[0:00]
is uh for EM Paving of Rochester,
Indiana.
[0:10]
I usually read these twice just so
everybody hears me.
[0:19]
» I thought I left my head at home.
[0:27]
All right. So, it looks like the bid
[0:32]
uh for
EMB paving is 98,1816.
[0:41]
That's 98108.16.
[1:00]
All right, the next uh bid is from
Pulver Asphalt Paving Incorporated of
[1:06]
Albian, Indiana.
>> And what's the name of that again?
[1:08]
» Pulver PU LV R
out of Albian, Indiana.
[1:21]
All right. And
[1:28]
looks like the bid from Polar is
$117,935.
[1:37]
So 117935.00
[1:43]
All
[1:55]
right. So, the next bid is from
Milestone Contractors of South Bend,
[1:59]
Indiana.
[2:22]
All right. The bid from Milestone
Contractors is $147,900
[2:30]
147900.
[2:33]
0
[2:40]
The next got a lot of scanning to do.
>> Uh the next bid is for Pavement
[2:47]
Solutions Incorporated of Middletown,
Indiana.
[3:11]
This has on the front. I just want to
make sure. Um, looks like the total base
[3:16]
bid from Pavement Solutions Incorporated
uh is $68,216.15
[3:26]
68216.15.
[3:32]
So, is that just on Michigan Road?
>> I guess I guess when we fax them up, we
[3:39]
can find that up.
>> I was going to say, yeah. So, this is
[3:42]
Michigan Street from Southtown limits to
north town limits. The cracks.
[3:46]
» So, that's just crack. So, that was
>> So, do we have multiple different types?
[3:49]
» Supposed to be one supposed to be one
project, one bid. Okay.
[3:53]
» So, that bid doesn't you don't need to
scan that cuz that doesn't apply.
[4:12]
take that one out of the equation.
>> Uh, let's just leave them all together
[4:15]
because usually we give them to the
engineer to to review.
[4:19]
» Yeah, she's sick today. So, she'd ask if
we could scan and send Yep.
[4:22]
» to her. So,
>> um, and I'll talk to you about that
[4:24]
actually. If your scanner is slow, we
can do it at our office if you want. So,
[4:29]
um,
so this is a bid from Rereath Riley
[4:33]
Construction Co. Incorporated out of
Southbend, Indiana.
[4:50]
Looks like the bid from Rereath Riley is
126,647
[4:56]
$640.97.
So that's 126640.97.
[5:18]
And then
uh from DC Construction Services,
[5:24]
the next bid,
>> they dropped off two. Um the next one is
[5:29]
also from them. So I wonder if they did
two separately.
[5:33]
» So it looks like there's two bids here.
You're right. From DC Construction
[5:36]
Services. One is marked paving project.
The other one is marked crack and seal
[5:42]
project.
All right. So, the bid from DC DC
[5:47]
Construction Services of Pendleton,
Indiana.
[5:52]
» I thought that was written up that it
was just supposed to be one bid instead
[5:55]
of two projects.
>> Well, that's kind of for the engineer to
[5:58]
say whether they've uh replied properly.
Um, so the bid from DC Construction
[6:04]
Services for the paving project is
$121,745.21745.
[6:13]
So zero
[6:27]
then
[6:30]
uh this is the DC construction services
again of Pendleton Indiana their bid for
[6:35]
the crack seal project.
[6:49]
And the bid uh for the crack seal
project is for $84,197.50
[6:57]
84197.50.
[7:03]
Looks like we have one more bid.
Uh again, it's marked as crack seal
[7:08]
project from Howard Companies out of
Indianapolis, Indiana.
[7:38]
Are you coming?
[7:51]
All right. So, the bid from Howard
Companies uh appears to be
[7:59]
in the amount of $69,940
no 69904.0.
[8:17]
» All right. Thank you, Tony.
[8:21]
Um, I recommend you make a motion to
take them under advisement. Um, get
[8:27]
those shipped out to the engineer and
let them tell you who make a motion to
[8:32]
go ahead and take these under advisement
and get it sent to the engineer and
[8:36]
prove for you to go ahead and take it to
your office and have them scan it and
[8:38]
send it from there.
>> I'm second. Any other discussion? No.
[8:42]
» All those in favor signify by saying I.
Okay. Motion carries.
[8:47]
» Any other new business?
[8:52]
Um, I did complete my uh SCR today for
um you have to have somebody that's
[8:59]
approved to do any of the projects. So I
that has to be updated every year. So I
[9:03]
did complete that today. Got all that
sent in. So um that'll along with the
[9:09]
quarterly report. So we're
I guess I'll cover the rest under old
[9:16]
business.
um old business. So, it looks like the
[9:20]
total is $7944
collected for lights. So, we know we
[9:24]
definitely need to advertise that better
uh next year. Um I dropped the box off
[9:30]
down um at one of the places and they
set behind the counter so it won't go
[9:36]
down there anymore. So, I told people
that yep, there's a box down there, but
[9:40]
nobody could find it except for the
people that work there. So, um, and
[9:44]
then, uh, you got second and Roger's mom
got third. So, which do you want?
[9:51]
» There's, uh,
>> there's two
[9:52]
» two things sitting out there. So, you
get to pick one and whichever one. I'll
[9:55]
» pick one goes to third place.
>> Whichever one you don't want, I'll take
[9:58]
» You take You pick first and then I'll
take
[10:02]
» I hate when you fight over stuff.
>> Um,
[10:07]
the other old business, we just got to
make sure that we've got our sidewalk
[10:11]
project. um cleaned up and we get
everything submitted for the POS. If the
[10:16]
way the law is written is if there's no
activity on a PO in 6 months, they close
[10:20]
that project out. So, we got to make
sure we've got everything submitted
[10:24]
there so we can get it closed out and
get everything.
