[39:34] July I attended a webinar and this is just kind of a rundown of what I've done

[39:38] since I've become director or was in the interim. Uh I attended a webinar from

[39:43] KDM on preparedness. Uh in their preparedness series um that was

[39:49] insurance pitfalls during disaster. Uh I met with the sheriff under sheriff rule

[39:54] fire and it to put together SOGS for the command trailer. Uh this included

[39:59] directives on who was to set up tear down and cleaning. And this is in

[40:03] response to the tornado event in April. Uh we had the LAPC meeting July the 23rd

[40:09] at the health department. Natalie Geredi u our regional coordinator from KDM and

[40:14] Carol Arnold from the Red Cross were our guest speakers. Uh we talked about the

[40:18] need to exercise our capabilities and uh lunch was provided by emergency

[40:24] management 22 attending and the annual meeting will be January 27th in

[40:29] Pleasanton. Um, I went to Jefferson County on July

[40:34] the 30th and acted as an evaluator for an exercise that they had um, entitled

[40:39] Jefferson County Earthquake. And then in August, I taught CPR first aid AED

[40:45] classes to the transportation department at USD 344. And I have two more uh, CPR

[40:52] trainings set for September. So far, um, I attended the Southeast Regional KMA

[40:58] meeting in Bourbon County. you we are a part of the northeast region but we have

[41:03] a lot more in common with the southeast region. So I went down there to just to

[41:08] make introductions and see how they handle things and I mean knowledge is

[41:13] good and so we can if I can glean from other counties that's a good thing. Um

[41:19] in the afternoon I attended an exercise design class for their upcoming

[41:23] exercise. I'm still working with Carrie Terry

[41:26] Keegan from KDM. Um he is the state training program manager. Um I want to

[41:32] bring the American Red Cross shelter fundamentals training to Lynn County and

[41:38] this would be open to other counties. They put it out on Kansas train um as

[41:42] well as anybody in Lynn County that would like to become a uh Red Cross

[41:46] volunteer. I attended uh Lynn County Department

[41:50] head meeting and it was nice to get to discuss things with the other department

[41:54] heads. Um I'm part of the Everbridge working group for the northeast region.

[41:59] Uh we had a teams meeting to discuss the new fund uh functionalities of

[42:04] Everbridge. I attended the KDM webinar avoiding scams after disasters.

[42:11] I hosted a meeting that included city and county public works supervisors and

[42:15] city officials. Jason from GIS provided me with maps

[42:20] showing property around each city that is owned by either the cities or the

[42:24] counties. Um, and with the city's input, we were able to discuss temporary debris

[42:29] sites for each city. There were other topics discussed and all agreed that it

[42:34] was a good meeting and that they wanted to meet more often. So, we're going to

[42:37] meet quarterly with all the public works guys from the city.

[42:42] Um after gaining the information from that meeting I was able to complete the

[42:45] debris management part of our emergency operations plan for the and I sent it

[42:50] off to the state for approval. Uh they will go through it list any changes that

[42:56] they want and it after they approve it then it will go to you guys for

[42:59] approval. um they are going away from Kansas

[43:03] Planner which is where we have it right now and so uh we have to start all over

[43:09] from square one and put all information into a new program because the state has

[43:13] changed. So uh in addition to the meetings and training I continue to do

[43:18] the normal work that I've done um as the EM planner for the next for the last 10

[43:23] years. Um next Monday through Thursday I'll be attending the KMA conference in

[45:22] to share about the keys event that I was able to attend two weeks ago in

[45:25] Manhattan. Um, I was able to meet with several hundred economic developers, e

[45:30] community members, and teachers across Kansas. Got to hear from some great

[45:34] speakers and attend several classes. Um, where we talked about marketing beyond

[45:39] the fler, filling empty buildings in your community, and using AI and

[45:44] economic development. Um, so we're now we're just kind of trying to decide. As

[45:49] you know, we were one of the first um e community members Lynn County was in

[45:53] 2009 under Dennis Arnold, I believe. Um and we will be losing that membership in

[45:58] September if we don't take some kind of action. While I'm not really sure what

[46:03] that looks like, um Chassity and I have talked about it a lot. Um

[46:09] and we're not really sure how it can continue. Um, we hate to lose it because

[46:14] Janet said it'll be hard to to get back and it is a good tool if you guys do

[46:19] ever hire an economic developer. Um, so if you have any suggestions, I don't

[46:27] know. Um, I would be willing to help with whatever I could. Um, basically the

[46:33] e community, um, they meet quarterly, minimum quarterly, monthly if you can.

