[3:56] to revitalize the Lakewood campus.

[3:59] You all have heard the presentation a couple of weeks

[4:02] ago.

[4:03] And we appreciate the executive voting and legislation

[4:10] moving forward on this.

[4:11] We think this is a unique opportunity

[4:12] to revitalize what is a valuable county asset that provides

[4:17] health services, particularly to the underserved of Jackson

[4:22] County.

[4:22] It is a unique.

[4:23] We are the only safety net hospital in Missouri

[4:26] that is supported by County.

[4:28] We serve 130,000 patients, many of them are the Lakewood campus.

[4:34] These plans will move this forward and some of the county

[4:37] will be proud of and the patients can

[4:39] receive extraordinary services.

[4:40] The short version is it replaces buildings

[4:43] that were built in 1908, 1928 with new modernized facilities.

[4:47] It also makes an investment in others

[4:51] in the county and the ability to deliver primary care.

[4:54] We appreciate the leadership of the County executive.

[4:56] We appreciate you moving forward on this.

[4:58] This will be a legacy issue for this executive County

[5:03] legislature.

[5:04] We appreciate your support.

[7:55] As you understand, within 30 days of being presented

[7:59] with the audit, the independent auditor

[8:01] shall be present to be able to take any questions from you.

[8:07] After that the legislature votes to accept

[8:09] the county's financial statements for public record.

[8:16] the annual comprehensive audit report is available after that

[8:20] vote.

[8:23] there were two specific issues that they brought up.

[8:27] One was the opioid issue.

[8:31] We have an opioid settlement with the county.

[8:35] We receive several millions of dollars every year.

[8:38] And in the past, they have not accounted

[8:43] for the future opioid payments coming to the county.

[8:47] So the auditor said that's something

[8:49] that ought to be dealt with because we weren't sure what

[8:51] was coming in and we do know.

[8:53] We should know.

[8:54] And last year it was not compiled.

[8:56] We are on top of that now.

[8:58] The other one is that they found some informational services,

[9:02] some servers that have outlasted their usage is

[9:06] one of the issues of their findings.

[9:09] But the rest of it is in this report that you have a copy of.

[9:45] of the partnership that got it together, the board is empty.

[9:50] It had several millions of dollars in empty.

[9:52] We got the board appointed.

[9:54] I think in the springtime.

[9:57] They are working now.

[9:57] I have a meeting with them to talk to them

[9:59] in the next couple of weeks.

[10:01] But they have a plan.

[10:02] And I would like to ask them to come to the legislature

[10:04] and say here is a plan.

[10:05] I'll be quite honest with you.

[10:06] When I pointed to members of the board,

[10:08] I told them I want you to spend some money.

[10:10] I want you to spend that money you've

[10:12] got in the bank for seniors, the people of Jackson County

[10:14] have been taxed on to get it out there.

[10:16] And they all said you bet.

[10:18] And so they have a plan.

[10:19] They have a formula.

[10:21] If it is okay with this body, I would

[10:22] like to have them come and say here

[10:23] is our plan for the next 3 or 4 years of spending.

[10:25] I say spending tax money.

[10:28] I mean giving to the seniors that need that service.

[10:31] But I would like to ask if I could

[10:33] bring the board or at least the board chair

[10:35] in front of the legislature and make that.

[10:44] So could we make sure that our legislative auditor has met with

[10:51] and understands how the board feels like they're

[10:55] going to proceed with the distribution of funds, selection

[11:07] to get them started on the wrong track.

[12:23] for the federal law that applies for this matter

[12:27] on federal agents.

[12:40] US vs State of California came out recently --

[12:48] prevent officers from performing their functions.

[12:52] The plan is in motion for injunction pending appeal.

[12:55] The federal government won that case.

[12:58] And they supported the injunction

[13:00] so it could not go into place against the federal officers.

[13:04] That continuously happened in Virginia.

[13:06] There was cases from New York and the city of Philadelphia

[13:12] and the city of Los Angeles.

[13:14] They consistently said the supremacy Clause

[13:16] would take effect.

[13:18] And therefore, for that and the opinion you previously wrote,

[13:22] we believe it should be unsigned,

[13:24] and we will be subject to liability

[13:27] if we were to enact that ordinance.

[14:00] The reason why I'll be voting yes Is because of the way

[14:08] the federal government has been using this

[14:11] as a tactic to bring fear to communities

[14:12] that have done nothing wrong.

[14:14] And until this United States starts to understand that no one

[14:17] is illegal, a person cannot be illegal,

[14:20] we will have to face whatever comes down from the federal

[14:23] government and from these courts.

[14:25] But my heart and soul Are with those

[14:32] who face there terrible times, especially

[14:35] the young children who are just trying

[14:37] to make their way in this life.

[14:39] But that is I wanted to give my reasoning why I'll

[14:43] be voting yes, madam chair.
