hundred tree or tree limbs that we had
to clean and we were done by two o'clock

the next day because it was pick it up,
move it out of the way, pick it up, move

thanking us for the the work that we did

January so far and the next

really to the end of the month is going
to be cold. So, um, but I'm plus side,

not to be a weather man, but if it gets
cold, the big lakes might freeze up a

little bit. That'll choke off the lake
effect. Hopefully hopefully that'll
[4:42]
that'll help moving forward. Um, but
on to my report. Um, I did reach out to

the county. Uh, we were seeing a vehicle
that was being continually left
[4:53]
overnight at Gilmore Park. Um through
some back and forth they did agree to
[4:59]
they put up like you know camping sign.
Um I did give them a copy of the deed
[5:03]
from Lake Isabella to the county that
pointed out that you can't park camp
[5:06]
there. So you know sign would be the
least they could do in my opinion. Um
[5:12]
but yeah car was parked there for like
four or five days in a row overnight.

Just left. Um it was back this weekend
but gone. So

Um, to me that's a place that a third

street light would be a wise investment.
So, I haven't gotten the prices back

from homeworks on that yet, but um, I
would look at probably adding a third

one to our plan this year just for that
for a deterrent type thing. You know,
[6:04]
that's such a convenient location that
you can park way back and no one really
[6:08]
sees you. If we can throw some light on
that park, it may encourage people to
[6:12]
find another place for whatever business
they are transacting in that park.

born out of um the discussions going

back to the draw down in 2014. We wanted

that the community can go and look at
all the stuff and come to whatever

conclusion they want to make about the
dam and that kind of stuff. But uh there
[7:12]
was no issue with the dam inspection
report this year. Um, so right now it's
[7:16]
still on that every three-year cycle uh
because it is considered a high hazard
[7:20]
dam. And then uh lastly, our Misha grant
money has been submitted for final
[7:26]
approval. So should we should be
receiving those funds hopefully in the
[7:29]
near future.

a row and then take over the airport
completely. But until that point,
[10:10]
they're interested in the lease option.
They just needed to know if they were
[10:13]
going to be responsible for the
insurance from like January through June
[10:18]
of this year or if the payment would
start in July at the new fiscal year
[10:23]
when the new insurance comes out.

land division act regulations.

» Yeah, our community has a pretty unique
history at the land vision act. Um our
[17:32]
original planning commission here, Mr.
Jack Walker when he was a lobbyist for
[17:35]
the real association was one of the
primary authors of the current rendition
[17:40]
of the land division act as adopted in
the mid 90s. Um yours truly worked with
[17:45]
the MML and a couple of senators to come
up with this proposed amendment to the
[17:49]
land division act. Um, specifically what
this does is right now under the act,
[17:55]
um, everything that was legally existing
as of March 31st, 1996 is considered a
[17:59]
parent parcel.
And the act says that based on the size
[18:04]
of your parent parcel, these are the
number of divisions you get. It's based
[18:07]
on acreage. And if you were to create a
new private road or new public road, so
[18:13]
there's no driveways going onto a new
road or you retain
[18:18]
uh 60% uh you get bonus divisions and
etc etc. And then the law says after 10
[18:24]
years any of those splits are eligible
for redivision based on this size
[18:29]
metric. And that's it. That's what the
law says. Well, 1996, I hate to tell
[18:35]
you, was like long time ago, 30 years
ago. I know this because I graduated
[18:38]
high school in 97. Like 30-y year
reunion is coming up next year. So, um
[18:44]
the law never, you know, like we call it
parent parcel, we call it child. Well,
[18:49]
it didn't count for grandchildren or
great-grandchildren, which you'd be
[18:52]
getting into in a few years potentially
based on the age of the act. Um, and
[18:57]
what we came up with in what um, came
out of a a request from downstate
[19:01]
specifically was if your local community
has an ordinance that says you can do
[19:06]
additional divisions, why do you need
the act? Like, let the local communities
[19:10]
decide how they're going to handle this.
You know, they can they can grant
[19:14]
additional divisions beyond what the
state baseline is. Um, we haven't really
[19:20]
looked at any type of tweaks in our land
division ordinance for, you know, ever
[19:24]
really since we adopted it. Uh, so I did
a little clean up on that, but most
[19:27]
importantly, I included verbiage that
would account for that new change in the
[19:30]
statute, which was given immediate
effect when Senate Bill 23 was adopted
[19:34]
that allows us as a village to grant
additional splits beyond what the land
[19:38]
division act allows. And um, I don't
have the computer up tonight, but an
[19:43]
area where this is incredibly impactful
uh, would be the the remaining 10 acres
[19:50]
on the wet matter state property
essentially. So down at the south end of
[19:54]
the lake we have Red Fox Court and we
have Eagle View Drive. And originally uh
[19:59]
the Lead Better family was going to do a
subdivision there called Indian Meadows.