[10:28]
» Um so, I did try to attempt well I
contacted Chad first to see if he could
[10:33]
help me. He advised me to contact the um
other engineer uh advanced engineering
[10:41]
um Brad Minnik. Um so I attempted to
reach him. He no longer is with them. So
[10:46]
they gave me the person that is taking
over his spot. He had absolutely no idea
[10:52]
of anything that I could do. So, I
actually scanned everything over, sent
[10:56]
it back to Brienne, and asked her if she
could fill out a mock form for me to
[11:00]
kind of go off of because what they're
asking, I haven't a clue. So, if she can
[11:05]
at least help give me a guiding starting
point, um, then we'll be all set and I'm
[11:11]
set to do that on Friday with her. Um,
hopefully if she gets back with me, I'll
[11:16]
come in Thursday evening and do it. Um,
but otherwise, Friday, that's the number
[11:21]
one thing on my list to do. So, I didn't
have much help today trying to get that
[11:26]
figured out, but I have been playing
email tag back and forth.
[11:28]
» And she's she's real good with helping
with different stuff and if not, she'll
[11:32]
get you to the right person. So,
>> um
[11:37]
I guess on old business, I'll just add
this in here. Um we need to go ahead and
[11:42]
make sure it's posted on what your hours
are so people know.
[11:45]
» They are posted um on the outside
anyway.
[11:48]
» Okay. I know Kathy had somebody hit her
at the post office and they gave her an
[11:52]
earful for quite a while
>> and that was one of them and
[11:56]
» we've addressed the rest of them. So,
>> yep.
[11:59]
» All right. Thank you. Any other old
business?
[12:02]
» Can I ask a question? Yes. I normally
don't come to these things. I'm sitting
[12:07]
here
>> pavement solutions to to get
[12:10]
information. So, was that project is
this supposed to be bidded together like
[12:14]
the
>> We'll let the engineer My understanding
[12:17]
was was it was supposed to be bid
together.
[12:19]
» Okay.
>> But we'll let
[12:21]
» I know we was just doing the crack seal.
So, I didn't know if that was two
[12:24]
separate bids or
>> Yeah.
[12:27]
» Um, we'll let the engineer take a look
at that and then let us
[12:30]
» then they'll contact you. Okay.
>> Sorry, folks. I'm leaving.
[12:34]
» Yes, you're fine. Thank you. They wanted
me to write that information.
[12:37]
» I meant to dismiss that back and I
forgot.
[12:40]
» All right. Thank you. You folks have a
nice
[12:41]
» Thank you, too.
>> Thank you.
[12:43]
» Um
there's something else on hold.
[12:50]
» Let me have to come back to you.
>> I will tell you that that same person
[12:54]
had said that our um Facebook is not
updated. It is updated. Um our website
[12:59]
is updated. So, I'm not sure where she's
looking. Um but I'm I mean I post things
[13:04]
on Facebook. Um so, I'm not positive.
>> Okay. I know what the other thing was.
[13:09]
We need to get that uh pole number at
the top of the bridge where that lights
[13:12]
out.
>> There's another one out.
[13:15]
» The one in one at the very top is out.
It never came back on.
[13:19]
» All right.
>> So, get that out today then. Yeah.
[13:22]
» Before I
>> unless they unless they came and fixed
[13:25]
it, but I mean
>> No, cuz I'm having problems down by the
[13:27]
rain, too.
>> Yeah. The one at the top of the bridge
[13:30]
that had the Christmas on never came on.
>> Where's the power together?
[13:37]
» Well, yeah, I know the light.
>> Give me that one. No,
[13:39]
» Christmas one would be
>> I'll call in both of them at the same
[13:41]
time.
>> All right. Thank you. Um, police
[13:44]
department.
>> Uh, we do have our new golf cart
[13:47]
stickers for 2026. So, anybody that
needs one needs to get a hold of us, we
[13:51]
get that taken care of.
[13:56]
» I had to get it from
>> No, we'll get it. So, uh, anybody needs
[13:59]
one, just pass the word around. We have
them now so we can get these tagged
[14:02]
correctly and then if we don't, we'll
start enforcing that ordinance.
[14:06]
» So, Jen, you'll go ahead and post that.
>> I am. Yep. It's on my list of
[14:10]
» All right. Hey, it's been updated. It's
updated as of January 20th or whatever
[14:14]
they should get it updated. So, there
you go.
[14:16]
» Um, the only other things that I have
are the one ordinance violation that we
[14:21]
wrote back in November. We've never
heard any contact from them yet at 200
[14:25]
South Main. Okay.
>> So, um I don't know what we need to do
[14:29]
about it at this point.
So essentially um
[14:36]
I don't remember exactly what those was
that trash.
[14:39]
» It was the trash and rubbish piled up in
the backyard.
[14:43]
» I've addressed every every other issue
with them parking parking in the road,
[14:47]
parking in the alley, abandoned
vehicles, trash overflowing.
[14:51]
» And this was a a rental property, am I
right?
[14:55]
» Yep.
The only thing that's not been cleared
[14:58]
up or at least hasn't gotten better is
the big pile of
[15:02]
stuff out back.
