we gotta do is wait to make is that Saturday we learned to run a bite, but that's a grown-in-usual punishment to have all bites in the market.
[1:48:18]
So, I don't expect PD to set out there with a radar gun to a year-on.
[1:48:22]
Tina and I have, but being more education off my daughter rides our neighborhood and her electric scooter.
[1:48:28]
We already implemented two months during the day to how my pet lights stay on the edge, stay on the sidewalks.
[1:48:34]
We've implemented that for her safety and so I think what we've implemented is a household is pretty well in here
[1:48:41]
She does ride any by with an adult to the park and we've discussed it getting away from people if you're going to be in there
[1:48:49]
Hang on the grass outside as well. So I feel like you're following what we implemented our home for everybody else's sanity
[1:48:56]
Thank you for
[1:48:59]
bringing my Jim and everyone.
[1:49:02]
Thank you very much.
[1:49:04]
Now, I'd like to say, we get a lot of advice about this.
[1:49:10]
Thank you.
[1:49:12]
That's good.
[1:49:14]
Now, I'll see you in the good.
[1:49:15]
We get a lot of complaints from residents on these scooters,
[1:49:20]
and we've always told them, you know,
[1:49:21]
there's nothing we can do.
[1:49:22]
We have no municipal colonel on it.
[1:49:25]
So I think this is a plus.
[1:49:27]
Like Mr. Block was saying, it's difficult for us to be out over the radar and get the speed,
[1:49:34]
but it also helps because city manager can test it by just when you're on 4th street
[1:49:38]
or 1st street and you're doing 15 in your scooter pass-in by or the side while obviously
[1:49:43]
they're speeding those are the times that we can actually put a moment on how to educate them.
[1:49:48]
So we can't be able to work but the little things that we can do will educate those
[1:49:53]
kids out of the parents. We could tell my daughter if she gets a fine
[1:49:58]
like 50 bucks a day, she stays with you to pay it off.
[1:50:04]
Thank you.
[1:50:05]
Thank you, Mr. Stein.
[1:50:06]
Another question?
[1:50:07]
Mr. Stein.
[1:50:11]
Hi, I'm a comment.
[1:50:12]
If this could only be the biggest problem we had in the society.
[1:50:17]
We're going to be one lucky group of people, all I'm going to use is question, my dad, and it starts at home by the way, teaching people a little bit of courtesy, common courtesy.
[1:50:30]
We're going to talk to the school resource officers that I talked about last week about this ordinance, and we're going to prepare a little one paper that we could have the office talk to the kids at the schools, and then send it home with a parent.
[1:50:41]
I already know the next three-minute speech that's going to be given by a citizen, but any time we say
[1:50:48]
used discretion, how come my child didn't get it? He got it so much, and they didn't.
[1:50:53]
So, prepare this, prepare the three-minute conversation.
[1:50:57]
Well, and what they want to counsel is that this, it would be good, like you said,
[1:51:03]
what you're going to do in educating the public, because this is local law, and lobby law,
[1:51:09]
No, no, no, this is theirs, so.
[1:51:13]
At least fire here to take the tool if you've got them
[1:51:15]
in the probe parts, you see a kid running down the road,
[1:51:18]
doing right or wrong.
[1:51:19]
Hey kid, I always have a conversation
[1:51:20]
to take this fire home, read it.
[1:51:23]
I mean, I do see you guys would be cool with that.
[1:51:27]
I'm sure it wouldn't be difficult, either,
[1:51:29]
to just send something to this school,
[1:51:31]
this dirt didn't say mass produce it.
[1:51:34]
I mean, everyone has some sort of email or all of those things
[1:51:38]
And that's kind of nipping it right at the beginning, so.
[1:51:44]
Just food for thought here while we're discussing this like Google
[1:51:47]
to speed ranges.
[1:51:51]
So slow jog, five miles an hour, unique specter, 20 miles an hour.
[1:51:57]
We do have some people that go to the park and run quite fast.
[1:52:03]
Plus we have white range of a sign, 10 to 20 miles an hour on a recreational
[1:52:08]
bike ride. So I think five maybe a little too slow. I think everybody is going to
[1:52:14]
see that. Wait, isn't the all can make that turn? I think 10 would probably be more.
[1:52:20]
You can ride 10 miles an hour to save speed on a regular bike. And then that's the same
[1:52:31]
And then that this is what we're running also, which is outside of this. But still, if you were trying to accommodate everyone, we're going to have a biker to run yours.
[1:52:41]
I mean, we'll say it's kind of hard for the mic, but yeah, in this area, I guess legally speaking is there any other way we can keep an eye on this without putting a speed limit, say, hey.
[1:52:58]
I agree.
[1:52:59]
But run over people, don't run over people.
[1:53:02]
I mean, don't run over people, don't run over people.
[1:53:07]
But that's the discretion, I mean.
[1:53:11]
But if they're already doing it, not to change anything.
[1:53:15]
If we don't have a speed limit, then it's not a force.
[1:53:17]
And it's only speed limit to your choice.
[1:53:21]
It's not the physical value of your physical value.
[1:53:23]
It's always sidewalks and trails of these speed limit.
[1:53:27]
I don't want to be across the board on every trail.
[1:53:31]
Yeah, so there's just a problem.
[1:53:33]
And as Simmons was limited to five, we still don't want to make that turn.
[1:53:36]
That's a simple change of where we can make it.
[1:53:39]
The emotional would have to be as good.
[1:53:40]
Yeah, and the only trails that we have would be in those systems.
[1:53:45]
A live-awakest public street.
[1:53:47]
Okay.
[1:53:49]
What's this feeling on that one, just for you?
[1:53:51]
Good morning. Information.
[1:53:53]
So I don't know where that sign is.
[1:53:57]
And you have hit up signs, speed limit on the track.
[1:54:00]
Wait, wait, wait, wait.
[1:54:02]
I just, I don't know where that sign is.
[1:54:05]
I don't know where that sign is.
[1:54:09]
Yeah, I think sign is important.
[1:54:11]
So if you don't have to, if you don't have an order,
[1:54:14]
if you don't have to do something.
[1:54:15]
Wait, if we said 5, 2, 10, between 5 and 10.
[1:54:19]
That's not it.
[1:54:21]
Then there's it's.
[1:54:22]
Oh, you can't.
[1:54:23]
Because it is a violation of five versus a violation of 10.
[1:54:26]
If you're going to do that, it's like one.
[1:54:27]
Not two to three, 10.
[1:54:29]
But if it was, it's already in there.
[1:54:31]
So council wanted to remove that prohibition or the five-mile car or excuse them for
[1:54:35]
Anderson's Park.
[1:54:36]
It'd be merely to strike out.
[1:54:38]
So it's actually B on Section 16 to 3235.
[1:54:44]
Because that's a specific excuse them for Anderson's Park.
[1:54:47]
Well, it says not to exceed, right?
[1:54:50]
Yeah, so that's okay.
[1:54:51]
You want to come?
[1:54:53]
Oh, public comment?
[1:54:57]
This is positive because of negative person, high-recarriage of it.
[1:55:02]
Isn't it wonderful to have a dialogue about the kids having fun?
[1:55:06]
Isn't it?
[1:55:06]
And there is not to be a clown, but I love being wrong.
[1:55:10]
That's what Carlos Logan is.
[1:55:11]
As long as everybody's right, not fix myself as point one out of that.
[1:55:14]
But the same is all the kids nowadays stay indoors, Xbox, play stations, they don't leave the
[1:55:21]
cast potatoes.
[1:55:22]
But we're having a wonderful dialogue about the kids being out.
[1:55:25]
And I have kids, yes, I have six kids, I have kids and I go to the high school and there's
[1:55:30]
a whole bunch of bicycles, it's crazy in a positive, rambles and smiles way.
[1:55:37]
It's crazy how many bicycles the kids are using, remember these are the young kids,
[1:55:41]
air quotes.
[1:55:42]
that are leading the house, all electronics that don't need their phones,
[1:55:47]
well they do need to go down the bikes. So that's wonderful and we need to embrace it
[1:55:52]
that what can we do for them to succeed? Be used to be outdoors, continue that,
[1:55:58]
that moment of running and absorbing the sun and being on the bicycle. Are you going to
[1:56:04]
be in a ride home? Daughter's done. No mom, I'm taking the bike home. Okay, if you say
[1:56:09]
Let them open and get home on your fancy phone, right?
[1:56:14]
That I really need to let you know I've got home safely.
[1:56:16]
So I'm just trying to say that we need to do everything we can to embrace them using the bicycles.
[1:56:21]
Using the e-bikes, whatever's applicable, to keep them outside.
[1:56:25]
Now, sit up on this, stop, food for thought.
[1:56:28]
To me, the biggest record of the save and I, I will leave the biggest challenge
[1:56:33]
and possible opportunity to fix is our sidewalks.
[1:56:37]
then you want to have the kids getting hurt.
[1:56:40]
And I'm thinking of one right now, right by a black, it looks like a ramp, right there in the
[1:56:48]
wheels.
[1:56:49]
And I'm not the even negative person, I'm just saying process improvement.
[1:56:53]
So I believe the challenges in our children, yes, regardless of kids, and on e-bikes and
[1:56:58]
on bicycles, and go to the park, oh, shame on the kiddies, go to the park, go to live
[1:57:03]
our whole savings or whatever, but I think fixing the roads for them to be safe and then
[1:57:09]
they can go all over our wonderful city on our public sidewalls and on zip-ups.
[1:57:15]
Thank you.
[1:57:15]
Thank you back on that statement because we must have read my mind because that's exactly what
[1:57:19]
I'm going to say.
[1:57:20]
I hope this Council has the same energetic and discussion and staff presents to us how
[1:57:28]
to bring our sidewalk here.
[1:57:30]
Let me say it earlier.
[1:57:31]
Bring our sidewalks back to this city.
[1:57:34]
Give them the safe way and including our elderly
[1:57:38]
that's walking, and they walk down the sidewalks,
[1:57:41]
and I'm trying to do that comment
[1:57:44]
that they don't have to walk and stumble sideways
[1:57:47]
and underbikes the wheels get caught
[1:57:49]
in the cracks of the streets.
[1:57:51]
That's where our emphasis should be for me personally.
[1:57:55]
And putting up speed limit signs at a park, because if you have an ordinance, because we
[1:58:04]
have said many times that this very council, there's no sense to be in here, I'll exclude
[1:58:10]
the new ones.
[1:58:12]
But even I've said, why have an ordinance if you're not prepared to enforce the ordinance?
[1:58:18]
Because these throw that in to what I said earlier, mark my word, somebody's going to get
[1:58:23]
or a warning, or however it's going to be enforced, and then somebody else is not going to, I pray, I hope, hope to God that we could put an emphasis on, of course, old school, times of change to guess, back to the home life educating your kids on mutual respect for others.
[1:58:45]
Thank you. But we've got to provide in the tools by which to safely get to the park.
[1:58:50]
Thank you.
[1:58:52]
One further question for your chief.
[1:58:55]
I noticed I walk at the park pretty regularly, but we have a tower system there.
[1:59:01]
Is that monitoring speed?
[1:59:03]
No, sir.
[1:59:04]
I'm going to strip the board of cameras.
[1:59:06]
Could they're up?
[1:59:06]
I'm going to use it that mobile for now.
[1:59:09]
Okay.
[1:59:09]
Why don't we add a flock camera?
[1:59:11]
Ha ha.
[1:59:12]
That's the idea.
[1:59:13]
The idea at the end of the topic.
[1:59:14]
I've prepared for the next one.
[1:59:16]
I think I'm ready to make a motion.
[1:59:19]
to pass this to a second reading with the amendment of 10 miles an hour at the park, that seems
[1:59:24]
way more realistic.
[1:59:28]
And so we could do up some restructuring such and be up 62-25, such and
[1:59:35]
V-62-235, straight.
[1:59:41]
Okay. So it's a third by that though. Does that mean we're going to put
[1:59:45]
but speed limit signs at the park? What does that mean? Well, we already have a big
[1:59:52]
after your pump, there are already restriction signs later. Can I have a question?
[2:00:00]
I think somewhere in the park, I don't know where it is anymore. We have a whole list of rules.
[2:00:05]
Well, when you ask, well, but then it would always, that is the rules that are in the live home.
[2:00:12]
And which the T and violence narrative does not apply.
[2:00:16]
And we're going to place that on the side walls in a mile per hour.
[2:00:22]
So, we're going to go back to our degree.
[2:00:24]
I don't think you got it.
[2:00:25]
Additional signages.
[2:00:27]
You're going to start from your motion.
[2:00:29]
Just back down.
[2:00:29]
There's more clarification.
[2:00:30]
The time off for hour plus the sidewalks, the trail.
[2:00:34]
The second.
[2:00:35]
Whether or not someone's parking or not.
[2:00:38]
How does that stop with your event with your children?
[2:00:41]
Got it.
[2:01:05]
I think you added to the sign that's already there. You're already complacent. Let's be real
[2:01:09]
you read the sign if you go to the park every day, you're not reading the sign to look
[2:01:12]
on the day or the day or the day.
[2:01:14]
It's such a good for this.
[2:01:15]
Yeah, such a thing.
[2:01:16]
I've been saying just a joke about the series how do you paint a 10MPH on the trail every
[2:01:22]
now and again, or you're randomly on a side walk and that may be the most responsive way
[2:01:27]
for people to see it as you're writing and you passed over a 10MPH.
[2:01:31]
Sorry, Gary.
[2:01:34]
And the entry is ways to the city.
[2:01:39]
We can also post as several cities have done is posted,
[2:01:45]
20 miles down from the city.
[2:01:47]
And it's a general statement.
[2:01:50]
But we will make sure this is the third floor.
[2:01:56]
And we have a motion in the second.
[2:01:57]
On the floor.
[2:01:58]
Who's next?
[2:01:59]
Everybody's still good.
[2:02:00]
Jim.
[2:02:01]
Are you ready still live with that motion?
[2:02:05]
I think, they're not there, you're too good.
[2:02:07]
Part of it.
[2:02:08]
Can you make one check and that, and that'll, of course.
[2:02:11]
We can allow both of you down and walk away and track five, five, five.
[2:02:15]
So, you know what?
[2:02:16]
Do you say we're 5, you know?
[2:02:18]
Put down your request to the agenda.
[2:02:20]
Yeah, that's where they're supposed to be.
[2:02:23]
Okay.
[2:02:24]
Any questions?
[2:02:24]
I'd love to see you right now, Jim.
[2:02:28]
I can't do anything.
[2:02:29]
Offers of both.
[2:02:31]
Offers of both.
[2:02:31]
Open the book.
[2:02:33]
I like it.
[2:02:34]
I can't wait to see my daughter race in the police department.
[2:02:38]
I'm just personally.
[2:02:41]
I'm just first.
[2:02:42]
I like it.
[2:02:43]
I like it.
[2:02:44]
I like it.
[2:02:47]
Motion carries.
[2:02:53]
All right.
[2:02:54]
Now we go back to you.
[2:02:56]
All right.
[2:02:56]
All right.
[2:02:56]
I'm 12.
[2:03:01]
Discussion consideration and possible action regarding
[2:03:04]
Block automated license plate reader systems.
[2:03:12]
I have been here for 10 years, but I think it has been absurd to me about this.
[2:03:20]
Nobody wants it, nobody likes it.
[2:03:23]
Jim Key's up a little water.
[2:03:25]
I said, no, I've got nothing good to say about this.
[2:03:29]
I'm going to get beat up every day, but I never think about it.
[2:03:32]
It stands in a page in privacy and needs to be gone and don't I got to say they want me to go
[2:03:41]
on it and there will be no doubt in the board.
[2:03:44]
Now I suggest that we get the manager's input on this.
[2:03:47]
It's still a tape.
[2:03:48]
I'd like to make it a little.
[2:03:50]
Yes, sir.
[2:03:50]
All right.
[2:03:52]
So this was placed on the agenda after there was a request because of the block I made last
[2:03:59]
like Reader. When you look at the documentation that's presented and the pack that this is
[2:04:04]
the grant through the state, that for the front office of the government public safety office,
[2:04:11]
and it was a project that was for just a year 2025. The resolution was adopted to apply for the
[2:04:19]
grant to grant was funded. We're October 1 of 2024. The grant allowed for the six block cameras
[2:04:29]
There's a very slow patience throughout the city of Mingle side and we do have the listing
[2:04:33]
of where the flop cameras are and please note that only one of them is on city property.
[2:04:42]
Everything else is located on state property.
[2:04:45]
That was working with the state of the VPS and also the state agency that funded this.
[2:04:55]
So, this was funded, so he did fund, paid an invoice of $12,000 for a 12-month subscription,
[2:05:04]
covering from October 1, 2025 to September 30, 26.
[2:05:09]
That was a discount right because the type factor of getting the flop cameras in.
[2:05:15]
We are under contract with the flop for a more year at cost of $18,000.
[2:05:23]
the development,
[2:05:29]
but this is an item that can be considered by the council. It has been
[2:05:34]
a legally budgeted for last year. It is included in this year's budget and we're opening
[2:05:41]
for questions now.
[2:05:42]
I'm talking to start. I brought this up. I've been very, very conflict with. My daughter got
[2:05:49]
I hope we had 65 or 12 cameras in 10 minutes.
[2:05:53]
I've listened to the Fourth Amendment violation
[2:05:56]
possibility of it, and I've researched the best of my ability.
[2:06:00]
And the more I'm seeing on the legal standpoint,
[2:06:03]
there are one great fine line for processing that.
