[16:06] I don't think we have a, had our microphones
[16:07] on, right?
[16:11] Is everybody's microphone on now? It is.
[16:15] I don't think we have microphone. No. There we go. Whoa.
[16:17] I have your phone. There you go. Sorry, pees.
[16:20] Sorry about that. All right.
[16:25] Any comments or discussion on our December minutes?
[16:30] Anyone? No.
[16:35] All right. Motion accepted. December minutes second.
[16:40] So move second. All in favor? Aye. Abstain.
[16:43] I abstain to ab. All right. Vanilla.
[16:47] I got Okay. All it.
[16:51] Excuse me. Just try to get all these sound. There we go.
[17:08] Yeah. Forgive me guys. Was Janet saying
[17:09] that she wasn't gonna be here today?
[17:13] She looks like she's here, but not well.
[17:19] Oh, it got posted at six and I would think that's 90%.
[17:24] Well, let's, let's, let's do a,
[17:26] a quick phone call here and make sure that, uh,
[19:16] Now it'll cut back in.
[19:19] Well, we, we'll cut.
[19:22] We were calling Janet,
[19:26] why don't we skip ahead to the solicitor.
[19:29] Okay. So I circulated a letter
[19:32] with the solicitor's report.
[19:34] Uh, we did, um, get contact from the new owner
[19:38] of the Ivan Hotel who would like to set a meeting.
[19:41] They wanna start coming in to pull permits.
[19:45] They're, um, saying they're gonna make some changes.
[19:48] They, uh, essentially said that they want to try
[19:50] and, uh, one of the changes they wanna make is try
[19:53] and beef up and historic, uh, nature
[19:58] of the, of the renovations.
[20:00] Um, and so we're gonna work on setting up a meeting
[20:03] with them, um, to talk about all the issues.
[20:07] We also, talking to Janet today, it is
[20:14] announced technical difficulties.
[20:17] We need pay.
[20:23] He's got it
[20:30] difficult.
[20:31] There we go. All right. All right.
[20:34] So we also understand that as of
[20:39] December 27th, there are no longer people in
[20:44] renters in the hotel. Is that consistent with
[20:47] That may con Observation
[20:50] May be consistent with my observations,
[20:53] but it's, you know, there was, there was a lot of moving,
[20:56] moving activity going on at the end of December. They were
[20:58] Still early one Christmas C there was, yeah,
[21:01] So, right. I
[21:02] think that's right. So I, I can't be sure. It
[21:05] Was supposedly a being reported that was
[21:07] between Christmas and news.
[21:09] Okay. Um, but
[21:11] We'll, I mean, when we had the meeting, we,
[21:13] we talked about all that.
[21:15] Um, and that meeting's being facilitated by Mr.
[21:22] Italia. Yeah, I'll, uh, and I can communicate.
[21:25] I have email for the owner as well. Um,
[21:29] So, so what's the, what's the purpose
[21:32] of the meeting? Just to take the
[21:34] Meeting is to, well, I think we wanted to a,
[21:36] have a meeting with the new owner
[21:38] because I think it, that it sort of introduce to and I,
[21:42] and I think it should be a coupled council members,
[21:45] probably the president
[21:46] and the vice president, um, the, um, zoning,
[21:51] uh, building code officer.
[21:54] I'll be there. Um, and just a, to, to meet
[21:58] and discuss and also talk about the process of what he needs
[22:02] to do in order the, all the permit.
[22:05] So here,
[22:08] The reason for my question, uh, last time we ended up
[22:12] with a subcommittee.
[22:14] We were trying to expedite things at the hotel
[22:17] that turned into a little bit of ball with, but Paula,
[22:20] I'm trying to expedite anything.
[22:21] I, I think, I mean, we,
[22:22] we have such an expedited process anyway.
[22:25] We're such a smooth machine
[22:27] that I don't think we need to expedite anything.
[22:28] But I, I do think having communication
[22:33] and just make sure I,
[22:35] I, I agree. But I
[22:36] think with all good intent last time, I think we got,
[22:38] we got balled up a little bit.
[22:40] So, uh, I, I guess if you're gonna be there
[22:42] to make sure we stay between the
[22:43] lines, maybe that's the right thing.
[22:44] I just, that's what thinking wants. Okay.
[22:46] And why we'd only be a limited amount of counsel. Okay.
[22:51] Okay.
[22:53] Um, we're working on the animal
[22:58] controlled services contract.
[23:00] I know you're one of the control. Yeah.
[23:03] Our, you want me to join in with this part?
[23:05] Sure, that'd be great. I spoke with Mr.
[23:08] Mullin several times over the past week.
[23:11] He is very reasonable.
[23:13] He wants the, he wants to get involved with the borough.
[23:16] Um, spoke to Councilman Sice
[23:21] and, uh, buddy, but his name is Buddy in-law.
[23:25] And couple of the questions that were up in the air was,
[23:31] does he have insurance?
[23:33] He does is perfectly, he's willing
[23:35] to put argument on the policy.
[23:38] The other thing, the only thing that we had talked about,
[23:41] do we have him as a contracted employee?
[23:45] This is something council inside of him.
[23:48] Do we marcus this contract up pretty much in place?
[23:53] Uh, or do we bring him on as an on call
[23:58] so he gets paid, when does they pick up
[24:03] or whatever It's called a
[24:06] so he won't be a contracted employee
[24:09] because he's gets paid for calls.
[24:11] So wouldn't not be an employee at all if he,
[24:16] He'll be an independent Contractor Right then.
[24:18] Thanks that I was getting a little
[24:19] balled up with the, the only
[24:20] Question that, raising a good question, um,
[24:23] because we've sense, confirm that he's,
[24:26] and you may notice better that it's not, maybe it's not a
[24:30] actual, the, the, his company's not an actual,
[24:34] so the question is, do we want to engage him
[24:36] as an independent client officer
[24:39] or do we want to engage the company for the panel
[24:43] for services and
[24:44] and open to any of its employees? We could talk about that.
[24:48] So can can we engage
[24:53] someone as an officer of the borough
[24:58] if they're not elected or
[25:00] Employee the title?
[25:01] I mean, the title is officer that
[25:05] doing animal control services against. He will be,
[25:10] I guess where I was Say that he's an independent 10 99.
[25:15] I, yeah, I guess the, the question behind that was,
[25:18] if you're an animal control quote officer,
[25:21] is there any enforcement capability that he would have
[25:24] because of is it is an advantage to have it
[25:27] or a disadvantage to,
[25:29] So it's a good, it's a good point.
[25:31] The way, for instance, the way like the,
[25:33] the dog law is written, you know, it's really to, you know,
[25:38] it's the police department.
[25:39] And so, so he, it would be written
[25:41] as he's essentially an independent contractor being brought
[25:44] on to assist in those services
[25:47] with the actual representatives of the car.
[25:52] I, I have
[25:55] One question.
[25:56] If he were some type of employee, and let's say he was away
[26:01] and, and we needed something done,
[26:04] then we have no one to do it.
[26:05] But if we, if we hire him as needed,
[26:10] if he's away, someone that works
[26:12] for him would come out and do it. That's,
[26:14] I mean, that's, that's one
[26:15] of the reasons currently the way I had it set up.
