[17:23] people on these flights are

[17:26] being shackled. They have their

[17:29] hands shackled to their waists.

[17:35] hunched. Uh, they cannot walk

[17:38] quickly. If on a flight, the

[17:40] oxygen mask drops from above,

[17:49] detained on the flights is one

[17:55] agents on the flights, is it

[18:05] council to insist that the faa

[18:07] follow its own rules, that ice

[19:14] their safety. I volunteer

[19:16] weekly to witness deportation

[19:17] flights at King County

[19:19] International Airport. We are

[19:21] concerned because detainees are

[19:25] not safe. We also monitor and

[19:27] track isis activity because Ice

[19:30] does not share information. We

[19:32] need your help to ensure that

[19:33] our flight witnessing team has

[19:36] clear access to all detainees,

[19:38] that we can monitor how they

[19:40] are being treated, and track

[19:42] who is being detained. Ice

[19:45] parks their buses in a way that

[19:48] obstructs our camera view. We

[19:49] need your help to ensure that

[19:51] Ice parks their buses in a way

[19:53] that gives us full visibility

[19:56] to all Ice activity during

[19:58] deportation flights. We also

[19:59] ask for assistance from King

[20:01] County International Airport

[20:03] Operations team to ensure that

[20:06] airport cameras are adjusted to

[20:08] maximize our visibility for

[20:11] detainees, to give us clear and

[20:13] unobstructed view of what is

[20:15] going on during deportation

[20:17] flights. If operation could

[20:19] consult with us to understand

[20:20] the challenges we are having,

[20:22] we think the camera view can be

[20:25] adjusted for better visibility.

[20:50] going on under the Trump

[20:51] administration. And Stephen

[20:53] s mass deportation

[20:53] program, and we don

[20:56] elaborate on that. What is

[20:58] deeply upsetting is that King

[21:01] County is not doing as much as

[21:06] we can to resist these things.

[21:08] There are rules and regulations

[21:10] that are not being adequately

[21:11] followed there. Have these

[21:13] things have been documented by

[21:14] the center for Human Rights at

[21:16] the University of Washington by

[21:18] La Resistencia, by Sudo.

[21:22] need to be aware. How can we

[21:23] help more people? Be aware.

[21:27] Follow your regulations, get

[21:29] that observer on the tarmac for

[21:31] every single deportation flight.

[21:34] So we know how many people are

[21:36] coming on and off the planes in

[21:37] shackles. We need to know how

[21:39] many people are injured in this

[21:41] process. We need to know if

[21:42] there is hot fueling going on.

[21:44] We need to know these things.

[21:45] They need to be part of the

[21:48] public record. We as citizens

[21:50] of this county deserve this

[21:52] information because these

[21:54] things are happening to people

[21:56] that we care about. I know that

[22:00] a lot of you care about this

[22:02] issue, and so we need to work

[22:04] together to make sure the rules

[22:06] and regulations are followed as

[22:18] concerns around this topic of

[22:20] hot fueling on these flight

[22:24] deportations. Um, as as as

[22:27] already reiterated it, it it

[22:29] seems that the King County

[22:30] Airport is not following its

[22:33] own rules and regulations, and

[22:36] faa policy. Um, this seems like

[22:39] a tremendous safety concern for

[22:41] this vulnerable population. Of

[22:43] shackled immigrants on these

[28:11] Executive about the issues, to

[28:12] see if any of them could be

[28:14] resolved during these last

[28:16] couple of years. Most of last

[28:17] year, we were just completely

[28:18] ignored. We often wouldn

[28:18] t get

[28:20] responses from the people in

[28:21] leadership positions and it

[28:22] felt like no one was listening.