[2:06:07]
If they haven't already,
[2:06:11]
I feel there.
[2:06:12]
It started as a phenomenal idea.
[2:06:15]
It has been used and abused and turned into way more
[2:06:19]
than it should have been.
[2:06:20]
And I believe that everything that I've gotten back from citizens' comments and scrolling through Facebook,
[2:06:29]
by the 99.8% of people are interested in this point, and I feel that I understand why.
[2:06:39]
And I've started completely, and I still have a little bit of a conclusion that,
[2:06:43]
Like I said, my child got kidnapped, I was over a million, but I looked at the inside.
[2:06:48]
If we go into the COVID situation, I'd go to San Antonio every Saturday.
[2:06:51]
Now it's the lead worker, and I'm not going to have a pop-up in my door.
[2:06:54]
I said, you left your house and that's the level that Quap has gotten into.
[2:06:59]
It's not the eye-trusting, we'll side PD to not run my place and stop me.
[2:07:03]
I have to know that a Washington ran my place at this point, it's too broad, it's been to have used,
[2:07:10]
started I think phenomenally and I believe personally it's got to a point of abuse and
[2:07:30]
This was found to cross this fine, fine, great line that they haven't crossed as of the last law legal thing that I've sought in June come through.
[2:07:40]
We're opening ourselves up for a minute.
[2:07:44]
That's my take on at this far.
[2:07:46]
That's good,
[2:07:52]
isn't it?
[2:07:54]
Are they packable?
[2:07:56]
That's my destiny.
[2:07:59]
Can they be met by other entities and be used for the various things?
[2:08:05]
What was presented to us by the flock?
[2:08:08]
Representative was that the dad is owned by the city of England side.
[2:08:20]
And that...
[2:08:22]
If anything, if the city decided to go ahead and cancel the contract with law, that data can be erased.
[2:08:32]
And I will have to purchase that, but it is that even though it can be deleted,
[2:08:37]
we have to go into a question about number one is the public information act,
[2:08:43]
because you can't just race data that the city has.
[2:08:49]
And then also even that as we all know, anybody's got your, well, anybody's got a laptop,
[2:08:57]
anything else to computer.
[2:08:58]
It's embedded in there somewhere on the hard drive.
[2:09:02]
It's, I can go in here and say, okay, I want to take off my email from my personal computer.
[2:09:08]
It is embedded somewhere.
[2:09:10]
And it can be, I love it.
[2:09:14]
But it is, the data is the property of the city of Inglesides.
[2:09:20]
I can't say how if it could be hacked, not because everything's happening.
[2:09:30]
I'm interested in that, sorry.
[2:09:33]
I'm also very familiar with it on this.
[2:09:36]
My mind response is literally almost exactly like victors, if something were to happen to
[2:09:43]
child and I would hope that they're somehow, you know, going well, you don't know
[2:09:50]
what I'm having. But so just out of ignorance, what is the purpose of you informing us
[2:10:01]
that they're on state property versus city property?
[2:10:05]
That is because if the city decided to end the agreement with law, the state could continue
[2:10:15]
it all on state properly within the city.
[2:10:20]
And if the state is so right now, the state has no access to those cameras that are on
[2:10:31]
there.
[2:10:32]
They have access to the ones that they have locate on state housing.
[2:10:37]
But the five that you said that we have...
[2:10:40]
That is the city of being a side stand.
[2:10:44]
But on state property.
[2:10:46]
But on state property, yes.
[2:10:49]
So essentially what you're saying is, if we...
[2:10:52]
So that's why we paid for all of the cameras.
[2:10:55]
We paid for the six cameras.
[2:10:58]
And it was with an agreement through the site that they would be located there at the city's
[2:11:05]
cost because it was a grant that was the grant was funded that we incurred the next two years.
[2:11:13]
So we have another year no matter what?
[2:11:16]
Well, and since that has not been researched by the attorney but we are the grant was from for two years with funding through
[2:11:25]
What is that?
[2:11:28]
Yeah, and that is in the contractor or what it entails if there is an inclination to terminate.
[2:11:35]
I would like to review that agreement first and be able to advise you all on how to go about it.
[2:11:42]
Well, so essentially, not trying to be really, but essentially, we're pretty much having this conversation for...
[2:11:50]
What?
[2:11:52]
And, what is it?
[2:11:53]
No, no.
[2:11:54]
The direction.
[2:11:56]
And I wrote a topic, speaking with the floor representative, even at the city, canceled
[2:12:02]
is what their statement was.
[2:12:05]
canceled their subscription to the campus because of the illegal obligation, which that's
[2:12:10]
why the attorney would have to look at that, is that we would still be legally bound
[2:12:15]
for the $18,000.
[2:12:19]
But this attorney has a chance to see the degree which is.
[2:12:23]
Okay, so as of right now, we're going to pay another year no matter what.
[2:12:27]
Right?
[2:12:27]
We don't know.
[2:12:30]
Okay.
[2:12:30]
So, according to block, yes, but you're not sure.
[2:12:34]
Well, I'm not too angry.
[2:12:35]
Before you all do this, I'd like to look at it and see what issues may come about.
[2:12:40]
Okay.
[2:12:41]
Okay, I actually would also think that it would be important for the police chief to tell us how this benefits you.
[2:12:50]
Or does it?
[2:12:52]
On that episode.
[2:12:53]
Well, there are benefits you or it doesn't.
[2:12:55]
How is your stance, I guess on it?
[2:13:00]
Well, it's a tool for law enforcement.
[2:13:03]
We had great success with it.
[2:13:04]
that shooting suspects that we call because of LPR.
[2:13:09]
Actually, we did get my data,
[2:13:10]
but that's the first one we ever encountered
[2:13:12]
was a massive past kind of that LPR.
[2:13:15]
We actually got a good drive by shooting to the nickel side.
[2:13:18]
All we knew was a black car,
[2:13:20]
and he said it went towards the rents as past, we call.
[2:13:22]
The chief, he went black cars, condition, LPR.
[2:13:26]
They said, yeah, we got a black car, Victoria,
[2:13:29]
that came through there, just tying,
[2:13:32]
get us a license plate number,
[2:13:34]
Sure enough, but I started looking around and caught that car because of the, we knew what
[2:13:39]
type of was, and the thing that we caught it on, to go to them for street or whatever,
[2:13:43]
we made the effort into.
[2:13:44]
The guy didn't like the prison all over that, but that, we had, I know, the gentleman said
[2:13:51]
in Tokyo, that we actually did a couple of weeks ago, our LPR had that vehicle, because it was
[2:13:58]
And the database, they missing the endangered senior citizen of Florida to silver under.
[2:14:04]
So we make that stop.
[2:14:07]
We got him back to the family.
[2:14:08]
We had another woman from Mexico side.
[2:14:11]
They had it.
[2:14:11]
And that doesn't also, she was wandering around in a car.
[2:14:14]
We tracked out a lot all the way to Louisiana.
[2:14:17]
We called the State Police and we the other the gutter.
[2:14:20]
They stopped.
[2:14:21]
It started monitoring on the cameras, like I said,
[2:14:24]
that people's estimations that they're going by any time they hit a camera,
[2:14:29]
made the star got her back to her family here and we go side.
[2:14:33]
Last week we had a done port is being pulled as deep a stone and we go side.
[2:14:37]
We are back to a flat camera hit on the camera between port and a purpose.
[2:14:43]
A purpose basically was not a buy.
[2:14:45]
They got that vehicle in purpose.
[2:14:48]
There's a lot of success but I'm also considerate of the concerns that the citizens have.
[2:14:53]
So, if that's a great tool, we love it. If the set is going to want it, we'll keep doing police work. I'm going to be all I'm going to do with that.
[2:15:01]
In your opinion, do you feel like it benefits that the benefits outweigh the cons, I guess?
[2:15:10]
Well, as a police officer,
[2:15:14]
and with responsibility of solving the crimes, yes.
[2:15:18]
Like I said, I don't live in the legal side, but I've seen all the comments and everything going on in social media about the bad side of it.
[2:15:28]
like that. My opinion is that if y'all turn into contract, what's you doing a job? We'll do our best to solve the crimes and move forward.
[2:15:42]
I mean, there's a reason why I'll set a chance to speak.
[2:15:45]
I'm sorry.
[2:15:46]
I think I'm good.
[2:15:48]
I have a lot of time.
[2:15:50]
I've been home work.
[2:15:51]
I agree.
[2:15:54]
It's, uh,
[2:15:55]
Victor, I,
[2:15:57]
originally was very, very torn on this one.
[2:16:01]
The original purpose of the OPRs was really the original purpose was to aid the law enforcement.
[2:16:10]
That was the original purpose, main purpose.
[2:16:12]
That's where it was presented by a third party, private, third party for profit company.
[2:16:23]
I don't want to hear it by the way.
[2:16:24]
Let me just do something.
[2:16:25]
And I told the manager, I may do it.
[2:16:27]
But I'm going to stay here and do it.
[2:16:31]
We all got an email.
[2:16:34]
We all got an email from a flock representative.
[2:16:36]
First of all, I'm going to ask this only to record it.
[2:16:39]
Any member of this staff contact them and ask them to send that email.
[2:16:44]
No.
[2:16:45]
They call me this morning.
[2:16:46]
How did they know it was on our agenda?
[2:16:49]
The word for the person who called me said a birdie told me.
[2:16:53]
That's what he told me.
[2:16:54]
So if you look at our agenda, that's what you, I'm telling you, that's what you're telling me.
[2:17:00]
Okay, and then that's all I just want to give you.
[2:17:01]
And if you don't stop the agenda, we're on the call one I'm about to do.
[2:17:05]
Because I know they're watching this meeting right now.
[2:17:08]
Okay. I'm sure they are.
[2:17:10]
You, I think we know all this respect.
[2:17:12]
They've got to represent it.
[2:17:14]
Oh, hello, flock.
[2:17:14]
My name is Kelts.
[2:17:15]
Remember Steve Diel.
[2:17:17]
No one will need a little bit.
[2:17:18]
Heck no.
[2:17:20]
Don't waste your time sending me any mail.
[2:17:23]
I won't respond at all. I won't support it. The more I look into this, I am technical.
[2:17:29]
I heard somebody ask, can it be hacked into it? There is none in the electronic piece of device today and today's technology that involves networking and computers that cannot be hacked.
[2:17:40]
So there was the privacy. Just like Ricardo, I spent time in the military.
[2:17:45]
twenty-three years of my life to ensure that we have the private we have rights we do have
[2:17:53]
privacy. If it were just used for law enforcement and I agree that if it was my
[2:18:00]
grandchild I want that vehicle stopped and that grandchild but unfortunately it's not a perfect
[2:18:07]
real we live in today. Unfortunately there are people and I did my homework the technology
[2:18:14]
of the flock. This business that they only read, licensed hatched, that's absurd, that's not true.
[2:18:21]
The technology they are constantly offering more services with their cameras. Read it,
[2:18:27]
look it up, do your own homework. That's called technology. And in the world of monitoring,
[2:18:34]
Now, one of them about to say, I'm not, nobody watching, including
[2:18:41]
fluff, should take this to me, I support one way or the other on immigration.
[2:18:48]
But they even have a contract,
[2:18:51]
they even share with ICE and immigration.
[2:18:57]
And again, I'm not stating what my opinion of that is.
[2:19:00]
So, there's no reality for you to check, I read a real word that an H-O-A, and H-O-A can
[2:19:10]
search, remember the word subscription, subscription,
[2:19:17]
and we're going to talk about the
[2:19:18]
contract here in a minute.
[2:19:20]
Now that I got, did anybody get a copy of this?
[2:19:26]
What I have now had in my hand is my vocabulary to me.
[2:19:33]
is, and I hope we don't shame on us.
[2:19:38]
That's what we would wear to be beside shame on us.
[2:19:42]
How in God's name I'm talking about, not in a few citizens.
[2:19:46]
I'm telling that the people should enter into contracts.
[2:19:49]
How in God's name do we enter into a contract?
[2:19:53]
We don't own those cameras.
[2:19:56]
We subscribe to a service, correct, correct.
[2:20:00]
We don't need, I thought, we own the five cameras.
[2:20:02]
I thought we could take him down. That's not true. That's not true now. That's right.
[2:20:08]
And as far as dad being erased, I'm computer. I am technical.
[2:20:15]
I hear this all over. That is not there. It takes a word to get it.
[2:20:21]
There's anybody not watched the news on federal courts. I hear cell phones.
[2:20:28]
would be in tract. Yes, if we were we go ourselves on this constantly paying it. Just because
[2:20:33]
you turn your phone off, you're not safe, but you know what's different. It takes a work to get that
[2:20:41]
information. And the case has to be made for that specific case. One of them I'm about to say and show
[2:20:49]
it is not indebted upon our police department. I'm not saying we have anybody's abuse. But you want
[2:20:56]
talk about law enforcement, do your homework folks, and in addition to the ones that
[2:21:01]
Ricardo brought up, I've got to hear too innocent people being searched as murders,
[2:21:13]
being
[2:21:14]
searched as murders. I hadn't even thought about flock cameras. I just have to hear the
[2:21:18]
focus now, and now I have to see a little black pole, a little camera everywhere.
[2:21:25]
And what
[2:21:26]
What is we about this is how in God's name did we go into a contract with no way act?
[2:21:35]
And as far as we can take action tonight, absolutely we can take action.
[2:21:39]
I don't really need to wait on the attorney to tell me.
[2:21:42]
What the attorney's gonna say is one of the LAT $1,000 or not.
[2:21:46]
That's all.
[2:21:49]
I could care less about anything else.
[2:21:52]
Because I'm going to vehemently vote, and I suspect somebody's going to make the motion,
[2:21:57]
and let me tell you, if I could vote 28 times on this thing, it's an invasion with potential,
[2:22:05]
and that's the key right there. It's the potential for an invasion of privacy. Somebody will descend
[2:22:12]
in Ontario and mistakenly, they get it, kiddo in some, and now every motion there is made,
[2:22:30]
I'm going to get you out. I've been able to save some of the old Harbor Bridge. And I can get you a good ghost count of souvenirs.
[2:22:39]
Remember, flock. It's a company. It's a third party company that's getting hit in country-wide nationwide.
[2:22:49]
It's not in the Republican. It's not a Democrat. They're bipartisan. Outcry on this.
[2:22:54]
The reason I'm going to vote to get rid of this contract, do our part to send the message to our state legislators because there's a blow, we throw the state legislative to put restrictions on this.
[2:23:10]
It's open day, and then we want to say we've lived in a H-O-A.
[2:23:15]
We tell you, you go to trust them, we may own the data.
[2:23:20]
We don't even know who's in that HOA office that's mad at John E. Joe and Sally Sue, and they
[2:23:25]
want to get liberty and say, there's only Joe cheating on Sally Sue.
[2:23:31]
Let's run a track on them. Let's see where they're going. I don't trust anybody with
[2:23:36]
my privacy. And I don't expect any. And this is where we are not supposed to be politicians.
[2:23:43]
We're supposed to be representatives of our people. And no matter how many may or may not feel
[2:23:49]
emotionally about this, we're supposed to represent ourselves and is sitting up here. It's
[2:23:57]
hard, it's hard to distinguish between us sometimes. But I like the council members. I
[2:24:05]
can't go into H U B because I've been around here so long that people know my phone number,
[2:24:10]
I've been in need of.
[2:24:15]
And by the way, I went back to the meeting in which it happened.
[2:24:19]
None of this was mentioned at that meeting.
[2:24:23]
He was presented as an LPR only, because nobody fought, and you know what?
[2:24:30]
Nice self-inclusive.
[2:24:31]
That's why we need any time we approve something.
[2:24:34]
We need to make sure we understand all the ramifications to the best that we can.
[2:24:39]
And in this day and time, it's about privacy.
[2:24:43]
I don't want to know that the city manager went to San Antonio to apply to be a city manager.
[2:24:49]
I'm not saying that joke, of course he's not doing that, because I check this walk.
[2:25:00]
But the whole thing is, and I'm going to join you, and I'd think out of fairness,
[2:25:07]
I would like to hear at this time the person that had the nerve that got the foresight
[2:25:12]
that we all wanted to do to put it on our agenda.
[2:25:15]
So I'm going to go to Wickler, who is the person who put this on and see if it is going to people like to put a motion on with
[2:25:31]
your contract on there.
[2:25:36]
And so that's the problem.
[2:25:39]
So it can be an action.
[2:25:44]
It can be an action to instruct the city manager.
[2:25:47]
You have to take necessary steps to control the contract on behalf of the council.
[2:25:51]
And we have to pay early termination fee.
[2:25:55]
Sometimes we have to pay for the panel issue.
[2:25:57]
You know what, it wakes us up.
[2:25:59]
It wakes us up and say, no, what we're getting into
[2:26:02]
and this was an open-ended contract
[2:26:03]
and I have never achieved a contract like this one.
[2:26:07]
Eric, thank you.
[2:26:08]
Well, this is, it's going to, it was the $12,000
[2:26:12]
for 12 months from October 1st, 2025 to September 30th, 26th.
[2:26:19]
that contract will expire. No, it's a two-year contract. That was just a year.
[2:26:24]
And so the second year goes through 27 and 18,000 dollars.
[2:26:29]
It was just a shift of less. Okay.
[2:26:32]
It's blocked. There's taken the hard line. Totally a little blocked block.
[2:26:37]
Do you have any questions?
[2:26:38]
All right, there we go.
[2:26:40]
I'm going to go to the comments before motion.
