[1:51] veteran, pastor of a local

[1:53] church. From the Road Baptist

[1:57] Church. He's a 9 year veteran

[1:58] officer of the Jacksonville

[2:00] Sheriff's Office. And the

[2:05] current chaplain. We'll also

[2:08] have jfrd champlin down pursue

[2:10] Golden Sr senior pastor and

[2:11] Bishop of the Holy Church of

[2:14] Living Gone Revival Center in

[2:15] Atlantic Beach. Retired from

[2:20] jfrd after 26 years. And then

[2:21] asked to come back as Jfrd is

[2:24] chaplain 2 and a half years

[2:25] later, having served as

[2:25] chaplain previously in a

[2:28] number of roads within the

[2:29] department and also take on

[2:32] the role of critical incident

[2:34] officer. He also serves as the

[2:36] administrator over the peer

[2:39] support team for firefighters.

[2:40] And when they're finished with

[2:41] their prairie will have a

[2:44] moment of silent. For 60

[2:45] seconds and then we'll do the

[2:46] Pledge of Allegiance

[2:53] gentlemen. Got a piece and

[2:57] mercy. On this day. We

[3:04] remember that day. Honor and

[3:06] we honor the 343 firefighters

[3:08] and all the brave first

[3:09] responders who ran towards

[3:10] danger so that others might

[3:13] live. We give thanks for their

[3:16] selfless courage. They're deep

[3:19] devotion and duty. And there

[3:24] untimely sacrifice. We lift up

[3:26] their families. Their friends

[3:27] and fellow firefighters who

[3:28] still carry the weight and the

[3:31] pain of that loss. Surround

[3:32] them with your comfort. Grant

[3:36] them tease and strength. And

[3:39] their family through this are.

[3:41] Blessed to active firefighters

[3:43] and emergency workers and

[3:44] personnel who put their lives

[3:47] on the line every day. Grant

[3:51] may. We never forget their

[3:53] sacrifice. And MAY we honor

[3:57] their legacy. With living in

[3:59] kindness and in strength. And

[4:09] pause to remember the 72 lives

[4:10] of law enforcement officers

[4:12] that perished on that day.

[4:18] bravery, their sacrifice. And

[4:22] comes out of great loss. And

[4:26] devastation. It's also reflect

[4:27] sure, a reflection of the

[4:29] bravery and courage. And the

[4:32] pride that we received from

[4:33] being fellow Americans. I pray

[4:34] that should be with the lives

[4:35] of the families of those law

[4:36] enforcement officers that are

[4:38] no doubt still grieving today.

[4:42] Over their loss. But we also

[4:43] pray that you watch over the

[4:44] nearly 2000 law enforcement

[4:46] officers of the Jacksonville

[4:47] Sheriff's Office, those of our

[4:51] partners. And those in the

[4:52] surrounding agencies protect

[4:54] them as they go out every day

[4:55] to continue to protect and to

[4:55] serve our community and our

[4:58] country. GOD MAY we continue

[5:01] to walk in your paths. We pray

[8:46] Florida Junior college now

[8:49] known as Florida State College

[8:50] at Jacksonville opened its

[8:52] doors for the first day of

[8:54] classes, welcoming 2,300. And

[8:56] 21 students, the largest

[8:56] opening enrollment of any

[8:58] junior college in Florida. And

[9:00] at the time, the largest in

[9:02] the nation expanding access to

[9:03] higher education for the

[9:03] residents of northeast

[9:07] Florida. Florida State College

[9:07] at Jacksonville provides

[9:10] access at locations throughout

[9:11] Jacksonville to best serve the

[9:11] community, including the

[9:15] downtown. Can't north and

[9:16] south campuses as well as the

[9:19] Deerwood and Cecil Centers.

[9:20] Fscj also has 2 academies

[9:22] focused on public safety,

[9:24] the South and the Criminal

[12:30] much bigger than those

[12:33] numbers. C for 6 decades. Fscj

[12:34] has paced where people from

[12:35] every walk of life can find an

[12:39] opportunity to earn a degree

[12:40] journey. Trade, start a new

[12:40] career, support their families

[12:41] or simply build a better

[12:45] future. Since its founding

[12:46] fscj has awarded nearly

[12:48] 200,000 degrees and

[12:49] certificates and Deputy j

[12:50] continues to evolve with the

[12:53] needs of our community from

[12:54] expanding skilled trades,

[12:55] training, welding, hvac and

[12:57] electrical to aviation

[12:58] logistics. Advanced

[12:59] manufacturing added health,

[13:02] public safety and maritime

[13:03] industries. Fscj preparing our

[13:06] workforce for the job Jack. So

[13:06] nice today and the industries

[13:10] we're building for tomorrow.

[13:11] investment through the

[13:11] expansion of Cecil training

[13:13] hub. You MAY have noticed not

[13:15] week the governor came into

[13:16] town and awarded 7 million

[13:18] dollars to 50 jame. You as

[13:19] well. My colleagues awarded

[13:21] 5 million dollars not year.

[13:23] For me. This resolution is

[13:24] also personal. I'm proud to be

[13:27] an fscj lameness. I know

[13:27] firsthand that Fscj isn't

[13:29] simply a college. It is an

[13:32] institution of opportunity. It

[13:33] has opened doors for

[13:33] generations of Jax. All

[13:36] residents, including me and

[13:37] continues to open those doors

[13:39] for thousands more every year.