>> And so, you know, some direction from
[15:06]
you at this point, I guess, is
appropriate. Um, typically what I would
[15:11]
say is next step would be to go ahead
and file it. Um, bring it into court
[15:17]
consideration, get a court order, uh,
either that it gets done or that we have
[15:21]
authorization to go in and do it. The
only pause I have about this, and I
[15:25]
shared this with Dan at one point, is
the weather isn't exactly this isn't the
[15:30]
most conducive time of year. And if
they've complied on other things, I
[15:34]
guess I'd be willing or I guess I'd ask
you if you want to let the string out
[15:39]
maybe until the weather gets a little
more mild, say in March. Well, the
[15:44]
letter you sent out started to find him
for
[15:48]
» and he he's never responded to that, but
I know he'll probably say I never
[15:52]
received it.
>> It was sent certified to
[15:55]
» I I was sent and I opened up the
envelope and there was nothing inside
[15:58]
it.
>> No, at that point I don't think the the
[16:03]
because if you're going to enforce that
kind of a fine, typically you're going
[16:06]
to do that in court
>> and I I think the court would find this
[16:10]
to be credible on service. Yeah. So,
>> so yeah. So, it's it's just a matter of
[16:17]
whether you want us to to string that
out a little bit more. If this was June,
[16:21]
we wouldn't frankly even be asking. But,
um,
[16:26]
» and similarly, we have addressed other
properties with the same problem and
[16:28]
they have cleaned it up.
>> Yep.
[16:30]
» So,
>> well,
[16:32]
» what if we send them a 60-day notice?
I my so you say 60 days from today's
[16:39]
date basically saying or the day of the
letter
[16:42]
» up 60 days or else we'll be filing. So
okay
[16:45]
» have you spoke with a gentleman that's
there now
[16:49]
» in front
>> uh the back in the back
[16:52]
» um I don't
>> because I I think that they have had
[16:57]
someone move out and move in.
>> Okay. Um, I think that it's still within
[17:03]
the relatives, but it's not a lady and
young children. Okay. Right now,
[17:08]
» the last one was the lady.
>> Yep. And they had originally gotten rid
[17:11]
of that dog. There is a different dog
there now. Um, but that's all I know is
[17:16]
that it seems like it could be a
different person living there. Not a
[17:20]
whole entirely different person, but
within that area. But all of our
[17:24]
communications are going to be with the
landlord too because ultimately they're
[17:27]
the ones that are going to be on the
business end of the team. Right. So
[17:34]
» uh the other thing I have is I do have
another uh application for a reserve
[17:38]
officer um who reached out to us. So
I'll give that to you to look through.
[17:44]
Um and then I have uh statistics for the
month. So a little bit of a busy month
[17:48]
for December. Um, seven tickets were
issued, 60 calls for service by police,
[17:53]
23 were responded by Laz PD, and we had
one arrest last month.
[18:01]
» Um, will they let my wife out on
weekends now? Not yet.
[18:08]
» I forgot.
[18:13]
Um, Jen, if you could make copies of
this and I'd just like to everybody look
[18:17]
through them. We're just gonna scan it
and email it to us every time.
[18:20]
» I can forward the email to you guys.
>> Okay. If you would, that'd be great.
[18:23]
» Better. Okay.
>> Better yet. Thank you.
[18:26]
All right.
MVH
[18:30]
» quite a bit.
>> This is where Chad needs.
[18:33]
» Yeah, this is where Chad and Dan and
Tony kind of need to come into play as
[18:37]
well.
>> Okay.
[18:38]
Um earlier today I spoke with Zach from
Marsh County PD. Um we had some problems
[18:47]
here in town with addressing
uh Max Market
[18:53]
uh SB
Storage and Leaz Diner and McDonald's.
[19:00]
They're not using their three-digit
address for the town. So in city limits
[19:07]
you have a three-digit address. Outside
the city you have a four to five. Um
[19:13]
what flag distance brought it up was we
had a call at Max Market
[19:18]
um believe what month ago Chad
>> something like that. Yeah.
[19:22]
» They give a fourdigit address and it
when they did that it pinged up in
[19:27]
Plymouth.
So the address they give us was uh 2083
[19:35]
South Michigan Street. If you pull that
up, it goes to Plymouth. So 911 got
[19:40]
confused. Dispatch almost disregarded
them once they found out as market
[19:45]
dispatched the correct agency. Um I
guess in 1993 the town was annexed them
[19:53]
and since then they've been using their
four-digit address. we need to switch it
[19:57]
to the three-digit.
>> 1993,
[20:01]
a lot of addresses changed throughout
the town. Yeah.
[20:04]
» They they redid everything and uh Linda
was one that went through and they redid
[20:09]
all the addresses and
>> Right. Yeah. And she g me a whole list
[20:14]
of everything right here that is wrong.
Um but their big concern is everything
[20:19]
south of the stop light right now.
Nobody's using their three digit.
[20:24]
They're asking what can we do to get
them to do that?
[20:28]
» Why would it be a three digit south of
there?
[20:30]
» Because they're still in city limit
>> until you get if you're north of 28.
[20:35]
» If you Google it,
>> it don't come up Michigan Street. That's
[20:38]
clearly a 911 mistake,
>> right? Well, they're saying that
[20:42]
» what does Beacon show?
>> They're saying his address now is 895
[20:47]
Michigan Street.
>> Beacon has 2083 South Michigan Street. I
[20:53]
forget the lady's name. That was she was
here from Beacon. Um
[20:56]
» Diane
>> Diane,
[20:58]
» she was she was here today and she's the
one that actually flagged it and brought
[21:02]
it up to the concern
>> because they're not using the 895 South
[21:08]
Michigan
>> and it's what is coming up in their in
[21:11]
their information like when they call
the big the longer address is what pops
[21:17]
up and so then even if it's different
then it is the 911 operator that's
[21:22]
trying to figure out it's not showing
where supposed to show this is where
[21:26]
this is coming from. So, they want that
confusion to be lessened so they can get
[21:32]
to where they need to be
>> a little quicker.