[2:26:42]
Excuse me.
[2:26:44]
Where have you go with comments?
[2:26:46]
Three minutes please.
[2:26:47]
real quick. Thank you. The question about and it's, it's, it's, it will keep it very
[2:26:54]
lean and stern, hacking. Just the other day, AI, whichever one you want to put in your
[2:27:01]
head, raw, a chat to BT whatever, AI, they test AI to attack, right? Okay, let me turn.
[2:27:11]
Make me an egg, right? Just lean and stern. That was not the task, but just it, visual. Make
[2:27:16]
in it and they did a controlled environment that they called it the sandbox. The sandbox plate
[2:27:22]
is just a analogy. So they had AI in the sandbox, right close, internet, no more way to get out
[2:27:29]
from Mr. AI. We're going to task you to do something. Mr. AI was able to get out of the sandbox,
[2:27:35]
go find the answer, come back and the techie said, how to figure out, Mr. AI was able to jump
[2:27:43]
out of the sandbox, the internet, and go have a system, hunting face, and come back with
[2:27:49]
the answer.
[2:27:52]
I went to a wonderful Rensis Pass city council, a flood on that hour, but the flood representative
[2:27:58]
used the term guardrail, we have guardrail, guardrail, we hit our truck with our guardrail.
[2:28:04]
It's just there, it's a proxy.
[2:28:07]
So, in technology, it jumps over, Bluetooth, the AI, and I'd just say, give me that example
[2:28:14]
about how does that block the artificial intelligence it's able to think of it's own to
[2:28:21]
jump out, get the answer and jump in, and that's hacking itself, hacking itself.
[2:28:28]
So, our diverse, and then we talked about the fog system, we haven't even discussed
[2:28:32]
because we went into the micro, we kept it macro, the single trace that can be add-on on
[2:28:37]
software. So when we're cruising by a normal center, the signal trace is a software
[2:28:43]
upgrade into the fog and now pick up my phone, signal trace. And then there's the
[2:28:50]
other wonderful upgrade that we can get and not that they want to, but just be in transparent.
[2:28:54]
We've got cargo, so now it's the fog and we're going to do that weird matrix on my face.
[2:29:00]
So it's just unfolding on both each, so it's very dangerous road. And once that dense
[2:29:07]
network, like I went the other day into a wonderful Rances Pass, to the South Dakota, the
[2:29:13]
wonderful parents and spaces, those clock cameras all the way.
[2:29:18]
So in just in general, you were looking for a pet boarding job in South Dakota, but you can do
[2:29:26]
that query.
[2:29:28]
If you have that subscription and also put it up on this one, remember the analogy, all
[2:29:33]
nothing and be happy, subscription, subscription, I own nothing but I'm happy, storage, where
[2:29:41]
is my SIM cards? Nothing, get on the card or not be Netflix if I do. Nothing, I take
[2:29:51]
that library.
[2:29:54]
All nothing and be happy.
[2:30:00]
The day be permitted to, like, emotion.
[2:30:02]
I need your parents to have my phone show.
[2:30:04]
I'm sorry.
[2:30:04]
I'm not a bad person.
[2:30:06]
The law, I need to the law.
[2:30:07]
OK, I think that's this.
[2:30:09]
You got it.
[2:30:10]
So, I have gone to some really councilman about these blocks.
[2:30:15]
I was in here the night that they got approved.
[2:30:17]
I thought then that it was a ridiculous thing
[2:30:20]
because I knew because what I'm taking in school,
[2:30:23]
I am currently going through ethical-heavy
[2:30:26]
Steve Dill's generation, you can hack with an antenna, just a regular antenna, it's that simple.
[2:30:34]
Going off to those machines.
[2:30:36]
I've been good at that.
[2:30:38]
That's what I was going to do.
[2:30:41]
But no, it is so ridiculously simple.
[2:30:44]
Anyone of us can hack using our Bluetooth phones.
[2:30:48]
We can literally just sit here while you're sitting there.
[2:30:51]
I can get in to your devices.
[2:30:53]
It is that simple.
[2:30:54]
So the ideology that this is protected, data is laughable, but what's worse is the fact that
[2:31:00]
once the data is there, as you pointed out, it does not get a race.
[2:31:05]
It doesn't go into a random spot.
[2:31:08]
The spot that it is at is the storage location that they have it.
[2:31:12]
And they are well within their rights to hold that data, ransom,
[2:31:15]
because it belongs to them.
[2:31:17]
It doesn't really belong to the city.
[2:31:18]
Your contract will show you that.
[2:31:20]
That night I was angry. I made it very go-go online to people how ridiculous that
[2:31:27]
expenditure was. And I'm so bad. Can you say that again when you said earlier
[2:31:32]
Sarah's way, right? Correct. Correct. So, can you give me credit for that
[2:31:39]
social media? Can you tell us that I was right? But I'm not way to watch this
[2:31:46]
because it is a hat for me, but I want you guys to pay very close attention when you're doing anything on my
[2:31:53]
technical side, you know, it is very easy, very easy to have anything.
[2:31:59]
And you guys have to keep that mind for everything.
[2:32:02]
Steve knows Steve, but I don't want.
[2:32:04]
It's funny.
[2:32:05]
Thank you.
[2:32:06]
I actually think someone said he came with those.
[2:32:09]
That was the last thing.
[2:32:11]
I'm going to survive.
[2:32:13]
What do you all think of me?
[2:32:17]
All right.
[2:32:17]
I'll speak to you also.
[2:32:19]
Does anyone prepare to make a motion with this?
[2:32:22]
I would make a motion.
[2:32:23]
We terminate our contract with Flocco.
[2:32:25]
But let me rephrase that for you.
[2:32:28]
Okay.
[2:32:28]
To not terminate the contract is a contract,
[2:32:32]
not on the agenda.
[2:32:34]
But cease the subscription to the Flocco system.
[2:32:39]
see starts and friction with the block, even if we need to pay an early termination.
[2:32:46]
I'm going to make a minute ask you for a minute.
[2:32:50]
I'm going to second it.
[2:32:53]
I'd like to add in the amendment to that.
[2:32:55]
So that we can put this to rest tonight.
[2:32:57]
And I disagree.
[2:32:58]
I believe we can be a direction as some authority has put matters.
[2:33:04]
But for I give the amendment, what's the balance of the Council's discretionary fund?
[2:33:12]
I need to do it on the records for that.
[2:33:16]
And let's go in.
[2:33:19]
I said digital work.
[2:33:21]
This is going along with the amendment.
[2:33:23]
I'm going to ask a motion to hold it.
[2:33:29]
To buy out this contract would be how much?
[2:33:32]
I'm going to ask.
[2:33:33]
I don't know that, right?
[2:33:34]
Potentially.
[2:33:34]
That's what it is.
[2:33:36]
I mean, that would be worst case scenario.
[2:33:40]
Okay.
[2:33:41]
That's what the government does.
[2:33:42]
Yeah.
[2:33:43]
That's what the government says.
[2:33:45]
Okay.
[2:33:45]
I'm going to ask a few would admit that to the city manager of the authority to continue working
[2:33:52]
with the attorney on the necessary requirements to cancel the contract.
[2:34:01]
I'm going to say that.
[2:34:02]
the Council, and I don't know if there was an expense involved after consultation with
[2:34:07]
the attorney that would give you the authority to take the funds from the Council's discretionary
[2:34:12]
fund, it will have no impact on our budget, any departmentals budget. They should not suffer
[2:34:17]
because of mistakes. And I asked you up to an amount, up to a $22,000. Obviously, don't
[2:34:27]
come back and say, well, I say it four or so, but in case there's anything, and just put
[2:34:35]
a little bit of the way in there, I asked you if you would have been there, so that the
[2:34:40]
entire termination fee, up to $22,000, would be covered out of the council's discretionary
[2:34:46]
fund.
[2:34:47]
Yeah, you can also just say what they'll say.
[2:34:49]
Yeah, because they don't do anything.
[2:34:50]
Oh, damn, it's taking us out of there.
[2:34:53]
Just an afternoon meeting.
[2:34:54]
Well, I don't know.
[2:34:55]
I can't read it out.
[2:34:56]
No, I can't read it out.
[2:34:57]
I can read it out.
[2:34:59]
Okay, so we have a motion.
[2:35:02]
Mr. Palaco on a second.
[2:35:03]
Mr. Deal.
[2:35:04]
And other words, we're putting it into it tonight with our vote.
[2:35:07]
My.
[2:35:08]
As discussed.
[2:35:10]
And the other clarifications or questions, comments.
[2:35:15]
Stop.
[2:35:16]
You got that motion.
[2:35:17]
That's sort of really bad.
[2:35:20]
We are going to be in the end.
[2:35:23]
What is on the record?
[2:35:24]
That is on the record.
[2:35:25]
I don't know at the time.
[2:35:27]
Okay.
[2:35:27]
So open up in the vote please.
[2:35:30]
Open the vote.
[2:35:31]
I have something written down.
[2:35:33]
We wanted to...
[2:35:34]
Yeah, if you want to.
[2:35:35]
Please repeat the motion.
[2:35:37]
Give me an authority to the CM to cancel and contract.
[2:35:40]
Take me from the council of discretionary funds after 22,000.
[2:35:43]
Over the flock system.
[2:35:44]
Over the flock system.
[2:35:46]
That's what I have.
[2:35:47]
All right. All right. All right. Open the vote, please.
[2:35:56]
Come on.
[2:36:03]
First.
[2:36:05]
Close the vote.
[2:36:06]
I'm not happy with this.
[2:36:08]
Motion carries.
[2:36:13]
That's it.
[2:36:14]
You're going to ask me.
[2:36:16]
Huh?
[2:36:16]
You want this? You're starting to want that.
[2:36:18]
Well, it's on the screen.
[2:36:20]
Okay. I'll point that way.
[2:36:21]
I'll point that way.
[2:36:22]
The movie in general.
[2:36:24]
I don't care.
[2:36:27]
The discussion consideration of local action on purchasing a 2026 Chevrolet Silverado
[2:36:34]
2,800 HD 4 wheel drive crew cab 159 inch work is that inch?
[2:36:43]
Work truck to be purchased through the buy board purchasing cooperative contract number 724-23
[2:36:49]
at the will.
[2:36:54]
I think that's a good one.
[2:36:56]
Just one, but I think we're back to track who are
[2:36:58]
the places.
[2:36:59]
Pretty good.
[2:37:00]
Do we have, here absolutely.
[2:37:03]
We have like full coverage and sharing.
[2:37:05]
OK, so she is in the middle of the team.
[2:37:08]
That means the vehicle cost.
[2:37:12]
Well, it's 40, 9, 7, or 50.
[2:37:15]
But the idea is, had insurance proceeds in 19, then,
[2:37:19]
we're 10, or 60.
[2:37:19]
I know he's not sitting right now.
[2:37:21]
That is the total is 30,283 naps.
[2:37:30]
It's 30,000, 283.
[2:37:33]
Yes.
[2:37:34]
John, I think.
[2:37:35]
I don't remember what I was saying.
[2:37:37]
Yeah, I'm going back to item 12.
[2:37:42]
We just need to state that the motion passed.
[2:37:47]
For the meeting record, that's it.
[2:37:49]
Oh, I apologize.
[2:37:50]
Motion did carry.
[2:37:53]
Thank you.
[2:37:56]
So, this is vehicle that's taken as service because it did.
[2:38:00]
in the media account when I have an app order in the security device, right in the
[2:38:04]
skin as a point. We've worked up, but that is a net difference, a 30,083 dollar. You
[2:38:12]
know, we'll point out that this has nothing to do with a agenda, I don't know, 14.
[2:38:18]
So my only other question is, is this a, is this what you need to replace that
[2:38:25]
It doesn't need to be bigger smaller than the middle.
[2:38:35]
You need to do it when you're one time.
[2:38:36]
That's not crazy.
[2:38:38]
That's not crazy.
[2:38:42]
It's about six weeks.
[2:38:44]
I mean, this would be a dodge.
[2:38:46]
It would last longer.
[2:38:47]
I'm just saying.
[2:38:49]
You know, if you have your bow tie anymore.
[2:38:54]
I know that this is 2026.
[2:38:56]
Is it the brand new?
[2:38:56]
Yes.
[2:38:57]
Okay.
[2:38:57]
We do this in front of you. Yeah, sure. There's lots of stuff on the left.
[2:39:01]
I can turn. I mean, there's like, like, place ten hundred and still be down there somewhere.
[2:39:06]
There's all the detail.
[2:39:08]
They all are money.
[2:39:10]
Yeah, and they are through a purchasing walk through the bottom.
[2:39:16]
Okay.
[2:39:17]
Well, this truck need to be outfitting or moving stuff over.
[2:39:22]
Get the way she is.
[2:39:25]
Good to wait for you.
[2:39:26]
Okay.
[2:39:31]
It's what we need, it's out there like we need, and it turns from the old truck to help
[2:39:37]
him pay the strut.
[2:39:38]
Yes.
[2:39:39]
Any other questions?
[2:39:42]
Just a budget item?
[2:39:44]
Yes.
[2:39:45]
All right.
[2:39:46]
Well, it will be taken as the, you're the next, the general item is the budget, budget, budget,
[2:39:54]
budget.
[2:39:58]
So.
[2:39:58]
That would be taken out by a foot turtle.
[2:40:03]
So, and was that in the budget for this?
[2:40:09]
No, no, it's an unbushed item because it was the break to be hit.
[2:40:15]
That's it, okay.
[2:40:16]
Now, we have a question on it.
[2:40:18]
So, there's not in the correct budget.
[2:40:22]
You're taking it from unencumbered funds.
[2:40:24]
The fund.
[2:40:26]
30.
[2:40:28]
30?
[2:40:28]
What is fund 30?
[2:40:29]
Less than that on the picture.
[2:40:30]
It's not a single fund.
[2:40:31]
No, I have it.
[2:40:33]
When it is in the company, it's not on the fund.
[2:40:36]
It was funded.
[2:40:38]
It's a type of funding just clarifying.
[2:40:41]
And the budget, the 20, 20, the current budget year.
[2:40:45]
Capital funds, project fund.
[2:40:47]
Is that correct or not correct?
[2:40:52]
Is it a trading unfunding that was not covered in the budget?
[2:40:55]
The purchase of the vehicle of this particular item for it.
[2:41:01]
I just want to remind everybody the manager has said in multiple meetings that we're
[2:41:06]
already down to the lowest figure that we care of and want to be in our unencoupled
[2:41:10]
which was $4 million.
[2:41:12]
Be careful here, Council.
[2:41:14]
Now, can I ask a question, if you'd like to understand what it means recently, if Gary has that much money sitting in salary could it not move to the truck?
[2:41:26]
You can do an entered department of transfer, a budget, and then that, it can always
[2:41:31]
be managed by the right of the lead.
[2:41:35]
But once again, to go back, to keep make sure we keep this capital assets where they need to
[2:41:41]
be for the accounting purposes and the audit, it will be funded.
[2:41:45]
It will be tracked and the money comes out of that fund.
[2:41:49]
You want to transfer from the unencumbered fund over into the capital and take it out of
[2:41:56]
No, no.
[2:41:57]
No, no.
[2:41:58]
No, no.
[2:41:58]
Is either budgeted in the 2026 budget or it's not?
[2:42:07]
It's not.
[2:42:08]
They're using money in $1.30.
[2:42:11]
That was a lot of side-of-capital projects.
[2:42:13]
So that was a side-of-capital project.
[2:42:16]
$1.30 is incumbent money.
[2:42:19]
That was put in there.
[2:42:20]
That is not an incumbent fund balance.
[2:42:24]
If it was put into line 30, when we approved the budget, that's what that's a question he asked.
[2:42:34]
It is an incompetent bond.
[2:42:36]
Line 30, how much money is in line 30 as we speak?
[2:42:42]
That's incompetent money.
[2:42:44]
That's not an incompetent money.
[2:42:47]
By definition, correct?
[2:42:50]
So, we're not taking it from because if we did, I would say we're in it.
[2:42:56]
We are at four million dollars because the manager told us and we said we're not one
[2:43:03]
below four million dollars.
[2:43:04]
So, I just want to clarify, I could answer this question.
[2:43:07]
It is incumbent money, because when we started, we fund $1.30 last budget process, not
[2:43:15]
this way.
[2:43:16]
So it's in combat money. We're just transferring it out of the phone 30 to a specific line item
[2:43:24]
Correct. Thank you. That's I think that's what you were asking. So it is
[2:43:49]
To get this
[2:43:51]
2026
[2:43:52]
Chevy pickup to replace the correct one
[2:43:55]
contract 72423 in the mouth 49,000
[2:44:00]
and that amount coming out of 30.
[2:44:08]
Well, the next one's the question about.
[2:44:12]
Yeah.
[2:44:12]
Because he had to do everything he had to do.
[2:44:13]
There was the purchase for the next agenda of the budget.
[2:44:18]
We've seen the extraction of just 30.
[2:44:20]
We have a motion.
[2:44:21]
Then we have to do it.
[2:44:22]
How second?
[2:44:23]
We have second.
[2:44:25]
So deal second.
[2:44:25]
Question about this one.
[2:44:27]
Oh, please.
[2:44:35]
That is the net because if we had the revenues coming in on the other side from the insurance
[2:44:48]
growth seats.
[2:44:50]
So the true net cost of the is the expense of my estimate is 30,000, but that's on
[2:45:00]
The total expenditure is not to split, not all right.
[2:45:03]
Yeah, that's a pretty good one.
