by acknowledging that we are meeting on

the traditional lands and treaty
[3:47]
territory of the Sago jiay nation which
[3:50]
includes the Chipawa of Nash unseated
[3:53]
First Nation and the chipa was of sagin
[3:55]
first nation whose ancestors were the
[3:57]
first to inhabit care for and live on
[3:59]
this land Land We recognize and deeply
[4:01]
appreciate the contributions that
[4:03]
indigenous peoples have made both in
[4:05]
caring for this land and shaping and
[4:06]
strengthening this community our
[4:08]
Province and our country as a public
[4:11]
service organization we are dedicated to
[4:13]
learning and acknowledging indigenous
[4:15]
history and culture and are committed to
[4:17]
actions that move us towards a journey
[4:18]
of Truth healing and reconciliation with
[4:21]
the Sagi noji Nation the matey nation of
[4:24]
Ontario and the historic sagin matei

matters arising out a closed

four said the potential litigation

matter was provided for
[5:25]
information but from my understanding of
[5:28]
the close session
[5:30]
we actually gave some directions to
[5:32]
staff but that's not captured here is
[5:34]
that correct we gave directions to
[5:38]
staff so I'm a little
[5:41]
confused because the two other ones it
[5:43]
said Direction was provided Direction
[5:45]
was provided to staff I thought we gave
[5:47]
some directions to staff help
[5:54]
please to you um mayor to the counselor
[6:00]
um on that particular item uh no there
[6:02]
was no Direction provided to staff it
[6:04]
was information um presented to council
[6:08]
by the
[6:12]
lawyer um if I I there was no Direction

given to our staff there was a uh a

process perhaps that was acknowledged by
[6:23]
our legal counselor but you know

specifically there was none given to our
[6:27]
staff for followup so

it could be splitting hairs but like
[6:33]
specifically to our staff I don't
[6:35]
believe there was any direction given it
[6:36]
was more to our legal council so whether
[6:39]
whether that's included to staff I don't
[6:41]
I'm not sure the technicality of that

but there was there was a process that

was being

[8:11]
application the uh instructions
[8:13]
regarding the process of the meeting
[8:15]
remain the same for each one so I'm just
[8:17]
going to read it once and then remind
[8:18]
you that we're going to do it again and
[8:20]
again so uh this is a hearing under the
[8:23]
planning act so if anyone from the
[8:25]
public is interested in this application
[8:27]
or wishes to receive a notice of the
[8:29]
decision there is an email address
[8:32]
available from our planner this evening

decision on this application is limited

[9:51]
you tonight is uh file a12 ban uh this
[9:55]
is for a reduction in a rear yard
[9:57]
setback from the require 7.5 M to 5.5 m
[10:03]
The Proposal is for an addition at 39
[10:06]
Institute uh along the bay dor Shoreline
[10:09]
for a two-car garage with a second story
[10:13]
addition portions of the existing
[10:15]
structure are up to 2.2 M from the rear
[10:19]
yard um the bulk of the addition will be
[10:21]
set back around 6.8 M from the rear lot
[10:26]
line except for a turret feature which
[10:29]
would be 5.5 m so in considering the
[10:33]
four tests of the minor variance um I
[10:36]
won't detail all four of them but
[10:38]
instead draw your attention to
[10:40]
maintaining the purpose and intent of
[10:42]
the zoning bylaw so the intent of reard
[10:45]
setbacks is to maintain orderly
[10:47]
development and adequate open amenity
[10:51]
space uh given portions of the existing
[10:54]
dwelling are 2.2 M the proposal to
[10:57]
create an addition set back between
[10:59]
between 5.5 and 6.8 M uh does not
[11:02]
introduce a new form of development to
[11:04]
the
[11:05]
area on top of that amenity space is
[11:08]
generally maintained um the applicant
[11:10]
has uh detailed that the area for the
[11:13]
proposed garage is currently used for
[11:16]
open parking and would th be replaced by
[11:18]
sheltered parking in the garage and that
[11:21]
pushing further to meet those uh that
[11:23]
7.5 M would require greater tree
[11:27]
clearing uh I want to draw the committee
[11:29]
attention to um two conditions which are
[11:34]
proposed outside of the typical
[11:36]
conditions one and two that you see um
[11:39]
so the third uh condition relating to an
[11:42]
archa archaeological study um a study
[11:46]
was completed in consultation with Sagi
[11:48]
njib Nation um this gets into the
[11:51]
technicalities of how these are
[11:52]
typically approved um typically the
[11:55]
report is done uh following completion
[11:58]
of indigenous review and engagement the
[12:01]
reports are reviewed by the appropriate
[12:03]
provincial Ministry and entered into
[12:06]
their registry um we're experiencing
[12:08]
delays in Ministry review there and
[12:10]
considered it prudent to um keep the
[12:13]
file moving through the approval process
[12:16]
uh um leaving this last step as a
[12:20]
condition uh the fourth condition is for
[12:24]
a survey to be done um to confirm the
[12:27]
existing and proposed setbacks uh and
[12:29]
ensure that there's no encroachment into
[12:31]
the municipally owned RightWay along the
[12:34]
Waterfront um finally to note that uh s
[12:38]
Valley conservation Authority have
[12:39]
reviewed and confirmed that their haing
[12:42]
Hazard
[12:43]
mapping uh will be updated and that the
[12:45]
proposal is outside of any Hazard
[12:48]
mapping uh with these conditions
[12:50]
Incorporated and the analysis provided
[12:53]
we consider the application to meet the
[12:55]
four tests of the minor variance and
[12:56]
recommend approval

this file is a reduced rear yard setback

um for a shed at 558 C on Terrace uh the
[16:41]
typical setback uh sorry from required 6
[16:45]
M to a requested 2 m the typical setback
[16:49]
for an accessory structure in a
[16:51]
residential area can be one meter from a
[16:54]
rear yard however for this particular
[16:57]
lot which is considered uh through lot
[17:00]
um given that station Beach Road is
[17:02]
behind
[17:03]
it um there are specific Provisions
[17:05]
which require accessory structures in
[17:08]
the rear yard to be subject to front
[17:10]
yard setback which in this case is six
[17:12]
meters so again um I'll draw your
[17:15]
attention to the intent maintaining the
[17:17]
intent of the zoning bylaw uh the
[17:20]
provision related specific provision
[17:23]
related to through Lots so these
[17:25]
Provisions help to manage uh streetscape
[17:28]
impacts to streets or lanes that would
[17:31]
be Abed by a rear yard the street in
[17:34]
question station Beach Road is not
[17:36]
actually situated within that R of way
[17:39]
um rather it's within a municipally
[17:42]
owned piece of land along the
[17:44]
beach uh so effectively station Beach
[17:47]
Road is buffered from development at the
[17:49]
rear of the property by the 20 meter
[17:51]
Road allowance uh which is maintained in
[17:54]
a vegetated semi-natural state uh the
[17:58]
proposed shed wouldn't physically
[18:00]
encroach in the allowance and would not
[18:02]
limit any future potential uses of that
[18:04]
road
[18:05]
allowance um the site is constrained by
[18:08]
the large Bluff feature bisecting it um
[18:11]
permitting this reduced rear yard
[18:13]
setback would allow for the proposal to
[18:16]
situate a shed uh and a pool in the
[18:19]
future beyond the toe of the slope and
[18:21]
outside the Environmental Protection
[18:23]
Zone um which sagin Valley conservation
[18:27]
Authority has reviewed and supports the
[18:30]
request
[18:31]
um given the above we consider the
[18:34]
proposal to meet the four tests of the
[18:36]
minor variance and recommend
[18:41]
approval thank you uh any technical
[18:45]
questions for the
[18:46]
planner councelor Blackwell please uh
[18:50]
thank you through you um one of the
[18:52]
comments is specifically about it being
[18:54]
buffered from the station Beach Road
[18:56]
with that road allowance when we did
[18:58]
some of our Waterfront Master plans
[18:59]
there was some discussion about
[19:01]
potentially in the future of how that
[19:03]
might be um organized a bit differently
[19:07]
if we needed to open up um that
[19:09]
currently vegetated Road allowance would
[19:11]
you still recommend this if that was to
[19:14]
be a
[19:16]
road sure uh through you
[19:20]
um if it were opened up as a road um of
[19:24]
course this structure would be situated
[19:27]
closer than the zoning bi law permits as
[19:29]
of right um two things I would note
[19:32]
there um are there are quite a few
[19:36]
properties most along this stretch um do
[19:39]
use that rear amenity space um I I
[19:43]
believe some even do encroach into the
[19:45]
road allowance um so this this proposal
[19:48]
wouldn't physically limit any use of
[19:51]
that um space the considering the
[19:53]
streetcape impacts uh would of course be
[19:56]
a consideration but it would be um a
[19:58]
broad exercise along that stretch um
[20:02]
second thing to note um which I'm sure
[20:04]
you know is of course that it's um very
[20:06]
well vegetated now so um that would
[20:09]
obviously be weighing into that
[20:15]
decision one of the comments you made
[20:17]
was that the pool would be put in in the
[20:20]
future is there
[20:21]
a I'm wondering about what future means
[20:26]
and uh is this minor variance for the
[20:29]
shed or is it for a pool
[20:36]
sometime right um through you the the
[20:39]
minor variance specifically is for the
[20:41]
shed the applicant has stated that they
[20:44]
don't have a specific plan to install
[20:47]
the pool immediately um uh but given the
[20:51]
constraint of that the toe of the slope
[20:55]
um if the shed were situated to meet
[20:57]
those setbacks
[20:59]
they would be limited in any possibility
[21:01]
to install that pool um so to the letter
[21:05]
the shed the minor variance is for the
[21:08]
shed structure it creates the ability
[21:11]
for the applicant to build the pool in
[21:13]
the
[21:16]
future further
[21:19]

date is for roughly 66 hectare parcel
[23:22]
containing an existing
[23:24]
dwelling uh which would leave a roughly
[23:27]
81 hectare Farm parcel the required
[23:30]
resoning is to prohibit residential uses
[23:34]
on the retained Farm parcel and apply
[23:37]
holding for the lands with high
[23:38]
archaeological
[23:40]
potential uh on both severed and
[23:42]
retained
[23:43]
Parcels The Proposal um is consistent
[23:47]
with the agricultural policies for
[23:49]
Surplus Farm dwelling severances in both
[23:52]
the provincial policy statement and
[23:53]
Bruce County official plan and as such
[23:56]
we recommend approval
[24:00]

shortly after this so they they don't

need to come back and submit an

will provide an update on the new Bruce
[26:56]
County official plan and I realize this
[26:59]
is uh in delegations and presentations
[27:03]
but we're we're going to be heavy on the
[27:05]
presentation uh so that you're not
[27:07]
limited to precisely five minutes for
[27:10]
the for the presentation okay thank you
[27:13]
so much for that uh we're going to need
[27:15]
about 20 minutes if that's all right
[27:17]
with
[27:18]
Council thank you very much uh mayor

Craig for the introduction and uh thank
[27:23]
you to King Carden Council for having us
[27:26]
it's my pleasure to present to you today
[27:27]
the draft of the new Bruce County
[27:29]
official plan this draft has been a long
[27:32]
time coming and represents significant
[27:34]
effort from planning staff from the
[27:36]
beginning we have worked with the
[27:37]
Consulting team at wsp and along the way
[27:40]
we have worked with Consultants like
[27:41]
Watson and Associates dbh soil services
[27:44]
and nor South environmental Inc today we
[27:47]
want to provide a highlevel overview of
[27:49]
the plan and receive
[27:51]
questions the official plan needs to be
[27:53]
consistent with provincial policies and
[27:55]
directions including the new provincial
[27:57]
planning statement which was released at
[27:59]
the end of August and will come into
[28:00]
force on October
[28:02]
20th it also needs to reflect the Bruce
[28:05]
County context and we will talk about
[28:07]
the PPS a little bit later to understand
[28:09]
the Bruce County context we compared the
[28:12]
we completed the Bruce GPS project that
[28:15]
occurred in 2018 through 2019 and it was
[28:19]
an extensive public engagement that led
[28:21]
to eight guiding principles that are
[28:23]
found in the draft new official plan
[28:25]
discussion papers were prepared for each
[28:27]
of the guiding principles from 20199 to
[28:30]
2022 and those included potential policy
[28:35]
directions some of these directions were
[28:37]
already addressed through a number of
[28:38]
amendments made to the existing plan and
[28:41]
others were left to the new plan these
[28:44]
potential policy directions were largely
[28:46]
incorporated into the new official plan
[28:48]
and in a few cases where they were not
[28:50]
specifically addressed it was due to
[28:52]
conf conflict with provincial direction
[28:54]
or we felt it was better addressed
[28:55]
through other planning tools like in
[28:57]
local official plan or strategy
[28:58]
documents and the slide that I have up
[29:01]
up now um provides a summary of all of
[29:05]
the um well a high level summary of what
[29:07]
was included through the Bruce GPS and
[29:09]
what was included in and what was not
[29:12]
included but moving
[29:15]
on um much of the work in preparing the
[29:18]
plan was completed through various
[29:19]
amendments to the existing County
[29:21]
official plan including additional
[29:24]
residential units
[29:25]
policies agricultural policies
[29:28]
a housekeeping Amendment the growth
[29:31]
management and servicing policies which
[29:33]
was another Standalone Amendment and the
[29:36]
implementation policy
[29:38]
Amendment other policies from the plan
[29:41]
the existing plan continue to remain
[29:44]
relevant and appropriate and are also
[29:46]
included in this uh new draft official
[29:48]
plan to make it easier to follow uh
[29:51]
what's changed and to understand the
[29:54]
difference between the current policies
[29:55]
and the proposed new policies we have
[29:58]
highlighted policies that are unchanged
[30:00]
or only modified slightly from the
[30:02]
currently approved plan policies by
[30:04]
coloring them gray in the draft and
[30:06]
marking them up as indicated on this
[30:08]
slide white text in the background is a
[30:11]
new or more substantially modified from
[30:13]
the current
[30:15]
plan in terms of structure the proposed
[30:18]
plan consists of six parts which are
[30:20]
outlined on this Slide the first five
[30:22]
parts lay out the vision growth forecast
[30:25]
countywide policies policies for
[30:27]
designation
[30:28]
and then implementation policies site
[30:31]
specific policy amendments that need to
[30:33]
be carried forward will be gathered
[30:34]
together in part six uh which staff are
[30:36]
still
[30:40]
compiling as I promised earlier here
[30:42]
here we'll introduce the new provincial
[30:44]
planning
[30:46]
statement the new provincial planning
[30:48]
statement directs that for growth
[30:50]
planning and specifically population
[30:52]
projections we are to follow the
[30:53]
Ministry of Finance
[30:55]
forecasts this is already a standard
[30:57]
practice and what was used in
[30:59]
formulating the new draft Bruce County
[31:01]
official plan the province approved the
[31:04]
countywide growth
[31:06]
forecast in um August the province
[31:10]
regularly Issues new forecasts and we
[31:12]
will monitor growth relative to these
[31:14]
forecasts the plan Horizon to
[31:17]
2046 lines up with the duration of the
[31:20]
current
[31:21]
forecast one function of growth forecast
[31:23]
is to plan for land budgeting as in is
[31:26]
there enough land in the regional Markin
[31:28]
market area to support growth over the
[31:30]
plan Horizon focusing on a regional
[31:33]
market area presented some challenges in
[31:35]
Bruce County in terms of focusing on the
[31:38]
whole County as the market area and then
[31:41]
having to review changes relative to
[31:43]
that countywide land Supply we provided
[31:46]
comments to The Province on this when
[31:47]
the PPS was under review now the new
[31:50]
provincial planning statement has remove
[31:52]
requirements for comprehensive reviews
[31:54]
this solves that uh countywide issue but
[31:59]
also opens up our communities to risks
[32:02]
that proponents can apply to expand
[32:04]
Municipal boundaries uh settlement area
[32:07]
boundaries whenever they have land and
[32:10]
if they appeal they can appeal a refusal
[32:13]
to approve a municipal uh settlement
[32:16]
area boundary expansion which could
[32:18]
impact our ability to shape communities
[32:20]
so to address this we have included
[32:23]
proposed policies in the draft new Bruce
[32:25]
County official plan that provide
[32:26]
Direction and CR IIA for boundary
[32:28]
expansions and this will help ensure
[32:30]
that municipalities are able to direct
[32:32]
where and how they will grow for the
[32:34]
benefit of the whole
[32:38]
Community through this plan we have been
[32:41]
working to structure policies wherever
[32:42]
possible to point to provincial
[32:44]
Direction without duplicating the
[32:46]
direction this is an effort to reduce
[32:48]
the need to amend the plan if provincial
[32:50]
Direction changes we could yet take an
[32:52]
opportunity to point more directly to
[32:54]
collaboration with school boards in the
[32:56]
new plan as is highlighted in this slide
[32:58]
the new draft plan also Maps natural
[33:01]
heritage and Water Resource systems this
[33:03]
system approach for the new Bruce County
[33:05]
official plan reflect reflects direction
[33:08]
that was established in the 2014 PPS and
[33:11]
is carried forward in the 2020 and now
[33:13]
the 2024 PPS and we'll talk a little bit
[33:16]
more about the natural heritage and
[33:18]
Water Resource systems uh in a
[33:20]
moment we will now take you on a guided
[33:23]
tour of the official plan and um staff
[33:27]
have been gracious and enough to allow
[33:28]
uh Jack to navigate some um some
[33:33]
interpretation tools that we have
[33:34]
available on the plan the Bruce website
[33:37]
so the mapping that we have up here is
[33:40]
um is an interactive tool that's
[33:42]
available for the public to be able to
[33:44]
compare the current schedules in the
[33:47]
Bruce County official plan with the
[33:49]
proposed draft so this first slide that
[33:51]
we're looking at is for schedule a it
[33:53]
has the same general content as the
[33:55]
current schedule a agriculture areas are
[33:58]
now defined by property boundary as
[34:01]
opposed to previously following um a
[34:04]
soils mapping and so what that resulted
[34:07]
in is is in the past some Lots would
[34:09]
have a mixture of some primeag and some
[34:11]
Rural and that made it difficult to
[34:14]
apply policies the agriculture Maps were
[34:17]
prepared based on a land evaluation area
[34:20]
review analysis that was completed by
[34:22]
the province in that provincial review
[34:25]
The First Cut had three components um uh
[34:28]
recommended Prime agricultural land
[34:31]
nonprime and potential Prime planning
[34:34]
staff took that output from The Province
[34:37]
and with wsp and dbh soil Services we
[34:41]
reviewed and refined that output from
[34:43]
the provincial year to create the two
[34:45]
designations proposed in the draft new
[34:47]
official plan Agricultural and Rural we
[34:50]
then did a check-in with local Municipal
[34:52]
staff and to derive the proposed
[34:55]
schedules the plan text re recognizes
[34:58]
the agriculture system as an important
[35:00]
economic contributor to the County's
[35:03]
Prosperity agricultural areas will be
[35:05]
allow two additional residential units
[35:07]
to align with a new provincial planning
[35:09]
statement this is an increase up um from
[35:12]
only one permitted in the current plan
[35:14]
this means that the policies for
[35:15]
agriculture and Rural lands will be the
[35:17]
same when it comes to additional
[35:19]
residential units we've updated open
[35:22]
space lands to include land trust and
[35:24]
NGO lands that are eligible for
[35:26]
provincial conservation land tax
[35:29]
incentives we've Incorporated the best
[35:31]
available Hazard land information from
[35:33]
conservation authorities and we've
[35:35]
merged Shoreline Inland Lake and Travel
[35:38]
Trailer Park and Campground into one new
[35:44]
designation schedule B is a
[35:47]
transportation map that shows all of the
[35:50]
uh County highways local roads
[35:53]
provincial highways it's the same
[35:55]
general content as the current schedule
[35:57]
be transport
[36:00]
um I just received a note that we might
[36:02]
have um the slides flipped that North
[36:06]
might not be pointing
[36:08]
up
[36:10]
um Schedule C constraints is the next U
[36:13]
map that I wanted to take us through
[36:15]
natural heritage constraints um have
[36:18]
been removed from this map and now
[36:20]
appear on Schedule E other than that the
[36:23]
same um General approach is taken to the
[36:25]
constraints map it shows features that
[36:28]
might constrain development such as
[36:30]
known gravel deposits landfills and
[36:33]
other uh features that development needs
[36:35]
to stay away from Schedule D is the
[36:38]
source water protection mapping the
[36:41]
viewer that we have available shows the
[36:43]
data that will be in the plan as a
[36:45]
series of maps as they exist in the
[36:47]
source protection plans this way they
[36:49]
can be easily updated in the county
[36:51]
official plan when there is a change to
[36:53]
the source protection plan without
[36:55]
having to go through a formal amendment
[36:57]
to the county official plan Schedule E
[37:00]
is the natural heritage system mapping
[37:03]
the current viewer includes the areas of
[37:06]
natural and scientific interests and
[37:08]
provincially significant Wetlands that
[37:10]
are currently within Schedule C of the
[37:12]
plan and um the proposed mapping has uh
[37:17]
quite extensive natural environment
[37:19]
features the county has a tremendous
[37:22]
natural Legacy that includes the hon
[37:24]
Fringe which is an important migratory
[37:26]
bird pathway along the Lake here on
[37:28]
Shore and is home to the grck swamp the
[37:30]
largest forested wetland in Southern
[37:32]
Ontario the plan Builds on the legacy of
[37:35]
conserving natural herit natural
[37:37]
heritage features for current and future
[37:40]
generations to appreciate that has been
[37:42]
already established in the current Bruce
[37:44]
County official plan we should note that
[37:47]
the current County plan predates
[37:49]
provincial Direction established in the
[37:51]
2014 PPS that requires an identification
[37:54]
of the natural heritage system in
[37:57]
including features and areas and
[38:00]
linkages that are intended to provide
[38:02]
connectivity and support National
[38:04]
processes so although the way the
[38:06]
natural features are now Illustrated in
[38:08]
the new draft County official plan might
[38:10]
feel new this is implementing provincial
[38:12]
direction that has been a standard
[38:14]
Ontario wide for over a decade the plan
[38:17]
has also adopted distinct approaches for
[38:19]
Northern Bruce County and Southern Bruce
[38:21]
County for Northern Bruce County based
[38:23]
on the relative abundance of natural
[38:25]
heritage features the focus is
[38:27]
identifying and protecting the largest
[38:30]
areas of intact habitat which are known
[38:32]
as core areas for southern Bruce County
[38:35]
the core area approach is not used but
[38:37]
instead focus on maintaining key
[38:39]
features and the system of relatively
[38:41]
smaller forests and then the linkages
[38:44]
like river valleys that connect nature
[38:46]
in an interconnected system on the
[38:49]
landscape we have included an annotated
[38:51]
legend in the PDF schedules that
[38:54]
describes criteria for development
[38:56]
within the natural hair Heritage system
[38:58]
and adjacent lands and when you're using
[39:00]
the viewer you can click on a feature
[39:02]
and the development criteria will will
[39:04]
pop
[39:05]
up high level policy direction for the
[39:08]
features is available in the interactive
[39:11]
version within the policy we have sought
[39:13]
to be generally aligned with the
[39:15]
provincial planning statement there are
[39:17]
areas where have we we have gone beyond
[39:19]
the provincial planning statement for
[39:20]
example extending Pro protection for
[39:23]
more Wetlands than just those that are
[39:25]
identified as provincially significant
[39:28]
provincial Direction already requires
[39:30]
that we protect and prohibit development
[39:32]
within provincially significant Wetlands
[39:35]
the county plan also includes larger
[39:37]
unevaluated wetlands in this protection
[39:40]
such that the policy would not permit
[39:41]
development in the fature and
[39:43]
development adjacent to this feature uh
[39:46]
would have to demonstrate no negative
[39:48]
impact in these features existing
[39:50]
agricultural uses are allowed to
[39:53]
continue another new direction that we
[39:55]
know is of interest um we had a lot of
[39:57]
questions at the open houses that we
[39:59]
hosted last week is the approach the
[40:01]
systems based approach to the natural
[40:05]
environment system and how linkages are
[40:07]
a part of this linkages illustrate the
[40:11]
interconnected nature of the natural
[40:12]
environment features on the landscape
[40:15]
within linkages the policy would be that
[40:18]
existing uses can continue and the
[40:20]
linkage functions should be maintained
[40:22]
so when you're reviewing the natural
[40:23]
environment map and uh Jack is
[40:25]
highlighting them now there are local
[40:27]
level um linkages which are noted in in
[40:31]
purple and then there's county level
[40:33]
linkages that are noted in the broader
[40:35]
yellow
[40:36]
band a linkage that crosses a farm field
[40:39]
between two Forest patches does not
[40:41]
require the farmer to make any change to
[40:43]
their farming practice if there were a
[40:46]
major change like a gravel pit proposal
[40:48]
for example then enhancement of the link
[40:51]
linkage function could be required again
[40:55]
there is no impact to existing uses the
[40:57]
linkages identify how nature moves
[41:00]
across the landscape and existing Farm
[41:02]
Fields roads and even existing buildings
[41:04]
are part of that existing
[41:07]
condition not all of the natural
[41:09]
heritage features could be mapped Valley
[41:11]
lands are not mapped however development
[41:14]
pressures are generally not seen in
[41:16]
these areas due to Natural Hazard
[41:19]
constraints significant wildlife habitat
[41:22]
and habitats of threatened species and
[41:24]
endangered species are subject to change
[41:27]
as species are added or removed from the
[41:29]
list and provincial or federal law
[41:31]
applies to these endangered and
[41:33]
threatened species habitats regardless
[41:35]
of what we have in the Bruce County
[41:36]
official plan these habitats can include
[41:39]
things like vernal pools which are
[41:41]
Springtime pool pools that are temporary
[41:43]
where amphibians breed uh or another
[41:46]
example would be Bank barns where Barnes
[41:48]
swallows nest it would be impractical to
[41:51]
attempt to map all of these um
[41:53]
significant features in the county
[41:55]
official plan we did aim to identify
[41:58]
features and areas that include many
[42:01]
many significant wildlife habitats such
[42:03]
as the core areas that I mentioned
[42:05]
earlier
[42:06]
and habitats for that would be suitable
[42:09]
for endangered and threatened species
[42:11]
also occur
[42:12]
here we have shown natural heritage
[42:15]
systems conceptually within settlement
[42:18]
areas where a local official plan adopts
[42:21]
different mapping in their settlement
[42:23]
area than the county official plan the
[42:25]
intent would be to incorporate the local
[42:27]
mapping into the county plan we have
[42:30]
shown that there is continuity of
[42:32]
natural features between the county and
[42:33]
S Saga jibway nation chipa was of nawash
[42:37]
unseated First Nations the national
[42:39]
parks and the Bruce Power site however
[42:41]
the plan does not assert any
[42:42]
jurisdiction in these areas moving on to
[42:45]
schedule F which is the Water Resource
[42:48]
system the provincial planning statement
[42:50]
requires that we identify a Water
[42:52]
Resource system this includes surface
[42:55]
water features and ground water
[42:58]
features one area that is new is the
[43:01]
mapping of significant groundwater
[43:02]
recharge areas concard has some of these
[43:05]
areas although the extent of these areas
[43:08]
is not as great as several other
[43:09]
municipalities in Bruce County some
[43:12]
reviewers of our plan have questioned
[43:14]
how these areas will be regulated the
[43:16]
development criteria here is to maintain
[43:19]
recharge function by avoiding or
[43:22]
mitigating intensive development and
[43:24]
large impervious areas so the criteria
[43:27]
apply to intensive development and large
[43:29]
impervious areas like a large shopping
[43:31]
center of parking lot for example for
[43:34]
development at this scale minimum
[43:35]
landscaped open space requirements and
[43:37]
good storm water management could be
[43:39]
used to address this requirement the
[43:41]
policies in the draft plan do not
[43:43]
address manure spreading which is
[43:44]
regulated under the nutrient management
[43:46]
act we appreciate there may be some
[43:48]
concerns about the level of detail at
[43:50]
which these maps are produced relative
[43:52]
to the scale and Water Resource needs of
[43:53]
settlement areas and we will examine
[43:55]
this in further detail as we go through
[43:57]
the engagement process so now I've
[44:00]
concluded uh the tour of the schedules
[44:03]
to the official plan and I wanted to
[44:05]
move on to um cover our requests for
[44:11]
boundary adjustments we have received
[44:13]
various boundary adjustment requests as
[44:15]
part of this process some from
[44:17]
municipalities some from land owners and
[44:20]
some have been identified as
[44:21]
possibilities by staff we have bundled
[44:24]
these requests into a package that's
[44:25]
attached to your agenda
[44:28]
um we are not yet providing a
[44:30]
recommendation yes no or indifferent on
[44:33]
the proposed boundary expansions what
[44:36]
we're doing right now is collecting
[44:38]
input from the public and municipalities
[44:41]
on what their wishes are for the pro for
[44:44]
the recommend not recommended requested
[44:46]
boundary expansions we anticipate that
[44:49]
through the public engagement process
[44:51]
that is going on right now we might
[44:53]
receive some additional requests um
[44:56]
during this this phase we will consult
[44:58]
with the associated local municipalities
[45:00]
that have requests in their areas review
[45:03]
and assess the request based on a set of
[45:06]
criteria that's outlined in the draft
[45:08]
new official plan and at the conclusion
[45:10]
of the public engagement process we will
[45:12]
be in a position to make a
[45:13]
recommendation on the requests that are
[45:15]
noted here um and others that may emerge
[45:17]
through the engagement
[45:20]
process uh the next uh slide in our
[45:24]
presentation is uh some highlights
[45:27]
from the official plan text so the bulk
[45:31]
of our review of the official plan was
[45:33]
based on a tour of the mapping schedules
[45:36]
and Maps do tell a really good story
[45:38]
about what's proposed for the new
[45:40]
official plan but some things from the
[45:42]
text that maybe didn't come across in
[45:45]
the um tour of the schedules Bruce
[45:49]
County Council recently endorsed an
[45:51]
indigenous reconciliation framework and
[45:53]
sing and a schnek Reconciliation pathway
[45:56]
and action plan Plan Building on this
[45:59]
the draft plan centers Bruce County
[46:00]
within the son traditional territory and
[46:03]
builds on the work of the implementation
[46:05]
amendment to update indigenous
[46:07]
consultation policies to highlight areas
[46:09]
of crit critical interest to sa
[46:12]
including environmental impacts and
[46:14]
especially Shoreline hardening as having
[46:16]
potential to impact son interests in
[46:18]
fish and water um water and fish
[46:22]
habitat the draft plan has a strong
[46:24]
housing focus and maintains minimum
[46:27]
density requirements supports a range
[46:29]
and mix of housing supports as of right
[46:32]
additional dwelling units where possible
[46:34]
and identifies affordability targets the
[46:37]
plan also recognizes that the housing
[46:39]
action plan and housing and homelessness
[46:41]
plans provide higher levels of detail to
[46:44]
support action to increase housing
[46:46]
Supply the draft plan incorporates the
[46:49]
growth management Amendment which has
[46:51]
now been approved by the province and
[46:53]
encourage appropriate encourages
[46:55]
appropriate intensification to make good
[46:57]
use of existing infrastructure in
[47:00]
settlement
[47:01]
areas the plan recognizes agriculture
[47:05]
tourism and energy as strategic economic
[47:08]
drivers and also supports the
[47:10]
diversification of the economic base
[47:12]
supports the master Transportation plan
[47:14]
and envisions complete communities in a
[47:16]
thriving region with easy access to
[47:19]
housing jobs Recreation and
[47:23]
services just going to make a few
[47:25]
remarks about the relationship between
[47:26]
the County plan and local plans the plan
[47:29]
recognizes a role as an upper tier plan
[47:32]
the county plan but it is also the plan
[47:36]
for local municipalities because in
[47:38]
seven out of eight of our local
[47:40]
municipalities it functions as the plan
[47:43]
in effect in the
[47:44]
countryside um those plans uh only focus
[47:48]
on the settlement area so there's a need
[47:49]
to provide planning direction for the
[47:52]
countryside the plan is trying to get
[47:54]
out of the business of requiring
[47:56]
frequent amendments right now the
[47:58]
current County official plan has well
[48:00]
over 300
[48:02]
amendments for example uh one of the
[48:05]
ways we're getting away from frequent
[48:06]
amendments is a county official plan
[48:08]
amendment is would no longer be required
[48:11]
to create a quarry or Gravel Pit in a
[48:13]
designated mineral resource area this
[48:16]
would still require a zoning bylaw
[48:17]
Amendment which is a local approval and
[48:19]
of of course the mnrf license the county
[48:23]
plan provides criteria where that the
[48:25]
local Council can use in reviewing the
[48:27]
zone change this approach is more
[48:30]
streamlined than requiring both a county
[48:31]
official plan Amendment and a local zone
[48:34]
change right now we have a county plan
[48:36]
and eight local plans County official
[48:39]
plan local plans all include plenty of
[48:41]
detailed in various areas what we're
[48:44]
aiming to do as a planning service is
[48:46]
streamline these documents to say things
[48:48]
once and say them well given that the
[48:51]
plan must provide detailed policies for
[48:53]
areas where local plans do not apply our
[48:56]
approach is to set up and give the
[48:59]
opportunity for local official plans to
[49:01]
have several options they could either
[49:03]
refer to the policies of the county
[49:05]
official plan rather than restate them
[49:08]
or they could restate them and have a
[49:10]
policy that permits an updating of that
[49:12]
restated policy when the county plan has
[49:15]
to change for some reason for example to
[49:17]
line up with provincial direction or
[49:20]
local plans can provide their own
[49:22]
policies provided that they do not
[49:24]
conflict with the county plan this
[49:27]
approach represents an opportunity going
[49:29]
forward for the collective bulk of our
[49:31]
planning documents to be reduced to make
[49:34]
work we do in planning more efficient
[49:36]
and focus on providing local contexts
[49:38]
where it makes
[49:42]
sense I wanted to um take a few moments
[49:45]
to talk about an issue that we've been
[49:47]
uh working on drinking water protection
[49:50]
relative to permitting development on
[49:53]
private or um partial septic systems the
[49:58]
policy changes we have proposed for the
[50:00]
draft new official plan stem for our
[50:02]
effort to manage tensions between
[50:03]
development and groundwater protection
[50:06]
that exists due to regulatory gaps
[50:08]
between the planning function and the
[50:09]
building code function in consultation
[50:12]
with Chief Building officials countywide
[50:15]
we have broadly identified some areas
[50:17]
where the official plan could provide
[50:19]
appropriate flexibility for promoting
[50:21]
new development like additional
[50:23]
residential units even when development
[50:25]
is happening on private septic systems
[50:28]
County staff have engaged with officials
[50:30]
from The Province to understand the
[50:32]
ministry's expectation around the
[50:34]
interaction of these two policy areas
[50:37]
specifically how the building code
[50:38]
official plans and other legislation are
[50:41]
intended to interact to protect
[50:43]
groundwater and support Health at this
[50:45]
time we're at a point where the ministry
[50:48]
has acknowledged that they understand
[50:49]
these issues and are committed to
[50:51]
providing a
[50:53]
response we are now at the engagement
[50:55]
phase of our County official plan
[50:58]
project and the slide up here just shows
[51:00]
sort of um some of the immediate
[51:02]
timelines that we're within
[51:05]
um we have um just completed a week of
[51:09]
four open houses online engagement
[51:11]
opportunities continue on the plan the
[51:13]
Bruce website hard copies of the draft
[51:16]
new official plan and schedules are
[51:18]
available in the reference section at
[51:19]
local libraries and at our County
[51:21]
Planning
[51:22]
hubs we are looking for feedback to
[51:25]
support a return to Council in early
[51:28]
November on the boundary adjustments and
[51:31]
engagement themes um that may result in
[51:34]
in tweaks and changes to the plan before
[51:37]
we get to council County council's
[51:39]
direction to proceed to a statutory
[51:41]
openhouse and public
[51:42]
meeting um if there are significant
[51:46]
changes required to um based on the
[51:49]
feedback that we've been receiving then
[51:51]
the timeline that I just had up will may
[51:53]
need to change um this concludes my
[51:55]
presentation