[21:35]
» Why don't we do a letter to each of the
establishments and um DV I'll drop them
[21:41]
off or whatever and just kind of explain
why they need to use that or you can
[21:45]
explain
>> Westford
[21:47]
» for that address.
>> 2083 South Michigan.
[21:49]
» If you search 2083 South Michigan, it
shows up. So that means that's Michigan
[21:54]
Road, right?
>> So when we say they're not using the
[21:57]
address, what what do we mean by using?
Is it not like
[22:02]
» Yeah. When
according to Diane, when they call into
[22:09]
911 or anything and they give their
address, she is 203 South Michigan
[22:14]
Street.
>> So the the person calling gave that
[22:16]
address.
>> Yeah. But it should have been 895 South
[22:19]
Michigan Street,
>> not Michigan Road.
[22:22]
street because
>> I'm just saying it says 2083 South
[22:26]
Michigan Street in the GIS itself
>> and Diane's over at the GIS department.
[22:32]
» Yeah. So, she's got it wrong.
>> So, it looks like it's something they
[22:35]
need to work out.
>> Yeah. But she said it was us that we
[22:38]
needed to take care of.
>> I think there's two things going on
[22:40]
here. One is the improper addressing
beacon and the other is the people
[22:43]
giving the wrong address over the phone.
>> Oh, I agree 100%.
[22:46]
» Right. And that's why that's what I mean
by when we say using but the the issue I
[22:52]
think is with any annexation the town
assigns not the town the county actually
[22:59]
assigns the numbers
>> um
[23:05]
but it wasn't it wasn't annexed in it
that had always been the property line
[23:10]
for the town.
>> Yes.
[23:11]
» So that was always in town property.
It's just they came in in 93 and changed
[23:15]
what redid everybody's address because
the county said that we we had to
[23:19]
» Yeah. They said that we had 1993.
>> But I think these things are
[23:26]
then
>> uh like these addresses had to have been
[23:29]
assigned then. But if they haven't been,
they
[23:32]
» and there are some other ones.
>> She did say that the property owner has
[23:36]
to go through the auditor, the county
auditor to get these addresses put in
[23:40]
correctly
>> for the three-digit numbers.
[23:43]
» So, it's nothing Diane can just fix.
They ask me
[23:46]
» No, that doesn't surprise me. They take
the information. So, we need to have the
[23:50]
property owners
>> contact
[23:54]
to get the updated address and beacon,
>> but that will never happen.
[23:59]
Um, like I don't expect that anybody
would do that. So
[24:05]
the the thing that I don't get is that
was 30 years ago,
[24:09]
» right?
>> How did they not just push those numbers
[24:11]
out from the get-go? U because more
recent annexations I've done, the county
[24:17]
was driving everything on the change in
numbers. So I I guess I'm
[24:22]
» there's no way
cuz Arby's is 855 which would make
[24:26]
McDonald's
>> make a 900
[24:30]
» should make them a 900
>> right
[24:32]
» and they have 895 is McCartney which
can't be right
[24:37]
» right and they have the SB storage on
there as well
[24:40]
» where is that
>> but that's that little blue building
[24:43]
next to McDonald's across from Max but
that's not a Michigan road their their
[24:47]
frontage is 2A Right.
>> I don't think these numbers are right
[24:52]
personally.
>> Yeah. I Because if you look up,
[24:58]
» but here's the thing. Even if the
numbers are wrong, it sounds like they
[25:03]
need to be um and this you're right
public safety issue. has to be.
[25:10]
» But I think we need to dig into exactly
what that process is a little bit with
[25:15]
the county because if it falls on the
property owners to do it, they have no
[25:20]
motivation. Like if
>> if they're getting all their mail there,
[25:25]
they're going to have to go and get it.
>> Well, I guess do they use the PO boxes,
[25:29]
too, I guess. Or
>> Yeah, you have to have But technically,
[25:32]
they do not have PO boxes. like I'm
mailing to Plymouth in order for them to
[25:37]
get there.
>> So, the diner has a mailbox out front. I
[25:41]
don't know if they use that, but I did
see that there's a mailbox out front.
[25:44]
» I don't know. It goes directly to
>> our diner with that, but
[25:48]
» I know,
>> but if I was a homeowner
[25:51]
» and you gave me the option,
>> I just wouldn't do it, right? Because I
[25:55]
don't have to go through and update my
>> Except for if you realize it's going to
[25:59]
affect emergency services.
>> I I Roger. Right. I'm not sure everybody
[26:03]
has that foresight. Um, so they're going
to look at the immediate inconvenience.
[26:08]
I That's why it's important to do it.
Don't get me wrong,
[26:11]
» but that's why if it's a
>> if it's an order from the county,
[26:16]
» one that makes it different, but I think
the county may have the the ability to
[26:21]
just do it and say, "Guess what? This is
your number now."
[26:25]
» Right?
>> So, I I think that's what we need to
[26:28]
talk to the county about. So, and I
again I can't I just can't believe it
[26:32]
hasn't been it wasn't already done back
in 1993.
[26:36]
» The lake.
>> So, you're saying the east side should
[26:40]
be a
>> I thought the east side was
[26:42]
» I thought the east side was odd number.
>> It is here in town.
[26:46]
» It shows up in CAT as a Lakeville
address too by the way. So, there's
[26:49]
obviously there's something wrong.
>> So, and that's another thing I pointed
[26:52]
out to him because if they dispatch
anybody to the trailer, Gatewood 2403.