[2:45:06]
All right.
[2:45:07]
I'm going to vote for you.
[2:45:11]
I'm going to vote for you.
[2:45:14]
You're ready?
[2:45:15]
I was first.
[2:45:16]
And you won.
[2:45:17]
Close the vote.
[2:45:20]
Sarah, back there, happy to be back.
[2:45:21]
Motion carries.
[2:45:22]
It's a yellow thought group.
[2:45:25]
We'll have a question.
[2:45:27]
Why do we...
[2:45:28]
We're waiting on insurance to pay it out, because this was what we were going to go.
[2:45:35]
We had to do the research, find the vehicles, compare costs from after the buy board,
[2:45:41]
because the buy board has several vehicles to choose from, and then come to the council.
[2:45:49]
It just seems like everything takes forever.
[2:45:51]
Okay.
[2:45:52]
You're working for a good one.
[2:45:54]
I'm not talking to anybody.
[2:45:57]
Discussion, consideration and possible action on a first and only reading of an ordinance
[2:46:01]
amending the fiscal year 2025-2026 budget for the City of English-side Texas, for the
[2:46:07]
general fund and the general fund capital purchase improvements fund for the appropriation
[2:46:12]
of funds to cover the cost of a vehicle replacement proposed ordinance 2026-18.
[2:46:18]
Some wood.
[2:46:21]
All right, we have a motion.
[2:46:22]
Second.
[2:46:25]
I'm going to do a second by Mr. Franco.
[2:46:28]
Any discussion on this?
[2:46:32]
No.
[2:46:33]
Let's see, then.
[2:46:35]
Open the rope.
[2:46:40]
We're cooking.
[2:46:41]
All right.
[2:46:41]
First of all.
[2:46:44]
Motion carries.
[2:46:47]
15.
[2:46:52]
Discussion consideration and possible action
[2:46:54]
on the allocation of street maintenance funds
[2:46:56]
as authorized by Section 3, 2, 7.008 for street maintenance equipment.
[2:47:15]
I'm going to put a quick clarification on the manager. Basically, next few are coming from
[2:47:20]
the street maintenance equipment.
[2:47:22]
You have the Council all for us, is it? Yes, sir.
[2:47:25]
I mean, that's the intent.
[2:47:26]
Yes, it is. And there's already protection that as you said, and I appreciate what you've
[2:47:30]
in your language and our previous discussions
[2:47:33]
that have run accounts of.
[2:47:34]
It anything coming from street fun,
[2:47:36]
any street that existed, man?
[2:47:40]
That's a good one.
[2:47:41]
Prior to the election in May of 2023.
[2:47:44]
Right, that's part of any street or side walk.
[2:47:47]
I was sidewalked.
[2:47:48]
That's part of the situation under the state,
[2:47:50]
and that voter approved.
[2:47:52]
That's not there for any new streets from scratch
[2:47:56]
since May of 2023.
[2:47:57]
That'll be up to him to determine.
[2:47:59]
And we have, uh, paid by, and part of, of course, that didn't, but they're so new,
[2:48:08]
really, really wouldn't have to use this.
[2:48:09]
I mean, I want to make it come.
[2:48:11]
I don't have very long email.
[2:48:12]
Who, which I appreciate very much.
[2:48:16]
I just want to reiterate to the citizens.
[2:48:18]
That email, expressed with respect to this, with raise and taxes, with raise and water rates.
[2:48:23]
No, this is not raising taxes.
[2:48:26]
This is not raising water rates.
[2:48:27]
This is money that's coming from sales tax delegated funds for an election that went before the voters and I want to stress it again
[2:48:37]
Industry pays mostly to sales tax. The majority of the sales tax in this city
[2:48:42]
So people have no mirroring on the water rates or anything
[2:48:47]
I won't even demand you to back better
[2:48:49]
And this is the street maintenance fund. It was voted all about the citizens
[2:48:53]
It is poured by sales tax, but that sells within the city or through the industry.
[2:49:00]
And this is, and that was why I was brought and requested by a council member deal is,
[2:49:08]
because it is the use of money available to help maintain the streets.
[2:49:14]
And to be quite honest with you, it's actually fulfilling our obligation to the voters,
[2:49:18]
because we had about $3 million said in that account approximately.
[2:49:22]
So this is actually fulfilling our obligation to fulfill what the voters actually voted on.
[2:49:30]
So it's with me and when.
[2:49:32]
It's really the only way to use the response.
[2:49:35]
For the maintenance.
[2:49:37]
And it is, of course, when you look at the statute,
[2:49:43]
it does talk about street maintenance.
[2:49:45]
So that's why you have to define exactly what equipment is.
[2:49:51]
So it is specifically a four-worsh-free maintenance or side-block maintenance, and that's why
[2:49:57]
you don't see a dump truck in here, or a skid, low-wreathing, else it could be used
[2:50:02]
at other locations.
[2:50:05]
It is directly used at the street maintenance level.
[2:50:09]
The last thing I want to get on the record since I put it to some is I just like a manager
[2:50:14]
on the record to sort of, because we've had problems in the past.
[2:50:17]
We do have adequate out-of-the-elements storage.
[2:50:22]
Yes, we do at this time.
[2:50:24]
We are in the process of getting one large building, but the equipment is stored in other locations.
[2:50:31]
If we're to record my comments and questions, we'll apply it to the next any item subject to this.
[2:50:37]
And just make that right or just make 50.
[2:50:42]
I'm not opposed to what you're doing.
[2:50:43]
and I see the method behind the math.
[2:50:48]
As we get to 167 to 18 times, I don't know.
[2:50:55]
I don't want to take out all of what's the cut.
[2:50:58]
We get 167 to 18 and you're out with a crew running.
[2:51:02]
How long will it take you to load?
[2:51:03]
Three million dollars per street.
[2:51:06]
And we take it down to, let's say, 1.5.
[2:51:09]
We're going to run you out of the funds.
[2:51:10]
And you have to remember that this thought is generating about a half million just through sales tax every year.
[2:51:20]
And I don't know what to talk to you.
[2:51:22]
And at the top of the right about the city doing it ourselves, we reduce the cost.
[2:51:28]
It's been a lot of great, but the thing is that we are generating not only the sales tax, but interest term.
[2:51:37]
So, and we're trying to make sure that the street light is fun, it's used, the way it was intended.
[2:51:44]
And like getting that, it'd be great.
[2:51:47]
We've had just a half million dollars from there for you.
[2:51:49]
I just don't want to buy equipment.
[2:51:51]
And then six months from now, I pay street light.
[2:51:53]
I just find out, I've got a lot of money.
[2:51:54]
My equipment got me so far that I had to stop because I ran out of money.
[2:51:59]
because we buy, I don't know, in a matter of fact,
[2:52:03]
all of it from a leftover salary budget is there.
[2:52:08]
I don't want to just take all three things,
[2:52:10]
say it's all street maintenance funded.
[2:52:11]
But it's been a people in nine months,
[2:52:14]
because, well, you got hot head.
[2:52:15]
But you also got to remember too that the street maintenance
[2:52:30]
Any other maintenance in the street department? And it just depends on how much of budget every year for the street maintenance.
[2:52:38]
So there are two funds for street maintenance. This is just that this money has to be used just for street maintenance.
[2:52:46]
of anything that existed before May of 23.
[2:52:49]
And also some of this equipment, I think,
[2:52:51]
out of the city management, too to Gary,
[2:52:53]
well, some of this is related to equipment.
[2:52:56]
That on a project, more than a piece of this,
[2:52:59]
will be needed for that particular project.
[2:53:02]
And the other thing is, it'll be the first time I look forward.
[2:53:06]
The citizens will get to see, you know,
[2:53:08]
notice something's happening in their community.
[2:53:10]
They will see this equipment out of the group.
[2:53:12]
I think that's the first place to put real all these equipment laying down to be in the last one.
[2:53:20]
It will be there.
[2:53:22]
Yeah.
[2:53:24]
What was my only other blitz?
[2:53:27]
I'm good with the change.
[2:53:31]
I don't want to put some pickle, let's say,
[2:53:35]
now we need to lay an extra 10 feet apart from that next to the humble center.
[2:53:41]
We can't use this equipment because we're not making anything.
[2:53:43]
I thought after this, I don't know if I was going to pick up on that next side.
[2:53:49]
Well, really, I think that through the part when you look at the way the law is written,
[2:53:54]
if this piece of equipment happens to be used on something that is a part of modern, something like that,
[2:54:01]
that is not part of this, that is Disney, this part that can be useful.
[2:54:06]
If we can set up the allocation of what that unit is worth per hour.
[2:54:14]
And then, the straight maintenance in the general fund has to reimburse the straight maintenance fund from that usage of that equipment.
[2:54:25]
You're covering me because he wants to lay us a nice new parking lot right here on break rules
[2:54:31]
or say we can't use that but it just like it could be
[2:54:34]
You got it out essentially, but the streets is going to lease it from maintenance.
[2:54:40]
Okay.
[2:54:41]
Got
[2:54:46]
it.
[2:54:47]
Which way on that?
[2:54:48]
Which way?
[2:54:48]
Which way?
[2:54:49]
All right.
[2:54:50]
So we don't own any of this right now.
[2:54:54]
And
[2:54:58]
do we have operators to do this?
[2:55:05]
They are all, they will love you on it.
[2:55:09]
So, okay.
[2:55:11]
So, when I look at your presentation for the budget, you are, you are, you are areas,
[2:55:20]
and maybe I'm just mixing with you because you have like 18 departments.
[2:55:26]
So, you have some areas where you're lacking operators, I guess this is what I'm going with this.
[2:55:34]
Once this is full staff, you're saying yes, you have operator sport already, but once this is full staff,
[2:55:43]
would you have essentially have like a working group to successfully move everything at the same time?
[2:55:52]
Okay, so if you've watched the state on their project, 1069, you see several employees standing around,
[2:56:02]
but you probably see two or three pieces of equipment moving at one time, because it is a, you're not going to see all six pieces doing so.
[2:56:10]
Right, not nowhere. That's why I'm asking. So we're buying these, but we're going to, like, the crew wants it's essentially fulfilled, right?
[2:56:20]
We would happen that people too.
[2:56:23]
The current crew we have at this time can operate every one of these pieces of equipment.
[2:56:29]
And usually we have around six people out there.
[2:56:32]
And everybody can run a piece of equipment, but they won't be at all pieces of equipment right at the same time.
[2:56:39]
A lot of these people, that's when I go to school, they're trying to get served by them.
[2:56:43]
And she thinks it served by them, everything.
[2:56:46]
So, you might not be used to wanting to face equipment.
[2:56:50]
You probably got three, four thousand.
[2:56:52]
That's 12, five, and I'll play all of them.
[2:56:55]
So, in my sixth piece of equipment, I'm trying to get three people operating.
[2:57:01]
Sure.
[2:57:02]
Henry?
[2:57:03]
Henry?
[2:57:04]
Henry?
[2:57:04]
He gets the button.
[2:57:10]
Every piece of equipment that we have on this list is all, every bit of it is necessary,
[2:57:18]
not like you said, not all it wants, but for instance, you need to go in there, you need
[2:57:25]
to go in there with your motorbader, which we just bought to go ahead and do your level up.
[2:57:31]
And then you need to go in there with your rock spreader to lay the or actually before that
[2:57:37]
You've got to go in there with your oiler
[2:57:39]
They down your tar then you've got to go in there with your rock spreaders right in out then you've got to go in there with the steel
[2:57:48]
Then you've got to go in there with the nomadic roller, which is the one that's got about 20 tires
[2:57:54]
That they all do they're all necessary, but they all do different parts of the project
[2:58:00]
And it takes all of them together at the end, you'll have a pinch of rock.
[2:58:06]
So how have we been doing it without it?
[2:58:09]
We have, we have been, so what we bring, we're ready to quit.
[2:58:15]
Some of it, we have braces, we have a pneumatic rubber.
[2:58:19]
Look, it's a 2010 model.
[2:58:21]
That's one that all the tires were different sizes.
[2:58:24]
All the tires were different sizes, and it's data that they are,
[2:58:29]
So we can't get running anymore.
[2:58:32]
So that's one of the items we're purchasing.
[2:58:33]
Yes, one of the items we're purchasing.
[2:58:35]
Okay.
[2:58:36]
That's the nomadic road.
[2:58:39]
So are we going to get rid of the old one?
[2:58:41]
Yes.
[2:58:43]
Are we going to sell it or do we know it?
[2:58:44]
We certainly sell the option.
[2:58:48]
I don't know.
[2:58:49]
Because I did ask if we had this.
[2:58:50]
Well, we don't have a quick one that is used to it, right?
[2:58:59]
I'm not saying we don't be in that just what's curious how we were getting
[2:59:02]
by without it.
[2:59:03]
If we've been anywhere.
[2:59:05]
We've been whatever we don't have.
[2:59:08]
Whatever we're trying to buy now, we've been renting.
[2:59:11]
So once we buy this, what else do we still need to rent?
[2:59:16]
Probably another dump truck eventually.
[2:59:17]
But we can weigh it.
[2:59:19]
Because we just got a new one.
[2:59:22]
Why do we need another dump truck?
[2:59:23]
And why do we weigh it here?
[2:59:24]
Because you'll need, well, because I don't think we'll have to budget it.
[2:59:29]
And number two, we just got, we have little dump trucks that we can use, but eventually
[2:59:36]
when we start taking off on a road or whatever, it would be nice to have two able sites.
[2:59:42]
And I think, well, the biggest thing is this is that, because we're talking about the dump trucks
[2:59:47]
because when you're doing the espaltered conference, then you have to make sure the plan's up and right.
[2:59:54]
But if you have the gravel, then you don't have to ensure that there's a plan in operation.
[3:00:00]
That's all right, because there will go to the big contractor at your service. And then they speak, they don't put us in there where we can do. And, but, I have, how hard is one? Two of you are trying to go. Be grab it.
[3:00:20]
I couldn't tell you that it was just against you, it might last for two or three blocks to maybe
[3:00:27]
the block, you just been a witness to it, but so there he is, and we will be being another
[3:00:34]
doctor, but we can't continue with all we have, especially when we do hot mix, that stuff
[3:00:40]
that has to be like the name implies hot mix.
[3:00:44]
So you have to go get it hot and bring it in late.
[3:00:49]
So with two trucks, you can have one name
[3:00:51]
while the other gets a load.
[3:00:53]
When he gets here, this one's in,
[3:00:55]
and he can take off for another one,
[3:00:57]
then you can fill the other one, and then you can change it.
[3:01:01]
It's not good to go large-stop.
[3:01:04]
You want to try to get it as smooth.
[3:01:07]
So remember what this is?
[3:01:08]
We've been saying that we're going to do our own roads for how many years.
[3:01:13]
How many years have we been essentially, three years ago?
[3:01:17]
Three years ago, and we still don't essentially have all the equipment that we need to successfully do a job, right?
[3:01:23]
That's what I'm doing.
[3:01:25]
So I guess my one of which is why are we not doing, we've been doing this for three years when we could have already just been doing it.
[3:01:34]
These are capital investments, put them in, run them out in the expense and go a bit.
[3:01:43]
So that's how much is in the other dump truck?
[3:01:45]
What did we just spend?
[3:01:47]
155.
[3:01:48]
But that will come out of the street fund.
[3:01:51]
That comes out of the sample funds because you can't buy a dump truck to these funds.
[3:01:56]
Right.
[3:01:58]
Again, I guess what I'm going is, let's present this, let's put it in the budget and
[3:02:03]
So that we can function like we need to. There's no sense of keeping band-dating.
[3:02:08]
Yeah, if you recall, I believe it is proposed budget. There was this equipment too if this did not pass tonight.
[3:02:17]
Right.
[3:02:18]
So therefore, we can rearrange it.
[3:02:20]
But not about truck, right?
[3:02:22]
But what I'm saying is, if it's still tow rollers, take it out of this capital fund.
[3:02:29]
Now truck can be put in there now.
[3:02:30]
to make sure that we have the funding for everyone.
[3:02:33]
I think we're just saying why keep left along.
[3:02:37]
But if you're here late, I'm not a key to road.
[3:02:39]
We have five hours for the next stop mix.
[3:02:43]
So you need two so that you just keep rolling.
[3:02:46]
Why are we?
[3:02:47]
And a year will help you more.
[3:02:49]
We'll help you more.
[3:02:50]
Again, you're the most beat-up man in this town.
[3:02:53]
And you've got 99%.
[3:02:55]
You're 99% of the way there.
[3:02:57]
And then we're going to the three years.
[3:02:59]
Now we're going to go four of your five years before you get out of just that, you keep getting
[3:03:04]
shot on the foot area and I think that Jesse is trying to undo that right now and I think
[3:03:10]
he just is playing just what?
[3:03:12]
Yeah, and this thing is to, well, we get into a big project because we have hired other trucks
[3:03:19]
to come in to keep it rolling because that option is always there and if we look at and
[3:03:29]
for this one road project, we don't, we don't need four trucks in it. We will go ahead and
[3:03:35]
place them out and have another driver come in. Because you don't want over spend either and
[3:03:40]
have vehicle setting a route on our main needs. All right, what do we need to do on 15, right?
[3:03:45]
Right. I get, we got off a little bit, but essentially three lines down, we're going to go to
[3:03:50]
the budget. So, we're still, you're still on top of it here. Yeah, you're on 15, but we need to
[3:03:56]
we're talking about the application.
[3:03:58]
So for 15, that's all it is.
[3:04:01]
The application on the money.