[46:39] Um they just provide direction, set goals and collaborate on creating

[46:43] creating a thriving entrepreneurial environment. Um

[46:48] a network Kansas normally comes to the meetings, a financial review board to

[46:53] review loan applications. Right now we have several loans out

[46:57] through um e community. >> How many counties belong to us?

[47:02] » Well, you know, that's a good question, Jim. I knew I know five just joined and

[47:07] I had a map and I forgot it. So quite a few but we just had five new ones and I

[47:12] think it's quite a lengthy process to join. I just know um the COO came up to

[47:17] me the other day and was asking me some questions and he was friends with Dennis

[47:20] Arnold and he said do you know you were one of the first ones and so um so I

[47:25] can't tell you for sure and I could get back with you on an answer for that. Um,

[47:29] but it gives us things like ecom community programming dollars. In the

[47:32] past few years, we've used those funds to provide pri prizes for youth

[47:37] entrepreneurship challenge. We've sent business we can send businesses to

[47:41] destination boot camp. I don't know if we've done that. I haven't been involved

[47:45] in any of that. Chastity says yes. Um, so we would just lose access to the

[47:50] funds. Um,

[47:55] the opportunity to sell entrepreneurship tax credits. Um, these are just a few

[48:00] things that Janet had shared with us and you guys may have seen that email back

[48:04] in May, 1 of May. >> It's also a gap for those individuals

[48:08] that are trying to start businesses that maybe can't get a full loan at the bank.

[48:12] Um, e community helps provide that gap loan process for some of our and we do

[48:19] have as Ashley mentioned several businesses that have used that

[48:23] » and there's so much you know I was talking with Chastity and I don't even

[48:26] know what all they can do. Um, it was a it was a great conference and tons I

[48:30] mean tons of people work there. It's a fairly new within like the last I don't

[48:34] know 20 years I think they said they started and I think there's a lot out

[48:38] there. I just don't really I haven't taken the time to really dig in deep.

[48:43] Um, but I just think if you guys do ever

[48:47] fill that role, it would be a great tool and a shame to lose it. So

[48:53] » Jim, it looks like there's 82 community partnerships that work with Network

[48:57] Kansas.

[49:07] » We talked about, you know, maybe like there was a way to fill it within the

[49:11] county. It cannot be, we cannot pay them. Can't pay them. But if you could

[49:15] use like several of the county workers, we have to have five minimum five. And I

[49:20] think the max is like 10 to 15, but we don't really want too high of a number

[49:25] because then you have to have so many present to vote on anything. Um,

[49:36] » would you be interested in part-time? >> I would. Yes, and that's what I was

[49:39] thinking too. Like um, you know, I spoke with lots of economic developers in

[49:44] Manhattan and I mean without like having some direction, I wouldn't really just

[49:50] want to jump in. Um but yeah, if we could do like some kind of like a

[49:53] part-time or like a work from home, um I would be happy to shadow um I've spoke

[49:59] with other economic developers and shadow them or if we just wanted to

[50:03] figure out a way to keep the um e community membership alive.

[1:26:37] Um, the broadheaded skink has been removed from the endangered species

[1:26:42] list. So, we cleared that hurdle. We're waiting on the Kansas Biological Survey,

[1:26:49] the Kansas State Historical Society, and the US Fish and Wildlife Service. Tony

[1:26:54] did not suspect any hiccups there. Um once we get those those uh three final

[1:27:01] approvals, then we can uh talk about doing some core sample drilling out

[1:27:06] there to see where the bedrock is and the water table is so we know how deep

[1:27:10] the cell will be. So we're making progress there.

[1:27:14] Chassity and I met with uh world premiere um Friday in regards to the her

[1:27:21] not necessarily the heritage grant. I guess that's their primary focus. He put

[1:27:25] together a proposal. I didn't have time to put it in your packet for this week.

