Good evening. I am Representative Susan
Porchelli, Rockingham District 19,
[0:35]
Hampton Falls in Kensington.
Recently, I was made aware of an ongoing
[0:41]
environmental investigation at the
Unatil property on Drinkwater Road.
[0:48]
Several private water wells located on
drinkwater road were sampled for PAS and
[0:56]
the subcategories of chemicals known as
PFOA and PFOS
[1:03]
and these are commonly known as forever
chemicals.
[1:07]
Private well owners
of the property located at the proposed
[1:14]
test sites were notified and informed of
the ongoing well monitoring program.
[1:21]
The situation is complicated and has
caused many questions. The town of
[1:28]
Kensington is not responsible for the
investigation, testing, or any potential
[1:35]
remediation efforts. However, the New
Hampshire Department of Environmental
[1:40]
Services is responsible and has assigned
Drew Scott of the Hazardous Waste
[1:47]
Remediation Bureau as project lead for
this investigation.
[1:53]
I spoke with Mr. Drew to understand the
current status of the testing and next
[1:58]
steps. I It was very complicated. I
asked him if he would be available to
[2:05]
attend a Kensington Select Board meeting
to participate in a 30 minute question
[2:12]
and answer discussion. He agreed and
suggested that Thomas Murphy from UNATIL
[2:19]
and Michael Connorak from GA ZA also
attend. So my ask to the board tonight
[2:28]
is is if you would be willing to host a
30 minute session for residents to ask
[2:36]
questions to this panel of experts. If
you agree, I will coordinate the date
[2:43]
and other logistics with the board. The
advantage of having the discussion at
[2:48]
the beginning of a board meeting is to
provide residents with access to these
[2:53]
experts and a recording of the
discussion to be viewed at a later date.
[2:59]
So my ask is please let me know how to
proceed to coordinate this discussion
[3:06]
and I really appreciate your attention
for this very important issue. Thank

look at injuries with the police officer

The last time I thought about this

at some point the importance of you know
how quickly it's more for search and
[6:00]
rescue and it's not uh as it's been
quoted to look in people's windows and
[6:04]
look at people's property is there's
procedures and policies that go along
[6:08]
with that. Uh, you know, I'm looking at
it as as how quickly can we retrieve
[6:13]
somebody when you put something up in
the air and and see, you know, the the
[6:17]
heat detection over putting people out
in the woods and you're looking at for
[6:21]
hours for for stuff as we have in the
last couple weeks. We've been stuck out
[6:25]
the woods. I looking for people, uh,
obviously the drone is going to find it
[6:29]
much faster. And, uh, you know, whether
someone else has a drone or not, it's
[6:35]
the availability is more important to
how fast I can get. So again, I'm going
[6:39]
to look at it. I'll do it as a warrant
article this year, but I I will address
[6:43]
it at some point.

a meeting um information meeting on

September 10th for town officials and
the area towns that are involved in the

Plasau ALS program to discuss the
current program and what the program

down in um, class, the Timberland

learn the ins and outs of rural water
supply with our mutual aid partners.

Seabbrook drill is on the 23rd. It's a
[8:33]
morning 8:00 a.m. to 1:00 p.m. This is
the graded one. This is the one we get
[8:37]
graded by FEMA. So it's kind of
important that all the players show up
[8:43]
to this one.
So that's important coming up. And uh
[8:48]
another note for EOC, um we had two
members of the fire department step up.
[8:54]
One went through uh RADF training. So
I'll have another RAF officer, which is
[8:59]
great. Um and the other one is U
prepared.

>> So that's um they they issue you your
[9:06]
iodine pills. They they do the scanning.
So, if you come in off the street,
[9:11]
they'll scan you with the wand to make
sure you're not radioactive and um and
[9:16]
then they fill out all the forms and
stuff. So, that's called the radio
[9:20]
officer.
Um the other member is uh will be
[9:25]
attending um a web EOCC class and that's
our new clerk. So she's going to attend
[9:31]
the class. So she'll be able to
understand the state's uh web program
[9:36]
that uh you can talk to all the uh
EOCC's in the state and the state. Um
[9:42]
she's going to go and understand that
program. So that's great. And that's it
[9:48]

Um this is a report from the road
manager that um
[14:56]
Bellen Flynn has completed the overlay
on Stumpfield Road along with new gravel
[15:00]
shoulders. We use stone shoulders on the
steepest part of the project to mitigate
[15:04]
erosion issues. Olivia Lane has been
reclaimed and repaved with two and a
[15:07]
half inches of base asphalt, but still
waiting on the gravel shoulders to be
[15:11]
completed in the near future.
And then we have a a tree issue on Muddy
[15:17]

» Window Dressers, this is a nonprofit
volunteer organization that is based in
[19:11]
Maine and they've since 2010 been
building window inserts for people. Um
[19:17]
they're very cost-effective. they pay
for themselves in less than two years.

And they do have a program for people
sliding scale. Um so for example, I
[19:27]
think that that window insert would be
$50 to put in and it saves about $40
[19:34]
worth of um fuel um in every year. So
it's a co-op kind of program. um and the
[19:44]
people who want to have these co um
participate in the building of them. So
[20:03]
unfinish and finish at the build.
There's a professional
[20:09]
house at the build
and plastic.
[20:17]

If they can't participate directly, they

uh not for profofit. And we're hoping to
take this more out to to people to show
[21:18]
them what it is rather than just
dropping off some leaflets. And I had a

question. I I was hoping the rec chair
would be here tonight. Um the on the
[21:28]
12th old home days, would is that
permissible to have a table like an
[21:32]
energy committee table where we can just
have general information but also talk

about the the wind the window dresser

notices, election and town meeting
information, board committee and

commission meetings, announcements, and
other information is determined by the

board selectman or town administrator.
And then we've got the section that says

that additional requests can be made,
but it's at our discretion as terms what
[30:04]
should be up there. I think the one
thing I want to be careful of is that
[30:07]
we're not
putting so much up there that it's hard
[30:11]
to find. And even in like the planning
board meeting last month, week, whatever
[30:16]
it was, they found several places where
the ordinances were updated and then
[30:21]
other places where they were not. And I
think just capacity wise, I worry about
[30:24]
having outdated information on the site.

I don't know if there's a way to make
like a a

document library kind of place where
things would live that I don't know if
[30:38]
that's harder to find if it's not on say
the zoning board or planning board page.

many links if we're going to put

most other towns in terms of what is on

the site. My only thoughts on like the
policy portion is you know maybe having

an area of things that can't be posted
on like here if it meets so I was just

I've given this a lot of thought I think
just maybe coming up some criteria that

if it meets it can be okay and if it or
if it meets it specifically doesn't you

know it immediately you know reject is
rejected because of it meeting certain

that's where the emails stop and I don't

just transparently don't get any
response back where I get hey thank you

for looking into this but I don't get
the examples and so I just think just