[26:18] And that was even before I realized that the,
[26:21] the entity was not an entity, it's just a T name.
[26:25] Um, but that was the idea behind it,
[26:27] which is we engaged the, the, the company
[26:30] and then obviously it, you know, we can talk
[26:33] and see if we had a backup piece away.
[26:36] He does have an employee who does work. Right.
[26:40] So that makes sense for that. Yeah.
[26:42] We would also have to set up a scape.
[26:45] He provide us, he did provide us with. Okay.
[26:49] And that's, and that would be, and, and my thought is once,
[26:53] and one of the things we want
[26:54] to get is if you can get the insurance information right,
[26:57] so we can make sure that's consistent with what we want
[26:59] to have in the agreement,
[27:01] then we can incorporate into agreement proposal.
[27:04] But then we have the fee schedule, which would be
[27:10] that we would incorporate it to the agreement.
[27:12] One of the other issues, and it sounds like
[27:14] he's got a relationship with Ken, right?
[27:19] And, and so that would be, we have
[27:20] to just figure out who's paying for what.
[27:22] Well, listen, I, I also discussed that with him after you
[27:26] and I spoke, um, when we were using warminster,
[27:31] they have, they did.
[27:33] So what would happen is if he were to pick up a stray dog,
[27:37] he would take that dog to SPCA or department.
[27:43] Now, there were two questions.
[27:44] Uh, there was a couple of people had, uh,
[27:47] emotional questions
[27:48] because they felt the SPCA is a youth facility
[27:54] that this, uh, doesn't, uh, come under that umbrella.
[27:59] What they do is they bring the animal in.
[28:03] They, they buddy would take them, the animal
[28:06] and they would hold it for a period of time,
[28:09] which would've specified.
[28:10] And then if the owner doesn't pick up the animal,
[28:14] it is put up for adoption.
[28:16] Um, there is no penalty.
[28:19] He said that if they, if he works with the STCA
[28:22] or arc, there's no penalty.
[28:24] So we don't have to that part
[28:26] and the euthanization parts off the table too.
[28:29] Both, um, he was, he was very,
[28:34] uh, interested in doing this.
[28:37] Um, mark had brought several questions,
[28:41] good questions about the insurance, the LLC corporation,
[28:45] the fee schedule, and it all seems to flow in crisis system.
[28:49] How do we want to do this? Do we want to hire him
[28:52] as an independent or contract?
[28:54] This company?
[28:59] Sounds to me like we want to contract the company.
[29:02] That would be my preference.
[29:04] And it sounds to me like we want to have some sort
[29:07] of a animal control services as opposed
[29:10] to enforcement or officer,
[29:12] If that's the way it's written. Now,
[29:13] that one other, one other issue that we talked about,
[29:19] uh, we,
[29:21] and it was mentioned in the, uh, I talked about
[29:26] the getting in touch with him.
[29:28] If we don't want borough residents calling him
[29:32] to have him come out, which we don't, um, how
[29:37] will Evie notified if people call the borough office
[29:42] after two o'clock?
[29:44] They're just gonna leave a message.
[29:46] So then what happens to an animal evening?
[29:49] He said that any, if we have
[29:51] to set up some mechanism in year, uh, then he has a,
[29:55] he has a number, uh, an office number, that 4 1 6 number
[29:59] that is answered 24 hours a day so we can get to them.
[30:04] The question we have to figure out is how,
[30:07] how do reportings get to us in the off hours of the earth?
[30:12] Do we choose the lease number, emergency number?
[30:15] And I'm not quite sure, correct me, bill,
[30:18] you would know more than I, uh,
[30:20] they call the police emergency number, non-emergency number
[30:24] that goes to the radio.
[30:27] It does. And I was just gonna say,
[30:29] I think you need a little, a
[30:30] little more thought has to be given.
[30:31] Yeah. Because yeah, I had discussed this with Rich, uh,
[30:35] with Chief Care, and he commented the same thing
[30:38] because when, when we had that bill out from Warminster,
[30:42] most of those calls came in either to the police department
[30:46] that were, that was on that large bill,
[30:48] or they called 9 1 1.
[30:50] People were calling 9 1 1, which also would go directly then
[30:54] to Warminster police if we didn't have a police officer.
[31:00] Well, that issue, you're not gonna have it if, if it goes
[31:04] to Warminster police, it's not gonna go directly to
[31:08] They would send it to their,
[31:10] that that's what they do with them. Right. But
[31:11] Now with, if you're changing,
[31:13] if it's no longer a warminster on forward
[31:15] Control Yeah, you, you're Right.
[31:17] Right. It would go to the contracted
[31:19] person is what it should be.
[31:21] I guess we should set that up with, I mean,
[31:23] if there's costs, they do. Well,
[31:24] No, that, well, that as simple,
[31:26] The nine 11 should send it right
[31:27] to the animal control people.
[31:29] They shouldn't send it to Eser at all. Right?
[31:32] Yeah, You Right.
[31:33] And I think the dispatch system knows how to handle that.
[31:36] Right. I think we just have to make it clear to them that,
[31:39] yeah, we have our own guy now this is where
[31:41] anything needs to be directed.
[31:44] So I think, can you guys follow up with Chief Carey
[31:48] and see what takes to get that done?
[31:50] So I think we need to have that in place
[31:52] before we invoke this.
[31:53] I know that we were talking also about a letter
[31:55] of cancellation for women service.
[31:58] Its services. But I think we need to get all
[31:59] of our ducks in the row before
[32:00] We, before we cancel Absolutely. Before we cancel
[32:02] It. Yes. I I
[32:03] have not, I mean, I have a letter done up,
[32:05] but I have not done it.
[32:07] Right. Getting the date changed a couple times here,
[32:11] you know, until we get the, get it all ironed out.
[32:14] So you still haven't it addressed
[32:16] if no one's in the office. How does that work?
[32:20] Yeah, that's the, that, that was the central question.
[32:24] If there's no one in the office
[32:25] and the resident wants to call, he knows buddy.
[32:29] We discussed this, that residents aren't, it's supposed
[32:33] to come from the borough.
[32:35] So we need a mechanism to get the borough,
[32:40] the information to get to him.
[32:43] Uh, he said, you know, they have that number in the office,
[32:45] but that's not a number I think you want to publicize
[32:48] to the entire borough.
[32:49] No, because they'll be calling every other day for a dog.
[32:53] I bill. Does it make sense?
[32:57] I mean, this, the closest thing this gets to is public,
[32:59] public safety as far as I'm, I agree.
[33:01] So does it make sense to kind of take this offline
[33:05] and work through the, all the different, you know, angles
[33:09] that this can take and then come back
[33:10] and say, this is what we think we should
[33:12] do. You know what I mean? Right. If
[33:14] There's a cop on duty, if
[33:15] There's not a cop on duty,
[33:16] because we have to check
[33:17] with the 9 1 1 center and make, you know.
[33:19] Right. And make sure they're
[33:20] Okay. And we gotta check with
[33:21] the 9 1 1 center.