[1:27:30] up on that. Um, basically they're wanting to do the work for us in regards

[1:29:49] miles on it. I think we can get some good use out of that in-house. I don't

[1:29:54] mind buying used, especially with this one since we know the history of it, you

[1:29:58] know, it's been treated well and maintained and whatnot. Um,

[1:30:07] extra vehicle? >> So, we're going to hand hand one down. I

[1:33:48] that I could come in and help them get that fund set up if they needed some

[1:33:52] assistance with that. So I think that will take care of getting it moved over

[1:49:34] proposed budget for 2027. Um just a couple things prior to him helping dive

[1:49:39] into this. Um we're going to propose what we can come up with today next

[1:49:45] week. If there's going to be any changes, those changes are going to need

[1:49:48] to be made um over this week that we're in right now because as of next Monday

[1:49:54] afternoon at the latest, I will have to have a publication

[1:49:59] um of that those changes that will go to the newspaper in order to meet our state

[1:50:04] statute of the deadline for the public hearing which I believe is September

[1:50:09] 14th. September 14th. So, we've got a couple things to hand out to

[1:50:15] you.

[1:51:00] I will say I want to say thanks for allowing me to use David and hired David

[1:51:06] as a resource. Um, I have not personally entered a ton of the numbers, but have

[1:51:12] watched over his shoulder and ask lots of questions and continue to learn how

[1:51:18] this whole process works. Um, it is a far lengthier process than I think most

[1:51:22] people are aware of and a lot of behind the scenes things that take place to get

[1:51:28] to where we're at today. So, I'm gonna pass it on to David and let him do his

[1:51:33] magic that he's so familiar with. >> So, I have a little statement here I

[1:51:38] want to go through and then of course be happy to get into questions you have.

[1:51:43] But I want to start by saying that the budgets that are you're presented with

[1:51:47] were compiled by using the department budget proposals as they were given to

[1:51:52] the county clerk who then gave me the proposals to put in the state budget

[1:51:55] forms. The completed budgets as you have them do not represent my opinion

[1:52:01] concerning the amounts necessary to fund each department

[1:52:05] and any changes to the department budget should come as a result of discussions

[1:52:09] between the commission and the department heads.

[1:52:12] Now that being said, the budgets you have are not revenue neutral.

[1:52:18] To achieve revenue neutral status, you would have to cut almost $2.2 million

[1:52:24] out of these proposed budgets. I don't think there's that much money

[1:52:29] that could be cut from them and still have enough funding to operate the

[1:52:32] county. But again, that's your decision on how you want to go with that.

[1:52:38] But a little explanation on where we're at and where that money is coming from.

[1:52:44] This year, the county received a large increase in the state assessed value.

[1:52:49] On the value comparison sheet that you have, uh, Just one with just a

[1:52:58] little bit on a page there. The state assessed utilities increased

[1:53:04] $129,540,23

[1:53:08] this year. Um that's an increase of 58.06%

[1:53:15] over last year. Real estate values in the county increased 11,93299

[1:53:23] which is an increase of 7.45. 45%. Total county value increased 140 million

[1:53:31] 23,760 which is an overall increase of 36.07%.

[1:53:38] Included in that real estate value 3,643 came from new improvements.

[1:53:46] So those are additional properties or additional buildings improvements on

[1:53:52] properties. So if you deduct that from the total

[1:53:56] real estate increase, the average taxpayers property only increased about

[1:54:02] 5.17% this year in value.

[1:54:06] The second page of that comparison where there's more numbers there.

[1:54:13] Um, I used my own property at the top of that page just to give you an example of

[1:54:18] how this budget would affect everything. So, if you take a look at that, um, the

[1:54:25] value on my property went up well, would it be about 11,000 on the

[1:54:32] appraised this since last year?

[1:54:37] Um, and I compared last year's values and what the county and fire levies

[1:54:44] totaled out to, which means last year my tax liability to the county just for the

[1:54:50] county and fire budgets was $91253. That's roughly a quarter of my total tax

[1:54:58] bill. Living here in town, I've got city tax on top of all the other things. So

[1:55:03] the county is actually a small percentage of mine with the proposed

[1:55:07] budget you have. Even though it does not go down to revenue neutral and even with

[1:55:13] that increase of around 5% on my property value, my liability to the

[1:55:19] county for the next year's taxes would be $81210.

[1:55:25] So even though you're not going down to neutral, I would still save $100 on my

[1:55:29] county tax >> just because of the proportional change.

[1:55:33] » Yes. >> Based off the state assess, which is the

[1:55:35] power lines, the power plant. >> And if you went clear down to revenue

[1:55:40] neutral, then my liability to the county would drop clear down to 703. So it

[1:55:45] would knock about another $19 off. So this is about halfway between

[1:55:52] the prior levy and neutral. And the bottom of that kind of shows a

[1:55:57] little bit of how that works in the different categories.