[28:23] Listening to what we were

[28:25] reporting, which included

[28:26] examples of hot fueling and

[28:27] other issues we were running

[28:28] into when carrying out

[28:30] observations. Uh, really at the

[28:31] beginning of this years, when

[28:32] we finally started hearing back

[28:33] from the county, and they got

[28:34] to a point where we were told

[28:36] that once the new position was

[28:38] hired, then that position could

[28:39] document any violations of the

[28:40] rules, and actions could be

[28:42] taken. However, it seems that

[28:43] since this position has been

[28:44] instituted, things have

[28:44] changed. We

[28:45] re now being told

[28:45] that they

[28:46] re going to document

[28:48] violations of the rules. But

[28:50] rather than punishing isis

[28:51] contractors which break safety

[28:53] procedures, something which the

[28:53] airport

[28:54] s supplemental rules

[28:55] and regulations include, it

[28:57] states punishments and how

[28:57] they

[28:58] re going to increase

[28:59] depending on like subsequent

[29:00] violations, rather than usage

[29:02] utilizing that which is in the

[29:03] rules, they

[29:03] re instead going to,

[29:05] quote unquote, encourage

[29:06] contractors on a voluntary

[29:09] basis to follow suit rules. To

[29:10] me personally, this feels like

[29:12] very cowardly behavior from

[29:13] those in power, and it feels

[29:46] needs to actually take actions

[29:48] is its own airport and the

[29:49] treatment of human beings who

[30:12] reality is the Ice is actively

[30:14] and openly operating at the

[30:15] King County Airport, which of

[30:16] course is on King County

[30:17] property with little to no

[30:18] pushback from the King County

[30:19] Council. There

[30:20] s countless

[30:22] amount of human rights

[30:23] atrocities that Ice commits on

[30:25] a daily basis, and usually

[30:25] there

[30:27] s no oversight because

[30:27] they

[30:27] re given the green light

[30:29] by the federal government to

[30:30] act with impunity in the

[30:32] streets of our communities. But

[30:32] we

[30:33] re talking about today is

[30:35] isis actions on King County

[30:36] property and what seems to be

[30:38] county officials refusal to

[30:39] step in and enforce existing

[30:43] rules and regulations. The ice,

[30:44] these ice bites at King County

[30:46] Airport continue to be fueled

[30:47] with the well while the engine

[30:49] is running, in the process

[30:51] known as hot fueling, which,

[30:51] according to the National

[30:53] Transportation Safety Board, is

[30:55] extremely hazardous. Yet this

[30:56] is done right here at the King

[30:59] County Airport. While shackled

[31:01] immigrants are on board. When

[31:03] will aviation contractors like

[31:05] Sky service be sanctioned or

[31:07] stopped from continuous

[31:09] practice? And even when tragedy

[31:11] strikes due to this potentially

[31:13] volatile, explosive practice,

[31:14] will you be able to step in and

[31:15] say you did everything you

[31:19] could to stop it? The Geo

[31:22] Group, the private corporation

[31:23] that operates the Northwest

[31:25] Detention Center, whose bus is

[31:26] detention buses, are used in

[31:29] the facilitation of these Ice

[31:31] flights. Buses are parked in a

[31:32] way that intentionally blocks

[31:35] the cameras on the runway. This

[31:37] is a clear attempt to hide

[31:38] their mistreatment of migrants

[31:41] on the on the on the bus, who

[31:42] are shackled and heard on these

[31:44] ice flights for more detention

[31:46] and eventual deportation. Now,

[31:48] I know the county recently

[31:50] enacted a sanctuary or

[31:52] welcoming policy, but this

[31:54] means very little. If nothing

[31:55] is being done to restrict isis

[31:56] movements on King County

[32:02] property. So in closing, I just

[32:03] want to say the entire council

[32:04] must stay stronger and more

[32:06] decisive actions to challenge,

[32:07] disrupt and ultimately end all

[32:08] Ice activity at King County

[34:33] the deaths that are happening

[34:37] under Ice detention, um, I

[34:38] think we should all be losing

[34:41] sleep over this. We should all

[34:43] be doing everything in our

[34:47] power to minimize, at the very

[34:48] least, the risk that people are

[34:50] going to die in some fiery

[34:53] explosion because some company

[34:56] wants to cut corners. I mean,

[45:41] the project does not comply

[45:43] with King County regulations

[45:45] relating to soil erosion, steep

[45:48] slope hazards, grading and

[45:50] wildlife habitat networks. My

[45:54] first concern is that parks is

[45:56] circumventing the requirements

[45:58] spelled out in a letter from

[45:59] permitting, that lists the

[46:02] actions required. If a project

[46:06] disturbs more than 7000ft, the

[46:09] Northwest Disc Golf Association

[46:11] plan estimated the area to be

[46:19] cleared at 121,807ft. The

[46:21] second issue is the presence of

[46:23] a wildlife habitat network

[46:26] identified in the Critical area

[46:27] Assessment by Counties

[46:30] consulting firm esa. Bears,

[46:32] cougars, coyotes, beavers and

[46:34] otters travel through this

[46:36] park, but the checklist

[46:37] dismissed the importance of the

[46:40] corridor, which is regulated by

[46:42] King County Code. These two

[46:44] issues are just a few of the

[46:45] many problems created by this

[46:46] project.

[46:50] will terminate the project

[46:52] because of its shortcomings. At

[46:54] a minimum, it should comply

[46:55] with all of the regulations

[46:57] detailed in my written remarks.

