city council met at five o'clock this evening to discuss

four items in closed session. Two of them are concerning
[1:44:45]
real property negotiations pursuant to government code section 54956. 9.
[1:44:51]
Item 4. 1 identifies the parcels. The agency negotiator is
[1:44:56]
city manager Simpson. The negotiating parties are the city and
[1:45:00]
the owners of that property JMB land LLC and Steve
[1:45:04]
Galvez under negotiation price in terms of payment. The second
[1:45:09]
real property negotiation, item 4. 2, the parcels are identified
[1:45:13]
on the agenda. Again, the city's negotiator is city manager
[1:45:17]
Simpson. The negotiating parties are the city and the owner
[1:45:22]
Chen Jin under negotiation, price in terms of payment. There's
[1:45:26]
no reportable action on our real property negotiations this evening.

Items 4. 3 and 4. 4 both involved existing litigation.

promise I'm not going to do anything like I did

last year. But I'm just here to comment specifically on
[1:47:03]
the contract for the demolition of the hotel at the
[1:47:07]
front at the southern end of Main Street. I just
[1:47:12]
have a poem. I wrote a couple of days ago.
[1:47:14]
That's all I want to present to you guys. Goes
[1:47:16]
like this. Whether by bond or bulldozer, the uprooting of
[1:47:20]
trees and a ratio of history, God is displeased. No
[1:47:23]
matter where, no matter how occupation destruction leads not but
[1:47:27]
to foul. Yahweh, our God, Allah just the same shall
[1:47:32]
not forgive the forsaken that which has been made. The
[1:47:35]
supposed devout, those sworn to protect, have failed completely. The
[1:47:39]
order defect. For us and our future, a choice looms
[1:47:43]

in like Alsinor. I'm speaking on the prospect of a
[1:49:05]
data center being installed in our town. We're concerned heavily
[1:49:10]
about the arise. Energy rates and water consumption over this
[1:49:17]
proposed building. Uh, this is not only going to raise
[1:49:22]
power costs for the individual citizen of like else north.
[1:49:27]
For businesses. And potentially lower house values, which has us
[1:49:32]
very nervous over the potential of this. Thank you. Thank
[1:49:36]

agreement for a demolition contract. Madam Clerk, would you please
[1:50:42]

My name's Billy Holmes. I wanted to speak on this
[1:50:58]
item I was going to request that the council postponed
[1:51:01]
the demolition of that building. Considering they started on it.
[1:51:04]
I think it was yesterday. Which seemed odd because the
[1:51:07]
money or the appropriation for it is today. It seems
[1:51:12]
kind of arbitrary. And it looks almost like a vendetta.
[1:51:14]
It's quite frankly based on the fact that the property,
[1:51:18]
the gear hard property, it's old to the Dream Center
[1:51:21]
people. And then they had good intention and faith had
[1:51:25]
gone with the city trying to get their, uh, their
[1:51:29]
thing done there with this conditional use permit that the
[1:51:31]
council finally denied after leading them to believe that they
[1:51:34]
were going to get that. But anyways, I think that
[1:51:37]
they need to be more discussion on it. And that's
[1:51:40]
all I wanted to say. Thank you. Thank you. No
[1:51:43]
other speakers on this item. No, sir. Madam attorney, you
[1:51:48]
have a statement. I can give a brief staff reporting
[1:51:52]
a little bit of background at the pleasure of the
[1:51:54]
council. Um. The ambassador hotel has been a longstanding subject
[1:52:01]
of health and safety code violations. There are at least
[1:52:05]
65 identified substandard illegal and dangerous conditions. Those conditions led
[1:52:11]
to the building being red tagged many years ago, meaning
[1:52:16]
it's unsafe to occupy until the hazards are corrected. The
[1:52:21]
city initiated code enforcement actions years and years ago. And
[1:52:26]
eventually initiated litigation against the former owner who subsequently died
[1:52:31]
in the property was tied up in probate for a
[1:52:33]
long time. When the dream center purchased the property in
[1:52:37]
2021, they were aware of these dangerous conditions and all
[1:52:43]
of the building code violations. And they entered into a
[1:52:46]
compliance agreement acknowledging those conditions agreeing to deadlines to remediate
[1:52:52]
and repair those conditions and authorizing the city to seek
[1:52:58]
court relief if the corrections were not timely made. As
[1:53:04]
the new owner, the dream center stepped into that litigation.
[1:53:09]
After five years of working with the dream center, there's
[1:53:13]
been no remediation. The property has continued to decline. I
[1:53:17]
think we have some photos if anyone wants to play
[1:53:19]
those while we're, while I'm briefly, uh, reviewing this. So
[1:53:25]
with, with no, uh, remediation in the building left to
[1:53:28]
continue to decline, the city did seek court relief. And
[1:53:33]
on July 21st, the Riverside superior court issued an order,
[1:53:38]
finding the property a danger to health and safety, a
[1:53:42]
public nuisance and ordered the city to immediately abate the
[1:53:47]
nuisance or, in other words, to demolish the property. We
[1:53:53]
initiated that process. Step one being entering into a contract
[1:53:58]
to abate the asbestos that is on the property. On
[1:54:04]
August 4th, the dream center again went to superior court
[1:54:11]
action for the court to postpone the demolition the court
[1:54:15]
rejected that application. And the city commenced asbestos abatement on
[1:54:22]
August 6. So we worked August 6th and August 7th
[1:54:27]
solely on espbestos abatement. Tonight's action relates to the demolition.
[1:54:32]
So let me give you a quick update on where
[1:54:34]
we are now. The dream center, uh, appealed the superior
[1:54:40]
court's action. And the court of appeal Friday at 450
[1:54:45]
is when we were notified did stay the demolition. So
[1:54:49]
the city is not taking any additional action, uh, we
[1:54:54]
will comply with the court of appeal. It's called a
[1:54:57]
writ of supersedius. It means that, uh, we will not
[1:55:02]
do anything until we get a green light from the
[1:55:05]
courts. One thing that you, if anyone is in the
[1:55:09]
vicinity, um, may see tomorrow is our asbestos abatement crew
[1:55:15]
will be on the roof solely to cover it, to
[1:55:19]
seal and protect the roof tiles so that they can't
[1:55:22]
blow off or the, um, exposure to the asbestos. The
[1:55:29]
issues with the dream center are two separate and distinct
[1:55:33]
matters. No entity, no matter how good their cause, no
[1:55:37]
matter how valuable the work they do or the people
[1:55:40]
they serve is exempt from the law. This building is
[1:55:45]
dangerous. This building has no seismic retrofit. This building is
[1:55:51]
in, um, at risk of falling down. We will comply
[1:55:57]
with the court order. This has absolutely nothing to do
[1:56:01]
with the ownership of the building. It has nothing to
[1:56:04]
do with an eventual land use or development proposal from
[1:56:08]
the dream center. So we value the work that the
[1:56:12]
dream center does, but the land issue is entirely separate
[1:56:16]
and distinct from the nuisance abatement issue. So the action
[1:56:20]
tonight, and we would recommend that the council proceed and
[1:56:23]
approve the contract, the demolition was publicly bid. The recommendation
[1:56:30]
is to award the contract to the lowest responsible bidder,
[1:56:34]
the amount is 198, 000 dollars. No work, and I
[1:56:39]
want to say this again. No work will be commenced
[1:56:43]
pursuant to this demolition contract. Unless and until we get
[1:56:47]
the green light or the order from the courts. Um,
[1:56:52]
that concludes my statements unless the council has any questions.
[1:56:56]
Because this is a matter of ongoing litigation. I have
[1:56:59]
advised the council to limit their comments or not to
[1:57:03]
speak other than to ask questions. Thank you very much,

