[6:11] challenges going on the Storm two weeks
[6:13] ago uh blew out the Marine at 1400 South
[6:16] Main Street uh several of our uh club
[6:19] members had boats affected uh in this
[6:22] most recent storm boats are still
[6:24] getting moved around it's kind of
[6:26] interesting so one of our club members
[6:27] does have a boat at one of the Fifth
[6:30] Street docks uh we do have plans to
[6:32] assist him to get off of there um uh but
[6:36] it's uh we have another club member uh
[6:38] kind of taking Sanctuary at one of our
[6:40] other buoys uh so I wanted to share that
[6:43] there are bootes in play and we're
[6:44] trying to work through it as best we can
[6:46] in support of our club members and also
[6:48] those others that might be impacted as
[6:50] far as the building itself I I did want
[6:53] to share just in the spirit of
[6:54] transparency um uh we're not accepting
[6:58] rentals at this time as we look at some
[7:00] uh maintenance issues with the building
[7:02] itself uh I appreciate everyone that's
[7:04] been out and kind of taking a look at it
[7:07] uh we had Kevin out there last week and a couple other people so I don't
[7:11] have a firm timeline some of it is honey
[7:14] do list stuff some of it is more
[7:15] substantive and uh I have a couple more
[7:17] people coming out to look at some things

[8:40] traffic safety related complaints report

[8:45] council members I'll start this off but
[8:47] I'm I'm sure that uh both um Ron and uh
[8:50] and chief rasmason will uh want to uh
[8:53] add some additional items on it um as
[8:55] you've become aware you know we're kind
[8:57] of um beginning several years back now
[9:01] we've been uh kind of tracking uh
[9:04] traffic complaints as they come in and
[9:06] then doing periodic reviews with your
[9:08] city council uh kind of giving an update
[9:10] on uh you know what action most of the
[9:12] complaints that come in are are pretty
[9:14] uh routine in nature that we can
[9:16] generally uh get to right away you know
[9:18] if a a sign is missing or damaged or uh
[9:22] you know some of the ones that you see
[9:24] here referenced are you missing uh a
[9:27] paint or faded paint at a bus stop or
[9:29] like that we've been able to kind of hit
[9:30] those items in there um you know
[9:33] generally we use these complaints to
[9:35] kind of inform and track Trends if
[9:38] there's you know different things that
[9:39] we need to do you get together I think
[9:41] some of the ones that have come up in
[9:43] the past of uh the need for greater and
[9:45] enhanced um uh Crossing features
[9:48] throughout the city in uh you know
[9:50] strategic locations uh that's informed
[9:53] uh you know kind of our our project
[9:55] alignment and as you'll see uh the
[9:57] second half of this report does go with
[9:59] into the various uh upcoming Traffic
[10:01] Safety projects that we have where you
[10:03] see we're adding a lot more enhanced
[10:05] sidewalks Ada curban ramps uh to
[10:08] projects as we go along uh the big the
[10:10] biggies being 11th Street Lakeport
[10:13] Boulevard um in Main Street um this
[10:18] particular period of reference I think
[10:19] the last report we gave to your Council
[10:21] was in September of 2023 uh we only had
[10:24] um I mean a limited number of complaints
[10:26] I think seven most of them were uh
[10:28] easily
[10:29] resolved I think the one notable traffic
[10:32] safety issue during this period um is
[10:34] the issue of um wrongway driving down
[10:37] the the one-way segment uh that is High
[10:40] Street uh located between 11th and um
[10:44] Clear Lake Avenue um this has been one
[10:46] that your Council has been brought to
[10:48] attention in the past it kind of plays
[10:51] into the uh larger uh one that we've
[10:54] discussed at length as well the kind of
[10:57] Main Street uh clearly Lake Avenue High
[10:59] Street kind of I call it the snake that
[11:03] uh kind of allows primary North South AC
[11:08] this section of roadway plays into that
[11:11] um it's a one-way segment allowing
[11:12] traffic um along 11th Street uh to
[11:15] access that Corridor and then it doesn't
[11:18] go down to Forbes or Main Street and add
[11:20] to the the traffic pieces are there uh
[11:22] we have received um several complaints
[11:26] uh regarding uh vehicles traveling the
[11:29] wrong way uh down that segment of
[11:31] roadway um the complainant who's here
[11:35] I'm sure she'll speak to it as well um
[11:37] has provided us with documentation uh
[11:39] showing you know that this is a regular
[11:41] occurrence um we did take some
[11:43] mitigation
[11:45] measures uh I know a few months back
[11:47] where we we moved the do not enter sign
[11:51] that's on the The High Street facing uh
[11:53] section uh to a more prominent location
[11:56] um we did post um a a camera up there it
[12:00] was a game camera that wasn't it wasn't
[12:02] designed for what we were using it for
[12:04] so it was very difficult to to go
[12:06] through all the video evidence we did
[12:08] note um you know one or two occasions
[12:11] where Vehicles were traveling the wrong
[12:12] way it appeared that uh they were folks
[12:15] that lived on the street um but um I
[12:18] mean we have documentation showing that
[12:20] this is a regular occurrence um the the
[12:24] piece that we kind of have is that we're
[12:27] kind of stuck at you know in impass as
[12:30] far as having readily available kind of
[12:33] easy you know
[12:34] off-the-shelf cheap solutions for this
[12:37] um at this point we've come to the
[12:39] conclusion that any change on this area
[12:42] is going to take a little bit more uh
[12:44] you design effort and likely you know
[12:46] some greater Capital Improvement you
[12:47] know sort of project effort um it's
[12:50] staff's opinion that this is more of an
[12:52] Enforcement issue and uh we are getting
[12:55] to a point now where our where our
[12:57] police staff is going to be fully in
[12:59] force here and we'll be able to utilize
[13:01] them in some greater parking enforcement
[13:03] efforts not just at this location but I
[13:05] mean we do receive complaints you know
[13:07] from you know intersections people not
[13:09] stopping at stop signs or speeding
[13:11] complaints in pieces like that so we
[13:13] feel like that this is best handed
[13:15] through that enforcement aspect uh the
[13:17] complainant did uh make some suggestions
[13:20] on some possible improvements uh that uh
[13:23] that could be considered to kind of
[13:26] mitigate these issues those include
[13:27] retractable strips or the possible
[13:30] closure of the block um I know and we we
[13:34] did uh get some follow-up conversation
[13:36] with council member Costa asking for
[13:38] some additional detail um in regards to
[13:41] what those measures would actually be
[13:42] and what they would cost and I know that
[13:44] uh that Ron has done some research on
[13:46] there that we can we can talk about some
[13:48] of those measures in some more detail um
[13:51] if your Council wishes I will note that
[13:54] um one of the items that we've been uh
[13:56] pushing for was in regards to you know
[13:59] seeking grant funding for uh message
[14:02] board SLP trailer to replace one that we
[14:04] had in use several years back uh we do
[14:07] actually have an active Grant
[14:09] application in in play for that so we're
[14:12] hoping that that's going to be something
[14:13] that we're going to have at our disposal
[14:15] as well that wouldn't that would be a
[14:17] tool that could be added to this
[14:19] particular issue um as well but it could
[14:21] also be used throughout throughout
[14:23] different areas of the city um but
[14:25] overall um I think that's kind of a of
[14:29] it we can certainly dig deeper into the
[14:31] one-way segment and we can absolutely
[14:33] answer any questions that your Council
[14:35] may have in regards to any of the
[14:37] upcoming Traffic Safety projects I do
[14:40] believe that uh Mr Danny W did submit
[14:43] comments that um written comments that
[14:45] you guys have there in regards to some
[14:48] of these projects as well um some of
[14:50] them are um you know asking for
[14:52] additional features to be considered as
[14:54] we talk through them so I'll turn it
[14:57] over to council at this point Point um
[14:59] and uh if you want to dig into any of
[15:01] those items a little deeper I'm sure Ron
[15:03] and Brad can add a little bit more into
[15:06] there but I'll turn it back to the
[15:07] council for questions thanks

