[1:59] the behavioral health program in
[2:01] twenty fifteen as you know we had two
[2:02] deaths on the far department due to a
[2:07] collapse in which we lost to fire
[2:09] fighters leisure own mash that really
[2:12] brought to the forefront into white
[2:14] approach the problems that we had in
[2:16] the fire department at that time we
[2:18] had no behavioral health program or no
[2:20] assistance we required assistance from
[2:22] our International Association of Fire
[2:24] fighters and we had fire fires come
[2:26] across United States and Canada help
[2:30] us with grief counseling and
[2:31] assistance and into our behavior
[2:33] health issues at the time after that
[2:37] Shortly after that collapse. We had a
[2:38] firefighter commit suicide related to
[2:41] that those dresses in his dealing with
[2:42] that incident and twenty fifteen and
[2:47] December that year and twenty six team
[2:49] The iaf f rolled out a beta program
[2:51] for behavioral Health give the city
[2:53] was selected as one of the beta sites
[2:59] were the second beta site that had a
[3:00] peer counselor program since
[3:01] the program gives city's been directly
[3:03] involved in that program we've trained
[3:07] fifty t peer counselors
[3:10] into that program. It's a forty eight
[3:13] hour program on site program an online
[3:18] program education program to train our
[3:19] peer counselors in twenty eighteen
[3:20] we've had four we had four suicides
[3:22] are related to fire department either
[3:25] directly related to their service or
[3:27] related to other issues but but had
[3:32] some relation to the p t s I and p t s
[3:34] eyes. We call we don't call ptsd we
[3:37] believe it is an injury is related to
[3:43] work in twenty eighteen kids represent
[3:44] the Kansas City including yourself
[3:46] Coulson Wagner and City Manager Troy
[3:48] Schulte the representatives of Blue
[4:11] Cross Blue Shield successful and
[4:14] twenty eighteen. The International
[4:15] Association of Far Far sported an
[4:16] international committee of sixteen
[4:18] members from the United States and
[4:22] Canada to look into behavioral health
[4:24] secretary treasurer Rose sits on that
[4:26] committee was selected out of

[4:46] behavioral health program that treats

[7:50] want the newest component that will be
[7:52] rolled out this fall beyond resiliency
[7:54] they also would do training for
[7:56] behavioral health specialists. We also
[7:59] are working on contract with New
[8:01] directions to supply the two meet
[8:04] the demands of the side letter for
[8:06] the ap program. We also partner with
[8:11] or retirees Association and also our
[8:16] Auxiliary to do recognition of
[8:17] behavior health issues so we can
[8:18] tackle these from the beginning we met
[8:23] with nurses are support groups from
[8:24] from the Auxiliary that we have in
[8:26] that they were. It was incredible
[8:28] stories that we heard that what people
[8:32] are taking home to their spouses and
[8:35] loved for its scope and goals of our
[8:36] program include program management
[8:40] that will be done by our art director
[8:42] a mandatory referral program that will
[8:45] be utilized by the fire department
[8:46] appealed for people that they
[8:48] recognize having issues will be able
[8:53] to try to do in house training for for
[8:55] a market cadets as they come on how to
[8:57] treat added to recognize issues

[9:08] the programs that we have will be a

[11:27] they're in the Blue Cross Blue Shield
[11:29] program so there's a smooth transition

[11:34] continue on to that counselor in. We
[11:41] hope to also expand it to our retirees

[12:48] addressing behavioral health concerns

[12:52] in more employees off from work on
[12:56] modified duty burn out leaving
[12:58] the career or be in tension off time
[13:00] and time again we have had fire
[13:02] fighters from afar for his career that
[13:04] many many of us have dreamed about
[13:07] being since we are young children and
[13:08] what a firefighter comes in my office
[13:12] assists they can't do the job. It's
[13:13] it's it's heartbreaking. We want to
[13:15] stop this we will make sure that our
[13:18] workforce your workforce it is
[13:20] the best that that is out there to
[13:21] perform for citizens the citizens that
[13:24] we believe that we see on their worst
[13:26] day they need the best care that we
[13:28] can in the best workforce that we can
[13:30] we hope this program helps in that
[13:34] regard. The combination of prevention
[13:36] and education are me you options com
[13:39] combat this through our forty two Care
[13:40] behavioral Health Systems program so
[13:42] we thank you for your consideration of
[13:45] this program into funding is something
[13:50] is epidemic within the fire service in
[13:51] this pre revolutionary and we will be
[13:53] the in the forefront of taking care of
[13:56] this problem so you have any question

[16:44] ordinance estimates an appropriate
[16:47] bond proceeds in advance of
[16:49] the issuance in order to raise funds
[16:55] to finance a a consulting contract to
[16:59] allow the city to determine the future
[17:02] of any of the auditorium garage and
[17:07] any alternative parking solutions that
[17:09] there May be available to the city to
[17:13] continu blogging
[17:17] Tory and also the city's convention
[17:18] center. This very shortly contract is
[17:21] about one point three million dollars
[17:24] in total that will be financed through
[17:28] a bond issue next year in March of
[17:30] twenty twenty on a taxable basis. We
[17:32] assume a four point five percent
[17:36] interest rate and one advertise least
[17:38] the portion of the bonds for this
[17:41] particular project over ten years that
[17:44] the financing is assuming that that
[17:45] that interest rate is estimated about
[17:48] one hundred seventy thousand dollars a
[17:50] year in annual debt service. So what
[17:53] but I like to do to turn it over to

[18:58] space on top of the garage in
[19:02] the reconstruction of the garage and
[19:06] as I eluded to in the fact sheet that
[19:09] you have there's discussion about
[19:12] building potentially garage spaces in
[19:16] an adjacent location or and a portion
[19:19] of the space is back on site. In
[19:22] addition to the space on top of
[19:24] the Gracia sell this that due
[19:26] diligence study goddess to the point
[19:28] where we went to a procurement process
[19:33] to select on the contractor that is
[19:35] here today and out. If you have any