Monos. You know, I received a lot of comments on
[1:57:16]
this from the public. Folks who are disappointed, sadden, upset.
[1:57:22]
Um, and I just wanted to go ahead and share
[1:57:24]
that. I think we feel the same way. Building's been
[1:57:28]
red tagged since I was in high school. And it's
[1:57:33]
a serious danger. Uh, to, and, and the other side
[1:57:36]
of this is of course, if the building vertical collapse
[1:57:40]
into crush a kid or some person, a member of
[1:57:43]
the public. The other argument would be, why didn't the
[1:57:46]
city do something about it? And that's the challenge. That's
[1:57:49]
what we have to face. So don't like to be
[1:57:52]
the bad guy. But there's many hands that this has
[1:57:56]
passed through. And unfortunately, this is the path we're on
[1:58:01]
right now. So I just wanted to put that out
[1:58:04]

[1:59:05]
this up because it seemed like a lot of money
[1:59:08]
for a kitchen that you're going to put in the
[1:59:10]
Taj Mahal. Team to me, my opinion, that, that money
[1:59:13]
could be better spent on other things. There are people
[1:59:16]
out here that, you know, have serious problems like, you
[1:59:19]
know, the homelessness. And of course the building with this
[1:59:22]
best is falling off of it into the street for
[1:59:24]
all this time. And then now it's not, now it's
[1:59:27]
a, now it's a problem. But anyways, I take a
[1:59:30]
look at the, uh, military academy. And I sit there
[1:59:33]
and think to myself, that's, you know, what's the difference
[1:59:36]
between that and this building over here is that this
[1:59:39]
building is between the gear heart property and city hall.
[1:59:44]
But anyways, I wanted to go ahead and get back
[1:59:45]
to the 147, I think that that's a lot of
[1:59:52]

Good evening, Mr. Mayor. Honorable councilman. I am here all,
[2:01:42]
so to speak about the prospect of the latest center.
[2:01:47]
I've received a number of calls only because I've lived
[2:01:51]
here since God was a boy, as you know. And
[2:01:54]
so people seem to think I should have answers. I
[2:01:59]
have told them I have no answers. But I do
[2:02:02]
have questions. I have concerns about water pollution. And the
[2:02:09]
amount of water that's such a center would take to
[2:02:14]
operate the amount of nitrates that would go back to
[2:02:19]
the water. And how it would be dispensed. And because.
[2:02:26]
It's proposed in an area that's close to other residential
[2:02:32]
places that could be subject to fire easily from the
[2:02:38]
kinds of things that occur with generators in our heat,
[2:02:43]
I would simply like to request that when you go
[2:02:48]
through the Ciqua and EIRs and the recommendations that come,
[2:02:54]
that you take a really fine look at all of
[2:02:58]
the things that are being proposed. Because we have a
[2:03:02]
data center in nearby riverside. And they're now 332 of
[2:03:07]
them. I understand in the state of California alone. So
[2:03:14]
I guess we ever generate a great deal of information.
[2:03:20]
I'm not certain how it's going to be used. For
[2:03:24]
us. Or against us. But our community is a community
[2:03:30]
of caring people. That many of them moved here. For
[2:03:35]
a high quality of life. I think most of you
[2:03:38]
came here for that. And I know I'm not willing
[2:03:44]
to allow AI to totally take over my life. Thank
[2:03:50]

son - in - law live in Temecula. And she
[2:04:55]
has a degree. In computers. And she made me aware
[2:04:59]
of this. And she said, mommy really need to research
[2:05:05]
this. About the heat from the generators. The millions of
[2:05:09]
gallons of water. That will be put into this. We're
[2:05:14]
short on water already. Uh, the grid overload. How would
[2:05:19]
this affect our utility bills. Backup diesel generators emissions. Large
[2:05:27]
facilities used backup generators. Air pollution diesel exhaust noise pollution
[2:05:33]
increased energy. Generation and backup diesel testing emit. Particular matter.
[2:05:41]
For those of us that are older. We can't breathe.
[2:05:44]
It's going to make it worse. Infrastructure cost. For roads,
[2:05:48]
water systems, electric. And other utility needs. It's also going
[2:05:55]
to raise the temperature. We're already cooking. It can raise
[2:06:01]
it at the least three percent. And Jamie says maybe
[2:06:05]
up to 16. Everybody's going to be moving away. You
[2:06:11]
know, we can't live. We can't pay our electric bill
[2:06:15]
now. And, um, very few jobs are going to be
[2:06:20]
generated from this. So I have to say thank you.