[13:40] So on behalf of the city of

[13:42] Jacksonville, our City

[13:44] council, I want to

[13:45] congratulate the faculty, the

[13:46] staff, the leadership alumni,

[13:47] and most importantly, the

[13:48] students of Florida State

[13:49] College, docile, incredible 60

[13:59] years. I have work from the

[19:17] important responsibilities a

[19:18] community can share a fair and

[19:20] honest election. And they did

[19:23] this not for the big bucks,

[19:24] not for recognition, but

[19:24] because they believe in the

[19:29] process. They did this over

[19:30] and over again, 2 weeks of

[19:31] early voting in one very long

[19:32] Election Day. And they'll do

[19:34] it again in just under 2

[19:34] bounce. So today we want to

[19:38] say thank you. Thank you for

[19:38] your patience. Thank you for

[19:39] your dedication. Thank you for

[19:42] showing up election after

[19:43] election. So the rest of us

[19:45] could exercise our right to

[36:33] therefore, it was all by the

[36:41] retirement following more than

[48:30] community. The current plan to

[48:31] cut 10% of those services to

[48:34] our vulnerable youth. And the

[48:35] continued resistance to create

[48:36] a resilient and flexible,

[48:38] affordable housing resource

[48:39] are both short-sighted. In my

[48:42] opinion. If city leaders

[48:43] sponsors support and oversee

[48:44] both these key resources, we

[48:48] will see results in the next

[48:50] generation of Jacksonville

[48:52] citizens, mentoring young

[48:53] people and creating more

[48:54] sustainable homes for their

[48:56] families will result in less

[48:58] stress for seniors, parents

[49:01] and children better school

[49:01] performance to resources,

[49:03] directed it, keeping them in

[49:05] their homes and in the long

[49:05] run, less need for law

[49:07] enforcement intervention.

[49:09] There are so many what ifs, if

[49:13] we can explore as a community.

[49:14] And let creative minds and

[49:15] stakeholders collaborate to

[49:18] support family homes. One big

[49:20] advantage of the Hope Kids

[49:21] Alliance is that there are

[49:22] opportunities for funding

[49:25] outside government. My hope.

[49:26] And so we can have a

[49:27] sustainable resource for

[49:28] housing initiatives that

[49:30] offers the same opportunities

[49:32] for donors who want to invest

[49:36] in the future of our city. We

[49:37] have great nonprofits in

[49:38] Jacksonville working on

[49:39] homelessness relief and

[49:40] housing. If they work

[49:44] together, great things happen.

[49:46] I came here as a Navy wife in

[49:48] 1993. 1 Jax was less than a

[49:49] million people. I raised my

[49:50] children here, grew business

[49:51] here and retired here. This is

[49:54] no longer town. And we have to

[49:55] pull together for future

[49:58] success right now, we're way

[50:00] behind. Thank you.

[50:26] and to our city's budget. In

[50:28] the past 5 years, average rent

[50:28] in Jacksonville has gone up.

[50:32] 34%. And half of our zip

[50:36] codes. Epa's much as 50% and

[50:36] wages have not come close to

[50:38] keeping up with that pace.

[50:40] Families who are making it 5

[50:41] years ago are now one missed

[50:44] paycheck away from losing

[50:45] their homes. Some council

[50:46] members have indicated that we

[50:48] MAY strip funding for

[50:49] affordable housing and the

[50:51] budget to prioritize public

[50:53] safety. But young

[50:54] professionals leaving our city

[50:55] because they can't afford to

[50:56] live here doesn't make any our

[51:00] city any safer. Single moms

[51:01] like myself struggling to

[51:02] provide for their children

[51:03] because the rent is too high.

[51:04] Does it make our city any

[51:07] safer? And our senior adults

[51:08] working low-wage jobs well

[51:12] into their 70's. Like many of

[51:13] congregants because they can't

[51:14] afford to retire, doesn't make

[51:18] our community safer either. If

[51:19] people can't afford a

[51:20] dignified place to live than

[51:21] our whole community becomes

[51:21] more desperate and more

[51:24] unstable and more cruel. And

[51:26] so to those who might say that

[51:27] we can't afford this

[51:28] investment. I believe that we

[51:33] cannot afford not to. Thank

[52:05] never expects to be able to

[52:08] afford a home because the

[52:09] wages are too low. And the

[52:12] rents are too high. There's a

[52:15] woman in our church in her

[52:16] 50's holds a master's degree

[52:19] in education. Has served as

[52:20] the principal of a private

[52:25] school. And even she is

[52:27] spending 50% of her income on

[52:28] rent to provide a place for

[52:29] her and her children and the

[52:35] Riverside neighborhood. There

[52:39] are people in my church in

[52:40] their 70's who continue to

[52:42] work low rate wage, retail

[52:45] jobs. Not because they enjoy

[52:46] being greeters at Walmart are

[52:48] serving concessions at the

[52:49] Jaguars games, but because the

[52:50] rent is too high for them to

[52:57] retire. It's not a question of

[52:59] old or young. It's not a

[53:00] question of educated or

[53:01] uneducated. It's not even a

[53:03] question of black or right.

[53:05] It's a question of right or

[53:07] wrong. Are we going to make

[53:08] our city affordable for people

[53:14] to live? I want to be in a

[53:17] city. Where we can afford to

[53:19] live and thrive together.

[54:23] house and built a house. And

[54:26] we've been there for 23 years.

[54:29] Affordable Housing Act so that

[54:35] grandchildren who I have We'll

[54:37] be able to afford housing.

[54:42] place. Let's keep the people

[56:20] soccer stadium coming into

[1:00:11] conditions. They had a 12 hour

[1:00:13] days, 7 days a week, unsafe

[1:00:18] conditions and little pain.

[1:00:20] Thankfully, labor unions know

[1:00:20] thankfully labor unions have

[1:00:21] been around for a long time in

[1:00:25] the 1800's labor unions were

[1:00:26] organized and strikes and

[1:00:27] rallies rallies to address the

[1:00:29] poor and unsafe working

[1:00:30] conditions today. I'm so

[1:00:31] thankful for the 2 day work

[1:00:33] week, the 40 day and today we

[1:00:37] for the day work week ending

[1:00:37] child labor make sure kids

[1:00:40] stay in school, minimum wage

[1:00:43] and of the basic benefits. So

[1:00:44] glad that unions gave a force

[1:00:48] to the everyday worker. And

[1:00:50] help build a strong middle

[1:00:52] class. Maybe that's why our

[1:00:53] state legislature are trying

[1:00:54] so hard to dismantle the lady

[1:00:58] COUNCILMAN 1000. The people

[1:00:58] depend on you to have your

[1:01:01] best. The best interest when

[1:01:01] it comes to making decisions

[1:01:05] for this city. It's become

[1:01:06] increasingly clear and that

[1:01:08] you and most of the folks on

[1:01:10] this council, can't focus on

[1:01:10] the people when you're too

[1:01:11] busy looking out for your own

[1:01:12] selves. India billion out

[1:01:17] France. I'm told that what you

[1:01:19] did this to was legal,

[1:01:20] according to the law because

[1:01:22] you claim use a political

[1:01:24] committee to raise funds. But

[1:01:25] the question is, how does it

[1:01:26] make? How does it look to the

[1:01:30] people? Not too many of your

[1:01:30] constituents can get in

[1:01:32] someone's private jet to see a

[1:01:35] baseball game with Donna.