[47:18] afternoon to thank the King

[47:19] County Parks for their

[47:19] willingness to be able to

[47:21] partner with us to install a

[47:22] disc golf course at the

[47:25] Petrovsky Park. As a longtime

[47:26] resident of Renton, I

[47:26] ve spent

[47:28] over 35 years using Petrovsky

[47:29] Park from playing baseball as a

[47:32] child to taking my kids as

[47:33] adult to the play area. I

[47:34] deeply appreciate the county

[47:35] s

[47:36] continued investment

[47:38] enhancement of this park. We

[47:39] have been working with King

[47:40] County Parks for on this

[47:42] project for over four years,

[47:43] and grateful for their support

[47:44] and vast majority of the

[47:45] community members who also

[47:48] support this. Um, we, uh, have

[47:51] already, um, spent a lot of

[47:53] time and effort to be able to

[47:54] address the concerns of the

[47:56] community and have gone through

[47:57] all the different regulatory

[47:59] requirements that are necessary

[48:01] to be able to stay within the

[48:03] the bounds of the law and be

[48:04] respectful of our

[48:06] environmental, regulatory and

[48:08] native sites that are important

[48:11] to be able to ensure that we

[48:12] are being respectful and

[48:14] useful. This land and property,

[48:16] um, we are so grateful for this

[48:17] opportunity to be able to

[48:18] partner with the parks and the

[48:20] support of the council, as well

[48:21] as well. We acknowledge that we

[48:24] have a small majority or

[48:26] minority of neighbors who are

[48:28] not supportive of this course,

[48:28] due mainly to their

[48:30] unwillingness to share their

[48:33] space. Um, uh, the park space

[48:35] near their homes. Uh, we want

[48:35] to assure you that we

[48:36] ve been

[48:37] taking all the steps that we

[48:38] can with the King County Parks

[48:39] people to address these

[48:40] concerns. If you

[48:41] d like to hear

[49:07] resident for 13 years, where I

[49:08] have served our community as an

[49:10] rn at Valley Medical Center. I

[49:11] have three children in the Kent

[49:12] School District and I

[49:14] m

[49:16] here to express my sincere

[49:17] disappointment and frustration

[49:18] with the process. King County

[49:20] Parks has used to advance an

[49:21] unfavorable disc golf course at

[49:23] Petrovsky Park. In addition to

[49:24] speaking today, I have

[49:25] submitted thorough

[49:26] documentation and evidence of

[49:28] my concerns. We learned about

[49:29] this project. Incidentally, in

[49:31] 2024, despite being the

[49:32] neighboring hoa already

[49:33] identified as a project

[49:35] concern, we immediately met

[49:36] with parks where both Trubisky

[49:38] Park and Woodside Homes

[49:39] expressed substantial

[49:41] opposition. We were repeatedly

[49:41] assured it

[49:42] s early and you

[49:42] ll

[49:43] have a chance to weigh in as

[49:45] stakeholders. Then in MAY, we

[49:46] were blindsided with a

[49:47] finalized design that

[49:48] disregarded every single

[49:50] concern we brought forward at

[49:52] the meetings. No opportunity to