They couldn't get approval from the
health department for the number of lots
[20:06]
they were going to put in the
subdivision
[20:09]
um because it was sandwiched between
South and Gulf Estates too.
[20:12]
» It was really the issue. Uh so they went
and did divisions under the land
[20:16]
division act. Well part of that division
process they left about 9.8 8 acres in
[20:23]
roughly a square shape that Fronts on
River Road. Now, under the the previous
[20:29]
wording of the law, they've already used
the parent parcel splits.

The child parcel, which would be that 10
acre, could be divided into two parcels.
[20:40]
I believe they have two 5acre parcels,
>> right? And as the state was looking at
[20:44]
how do we create developable real estate
for our housing shortage, this is one of
[20:50]
the things we went to them and said, you
need to make it easier for communities
[20:53]
to be able to divide up land that is too
small to go through the platting or the
[20:58]
site condo process into developable
property. said, "Actually, that does
[21:03]
make a lot of sense because right now
the only options would be site condo or
[21:07]
plat that 10 acres out and you're you're
not going to get enough money out of
[21:11]
that to do that type of process." And
you know, a plat's going to take a year
[21:15]
to go through. It's a cumbersome
process. Um, so now what this proposed
[21:20]
ordinance change would do would say as
long as the parcel meets our zoning for
[21:27]
the size of parcel size of the district,
you can you can divide it out. And if
[21:34]
it's under an acre though, we require
you to provide well and septic, you
[21:38]
know, val verification from the health
department. So, at the very least, we're
[21:43]
going to be able to get 10 10 parcels
out of that that one to allow, you know,
[21:47]
future development there as opposed to
two without having to do end road
[21:53]
egress.

[21:56]
here. Um, when we did the clean up to
the zoning ordinance last year, we wiped
[22:00]
the slate clean on private roads. You
can't do this anymore and we're not
[22:04]
doing it, etc., etc. Well, we need to
make the following changes in the land
[22:08]
division act changes because it was
permissive to doing private roads right
[22:12]
now. So,

overnight on that storm, we got called
out from central dispatch to tandle
[26:59]
trees that were down completely blocking
roads. So, one of them was on York
[27:05]
Street down on the culdeac. That tree
completely cut off that road. That was
[27:09]
one that we had to open. There was one
down on Dquessa between Harmon and
[27:14]
Riviera with a bunch of trees that were
kind of sketchy as well. We just calling
[27:19]
that one off. you can drive around the
block to get out at that point in time.
[27:22]
So, um it it's, you know,
safety first for our folks doing it. Um
[27:29]
there were some some on Granada, we had
two that were super sketchy that we had
[27:34]
to clean out because that was not fun.
The wind the next day, stuff still
[27:38]
coming down, but the roads completely
blocked. But when we do this, we're
[27:42]
pushing stuff off to the shoulder,
pushing it to the ditch, that kind of
[27:45]
stuff. And you know what this has done
over time is create a lot of areas where
[27:52]
we've got just brush piled up around
places. And I think it would be in our
[27:57]
community's best interest from an
aesthetics point, but also from a safety
[28:00]
standpoint to invest in a wood chipper
that we could run at least 12in material
[28:06]
through to get rid of this stuff
chipping blow back into the vacant lots
[28:10]
at that point in time. of, you know,
because
[28:15]
if you think about it in in a, you know,
a worst case scenario, which is one of
[28:20]
the things I tell you guys, you have to
think about is we've put all this this
[28:23]
wood by the side of our road in areas
where there's a lot of trees. Well, what
[28:27]
happens if we have a dry May and June
and we're getting to July and someone
[28:32]
sets off a firework and now you've got
all the dead underbrush on fire and now
[28:36]
you've got all this fuel that you piled
up on the side of the road. To me,
[28:39]
that's that's a safety hazard for the
community that we should address,
[28:42]

» Um, so looking at what is realistic in
our price range, I think a used model
[28:50]
would probably be something that would
be very attainable without breaking our
[28:53]
budget, doing any type of serious change
to plans um that we may have. But then

we could also double up on this and use
that to help manage the brush pile that

we currently have. Uh, we manage that
primarily through burning it at this
[29:07]
point in time. Uh we had a a pit that
was left by Will Cox that we've filled
[29:11]
in over time and you know so we've got
to we got to start mitigating that pile
[29:15]
down a little bit too. But um looking
for your guys's feedback on this. Um
[29:21]
Jerry and I also had a a talk and said
you know we get a lot of bigger stuff
[29:25]
dropped off too. You know, it wouldn't
be a bad idea to either get a, you know,
[29:30]
like a towah hide hydraulic log splitter
that we could split that up and just
[29:35]
pile for people that want to take their
own firewood, you know, nothing crazy.