[1:01:40] into the developers, know what

[1:04:11] missing from the diocese at

[1:04:14] this point and you've heard of

[1:04:14] the saying actions speak

[1:04:18] louder than words. I would say

[1:04:20] people missing during public

[1:04:20] comment, especially one that

[1:04:21] leaves right before public

[1:04:22] comment. Start says and action

[1:04:26] that is noticed and his word.

[1:04:29] So one point that out there I

[1:04:30] would like to say that

[1:04:31] affordable housing is

[1:04:35] something that's great to be

[1:04:36] investing in. But I think that

[1:04:38] we need to actually invest

[1:04:39] affordable communities instead

[1:04:40] of just having these random

[1:04:43] apartments that are for rent

[1:04:44] or, you know, just put off

[1:04:46] into a random like

[1:04:49] neighborhood. They actually

[1:04:49] need to have a

[1:04:50] community-based. So having

[1:04:51] like a mixed use building in

[1:04:53] the middle worse, there's a

[1:04:54] storefront people have to

[1:04:57] drive into work. And sometimes

[1:04:58] people who can't afford homes

[1:04:59] have to take public transit.

[1:05:00] It takes a long time to use

[1:05:01] public transit in

[1:05:03] Jacksonville. It's not the

[1:05:04] easiest city to get around. If

[1:05:07] you don't have a vehicle and

[1:05:09] then pivoting, I would like

[1:05:11] talk about data centers. I

[1:05:12] know that it's a little bit of

[1:05:13] a controversial subject, but

[1:05:17] it doesn't have to be. We

[1:05:19] allow these tech all guards

[1:05:21] too decide on how these data

[1:05:23] centers are set up and how

[1:05:25] they're cool. They let them

[1:05:27] use water while we pricing the

[1:05:29] water. So much that they can't

[1:05:30] make it a cheaper option to

[1:05:32] cool U.S. Centers. That data

[1:05:33] centers actually don't need

[1:05:36] water to cool. They have the

[1:05:38] technology where they could

[1:05:40] use actual renewable energy

[1:05:42] like I know we're in a race

[1:05:44] with China. Just so, you know,

[1:05:47] America has 4,767 data

[1:05:50] centers. China only has 376

[1:05:51] and China uses renewable

[1:05:54] energy for them. They don't

[1:05:56] use water. I think it's

[1:05:58] important that we make sure we

[1:05:58] elect a governor that would

[1:06:01] protect our state instead of

[1:06:02] selling it off and using

[1:06:03] pristine lands for data

[1:06:04] centers that are going to ruin

[1:06:06] our make

[1:06:23] here feel the need is great

[1:06:23] for affordable housing in

[1:06:27] Jacksonville. And I commend

[1:06:28] City Council for already

[1:06:30] supporting some programs such

[1:06:32] as incentives for builders and

[1:06:36] assistance for home repairs

[1:06:37] that make it easier for

[1:06:37] residents to afford the rising

[1:06:41] costs of living. Instead of

[1:06:43] saying that we're doing

[1:06:44] enough, though, I believe we

[1:06:46] need an all of the above

[1:06:48] approach looking for as many

[1:06:48] sources of funding as

[1:06:51] possible. And affordable

[1:06:54] housing trust Fund would have

[1:06:56] the advantage being a private

[1:06:59] public collaboration. Once

[1:07:00] established and affordable

[1:07:03] housing trust fund could seek

[1:07:05] funding. Not only from the

[1:07:06] city, but also from the

[1:07:09] private sector from

[1:07:11] corporations. Banks,

[1:07:13] foundations Monday, which

[1:07:13] would then be available for

[1:07:19] city directed programs. I

[1:07:19] believe City Council wants to

[1:07:20] do what their constituents

[1:07:24] want. I'm here just stand up

[1:07:27] for the values that encourage

[1:07:28] me to treat others. As I want

[1:07:30] to be treated and provide for

[1:07:35] those in need. Every resident

[1:07:35] deserves housing they can

[1:07:40] afford. I want my taxes to

[1:07:40] assist others who need a leg

[1:07:43] up. And I believe and

[1:07:44] affordable housing trust fund

[1:07:48] is a smart way to leverage our

[1:07:49] tax dollars to provide more

[1:07:52] services. I urge you to

[1:07:55] support the establishment.

[1:08:31] they realized, but even with 3

[1:08:33] guys contributing to the rent,

[1:08:35] apartment they couldn't

[1:08:36] afford. One. So he's living at

[1:08:39] home. Prior to coming to this

[1:08:41] meeting. We decide go buy

[1:08:42] Sweet. Pete's. You'll know

[1:08:45] where that is. And so we're

[1:08:48] talking to the server there

[1:08:52] guys probably about 25 or so.

[1:08:53] And we discussed the, you

[1:08:53] know, the affordability of

[1:08:57] housing. And he's another

[1:08:58] person who, you know, is a

[1:09:01] server in Jacksonville. And he

[1:09:02] can't afford his own housing.

[1:09:07] So he's living at home. So

[1:09:07] affordable Housing Trust fund

[1:09:13] is very important. Thank you.

[1:10:04] is being sold and tracked. We

[1:10:07] need to finish what was

[1:10:09] started. Mass surveillance

[1:10:10] cameras and acoustic listening

[1:10:12] devices should be turned off,

[1:10:13] taken down and removed from

[1:10:16] our city completely. They must

[1:10:17] not be quietly replaced by

[1:10:20] another vendors. Technology.

[1:10:21] If any city department wants

[1:10:23] deploy spotlight, cautious by

[1:10:24] tech in our neighborhoods and

[1:10:27] must be voted on by the people

[1:10:28] and a public referendum.

