[2:06] College and business 67 so even though we missed the opportunity for a

[2:11] groundbreaking I would like the city to coordinate a time that some of us could

[2:15] go and maybe get a picture next to the sign Mr batler so that we can publicize

[2:19] this great event not only for us but for allsups because we want them to be

[2:23] successful here uh on some sad news uh I just wanted to report that Robert

[2:28] Bishoff passed away on June 9 2024 many of us knew him as Bob as he lived here

[2:34] most of his life he served on the city council for a total of 16 years under

[2:39] three different time periods and he had been a mayor protim Bob was very active

[2:44] in the community service and very opinionated when it came to the spending

[2:47] of the city's money but he was a kind-hearted man very generous with his

[2:52] time and he'll be missed on our community uh Council I would just like

[2:56] to say it's been an absolute pleasure serving with you guys the last 19 months

[2:59] mons as your mayor and these last 55 months on Council and when I say that

[3:04] that just sounds like a really long time uh anyway some of our meetings have been

[3:08] uh very Lively with our discussions but what's been important at the end of the

[3:12] day is that we've come together for the good of the town and our citizens and I

[3:17] think that we have done that very well and tonight we have another jam-packed

[3:21] meeting and we'll be making more progress for our town that it's going to

[3:24] pave the way for us to have the funds to fix our roads to pay our staff and keep

[3:29] with the rising cost of living and invest in the resources that we need to

[3:33] serve our citizens so I'm ready to get started if you all are I'm going to try

[3:38] to keep us moving along so that we're not here until midnight so sound

[4:46] that way you guys understand that people are doing people are doing things around

[4:49] here and things are getting done uh not to mention I saw a Facebook post where

[4:54] this guy is out here mowing a lawn so I don't know how many hats this guy wears

[4:58] but I just found another one so anyway kudos to you guys for um keeping this

[5:03] city going and uh and maintaining roads and things like that so we appreciate it

[6:04] here the owner lives in Calhoun Louisiana uh I got that from the county

[6:09] clerk's office in fact April La sent it to me the county clerk and the central

[6:13] uh uh Appraisal District my point is this that that abandoned property uh

[6:21] creates a wide range of problems public health problems

[6:27] diminishing the quality of life for residents

[6:30] uh and also can lead to crime and vandalism and arson so whatever you have

[6:38] to do let's get rid of that uh start mowing mowing the grass cleaning the

[6:45] property uh sending the the bills to the owner if I have if I found who she is

[6:51] you certainly can too so that's all I want to say and you have those photos

[7:02] the charter review commission and the work they've done I'm asking you

[7:07] to to send everything to the voters let the voters decide okay thank you Mr

[7:32] building Standards Commission it requires uh commission shall consist of

[7:36] seven members appointed by city council this is for us to Abate substandard

[7:41] buildings and in that commission there has to be a master electrician a

[7:46] licensed plumber a licensed HVAC contractor a general contractor and a

[7:51] local citizen interested in building trade so you know how hard it is to get

[7:58] um people to volunteer on these commissions so um this is this is

[8:03] something we'd have to set up in order to pursue in a batement of a substandard

[8:08] building I want to defer to our attorney on that just to make sure I'm stating

[8:13] that correctly but that we can pursue that there's some steps correct there's

[8:17] some steps both on our ordinance under state law but now there there can be

[8:21] some more shortterm measures I mean we have the ability to mow and then Place

[8:26] mowing lens on the property uh and we have ability to secure the building if

[8:30] we believe it's unsafe and it's you know an attractive nuisance that kids May

[8:34] going in there or something like that we certainly have other options that aren't

[8:37] as um cumbersome in the short term at least as going through the process to

[8:42] have it turn turned down um and and quite frankly in a lot of communities

[8:46] I'm involved in after those mowing lens build up you can file them it's

[8:52] basically a foreclosure suit if the city has any interest in owning the property

[8:55] and you just have it struck off it pays off the uh the lens have the property

[8:59] struck truck off to you then you own it you can tear down the house and then

[9:02] resell the property to somebody that might put something on it

[9:05] that's considered beneficial for the community there's there's a number of

[9:09] different options I can visit with you on and I'm sure Pat Chester can as well

