[5:18] budget that's required by your charter that is
[5:30] this is the hard copy we do have a workshop on saturday where
[5:34] staff gets to speak and go into detail
[5:49] uh changes that you see with um to quickly go over this has been
[5:56] you know a challenging year for almost every city in the united states
[6:01] the covet event really was had the impact on city budgets
[6:09] a lot more on others than you know cities that have depended on
[6:13] sales tax or i guess you know hotel motel
[6:18] visitations [Music]
[6:40] so this budget is really kind of a refocus and
[6:43] kind of restoring another budget and so in my letter sometimes it gets confusing
[6:49] i'll refer to this past year's budget but it'll also
[6:53] refer to the 1920 budget
[6:58] because in essence

[7:14] increase just because last year was a very prosperous function
[7:18] um the budget process starts you know gosh in november
[7:25] getting really break after september when
[7:29] our cover off and then that member staff starts all over again
[7:34] process and then we get cotton within your council
[7:40] in our january strategic plan process i think there's probably three priorities
[7:45] that can really hit upon the goal
[7:49] we need to increase our capital investment uh
[7:52] to help maintain our service infrastructure we want you to
[7:56] restore our operational clients uh especially when we decided to have
[7:59] protective water invested in our infrastructure and
[8:03] the last one we went to continue investing from employees so we could
[8:06] you know attract through train and retain our staff
[8:10] you know when you see our budget um from 70
[8:13] it was almost personnel we already service
[8:17] organization

[8:23] the next slide the general fund budget for proposal this year is
[8:27] a balance as required by law state law we're closing
[8:34] our expenditures and revenues at 22 million 474
[8:39] this is about 837 000 increase with his current budget
[8:47] but it's against 134 thousand

[9:06] is not supported by genesis it's from remedies generated for
[9:10] a water water steward bill and also on their sanitation beach
[9:17] highlights of the budget i'm recommending a
[9:21] 33.4 tax rate uh can't predict these uh restoration
[9:28] items that's about a half that is a little over a three and a half
[9:37] cent threshold um right but the reason why it's because we
[9:42] can carry over by increasing the previous year to the
[9:47] following years of course that may change as we will get
[9:53] our tax volume from the appraisal district
[9:57] to see if we have to make that adjustment these are still
[10:01] kind of estimates of working progress
[10:06] again 830 000 increase from the budget from the fy 2021 budget
[10:14] uh the big investments that we have we have proposing 4.2 million in cip
[10:20] projects i think you'll see that you know we discuss those in may
[10:25] and june for the half cent we're recommending a little over a million
[10:30] dollars worth of cash projects and then three and a half million
[10:33] debt insurance paid over ten years to do replacement of restrooms and playgrounds
[10:42] and so that's the size of an investment in those gta areas
[10:45] utility rate increase i'm proposing a 2.99
[10:49] per month utility rate increase that's combined for water to score for
[10:55] uh 5 000 which is about the average for us
[11:01] throughout the system uh residential sanitation rate i'm proposing also that
[11:06] if we go up a dollar 30 a month to 19
[11:11] right now at 727. and the commercial sanitation rates
[11:18] increased five percent two of the biggest costs that we had but
[11:21] then going into conventional opportunities
[11:25] the bwa grain increase of 18 cents and then also our
[11:31] grain increase for our landfill rates so that they decided
[11:36] impacting our budget and again the other portion of that
[11:40] was

[11:55] a rough summer from our cooler clients that uh
[11:58] one time on something that did not move you know
[12:02] and so we're regulated four percent when they get it back to
[12:06] our turn of our study progress we're trying to kill two percent of the market
[12:09] injection each year just to keep you know pace uh the market
[12:14] we're also uh recommended to restore our performance
[12:18] as well
[12:22] the revenue breakout um we are again we are not
[12:28] dependent on property tax so 23.7 of our revenue
[12:35] our other two line sharing where we get the sales tax those types makes up 30
[12:40] of our revenue stream and the industrial district
[12:46] so those three make up our primary revenues for us miscellaneous revenue is
[12:51] usually part of migration revenue and products

[14:23] out of 90 cities in the state of texas we write 36.
[14:40] uh the next slide we talk about um i know i mentioned we
[14:47] proposed adjustments to our pay plan we also are recommending
[14:52] a couple of changes in their operating positions and regrades
[14:56] we want to restore parks ground keeper and
[14:59] the street drainage labor we had we flipped those during the year of
[15:04] other positions that we had unfunded and started out more mechanically
[15:09] destroying that one right now we're still running two
[15:15] positions unfunded and we're recommending to restore those
[15:20] we also eliminated four positions nursery
[15:24] attendance

[20:53] for that cause

[21:22] garbage rates the next one again from recommending a dollar thirty
[21:27] said increase a lot of infill rates you know four percent this year i
[21:32] thought it was 150 500 to that residential garbage rate