[1:56:01] So if you look at the 2025 values and taxes,

[1:56:08] uh the state assessed utilities paid 8.1 million. The real estate section was

[1:56:14] 5.8. With the proposed amount in these

[1:56:18] budgets, the real estate portion would be 5.3.

[1:56:23] So that's your main that's your property owners around the counter county excuse

[1:56:27] me their liability to the county would drop about half a million dollars this

[1:56:32] year. However the state assessed would go up well over $2 million.

[1:56:39] Now you also lost value and personal property and oil and gas. So both of

[1:56:44] those go down. So, I think that's that should

[1:56:50] maybe ease your minds a little bit about looking at going over neutral if you

[1:56:54] need to do that because that extra money is going to come from the utilities.

[1:57:01] Um, the other sheet I gave you a comparison or that Jassy gave you is a

[1:57:06] comparison of budgets and tax funds or did you give Okay.

[1:57:10] » All right. That's one I worked up at home this weekend.

[1:57:14] So, go through that just a little bit.

[1:57:22] » I I think I had like five of them there. I think there was one for Jacqueline,

[1:57:26] too, if she wants it.

[1:57:37] » So, what I did on this one is I looked at three years

[1:57:44] You get back.

[1:59:01] All right. So, this comparison of budgets and tax funds, I took these

[1:59:05] numbers directly from the 25 budget, 26 budget, and the proposed 27 as you have

[1:59:11] it right now. I only listed the funds that produce

[1:59:16] property taxes on here. I didn't get into all the non- tax funds and

[1:59:22] non-budgeted funds. So, if you look at starting with the 25 budget,

[1:59:29] the grand total of those tax funds was $25.5 million.

[1:59:35] The tax amount that came in from that was $14.1 million.

[1:59:41] In 26, the actual budget amount went down by

[1:59:46] almost $600,000, but the tax amount stayed almost the

[1:59:52] same because that was another neutral budget. And you will get a few

[1:59:55] variations on that because when you set levies later in the fall, values tend to

[2:00:01] change a little bit. So even though you're neutral, it might not necessarily

[2:00:05] come out right to the right dollar, but you did stay neutral in last year's.

[2:00:12] And then the proposed budget for 27 as it is right now is 25.4 million. So it's

[2:00:19] actually about a h 100,000 almost 100,000 less than the 2025 budget. It is

[2:00:25] an increase of half a million over the 26 budget.

[2:00:30] And with the levy dropping to the rate that it's shown in there,

[2:00:35] with that increased value in the state assessed utilities, you would bring in

[2:00:41] 16.2 million in tax dollars. So you've got an increase of about 2.1 million in

[2:00:47] tax dollars. Um

[2:00:51] the good thing about that is for the property, the average property owner in

[2:00:56] the county is the state assessed is where that's going to come from.

[2:01:00] So going through all that and I be glad to get into some questions. I'm sure you

[2:01:06] have here in just a minute, but I just wanted to reiterate a little bit of what

[2:01:10] Chassity said. Uh the budgets have to be published by September 2nd to meet the

[2:01:17] deadline that was the September 4th hearing. And that date and time went out

[2:01:22] in the revenue neutral notices. So it's set that you have to at least have the

[2:01:26] revenue neutral hearing that day. That gives you a week to make any

[2:01:31] changes you want to make before it's published.

[2:01:35] I am not going to be available next Monday morning. I'll be out of town, but

[2:01:39] I'll be traveling home that day. So, I will get back by probably early to

[2:01:44] midafternoon. So, if you've got changes that need to go in this before it's

[2:01:47] published, I'll be back in time to work with Chassity Monday afternoon if she

[2:01:52] can just keep track of those changes and we can get the publication ready to go

[2:01:56] to the paper by Monday evening or first thing Tuesday morning.

[2:02:35] you want to make over the rest of this meeting and next week, it could be

[2:02:40] changed before it's published. But even if you published it as it is now and you

[2:02:44] find ways to cut quite a bit out of these budgets by the time it's approved,

[2:02:49] that could still be done because we're just setting a maximum.

[2:02:53] So, with that, I'd be glad to take any questions I could right now if you've

[2:03:02] clarification, David. Um, I'm looking at my own personal real estate tax

[2:03:06] statement and this was something I brought up to David on Friday, but I'm

[2:03:15] tax levy was 3823. In 2025, it was 35. In 2026, it stayed at 35, but but moving

[2:03:23] to 2027, it will go down to like 29 something. Is that correct?

