[0:01] Okay, 7 o'clock. Please rise for the pledge.
[0:06] » I pledge to the flag of Americus.
[0:29] Robert Lairway >> here.
[0:30] » Ramped >> here.
[0:32] » Shannon here. Dave Tberson >> here.
[0:37] We have a
[0:42] we have the agenda approved or in front of us here. There are no objections.
[0:48] We'll accept it as written. Seeing none, agenda is approved. Consent
[0:54] agenda. Any additions, corrections, questions?
[1:01] Entertain a motion to adopt the consent agenda. Motion
[1:06] » motion made by Lairway to accept the consent agenda. Is there a second?
[1:09] » Second. >> Seconded by Pee. Further discussion.
[1:13] Seeing none, all in favor say I. >> All oppose say no. Motion carries.
[1:22] Okay. reports and presentations.
[1:27] I want to thank Tim and his staff for a yman's
[1:33] effort during the ice storm with all the trees and ice and everything down and
[1:39] cleaning off the roads in the last couple of weeks. It's been uh it's been
[1:44] more of a challenge getting down cold water and river road than it is in Lake
[1:47] Isabella. So, >> I know that sometimes we take that for
[1:51] granted. I sure don't though, and I appreciate it. Also, I have a uh award
[1:58] to give Tim from the International City Managers
[2:03] Association for being a member for 25 years.
[2:10] » Tim,
[2:16] to clarify, I've not been here 25 years. >> Correct. A motion.
[2:21] » Yeah. 22 on groundhog's day. >> He was here. You were in Breenidge.
[2:27] » Yes. I was a council member. Bracken Ridge.
[2:32] » Yeah. That explains a lot. I moved over to the dark side.
[2:38] So, I only had to convince seven people to give me a job, not 200 to vote for
[2:42] me. It was a lot easier. >> Good point.
[2:45] » Congratulations, Tim. Thank you for all your efforts. They could have given this
[2:49] to me in person, but I had to fly down to Tampa on the bill's dime and I
[2:52] thought this would probably
[2:58] miss his opportunity. >> I would have approved it though.
[3:01] » Yeah. >> Wouldn't you?
[3:03] » Yeah, I would have. >> Yes.
[3:05] » All right. >> Next time.
[3:06] » Next. You should tell us in sooner. >> Yeah.
[3:09] » 25 years. We could approve it. >> Yeah. Bit his 50-year one. He tampo.
[3:16] » All right. Mr. manager, your report. Um, yeah, plowing a lot of snow, cutting
[3:23] a lot of trees. Um,
[3:27] going through a lot of salt, a lot of sand. Um, you know, no two winners are
[3:32] alike. Uh, this year, that ice storm we got realistically was probably one of
[3:38] the top five storms in my 22ish years here that we've had to manage. Um,
[3:44] simply from a a tree down standpoint, the new John Deere with the grapple was
[3:51] unbelievably awesome in that event. Like we were we legitimately probably had a
[3:56] hundred tree or tree limbs that we had to clean and we were done by two o'clock
[4:00] the next day because it was pick it up, move it out of the way, pick it up, move
[4:03] it out of the way. Um, >> a lot of good positive feedback from
[4:06] that. had a call from Ike King on Monday thanking us for the the work that we did
[4:12] to keep the place somewhat drivable Monday morning. Um but yeah, this
[4:17] winter, you know, we had a little bit of a rep reprieve. Um but it's it's been
[4:23] pretty taxing, you know, December and January so far and the next
[4:28] really to the end of the month is going to be cold. So, um, but I'm plus side,
[4:33] not to be a weather man, but if it gets cold, the big lakes might freeze up a
[4:37] little bit. That'll choke off the lake effect. Hopefully hopefully that'll
[4:42] that'll help moving forward. Um, but on to my report. Um, I did reach out to
[4:50] the county. Uh, we were seeing a vehicle that was being continually left
[4:53] overnight at Gilmore Park. Um through some back and forth they did agree to
[4:59] they put up like you know camping sign. Um I did give them a copy of the deed
[5:03] from Lake Isabella to the county that pointed out that you can't park camp
[5:06] there. So you know sign would be the least they could do in my opinion. Um
[5:12] but yeah car was parked there for like four or five days in a row overnight.
[5:16] Just left. Um it was back this weekend but gone. So
[5:19] » there were people fishing at night. >> Yeah. you know, um
[5:26] that car was there the whole time like snow was on it, no tire track leave like
[5:30] » Yeah. >> Yeah.
[5:30] » Um >> keeping it warm.
[5:32] » And that kind of leads into the next point. In the budget, we approved funds
[5:35] for two street lights, one at Queensway and Seilla, one at Dquesta and the
[5:39] Lotto. Um giving that type of activity where we've seen at the park, which is
[5:44] more frequent people hanging out there in the evening,
[5:48] not during ice fishing season, right? Um, to me that's a place that a third
[5:52] street light would be a wise investment. So, I haven't gotten the prices back
[5:55] from homeworks on that yet, but um, I would look at probably adding a third
[6:00] one to our plan this year just for that for a deterrent type thing. You know,
[6:04] that's such a convenient location that you can park way back and no one really
[6:08] sees you. If we can throw some light on that park, it may encourage people to
[6:12] find another place for whatever business they are transacting in that park.