[21:52] of the recycling solution probably the main task for the next six

[23:24] doing their project and then issuing some tap we've been
[23:28] trying for so long to do a lot of projects cash that was uh
[23:32] method of current methods as much dash as we
[23:36] can but we just have not been able to tackle
[23:41] this pressure and a lot of people didn't know this is a good opportunity
[23:49] we have debt coming off in a couple of years uh golf course in 2023
[23:55] so the funding window looks good right here
[23:59] at the beginning of next year

[24:18] here and saying he's going to transfer something
[24:21] to make those transfers uh which is two pots of money
[24:28] and do a lot of projects on cash [Music]

[30:21] going time the numbers trying to be as conservative as possible
[30:25] watching their expenditures now we have great incentives watching their

[1:22:12] good evening mr man members of council uh we wanted to talk today a little bit
[1:22:16] about what a food court would look like the types of things that
[1:22:19] the city would want to see in the food court and how a food
[1:22:25] court would differ from the standpoint
[1:22:29] uh food truck not beyond any other lot in tennessee
[1:22:34] so the purpose obviously is to bring food trucks to a centralized
[1:22:41] area providing a unique experience for patrons it also allows us
[1:22:46] to kind of control in some regard where
[1:22:49] those food trucks are located it doesn't necessarily control the
[1:22:53] number of food trucks that could be uh operating inside the city jackson but
[1:22:58] it gives us a good place to have a variety of
[1:23:02] food trucks coming um we also want to perhaps discuss
[1:23:08] some ordinance changes that could affect food trucks or
[1:23:11] as they're building their ordinance more than the elements
[1:23:15] because we could possibly have these pretty cool

[1:23:33] yes sir that is correct so one of the things that might be discussed
[1:23:36] is licensing from a truck maybe a little relaxing position for
[1:23:41] someone who needs to to not push them towards the food court
[1:23:46] but all

[1:23:56] um so let's talk about a couple of definitions real quick because they will
[1:24:00] pop up in the presentation the commissary or
[1:24:02] central preparation facility is a food establishment where the mobile handyman
[1:24:07] goes to take on fresh water supplies empty waste water
[1:24:14] and other ingredients uh texas food assessment rules
[1:24:19] which is down at the bottom establishes rules
[1:24:22] as they designated by law by the texas state health services does require
[1:24:29] every food or truck to have a commissary director a mobile vetting unit obviously
[1:24:35] is a truck cart trailer the built-in modifier
[1:24:38] service and the grease interceptor is the
[1:24:41] holding device used to capture
[1:24:46] [Music]
[1:24:51] so some of the things that might be considered is which resulters
[1:24:55] would allow it currently i would think that we would look
[1:24:59] at zones similar to those that would be a lot of past three drive-thru
[1:25:03] restaurants which is currently just the b1 and b2
[1:25:07] designing districts b1 obviously is the
[1:25:11] neighborhood business we talked a little bit ago a few weeks
[1:25:14] ago about what types of businesses might fit into
[1:25:17] a v1 um
[1:25:21] establishment b1 does allow foreign [Music]
[1:25:39] in the ordinance it should be a matter to allow the use
[1:25:42] or part doesn't need to distract you
[1:25:46] kind of a similarity and then of course something to consider
[1:25:51] the separation from residential zones or
[1:25:57] that is already consistent with other types of events
[1:26:04] so t for texas food attachment rules requires that
[1:26:10] every local venue will be inspected by the city
[1:26:13] now it also states that the mobile vehicle can't
[1:26:16] be inspected on site they actually have to come to the location where the city
[1:26:20] designates currently we do it right here at city hall
[1:26:23] that means that when it's time for their inspection they have to either come from
[1:26:27] from where they're coming from whether it's houston uh sugarland some other
[1:26:31] area or if it's a local business pick up from where they are come over
[1:26:36] here to the inspection that allows us to not only do a
[1:26:41] comprehensive overview as to the trucks and roadworthiness but
[1:26:46] also make sure that it actually does remove
[1:26:55] [Music] for the workers not necessarily for
[1:27:01] patrons but foreign
[1:27:12] [Music]
[1:27:17] a tcq requires that all grease weights are built through a grease interceptor
[1:27:22] uh every restaurant in lake jackson has one
[1:27:25] they're required to report things uh the empty numbers resource sectors plus and
[1:27:30] humane convenience
[1:27:34] it looks something similar to the diagram on on the screen
[1:27:38] the grease comes down through the inlet pipe and then
[1:27:42] enters the first chamber which separates grease from the water
[1:27:46] then as the level of the inner sub horizons
[1:27:49] transfers through the bypass type into what would be the clear water side
[1:27:53] a lot of times grease gets in there too there's a little
[1:27:57] very abuse at the top and then it goes this allows us to capture the grease the
[1:28:03] fast breaks before it goes into our cemetery sooner um years
[1:28:06] ago i asked the superintendent of the weight of the
[1:28:10] utility department about how much money the city spent
[1:28:12] manually
[1:28:19] obviously we're going to try and reduce that
[1:28:22] through inspection of current recent receptors that are in place
[1:28:26] but also to make sure that motivating needs are using those interceptors
[1:28:30] through very impressive communities possible so one of the things that
[1:28:34] the requirement is to do is have an agreement with invocative establishments
[1:28:40] for use of the research center to dump very brief ways
[1:28:43] one of the things we don't have control over is
[1:28:47] when we do it or how we do it we're introducing grease
[1:28:51] through the manual at the top and defeats the purpose of
[1:28:55] that first unit it has to come in through the
[1:28:58] left pipe could come in through the clean out um
[1:29:02] most of these are designed to restrict the flow of grease so that can be
[1:29:05] managed by the interceptor but they just
[1:29:09] introduce the people to the top of your label a lot of that
[1:29:12] grease is going to be in the second chamber