[21:52] of her and what are we looking at as
[21:57] far as how many responded to the rfp
[21:59] and than I'm curious to know what
[22:04] the n b e w b e response or in the wb
[22:07] requirements if any there are this
[22:15] contract we have four respondents knew
[22:19] too that we have four wheeler before I
[22:20] get four respondents interviewed for
[22:26] and in b e w v e goals. I do not have

[23:58] selecting a design builder in phase
[24:00] three would be the actual design
[24:02] construction sector and the wb
[24:04] participation of the rp required

[28:24] the whole project in fact demolish or
[28:26] rebuild our house plans I'm confident
[28:30] will meet those goals. Here's my issue

[28:35] we hear the same jargon you know when
[28:39] the next phase we're going to make it
[28:44] up and then we get to the end of
[28:45] the project. You know we are not met
[28:46] the mb goals and be goals and so now
[28:50] we'll ask for a waiver of some kind so
[28:52] I can support going into the whole
[29:00] notion of a project with utilizing
[29:05] half the centre half what the uh but
[29:09] the but the girls could be so I think
[29:12] you count some bars might ask a Mr.
[29:15] Fielder just to see if I'm tracking
[29:20] what I'm hearing correctly. So Philip
[29:21] two counts when Barnes point I
[29:25] understand his point very well but I
[29:29] guess I'm want to understand your
[29:32] recommendations and and maybe
[29:36] understand if you work
[29:37] the recommendations in the utilization
[29:39] report that's coming forward if

[30:16] splitting this up but but this being
[30:17] the whole project is trying to
[30:18] understand kind of what everybody
[30:21] starting from so I can better
[30:24] understand or comment to what counts
[30:27] when Barnes brought up that makes
[30:29] sense sure will cast member when
[30:33] the goals were established. We looked
[30:34] at the entire scopes involved in
[30:38] the project we were not privy to
[30:44] the fac and face so engineering
[30:46] service pr Service Design Service were
[30:50] a few for the entire school for
[30:52] the duration of the project as Bruce's
[30:54] as indicated they're going to break it
[30:57] up and faces while the vendor also has
[31:05] the ability to determine what stage in
[31:06] to be you. Discretion will utilize if
[31:09] they so choose to you lies on
[31:10] the front of the project going face
[31:12] want this fine if it's in the Mill
[31:14] Wharf it sprayed out as they have
[31:15] indicated they planned to do that's
[31:17] fine too they give us what we call a
[31:20] schedule of utilization and
[31:22] the schedule utilization tells us At
[31:25] what point we should expect minority
[31:28] women all participation to occur so
[31:31] kept a cow some point there's nothing
[31:33] prohibiting them from utilizing
[31:35] minority firms on the phrase wanted to
[31:37] begin another project we do encourage
[31:40] stat for the simple fact is what he
[31:41] indicated if they run into problems
[31:43] later on that the goals were
[31:45] regulation was met in addition to that
[31:49] if it's a project where we have
[31:51] availability. It would be something
[31:53] that we would have us suggested that
[31:55] they reach out but they're not bound
[31:57] that they still have the option to
[31:58] bring in utilization throughout
[32:01] the project we see this and all of our
[32:02] projects construction as well as
[32:06] professional services. So we're not
[32:08] opposed to them bring it in
[32:10] utilization of course the millet or
[32:12] stand upright the goal would still be
[32:14] applicable to the entire project so
[32:18] it's feasible to get as much
[32:20] participation as possible to avoid any
[32:22] problems later on it though should
[32:25] occur. Jer and I guess using which you
[32:28] just said on the wb side you've got a
[32:29] heist starting this phase of twenty
[32:31] six percent presumably potentially
[32:33] over the course of the entire project
[32:36] that percentage can come down as more
[32:40] and more work product is done and
[32:44] perform and you have a larger right. I
[32:46] think two consulting firms on the wb
[32:48] side I believe one's call Mason
[32:51] consultant May see consultant and a
[32:52] winsome efforts in both for those
[32:58] individuals are Reese to do well. Well
[33:00] then so well they know she's kind like
[33:01] an architect Architecture pharmacy she
[33:04] does a lot of design work in that area
[33:06] but you do have a lot of the scopes
[33:08] that or applicable in this case
[33:11] engineer servers those types of
[33:13] opportunities are still out there so
[33:15] we can also Reese received requests
[33:18] for modification. If this project move
[33:20] forward they do add of the engineering
[33:22] firms to the project for on the design
[33:24] service as city engineer structure
[33:26] engineer if that is applicable in some
[33:28] of this year like I see it when we
[33:30] established a goal it was looking at
[33:33] the project throughout the entire
[33:35] duration not in face understood thank
[33:38] you very much this is the point of
[33:41] conversation would it be more
[33:44] acceptable. Councilman If you solve
[33:47] more of the schedule that included
[33:48] the three phases so you can see how
[33:54] things were plugged in Afghanistan