[26:58]
» Yeah. Yeah, they don't even have
>> if they say Michigan Street, it goes to
[27:00]
2403 Michigan Street Trail Court, which
is by Little Caesars. So, if they say
[27:04]
Michigan Road, then it goes to us. If
they say Street, it goes to to the town.
[27:09]
» So, they have more than just our little
issues, but they want us to correct our
[27:13]
issues if if we can.
>> Who would have the list of what it was
[27:16]
supposed to be back then? Do you have
any idea
[27:19]
» or the funny thing is I think those
numbers are determined. It's by a
[27:23]
measurement. It's not like they pull
them out of thin air.
[27:26]
» Correct. Um, so the the numbers should
be what they should be. They may have
[27:31]
some of them wrong and we just need to
get that refiged out.
[27:33]
» I mean, I know mine stayed the same.
Mine didn't change.
[27:36]
» Two of ours stayed the same.
>> I do believe the last time I was
[27:40]
checking this six flip-flops them at
six.
[27:43]
» Really?
>> Yes. Because I remember talking to
[27:48]
» should say hello.
>> What the heck is his name?
[27:52]
» It could be.
>> I can't remember his name. sense to do
[27:54]
it. But
>> but he had come here and we were talking
[27:57]
about that and it does go off of a
measurement. So there's a guide on there
[28:01]
on the measurement and it's not just
like a square piece of property or
[28:05]
whatever. And I'm almost positive now
that you say that the odds should be on
[28:09]
one side. I'm almost positive he said
that it flips on the south side of
[28:13]
» it should flip from the three digits to
the four or five digit number. Correct.
[28:16]
But our numbers inside the six town
limits. I think the odds and the evens
[28:21]
on six is what I'm saying.
>> If you go off 2403, which is
[28:25]
» on Michigan, that is a odd. So, that
would still
[28:29]
» Yeah.
>> different than the town.
[28:31]
» What about the ones on US 6
>> 262?
[28:34]
» What about Speedway?
>> Well, that's what I said. Speedway is in
[28:38]
our is tech city limit, but they have a
fivedigit address. They still go by the
[28:43]
12,000
>> 908
[28:48]
» Michigan or
>> we talked about that if you remember
[28:53]
because
>> Yeah, I know. That's what I'm saying.
[28:55]
But technically in town it should be a
three-digit number.
[29:00]
» Speedway speed.
You want other ones on US6 that are
[29:04]
three digits? They all
>> because cuz if you you can't have the
[29:07]
same three.
>> They go Arby's goes by Michigan Road.
[29:10]
Uh, Ammo goes by Michigan Road. The
liquor store that they just put in is
[29:15]
three-digit and they go by Michigan
Street.
[29:17]
» So, the only one that's not is on six.
And see, that's where it be confusing
[29:19]
cuz it's a three-digit on six.
>> Well, I wonder about that. You know, the
[29:22]
old gas station there. I wonder what
that is.
[29:25]
» Where?
>> Oh,
[29:27]
Utah Albert's Corner.
>> No, the other side just across from the
[29:32]
gas station across from Speedway Brad is
>> Yeah, where Brad had his
[29:35]
» because we even talked about injection
plastics in the media.
[29:38]
» Yeah. And I said something about
jectured plastic and that's that's a
[29:40]
five-digit number as well.
>> They're outside the town limits though
[29:44]
» according to her map. They are next into
our town. Yeah.
[29:46]
» Yep. Just
>> they're right on our
[29:49]
» edge in there.
>> Actually shows Ber being in city limits
[29:55]
as well.
>> We did invite them to the meeting this
[29:57]
evening.
>> Betchers was never in the city limits.
[29:59]
» I know, but her map shows them. And
that's that's what I was confused by.
[30:02]
I'm like Beter was never in our city
limits
[30:06]
» cuz Arbor was outside. Y
>> just
[30:08]
» just outside it stopped at the old
house, wasn't it?
[30:11]
» Beam house beam. Yep. Beam where they
house.
[30:14]
» So when they when the guy bought the
hardware and then bought the property
[30:18]
next to it, I don't know if that would
have changed anything putting it all in
[30:23]
town if he merged them properties
together. I don't know how that would
[30:27]
work.
>> I don't know. That's why I told her I'd
[30:30]
have to ask tonight because I I'm
confused on what she's trying to get.
[30:34]
But I think she
>> Well, it's it's going to be out of our
[30:36]
control.
>> Exactly.
[30:38]
» And I asked her if Tony needed to be the
one talked or wrote up a letter and she
[30:42]
said she didn't know. It was kind of up
to our town council and but we're all
[30:46]
kind of at a to it.
>> The first the first suggestion was that
[30:49]
the letter come from us and simply says
because of these reasons, we need you to
[30:53]
use this address which are the 800
numbers that she had given us um and try
[30:59]
to go from there. And she said it's
really in their discretion. Like they
[31:04]
don't do it, they don't do it, but it
will delay emergency personnel.
[31:09]
» That's kind of it. You send a letter to
somebody and say, "Hey, if you're call
[31:11]
911, use this address."
>> Mhm.
[31:13]
» And it's like, "How many people that
work at Max Market's going to know?"
[31:16]
» 795.
>> Yep.
[31:18]
» Is what it shows on here.
>> Yeah. And the Marathon is 840.
[31:21]
» That's weird. But yeah,
>> but if they don't say Michigan Street,
[31:25]
they're going to send us north of town
because of the other 800 block just
[31:28]
north.
>> We did talk about that as well.