[15:15] thought of closing that street down you
[15:18] know I live on 11th and um for 55 years
[15:21] I've been dying to just drive through
[15:23] there once you know just to say I did it
[15:26] but um when I heard closing the street
[15:29] off has anybody done a uh traffic count
[15:34] going you know in the proper direction I
[15:36] mean I know when I hear these traffic
[15:38] numbers they're like enormous and I just
[15:41] curious if if that's been done ever um
[15:44] because I I mean if it was closed you
[15:46] know I would go down to the you know
[15:49] where you would normally have to go when
[15:50] you're going the other direction and
[15:52] make the corner and oh my God it must be
[15:54] you know like an eighth of a mile out of
[15:56] my way but the thought of that being
[16:00] closed um is not really that big a deal
[16:03] but I have no idea how many people just
[16:05] shoot through they're going in the
[16:06] proper direction and then it's always a
[16:09] situation because you have the oncoming
[16:10] traffic and then you have to wait and
[16:12] then they're also coming around the
[16:13] corner you know that it's it's not
[16:16] really a crazy um um idea that if it was
[16:20] were closed it wouldn't be a big thing
[16:22] until you know later on unless there's
[16:24] like 5,000 people going through there a
[16:26] day I have no idea that's just my
[16:29] comment as someone that lives on Le and
[16:31] been through there and around there for
[16:32] 50 years yeah we we looked at a couple
[16:35] things we we looked a little bit at the
[16:36] retractable uh strips that that Ron can
[16:39] talked to a little bit about um there we
[16:41] looked at what would be involved in
[16:44] regards to the closure of that uh
[16:47] roadway there and then we also looked um
[16:50] at um slightly at speed bumps but then
[16:54] the last one was really if you converted
[16:55] it to two-way traffic and each of those
[16:58] has a whole Litany of of items that I
[17:01] don't know that they physically solve
[17:04] the issue at hand and some of them I
[17:06] think would aggravate other um other
[17:08] items on there so I mean we can go
[17:10] through if if it's council's desire I it
[17:12] might be informative to just go through
[17:15] those pieces now to kind of inform the
[17:17] debate and and uh and U and you know for
[17:20] and public comment before as well I I
[17:23] don't know if that's the the council's
[17:25] it's it's just I was just was throwing
[17:28] it out if anybody knew the volume of
[17:30] traffic um going through that street on
[17:34] any given day is it you know like a 100
[17:37] is it like a thousand or is it like 10 I
[17:40] mean I have no idea it's more when the
[17:43] schools are in session for sure oh yeah
[17:45] I would
[17:46] imagine I there is not data on that
[17:49] oneway section of North High there is
[17:53] however a pretty current study on High
[17:56] Street between Clear Lake Avenue and
[17:59] 20th that lists
[18:03] 7,250 vehicles per day on High Street
[18:07] between Clear Lake Avenue and
[18:11] 20th and regarding Dead ending that
[18:15] street the first major hurdle that you
[18:19] would bump into would
[18:24] be there's a regulation that would
[18:27] require 40 foot radius turnaround oh at
[18:31] a dead end stre never
[18:33] mind and that would be the first hurdle
[18:35] to get over the second thing to consider
[18:37] there on the dead end even if we wanted
[18:40] to make a hammerhead a 40 foot
[18:43] Hammerhead or turn it into a culdesac
[18:46] style it would increase the traffic to
[18:50] Forbes and 11th which is the highest
[18:54] accident intersection in the city and I think it would just exacerbate an
[19:00] already high accident intersection the
[19:05] spike strips traffic control devices are
[19:08] controlled by mutcd the manual and
[19:12] uniform traffic control devices and any
[19:16] sort of Spike strip in a road would not
[19:20] be in compliance with anything that
[19:23] mutcd has published so I I don't think
[19:27] we would consider
[19:28] putting something that was out of
[19:30] compliance with mutcd that we follow
[19:33] that for our street markings our street
[19:35] signs our cones our barricades
[19:37] everything follow mutcd standards and I
[19:42] mean there's good liability reasons to
[19:44] follow
[19:45] mutcd um and so that would be the
[19:48] challenges with the dead end or a spike
[19:52] strip as opening it up to two-way
[19:56] traffic also we we looked at and present
[19:59] some issues you would one it's not clear
[20:02] whether there's enough room there to
[20:04] allow two-way traffic and parking it's
[20:08] clear that there is not there's not
[20:10] there you go uh the other the other
[20:12] issue is you would be creating a kind of
[20:15] a dangerous left-hand a blind left-hand
[20:17] turn issue there um for vehicles
[20:21] traveling uh West and then ultimately
[20:25] North along uh Clear Lake Avenue and
[20:27] High Street
[20:29] um you know that they would you know
[20:31] they even if you Market we know that
[20:33] this becomes an issue it's one that
[20:34] reoccurs in this report we have the same
[20:37] issue going the opposite way onto North
[20:39] Maine uh with people turning left um you
[20:43] know traveling you know along going down
[20:45] to going down to Main Street and then
[20:47] turning left and we have that clearly
[20:49] marked um on the road and stuff but yet
[20:51] we still continue to have you know
[20:52] complaints received about folks turning
[20:55] left there so you'd be creating another
[20:57] intersection Hazard at that at that
[21:00] other side um let me interrupt just for
[21:03] a second I want to
[21:06] apologize um it says here that all of
[21:08] these were deemed impractical and I knew
[21:11] there was many many many reasons I just
[21:14] asked that one question it seemed kind
[21:16] of innocuous and obviously this you have
[21:19] done your due diligence and I apologize
[21:21] for even asking that sensitive question
[21:24] these These are these are pie I mean
[21:25] this is not to not to state that this
[21:29] issue doesn't occur I mean I I don't I
[21:31] don't think anybody's arguing that there
[21:32] aren't vehicles that are traveling the
[21:34] wrong way down the strip it's just it's
[21:35] just not an easy one easy one to fix um
[21:40] the 11th Street Corridor study does talk
[21:44] about you know an eventual kind of
[21:46] smaller roundabout at 11th and um and
[21:50] Forbes uh recognizing that that is the
[21:52] most hazardous intersection that we do
[21:53] have in the city that's where our
[21:54] highest level of accident rates occur if
[21:57] you had a roundabout about in there then
[21:58] I mean you know might be something at
[22:00] that point that you could consider how
[22:02] you would handle this um you know
[22:05] because you'd be feeding it into a much
[22:06] safer intersection but you know once
[22:08] again that's that's not an overnight uh
[22:12] Endeavor and it comes with a with a
[22:14] pretty hefty price tag um in there as
[22:17] well so I mean we did we did take a look
[22:19] at all of these options and then I I
[22:20] think the only one we didn't cover with
[22:22] speed bumps which are also
[22:26] um I one you know the fire chief isn't
[22:29] here but he doesn't like them I I can
[22:31] tell you that right now and then um we
[22:34] do experience complaints uh with speed
[22:37] bump usage because you know you start to
[22:39] get grinding you get other noises and
[22:41] other things and then you get people who
[22:42] drive off the roadway to get around them
[22:45] in pieces and I'm not sure that that
[22:47] would really you know somebody yes it
[22:50] would make an an extra barrier um you
[22:53] know and you know someone might consider
[22:55] oh it's really not worth the four
[22:57] seconds that I lose by going and making
[22:59] two more rights onto Forbes um but you
[23:02] know this is a heavily used stretch of
[23:04] roadway as someone who travels it
[23:06] frequently to get to the schools um this
[23:09] is this is a critical piece to our
[23:12] Norths South Connection in town like it
[23:15] or not I I would not say it's the a
[23:17] great option I think our whole north
[23:20] south um section of traffic in this area
[23:23] is is hindered as we've we've looked at
[23:25] in in different areas um but this is a piece of that puzzle so I mean
[23:32] this is what's brought me back and staff
[23:34] back too this really does become more of
[23:36] an enforcement related issue um you know
[23:40] among other areas we get several
[23:41] complaints about you know speeding in
[23:43] different sections and you know Mis stop
[23:46] signs uh frequently occur here at uh
[23:48] third in Maine so I mean I think as we
[23:51] ramp up our staffing this gets put on
[23:54] the list where we have a more active
[23:55] enforcement related I mean that at this
[23:57] point is is staff's
[24:01] recommendation I'm sorry go ahead I'm
[24:02] sorry I have some questions and comments
[24:04] probably all kind of mush together and I
[24:06] am interested it sounds like you you
[24:08] noted there's somebody from the public
[24:10] that yes and I'm looking forward to that
[24:12] because I think that's going to be
[24:14] valuable to hear so
[24:18] um I don't think this is exactly a
[24:20] rhetorical question but here's the thing
[24:22] I wonder why was this put in place to
[24:24] begin with and have we solved the
[24:25] problem that we attempted to solve is
[24:28] this
[24:28] oneway um travel actually did it
[24:32] actually bring something that we needed
[24:35] or has it just sort of outlived its its
[24:38] time I'm I'm I like the idea if we have
[24:40] enough um officers enforcement that
[24:42] sounds good I think for a while maybe
[24:44] that just was not possible and so what I find um uncomfortable is well we
[24:50] just have an unsolvable problem um we've
[24:52] got people going the wrong way which I
[24:54] think can be inherently dangerous
[24:56] because they have to go around that
[24:57] fence to go down the wrong way and so if
[25:00] someone's coming the right way now you
[25:01] got two cars in the same spot and
[25:06] um I don't want to make assumptions but
[25:08] I I I drove down there today and there's
[25:10] there might be about six houses maybe
[25:12] that can call High Street their their
[25:15] name but that's because we've created
[25:19] that like the city created this one
[25:20] block that's one way and so the
[25:22] residents that are on that block are the
[25:24] people who are um daytoday going to be
[25:28] maybe most impacted or have the most
[25:29] concern because they're watching this
[25:31] happen more than anybody else and so I
[25:34] wouldn't to me it's important if even
[25:37] one out of six is coming and and um
[25:40] describing the problem I I think that's
[25:43] um I'm glad that we're looking at it
[25:45] because I think that's really important
[25:47] when we're coming down 11th from Safeway
[25:51] there are four other streets that people
[25:53] can turn on from 11th to Clear Lake
[25:56] Avenue and then come down down clarck
[25:58] Avenue and then go left onto High Street
[26:01] I don't they can't turn left on clarck
[26:04] Avenue I don't think they can from the barric I tried it out to say that
[26:08] this and you know turning left on clear
[26:10] Avenue doesn't seem to be now when the
[26:13] traffic after school I'll have to run
[26:16] another experiment that might make
[26:17] things all different but turning left on
[26:19] Clear Lake Avenue uh I don't think
[26:21] coming straight across on High Street is
[26:25] a piece of cake either going down Clear
[26:27] Lake Avenue so I don't know that the

