[6:09] maintain that balance but also that does fluctuate down when we have those short
[6:16] Revenue months with sales tax again that has been through
[6:23] Good Financial review by the council and understanding how we're having to pull

[9:21] asking that we add to where it's a thousand dollars a month to the food
[9:25] bank rather than 10 000 for 10 months twelve thousand for a year

[11:38] ask for addressing and then just show that back to the city as
[11:43] you know that's how much and then that would evaluate probably next year's
[11:48] funding for you well most of our money may be going outside the county yeah
[11:53] that would just be something you might want to look at next year and
[11:58] um when City attorney reviews it you may
[12:03] add some language in there we'll have to review with them but they should
[12:09] submit those reports monthly and I think that states in that contract now but I
[12:14] haven't received any reports so

[12:24] might you know once again look at the contractor
[12:28] I don't know if it's necessarily a problem but maybe we can do this to
[12:32] organize the Chamber of Commerce instead of through the city
[12:39] and then the food banks get allocated whatever funding it it felt would be
[12:46] necessary
[12:52] separate ourselves from those issues altogether

[18:29] the department heads and whatever having their own big having a vehicle there is
[18:33] the response time if we have an issue I think it's the main right deal I mean I
[18:37] know like the electrical and the water department
[18:40] heads in if they have an issue they can call they can come right in rather than
[18:44] having them
[18:52] it's all about response time and a lot of communities
[18:59] give that right to those certain people responds also recruitment you know that
[19:06] helps your neighborhoods like to see a police
[19:09] car and parked in the driveway keep keep a little return down so there's a lot to
[19:14] reasons a lot of communities allow the vehicles
[19:18] in those areas particularly officers who are the ones
[19:23] who are going to be called back in emergency
[19:25] so as far as them taking them home and effect on the budget it is such a minute
[19:32] that we're giving is it worth that versus the morale that you're going to
[19:38] create by having them park at the station and then
[19:42] go to the station you just can't police officers can't operate that way you got
[19:47] a wreck down here they need you now they need everybody on the scene and you have
[19:52] to run down and get your car started probably might not start it might be one
[19:57] of those cold nights so it affects a lot of things and it becomes a public issue
[20:04] you know why aren't they allowed to take the borders home because he could have
[20:07] been there five ten minutes faster and I had somebody in that car I needed out to
[20:13] help with our officers in traffic control so it's a lot about response

[22:52] that's working for the city could be held accountable

[23:02] don't think they should have been doing so if you got time clocked there they
[23:09] got a clock in or they wouldn't have to account for it
[23:13] otherwise you're just taking the word for it
[23:18] that's reason I'd like to see time clocks in each department
[23:22] so did we not trust our employees I myself I don't trust very many people
[23:29] until I get to know them and I don't know any of the employees I
[23:34] mean not any of the department heads and stuff
[23:38] I don't even know any police officers
[23:45] I think too Don's a you know
[23:50] city manager has different department heads realizing
[23:55] if that department had it can't is not functioning within that
[24:00] framework of
[24:02] people sleep on the job or whatever or doing
[24:07] things you're not supposed to well it adds up to that that person I think to
[24:12] hold them accountable and say we need to get this done I I don't know that time
[24:18] clock is going to want to help that situation we're going to make them think
[24:22] a little bit more because I if I sign in if I sign in I'm going to look the way
[24:28] it goof off I'm sure we'll look forward to goof off you know what I mean before
[24:32] you signed in I've been a place where you didn't sign in some of the best
[24:35] employees I had were they forget to sign in I know that's that's not maybe
[24:41] acceptable when you have a situation like that but I think it's
[24:45] tough to because it
[24:47] you know I think it's kind of you're talking about trust that got the top
[24:52] he's got to be trusted by the city manager and then he's got to get
[24:56] developed that trust those people and then if I'm working for Josh and I'm not
[25:00] showing up on time Josh stays home me accountable for that
[25:03] and that's one thing I agree with you it's easier to tell whether somebody's
[25:08] on time or not and one thing you can just miss somebody for is not being on
[25:13] time it's pretty easy to do because it's a black and white you say okay you're
[25:18] close report to work at eight o'clock on Monday morning you can get here till 8
[25:23] 15. you're consistently late or whatever yeah other than toodles
[25:28] there you can host somebody accountable for that pretty easily because that's a
[25:34] that's a major you know manageable thing you can see and say that
[25:38] you know if the apartment had felt like that was a problem I think they
[25:42] how do they need to handle that situation because
[25:46] ultimately I think that would be the city manager to be able to work with
[25:51] those people and say hey we're we got a big problem here people are getting
[25:55] their their stuff done on a timely fashion and not reporting to work on
[25:59] time hopefully you'll see that poor city
[26:02] manager said it but if they didn't well then
[26:05] I told that person accountable at that point
[26:09] I'm not dealing with you I'll make them accountable I think that's a good idea
[26:12] but I I've been where we signed in when we didn't sign in and I I don't know it
[26:17] always helped yeah okay well I know like I said I've been
[26:22] all the years I've been out here uh not in Oklahoma but working
[26:31] nine blocks was everywhere you had to punch in if you went out to lunch you
[26:35] had to punch out uh that's pretty much commonplace
[26:40] I don't know I guess I've never done it before so it's
[26:44] tougher for me to to say but I haven't done that before
[26:48] I had to sign in one a couple of years you know but sign out