[31:30]
Lakeville versus Lopez and where that's
at road versus
[31:34]
» north. Yeah, I have my days. But if it
was north
[31:38]
» cuz the north side of first road is
>> by
[31:43]
the south side of the first road is
still within our city limits right
[31:46]
there. So
with the exception of over the bridge on
[31:51]
the west side.
>> On the west side, right? Because Paul's
[31:54]
316 road. Yeah.
>> So yeah, anything on the east side on
[31:57]
the north side is township,
>> right?
[32:00]
» And vice versa of if you're on the west
side, on the north side is town,
[32:03]
» right?
>> Until the alley,
[32:05]
» right?
>> Right.
[32:10]
» Well, just one other thing. Um it looks
like we need to talk to the county uh
[32:15]
plan director. Um, and I'll reach out to
him. I know him real well.
[32:20]
» Um, but one of the thing is they refer
to it as a 911 address on one of these
[32:27]
legal doc or one of these forms from the
county. And I wonder if
[32:34]
you can have a 911 address and a mailing
address
[32:38]
» cuz Yeah, their mailing address I'm sure
they would keep.
[32:41]
» Yeah.
>> You know, I've been getting my mail.
[32:44]
They have mailboxes down there instead
of mailboxes boxes as well.
[32:48]
» Yeah.
>> Well, I'm saying Max Market
[32:53]
» Diner
>> McDonald's does not because it goes to a
[32:56]
different state, but Max Market and the
diner do not have PO boxes, at least to
[33:01]
where I'm mailing.
>> What about the S SB storage?
[33:05]
» I don't know that I mail anything to
them.
[33:07]
» Maybe we don't need to get into those
weeds. We just say you have a 911
[33:12]
address. You need to put this by every
phone. You need to post this in a place
[33:16]
where your employees and patrons can see
it
[33:19]
» that if there's an emergency, they're
calling and reporting this address. And
[33:24]
that may be where we leave it.
>> That's probably the simplest thing to
[33:27]
do.
>> Yeah. My question is was that 911 call
[33:31]
from the cell phone or from a landline?
>> Landline.
[33:33]
» Cuz then it should be posted from
whatever that carrier has for the
[33:35]
outbound address that they're
responsible for maintaining. The
[33:39]
landlines probably the 20 28 road.
>> They're trying to take human error out
[33:45]
of the problem, which I get. But
>> well, that very well could be because if
[33:51]
they only use the landline there at max
market
[33:54]
» and if the landline shows that address,
then that's what it's going to show up.
[33:57]
» Yeah.
>> So like here we had to program it
[33:59]
specifically and advertise it as the
address here. You call 911 from our
[34:02]
phones. So,
>> we may want to just have someone with
[34:06]
the fire department have that
conversation with them.
[34:08]
» That's why I brought Chad in.
>> Well, just to impress like this is this
[34:12]
is going to be a problem. We're not
saying you're changing the mailing
[34:15]
address.
>> But if that phone call came in from the
[34:17]
landline there at Max Market and that's
where the confusion started. It's
[34:21]
» it's the phone company.
>> It's the phone company. It's not going
[34:24]
to fix it.
>> But I'm just saying they're going to
[34:26]
need to take some steps to change that
with the phone company.
[34:28]
» Yes. Yep.
>> Everything even the address for the
[34:31]
sewer plant. You try to Google that, it
brings you up. You're close to the
[34:34]
intersection.
>> So, I don't even know where they got
[34:37]
that address. So, I can't even give that
to people because they they come up to
[34:41]
the intersection. Where you at?
>> Everything's all messed up. Moral of the
[34:45]
story, it's not just them.
>> Anything else, Roger?
[34:50]
» Um, I just received a phone call tonight
uh about a project that's going in on on
[34:56]
the town here. Didn't know if we had the
right training. I also brought Chad in
[34:59]
for that as well. Um, not really for
sure what they're really asking.
[35:03]
» That's the one that I called you on.
>> I'll handle it.
[35:05]
» Okay. Is there anything the town needs
to worry about?
[35:10]
» You know how they get
>> Mhm.
[35:11]
» They want their information 3 days ago
and they've, you know, don't give you
[35:15]
time to take care of it.
>> It's not going to include any of our
[35:18]
sewers or nothing like that.
>> It's the pipeline that runs up by the
[35:21]
school.
>> Oh,
[35:23]
» I I
>> I'll talk to you after the meeting.
[35:25]
Okay. actually. Um, yeah, I'll talk to
you after the
[35:30]
» bring you up to date.
>> Yeah, I was unaware of it. So, like we
[35:35]
need to contact Chad.
>> Yeah.
[35:37]
» So, that's why I brought Chad and talk.
>> No, we'll do that after meeting.
[35:41]
» Um, other than that, no, I don't really
have have much. We're still in snow
[35:45]
season, obviously. We're going to take a
little better care of it. Uh, thanks for
[35:50]
Steve backing me up when I was gone.
We'll get it handled from here.
[35:57]
That's all I have.
>> Um, how come Doug's hours said zero?
[36:02]
» He didn't work month
>> cuz that was for December.
[36:05]
» Oh, okay. That's right. He piled in
January. Gotcha. Right.
[36:07]
» Yeah, he just did January.
>> All right. Sewer department.
[36:12]
» I don't have anything.
>> All right. Um, I do.
[36:16]
» Okay.
>> So, once the weather breaks, we need to
[36:18]
get that tile back in the ground up by
Albert's.
[36:22]
So, I don't know whether we need to get
Haskins or whether we can do that or or
[36:25]
what you want to try to do there.
>> Okay.
[36:28]
» The one we were going to do in the fall,
but our back went by.
[36:32]
» Yeah, I know you mentioned, but you want
to get that done.