[3:04:02]
What motion do you need to wait for the streets?
[3:04:05]
Because that, I'm confused.
[3:04:06]
What are the rules that are needed to be motion?
[3:04:08]
When are the motion to be to?
[3:04:11]
The list of motion, that's not what I decide.
[3:04:13]
That's right.
[3:04:14]
It was shit, right.
[3:04:16]
I thought that was just the stress level.
[3:04:18]
The legal actions are involved in that.
[3:04:20]
It's a deal.
[3:04:21]
But we can point it, just to find,
[3:04:23]
use in the street. So, 15th of about is just a clarification of the rules and plans.
[3:04:30]
That's exactly what it looks.
[3:04:31]
It's really, really nice. There's a little symposium on this.
[3:04:34]
All right. So, action on 15, I spoke to you 16, please.
[3:04:41]
Discussion consideration and possible action for city council to approve the purchase of a 2026
[3:04:48]
Booster, E 35, mechanical street sweeper through source while purchasing cooperative contract number
[3:04:55]
0-62425-DUC.
[3:05:00]
And I think one of the main things on this, if I make miracle chemists, that we look at
[3:05:05]
both mechanical and vacuum, and after we discussed it with the ones that have used the equipment
[3:05:11]
in this area, vacuum because of the sandy soil will not work therefore that's why we're
[3:05:18]
I'm just for clarification, these next few years is a result of them.
[3:05:23]
When I asked actually about it to the agenda, to the council, initially, all of this has been discussed for the need and everything else.
[3:05:30]
This is just the authorization that to fire up and what we discussed at the last meeting.
[3:05:35]
And each one of these is through some personally involved.
[3:05:40]
I'm going to go ahead if I may.
[3:05:43]
I'm going to make a motion that we, that we authorize the action to purchase of 2020-26.
[3:05:50]
Long, long, long, long, long as you're at one of the agenda.
[3:05:53]
All right.
[3:05:53]
We'll have a second.
[3:05:54]
I'll second.
[3:05:55]
Time motion by Mr. Gill's second.
[3:05:57]
Mr. Stewart.
[3:06:00]
Any further discussion?
[3:06:01]
Questions?
[3:06:05]
Let's see.
[3:06:05]
Nine more.
[3:06:06]
About our open book.
[3:06:10]
We can get it.
[3:06:12]
Eight more.
[3:06:13]
Yes.
[3:06:13]
And this is you do three man's photos, right?
[3:06:21]
Yes.
[3:06:22]
How should I say this?
[3:06:23]
You have it?
[3:06:24]
Every written on the agenda.
[3:06:28]
All right.
[3:06:28]
Close the loop.
[3:06:29]
All right.
[3:06:33]
Motion carries.
[3:06:35]
Close the loop.
[3:06:36]
Close the loop.
[3:06:37]
She watched the characters.
[3:06:40]
Sorry, it's getting late for me.
[3:06:43]
I don't know.
[3:06:43]
I'm 17, please.
[3:06:47]
Discussion consideration.
[3:06:48]
and possible action for City Council to approve the purchase of a Donapac CC 1300 Comtac
[3:06:56]
tandem roller-through by board purchasing cooperative contract number 788S25.
[3:07:05]
They make a move.
[3:07:08]
I think you can head just because of the same as before.
[3:07:10]
Make a motion to the purchase.
[3:07:14]
As we just discussed at the peak, this can't be the compact hand.
[3:07:18]
With a low as written on the agenda.
[3:07:21]
Okay, motion to the second.
[3:07:22]
That's the second.
[3:07:23]
Second.
[3:07:24]
Second.
[3:07:24]
Second.
[3:07:25]
Second.
[3:07:30]
Mr. Zimmerman, motion by Mr. Gill, please. Any discussion about discussion?
[3:07:36]
This area is as unique to our standards, a hundred and ten percent. She's going.
[3:07:41]
Okay, that would be my question for all of you. It's not. It's not. It's a big step ahead.
[3:07:49]
Also, it's everything for any of you.
[3:07:50]
Yes.
[3:07:51]
Thank you.
[3:07:51]
and this has gotten two years of 2,000 hours of manufacturing warranty.
[3:08:01]
I'm going to ask the manager out through his staff to ensure proper maintenance and
[3:08:05]
any maintenance category of contracts that may be needed in the association, because in the long
[3:08:09]
line, maintenance contracts you save money.
[3:08:12]
Thank you.
[3:08:14]
All right.
[3:08:15]
The other.
[3:08:15]
And that will be tied to the previous.
[3:09:01]
All right.
[3:09:03]
This is what the two are.
[3:09:04]
That's a very reasonable action for City Council to approve the purchase of a Donna
[3:09:08]
Pax EP 1200 pneumatic tire roller through the source valve purchasing whalperative number
[3:09:17]
060122-DYN.
[3:09:18]
What should you do for you guys written by his representative about staff?
[3:09:23]
Motion by.
[3:09:24]
Should you do second half of this for Blanco?
[3:09:27]
Does that have all the tires the same?
[3:09:31]
That's great.
[3:09:33]
We're going to go.
[3:09:35]
Same comments.
[3:09:37]
We have maintenance prepared for this equipment.
[3:09:40]
Oh, yes.
[3:09:41]
Any other questions, discussion?
[3:09:45]
I'll see you then.
[3:09:47]
Open the vote.
[3:09:54]
He doesn't want to play this.
[3:09:57]
Any comments?
[3:10:02]
All right.
[3:10:02]
Close the vote, please.
[3:10:05]
Motion carries.
[3:10:17]
Discussion consideration and possible action for the city council to approve the purchase of a M1 heated hose crack sealer machine through the source flow partition cooperative source flow contract number zero five zero six two dash CME.
[3:10:47]
The second one is to deal with any other discussion question that you have just one last question.
[3:10:53]
It's coming from Spicewood, Texas.
[3:10:56]
That's what it's first and foremost.
[3:11:01]
Texas, what's the weird?
[3:11:03]
Just a kind of curious, is it worth our time and labor to pick it up and travel it down here versus 50,
[3:11:12]
about to ship her since it does have wheels and we have to pick up truck and I'm just you know I've got to place somebody
[3:11:20]
every bus an hour drive to where the x-pice would is a back versus paying somebody 50 on bus like
[3:11:26]
Dallas the weird what's uh it should be a problem which is it wasn't awesome but I don't know
[3:11:41]
Thanks 50 out of bucks and pay some labor and lunch to pick it up that'd be
[3:11:50]
Where's your truck?
[3:11:54]
Very very. Yeah, we have a question and second right?
[3:11:58]
Yeah, I wrote an other discussion
[3:12:01]
He's down.
[3:12:03]
We'll get that to stop for the tickets.
[3:12:06]
All right, open the boat please.
[3:12:21]
I don't know.
[3:12:25]
Close the book, please.
[3:12:28]
Motion carries.
[3:12:31]
Okay.
[3:12:31]
I have 20.
[3:12:33]
Discussion consideration and possible action for the City Council to authorize the City Manager to negotiate and enter into an agreement with have associate's ink for the design being administering a maintenance contract for the elevated storage tanks.
[3:12:53]
So, as part of our GCP, the L.A. storage sites are in our disk and the use system must have
[3:12:59]
minus stuff to them every five years. Right now, we have three of our L.A. storage
[3:13:05]
sites are due to this minus. However, we have only two that are in operation. And this
[3:13:12]
is the ones that we are requesting. We gave you a lot of our keys on the plant vids, also
[3:13:17]
to the paper. We did receive several RF keys from a 12-fighting
[3:13:23]
engineers. We are recommending, after the evaluation was done by staff members,
[3:13:31]
that we cast off for us the manager to negotiate an air into an agreement
[3:13:36]
for the maintenance of contracts that they'll feed storage tanks with half of the
[3:13:40]
associates, and we do have a representative of staff sitting here in the
[3:13:44]
back for O, if anyone has any questions?
[3:13:48]
Thanks for sticking with us.
[3:13:50]
Very late meeting.
[3:13:53]
I mean, any comments or any questions from Council for a message?
[3:13:58]
Any turn on playing external playing combination too?
[3:14:01]
There's a law of maintenance there.
[3:14:03]
And the third one I guess is just kind of down for a while.
[3:14:07]
The third one was damaged in Harvey and at that time when the city received funding
[3:14:14]
to put it back in the service that bought beef at this.
[3:14:20]
Mm-hmm.
[3:14:20]
Say it again?
[3:14:21]
Yeah, what?
[3:14:22]
And it bought beef.
[3:14:24]
Yes.
[3:14:24]
Say it again, Dr. Narkin?
[3:14:27]
Say that again, please.
[3:14:28]
Say it, in 2017, from the, uh, from the, uh, after Harvey,
[3:14:33]
that tank was out, uh, tank was out, uh, tank was out of service.
[3:14:37]
And to put it back into service,
[3:14:40]
if, uh, the money was expended on, uh,
[3:14:46]
Also because of that, because where the new wastewater treatment plant is, we have to wait
[3:14:51]
and I'm sure where the drying beds are now, to ensure that they're far enough from
[3:14:56]
the tank itself, so that the...
[3:15:00]
From May, did we get any money on the ensures that it was specifically about any correspondence of record or anything that we should have used that money for that discomfort.
[3:15:13]
Because we did say we got insurance money and we used it for something else. I'm forced to clarify that.
[3:15:19]
Yes, I said yesterday that yes, we did, the action was at that time yes, we might want to be careful about that in the future
[3:15:30]
We get insurance money, yes, and we didn't, we used it as, you see, yeah, so, we wanted to bridge out, but yes, that's what we do is something that was ready to the record
[3:15:46]
And to say, 2020 on the site, but let's
[3:15:49]
adopt you, we have another situation.
[3:15:52]
We use my phone to receive.
[3:15:53]
Thank you.
[3:15:55]
Thank you.
[3:15:55]
Thank you.
[3:15:56]
Thank you.
[3:15:58]
Half-stop is to get a dollar figure.
[3:16:01]
Half-stop has responsibility will be to address specifications and
[3:16:09]
issue the mid-dog events and then review the business and come back in the
[3:16:14]
on and we're going to be able to come back to Council before it's finished.
[3:16:23]
And this project is budgeted in the budget for the capital projects.
[3:16:32]
And proposals that we got back are all within that budget.
[3:16:37]
So, well, we have not got any in the budget.
[3:16:41]
So, this is for the engineer.
[3:16:45]
Any other questions?
[3:16:49]
So just for clarification, explain the RQ evaluation which is to me.
[3:17:02]
It was a lady on the actual RQ.
[3:17:08]
There was a point system, a sign, like for the capacity to form, experience with this
[3:17:18]
particular type of board, and I don't have it in front of you.
[3:17:22]
I don't remember, it was 4 categories.
[3:17:25]
So we got all the SOQs, and the staff that was put together to evaluate them, we went
[3:17:32]
there and based on those criteria, they were assigned a certain point that each SLQ that was received.
[3:17:43]
Then they were all told and averaged and happened associated under here.
[3:17:49]
We're here.
[3:17:50]
Yes.
[3:17:50]
That's just gorgeous.
[3:17:52]
So just cool.
[3:17:52]
We all do it together.
[3:17:54]
Yes.
[3:17:56]
Okay.
[3:17:58]
We said during discuss the responses, who companies are, some people have experience with
[3:18:08]
these companies, some people have never heard of them, so we discuss, you know, well, I'm
[3:18:13]
working with them here and like done this and that, whatever, aside from what they actually
[3:18:18]
We wrote on their SOQ as far as their abilities.
[3:18:25]
We take all of that into consideration, and then we give them based on our judgment to give
[3:18:33]
them a point score, and then like I said, they're added up in their average, and then whoever
[3:18:39]
sport to highest is the one we recommend.
[3:18:41]
And essentially it would be the same as if you were doing an air people or a boy, a proposition
[3:18:49]
after the engineers, or the people that are used, are not yes, the right.
[3:18:57]
So it's all of everyone's opinion and have a discussion.
[3:19:01]
Okay,
[3:19:04]
so like I say, I'll didn't know if I'm saying anybody.
[3:19:06]
But are these people qualified to do this process?
[3:19:13]
Yes.
[3:19:14]
He met us that were doing the qualifications.
[3:19:18]
And discussing?
[3:19:19]
Yes.
[3:19:20]
Yes.
[3:19:20]
Because when you're discussing what was presented,
[3:19:24]
and you're saying that in their opinion,
[3:19:27]
are the opinion that they did meet the qualifications
[3:19:31]
or if they exceeded them?
[3:19:33]
It's reading the documents with RP, and it's like, yes, they are qualified as they had five
[3:19:39]
engineers that have the ability to pre-half water.
[3:19:45]
And they look at the projects they've done, and so it's in front of them as to what they
[3:19:54]
feel like they're from that RP provider as those qualifications.
[3:19:58]
So, when they go through the scoring, they have to look at, as a very sit.
[3:20:03]
How many projects have they done?
[3:20:05]
You look at references.
[3:20:07]
Now, you look at the engineers on the project and then you determine whether they are
[3:20:13]
understand, over-sat, or which one is best performed, what's required.
[3:20:19]
How we done business with any of these people or all of these people?
[3:20:27]
We have used ladies and gentlemen and I've had a good business with passenger systems.
[3:20:35]
And I've done business with people down a little bit, trying to see the maintenance.
[3:20:50]
I think I've viewed a day before when I was in Mathis, I know about them, and they're out of college, I'm trying, I've never worked with them, but based on what they submitted, that's what they're writing.
[3:21:09]
And like he said, we work, we live in engineering before, and I worked in that.
[3:21:17]
Just for context, there are a lot of this on the process.
[3:21:19]
When you select engineers, you go for qualifications, you rent, and then you get negotiations with the top rent firm,
[3:21:29]
but that's most qualified.
[3:21:31]
And if you don't negotiate a contract with that, then you move it out to the next year.
[3:21:43]
But it's not specific of sport systems.
[3:21:46]
It's a general process.
[3:21:47]
It's a regular small part.
[3:21:49]
Then you can select them.
[3:21:50]
You can get to those stations.
[3:21:52]
You don't succeed.
[3:21:53]
You work your way down to the next firm.
[3:21:56]
Let's go to the next one.
[3:21:58]
That's just a general.
[3:21:59]
It's possible.
[3:22:01]
At this point, we're still.
[3:22:04]
This action is only for negotiating with the top.
[3:22:12]
So we're just pointing into negotiations. This is not an approval of anything.
[3:22:30]
Also, if we can now reach agreement to be presented back to the council, we'll go to the next one.
[3:22:41]
Any other questions? Good? No, it's still. All right, do we have a motion?
[3:22:50]
So, I'd like to motion.
[3:22:54]
Aye, agenda 20 is ready. Well, let's see what we can begin.
[3:23:00]
I would say, because of the way it's just entering to an agreement.
[3:23:03]
So it would just be all for a city manager to the coach and maybe not a job for a city manager to negotiate with
[3:23:12]
half the socios
[3:23:15]
for water tanks
[3:23:17]
and then this contract
[3:23:19]
a larger business
[3:23:21]
design
[3:23:22]
for the future
[3:23:24]
my second
[3:23:25]
thank you much a minister
[3:23:27]
go to the second
[3:23:28]
I have a statement.
[3:23:30]
Any further discussion?
[3:23:32]
It does say that.
[3:23:35]
I have a command city council.
[3:23:37]
I have someone who is like an attorney.
[3:23:40]
Negotiate and entered.
[3:23:42]
Yeah, I don't know there if I want.
[3:23:43]
They will see it.
[3:23:47]
Any other discussion?
[3:23:49]
I don't know.
[3:24:05]
Motion carries.
[3:24:11]
21.
[3:24:11]
The
[3:24:14]
discussion consideration and possible action to award the request for proposals for professional audit services for the city of Ingolzada annual financial reports for the physical years and then ended September 30 at 26 and September 30 at 27 with the option of September 30 at 28.
[3:24:35]
Okay,
[3:24:40]
so that we did, the State College of Request was a positive and a faithful officer
[3:24:44]
since the fiscal year is listed on the agenda.
[3:24:50]
We did receive two proposals and then the repeat, the repeat team consisted of a self
[3:24:58]
and a financial sector, a system-driven finance, and after speaking with the two proposals,
[3:25:09]
that you do have before either one that we're going to be opposed, which is the VIP that is the firm that we have at this time.
[3:25:17]
As you know, we've stated that the charter says to go out every three years for proposals and also for general accounting purposes.
[3:25:26]
You want to have an audit team that the audit team that should, that comes in to perform the audit is different than the audit team that was here in the year before.
[3:25:37]
Also, in this situation, the supervisor of this auto team does no longer point by ABIP, so that the lead
[3:25:47]
auto will know if not be the same once and we do have a change in the team.
[3:25:52]
We are keeping the same partner hours where we are making recommendation to enter into
[3:25:58]
an agreement with ABIP, or the two-year period with an option for the third.
[3:26:11]
Mr. Carl's to tell him.
[3:26:12]
Oh, what? Oh, he was back.
[3:26:14]
It's basically...
[3:26:16]
It's a date of the first year since you were in the second.
[3:26:19]
Then one of the very obvious things, right?
[3:26:20]
What was it to last two years?
[3:26:22]
Carl's telling me.
[3:26:23]
Oh, Lily.
[3:26:25]
I'm just getting it on the record.
[3:26:27]
It's no real record.
[3:26:27]
Yeah, this year was a grand run for days long.
[3:26:30]
And this is what the staff's comfortable with it.
[3:26:32]
Well, we are.