[6:16] » The side advantage too is lots of deer cross there.
[6:18] » 100%. That's great. >> That would really help there.
[6:21] » Yeah, we do have a sign there. Yeah. >> Deer can't read.
[6:27] » And the sign is lovely. >> It's lovely. It's a lovely sign.
[6:31] » You know, like on 20 it says like next three miles. I was going to get on one
[6:35] that just said everywhere.
[6:39] » Um yeah. Um we did put the dam inspection
[6:44] report for 2025 up on our web page. So if you were to go to our website under
[6:48] the year community tab there is a whole page that is the lakea dam and we have
[6:53] over 30 documents um inspections reports all that stuff going back to the
[6:57] original construction. So um that was born out of um the discussions going
[7:02] back to the draw down in 2014. We wanted to have a single repository
[7:07] that the community can go and look at all the stuff and come to whatever
[7:09] conclusion they want to make about the dam and that kind of stuff. But uh there
[7:12] was no issue with the dam inspection report this year. Um, so right now it's
[7:16] still on that every three-year cycle uh because it is considered a high hazard
[7:20] dam. And then uh lastly, our Misha grant money has been submitted for final
[7:26] approval. So should we should be receiving those funds hopefully in the
[7:29] near future. >> They got downgraded though. So damn,
[7:34] it's fair, not satisfactory anymore.
[7:39] » What part is fair? >> Uh I I haven't read all the way through
[7:43] the report. Um, I've just heard rumblings about it. There's some small
[7:47] maintenance things that are easily fixable.
[7:50] » Sure. >> Um, I think there's brush and trees and
[7:54] like a chain link fence that needs to be put back up or something to get back to
[7:59] the satisfactory. But I thought it was worth noting that.
[8:02] » Yeah. It was not structural with the dam though.
[8:04] » No. >> No. But it's still I mean it's still a
[8:07] diary.
[8:12] Okay. Any other questions, comments? >> Okay. Thank you, Mr. Wolf. Miss Vinger,
[8:20] public safety committee met at six o'clock. What did you come up with?
[8:26] Anything? Um we discussed um some of the options that we are
[8:32] thinking about presenting to the public on the layers of um funding versus
[8:38] coverage um and versus if we
[8:44] fully sign if we contracted out versus in-house coverage. Um
[8:48] » so you're doing a cost differential. Yeah, we're trying to um think of the
[8:54] best way to present the best information so that it's not an overload on data,
[9:00] » right? >> Um we are going to meet again and
[9:04] continue. >> Okay. When's your next meeting? You
[9:08] know, yet you said >> 17
[9:12] of next month. >> Next month. Good enough.
[9:16] Any questions for anybody?
[9:22] All right. Public hearings. We have none public comments.
[9:28] Anything? Nothing. Existing business.
[9:33] Uh we look to our airport liaison
[9:38] memorial airport. Mr. Corser may have been here, but he's
[9:44] not here. Is there any update on that? So, he stopped in um last week and just
[9:50] had a couple questions about when they would take over the insurance payment if
[9:56] that was the only payment that would be required for the lease option. They're
[10:01] very interested in the lease option until they can get all of their ducks in
[10:05] a row and then take over the airport completely. But until that point,
[10:10] they're interested in the lease option. They just needed to know if they were
[10:13] going to be responsible for the insurance from like January through June
[10:18] of this year or if the payment would start in July at the new fiscal year
[10:23] when the new insurance comes out. >> Okay. And and and we're paid up until
[10:28] I think June 30th actually. No, it's into August, isn't it? Because the
[10:32] airport policy it doesn't match tightly on the fiscal year. It's a little bit
[10:37] after, but I would say Labor Day ballpark.
[10:41] » So, so they we already paid that. >> We've already paid for the this fiscal
[10:47] year. >> So, and they're aware of that. They just
[10:50] didn't know when it ended. They wanted to know if they were going to be
[10:53] responsible like once they took the lease over if we if we were gonna like
[10:57] prorate it to where they would still be they'd be responsible for the months
[11:01] even though they would then pay us back for what we've already paid
[11:05] » um since they were leasing it or if that payment amount would then start when
[11:14] » and I told them I told Tom that that would be a council decision.
[11:19] » Yeah.
[11:22] So what direction do we want to give them?
[11:26] So what do we think? >> Well, we're basically just leasing it to
[11:30] cost and then then they're are going to be responsible for the upkeep and
[11:34] everything from that point forward. Correct.
[11:37] » Well, when they when they have the lease, they're responsible for
[11:40] everything. Correct, Kim? >> Correct. Yeah. Well, the way that we
[11:44] would want to do it is we would still do the insurance and the the lease amount
[11:47] would cover the insurance, right? Gotcha. Yeah.