[36:34]
» Yeah.
>> Um, I'll look at it more.
[36:36]
» Okay.
>> See what we can do.
[36:39]
» Patron comments.
[36:43]
Attorney, we got a contract to sign.
[36:48]
» All right. You have anything to add to
it? Uh, I don't think I have anything.
[36:52]
Oh, I guess I should give a little bit
an update. We did get uh one binder
[36:56]
scanned. Uh, we'll work on the other
one. She is slowly working on the uh
[37:01]
digitizing of the old ordinances,
though. That's coming kind of as she's
[37:05]
got time. So, we will uh keep working on
that. It may be a little while, but
[37:11]
we'll have an update for you uh once we
start getting it into uh a more codified
[37:18]
format.
[37:28]
So this um actually I think you were
more you was at that meeting so you may
[37:33]
just want to go and discuss that.
So there is a program that the county
[37:41]
had run uh through OKRA a few years back
and uh I think they were still doing
[37:48]
kind of the tail end of the projects in
2025. So you may if you watch any of the
[37:53]
county meetings you might have heard
about them but essentially it was an
[37:56]
owner occupied housing rehabilitation
program and uh there was a meeting uh in
[38:03]
late 2025
uh several of the municipalities got
[38:06]
together organized by Mr. plots uh with
the county. Um essentially we were kind
[38:12]
of educated on how that grant program
was was still being run. Um
[38:19]
for Le Paz's perspective, um the county
is going to make an application
[38:26]
and uh we are included in that. So uh
the good news is you guys don't need to
[38:33]
make a separate application. Uh the
county is trying to cover any area that
[38:39]
isn't going to apply because of Oakra's
grant restrictions. Some of the towns
[38:43]
are having to be pretty careful because
uh when you apply for this grant, it
[38:48]
means you can't apply for another one
for a certain period of time. So,
[38:52]
they're having to be kind of thoughtful
about what else they have coming down
[38:55]
the pike in the near future. But, uh,
right now, and I I don't think this is
[38:59]
necessarily set in stone, but the county
is kind of saying if you have homes that
[39:04]
you would want included in this, we may
have room for you to take you kind of
[39:07]
under our umbrella. So, they're not
doing just the unincorporated areas.
[39:11]
They're doing literally anybody in the
county. Uh, but they said right on the
[39:15]
jump that that would would include Le
Paz. Uh the problem with it is it uh
[39:23]
requires uh some match. Uh and I hope
the county will uh make the match for
[39:32]
Leaz. Um maybe they will, maybe they
won't. That needs to be ironed out for
[39:37]
sure. Um, but uh it looks like
See, this was a couple months ago, so I
[39:44]
don't remember exactly, but um I want to
say it was about
[39:52]
Yeah, she's got the breakdown here and
you got my notes on it. So, essentially,
[39:59]
um this is a rolling grant. Honestly, in
this day and age, I don't know how much
[40:04]
longer this program will continue to
exist after this, I think, next two-year
[40:09]
window, but the county is applying for
the max. Last I heard, uh, for uh 5,000,
[40:14]
$500,000. Oh, it is uh 10% of the total
project costs, and I want to say it's
[40:20]
capped at, um, something like $25,000
per home because there's some
[40:24]
administrative expenses that get kind of
factored into that. So, you'd have a
[40:28]
$2,500 investment from the town if the
county isn't going to make it. Um, the
[40:34]
way that I kind of thought about how
could we make this useful um would be if
[40:43]
Dan and I identified any homes that had
issues that could be addressed
[40:50]
by um this program. we could find uh an
owner who was willing to to help or make
[40:59]
their application and follow uh what
they need to follow through on for this.
[41:03]
It may help us um maybe stop some
housing issues, stop some code
[41:09]
enforcement issues before they get to
the point where we're starting to write
[41:14]
tickets. Um, so this would be something
where uh if you have folks uh fixed
[41:19]
income older folks uh uh lowincome
households, this would be a chance for
[41:25]
them to fix some issues uh at a pretty
good rate. um you know for what it
[41:33]
provides. I think the county did more
some interior issues in their first
[41:39]
round and that was enough of a problem
that they said we're not doing inside
[41:43]
stuff anymore because you had to do some
asbestous testing and some things like
[41:48]
that. Um and so they're really trying to
stick to exterior
[41:52]
uh projects. Uh and I think the examples
they gave would be like helping people
[41:57]
with the new roof and some things like
that. So, uh, some of this may be an
[42:01]
advertising issue, uh, where it's
getting the word out to people. Um, but,
[42:06]
uh, the county is going to have to kind
of lead the way on saying, "Okay, we've
[42:12]
got the grant." I believe I heard they
were submitting it. I haven't heard if
[42:16]
it was submitted. I have no idea what
the time frame for an award is. Um, but
[42:21]
it is something that we need to keep our
ear to the ground because it would be
[42:25]
available to your residents uh when the
uh if an award is made. So,
[42:31]
» so I know it was the late '9s was the
last time that the passive themselves
[42:35]
filed for this and then my neighbor's
house. They got windows in it and they
[42:38]
redid their bathroom and
>> did quite quite a bit of improvement and
[42:42]
you know, of course it it was uh they
was below the income level and the two
[42:47]
kids they did quite a bit of work on the
home and updated a lot of nice things.
[42:51]
» Yeah. No, this could could be a real
godsend for for some folks. So, um, it's
[42:58]
just something to keep your our eye out
from. And then we may have to go, you
[43:03]
know, kind of actively recruit some
people and say, "Hey, this seems like it
[43:06]
could really help you. You need to
apply." So,
[43:12]
okay. All right.
Do you have anything else?