[1:10:32] First, let's be more cautious

[1:10:33] about tech contracts and

[1:10:34] software subscriptions that

[1:10:36] trap us in endless recurring

[1:10:37] fees across various

[1:10:39] departments. We have fleets of

[1:10:41] take-home vehicles as city

[1:10:43] vehicle is a work tool, not a

[1:10:45] taxpayer funded commuter perk

[1:10:48] if we extend depreciation

[1:10:49] schedules and audit take-home

[1:10:51] policy citywide, we could save

[1:10:54] millions. Every dollar wasted

[1:10:56] unnecessary vendor spy camera

[1:11:00] or underutilized take-home car

[1:11:00] is a dollar that we aren't

[1:11:40] resident of Jacksonville and

[1:11:41] entrepreneur who employees

[1:11:42] many amazing citizens in this

[1:11:44] great city. But today I'm here

[1:11:47] talking about bonds. So as I'm

[1:11:49] sure you're all aware, the

[1:11:50] purpose of a city bond is to

[1:11:50] serve as one of the 3

[1:11:52] functions of money,

[1:11:53] essentially a preservation of

[1:11:56] value. But it's no secret that

[1:11:57] our great city is doing

[1:11:57] something not so great with

[1:12:00] our money. Our leaders have

[1:12:01] decided to invest our

[1:12:03] hard-earned money into a

[1:12:04] country that is at the center

[1:12:06] of the world conflict and a

[1:12:07] country that is unknown,

[1:12:09] provoked it or country

[1:12:12] currently being bombed a

[1:12:13] country that has experienced

[1:12:14] for the past 4 years, negative

[1:12:15] immigration and stagnant

[1:12:18] population growth. So not only

[1:12:19] the skilled and affluent are

[1:12:21] leaving the country according

[1:12:23] to their own investment.

[1:12:25] Authorities. 49% of planned

[1:12:28] investments indefinitely

[1:12:29] postponed nbc funding the

[1:12:30] future of an economy has

[1:12:35] declined by 60%. Corporate

[1:12:36] acquisitions into the country

[1:12:40] have dropped from 44 to 4

[1:12:40] investment from the uk is down

[1:12:43] more than 80%. The largest

[1:12:44] sovereign wealth fund in the

[1:12:50] world. Has divested entirely.

[1:12:51] So all of this, along with

[1:12:52] other variables are leading

[1:12:54] the major credit rating

[1:12:55] companies to downgrade the

[1:12:56] rating and posted negative

[1:13:03] future outlooks. So if there's

[1:13:07] an 80% decline in Jacksonville

[1:13:09] or of Jacksonville was being

[1:13:10] downgraded, would we expect

[1:13:11] investments in Jacksonville?

[1:13:15] Certainly not. So include in

[1:13:16] conclusion. I want to say

[1:13:22] this. Why risk the income of

[1:13:23] your citizens to fund a

[1:13:24] country that doesn't have a

[1:13:27] solid rating. Is not projected

[1:13:28] to have one and is quite

[1:13:29] publicly and blatantly

[1:13:32] violating human rights,

[1:13:32] killing innocent women and

[1:13:33] children and whose leaders

[1:13:34] have an arrest warrant. Thank

[1:13:36] you, sir.

[1:13:52] past 18 years I've owned

[1:13:55] operated a small business. And

[1:14:00] run where I have 5 employees.

[1:14:01] And I manage non scientific

[1:14:03] nonprofit, scientific

[1:14:05] societies that focus on food

[1:14:07] safety and environmental

[1:14:09] safety. And I'm here tonight

[1:14:12] to ask you to an established

[1:14:13] and affordable housing trust

[1:14:17] Fund for Jacksonville. This

[1:14:17] year. I lost a very good

[1:14:21] employee. She wanted to buy a

[1:14:23] first home and start a family

[1:14:25] and she found something and

[1:14:26] for double. But it wasn't. And

[1:14:30] run. Not anywhere near our

[1:14:31] business. She had to buy on

[1:14:34] the North side. That meant she

[1:14:35] could no longer keep working,

[1:14:38] forming. The home she could

[1:14:39] afford whatever that hour

[1:14:44] commute. I didn't lose them

[1:14:44] point to another company I

[1:14:47] lost or to geography. And

[1:14:49] she's not alone. My other

[1:14:54] employees who earn 50 to

[1:14:55] 60,000 a year. Several of them

[1:14:57] are living with their parents.

[1:14:58] And some are splitting rent 3

[1:15:04] ways. That's an honest wage

[1:15:06] and it still doesn't buy a

[1:15:07] foot hold anywhere near where

[1:15:12] jobs actually are. I asked

[1:15:13] that an affordable housing

[1:15:15] trust fund. It gives you

[1:15:18] dedicated tool. There that

[1:15:20] other cities have done. We

[1:15:21] don't have to invent We need

[1:15:25] the will to find it and a and

[1:15:28] just support local businesses.

[1:15:29] There are paying salaries were

[1:15:31] folks cannot afford a home.

[1:15:32] Thank you for your

[1:15:52] grass couldn't contractors of

[1:15:58] paper into the grass. Neither

[1:15:59] are they removing could grant

[1:16:02] some sidewalk in a knot

[1:16:03] cutting the easements. I'm

[1:16:05] speaking in particular of the

[1:16:08] along Davis Street. That

[1:16:09] starts with a street and down

[1:16:12] to the U.S. U.S. One

[1:16:14] interstate. Also, I would like

[1:16:17] to see severely overgrown bush

[1:16:18] growing up along the sides of

[1:16:21] the I-95 highway from Edgewood

[1:16:22] Avenue traveling south up to

[1:16:24] the bifurcation of it and

[1:16:27] Wesson. 95 south the

[1:16:30] interstate shopped and removed

[1:16:31] and mow San shot because the

[1:16:32] oh, wow, trees that are

[1:16:33] growing up. There 15 feet

[1:16:36] high. As well. The government

[1:16:37] are not thoroughly removing

[1:16:41] the trash debris. Automobile

[1:16:43] accident. Parts from the

[1:16:45] interstate in these areas. It

[1:16:46] is not the residents living in

[1:16:47] the area that are trashing

[1:16:49] general area in Jacksonville.

[1:16:51] But those traveling through.

[1:16:54] Airs in relation to vacant.