[33:22] Um, I wanna check with the, the phone people.
[33:26] 'cause is it possible that
[33:27] after hours, if we can we designate a number
[33:30] to call versus not just the borough,
[33:33] but a, a specific number for animal control and then
[33:37] after hours if that would get forwarded to a phone.
[33:41] But the question is, they could forward it to my phone if
[33:43] after hours I would answer that call.
[33:46] Okay. Well, I mean that's, I mean, it's just things
[33:48] To, that'll be the answer That,
[33:50] But it's just things that we need to, to figure out.
[33:53] 'cause that's, I mean, we definitely need to have
[33:55] accessibility after hours.
[33:57] Right? So we, we need to iron that out
[34:00] and we can make things. I'm just
[34:02] Thinking we're not gonna solve it tonight. No,
[34:04] I don't think so either.
[34:05] Think we have a couple avenues we have to iron out
[34:09] and, you know, I can, we can reach out
[34:13] to Gerald too and see, you know, what nine 11 really does
[34:17] Well, what the, the chief care, um,
[34:22] get the ins and outs of the non-emergency number,
[34:25] maybe find out,
[34:27] and then maybe we can find a way around that, as Bill said,
[34:29] to get information to us. But
[34:32] I, I think the 9 1 1 center can, can kind
[34:37] of have a quote phone tree, you know?
[34:39] Right, right. If this doesn't work,
[34:41] do this, do this, do this, do this.
[34:42] Absolutely. You know, and, and I just think
[34:44] we need to work that out
[34:45] Beforehand. Absolutely.
[34:46] But, but sit down and think about it.
[34:48] I don't think we're gonna solve it here as well.
[34:50] No, I, I agree.
[34:53] But I think we can get balls wrong
[34:54] and I think we should start working
[34:56] and getting a signed agreement in place.
[34:59] Well, I think we should at least final that draft
[35:02] and then make sure we got all,
[35:03] because right now, the, the draft agreement does
[35:06] specifically talk about the fact that
[35:11] should not be reaching out directly to the, um,
[35:13] patrol services.
[35:15] Okay. Um, 21 Chase Avenue
[35:22] we talked about before Sketch plan came in,
[35:24] there'll be a meeting at the end of the month
[35:26] with the planning commission and through the review
[35:28] and discussing contact with the applicant, sketch plan,
[35:32] and then come to council, um, next month.
[35:36] So then we've got two actual action items for tonight.
[35:42] One is the, um, hearing on the
[35:48] stormwater management ordinance, the amendment.
[35:51] So you'll gather in
[35:53] Hearing's open.
[35:54] So this is a hearing there.
[35:56] There was a, um,
[35:58] Pennsylvania DEP periodically updates its requirements, um,
[36:03] for municipal, um, stormwater management ordinances.
[36:07] This was done a year or two ago.
[36:09] There was an amendment done at that time.
[36:12] Uh, Chris Peterson, the couch of engineer
[36:14] and reviewing the ordinance, saw that there were some things
[36:18] that, um, had been part of the ordinance
[36:21] before that dropped out that he wanted
[36:23] to make sure it got back in.
[36:24] So we're essentially doing that this amendment
[36:27] to make sure we have both the newest changes from DP as well
[36:31] as our historical important, you know, borough specific
[36:35] Legacy Requirements.
[36:36] So, uh, I just have a couple exhibits I wanna run through,
[36:39] and then we can talk more about it.
[36:43] So, uh, exhibit one,
[36:45] borough Exhibit one is the proposed ordinance, uh,
[36:49] which was, I believe, circulated to counsel.
[36:51] Yep. Um, borough Exhibit two was public notice.
[36:56] Borough Exhibit three is the proof of advertising, uh,
[36:59] of the public notice, which took place on
[37:01] December 27th, 2024.
[37:04] And Borough Exhibit four is a copy of the certificate of
[37:07] certification of posting that Janet posted on
[37:10] January 2nd, 2025.
[37:12] Um, so as I said, this is essentially, um,
[37:17] it's, it's updating what was the,
[37:22] the prior stormwater management ordinance
[37:24] with the most recent amendments from DEP
[37:27] and sort of putting the two together
[37:29] so you have a complete set.
[37:31] So that's what's before council at this point.
[37:37] All righty. Any comment involve?
[37:42] No one's got post the notes all over it and ready to go.
[37:47] All right. Do I have a motion to approve the ordinance
[37:51] motion or a motion? Do I have a second?
[37:54] I'll Second. Motion. Second. All in favor a Aye, aye.
[37:59] So we can close that hearing
[38:00] and now we can move on to, um,
[38:04] Verizon cable franchise.
[38:07] Um, so the borough did receive a letter a few months ago
[38:12] from Verizon saying, Hey, hey, we're going
[38:15] through our renewal process.
[38:17] Uh, after receiving that letter,
[38:19] we went back into the records.
[38:20] Looks like there was an initial agreement, um, with Verizon,
[38:26] uh, that expired in 2019.
[38:30] Um, it's not clear if, if it was then, um,
[38:35] renewed in 2019.
[38:36] But in any event, the renewal cycle is coming up again.
[38:40] Um, the Bucks County consortium has engaged services of,
[38:45] um, I think it's Dan Cohen, Cohen Law Group, um,
[38:51] out to Pittsburgh, who I worked
[38:52] with in other municipalities supported Doug.
[38:54] It does. Um,
[38:56] because there are, um, so we,
[39:01] even though we're a little bit late to the game,
[39:03] they said we can join, um,
[39:06] because there's, um, there's anywhere,
[39:10] there's between 12
[39:12] and 16 municipalities, um,
[39:14] presently participating in the Bucks County Consortium,
[39:18] which means that everyone's getting a 15% discount on the
[39:22] normal rate because we're on the smaller end.
[39:25] He's proposing a flat fee, this part
[39:27] of the agreement than he has with the other 1115 folks
[39:32] flat fee of $6,800, negotiate the agreement.
[39:36] Um, you know, he's the guy
[39:39] that knows what he's doing with these things.
[39:40] I would recommend that, you know.
[39:45] Alright. Um,
[39:47] It says the beginning, middle, and end of the project.
[39:49] So these payments will be, what, over the next
[39:53] four months? Six months?
[39:55] It's, it's, I think there's one payment at the beginning.
[39:58] He actually laid that out.
[39:59] Yes, there was one in the beginning.
[40:02] I think one midway and then one services are completed.
[40:04] So it's working with three pieces.
[40:10] I have a question. Is there, is there much
[40:13] we just re-up in,
[40:17] I think negotiation sense that Verizon's always trying
[40:19] to push back on the length of the period,
[40:23] what the percentage, you know, of the franchise is.
[40:25] So I don't know that us jumping in is gonna create any more
[40:29] work from, but, um, I do think that he is doing some work
[40:34] for the group as essentially a liaison.
[40:41] I guess my point is, what's our,
[40:45] if we hire him,
[40:47] You could do it.
[40:48] And maybe I could do it for less than
[40:52] 6,800.
[40:54] Maybe I could.