[49:53] weigh in on the design as

[49:54] promised, and the project had

[49:57] expanded from 18 to 27 holes

[49:58] for an even bigger negative

[49:59] footprint. Flying discs will be

[50:01] approximately 50ft from

[50:02] neighboring homes and 20ft from

[50:04] the existing trail. Despite

[50:05] being able to travel hundreds

[50:06] of feet when we requested

[50:08] greater setbacks, project

[50:09] manager Charlie Holbein

[50:10] responded with a factually

[50:12] inaccurate code citation,

[50:13] telling us the course could be

[50:14] just five feet from our

[50:16] property. Lines, as though we

[50:17] should be grateful for what we

[50:19] got. This is just one example

[50:20] of the dismissive disrespect

[50:20] we

[50:22] ve experienced from parks.

[50:23] Rather than being treated as

[50:24] residents who live here, know

[50:26] this park and deserve a

[50:27] meaningful voice, and what

[50:29] happens in our own backyard, I

[50:30] expect more from King County,

[50:31] and this does not reflect the

[50:33] standards King County claims to

[50:35] uphold. We are still waiting on

[50:36] outstanding public records

[50:37] requests from JUNE. I

[50:38] ve

[50:39] reached out to leadership on

[50:40] multiple occasions. Our

[50:41] concerns continued to be sent

[50:43] back to the very people in

[50:44] charge of the project were

[50:46] complaining about, or ignored

[50:48] entirely. We have lost faith in

[50:49] this process, and we are

[50:50] dangerously close to losing

[50:51] faith in King County

[50:51] s ability

[50:52] to hold its own departments

[50:55] accountable. The 740 and

[50:56] growing signatures opposing

[50:57] this project should tell you

[50:59] that this loss of trust extends

[51:00] far beyond me. I

[51:01] m asking you

[51:02] to halt this project and

[51:04] withdraw the current proposal.

[51:05] Listen to the actual community

[51:07] before our park is permanently

[51:08] changed and your Fairwood

[51:10] residents rally against you.

[52:59] and Grants, or cpg, has a

[53:01] projects webpage dedicated

[53:04] entirely to the Petrovsky Park

[53:06] Disc Golf course. It complains.

[53:08] It claims that 78% support the

[53:10] disc golf project, and survey

[53:12] results indicate strong support

[53:14] among park neighbors. This is

[53:16] based on a 2024 survey that

[53:18] asks if King County Parks were

[53:19] to build a new backcountry

[53:21] style disc golf course at

[53:24] Petrovsky Park. I would. That

[53:24] s

[53:27] it. No map, no design, no

[53:28] picture of what it would look

[53:30] like. What does backcountry

[53:32] mean? Where will it go? Is the

[53:34] park bigger than we thought? We

[53:36] emailed Parks and Rec and

[53:36] Reagan Dunn

[53:37] s office and told

[53:39] them the survey was biased. It

[53:40] targeted disc golfers and had

[53:42] no measures to prevent ballot

[53:44] stuffing. We have evidence

[53:46] shared this across their

[53:49] network. Cpg spent 15 hours

[53:51] conducting their survey. Those

[53:52] 15 hours were spent trying to

[53:54] sell people on the project.