[43:17]
» Uh, no.
>> All right.
[43:21]
uh financials and make a motion app to
approve APV5605
[43:24]

[43:29]
from December 11 to January 20th of this
year.
[43:34]
» Second.
>> Any other discussion?
[43:37]
» All those in favor signify by saying I.
>> Okay. Motion carries.
[43:41]
Um
one other thing, the uh we had a meeting
[43:47]
with the fire department. um last week.
I'll leave this with the town. This was
[43:52]
the runs and a lot of the different
paperwork um from you know joint being
[43:58]
together. They do have a new um the next
meeting we wanted to do on March 23rd at
[44:05]
6 p.m. at the fire station.
[44:09]
And that would be a territory meeting
instead of like this was just a joint
[44:13]
meeting between the township and the
town.
[44:19]
unless they get um you know some new
recruits or something before then um it
[44:24]
would be March 23rd
[44:29]
and I'll go ahead and turn it to the
clerk.
[44:33]
» Okay. So, uh, we met for party at the
park, the committee, and there was a
[44:40]
suggestion of turning this completely
around, making it um, not a fundraiser
[44:46]
of any sort. Um, also not making it a
dayong thing. So, um, there is interest
[44:54]
in making this a couple of hours to just
have basically community gathering.
[45:03]
Um, so I was said to bring it to the
committee and find out if that's
[45:07]
something that sounds interesting. If
I'm being honest, I don't know how much
[45:13]
I can give to putting together something
that
[45:19]
it does benefit the community and
gathering, but that's it. Um, so I don't
[45:26]
know how we feel about that.
Um,
[45:32]
guess we don't need to make that
discussion tonight, but
[45:34]
» sure,
>> think about it and um, I'll reach out
[45:37]
because I know the church enjoys doing a
breakfast and that's always a good
[45:40]
fundraiser. Um, people seem to like the
parade. Um, August seems like a terrible
[45:46]
time to do it.
>> They are still interested in doing the
[45:48]
parade. In fact, um, Steve Cox is the
one that would take that over. Um I
[45:53]
think he's
to a degree saying he did not wish to do
[45:58]
the breakfast.
>> Oh, okay.
[46:00]
» So, this suggestion actually came from
him.
[46:02]
» Oh, okay.
>> So,
[46:04]
» I'll reach out to him then. We'll get
back together later.
[46:07]
» Okay. And then wanted to let you know um
everybody's aware of the trailer that
[46:12]
had burnt down on Thumper Trail owned by
Mary Daniels. She sent a letter in with
[46:17]
her payment um asking us to discontinue
her services. Um I wrote a very nice
[46:25]
professional letter back. Um I have it
if you want to read it. Basically saying
[46:29]
the steps of you need to get this capped
off. Let the sewer company your sewer
[46:33]
department know. They'll come out look
at it and then we can um basically do
[46:39]
away with that bill.
So, and I don't know, and again, we
[46:44]
don't have to decide this tonight, but
that might be something that, you know,
[46:48]
for the people that can't, it's like a
service that we offer. And then we'd
[46:52]
have to come up with an hourly rate to
say, "Okay, yep. We're going to come in
[46:56]
and this is going to take two hours and
here's the rate we're going to have a
[47:00]
back over there." So, you know, you've
got, you're not looking at no $30 an
[47:03]
hour.
>> Mhm.
[47:07]
sort of to add to that. Um, I was there
obviously for the fire. I've been back
[47:12]
there numerous times. There's zero gas.
The gas meters pulled. There's zero
[47:16]
electric. The electric meter was pulled.
That was caused the fire. Um, I don't
[47:22]
know if that messes with your pump or
your lines or anything back there.
[47:26]
» Nothing's going to work. But, um, but
she did say that they wanted to cap it
[47:30]
off and have have us come inspect it.
Okay.
[47:35]
I don't know if it'll be done correctly
if they do it the way that they're
[47:39]
wanting to do it. So, I think that Steve
should go talk to them before they do
[47:44]
that to express what has to be done.
>> Yeah,
[47:53]
they should reach out. Yeah,
>> he's capped out before the tank.
[47:59]
» Well, and that's what they're that's
where they're wanting to do it after the
[48:02]
tank. And that's why I said I think they
need to talk to you before they do
[48:07]
anything back there before we do
anything.
[48:10]
» Okay.
>> And I just followed protocol on what we
[48:12]
did um with the other house in town. Um
they did not cap that house off. So they
[48:17]
are still paying. Um I did receive a
phone call about that as well. And I
[48:21]
said I'm sorry. The only way I can
remove that is if it is capped off. So
[48:24]
I'm just following the protocol as far
as the letter was concerned.
[48:30]
» Yep. Basically, it's that's the
ordinance I think.
[48:35]
» Yeah, that's pretty much. So,
>> so with that being on top trail,
[48:38]
» it's not part of town though.
>> Tony, is that being that is not part of
[48:43]
town, is there a cleanup process that
they need to do back there?
[48:48]
» Go through the county.
>> That's that's a that's a hazard back
[48:51]
there. Well, but usually that's I think
done through plan commission enforcement
[48:57]
and whether it's our baby like the
countyy's going to do the plant
[49:01]
commission enforcement for the town
either way. So I
[49:04]
» see that's that's not property.
>> Well, I understand that but I'm just
[49:07]
saying even if it was it's still the
plan commission, right? So
[49:11]
» yeah.
>> All right. Anything else?
[49:16]
» That's all I have.
[49:20]
Oh, I make a motion to adjurnn.
>> I second it.
[49:23]
» All those in favor signify by saying.
Megan. Meeting adjourned.