[27:11] only street that doesn't it goes it

[27:25] going so I'm no traffic engineer but to
[27:28] me I see it like that can't just it

[27:35] traffic coming towards you automatically
[27:38] turns it that thorough far keeps going

[29:15] automated License Plate
[29:17] Reader can we put can we put one there
[29:20] and put a little bit of lighting over
[29:21] there and maybe a sign that says we're
[29:24] going to find you on the fence we can

[29:27] for that purpose I'd have to do some
[29:30] research on that I mean you know we we
[29:33] put a camera out there but it sounded
[29:34] like it was more like a game trail
[29:36] camera I'm wondering if one of our aprs
[29:38] that we have at every Inlet and Outlet
[29:40] in the city if that wouldn't be a good
[29:43] use for one we wouldn't be able to I
[29:45] don't believe we'd be able to ticket
[29:46] using them I mean you'd be able to
[29:49] observe how many people ticket then
[29:52] that's not that's not worth doing yeah
[29:54] because the problem is those cameras
[29:58] are not going to give us a picture of a
[30:01] driver that we would need to write a
[30:04] citation okay so I guess we can't get
[30:07] give a citation in the mail to the car
[30:09] that does it like when you go over the
[30:10] Golden Gate Bridge and you don't pay
[30:12] your toll we have to be able to on that
[30:15] kind of a violation identify the driver
[30:18] okay to site the driver darn it it would
[30:21] have been too I mean there is camera
[30:23] technology that can do that it's just
[30:26] not part of the PR set up would that be
[30:28] something that you could look at for us
[30:30] and bring back probably very expensive
[30:32] yeah we certainly could look at a we
[30:34] don't want to like can't like council
[30:37] member parlet just said we we don't want
[30:39] to spend a ton of money on this or a ton
[30:41] of time but I just thought it just seems
[30:43] like the the easiest strategy yes we can
[30:45] it would be similar to like a red light
[30:47] camera yeah same same thing so we could
[30:50] certainly look into that any other
[30:52] questions from Council can I address

[30:57] please so if I was following
[31:01] along the question is why was it
[31:06] originally designed as a oneway and what
[31:10] safety concern did that
[31:12] address the the answer to why it was
[31:15] originally designed there I spent a lot
[31:17] of time trying to figure out and find
[31:20] the original design comments and it's
[31:23] been a oneway for a very very very long
[31:25] time many many years and I couldn't find
[31:28] it I have talked to the city engineer
[31:31] and other engineers and the biggest
[31:34] safety concern that that addresses if we
[31:37] made that a two-way street North High it
[31:42] is not B it would require no parking one
[31:46] side of the street at a minimum to
[31:48] accommodate two-way
[31:50] traffic at that point if it was two-way
[31:53] anyone traveling westbound on Clear Lake
[31:56] Avenue wishing to turn left onto North
[32:00] High that was now two-way they would be
[32:02] turning blind left because of the 90
[32:05] degree Corner that is the biggest safety
[32:09] issue that the oneway addresses there is
[32:14] eliminating the possibility of making
[32:16] that left turn blind you can't see the
[32:18] cars that are
[32:21] coming Southbound on high as they're
[32:24] making that 90 so you would be turning
[32:26] blind onto there that's the safety
[32:28] concern that the
[32:29] oneway addresses there have been other
[32:34] safety measures implemented there the
[32:37] speed surveys
[32:39] indicate that that portion of North High
[32:43] between Clear Lake and
[32:46] 20th are it would be adequate to have a
[32:49] 35 M hour speed limit there and there
[32:55] is a difficult
[32:57] process
[32:59] to get a lower speed limit than what has
[33:02] been identified in the speed survey but
[33:05] it it's been done on that stretch of
[33:08] high and so the speed limit is under the
[33:11] recommended 35 it set at
[33:15] 30 and I went back in Crash data for the
[33:20] last 12 years and I haven't seen or
[33:24] found an instance of a reported crash
[33:27] at that intersection in the last 12
[33:31] years so to answer your question I would
[33:34] say yes the safety measures that it was
[33:37] originally designed for have been
[33:41] effective so it sounds sounds like prior
[33:43] to that there was some crash data then
[33:46] that or they were just trying
[33:48] to avoid having any continue to avoid
[33:52] having them the original design on that
[33:54] is over 50 years ago go so I I don't
[33:58] know my my best guess is this routs back
[34:02] to the
[34:04] expressway uh construction um there
[34:07] because originally the highway highway
[34:09] 29 ran down Main Street and did that
[34:11] snake and ran up to High Street and then
[34:14] out to Lakeshore Boulevard and when they
[34:16] constructed the expressway somebody in
[34:19] their Infinite Wisdom decided 11 Street
[34:21] was the best spot um uh to put the exit
[34:25] whereas I think if you look at the plat
[34:27] map of the city Clear Lake Avenue is far
[34:31] wider than 11th Street but regardless
[34:34] that's where we're at is that I think
[34:35] that that's where this all sort of stems
[34:37] back and develops that you had a new
[34:40] freeway that came in there and you
[34:44] needed to somehow get that traffic back
[34:47] over to that major north south connector
[34:50] up High Street and out to Lakeshore
[34:52] Boulevard and um High Street lines up
[34:57] with that that Corridor out and I think
[34:59] that's where you got that kind of rather
[35:01] than have them go all the way down to
[35:03] main or Forbes and then make you know
[35:05] two or three additional lefts to get
[35:07] back on I think that you know I I don't
[35:09] have anything to back but I I would
[35:11] imagine that that's all where it sort of
[35:13] stemm from was when uh the the
[35:16] expressway came in through Lakeport 11th
[35:19] Street became a principal Corridor um
[35:22] because if you look once you get past
[35:23] pool Street 11th Street looks just as
[35:27] narrow as 10th 9th 8 7th and six it was
[35:29] not originally designed uh to be a major
[35:32] collector Road uh to connect into that
[35:35] area so my guess is that that's where a
[35:38] lot of this stuff stemm directly from
[35:40] and so it was a means of getting traffic
[35:43] over there to that north south for folks
[35:45] that are still looking to travel up to Lakes Shore Boulevard just to follow
[35:49] so Ron I just want to thank you for the
[35:51] time that you took to to try to I know I
[35:52] sent some questions to city um the city
[35:55] manager so thank you for looking into
[35:56] that and bringing this information and
[35:59] then if I understood the explanation
[36:01] about the concern for the 90° and how it
[36:04] would appear that we have successfully
[36:06] uh avoided having a crash such as
[36:10] that um if people are using the oneway
[36:15] road in the opposite
[36:17] direction are they doing the same
[36:19] behavior that we were worried a two-way
[36:23] Road would do I mean it sounds like that
[36:25] might be the same using that road going
[36:28] making a leftand turn onto High
[36:31] Street if it were a two-way road that
[36:34] would create a certain danger it sounds
[36:36] like people are deciding to sign on for
[36:40] that danger anyway if they're doing that
[36:41] when it's a oneway
[36:45] road I don't know I have not witnessed
[36:48] somebody going the wrong way down there
[36:50] I don't live over there I go that way
[36:53] sometimes but I haven't seen it I would
[36:55] only assume that if you were were going
[36:57] to go the wrong way you would be
[36:58] traveling south on high and go straight
[37:03] through there but I guess yes the answer