[9:30] we've lived there going on two years with my wife Ashley and my two young

[9:33] daughters and my son who attends Southwestern of Venice University um on

[9:38] uh May 5th uh our house was flooded uh with water runoff from the property

[9:43] behind us boarding on 805 um on May uh 6th Mr Bat and Mr

[9:49] Martin were kind enough to come over immediately and uh consult I was out of

[9:53] town on business but consult with my wife um uh it's owned by mkp development

[9:58] I'm sure some of you are familiar with them up here um we have not had any

[10:03] communication really since I think you had a meeting with City engineers and

[10:07] mkp Engineers we've had no communication since then and it's just a little

[10:11] disappointing um my wife's followed up and we still haven't heard anything back

[10:15] I'm about $88,000 in the damages into my home um insurance is not covering it

[10:19] because it's flood obviously I'm not in a flood plane well I wasn't um so I'm on

[10:24] a flood plane so uh that's out of pocket um mkp I reached out to the owner adelay

[10:30] Pennington uh he communicated with me at first uh he has since gone dark and

[10:34] won't communicate with me there are three tcq violations on that property

[10:38] back there I'm not sure if you're aware of that or not um what two of them are

[10:41] open one of them has been resolved but I believe there's a fine as well um so

[10:45] what I'm here asking for is some help from the council number one with

[10:48] communication and let us know what's going on to to rectify the situation

[10:52] with your meetings with your engineers I'd certainly appreciate that maybe

[10:55] share some plans with us some engineering plans I do have a contact at

[10:58] tcq good friend I went to college with that can help uh look at those uh if we

[11:03] need to um but uh right now I need help with that and also I'm trying to recoup

[11:08] some of my out- of pocket expenses this is a financial hardship for us we were

[11:11] only to able to live in our home for half of our home for uh two three weeks

[11:15] so it's it's been an inconvenience um so really I'm here to ask for that ask for

[11:19] maybe even an appoint person that can communicate with us and give us some

[11:22] information as to where we are with this um and to take help us take care of the

[11:26] situation my neighbor Nath is here she's going to speak as well but she also has

[11:29] problems with the runoff um and just uh we we need some help you know we we pay

[11:34] our taxes take care of our property good Citizens We're plugged in the school

[11:38] district my wife's local realtor we need some help and uh just asking for that

[11:42] I'd be happy to meet you on that I apologize for the lack of communication

[11:46] I thought you were IND direct communication with the developer I was

[11:50] but not anymore he he's chosen he's chosen not to communicate um and I

[11:55] appreciate that and again you guys came out immediately and we appreciate that

[12:08] are you met with the engineering folks with mkp where we at on that because

[12:29] rain then but we've had lots of rain before particularly when we moved in the

[12:32] first time and my house has never flooded and uh we just need some help

[14:03] he said well if something's changed then we need to look into it for sure so uh

[15:00] thing to add to this our it we're getting reports that um our it uh

[15:05] service is recording tonight but it's not pushing through we've had several IT

[15:10] issues that we've been trying to work through as you know and uh CL we've work

[15:15] through all of them so we will post the recording uh for later viewing okay but

[15:21] it is recording as far as it issue goes the uh storm siren server um was out at

[15:28] the uh fire department and that is being replaced we found a workaround we could

[15:34] manually activate if we needed to so that has been ordered and uh it's been

[15:39] programmed and they're set to replace that

[15:42] ASAP and of course we've had to redo a few components here at City Hall from a

[15:48] power surge so we got everything going that we could uh rudimentary services

[15:53] for City Hall council meeting tonight okay I'll skip the Tractor Supply update

[16:03] 22nd that's first day of autumn be kind of like an autum Fest deal and just to

[16:08] kind of review that you know we have all these events that I go to that where

[16:13] they set up the food booths there is such good food I I eat at every one of

[16:18] those booths far too much it's all kinds of different uh different food and so we

[16:23] want to celebrate that and we've got a great you know diversity of foods here

[16:28] so so we want to celebrate that with uh some kind of you know something so

[16:33] September 22nd um budget numbers uh our health

[16:38] care cost information uh the preliminary numers should be in July 7th and as you