[37:30] maintenance agreement for the men were
[37:32] shopping center just a beginner with
[37:35] Lynwood Shopping Center Initiative llc
[37:36] and appropriating funds in the amount
[37:37] of three hundred and five thousand
[37:39] dollars for designated purposes
[37:43] related to the operation of the midway
[37:48] Shoppin Wood director of Neighborhood
[37:51] Services thank you for bring this up
[37:53] earlier. The purpose of this shop of
[37:57] this Owens is to recognize that
[37:58] the first company in the first of all
[38:02] we have just three staffers one year
[38:03] and a one year anniversary Lynwood
[38:04] Shopping Center and as you know
[38:08] the city made a tremendous investment
[38:09] in the Lynwood Shopping Center and is
[38:13] part of that investment we've been
[38:14] working on a long term bases with two
[38:16] entities one of those entities as
[38:20] the parsh markets in the other is
[38:21] the Lynwood Shopping Center Initiative
[38:25] which is basically here but Don Don
[38:27] Max will of the community as a spotter
[38:31] relationship we were attempting with
[38:32] the shop soon to address a food desert
[38:34] problem we also were attempting to
[38:40] address alone time this investment
[38:41] community were the number of people
[38:44] who migrated from the center city and
[38:46] loss lot of households in that area as
[38:51] a result of that created a tremendous
[38:52] economic gap and lead workshops in
[38:54] the area so the purpose of this
[38:55] ordinance basically is a hapless table
[38:58] as for the Lynwood Shopping Center
[38:59] Because as we discovered in
[39:01] the twenty anniversary there been some
[39:04] issues in terms of security in some
[39:06] other things and times are eaten and
[39:07] economies of scale to where
[39:12] the shopping center with the typically
[39:13] the Lynnwood some Fresh Market which
[39:17] is our largest tenant has undergone
[39:18] some some issues in town are just
[39:18] trying to meet its financial
[39:21] obligations to the city has also
[39:26] created an impact with the Lynwood
[39:27] Shopping Center Initiative The Maxwell
[39:28] Group who has a long term relationship
[39:32] with the city in terms of being a
[39:35] master lease lease or less less or a
[39:38] guess that job is to bring in all
[39:40] the tenants into the shopping center
[39:41] and make sure the retail shops are
[39:47] maintain loan term and to also had a
[39:48] proper management relationship with us
[39:50] which probably will in some time soon
[39:52] is the c I d has created has
[39:54] identified a new property manager but
[39:56] this has always been anticipated for
[40:00] this shopping soon. So in so what we
[40:03] discovered or to pace years that
[40:06] the Sun Fresh has as a city has
[40:09] undergone some some initial problems
[40:13] in time just because of financial
[40:13] obligations for the city so
[40:15] the purpose of this is to establish a
[40:16] land of credit with the sun fresh bank
[40:19] to shore that up the line of credit to
[40:22] ensure the long term operation and
[40:24] then the other part of this ordinance
[40:27] is to move at some financial relief to
[40:29] the Lynwood Shopping Center Initiative
[40:30] The Maxwell Group because they
[40:34] basically have had the burden of all
[40:36] the while the property management
[40:39] expenses over the past year and a half
[40:41] and basically had no relief and doing
[40:45] it so the purpose of this is to cover
[40:47] debt relief and put that in some some
[40:49] some assistance in that direction. All
[40:52] right thank you any questions or
[40:58] comments for Mr. Wood. No I do notes

[41:03] that use custom is to water here. I
[41:05] don't know if they have anything that
[41:09] they would care to add or or they May

[41:42] of those expenses involved security
[41:45] and that's been our biggest expense
[41:48] ongoing maintenance of course of
[41:53] the parking lot of common area
[41:54] utilities. There's obviously
[41:55] management fees and those type things
[42:01] accounting that goes into that looks
[42:03] at parking lots. Those kinds of
[42:05] landscaping except for those those
[42:10] type of expenses missed Max will say
[42:14] anything more boring. I don't tax one
[42:14] half in which ups the initiative. I
[42:16] don't have too much to add essentially
[42:19] gap occurred our property management
[42:21] service agreement simply expired in
[42:23] June of last year but we continue to
[42:25] maintain the shopping center paying
[42:29] all the expenses related to security
[42:32] landscaping exterior lighting ground
[42:34] grounds keeping. Keep in the shops and
[42:36] clean and so forth without any
[42:41] additional reimbursement so by
[42:43] essentially having forty seven percent
[42:45] of the totally space we've been paying
[42:46] hundred percent of the operating cost
[42:49] so that essentially an attempt to
[42:52] reimburse us for for four for fifty
[42:53] three percent of those operating costs
[42:55] that we've we've incurred over
[42:57] the past year and then give also
[42:58] the grocery store an opportunity to
[43:02] catch up in those in those maintenance
[43:07] payment payments to so that we can
[43:11] stabilize ongoing match that figure
[43:19] counts McManus. As we mentioned
[43:21] the eyes were on the grass the finance
[43:24] department to handle that when he's on
[43:27] the morning morning Mr. Chairman is
[43:28] pretty regular sinus apartment
[43:29] the latter credit that's being
[43:31] discussed really isn't one of credit
[43:33] with the city what we're talking about
[43:36] here is the city in this case would
[43:38] make a time deposit in the bank that
[43:40] provides a line of credit to
[43:42] the grocer we would secure that line
[43:44] of credit with our deposit our deposit
[43:47] effective we would be at risk it to be
[43:49] used. Our expectation is that would be
[43:51] used in order to offset some of these
[43:52] extraordinary costs that were are not
[43:56] being covered so that this word of how
[43:59] it would work. Typically we don't make
[44:01] deposits that aren't secured notes
[44:03] it's kind of an unusual situation for
[44:05] the city we have precedent for doing
[44:07] this and passed out with some other
[44:09] projects to clean a project eighteenth
[44:11] vine couple other projects we've done
[44:17] this inordinary effort to support a
[44:18] major investment city in this case for
[44:22] the grocery store so that's that sort
[44:26] of the background for the right way
[44:28] basically you know one accredited
[44:29] we're not a party line of credit but
[44:31] we would provide the collateral for
[44:34] the line of credit and with the city
[44:35] deposit effectively in deposit would
[44:37] be at risk in to the extent that
[44:38] the line was drawn on our deposit
[44:44] would be used and for that purpose. I
[44:46] think it counts McManus any other
[44:48] questions if not then are there any is
[44:52] there any testimony for ordinance one
[44:55] nine zero for the war are seeking a
[44:58] substitute for the summer ones are for
[45:00] it for seeing none is there a