you too. All right. Good evening, Mayor. Mayor pro time
[2:07:27]
and council members. My name is Jamie Madden and I
[2:07:30]
want to be direct and insist that we follow our
[2:07:32]
neighbors desert hot springs, Indio, Coachella Valley in passing a
[2:07:37]
moratorium on data centers within Lake Elsinor and moved towards
[2:07:40]
a complete ban in the future. The sales pitches from
[2:07:44]
Data Center Community Relations Directors may seem enticing with their
[2:07:49]
offers of jobs for locals. Um, infrastructure upgrades, philanthropic promises.
[2:07:54]
However, the cost to the community and environment are not
[2:07:57]
worth short - term promises that turn into long -
[2:08:01]
term consequences. Any reasonable person committed to common sense knows
[2:08:06]
that the best predictor of future behavior is past behavior.
[2:08:10]
The past, current and current behavior, excuse me, of hyperskille
[2:08:15]
GPU data centers have shown that although they promise to
[2:08:19]
be good neighbors, they just aren't. Before I list the
[2:08:23]
experiences of Sister Cities throughout the nation and during real
[2:08:27]
and egregious side effects of sharing their communities with resource
[2:08:31]
parasites, I want to point out that Lake Elsinor is
[2:08:35]
75 percent dependent on the import of the most vital
[2:08:40]
resource, which is water. So according to the Ilsinor Valley,
[2:08:45]
uh, municipal water district, only 25 percent of our water
[2:08:48]
is derived locally. and the other 75 percent is derived
[2:08:52]
from the Colorado River. Which if you haven't heard is
[2:08:56]
itself at record lows. The situation is so dire that
[2:09:01]
the federal government had to step in and decrease the
[2:09:03]
entire state of California is allotment that will receive it
[2:09:08]
here. I feel it's very impractical and irresponsible to stick
[2:09:12]
another straw into an already shrinking cup. So circling back
[2:09:18]
to the lived experiences of our fellow Americans. I just
[2:09:26]
wanted to point out a couple experiences. So Eastern organ,
[2:09:29]
which has a high cluster of Amazon data centers. Amazon
[2:09:32]
was recently ordered to pay 20. 5 million to 45,
[2:09:36]
000 residents after contaminating drinking water with high levels of
[2:09:39]
nitrates. Hood County, Texas residents are complaining of 24 hour
[2:09:44]
high intensity machine noise. Fayetteville, Georgia, BlackRock data center had
[2:09:50]
two illegal hookups that was unknown to the water utility
[2:09:54]
in which they siphoned away 44 Olympic size pools worth
[2:09:57]
of water away from the citizens. And that area is
[2:10:00]
already experiencing a drought. Um, in Lake Tahoe, 50, 000
[2:10:04]
residents were told they'd have to find other means of
[2:10:06]
electricity as the data center, 75 miles away. Had priority
[2:10:10]
over the energy. So that's a big radius, right? Um,
[2:10:14]
Cheyenne, Wyoming, the meta AI data center, project Cosmo contaminated.
[2:10:20]
The city's wastewater, uh, with multi - drug resistant organisms.
[2:10:24]

about the data center. In which I oppose to as

well. But I'm here to talk about the bigger picture.
[2:11:30]
So if we may think back to the Lake Alicenor
[2:11:33]
general plan for new Elsinor, I feel as, this is
[2:11:36]
where a lot of confusions come from as citizens. I
[2:11:42]
was reviewing the GPU and I found a few map
[2:11:45]
and graph correction change that needed to be changed. These
[2:11:49]
will be at no cost and will save our city
[2:11:51]
from future lawsuits. I had sent out an email onto
[2:11:54]
live 15 and have not had any answers since. So
[2:11:58]
I come today to illuminate these topics for you guys.
[2:12:02]
One of my main concerns was the wash. The wash
[2:12:08]
was being severed from. Specific area, I believed. And the
[2:12:16]
wash was not being connected coming down from. Horse Steve
[2:12:20]
to the end of. Nicholas where the wash comes out.
[2:12:26]
Um, we all know that that is a great concern
[2:12:28]
for floods. And it's just simply, um, a map and
[2:12:34]
graph correction. Oh, you see, see map configuration goes against
[2:12:43]

[2:12:48]
hitting, which is required a bridge if it is being
[2:12:54]

regards to the Elsinor Heights Industrial Project, planning application number
[2:14:41]
2023 - 35. That is being planned to occupy 61.
[2:14:46]
02 acres of Lake Elsinor's lands. I am an inland
[2:14:52]
empire born resident and currently residing neighboring of the project
[2:14:57]
being planned in Lake Elsinor. It is now August six
[2:15:04]
months since the NOP and there have been no public
[2:15:06]
updates revealing the future steps of this project. I ask
[2:15:10]
that the environmental review clearly identify and evaluates the potentially
[2:15:15]
significant impacts associated with each proposed project option, including the
[2:15:21]
differences and impacts between the alternatives. I also ask that
[2:15:26]
the city provides residents with an update regarding the anticipated
[2:15:30]
timeline for the draft EIR. And if the applicant and
[2:15:33]
city have considered any of the options proposed. We have
[2:15:38]
seen in real time that devastation's data centers have caused
[2:15:41]
countrywide to natural life and the depletion of resources that
[2:15:45]
are taking from residents. And wildlife alike. The consequences far
[2:15:50]
outweigh the benefits of building allowed invasive and water hoarding
[2:15:54]
data center. Just to be clear, I do not want
[2:15:58]
a data center being built in my town. Police consider
[2:16:03]
my comment as a resident speaking to you out of
[2:16:06]
many concerned residents in the area that are part of
[2:16:08]
the demographic, this project will be directly harming and depleting
[2:16:13]
resources from. Thank you for your time. Thank you.

evening. I'm a resident of Domisco Valley. So I'm a
[2:16:31]
neighbor and I will be affected if we have a
[2:16:34]
data center here. So I'm against that proposal. And I
[2:16:39]
would like to remind you of your responsibility what decisions
[2:16:42]
you're going to make only will affect Lake Calcinor, the
[2:16:45]
city, but all this running areas. Normally now, but for
[2:16:49]
the future. And in your, um, Dream Extreme or your,
[2:16:54]
you know, aspirations, you have the aspiration number one to
[2:16:59]
be a destination here for sports and for healthy activities.
[2:17:04]
Well, that would not happen if the temperature rises and
[2:17:06]
the water in farms and the environment. And you hurt
[2:17:11]
all that. And I'm sure us responsible decision makers. You
[2:17:15]
have probably already researched. So that will be going against
[2:17:19]
what your aspirations are. Also your aspiration number two grow
[2:17:24]
up by variant and active city. Well, you're not going
[2:17:26]
to have many members left. For that. And number three,
[2:17:29]
foster, we're natural resources. You, if you accept a proposal,
[2:17:33]
we're having that data center. You're going to be going
[2:17:35]
directly against your aspiration number three. And this city is
[2:17:39]
not going to have any, any dreams or any future
[2:17:42]
because you will be killing it. And, um, you know,
[2:17:46]
as I know, maybe I work generation, things this is
[2:17:49]
not horrible, but our younger generations would like to have
[2:17:52]
a healthy environment to live in. So, you know, we
[2:17:56]
pass over the hour, you know, better half, but we
[2:17:59]
need to think of the future generations. And we need
[2:18:01]
to make good choices for them. We live in the
[2:18:04]
disser. We can now bring a project that will be
[2:18:08]
wasting our drinking water. And you probably know that you
[2:18:13]
can go about three minutes without oxygen. You can go,
[2:18:18]
you know, probably about three days without water, but you
[2:18:21]
can go all your life without deficient intelligence. Thank you.