[37:08] an irresponsible driver that
[37:10] doesn't pay attention to the vehicle
[37:13] codes there's no end to the scenarios

[38:12] Street it does not line up with the rest

[38:17] Street okay um there is a sign there
[38:20] that says do not enter notice tonight
[38:23] it's been hit again it's bent okay uh
[38:27] wrongway drivers you have never seen a
[38:29] wrongway driver we have a black pickup
[38:32] in town that he comes down that road
[38:35] wrong way numerous times Stan counted
[38:38] him three times one day I stood there
[38:41] and gasp and he came down the street the
[38:43] wrong way towing a cargo trailer he
[38:46] comes down and turns without stopping
[38:48] and going out 11th Street we're waiting
[38:51] for an accident to happen it's going to
[38:54] happen um I
[38:57] the uh things that we recommended the
[38:59] spike strips and all that you know none
[39:02] of that's going to work STS retired
[39:05] highway patrolman and he said that they
[39:07] do make a speed bump that is straight at
[39:12] one side and angled at the other side
[39:16] where if those are put in the traffic
[39:17] that's going the wrong way is going to
[39:19] hit it and they're going to know they're
[39:21] going the wrong way um tourists they may
[39:25] not know in the summertime that they're
[39:26] going the wrong way but they come down
[39:29] that street at a high rate of speed
[39:30] we've watched them fly past they missed
[39:33] the barricade but they fly past our
[39:35] house don't even slow down on 11th
[39:37] Street and just keep right on going and
[39:40] somebody's going to get hit at 11th
[39:41] Street eventually uh you didn't have any
[39:44] reports of accidents and 47 years I
[39:48] would say 10 times they've gone through
[39:50] that
[39:51] barricade one of them was the Air Force
[39:53] recruiter guy middle of the day he drove
[39:55] right straight through the barricade you
[39:58] know we've um had stolen Noles through
[40:00] the barricade as far as accidents at
[40:02] that intersection I'm not aware of any
[40:04] of them
[40:06] um I don't know what the answer is since
[40:10] I last came to the city council meeting
[40:12] I have seen three police cars on our
[40:14] street I think the only answer is
[40:17] enforcement doesn't do any good for us
[40:19] to call because by the time we call
[40:21] they're gone and we can't get a license
[40:23] number you know I don't know what the
[40:26] answer
[40:26] is um it just that I hope you know
[40:31] something can be done uh Stan said that
[40:35] twice he has come down that street the
[40:37] wrong way when they were doing work on
[40:39] the road and the road was closed at CL
[40:42] Lake and 11th Street I mean high in 11th
[40:45] Street um once he was when he was on
[40:49] patrol he came home for dinner and he
[40:51] went to pull out from the pickup was
[40:54] parked here and the patrol car was
[40:55] parked here here he went to pull out to
[40:57] go and almost got head on by a carload
[41:00] of teenagers that were coming around the
[41:02] street the wrong way fortunately all
[41:04] they got was a ticket you know um I
[41:09] don't know what the answer is short of
[41:11] enforcement and I don't know how you're
[41:12] going to enforce it because you know I
[41:16] don't know what the answer is but there
[41:19] is this one block pickup that um I don't
[41:23] know who it is or anything but he comes
[41:25] flying down the street theong way a lot
[41:28] of the times and if you're turning off
[41:30] of 11th Street you're not going to
[41:31] expect anything to come and you were
[41:34] asking about when did it become a oneway
[41:36] street our neighbors have been
[41:39] here probably 55 years they went to the
[41:42] city council they came to the city
[41:43] council to get it made into a one-way
[41:46] street because there was no parking you
[41:49] know there was no place that they could
[41:50] park so I know it was that way when we
[41:54] moved in 47 years ago when they been
[41:56] there 55 so it's been like that for at
[42:00] least that length of time uh the other
[42:02] thing is it's narrow enough that the
[42:05] semis when they come around the street
[42:07] drive up on the sidewalk to make that
[42:10] turn and as far as how much traffic goes
[42:13] down the road on a school morning I can
[42:16] stand at my kitchen window and watch the
[42:18] traffic block stopped on 11 Street
[42:21] waiting for the people to go rather than
[42:24] going down the Main Street going that
[42:26] way they can't go because the people
[42:29] that went to school 15 minutes earlier
[42:31] are coming back
[42:34] so that's all I have to say can I answer
[42:36] any questions pardon can I answer any
[42:40] questions I do have one if I may yeah um
[42:44] it sounds like primarily at least as of
[42:46] late it's been one pickup truck or or
[42:49] one no no no so it's it's three four a

[44:28] walk in the middle of the
[44:30] road you know I don't know why you know
[44:32] we watch them I don't know why they
[44:34] don't use the sidewalks that are there
[44:36] but if there's a wrong way driver coming
[44:39] you know also I have seen wrongway
[44:42] drivers Force the traffic going North
[44:45] over into the turn lane I mean the
[44:47] parking Lane that they have there we