[40:55] I I'll tell you, it is the last time this came up,
[40:58] and I might have been a Comcast franchise meeting, um,
[41:02] in the other municipality, they ended up going
[41:05] with the consortium, which was a different county,
[41:08] but it was that county's consortium
[41:09] and also the group that that do,
[41:15] Hey Mark, what is it like I franchise agreement?
[41:18] I mean, I know what a franchise agreement is,
[41:20] but I think Kentucky Fried Chicken, you
[41:21] Know, Well,
[41:23] it's essentially saying Biden's gonna come in,
[41:25] they're gonna come into your municipality
[41:26] and you're gonna get a certain percentage, you know, uh,
[41:30] that this is the agreement, this is
[41:32] what services they're gonna provide,
[41:34] and you're gonna get, you know, whatever fees that you would
[41:39] normally get or whatever you negotiate with part percentage.
[41:42] And it, I mean, I know just, you know,
[41:45] you have Verizon, you have Comcast.
[41:47] I think those are the two. Right?
[41:49] So is is there exclusivity if we were to go with Verizon?
[41:53] No, I don't think so. No, you already, I mean,
[41:55] Verizon's already here and,
[41:57] and you already had it written Verizon.
[41:59] Why it, uh, you know, whether
[42:01] or not it got need, I don't know,
[42:02] but I believe I, I'm, it hasn't come up
[42:05] and I don't know if you've looked in,
[42:06] but I'm willing to bet you also have an
[42:08] agreement Comcast card.
[42:10] So it's some Compensation
[42:13] Back to the borough for homeowners
[42:16] that utilize Verizon services.
[42:19] Is that what it is?
[42:26] And there's all, I mean, there's a lot
[42:27] of intricacies when it comes to the, you know,
[42:31] the cable laws and you know, what they're allowed to give
[42:34] and how long contracts can be
[42:35] and what percents they're allowed to highly regulated.
[42:45] I guess this is a question we're generating.
[42:47] We get 6,800 hours in,
[42:51] in revenue from them, period.
[42:54] Of the contract.
[43:02] That's right. Uh,
[43:18] last year, your, this is,
[43:20] this is Verizon and Comcast.
[43:24] You received $17,560 and 53 cents.
[43:29] Can't afford not to do it.
[43:38] And how long, how long would this, uh, agreement would
[43:41] Be? I think that's what
[43:42] you're negotiating The last one.
[43:44] That the original was very long. I think it was 2012. 19.
[43:49] This one at least this last cycle was five year.
[43:52] I think they've used it five years.
[43:54] This last one was five years.
[43:56] The last cycle at least was five years.
[44:02] Any other questions? No.
[44:06] You know, in light of all that now I, a picture just,
[44:12] we just got it.
[44:16] So, uh, we have a, do I have a motion to approve
[44:19] going with Cohen Law?
[44:22] I'll motion second. Motion and second. All in favor? Aye.
[44:26] Aye. Proceed Mark.
[44:29] Um, I'm done. Alright, thank you.
[44:32] Loop back around to, I have one question on,
[44:35] on 21 Chase.
[44:38] The, the planning commission is not going
[44:41] to give any formal, it's just a recommendation
[44:45] or not even a recommendation.
[44:48] Okay. All right.
[44:49] Gonna Provide feedback to the applicant.
[44:52] Um, that feedback, you know, will be in the Minutes.
[44:55] Council can get it.
[44:56] Um, counsel then has an opportunity if they want to
[45:01] have the person come
[45:02] and give you feedback too,
[45:03] with guidance from the planning commission
[45:06] and following up on their feedback as well. There
[45:08] Was good feedback from the county on
[45:10] It. Right. And the county did
[45:11] do a letter. I
[45:12] Did.
[45:14] And then, and the planning commission is meeting.
[45:17] Everyone's been notified and given the application on the
[45:20] 23rd of this month is the advertise meeting.
[45:24] Right. All planning commission is gonna do is come back
[45:27] with a recommendation to the, to the school.
[45:30] Well, you're based gonna be coming back more.
[45:33] It's gonna be more in the nature of feedback to the app
[45:36] because you don't actually,
[45:37] there's no action. Yeah. Should they,
[45:39] Should they choose to show up?
[45:40] There might be some real time
[45:41] conversation when I doubt they'll show up.
[45:43] No, they're not going sh
[45:47] You don't think they'll show up
[45:49] to the January 23rd meeting?
[45:52] Pretty rare that any of the applicants ever
[45:54] On a sketch plan. I,
[45:55] well, I would hope they would.
[45:56] Okay. It hasn't happened yet. Okay.
[46:00] Well that, that, that would purpose
[46:01] For them to get feedback That
[46:03] that would leave a bad taste in the
[46:05] Farrow's mouth, wouldn't it?
[46:07] If they didn't show up,
[46:11] I think either, either Chris
[46:14] or I should reach out to their engineer.
[46:19] That'd be great. Something that we would like to see.
[46:21] They at least
[46:26] That'd be great. Usually.
[46:27] I would agree.
[46:34] That'd be great. Yes. All right. Anything else?
[46:40] Thank you, Martha. Thank you Madam Treasurer
[46:47] Treasury Management account.
[46:48] This is for the end of the, of 2024.
[46:52] Court has signed Federal fund balance on hand.
[46:57] December 31st, 2020 4, 390
[47:00] $7,134 and 81 cents.
[47:04] Capital Reserve Fund balance on hand.
[47:07] December 31st is $549,822
[47:12] and 43 cents.
[47:14] Liquid fuel tax Fund balance on hand.
[47:16] December 31st, 2024 is
[47:19] $69,718 and 61 cents.
[47:24] Fire Company account balance on hand.
[47:27] December 31st is, is
[47:29] $73,647
[47:32] and 91 cents for a total in funds
[47:35] of $1,090,323
[47:39] and 76 cents.
[47:42] Okay. 2376. Seven six. Yes. Accepted subject to audit.
[47:47] I have a question and Chuck has a question.
[47:50] Janet, and I was speaking of this earlier in, uh, earlier
[47:54] I guess late last year, the salary waiver
[47:58] fund Okay.
[48:00] Is lumped in, in our bottom line here.
[48:06] And I'm not sure that,
[48:08] because that's really, uh, I wanna say not public money.
[48:13] Is that the right way to say that? Right.
[48:15] It's, it's, we've used it
[48:16] before for things that we were perhaps unwilling
[48:19] to spend public money on.
[48:20] Right. Think of the restoration of the books at, at the, um,
[48:25] at the registrar of Wills.
[48:28] So I, my gut is telling me that
[48:32] that should probably be in a separate account
[48:34] and it should probably not.
[48:35] It may be reported here,
[48:37] but it should not be included in our borough coffers,
[48:40] if you would think of it that way.
[48:42] Put it out for discussion. Um,
[48:48] I can see that.
[48:50] 'cause it is, it's kind of gifted back to the borough by,
[48:53] by council members.
[48:54] Right. And, and yes, I don't, I don't want to,
[48:59] I don't want to think of it as a petty cash account
[49:01] or I, I don't quite know how to describe it,
[49:03] but it's, it's things that, my opinion,
[49:07] we would be hesitant to spend taxpayer dollars on, you know,
[49:11] some luxury like the books for the registrar wills.