[27:06] I think we're bringing attention to the city manager and city manager to take it
[27:10] up with the program department head and say you know we've got this concern and
[27:15] we need to do some audience and feedback one way or the other find out what's

[27:31] doing right now there you go so as far as time clock goes that would be left up
[27:36] to us to where but where if we can put uh
[27:40] I don't know what the cost is I went that far yet that would be another thing
[27:46] it's got to do the cost and buy the time clock system right advantage and then
[27:51] you mentioned about a trust if we don't trust our city manager to trust the
[27:55] department heads to trust the guys they're working for
[27:59] where does it start and look it starts with it actually
[28:03] starts with us exactly so we have to trust that our people the people we have
[28:07] in charge are doing the right job and taking care of things I mean
[28:12] yeah but the biggest thing is you look at it now some mistakes were
[28:17] made in the past and we're trying to correct those
[28:21] mistakes which will not be solved overnight but we're punishing the
[28:28] employee because of the mistakes we've made in
[28:32] the past and I don't think that's the proper time right now to do it we need
[28:37] to get our house in order financially and and uh in a positive way
[28:44] and then if we feel like there's there's still a problem then we deal with it
[28:49] then right now we're asking the employees to try to correct the mistakes
[28:55] that we're making the past because that's just look at being a short time
[29:01] on this Council that's things that has been done I look at I think
[29:06] what were they thinking so but with the help of
[29:11] the interim hopefully the future that we've got our house in order and it's
[29:17] going to take three to four or five years before we get out of this thing
[29:21] and and having to distress and the anger of the employees is not where we want to
[29:27] be I mean you know and so and if if I see somebody that's you know sleeping in
[29:35] the vehicle a city vehicle I'm going to report it to the city manager and say
[29:40] can you addresses its situation there might be a maybe there's a legitimate
[29:45] reason for it I wouldn't think so but if there was you know that find that out
[29:50] and if not then they'll make appropriate steps to deal with that because my
[29:56] understanding is it's going to be business as usual
[30:01] unless we catch them in the act is that and that's with assume

[30:18] me being here a year I haven't seen that to be a abused issue each department
[30:25] head will deal and has dealt with employees who are routinely late or
[30:32] arrived but also these same employees are not going to the shop they're