[46:24] finding out that uh Lakeport and High
[46:27] Street used to be a highway just
[46:29] explains so much more because oftentimes
[46:32] highways are not good places for
[46:34] pedestrians um and I think that
[46:38] establishing a
[46:39] committee I certainly would apply if
[46:42] it's needed but I think you know there
[46:44] might be enough people to populate that
[46:46] I know that we've had both a traffic
[46:48] safety advisory committee and a Parks
[46:50] and Rec advisory committee before um I
[46:53] think that populating you know 10 people
[46:55] for a committee might be harder than
[46:57] just five um I also think that these
[47:00] things are also inextricably uh linked
[47:04] together um and I think to to one point
[47:07] about um the lack of accidents at High
[47:11] Street and um and Clear Lake Avenue um
[47:16] is that even though there's no accident
[47:18] data on that
[47:21] intersection the most the next high or
[47:25] the highest intersection that's prone to
[47:27] these accidents is 11th and Forbes so we
[47:30] haven't really addressed the problem
[47:32] we've just moved it literally over one
[47:35] block um same thing exists in the Forbes
[47:38] and 11 thing where we don't have that
[47:40] pedestrian infrastructure and I think
[47:42] that it would be extremely beneficial to
[47:45] give people just a little bit of
[47:47] creative resources just a little bit of
[47:49] access to Ron lad and and His Infinite
[47:52] Wisdom of of uh this the street codes
[47:55] and and um I think we're really
[47:58] underutilizing the different tools um
[48:00] enforcement is not the strongest player
[48:04] um in in getting Safe Streets um a lot
[48:07] of it comes down to built environment
[48:09] and Road design um I'd be happy to uh
[48:13] answer any specific questions you might
[48:16] have but I think that like I've said I
[48:19] think I said previous there's a lot of
[48:21] these problem intersections um Forbes
[48:23] and Martin comes to mind um intersection
[48:26] of Lakeport Boulevard and Main Street
[48:28] comes to mind obviously um with the new
[48:32] courthouse that comes to mind and then
[48:33] just general pedestrian access to the
[48:36] southern southern part of the city um is
[48:39] also very limited with Martin and Maine
[48:43] and then um I I added some details about
[48:46] um our water courses and Forbes and
[48:49] there's public space involved in those
[48:51] areas too um and I know we've had you
[48:53] know a history of homeless uh people
[48:56] experiencing homelessness in you know
[48:58] areas adjacent to these things um you
[49:01] know where we still have people
[49:03] experiencing homelessness adjacent to
[49:05] the park now even though they might have
[49:07] been displaced from the shoreline um
[49:10] they're still out there and um
[49:12] additionally I think that you know
[49:15] there's there's some obvious safety
[49:16] concerns with traffic just directly
[49:19] adjacent to the park um one thing that I
[49:21] didn't include in here was that um on I
[49:24] believe Sunday a 16-year-old was hit on
[49:26] their bicycle Crossing from fifth to
[49:30] Maine I'm assuming to go to the park um
[49:33] and uh they they're fine they Road Rash
[49:36] um but they I don't think that this is
[49:40] going to be the last time we see this
[49:43] and I think the summer is going to have
[49:46] a lot more pedestrians than the
[49:48] inclement weather we've had now so um if
[49:52] you have any specific questions or any
[49:54] resources I might point you towards to
[49:57] maybe start thinking about things this
[49:59] discussion that you guys have had has
[50:01] been really awesome to see how you're
[50:03] all like taking individual approaches to
[50:07] possibly fix this um and I just I really
[50:11] appreciated the conversation and I hope
[50:12] there's more specifically like this and
[50:14] I hope we get a lot more time uh to do
[50:16] that because people are figuring out
[50:18] that there's you can talk a little bit
[50:21] but you know getting out and just

[50:57] it is definitely a funding issue the the
[51:00] study that we're doing is the first step
[51:03] that's needed to acquire the funding and
[51:07] I mean it would involve ranking and
[51:11] prioritizing um the different areas
[51:14] of pedestrian improvements that would
[51:16] most benefit the city and kind of tell
[51:19] us in which order we should go after
[51:21] them and we would love to have your your
[51:23] input through that process thank you
[51:25] yeah the blue zones group is um is very
[51:29] um tangential to some of the
[51:31] organizations that I follow um they I
[51:35] don't believe Greg Damron is Greg Damon
[51:38] is their um policy guy I believe um I
[51:40] don't know if he's specifically has
[51:42] experience with sort of Street design
[51:44] but I know there are people in the
[51:46] greater blue zones organization maybe
[51:49] not here but elsewhere that would be
[51:51] willing to come contribute but yeah I've
[51:53] already actually started cataloging some
[51:55] of the areas that don't have sidewalks
[51:58] that we have problem intersections that
[51:59] you know don't line up just collecting
[52:02] them with pictures and Google Maps and
[52:03] just taking notes so I've kind of
[52:05] already got a a little a little database
[52:08] very amateur very rough but um yeah it'd
[52:11] be I'd be pleased to help out with that
[52:13] but I I also think that um you know just
[52:16] giving a few um a few determined
[52:20] citizens just some really just traffic
[52:23] cones you know what's in the back of the
[52:24] utility truck could also go a really
[52:26] long way you know even if it's just for
[52:28] a weekend when we know there's going to
[52:30] be busy traffic you send them out there
[52:33] you go watch how people behave when you
[52:35] put up a popup roundabout on 11th and
[52:38] Forbes and you take away the rightand
[52:40] slip lanes and you just see what happens
[52:43] for a weekend don't necessarily need
[52:46] seea you just treat it as a construction
[52:48] same way you would do construction
[52:49] project use the California temporary
[52:52] traffic control handbook and um I'd be
[52:56] really excited to do some different
[52:58] projects like that what's what's what's
[53:00] the official term on that is it gorilla

[54:35] the funding aspect the good news is most
[54:38] of these things you know that complete
[54:40] Street concept and uh kind of you know
[54:43] kind of um some of those aspects of a
[54:46] Strode um you kind of defining a street
[54:50] being something that you use regularly
[54:53] for multiple different activities
[54:55] walking to the park bicycling doing that
[54:57] and a road being more kind of like how
[54:58] you picture a highway um and a Strode is
[55:01] kind of When You observe a roadway that
[55:04] seems to be having an identity crisis
[55:06] between the two um which you can observe
[55:10] once you once you start to see you can
[55:12] completely observe and as I'm sure the
[55:14] Epiphany that that Mr wi just already
[55:17] had you know knowing that that used to
[55:18] be the highway before it becomes very
[55:20] clear that a good portion of the roads
[55:22] in throughout Lakeport are strods and
[55:24] they they're in a bit of an identity
[55:26] crisis um The Hot Scotch of a sidewalk
[55:31] segment here and there is something that
[55:33] we all you know bang our heads against
[55:36] on a regular basis um so I mean but
[55:39] going back the good news is a lot of the
[55:41] funding aspects that are available
[55:43] through calr and other things have
[55:46] complete streets Concepts at their heart
[55:49] and uh that really is uh what we're
[55:51] trying to accomplish with this initial
[55:54] planning stage project is to get
[55:55] ourselves positioned to take advantage
[55:57] of some of those do more projects like
[55:59] what we did complete up there on
[56:00] heartley and stuff and so a lot of these
[56:02] are are exactly where we're trying where
[56:06] we're trying to
[56:08] go and some of them we are I would say
[56:11] we're making um good progress on um
[56:15] specifically 11th Street um Main Street
[56:19] and Lakeport Boulevard in some of those
[56:21] projects that are coming forward we do
[56:23] have enhanced uh lighted Crossings uh
[56:26] propos to those those aren't full fixes
[56:29] I mean as as uh Danny shows in here I
[56:32] mean that's just one aspect of it um you
[56:35] know the Ada curb ramps to serve it
[56:38] bicycle LS you know connected bicycle
[56:40] lenses connective sidewalks all come up
[56:42] to pieces of it too so we're aware of
[56:44] those of those aspects but we're we're
[56:46] trying to kind of eat that elephant one
[56:49] bite at a
[56:51] time right thank you Kevin uh we're

[58:12] we went to lunch and I said did you just
[58:15] do a u-turn on Main Street and she goes
[58:18] yeah there was a parking spot over there
[58:20] it was easy and I said and illegal like
[58:24] what do doing but I see that constantly
[58:27] and um we could make everything perfect
[58:30] but we still seem to have these drivers
[58:32] that are doing whatever it's getting
[58:34] worse same thing with pedestrians
[58:36] they're either not using their crosswalk
[58:38] or they're not pushing the button for
[58:40] the light and for the kids for this
[58:43] summer it would be nice if maybe we'll be able to coordinate something
[58:48] with one of our groups to do an
[58:50] education piece for the kids in the park
[58:52] maybe um bribe them to come with some
[58:55] prizes and teach them how you know
[58:58] remind them how to use the streets and
[59:01] the sidewalks safely to walk and
[59:04] bike great thank