[1:16:55] Lots. Can you please write an

[1:16:56] ordinance that would require

[1:16:59] owners of vacant lot to e#

[1:17:00] a barrier that would prevent

[1:17:04] vehicles from entering to dump

[1:18:09] fund a local affordable

[1:18:12] housing Trust fund. I

[1:18:15] recognize that Jacksonville

[1:18:15] already invest in housing

[1:18:16] through a number of programs

[1:18:19] and initiatives. Those efforts

[1:18:22] are important. And this

[1:18:24] requests is not intended. To

[1:18:31] replace. Or diminish them. The

[1:18:37] question is. We are doing

[1:18:38] today is enough to meet

[1:18:42] tomorrow's need. Housing trust

[1:18:45] fund would give Jacksonville

[1:18:47] something different, a

[1:18:47] dedicated, accountable,

[1:18:48] long-term funding mechanism,

[1:18:48] focus specifically on

[1:18:51] creating. Preserving and

[1:18:56] protecting affordable housing.

[1:18:57] It could support new

[1:18:58] construction rehabilitation of

[1:18:59] aging homes, emergency

[1:19:00] repairs, rental assistance and

[1:19:02] other locally determine

[1:19:03] priorities. Most importantly,

[1:19:06] it would allow Jacksonville to

[1:19:07] plan strategically instead of

[1:19:09] addressing affordable housing,

[1:19:12] primarily one program, one

[1:19:17] budget. You're at a time.

[1:19:18] Affordable housing to be

[1:19:20] viewed as essential community

[1:19:22] infrastructure. When working

[1:19:24] families, seniors, veterans,

[1:19:25] young adults and people with

[1:19:25] disabilities afford to live in

[1:19:30] the community. They call home.

[1:19:30] Jacksonville benefits. I'm not

[1:19:32] asking the council to choose

[1:19:34] between our existing housing

[1:19:37] programs and the Housing Trust

[1:19:38] I'm asking you to strengthen

[1:19:40] with Jacksonville is already

[1:19:41] doing by adding another proven

[1:19:45] tool to tool box. Please begin

[1:19:46] the process of the steps of

[1:19:47] Jacksonville, Affordable

[1:19:48] Housing Trust fund. With a

[1:19:51] dedicated funding source. Site

[1:19:51] annual public reporting

[1:19:55] results.

[1:20:57] is a beautiful growing city.

[1:20:59] Please don't let our homeless

[1:21:00] population and those who

[1:21:05] cannot afford. The have rent.

[1:21:09] Please don't leave them out.

[1:21:10] Of the growth and development

[1:21:13] of this city. And please do

[1:21:18] not Sean away. From your

[1:21:19] responsibilities and

[1:21:20] commitment to the people of

[1:21:25] this great city. It would be

[1:21:26] greatly appreciated if the

[1:21:28] affordable housing. Trust

[1:21:32] Fund. Be put back into the

[1:21:37] budget because people. And

[1:21:43] in the city of is that of

[1:22:28] And I took approximately 70

[1:22:31] calls. This month for people

[1:22:33] who needed help with rent Food

[1:22:37] and j a. We were able to

[1:22:44] assist. 32. Most of those 32

[1:22:45] were within the 3, 2, 2, 1, 1,

[1:22:49] in 3, 2, 2, 7, 7 zip codes. So

[1:22:50] there we were doing what we

[1:22:52] needed to be doing. But we get

[1:22:53] calls from all over the city.

[1:22:58] And can't help them. We don't

[1:23:00] have the the funds or the

[1:23:01] ability to travel as far as 30

[1:23:06] miles from where we are. So

[1:23:07] hopefully I knew I was able to

[1:23:09] get some help for them by

[1:23:11] giving them resources. But a

[1:23:14] lot of the city resources have

[1:23:18] been diminished lately. And

[1:23:19] people call to 1, 1, and

[1:23:25] nobody answers. Any of the

[1:23:26] people they're assigned to

[1:23:26] call the they they can't deal

[1:23:29] with. There's no time or

[1:23:30] funding to do what needs to be

[1:23:38] done. So. I just hope you can

[1:23:40] really re-evaluate the trust

[1:23:41] fund. It's very important to

[1:23:44] the people of Jacksonville who

[1:23:45] can afford their own homes.

[1:23:47] But there's also many people

[1:23:50] who, as we've heard, can't

[1:23:53] work because they whatever

[1:23:54] they're there are they can't

[1:23:54] pay for their own homes

[1:23:58] because they need to live with

[1:23:58] 3 or 4 other people to help

[1:24:02] pay the rent. Thank you for

[1:24:30] afford a home. I urge you to

[1:24:31] designate and finance and

[1:24:33] affordable housing trust fund.

[1:24:35] Just like 850 other

[1:24:36] communities in America have

[1:24:40] done. I want to thank by

[1:24:40] Councilmember and District 7,

[1:24:43] Jimmy Palou. So and also our

[1:24:45] at-large council member Matt

[1:24:46] Carlucci. Both of these people

[1:24:48] have shown courageous

[1:24:49] leadership on what has been up

[1:24:52] until this point. A minority

[1:24:53] opinion on this council. And I

[1:24:55] hope it doesn't stay that way.

[1:24:56] Many of us know someone who

[1:24:58] should be able to, but who

[1:24:59] can't afford a home in

[1:25:02] Jacksonville. My story is my

[1:25:04] friend Alexa, a single

[1:25:04] middle-aged full-time office

[1:25:07] worker. She spent 2 years

[1:25:09] looking for and couldn't find

[1:25:12] safe, affordable housing here.

[1:25:13] So she left the state to live

[1:25:14] with her parents. Now that

[1:25:17] hurts me personally. And I

[1:25:17] think all of us who help us

[1:25:20] personal story feel that way.

[1:25:21] But I think what's more

[1:25:23] upsetting to me is that we

[1:25:26] have a unf poll from last year

[1:25:27] that show that the top problem

[1:25:28] people face in Jacksonville is

[1:25:31] affordable housing. People

[1:25:31] mentioned housing twice as

[1:25:35] much as anything else, not

[1:25:36] government spending, not

[1:25:38] immigration housing. So I

[1:25:40] wonder how can it be that this

[1:25:42] is not the top issue that our

[1:25:46] council is working on. One of

[1:25:48] the people most fest, the

[1:25:49] people who are most affected

[1:25:52] by this are essential workers,

[1:25:53] bus drivers, health care

[1:25:55] support, staff, entry level

[1:25:58] school teachers, firefighters.