[53:56] Fast forward nearly two years

[53:57] later, that is still the only

[53:59] survey cpg has done for this

[54:02] project. Of the over 400 hours

[54:02] I

[54:04] ve spent defending this

[54:05] project this past week and a

[54:07] half, I spent over 80 going

[54:09] door to door, dropping off per

[54:11] household access codes to an

[54:12] informed survey that provides

[54:14] both sides of the argument. The

[54:15] survey spans eight

[54:16] neighborhoods and consists of

[54:19] responses from over 365

[54:22] households and 455 individuals.

[54:25] The cpg website claims 78%

[54:26] support the disc golf course.

[54:31] We measured 18%. Let me

[54:32] reiterate what this is. You

[54:34] have a project literally weeks

[54:36] away from breaking ground that

[54:38] only has 18% support from the

[54:40] surrounding communities, while

[54:42] the Parks Department claims a

[54:44] supermajority supported. That

[54:44] s

[54:46] a huge, embarrassing difference

[54:49] of 60 percentage points. This

[54:51] should never happen, and it is

[54:54] a scandal when not sure is

[54:56] excluded. Over 80% of votes do

[54:58] not support the course. We have

[54:58] asked Regan

[55:00] s office to step up

[55:00] and do.

[55:01] Something about this. To wrap.

[55:06] and put a stop to this farce

[59:05] television. I always loved the

[59:08] Dolly Parton show. And her song

[59:14] clothes came more often from

[59:15] the Goodwill and Salvation

[59:18] Army. Uh, although sometimes,

[59:20] on a good day, the Kmart. But

[59:23] she rose from poverty, uh, to

[59:25] really an advocate for all of

[59:27] the best of America. She was a

[59:31] champion for lgbtq communities.

[59:35] Um, and, uh, really just lifted

[59:39] people up. Loved her songs. 9

[59:41] to 5, coat of Many Colors.

[59:45] cross your mind? And, uh, had

[59:47] the privilege to see her years

[59:49] ago in concert down at Kent at

[59:52] the beautiful show where arena.

[59:54] Uh. And then in our state. She

[59:56] was a great champion for

[59:59] reading. Uh, she founded the

[1:00:01] Imagination Library in

[1:00:02] Tennessee, and it spread around

[1:00:04] the country, providing a

[1:00:06] monthly free book to children.

[1:00:07] Uh, millions of them, because

[1:00:09] she saw their father couldn

[1:00:09] t

[1:00:11] read and all that. That meant

[1:00:12] in his life. Uh, so I

[1:00:13] appreciated that. I appreciate

[1:00:15] the opportunity to just reflect

[1:00:16] here a little bit on the

[1:00:18] passing of this American icon,

[1:00:20] great feminist leader, uh, and

[1:00:22] a great leader for our country.

[1:00:23] re privileged to have

[1:01:16] immeasurable hole in the lives

[1:01:19] of those who loved him. Today

[1:01:19] we honor to Sean

[1:01:20] s life and the

[1:01:22] memories his family continues

[1:01:24] to carry. I especially want to

[1:01:25] recognize the members of his

[1:01:27] family who have joined us here

[1:02:48] involved in community is a

[1:02:50] blessing to all. Too many of

[1:02:52] our bright lights have been

[1:02:55] extinguished by gun violence.

[1:02:57] The passage of time has

[1:03:00] amplified the need for us to be

[1:03:02] vigilant with regard to gun

[1:03:07] violence prevention. One of my

[1:03:10] friends, Annie Lee, the former

[1:03:13] director of of Team Child, used

[1:03:15] to say at every meeting that I

[1:03:19] attended with her, what

[1:03:21] opportunities have we given for

[1:03:24] children to succeed? What are

[1:03:26] we giving to them in terms of a

[1:03:31] legacy and how do we pay the

[1:03:33] debt to future generations of

[1:03:35] doing more to stop these gun

[1:03:37] violence incidents? Thank you