[11:50] » Right. So I mean the lease amount is just for the insurance coverage more or
[11:53] less as well. Getting >> you know so if that's that's the case in
[11:57] my mind I think the insurance money that's although it's already paid if
[12:02] should be reimbursed to the village if they're taking it over from that point
[12:06] going forward. >> Yes. How much is that by the way?
[12:10] » Like $1600 roughly a year.
[12:14] » Yeah. Oh yeah.
[12:17] » Okay. That's not >> okay. So that would be that would be
[12:21] included in their lease payment >> or that would be their lease pay
[12:24] » that would be their lease payment. >> Gotcha. And they're fine with that. They
[12:26] just wanted to know >> they want to know are you going to make
[12:29] them pay the full 1,600 or just >> break it down
[12:34] » the six months of that 1600
[12:39] » whenever they took the lease. I think whenever they lease
[12:43] » so the remainder is what you're saying. the remainder.
[12:48] » I don't care what you guys do. Yeah. I I I don't I mean, we already spent it, so
[12:52] » we've already spent it. Yeah. Like >> Yeah.
[12:54] » I just think there my only thing is there should be like a hard cap before
[12:57] we renew it. Like you got to make your decision by
[13:01] » Yeah. You know, July 1st or we're going to cancel that policy and then that's
[13:06] over. >> We're not going to have an airplane.
[13:10] » Yeah. How much time did he say indicate that he need Did he indicate online
[13:14] meeting? >> Not necessarily. He said that they are
[13:20] in talks. It's hard for everybody to get together right now. Um they've got one
[13:27] person working on the LLC. They've got another person working on some other
[13:31] logistics. >> Okay. Do we want to send the hard cap?
[13:36] We want to set it now so that at least Jessica has something to say to them. He
[13:39] asks. >> So tell me what we would say
[13:45] » like Brent said June 1st or whatever. >> Yeah. I could care less if they
[13:51] reimburse us. We've already paid the policy, right?
[13:54] » We already signed up for it. I mean, that'd be an olive branch. You have six
[13:57] months to >> 90 days before the policy expires.
[14:00] » Yes. >> Yeah.
[14:02] » Yeah. We say 90 days. >> We want written notice or, you know,
[14:05] we're look to >> we're just going to remove it from our
[14:07] policy. So we agree with that, >> you know, so we save the money
[14:11] » rather than collecting cash now. >> Right.
[14:13] » Yeah. >> Right. I don't want that to stop them
[14:16] from taking over the lease, >> right?
[14:18] » Yeah. Since we've already paid it on rent.
[14:22] » Yeah. >> But I mean at some point I mean we've
[14:25] been talking about this while I mean at some point you got to say like there's a
[14:30] deadline so it has to progress. >> Yeah. I'd say 90 days before the policy
[14:36] expires. >> Okay. It'll expire 90 days or there our
[14:41] date would be what? 90 days. >> 90 days to accept a lease or 90 days to
[14:46] take it over because at that point then are we not going to do a lease?
[14:50] » It's not what I say. You're saying 90 days before the insurance is done before
[14:55] insurance policy ends. >> They have to take the lease.
[14:58] » They have to sign a lease 90 days before a policy.
[15:00] » And they're fine with that. They want to sign a lease right now. That part
[15:03] they're great with. They said yes, they'll do that because that gives them
[15:07] the time to continue working on taking the airport over. Their only question
[15:11] was will their payments, you know, how much they need to start up front
[15:15] » or when would they start paying? That's their only question. They'll sign a
[15:18] lease as soon as it's ready. >> I
[15:23] I would just say new policy. We've already spent the money.
[15:26] » Yeah, I agree. >> Right. Yeah, I agree.
[15:30] » So, their payments would start >> with the new policy. the new policy. We
[15:35] could write the lease though and have that start now.
[15:38] » They can have the lease now, but >> Okay. That's
[15:41] » in the lease. It'll you you'll take over that will be written in a lease.
[15:45] » Yeah. >> But you have to assume the liability.
[15:48] » Yeah. Or the airport's on their own meter.
[15:50] » Yes, >> it is. So, it's separate.
[15:54] » Yeah, it's on a separate meter. And there's a transmitter uh option. So, if
[15:57] you're a pilot, you can dial in the frequency, light click three times,
[16:01] they'll come on, they'll come off, whatever you do.
[16:03] » Um, we also have it set on a timer now, a dawn till dusk. Um, that way if
[16:09] there's a radio issue, something like that,
[16:12] » emergency land, you know, they're they're on. And frankly, I think they
[16:16] just look decent being on at night. They really do.
[16:19] » Well, that was just something I didn't know was, you know, what how we were
[16:22] going to handle the power if they pay the bill because we wanted them on all
[16:25] night. That'll be part of the lease. >> Yeah. Yeah.
[16:28] » They'll transfer that to them and >> then they property mowing the power
[16:33] almost nothing more than the power bill.
[16:38] » They've already looked into that as well. I mean, he's asked what it was and
[16:41] I've told him >> it's like 78 bucks a month. So, and he
[16:46] and some of the other airport people were part of, you know, setting it up to
[16:50] where it's on at night. So, they're not going to have any issues,
[16:53] » you know, with that. >> Okay. Good. Perfect. Thank you.