[1:25:59] These are people who went back

[1:26:00] to work during covid while the

[1:26:01] rest of us stayed home. We

[1:26:06] need them. Jesus said whatever

[1:26:08] you did for the least among

[1:26:10] us, you did for me. So as you

[1:26:12] deliberate. I hope each one of

[1:26:16] you will ask. What my legacy

[1:26:19] be here. Who am I helping?

[1:26:37] returned to Jacksonville 3

[1:26:39] years ago from Chicago after a

[1:26:42] long social work career. The

[1:26:43] last 20 with the Salvation

[1:26:46] Army. You probably know that

[1:26:49] the Salvation Army operates

[1:26:50] shelters throughout the world,

[1:26:50] actually. And one here in

[1:26:53] Jacksonville. In my long

[1:26:56] career working with people

[1:26:57] experiencing homelessness. I

[1:26:58] learned there are many reasons

[1:27:00] they end up on the street.

[1:27:04] Very few want to live unhoused

[1:27:05] some manifest persistent and

[1:27:07] untreated mental illness.

[1:27:08] Other steps to the substance

[1:27:12] abuse challenges. Others have.

[1:27:14] He's the co and intellectual

[1:27:16] limitations. Still, others

[1:27:17] were fleeing domestic violence

[1:27:19] where they lost their housing

[1:27:20] through divorce. Other family

[1:27:22] just connection. Homelessness

[1:27:27] is complicated. I see the

[1:27:28] growing number people living

[1:27:30] on the streets in Jacksonville

[1:27:32] and often wonder what their

[1:27:34] stories are that resulted in

[1:27:39] their homelessness. Don't you?

[1:27:40] Increasingly increasingly

[1:27:41] those in the streets are there

[1:27:42] because there's simply no

[1:27:44] affordable housing. They can't

[1:27:47] afford to pay a security

[1:27:48] deposit first and last month's

[1:27:49] rent to get into an apartment

[1:27:54] even if they could find one.

[1:27:54] And once on the streets, it's

[1:27:57] very difficult to get off the

[1:28:00] street rents continue to

[1:28:01] increase men and women trying

[1:28:03] to survive in the streets here

[1:28:04] deserve a decent and safe

[1:28:05] place to live. As we all

[1:28:08] deserve. There's a desperate

[1:28:09] need for more affordable

[1:28:11] housing in this beautiful

[1:28:14] city. I love the city and I'm

[1:28:15] deeply concerned that many

[1:28:17] can't enjoy basic and fair

[1:28:19] quality of life because of the

[1:28:22] lack of affordable housing.

[1:28:23] Other cities have successfully

[1:28:26] set up the funds, thereby

[1:28:26] providing a first and vital

[1:28:29] step to assisting persons.

[1:28:59] certificate of use for my

[1:29:00] permitted garden Spacey. Ou

[1:29:03] number 2, 6, 1, 0, 3, 905. I

[1:29:05] complied fully. I met every

[1:29:07] requirement. I did exactly

[1:29:09] what the city instructed me to

[1:29:11] do. And yet, despite that, I

[1:29:11] have been subjected to

[1:29:14] repeated citations contradict

[1:29:15] reinforcement and treatment

[1:29:17] that no resident should have

[1:29:18] to experience. I attempted to

[1:29:20] resolve this privately and

[1:29:21] professionally. I reached out

[1:29:24] to many of you. And I have not

[1:29:27] received a single response.

[1:29:28] Because of the silence. I'm

[1:29:31] standing here publicly tonight

[1:29:32] to report a very something

[1:29:34] very serious. During a meeting

[1:29:36] on JUNE. Second, inside the

[1:29:37] city's code compliance office

[1:29:40] on Hogan Street, the code

[1:29:40] Enforcement supervisor told me

[1:29:42] in front of another staff

[1:29:44] member that the complaints

[1:29:46] against my permanent garden

[1:29:47] were happening because I am

[1:29:48] allowing black people to come

[1:29:53] into my white neighborhoods.

[1:29:54] He then told me that because

[1:29:55] my neighbor had what can my

[1:29:57] neighbors would continue to

[1:29:59] complain. The citations would

[1:30:00] continue and then I would be

[1:30:01] forced to repeatedly defend my

[1:30:06] permanent garden space. This

[1:30:07] exact pattern has already

[1:30:09] repeated 3 times since JUNE. I

[1:30:11] have received 3 separate

[1:30:12] citations for my permit garden

[1:30:13] space from the city of

[1:30:16] Jacksonville. This is not a

[1:30:18] zoning issue. This is not a

[1:30:18] compliance issue. This is

[1:30:20] racial discrimination. And it

[1:30:23] is completely unacceptable.

[1:30:25] Tonight I'm asking for 3

[1:30:27] things. Number one, identify

[1:30:29] the ordinance that I'm

[1:30:30] allegedly violating and how my

[1:30:30] garden is violating that

[1:30:33] ordinance. Number 2, confirm

[1:30:35] whether the city can impose

[1:30:35] new conditions on my home

[1:30:36] based business under Florida

[1:30:40] law. And number 3, address the

[1:30:41] discriminatory statement made

[1:30:43] by a city official. Any

[1:30:43] enforcement actions that

[1:30:44] appear to be driven by bias

[1:30:47] rather than law. I urge the

[1:30:50] City Council to pass the home

[1:30:51] occupation bill and support

[1:30:51] the right to Garden Act to

[1:30:52] prevent this from happening

[1:30:55] over Jacksonville. Thank you.

[1:33:05] dollars. I've heard some

[1:33:06] critics tell you this fund is

[1:33:08] too small to single-handedly

[1:33:09] solve the crisis of this

[1:33:11] scale. And that, of course, is

[1:33:13] true. But dismissing this

[1:33:14] funding because it won't fix

[1:33:16] everything overnight is

[1:33:18] dangerous. We do not apply

[1:33:20] that logic to any other city

[1:33:21] service. We don't stop paving

[1:33:22] roads just because we can't

[1:33:25] fix every pothole at once.