[2:23:22] payable as opposed to having an individual accounts for each department

[2:23:33] differentiations. And so I think that if we could explain

[2:23:38] why we are using one fund as opposed to separate that might help um clarify the

[2:24:25] had his own fund in the state form that 4.6 6 million in next year would be all

[2:24:42] that without a budget violation unless the budget was amended. And you start

[2:24:48] tracking that for multiple different funds and it can be a real accounting

[2:24:53] nightmare to keep up with. you do have

[2:25:02] hitting back on the spreadsheet, that's a problem for me because that's up to

[2:34:32] for this and it was fire used it to you know what I mean or fire bought it and

[2:34:43] person for both departments and you know there was just a lot of things that

[2:34:48] we're going to work through splitting um continuing ed $2,000 that's something

[2:34:56] I'll be doing uh training food lodging 3,000. Um grant training funds was zero.

[2:35:03] Uh building maintenance zero. All these stayed the same except utilities and I

[2:35:07] dropped them down 2,000, you know, just because I think that's going to be

[2:35:11] realistic. Um but everything else stayed the same.

[2:35:15] I did leave the vehicle maintenance and the vehicle, you know, expenses in there

[2:35:22] because I will have to have a response vehicle. You know, I'm going to have to

[2:35:25] have something that I can go on [snorts] scene with. Um, and we were like, "Oh,

[2:35:31] dang. Didn't know if Razer was getting rid of a truck."

[2:35:34] So, um, but I will because I don't, you know, Randy responded as, "Well," and so

[2:35:40] did Doug as one person in one vehicle. Well, now, you know, he will respond to

[2:35:46] a different kind of thing than I will or, you know, I don't have to be there

[2:35:49] when it's happening. I'll be there a little bit later probably, but so that's

[2:35:54] just something that's going to have to happen. Um, The only thing I really did

[2:35:58] increase was KAMP and um I was told to increase 10 to 15% to cover because

[2:36:05] premiums were anticipated to go up. So I just as a safety measure uh increased

[2:36:11] that by 15% and that contractual uh commodities

[2:36:18] um they stayed pretty much the same. um

[2:36:25] capital outlay. I at one point we'd had a $10,000 transfer into special

[2:36:32] equipment. Um, and we hadn't done that in the last

[2:36:37] year or two, but because I'm going to have to buy a vehicle probably out of

[2:36:42] special equipment funds, which is 154,000, I believe, um, I thought it

[2:36:46] would be a good idea to pull out and start putting that money back in to keep

[2:36:51] that account built up. Um, also there is a $5,000 transfer that they had started

[2:36:58] saving for storm siren upgrade and replacements because like Mount City

[2:37:03] storm siren is a World War II, you know. So, and then there's Randy had met with

[2:37:10] a uh salesman and I cannot have to find where he was and get back with him about

[2:37:15] upgrading sirens and putting some sirens in places sitting the the park and I you

[2:37:20] talked to your guys about that. >> Yep. So, that's something I'll kind of

[2:37:23] have to start at ground zero again. But that is something that we really need to

[2:37:28] be proactive about. >> Um,

[2:38:47] anything else and you got my narrative right. So overall um 26 budget was

[2:38:54] 143774. The 27 proposed budget is 138614, which

[2:38:59] is a reduction of $5,160.

[2:57:04] serious mishap up there last week. Contractor collapsed three of the four

[2:57:09] coverts at site one. Um Friday night I went up there. Um, and

[2:57:16] that particular site was finished. They had pulled the damaged ones out,

[2:57:22] replaced them with some of the others that we had on on hand, and uh got it

[2:57:27] all packed in, covered up, and rip wrapped. So, site number one was done.

[2:57:32] Um, they had just broke ground on the site number two, and uh they're working

[2:57:36] with Wellbborne Sales to get replacements for the culverts that were

[2:57:40] damaged on that first deal. So, >> so we still got a road.

[2:57:44] Yes, sir. Still road closure. Um, and I need to get with Brian today or tomorrow

[2:57:49] and find out what's the delivery time on those others because I think they're

[2:57:52] made to order. So, it could be a couple weeks, but um, at this point I have no

[2:57:57] reason to to believe we're going to be beyond his schedule, but I'll find out

[2:58:01] and let you know next week. So, >> is there any type of delay in their

[2:58:09] that because, you know, we have Bettis coming in immediately behind them. So,