[16:58] » So, you know what to say. >> Yes.
[17:00] » Okay. >> So, we could perhaps expect at least by
[17:03] next meeting. >> Yes.
[17:04] » We're going to have to write for these. >> Yeah.
[17:09] » So, so realistically at least in the next 60 days. Yeah.
[17:13] » Yeah. >> Okay.
[17:14] » Next couple. >> Okay.
[17:16] » New business proposed ordinance 20261 land division act regulations.
[17:23] though among found that interesting camera.
[17:26] » Yeah, our community has a pretty unique history at the land vision act. Um our
[17:32] original planning commission here, Mr. Jack Walker when he was a lobbyist for
[17:35] the real association was one of the primary authors of the current rendition
[17:40] of the land division act as adopted in the mid 90s. Um yours truly worked with
[17:45] the MML and a couple of senators to come up with this proposed amendment to the
[17:49] land division act. Um, specifically what this does is right now under the act,
[17:55] um, everything that was legally existing as of March 31st, 1996 is considered a
[17:59] parent parcel. And the act says that based on the size
[18:04] of your parent parcel, these are the number of divisions you get. It's based
[18:07] on acreage. And if you were to create a new private road or new public road, so
[18:13] there's no driveways going onto a new road or you retain
[18:18] uh 60% uh you get bonus divisions and etc etc. And then the law says after 10
[18:24] years any of those splits are eligible for redivision based on this size
[18:29] metric. And that's it. That's what the law says. Well, 1996, I hate to tell
[18:35] you, was like long time ago, 30 years ago. I know this because I graduated
[18:38] high school in 97. Like 30-y year reunion is coming up next year. So, um
[18:44] the law never, you know, like we call it parent parcel, we call it child. Well,
[18:49] it didn't count for grandchildren or great-grandchildren, which you'd be
[18:52] getting into in a few years potentially based on the age of the act. Um, and
[18:57] what we came up with in what um, came out of a a request from downstate
[19:01] specifically was if your local community has an ordinance that says you can do
[19:06] additional divisions, why do you need the act? Like, let the local communities
[19:10] decide how they're going to handle this. You know, they can they can grant
[19:14] additional divisions beyond what the state baseline is. Um, we haven't really
[19:20] looked at any type of tweaks in our land division ordinance for, you know, ever
[19:24] really since we adopted it. Uh, so I did a little clean up on that, but most
[19:27] importantly, I included verbiage that would account for that new change in the
[19:30] statute, which was given immediate effect when Senate Bill 23 was adopted
[19:34] that allows us as a village to grant additional splits beyond what the land
[19:38] division act allows. And um, I don't have the computer up tonight, but an
[19:43] area where this is incredibly impactful uh, would be the the remaining 10 acres
[19:50] on the wet matter state property essentially. So down at the south end of
[19:54] the lake we have Red Fox Court and we have Eagle View Drive. And originally uh
[19:59] the Lead Better family was going to do a subdivision there called Indian Meadows.
[20:03] They couldn't get approval from the health department for the number of lots
[20:06] they were going to put in the subdivision
[20:09] um because it was sandwiched between South and Gulf Estates too.
[20:12] » It was really the issue. Uh so they went and did divisions under the land
[20:16] division act. Well part of that division process they left about 9.8 8 acres in
[20:23] roughly a square shape that Fronts on River Road. Now, under the the previous
[20:29] wording of the law, they've already used the parent parcel splits.
[20:35] The child parcel, which would be that 10 acre, could be divided into two parcels.
[20:40] I believe they have two 5acre parcels, >> right? And as the state was looking at
[20:44] how do we create developable real estate for our housing shortage, this is one of
[20:50] the things we went to them and said, you need to make it easier for communities
[20:53] to be able to divide up land that is too small to go through the platting or the
[20:58] site condo process into developable property. said, "Actually, that does
[21:03] make a lot of sense because right now the only options would be site condo or
[21:07] plat that 10 acres out and you're you're not going to get enough money out of
[21:11] that to do that type of process." And you know, a plat's going to take a year
[21:15] to go through. It's a cumbersome process. Um, so now what this proposed
[21:20] ordinance change would do would say as long as the parcel meets our zoning for
[21:27] the size of parcel size of the district, you can you can divide it out. And if
[21:34] it's under an acre though, we require you to provide well and septic, you
[21:38] know, val verification from the health department. So, at the very least, we're
[21:43] going to be able to get 10 10 parcels out of that that one to allow, you know,
[21:47] future development there as opposed to two without having to do end road
[21:53] egress. >> Yeah. So, that was the other change in
[21:56] here. Um, when we did the clean up to the zoning ordinance last year, we wiped
[22:00] the slate clean on private roads. You can't do this anymore and we're not
[22:04] doing it, etc., etc. Well, we need to make the following changes in the land
[22:08] division act changes because it was permissive to doing private roads right
[22:12] now. So, >> bill.