[59:13] Lakeport um I'd like to remind everybody
[59:16] that we have a lake on the east side of
[59:19] us we have a highway that came later and cut off our city in a very strange
[59:25] way we have Hills and we are stuck with
[59:31] uh an infrastructure that was handed to
[59:33] us and all we can do at a time like this
[59:36] is try to mitigate the troubles that we
[59:38] continue to have the best that we can
[59:40] and and uh and we continue to try to do
[59:43] that so um yep and we and we will yeah
[59:46] how many times a year do you bring this
[59:48] to us Kevin we've been bringing it twice
[59:50] a year um I mean and speaking to that
[59:52] point I mean we do have um
[59:55] on our agenda planning calendar that I U
[59:58] bringing because we if you recall we did
[1:00:00] suspend tsac Traffic Safety advisory
[1:00:03] Council and then uh the parks and recck
[1:00:05] commission um a few years ago because of
[1:00:08] Staffing uh you related areas and you
[1:00:11] know focusing on the park and some of
[1:00:14] these other projects I mean so we do
[1:00:16] have it on our near-term agenda to bring
[1:00:19] that topic back to you guys to consider
[1:00:21] how you want uh to move forward with
[1:00:24] that I mean one idea would be to combine
[1:00:26] both or you could have separate
[1:00:27] committees or we can continue
[1:00:29] functioning in in this direction where
[1:00:32] we're bringing these items to you kind
[1:00:33] of on a biannual
[1:00:35] basis regardless I think the most
[1:00:38] constructive thing that we've done is
[1:00:40] quarterly review these We Gather these
[1:00:43] Traffic Safety related complaints a more
[1:00:45] formal aspect and then we review them
[1:00:47] for Trends and I mean I think that's
[1:00:49] been very assistive to helping us direct
[1:00:53] the limited resources that we do have to
[1:00:54] make sure that we are getting the most
[1:00:56] out of uh you that we're actually
[1:00:58] hitting the the areas in the in a
[1:01:01] strategic fashion great thank you Kevin
[1:01:04] and thank you Ron as uh council member
[1:01:06] Costa pointed out we appreciate the
[1:01:08] history that you tried to bring there
[1:01:10] for us that intersection uh High Street
[1:01:14] has a high Street has a it's like a drag
[1:01:18] strip and and the houses on each end of
[1:01:20] it seem to get hit by cars so U I'm sure
[1:01:23] that doesn't go into the traffic safety
[1:01:25] data there but but uh it continues to be
[1:01:28] a problem moving on uh item Six
[1:01:33] B uh Communications update receive an
[1:01:36] update uh on the 2023 communication team
[1:01:39] activity would that be it's gonna be me
[1:01:42] this evening Kelly is um on in route or
[1:01:47] just newly got there she's attending uh
[1:01:49] the risk management conference uh this
[1:01:50] week um so I will give just a quick
[1:01:54] update this is really just a quick kind
[1:01:56] of annual um update if you recall a few
[1:01:59] years back we we did put together a more
[1:02:02] uh concerted effort very similar to the
[1:02:03] traffic safety related aspect where um
[1:02:06] key staff is getting together on a
[1:02:08] monthly basis and reviewing what
[1:02:10] projects what aspects what things are
[1:02:12] going on and kind of developing a
[1:02:14] communication strategy from there to try
[1:02:16] and kind of uh put our efforts together
[1:02:19] um I think we have done really well um
[1:02:23] in getting that information out but I
[1:02:25] will also say that we're probably at the
[1:02:27] maximum of what we can do under that
[1:02:30] system uh so I bring this back to kind
[1:02:32] of you know just kind of do a check-in
[1:02:34] with your council is the communication
[1:02:37] um kind of aspects that are coming out
[1:02:39] of the city uh meeting uh the goals of
[1:02:42] the community and your Council um if if
[1:02:45] it's something that um either we feel
[1:02:48] that it's not or we would like to take
[1:02:49] it to the next level my my
[1:02:51] recommendation is that that be something
[1:02:53] that we do look at at and consider um at
[1:02:56] a budget time that um you we do not have
[1:03:00] a a staff person that is specifically
[1:03:04] dedicated to Communications that doesn't
[1:03:07] necessarily mean that it has to be a
[1:03:08] full-time position it could be something
[1:03:10] that we consult out we've seen some of
[1:03:12] our neighboring cities um you recently
[1:03:14] Embark in more you know kind of a a PR
[1:03:17] consultant thing to kind of help bolster
[1:03:19] their communication efforts um so this
[1:03:22] is really just sort of a check-in um we
[1:03:24] get together monthly we review the
[1:03:26] projects that we have we kind of take
[1:03:28] toll of what's out there uh kind of do
[1:03:31] some rumor control and make sure that um
[1:03:33] if there's something that we're missing
[1:03:35] in the communication pattern we try and
[1:03:36] get something out um you know Brad does
[1:03:39] an excellent job with his side on a more
[1:03:41] regular basis uh getting information out
[1:03:43] it's also uh the same folks that are
[1:03:45] involved in any emergency related items
[1:03:48] and a lot of the stuff that we do is
[1:03:50] just kind of capturing what's already
[1:03:52] going on in the community and sharing
[1:03:54] that information so you know I would say
[1:03:57] you know probably 50% of it's our own
[1:04:00] content um it's using everbridge
[1:04:04] formerly nixel it's using you know the
[1:04:07] city social media Pages it's using um
[1:04:11] our web page it's all across the board
[1:04:14] um and so we try and each everybody's
[1:04:16] kind of responsible for a little area so
[1:04:18] getting together once a month has been
[1:04:19] immensely helpful to coordinating that
[1:04:21] effort and make Shing that that
[1:04:23] information is out in the the most
[1:04:25] coordinated way fashion I'm just saying
[1:04:27] that if we want to take it to the next
[1:04:29] step we've probably maximized what we
[1:04:31] can do um with the staff that we have
[1:04:34] because those folks have other duties
[1:04:37] and so you know there's only so much
[1:04:39] they can throw at the these
[1:04:40] communication pieces so it's really just
[1:04:41] a check-in but um also if it's something
[1:04:44] that we think we need to enhance or take
[1:04:46] to the next level then we'll definitely
[1:04:48] want to give some consideration to it as
[1:04:50] we move forward into our goals planning
[1:04:52] session for fiscal year

[1:05:02] hours would you estimate goes into this

[1:05:17] our public works department who also you
[1:05:19] know wears a separate hat of you know
[1:05:21] managing the city's um you know social
[1:05:23] media Pages as well Hillary on the
[1:05:25] website uh side and then wilda um shock
[1:05:29] on our economic development side getting
[1:05:30] it out to some of our you know other key
[1:05:33] pieces all kind of uh you do that on a
[1:05:36] more consistent basis and then you have
[1:05:38] other folks you know mostly department
[1:05:40] heads um myself who are you know putting
[1:05:43] some other content and messaging
[1:05:44] together on um you know a less frequent
[1:05:47] basis so it's it's hard to
[1:05:49] quantify um but that's but that's sort
[1:05:51] of the problem is it's so diffuse across
[1:05:54] Ross the entire city organization right
[1:05:56] now that there's not one person really
[1:05:59] uh you know responsible for the overall
[1:06:01] content of it just seems like if we
[1:06:03] wanted to consider how
[1:06:04] to staff that other than the way it is
[1:06:08] now we're going to need to kind of get a
[1:06:11] starting point right yeah I mean I mean
[1:06:15] I think there are there are a couple of
[1:06:16] different ways you could do it one you
[1:06:18] know that Communications team can still
[1:06:19] continue to operate and can probably
[1:06:21] identify one or two things each month
[1:06:24] that maybe goes out to you know a PR
[1:06:28] firm or something to develop a higher
[1:06:30] level content um you know we could
[1:06:33] consider you know a summer internship or
[1:06:36] something like that and just see what
[1:06:38] kind of process or what kind of product
[1:06:40] we can get out of that and if that's you
[1:06:43] know if that's a worth it you know
[1:06:45] you're talking 20 hours a week and kind
[1:06:46] of gauge from there so I mean there's a
[1:06:47] couple different directions we can go
[1:06:49] and we can do a little better job at
[1:06:51] trying to quantify the hours that are in
[1:06:53] there
[1:06:55] thank you what about if I may um besides
[1:06:58] just staff hours what's the the feeling
[1:07:00] amongst the staff is it a big drag on
[1:07:03] staff to to be putting together posts
[1:07:05] and and Outreach whether it's nixel or you know the new platform how how is