I'm a former science teacher, current small business owner and
[2:18:43]
farming apprentice in the inland empire. I'm here with similar
[2:18:47]
concerns about proposed AI data center. I'm sure you've heard,
[2:18:51]
but I like to reiterate and put it on the
[2:18:52]
record of what could happen if we consider proposal. I
[2:18:56]
also want to propose an alternate a complete and permanent
[2:19:01]
ban on all data centers in similar infrastructure projects for
[2:19:05]
the city of Lake Elsinor. So you know, you've read
[2:19:10]
how it spends the water. Um, I don't know if
[2:19:12]
you've heard that it literally dropped the water table and
[2:19:15]
it's dropped the water pressure in residence in Georgia, Utah,
[2:19:19]
Oregon. Also, but when I make claims, I'm happy to
[2:19:22]
share my sources with you, the studies that were done,
[2:19:24]
the research and the journalism that's been done on this.
[2:19:26]
So I'm not just making things up, I promise. Uh,
[2:19:29]
let me know and I'm happy to email these sources
[2:19:31]
to you as well. Um, it also irreparably pollutes the
[2:19:35]
water with no efforts made and no incentive to clean
[2:19:39]
that water used. It drains the grid so much they
[2:19:43]
can't rely on the grid themselves on average. They rely
[2:19:45]
on diesel backup generators to keep themselves going 24 seven
[2:19:49]
because they know they drain our electrical grid. We are
[2:19:52]
already experiencing rolling blackouts and brownouts in Southern California in
[2:19:56]
the summer. We, at least in Riverside where I've had
[2:20:00]
experienced blackouts and brownouts. I'm not sure that like Elsiednor
[2:20:04]
can handle a drain of hundreds of thousands of homes
[2:20:06]
worth of electrical use. If this proposal is accepted or
[2:20:09]
even entertained. Um, they also, these companies, these private corporations
[2:20:14]
love to fois the cost of operation onto the taxpayer.
[2:20:19]
As a small business owner, I have the understanding that
[2:20:21]
if you as a company cannot support yourself through your
[2:20:25]
own practices and you refuse to make any changes to
[2:20:28]
make yourself self - sustainable and the economic sense, you
[2:20:31]
don't deserve to exist. You're not going to force cost
[2:20:34]
of operation onto taxpayers onto city government. They have made
[2:20:38]
promises before in other cities of this is going to
[2:20:40]
be a no cost project. But then that means schools
[2:20:44]
lose their funding. Roads don't get taken care of. Public
[2:20:48]
infrastructure projects for the public. Somehow don't have money anymore
[2:20:53]
because they made tax breaks. They made incentives to the
[2:20:56]
data center corporation instead. That's not no cost. The money
[2:21:00]
comes from somewhere. They're not going to provide it and
[2:21:03]
they're going to try to leech it from the people
[2:21:05]
here. So it's losing proposition. Um, on average, major deals
[2:21:10]
cost a taxpayer two million dollars per job generated. That's
[2:21:13]
not even necessarily permanent or come with benefits. You guys
[2:21:16]
are better job providers than any data center could be.
[2:21:19]
Just seeing. It's more cost effective too. I also provide
[2:21:25]
sources. Just let me know and I'll email it to
[2:21:27]
you. Um. The 24 seven light pollution. People can't sleep.
[2:21:34]
With her anywhere near a data center. The 24 seven
[2:21:37]
noise pollution from all the cool, the chill fans, the
[2:21:40]
coolers, the backup generators is also a 24 seven. So
[2:21:45]
I'm just saying a vote for data center is a
[2:21:48]
vote for people to die. From heat stroke, heat stress,
[2:21:52]
lack of sleep, air pollution, water pollution soil pollution. I
[2:21:56]
know you are all responsible people, kind people. I normally
[2:21:59]