[22:15] » No, that that was our ordinance. >> Yeah. So, cleaning that up. So, there's
[22:19] consistency here with the zoning ordinance that you can't do a private
[22:22] road anymore. >> Okay.
[22:27] » As all ordinances, it has to be formally introduced by a member of the council
[22:31] and a hearing set before you can take action on it.
[22:35] Okay, I'll introduce it.
[22:43] It's a good idea.
[22:57] Okay. Council rules.
[23:03] We have to do this every couple years. Is that right, Tim?
[23:06] » That's what your rules you guys adopted say. You need to review it every two
[23:09] years. >> Yeah.
[23:11] » I don't know what to do. That's usually
[23:16] » No, but I'm I think we did that because we were going through so much. This was
[23:23] » I think he did it just so you look at it every two years.
[23:26] » Yeah. You know, just like when you look at the chart every couple years, that
[23:29] kind of stuff, you know. Okay.
[23:41] So,
[23:47] you want to do this as a group or do you want to just have two people look at it
[23:53] from a committee and then report back to us?
[23:57] How do we want to do this folks? could do it as a group.
[24:03] » I'm a biker
[24:06] » or you can do it. It'll take time. If we all went through the pack of it, we
[24:12] already have. >> Yeah.
[24:17] » Okay. Let's um let's just make the motion the way they are.
[24:23] » Okay. Did everybody get a chance to go through it all?
[24:26] » There any changes? Anybody that did not correct.
[24:31] » Fine. Any corrections or additions or questions you have about it?
[24:37] » All right. Motion made by Larayway to accept the uh
[24:43] village council rules >> without change.
[24:45] » Without change or addition. Yep. Is there a second?
[24:51] I'll second it. Seconded by Peavey. Any further discussion?
[24:59] Seeing none, let's have a roll call, please.
[25:02] » Sure. Right. >> Yes.
[25:05] » Cheryl Shannon, yes. Sarah Baron, yes. >> Robert Lairway,
[25:10] » yes. >> Dave Johnson,
[25:12] » yes. 60 pass. >> Okay. Or five.
[25:17] » Yeah. I don't know why she didn't call me all night.
[25:20] » She Did you forget to call Joe? >> I didn't call you. No,
[25:23] » it's because you're not on this list. Pass 5.
[25:34] » Supposed to be a home number. >> Okay. So, I'm sorry.
[25:39] » Okay. And you can say >> Joe.
[25:42] » Yes. >> Thank you, Joe. I'm writing your name in
[25:45] right here. >> Yeah.
[25:48] » Okay. >> I grabbed the two in the front.
[25:53] The ones that weren't in the >> Huh?
[25:55] » They were not in the binder, but in the pocket.
[25:59] » No, they were in the front in front of the tab
[26:01] » in the in the holes. Fine. So, I don't even like this one.
[26:07] » Personal preference aside. >> Excuse me. I'm writing Joe on all the
[26:11] other spots here. Okay. I apologize. >> I kept looking thinking this is
[26:16] » over and talk at the same time.
[26:21] » All right. So now did I do it? >> Yeah, that was the only rule. I think we
[26:25] had >> Okay.
[26:27] » I'm sorry. >> Ice storm cleanup discussion,
[26:32] Mr. Manager. >> Yeah. Um,
[26:36] you know, when we we do a storm cleanup like that, um, our focus is first
[26:44] make sure every road is at least accessible for one lane or every
[26:49] property can get in and out, you know. So, like for example, during uh the
[26:54] overnight on that storm, we got called out from central dispatch to tandle
[26:59] trees that were down completely blocking roads. So, one of them was on York
[27:05] Street down on the culdeac. That tree completely cut off that road. That was
[27:09] one that we had to open. There was one down on Dquessa between Harmon and
[27:14] Riviera with a bunch of trees that were kind of sketchy as well. We just calling
[27:19] that one off. you can drive around the block to get out at that point in time.
[27:22] So, um it it's, you know, safety first for our folks doing it. Um
[27:29] there were some some on Granada, we had two that were super sketchy that we had
[27:34] to clean out because that was not fun. The wind the next day, stuff still
[27:38] coming down, but the roads completely blocked. But when we do this, we're
[27:42] pushing stuff off to the shoulder, pushing it to the ditch, that kind of
[27:45] stuff. And you know what this has done over time is create a lot of areas where
[27:52] we've got just brush piled up around places. And I think it would be in our
[27:57] community's best interest from an aesthetics point, but also from a safety
[28:00] standpoint to invest in a wood chipper that we could run at least 12in material
[28:06] through to get rid of this stuff chipping blow back into the vacant lots
[28:10] at that point in time. of, you know, because
[28:15] if you think about it in in a, you know, a worst case scenario, which is one of
[28:20] the things I tell you guys, you have to think about is we've put all this this
[28:23] wood by the side of our road in areas where there's a lot of trees. Well, what
[28:27] happens if we have a dry May and June and we're getting to July and someone
[28:32] sets off a firework and now you've got all the dead underbrush on fire and now
[28:36] you've got all this fuel that you piled up on the side of the road. To me,
[28:39] that's that's a safety hazard for the community that we should address,
[28:42] » you know. >> Yeah.