question I was watching the maps where
[52:17]
you're showing the differences between
[52:19]
our current state and the draft and it
[52:22]
seemed like we were trying to do a
[52:23]
better job of defining those Heritage
[52:25]
resources um like water significant
[52:28]
areas where one of the things I've
[52:31]
noticed since coming to council is a lot
[52:33]
of times we'll approve things but many
[52:36]
years go by and we haven't done anything
[52:37]
with them so if any of those approvals
[52:40]
that have gone through are contradictory
[52:42]
to what we're doing now in the official
[52:43]
plan would there be any retroactive
[52:46]
activities to try to bridge up that
[52:50]
zoning interesting thought so um through
[52:53]
you Mr Mayor um I'm thinking that the
[52:56]
that the premise of the question is is
[52:58]
that there may have been an a county
[53:00]
official plan Amendment and right now
[53:02]
myself and staff are going through all
[53:04]
the previous County official plan
[53:06]
amendments and and determining whether
[53:08]
they need to stay in the new draft
[53:09]
because 300 or so amendments do
[53:12]
definitely bulk up the plan and we want
[53:14]
to keep it nice and streamlined um so
[53:17]
one of the it's interesting that you
[53:19]
note it that way because I've been kind
[53:21]
of looking at it on the other side of
[53:22]
the same coin is if there's a
[53:24]
development if there was somebody that
[53:26]
applied for a county official plan
[53:27]
Amendment and went through that process
[53:30]
to get an approval and the development
[53:32]
that they had um hadn't gone forward I
[53:35]
was taking more of a conservative
[53:37]
approach in my recommendation that those
[53:40]
changes might need to stay in the new
[53:42]
official plan but I like your
[53:44]
perspective um that they should also
[53:48]
those um those few that are proposed to
[53:51]
carry forward should also be looked at
[53:54]
through a lens of do they do they
[53:56]
continue to be consistent with the
[53:58]
proposed policies of the new um draft
[54:01]
official plan so I appreciate the
[54:04]
question because it's making me think of
[54:05]
a planning issue in a different way and
[54:08]
um I would say that the good news is is
[54:11]
that um so far we're only finding um a
[54:14]
handful of of amendments that would fall
[54:17]
into that category where the development
[54:18]
didn't go forward and now that you've um
[54:22]
given me that idea I think that it would
[54:24]
be feasible to look at them through that
[54:27]
lens and the approach that I would
[54:29]
probably take to that would be to work
[54:31]
with the senior planners for the um
[54:34]
effected jurisdiction so Peninsula Hub
[54:36]
planners or Lakeshore planners um and
[54:40]
and ask them to work with me to evaluate
[54:43]
that
[54:44]
question thank you that's a great
[54:48]
response Kavanagh please thank you very
[54:51]
much and and through the chair thank you
[54:52]
for your presentation uh I have a
[54:54]
question about the population project
[54:56]
you said that they were approved by the
[54:58]
province U my question is um do these
[55:01]
plans include consideration for the Mega
[55:02]
projects that are possibly coming
[55:04]
forward like Bruce C and King Carden or
[55:06]
uh the dgr in in South
[55:09]
Bruce thank you for the question uh so
[55:12]
the forecast that was prepared I just
[55:14]
did a lot more work on that so I was
[55:16]
really eager to jump in um the forecasts
[55:18]
that have been prepared do not include
[55:20]
those projects uh for which no decision
[55:22]
has been made uh so these forecasts are
[55:25]
set up up assuming um a set based on a
[55:29]
set of assumptions on what we know to be
[55:32]
the condition in the event of the
[55:34]
approval of one or both of those
[55:36]
projects there would be a need to reopen
[55:39]
or reexamine the growth forecasts for
[55:41]
the area and and we understand that
[55:43]
municipalities are working to try to
[55:46]
understand how those impacts might um or
[55:49]
how those projects might impact growth
[55:51]
forecasts and and that there might be a
[55:53]
presentation later on today's agenda in
[55:55]
that respect
[55:59]
thank you very much and and just as a
[56:01]
followup is that an intensive process to
[56:03]
get that population projection
[56:04]
reexamined or is it a fairly
[56:06]
straightforward process that would
[56:08]
happen hand inand with one or both of
[56:10]
the projects going
[56:12]
ahead Our Hope would be that there would
[56:14]
be a high level of coordination around
[56:17]
the um forecasting uh associated with
[56:21]
the growth um that could occur in in the
[56:23]
context of those projects thank you very
[56:25]
much councelor Stewart please thank you
[56:28]
through you chair this might take a
[56:29]
little while um I'm actually a counselor
[56:32]
in W to and that has a huge impact on
[56:36]
the maps and and what you're doing here
[56:37]
is fabulous I mean it really is I mean
[56:40]
it's taken a long time but I think
[56:41]
you're getting there um just a couple of
[56:44]
concerns I'm not going to take a lot of
[56:45]
time I know that Jack and I have a
[56:47]
separate meeting and everything a couple
[56:49]
of weeks away but uh I just want to
[56:51]
mention a couple of things um I I'm very
[56:54]
busy this week and with turkey and
[56:56]
people coming to visit me because uh as
[56:59]
you might not be aware War II has a lot
[57:01]
of seasonal
[57:02]
residentials and sometimes they feel
[57:04]
that we do planning without them but uh
[57:07]
they're more than welcome to come to my
[57:09]
place and I've been getting a lot of
[57:10]
phone calls as because that's just the
[57:12]
way it's going to be so we'll try to
[57:15]
make do and try to meet the schedule one
[57:17]
thing that came to clear to me is the
[57:19]
tiin T in we were hoping and we didn't
[57:23]
quite see it in the plan and Jack you
[57:25]
and I talked about it that Red Zone it's
[57:27]
called the pine tree trailer park and we
[57:30]
thought talking to the staff that that
[57:32]
was a little more than just an owner's
[57:35]
wish we thought it was maybe and and I
[57:37]
don't need an answer now I'm just trying
[57:39]
to say this is something because for the
[57:41]
council this is a real great opportunity
[57:44]
for us there could be 50 5050 to 60
[57:49]
affordable home sites so we're lot eager
[57:53]
to have this built into the Turon plant
[57:55]
they put the water and sewer the
[57:57]
infrastructure there it looks like part
[57:59]
of tiin so I'm hoping that we can work
[58:01]
it out and it becomes part of the
[58:03]
settlement of Tiber the other thing I
[58:05]
just wanted to talk about uh is the lake
[58:09]
shore uh we weren't aware in our plan in
[58:12]
22 that the uh it was actually secondary
[58:16]
urban community all along the lake shore
[58:20]
um I find it you know and people are
[58:22]
having some sort of problem because as a
[58:24]
secondary Urban sort of community you
[58:28]
expect all the infrastructure to be
[58:29]
there it's very limited the in the
[58:33]
infrastructure is very limited along
[58:35]
there and even the two projects that are
[58:37]
being proposed are are are having
[58:39]
problems it's it's not so much Community
[58:42]
it's we got to work better with the
[58:44]
community and the developers and really
[58:46]
understand that whole area and how to
[58:47]
develop it and it's going to take some
[58:50]
time for community and developers and
[58:52]
the planners to all come together on it
[58:54]
so that's going to be a a little bit
[58:56]
longer but you can see from your maps in
[58:58]
your interactive maps I hope they're
[59:00]
available pretty soon for us whether we
[59:02]
need the computer because they're
[59:04]
excellent but we see a lot of the
[59:06]
natural heritage in that area we see a
[59:08]
lot of yellow which is basically the
[59:10]
water generation it it's it's a
[59:12]
challenge when you start to develop
[59:14]
along that strip so uh we will be
[59:17]
contining talking to you through the
[59:18]
community and through our course counsel
[59:20]
but thank you very much great
[59:24]
presentation Deputy Mayor please
[59:27]
thank you Mar through you thank you for
[59:29]
your
[59:30]
presentation I know one of the um issues
[59:34]
underlining was consultations and you've
[59:38]
identified that you're having open
[59:39]
houses in October November um I'm
[59:43]
pleased to see that you're you've listed
[59:45]
sort of the the various groups that
[59:47]
you're also engaging consultations with
[59:49]
I think from a a legal perspective one
[59:51]
of the biggest challenges is is lack of
[59:52]
consultation how's the engagement been
[59:54]
so far with regards to this
[59:56]
this thank you for the question uh
[59:58]
through you mayor Craig um we actually
[1:00:01]
were very pleased with the turnout that
[1:00:02]
we had at our open houses um typically
[1:00:06]
it's hard to get people interested in
[1:00:09]
official plan policy um in my experience
[1:00:12]
in my planning career you get folks out
[1:00:14]
for zoning bylaw uh uh comprehensive
[1:00:18]
reviews more so than you do for official
[1:00:20]
plans uh but we have been um pretty um
[1:00:24]
pretty proactive in promoting things on
[1:00:27]
social media um also through our all our
[1:00:30]
County platforms uh the plan the Bruce
[1:00:33]
website has been um a a tool for public
[1:00:37]
engagement since the beginning uh years
[1:00:39]
of the project like the 2018 2019 time
[1:00:43]
period um and that's a resource that
[1:00:45]
some of the followers of our project
[1:00:48]
have um known that they can go back to
[1:00:50]
back to that to receive updates um but
[1:00:53]
in terms of like kind of organic um you
[1:00:56]
know citizen engagement at the open
[1:00:59]
houses I was personally very pleased
[1:01:01]
with the types of conversations that we
[1:01:02]
were able to have an example would be um
[1:01:05]
we partnered with the Bruce County
[1:01:06]
Federation of Agriculture to have an
[1:01:09]
open house before their AGM in Tera and
[1:01:11]
there were a number of uh Farmers that I
[1:01:14]
was able to speak to there and uh I had
[1:01:17]
a conversation with a couple and through
[1:01:20]
our discussions they learned that the
[1:01:23]
proposed designation on their property
[1:01:24]
would change from rural to Prime
[1:01:26]
Agricultural and so I talked to them
[1:01:28]
about how if they like were concerned
[1:01:30]
about that they could put comments in so
[1:01:32]
I think we are um having the
[1:01:34]
effectiveness um in in those types of
[1:01:38]
conversations of bringing the awareness
[1:01:40]
that we're looking for uh through public
[1:01:45]
engagement at the end of the day does
[1:01:48]
the updated official plan make our
[1:01:51]
planning uh and you know hopes for
[1:01:55]
future devel velopment more efficient
[1:01:57]
less efficient more challenging because
[1:02:00]
there's a lot more
[1:02:02]
detail uh how what is what happens to
[1:02:05]
planning staff at the county level are
[1:02:08]
they bogg down or they have a big knp
[1:02:12]
sock taking off their back which which
[1:02:14]
way does you do you see this
[1:02:16]
going so our Our Hope would be that uh
[1:02:19]
and our our the way that we've
[1:02:20]
structured this plan is that when
[1:02:22]
complete it will uh reduce the
[1:02:26]
application load particularly of joint
[1:02:28]
applications where we have a project and
[1:02:29]
we have to have a public meeting here
[1:02:31]
and a public meeting there uh and then
[1:02:33]
another thing to get it all approved and
[1:02:36]
trying to get those down to one
[1:02:38]
application um and there's a number of
[1:02:40]
areas where we've been we have been
[1:02:42]
working and you see that through all the
[1:02:44]
gray text in the plan already where
[1:02:48]
we've been cleaning up um policies that
[1:02:51]
were duplicative or um caused routine
[1:02:55]
routinely triggered applications that
[1:02:57]
were not there was no real planning
[1:03:00]
issue per se and so through that we've
[1:03:03]
actually reduced the number of
[1:03:04]
applications to amend the county plan as
[1:03:07]
it exists uh drastically and so we look
[1:03:10]
forward to concluding this project and
[1:03:13]
then starting to work with local
[1:03:14]
municipalities
[1:03:16]
on the version of that that we can do
[1:03:19]
with with you uh to also make your plans
[1:03:22]
as efficient as possible while making
[1:03:25]
sure that they're good plans and so we
[1:03:27]
put all the energy into writing good
[1:03:28]
policy as opposed to more
[1:03:32]
policy very good Jake Monica Jack thanks

regarding uh the uh proposed uh Bruce c
[1:04:25]
pro project so uh just to that to that
[1:04:29]
end I'd like to moover and second that