[1:07:12] staff-wise I I think it it it probably
[1:07:15] depends it's both it's you know I think
[1:07:17] sometimes it's really exciting
[1:07:18] especially when you're working on things
[1:07:20] like the park and you're you putting
[1:07:21] things like on that out but other
[1:07:24] efforts I think we've all kind of shared
[1:07:25] grumbles that you know man you know 20
[1:07:27] or 30 years ago this was easy you just
[1:07:29] sent one press release to the record B
[1:07:32] and boom you were done now we're we're
[1:07:34] having to match content across several
[1:07:37] different and this isn't just us this is
[1:07:38] a this is an issue that every City's
[1:07:41] dealing with it's what every marketer
[1:07:43] dealing with so yeah there is there's a
[1:07:44] little bit of a kind of a a
[1:07:47] burden to that but going outside for a
[1:07:52] another firm or or hiring somebody to
[1:07:55] handle all of uh the Outreach would that
[1:07:58] alleviate department heads and and Chief
[1:08:02] and everybody's staff a big weight off
[1:08:04] your shoulders or is it like yeah I just
[1:08:06] do a little bit here and there and we
[1:08:07] all kind of chip in to get it done no I
[1:08:10] think the the the easy answer to that is
[1:08:12] yes it it it would take a large burden
[1:08:14] and then you would be freeing up
[1:08:16] people's time to go other ways but I
[1:08:17] think the problem becomes how do you
[1:08:19] balance that against some of the other
[1:08:21] priorities that your Council has because
[1:08:24] you know we we've got a limited limited
[1:08:26] number of resources we have I mean if
[1:08:28] this is working I um and we are getting
[1:08:31] our message out in a consistent and
[1:08:33] positive fashion then I think we're all
[1:08:36] committed to continuing to do that I
[1:08:38] just think if if the thought is that
[1:08:40] it's not or we want something higher
[1:08:42] then it's something we're going to have
[1:08:43] to consider that that kind of is going
[1:08:45] to require a bit more of a kind of a a
[1:08:48] capacity change um from what we're doing
[1:08:52] but yeah you're going to have to balance
[1:08:53] that
[1:08:54] against um your other priorities yeah

[1:09:37] not something that necessarily you're
[1:09:40] doing on a you you know from scratch I
[1:09:44] mean a lot of like for instance when we
[1:09:45] were doing a lot of the park stuff we
[1:09:47] were out there taking pictures of that
[1:09:49] stuff anyways we were writing reports
[1:09:51] anyways so it wasn't but it wasn't extra
[1:09:54] step a different deviation to make sure
[1:09:55] that we were getting that message out to
[1:09:57] the public okay thank you if I just one
[1:10:01] thing it it seems to me that you made a
[1:10:04] Quantum Leap here from you know the
[1:10:06] Outreach in 22 to 23 and um as you
[1:10:10] mentioned you know then you start
[1:10:12] talking about cost benefit ratio and you
[1:10:14] know what what and taking away from
[1:10:15] other things that we need to do it looks
[1:10:17] like you made a great leap in What's
[1:10:20] Done and the chief was always talking
[1:10:22] about his site I mean I don't see if it
[1:10:24] ain't broke don't fix it kind of thing I
[1:10:26] think we're in a good place and until we
[1:10:28] get like you know influx of huge amounts
[1:10:32] of of Revenue I I think you're doing a
[1:10:34] great job with what you have and I and I
[1:10:36] like the status quo I guess one thing I
[1:10:38] did fail to mention the big elephant is
[1:10:39] the room is some of our biggest players
[1:10:42] Brad and Andrew are both retiring um
[1:10:46] here in the near future so I mean it
[1:10:47] should have left that
[1:10:48] up should I led with that
[1:10:51] one no but I mean I the model is there
[1:10:54] they they've certainly have left us in in a position uh you know to to pick
[1:11:00] those pieces up but there's going to be changes on on how
[1:11:03] that's going to go and and I think some
[1:11:05] of that is you know are you going to
[1:11:06] expect a new Chief or a new compliance
[1:11:09] officer to to handle this so I mean
[1:11:11] there's going to be balancing effort
[1:11:12] that we're going to have to do on our
[1:11:13] side but the model is working it's just
[1:11:17] I I just want to be honest that I don't
[1:11:19] know how much more it can go um at its
[1:11:24] current rate I mean it can it can stay
[1:11:26] level but I don't know if we can we can
[1:11:28] jump to that next level but if if that's
[1:11:30] not warranted at this time we can keep
[1:11:32] doing this and we'll keep visiting it
[1:11:34] you know annually and seeing if it's not
[1:11:36] working we can look at different
[1:11:38] directions thank I love that idea though
[1:11:40] if if you you threw out one creative
[1:11:42] idea like a an internship kind of a
[1:11:45] position so I don't know if you're ready

[1:12:11] we're in the business of doing is being
[1:12:13] transparent and we we perform public
[1:12:16] services and it's very important that
[1:12:17] the public understand what it is that
[1:12:19] we're doing and be informed by it so I
[1:12:20] mean it's a natural it's a natural piece
[1:12:23] of the local government setting but it
[1:12:25] is constantly changing and I do see that
[1:12:27] demand

[1:14:03] Forbes Creek headwall and heartley
[1:14:05] Street Culvert uh environmental report
[1:14:09] projects thank you mayor freyo council
[1:14:13] I'm really excited to give this
[1:14:17] information this is the fascinating
[1:14:20] topic of the dynamic nature of Federal
[1:14:24] funding and the
[1:14:25] inevitable contract amendments that go
[1:14:29] hand inand with Federal funding
[1:14:33] so I feel like I gave at least 30% of
[1:14:37] this update at the special meeting
[1:14:40] for the disaster declaration so I will
[1:14:43] try not to be redundant and and be more
[1:14:47] specific
[1:14:48] on the nature of federal funding when
[1:14:52] it's a associated with a road is the
[1:14:55] funding
[1:14:57] originates at the US do Federal Highway
[1:15:01] and it's passed to
[1:15:02] calr
[1:15:04] and the federal agency passes the
[1:15:08] federal requirements to Caltrans and
[1:15:10] Caltrans polices us basically to ensure
[1:15:14] that we stay in compliance with the
[1:15:16] federal requirements of the federal
[1:15:20] money so the first problem that we
[1:15:25] encountered on this project was we do
[1:15:29] not have staff sufficient staff to meet
[1:15:35] the federal requirements so we hire a
[1:15:37] consultant who is an expert in complying
[1:15:41] with the
[1:15:43] onerous requirements dictated To Us by
[1:15:46] the
[1:15:47] feds
[1:15:49] and we couldn't find a consultant that
[1:15:53] was interested in bidding on these
[1:15:56] projects because in the public works
[1:15:59] world they're
[1:16:01] relatively small
[1:16:03] items um big projects to us but small
[1:16:06] they're huge projects to us but in the
[1:16:08] public works
[1:16:10] World Statewide they're they're they're
[1:16:12] relatively small contracts so we had an
[1:16:16] incredibly difficult time
[1:16:19] selecting or getting a bid one bid we
[1:16:23] finally got one bid
[1:16:27] which we can award to a soul bidder but
[1:16:32] since we only got one it opened a whole
[1:16:35] another Pandora's Box that we had to
[1:16:38] fulfill and prove that we had done our
[1:16:40] due diligence in publicly advertising
[1:16:43] this and that we had checked all the
[1:16:46] boxes so that we could then be
[1:16:48] reimbursed for this consultant's time if
[1:16:51] we skip a step we would would lose the
[1:16:53] funding for reimbursement for this
[1:16:56] consultant the consultant takes a look
[1:16:59] at the project and works closely with
[1:17:02] staff to get a conceptual idea of what
[1:17:05] the design will be for these two
[1:17:08] projects and they take that information
[1:17:11] and they do their best to provide a
[1:17:13] scope that they feel would cover the
[1:17:16] entire project so a as we go through
[1:17:19] that process and you can only do one
[1:17:22] thing at a time the first step is the
[1:17:26] environmental and it requires squa and
[1:17:28] NEPA which
[1:17:31] are it's a tough Hill to climb to meet
[1:17:35] everything they ask to have a successful
[1:17:38] environmental document when you're
[1:17:40] dealing with NEPA so as we go through