[28:43] » Um, so looking at what is realistic in our price range, I think a used model
[28:50] would probably be something that would be very attainable without breaking our
[28:53] budget, doing any type of serious change to plans um that we may have. But then
[28:59] we could also double up on this and use that to help manage the brush pile that
[29:03] we currently have. Uh, we manage that primarily through burning it at this
[29:07] point in time. Uh we had a a pit that was left by Will Cox that we've filled
[29:11] in over time and you know so we've got to we got to start mitigating that pile
[29:15] down a little bit too. But um looking for your guys's feedback on this. Um
[29:21] Jerry and I also had a a talk and said you know we get a lot of bigger stuff
[29:25] dropped off too. You know, it wouldn't be a bad idea to either get a, you know,
[29:30] like a towah hide hydraulic log splitter that we could split that up and just
[29:35] pile for people that want to take their own firewood, you know, nothing crazy.
[29:40] Just >> break it up and pile it for them,
[29:42] » you know, because it's going to be too big to run through the chipper at that
[29:44] point in time. So, >> but
[29:47] » Well, once you get done splitting and chopping it off at my house,
[29:50] » well, I mean, seriously, community firewood banks are a growing thing.
[29:54] Like, we need to create a pile where you have that. We have people that go back
[29:57] there now and do that. Like, hey, can I come cut up wood? But you can cut up and
[30:01] take as much wood as your soul wants. >> You can have the tree on my shed.
[30:07] » Yeah. I think our community would definitely like having a free firewood
[30:10] pile to agree. >> If we run a chipper, I've seen other
[30:14] communities that do the same thing and they just put it in the pile behind
[30:18] their BBW and let people take it that want to use it for motor.
[30:20] » Yeah, we do that too. We have a big pile. Come take all the chips you want.
[30:25] » Free taken. Nice. >> I think the chipper is is an excellent
[30:30] idea. Is there really that big a price difference between a used one and a new
[30:35] one though? >> Yes, there is. Now, yeah,
[30:38] Landmark sells refurbished.
[30:43] » Yeah, I was thinking I, you know, could reach out to our local ones and say,
[30:48] "Hey, this is our budget. We we realize there's probably nothing that you're
[30:50] going to be able to to get us new in that range, but you have a demo or
[30:54] something like we want to give you that option before we try and source one, you
[30:58] know, >> um
[31:01] » just see what they tell us, you know. >> Yeah, I was I would suggest that, but um
[31:06] for a demo like a lot of like Morbark and Bandit, I know they do like
[31:10] prototypes and they'll let you like use it for free. So, like I was going to
[31:15] suggest renting like you can rent a chipper for 800 bucks a week. Like the
[31:19] problem with these things is like if you let it sit outside, you have hydraulic
[31:24] hoses. You have a bunch of stuff. Like >> it's great year one, year two, year
[31:29] three you go to get it out and now it needs this and then it needs this and
[31:32] then it just turns in you and Jerry will be pulling your hair out like I hate
[31:36] this wood chipper. Like it's a pain in the butt. Like I don't know if you just
[31:40] like I don't know if we have a ice storm. You can get monthly rentals too.
[31:44] Like >> I don't know if we rent it for a month
[31:47] or two months or however long it would take. And they're just they're finicky
[31:51] and like the hydraulic hoses and different stuff like if it's ours then
[31:56] it's your problem, you know. And if it's a rental, hey, your stuff's broke, you
[32:01] know? They keep it running.
[32:05] » I've messed with chippers before. They they can be a pain in the butt
[32:08] » and >> I don't know
[32:11] » or the gas or diesel. >> Uh I've had both.
[32:15] » Um >> one over the other.
[32:19] » I mean diesels are nicer. >> I think they're nicer.
[32:24] » The diesels work well in cold weather. >> They start hard. Um
[32:31] » yeah, I I'd rather have a diesel. A lot of the gas ones, you know, if you put
[32:35] ethanol fuel in it, dumps up carburetors and
[32:39] » it's just hell. But >> just load that baby with rack fuel.
[32:43] » Yeah, absolutely. >> The only issue would be availability or
[32:48] would you we we just rent it for the next months when we could have an issue?
[32:54] » No, I think I think what Brent suggested is we we rent it out in the summer and
[33:00] try and do the cleanup then and out of Whenever you want to do the cleanup,
[33:04] just >> run it for that period of time.
[33:06] » Okay. >> Like, yeah, the the 12in ones are nice.
[33:10] I don't know if you have a do you have a thumb on the back of
[33:13] » No, we do not. >> No,
[33:16] » cuz I mean to feed >> cuz that that'll be hard to feed if you
[33:18] don't have to feed it. >> Yeah. Like if you want to feed anything
[33:21] bigger than 6 in. I mean, it's you need a esavator to load it to feed the
[33:27] chipper on your grapple. >> Yeah.