[1:33:27] Even the 4.9 million is

[1:33:28] relatively small. The grand

[1:33:30] scheme of our city budget.

[1:33:31] Every dollar is absolutely

[1:33:35] worth it. It means real down

[1:33:38] payment assistance for working

[1:33:39] families. It leverages private

[1:33:39] investment to spur the

[1:33:40] creation of stable below

[1:33:43] market rate housing. Doing

[1:33:46] something meaningful right now

[1:33:46] is infinitely better than

[1:33:50] doing nothing at all. This is

[1:50:21] pension fund is invested in a

[1:50:25] affordable in the first place.

[1:50:28] Tebow has been found guilty in

[1:50:29] multiple lawsuits settling for

[1:50:29] billions of dollars for

[1:50:32] jacking up drug prices and

[1:50:33] pumping fentanyl into our

[1:50:34] communities. The decision to

[1:50:38] reinvest into is up on AUGUST

[1:50:39] on OCTOBER first and we need

[1:50:41] the community come together to

[1:50:41] stop the pension fund from

[1:50:42] investing in a predatory

[1:52:02] lose, lose lose situation.

[1:53:07] we owe it to them to invest

[2:01:04] your pulling funds to

[2:01:05] alleviate some of those

[2:01:08] people. That's a choice. I

[2:01:37] most difficult things about

[2:01:40] that is the question of taxes

[2:01:42] and the question of expenses.

[2:01:43] But what we're hearing here

[2:01:44] today is that a lot of the

[2:01:47] people of Jacksonville, they

[2:01:48] actually approve of

[2:01:49] expenditures being made when

[2:01:49] it's something that makes

[2:01:51] sense for them when it's

[2:01:53] something like public housing

[2:01:54] when it's something like

[2:01:56] science programs for kids,

[2:01:59] what we don't approve of is

[2:02:01] spending that does not make

[2:02:03] any sense. And I I'm here to

[2:02:06] say that the investments that

[2:02:07] the police and fire pension

[2:02:08] fund makes into tv

[2:02:09] pharmaceuticals, they do not

[2:02:10] make sense. They are not good

[2:02:14] bonds. There are rated as junk

[2:02:16] investments and we already

[2:02:17] know what a sorry, state our

[2:02:19] police and fire pensions are

[2:02:21] in. They have massive amounts

[2:02:23] of debt that we need to fix,

[2:02:25] right, because we cannot have

[2:02:26] our first responders going

[2:02:27] homeless when they retire. We

[2:02:27] need to solve the problem with

[2:02:30] our our pensions and these

[2:02:32] these bad investments do not

[2:02:33] help what makes even less

[2:02:36] sense about them is that the

[2:02:37] the first responders that this

[2:02:40] pension fund is for? They are

[2:02:43] the ones who have to be at the

[2:02:45] front of this opioid crisis.

[2:02:45] That Teva Pharmaceuticals is

[2:02:49] directly implicated in our

[2:02:49] firefighters. Some of the most

[2:02:50] stressful moments of their

[2:02:51] careers have to do with the

[2:02:53] opioid crisis, all first

[2:02:53] responders, some of the most

[2:02:55] stressful periods of there

[2:02:57] careers have to do with this

[2:02:59] opioid crisis and all of the

[2:03:00] people in this room have been

[2:03:02] horribly affected by the

[2:03:03] opioid crisis. So many people

[2:03:03] have already spoken about

[2:03:04] personal family members and

[2:03:07] friends that have been killed.

[2:03:07] One of my best friends from

[2:03:08] high school died of an

[2:03:10] overdose on fentanyl. And I

[2:03:11] have no doubt that the people

[2:03:13] in front of me and the people

[2:03:15] behind me can all say the same

[2:03:16] thing that someone in their

[2:03:17] life has been horribly

[2:03:18] impacted by fentanyl. And so

[2:03:21] we ask you to work with us to

[2:03:23] end this crisis. Thank you.

[2:06:22] community cats fixed in

[2:06:25] vacinated within that time. I

[2:06:28] pet has requested 150,000 has

[2:06:32] a significant increase. I do

[2:06:34] agree that that is a very

[2:06:35] reasonable increase consider.

[2:06:36] And if you look at the

[2:06:36] previous year's fund and it

[2:06:40] has run out very quickly and

[2:06:44] we are looking at potentially

[2:06:45] more increases in the future.

[2:06:48] of how many in takes are

[2:06:50] increasing over the years more

[2:06:51] people are learning about 10

[2:06:54] or more people are being

[2:06:55] proactive at being part of

[2:06:56] solution. So I think that the

[2:06:57] council really needs to

[2:06:59] consider raising the fund and

[2:07:02] significantly. But right now,

[2:07:04] 150,000 is the reasonable

[2:07:04] request. So that's what I'm

[2:07:49] putt, as well as facilities

[2:07:50] like Jacksonville, Humane

[2:07:52] Society and a cps. And

[2:07:53] throughout this first year, it

[2:07:55] was one of the most mentally

[2:07:55] disheartening and draining

[2:07:57] years I've had in a long time

[2:07:58] and I have a teenager and a 3

[2:08:04] year-old. At the beginning of

[2:08:05] the kitten season. I took in

[2:08:06] 12 kittens, somewhat scabies,

[2:08:08] some with eye infections and

[2:08:08] some who needed to be bottle

[2:08:13] fed every 2 to 5 hours. I paid

[2:08:15] for the the vet visits and all

[2:08:16] the while continuing to help

[2:08:17] feed and 10 are my 2 colonies.

[2:08:22] My house hole, my household

[2:08:24] also called scabies, smelled

[2:08:25] like a shelter and my own pets

[2:08:25] were suffering having to be

[2:08:27] quarantined away from the

[2:08:28] kittens. And then one can died

[2:08:31] and it broke my heart. I

[2:08:33] thought at him, I took him to

[2:08:34] the vet. I bought bottle fed

[2:08:36] him for weeks. I took him to

[2:08:38] the vet. I did the necessary

[2:08:39] things that need to be done on

[2:08:42] my own. But he still past

[2:08:43] another kitten in the Colony

[2:08:45] was run over. And I know of at

[2:08:46] least 4 other kittens who are

[2:08:46] unaccounted for, probably with

[2:08:48] the same fate. And then the

[2:08:52] $25 fee came. At every pet

[2:08:56] with about a week's notice to

[2:08:56] say I was disappointed is an

[2:08:57] understatement to say I was

[2:08:59] discouraged is an

[2:09:01] understatement. Caregivers

[2:09:01] like me need this program to

[2:09:02] keep down the population of

[2:09:03] these cats and kittens. It

[2:09:07] prevents their deaths disease.

