[13:45] I just wanted to share that both our deputy city manager and city
[13:49] clerk slash executive assistant have
[13:51] decided to pursue other professional opportunities.
[13:54] To ensure operational continuity and a seamless transition,
[13:58] I have recruited and appointed Miss Sea Shelton
[14:01] as assistant city manager, and designated
[14:04] assistant to the city manager, Alicia Farnell,
[14:07] as acting city clerk.
[14:10] Miss Shelton will lead the administrative services
[14:13] department, co-lead the community services
[14:15] department with me, and assist with the city's
[14:18] day-to-day operations.
[14:19] Miss Shelton most recently served
[14:22] as administrative services director
[14:24] for the city of Dana Point, and has over 22 years
[14:28] of local government experience.
[14:29] Miss Shelton is no stranger to La Palma,
[14:33] having served as admin services director for the city
[14:36] from March 2016 to January 2020.
[14:40] And I'll also introduce assistant to city
[14:43] manager, Alicia Farnell.
[14:44] She's not new, but as acting city clerk, her prior service
[14:50] before La Palma, Ms. Farnell was city clerk for the City
[14:53] of Cypress for six years.
[14:55] She is a certified municipal clerk,
[14:58] who has managed municipal elections, city council
[15:00] meetings, minutes, and notices, and ensured
[15:03] compliance with FPPC regulations and reporting requirements.
[15:08] Please join me in welcoming Miss Sea Shelton back to La Palma,
[15:12] and in thanking Ms. Alicia Farnell for agreeing to serve
[15:16] as acting city clerk while the city
[15:18] finds a permanent replacement.

[16:44] Dvaughn went through an extensive testing with us
[16:48] that included a competitive interview,
[16:54] an extensive background investigation, psychological,
[16:57] and medical screening.
[16:59] And it's my privilege for him to be my very first
[17:02] appointee since I've been here.
[17:05] Dvaughn grew up in North Long Beach.
[17:07] He went to Paramount High School and Lakewood High School,
[17:10] where he competed in track and field.
[17:13] He attended Cerritos College and Long Beach City College.
[17:16] He worked as a EMT before attending the police
[17:20] academy at the Golden West College Criminal
[17:22] Justice Training Center.
[17:24] Then he worked for the Orange Police Department
[17:26] as a police officer and a jailer.
[17:29] And we are really excited to have him on board.
[17:31] We think he's going to be a great fit.
[17:39] And Officer Jackson, if you would like to say a few words

[19:05] in water distribution and water treatment

[19:11] He wants to continue his education,
[19:14] studying at American Water College,
[19:16] to better serve the City of La Palma with certifications.
[19:19] He likes spending time with his family,
[19:21] long hikes, and playing video games in his spare time.

[23:09] awarded the DAR Good Citizen, the JROTC Awards.

[23:24] And hopefully, I'm working on some Police Explorer awards

[23:29] So we have many awards available for the community.

[25:33] in California, where approximately 22%
[25:35] of California households and 27% of households with children
[25:39] experience food insecurity.
[25:42] Whereas the City of La Palma is committed to taking
[25:44] steps to combat hunger in every part of our community,
[25:47] and to provide additional resources that those
[25:49] in the City of La Palma need.
[25:51] Whereas the City of La Palma is committed to working with the OC
[25:54] Hunger Alliance and educating people about the role
[25:57] and importance of food banks and the charitable food systems
[26:01] in addressing hunger, and raising awareness
[26:04] of the need to devote more resources
[26:06] and attention to hunger issues.
[26:09] Whereas in 2025, Orange County Food Bank and Second Harvest
[26:13] Food Bank collectively recorded an average of 808,473 individual
[26:21] food distribution visits per month from our community
[26:25] members facing food insecurity.
[26:28] Whereas in 2025, Orange County Food Bank and-- oh no.
[26:32] Whereas Abound Food Care helps to facilitate the recovery of 25
[26:38] million pounds of excess edible food in Orange County each year,
[26:44] reducing food waste, and providing
[26:46] the food to those who need it.
[26:48] Whereas Meals on Wheels Orange County prepared and delivered
[26:52] 1,272,000 meals in 2025, providing older adults
[26:59] and vulnerable neighbors with vital nutrition,
[27:02] compassionate support, and services promoting health,
[27:06] independence, and dignity.
[27:09] Whereas food banks and other organizations
[27:12] across the country, including the members of the OC Hunger
[27:15] Alliance, will host events throughout the month
[27:18] of September to bring awareness and help end food insecurity
[27:22] in our local community.
[27:24] Now therefore, be it proclaimed that the City Council
[27:26] of the City of La Palma hereby proclaim September 2026

[53:37] established to directly engage local businesses
[53:41] and foster economic vitality.
[53:44] Most recently, in December 2023, the Economic Development Land
[53:49] Use Advisory Ad Hoc Committee was created for a one-year term
[53:53] to analyze land use issues and connect with property owners.
[53:58] Both Mayor Nitesh Patel and Mayor Pro Tem Debbie Baker
[54:03] were appointed at the December 9, 2025 council meeting
[54:07] to serve on all three business or economic
[54:10] development-related bodies.

[54:57] and hosting an annual business mixer

[1:06:41] for Hope School for autistic students.
[1:06:46] And we've been doing this for six years now.
[1:06:48] And I can't thank enough the Local 3631 for coming out
[1:06:53] and making hot dogs for them.
[1:06:56] We provided backpacks and full of supplies.
[1:06:59] 31 pieces of supplies for them.
[1:07:03] And when you go through this event,
[1:07:06] you realize that the shoes that they're wearing
[1:07:09] were the shoes that we gave last year.
[1:07:11] And their parents always reach back out to us
[1:07:14] to tell us that we know that you're going to give us shoes
[1:07:17] so we can take that portion of that money
[1:07:20] and use it for other things for these students.
[1:07:23] So this is six years.
[1:07:25] It was an event that my daughter created, Kicks 4 Kids.
[1:07:29] And they have clubs on campus at Oxford and at Kennedy.
[1:07:35] And both clubs came out with about 15 volunteers from there.
[1:07:39] And then we had community volunteers.
[1:07:41] And again, we had the firefighters.
[1:07:42] I think the biggest thing that these kids want to see
[1:07:44] is not us or the shoes.
[1:07:46] It's the firefighters.
[1:07:47] They get so excited for the firefighters.
[1:07:50] And thank you very much for coming out and supporting.
[1:07:54] And that's what our community is about.
[1:07:56] It's all of us coming together to be able to serve.