[30:43] punch in after hours that's going to be where it gets confusing and difficult to
[30:48] do because we respond so much after hours in all departments that's
[30:53] uh police fire public works so the time clocks are if we were a larger
[31:00] organization and you I mean we're small enough we pretty much know everybody's
[31:05] move during the day and when they have issues at night I know it whether it's
[31:12] water electric or accidents or whatever so time clocks right now I think moving
[31:18] forward that might be something just to assess uh with your concern and if it
[31:24] becomes a problem management should look at it and bring into life but at this
[31:29] time I don't see that as a big problem within our organization I'm in a car
[31:35] wreck I don't want somebody punch the clock I want to come get me you know
[31:38] whoever's there and the legions show up at the fastest possible and I know
[31:44] that's not the norm you're not made on data by day but you know at some point
[31:49] that's going to be somebody's going to catch on that and
[31:52] that I I'd rather be able to trust the guy to come get me and go out there

[32:03] want the guys out there responding that fast if they can we want the fire

[36:07] our what they call it ucas which is a unified communication application
[36:11] service and it makes it a whole lot easier for you to do those very things

[36:19] Departments so the department has the ability to move from a phone call from
[36:24] one Department to another very quickly very easily all the conference calling
[36:28] all the voicemail things that are modern because they should have on that part
[36:32] though as well the cost savings is in here so it's not
[36:37] like we're asking for more money out of the deal either it's basically going to
[36:41] save you money in addition to having a brand new phone system put into place

[39:00] wondering why you're coming in a different way and Daryl uh probably will
[39:05] help us look at those when this thing starts being implemented so the I think
[39:12] the final is 1200 and something maybe at 35 on that other one uh
[39:19] are going to say let me I've got an example here

[47:16] department could handle in giving us a direction to move towards
[47:22] I know speed bumps are there I know the neighborhoods
[47:26] of that for those who live in the neighborhood are a problem those who are
[47:32] speeding through is a cut through it is a deterrent so this item allows that
[47:36] discussion and asks questions among their Andy the chief
[47:43] baby come up and give us your idea or influencer
[47:51] the main concern I think is more on the street
[47:54] um several residents are called and wanted
[47:58] speakers and the reckless driving and we said we sat on the one on the tree
[48:04] trying to run traffic but the Martin police car slows them
[48:07] down so they don't have a whole lot of traffic on the street
[48:11] I think about pulled from January of this year to like today and we've only
[48:17] had eight contacts on that street residents have asked for that used to be
[48:22] a stop sign at uh attraction Jackson and and Winona
[48:29] and I don't know if that would slow it down or or what

[48:44] something to consider in that I think you would be

[1:49:09] and the bottom line is like you said there's a lot of citizens out there

[1:49:46] hold it sell the that old dump out there and then a kind
[1:49:49] of cool my judge what if I never get in that pipeline across there and you know
[1:49:54] we'll make sure we're making the best decision for long term because sometimes
[1:49:59] it'll be a page two to it and there's some information that we need to make
[1:50:03] sure we're aware of and or not maybe we don't know what's going on and we need
[1:50:07] to do that I'm not saying we don't and I'm not just giving you nobody's going
[1:50:11] to tell you the golf course is making money you don't think there's a plan to
[1:50:14] turn around overnight but we need to look and do some detail planning on it

[1:51:45] look at is negative 18-0 course
[1:51:49] and that would take a substantial amount of money
[1:51:52] and investment to do and whether we want to do something like
[1:51:57] that or maintain what it is or you know but you
[1:52:03] you look at within a 20 mile radius there's probably four or five 18-0
[1:52:08] courses that people can go to so

[1:53:28] so my question is could we not transfer one of the ATVs in one of the drones
[1:53:35] to the police departments there's two down at EMS and fire so they've got two
[1:53:40] house down there can we not take one put it up for the PD to use the drones for
[1:53:46] the PD to use and then leave one down here for EMS and fire I will look at
[1:53:52] that and talk with Miss Jansen she's hearing this so it's something to
[1:53:56] consider any other comments

[1:56:29] documentation and uh pull any other information they may see fit once they
[1:56:37] get through those items um
[1:56:41] 21 and 22 financials are we're looking for some agreements that can't be found
[1:56:47] those should be submitted to the audit firm here within the next few weeks I
[1:56:53] anticipate your audit should be given to you July maybe but it could be August
[1:56:59] but at least we see the light at the end of the time we do have a draft of the 21
[1:57:06] but until the auditor presents these to you guys at a meeting those will remain