[16:44] all know that's really the key that's the elephant in the room number we need

[16:49] to really kick off our budget to see how we're going uh uh what that looks like

[16:56] we got a vaccination clinic July 20th from 8:00 a.m to 10:00 a.m. at the

[17:01] community center and we do have a slight rate increase um from public services

[17:08] for next year it's on your screens we can't project to the um screens in

[17:14] Council but um the average residential administration fee per customer is the

[17:22] addition will range from a quarter to up to about 50 cents so that is a uh minor

[17:30] adjustment there to the uh Republic Service trash

[17:35] service and that's all I have you have any questions for me any questions Mr

[18:43] month ending May 31st 20124 Mr Williams how are you today good evening mayor

[18:49] council good to see

[18:53] everyone and one reporting is the May financials the eighth month of the of

[19:01] the year we are closing toward the end um sorry for the

[19:07] paper um but as you can see um our numbers are pretty good uh

[19:15] for the month of May and one thing I want to point

[19:20] out on this Revenue portion get my hands to it excuse me

[19:35] on the revenues um those numbers are pretty good the first one I was going to

[19:41] point out was her property taxes as you can see we had pushed through the 3

[19:47] million collection the first time in King of course and also we are well

[19:53] above our projection um I did project at 98 .6 and

[19:59] we're at 103.3 so those are good favorable

[20:04] numbers for the city uh as far as Revenue goes also I kind of want to

[20:11] touch on that we are also doing fairly very well on the court fees and fines if

[20:19] you recall last year uh the numbers was a little dry but right now they are

[20:25] doing a very good job of collecting most of the fines and fees for this year uh

[20:32] the post pandemic of course um and also one other note uh we are holding steady

[20:41] on the fire Revenue doing very very well well above the target of

[20:50] 66.7% that leads us to saying that the revenue uh is well passed in May of last

[20:57] year by at least 6.7% which is very very

[21:03] good um and one thing to note uh as we go into the budget season as our city

[21:11] manager alluded to um we'll be looking at property taxes and sales tax and

[21:18] other fees to see what we can do and make strong strong consideration for

[21:24] next year um expenditures on the next page we

[21:29] are doing very very well on that very favorable well below the budget means on

[21:36] that um we had some expenditures quite a bit on the non- departmental that's why

[21:44] it's at 110% one of the reasons is they

[21:48] increased tml RIS F insurance and just to touch base on that

[21:56] um we get quite a bit number of claims uh a little more exceeding than most

[22:04] small cities uh we uh insurance on the other hand when they see a number of

[22:12] claims com in your insurance is going to kick up a little higher than

[22:17] normal um normally we would be spending I'd say about 20 to 25% less so that's

[22:25] why that number is ex Orly High uh something to consider doing the

[22:31] budget as well so uh I thought I want to point out those two high notes

[22:38] departmental wise our city manager kept us very conservative in our spending

[22:44] which is great leadership on his part um we are holding steady on that it's just

[22:50] a non-departmental is the one that hit the

[22:53] hardest with the insurance so with all the vehicles and uh ACC accidents

[22:59] accidents is unpreventable and some could be deterred but there you have it

[23:06] any

[23:08] questions on the next page um you have the uh sales and

[23:18] property taxes

[23:22] um I mentioned about the sales part property taxes I mentioned about that

[23:27] sales tax I would project uh somewhat of a decline

[23:34] in the next year uh a lot of things deal with the economy and upcoming election

[23:40] uh they were looking at different things with the market uh I looked at Bloomberg

[23:46] uh the past few weeks and the numbers are in a

[23:51] heartbeat right now going up and down a little crazy uh we cannot control that

[23:58] so so in essence we have to ride with the tide um right now the projections

[24:05] mine are similar to what uh Wall Street has uh it might be somewhat of a

[24:11] decrease in the next several quarters which includes that hits our budget so

[24:17] expect somewhat in the red going down from that so we may have to decrease our

[24:23] budget on sales tax once again something to look at for

[24:29] 2025 any

[24:34] questions okay for w and Sewer fund um we've been holding studed on those um

[24:43] as you can see we in comparison to last year uh we doing okay we're still above