[33:34] I don't know. It doesn't matter to me. It's just I don't know. Just those
[33:37] things sitting around. I don't know. There's every time you go, "Yeah, I got
[33:41] this old wood chipper. It doesn't run. They're selling it for cheap and I think
[33:44] it needs this. It needs that." And >> it'd be nice to see a price comparison.
[33:50] If we can find a used one, it'd be nice to know what it costs versus renting
[33:53] because I mean, if it's $800 to rent one for a week
[33:55] » and we and we can buy one for three or 4,000. I mean, even 15
[34:00] » 15,000 is the cost right there. >> Take a big versus rental is what I'm
[34:05] saying. You know, I mean, if renting is an option, it'd be nice to see that
[34:09] before we, you know, we made a decision on what it would cost to rent it for.
[34:13] » I'm talking about like the knives and oil change and just your your general
[34:17] upkeep like owning one cost you money too where like renting.
[34:23] » What do you rent them from? >> Uh, like rental resource has them in
[34:26] Claire. Um, if you wanted to go, you know, bigger,
[34:31] I don't know. I'd probably only get a six inch, but 12 inches are great, but
[34:35] you have to have an esavator to feed it really. But they're sweet. They'll hog a
[34:39] whole tree. >> Let's do this. Let's uh
[34:42] » or rent one. You can rent I think you we could probably get our hands on one from
[34:45] Bandit or Marbar direct and get like a a nicer one. And
[34:52] you might even be able to talk them into bringing like a tub grinder or one of
[34:55] their beasts and do the whole brush pile.
[34:57] » Hey, come demo all this stuff and just get rid of our brush for us, please.
[35:02] » They do a lot of stuff like the community.
[35:04] » They have in the past. >> Yeah. Because that'd be I mean if you're
[35:09] going to rent it, you know, you hook it to the John Deere and you go around like
[35:12] down the shoulders and stuff. You're talking that's a lot of work.
[35:18] That's the tongue. get a crew,
[35:24] bring in some temporary employees or something.
[35:27] » Volunteers, >> council members.
[35:29] » Yeah, >> I'd be driving down the show with my
[35:33] bul. >> We don't want to show up to the next
[35:35] council meeting like this. >> They don't want to do that.
[35:40] » All I think of is Fargo.
[35:44] » Do safety first. I'll give you a hat. shake hands with
[35:48] dangers.
[35:52] » Well, let's do this. Let's let's let's um let's rent one for a while and see if
[35:57] we like it and how big it will. We can rent a 6in one maybe and a 12in one.
[36:02] Compare them. >> Oh, 12in ones are awesome. I mean, yeah,
[36:05] we're super sweet. >> But like you said, I don't know how we'd
[36:08] get the stuff in there. Do you think the grapple will take a 12in line? Oh, yeah.
[36:13] We moved a 18 inch oak tree off the road with that thing. Pinch it up and just
[36:18] » It's really good. >> Yeah.
[36:20] » It's hard to like So excavator you swing like this, right? So like you can grab a
[36:24] tree over here and you just swing it into the esavator like with wheels and
[36:28] like the grapple. >> Not saying it can't be done, but you
[36:32] have to like once it grabs a hold of it, you got to let go at the right time.
[36:37] » Oh yeah.
[36:42] or like you know some of the bigger logs. I mean if you chunk them up or
[36:45] whatever I'll they're in the ditch I'll go get them. You know if it's too big
[36:49] for the 6 in >> we'll burn it for bonfire literally in
[36:52] the fireplace or whatever. >> No wouldn't be splitting the larger
[36:55] stuff for the wood. >> No burn ch
[37:00] are you envisioning just being able to do that right at the roadside during
[37:04] like we had this ice incident and you could have just
[37:07] » No, I don't want to do it during the ice. I don't want to do it during
[37:09] » No, but I mean in after the after spring, you know, as part of our spring
[37:13] cleanup, we're going to go and chunk all that brush that's piled up along the
[37:16] side of the road. >> Got it.
[37:17] » Which is ahead of the fire hazard time. So, okay, got it. That makes sense.
[37:23] » Because I don't know, you know, thinking about a little bit more. I mean, I like
[37:27] the idea of having one. I really do. >> But how often do we use it? That would
[37:32] be the thing. Well, we could use >> You'd find you'd find us use it a lot.
[37:36] » You'd find uses for it. We had the same conversation about bought the back and
[37:39] we use that thing all the time. >> All the time. Yeah.
[37:41] » Yeah.
[37:44] » Okay. >> So, you're saying it has to be in a
[37:50] heated enclosure to protect it? >> No. Yeah. I mean, hydraulic hoses go
[37:56] bad. Like the knives need changed. You know, it's going to need serviced once a
[38:00] year. You know, whether you use it or not, you should probably change the oil.
[38:03] And there's just >> that that's what most of the buses go. I
[38:05] mean, honestly, it's >> Yeah. Yeah, but I mean just saying if we
[38:08] got a crew around and we had, you know, three, four guys feeding that thing, I
[38:12] mean, you could pull it around with the tractor and guys could just start
[38:15] throwing brush in it while you're going down the shoulders. And
[38:18] » even if you rented it for a month, if it cost you, you know, 1,500 bucks.