we received the presentation regarding
[1:04:33]
the Canadian nuclear safety commission
[1:04:35]
and the impact assessment agency of
[1:04:37]
Canada for information with respect to
[1:04:39]
the Bruce C project move by counselors
[1:04:42]
Kavanaugh and
[1:04:44]
hinchberger uh Isabelle Doug
[1:04:47]

impact assessment agency of Canada I am
[1:04:55]
a M manager pardon me with the review
[1:04:57]
panel's division I'm here with my
[1:04:59]
colleague Doug Wy from the
[1:05:02]
CNC there my name is Doug Wy I'm an
[1:05:04]
environmental review just just a minute
[1:05:06]
before you go any further I'd like to
[1:05:08]
invite you up to sit at the the table
[1:05:10]
here where our planning staff made their
[1:05:12]
presentation the microphones are better
[1:05:15]
and uh it's just a long time to stand
[1:05:18]
there
[1:05:21]
so welcome to the inner Sanctum

perfect we appreciate that thanks mayor
[1:05:35]
thanks Council all right so we're here
[1:05:37]
to talk to you today about the
[1:05:39]
integrated sorry did you finish
[1:05:40]
introducing yourself earlier go
[1:05:43]
ahead I was saying Doug Doug Wy I'm an
[1:05:46]
environmental review officer with the
[1:05:48]
Canadian nuclear safety Commission in
[1:05:49]
the environmental review
[1:05:53]
division which one it is already there
[1:05:55]
we go they do have a a great team of uh
[1:05:57]
staff here with them as well so you
[1:05:59]
don't go sneaking out anybody so uh so
[1:06:02]
it's even though Doug and Isabelle are
[1:06:04]
presenting they come uh well supported
[1:06:07]
absolutely and we can turn to our
[1:06:08]
colleagues if there's any specific
[1:06:10]
questions uh through you um so we're
[1:06:13]
here today to talk about who we are what
[1:06:15]
we do we're also here to focus on uh
[1:06:19]
participation and consultation
[1:06:21]
opportunities as we have been informed
[1:06:23]
that that was the interest of the
[1:06:24]
council and also about the next steps
[1:06:26]
for this process so we each have a part
[1:06:28]
of the the presentation we'll try to
[1:06:30]
keep it simple and happy to go in detail
[1:06:32]
if there are any
[1:06:34]
questions the impact assessment agency
[1:06:36]
of Canada is mandated to conduct Federal
[1:06:39]
impact assessments impact assessments at
[1:06:41]
the federal Level under the impact
[1:06:43]
Assessment Act aimed to enhance positive
[1:06:45]
impacts of projects and to mitigate
[1:06:48]
adverse effects we could also coordinate
[1:06:51]
the consultation with indigenous peoples
[1:06:53]
for the whole of the federal government
[1:06:54]
in these process
[1:06:56]
cesses when it comes to designated Pro
[1:06:59]
sorry when it comes to designated
[1:07:00]
nuclear projects under our legislation
[1:07:03]
those have to be conducted as an
[1:07:06]
integrated assessment with the initial
[1:07:08]
license from the Canadian nuclear safety
[1:07:10]
commission so essentially should the
[1:07:13]
projects be approved the first licenses
[1:07:15]
that the proponents apply for would then
[1:07:18]
be um decided upon and issued to a
[1:07:21]
proponent so I will go in more detail
[1:07:24]
about what those integrated assess Ms
[1:07:25]
are about we are dividing our process in
[1:07:29]
five phases there's also the
[1:07:31]
pre-planning phase which is a little bit
[1:07:33]
of this indivisible phase at the
[1:07:35]
beginning where we get to know the
[1:07:37]
community we help proponents uh when it
[1:07:40]
comes to questions that they would have
[1:07:42]
about the process we also build
[1:07:44]
relationships with indigenous Nations
[1:07:46]
and communities and then um prepare for
[1:07:49]
the initial project description to come
[1:07:51]
in in this case of the Bruce Power
[1:07:55]
Brucey proposal uh was submitted to the
[1:07:58]
impact assessment agency in reviewed and
[1:08:01]
started the planning phase on August uh
[1:08:04]
12th
[1:08:06]
2024 so we are currently here and I'm
[1:08:08]
going to go in detail in each steps of
[1:08:10]
that phase and then I'll start to talk
[1:08:12]
about the next
[1:08:13]
ones so as I was saying we are currently
[1:08:16]
in the planning phase just at the
[1:08:18]
beginning so the agency received the
[1:08:21]
initial project description and has
[1:08:23]
accepted it posted it on its website we
[1:08:26]
immediately started a comment period is
[1:08:28]
usually about 30 days it is currently
[1:08:31]
suspended for additional engagement
[1:08:33]
opportunities we are uh in this comment
[1:08:36]
period currently until October 28th
[1:08:39]
after the comment period is done what
[1:08:41]
the agency will do in collaboration with
[1:08:43]
the cnsc is to issue the summary of the
[1:08:46]
issues that we heard during that comment
[1:08:48]
period to the proponent that summary of
[1:08:51]
issues requires a response from the
[1:08:53]
proponent and based on that response the
[1:08:56]
agency will determine whether or not an
[1:08:58]
impact assessment is required that
[1:09:00]
usually happens within the first 80 Days
[1:09:02]
of the comment period upon decision that
[1:09:05]
an impact assessment is required if that
[1:09:07]
is the case the agency in collaboration
[1:09:10]
with the cnsc for an integrated
[1:09:12]
assessment then moves on to drafting
[1:09:15]
impact statement guidelines as well as
[1:09:17]
four plans that are required in our
[1:09:19]
legislation the impact assess sorry the
[1:09:22]
impact statement guidelines really
[1:09:24]
contain all of the requirements both for
[1:09:27]
the impact Assessment Act and under the
[1:09:29]
nuclear safety and Control Act for uh
[1:09:32]
the information and studies that the
[1:09:33]
proponent is required to submit so that
[1:09:36]
will form what we call the impact
[1:09:38]
statement the four plans that are also
[1:09:41]
required as showed at the slide include
[1:09:44]
a public participation plan which
[1:09:46]
contains all of the uh participants
[1:09:49]
ident that we've identified all of the
[1:09:51]
public participation opportunities that
[1:09:53]
are provided and also timeline and a
[1:09:56]
timing for those opportunities so that
[1:09:58]
participants can effectively uh
[1:10:01]
contribute to um the assessment and be
[1:10:04]
heard there is a comment period right
[1:10:06]
after those drafts are done for uh
[1:10:09]
comments on the guidelines and mostly on
[1:10:12]
the public participation plan so we'll
[1:10:15]
go and seek comments on maybe where we
[1:10:17]
should go at what time of the day do
[1:10:19]
people want to uh be consulted in what
[1:10:22]
ways would be more effective to reach
[1:10:24]
people like in information at libraries
[1:10:27]
or any other means snail mail even is
[1:10:29]
something we
[1:10:30]
do um so the other plans that we do are
[1:10:34]
the in indigenous engagement and
[1:10:36]
partnership plan we also have to draft a
[1:10:38]
cooperation plan which outlines how we
[1:10:41]
will work with another jurisdiction in
[1:10:43]
this case the province of Ontario we
[1:10:45]
also have to draft the permanent plan to
[1:10:47]
make sure that it is transparent to all
[1:10:50]
what the proponents uh permits could be
[1:10:53]
and uh there is an option there to
[1:10:55]
provide that information as part of the
[1:10:57]
impact assessment process once the plans
[1:11:01]
are finalized as well as the guidelines
[1:11:03]
after the comment period the notice of
[1:11:06]
commencement is issued and we move into
[1:11:08]
the impact statement phase so I'll talk
[1:11:11]
about public participation for a moment
[1:11:13]
it's very uh important in our process
[1:11:15]
that we provide public participation
[1:11:17]
opportunities it is a Cornerstone of a
[1:11:20]
fair and transparent process so our goal
[1:11:24]
is that members of the public who wish
[1:11:25]
to participate have the opportunity to
[1:11:27]
do so that they're provided the
[1:11:29]
information and the support to enable
[1:11:31]
them to participate in an informed way
[1:11:34]
so that their input is considered as
[1:11:35]
part of the
[1:11:37]
process opportunities include commenting
[1:11:39]
via the Canadian impact assessment
[1:11:41]
registry we also come and do events like
[1:11:45]
this where we could talk to information
[1:11:47]
session open houses or other meetings by
[1:11:49]
organizations with an interest we have
[1:11:52]
video conferences online information
[1:11:54]
information sessions the cnsc often
[1:11:57]
hosts webinars as well and um at the in
[1:12:01]
the process the assessment phase pardon
[1:12:03]
me one of the key opportunities for
[1:12:05]
participation is a public hearing so
[1:12:07]
I'll talk a bit more about that later
[1:12:10]
the registry is also where people can
[1:12:12]
find all of the information it does
[1:12:14]
consist bless you it does consist of uh
[1:12:18]
the record of the assessment so um I
[1:12:22]
didn't necessarily explain that in in
[1:12:23]
detail yet but these assessments are
[1:12:25]
referred to an independent revieww panel
[1:12:28]
a panel uh is a uh quasi judicial
[1:12:32]
administrative tribunal they look at a
[1:12:34]
record for their assessment so the
[1:12:36]
registry essentially consists of the
[1:12:38]
record for the assessment so in that
[1:12:41]
record you can find comments from
[1:12:43]
participants you can look at information
[1:12:45]
about the project you can look at active
[1:12:47]
notices
[1:12:50]
Etc we also have a participant funding
[1:12:52]
program which helps uh funding
[1:12:55]
recipients prepare and participate in
[1:12:57]
key stages of the assessment it can
[1:12:59]
cover several different kinds of fees
[1:13:01]
all of that information is available via
[1:13:03]
our website what uh the types of people
[1:13:06]
that are eligible for these processes
[1:13:10]
include individuals Incorporated
[1:13:12]
non-for-profit organizations and
[1:13:14]
Indigenous groups uh the slide here
[1:13:16]
contains information on how to apply and
[1:13:18]
certain examples of eligibility
[1:13:20]
requirements which are uh as general as
[1:13:23]
having knowledge relevant to the assess
[1:13:25]
assessment having expertise on the
[1:13:27]
Project's potential impacts and having
[1:13:29]
it just an interest in um the potential
[1:13:31]
impacts of the
[1:13:34]
project so I already spoke a lot in
[1:13:36]
detail about the planning phase so the
[1:13:38]
planning phase really is what it stands
[1:13:40]
for planning uh the outcome of the
[1:13:42]
planning phase are those guidelines that
[1:13:45]
I mentioned that is a very substantial
[1:13:47]
detailed document there is currently a
[1:13:50]
generic uh example on our website when I
[1:13:52]
mean generic I mean applicable to all
[1:13:54]
sectors not not not just nuclear given
[1:13:57]
that we look at other uh sectors in
[1:14:00]
Canada um and the four plans once that
[1:14:03]
phase uh ends so as I was saying as you
[1:14:07]
saw earlier it is a legislative timeline
[1:14:09]
of 180 days we then move to the study
[1:14:13]
phase so that's the impact statement
[1:14:15]
phase that is the time that the
[1:14:17]
proponent takes to provide all of the
[1:14:19]
information and studies that are
[1:14:21]
required in the guidelines it is also a
[1:14:24]
phase where the agency with the cnsc
[1:14:26]
will draft the terms of reference for
[1:14:29]
the panel that will conduct the
[1:14:31]
assessment once the agency and the CNC
[1:14:34]
have determined that all of the
[1:14:35]
information and Studies have been
[1:14:36]
provided as part of the impact statement
[1:14:39]
we then move to the next phase which is
[1:14:41]
the third phase however before that
[1:14:43]
happens the agency and the CNC will
[1:14:46]
consider uh comments from indigenous
[1:14:49]
groups the public and all experts on the
[1:14:52]
impact statements so that phase also
[1:14:54]
contains a major um public participation
[1:14:57]
opportunity for a period and comments on
[1:14:59]
the impact statement should the agency
[1:15:02]
and the CNC find that there are
[1:15:03]
deficiencies in the impact statement it
[1:15:06]
can ask we can ask for further questions
[1:15:08]
of the proponent or other experts to
[1:15:11]
supplement the impact statement should
[1:15:13]
that be the case additional comment
[1:15:14]
periods could occur on additional
[1:15:18]
information once the agency is satisfied
[1:15:21]
that everything has been provided then
[1:15:23]
the review panel has establish lished
[1:15:25]
that review panel is integrated which
[1:15:28]
means that it will look at both the
[1:15:30]
requirements under the impact Assessment
[1:15:31]
Act and the um nuclear safety and
[1:15:35]
Control Act in the case of Bruce Power
[1:15:38]
we anticipate that the license to
[1:15:40]
prepare site is the only is the
[1:15:42]
application that is integrated so the
[1:15:44]
panel would look at that as well and
[1:15:46]
recommend conditions to the government
[1:15:49]
if that approval went
[1:15:51]
forward the panel will hold also comment
[1:15:55]
periods on their public participation
[1:15:58]
sorry their public hearing procedures so
[1:16:00]
you would hear from the panel how they
[1:16:02]
intend to conduct their hearing when it
[1:16:04]
should be how participants can register
[1:16:07]
and that is something that there is uh
[1:16:09]
an opportunity to comment on there is
[1:16:12]
also the opportunity at that time to
[1:16:14]
participate and contribute via
[1:16:15]
participation in the hearings which mean
[1:16:18]
preparing presentations or written
[1:16:20]
submissions and including participating
[1:16:22]
in
[1:16:23]
person once the panel holds their
[1:16:26]
hearings they then write their report
[1:16:29]
once the report is written and submitted
[1:16:31]
to the minister then the agency and the
[1:16:34]
cnsc do a little phase B of number three
[1:16:38]
on my slide which essentially allows
[1:16:41]
them to make recommendations on the
[1:16:43]
conditions that the panel has
[1:16:45]
recommended once that happens then the
[1:16:49]
decision goes up to the governor and
[1:16:51]
Council which is a fancy way for saying
[1:16:53]
the federal cabinet of minister
[1:16:55]
so the federal cabinet of ministers
[1:16:57]
makes the determination of whether or
[1:16:59]
not the public uh sorry the project is
[1:17:01]
in the public interest based on
[1:17:02]
conditions our based on the factors in
[1:17:05]
our legislation if yes then the decision
[1:17:09]
statement is issued and the conditions
[1:17:11]
for the project are also issued most of
[1:17:13]
it which would go in the license by The
[1:17:16]
cnsc Who is then the life cycle
[1:17:18]
regulator and takes over the role for
[1:17:20]
the federal government for the whole
[1:17:22]
project and Doug will talk about more uh
[1:17:24]
about that more after I'm through uh if
[1:17:27]
no then the uh impact the state sorry
[1:17:30]
the impact assessment decision is posted
[1:17:33]
with the reasons for the
[1:17:35]
decision phase five should a project be
[1:17:38]
approved then the proponent can go into
[1:17:41]
activities such as in this case license
[1:17:43]
to prepare site um and though in terms
[1:17:46]
of the cnsc that actually is does not
[1:17:49]
lead directly to construction there are
[1:17:50]
additional licenses that need to be
[1:17:52]
applied
[1:17:53]
for so to recap what I was um what I
[1:17:57]
said earlier the key opportunities for
[1:17:59]
participation that uh are upcoming well
[1:18:02]
currently it is on the initial project
[1:18:04]
description the next major comment
[1:18:06]
period and opportunity to participate
[1:18:09]
will focus on the tailored impact
[1:18:11]
statement guidelines and the public
[1:18:13]
participation plan in the impact
[1:18:15]
statement phase uh there will be an
[1:18:17]
opportunity to review the impact
[1:18:20]
statement and uh the review panel uh
[1:18:22]
terms of reference one the um impact uh
[1:18:27]
statement is deemed to meet all of the
[1:18:29]
requirements for information and studies
[1:18:32]
relevant to the project the panel will
[1:18:34]
then start its work and will review uh
[1:18:37]
will uh seek sub missions from the
[1:18:39]
public and hear presentations to the
[1:18:43]
panel over important dates to remember
[1:18:46]
the current comment public comment
[1:18:48]
period ends on October 28th we
[1:18:50]
anticipate so these are tentative dates
[1:18:52]
that within our schedule the summary of
[1:18:55]
issues of the proponent would be issued
[1:18:57]
on November 7th We could decide that
[1:19:00]
whether or not an impact assessment is
[1:19:01]
required by December 13th we anticipate
[1:19:04]
the comment period on the draft tailored
[1:19:06]
impact statement guidelines and plans
[1:19:08]
would occur in Winter
[1:19:10]
2025 and the end of the planning phase
[1:19:13]
would be around spring of 2025 so again
[1:19:16]
these are tentative dates we will uh
[1:19:18]
there are external factors not always in
[1:19:21]
our control but all in all the
[1:19:23]
legislative timeline is in 80 Days that
[1:19:25]
does not
[1:19:27]
change over to you
[1:19:29]

to uh ask if Council has questions of
[1:19:38]
yourself uh miss turot or whether uh Mr

cnc's expertise is especially the
[1:20:14]
process after the decision is made
[1:20:16]
should the project proceed okay Mr Wy

[1:20:26]
broad overview of the CNC and our role
[1:20:28]
after the impact assessment has
[1:20:29]
concluded so uh I will also add that I
[1:20:32]
am remiss if I don't say it but I am
[1:20:34]
joined here by colleagues uh Jeff
[1:20:36]
Stevenson who is the site inspector at
[1:20:38]
Bruce uh Power Nuclear Generating
[1:20:40]
Station and Samuel jabby who is the
[1:20:42]
licensing lead for the Bruce SE project
[1:20:44]
alongside myself who is leading the
[1:20:46]
coordination of our integration with the
[1:20:48]
impact assessment agency of
[1:20:52]
Canada so that that leaves one uh One
[1:20:56]
support staff at the back uh can can you
[1:20:59]
introduce her please Isabelle we don't
[1:21:01]
want to leave anybody out here yes I'm
[1:21:03]
joined here by my colleague Mar CLA who
[1:21:06]
works with the review panel division as
[1:21:08]
well so thanks
[1:21:11]
much thank you threw you a c curveball
[1:21:15]
there uh so this slide really is an
[1:21:18]
introduction to the CN it it uh speaks
[1:21:21]
to our three pillars of the cn's Mandate
[1:21:24]
and all try to limit my use of acronyms
[1:21:26]
apologies there but Canadian nuclear
[1:21:28]
safety commission so it is based on the
[1:21:30]
regulation of the nuclear industry to
[1:21:32]
protect the people and the environment
[1:21:35]
uh also to implement the peaceful use of
[1:21:37]
nuclear energy in Canada and to
[1:21:40]
disseminate objective scientific and
[1:21:41]
regulatory
[1:21:44]
information uh the cnc's commission is a
[1:21:47]
quaja Judicial tribunal of experts and
[1:21:50]
uh complemented by C staff who support
[1:21:54]
the commission and conduct regulatory
[1:21:56]
pardon me regulatory oversight
[1:22:03]
activities as previously mentioned we
[1:22:06]
are the life cycle regulator of the
[1:22:07]
nuclear industry in Canada so that is
[1:22:09]
the all the different areas of
[1:22:11]
Regulation uh and essentially those
[1:22:14]
commercial uses of nuclear energy also
[1:22:16]
the industrial and medical uh
[1:22:18]
applications and research as well
[1:22:25]
the cn's robust regulatory framework is
[1:22:27]
predicated on the uh enabling
[1:22:29]
legislation which is the nuclear safety
[1:22:31]
and Control Act
[1:22:34]
um and as we move down this triangle it
[1:22:37]
gets to more and more detail uh on our
[1:22:40]
nuclear regulatory framework so the
[1:22:42]
onuses on proponents and lenses to show
[1:22:44]
us how they meet our requirements
[1:22:47]
specifically for the Bruce C project uh
[1:22:50]
we're working very closely with the
[1:22:51]
impact assessment agency of Canada on to
[1:22:54]
inter our requirements into their
[1:23:00]
process uh so as mentioned also before
[1:23:04]
the Bruce seat project speaking
[1:23:06]
specifically is uh right now seeking the
[1:23:08]
license to prepare site uh but we are a
[1:23:11]
multiphase life cycle uh regulator so it
[1:23:15]
begins with the site preparation and
[1:23:17]
then moves into construction operation
[1:23:19]
and decommissioning at which point each
[1:23:22]
different life cycle phase is uh
[1:23:25]
is is handled through a public
[1:23:30]
hearing cnc's regulatory oversight is
[1:23:33]
based on 14 safety and control areas uh
[1:23:37]
these are technical topics where we have
[1:23:39]
various subject matter experts um each
[1:23:42]
subject matter expert will be
[1:23:44]
responsible for assessing evaluating
[1:23:46]
reviewing verifying and Reporting on
[1:23:48]
regulatory requirements and performance
[1:23:51]
of a proponent or leny
[1:23:57]
so how is cnse uh oversight carried out
[1:24:00]
well there are various different methods
[1:24:02]
of inspections uh we review many reports
[1:24:06]
uh
[1:24:07]
also uh direct followup through those uh
[1:24:11]
and we also conduct engagement and
[1:24:13]
Outreach like
[1:24:16]
today the next few slides speak in
[1:24:19]
detail to some areas of interest uh I I
[1:24:22]
I will admit I'm not an expert in these
[1:24:24]
areas uh except for the last one which
[1:24:27]
uh so I won't speak too in detail but
[1:24:29]
I'd like to include these slides as
[1:24:31]
informational purposes because they are
[1:24:33]
full of great
[1:24:40]
information
[1:24:43]
um on this Slide the regulations speak
[1:24:46]
speaking back to uh the regulatory
[1:24:49]
framework uh certification of packaging
[1:24:51]
for
[1:24:52]
transport uh occurs through the
[1:24:54]
packaging and transport of nuclear
[1:24:55]
substances regulations uh but also
[1:24:58]
adherence to the transportation of
[1:24:59]
dangerous goods
[1:25:01]
regulations um and the CNC has staff
[1:25:04]
that oversee these
[1:25:10]
programs so similarly I am not an expert
[1:25:12]
in Emergency Management uh but again I
[1:25:15]
like to include these slides for the
[1:25:17]
informational
[1:25:18]
purposes uh we do have experts in these
[1:25:22]
in both of these various areas
[1:25:28]
and essentially so this is closing off
[1:25:30]
for the Emergency Management uh the
[1:25:32]
basic principles are that there is an
[1:25:34]
assessment done which is the planning
[1:25:36]
basis
[1:25:38]
uh the emergency response plan and
[1:25:40]
procedures uh is then described there is
[1:25:43]
practice practice and Readiness that is
[1:25:46]
goes on into the emergency management
[1:25:48]
and then uh those programs are
[1:25:50]
reassessed and Effectiveness is
[1:25:52]
re-evaluated
[1:25:57]
as for the Environmental Protection
[1:25:59]
framework uh so we this is mostly
[1:26:03]
described through the reg regulatory
[1:26:05]
documents of 2.9.1 and
[1:26:08]
2.9.2 I'll also add that all of cn's
[1:26:11]
regulatory documents are available
[1:26:13]
online for your your
[1:26:16]
reading um in these documents they
[1:26:18]
explain the requirements and guidance we
[1:26:20]
have for proponents and lenes at Large
[1:26:26]
for existing lenses we rely on an
[1:26:29]
Adaptive phase management approach uh of
[1:26:31]
an environmental risk assessment um and
[1:26:34]
this shows that process so the
[1:26:36]
environmental risk assessment uh is
[1:26:38]
revised on a minimum of fiveyear cycle
[1:26:41]
uh and is updated with new data uh which
[1:26:44]
is collected by lenses uh and updated
[1:26:47]
based on new science developments as
[1:26:50]
well they touch on every aspect of the
[1:26:52]
environment and uh so that also includes
[1:26:54]
the human health risk assessment and the
[1:26:57]
ecological risk
[1:27:00]
assessment and that is it for me today
[1:27:03]

messages in the in the requirements that
[1:27:08]
Doug was explaining on the lies slides
[1:27:10]
those are the kinds of requirements that
[1:27:12]
I was referring to earlier as being