[47:07] which will support projects starting
[47:08] August first until the end of
[47:09] the fiscal year April thirtieth. Out
[47:09] we received fifteen fifty one
[47:10] applications all were deemed eligible
[47:11] to move forward to the committee where
[47:12] they then met with the applicants and
[47:13] did deliberation we did see a twenty
[47:13] five percent increase in applications
[47:14] in the second quarter and there were
[47:15] so out of that process there were
[47:17] thirty six organizations recommended
[47:20] for funding for a total amount of
[47:22] eight hundred and thirty six one
[47:24] hundred thirteen hundred thirty six
[47:25] thousand one hundred dollars
[47:28] The cutoff score was determined to be
[47:31] eighty five the list of organizations
[47:34] recommended for funding are or
[47:36] provided to you by memo yesterday's
[47:39] email and then is again before you
[47:41] today. Part of the last presentation
[47:46] was for the annual cycle and we
[47:48] offered to bring forward to you
[47:51] Presentation of the status of
[47:54] the financial status of neighborhoods
[47:56] Development Fund. So if you will
[47:58] permit me I'm gonna just run through a
[48:07] couple of slides I can figure it out
[48:25] and this is just a reminder of that
[48:34] with that network you know that there
[48:36] are there yet and there we can roll
[48:38] the wheel thank you for my learning
[48:41] curve on technology and just a
[48:43] reminder to those who are watching
[48:44] the purpose of the neighbor tourist
[48:46] Development Fund is to promote Kansas
[48:47] City neighborhoods through a variety
[48:51] of activities cultural social ethnic
[48:53] historic educational and it's an
[48:55] indication that the city isn't
[48:56] investing in activities that are
[48:58] mission driven to provide quality
[49:02] experience to its audience audiences
[49:05] and also to reinforce that Missouri is
[49:07] unique in that it recognizes
[49:09] the diversity of disciplines and types
[49:11] of activities that might appeal to
[49:14] visitors and tourists. We recognize
[49:16] the diversity of events that create a
[49:18] well rounded city in the way of
[49:21] options for what we do when you live
[49:23] or visiting Kansas City just taking a
[49:25] look over last year there've been some
[49:28] great successes to report
[49:29] the investment in these activities
[49:31] that activate neighborhoods and rock
[49:34] tourism has had an impact using
[49:36] the calculator of the Arts Economic
[49:38] prosperity study were able to measure
[49:41] and estimate of almost seventy million
[49:44] dollars in economic impact based on
[49:47] organization and audience spending and
[49:50] then over eight hundred full time
[49:53] employment jobs were also able to
[49:54] track through the final reports that
[49:56] it's attracted about one point five
[49:59] million people both residents and
[50:01] tourists to these activities. This is
[50:05] a quick snap shot a five year history
[50:10] Looking at the comparison of
[50:12] available I'd opted or appropriated
[50:15] dollars available for these nonprofit
[50:17] organizations that's the bottom line
[50:20] and then the top line represents
[50:22] the applicant requests to Mount si can
[50:24] see there's always a higher demand
[50:28] than there is available funding. So
[50:29] this is and continues to be
[50:32] competitive process but we do find a
[50:35] steady increase in that in that
[50:37] request amount and that's of course
[50:40] given to the increase in number of
[50:42] applications. So how I want to thank
[50:44] the finance department because we were
[50:46] able to meet yesterday so these are
[50:50] very much real time numbers a little
[50:52] bit of apples to oranges that I want
[50:55] to point out that this is looking at
[50:57] last year's adopted budget at one
[50:59] point seven and then the actual
[51:01] revenue that was collected to
[51:03] the projection was slightly higher
[51:05] than what was protected leaving about
[51:08] a sixty seven thousand dollars
[51:10] shortfall. I've listed here what
[51:12] the approved expenditures were based
[51:16] on each cycle the annual in second
[51:18] third and fourth place an additional
[51:20] appropriation. So as of last year
[51:22] there was a twenty eight thousand
[51:24] dollar deficit and I'm happy to report
[51:26] though that in the current fiscal year
[51:29] Given the adopted budget and then
[51:32] what was transferred both the annual
[51:34] and then if approved the second
[51:37] quarter application the cycle eight
[51:38] hundred and thirty six thousand one
[51:40] hundred dollars and then factoring in
[51:42] that twenty eight thousand dollar
[51:46] deficit puts us in a surplus of three
[51:47] thousand dollars Now obviously
[51:49] the committee and we are very
[51:52] interested in size by offering that
[51:53] and seeing at least a ten percent to
[51:57] help to account for any lost
[51:59] collection based on projections. So we
[52:01] do hope to see that increase and it
[52:03] was the committee that voted to
[52:05] suspend third and fourth quarters of
[52:09] this fiscal year to help us get to
[52:12] that mark so if you have anything to
[52:16] add tuna to that. Ok so I'm also real
[52:19] quick snapshot. Given this is kind of
[52:20] a closing of a term I want to
[52:22] recognize the work of the entity of
[52:24] committee of the past couple of years
[52:26] they've worked tremendously hard and
[52:29] looking at ways to improve and make
[52:31] more transparent dependable and
[52:32] equitable the process. This is just
[52:34] some outcomes from the committee
[52:37] retreat over the last four years in
[52:40] fact they met recently in April in
[52:43] twenty nineteen to go over at
[52:45] additional improvements that they will
[52:46] then pass on recommendations to
[52:49] the future incoming committee. So just
[52:53] a few highlights on that as creating
[52:54] or consolidating the two step
[52:57] application process we now have
[52:59] application and guidelines and
[53:02] detailed instructions on line
[53:03] application system implementing
[53:07] the evaluation and scoring Matrix and
[53:09] then just very recently with the help
[53:14] of the procurement office getting on
[53:16] to talk you signed and digital
[53:18] signatures which the applicants are
[53:19] the contractors are extremely pleased
[53:23] about that though if you have anything
[53:25] to add about the retreats and ok and
[53:26] we're done here up. Well actually two
[53:27] more slides one thing their office has
[53:30] been able to provide over the past
[53:32] couple of years and no one to
[53:34] recognize can swallow cruises Arts
[53:36] Marketing Coordinator in working with
[53:38] each of our over two hundred
[53:41] contractors to find other ways to help
[53:42] and leverage the marketing and
[53:47] promotion of their events getting onto
[53:49] the screen streetcar kiosk using with
[53:51] their help their images in their
[53:53] language. I'm thinking about
[53:54] the different city channels that we
[53:57] can utilize to help then also promote
[54:01] like we said our webpage at Channel
[54:02] two interviews to highlight some of
[54:05] our organizations and the City Hall
[54:08] lobby directory and then last slide
[54:09] for those who are listening and want
[54:12] to know more or are interested we have
[54:13] kicked off our summer application
[54:16] applicant workshops we had our first
[54:18] one on Monday at the Shoal Creek
[54:21] Regional Police Academy the next one
[54:23] is Tuesday July sixteenth and that
[54:26] will be at the East Patrol station we
[54:29] have a total of five. The deadline for
[54:32] the next application cycle will be
[54:33] October fifteen. That's only three
[54:35] months away so that's a great time for
[54:37] planning and encourage everyone to
[54:39] come tech staff if they have some
[54:42] ideas so that concludes my