[49:15] Um, so I, I just, it's a question of how we present it
[49:20] in, in, in this document and Well, I know,
[49:24] I know when it was originally formatted that it,
[49:27] we thought about it for like arc equipment that, that,
[49:30] you know, we didn't have funds for too.
[49:33] Things that, you know, it was kind of like a way
[49:35] that we could, could give back to the, to the community, um,
[49:40] without, without having
[49:42] to go into the community money. Yeah.
[49:44] Right. Concur,
[49:46] That's, I mean, that's how it came to start. It
[49:49] Is, yeah. And it, and it
[49:50] was, I mean, we used it for, such as
[49:53] when it came up with the, uh, the depots.
[49:57] Yep. We also, we also brought, brought a, a grinder pump
[50:00] for the fire company through it at one point, very early on,
[50:06] early on this, this
[50:08] Something that the fire company needs.
[50:11] Right. And there and there's, it's
[50:12] Not budget that comes up Sure.
[50:15] Such as how the, how the depot issue came up.
[50:18] So I, I just put it out there to discuss
[50:20] 'cause it struck me as being like there, it's this other,
[50:23] other entity besides publicly. But,
[50:27] But we, but if you, if you, if we
[50:32] All, all these items listed are not separate accounts.
[50:37] Correct. Okay. They're right.
[50:40] So why wouldn't we just keep track of it the way we do?
[50:43] Why would we set up another account?
[50:46] We don't have, we don't have separate accounts
[50:48] for all these other topics.
[50:50] And I agree with that point. And the other thing
[50:52] that I was gonna say was, it's the, the salary, the intent
[50:56] as Bill kind of stated was that it's
[50:59] council waiving salary in lieu
[51:01] of giving it back to the community.
[51:03] So it is community money though, isn't it?
[51:08] And I think because I'm, I'm okay.
[51:10] It's to discuss it was just, it just seemed,
[51:12] And I also think because of how it's set up,
[51:14] it's really council's view of how to spend it too. It not.
[51:19] Well, and I think, Chuck, I think your concern,
[51:22] which I don't know that we can get away from, for example,
[51:25] I I I'm correct me if I'm, you know, wrong
[51:29] with your feeling on this.
[51:31] Like, I think there's about 33,000 in there right now
[51:34] in the, the salary waiver.
[51:35] Yes. Okay. Give or take, let's say we were going to buy
[51:40] a playground equipment, we, we would have to follow
[51:44] the guidelines on bidding, et cetera.
[51:47] And I don't think it can get away from that.
[51:50] I, okay.
[51:52] I mean, especially if it's,
[51:53] especially if it's lump in with the other funds,
[51:56] That there's legal way for us to set it up differently
[51:59] and then to try to avoid doing those things with
[52:02] It. Well, not necessarily
[52:03] avoid doing them.
[52:05] I mean, getting three bids
[52:06] for large capital expenditures is a, is a good idea,
[52:10] right. I, I don't Well, but
[52:12] It's more than that to, to buy a piece
[52:14] of playground equipment or, or that's going to be that much
[52:17] or more that's in there.
[52:19] You're gonna have to go out the bid.
[52:21] And I think, I think we would still
[52:22] have to follow those. God,
[52:24] So what my Right, my my thought about it was
[52:29] tour it a separate account,
[52:34] then the borough would gift the playground equipment like
[52:38] the lion, you know, the, the lions
[52:41] would gift playground equipment.
[52:43] It is, it's funds that this, this body has
[52:48] Well, we, because it's
[52:50] I would say council donation,
[52:52] I would say council gifts it then not the borough.
[52:54] Right. That's what I mean.
[52:56] It would be a different entity as us versus the borough.
[53:00] I I mean I see his viewpoint. Yeah.
[53:02] But my question is, is there a benefit to do that
[53:05] Mean? Well, I think if it's
[53:06] in the public funding,
[53:08] we can't operate.
[53:10] But any funds that I operate owe would have
[53:12] to be in the public funding.
[53:14] You know, there's no other way for me to do that.
[53:16] And it's not like it's put away, it's not like it's money
[53:19] that anyone who opts into the salary waiver Yep.
[53:25] Opts into it saying, I'm foregoing the expense of the behest
[53:29] of the borough.
[53:32] So it's, but the borough still has the expense. Right. It's
[53:36] Still taxpayer money, right? Yeah.
[53:38] That's just money. It's
[53:41] Taxpayer money that certain borough council members.
[53:43] And that feels, if, you know, they, they don't wanna Sure.
[53:47] Be compensated for. So I,
[53:49] I like the way we're handling it and I think we continue
[53:51] To do that. I mean, I think
[53:52] is your concern
[53:53] that we couldn't expend it on something if
[53:55] we wanted exp expand it on something?
[53:56] It's not bump into
[53:58] No specific Okay.
[53:59] In, in my to sell brain, it was funds
[54:04] that came to me that we gave back to the,
[54:06] not necessarily the borough avoid paying in the first place.
[54:09] Maybe that's the, maybe that's the difference.
[54:11] I guess the difference would be if I gave you a check
[54:13] and then you gave the money back in some way.
[54:16] But that's not really how this
[54:18] All right. Yeah. In my head that's sort
[54:19] of how it was going. Yeah.
[54:21] That that's what I was trying you and, and
[54:22] because that gave us some leeway that if we wanted to,
[54:27] I don't know, throw a party for the borough,
[54:29] we could throw a party for the borough
[54:31] Because I, and we still can,
[54:34] I'm gonna make a controversial statement here.
[54:36] I think if that's the intent of what you think the fund is
[54:39] for and what we could do it
[54:42] with it possibly then I would say we
[54:44] should possibly forgo it.
[54:46] Everyone get their checks and donate their checks
[54:48] to the Ivy Land Heritage Association.
[54:50] Yeah. Then there's another way to do it. But, all right.
[54:53] Yeah. That's, the discussion is good enough for now.
[54:56] I, I just, I, when I saw it, I kept going, is
[54:59] that really borough money?
[55:02] So I think that was, it was set up at a point when we
[55:04] first, when SOS were, became available
[55:07] to the council members and there were many
[55:09] that did not wanna take it and wanted to give it back.
[55:12] Sure. Rather than just getting into all
[55:14] of the mass general funds, we put it into that,
[55:17] what we called a salary waiver account in hopes
[55:20] that it would be used, you know,
[55:22] council members would certainly have to agree to all
[55:25] of any expenditure out of there.
[55:28] But that they would come up if, when things pop up
[55:30] that were not budgeted items.
[55:32] Okay. For example, the de books, it allowed us to do that.
[55:36] We would not probably been able to pull,
[55:38] I think it was about $15,000 out without that fund,
[55:42] you know, what we donated.
[55:44] Right. Okay. To sponsor doing books.
[55:47] And again, should something come up that council,
[55:51] so you speak amongst each other
[55:53] and you decide we need a, a large piece or,
[55:56] or a small gazebo for a park.
[55:59] Whatever,
[56:01] $32,400 you're in, you're in gears.
[56:04] You're in.