statement guidelines so thank

zoning bylaw over the next little while

and our official plan I've been working
[1:27:47]
on my my comments on the impact
[1:27:51]
assessment my problem is is B I hope you
[1:27:53]
can help help me I'm trying to get some
[1:27:56]
funding but uh those things are a little
[1:27:58]
more difficult to fill in than I thought
[1:28:00]
is there anybody that can help me fill
[1:28:02]
in for some uh participation funding
[1:28:05]
programs because every time I look at it
[1:28:07]
I almost go crazy so I I I know it's
[1:28:10]
pretty self-explanatory but it's not if
[1:28:12]
if you know if you if you're not dealing
[1:28:14]
with it every day so is there somebody
[1:28:16]
or Cole's notes sorry I'm showing my age
[1:28:19]
but is there some sort of version I can
[1:28:21]
actually because there's about three or
[1:28:22]
four I would like to apply for thank
[1:28:26]

yes definitely there is support uh the
[1:28:32]
participant funding program has a
[1:28:33]
generic inbox and we can put you in
[1:28:35]
contact with folks there who uh are uh

good support to help with um filling the

applications the application for the
[1:28:43]
current public comit period for the
[1:28:45]
Brucey process uh closed I think it was
[1:28:48]
on September 13th but there are several
[1:28:50]
other ongoing and there will be more so
[1:28:53]
you can either th email the Public
[1:28:55]
Funding participant program or contact
[1:28:57]
us and I can put you through the right
[1:29:00]
people as well thank you very much
[1:29:04]
is councelor Kavanaugh thank you very
[1:29:07]

for your presentation uh to take it a
[1:29:10]
little more broadly uh councelor Stewart
[1:29:12]
was referring to applying I believe as
[1:29:14]
an individual representing um and and
[1:29:17]
I'm more curious about how the
[1:29:18]
municipality can participate um your
[1:29:21]
slide mentioned meaningful participation
[1:29:23]
but um we we actually have an agenda
[1:29:26]
item later tonight about our budget
[1:29:27]
presentation and uh looking at what it
[1:29:30]
would cost or what the estimated cost
[1:29:32]
what it could be for the municipality to
[1:29:33]
sort of participate fully uh seems like
[1:29:36]
a lot to sort of push onto our taxpayers
[1:29:38]
especially in one year uh is there there
[1:29:41]
processes or ways for the municipality
[1:29:43]
to secure funding to meaningly
[1:29:47]
participate thank you for the question
[1:29:49]
through you chair uh currently our
[1:29:52]
participant funding program does not
[1:29:53]
include t tax based organizations so the
[1:29:55]
criteria for eligibility eligibility
[1:29:59]
unfortunately uh would uh rule out
[1:30:01]
funding a municipality directly um I can
[1:30:04]
speak from Fast past experience um
[1:30:07]
Municipal citizens have themselves
[1:30:09]
acquired funding through the participant
[1:30:11]
funding program to um look into
[1:30:14]
information that they were really
[1:30:15]
interested about which was related to
[1:30:18]
socioeconomic conditions health
[1:30:20]
conditions environment Etc so that is
[1:30:22]
one of the ways that the city cens can
[1:30:25]
uh look into getting funding to support
[1:30:27]
uh review of information or their own
[1:30:29]
contributions that would also be of
[1:30:31]
interest to the
[1:30:32]
municipality um and other than that we
[1:30:34]
don't really have visibility or don't
[1:30:36]
necessarily intervene directly with
[1:30:38]
proponents to provide funding but that
[1:30:40]
is something that could be an Avenue um
[1:30:42]
that we've also seen in the past and I
[1:30:45]
don't know Doug if you have anything to
[1:30:47]
add thank you through you mayor uh so
[1:30:50]
the ceny in the past has encouraged
[1:30:51]
municipalities because we likewise
[1:30:54]
cannot fund municipalities through our
[1:30:55]
person funding program however we we've
[1:30:58]
encouraged municipalities to reach out
[1:30:59]
to the Canadian Association for nuclear
[1:31:01]
host communities who can access funding
[1:31:03]
for the municipality and who can direct
[1:31:05]
funds to you um and I I believe that's
[1:31:10]
it maybe I'll uh direct that comment
[1:31:14]
back to our CAO because I I believe we
[1:31:17]
already have and could you comment on
[1:31:19]
the response for that please sure
[1:31:22]
through through you um yes so Kik did
[1:31:26]
put forward an application um for
[1:31:29]
funding through to
[1:31:30]
cnsc um uh from what I know that was
[1:31:34]
declined what was shared with me that
[1:31:35]
was declined um it was referred over to
[1:31:38]
iak um an application was submitted
[1:31:41]
before the deadline um and to date we
[1:31:43]
haven't heard
[1:31:48]
yet yes Mr Wy
[1:31:52]
please I may through your mayor
[1:31:54]
uh I'll I will take that back to the C
[1:31:56]
and our participant funding program to
[1:31:58]
look into that
[1:32:00]
further one one of the questions and I'm
[1:32:03]
not precluding any other counselors that
[1:32:05]
there's ones to follow up I uh
[1:32:08]
appreciate the Cooperative uh function
[1:32:12]
that iak and cnsc seems to uh work
[1:32:15]
together you know there's there's one
[1:32:17]
that's begins the process and one that
[1:32:19]
continues on but I'm sure there's
[1:32:21]
cooperation back and forth and and I'm
[1:32:23]
wondering ing about
[1:32:26]
the uh about the function of iak and
[1:32:30]
cnsc whether in the the midst of the
[1:32:34]
conversations uh whether it's the
[1:32:36]
planning or evaluation or submission of
[1:32:38]
reports or whatever are you a uh a
[1:32:41]
mediator a uh an adjudicator
[1:32:46]
a an enforcer what's what's what's your
[1:32:51]
what's your level of authority here what
[1:32:54]
what yeah I know that's the official
[1:32:56]
title but I but I'm wondering if like
[1:32:58]
when push comes to shove where where are
[1:33:00]
you in the pecking order here yes in
[1:33:03]
terms of our thank you for the question
[1:33:05]
through you and and it's a very very
[1:33:07]
good question um we are almost all of
[1:33:10]
those things depending on what time of
[1:33:12]
the process that we are at in terms of
[1:33:15]
the impact assessment agency of Canada
[1:33:17]
for nuclear projects obviously the life
[1:33:19]
cycle regulator will always remain the
[1:33:21]
Kenan nuclear safety commission but
[1:33:23]
during in an integrated assessment
[1:33:25]
process it is led by the impact
[1:33:27]
assessment agency of Canada according to
[1:33:29]
a memorandum of understanding that's
[1:33:31]
actually on our website that's freely
[1:33:33]
available uh for integrated assessments
[1:33:35]
between our organizations so at the
[1:33:38]
beginning steps of the process I would
[1:33:40]
like to say that almost for the entire
[1:33:42]
time we are a facilitator it would be
[1:33:44]
the word that I would use so we do
[1:33:46]
administer the entire process from start
[1:33:48]
to finish in terms of our duties and our
[1:33:52]
expertise we will then always use the
[1:33:54]
information that is publicly available
[1:33:56]
on the record in order for us to perform
[1:33:58]
our work so it does include looking into
[1:34:01]
the expertise from all of the federal
[1:34:02]
authorities including the cnsc fisheries
[1:34:05]
and oceans Canada Environment Canada if
[1:34:07]
there is provincial expertise on the
[1:34:09]
record uh also comments from the public
[1:34:12]
and municipalities we use that
[1:34:14]
information and maybe in that sense it's
[1:34:16]
not necessarily a mediator but you could
[1:34:18]
kind of go as far as saying that we take
[1:34:20]
all of that information look at the
[1:34:22]
concerns from uh indigenous groups and
[1:34:24]
the public the public pardon me
[1:34:26]
everything that's on the record and we
[1:34:28]
summarized that and turned that into
[1:34:30]
requirements to give the proponent so
[1:34:33]
then we become a little bit an
[1:34:35]
adjudicator in judging whether or not
[1:34:38]
the information and studies that a
[1:34:40]
proponent provides are satisfying the
[1:34:43]
guidelines so there is a decision there
[1:34:45]
when it comes to uh referring the impact
[1:34:48]
assessment process the Mandate for the
[1:34:50]
review panel that integrated review
[1:34:53]
panel is independent they are uh
[1:34:55]
unbiased they are not members of
[1:34:57]
government they are free of conflict and
[1:34:59]
of interests and they have to have
[1:35:01]
specific specific expertise so in that
[1:35:04]
sense there the agency and the CNC do
[1:35:07]
become technical administrative
[1:35:09]
logistical supports but that panel does
[1:35:12]
function on their own indep
[1:35:13]
independently the agency does have a
[1:35:15]
duty to give them support in terms of
[1:35:17]
Staff but all of that process is also
[1:35:20]
cost recovered from proponents I think I
[1:35:22]
forgot to mention that so that's that's
[1:35:25]
yeah so everything in it
[1:35:28]
depends everything in it depends uh
[1:35:31]
counselor hinchberger please thank you
[1:35:33]
through chair a lot of people won't go
[1:35:36]
into the depth that you will go into but
[1:35:39]
so people can get a idea of scope if we
[1:35:42]
were talking like um a radius from the
[1:35:44]
Bruce Power site in terms of assessing
[1:35:47]
if you get to an impact assessment for a
[1:35:49]
Bruce SE project what kind of scale are
[1:35:51]
we talking about
[1:35:55]
thank you through mayor um that is an
[1:35:57]
excellent question it's not based
[1:35:59]
necessarily on a radius when we're
[1:36:01]
looking at the impacts of a project
[1:36:03]
we're looking at the whole life cycle
[1:36:05]
our legislation uh in terms of
[1:36:08]
designated projects stipulate that it's
[1:36:10]
for site preparation construction
[1:36:12]
operation decommissioning and
[1:36:14]
abandonment so in terms of the scope for
[1:36:17]
the timeline of a project we're looking
[1:36:20]
at all of it of course the level of
[1:36:22]
detail would not be as advanc for some
[1:36:24]
of the phases as others but we have to
[1:36:26]
consider all of that into consideration
[1:36:29]
in terms of the geographic scope it is
[1:36:32]
in the guidelin stipulated that it is uh
[1:36:35]
dependent on what we call valued
[1:36:37]
components so when you're looking for
[1:36:39]
example at the presentation that the
[1:36:40]
county of Bruce gave earlier they talk
[1:36:42]
about species at risk they look
[1:36:44]
depending on the species what their
[1:36:45]
habitats are and in terms of their
[1:36:48]
habitat how does that link to water
[1:36:50]
quality hydrogeology Etc so the
[1:36:52]
proponent has to Define geographical
[1:36:54]
extents including for health and socio
[1:36:57]
economic conditions of what is going to
[1:36:59]
be affected by the project so it is
[1:37:01]
Project dependent and dependent on the
[1:37:03]
valued component so we usually go as far
[1:37:06]
as the region especially when it comes
[1:37:08]
to cumulative effects so there's a long
[1:37:11]
list of policies and and best practices
[1:37:14]
in that area and we can work through
[1:37:16]
specific examples if you wish so like
[1:37:19]
using the fuel cycle as an example
[1:37:21]
depending on the reactor type chose and
[1:37:23]
whatever ever fuel it might use you'll
[1:37:25]
May reach as far as where the that fuel
[1:37:29]
is uh mined manufactured Etc as part of
[1:37:32]
the whole uh thread all the way here
[1:37:37]
correct thank you through you mayor so
[1:37:40]
that also is a question of an analysis
[1:37:43]
that needs to happen by the agency
[1:37:45]
during the the planning phase that we're
[1:37:47]
in when it comes to the tailored impact
[1:37:49]
statement guidelines because they have
[1:37:51]
to include all of the requirements for
[1:37:53]
the project and the project effects we
[1:37:54]
need to Define what the project is so
[1:37:57]
does the project include activities that
[1:37:59]
are incidental to it so there is a
[1:38:01]
summary of that analysis that is
[1:38:03]
typically posted when the guidelines are
[1:38:05]
finalized and I'll take for example the
[1:38:08]
topic of um I think it was the Delta
[1:38:12]
Port fourth birth at West um there was
[1:38:15]
consideration of marine shipping and
[1:38:18]
transport like Rail and Road Transport
[1:38:20]
and that was I believe included in the
[1:38:22]
guidelines so Sim similarly when you're
[1:38:24]
looking at transportation of fuel
[1:38:26]
transportation of waste transportation
[1:38:28]
of construction materials they all those
[1:38:31]
are all questions we currently have and
[1:38:33]
through the planning phase we'll get the
[1:38:35]
information to figure out how they fit
[1:38:37]
in the assessment if they're part of the
[1:38:39]
project are the cumulative impacts
[1:38:41]
related to the project or are the issues
[1:38:43]
relevant to the
[1:38:45]
assessment so all those concerns are
[1:38:47]
important to put on the record Deputy
[1:38:49]
Mayor please you had a question
[1:38:53]
sorry thank you mayor through you um I
[1:38:56]
had a couple of questions one was
[1:38:58]
um from phase one or stage one to to
[1:39:02]
stage three is stage one effectively
[1:39:04]
when the proponent has provided all of
[1:39:05]
the necessary information so sort of the
[1:39:08]
notice of determination is that stage
[1:39:10]
one sorry good question I wonder if I
[1:39:12]
can reshow the slides is that possible
[1:39:33]
I can start answering while the slides
[1:39:34]
are showing up so the five phases I was
[1:39:36]
talking about so when you're talking
[1:39:38]
stage one to stage three that would be
[1:39:40]
the planning phase number one impact
[1:39:42]
statement phase number two impact
[1:39:44]
assessment phase number three so the
[1:39:47]
planning phase really requires in order
[1:39:50]
to start that the proponent has
[1:39:52]
satisfied our uh requirements on what
[1:39:55]
needs to be in in thank
[1:39:58]
you
[1:40:00]
oh I'm I'm am I controlling it okay
[1:40:05]
thank you uh yes so phase one requires
[1:40:09]
in order to start uh the initial project
[1:40:11]
description has to contain the
[1:40:13]
information that's required so Bruce
[1:40:15]
Power has done that the information
[1:40:17]
requirements were completed so then it
[1:40:19]
was posted and started the other
[1:40:22]
requirements for the component in that
[1:40:24]
phase is to respond to the issues that
[1:40:26]
will be sent to them the next is really
[1:40:29]
on the agency and the cnsc with all of
[1:40:32]
the participants to fulfill the
[1:40:34]
requirements of information that we need
[1:40:36]
to build the guidelines and those
[1:40:37]
guidelines need to reflect the concerns
[1:40:40]
that are on the record and address all
[1:40:41]
of the areas that an impact assessment
[1:40:44]
has to look at now the phase phase
[1:40:47]
number two really is in the proponent
[1:40:49]
hand uh there is uh in our legislation
[1:40:51]
up to three years for a proponent to
[1:40:54]
provide all of the information and
[1:40:56]
studies from the guidelines so that is
[1:40:59]
uh what I believe uh might have been
[1:41:00]
referred to as uh being satisfied that
[1:41:04]
all of the information studies required
[1:41:06]
by the guidelines have been uh have been
[1:41:09]
provided so that does include like uh as
[1:41:12]
I was saying earlier a period where
[1:41:15]
there is a public participation
[1:41:17]
opportunity and there is a review of how
[1:41:20]
much information has been provided and
[1:41:22]
does it um meet the requirements of the
[1:41:24]
guidelines when it's then in phase three
[1:41:27]
once that say yes there is we're
[1:41:30]
satisfied the information has been
[1:41:32]
provided once that has been done then
[1:41:35]
the assessment uh actually is referred
[1:41:37]
to the independent review panel who will
[1:41:39]
then test whether they have enough
[1:41:42]
information to do the impact assessment
[1:41:44]
report so their mandate might include to
[1:41:47]
actually get information from other
[1:41:49]
parties it's not limited to just a
[1:41:51]
proponent and they will ask ask
[1:41:53]
questions and as an independent
[1:41:55]
independent body can test whether or not
[1:41:58]
the what is provided information is uh
[1:42:00]
sufficient and adequate and make
[1:42:02]
recommendations accordingly where they
[1:42:04]
might see gaps and
[1:42:09]
uncertainties now thanks for clarifying
[1:42:11]
that my second question was perhaps
[1:42:13]
going back to councelor Stewart's
[1:42:16]
initial remark we're looking at the
[1:42:18]
public engagement portion of it and I
[1:42:19]
appreciate that there is the opportunity
[1:42:21]
for the public to effectively uh right
[1:42:23]
in in terms of responses
[1:42:27]
um part of the legislation requires it
[1:42:29]
to be obviously meaningful consultation
[1:42:32]
and how are you finding the engagement
[1:42:34]
process when it's perhaps uh it's maybe
[1:42:38]
not as straightforward for a lot of
[1:42:41]
individuals to to complete that um
[1:42:44]
because it it would seem that it doesn't
[1:42:45]
meet them it wouldn't necessarily meet
[1:42:48]
the legislative requirement of
[1:42:50]
meaningful if it's becoming more
[1:42:52]
problematic
[1:42:53]
um or difficult for them to properly
[1:42:58]
engage thank you through you mayor that
[1:43:01]
is a very good question we really do our
[1:43:03]
best to identify what obstacles exist
[1:43:05]
for Meaningful engagement we've been
[1:43:07]
very proactively trying to understand
[1:43:10]
that with the community and we've had
[1:43:11]
support from your we have had support
[1:43:14]
pardon me from the municipality of
[1:43:15]
Karden as well as uh Bruce County to
[1:43:19]
identify where to go when to go we have
[1:43:21]
identified already that we should spend
[1:43:23]
the next month of July and all of the
[1:43:25]
events around the community um but there
[1:43:27]
are still example uh sorry obstacles
[1:43:29]
that exist and really looking forward to
[1:43:31]
hearing uh what your comments might be
[1:43:33]
on that topic what the obstacles are in
[1:43:35]
terms of potentially like language
[1:43:37]
barriers and access to information so
[1:43:39]
that we can plan to address those as
[1:43:41]
part of our public participation
[1:43:44]
plan thank you just a quick fup what
[1:43:47]
what I was really thinking about is that
[1:43:49]
there's certainly going to be uh certain
[1:43:51]
communities and accessibility where
[1:43:52]
that's going to we um create barriers in
[1:43:55]
of itself um and I appreciate that
[1:44:00]
allowing the opportunity or the forum
[1:44:02]
for the for the public to engage is one
[1:44:04]
thing in terms of trying to to satisfy
[1:44:07]
the legislation um but the way the
[1:44:09]
legislation is worded it's very clear
[1:44:11]
that it's to be meaningful and I I'm
[1:44:12]
just I'm grateful for the indication
[1:44:14]
that you're trying to to get feedback on
[1:44:16]
that because I I have that concern that
[1:44:18]
it may not be meaningful if if people
[1:44:20]
are either put off with the process um
[1:44:23]
and aren't diligent in trying to find
[1:44:25]
the supports that are necessary to get
[1:44:27]
that
[1:44:30]
completed thank you may for you uh yes I
[1:44:33]
welcome those comments if you have any
[1:44:34]
specific examples we would really love
[1:44:36]
to hear about what we can do in that
[1:44:38]
regard
[1:44:41]
yes so
[1:44:44]
the
[1:44:46]
um I'll throw in a question here the uh
[1:44:51]
process will
[1:44:54]
uh the impact assessment process is
[1:44:56]
asking for individuals and and ourselves
[1:44:59]
and I know lots of agencies have put in
[1:45:02]
these are the impacts that will uh be
[1:45:05]
evident because of the proposed uh
[1:45:09]
project and I'm wondering when uh the
[1:45:13]
impact assessment agency receives them
[1:45:16]
uh they start doing their investigation
[1:45:19]
is it a process where uh you know
[1:45:23]
a person might say it's going to impact
[1:45:25]
my flower
[1:45:26]
bed and and you say well okay we need to
[1:45:30]
do some research to find that out do you
[1:45:33]
do you I I know cnsc has a great team of
[1:45:36]
uh scientists and researchers and all
[1:45:38]
that to to do that that background work
[1:45:41]
but the impact assessment agency does it
[1:45:44]
have the uh the wherewithal to do the
[1:45:48]
research to assess
[1:45:51]
those perceived impact
[1:45:53]
or do you receive a report and because
[1:45:56]
we received it we believe it or or is
[1:45:59]
the municipality like when we when we
[1:46:02]
get um when we get requests for
[1:46:06]
information uh is it incumbent upon us
[1:46:09]
to have our staff do all the research
[1:46:11]
and verify what was submitted or is that
[1:46:14]
your job or or how where how does that
[1:46:17]
process work please thank you through
[1:46:20]
you um the that's it's a great question
[1:46:23]
just let me just formulate my thoughts
[1:46:25]
for a moment so the information that we
[1:46:27]
receive on the record is not information
[1:46:30]
that typically we generate so the impact
[1:46:32]
assessment agency of Canada has multiple
[1:46:34]
policies and uh technical guidelines on
[1:46:37]
how to properly conduct impact
[1:46:39]
assessments and we uh mainly rely on
[1:46:42]
technical expertise from federal experts
[1:46:44]
provincial experts and the rest of the
[1:46:46]
information that is on the record
[1:46:48]
including what is provided by the
[1:46:49]
proponent and other participants as well
[1:46:51]
as especially the CN in this case when
[1:46:54]
it comes to a concern that's been
[1:46:56]
provided by someone one of the first
[1:46:59]
questions on the registry is one is it
[1:47:01]
relevant to the project if it's not
[1:47:03]
relevant to the project obviously the
[1:47:04]
agency with the cnsc and when it's the
[1:47:06]
panel would weigh that information
[1:47:08]
accordingly if it is relevant to the
[1:47:10]
project but there is a doubt or there is
[1:47:13]
something on the record that indicates
[1:47:14]
that the information might not be
[1:47:16]
adequate and uh accurate then there is
[1:47:19]
the possibility for the agency and the
[1:47:21]
CNC to raise that concern and request
[1:47:24]
the proponent to provide a response once
[1:47:27]
the independent um integrated review
[1:47:30]
panel is appointed they can then if
[1:47:32]
they're not satisfied with the evidence
[1:47:33]
on the record if there is a big
[1:47:35]
discrepancy between what one party says
[1:47:38]
versus another they can request external
[1:47:41]
technical review if they don't feel like
[1:47:43]
they have a reliable third party so
[1:47:46]
that's that's kind of um an example of
[1:47:48]
how it would
[1:47:49]
work councelor hinchberger please thank
[1:47:52]
you youer having worked for some time
[1:47:55]
for the proponent that might not be
[1:47:57]
obvious to a lot of people how the
[1:48:00]
regulatory environment is very much such
[1:48:03]
that the proponent has the obligation
[1:48:06]
and the initiative to show the regulator
[1:48:09]
the regulator doesn't generally do the
[1:48:11]
work for the proponent the the the
[1:48:13]
regulator specifies what's required and
[1:48:16]
it's up to the proponent to do much of
[1:48:19]
the analysis whether they can do it
[1:48:21]
inhouse contracted out or whatever there
[1:48:23]
I think that it was described earlier
[1:48:25]
that the AA role is largely one of
[1:48:28]
facilitator to make sure that the
[1:48:30]
process has followed and from the
[1:48:32]
nitty-gritty related to the technical
[1:48:33]
parts that's where the Canadian nuclear
[1:48:35]
safety commission would have the
[1:48:37]
expertise to know what the proponent
[1:48:40]
must provide to them in order to be
[1:48:43]
reviewed there's a it's we we get a
[1:48:45]
little mistake here because we're in a
[1:48:47]
discussion here with iak and the cnsc
[1:48:50]
when we're missing a stakeholder that's
[1:48:52]
Central to the whole thing including the
[1:48:54]
Lion Share of the work to be done which
[1:48:56]
is the
[1:49:00]
proponent there is there opportunity to
[1:49:03]
comment or no no no that
[1:49:06]
was uh councelor Stewart please thank
[1:49:09]
you just to finish because a few people
[1:49:11]
mentioned uh through you chair uh my
[1:49:14]
name and everything else uh it's
[1:49:16]
interesting because the
[1:49:19]
municipality's issues are my issues too
[1:49:21]
as an individual so it'll be interesting
[1:49:24]
to see how they sort of deal with an
[1:49:26]
individual but we could expand it to the
[1:49:29]
municipality too example traffic and
[1:49:33]
impact of traffic especially in the
[1:49:34]
community right beside that impacts the
[1:49:37]
municipality but it really impacts us so
[1:49:39]
it'll be interesting to see how these uh
[1:49:42]
submissions go and how you deal with
[1:49:44]
them but I'm looking forward to it thank