[3:26:33]
We have, they have been very good editing.
[3:26:37]
Also, as you can see,
[3:26:37]
In my little talk about single audit, if there is one part, we have had a single audit, there's one piece in there.
[3:26:44]
My personal opinion is, you are the experts on this, if you come to this council and say, this is your comfortable, that they provide it, a qualified audit, that is, if I'm certain, I'm not going to argue with that.
[3:26:59]
Any other questions?
[3:27:11]
So, this is the same procedure as the other one we said that the review team.
[3:27:19]
Well, there is a review team.
[3:27:22]
Well, we received two proposals that also, because we can ask for a fee on this one.
[3:27:30]
And that's what we received from the VIP and also the other energy.
[3:27:35]
This is one that was best for the city.
[3:27:38]
Now, on the engineers, that's an RF key.
[3:27:42]
So engineers are just looking on qualifications and not a privacy.
[3:27:45]
They can't ask for privacy, but engineers are attached.
[3:27:47]
So if you have a professional questions that are included in that,
[3:27:50]
then as you can actually go to proposals,
[3:27:52]
they'll give you the price.
[3:27:55]
And so you can price it back for them to make it up.
[3:27:57]
That's the option.
[3:27:58]
Right, and then you can determine whether you're receiving the services you need for that price.
[3:28:10]
You can just over-firm and can be complicated.
[3:28:12]
If you have any questions,
[3:28:18]
I'd like to ask you one if you'd like to do anything.
[3:28:21]
Then I'd like to ask you one if you send me an hour or two.
[3:28:23]
I'll make a motion, I'd like to ask you one if you'd want to circle around.
[3:28:28]
So I'm going to ask you one if you want to see the other one.
[3:28:34]
Get on the floor,
[3:28:40]
I'd want to ask you one on the floor.
[3:28:41]
Well, what's that?
[3:28:44]
They have to put those.
[3:28:46]
Not at all.
[3:28:48]
Oh, no, no more questions.
[3:28:51]
If we choose not to continue to your contract, what are we going to?
[3:28:57]
All right.
[3:28:58]
Okay, so this is, I said, and can have the third year.
[3:29:01]
Therefore, if the castle decides to change haunting things or firms within after the second year,
[3:29:09]
and go out and post it again.
[3:29:10]
But for the second year.
[3:29:12]
Well, this is to your contract.
[3:29:15]
Correct.
[3:29:17]
So, I mean,
[3:29:18]
we just break the contract.
[3:29:20]
Yeah, we can't talk about breaking the contract.
[3:29:22]
So I'm just curious what it is for this too.
[3:29:25]
We're not with this, but we just had a whole discussion
[3:29:28]
about breaking a block contract.
[3:29:29]
That's right.
[3:29:30]
I'd like to know what this entails.
[3:29:35]
You know, I have never seen that happen in an auditor,
[3:29:40]
but breaking the contract in an auditor,
[3:29:43]
I mean that, I guess we would have to look into that, see, that would be through returning.
[3:29:50]
We would have to look contract and see what happens when we're something like that.
[3:29:54]
But generally, that's not a good contract to break without a significant reason to be so.
[3:30:00]
We want to add a bit of question to what we would take first to get out of this.
[3:30:04]
Yeah, I think that would be something you're turning into.
[3:30:06]
Yeah, and I would equate to that we were under an agreement with another service.
[3:30:13]
And because of the service, that is a mutual splitting.
[3:30:18]
I think about the service we requested.
[3:30:21]
Is that in this proposal like that?
[3:30:24]
No, that proposal says we are playing on the head in the for two years.
[3:30:28]
we've had experience with the situation.
[3:30:33]
Oh, okay, once again, you've raised an issue now.
[3:30:37]
You said it on record.
[3:30:39]
What was the problem?
[3:30:42]
You said it was an issue.
[3:30:44]
Well, with another service provider,
[3:30:46]
not through it, I can.
[3:30:48]
Oh, okay, you're going to take a question.
[3:30:50]
You can't say it.
[3:30:51]
OK, I just want to clarify.
[3:30:54]
Make sure that we weren't slamming another order.
[3:30:57]
No, no, no.
[3:30:58]
No, it was another agreement.
[3:31:00]
I just wanted to clarify that on the way so we have motion in the second already.
[3:31:08]
We need the motion in the second that did not specify from there.
[3:31:14]
I was going to ask if council would send it to provisions in there for any kind of cancellation
[3:31:24]
or mutual cancellation or whatever you want to say.
[3:31:30]
It would take you tremendous, I'm just speaking from experience.
[3:31:36]
That's one question that I will, even I will say, has never come up with that one.
[3:31:40]
It would take, and God, you know, we'll take a statutory legal reason that there was fraud.
[3:31:47]
That's about the only way you would ever do that.
[3:31:51]
Because you just have, you really didn't really have to go to the contract with hell.
[3:31:57]
And the thing is that our charter is act is let has a less time frame than most chargers.
[3:32:05]
Yeah.
[3:32:06]
Most ought to be firm for three to five years because you pick it off through that knows your books
[3:32:15]
and they might get it.
[3:32:16]
Thank you Kevin.
[3:32:17]
So we're not going on in June again.
[3:32:21]
But the thing here is you can get a relationship there and ensure the number one thing is
[3:32:26]
is that you know the firm can provide to services and you also are aware that they know that
[3:32:32]
they need to change their employees that are here on a year of devices which I have.
[3:32:40]
Well, and also you have a fresh set of eyes looking at it every year, but you still have
[3:32:45]
the same firm because then you don't have to have to go back and re-invent the wheel every
[3:32:51]
If I could amplify, we have a situation where we did, we had a situation where we had to at the end of the term,
[3:33:02]
that very issue came up. There was no stability. And in order to anybody's efforts, the harder it knows, they've got a very good memory.
[3:33:11]
And they know what red flags to look forward when it comes time to odds.
[3:33:16]
And so you won't want that stability big time because they will find things that we suspected
[3:33:24]
but we didn't have proof that that actually happened to the city one time.
[3:33:33]
I'm just going to say one more thing. Sometimes stability causes complacency.
[3:33:39]
That's why I made the statement that I made.
[3:33:42]
So, no, it's about us, but it's just, you know, and we're kind of
[3:33:47]
contradicting ourselves because we're saying we want to stay
[3:33:50]
complacent with the same team because they know, you know, our system, but at the same time we're
[3:33:56]
also saying we have to get it, we get an order every year so that we don't have the same person looking at
[3:34:01]
our books. So, it's the same firm with different teams. Right. Yeah, I think you have to think that
[3:34:05]
This auditing firm has been the last three years.
[3:34:10]
We had a different auditor before then.
[3:34:13]
How long did it just prepare the new council member?
[3:34:16]
How long was that previous auditing or audit firm here?
[3:34:20]
15, 20 years?
[3:34:23]
And, and, and, and, and, and, and, and we have to go out and find a new team and, and, and, and,
[3:34:29]
the, the auditor did not even provide a proposal to us, and, and, and, must
[3:34:35]
in three years by the charter it says we have to go out again and I can't say what's
[3:34:43]
going to happen there in three years might be times change right I'm just okay so I
[3:34:50]
lost the discussion here so we have a motion in a second I don't know if the motion
[3:34:55]
in Genesis was appear on who you guys are picking I also didn't hear if you might be
[3:35:01]
original second.
[3:35:03]
So we have a motion.
[3:35:04]
We have a motion.
[3:35:07]
I think we'll do it.
[3:35:09]
We made the motion.
[3:35:10]
What are we going to do?
[3:35:13]
I will leave it.
[3:35:16]
I will leave it.
[3:35:18]
Just a minute.
[3:35:19]
Motion to include a VIP.
[3:35:21]
Yeah, man.
[3:35:21]
Motion to include a VIP.
[3:35:27]
All right.
[3:35:27]
I'll check it.
[3:35:30]
I'll check it.
[3:35:31]
Okay, second by Mr. Flanco.
[3:35:35]
Yes.
[3:35:36]
Any other questions or excuses?
[3:35:40]
All right, open the book please.
[3:35:47]
Oh, God.
[3:35:54]
Motion carries.
[3:35:59]
just want to give you a question.
[3:36:01]
Discussion consideration and possible action from the City Council on a second draft of this clear twenty twenty six twenty seven budget.
[3:36:11]
I want to be a world of the truth.
[3:36:14]
Or the truth city, they don't go anywhere.
[3:36:18]
We're very cyclone.
[3:36:20]
We have the brain division.
[3:36:21]
All right, it was so five minutes, five or ten minutes.
[3:36:31]
Run down the bottom.
[3:36:34]
All right, what you have before you as the,
[3:36:39]
it's another version we were,
[3:36:41]
the top sheet was updated today,
[3:36:43]
because we see changes in that.
[3:36:48]
And this will be,
[3:36:51]
as council was asked before,
[3:36:52]
with the toes off the bottom, as he looked through the years,
[3:36:58]
and what the proposed tax rate,
[3:37:02]
as he, and the high-line blow, I'm going to let those go ahead and start explaining here.
[3:37:07]
Yeah, so the B-A-R was increased and we got the updated point today.
[3:37:14]
So the B-R is at 0.8, 1, 2, 6, 9, 9.
[3:37:19]
and we're left, we're not very good.
[3:37:23]
It's a little bit harder than I thought it would.
[3:37:25]
That's the best, it's a little bit harder than I thought it would.
[3:37:30]
The last one.
[3:37:35]
The last one.
[3:37:38]
The last one.
[3:37:38]
This one.
[3:37:41]
So, how do you place it?
[3:37:42]
It's right here.
[3:37:44]
Yeah.
[3:37:44]
It's also here for motor approval.
[3:37:46]
So, you have your number of revenue and then at the minutes, on the motor approval.
[3:37:51]
That was different.
[3:37:54]
Wait.
[3:37:55]
I thought we said this weekend that the proposed tax rate was not that.
[3:38:01]
That was the butter fruit of the butter fruit change. Yes, that's how we we got the updated form today from San Francisco County
[3:38:08]
So is the butter fruit a little went from
[3:38:12]
27 to the 21 to the 21 to see there
[3:38:15]
So worse
[3:38:16]
We're saying that we're
[3:38:19]
Pushing some move to that rate
[3:38:22]
Okay, as we discuss it at the buzzer workshop
[3:38:27]
But when the proposed tax rate is adopted, or not adopted but published, it will be higher than what the council model wanted to go to.
[3:38:43]
And that's where you start cutting the budget back, and because as I said before, if you
[3:38:51]
set it too low, you can't go above it, but if you go as high as you can, then you can always
[3:38:57]
go backwards.
[3:38:58]
Now it's always a sticker shop to all of this and there's one else, but it's just insured
[3:39:04]
that the council can set the tax rate where these two friends are being limited and I'll
[3:39:09]
lower right.
[3:39:12]
And we still have some unused increments, so it actually could be quite a bit higher than that.
[3:39:22]
What could it be higher than that?
[3:39:24]
The proposal has to make a proposal.
[3:39:26]
We still have tax increments all the books.
[3:39:30]
And as an example last year, it was said that the 74 cents, but with the tax increments it could have got up to 83 cents.
[3:39:44]
And this year we have about the same amount of understatement so it could actually be
[3:39:49]
0.89.
[3:39:52]
If we use our understatement.
[3:39:57]
So what are all these numbers falling on the size of that?
[3:40:04]
2 million?
[3:40:05]
Okay, so we're talking about the proposed tax rates.
[3:40:08]
2.9458 next to the total, right?
[3:40:11]
Right, so next to the total.
[3:40:12]
revenue that includes the M&L and the I-Ns.
[3:40:15]
Okay. Next one.
[3:40:17]
Next one over if you look at the top is what it would cost for $250,000, $120,000, $250,000, $250,000, $250,000.
[3:40:26]
Should I say the number again?
[3:40:28]
Alright, so you're asking the number up here. Okay, what should I do?
[3:40:31]
Okay.
[3:40:32]
That's how much it would cost additional?
[3:40:35]
No. So additional, I believe it would cost $4,000, $4,000, $4,000, $250,000.
[3:40:42]
And then down to like $5 a month forward to the $100,000.
[3:40:46]
No, that's $100,000.
[3:40:48]
So, what you're seeing is what your text would be?
[3:40:52]
Right.
[3:40:52]
On face on, what do we have any verses to it?
[3:40:56]
Right.
[3:40:56]
I understand I just want to make sure that we know,
[3:41:00]
because the reality is everyone wants to know the deficit.
[3:41:06]
How much more are we going to have to pay?
[3:41:08]
I mean, I wouldn't know if I went to my tax bill, if I would have to go to physically my tax bill and say okay, what did I pay last year?
[3:41:17]
So that's why I'm asking.
[3:41:18]
There's about a little bit.
[3:41:19]
So our current tax rate is right below that, and that's the current amount.
[3:41:25]
Oh, dear.
[3:41:27]
Okay.
[3:41:28]
Sorry, yes.
[3:41:29]
Okay.
[3:41:30]
So 1852 to 2031 is the same.
[3:41:39]
Okay.
[3:41:39]
Very nice analysis here, I like it.
[3:41:41]
And the only other initial item this is that I have included the revenues
[3:41:46]
for the telephone and those revenues are based on the border approval rate.
[3:41:53]
So the revenue change is obviously the budget and our revenue is changed.
[3:41:58]
So this is matter of budget exactly?
[3:42:01]
The border approval rate?
[3:42:03]
Yeah.
[3:42:04]
So that's the revenues.
[3:42:11]
Yeah.
[3:42:11]
So if you look for the M&O?
[3:42:13]
Yeah.
[3:42:13]
That's 6,000, and 5,000, and 2,000, and 5,000.
[3:42:25]
Oh, and so this is a revenue sheet.
[3:42:28]
Oh, okay.
[3:42:38]
What were we asking
[3:42:42]
total and those budget?
[3:42:45]
This giant backpack here.
[3:42:47]
The expenses?
[3:42:50]
Is this, is this that?
[3:42:51]
Yes, I'm sorry.
[3:42:51]
I have to start working.
[3:42:54]
So we're saying 20,618 is our budget expenses.
[3:43:00]
And our revenue is 23-9.07.
[3:43:11]
Now what is it if we don't increase what is our proposed if we don't increase the tax to
[3:43:23]
what are approved?
[3:43:24]
I would kind of let her make them approved.
[3:43:27]
Well like, I don't do revenue.
[3:43:29]
Correct.
[3:43:30]
So the only revenue cuts the revenue down to the 13 million, so we go home.
[3:43:38]
Wait, no new revenue.
[3:43:41]
Okay, so the number of revenue is at two different rates.
[3:43:44]
Why is the M&O in the other one?
[3:43:47]
He is the one that I'll let me.
[3:43:48]
So that would be further than that.
[3:43:50]
But that's only, that's 0.698.
[3:43:53]
I thought last year we were at 0.77.
[3:43:58]
We were at 0.747.
[3:44:00]
So then, okay, I'm confused and with why this and that don't match.
[3:44:10]
Because it's, this is how to do it, you know, basically it's, that last year number, it was based on our values last year.
[3:44:19]
That number, anyway, is based on our, of course, on our values that we've seen out of your values for this year.
[3:44:27]
And so it's, it's, it's, it's the right time to be the same as the values for different.
[3:44:34]
If we left our taxes at 0.74, I'll just see where that reflection would be.
[3:44:41]
Yeah, I'm not going to get that kind of glitches.
[3:44:43]
That's what I was trying to say.
[3:44:45]
So we're saying those revenue, essentially, well, I guess it will still be,
[3:44:51]
it will still be considering the revenue because the appraisals change.
[3:44:57]
And you're going to click the motor.
[3:45:00]
In a couple of months. Good night, that would kind of look at 3.7.
[3:45:06]
Right, without everybody gets that right.
[3:45:08]
But the city still has to, you know, feel good. Everything goes up.
[3:45:15]
So, that's why the council has that hard decision.
[3:45:18]
Yes, once again, whether to go down, stay at the same amount, go up to the federal approval rate,
[3:45:26]
with when you get to a wrong letter packed.
[3:45:29]
This is just showing what the revenue stream will be on the tag side.
[3:45:33]
As the end of the tag's rate.
[3:45:35]
As the end of the tag's rate.
[3:45:37]
Just ending the closest rate, I can see that is the minimum
[3:45:41]
rate at 0.72 is closest to what we're going to see at 0.74.
[3:45:46]
That's all I'm going to say.
[3:45:47]
All right, and now the limit of the rate,
[3:45:51]
that is calculate so a city has to write to generate another
[3:45:55]
$500,000.
[3:45:57]
That was an issue, because it was known as the Far Truck, right?
[3:46:03]
Because several cities did not have enough money.
[3:46:06]
We go out by piece of equipment.
[3:46:08]
I know we also said there is a training and hurdle list.
[3:46:11]
I mean, the hardware is what you're talking about.
[3:46:14]
So, I don't know if we'll be to get on the T&L, that's how you're reading it, right?
[3:46:17]
No, no, no.
[3:46:20]
You heard us so many times.
[3:46:25]
So there's a action on this.
[3:46:27]
No, this is just because.
[3:46:29]
And this is what I want to have for now,
[3:46:31]
is that because the projected adoption of the text,
[3:46:36]
the budget and the text rate is from September 22nd,
[3:46:41]
means I'm required by a long say law to follow
[3:46:46]
with the city secretary on or before August 22nd. But the castle will hear
[3:46:53]
see the proposed budget of at the August 25th, me over on everything. But budget
[3:47:01]
length. Yeah correct correct me from wrong though, but we can
[3:47:06]
further
[3:47:07]
present it. I don't care. We can get guidance.