[1:29:19] uh also they do have other ways to water on board too
[1:29:28] [Music]
[1:29:36] some of the things that we would think that would be required
[1:29:39] everybody would like to see immediately between the park would be
[1:29:43] on-site restrooms trash receptacles in a screen dumpster area
[1:29:47] on-site parking and because you provide anti-parking you
[1:29:51] have to have a certain number of accessible spaces
[1:29:54] um we'd like to see the make this park on a hard surface
[1:29:57] not just mass filtering or sorry not not gravel or some other
[1:30:09] [Music] um obviously you know signs and banners
[1:30:14] would be something we have to talk about we'd like to see them have on-site
[1:30:17] seamless of course
[1:30:22] uh the fire marshal's office and i have discussed the space in between
[1:30:27] because these are the gas systems trucks so that would allow us to
[1:30:35] kind of uh um not regulate the used spaces to design this in such a way
[1:30:43] that's been
[1:30:46] compliant [Music]
[1:30:54] and then parking is something to consider our current
[1:30:57] ordinance which puts fast food and drive-thru restaurants
[1:31:03] into a high turnover type establishment would require 15 parking spaces per
[1:31:10] thousand square feet of restaurant
[1:31:14] dining in this case if we assume that your standard food
[1:31:21] truck requires a pad of 24 feet or 12 feet
[1:31:25] is that pretty consistent for you yeah so that kind of if we have six spaces on
[1:31:31] site that comes out to 728 square feet we divide that by the 15 i came up with
[1:31:37] 26 spaces if we were considered a fast food truck
[1:32:10] is no sir again we're looking at at each
[1:32:15] food truck having space if you will 24 by
[1:32:19] 12 which i should probably put that calculation up
[1:32:24] but six food trucks at 24 by 12 equals 17
[1:32:28] so that's taking into account we have six
[1:32:32] years
[1:32:43] that's the entire purpose here uh wonderful city
[1:32:46] west fresno texas they said as an alternate method three parking

[1:47:46] treatment area here and then continue on lake road this is where the current
[1:47:52] little playground is and then across from that is the the
[1:47:56] other lot that we're talking about which this is like

[1:48:08] so this area here is the largest parcel it's 11
[1:48:15] 11 and a half acres a lot of this has this tree forest area but down here on
[1:48:21] the southern area there's a big wide open area and that's where we
[1:48:26] are the planet is to remove this playground
[1:48:29] it's really small it really doesn't meet the needs of the
[1:48:34] community so we're we're we're going to be removing that
[1:48:37] and installing a larger playground down here at the bottom of this area
[1:48:42] and eventually the plan is to put a nature trail through here
[1:48:47] and so this area really isn't um you know isn't ideal for park use for
[1:48:52] the playground with the park because it's right on that busy road
[1:48:56] and it'll just be empty space now so the first board i'm recommending to bring a
[1:49:02] council that suggests putting that out to the
[1:49:06] voters to see if they are interested in putting that
[1:49:09] property up for sale and then the proceeds from that would go
[1:49:13] towards going through parks fund to
[1:49:17] help the development here or maybe some development
[1:49:21] overall all that money would stay in that north department

[2:03:20] was a move from last week to this week where i just got a call earlier
[2:03:24] before we stepped in here for some point saying that they've rescheduled it
[2:03:28] because of the weather and stuff and they when they do have a reschedule
[2:03:32] with the contractor they'll send out the letter
[2:03:34] communications at the end but they've already set proposed so a lot of the
[2:03:37] work is going to be less than what they expected in the past
[2:03:40] we're expecting up to eight hours of knowledge and how they don't expect to