[56:06] Okay. I'm just saying wherewithal for things
[56:09] that are unbudgeted items that come up that are in,
[56:13] in effect giving back to the community.
[56:16] Right. All good. Okay. Thank you.
[56:22] Your prepaid bills list is
[56:24] $27,167 and 94 cents.
[56:29] I did not do it on notice because they're all general.
[56:33] The ones that have just come in, it's so early in the month,
[56:35] are all available to be prepays right now.
[56:42] Oh, I'm sorry. Um, I also passed out.
[56:47] Um, everyone got their fund statement
[56:51] of financial interest that is due by May 1st.
[56:54] Just kind of what happens is when I give them out here in
[56:57] January, they just came in,
[56:58] people forget them comes May 1st.
[57:01] There's still some out.
[57:03] So everyone should have gotten
[57:04] those. The caveat
[57:09] For those who are running for reelection this year,
[57:12] your statement of financial interest is due
[57:14] when your petitions are due.
[57:16] Yes. And
[57:20] Everyone, I think I before May,
[57:22] That's before May 1st.
[57:26] Okay. Everyone got a calendar for the year
[57:28] of the advertised meetings.
[57:29] I sent them to you email and I gave everyone a hard copy.
[57:40] And I, I do apologize for not being here,
[57:43] but I would like to straighten out the confusion.
[57:45] This meeting is, I think Chris is coming, was advertised
[57:48] for seven o'clock and, and on your calendars.
[57:53] Okay. And I had that in my head.
[57:55] I think you were looking at an old reorganization meeting
[57:58] when we had swearing ins.
[58:00] We did. We would have them at six o'clock
[58:02] because Judge Ello was invited to come
[58:05] and do the swearing ins and he was going to Warminster.
[58:09] He came to us at six o'clock.
[58:11] But this meeting was advertised for 7:00 PM
[58:16] I went to the borough website
[58:18] And I gave these to Jeff to put on there.
[58:25] I like blame Jeff,
[58:28] Blame daylight.
[58:29] Lets say 2 25 scheduled meetings too.
[58:32] So, I'm sorry, I was looking at the 2025 scheduled meeting
[58:35] and it's seven o'clock on there.
[58:36] I know. I've got a copy too. That's what I said.
[58:39] And I know that's what I advertised.
[58:40] And I sent that also to Jeff for the website.
[58:43] So I was shocked when Sal called me.
[58:45] I didn't know what he wanted.
[58:50] Shocked seeing everyone here. Well, that says six
[58:53] O'clock. Well, again,
[58:54] I think we says six o'clock.
[58:56] I think we have conflicting information between our calendar
[59:00] and our notices and I didn't see on the notices,
[59:03] the actual time on the notices.
[59:04] So I saw was that, so
[59:09] apologies are all
[59:10] About No, that's okay.
[59:12] It seemed to have worked it out. Let us move on.
[59:15] Oh, I'm sorry, Mr.
[59:16] President, before we do, I think we need
[59:18] to inform our secretary treasurer
[59:20] of the change the finance chair as well.
[59:23] And go ahead. Ahead. Yes.
[59:26] So you have a, so you're no longer,
[59:28] I'm no longer the finance chair.
[59:30] Sal is the finance chair. So just,
[59:33] and to that end about speaking of calendar of events, um,
[59:37] you know, that you had had made that meeting the day
[59:39] that it is for my benefit.
[59:41] So just want to put that out there in case you wanna change
[59:44] that back to what it originally was.
[59:49] It was Monday, then we had to do two.
[59:50] It was used to be for the fi for the finance.
[59:55] That's you. Yeah. I just wanted to bring that to, yeah.
[59:59] Okay. All right. That's all.
[1:00:02] Thank you. You're Welcome.
[1:00:03] And, uh, I, one other thing that I wanted to bring up, uh,
[1:00:08] Chuck had been requesting we,
[1:00:10] and as I said, I did receive our debit card
[1:00:14] for putting things on on.
[1:00:18] However, however, and I don't think it'll affect it right
[1:00:20] now, but it is being corrected.
[1:00:22] They just came two days ago with,
[1:00:25] or, uh, Friday, I guess they came Friday it came with
[1:00:31] my name spelled wrong on, on the card.
[1:00:34] So I don't think that's gonna change the pin or the,
[1:00:37] but I did call the bank and they are correcting
[1:00:38] It. And I think we have
[1:00:39] till April
[1:00:41] until the next time the Zoom renewal
[1:00:42] Comes around. We did get that.
[1:00:44] Well, But, and we and Tony,
[1:00:48] Tony, Mr. Mayor,
[1:00:49] what we're gonna do when we switch over
[1:00:52] to Zoom account, we're gonna push it a zoom at I we're going
[1:00:56] to redo the email address,
[1:00:58] the billing, all of it all at once.
[1:01:00] And then we can get out of this
[1:01:02] craziness we have occasionally with me being on travel
[1:01:05] and you guys can't get in or
[1:01:07] Something. Yeah, that
[1:01:08] sounds good.
[1:01:08] I think the other thing our,
[1:01:10] our IT subcommittee needs to address it.
[1:01:12] 'cause I know that Jeff has inquired about it was getting
[1:01:15] the borough off his group G
[1:01:18] Yes. And that account, if
[1:01:19] he's got that all underway. Yeah.
[1:01:20] Yeah. Okay. Alrighty.
[1:01:25] Bill's list.
[1:01:31] Yes. Yes. Yes.
[1:01:33] At least in particular, yes, because Right.
[1:01:36] The parking rec, the zoning hearing board. Yes. Yes.
[1:01:38] That has to be done. Okay.
[1:01:45] Bills list, Janice. I'm sorry. Bills list.
[1:01:48] And we pay that up. Okay. We paid,
[1:01:53] I'm sorry, the unpaid bills were not doing
[1:01:54] or there's no unpaid bills?
[1:01:56] There's no unpaid bills. Okay. That's
[1:01:58] Come in after this time are routine bills.
[1:02:02] I, I finished out the year with that.
[1:02:04] Thank you. Thank you. Any correspondence?
[1:02:07] I just think I did it all.
[1:02:09] Okay. Any public comment?
[1:02:15] No, not since the meeting. The staff. All right.
[1:02:18] Any comment from council? Moving right along
[1:02:30] the president?
[1:02:30] Um, I'm glad to say that, uh,
[1:02:34] village looked lovely with its luminaries.
[1:02:36] Nice job. Yep.
[1:02:38] Uh, I want to especially thank Bonnie Rowe
[1:02:40] and extended family for all their hard work,
[1:02:43] making our little borough look lovely on the holidays.
[1:02:48] Um, that is something nice that they've been doing
[1:02:51] for I don't know how many a year now.
[1:02:53] At least the 25 Lisa. At least
[1:02:55] Five Years. At least 35.
[1:02:56] I mean, luminaries,
[1:02:58] Luminaries started in the mid 1970s.
[1:03:02] Well, she's been doing it a good long time.
[1:03:05] So we do appreciate the Roe family for all that they do.
[1:03:08] Hopefully we can get the C Christmas card exchange back up
[1:03:12] to snuff one of these days.