uh that uh and this this is the fashion

that we will go through this uh motion

just so that you are aware we we have
[1:57:32]
four very specific parts to this so uh
[1:57:37]
with your permission we will we will get
[1:57:40]
consensus on the first one and move on
[1:57:42]
to the second one get consensus on the
[1:57:44]
second one they are individual and
[1:57:47]
separate and and you know even though we
[1:57:50]
can put it in the context of budget and
[1:57:53]
want to talk about trucks and capital
[1:57:56]
purchases that's not the issue tonight
[1:57:58]
here here's the four specific things so
[1:58:01]
we need a mover and seconder the council
[1:58:02]
received the 2025 budget plan report for
[1:58:05]
information further the council approved
[1:58:07]
the 2025 wage increase using the 12
[1:58:10]
month July CPI of 2.5 as per human
[1:58:14]
resources 03 compensation and benefits
[1:58:17]
policy in the 2025 budget be drafted to
[1:58:19]
incorporate the economic increase
[1:58:21]
accordingly further the council approved
[1:58:23]
direct or provide Direction on the
[1:58:25]
maximum 2025 property tax increase
[1:58:28]
inclusive of the annual Asset Management
[1:58:30]
funding requirement of 3% and further
[1:58:33]
the council direct staff on any proposed
[1:58:35]
service level reductions or expansions
[1:58:37]
for 20125 moved by
[1:58:40]
counselors and Deputy Mayor Clark and
[1:58:42]
councelor
[1:58:43]
hinchberger all right so uh
[1:58:46]
for uh focus without wandering around
[1:58:50]
too much uh do you uh can we reach
[1:58:54]
consensus that we receive this budget
[1:58:57]
plan report for
[1:58:59]
information
[1:59:02]
okay uh next uh bullet here further the
[1:59:06]
council approved the 2025 wage increase
[1:59:09]
using the 12 Monon July CPI of 2.5 as
[1:59:12]
per our compensation and benefits policy
[1:59:15]
and it be incorporated in the uh draft
[1:59:18]
budget uh accordingly
[1:59:22]
okay we're good for

that uh further the TA Council provide

Direction on the maximum 2025 property

tax rate increase inclusive of the
[1:59:32]
annual Asset Management funding

requirement

3% uh I'd like some direction from our
[1:59:38]
man director of corporate
[1:59:40]
services uh when I read this uh it
[1:59:46]
wasn't what you're asking at this point
[1:59:49]
is not based on empirical and and
[1:59:52]
numerical evidence it's based on broadly
[1:59:55]
speaking where we at in our thought
[1:59:58]
process we we know that there we read
[2:00:01]
your report we read the influences on
[2:00:03]
our budget and I I think what you're
[2:00:07]
saying is H do we agree with the 2 to
[2:00:09]
four 4 to six 6 to8 8 to 10 that sort of
[2:00:13]
thing is that is that what you're
[2:00:15]
looking for director yeah through you
[2:00:17]
mayor so um in the context of the report
[2:00:20]
and the information that's provided and
[2:00:21]
I do have a couple of updates to share
[2:00:23]
with Council but um yeah everything that
[2:00:26]
has been provided in the report is based
[2:00:27]
on the existing service levels and the
[2:00:29]
cost to continue providing the services
[2:00:31]
that we are already providing the
[2:00:32]
community so knowing what's in the
[2:00:35]
report with respect to the expected tax
[2:00:37]
rate increases um and I'll I'll provide
[2:00:40]
my update now if that's okay or did you
[2:00:42]
want me to wait uh no uh additional
[2:00:45]
information is is a good thing so if you
[2:00:47]
could if you could provide any factors
[2:00:50]
that are influenc our our thought
[2:00:53]
process one way or the other and if I
[2:00:55]
heard you
[2:00:56]
correctly um and and if I'm thinking the
[2:01:00]
logically the way this goes we are we're
[2:01:03]
thinking of that comfortable number
[2:01:07]
politically correct number based on
[2:01:11]
identical service levels from last
[2:01:14]
year and if we adjust the service up or
[2:01:17]
down then that changes the tax rate up
[2:01:19]
or
[2:01:19]
down so through you I would say like
[2:01:22]
what is a realistic um tax rate increase
[2:01:25]
if there's a maximum that Council wants
[2:01:27]
because um so to proceed with my update
[2:01:30]
so if we're looking at the chart that's
[2:01:32]
provided in the report with respect to
[2:01:34]
the total preliminary budget impacts um
[2:01:37]
currently we have a it's just a
[2:01:40]
preliminary there's lots of things that
[2:01:41]
are still going to change but at this
[2:01:42]
point in time we had an operating budget
[2:01:44]
impact estimated at 1. 1633 million so
[2:01:47]
what that means is an additional um Levy
[2:01:50]
requirement of 1.63 3 million in some
[2:01:53]
fashion whether it be taxes or through
[2:01:54]
rate increases um and so that is
[2:01:58]
currently sitting at a tax rate impact
[2:02:00]
of
[2:02:01]
8.17% or a tax levy impact of 7% um the
[2:02:06]
additional um information that we have
[2:02:08]
is respect to the policing costs so we
[2:02:10]
received the 2025 um op policing costs
[2:02:13]
for next year and the uh it's projected
[2:02:17]
to increase by
[2:02:19]
$268,000 and the impact of that is .
[2:02:23]
37% um in addition um proceeding with
[2:02:26]
the 2024 Market study um the impact of
[2:02:29]
that is uh
[2:02:30]
$270,000 and that's a 1.38% so if I was
[2:02:34]
to recreate this template today um it
[2:02:37]
would not be
[2:02:38]
8.17% it would be a starting point of
[2:02:42]
10.88% um so that would be my request to
[2:02:45]
council is that understanding what the
[2:02:47]
factors are in terms of our um pressures
[2:02:50]
that we're seeing externally what is the
[2:02:52]
reasonable or maximum rate increase um
[2:02:55]
that you would be expecting of of staff
[2:02:58]
to come back with for the budget um as
[2:03:00]
well as Direction on whether that is to
[2:03:02]
include a 3% Asset Management plan Levy
[2:03:05]
unlike last year where that was not
[2:03:07]
included so that's the kind of thing we
[2:03:09]
would be looking for direction
[2:03:11]
on any counselor like to begin the
[2:03:14]
discussion on that one oh come
[2:03:17]
on everybody has to tie their shoe right
[2:03:20]
now don't they um councelor Blackwell
[2:03:22]
how be you
[2:03:24]
start uh thank you through you I don't
[2:03:26]
think that this will be a surprise
[2:03:27]
coming for me but um I certainly would
[2:03:29]
like us to see um us funding our at
[2:03:32]
least 3% um annual increase comp
[2:03:35]
contribution for our amp I um advocated
[2:03:38]
for it strongly last year I think it's
[2:03:39]
incredibly important that we start with
[2:03:42]
that as a
[2:03:45]
base do you have a number number in your
[2:03:49]
head that where you're
[2:03:51]
where you're comfortable at starting or
[2:03:54]
maximum number give us a or or if not
[2:03:57]
you don't you can pass on it and wait
[2:03:59]
till we go around again um looking at
[2:04:03]
these figures and the sums that came
[2:04:05]
forward politically I'm comfortable with
[2:04:08]
as high as 8% um I'm not sure 100% how
[2:04:11]
we're going to get there but certainly
[2:04:14]
um I wouldn't necessarily want to see it
[2:04:16]
over
[2:04:18]
that councelor hinchberger please thank

you to you ch I I have a Max increase
[2:04:24]
ceiling of 8% with a target of seven
[2:04:27]
that's inclusive of the 3% for uh Asset
[2:04:31]

[2:04:36]
gauge based on very little public input
[2:04:39]
what the appetite is for maintaining
[2:04:41]
everything no matter how high it goes
[2:04:43]
and we all I think have very different
[2:04:45]
opinions about what we think the the
[2:04:47]
appetite in the community uh is for that
[2:04:50]
but uh yeah eight eight Max uh Target
[2:04:54]
stretch Target of
[2:04:59]
seven anyone
[2:05:01]
else councelor Stewart please it
[2:05:04]
wouldn't be tax time unless councelor
[2:05:06]
Stewart talks about something through
[2:05:08]
you chair I would uh recommend uh
[2:05:11]
anywhere from the six to 8% Target um I
[2:05:14]
think that would be fair I think the
[2:05:17]
community understands that we're
[2:05:19]
fighting some tough issues but but um
[2:05:22]
they're they're getting to the point
[2:05:25]
that uh their pocketbooks are getting
[2:05:28]
tight too so you know 68 would be
[2:05:30]
something that I would be able to agree
[2:05:32]
to thank
[2:05:35]

[2:05:38]
great thank you through you chair I'm
[2:05:41]
also aligned with like the six to 8%
[2:05:43]
Mark um understanding we'd need to be at
[2:05:46]
8% one thing that I would just
[2:05:47]
acknowledge is um thank you to the
[2:05:50]
director for providing all the survey
[2:05:52]
data that you did um I went through all
[2:05:54]
the detailed comments and it doesn't
[2:05:57]
look like there's an appetite to reduce
[2:05:59]
any of the services that we currently
[2:06:01]
have So based on that
[2:06:03]
feedback it actually sound out like
[2:06:05]
there was some desire to increase but I
[2:06:07]
don't know that that's necessarily
[2:06:08]
reflective of everyone so that would
[2:06:11]
make me comfortable at that 8% to try to
[2:06:13]
maintain what we're doing um I think
[2:06:15]
it's a realistic number um so that's
[2:06:17]
where I'm sitting
[2:06:21]
councelor Cavanaugh thank you very much
[2:06:24]
and through the chair I I I want to Echo
[2:06:26]
counselor steinhoff Gray's comments
[2:06:27]
about the survey data uh it of all the
[2:06:30]
respondents it provides a very
[2:06:32]
interesting picture especially with they
[2:06:34]
fill in messages as well um it really
[2:06:37]
seems across the board that a lot of
[2:06:39]
people are in favor of maintaining and
[2:06:40]
taking care of what we have um
[2:06:44]
unfortunately that is going to cost a
[2:06:46]
significant increase just to make that
[2:06:48]
number work so if if we're throwing
[2:06:50]
numbers on a wall I I don't think anyone
[2:06:53]
would be on board with a double digit
[2:06:55]
increase if you asked a member of the
[2:06:57]
public to maintain things but I'm
[2:06:58]
willing to go as high as
[2:07:04]
9.99 you know there were three numbers
[2:07:06]
involved or
[2:07:07]
not okay but only one before the decimal
[2:07:11]
right
[2:07:14]
on uh coun uh councelor pringer you
[2:07:18]
haven't had a chance to speak yet thank
[2:07:21]
you through your chair um well I too had
[2:07:25]
reviewed the survey data and noticed

um I've actually gotten extremely the

opposite feedback in person from people

so I struggle to reconcile those two

things at the moment um I think that at
[2:07:47]
this point in our term um I'm hoping
[2:07:52]
counselors are a little more comfortable
[2:07:53]
with
[2:07:54]
being uh a little more assertive and and
[2:07:58]
assertive and actually looking at our
[2:08:00]
services and trying to figure out how we
[2:08:03]
can be more efficient or effective in
[2:08:05]
order to save some costs so we don't
[2:08:07]
have to reduce the services themselves
[2:08:09]
but maybe do them more effectively not
[2:08:12]
that we do a bad job or staff does a bad
[2:08:14]
job that's not what I'm saying there's
[2:08:15]
always room for improvement in anything
[2:08:17]
anyone does though so to look for
[2:08:20]
efficiencies so that we can keep our um
[2:08:23]
our tax rate increase as low as possible
[2:08:26]
is what I'm looking for and uh I I
[2:08:30]
struggle to go to go any higher than
[2:08:33]
seven or eight that would be scary for
[2:08:34]
me I mean I I know just like anyone else
[2:08:37]
single income it's not easy to um have a
[2:08:41]
huge jump but I also agree that uh the
[2:08:44]
3% for Asset Management uh fund is very
[2:08:47]
important it's I struggled not putting
[2:08:49]
that in last year so I think we need to
[2:08:50]
do it and we just have to get creative
[2:08:52]
this year uh creative in a way that we
[2:08:55]
didn't last year we were creative last
[2:08:57]
year in a couple ways but uh I think we
[2:08:59]
gotta not repeat those we did that as a
[2:09:01]
onetime fix I agree but creative in
[2:09:05]
other ways
[2:09:08]
than councelor Blackwell you had a

when we may get updates I was just

briefly looking at the um kind of
[2:09:22]
summary sheet we had in the beginning of

the 2024 budget and one of the um very
[2:09:29]
uh favorable varibles perhaps was the um
[2:09:32]
property tax assessment growth do you
[2:09:34]
know when we find that out and what the
[2:09:36]
impact may be considering the amount of
[2:09:38]
building that we've been having
[2:09:40]
lately so through you so that's actually
[2:09:42]
one of the last things that is finalized
[2:09:44]
when we get the final tax R and it's
[2:09:45]
usually the end of the first week of
[2:09:47]
December so because we're trying to have
[2:09:49]
the um the first budget meeting a little
[2:09:51]
B earlier this year I don't even know if
[2:09:53]
I'll have that by the time the
[2:09:54]
presentation is is put together I might
[2:09:56]
have that as a speaking point but it may
[2:09:58]
not be reflected in the
[2:10:03]
documents okay so just from uh the
[2:10:07]
comments that have been made around the
[2:10:09]
table it um I would uh provide Direction
[2:10:15]
I would offer the direction to our
[2:10:17]
director of corporate services that the
[2:10:20]
maximum 2025 property tax rate increase
[2:10:23]
inclusive of inclusive of the annual
[2:10:26]
Asset Management funding requirement uh
[2:10:28]
I'm going to I'm going to put the number
[2:10:30]
eight on
[2:10:31]
it I've heard six to eight I've heard
[2:10:34]
9.99 but I you know broadly speaking the
[2:10:37]
number 6 to8 so you can say that but I'm
[2:10:41]
going to guess that the number is going
[2:10:42]
to be eight if you if you provide that
[2:10:44]
range the number is going to end up
[2:10:46]
eight we're going to look at the
[2:10:48]
assessment growth which will have an
[2:10:50]
effect on the tax rate the next item is
[2:10:54]
the service level uh uh reductions or
[2:10:58]
expansions so there's there's that
[2:11:00]
sleeve that's going to slide a little
[2:11:02]
bit uh is comfortable is Council
[2:11:05]
comfortable offering a uh a number of uh
[2:11:09]
8% for the tax
[2:11:13]
rate 7 to 8%

Council uh I I did not say in any way

that that is the final tax rate I'm

chair I'm I'm quite comfortable with

that as being our direction to staff I

would be comfortable putting that
[2:11:46]
forward as a number um the only thing I
[2:11:49]
would ask is if there's an opportunity
[2:11:52]
if we could I don't know whether it's a
[2:11:54]
point where we have to provide direction
[2:11:55]
to staff but I do think as a group we
[2:11:57]
should be discussing some of the
[2:11:59]
comments where they took the time to put
[2:12:01]
um comments into the survey I
[2:12:02]
categorized them I made categories and
[2:12:06]
chunked them together so that I could
[2:12:08]
look at them holistically based on the
[2:12:10]
themes that were emerging and I do think
[2:12:12]
that in preparation for our budget
[2:12:15]
deliberations and that final number that
[2:12:17]
we end up with we need to look at those
[2:12:19]
concerns and considerations
[2:12:23]
um is that the sort of thing through our
[2:12:25]
cioo is that the sort of thing that uh
[2:12:28]
the councelor could provide
[2:12:30]
her uh spreadsheet or however you chunk
[2:12:33]
them together no it's likely is it it's
[2:12:36]
it's likely far more sophisticated than
[2:12:39]
that I'm sorry that's that's that's my
[2:12:41]
latest computer update my Commodore 64
[2:12:44]
got to a spreadsheet and I'm so excited
[2:12:46]
but if if you could no seriously if you
[2:12:50]
could provide that to the CAO and you
[2:12:53]
know if we could if we could
[2:12:55]
categorize I could get it to Ping but it
[2:12:57]
would never pong back it was awful uh if
[2:13:00]
we could if we could get uh that those
[2:13:03]
comments to be included as part of the
[2:13:05]
budget discussion

that so um so just consensus that we're

heading for the 7 to 8% range we good

with that if so but that's it's not a
[2:13:20]

Council direct staff on any proposed

service level reductions or expansions

so if there are

contractions that you are thinking about

at this point this is opportunity to
[2:13:43]
raise them
[2:13:46]
uh um one must be slightly sensitive
[2:13:50]
what you talk about when you're saying
[2:13:53]
we're going to get rid of this or that
[2:13:55]
or something else but there are
[2:13:57]
opportunities between now and uh uh our
[2:14:02]
next budget meeting whereby the uh
[2:14:05]
director says oh somebody somebody has
[2:14:08]
has seen this as an area of efficiency
[2:14:12]
Improvement or a service reduction or
[2:14:15]
you know our community maybe needs to
[2:14:18]
spend a little bit this year so that
[2:14:20]
next year we get way more back or
[2:14:22]
something like that you know if there's
[2:14:24]
so I'm offering opportunity to present
[2:14:27]
service level changes now or uh there
[2:14:31]
must be a a manner in which they can do
[2:14:34]
that subsequent to this meeting before
[2:14:36]
our next because you know sometimes
[2:14:38]
there there needs to be a seed planted
[2:14:40]
and it doesn't grow until we get into
[2:14:42]

had two uh I would have called them more

adjustments and I can submit them
[2:14:52]
separately one of them was to um alter
[2:14:55]
the hours of operation at the concard
[2:14:57]
Waste Management Center on one day a

week in the summertime to shift it later
[2:15:03]
say from 12 to 6 or 12 to 7 to provide a
[2:15:06]
better level of service for people who
[2:15:08]
work the traditional Monday to Friday 9
[2:15:10]
to five jobs that was one uh I can wait
[2:15:13]
my turn for or give the next one right
[2:15:14]
now the other is uh I'd like to
[2:15:17]
understand what's required to what I
[2:15:20]
think would improve the efficiency of
[2:15:21]
our seasonal bylaw enforcement by
[2:15:23]
mobilizing them on bikes and to look at
[2:15:26]
the way we deploy them the majority of
[2:15:28]
the observations I've had from people
[2:15:31]
throughout the year and myself is they
[2:15:33]
tend to do whatever they do in pairs and
[2:15:36]
I would just like to know what are the
[2:15:38]
uh hurdles uh that would be necessary in
[2:15:42]
order to say implement the couple of the
[2:15:44]
things I
[2:15:45]
described transportation and make them
[2:15:47]
more efficient and uh have them uh work
[2:15:51]
more independently of each other that's
[2:15:53]
it that's
[2:15:54]
mine and it was a suggestion that like
[2:15:58]
ultimately didn't end up a lot more
[2:16:00]
savings or anything but there were hours
[2:16:02]
of operation for our Cemetery crew that
[2:16:06]
you know it doesn't make a big
[2:16:07]
difference as far as dollars and cents
[2:16:09]
but it makes a big difference as far as
[2:16:12]
uh quality of uh work work shifts you
[2:16:14]
know so there's it doesn't always have
[2:16:17]
to be uh dollars and cents if there is
[2:16:20]
an improvement in in working conditions
[2:16:22]
or or whatever those are all good things
[2:16:25]
so we have short of any other service
[2:16:29]
level comments we have
[2:16:33]
uh another one uh councelor St offr
[2:16:37]
please um thank you just one thing for
[2:16:41]
consideration um when we talk about
[2:16:43]
Waste Management because I know that a
[2:16:45]
number of questions have been asked um
[2:16:48]
and I don't want to negatively impact
[2:16:49]
our attempts to keep a reasonable
[2:16:52]
increase to our budget so um in
[2:16:56]
clarifying that I continue to get
[2:16:58]
questions about the ward 3 dump um and I
[2:17:01]
know that was one of the few places
[2:17:02]
where you could drop off brush for free
[2:17:05]
um previous to so in addition to the
[2:17:07]
hours of operation I think um one of the
[2:17:10]
things I would like to look at is how
[2:17:12]
whether or not there's
[2:17:13]
flexibility in the hours of operation in
[2:17:16]
which facilities we're at and when and
[2:17:19]
if that that impacts us
[2:17:21]
that's fine I just I'd like to
[2:17:23]
understand it and consider it previous
[2:17:24]
to our budget discussions just so that
[2:17:26]
we have that on the table and one of the
[2:17:28]
major themes that's come up even on
[2:17:30]
social media and we all know I try to
[2:17:33]
say off social media but the ReUse It
[2:17:36]
Center a lot of folks did actually use
[2:17:38]
that and they missed the service that it
[2:17:40]
provided for them to get materials and
[2:17:42]
so if there was a creative way to not
[2:17:44]
lose control of that Center where we
[2:17:45]
have garbage being dumped um as opposed
[2:17:48]
to properly managed um but but had the
[2:17:51]
good items that folks could leverage
[2:17:54]
that need it in the community I I just
[2:17:56]
I'd like to consider it as part of the
[2:17:57]
budget as
[2:18:00]
all uh Deputy Mayor please I'm actually
[2:18:04]
wondering if it's going to be perhaps
[2:18:05]
more efficient and effective for us to
[2:18:07]
do this in writing prior to the next
[2:18:09]
meeting um is there is that going to be
[2:18:11]
the preference that we just sort of
[2:18:13]
perhaps send um our
[2:18:16]
suggestions prior to the next
[2:18:19]
meeting I I appreciate that suggestion
[2:18:23]
but there you know there is real value I
[2:18:26]
believe in like there there are some
[2:18:29]
things uh you know we're GNA we're going
[2:18:31]
to talk about the landfill we're going
[2:18:33]
to talk about hours of operation we're
[2:18:34]
going to talk about efficiency there's
[2:18:37]
uh I I do not disagree with submitting
[2:18:39]
them in writing but I and maybe you
[2:18:42]
should just to make sure that the
[2:18:45]
director gets the intent of what you
[2:18:46]
were talking about but there is real
[2:18:48]
value in speaking out the changes that
[2:18:52]
we might be thinking about so uh uh I

but uh honestly they are not part of
[2:19:24]
this motion so yes yes we will talk
[2:19:26]
about them but it it's not going to be
[2:19:29]
uh tonight on this councelor stof gray