[56:07] using a commencement budget will have

[56:14] essentially happens to the budget
[56:17] process we we estimate toll
[56:20] collections of the hotel motel taxes
[56:23] which of which this fund is a function
[56:25] do the if it's essentially ten percent
[56:27] of those proceeds the collections came
[56:29] in sight is slightly below the fy
[56:31] nineteen estimate that's the reason
[56:33] this year that the commies had to go
[56:35] back and re just as allocation based
[56:39] on actual collections for the year
[56:40] that just ended in nineteen that has
[56:42] happened before in the most recent
[56:44] years up until really fiscal year
[56:46] nineteen hotel motel had been
[56:48] experiencing quite a boom in growth
[56:51] really so I'm growing sick seven
[56:53] percent a year which was almost
[56:54] unheard of so enjoyed a relatively
[56:58] good time from about this two years
[57:01] fourteen through eighteen essentially
[57:04] aot of projects even above
[57:04] the adopt a budget during that time so
[57:09] we're essentially catching up now and
[57:11] as his greatness lies in the case
[57:12] We've got back to the point where
[57:14] the fun this has met the collections
[57:17] for really the last five years. Again
[57:18] I don't know how many times it
[57:21] happened prior to fiscal year fourteen
[57:23] We can try and research for you but
[57:25] it has happened before in the budget
[57:27] is an estimate usually get pretty
[57:30] close but sometimes you know we're
[57:32] plus or minus a few sky. If you would
[57:36] mind maybe just for a procedural
[57:38] standpoint just kind of go into how we
[57:40] set that number on the budget when you
[57:42] say when that when the tax comes in
[57:45] and can you get a little more granular
[57:47] as to when that tax comes in when we
[57:50] start seeing those numbers how we see
[57:53] those numbers sure so we set feet all
[57:56] the collections for the hotel motel
[57:59] taxes and let stand three budget
[58:01] process city through the revenue
[58:03] division collects hotel motel taxes
[58:05] monthly there is about two month delay
[58:06] in that process from the time
[58:08] the hotels report and collect the time
[58:11] we get in the city but we do collect
[58:14] those monthly and center at the end of
[58:16] each cycle each fiscal year our office
[58:18] goes back and works with the accounts
[58:21] the vision to adjust to axles so
[58:23] generally in June of each year we'll
[58:24] go back to see how much was actually
[58:26] collected during the year. Adjust
[58:29] accordingly. And that's that's one of
[58:31] the reasons that were here before you
[58:40] today forget thinking is that one of
[58:42] the question is the host of the open
[58:46] spaces and are not meeting coming
[58:49] anywhere near meeting our projected
[58:55] revenues on that that that have an
[58:58] effect on the is the cure for it to
[58:59] the supplemental appropriation at
[59:00] the end of the last fiscal year is
[59:08] three hundred fifty thousand I faint
[59:09] three seventy five though that they
[59:10] came from the general fund so that
[59:14] that that that increased some of
[59:15] the supplemental appropriation to not
[59:18] come from India proceeds the at
[59:20] the initial two fifty was in fiscal
[59:22] year sixteen seventeen I believe and
[59:25] that was that did come out of
[59:26] the entity of appropriation as
[59:27] recommended by the committee and
[59:30] approved by City Council in the second
[59:33] iteration was not did not come out of
[59:37] the into df funding line as adopted by
[59:39] the council so it was fy sixteen
[59:42] seventeen at the recommendation of
[59:45] counsel when at the recommendation of
[59:46] the committee when the two can do
[59:47] right but that did not come out of
[59:50] the appropriated the adopted into
[59:54] the f line funding line right at
[59:55] the numbers I'm showing here are
[59:58] the line item that was designated for
[1:00:10] into df for the committee to oversee
[1:00:14] its second trout its sixteen seventeen
[1:00:15] of seventeen eighteen. Those dollars
[1:00:19] were taken out of them. And yes that's
[1:00:20] great was it that went to the council
[1:00:24] process rights right budget process
[1:00:27] does not impact its not impacting this
[1:00:37] last year's deficit or the current
[1:00:39] year. Ok any other questions or