[38:24] » Yeah. I think unless you're a business doing it all the time, I mean, they
[38:27] break down because they're just it's hard work for like they're just
[38:31] shredded. >> You beat on them pretty good.
[38:34] » Yeah. versus than a rental car.
[38:37] » I think we still keep this in mind, but my idea would be I suggest would be less
[38:43] rent. Find out how it works out, how much work it is.
[38:47] » It may or may not be worth it. Your back starts aching after two days of doing
[38:51] it. Then it may not be as >> you find you just want to
[38:54] » you just want to run. >> When uh when are you thinking to do
[38:58] this? Like what was the timet? Obviously not now. It warms up a little bit.
[39:03] » Yeah. May, >> early spring. Yeah, a little bit.
[39:06] » Like April, it's >> 50 60 degrees.
[39:08] » Yeah. The nights are out. >> You're not sweating a bunch. Yeah.
[39:12] » Okay. >> Well, we could do it before the
[39:17] big uh community yard sale. >> Sell the mulch.
[39:23] » Good idea. >> Like the free sand pile.
[39:27] » But I do like the idea of I I I Yeah, I like the idea of having
[39:33] like a splitter and a chipper you want to run or you want to buy the splitter.
[39:38] » I think we buy the splitter. I think we should have a splitter.
[39:40] » Buy the splitter. >> There's a lot of big wood in there that
[39:44] people would take >> that you would take.
[39:47] » Yeah. I mean, there's boat. >> Yeah.
[39:49] » Oh, really? >> Yeah.
[39:50] » Oh, god. >> Yeah.
[39:53] » I filled up the back of his truck and it didn't even dent what was there. I was
[39:57] there putting in brush. >> He says, "That's okay to do this." Yeah,
[40:02] baby. Take whatever you want, man. >> Take all you want.
[40:05] » We even had pumpkins where someone chucked their pumpkin guts out there and
[40:09] the next year there's a whole thing of pumpkins growing up. They're like, "Can
[40:12] I get these pump?" Like, "Take them, man. I don't care if you're going to
[40:15] sell out." Okay. Does that give you enough information,
[40:20] Tim? >> Yes. Okay.
[40:23] Second uh time for public comment. Seeing none anything from the council.
[40:31] » Um yeah, I have something. I talked to Tim about it last week or whatever. Um I
[40:39] thought about it quite a bit and uh I'm probably not going to be running for
[40:44] reelection for the council and it's just for the fact of my kids are going to be
[40:50] eight and six. I'm gonna enter into a really heavy sports period time in my
[40:56] life. Like and and most of our meetings are on Tuesdays. Like I'm still good
[41:01] this summer, but next year it's going to be Tuesdays and Thursdays are just
[41:05] really popular game nights. So, um I told Tim that I wanted to get it
[41:12] out and, you know, have ample time to recre somebody good. Um, I still wanted
[41:17] to be involved like in the lake judging thing and if if nobody runs for election
[41:22] if the council wanted to appoint me on the board knowing my schedule, I'd be
[41:27] cool with that, too. But I just wanted to say it with time, you know, well
[41:32] before I don't want to keep it a secret. Um, and when my kids are done with it,
[41:38] you know, obviously I get back in, but just, you know, even my oldest isn't
[41:44] playing basketball, so if he did, the games right now would be Tuesday and
[41:47] Thursday, >> right?
[41:48] » So, I wouldn't be here right now. And it's like just
[41:52] they're going to play basketball. It's just
[41:57] » No, you got you got about eight years you're going to be busy.
[41:59] » I was going to say 10. >> I don't I I want to definitely stay
[42:03] involved. If I'm not um sitting here, I'll be sitting there. If I don't have
[42:08] the ball game, I definitely come to the meetings and, you know, do whatever I
[42:12] could do. But um yeah, I mean, if anybody, you know, has someone in mind,
[42:18] it gets someone a chance they can start coming to the meetings and kind of get
[42:21] their feet wet before the election.
[42:26] » Okay. >> Well, thank you.
[42:30] » Thanks for the heads up. >> No, I'm sad. Yeah. It feels ter I mean I
[42:35] don't like I'm not a quitter. It's like
[42:40] you have to >> Yeah. Be realistic that situation.
[42:43] » Yeah. >> Right. I mean I've dodged some bullets
[42:47] so far and but >> Yeah. I agree.
[42:50] » We might even see it this summer. I don't know what night, you know, we're
[42:53] going to be playing baseball. It was Monday, Wednesday last year, but you
[42:56] know, if it's Tuesday night, it's >> Yeah,
[43:00] » I understand. Been there, done that.
[43:04] » Okay. Any further comments? Any announcements? Let's see. The safety
[43:12] committee is meeting the 17th, 6 o'clock again. Or have you got time?
[43:16] » Mhm. >> Okay.
[43:19] And our next council meeting is 17th. >> Same day.
[43:26] » Got it. >> I'm not too slow. Just a little bit. All
[43:31] right. Any further anything further?