this would be um for our director of

Parks and Recreation behind me commun
[2:19:40]
say versus sorry um thank you Council
[2:19:43]
hburg um one of the other themes that
[2:19:46]
came out in my Bing activity um some
[2:19:49]
folks um again this isn't my own
[2:19:51]
research but I think it's something we
[2:19:53]
should look at they had acknowledged
[2:19:54]
that we had 35 parks and 21 playgrounds
[2:19:57]
and I have not confirm this information
[2:20:00]
this was survey respondents um but one
[2:20:03]
of the things they talked about is there
[2:20:04]
a way to reconcile some of our Parks so
[2:20:07]
that we are um putting really targeted
[2:20:10]
Focus area on what we're doing in
[2:20:12]
specific locations as opposed to trying
[2:20:14]
to really overstretch ourselves with
[2:20:16]
spraw um I don't know the answer to that
[2:20:18]
question it might be that we want to
[2:20:20]
maintain 35 and 21 um but I would be
[2:20:23]
curious for staff's um opinion on that
[2:20:26]
because one of the themes that seems to
[2:20:28]
be coming out is what can we
[2:20:30]
reconcile um so that we get the service
[2:20:32]
we want without overextending ourselves
[2:20:34]
and that theme um seems to be something
[2:20:37]
that goes through all the different
[2:20:39]
areas that we're looking at so um I
[2:20:42]
think it's something we have to look at
[2:20:43]
and even when we talk about like
[2:20:45]
washroom maintenance and the different
[2:20:46]
things there one of the things we talked
[2:20:48]
about in our strategic meeting that I
[2:20:50]
again think we need to look at is what
[2:20:53]
cost we've had through vandalism and
[2:20:55]
other situations because we haven't we
[2:20:57]
have been too pulled I'm going to say
[2:21:00]
too pulled to actually get our eyes on
[2:21:02]
what we need to get our eyes on
[2:21:03]
necessarily so I would really I would I
[2:21:06]
would really appreciate the staff's
[2:21:08]
thoughts on um the cost of our lack of
[2:21:13]
presence um to understand whether
[2:21:15]
increasing some Services May decrease
[2:21:17]
costs on intended through um rectifying
[2:21:20]
those situations so that is a lens I
[2:21:23]
would like to see on that budget if
[2:21:25]
that's
[2:21:29]
possible kind of an efficiency
[2:21:31]
thing uh Deputy Mayor we did you have
[2:21:34]
another comment I could comment um I
[2:21:37]
think one of my things will be um in
[2:21:40]
relation to the accessibility I know
[2:21:41]
that we were uh provided some funding to
[2:21:44]
go through the catalog of issues and we
[2:21:46]
are currently as the accessibility
[2:21:49]
committee looking at um updating that
[2:21:52]
catalog of issues and getting some work
[2:21:53]
done I know that the last budget we were
[2:21:57]
looking very much through a lenss of
[2:21:59]
accessibility so I think for for me that
[2:22:01]
will be certainly one where one of my
[2:22:03]
focuses is this
[2:22:10]
budget so we have the motion before us
[2:22:13]
we've gone through the item by item we I
[2:22:16]
believe we've reached consensus so we
[2:22:18]
have a mover and secondary that we
[2:22:20]
received the budget for information or
[2:22:22]
the the report for
[2:22:24]
information uh we uh approve the 2025
[2:22:28]
wage increase using the July CPI of
[2:22:32]
2.5% uh We've provided Direction on the
[2:22:34]
maximum 2025 property tax rate increase
[2:22:37]
inclusive of the asset management
[2:22:40]
funding and we uh have uh directed staff
[2:22:44]
on any proposed service level reductions
[2:22:47]
and we've also provided an option to
[2:22:49]
provide any subsequent ones in writing
[2:22:52]
or conversation if if that is your
[2:22:54]
choice uh all in favor of the motion

about this before the meeting just a

couple checks were there options other

were what was the thought process behind

that and the other is is there any
[2:26:23]
opportunity if uh development occurs and
[2:26:26]
we get those funds to uh pay off the
[2:26:30]
debenture early or we constrained to the
[2:26:33]
full life of
[2:26:36]
it through you that's a good question um
[2:26:40]
so that the fact that we actually cannot
[2:26:42]
pay it down early is the reason why the
[2:26:45]
staff recommendation is a five-year term
[2:26:47]
um so if we did anything further like
[2:26:49]
greater than that 10 years 20 years then
[2:26:51]
we'll be having we' be forced to pay
[2:26:53]
that for the full term or incur a
[2:26:55]
significant penalty so that's the
[2:26:57]
thought process behind the short
[2:26:59]
fiveyear
[2:27:01]
term uh councelor Blackwell you had a
[2:27:05]
question uh thank you that was my

chair I don't know what the feeling of

the council is

um these things are basically the
[2:27:21]
interest over five years is a quar of a
[2:27:23]
million dollars that comes out of
[2:27:25]
basically
[2:27:26]
taxpayers
[2:27:28]
um and and we're a little premature
[2:27:31]
because we really haven't talked about
[2:27:32]
Bruce Telecom
[2:27:34]
proceeds you know and I think that you
[2:27:36]
know it's unfortunate because I the
[2:27:38]
timing's not correct basically you have
[2:27:41]
to have this thing wrapped up probably
[2:27:42]
the interest rate will come down a bit
[2:27:44]
because there's another Canada thing on
[2:27:46]
the 28th of October and interest rates
[2:27:48]
are going south the only problem is that
[2:27:51]
we really need as a council to really
[2:27:54]
figure out what we're going to do with
[2:27:55]
the Bruce Telecom proceeds we could have
[2:27:58]
lent them the money and we could
[2:28:00]
actually take that interest back into
[2:28:02]
our Bruce Telecom Legacy fund so you
[2:28:05]
know it it is some consideration because
[2:28:08]
you know as you're well aware with the
[2:28:11]
proceeds and you did a great job on the
[2:28:12]
other one showing all the proceeds and
[2:28:14]
where they are interest rates are going
[2:28:17]
down you know so you know we have 28 8
[2:28:20]
million that probably down the road will
[2:28:22]
be making two or 3% maybe it's time we
[2:28:25]
sort of look at it especially during our
[2:28:27]
time when we're going to look at the
[2:28:28]
Legacy that we might start lending money
[2:28:31]
to ourselves but paying back interest at
[2:28:34]
a fair interest rate plus the principal
[2:28:37]
instead of just leaving that money in
[2:28:39]
the bank because right now we're
[2:28:40]
borrowing it from somebody and giving
[2:28:42]
them the proceeds and then you know I'm
[2:28:45]
not sure if that really makes sense long
[2:28:46]

passed the bylaw for the Bruce Telecom
[2:28:57]
Legacy fund policy um one of the guiding
[2:28:59]
principles of that policy is to ensure
[2:29:02]
the preservation of capital so depleting

or withdrawing significant amount of
[2:29:07]
funds would not be in alignment with
[2:29:09]
that policy so therefore that would
[2:29:10]
require a complete revision and redo of
[2:29:12]
the policy prior to the end of the term
[2:29:15]
of the um of the loan which is December
[2:29:18]
so Council would have to make that
[2:29:19]
decision quickly um with the respect to
[2:29:22]
the comment about that there is
[2:29:24]
uncertainty with what to do with the bru
[2:29:26]
Telecom funds that is all documented in
[2:29:30]
the policy um and it's clear about what
[2:29:33]
the interest earnings can be used for um
[2:29:36]
in terms of the timing as well and it's
[2:29:38]
to fund uh a major Capital project and
[2:29:42]
it's supposed to be decided upon during
[2:29:43]
the annual budget process so with the
[2:29:46]
first withdrawal that won't be able to
[2:29:47]
be made until um later on next year and
[2:29:50]
there's even an amount set out so I
[2:29:52]
guess staff is somewhat confused about
[2:29:55]
why um there's confusion about the fact
[2:29:58]
that we haven't talked about the policy
[2:30:00]
um so that's staff's
[2:30:02]
perspective Stein offre please thank you

through chair and just a clarification
[2:30:07]
to the previous report you provided the
[2:30:09]
2025 budget plan report I thought I read
[2:30:11]
a line in there somewhere saying that we
[2:30:14]
wouldn't be able to do anything with the
[2:30:16]
fund until the 3rd of May 2025 anyways
[2:30:21]
um because you would need to wait a year
[2:30:23]
after the initial Capital transfer so I
[2:30:26]
just I'm clarifying that because that is
[2:30:28]
another argument as to why we wouldn't
[2:30:30]
be able to do this what's being
[2:30:32]
suggested through you that's correct and
[2:30:35]
we're still following the first year
[2:30:36]
phase in Period so we're gradually
[2:30:38]
making those transfers into the one
[2:30:40]
investment fund as was stipulated under
[2:30:42]
the uh the policy so to make changes now
[2:30:45]
would be a significant deviation from
[2:30:47]
what was approved by Council
[2:30:50]
councelor hinchberger your hand up there

um I think what I heard though as far as
[2:30:58]
touching the capital of Bruce Telecom
[2:31:00]
the perspective was that this would be
[2:31:02]
an investment not that whereas we have
[2:31:06]
the capital invested in a

certain asset

mix it wouldn't be taking the capital
[2:31:14]
from it to do this it would be part of
[2:31:16]
your Investment Portfolio would actually
[2:31:19]
be a loan to yourself if I understand it
[2:31:26]
correctly are you I'm not sure how you
[2:31:28]
would do that without withdrawing money
[2:31:31]
you're like unless you're unless
[2:31:32]
council's proposing to use the interest
[2:31:34]
earnings to pay for the annual
[2:31:42]
payments yeah if I may I I think uh
[2:31:45]
rather than uh solely investing the
[2:31:48]
money in in one in Investments which is
[2:31:50]
the the brand name uh like uh I think
[2:31:54]
councelor hinchberger correct me if I'm
[2:31:55]
wrong was suggesting that uh it might be
[2:31:58]
appropriate and I think councelor
[2:32:00]
Stewart's comment was something the same
[2:32:03]
was that uh part of the
[2:32:06]
investment rather than gold or buildings
[2:32:09]
or something part of the investment is
[2:32:12]
infrastructure so part of your was that
[2:32:14]
the suggestion that
[2:32:17]
you're yeah so uh having said that I I'm
[2:32:22]
I'm going to uh just refer back to our
[2:32:25]
policy again which does not provide us
[2:32:29]
the opportunity to make any withdrawals
[2:32:31]
of any sort from the Bruce Telecom
[2:32:34]
Legacy fund until May of next
[2:32:37]
year is that is that
[2:32:42]
what can you clarify that for me
[2:32:45]

interest earnings for the interest

earnings um but the policy spe is
[2:32:53]
specific in terms of the Legacy fund

investment asset mix and it's clearly

states ultimately at the end of the

transition period zero in cash 5%
[2:33:04]
maximum it's specific with one
[2:33:06]
investment Canadian Equity portfolio
[2:33:08]
there's targets as well as the fixed
[2:33:11]
income one Canadian corporate bonds and
[2:33:13]
government bonds so everything is as per
[2:33:16]
what was approved in the policy so if
[2:33:17]
Council wishes to deviate from the
[2:33:19]
policy
[2:33:20]
that's something that Council can do
[2:33:22]
it's just not a recommendation of staff
[2:33:24]
so the policy precludes investment in
[2:33:27]
things other
[2:33:29]
than what's uh stated in the policy
[2:33:33]
which is through one
[2:33:36]
investment uh it it doesn't allow us to
[2:33:38]
make investments using the principle in
[2:33:42]
uh in infrastructure or trucks or stuff
[2:33:45]
like
[2:33:46]
that or loans correct okay thank

you know I know that you know when we

first got the funds we needed to put
[2:34:16]
them away and really sort of think about
[2:34:18]
it and that's part of the whole whole
[2:34:19]
thing I brought up tonight we need to
[2:34:21]
really start to think about this if
[2:34:24]
we're loaning $8 million from somebody
[2:34:26]
we're paying somebody a half a million
[2:34:28]
dollars a year in interest you know why
[2:34:30]
shouldn't we be paying ourself and not
[2:34:33]
depleting our principal we still have
[2:34:35]
the principal because we have to still
[2:34:37]
pay back the interest plus the principal
[2:34:38]
to the fund and so you know I think it'd
[2:34:41]
be you know we're sitting here with $28
[2:34:44]
million and we're going to go out and
[2:34:46]
borrow some money from an outside
[2:34:48]
company and pay them the interest
[2:34:50]
maybe we can't do it now but we really
[2:34:52]
have to think about that and maybe start
[2:34:54]
to restructure our policy to allow this
[2:34:57]
kind of activity to take place uh
[2:35:00]
because I don't want to see us borrowing
[2:35:02]
money from outside when we could borrow
[2:35:04]
from inside and still maintain our
[2:35:07]
policy of keeping the principle than you
[2:35:10]

question because I I think it with the

the direction this has taken I think

it's worth asking have we already

invested some of those funds because

based on I know you outlined what we're

allowed to invest in through the policy

um have we made any Investments to

fund Holdings as of August 30th um and

there are some gic's that have in

invested into as well as one Canadian

government bonds and corporate bonds and
[2:35:58]
Canadian equities as per the transition
[2:36:00]
policy um there is also cash available
[2:36:04]
because that cash is being gradually
[2:36:05]
transferred over into the one investment
[2:36:11]

great yeah of those gic's um and

government bonds that we've invested in

order to see the benefit of growth um

some of them are between 18 months and

three years um some are four plus years

and some are even longer term than that

and we do have gic's currently that are

uh two years some are 12 months some are
[2:36:42]
18 months so they're staggered so that
[2:36:44]
they all don't mature at the same
[2:36:48]

[2:36:54]
a look at the proceeds the initial
[2:36:57]
investment we have a CIBC highin savings
[2:37:00]
account which is basically cash and it's

looked at
[2:37:15]
the uh the value of stability when we uh
[2:37:19]
invested These
[2:37:21]
funds uh there was a specific plan
[2:37:24]
moving forward I
[2:37:27]
uh would encourage you to maintain that
[2:37:31]
that stability even on the short term
[2:37:34]
it's it's not that I disagree with the
[2:37:36]
concept of internal borrowing that's
[2:37:38]
that's not what I'm saying but this uh
[2:37:41]
Legacy fund is there for a reason to
[2:37:43]
provide stability for a long time and uh
[2:37:48]
um I'm just going to ask for Council
[2:37:51]
vote on this that oh councelor pranger
[2:37:54]
go ahead yeah you haven't spoken to
[2:37:56]

um I actually agree with councelor
[2:38:01]
Stewart on this one um thanks uh
[2:38:07]
so and anyone can correct me I don't

want to speak for the other counselors

but I know when this policy came about
[2:38:15]
um it sort of felt at least to me that
[2:38:17]
we were under a bit of a crunch we had
[2:38:20]
to decide what to do with it and none of
[2:38:22]
us are investment bankers or Prof
[2:38:24]
investment professionals so uh and what
[2:38:27]
our um director recommended for what we
[2:38:31]
how we write this policy and what we
[2:38:32]
invest in made complete sense to me at
[2:38:34]
the time it seemed very reasonable this
[2:38:37]
opportunity was not present at the time
[2:38:39]
or um this need wasn't present at the
[2:38:42]
time so it wasn't considered and I agree
[2:38:44]
that as Council we are the policy makers
[2:38:47]
and we do have capability of changing
[2:38:50]
our policies if we see that there could
[2:38:52]
be a benefit to doing so um I think in
[2:38:55]
this instance we actually have an
[2:38:57]
opportunity here and something we should
[2:39:01]
consider councelor hinchberger please

tried my best to rapidly pull up the

Bruce Telecom Legacy fund there's a
[2:39:09]
section in Municipal investment
[2:39:10]
framework a municipality May invest its
[2:39:12]
funds in accord with with oeg for 3897
[2:39:16]
which outlines a very fairly limited set
[2:39:18]
of convert conserva investment
[2:39:20]
instruments that it can do I guess a
[2:39:24]
pertinent question would be is the where
[2:39:27]
this line of thought is going would that
[2:39:29]
be in compliance or not in compliance
[2:39:31]
with the reg because if it's not it's a
[2:39:33]
moot point we couldn't do it anyways for
[2:39:36]
you so it's independent of the
[2:39:38]
regulation it's not an investment it's a
[2:39:39]
loan to ourselves so we're just
[2:39:40]
borrowing

internally um so it's outside of that

These recommendations and the other is

whether there's any kind of reference to
[2:41:21]
Trail connections for new
[2:41:25]
subdivisions I see our director of uh
[2:41:28]
infrastructure and development on uh

um so the the first element uh in

relation to where we you know where

we're installing sidewalks uh

can't say confidently but um what I can
[2:41:55]
tell you is that the approach generally
[2:41:57]
is that you know we're only putting
[2:41:59]
sidewalks um on both sides in in
[2:42:02]
appropriate locations but again I'd have
[2:42:03]
to refer back to the other documents and
[2:42:06]
just not prepared to comment on that uh
[2:42:08]

Trails uh in terms of what what we would

look at in guidelines and even you know

subdivision agreements so over the last
[2:42:44]
five six years we've started really
[2:42:47]
incorporating trails and establishing
[2:42:49]
what the criteria is in terms of uh you
[2:42:52]
know usage for materials and
[2:42:53]
connectivity and everything so there is
[2:42:56]
some detail in there but uh I'm not
[2:42:58]
certain if it's you know if it if it's
[2:43:01]
sufficient to what uh what you may be
[2:43:03]
looking for but there is some reference
[2:43:04]
in the
[2:43:11]
guideline so we are received uh the
[2:43:14]
report uh seeing no more questions we
[2:43:18]
have uh mover and seconder the council
[2:43:20]
adopt policy complete with appendex a
[2:43:23]

uh thank you to you mayor uh it strikes
[2:44:08]
me as maybe it's a coincidence that the
[2:44:12]
both the conard wastewater treatment
[2:44:13]
plant and the Bruce Energy Center
[2:44:15]
wastewater treatment plant that were
[2:44:16]
built at very different times and are
[2:44:18]
about 20 K apart seem to be having a a
[2:44:22]
degrading Trend in total suspended
[2:44:24]
solids uh over
[2:44:26]
2024 and other than like Capital changes
[2:44:29]
that might be playing a role here have
[2:44:32]
there been any changes in operating
[2:44:34]
practices at those uh two plants uh in
[2:44:37]
this year that's my first
[2:44:41]
question good evening to you mayor Craig
[2:44:44]
um there hasn't been any significant
[2:44:46]
changes councelor hinchberger to um the
[2:44:49]
overall I guess process will start with
[2:44:52]
the kardan site um as many of you are
[2:44:54]
aware there was an ation upgrade done
[2:44:56]
there in uh
[2:44:58]
2022 um that project has not yielded the
[2:45:03]
results that uh we're hoping for and the
[2:45:06]
the majority of the problem with that
[2:45:08]
project right now is the new Iration
[2:45:10]
system that we have installed is
[2:45:13]
actually I would say somewhat plugged or
[2:45:17]
isn't running as as efficiently is we'd
[2:45:19]
like it uh to produce the dissolved
[2:45:22]
oxygen that we need through the
[2:45:23]
treatment process um when I say plugged
[2:45:27]
that would be a combination of solids
[2:45:29]
like sludge but it is also plugged with
[2:45:32]
a combination of uh rags and things that
[2:45:34]
are not uh deteriorating in our uh cells
[2:45:39]
which are now kind of somewhat covering
[2:45:41]
our air our our air Raiders and in
[2:45:44]
particular the fine bubble component of
[2:45:46]
those air Raiders uh at the be C site we
[2:45:49]
haven't had any significant changes at
[2:45:52]
all um as far as overall uh operations
[2:45:57]
uh we have made some tweaks at both
[2:45:59]
sites uh to chemical uh dosing um we've
[2:46:02]
also worked at the tton site to ensure
[2:46:05]
compliance through the business park so
[2:46:07]
early in the spring we did Chase down
[2:46:10]
some uh samples from some of our sources
[2:46:14]
in the business park and some of those
[2:46:16]
weren't in compliance with what our
[2:46:19]
sewer bylaw is uh so we did some PR in
[2:46:23]
those sites to uh both hand out the
[2:46:26]
bylaw and then ensure uh compliance and
[2:46:29]
we have continued to sample some of
[2:46:31]
those sites to ensure that uh results
[2:46:34]
have gotten better and and they have
[2:46:35]
improved throughout the
[2:46:39]
year uh thank you my second question is
[2:46:41]
more about um I read the environmental
[2:46:43]
compliance approval for the Bruce Energy
[2:46:46]
Center wastewater treatment plant and
[2:46:48]
there's there's generally the the
[2:46:50]
distinction between effluent objectives
[2:46:52]
and effluent uh limits or requirements
[2:46:55]
and we look like we're outside of the
[2:46:58]
affluent limits requirements which gets
[2:47:00]
us into things which can be like are
[2:47:02]
legally enforceable so my question is
[2:47:05]
like under the Environmental Protection
[2:47:06]
act there is the concept of
[2:47:08]
environmental penalties and there's an
[2:47:10]
environmental penalties regulation I
[2:47:12]
guess my question generally is is are
[2:47:15]
municipal uh facilities like this still
[2:47:19]
uh subject to the potential for
[2:47:21]
environmental penalties or are we
[2:47:24]
exempt uh through you mayor Craig so uh
[2:47:28]
the municipality is not exempt from
[2:47:30]
those types of penalties um as you're
[2:47:34]
aware through the compliance report and
[2:47:36]
there's one coming again later that on a
[2:47:38]
on a monthly basis we report these to
[2:47:40]
the ministry of uh environment
[2:47:42]
conservation and Parks um we have a site
[2:47:46]
specific inspector for those sites uh so
[2:47:49]
he is personally uh emailed each month
[2:47:52]
um that we remain out of compliance so
[2:47:54]
we are not IM we're not immune to the
[2:47:57]
fines uh however the ministry is more
[2:47:59]
likely to look at um what the
[2:48:02]
municipality is doing as far as a
[2:48:03]
proactive approach um
[2:48:06]
you're a project like this where we're
[2:48:08]
looking to be proactive and start to
[2:48:10]
deal with some of these issues um in my
[2:48:13]
experience the ministry is very
[2:48:15]
receptive of those and and provide some
[2:48:18]
lenience
[2:48:19]
um but if we were to choose to do
[2:48:21]
nothing and just remain out of
[2:48:22]
compliance um they're more likely to
[2:48:25]
implement um orders um to get these
[2:48:29]
things in compliance as opposed to
[2:48:34]
fines councelor Stein off gray please um
[2:48:38]
through you chair just kind of building
[2:48:40]
off of the questions of councelor Stuart
[2:48:43]
um one of the things that I noticed was
[2:48:46]
um obviously August we were
[2:48:49]
significantly over um for King Carden
[2:48:52]
52.5 mg per liter um and then September
[2:48:56]
up to
[2:48:57]
68 um we seem to be inclining and we're
[2:49:00]
already exceeding what we're allowed for
[2:49:03]
suspended solids so I guess my question
[2:49:06]
is I don't see a date for when this
[2:49:08]
works happening in
[2:49:10]
2025 and is there a plan to try to pull
[2:49:13]
it Forward because if anything we've had
[2:49:16]
relatively stable numbers until we
[2:49:18]
didn't so we were always well under our
[2:49:20]
exceedence like when you look back at
[2:49:22]
2023 it's very like it's very level like
[2:49:26]
the numbers are very there's no real
[2:49:28]
movement up or down it's very stable
[2:49:31]
stable State and now we have this
[2:49:33]
inclining trend um so I guess my
[2:49:35]
question is how far can we incline
[2:49:37]
before we have to ramp up the work
[2:49:39]
because I I I I'm not confident that it
[2:49:42]
would be unlikely that we're not going
[2:49:45]
to have another increase when we do our
[2:49:46]
samples for the next month based on
[2:49:48]
what's happening so I see this activity
[2:49:51]
as must do um to course correct but are
[2:49:55]
is there a situation where we might need
[2:49:57]
to try to bring this work forward and
[2:49:59]
will the weather imple like will the
[2:50:01]
weather impact us for getting this done
[2:50:03]
because we're going into winter I just I
[2:50:05]
would like to understand the time frame
[2:50:06]
because I didn't see
[2:50:09]
dates sure and through you mayor Craig
[2:50:12]
so the reason that we've brought the
[2:50:14]
report forward tonight is to try to
[2:50:16]
accelerate this um we are we're hoping
[2:50:19]
to procure the project which I would say
[2:50:21]
would uh is going to take uh a bit of
[2:50:25]
time here and and mother nature does
[2:50:27]
play an impact on uh Wastewater sites so
[2:50:31]
um the likelihood of getting this
[2:50:33]
project completed in 2024 or even
[2:50:36]
through the winter months it is is just
[2:50:39]
isn't going to happen um so the idea
[2:50:42]
here is that accelerating the project
[2:50:44]
would get us first in the queue and be
[2:50:46]
ready to go for 2025
[2:50:49]
um my expectation would be because of
[2:50:51]
the new aeration cell in kardan it
[2:50:54]
should produce enough air through the
[2:50:56]
winter to keep that pond open so it
[2:50:58]
doesn't freeze over um the the
[2:51:02]
projection to get the sludge out of that
[2:51:03]
pond would be about three weeks I would
[2:51:05]
hope we could be in there like April 1st
[2:51:09]
uh and out of there by mid to late April
[2:51:11]
and then at that point um we would hope
[2:51:14]
that the becc pawns had opened up um and
[2:51:17]
that we didn't have ice there that we
[2:51:19]
would go directly to the becc site um
[2:51:22]
based on the sludge there I think that
[2:51:24]
project was was going to be closer to a
[2:51:26]
month um if not five weeks to complete
[2:51:28]
all the works up there as well uh so the
[2:51:31]
goal would be to have these projects
[2:51:33]
wrapped up by the end of May um we've
[2:51:35]
already been in contact with the
[2:51:37]
ministry to inform them that these uh
[2:51:40]
projects are on the radar for us uh the
[2:51:42]
reason for the for the information is
[2:51:45]
because quite often when you do these
[2:51:46]
projects your results actually
[2:51:49]
um get stirred up so we're we're working
[2:51:51]
to produce um some contingency plans to
[2:51:55]
do everything we can um but yeah that
[2:51:58]
we're looking hopefully to be completed
[2:52:00]
by the end of May next year which
[2:52:02]
somewhat aligns with uh when we really
[2:52:04]
started to experience odor issues in
[2:52:06]
King Carden this
[2:52:09]

talked so much about lagoons in my life
[2:52:21]
and I'm learning much more than I really

need to learn but uh Mark you're doing a
[2:52:25]
good job um the only problem I'm having
[2:52:27]
is it doesn't sound like uh uh we maybe
[2:52:31]
should have noticed this a little
[2:52:33]
earlier but uh how many times do we have
[2:52:36]
to take the Sledge out of these lagoons