[24:52] on the bottom line right above Target but once again

[24:57] we'll be discussing probably about the rates and fees with the uh budget

[25:02] workshops for you sewer fund very similar to the water fund uh we have to

[25:09] look at uh fees and cost of those as well our city manager alluded to at the

[25:16] last budget I mean uh Council session about impact fees so all of those are

[25:21] all in a pool of things that we have to review and

[25:26] assess any questions and the last but not least um and I did

[25:34] not put the street fund Rehab on there because we had just moved the money over

[25:39] we got everything situated with the bank so on next report you'll see the street

[25:44] fund rehab account that we have for that and any activity thereof other than that

[25:52] we are holding steady with the pool cash we are doing very well with that

[25:58] uh we are not touching any of our reserves we are doing uh quite well I

[26:05] will note um there's as we are going through the

[26:11] audit season they are pushing for the end of the year so they going through

[26:17] all our bank statements to make sure every penny is matched up everything is

[26:22] accounted for every penny so uh for transparency for the spirit of

[26:29] transparency and what I give you which should be almost exact mirror of what

[26:34] they'll be giving you uh sometime end of the month or the first of July any

[26:45] questions all right I have one Mr Williams if we're done with your

[26:48] presentation um just to verify uh currently we have not invested any of

[26:53] our money outside of just using it in our money market accounts is that

[26:56] correct sir that is correct okay last week I was in Leck and I attended a

[27:00] public investment policy seminar as you know you attend the same ones I've

[27:04] attended two now I just want to verify that because we are out of compliance

[27:09] with our review of our public investment policy and I've got that in my notes and

[27:13] I've already emailed Mr batt about it we're supposed to review it annually and

[27:17] we haven't reviewed it in four years but you haven't invested anything per that

[27:22] policy right um if you notice when I first came on I mentioned about how

[27:28] things was when uh it was in a financial stall uh mentioned to invest in other

[27:36] pools other uh uh Investments uh that the city should

[27:43] occur um during that time um it was somewhat backed down uh by Council uh I

[27:52] think he was on board uh on the council at that time uh Mr bels was as well

[27:58] um those was things that I brought to surface during that time and ever since

[28:04] then uh we kept it as is during my tenure but it for the record uh it was

[28:14] brought to the attention counsel to do those things yeah that the

[28:19] pfia uh public funds investment uh the city should be in compliance of yeah CU

[28:25] under that policy under the state mandate we're supposed to review it and

[28:29] or revise it if we want to yearly we're all supposed to review and revise the

[28:34] Brokers and the dealers that are on there and choose the Brokers and dealers

[28:37] we're supposed to go over those names every year as well while we're reviewing

[28:41] it and then the people that are in there as a designated investment officers are

[28:46] supposed to take the same training that I've taken and you've taken but we have

[28:50] two other investment officers listed in that policy that have not yet taken that

[28:53] training so it's something that Council will need to review right first you're

[28:57] correct mayor uh they have to go through the training first before we proceed to

[29:02] yeah move forward with investing anything absolutely okay that's all I

[36:07] plan so Crossroads developments LLC is submitting the final plot for the

[36:11] property located at 2521 East Highway 67 which will be developed for a tractor

[36:17] supply retail location the preliminary plat was approved by the Planning and

[36:22] Zoning commission pnz at their January 8 2024 regular meeting and by city council

[36:29] January 18th 2024 regular meeting due to the public improvements that were

[36:33] required and have been completed the plat must go through the city's approval

[36:37] by pnz and Council uh the city's Consulting

[36:41] planners engineer Engineers have reviewed the plans to make sure they are

[36:45] compliant with the current city ordinances um they had some comments and

[36:49] they've all been corrected and on the current final

[36:54] PL the property will bring in a highly anticipated

[36:58] retail store that will bring in sales tax and other revenues to the city while

[37:02] benefiting the residents pnz commissioner and development staff

[37:06] recommend approving the final plat for the 5.17 acre trative land situated in

[37:12] the Old Winter survey abstract 875 also to be known as Tractor Supply Keen

[37:17] Edition lot one block one you should have the final plat application the

[37:23] final plat civil engineering plans warranty deeds tax statements

[37:28] and minutes from the 610 2024 pnz

[37:34] meeting and if anybody has any questions more than happy to discuss

[37:40] them with you I have one question um I had the opportunity to go into some