[3:47:09]
I'm telling you, you got this at all, right?
[3:47:13]
You got it, right?
[3:47:14]
Yeah, you got this.
[3:47:17]
And at the August 25th meeting, that's when Council will take official action on the proposed
[3:47:25]
frame.
[3:47:27]
So that then it can be published in the paper.
[3:47:30]
And the hearing will be at the, we'll have one budget hearing either at the eighth
[3:47:35]
meeting or, and but we have to have the budget hearing, my state law on the 15th and for
[3:47:44]
both the budget and the tax rate. And then we'll be asking to postpone the action until
[3:47:51]
September 22nd. Our charter says that we have to hold two budget hearings. State law
[3:47:59]
says we don't have to have one, so we will have the extra budget hearing in.
[3:48:04]
So I think my only question for you is if you could give us the
[3:48:08]
something you shouldn't email whatever if you're attached right there to change
[3:48:12]
You don't have to bring it to the whole paper. You just send it as a single email. We can cancel it in to that just to see
[3:48:19]
I don't know if there's that would be awesome
[3:48:22]
We closed out the year staying at 0.7.4
[3:48:34]
I and this revenue is the top of the page
[3:48:37]
What is the revenue for INS?
[3:48:42]
What is that?
[3:48:43]
That service.
[3:48:45]
If you look at the base split,
[3:48:48]
how about an INS?
[3:48:50]
Right.
[3:48:50]
Right.
[3:48:51]
Yes.
[3:48:52]
That's the 16.
[3:48:53]
So this is what we're making in taxes.
[3:48:57]
For debt services.
[3:49:01]
And those two rates will be different.
[3:49:04]
Okay.
[3:49:04]
I think the debt service and then they have it on.
[3:49:08]
Where is our interests go?
[3:49:12]
What book it does our interests follow?
[3:49:15]
Any interesting come is book into the fund
[3:49:20]
that the interest is earned.
[3:49:23]
So in the general fund, interest earned off of the fund
[3:49:27]
and just book into the fund.
[3:49:29]
anything and the process is booked into the
[3:49:35]
process. Anything that's in the very
[3:49:39]
scaffold, funds, it's booked back into that.
[3:49:43]
Same thing with the street-makers fund, that
[3:49:47]
interest goes back into street-makers fund.
[3:49:50]
Okay, so when it do we do we like forecast that
[3:49:57]
into any of this?
[3:49:58]
Yeah.
[3:49:59]
That was probably the one we used to remember.
[3:50:01]
Not there.
[3:50:02]
And we're having a new workshop.
[3:50:05]
Two together.
[3:50:07]
And I think I'll...
[3:50:09]
No more questions.
[3:50:12]
The...
[3:50:13]
This is two.
[3:50:14]
Yes.
[3:50:16]
If we have a proposed revenue of 23 nights, all right.
[3:50:22]
So we roll with this.
[3:50:24]
We have a proposed revenue of 23 nights.
[3:50:27]
But being only 20.6, what do we do with it?
[3:50:33]
So that would build up the unaccompanied family.
[3:50:38]
So that's about everything that's good.
[3:50:43]
And you paid it off.
[3:50:44]
You come back and you come back and you come back.
[3:50:47]
So the manager said, where are you?
[3:50:48]
You can exchange accounts with each other now.
[3:50:51]
And I think that number was drastically decreased with the budget that was approved.
[3:50:55]
And 25, this is your phone five.
[3:51:00]
So the budget that was approved was 6,000,000 over the revenue.
[3:51:04]
So that number took me to hit that, this is it.
[3:51:08]
So the third case, and we asked this last time,
[3:51:12]
the year to date numbers.
[3:51:15]
So that was updated in this.
[3:51:17]
Yes, to the end of July.
[3:51:19]
I ran out to the end of July.
[3:51:21]
Can I get this a little tough thing?
[3:51:23]
not infidiate them, if like any stuff, I became very the whole thing myself last time, it was not that cool, I asked for it when it needed to get it so.
[3:51:35]
Did you lie to me in the court?
[3:51:37]
Uh, it's the end of the mob.
[3:51:41]
No.
[3:51:42]
You know, technically, technically you didn't have a court in the court.
[3:51:45]
The jury would be the courter.
[3:51:47]
Typically, in the hands of a citizen amongst you would use into courters because usually at the end of the court,
[3:51:53]
you actually go to actual books.
[3:51:55]
Yeah, we can get that.
[3:51:56]
That's the way municipal finance works.
[3:51:58]
I don't need to show you that.
[3:52:00]
Yeah, I'm always on the end of the period.
[3:52:02]
Then the previous fiscal period.
[3:52:03]
Yeah, I can do that.
[3:52:04]
Oh, no, no, I'm not, I'm not.
[3:52:05]
It's too late to gain to be changing.
[3:52:09]
Yeah, I like that in the question.
[3:52:11]
And that request to be done.
[3:52:12]
Do it, try not to, I'll not be saying that.
[3:52:14]
Yeah, that's all they can say.
[3:52:16]
What's it to you in the Excel?
[3:52:18]
Yes, you just need more questions.
[3:52:22]
Yeah.
[3:52:30]
First of all, let me ask you a question about the Hamlet control.
[3:52:35]
Is it not your reading where a line item call market shipping?
[3:52:42]
Please put it in. Please allocate money from microchipping specifically.
[3:52:47]
It is animal market shipping's $409.
[3:52:51]
Like right in the middle of the thing. Okay, $5 dollars.
[3:52:55]
Is that it?
[3:52:57]
First laid revenues?
[3:53:02]
I just want to make sure that we use that line I do get as many animals as I could
[3:53:09]
get just to be able to possibly use one of the programs.
[3:53:12]
Okay, let's get back to the tax.
[3:53:16]
I'm a titty, and I heard one of the council members who moved to it.
[3:53:20]
The only thing that says it's here, they don't understand what they need to tax for
[3:53:25]
anyways. They want to know how much more they're going to be packing. That's what they want to know.
[3:53:31]
They can care less about all this humbo jumbo. So my question is very simple to
[3:53:37]
staff, to the manager. When you sit down in the United States budget, we've got the numbers in.
[3:53:44]
We happen to have an idea. This business, and I've said this every single year, just automatically
[3:53:51]
Let's just go to the top and that's what the citizens here.
[3:53:57]
We have to have the target. This council has to be told.
[3:54:02]
A good estimate and said, we can start looking for potential cuts.
[3:54:06]
Remember that we may have told you about that.
[3:54:09]
I've got to address this issue also.
[3:54:11]
It's very long, well-written email from the citizens.
[3:54:16]
And this stage of the game, as we plan on the project,
[3:54:19]
So we have to have an idea, we got to touch region that we got to finish it, valuations,
[3:54:28]
we'll just be quickly speaking,
[3:54:32]
and I'm certainly not going to give you an open door
[3:54:34]
to go to the max, because that says, let's just keep on and staff, I don't mean this in
[3:54:40]
the bad way, but you keep coming up and saying, well, we need this, we need this.
[3:54:44]
We got a top decision, this is the most important decision that affects citizens, that
[3:54:50]
we will ever do in a year, because we are addressing their pocketbooks.
[3:54:58]
It's not our money, it's their money.
[3:55:01]
So, based upon what you have seen, give me a gut feeling, what is our tax rate, based upon
[3:55:08]
your figures right here?
[3:55:11]
What do you think we are risked against going to be to our citizens?
[3:55:14]
So, you have the values and that's no I want to hear it verbally on the record 14, I think it was 14,06 per month for the 250.
[3:55:23]
Well, that's not what I say, so I'm talking about the tax rates.
[3:55:28]
We will be recommending the voter approval rate, which is the three and a half over the new revenue rate.
[3:55:36]
How does that compare to last year?
[3:55:39]
Let's get it on the record.
[3:55:42]
And that would be $200,000,000 to $180.
[3:55:49]
I just want to talk about it.
[3:55:50]
Just a little bit.
[3:55:53]
Just a little bit.
[3:55:54]
Just a little bit.
[3:55:58]
What I'm getting at is what the citizens need to understand is a lot of this increases based
[3:56:03]
upon evaluations.
[3:56:05]
It's just a value of the situation.
[3:56:08]
It's what a lot of us.
[3:56:10]
And some of us have seen the evaluations.
[3:56:13]
And, well, I tell you what, I think everybody, you know,
[3:56:16]
we're damned if we do damned if we don't, but if I was serious,
[3:56:20]
I'd be protesting, because that man, and that's why I want to use this,
[3:56:24]
the opportunity to remind everybody, you can protest,
[3:56:29]
and if you know how to do it, if you got a bullet off the side of your
[3:56:32]
siding, you protest, and you may just, you may get relief,
[3:56:39]
because I have sat on that board before.
[3:56:41]
9.7 percent.
[3:56:43]
9.7 percent?
[3:56:45]
Okay.
[3:56:46]
That's what I needed to hear.
[3:56:51]
Because we have to know the target of what we're working towards.
[3:56:55]
Now, I see some things all over this budget.
[3:56:59]
First of all, I'm going to go to the city manager.
[3:57:04]
Now, I'm going to make it very clear.
[3:57:06]
I'm not talking about the contract and the city manager.
[3:57:09]
I'm talking about associated to run the physician.
[3:57:13]
office of city manager.
[3:57:16]
I've given this a lot of thought. I've had discussions with you and you
[3:57:21]
know what something and I'm not comfortable with personally.
[3:57:25]
I'm not comfortable with this new
[3:57:27]
position working directly under the city manager. When we call POI, whatever it is, the
[3:57:42]
the night or that is during the year when I heard the figure we now have 150 employees and
[3:57:49]
that is part time until that was 70 years ago and we had a hundred and two at one time and
[3:57:58]
we got to be careful in flooding. Yes, on the other case we made well we have so much more
[3:58:02]
responsibility. We got to remember it's her citizens paying for all of this. We are a town
[3:58:10]
of less than 10,000 people, the mileage of our town has not increased because for all practical purposes we are landmarked.
[3:58:19]
We have nowhere, we have nowhere to change to expand to, I mean, everything we've got is what we've got basically.
[3:58:27]
And so I've got parts with that, and I'll tell you where it comes into play on Europe, on the department of city manager.
[3:58:35]
I would have liked to have kept you and I discussed this, the salary is separated, because
[3:58:43]
your salary is something this very body will discuss under your bond and executive session.
[3:58:49]
We have to come out in the public and talk about it.
[3:58:52]
That's the law, because it's public films.
[3:58:54]
There's no hiding at there, so I'm a little concerned about that, but I don't have a trouble
[3:59:00]
personally, just to find that position. We have an administrative department. We have three
[3:59:06]
people in that admin department department. They're doing a really remarkable job. I found cities
[3:59:12]
that the police department, because they are so exposed to the public, they fulfill their
[3:59:20]
administrative, fulfills that position.
[3:59:24]
And you told me, well, we need to monitor all
[3:59:30]
I'm not going to pay 50,000 dollars or whatever for somebody, but we have department heads that need to be in my opinion that can take care of that expense.
[3:59:42]
A department head who's posting on their department mental, they answer directly to you.
[3:59:49]
And I personally feel it's like hiring a supervisor for a supervisor for a supervisor for a supervisor.
[3:59:56]
They can be put to you what goes on there.
[4:00:00]
We're doing a good job. I happen to like the police departments. I don't have a fantastic job keeping the public up to date. I do want to put that. So it could close to the chief and his staff, whoever is doing that particular Facebook, monitor, doing a great job. So I've got problems with that one right off there, and there's $40,000.
[4:00:22]
What's the data that we call that the compensation package?
[4:00:27]
I asked you this before.
[4:00:28]
So the new one is the compensation package.
[4:00:30]
I asked you this before.
[4:00:33]
So the new one is the compensation package.
[4:00:35]
Well, compensation package.
[4:00:38]
No, I'm talking about the role of everything.
[4:00:41]
No, no, no, no, no.
[4:00:45]
I'm not asking it.
[4:00:46]
What's the compensation package if that is for you?
[4:00:48]
because that includes FICA and includes everything.
[4:00:53]
81948, how much yield $81,000 for everything, that's the compensation package.
[4:01:01]
We don't deal with it just based when I had an admissible budget, there's the compensation
[4:01:06]
package.
[4:01:07]
So it's 81,000, it's not $35,000.
[4:01:12]
And that's important for us to remember, that's all we have got to be careful with this stuff.
[4:01:18]
Now, I'm looking at some things, for example, as I've been through it, I'm just going
[4:01:25]
at our program here, is that I look historically, these figures on FY24, actual, FY25,
[4:01:36]
Those are certified audit, undid numbers, correct?
[4:01:40]
Well, they came from the system, I didn't get those from the audit, but yes, they have to
[4:01:44]
because we audit, so they have to give it a soon
[4:01:49]
that you're going to learn new figures, correct?
[4:01:53]
And when I look at over historic, and the reason
[4:01:55]
there's mine items are there is to give you a trend analysis.
[4:02:00]
Over the years, what is budgeting 50,000 dollars
[4:02:04]
in all these years is no more than 5,000.
[4:02:07]
That's a common trick to inflate a budget
[4:02:09]
because of the rule you can move money around
[4:02:12]
within departments without output approval and payment.
[4:02:17]
And that is got to stop, that's got to stop.
[4:02:21]
And when you really go through this, for example, $20,000,
[4:02:26]
and we've never spent more than 50,000, well,
[4:02:29]
on the average of $6,200, where it doesn't matter which one.
[4:02:34]
There's quite a few elements in here.
[4:02:38]
Well, I look at this.
[4:02:41]
And in a city, what is our total budget?
[4:02:43]
But that's so far that you're proposing, the total budget.
[4:02:48]
What's on the third page?
[4:02:49]
I don't know what to say.
[4:02:50]
I just want to give it on the record.
[4:02:52]
We may have people watching this.
[4:02:54]
Going to California 2020, 20 million things are in 18 dollars.
[4:02:58]
That figure is going on up drastically.
[4:03:02]
But the point of making is that in town this size 20,000, here, I was in this city when
[4:03:07]
we almost were bankrupt.
[4:03:09]
And that actually worked for all practical purposes.
[4:03:11]
And it's because councils at which I was on, we forgot to remember,
[4:03:16]
20,000 here, 30,000 there, it adds up to a city that's size.
[4:03:23]
We almost had to stay committed to take us over, because we lost track of that very few.
[4:03:30]
But then we go through out, I urge council.
[4:03:34]
I can't tell you what to do, it's your business.
[4:03:37]
We all have equal rights when it comes to this budget.
[4:03:42]
But when you see things, we've always spent business with it, and then all of a sudden,
[4:03:46]
we're asking this, you have to ask yourself, you know what I mean?
[4:03:51]
Let's give it an explanation.
[4:03:52]
Why all of a sudden this year does that monotone go through the roof?
[4:03:57]
We're going to never ask, if you understand that, and I respect our city manager, because
[4:04:02]
he has a financial regret.
[4:04:05]
So, we've got to be careful with it, for some of these numbers, and another, what salary
[4:04:13]
and wages of a particular department,
[4:04:17]
I'm looking at what the figures have been, the F526
[4:04:23]
of what it was adopted, and it's gone up another $30,000, we've never even come closer
[4:04:31]
that period.
[4:04:35]
That happens to me. The final has to burn. Now I understand what you're trying
[4:04:42]
to do and I'm not going to get into the munitions. It's not our place to do that. I also
[4:04:47]
want to stress that the Mayor for a time. Yes, we do get guides at this meeting. You don't
[4:04:53]
want to do. The only reason we don't do it by the way, we have the authority to do it by motion,
[4:04:59]
to direct it for some reason we thought that it was going to be implemented. We have that right
[4:05:04]
to do that. When we had to do it because we taught some, just to say some padding of the
[4:05:14]
some line of departments. So when we do that, we've got to look at the historian. Because
[4:05:23]
if you could well, we're 10% from the historian, we'd better be able to explain it. As a fine,
[4:05:28]
may I assume a direct question? Sure. As a finance director, didn't that true? Very true.
[4:05:33]
And that's our job, and I keep saying, this, listen to me some paper, this document is the most important thing that a council does throughout our tenure.
[4:05:47]
This is, and this is the only time, and yet once we had stopped the budget, we got to go up to the citizens. Why did your boarder reach the web?
[4:05:54]
Why did your taxes go up? The reason they go up is because we've made the decision that seven people
[4:06:07]
We have to be able to explain, you all don't have to explain to the citizens, we did.
[4:06:16]
And when we say, how would a clear breeze guy, we're just going to write a budget
[4:06:22]
because when you say we're going to, we're going to, we're going to initially, we don't use it, trust the citizens,
[4:06:31]
but we're going to the maximum tax rate. The common citizens, you know what they hear from
[4:06:38]
that?
[4:06:41]
We just gave a blank check to go at that top and then the manager will come back
[4:06:46]
to us where you told us, I told you, and I say that just, I don't think you'll do it. But
[4:06:53]
the point I'm making here, this is, I mean, this is the 12th of August. It's going to
[4:07:03]
We tend to raise our hands, or push our little, pretty buttons, amenate to pretty little
[4:07:08]
and little and tennis, to approve this budget.
[4:07:13]
And these citizens are stuck with it.
[4:07:16]
And our citizens, we've got a large number of this town, yes, they want them to move, but
[4:07:31]
Let's start complaining when they get their bills. That's what, and I see a lot of fluff in this. So I'm going to direct, I like to notice an individual, but I want to see, I'm going to go back and look at, this is my, my guidance for what it's worth probably nothing.