[1:03:14] Uh, we did have a, a a a lesser sizable turnout
[1:03:19] for the Christmas card exchange,
[1:03:20] but we would like to see that happen again.
[1:03:23] It's down, at least at the Bristow household. It's down.
[1:03:26] Lots of folks are sending email kinds of things these days.
[1:03:30] Well, so don't, don't feel, don't feel bad.
[1:03:32] I don't feel bad. We just wanna make,
[1:03:34] we want, we like the old school.
[1:03:36] We just wanna try and promote the, in the community.
[1:03:38] So that's about it for the president. Um, borough engineer.
[1:03:44] Happy New Year. Mr. Peterson.
[1:03:46] Uh, I understand, um, Mr.
[1:03:50] Already handed the stormwater ordinance.
[1:03:52] Yep. So I'll skip on.
[1:03:54] Uh, the other item I wanted to discuss
[1:03:56] that this is something we touched on, uh,
[1:03:59] around again this summer, is that, uh, we'd like to gear up
[1:04:03] to start implementing the PA small water
[1:04:05] and sewer project that the borough was awarded for
[1:04:07] after storm water improvements for $422,301.
[1:04:12] Um, tonight I'm asking authorization from the council
[1:04:15] to begin the survey work
[1:04:16] and the design work on that project and get going.
[1:04:22] I would, I'll make the motion. Uh, and do I have a second?
[1:04:25] Second motion. And second. All in favor? A aye aye.
[1:04:29] Go forth. Go to town
[1:04:31] Very much. Um,
[1:04:32] and then also just the remaining item, just
[1:04:34] to let you know we're working on it,
[1:04:35] is the fire main strike.
[1:04:37] Um, with it being short meeting
[1:04:39] cycle, the working on sketch.
[1:04:40] And I understand that we're still gonna reach out to, um,
[1:04:45] for, for pricing on that.
[1:04:46] Is that what we had decided? Ask? Yes. Okay.
[1:04:49] So that's in progress. And, uh, follow that on.
[1:04:53] Can I, I, in, in the light to that, if you recall,
[1:04:57] you just got a, uh, we have a highway
[1:04:58] opening right at that area?
[1:05:00] Yes. Where Okay. So mean it is not gonna
[1:05:03] happen right away anyway.
[1:05:05] Um, the new owners of the duplex put in for a, a gas h****r,
[1:05:10] so there's going to be a road opening there.
[1:05:11] So I wouldn't say it's strike them for that anyway.
[1:05:15] I mean, it'd probably be advisable to do
[1:05:16] that in the spring time anyway, so, um,
[1:05:20] which we may need time
[1:05:21] to get ley back from Buck Mile anyway.
[1:05:23] And I, and I anticipate
[1:05:24] that would be the timeframe probably.
[1:05:26] So. I'm sorry. Um,
[1:05:28] Janet, the Yes, they put does the,
[1:05:31] I thought the main came up from Greeley
[1:05:34] and stopped at the firehouse.
[1:05:37] Does the gas meeting go that far?
[1:05:38] Yeah, it's at that block. They've already pikas already.
[1:05:41] Okay, cool. We, the duplex is all
[1:05:43] right across from the firehouse.
[1:05:44] Mm-hmm. At that. Yeah.
[1:05:46] Okay. I I, I thought the main stopped
[1:05:48] short of that, but, okay. Good. Good, good, good.
[1:05:51] No, and uh, just a reminder, I will not be able
[1:05:55] to attend next meeting due to a preplanned vacation.
[1:05:58] So let know we somebody to Carol Yeah. Somebody to replace.
[1:06:06] I think we can do without, we can't do without you, Chris,
[1:06:08] but I think we can do without you for one meeting.
[1:06:12] Uh, will Mr. Pre I'm gonna, I'm gonna ask
[1:06:15] that since we crossed over now to the magic seven o'clock,
[1:06:19] just to cross, you know, cross our T's
[1:06:22] and dot Horizons reopen the hearing.
[1:06:26] Okay. Hearing is reopened. And
[1:06:28] This is on the storm order management ordinance counsel,
[1:06:32] um, has it, I would ask if there's any public comment,
[1:06:37] um, on that, on the ordinance.
[1:06:40] There's no public comment on the ordinance. Any questions?
[1:06:43] So the, just for the record then, the council has, has, uh,
[1:06:47] approved it, it is been, uh, I'm assuming
[1:06:49] that there's no change in, in the decision
[1:06:52] and now anything comes up.
[1:06:54] At least, at least it's, uh,
[1:06:56] It's within the meeting
[1:06:58] After seven o'clock. That'll be
[1:07:02] All in favor of closing the hearing.
[1:07:05] Aye, aye.
[1:07:07] Copy signing tonight as well. Okay.
[1:07:10] If you don't have them. So I have copy signature,
[1:07:14] just doing black signature page.
[1:07:17] All right. Anything else, Chris?
[1:07:22] That's it. Thank you very Much. Thank you.
[1:07:27] Who would like to open up if UNM finished business?
[1:07:31] I got nothing really.
[1:07:34] That's, I know it's especially, uh, haven't,
[1:07:37] Haven't had time to gear, haven't had time to gear up
[1:07:39] Yet, Mr. Mayor.
[1:07:43] Okay. The, uh, police report for the month
[1:07:45] of December, 2024.
[1:07:48] There were 13 traffic
[1:07:51] citations issued in one written warning.
[1:07:54] Very quiet month.
[1:07:55] Um, the court check has not
[1:07:59] yet been received from Bucks County Court, so
[1:08:02] I will hopefully have both of those
[1:08:04] for the next meeting. And that's the report.
[1:08:07] All right,
[1:08:12] park and Rec.
[1:08:16] Happy New Year, everyone. Happy, happy
[1:08:18] New Year. Yours.
[1:08:19] Hey, we had our, uh, luminary event, uh, on Christmas Eve.
[1:08:24] I just wanted to give a, a shout out to those who helped.
[1:08:27] Um, you know, shout out to James McCullough over here
[1:08:31] and the borough helping me put those up on, uh,
[1:08:35] you know, in the commons area.
[1:08:37] Uh, Chuck, I believe you helped as well. Yep.
[1:08:39] I know you, it's easy p so I appreciate your help with that.
[1:08:42] Uh, and then shout out to my neighbors, uh, Emily,
[1:08:44] who came out to help my son, Zane.
[1:08:46] Uh, my nephew Leo, AKA Lavonne, uh,
[1:08:51] also to Deb, my neighbor Deb and my neighbor Mike.
[1:08:55] Uh, just helping me get those hundred out by the gazebo,
[1:09:00] you know, made for a really great, uh,
[1:09:02] photo and really great event.
[1:09:03] So appreciate it. Other than that, all quiet.
[1:09:07] Oh, Nice. Thank you.
[1:09:08] Thanks li. Mr. Shoots and walks.
[1:09:14] Uh, that's too much going on.
[1:09:15] We had a couple of snow events.
[1:09:17] Uh, got a,
[1:09:19] got some constructive feedback from a couple of residents.
[1:09:22] Um, you know, with regard to the, um, the, uh,
[1:09:27] snow and ice removal, all good.