[2:09:07] It helps that community and

[2:09:09] business and the animals. Did

[2:09:12] you know cats pregnancy starts

[2:09:15] and ends within around 65 days

[2:09:16] and they can get pregnant

[2:09:18] while their nursing and taking

[2:09:19] your pregnant at only 4 months

[2:09:23] old. We need to protect these

[2:09:24] pets because once it gets

[2:09:24] overwhelming, who's going to

[2:09:26] be a wants to do it?

[2:10:44] real problem with making ends

[2:10:48] to pay the bills in this city

[2:10:49] and the working class people

[2:14:27] a drop in the bucket and that

[2:14:29] we shouldn't do it because of

[2:14:30] that because we would have a

[2:14:30] hard time choosing who to give

[2:14:32] the money to well, then why do

[2:14:36] we fund jso? Why do we fund

[2:14:37] jfrd? Why do we fund any city

[2:14:38] department?

[2:59:41] you heard people come out

[2:59:42] tonight. They want their

[2:59:43] affordable housing

[2:59:43] initiatives. They want their

[2:59:47] affordable housing trust. And

[2:59:47] do you know the money if you

[2:59:49] had taken that just from jso,

[2:59:50] if you take in the savings

[2:59:52] that you the finance committee

[2:59:52] apparently very want know how

[2:59:53] much it would have been from

[2:59:59] just jso. 3.5% Not a lot in

[3:00:00] comparison to wiping out an

[3:00:03] entire trust lost. If you take

[3:00:04] just from the public safety

[3:00:07] piece, which is again over 50%

[3:00:08] of our budget, it would have

[3:00:13] been 2.2% overall budget. Some

[3:00:13] here today to remind you that

[3:00:15] stop nickel and dime our

[3:00:16] public services use a public

[3:00:17] safety is important. The mayor

[3:00:19] says public safety is

[3:00:20] important. You're not giving

[3:00:25] us public safety just by

[3:00:25] committing over 50% budget to

[3:00:28] jso and Jfrd. We need actual

[3:00:29] public safety. That includes

[3:00:30] rose that includes affordable

[3:00:31] housing. That includes access

[3:00:34] to nutritious food and instead

[3:00:35] of addressing the shortages,

[3:00:37] your bickering about it and

[3:00:43] finance. Over 50% of our

[3:00:45] budget. But you could look at.

[3:00:47] Also talk about the mayor.

[3:00:49] You'll want to cut from the

[3:00:51] mayor's office. I'm actually

[3:00:52] not necessarily opposed to

[3:00:53] that as long as the cuts are

[3:00:54] cost of the areas are. Sheriff

[3:00:56] makes more than our mayor. Our

[3:00:58] sheriff has a higher salary.

[3:01:01] And you're going to tell me to

[3:01:03] my face that the mayor's

[3:01:03] office is where we need to be

[3:01:06] cutting money. Seems

[3:01:09] ridiculous. Seems seems out of

[3:01:11] touch. With what's happening

[3:01:16] in the city. I come up here to

[3:01:18] oppose the changes for the way

[3:01:18] to finance. I do support the

[3:01:22] mayor's initial budget.

[3:01:23] Obviously have some issues

[3:01:24] with where the majority of my

[3:01:26] tax dollars are going. But the

[3:01:28] very least she allocated some

[3:01:32] funds to actual public safety.

[3:02:13] conjecture is that that was so

[3:02:14] mismanaged and it was never

[3:02:15] intended to be managed. The

[3:02:17] way run the way it was

[3:02:19] presented that they were faced

[3:02:19] with question of whether or

[3:02:20] not they would submit funding

[3:02:25] under the grant or and get

[3:02:26] caught Fort or let it go and

[3:02:27] present you all with a million

[3:02:29] dollar Bill. That's where I

[3:02:29] think that's what I think

[3:02:34] happened. So not sure if it's

[3:02:36] 5, 6 or 7 million dollars.

[3:02:38] It's in the cip item for that.

[3:02:39] But the reality is there's

[3:02:40] only one number and that total

[3:02:42] amount that you need to deal

[3:02:42] with. And that's a million

[3:02:45] dollars that was spent. Now,

[3:02:47] if you just all you do is keep

[3:02:47] that million dollars in there

[3:02:51] and leave. That that plaza out

[3:02:55] there the way it is. So nobody

[3:02:57] gets any kind of political or

[3:02:58] so societal benefit from it

[3:03:02] that it's benign. Then reduce

[3:03:02] the damage. But you know what

[3:03:03] you can do and this is a

[3:03:06] serious part. Whatever the

[3:03:07] differences between that

[3:03:09] million dollars in the cip

[3:03:12] item, you can use it to fund

[3:03:12] the for affordable Housing

[3:03:17] Trust fund. You've already got

[3:03:18] that and of millions of $1.05,

[3:03:19] 4, 5, 6 million dollars set

[3:03:22] aside for that through that

[3:03:23] cip transfer that to housing

[3:03:25] affordability trust fund and

[3:03:26] you're going to get you deal

[3:03:29] with a lot of problems. And I

[3:03:30] mean that that's that's a

[3:03:30] serious suggestion. If

[3:03:31] somebody will actually want to

[3:03:34] do something right.

[3:05:58] the budget. The mayor

[3:06:00] supported was approved without

[3:06:01] much discussion. So we

[3:06:04] modified about 20 million this

[3:06:04] similar to last year. We

[3:06:05] modified the legislative

[3:06:06] branch modified about one

[3:06:09] percent of the budget that was

[3:06:10] proposed to us. Do you have

[3:18:06] Pentagon to work whose family

[3:18:07] members we're very upset with

[3:18:11] me for years and maybe even

[3:18:12] still a couple of them to this