[1:00:44] testimony for ordinance one nine zero

[1:02:07] Westerners images of this ordinance
[1:02:09] you have before you is to follow in a
[1:02:11] long process of analyzing actual
[1:02:12] street impact fee in the collection of
[1:02:14] those fees. This ordinance is meant to
[1:02:17] appropriate those fees to their
[1:02:19] designated district for its revenue
[1:02:20] was collected previously the revenue
[1:02:22] to fund balance of funds spent for
[1:02:24] the end of the year this would correct
[1:02:26] that and starting a process of trading
[1:02:28] up those fees to the district they
[1:02:32] belong. For better and quicker
[1:02:35] tracking mine to add to to that that
[1:02:36] there've been some projects so that I
[1:02:41] think of the subject of the committee
[1:02:41] substitute the l a Mr. Minter going to
[1:02:44] before in a moment where the use of
[1:02:46] the impact fees would be very hopeful
[1:02:48] course of the impact fee history goes
[1:02:52] back I believe to the early nineties I
[1:02:54] see a couple of my friends out there
[1:02:58] who probably remember when the impact
[1:03:00] fee process was started to help
[1:03:02] facilitate further development in
[1:03:04] the areas of those impact fees were
[1:03:07] collected as understand from staff
[1:03:08] the impact the committees haven't met
[1:03:13] for I think three years so it's kind
[1:03:15] of height time to get these fees
[1:03:19] analyze adopted in moving in that
[1:03:19] direction and I think that's part
[1:03:20] the reason why you have the committee
[1:03:23] substitute which I will I will say to
[1:03:26] the committee are the reason why you
[1:03:27] have this committee substitute is I've
[1:03:30] got some projects in the north and
[1:03:32] the need to get finished and we these
[1:03:34] are proper uses for some of these fees
[1:03:36] but Allah Mr. Minter go into some
[1:03:40] detail on those projects so Mr. Minter
[1:03:41] a good morning Karen Wagner members
[1:03:43] committee was major city manager's
[1:03:46] office. As noted Committee sub we
[1:03:48] would be allocating funds from
[1:03:50] the impact fee District d which
[1:03:51] the Birmingham district to the North
[1:03:53] Brighton Project in Pleasant Valley
[1:03:55] Road project we open up bids for
[1:03:57] construction on North Brighton from
[1:03:59] fifty St Pleasant Valley Road which
[1:04:02] will finish that southern half of that
[1:04:03] court approved the intersection of
[1:04:06] Pleasant Valley Road and the bids were
[1:04:08] opened and they were little bit higher
[1:04:10] than the anticipated budget so these
[1:04:12] funds allocated to that project will
[1:04:15] provide funding for that project that
[1:04:18] will help us allow the Works award a
[1:04:19] contract you're in the next month to
[1:04:21] begin work on that its twelve million
[1:04:23] dollars project with Clarkson
[1:04:25] Construction. It also includes twenty
[1:04:27] four inch water main extension which
[1:04:31] will better serve the water tear up in
[1:04:33] the area up there and also we are
[1:04:35] allocating funding to close Valley
[1:04:40] Road which is just east of the north
[1:04:42] side project we have a structurally
[1:04:43] it's not structurally deficient yet
[1:04:44] but it will be structurally deficient
[1:04:47] the next five years and so the funding
[1:04:49] for that project will oust is
[1:04:50] beginning to finalize the engineering
[1:04:53] plans so that we can be prepared to
[1:04:54] seek federal funds or other additional
[1:04:57] funds to improve that core door and
[1:04:59] that will finish kind of a missing
[1:05:00] link in the Pleasant Valley Road cord
[1:05:03] or between Gladstone and the Police
[1:05:05] Academy in Pleasant Valley. So eleven
[1:05:07] improve city street with sidewalks
[1:05:09] iPad trail which will provide safer
[1:05:11] and better access to Pauls Valley Park
[1:05:13] in for people that are trying to get
[1:05:15] through the area while also know for
[1:05:17] the benefit of the committee is we
[1:05:18] talk about the North Brighton Project
[1:05:20] the primary funding source for that
[1:05:22] has been the Shoal Creek Tiff and so
[1:05:25] this will help us deal with the rest
[1:05:29] of those issues associated with that
[1:05:31] without violence or anything for
[1:05:32] the gentleman that I will open it up
[1:05:37] to the Committee for any questions or
[1:05:47] comments. Councilman Barnes
[1:05:50] historically impact fees in general
[1:05:51] the gym. Generally speaking
[1:05:53] the purpose of the impact fees has
[1:05:57] been to help two more additional
[1:05:58] infrastructure development in
[1:05:59] the areas with the developments
[1:06:03] occurred so with the idea that if
[1:06:07] there's a Development's development in
[1:06:10] general and the idea is that you don't
[1:06:12] necessarily punish the first developer
[1:06:15] in the area or the last developer in
[1:06:18] the area as development occurs you're
[1:06:23] collecting those impact fees so for
[1:06:25] example when when planning and zoning
[1:06:27] when when you have been kind enough to
[1:06:30] allow us to build more housing in
[1:06:32] the Northland as an example of those
[1:06:34] how those houses are being built or
[1:06:37] impact fees are paid on each of those
[1:06:38] lots know those locks get accumulated
[1:06:40] for the purpose of helping to build
[1:06:44] out the infrastructure as that builds
[1:06:47] out and so beyond that I'll let Mr.
[1:06:50] Colby or let Mr. Using speak to kind
[1:06:55] of how that's been treated but you
[1:06:56] terribly but that's been kind of
[1:06:59] the reason why those exist except that
[1:07:00] what the fees have been the same fun
[1:07:04] since I believe two thousand and three
[1:07:05] and that that process the collection
[1:07:07] of the fees has not changed was
[1:07:09] happened over the years as this is
[1:07:12] essentially those fees for each of
[1:07:14] the district about that right arm of
[1:07:16] essentially gone off budget so this
[1:07:18] for our purposes the cleanup ordinance
[1:07:20] that brings the balances for each of
[1:07:23] those districts back on budget so that
[1:07:25] they are there. Each district is
[1:07:26] tracked in the financial system of
[1:07:28] the city that staff and council have
[1:07:31] access to those balances effectively
[1:07:33] in real time rather than just pooled
[1:07:36] in the it's just re
[1:07:38] establishing the balances for each
[1:07:40] district. There are elections are
[1:07:42] the same place have always been a
[1:07:43] Councilman Lawrence him back in each
[1:07:46] each distinct district they're put in
[1:07:47] or add their own separate revenue
[1:07:49] funding than what we've done in
[1:07:50] the past is each time we've done a
[1:07:52] district we done a separate ordinance
[1:07:54] allocated from the revenue side that
[1:07:55] are collected in into the actual
[1:07:58] capital project count that staff can
[1:08:04] use to charge construction or design
[1:08:06] to any other questions accounts
[1:08:14] McManus message to the track changes
[1:08:20] it's simply moving the bombing of
[1:08:21] the projects mentioned the funds that
[1:08:23] are as mentioned those are staying
[1:08:26] intact. So if you look on the sheet
[1:08:28] there I think impact the District g is
[1:08:30] the South District which is south of
[1:08:34] here Bannister Road or eighty seven St
[1:08:35] That would be the available funds for
[1:08:36] that district to use to allocate
[1:08:39] towards projects and then like
[1:08:44] District f which is the East impact
[1:08:46] the district covers basically from
[1:08:48] Blue River Road out to Lee's Summit
[1:08:50] Road in that would be the available
[1:08:51] funding that would be available for
[1:08:56] tours arterial street impacts in those
[1:09:01] geographic areas the representatives
[1:09:04] or people who are in the process. Yes
[1:09:07] we have changeover an impact
[1:09:08] the administrator about for five years
[1:09:10] ago and so with the economy being
[1:09:13] the way it was we weren't generating
[1:09:14] enough ease but now that we've had
[1:09:16] the growth that we've had the fund
[1:09:18] balances get a substantial level to
[1:09:19] where we actually can start doing
[1:09:21] things so one of the things we do need
[1:09:24] to do with the new mayor and council
[1:09:26] coming in is we need to get with each
[1:09:28] council member in Reese tablets
[1:09:34] the appointees to those districts are
[1:09:36] the things that I think. For all
[1:09:38] intensive purposes and from speaking
[1:09:40] out of turn tell me really
[1:09:43] the occupants of each of those
[1:09:45] the impact fee districts have really
[1:09:47] been staff for the most part is that
[1:09:50] correct. Yeah the ordinance. I can't
[1:09:52] find it specifically that your dance
[1:09:53] essentially reads that they'll be a
[1:09:56] city council appointee pie eight
[1:09:58] member a member of the respective
[1:09:59] chamber commerce or economic
[1:10:02] development council for the area
[1:10:04] residential developer a commercial
[1:10:08] developer and then somebody from parks
[1:10:10] works of City Planning and
[1:10:12] Development and twenty from the city
[1:10:15] manager in each district so it's it is
[1:10:17] weighted with staff but there is some
[1:10:19] private participation in those
[1:10:24] discussions Miss Jones I know you have
[1:10:26] come forward morning as Chairman Or
[1:10:27] Vice Governor's Committee Doug Jones
[1:10:28] the auditor's office just to let
[1:10:29] the Camino we did an audit on
[1:10:30] the arterial street impact fees a
[1:10:32] couple of years ago we made some
[1:10:36] recommendations because we identified
[1:10:37] the way is currently operating was
[1:10:39] unsustainable and the contractors were
[1:10:41] able to use the bill to lose credits
[1:10:45] more so than paying into the accounts
[1:10:46] and know that they are planning is
[1:10:51] looking at how we want to go with
[1:10:52] the arterial street fees going forward
[1:10:53] so there's some work going on looking
[1:10:55] at the city since these have not been
[1:10:57] really looked at since between ninety