[2:25:31]
a resident of Lake Elsinor grew up in Lake Alsinor,
[2:25:33]
class of 94, Steve Monos. You know. I'm here just
[2:25:40]
to discuss inner Heights Industrial Project. Option two data center
[2:25:44]
currently in the SEQA process. Um, I'm sure you know
[2:25:47]
of the change. org petition circulating that has over 7,
[2:25:51]
000 votes. Which is a substantial indication of resident opposition.
[2:25:57]
I'm here tonight with a very simple request, and that's
[2:26:00]
just to keep the existing zoning as is. Deny zone
[2:26:03]
change number 2024 Dajo 1. And general amendment plan number
[2:26:08]
2024 01. According to the notice of preparation, this property
[2:26:13]
is currently zoned for commercial office and rural mountainous residential.
[2:26:17]
The applicant is asking the city to change the portions
[2:26:20]
of it to M1 limited manufacturing for this industrial development,
[2:26:25]
which is under option two, which includes a data center.
[2:26:27]
So my question is simple. Why change the zoning. Our
[2:26:32]
existing zoning already provides a protection we need. We do
[2:26:35]
not need to make legal snore experiment when communities across
[2:26:38]
the country already showing us what can happen when large
[2:26:41]
data centers are located near residents. There's stories, just Google
[2:26:47]
it. Chandler, Arizona, Vinland, New Jersey. Michigan, Laoul, Massachusetts. Gilroy,
[2:26:54]
California, surrounding a large Amazon data center has raised serious
[2:27:00]
questions about public awareness, land use approvals and community involvement.
[2:27:04]
These communities are giving Lakelsonor warning. We should learn from
[2:27:08]
them. These concerns go far beyond noise. They American lung
[2:27:13]
association now specifically identifies data centers and increasing air pollution
[2:27:17]
concern and warns that the air pollution can trigger asthma
[2:27:21]
attacks and other health effects. Um, there's also concerns about
[2:27:26]
enormous electricity demand, increased infrastructure needs, water consumption during drought
[2:27:32]
conditions. Wastewater heat nighttime lighting, light pollution, wildlife impacts and
[2:27:37]
the quality of life of nearby residents. Artificial nighttime lighting
[2:27:41]
can disrupt sleep and interfere with wildlife and migratory birds.
[2:27:46]
And data centers generate substantial heat. That must be continuously
[2:27:48]
removed through cooling systems. We should be asking why would
[2:27:52]
we voluntary add such large demands on our water and
[2:27:56]
electrical systems when residents already care deeply about drought preparedness,
[2:28:01]
reliability, electricity, reliable electricity and affordable utilities. But here is
[2:28:05]
more important point. The applicant is requesting a conditional use
[2:28:10]
permit M1 uses would within 100 feet of residential district.
[2:28:16]
Why would we change a commercial office and rural mountainous
[2:28:19]
residential zoning to manufacturing and then need a special permit
[2:28:23]
because that manufacturing use is so close to residential property.
[2:28:27]
We don't need to. I understand the EIR process, but
[2:28:31]
an EIR does not require this council to prove a
[2:28:34]
zone change. So my point is just keep it simple.
[2:28:39]
If this project does not fit the zoning that exists
[2:28:41]
today, then the city should not change the community and
[2:28:44]
make the profit fit. There's no reason to remove that
[2:28:48]
protection. Create the possibility of these, uh, create the possibilities
[2:28:53]
these impacts and then spend years debating how to mitigate
[2:28:57]

love this city. I moved away from LA and Long
[2:29:27]
Beach. So I could be in a rural community. I
[2:29:29]
have horse property. I love our land. The specific area
[2:29:33]
where this data center proposal is going to be is
[2:29:36]
one of the most beautiful little areas. And I love
[2:29:39]
driving by that area. And I always envisioned it being
[2:29:42]
a park. And when I found out that it's going
[2:29:44]
to be an industrial center, I'm like, why would we
[2:29:46]
need that right here? We don't need any more Amazon
[2:29:49]
buildings. We don't need any more AI data centers. And
[2:29:52]
I don't know if I can address the people of
[2:29:54]
Lake Elsiednor, but my message to the people of Lake
[2:29:56]
Elsinor is use less AI. Stop streaming. Stop buying stuff
[2:30:01]
on Amazon. You are making the situation worse. We don't
[2:30:05]
need artificial intelligence to take over our city. If you
[2:30:09]
don't want a data center here, don't use data. Use
[2:30:12]
less data. Don't stream. Don't watch YouTube. Don't TikTok. How
[2:30:16]
many videos do we need of people's dogs on Facebook?
[2:30:19]
Okay. No more TikTok, no more. We have to get
[2:30:22]
serious. This is the way the future. It's like saying
[2:30:23]
I don't like Teslas. Let's get rid of roads. I
[2:30:26]
saw that. And I'm like, that is so brilliant. We
[2:30:28]
want to use the computer, but we don't want to
[2:30:31]
pay to have it running. And I do not want
[2:30:34]
a data center. And like Ilsinor. When I found this
[2:30:36]
out, my head almost blew right off. I'm like, that
[2:30:39]
can't be. There's millions of miles elsewhere. Why pick like
[2:30:44]
Kelsonor? This is the dream place. This is where you
[2:30:46]
come to buy a home. Will you raise a family?
[2:30:48]
We don't need a data center behind Walmart making all
[2:30:51]
kinds of noise, disrupting our wildlife. Everyone in this room
[2:30:55]
had, excuse me, had such great things to say, I
[2:30:57]
don't even need to echo anything else of why we
[2:30:59]
don't need it. All the data sounds reasonable. And I
[2:31:03]
know you are reasonable adults that make excellent decisions. You
[2:31:06]
were voted in by the people. And I just urge
[2:31:09]
you to say no, to not change the ordinance, to
[2:31:13]
do not change the zoning, to leave it the way
[2:31:15]
it is and think about the people of like, else.
[2:31:18]
Let's make it a park. Let's make it anything else.

I know it's owned by someone else and you guys
[2:31:22]
aren't the decision makers, but enough money you could buy
[2:31:25]
anything. So let's just buy it from this owner and