[1:09:30] Sean Kirkpatrick is, is has taken over Granier, uh,
[1:09:35] company as you know.
[1:09:37] Um, we have, I asked Janet to send me the contract.
[1:09:39] We have a renewal company we renewed up until November.
[1:09:43] So I'm gonna take a look at that in advance of the renewal
[1:09:46] and um, see if we can tweak a few things.
[1:09:48] I mean, we're getting, we're getting killed with salt
[1:09:50] and uh, as a member of the Bucks County Consortium, um,
[1:09:55] we can purchase salt in bulk, uh, at a,
[1:09:59] at a real steep discount.
[1:10:01] So I think that's one of the items that I would like to
[1:10:05] renegotiate if we stay with Granier when we renew.
[1:10:09] If we renew. But otherwise we're doing a good job.
[1:10:12] You know, Sean's a pleasure to work with
[1:10:15] and you know, the in info, the uh,
[1:10:17] feedback I got from the residents were, you know,
[1:10:18] as I say constructive.
[1:10:19] I mean they were, he, he had this guy blow using
[1:10:23] blowers at like four 30 in the morning to blow.
[1:10:25] 'cause it was such a light snow event, you know,
[1:10:28] to blow the snow off the sidewalks, uh, around the, uh,
[1:10:33] around the gazebo.
[1:10:35] So, you know, I said, look, you know, that's a little early.
[1:10:38] It's a little early. Yes. And he understood.
[1:10:40] So, you know, uh, I appreciated the, uh, the feedback
[1:10:43] and um, uh, overall everybody was pleased.
[1:10:48] Oh, for as far as salt on the consortium, I mean,
[1:10:50] would the consortium allow us
[1:10:52] to have a third party contractor come in
[1:10:55] and grab salt on our behalf?
[1:10:57] Or do we have to take a bulk delivery of it
[1:10:59] and do we need to store it?
[1:11:00] Yeah, I mean, the consortium buys it in bulk.
[1:11:03] Um, and obviously the
[1:11:07] municipalities generally have an a, you know, a guy
[1:11:11] that does public works who, who
[1:11:13] Public works departments
[1:11:15] Who, who, so, who spreads the salt?
[1:11:17] So I don't know the answer to that.
[1:11:19] Also be an inner municipal agreement
[1:11:21] with someone else who's willing to store it
[1:11:23] for you and you can come. Right.
[1:11:25] And that, that's what I'm thinking.
[1:11:26] We could have some kind of agreement
[1:11:28] and then our contractor would go to that facility
[1:11:31] to pick up the saw as opposed to,
[1:11:34] you know, selling it to us.
[1:11:36] Okay. I think.
[1:11:38] Good idea. It's a great idea.
[1:11:40] Yeah. I think They probably, that's probably not, um,
[1:11:45] an unusual what way for them to work.
[1:11:47] They just go pick it up as needed,
[1:11:49] but they're paying the lower rate.
[1:11:52] A lot of the municipalities around here do it that way.
[1:11:55] Yeah. The, the thing,
[1:11:56] unfortunately we don't really have representation at the
[1:12:00] consortium meetings.
[1:12:01] Um, you know, that they frown upon the public
[1:12:03] officials being there.
[1:12:05] So I don't, you know, really have my finger on the pulse of,
[1:12:09] of, you know, the specifics.
[1:12:11] But you know, like I said, I, I just, I just know, you know,
[1:12:15] there's a lot of roadway to salt and salt's not cheap.
[1:12:19] And I know that there's savings to be had
[1:12:22] and I think we would be remiss not
[1:12:24] to explore the possibility of, you know, buying the salt
[1:12:28] and supplying the salt to our contractor if our contractor
[1:12:32] was willing to work with us.
[1:12:45] Thanks Todd. Anything else? Nope.
[1:12:51] Uh, we talked a little bit about finance already. Yeah.
[1:12:54] Nothing to report from finance.
[1:12:56] Appreciate all your hard work.
[1:12:59] No problem. Planning commission.
[1:13:01] Uh, we are Meeting on the 23rd of this month
[1:13:04] to discuss the sketch plan for 21 Chase Avenue.
[1:13:10] Okay. For our property. Nothing.
[1:13:16] Alright. Fire company is not here.
[1:13:21] Public safety.
[1:13:24] Um, actually I have something to say for the fire company.
[1:13:28] We're short one signature.
[1:13:33] Are we? Well, seven of us.
[1:13:38] What? I know there's, we're short one signature position.
[1:13:42] Just add it to the bottom. Okay.
[1:13:46] I'll que it in, don't worry. Right.
[1:13:49] Um, for the firehouse, I'm just, they tech,
[1:13:53] they emailed you the thing.
[1:13:55] I just want to put it out there that on February 19th
[1:13:58] at Tony's place, they do have a fundraiser.
[1:14:00] What's that date again? Uh, February 19th.
[1:14:04] I'm sure we'll make the announcement again next month,
[1:14:06] but I figured I'd put it out there
[1:14:08] 'cause it's in my hands right now.
[1:14:09] So, um,
[1:14:11] It's the same as last year.
[1:14:13] The one where you print the flyer.
[1:14:16] It's that, I don't know.
[1:14:17] They don't have the specifics to it.
[1:14:19] Yeah, because it was February of last year.
[1:14:21] They flyer for minutes.
[1:14:24] It is, it is an 11 to an 11 event, so
[1:14:27] Yeah. Okay.
[1:14:29] Just to put it out there. It was, uh,
[1:14:32] February 19th at Tony's place from 11:00 AM
[1:14:35] to 11:00 PM Wow.
[1:14:39] And then as far as uh,
[1:14:40] public safety goes, we're all good right now.
[1:14:44] Judge, nothing from emergency management.
[1:14:49] Any new business that anyone would like to conduct bring up?
[1:14:56] Yes. Chief Darren was instrumental in
[1:15:00] getting the flags placed.
[1:15:02] The back staff for president car.
[1:15:07] I Picked up the borough one yesterday
[1:15:17] being a flag ski.
[1:15:19] I'll have to go over a flag ordering with you.
[1:15:22] What's that? Flagged The ordering
[1:15:24] Flag. Ordering
[1:15:25] for bracket
[1:15:27] Brackets Memorial Park.
[1:15:29] Um, that flags down at the Memorial Park as well. Will go.
[1:15:33] You having your January park rec meeting?
[1:15:39] No. Well then, we'll you and I'll get together on it.
[1:15:42] Alright. Alright.
[1:15:46] How that
[1:15:54] Yes.
[1:15:57] And they see chair with ears.
[1:16:06] Thank God for that.
[1:16:12] Solicitor are still the same
[1:16:20] Business.
[1:16:21] Any more public comment?
[1:16:24] No more public comment.
[1:16:37] It is 11 minutes after seven. Yeah, but it's really
[1:16:43] 71 minutes after seven.
[1:16:44] Yeah, that's so you can put it in the record. Yep.
[1:16:46] Thank you. So then I didn't figure I needed to read it all.
[1:16:51] Thank you.
[1:16:55] I make a motion to adjourn. Second,
[1:16:58] Thank you all for your hard work.