[1:14:51] general obligation bond package was a

[1:15:19] the Operation Green Light system that
[1:15:23] would include one fifty two cord or

[1:15:29] some efficiency issues being a high
[1:15:31] speed facility that then dumps into a
[1:15:32] commercialized area with lots of
[1:15:35] stoplights and so we have added a two
[1:15:38] stop lights low net cord or was some
[1:15:40] access management changes with Mo dot
[1:15:43] in the last ten years and so we are
[1:15:45] constructing an improvement on
[1:15:48] the interchange at I thirty five in
[1:15:49] deliveries constructing an improvement
[1:15:51] on the Kansas side which we're
[1:15:52] partnering with them through the Shoal
[1:15:54] Creek tip for million and half dollars
[1:15:56] on a twenty five million dollar
[1:15:57] projects it's pretty good return on
[1:15:59] our investment in that core door and
[1:16:01] so what we like to do is one set
[1:16:03] projects done. We like them in America
[1:16:05] Regional Council to expand
[1:16:06] the operation green light systems of
[1:16:10] the signals would actually talk to
[1:16:11] each other in so that we could better
[1:16:14] manage the flow and try to get us all
[1:16:15] the traffic problem there but at least
[1:16:19] make it little more efficient for a
[1:16:24] twenty hours of the day with onion and
[1:16:25] anything I don't have any comments are
[1:16:26] very well. I will add Tulsa for

[1:19:12] for the development that's proposed in
[1:19:14] the north and Council District one and
[1:19:18] this would allow the project proceed
[1:19:22] without any any funding from
[1:19:23] the enterprise fund would be a
[1:19:24] straight fund balance appropriation
[1:19:27] that the general fund would be through
[1:19:29] or swim in future years to recoup
[1:19:32] utilities taxes so I believe that's
[1:19:35] members of the development team here a
[1:19:38] few questions about the project itself
[1:19:39] but again the committee's sub uses
[1:19:41] fund balance of the cap open sales tax
[1:19:48] and I think we are regular summit and
[1:19:49] did I get I hear you correctly. Scott
[1:19:51] cut the backing of that is from
[1:19:54] utility tax generation or not directly
[1:19:56] project itself would be funded with
[1:19:59] the with the camper when sales tax
[1:20:01] fund and each is the project is
[1:20:03] expected to generate utility tax
[1:20:05] revenue the project and that would
[1:20:07] benefit the general fund under
[1:20:10] the future years. Gotcha Okay I do