[1:57:19] the meter installation we have been having team meetings this month or the
[1:57:24] last couple of weeks we've got our base station Daryl has worked on that where
[1:57:29] we've done some test metering and it is reading with the electric we've
[1:57:33] installed an electric meter I believe Thursday they will be in town installing
[1:57:40] um another water meter at two addresses we've chosen to the employees because
[1:57:45] they're easy access and we they can get in and check to see their reading
[1:57:49] capability they will PMI is the construction
[1:57:54] installation contractor they will be in town starting on Monday we will have a
[1:58:00] team meeting to kick off when we know the area that they're beginning
[1:58:05] we've got been given samples of news releases we'll do some social media
[1:58:10] posting because they will be in that area people will be affected with water
[1:58:16] turn offs when they do the can meter can and the water meter with the water meter
[1:58:23] can installation included in this they're only going to be able to do
[1:58:28] anywhere from 10 8 to 10 a day so that's going to be kind
[1:58:33] of slow but we'll also have to encourage our residents to when that water's off
[1:58:39] run your water because you could get some discoloration they're also going to
[1:58:43] help us do what we're required to do from DQ
[1:58:47] lead and copper testing so when they're on site pulling those meters out we're
[1:58:52] going to test not test we'll identify the customer line whether it's lead or
[1:58:58] copper and whether we have to note this and turn all this information to DEQ
[1:59:03] that has to be done by 2024 so they're going to help and while they're there
[1:59:08] they're doing latitude longitude they're doing pictures it's going to be very
[1:59:13] informational as they progress electric meters are still running behind we have
[1:59:19] a few they're hoping like summer once they get in they'll start installing
[1:59:24] those electric meters will be very quick the water meter and water meter cans is
[1:59:30] going to be a slower process well well somebody somebody's going with them or
[1:59:34] at least checking there as they go and make sure that because I know that was
[1:59:38] what I was told the last time Josh you might remember the nightmare they put
[1:59:44] some on the south side of town it should have been on the North and
[1:59:47] different areas yeah they are going to um
[1:59:52] uh what they call marry those meters into the system while they're on site so
[1:59:57] that will be done on site um the
[2:00:06] the I think it's a mismatched agenda the
[2:00:11] taller technologies will bring all of that data in and take all of our old
[2:00:16] data into their metering system so it's it's kicking off so
[2:00:25] um the um installers will be hanging door
[2:00:30] hangers they'll be making customer contact before they disconnect so but we
[2:00:36] are going to have cruises we are limited Crews so we're our Brandon's going to
[2:00:40] try to uh because you we may have three construction Crews I mean hopefully the
[2:00:45] more construction installers they bring to Town the faster we can move so we're
[2:00:50] going to be on top of that and uh then we'll have training in-house in order
[2:00:55] how to retrieve and gather that data as well so back to the land of the copper
[2:01:02] so if you have a homeowner that has led piping what's going to be done for them
[2:01:09] and it's already held for the um the representative from DEQ has
[2:01:15] indicated there could be funding coming down for them
[2:01:19] um you know that's going to present issues
[2:01:22] for the city in some areas of town yeah so we're going to have to figure out as
[2:01:28] that is identified and get with DQ and they can help us
[2:01:34] identify homeowner funding because we know a lot of them cannot afford to

[2:01:45] option that we need to be pursuing to have ready for when
[2:01:49] I don't know the time frame the EQ has given us to mandate that of course their
[2:01:55] issue is to us and this is tough what they don't then just disconnect them

[2:02:33] assessments with Consultants coming in there within the next couple of weeks
[2:02:37] not from our perspective but from the Lindsay Municipal Hospital perspective
[2:02:41] they are aware of that and that information gather will begin and then
[2:02:48] we'll be advertising for uh in as director start internally in Nevada
[2:02:56] if we need one thing that's very critical that's

[2:03:39] really staffed uh they're still short on shift

[2:03:53] so they do and are trying to offer those holes in their shifts to those part-time

[2:04:15] county is still receiving bids if September October