[37:44] alsips there is a whole bunch of them between here and like Leck where I just

[37:48] traveled to last week or track alsips I'm sorry I'm sorry yeah not not sorry

[38:20] it was kind of started in November 2022 they were looking at another piece

[38:25] of land farther down on 67 um but it had some issues it was going to too much

[38:31] cost for them to recoup their investment right away so that's when they started

[38:34] looking for another piece and they found this one and then we had to go through

[38:39] with getting the water rights from the Pu and it's been a long process years

[38:45] yeah two years to finish it which it seems like a really long time but I do

[38:47] know we ran into some areas that we had to cross over as far as the um the lane

[38:53] the acceleration de acceleration Lane we had to work on an easement and then we

[38:57] also had to settle the the water rights right and stuff so we had three big

[39:01] three big things that did occur that kind of held up this development from

[39:04] coming in but I'm excited that it's coming in I think it's going to be great

[39:08] for our community and I look forward to seeing it and shopping in it and

[40:19] ordinance so you know this is not my first time I do ask these questions

[40:26] going back you know several years and the reason why because of the questions

[40:31] that I get out there when I'm speaking to some of the residents so for me to be

[40:37] able to vote for this and it's a it's a it's a very good addition because you

[40:41] know we need um the the tax dollars you know as a as a city so did the engineer

[40:47] our city engineer sign off on this final plot um by your statement here finding

[40:54] current activities they reviewed it yes okay and then there's also yeah and then

[41:00] uh did the planner also sign off and say it was good to go he reviewed it when we

[41:05] did the preliminary plat gave me his comments and the ones that were

[41:09] legitimate comments were incorporated into the final

[41:14] PL so once you Incorporated did you send it back to the engineer there no reason

[41:21] to so why oh exactly why yeah I'll I'll jump and it's Professional Services so

[41:29] when I send something to our City attorney for example and he tells me to

[41:33] change the word the to an end and I do that don't need to send it back to him

[41:39] to make sure it's okay we've done

[42:08] ADA Compliant ramp access on the community center side of City

[42:18] Hall okay Council I asked for this to be on the agenda um as stated in your um

[42:24] staff report which um citizens do not have in privy too it says during a

[42:29] recent event at the community center it was noted that Vehicles were backing up

[42:32] too far blocking access to the sidewalk in front of City Hall potentially

[42:36] creating an ADA accessibility issue and Miss be and I were both there present

[42:42] this is when we did the project hero were you there Mr not for the project

[42:45] hero yes okay during the project hero it was a little bit embarrassing for me

[42:49] because as I was there standing outside some of those wounded vets that were

[42:54] traveling along in that event were not able to access access the community

[42:58] center room and during that event it was on a Saturday when City Hall was closed

[43:02] so the front access was closed off to them so they could only enter through

[43:05] the door on the community center side door so what the problem was is when

[43:10] they went to go use the ramp the wheelchair ramp to get up there some

[43:14] trucks had backed up onto those onto that front spots and their back hitches

[43:20] were into the sidewalk area and they were not able to travel that distance

[43:24] they were going to have to get off into the grass and then there's a couple of

[43:26] signs there and they couldn't get through yes

[43:29] sir TRS I don't believe

[43:34] so yeah I don't believe they did I didn't look at their stickers

[43:39] but no this was the stop this was the spots beside the handicap parking these

[43:44] are in the regular spots that are not handicapped people were backed up and we

[43:48] have a picture in our um in our booklet that that kind of

[43:53] shows what it looks like Mr not if you want to look at it but anyway so Council

[43:58] I brought this to your attention because it was kind of embarrassing cuz these

[44:01] guys had to ask their comrades and their fellow bikers for help and assistance in

[44:05] getting into the community center room and I was thinking that we could find a

[44:09] solution to that and the solutions that Mr batler found and there's two of them

[44:14] that are listed here is we could either put some kind of parking stop along

[44:18] those parking spots where they can't back up and their hitch get into the

[44:21] sidewalk or we could just add another ramp on the community center side and