moved her in 2008 of October. I want to talk
[2:31:54]
to you about the data centers in China. They have
[2:31:57]
437. They're advanced further along than we are. It's a
[2:32:02]
digital currency over there. You have to use your phone
[2:32:04]
if you go anywhere. They have flock cameras everywhere to
[2:32:08]
watch everybody. They only have 437 data centers to control
[2:32:13]
their whole population. U. S. is planning on having 8,
[2:32:17]
000 data centers. It sounds like a little overkill. So
[2:32:20]
what are the real reasons? Take a logical step back.
[2:32:23]
What do they really use in the data centers for?
[2:32:26]
It's not to track us. It's something else. Some people
[2:32:29]
are suggesting like in other nations. They're saying it's underground
[2:32:33]
bunkers and cities for the elite. I don't know. But
[2:32:36]
over 8, 000 in the United States is an overkill.
[2:32:39]
And it's like the one person talked about the aid
[2:32:42]
states, the Western states, the federal government stepped in the
[2:32:45]
Colorado River is lower than normal. They're not allowed to
[2:32:49]
make or they're not making as much electricity because of
[2:32:52]
less water. And they're figuring out how they're going to
[2:32:55]
ration the water to us aid state states. And that's
[2:32:59]
without the data centers. And China, they've built their dating
[2:33:02]
centers not where the people are at, but where the
[2:33:05]
cold climates are out. Because in a colder climate, they
[2:33:08]
don't need as much as much water. And it also
[2:33:12]
cuts back on the electricity. Because if they're running cooler,
[2:33:15]
it takes less electricity. Ask your question. Ask logically, why
[2:33:21]
do they want to build a data center and a
[2:33:23]
hot, dry climate? I'm a business person. I wouldn't build
[2:33:28]
it there knowing it's going to cost me more money
[2:33:30]
to run it. I would build it somewhere else. All
[2:33:33]
of us have called customer service at some company were
[2:33:37]
connected to. And someone answers a phone as an india
[2:33:41]
or in the Philippines. And they have our account. They
[2:33:44]
have everything there right in front of them. So needing
[2:33:47]
a data center right where the people at. That's a
[2:33:50]
lie that they're what they're telling you. And you look
[2:33:53]
across all the other cities that have signed these contracts.
[2:33:56]
They make you sign a non - disclosure contract. That
[2:33:59]
means you sign it, read the people don't know what
[2:34:02]
you signed away. Why are they keeping it secret. If
[2:34:06]
it's just a data center for computers and all that,
[2:34:09]
why is it hidden knowledge. And the fact is hearing
[2:34:14]
California in the last six years, our governor has closed
[2:34:17]
down over a million acres of farms in Northern California
[2:34:21]
to pull the water to use it for the data
[2:34:24]
centers up there. Because the data center is for Google
[2:34:27]
and all the other big tech companies. They pay a
[2:34:30]
lot more taxes because they're millionaires. So they've closed down
[2:34:34]
food production in California for data centers. Three of those
[2:34:38]
farms that were closed down were in the families that
[2:34:41]
were in California before California was estate. They had the
[2:34:47]
clothes down their farms. It started with Governor Brown. They
[2:34:50]
went in there on their wheels. They put meters on
[2:34:52]
their wells with charge them for their water. I see
[2:34:58]
my time is up. I'll close. The, oh, again, I'm
[2:35:06]
a water that she had talked about in Colorado. The
[2:35:10]
data center they have planned here is equivalent for about
[2:35:12]
25, 000 homes. They will tell you that they recycle
[2:35:16]
the water. And the other person pointed out the chemicals
[2:35:19]
they put in there. They can't dump in the sewer.
[2:35:22]
There's no filtering system. The polos chemicals out. When they
[2:35:25]
dump it into the ground, it kills the water wells
[2:35:28]
and it kills the farmers'ability to use it. And like
[2:35:32]
Ilsinor, you have under 100, 000 homes with Lake Elan
[2:35:36]
village. Now you're going to add another 25, 000 for
[2:35:39]
water and about 248, 000 for the electricity drawn. How
[2:35:46]
do you step back and look at the infrastructure? Mr.
[2:35:49]

a flock camera was installed right in the front. Of
[2:37:55]
my street on Grand Avenue. And I'm just wondering if
[2:37:59]
we're going to become a surveillance state. And like, we're
[2:38:02]

Um, I failed when we were talking about the, uh,
[2:39:30]
dream center, the ambassador hotel property. The city did issue
[2:39:35]
a press release today. That is available to anyone who
[2:39:37]
wants it. Uh, the building, there has been some misinformation.
[2:39:41]
The building is not a historic structure. Um, that is
[2:39:46]
absolutely clear. And the city's actions have not been arbitrary.
[2:39:49]
There's been no rush to judgement. The city acted after
[2:39:53]
many, many years in accordance with a court order. And
[2:39:57]
we will comply with the current writ that pauses the,
[2:40:00]
uh, any activity there. Thank you. Thank you. It takes
[2:40:04]
us up to the dais and council member comments. Council
[2:40:08]
member Carroll. Uh, yes, thank you so much, Mayor. Uh,

a large thank you to somebody that's near and dear

famous Jeannie Corral is in our audience, um, and she's
[2:41:12]
one of the most kind, amazing individuals, um, and so,
[2:41:16]
um, yes, please, please give her. 24 years on the
[2:41:20]
Lake Austrian Unified School Board four years on the Riverside
[2:41:23]
County Office of Education, uh, is that correct? Right. So
[2:41:30]
28 years total, public service helping educate our youth here
[2:41:34]
in Riverside County and Lake Yelsoynor and surrounding communities that
[2:41:38]
are touched by LUSD. So, so to hear Jeannie's words
[2:41:43]
are quite impactful tonight. Amongst all of yours, it's inappropriate
[2:41:46]
for me to comment on my personal feelings as I
[2:41:48]
would love to retain my vote and show my true
[2:41:51]
feelings on, uh, the data center. Um, with that, I
[2:41:55]
will take my first slide. Uh, National Night Out, I
[2:41:59]
want to say thank you to all those in public
[2:42:01]
service, uh, code enforcement police, our sheriffs here at Riverside
[2:42:05]
County Sheriff's and Cal Fire here that service our committee
[2:42:09]
here in Lake Elsinor. On the far bottom left, I
[2:42:12]
was able to attend National Night Out with my best
[2:42:14]
friend, my wife, Nicole. And so it was truly amazing.
[2:42:18]
If you missed out, I would encourage you to bring
[2:42:20]
your kids, grandkids, or even yourselves to go see all
[2:42:23]
the amazing tools and equipment that our community utilizes on
[2:42:27]
a daily basis to help keep everybody safe. And with
[2:42:30]
that, I would love to say thank you to those
[2:42:32]
that serve on the far right, not only city staff,
[2:42:35]
but also the sheriff's department. There's a lot of sacrifices
[2:42:38]
made every day by these individuals. And most, most of
[2:42:41]
them are made to keep us safe. So thank you.
[2:42:44]