[4:07:52]
What did the historic over the past, the 24th and the 25th,
[4:07:57]
on the actual figures and ask ourselves, we tried to pull this trick every year,
[4:08:05]
but yet, at the end of the year, we didn't use half of it.
[4:08:11]
And again, I want to reiterate, in close to the years, that is a perfect tool.
[4:08:16]
businesses,
[4:08:19]
for political bodies, had those department members because it gives you a lot
[4:08:24]
of leeway within that department. I heard said tonight a question asked to
[4:08:29]
know about it. Can't we just move money around within that department? Yeah. And it's
[4:08:34]
because that money was put there to do it.
[4:08:40]
You're proposed revenues.
[4:08:47]
Tough
[4:08:47]
raised.
[4:08:50]
First, what the estimate, we'll ask the manager to this because he's the one that's responsible
[4:08:55]
to this.
[4:08:56]
If this budget were approved as written, what do you estimate that the move on the morning
[4:09:04]
of one October that we had projected our unentumbring money to be?
[4:09:20]
We would still be sitting right around the four to four and a half million, I'd like to see six.
[4:09:28]
Wait a minute.
[4:09:29]
We think what you just said.
[4:09:31]
Because I agree with you by the way.
[4:09:33]
I did some number ahead.
[4:09:35]
How much?
[4:09:36]
This will be right there where we've been.
[4:09:39]
What did they say?
[4:09:40]
Not counting the what?
[4:09:42]
Yeah, of course.
[4:09:43]
In coverage portion from the resolution.
[4:09:46]
So that's it.
[4:09:46]
No wrong.
[4:09:47]
I know.
[4:09:47]
but so be, yeah, four and a half million.
[4:09:50]
We have never started out that well, I know it.
[4:09:54]
Council?
[4:09:54]
Wait, sit on, I'm sorry, I'm sorry.
[4:09:58]
That isn't up to me.
[4:09:59]
You got it, it's up.
[4:10:00]
Is it right here?
[4:10:01]
What did you say again?
[4:10:03]
Four and a half million.
[4:10:04]
If we, if we went with, what were you,
[4:10:09]
what were you asking about them?
[4:10:11]
If we used this model, this is the budget.
[4:10:15]
President does when we have to raise our hand,
[4:10:21]
how much would be the beginning?
[4:10:25]
They projected, because this will be projected for the year.
[4:10:29]
Unencumbered funds.
[4:10:31]
And when he just said, I ended up in this one.
[4:10:33]
I came up real close to that.
[4:10:36]
That is scary folks.
[4:10:38]
I've already had four million in that.
[4:10:40]
That doesn't mean you have to start all over on what I told you.
[4:10:44]
Unencumbered money.
[4:10:45]
They're not all stars all over on the first.
[4:10:49]
That's what we needed to be here with.
[4:10:51]
And that's where we need our right to listen until we receive them.
[4:10:54]
Keep sack with forever.
[4:10:56]
Yes, you're a food-me-high revenues and we haven't got anything.
[4:10:58]
We don't recognize it until we got it.
[4:10:59]
It's a recognized, it's a assumed figure that what you're going to have.
[4:11:04]
To be here, unencumbered to span.
[4:11:08]
And so at next year, at this time next year, that's a scary thought.
[4:11:15]
Think about it, we're starting out at the minimum that we have said, but it's the left
[4:11:21]
over from 2526, because you don't have time to come.
[4:11:23]
There is no way out left over.
[4:11:25]
It starts all over.
[4:11:28]
It starts all over.
[4:11:30]
In other words, we're saying we're not even projecting.
[4:11:35]
The only way that what he said is, we're not projecting any savings account for lack
[4:11:43]
better analogy. We're not increasing things to go. Yeah, we're not increasing it. And we've already
[4:11:48]
said you never want to go below $4 billion. We're starting out to be here at that. We
[4:11:55]
started not before. $11 million? $12 million? But any encountered funds weren't spent. B was the example
[4:12:04]
two million amps have been soldering. That's left over on total one.
[4:12:09]
That's supposed to go to the company.
[4:12:11]
No, no, it does not go out down in the company.
[4:12:13]
It goes to the new project.
[4:12:15]
It goes to the company as part of this.
[4:12:18]
Yes, yes.
[4:12:19]
That money, because your budget is not written.
[4:12:21]
This money just does not mysteriously go into this bank account.
[4:12:25]
You're starting, we're doing a budget just like it was one October last year.
[4:12:31]
You start out with that. You start out those expenses.
[4:12:36]
And I can tell you right now, every year I've never seen a start out,
[4:12:42]
before we knowers.
[4:12:43]
Because that says if you have a rich station that's unbudgeted,
[4:12:48]
that's unbudgeted, you would just now take in your forecast
[4:12:52]
in a hundred funds below a billion more.
[4:12:56]
And I can't even up with 4.8 is what I can't up with.
[4:13:00]
And that I've never seen that before, but that tells me the old root expending.
[4:13:08]
Now I know what you're thinking about saying, well, we've got the 25 percent note.
[4:13:13]
Now that you can't use that, there's a resolution that's not set.
[4:13:18]
Where I found it is, I'm going to tell you where I found the money.
[4:13:23]
Remember, I said, I went back to the 20th, the last two years of audited figures.
[4:13:28]
There's on how estimated, there was for audited, we accepted, we approved the audits.
[4:13:36]
And there is so much fluff overestimating the years past that we haven't spent.
[4:13:44]
And I'm just concerned about it, and the manager himself, I believe you're concerned about it.
[4:13:50]
We, we go through there and we reduce, we go there.
[4:13:55]
But you understand, you understand, I know some of the council members don't, but you
[4:13:58]
understand what I'm talking about here.
[4:14:00]
I think I'm with you in, for three years straight, we budgeted 20,000, it's been
[4:14:05]
it, but it's still in that department.
[4:14:07]
No, no, because you start all over again.
[4:14:10]
Well, we budgeted 20,000 every year, but it's been it every year, but we're still
[4:14:14]
up to 20,000.
[4:14:15]
That's exactly.
[4:14:17]
That's lovely.
[4:14:17]
And I applaud you for the part of the part because I have to love and hate them living.
[4:14:24]
And I'll ever say, I applaud this man because it's so easy.
[4:14:29]
Heck, I remember one year the staff just changed the date because we caught it.
[4:14:36]
The numbers were the same way the numbers changed.
[4:14:40]
But what I'm pointing out to the council is we have proved this.
[4:14:43]
And that's why I say a snapshot, if we do this, but as it is, we just told folks, you're only
[4:14:53]
doing through the year.
[4:14:56]
The minimum that we said we would never go below.
[4:15:00]
And take it in the city. And all of a sudden we run out of money in that line item.
[4:15:08]
If you had robbed Peter to pay a call, and you're trying to use that scheme, we're going to take money. Well, it's within the department, we can just move. I question becomes, why did you put it in the budget to begin with if you did not, if you didn't need it. It's a common trick. Now I'm not fit and fall here, but my job setting it just is, I think,
[4:15:29]
making you would agree, that's our job, is to raise those nice views, because we're budgeting
[4:15:37]
other people's money.
[4:15:40]
Probably everybody on this body can afford to pay their taxes, but we got families out
[4:15:46]
to it with our own fixed income.
[4:15:49]
That's our own fixed income.
[4:15:51]
And remember, I've said it many times, we are representatives.
[4:15:55]
I consider it an honor, and I mean this from the bottom of my heart, I consider it an honor.
[4:16:02]
And I wanted to serve with each one of you all.
[4:16:05]
I really mean this and I'm showing a lot of times.
[4:16:09]
But I'm just as honored that the citizens trust us to manage their well-being.
[4:16:15]
Because that's what we're doing is called quality of life.
[4:16:18]
And we heard tonight, we heard me a little bit to it.
[4:16:23]
I will put everything possible without bankrupting this into sidewalks, into streets, and
[4:16:31]
into infrastructure, that we have failing infrastructure.
[4:16:35]
There's no denying it, it's breaking.
[4:16:40]
So I was prepared to mention all this tonight, just to read that, I'm not lecturing you all.
[4:16:45]
all, even the worst counts of numbers, your vote is exactly the same, as some idiots
[4:16:50]
have been here for 19 years. I'll say it so you all don't have to.
[4:16:57]
And like I said, this
[4:16:59]
is the one time and we're getting close to that point where we have to raise it. Well,
[4:17:04]
I keep saying, I'm over school. That we have to push the button and I got to figure out where
[4:17:11]
It's an awesome responsibility.
[4:17:15]
You would agree with that.
[4:17:16]
For the manager, can you add anything to what I've said?
[4:17:21]
And I appreciate your awesome experience.
[4:17:24]
And I have read it right that at one time we work around the 11 million.
[4:17:31]
But because of trying to limit the amount of effect on the taxes on the citizens,
[4:17:40]
We've pulled over 5 million out of the unfunded ballots to continue operating the city, and now it's time to rebuild it.
[4:17:52]
We've got to be careful, you have a degree, and the other thing I will say, this accents the street maintenance fund by trying to keep 3 million dollars or whatever, not using that money.
[4:18:04]
We need years, every thing that we can get through the budget process.
[4:18:09]
We need to go out for grants.
[4:18:11]
Every way we can possibly get a grant.
[4:18:14]
Every other city around us gets on Channel 6, Channel 6, long.
[4:18:18]
One of the Channel 6 long because they are just taking a learn
[4:18:20]
and blowing some air.
[4:18:22]
But they show this nice, pretty fat, big long check.
[4:18:27]
They're no more than they got grants.
[4:18:31]
So, I would challenge the staff, the staff, when I say the staff, I'm talking to them, I agree.
[4:18:37]
And for everywhere we can get grants and for the industrial partners that always come to us and give me, give me, give me, give me, give me, give me.
[4:18:46]
How about you give me the citizens of England side, the new part of this community.
[4:18:53]
So, again, Council, I've been waiting for this particular issue.
[4:18:56]
to speak my piece on this. I appreciate your indulgence. Thank you.
[4:19:04]
Anyone else, what's
[4:19:05]
an action tonight, or is all about? We have an introversion. As a state is that, I'll be
[4:19:13]
following the proposal budget with the C Secretary and the Council will be discussing it
[4:19:19]
that's always principally. And how do you, so we're going to go through this, and how do you
[4:19:30]
Even though I follow proposed budget, if you want to email us, then the comments and stuff
[4:19:36]
make sure you don't copy anybody, we'll help incorporate ideas into the budget to have
[4:19:42]
the proposed budget is just a one-to-be-half proposed budget at the 20-page meeting.
[4:19:49]
We'll do this work, that's when the council will have to establish the proposed rate
[4:19:57]
but not through the tax rate.
[4:20:01]
And one thing I didn't see in here,
[4:20:04]
and we haven't really talked about it as capital.
[4:20:06]
That will be in the proposed budget overall.
[4:20:12]
Anything else council?
[4:20:14]
Nope.
[4:20:16]
Nope.
[4:20:18]
All right.
[4:20:21]
We will postpone the executive session.
[4:20:25]
We'd like to have a full council for that.
[4:20:29]
And I'll tell you about what I mean.
[4:20:33]
So that's what I did.
[4:20:34]
I'll tell you the next week.
[4:20:37]
And I bought some courage with the mayor.
[4:20:40]
I don't know what's happening with him,
[4:20:42]
but
[4:20:44]
he hopefully he'll be back soon.
[4:20:47]
He's doing well.
[4:20:48]
He's just getting some love.
[4:20:50]
He's very happy to ask you.
[4:20:51]
Yep.
[4:20:57]
On to item 25.
[4:21:00]
I'd have to consider for placement on future agendas.
[4:21:13]
Mr. Bill, I'm going to have to start with the manager.
[4:21:15]
Thank you for doing the research.
[4:21:18]
Thank you to providing a document.
[4:21:21]
I was not aware that it existed.
[4:21:25]
Data that 21st October 2025.
[4:21:31]
I was not on the Council yet.
[4:21:33]
But all that we have heard of me and I've talked to the,
[4:21:36]
and for this day forth, I'm going to refer to the,
[4:21:38]
the Economic Development Corporation for being beside.
[4:21:41]
That is their official name.
[4:21:44]
not the people who sat in the development corporation, they are a separate entity, we have a contract left.
[4:21:52]
In the past we had a contract to provide this like any vendor to provide services for them.
[4:22:01]
I had been looking into doing we have a contract, unknown to me, well I was off the council.
[4:22:09]
I looked at the contract that was done in 2023, it was basically the way it's written is a perpetual contract, unless
[4:22:20]
Unless you're party submits formally, you're in writing,
[4:22:26]
correct me, keep me online here.
[4:22:28]
Thank you.
[4:22:29]
Oh, oh, oh, oh, oh.
[4:22:34]
I have spoken with the EDC President as well, and there is no offense to anybody. I have to stop you in the
[4:22:48]
presented to him. That on the 21st of October of 2025 official notice of termination
[4:22:57]
up, correct? That was presented. It was ordained by the Council at that time and sent
[4:23:06]
to the economic development corporation, the middle side. The reason I mentioned that
[4:23:13]
and I've welcomed anybody to get a copy and read it.
[4:23:18]
It clearly defines money's responsibility of money's payment of money's.
[4:23:27]
It's a country, it's from the future termination.
[4:23:30]
So what we've got now is, and I know that all parties are working on it.
[4:23:37]
But this just amplified the need for emergency.
[4:23:41]
to get something to cover, because right now there's nothing that gives us the authorization
[4:23:46]
to handle their money. Nothing, zero, it's a matter of fact. It's some odd evidence involved
[4:23:53]
in my opinion of it there. So I want to know the next agenda. And I'm going to ask the manager
[4:24:00]
to work, and we have a member, and that's why I brought it up. It's only he received. As I
[4:24:07]
representative of the Council, please do everything possible to get all of this earned out.
[4:24:13]
So we can get a contract, if that's the desire.
[4:24:18]
Obviously, if we lost, if we didn't have the contract, there is a downfall.
[4:24:25]
Would you tell the Council what it is?
[4:24:30]
Okay, so the contract at this time that we've been operating under before and before that
[4:24:39]
really issue the lesser of course that and I'm going to go into two-fold here.
[4:24:44]
This is only for the regions that put them on the next year.
[4:24:48]
But that's all I'll say.
[4:24:49]
that we are we are we are still we have been assisting providing services to die
[4:24:58]
easily or the economic development corporations have been
[4:25:00]
done. Not on the contrary there are several things in there there are
[4:25:05]
questionable as to to get the poor resources at all and all this will be on in the
[4:25:14]
packets are even added since canceled and revealed in RIS for this he just won
[4:25:17]
clear file will be requested.
[4:25:22]
And we are working with the, that's hard to say.
[4:25:29]
It's not a medical operation.
[4:25:33]
We know of a great deal.
[4:25:37]
The reason that I'm pushing for immediate, to get this resolved
[4:25:41]
because we would be a danger of the same issue.
[4:25:44]
Yeah, that's where I wanted to.
[4:25:46]
Well, I can't go into that, because that is not the contract itself or what's on it.
[4:25:52]
Yeah, I'm just saying the ramifications of not the expediency of the agenda to handle the argument, right?
[4:25:59]
Just briefly.
[4:26:01]
Okay, and the EDC ceases to exist, and that text when he is up for anyone that puts on about the circumstances.
[4:26:12]
And we don't want that to happen, so I'm asking our representatives, please, um, whatever it takes.
[4:26:22]
I hope that we can vote on the food, but it's the best we've got to count on them.
[4:26:29]
I certainly would continue the partnership behind this meeting.
[4:26:33]
I'm not saying the original partnership.
[4:26:35]
I like the partnership.
[4:26:36]
You can see it.
[4:26:37]
Press paper work.
[4:26:43]
All right?
[4:26:44]
Anyone else?
[4:26:46]
I don't know.
[4:26:47]
Anyone else?
[4:26:49]
You can have a few seconds.
[4:26:51]
I don't know.
[4:26:52]
Anyone else?
[4:26:52]
You can have a few seconds.
[4:26:54]
I don't know.
[4:26:54]
Oh, that's not good.
[4:26:55]
I don't know.
[4:26:56]
I like to, uh, you don't want to bother, though.
[4:27:01]
It's something I don't bother, but it's a couch.
[4:27:04]
I'll bother around here to see what's going on.
[4:27:06]
It's a plan, and there's no, I kind of like five miles a month, so I've seven
[4:27:12]
miles on the other.
[4:27:14]
And it can't drag you around and run around and play.
[4:27:18]
Do you want a possible location?
[4:27:20]
Well, we'll put it into, we'll have, we'll have it in discussion and then also be able to
[4:27:29]
incorporate it into the budget process.
[4:27:32]
You can't go with start calling you like it did me when I thought that the animal felt
[4:27:36]
I need you to stop and talk.
[4:27:38]
We're gonna get an A.A.A.A with the Puppy quarterback.
[4:27:43]
I got an A.A.A.A.A.A.A.A.A., but I don't know how he thinks you can come.
[4:27:49]
You know how to say anything?
[4:27:50]
We've got all of the sudden board?
[4:27:53]
No.
[4:27:53]
The only thing I noticed here was from a session comment about further.
[4:28:00]
Further into each role of development, there's anything we can share
[4:28:04]
on to the tips and on any of the future on the transparency page that we have on any information
[4:28:12]
that we can share publicly.