[1:21:53] update from the mayor's pension task
[1:22:00] force who wants to take this one
[1:22:01] The Rock Paper scissors happening. I
[1:22:04] did see that was kind of like that. I
[1:22:06] always win but every time. Good
[1:22:08] morning there protecting members of
[1:22:09] the committee team equipment
[1:22:11] the finance department the pension
[1:22:12] the mayor's pension task force has
[1:22:16] continued to meet and they met on last
[1:22:19] Monday. This past Monday. Most
[1:22:20] recently and what they're doing is
[1:22:23] working through a list of
[1:22:24] recommendations that they would like
[1:22:27] to make the consultant expects to
[1:22:31] provide its final report next. I think
[1:22:33] Tuesday is when the anticipated
[1:22:35] delivery date of that report is and
[1:22:37] the final meeting of the task force
[1:22:39] where they sort of vote on all of
[1:22:40] the recommendations that are under
[1:22:42] consideration will be July the twenty
[1:22:44] second. That's when its anticipated so
[1:22:45] some of the things that they're
[1:22:46] talking about right now is a revision
[1:22:49] to the city's pension funding policy
[1:22:51] we don't really have a formal one that
[1:22:53] we have a de facto funding policy that
[1:22:54] I think you've heard about several
[1:22:57] times from each of us relative to
[1:23:00] paying the required actuarial required
[1:23:03] contribution that's by law by city
[1:23:05] ordinance and state law we have to do
[1:23:09] that the top d edits that they want to
[1:23:10] make or that the additions to a
[1:23:12] potential funding policy for pensions
[1:23:15] would be to maybe have an amount over
[1:23:17] and above that the city would consider
[1:23:19] funding May be and when there's a year
[1:23:20] when there's additional revenue when
[1:23:25] there's additional fund balance
[1:23:26] perhaps we put in a little bit more
[1:23:27] using some more conservative
[1:23:28] assumptions that we would have
[1:23:29] the pension fund's actuary is
[1:23:32] calculate for us and basically hand us
[1:23:34] a bill that says this is what you
[1:23:36] legally oh and then an additional bill
[1:23:37] that says you could pay this
[1:23:39] additional amount should you choose to
[1:23:42] do so and that in that wait May be
[1:23:44] closing that gap on our eight hundred
[1:23:45] million dollars which our current
[1:23:47] eight hundred million dollars of
[1:23:49] unfunded liability. So that's one of
[1:23:51] the things that they're talking about
[1:23:53] they're also perhaps put forward some
[1:23:55] May be potential changes to the cost
[1:23:58] of living adjustments for pensioners
[1:24:01] and for perhaps current right retirees
[1:24:06] as well as future retirees and am
[1:24:08] trying to think of if I've missed
[1:24:09] among us. Oh yes it May perhaps a
[1:24:13] change to the final average
[1:24:14] compensation calculation right now
[1:24:15] that is at two years for most of
[1:24:43] the plan participants it varies by
[1:24:44] defined contribution option which
[1:24:47] would have a you know in the distant
[1:24:49] future impact on on the liability but
[1:24:52] it really be more about recruitment
[1:24:53] Southern to talk to perhaps the hr
[1:24:57] director about that mess there in
[1:24:58] human resources department they think
[1:25:01] that's a good idea and then they had
[1:25:02] one other corrections they wanted to
[1:25:03] make to the Employees Retirement
[1:25:05] System in the last round of pension
[1:25:07] reform there was a move to go from
[1:25:09] five year besting to tenure fasting
[1:25:11] and the ten year besting have had a an
[1:25:13] issue relative to recruitment
[1:25:14] particularly for people who are
[1:25:17] transitioning from one government job
[1:25:21] to another and trying to refuse to
[1:25:24] clean that the town at the top four
[1:25:25] people at my want to do a five or ten
[1:25:26] year gig in addition to theirs. So
[1:25:27] that's been kind of an issue as well
[1:25:29] so you don't have a defined
[1:25:30] contribution which is more portable
[1:25:31] and then you have this ten year
[1:25:33] besting the kind of missing out on a
[1:25:36] group of folks that you could recruit
[1:25:39] to that kind of it and since we have
[1:25:44] you can it's been a long time coming
[1:25:47] The treasurer who was reluctant to
[1:25:48] come the microphone and join us as has
[1:25:51] prepared something for for Mayor Pro
[1:25:55] Tem Wagner knocked over and partway
[1:25:57] through I was a bit since he doesn't
[1:25:59] always attend the investment committee
[1:26:01] meeting regularly I don't know if you
[1:26:03] his colleagues know he's the first
[1:26:05] District Councilmember Hoosier finance
[1:26:08] chair he's your mayor pro Tem but he's
[1:26:11] also a member of the city's investment
[1:26:15] committee about six or seven finance
[1:26:16] chairs ago there was a financier who
[1:26:18] said you know I really like to run for
[1:26:21] state treasurer someday could I join
[1:26:23] you. The investment committee and when
[1:26:25] was the monthly meeting. I think once
[1:26:27] he learned what we did he was
[1:26:31] reluctant to think that was a great
[1:26:33] idea. Having said that each successive
[1:26:35] financier since then has had to attend
[1:26:38] those meetings and we make blistering
[1:26:41] bone chilling decisions on buying
[1:26:46] Treasury notes in agencies and parking
[1:26:47] the city's money in very safe
[1:26:49] investments in Mr. Wagner's tenure he
[1:26:51] has made over four point seven billion
[1:26:54] dollars worth of investments in fixed
[1:26:57] income securities and is counting
[1:26:58] because special actions are
[1:27:00] the favorite part of you were
[1:27:03] Thursdays so we're having a special
[1:27:05] action today in this committee which
[1:27:08] is probably unprecedented to talk
[1:27:10] about m pt. There's an asterisk on
[1:27:13] here it says Minnesota Poll pseudo
[1:27:20] Treasurer Scott Wagner aka t note I t
[1:27:21] know I'd seen the transformative lead
[1:27:26] nurturing outbound Treasury expert
[1:27:27] that has faithfully served the award
[1:27:31] winning Committee for a
[1:27:33] good four year term and has acted
[1:27:38] prudent fiduciary early during his
[1:27:40] term or yeah where where where does is
[1:27:41] to fix our national seal and
[1:27:42] the treasurer has signed this for you
[1:27:46] so. Wow. In lieu of a pension or watch
[1:27:48] a lovely plaque. We want to thank you

[1:28:38] are the city's investment manager and
[1:28:40] handles the billion dollars worth of
[1:28:42] money that sits in the city's bank
[1:28:44] account and all the funds and does all
[1:28:46] the hard work of making those
[1:28:47] investments and actually doing
[1:28:49] the work to make certain that
[1:28:50] everything safe sound and protected
[1:28:54] for the and does an excellent job at a
[1:28:58] time I think I need you for my six
[1:29:00] hundred dollars I Well um let me just
[1:29:02] say that you're kind to give me these
[1:29:04] accolades but you guys do the heavy
[1:29:07] lifting and I always appreciate that