Thank you, Mayor. So I want to start out by
[2:42:53]
thanking everyone for coming out tonight. As the mayor said,
[2:42:57]
you know, when things aren't any agenda, we can't really
[2:42:59]
talk about it. And plus the item specifically about data
[2:43:03]
centers. But let me just say a couple of things,
[2:43:06]
not specifically about innit centers, but this council was not
[2:43:09]
moved by people that come to town with promises. So
[2:43:14]
I want to be clear on that. So, you know,
[2:43:16]
people say, let's build a warehouse. It's going to create
[2:43:20]
X number of jobs, construction jobs. Well, you know, we're
[2:43:24]
quick to go BS because we know that most companies
[2:43:27]
come in, they bring their own crews, right? And then
[2:43:29]
we also look at the data and we know how
[2:43:32]
many jobs it will actually create. And in Lake Ilsinore,
[2:43:36]
about 10 to 15 percent of the people actually work
[2:43:40]
in Lake housenor that living like outnor. So we know
[2:43:43]
the numbers. And so the promises of money and all
[2:43:47]
those other things that's going to sway this council. And
[2:43:49]
I don't want to speak for them. But I've been
[2:43:52]
with them a long time. And so, well, this one's
[2:43:54]
new. But where everybody else, you know, we've been, we've
[2:43:58]
been here a long time. So I just want you
[2:44:00]
guys to understand that we hear you. And we're not
[2:44:03]
swayed by all the swag and all the other stuff.
[2:44:06]
So just sort of keep that in mind. And then
[2:44:09]
I'll ask that you just be patient with this and
[2:44:11]
let this thing sort of work through the process. And
[2:44:14]
then, you know, we're going to get the best outcome
[2:44:15]
that we can get. I love Lake Elsinor. I've been
[2:44:18]
here since 1998. And you know, this is my home.
[2:44:22]
I've raised my kids here. My daughter, I'm going to
[2:44:25]
talk about her later, but we're going to put her
[2:44:26]
banner up on the street because she was born and
[2:44:28]
raised here. And now she's serving. So, you know, this
[2:44:31]
city is important to me. And the wildlife and everything
[2:44:34]
is important to me. I grew up on a little
[2:44:35]
farm in Oregon, beaberton, when it was a farm in
[2:44:39]
Beaverton, which is not no more. But so I get
[2:44:41]
it. So those of you that are concerned about all
[2:44:43]
this stuff, I hear you. So I just wanted to
[2:44:46]
say that. I'll go on to my first slide. All
[2:44:54]
right. So, um, I sit on our, um, task force,
[2:44:59]
me and Councilman Carroll for our homeless. We have a
[2:45:02]
homeless outreach task force. And I just want to just,
[2:45:06]
the numbers are up there. I'm not going through all
[2:45:07]
the numbers. But I just want to point out a
[2:45:09]
couple of things. Like look at the contacts and stuff.
[2:45:12]
These are what our folks do every day. So sitting
[2:45:15]
at our sheriff's department, our code enforcement. We're out there
[2:45:18]
every day making contacts, trying to help people get them
[2:45:21]
off the street. So it takes a lot of context
[2:45:24]
to get one person to actually come in for services.
[2:45:27]
And the people that are in our city are the
[2:45:29]
hardcore homeless. You know, and most of them don't want
[2:45:33]
help because they don't understand that they need help for
[2:45:35]
various reasons. Behavior health issues, drugs, you name it. But
[2:45:39]
I just want you to know, and these are just
[2:45:41]
numbers, but I just want you to know that our
[2:45:43]
city takes it serious and we are working extremely hard.
[2:45:47]
And you can help us in a couple of ways.
[2:45:50]
One, please don't give it to the homeless. So I
[2:45:52]
was talking to a young lady up in, um, Tusney
[2:45:56]
Hills. And you know, she's, she thinks she's doing the
[2:45:58]
right thing her and her daughter go out and he
[2:46:00]
feed the homeless. Well, some of these people are dangerous
[2:46:03]
because of the very reasons that I talked about. But
[2:46:06]
all we're doing is keeping them on the street when
[2:46:08]
we help them. So we have a place for them.
[2:46:11]
Anybody that wants help in Lake Osednor right now, we
[2:46:13]
can get them help. We have the ability to do
[2:46:15]
that. So that's how you can help. And then also
[2:46:18]
go use our app, my brain did here. Ellie alert.
[2:46:26]
And alert LE, thank you. And then, you know, at
[2:46:30]
a geotract them so that when we go out, weekly,
[2:46:34]
every week, our first go out, they do clean ups
[2:46:36]
and they make contacts with people so that we can
[2:46:38]
identify them. And that will help us a whole lot.
[2:46:41]
So again, tell your neighbors, please don't give food. Don't
[2:46:43]
give water. Don't give tents. Don't give stuff that's going
[2:46:45]
to keep them on the streets. But report them so
[2:46:47]
that we can get them. Our compassion is to get
[2:46:49]
people back in the society and help them invest we
[2:46:51]
can. Okay. And so we're not trying to wound them
[2:46:55]
up, stick them in jail, chasing down the street or
[2:46:56]
anything else. We want to help people. But you guys
[2:46:58]
can help us by helping them. So I just want
[2:47:00]
to throw that out there. Next slide, please. So we
[2:47:04]
ended our free concert series on launch point with boots
[2:47:08]
in the sand. So there's me with my best friend.
[2:47:11]
That photo's AI. That is. So don't get jealous over
[2:47:17]
the arms young man. You see what I have to
[2:47:22]
put up with the new people. So, so we take
[2:47:25]
the boots in the sand part very seriously. So it
[2:47:28]
was, it was a very fun night. I want to

thank city staff and all that they do for putting
[2:47:32]
these things together, make these events for our community. It
[2:47:35]
was a whole lot of fun. So again, I want

last slide. So last council meeting, I wasn't here because
[2:47:44]
I was in San Antonio, Texas. And, um, for my
[2:47:49]
daughter's graduation. So there is another Tisdell that server in
[2:47:53]
uniform. So I was in a Marine Corps. And so
[2:47:55]
I am a proud Air Force dad. And so aired
[2:47:59]
Tisdo is now in Fort Meed for training. And so,
[2:48:03]
um, I don't know where she's going to end up,
[2:48:04]
but I'm so proud of her that she was willing
[2:48:06]
to serve. So with that, thank you so much. So,
[2:48:13]
so those of you that are veterans, please welcome my
[2:48:16]
daughter to our community. So thank you. Thank you honorable
[2:48:19]