I mean is it a yearly thing or is it

every five years because you mentioned
[2:52:42]
in your executive summary you asked if
[2:52:45]
anyone wanted it and nobody wants it so
[2:52:48]
not sure where you're going to put it
[2:52:50]
you know but uh you know it seems to be
[2:52:52]
an ongoing problem and we've invested
[2:52:55]
quite a bit in some of these lagoons you
[2:52:57]
think once we get the sludge out some of
[2:52:59]
those apparatuses will work a little bit
[2:53:01]
we got infrared we have this we have
[2:53:03]
that um help me out with a sort of a
[2:53:06]
future what you're predicting thank
[2:53:09]
you sure and through you mayor Craig
[2:53:13]
so counselor St the the tendency for
[2:53:16]
this type of work used to be land
[2:53:18]
application
[2:53:19]
um so very similar to agricultural um
[2:53:22]
practices but those practices for the
[2:53:26]
amount of sludge we have and um are just
[2:53:30]
not practical we I wouldn't even want to
[2:53:32]
guess what we would need for acreage but
[2:53:33]
if if I were to guess I would guess
[2:53:35]
somewhere between two and 3,000 acres is
[2:53:37]
what would be needed for what we have in
[2:53:39]
all these ponds uh in a past life I've
[2:53:42]
had great success with a technology
[2:53:44]
called geot tubes and what the geot
[2:53:46]
tubes do is you pump your sludge into
[2:53:49]
hard woven bags that dewat so the water
[2:53:53]
actually goes back to the ponds and then
[2:53:55]
you collect the um solids in the uh in
[2:54:01]
the bags so I'm sure you guys can all
[2:54:04]
envision this but when you flush the
[2:54:06]
toilet there there's a lot of water goes
[2:54:07]
down the toilet and there's not a lot of
[2:54:09]
solids um so what we've done is you add
[2:54:12]
the polymer you capture the solids uh
[2:54:15]
you let it dewater and it works similar
[2:54:17]
to an ice cube that you leave in in your
[2:54:19]
freezer for too long where it shrinks
[2:54:21]
through a cold period freezes shrinks
[2:54:23]
and the idea would then be to move those
[2:54:26]
solids at this point to landfill for
[2:54:28]
cover or for final um application for
[2:54:31]
like trying to grow top soil or
[2:54:33]
something on a capped landfill um it
[2:54:35]
works with great success um and that
[2:54:38]
would probably be the the option we
[2:54:40]
would be looking at for procurement here
[2:54:43]
long term I would suggest uh easily um
[2:54:47]
that you would be looking at an
[2:54:49]
additional I would say with ease 30 to
[2:54:52]
40 Years of um probably very little
[2:54:57]
problems in the large ponds in King
[2:54:59]
Carden based on the findings of the
[2:55:01]
small pond in King cardan we're
[2:55:03]
projecting that it should probably be
[2:55:04]
cleaned every 10 years um and the becc
[2:55:08]
site to our knowledge has never had any
[2:55:10]
sludge removal taken out of it um but
[2:55:13]
typically once you do the sludge removal
[2:55:15]
um they they come back to a really good
[2:55:17]
useful life and and then you're just
[2:55:19]
looking at upgrades to your airra
[2:55:21]
equipment and blowers and things of that
[2:55:22]
nature but I would suspect once we get
[2:55:25]
these Sledge projects done um that that
[2:55:28]
we would see improved results and
[2:55:30]
long-term good
[2:55:32]
results thank you

Mark we have a uh motion on the floor to
[2:55:40]
approve 2024 budget amendment the amount
[2:55:43]
of
[2:55:45]
680,000 for Sledge removal all in favor
[2:55:49]
and that is carried uh at this point I'd
[2:55:52]
like to uh recuse myself from the chairs
[2:55:55]
uh regarding this next uh notice of
[2:55:57]
motion prior to the meeting and uh
[2:56:00]
Deputy Mayor is going to uh run the
[2:56:04]
meeting
[2:56:21]
oh yeah
[2:56:35]
see okay so we we have a
[2:56:39]
motion we're at section
[2:56:41]
2171 of the municipal act 2001
[2:56:44]
authorizes a local municipality to
[2:56:46]
change the composition of its Council
[2:56:48]
and whereas a consultant could provide
[2:56:50]
unbiased options for changes to the
[2:56:52]
council composition and whereas a
[2:56:54]
consultant could provide options that
[2:56:55]
ensure legal principles are being
[2:56:57]
followed
[2:57:02]
and where is a consultant can host
[2:57:04]
Community conversations including public
[2:57:06]
open houses and workshops and now
[2:57:09]
therefore be it resolve that Council
[2:57:11]
including the 2025 budget
[2:57:14]
deliberations 12,000 for hiring
[2:57:16]
consultant to review and provide
[2:57:18]
recommendations specifically on the
[2:57:20]
number of members which would comprise
[2:57:22]
the Council of the corporation of the
[2:57:24]
municipality of ke carten following the
[2:57:26]
2026 election moved by mayor Ken Craig
[2:57:30]
and seconded by councelor kavanau any
[2:57:38]
discussion mayor
[2:57:41]
Craig uh through you deputy mayor uh
[2:57:44]
there are three main reasons for uh this
[2:57:46]
motion with the ultimate intention of
[2:57:48]
reducing the number of counselors
[2:57:50]
elected in the 2026 election and Beyond
[2:57:54]
uh the first is uh government
[2:57:56]
efficiency
[2:57:58]
um it's it's just a empirical sort of
[2:58:01]
thing that seven counselors reduces
[2:58:04]
staff time communicating with Council
[2:58:06]
resourcing councel information packages
[2:58:09]
preparations all those sorts of things
[2:58:12]
uh the intent of this motion second
[2:58:14]
reason maintains the ward system uh but
[2:58:18]
still provides broad representation uh
[2:58:20]
throughout the municipality and the
[2:58:22]
third reason that uh I'd like to
[2:58:24]
highlight is the fiscal responsibility
[2:58:27]
our budget includes plus minus $40,000
[2:58:31]
per counselor per
[2:58:32]
year uh uh you
[2:58:36]
would drop at least two your $80,000
[2:58:40]
reduction uh depending on what the
[2:58:42]
recommendation comes back from the uh
[2:58:46]
consultant uh you return on investment
[2:58:48]
is three months two months uh you don't
[2:58:51]
get it till the next year but uh it's an
[2:58:53]
ongoing saving so that is those are the
[2:58:56]
three main reasons why I would suggest
[2:58:58]
uh this is a good efficiency move for
[2:59:01]
our
[2:59:04]
municipality any other questions or
[2:59:06]
comments uh councelor Stuart thank you
[2:59:09]
and through your Deputy Mayor um so
[2:59:12]
basically the ward system would have to
[2:59:14]
maintain because you wanted to change
[2:59:16]
the ward system that's a huge procedure
[2:59:18]
and that's got to go to the government
[2:59:20]
and I believe the last one had to go to
[2:59:23]
the uh um I think I forgot where it went
[2:59:27]
to but it had the government approved it
[2:59:29]
so I think the tribunal approved it too
[2:59:31]
so we had to do that so what you're
[2:59:33]
looking at is maybe reducing by two and
[2:59:37]
that would be basically
[2:59:39]
reducing at large so you'd only have
[2:59:43]
basically one at
[2:59:45]
large and then we would have the deputy
[2:59:47]
mayor position position and the mayor
[2:59:50]
position that's
[2:59:53]
interesting okay I just wanted to know I
[2:59:56]
just wanted to know because that's what
[2:59:57]
you're really hiring a consultant and
[2:59:59]
does the consultant really need to be
[3:00:00]
hired if we or is the consultant really
[3:00:03]
here to discuss it with the public is
[3:00:06]
that the problem that we need the public
[3:00:07]
input or do we do it
[3:00:12]
ourselves mayor
[3:00:14]
Craig uh we have we have options without
[3:00:17]
councelor steart our CAO has informed us
[3:00:19]
that this decision strictly limited to
[3:00:22]
reducing the numbers is a decision that
[3:00:24]
we can make we don't we don't need to
[3:00:26]
hire a consultant if there is concern by
[3:00:28]
councel uh just as we did with other
[3:00:31]
Consultants to provide a you know a an
[3:00:34]
unbiased opinion of how this is going to
[3:00:36]
turn out you hire the consultant to
[3:00:38]
provide the
[3:00:39]
recommendation and and we either agree
[3:00:42]
or disagree with them and and then pick
[3:00:44]
a number anyway so but it is like
[3:00:46]
maintain the boards like there's no
[3:00:48]
change in that it's just Council
[3:00:51]
composition Council
[3:00:53]

I'm assuming you're thinking contingency

reserve and not adding this to the

I'm not interested in seeing a future

that doesn't have a ward system as we

earlier tonight listening and talking

about future growth so if we're going to

be if you do this in two terms you find

at our discussion with our budget and
[3:02:58]
setting a preliminary number here I I
[3:03:00]
have no doubt in my mind if we are going
[3:03:02]
to be asking to make Cuts or take things
[3:03:05]
away from people within this
[3:03:06]
municipality and an effort to lower the
[3:03:08]
the tax rate uh we should start by
[3:03:11]
looking at ourselves and and looking at
[3:03:13]
the top most level and working downwards
[3:03:16]
before you can't ask
[3:03:19]
I feel bad asking lower lower um in the
[3:03:23]
hierarchy to suddenly make do with less
[3:03:26]
or become more efficient without first
[3:03:28]
looking at Council and seeing if we can
[3:03:30]
optimize and be as efficient as we are
[3:03:32]
uh to that end I believe seven can
[3:03:34]
accomplish the same task as nine the
[3:03:36]
ward representation remains here and uh
[3:03:39]
to to your line of thinking councelor
[3:03:41]
Stewart uh I would suggest that we could
[3:03:43]
even forgo the consultant if you uh
[3:03:46]
aren't a fan of Consultants and simply
[3:03:48]
resolve the issue with a vote
[3:03:52]

through you chair um I'm going to Echo
[3:03:58]
what councelor hinchberger said um and
[3:04:00]
that is I would not be willing to
[3:04:02]
entertain changes to the W system I I
[3:04:05]
think it's important especially for
[3:04:08]
Wards two and three that there is that
[3:04:10]
voice that doesn't get drowned out um
[3:04:13]
but one of the things I'd be really
[3:04:14]
concerned about with reducing the ward
[3:04:16]
system is I think there's a very unique
[3:04:19]
check or not word system pardon me the
[3:04:21]
number of counselors is that we all
[3:04:22]
bring a different perspective especially
[3:04:25]
based on where we were and the campaigns
[3:04:28]
and I I honestly can't imagine where we
[3:04:31]
would have been this year without some
[3:04:32]
of the voices that we had around the
[3:04:33]
table I also think that we're
[3:04:36]
exaggerating some of the costs um when
[3:04:38]
you look at I think you're including
[3:04:40]
some of the travel costs but I think
[3:04:42]
it's really important that people are
[3:04:43]
willing to volunteer their time to go to
[3:04:45]
Roma and go to Amo and go to some of
[3:04:47]
those events where we Lobby hard for
[3:04:49]
this municipality and a lot of hours in
[3:04:52]
time and prep go into that that I would
[3:04:54]
say is
[3:04:55]
voluntary um and when you think about
[3:04:57]
all the Committees that we need to serve
[3:05:00]
and all the changes that are coming at
[3:05:01]
us and the ad hoc commission like
[3:05:03]
committees that are coming like people
[3:05:06]
are already feeling stretched with what
[3:05:07]
they're doing um look at the discussion
[3:05:09]
we had about picking up the Committees
[3:05:12]
um that our former counselor Doug
[3:05:15]
Kennedy was covering people were
[3:05:18]
until we get an incumbent I'll do this
[3:05:20]
it wasn't I'll do this retroactively
[3:05:23]
till the end so I just think we have to
[3:05:24]
be very careful about what we're
[3:05:26]
considering because unfortunately for us
[3:05:29]
we are in a position where we have
[3:05:30]
underfunded some of our infrastructure
[3:05:32]
we are in a position where we have
[3:05:34]
dramatic growth happening in our
[3:05:36]
community and we need to make sure that
[3:05:38]
we're dealing with it responsibly so I
[3:05:40]
I'm just going to be very clear this is
[3:05:42]
something I'm not confident is a great
[3:05:44]
idea um I'm willing to consider it if
[3:05:47]
that's what the will of the group is but
[3:05:50]
it's not something I'm really
[3:05:51]
comfortable with I think it would be a
[3:05:54]
disservice counselor prer thank you
[3:05:57]
through your chair um I tend to just
[3:06:00]
stay quiet when people have already
[3:06:02]
voiced the same thing that I think but
[3:06:04]
I'm GNA start trying to speak up a
[3:06:06]
little bit more um so I to do not um
[3:06:11]
support changing the ward system so I'm
[3:06:13]
glad that's not part of this uh proposal
[3:06:16]
um
[3:06:18]
I I will admit that this is actually one
[3:06:20]
of the first things I considered when I
[3:06:22]
joined Council because part of my um a
[3:06:27]
big part of why joined Council was to
[3:06:29]
look for ways to make improvements and
[3:06:31]
find efficiencies and this is exactly
[3:06:34]
what I thought of and then as more time
[3:06:37]
went on I saw how different everyone's
[3:06:40]
opinion is here and how we all represent
[3:06:42]
a different part of the community um and
[3:06:46]
we all have different uh experiences and
[3:06:50]
skill sets that contribute dramatically
[3:06:53]
to our decision-making and I totally
[3:06:56]
changed uh my perspective on it I
[3:06:58]
actually decided that I I thought we
[3:07:01]
would be worse off if we removed anyone
[3:07:03]
from our Council that's here um and
[3:07:07]
considering something councelor
[3:07:08]
steinhoff gry just said it all the
[3:07:10]
Committees that we have um we are all
[3:07:14]
stretched thin like she said on all of
[3:07:16]
us are on a few of those each and trying
[3:07:18]
to spread those out amongst uh fewer
[3:07:21]
counselors would probably be difficult
[3:07:24]
um so and with the growth that's that's
[3:07:27]
uh supposedly coming to our community uh
[3:07:29]
we're going to have to represent even
[3:07:31]
more people so I am I've actually done a
[3:07:35]
180 and I I'm not in support of reducing
[3:07:38]
the number of counselors at this time
[3:07:51]

process I am not in support of having a

regarding the Whitney Crawford Community
[3:09:28]
Center uh moved by Amanda Stein off gray
[3:09:31]
seconded by Mike hinchberger whereas the
[3:09:33]
Council of the municipality of concard
[3:09:34]
undertook a community process for the
[3:09:36]
development of the Parks and Recreation
[3:09:38]
plan in 2023 whereas the plan identified
[3:09:41]
a net increase of 1,400 new residents by
[3:09:44]
2031 which is an estimated growth of
[3:09:47]
.7% with increasing population and
[3:09:50]
younger citizens whereas the community
[3:09:52]
has expressed interest in a redesign and
[3:09:55]
Redevelopment of the Whitney Crawford
[3:09:56]
Community Center and Council support was
[3:09:59]
demonstrated through the procurement of
[3:10:00]
engineered drawings and building plans
[3:10:02]
in the previous term of council whereas
[3:10:04]
this is a shovel ready project that
[3:10:06]
would replace two facilities within the
[3:10:08]
community of tton including the existing
[3:10:10]
community center and library whereas the
[3:10:13]
existing community center and library
[3:10:15]
facilities in the community of tiberon
[3:10:17]
have several components which have
[3:10:18]
reached the end of their useful life
[3:10:20]
based on the municipality of conard's
[3:10:22]
asset management plan whereas the cost
[3:10:25]
of a Redevelopment of a new community
[3:10:26]
center in tton was estimated at $7
[3:10:28]
million in 2022 and is understood the
[3:10:31]
project estimates will exceed this
[3:10:33]
amount for 2025
[3:10:36]
2027 and whereas the availability of
[3:10:39]
senior Government funding was a
[3:10:40]
consideration for pursuit of a new
[3:10:42]
facility and whereas the provincial
[3:10:44]
grant for Community Sport and Recreation
[3:10:46]
infrastructure fund is currently
[3:10:47]
available and requires demonstratable
[3:10:50]
support for an eligible project with all
[3:10:52]
expenses being curred no later than
[3:10:54]
March 31st
[3:10:55]
20127 now therefore be it resolved the
[3:10:58]
council direct staff to submit the most
[3:11:00]
current plans designed by NA engineering
[3:11:03]
for the Redevelopment of a community
[3:11:04]
center in
[3:11:05]
tton and develop a business case for the
[3:11:08]
project which includes a new library and
[3:11:10]
a new Community Hall to Ontario's stream
[3:11:13]
two of the community Sport and
[3:11:15]
Recreation infrastructure fund prior to
[3:11:17]
the deadline of October 29
[3:11:19]
2024 and the council confirmed that if
[3:11:22]
successful in receiving provincial
[3:11:24]
funding to support the Redevelopment of
[3:11:25]
a new community center in titon that the
[3:11:28]
project will take priority over other
[3:11:30]
facilities and Recreation capital
[3:11:32]
projects in order to support project
[3:11:34]
completion by March
[3:11:36]
2027 and that the municipal portion of
[3:11:39]
the cost be funded through debt with
[3:11:41]
financing through the community benefit
[3:11:43]
fund or as per a financing
[3:11:45]
recommendation from staff
[3:11:47]
and that once the project is completed
[3:11:49]
the municipality will divest itself of
[3:11:52]
other similar Municipal assets and it
[3:11:54]
was moved by uh councelor stof gray and
[3:11:58]
councelor hinchberger councelor Stein
[3:11:59]

[3:12:02]
chair and before I go through my
[3:12:03]
arguments I actually want to take this
[3:12:05]
time to really thank the staff and our
[3:12:07]
cioo um for all their help as we went
[3:12:10]
through this process looked at the
[3:12:12]
grants confirmed through the grant
[3:12:15]
organization U what we could and
[3:12:16]
couldn't apply for um I really do
[3:12:19]
appreciate all of the help that was
[3:12:20]
provided so I really want to start by
[3:12:23]
thanking staff for their cooperation and
[3:12:25]
my fellow counselors um including
[3:12:27]
counselor hinchberger who has been um an
[3:12:30]
unbelievable asset in researching this
[3:12:33]
um as well as everyone else around the
[3:12:35]
table um I know Beth has had many side
[3:12:37]
conversations and Andrea with me over
[3:12:39]
this one I'm basically naming everyone
[3:12:41]
at the table so I'll stop now um but I
[3:12:44]
just U there's been a true engagement in
[3:12:47]
this and I really do appreciate it um
[3:12:50]
there's a number of reasons why I think
[3:12:51]
we really need to move forward with this
[3:12:53]
application um that being obviously the
[3:12:56]
age of the building and the lack of
[3:12:57]
Maintenance that we have performed um
[3:13:00]
there's a lot of deficiencies even with
[3:13:01]
our library it's an aging building um
[3:13:04]
and in the spirit of Recon like
[3:13:06]
reconciling different objects so that we
[3:13:09]
can actually make a go of
[3:13:12]
um I'm going to say plans that make
[3:13:15]
sense so um we've been very um knee-jerk
[3:13:18]
in a lot of our actions this has been a
[3:13:21]
a need in the community for quite a
[3:13:22]
while we're approving a lot of new
[3:13:24]
development in the municipality of Tian
[3:13:27]
you talked about um the park at the edge
[3:13:30]
of ton councelor Stewart and the number
[3:13:33]
of affordable houses that could come out
[3:13:35]
of that for folks we have developments
[3:13:37]
going on through Fast Track and
[3:13:39]
different things that we've approved as
[3:13:40]
a council we know that that population
[3:13:42]
is going to increase and we know that
[3:13:44]
we're going to need to deal with these
[3:13:45]
things um and our library really does
[3:13:48]
need some significant work I know that
[3:13:50]
we helped put a ramp up but in my humble
[3:13:53]
opinion it's very hard to get around the
[3:13:54]
aisles in that Library so to me there's
[3:13:57]
some some needs from an accessibility
[3:14:00]
perspective um one of the other things I
[3:14:02]
I really want to take a moment to talk
[3:14:04]
about was the amount of effort and time
[3:14:06]
that's gone into this so for me it's
[3:14:08]
important that we acknowledge what the
[3:14:11]
council previous to us did in trying to
[3:14:13]
prepare um the path for this work so I
[3:14:16]
know that there was a committee previous
[3:14:18]
with um Ron amanto Joe cotol Randy ruple
[3:14:22]
Karen kefir and Jim mctier and as part
[3:14:25]
of that they actually visited six
[3:14:27]
different community centers that had
[3:14:28]
been erected um including rad Haagen if
[3:14:32]
I'm saying that wrong I apologize to
[3:14:34]
that Community thank you um newstead
[3:14:38]
godri miltton Cargill and Belmore and as
[3:14:41]
part of that they toured the locations
[3:14:43]
but they also talked to the municipal
[3:14:45]
staff and they asked them through the
[3:14:47]
inner workings of a community center
[3:14:49]
what were the things you would have done
[3:14:50]
differently with your new builds and
[3:14:52]
what I didn't know at the time was all
[3:14:54]
of those data points that were given to
[3:14:56]
them were put into these plans so given
[3:14:59]
that this this stream requires a shovel
[3:15:01]
ready project and I don't believe that
[3:15:03]
we have another shovel ready project I
[3:15:05]
really think it's worthwhile for the
[3:15:06]
community that we put them forward um
[3:15:09]
and really acknowledge the work that
[3:15:10]
went into this because it sounds like
[3:15:12]
they did put significant Research into
[3:15:14]
it so um with that I'm going to turn it
[3:15:17]
over for others for comment but I do
[3:15:19]
think this is an important part of the
[3:15:21]
community for those of us who are at the
[3:15:23]
T and Fall Fair um you saw how crowded
[3:15:26]
people were in to listen to the music
[3:15:28]
unfortunately I usually miss it because
[3:15:30]
I'm at the horse show but I I it's a
[3:15:33]
community that rallies and it's a
[3:15:35]
community that's together I think all of
[3:15:37]
us got into the spirit with the auction
[3:15:39]
um of the pies I know I came home with a
[3:15:42]
few expensive apple pies and such but um
[3:15:46]
I guess the point trying to make is I
[3:15:47]
think our community needs it and I think
[3:15:50]
that as we continue to grow a lot of the
[3:15:52]
growth is going to happen in the titon
[3:15:54]
area and so why not posture ourselves
[3:15:57]
for the
[3:16:00]
future hinchberger please thank you to
[3:16:03]
you chair um some of my thoughts in this
[3:16:06]
process uh were um one of the draft
[3:16:09]
goals of the Strategic plan which was
[3:16:11]
informed by Community engagement was uh
[3:16:14]
pursue that we're working with pursue
[3:16:16]
small smart growth maintaining our small
[3:16:18]
town row character and providing
[3:16:20]
opportunities to live and work in the
[3:16:21]
municipality of Karden uh we had some
[3:16:24]
com uh presentations earlier tonight and
[3:16:26]
I think there was a number of us that
[3:16:27]
question whether population projections
[3:16:29]
as they currently exist are accurate in
[3:16:32]
fact that they are markedly low for
[3:16:36]
example while there's no guarantee that
[3:16:37]
La landscape is the best it has ever
[3:16:39]
been from my perspective for a new
[3:16:41]
nuclear build on the Bruce site and
[3:16:42]
everything that comes with it
[3:16:44]
development opportunities in this area
[3:16:46]
surrounding us like godri walkeron and
[3:16:48]
Port Elgen they're slowly being consumed
[3:16:51]
there's been a lot of frustration at
[3:16:52]
things not coming to conarton and I
[3:16:54]
think if you follow the way that the the
[3:16:57]
development of this part of the province
[3:16:58]
occurred in the 1850s and Beyond we were
[3:17:01]
kind of last of the party then as they
[3:17:03]
came up from guard Rich up through
[3:17:05]
walkeron or down through ow and sound I
[3:17:06]
think the same thing is going to happen
[3:17:08]
again in the next while we're going to
[3:17:10]
have growth if we don't manage the
[3:17:12]
growth properly we're going to end up
[3:17:13]
with a small City it'll be Concan a
[3:17:15]
village and a number of hamlets and
[3:17:17]
we'll lose that small town rural
[3:17:19]
character that's outlined in the goals
[3:17:21]
so part of the to do this in some ways
[3:17:23]
is to protect the small town rural
[3:17:26]
character of the town of concard by
[3:17:28]
spreading some of the growth uh uh
[3:17:30]
elsewhere um the town of concard it's
[3:17:33]
constrained geographically on the west
[3:17:35]
by the lake politically to the South by
[3:17:36]
uron kinloss and somewhat commercially
[3:17:39]
to the east of Highway 21 by some
[3:17:41]
previous decisions that have been made
[3:17:43]
Idan on the other hand has some
[3:17:45]
flexibility it's also a primary urban
[3:17:47]
community although you know as far as
[3:17:49]
land use designation but it's not
[3:17:51]
something that people usually talk about
[3:17:52]
there is an environmental assessment
[3:17:54]
that's in progress on options to address
[3:17:56]
drinking water needs which are one of
[3:17:58]
the issues and there is a Wastewater
[3:18:00]
Plant down the hill on concession to so
[3:18:02]
in some ways it's kind of positioned uh
[3:18:06]
for growth one of the takeaways for me
[3:18:09]
from the parks and recre study at high
[3:18:11]
level was you know a recommendation to
[3:18:13]
take care of what we have before we
[3:18:15]
build new but this project might look to
[3:18:17]
some people like a deviation from the
[3:18:19]
recommendation yet I see it as building
[3:18:21]
replacement as opposed to building that
[3:18:24]
uh lastly I'll say is that the total
[3:18:27]
annual operating deficit of the
[3:18:29]
facilities that could be divested I
[3:18:31]
following I repeat following completion
[3:18:34]
of this project is currently
[3:18:36]
$160,000 in 2024 I think this project
[3:18:40]
provides an opportunity to address this
[3:18:42]
as tow improve the usage of the adjacent
[3:18:46]
TI and Sport Center which will it would
[3:18:48]
complement naturally just by its
[3:18:53]
location other comments questions
[3:18:56]