[44:26] there's a picture of that in here too where that ramp might go so that they

[44:29] can just access it right there yes Miss B I see you have a question yes I was

[44:33] there that day and uh we you discussed and I said you know we talked about it

[44:40] uh I think you're exaggerating a bit because those guys they did not ask for

[44:47] help to get up there and the City Hall is adaa a

[44:51] compliant and um you talked about it was mentioned in hear about the stops The

[44:58] Parking Spot those can be very dangerous too because I know of two incidences uh

[45:05] I saw one and the other the person ended up passing away from the injuries he

[45:11] substained from uh stumbling over one of those and uh so I I think as right now

[45:19] the city hall is compliant and maybe the next time if it needs if we need to get

[45:27] in the community room then we need to make sure that the front door of the

[45:31] city hall is open but those those guys were

[45:36] pretty take care of themselves type well I understand that they can take care of

[45:41] themselves I did hear them say hey ask for help they did specifically ask for

[45:46] help from their friends who did assist them off the curb and I witnessed it and

[45:51] I was present and it happened twice in my presence and I apologized to them and

[45:56] I said I'm sorry and they showed me the problem and they said yeah we can't get

[46:00] through this sidewalk and I looked and I saw that the trucks were backed up and I

[46:03] said I see the issue and I'm going to bring it to the city's attention and

[46:07] that's what I'm doing today and I did send pictures and these are the pictures

[46:10] that I took and you can tell that the trucks are over the sidewalk I mean I

[46:16] understand that we're ADA Compliant because all we had to do is have one

[46:19] ramp but we're talking about we're doing events on the weekend and these cars

[46:23] were here and these are wounded vets and do we want want to disrespect these guys

[46:28] and say oh I'm sorry we got the sidewalk there just go around it in the grass I

[46:31] mean what are we what are we doing here are we going to be business and people

[46:35] friendly and try to help people out that's my thought here and we also do

[46:40] our elections in the community center room and in our elections I've been to a

[46:44] presidential election at the community center room and we're getting ready to

[46:47] have another one and those are usually busy and people line up from the

[46:51] community center door and they go straight out into the parking lot they

[46:55] don't curve around on the side sidewalk and go down the handicap ramp they

[46:59] actually go straight out over that curb so if we had people there with Walkers

[47:04] or wheelchairs or anything and they didn't they won't be able to stay in

[47:07] line they're going to have to go way out of the way and then come all the way

[47:10] back what's the point of that if we can solve it there all right Mr batler had a

[47:14] question I just have something so you can inform your opinion the initial

[47:20] estimate for the blocks uh that I received was 2700 I've since received an

[47:26] estimate of about 1,300 to do the parking stops so take that into

[47:35] consideration all Miss be if we put a a a ramp down at the other end we don't

[47:42] have the automatic doors so are we going to have to put the automatic doors in

[47:46] there also and that would be an additional cost we could consider that

[47:50] that's a good idea and there are no handicap parking spots down at that end

[47:56] end of the building I believe they had the doors open that day but I could be

[47:59] wrong but I think they did have the doors propped open CU so doors can be

[48:03] propped open but like I said we're we're making this where it wasn't very

[48:08] favorable for them to enter the building and I felt bad for these

[48:12] guys mayor yes sir unlocking the front doors you want you want to step forward

[48:19] did you want him to step forward yeah sorry we're g to make you get up

[48:25] okay what I unlocking the front doors to the keep complex solve the problem we

[48:31] could we could do that and and have them enter the front

[48:35] door that wasn't done that day and it had it hasn't been done in the

[48:40] past okay that would cost zero okay sounds like we need to change our policy

[48:45] and procedures of how we use the community center and open our doors

[48:50] that's a zero sum cost for the

[48:55] city I have question so then why haven't we been doing that in the past if it is

[49:04] costing maybe it's never been made an issue so if if we open it will there be

[49:11] somebody that will make sure that once the event is done like somebody else to

[49:15] be a all day yes whoever is running the Community Center event would be

[49:19] responsible for and then the city is responsible to pay for the overtime okay

[49:25] that we already do that when we have any then there's someone here monitoring

[49:34] it all Council anybody else have anything they want to speak on this