I didn't know there was going to be a gun

show at boots at the sand. You know, a lot
[2:48:32]
of folks came out tonight to talk about the data
[2:48:34]
center. You probably saw my face kind of like, you
[2:48:36]
know, and I just have to say, um, first off,
[2:48:40]
thank you everybody that's come out. I can't talk about
[2:48:44]
the project as Councilman Carroll mentioned. There's specific and very
[2:48:49]
strict penalties against, you know, voting on items where there's
[2:48:52]
a conflict. Finds removal of office jail time. And so
[2:48:58]
talking about that is a little bit dangerous. Um, and
[2:49:02]
especially for folks that are elected in the office. And
[2:49:05]
I certainly wouldn't want to conflict myself so that I
[2:49:08]
couldn't vote on the project. Um, but I will say
[2:49:12]
this. I'm very upset. To see, this is the most
[2:49:17]
number of people I've seen showing up to the last
[2:49:19]
two meetings over a subject. And I'm very, very upset
[2:49:22]
about that because you listen to the people and you
[2:49:25]
hear all the research that's being done and the folk,
[2:49:28]
things that people are saying. You can tell they kind
[2:49:30]
of looked into it and spent some time on it.
[2:49:33]
And not only that took time off of your day
[2:49:35]
to go ahead and come down here and voice your
[2:49:36]
opinion and make sure that we heard it. Right? This
[2:49:39]
is a situation that's not even going to be decided
[2:49:42]
upon for at least a year. And, um, I, I
[2:49:47]
wish I could come out and have a conversation with
[2:49:50]
you about this and respond, um, to have people scared
[2:49:53]
for a year's, you know, that's a problem for me,
[2:49:57]
especially my people, people I grew up with and, you
[2:50:00]
know, um, so can't talk about the project, unfortunately. That's
[2:50:06]
just the way that it is. Um, I can't say
[2:50:09]
this. Um, I'm going to ask our attorney to go
[2:50:13]
ahead and draft, uh, moratorium on data centers. For the
[2:50:18]
city of Lake Elsar for the next meeting. Uh, that
[2:50:21]
will not stop. The application process for the current application.
[2:50:26]
It's not a referendum. The current data center application. That's
[2:50:31]
in. Or if it continues as a data center, perhaps
[2:50:34]
the reason why your EIR hasn't started to be processed
[2:50:38]
as maybe they're making amendments. We don't know. Okay. I'm
[2:50:42]
not, I'm not just kind of speaking out loud here.
[2:50:44]
Right. Please don't sue me. Uh, but, but, uh, we
[2:50:48]
can certainly go ahead and take that up for consideration.
[2:50:50]
And I will, uh, tip maybe. No, no, I'm not
[2:50:54]
going to say that. All right. So if you could
[2:50:56]
bring that to the next meeting, that'd be great. Next
[2:51:00]
up, we had some additional comments about the ambassador hotel
[2:51:04]
that I just want to go ahead and make mention.
[2:51:06]
Um, I'm going to say something very nice. The folks
[2:51:09]
with the dream center are phenomenal human beings. They have
[2:51:12]
adopted our street. They clean up trash on Saturdays. They
[2:51:16]
run a heck of a coffee shop. Uh, they've been
[2:51:20]
nothing but a positive. We were very concerned about, um,
[2:51:25]
a group coming onto the city coming to the city
[2:51:27]
when they first applied to come to the city. And,
[2:51:30]
uh, they have been amazing ambassadors to the community. Um,
[2:51:36]
the, the issues with the ambassador of hotel has nothing
[2:51:40]
to do with the people that are involved. Uh, and
[2:51:43]
any innuendo by anyone that would say anything. About the
[2:51:47]
city having any type of personal vendetta against a group
[2:51:52]
of individuals should be thrown out of here. Honestly. Thank
[2:51:56]
you for removing yourself. So, uh, that's all I have
[2:51:59]
to say about that. Uh, attended A luck. Um, today
[2:52:05]
the airport land use commission just updated the March air
[2:52:09]
reserve base inland port. Airport land use compatibility plan. That's
[2:52:14]
a mouthful. This was a six year project, five year
[2:52:18]
project. A little over five years. And, uh, it was
[2:52:21]
approved and it will go for a second reading at
[2:52:24]
the next meeting. So, uh, we got that done very,
[2:52:27]
very proud of that. And it's going to make the
[2:52:30]
community safer for the communities and all the development that
[2:52:33]
happens right around the March Air Reserve base. I want
[2:52:38]
to thank, uh, Councilman Bertisdale for bringing the homeless task
[2:52:43]
force update. Our preview, our colleague who has moved on
[2:52:48]
to the, uh, assembly, uh, used to do those quarterly.
[2:52:52]
And I wondered if at it disappeared, I was going
[2:52:54]
to make a request for that here recently and you
[2:52:56]
brought it up. Thank you so much. Um, I think
[2:52:59]
everybody's truly interested in that information. Um, as far as
[2:53:02]
the flock cameras go, flock cameras are, uh, they are
[2:53:06]
subject to state laws that restrict the type of use
[2:53:11]
and the storage for information acquired by flock cameras. I've
[2:53:15]
seen the social media posts. And I will just say
[2:53:19]
that if some of the things that are in the
[2:53:20]
social media posts are being conducted, uh, by the company
[2:53:25]
here in the state of California, then they are breaking
[2:53:27]
the law. And I think that comes with jail time.
[2:53:31]
So I don't know how to reconcile that. I know
[2:53:33]
that I've asked staff to go ahead and, uh, possibly
[2:53:38]
allow me to go ahead and personally review the information
[2:53:41]
that's being collected and how it's managed. And we're working
[2:53:44]
on, uh, maybe doing a little tourist trip and whatnot.
[2:53:48]
Cause I share those concerns too. That was the first
[2:53:50]
concern I had one. We started talking about the flock
[2:53:53]
cameras. But the state law certainly eased those concerns. It's
[2:53:58]
a big deal. Uh, let's see here. Asked also asked
[2:54:02]
staff to go ahead and review our ADU ordinance, the
[2:54:04]
ADU ordinance is not aligned with state law, uh, and
[2:54:08]
there were some questions about that. And then finally, the
[2:54:11]
mayor pro tim, Tim Sherred. And thank you for your
[2:54:14]

Takes a minute or two to get there, but it's

they will ride free through the end of 2027. So

to attend the Elsiednor Valley Regional Pony Baseball Leadership and

Certification weekend. This past weekend in Canyon Hills. Former Los

Angeles, Dodger Reggie Smith was there. Uh, he, of course,
[2:55:26]
seven - time major league baseball all - star and
[2:55:28]
a 1981 world champion, a terrific person. In the picture
[2:55:32]
with council member Carolyn I, is Izzy. Michelle Israel is
[2:55:37]
his full name. Everybody knows him. Is Izzy? And he
[2:55:40]
held this two day leadership and certification weekend. It was
[2:55:45]
a great success. One of the things that Izzy is
[2:55:50]
doing with pony baseball and, uh, BRG, his other group,
[2:55:54]
baseball resource group is to bring baseball to our area
[2:56:00]
on a very regular basis. Of course, uh, baseball is
[2:56:04]
the American pastime. And so we appreciate what he does.
[2:56:08]
And it was great to see Reggie Smith in our
[2:56:09]
city as well. And with that, I would say thank