please uh thank you through you um I
[3:19:01]
appreciate all the work that's been put
[3:19:03]
into this um I have two well maybe one
[3:19:06]
question and then um some statements my
[3:19:09]
first question is um in the research
[3:19:12]
being done for this uh Recreation fund
[3:19:16]
is there a capacity um and ability to
[3:19:19]
apply to both the new build and the
[3:19:23]
repair revitalization
[3:19:28]
Stream CEO please sure through you mayor
[3:19:32]
um the we are eligible to um apply to
[3:19:37]
both streams uh your question with
[3:19:39]
respect to capacity
[3:19:42]
um that may be a bit more
[3:19:45]
nuanced so I I'm not sure I I have the
[3:19:48]
answer to share because a lot would
[3:19:51]
depend on um the project uh that would
[3:19:56]
be for a renovation
[3:19:58]
type of a for that particular Stream So
[3:20:01]
if it was a significant renovation to an
[3:20:04]
existing facility that we were ready to
[3:20:07]
go with um I think you'd be challenged
[3:20:10]
with our internal capacity to take on
[3:20:13]
both projects if we were to be
[3:20:14]
successful in it and and actually be
[3:20:16]
able to meet the deadlines um with the
[3:20:19]
Grant and or even be able to put out
[3:20:22]
rfps to get drawings to then undertake
[3:20:26]
construction Etc so I think it would
[3:20:28]
really depend on what the second
[3:20:31]
potential project
[3:20:36]
was follow up um no maybe I'll I'll
[3:20:40]
touch base a little bit later about
[3:20:42]
whether there's any potential projects
[3:20:44]
coming forward for us to discuss about
[3:20:46]
the other stram but um one of the things
[3:20:49]
I I'll say is that um I'm a fairly
[3:20:52]
strong advocate for um what I would
[3:20:54]
consider to be complete communities for
[3:20:56]
walkable communities for communities
[3:20:58]
that feel like they have an identity um
[3:21:01]
Gathering space communal um
[3:21:04]
opportunities and so um you know having
[3:21:07]
read the parks and recck master plan the
[3:21:09]
other day and and seeing the
[3:21:10]
recommendation there to not build new um
[3:21:15]
until we make some other decisions I
[3:21:16]
think it is important to recognize that
[3:21:18]
if there if this project does go ahead
[3:21:19]
it does impact a lot of other decisions
[3:21:21]
but I also think um there's opportunity
[3:21:24]
to support it for the betterment of the
[3:21:27]
community and also to potentially look
[3:21:29]
at our longer term Asset Management plan
[3:21:31]
about opportunities to divest from other
[3:21:33]
assets um and really focus our attention
[3:21:36]
on potentially our most used
[3:21:39]
or um largest population centers and
[3:21:42]
really enhance what they can
[3:21:45]
do councelor Stewart please thank you um

I was actually part of the committee
[3:21:50]
that did this last year so it's okay
[3:21:52]
don't worry um just wanted to talk to
[3:21:55]
you about this this motion is good it's
[3:21:58]
too long I mean one of the problems is I
[3:22:00]
can't get around this last you like
[3:22:03]
we're going to go for funding the one
[3:22:05]
thing about going for funding on the
[3:22:07]
stream two is because we're less than
[3:22:10]
20,000 we can go up to
[3:22:12]
70% so the biggest thing I'm sort of
[3:22:15]
looking at is na engineering please give
[3:22:18]
us the most current cost estimate ASAP
[3:22:22]
because if it's 10,000 then we can go up
[3:22:24]
to 7 million you know if we put in
[3:22:27]
something like this because I I'm
[3:22:29]
surprised that we did it in 22 I thought
[3:22:31]
it was like 20 but anyways 7 million
[3:22:35]
only gives us x amount like five million
[3:22:38]
so I don't know if we have time but na
[3:22:41]
engineering has all the diagrams and
[3:22:43]
everything so let's do that because I
[3:22:45]
look at this way it's the only shovel
[3:22:47]
ready project we have why look to gift
[3:22:49]
horse in the M throw it in there and see
[3:22:52]
what happens the funding on the other
[3:22:54]
side let's wait until we see what
[3:22:55]
happens whether we divest a lot of
[3:22:58]
minicipal assets let's wait and see what
[3:23:00]
happens but let's put our best position
[3:23:03]
forward to try to get the maximum
[3:23:05]
funding we can get for this project and
[3:23:08]
then we might have a problem because we
[3:23:09]
have all this money thank
[3:23:13]

you I neglected to add this is most of
[3:23:18]
us know this around the table but for
[3:23:20]
those who might be listening or watching
[3:23:22]
this is a bit of a a stretch and a reach
[3:23:24]
because the the fund is to repair
[3:23:26]
upgrade or build Sport and Recreation
[3:23:29]
facilities and the community center
[3:23:31]
isn't you know as front and center in
[3:23:33]
terms of one of those is like a new
[3:23:34]
Arena or a ballpark so we have to
[3:23:37]
realize that funding wise just ballpark
[3:23:39]
I you know was 7 million in 2022 if you
[3:23:42]
look at the change in the construction
[3:23:44]
price index over the co last couple of
[3:23:46]
years we might be looking I wouldn't be
[3:23:48]
surprised by
[3:23:50]
nine yeah so that's my last
[3:23:55]
comment Brer Stewart please to fill in

unfortunately the funding in this one
[3:24:02]
particular stream too is 200 million so
[3:24:05]
it's going to go fast and you know
[3:24:07]
they'll probably bring more funding in
[3:24:09]
down the road but we got to get the
[3:24:11]
project in we got to see how lucky we
[3:24:12]
are and roll the dice and uh I I can
[3:24:15]
support that
[3:24:20]

when I asked earlier about the capacity
[3:24:27]
for the two projects one of the the
[3:24:29]
questions there was also about capacity
[3:24:31]
of writing two potential grants um do we
[3:24:33]
have a potential project lined up for
[3:24:35]
the other stream which we may be more
[3:24:37]
successful within because it would it's
[3:24:39]
a much smaller amount that we'd be
[3:24:41]
asking for um comparison to this project
[3:24:46]
uh so so I I hear what you're saying but
[3:24:49]
it it's it's not it's not this motion
[3:24:52]
think I um I guess it's more related if
[3:24:55]
you can connect it to this motion that's
[3:24:56]
okay but just so I guess capacity for
[3:24:59]
another grant writing that's not this
[3:25:02]
motion at all part of my question is if
[3:25:04]
we know that this application is
[3:25:06]
potentially a reach would my question is
[3:25:09]
to make sure that we also have the
[3:25:10]
capacity to apply for the other fund at
[3:25:13]
the same time because I would be
[3:25:15]
concerned that if we're not if we know
[3:25:17]
that this one's a bit of a Hail Mary um
[3:25:20]
and we go for it but we potentially miss
[3:25:22]
out on a more reasonable more likely
[3:25:25]
project that we would be approved for
[3:25:27]
that said I still am in support of it um
[3:25:29]
I'm just that was just my question was
[3:25:31]
about I don't want to miss out on
[3:25:32]
something else um as
[3:25:36]
well CAO please y through you um stuff
[3:25:41]
certainly have been engaged in community
[3:25:43]
services and following and understanding
[3:25:46]
um what potential projects within the
[3:25:49]
stream that you're speaking about um are
[3:25:52]
available we I think part of the
[3:25:54]
challenge that we find ourselves in is
[3:25:57]
um we have gone through uh Recreation
[3:26:00]
and Parks plan exercise and part of the
[3:26:04]
findings of that is you need to spend
[3:26:06]
more specific time and energy focused on
[3:26:08]
your two existing larger Sports
[3:26:12]
Recreation complexes to figure out
[3:26:14]
exactly what you want to do because
[3:26:16]
there's some significant decisions that
[3:26:18]
need to be made given how um challenged
[3:26:22]
those um two sites are for the
[3:26:26]
existing like the existing
[3:26:29]
infrastructure which makes up components
[3:26:31]
of both of those buildings um so we do
[3:26:35]
expect to have a staff report or that
[3:26:37]
was that has been the plan is to have a
[3:26:39]
staff Report with respect to
[3:26:42]
um I can say will be titon uh Sports
[3:26:46]
Arena um we're just not in a spot to be
[3:26:51]
able to say this is exactly the plan
[3:26:54]
that Council has already authorized
[3:26:56]
following that Recreation plan that was
[3:26:59]
just developed um so it's just not
[3:27:03]
perfect timing for us in terms of what
[3:27:05]
it is that the uh our planning process
[3:27:08]
aligns with the funding opportunity I
[3:27:10]
would hope that there might be um funds
[3:27:13]
available from senior government in the
[3:27:15]
future we are across the province seeing
[3:27:18]
um Recreation facilities that are coming
[3:27:21]
to the end of their useful life because
[3:27:23]
many of them were built 50 years ago
[3:27:26]
yeah when Tero funds and other funds
[3:27:29]
that were available um so it's certainly
[3:27:31]
a need in the community and our um your
[3:27:34]
best effort is to try to get plants in
[3:27:38]
place so that you are ready to move on
[3:27:40]
those when when they do become available
[3:27:42]
and I think I appreciate staff and I
[3:27:44]
appreciate council's and the community's
[3:27:47]
input to getting us part of the way
[3:27:49]
there which is not all of the way there
[3:27:51]
so it's a bit of um I would expect the
[3:27:54]
report is going to speak to some of the
[3:27:56]
pieces we expect to fail in the not too
[3:27:58]
distant future and just here's the
[3:28:02]
here's the potential ask for some
[3:28:05]
renovation to that facility to try to
[3:28:07]
make improvements to keep it
[3:28:11]
open ccor Stewart please thank you and

just to mention you know you got stream
[3:28:16]
two which are big projects stream one's
[3:28:19]
like 150 to a million dollars they're
[3:28:22]
little projects and I believe that
[3:28:24]
without giving something away I think
[3:28:25]
our staff has a project that they were
[3:28:28]
thinking of submitting under stream one
[3:28:31]
so you know those are very small
[3:28:33]
projects um I understand where the CEO
[3:28:36]
is coming from because we have three
[3:28:38]
major buildings one of them could be
[3:28:40]
this uh Community Center the other one's
[3:28:43]
the sport complex and the other one is
[3:28:46]
Davidson Center and you know looking at
[3:28:48]
these projects big thoughts but let's
[3:28:50]
get back into this one because we have
[3:28:52]
to prove this one tonight one way or the
[3:28:54]
other
[3:28:55]
thanks so I'm uh broadly speaking I to
[3:28:59]
am like it's a wasted opportunity if we
[3:29:02]
don't apply for for provincial money um
[3:29:07]
I think unless I'm mistaken that the
[3:29:11]
timelines to put the this whole thing
[3:29:15]
together and be done by March 2027 would
[3:29:17]
be uh a tight timeline would would that
[3:29:21]
accurate okay just we and what happens
[3:29:24]
to the funding if we're not done in time
[3:29:27]
not that I don't think we shouldn't
[3:29:28]
apply that's not what I'm saying but
[3:29:30]
there's there's unintended consequences
[3:29:33]
do we lose the funding if we're not done
[3:29:34]
in time or a p or a portion of it do we
[3:29:38]
know what the stipulations are yes go
[3:29:41]
ahead well so if we were receive the
[3:29:44]
funding generally funding application
[3:29:46]
generally the agreements come through
[3:29:48]
and it spells out what the requirements
[3:29:50]
are there may be opportunities for
[3:29:53]
exceptions but it isn't going to be an
[3:29:55]
exception that's allowed because we
[3:29:57]
weren't ready to do the project it would
[3:29:59]
have to be based on something that
[3:30:01]
happens in the process of us moving the
[3:30:04]
project forward so yes it would be tight
[3:30:08]
timelines um there are drawings
[3:30:11]
available so I would imagine it would be
[3:30:14]
issuing a procurement document where you
[3:30:16]
are look if you were successful you are
[3:30:19]
immediately taking action to issue a
[3:30:22]
procurement document that is looking for
[3:30:24]
um a respondent to build and project
[3:30:27]
manage but again I would point to and I
[3:30:30]
appreciate this being included in the
[3:30:31]
motion it is going to need to take
[3:30:34]
precedent um over other uh Recreation
[3:30:38]
capital projects because it will require
[3:30:40]
even our resources to ensure we are on
[3:30:44]
top of it um in order to deal with even
[3:30:48]
a project manager so that's that's why
[3:30:51]
it I I do appreciate that that's in the
[3:30:54]
motion um the yeah just a minute um the
[3:30:59]
requirements for County libraries for
[3:31:02]
small towns is 2500 square feet which is
[3:31:06]
two and a half times bigger than the one
[3:31:08]
that's there just just for guidelines
[3:31:10]
that's what the director of libraries
[3:31:14]
said in her conversation the other day
[3:31:16]
is like you know that's where we're
[3:31:18]
at
[3:31:20]
um and and I do appreciate the
[3:31:23]
acknowledgement about what what will
[3:31:26]
happen like it is an aggressive an
[3:31:28]
aggressive approach to divesting
[3:31:30]
Municipal assets that can be fulfilled
[3:31:34]
by the construction of a new place it is
[3:31:37]
it is buildings that are sacred to us
[3:31:41]
that we will look at and say no we can't
[3:31:43]
do that anymore because we've got our
[3:31:45]
money invested in that one and like I
[3:31:47]
appreciate your your acknowledgement of
[3:31:50]
that so like don't be surprised if you
[3:31:53]
hear your Alma Al alma mater being uh
[3:31:57]
destroyed of some sort or other okay
[3:32:00]

I was sort of fortunate to be on the
[3:32:04]
zoom meeting when they actually launched
[3:32:06]
this and everything and it was quite
[3:32:08]
interesting because when you go in with
[3:32:11]
a project they're going to allow
[3:32:13]
multiple modifications to the design

I mean they're very Loosey Goosey about
[3:32:18]
it that if you Smit something you're
[3:32:20]
getting the grant money and then you can
[3:32:22]
modify it accordingly and it really was
[3:32:25]
and people were asking questions and
[3:32:27]
people going really you could end up
[3:32:29]
with a sports arena I don't know but
[3:32:31]
what I'm saying is it's not so tight so
[3:32:34]
there is a little bit of flexibility on
[3:32:36]
this whole thing but it's worth a try so
[3:32:39]

Bruce and all eight of the lower tier
[3:33:32]
municipalities are obligated to and have
[3:33:34]
committed to removing barriers and
[3:33:36]
working toward ensuring their facilities
[3:33:38]
services and amenities are compliant
[3:33:40]
with both the uh inario with
[3:33:42]
Disabilities Act and accessibility for
[3:33:44]
antarians with Disabilities Act and
[3:33:47]
whereas improving accessibility and
[3:33:49]
implementing breast practice requires
[3:33:51]
significant technical knowledge and
[3:33:53]
expertise in order to ensure capital and
[3:33:55]
operational projects program Services
[3:33:57]
site plans bylaws and more are compliant
[3:34:00]
or exceed Oda aoda and other related leg
[3:34:04]
legislation and whereas lower tier
[3:34:06]
municipalities including those with
[3:34:08]
highly engaged accessibility advisory
[3:34:10]
committees would benefit from a
[3:34:11]
collaborative approach that increases
[3:34:13]
their ability to access this type of
[3:34:15]
knowledge expertise and experience and
[3:34:17]
whereas the neighboring counties of
[3:34:19]
hurin and gray as well as others such as
[3:34:21]
Elgen and middle sex employ
[3:34:22]
accessibility coordinators that act as a
[3:34:24]
single point of contact for the county
[3:34:26]
itself and the lower tier municipalities
[3:34:28]
and whereas these accessibility

coordinators consult on accessibility

standards providing training communicate

best practice identify grant
[3:34:39]
opportunities and share resources with

staff committees and the public and

whereas the county of Bruce has already
[3:34:45]
taken positive ly aligned actions by
[3:34:47]
setting a goal of becoming a
[3:34:48]
barrier-free community multi-year
[3:34:50]
accessibility plan achieving a dementia
[3:34:52]
friendly designation for Bruce County
[3:34:54]
public libraries introducing an
[3:34:55]
age-friendly strategy and adopting a
[3:34:57]
transportation master plan that
[3:34:59]
highlights the importance of
[3:35:00]
accessibility now therefore be it
[3:35:02]
resolved that the municipality of conard
[3:35:05]
requests that the county of Bruce
[3:35:07]
introduce an accessibility coordinator
[3:35:09]
position to act as a collaborative
[3:35:11]
capacity building resource for County
[3:35:13]
and lower tier staff except
[3:35:15]
accessibility advisory committees in the
[3:35:17]
public so that Bruce County can become a
[3:35:19]
leader in building accessible welcoming
[3:35:21]
communities for residents and visitors
[3:35:23]
of all
[3:35:24]
abilities all in
[3:35:27]
favor

assessment that's happening that happens

every five years it didn't really give
[3:37:28]
me a lot of details and I was wondering
[3:37:30]
if it was possible to have that returned

for all drinking water systems um so
[3:39:00]
typically they're they're done on
[3:39:02]
severity
[3:39:04]
vulnerability um and then they're
[3:39:06]
assessed a score some of those trigger
[3:39:09]
critical control points which then
[3:39:12]
trigger us to implement um standard off
[3:39:15]
operating procedures or contingency
[3:39:17]
plans so we can certainly share all
[3:39:19]
those uh documents with the counselor
[3:39:22]
and if she has any follow-up questions
[3:39:24]
or would like some follow-up data we
[3:39:25]
would be glad to put those
[3:39:27]

emergency generators also include auto
[3:39:48]
start testing of its capabilities so
[3:39:51]
that when we do actually have a power uh
[3:39:54]
uh Interruption that these generators
[3:39:56]
work can give us seamless transition and
[3:39:58]
maintenance of
[3:40:00]
process through you mayor Craig so uh
[3:40:03]
councelor hinchberger we have annual
[3:40:05]
service completed by an outside firm and
[3:40:08]
then we do monthly uh generator runs at
[3:40:11]
each site those are not Auto we actually
[3:40:15]
staff those to ensure that we're
[3:40:18]
collecting readings that things will
[3:40:19]
transition over properly um so we're
[3:40:22]
we're not a big lover of the auto
[3:40:24]
startups that are uh common because at
[3:40:27]
times you might not have staff there to
[3:40:29]
see things so those are those are
[3:40:30]
completed every month by the operation
[3:40:34]
staff what I meant was maybe a
[3:40:37]
translation here is you could have staff
[3:40:39]
present on the site basically interrupt
[3:40:41]
the normal line voltage and demonstrate
[3:40:43]
that the emergency generator will start
[3:40:45]
up and pick up the load that's what I'm
[3:40:47]
getting at that is absolutely what we do
[3:40:50]

contributions of women and girls

Mayor Clark brought up women's History
[3:41:47]
Month I my mother's no longer with us

anymore but one of probably the biggest

influence in my life and she had one

great quote she used to say proudly I
[3:41:54]
share no man's opinion for I have one of
[3:41:56]
my own and I I never forget that like
[3:41:59]
she was a force um just uh councelor
[3:42:03]
kavana and I had the pleasure this past
[3:42:06]
Saturday of uh planting trees and shrubs
[3:42:10]
over 150 were planted I only could get
[3:42:12]
five in the ground myself uh at the Alps
[3:42:16]
uh Park they're going to continue
[3:42:18]
working the spring of 2025 on the food
[3:42:20]
Force so uh great turnout and it was
[3:42:23]

safely because they were working smoke

alarms so please ensure that people are
[3:42:52]
checking their smoke alarms that they
[3:42:54]
have safety plans um and that we can all
[3:42:56]
stay safe I know our um firefighters and
[3:42:59]
emergency management team are putting
[3:43:01]
some great content out on social media
[3:43:03]
um also it is the 40th anniversary of
[3:43:06]
the women's house um they're hosting
[3:43:08]
their Gala on October 19th this year
[3:43:10]
alone they served more than um 550 women
[3:43:14]
and and over 250 children um in addition
[3:43:18]
to over 2,000 crisis calls so there's
[3:43:20]
certainly um a service that we still
[3:43:23]
unfortunately need but we're grateful to
[3:43:25]
have them in our community um last I
[3:43:27]
wanted to thank um so many of the
[3:43:29]
different members of our community who
[3:43:30]
have been out there doing some fall
[3:43:32]
cleaning um Andrew Evans the Heron
[3:43:35]
Fringe field naturalist canar Lions Club
[3:43:37]
prois Club lots and lots of Youth have

been out cleaning up our beaches and

local roads getting everything looking

share my appreciation for all their hard

um some staff are already working

remotely even though um that was
[3:45:19]
difficult to get them equipment and
[3:45:20]
whatnot uh there has been a press
[3:45:22]
release it has all the information you
[3:45:24]
need in place you need to contact
[3:45:25]
someone or spec specifically say campers
[3:45:29]
need to pay bills or or check out or
[3:45:31]
something like that um that those
[3:45:34]
superintendents are still available at
[3:45:35]
the camp sites um but for people with
[3:45:38]
planning uh ongoing planning files you
[3:45:41]
can still contact the person responsible
[3:45:43]
that for that file they are working from
[3:45:45]
home and um servers are coming back

that no one was hurt no one was in the

building not even maintenance staff or