[1:17:49] compiles the environmental reports that
[1:17:52] they feel would be required for an
[1:17:55] approval of the environmental document
[1:17:57] and they submit those out to several
[1:17:59] agencies um California fishing game the
[1:18:04] water board Army Corps of Engineers uh
[1:18:06] whoever is on the list through the
[1:18:10] consultant's experience and expertise
[1:18:13] that this would get distributed out to
[1:18:15] each one of them each one of these
[1:18:18] agencies on their own time
[1:18:21] schedule
[1:18:24] reviews the documents and they may be
[1:18:28] happy with the reports that are
[1:18:29] submitted but often they require
[1:18:32] additional
[1:18:33] reports that the consultant may or may
[1:18:37] not agree with it was necessary but
[1:18:39] nevertheless now we have to produce it
[1:18:41] the additional report would then be
[1:18:43] outside the scope of the original
[1:18:46] contract that we have with them and
[1:18:49] that's how we get into an amendment I
[1:18:52] would also o like to point out that
[1:18:55] often the review by each one of these
[1:19:00] agencies takes so
[1:19:02] long that the regulations have changed
[1:19:06] by the time we've submitted it until the
[1:19:09] time they've reviewed it and that can
[1:19:12] also create the
[1:19:14] scenario to require an additional report
[1:19:17] which would require a contract Amendment
[1:19:20] now there are avenues for us to then
[1:19:25] reapply for additional funds to Caltrans
[1:19:29] that will then submit it back up to the
[1:19:32] feds so there is an Avenue for us to
[1:19:34] recover the funds for these amendments
[1:19:38] but that also takes an incredible amount
[1:19:42] of paperwork and time for the state
[1:19:44] first to review it on their own schedule
[1:19:47] and subsequently the Fed
[1:19:50] so this is the reason that that Forbes
[1:19:54] Creek and Harley are taking so long and
[1:19:59] we have applied for the additional
[1:20:01] funding on the Amendments that are
[1:20:04] listed in the staff report but as this
[1:20:08] goes on and we get these I don't know
[1:20:10] that they're small amendments they're
[1:20:12] not huge amendments but they start to
[1:20:14] build up and what we cannot apply for
[1:20:18] and what is not budgeted for is every
[1:20:21] time there's an amendment there an
[1:20:23] additional
[1:20:25] 11.47% match that the city is then on
[1:20:30] the hook for and so as these were going
[1:20:34] along and and Kevin and Nick and I work
[1:20:37] together close on these uh and figure
[1:20:39] out how we're going to get them paid for
[1:20:41] and budgeted and we all felt that it was
[1:20:46] important that we bring this to Council
[1:20:48] in an information piece so that we
[1:20:51] didn't weren't in a position somewhere
[1:20:53] later where we have all these contracts
[1:20:55] amendments that you know the first
[1:20:58] couple were in the city manager
[1:21:01] authority to sign for but we just
[1:21:05] thought it would be a good idea to bring
[1:21:07] this out as information and I would take
[1:21:11] my best swing at explaining that
[1:21:14] process
[1:21:17] and and just let everyone be aware that
[1:21:20] this you know the 11.4 per s the
[1:21:24] 11.47% continues to
[1:21:27] increase with each one of these and this
[1:21:31] is separate from the Avenue we're
[1:21:34] investigating to put partly back
[1:21:37] into emergency repair out of the
[1:21:40] permanent repair this is just this is
[1:21:43] just the natural state of the process
[1:21:46] that we would go through anytime that
[1:21:48] federal funds are involved in a Federal
[1:21:51] Highway pass through to calr
[1:21:53] and so that was the nature of this
[1:21:56] report is to just make Council aware of
[1:21:59] the Amendments and how that adds up on
[1:22:01] our percentage of
[1:22:04] match yeah I mean and that that was that
[1:22:07] was sort of the the big picture item
[1:22:09] that we wanted to bring forward to you
[1:22:10] guys is that when these projects first
[1:22:12] came about following the flooding in
[1:22:15] 2019 uh the prices that we were looking
[1:22:18] at are quite different than where they
[1:22:20] are now and
[1:22:23] 11.47% on what those prices are is a
[1:22:25] completely different number of where
[1:22:26] we're at with 11.4 there um however I
[1:22:30] mean these are problems that are not
[1:22:32] going to go away and they're not going
[1:22:34] to get any cheaper but really we just
[1:22:37] wanted to Daylight this out and make
[1:22:39] sure that Council was aware that you
[1:22:41] know why am I still seeing you know the
[1:22:44] barriers out there by Forbes Creek at
[1:22:46] Main Street why are why are those plates
[1:22:48] still over the top of Harley I mean I
[1:22:51] think it's important to understand that
[1:22:53] these these pieces are going on what
[1:22:56] they mean where we're at in the process
[1:22:58] they will eventually get there it's just
[1:23:00] it's really difficult for us to give you
[1:23:02] a straight answer of how much it's
[1:23:03] actually going to cost because it keeps
[1:23:07] changing and like like Ron said they
[1:23:09] keep kind of it feels like they keep
[1:23:11] moving the ball on us I mean one of the
[1:23:13] biggest surprises that we got hit with
[1:23:15] is uh the cost that they want us to
[1:23:19] secure temporary construction right away
[1:23:24] astronomical not not permanent right
[1:23:26] away but just right away that we'll be
[1:23:30] using temporarily while we do the
[1:23:32] construction they have a formula of what
[1:23:35] that costs and
[1:23:38] it's it's astronomical it adds it adds
[1:23:41] huge percentages to it but it's part of
[1:23:44] that Federal process if we want any
[1:23:46] federal monies we have to adhere to all
[1:23:49] those pieces it's sort of an All or
[1:23:51] Nothing kind of piece and that's you
[1:23:54] know and it's it's difficult and in the
[1:23:57] agency's defense you know they they
[1:23:59] can't give us a whole picture until you
[1:24:01] finish this step and that gives you you
[1:24:04] know what it is that you're up against
[1:24:06] they can't answer all those questions
[1:24:08] until they get that and then you okay
[1:24:10] now like like Ron said oh you got this
[1:24:13] going on so now you have to do this
[1:24:14] eight-step NEPA process uh to mitigate
[1:24:17] for that effort well that eight-step
[1:24:19] mitigation process adds additional cost
[1:24:22] and probably more uh issue is the
[1:24:26] additional time that it puts in and so
[1:24:27] we keep hitting these different things
[1:24:29] so just wanted Council to be kind of
[1:24:31] aware of where we're at and uh why these
[1:24:36] things are one taking so long and two
[1:24:39] why the costs keep going
[1:24:43] up and that and you see a lot of
[1:24:45] jurisdictions will throw in the to and
[1:24:46] just say we don't want anything to do
[1:24:47] with Federal money I mean and that's
[1:24:49] where some of these just jurisdictions
[1:24:51] get to that point and what once you get
[1:24:52] started you're po committed well I mean
[1:24:55] you are I mean we're we're committed I
[1:24:57] mean we're obviously going to have to
[1:24:58] pay for the work that's already done but
[1:25:00] I mean if Council says you know stop
[1:25:01] we'll just figure out a different way
[1:25:03] then um you we still have these half
[1:25:06] completed projects that's not my
[1:25:08] recommendation I just think that it's
[1:25:11] you
[1:25:12] know that
[1:25:14] 11.47% just keeps getting bigger and we
[1:25:16] don't have a very large pot to begin
[1:25:18] with and so it starts to eat away at
[1:25:20] other projects but letting C heartley
[1:25:24] deteriorate is just going to cost us
[1:25:26] more money letting the bank continue to
[1:25:29] erode up Forbes Creek is just going to
[1:25:31] cost more money but I I think it was
[1:25:32] just what we really wanted to accomplish
[1:25:34] tonight was just an update and an
[1:25:36] overview and I wish we had better
[1:25:38] answers I wish I could give you a
[1:25:39] definitive timeline and I wish I could
[1:25:40] give you a definitive price but we
[1:25:43] can't

[1:25:51] it up to the to our attention so we
[1:25:53] could understand it and I think in the
[1:25:56] end kind of like you've touched on
[1:25:59] either it's still a benefit to get the
[1:26:01] federal funds and so long as that's true
[1:26:04] and this is what they make this is what
[1:26:07] they require we're just sort of stuck in
[1:26:10] it and that it costs what it costs right
[1:26:13] and I think that's where we are I I
[1:26:14] don't think we're making a
[1:26:15] recommendation that we still don't think
[1:26:16] that it's a benefit I just it's it's
[1:26:18] taking more time and resources than we
[1:26:21] thought yeah
