meeting for July 10th, 2026.
Excuse me. Quick reminder that members
[0:17]
are welcome to stand, scratch, or move
during the meeting. We also have options
[0:21]
like standing desks and pedal units
available for use. We will also plan for
[0:25]
a short break at 11:00 a.m.
Today's meeting is being recorded. To
[0:30]

attending this public meeting of

council, you are consenting to your

recorded. I would also please ask those
in the gallery to allow council
[0:40]
discussion to proceed without
interruption. So the meeting and

Okay. Before we begin today's meeting,
[0:49]
I'd just like to share a few minutes and
speak from the heart. In a few short
[0:54]
weeks, we'll reach the halfway point of
our term as council. That means we have
[0:57]
just over two years still ahead of us.
We've worked through difficult issues,
[1:02]
made important decisions, and together
we've helped move this community
[1:06]
forward, and that's something I'm
extremely proud of, and I hope you are,
[1:10]
too. Over the past few weeks, I've spent
a lot of time reflecting. If there's one
[1:14]
thing I know to be true, it's that every
person sitting around this table loves
[1:19]
court.
We may express it differently, but it
[1:22]
shows in our commitment and our passion.
That's what we have in common, and
[1:27]
that's where we need to reset to as our
north star. You look around this table,
[1:31]
you'll see five different people with
different backgrounds, different
[1:35]
experiences, different opinions,
different priorities, and different
[1:38]
perspectives. It is one of our
strengths. We may be different, but our
[1:43]
purpose should remain the same. We will
disagree. Healthy disagreement is part
[1:48]
of good government.
What I want for this council is to
[1:51]
become a place for discussion versus
debate. When we debate, someone wins and
[1:55]
someone loses. At this table, when we
debate, part of our community loses.
[2:01]
Discussion is different.
Discussion is about listening,
[2:04]
understanding, and finding a path
forward together.
[2:09]
The decisions ahead of us will help
shape Lockport for generations.
[2:13]
We have a responsibility to leave this
community stronger than we found it. And
[2:17]
it starts with how we work together
around this table.
[2:21]
When you drop a plate, it shatters into
pieces. You can't simply pretend it
[2:24]
never broke. You can't put back together
exactly as it was. But you're willing to
[2:29]
pick up the pieces. You're willing to
invest the time, the patience. You can
[2:33]
create something whole again. It may not
look exactly as it did before, but it
[2:38]
can still be something strong, sometimes
more meaningful because of the care that
[2:43]
went into repair.
As we head into summer, my hope is that
[2:46]
each of us takes this time to enjoy our
community. Walk the beach, listen to the
[2:52]
birds, spend time with our families,
fall in love with Blackboard again. Then
[2:57]
let's come back ready to do what we were
elected to do. Let's respect one
[3:01]
another. Let's choose discussion over
debate. Let's spend the second half of
[3:05]
our term focused on the future we're
trying to build. Because I truly believe
[3:09]
we are capable of really great things.

already paid in the amount of $48,75.91,

Mr. Mayor, I would like to report to
council that uh we received our
[6:03]
education tax amount
uh for this fiscal year 2627 and it was
[6:11]
like about a little over $29,000
less than we budgeted for. So just
[6:20]
a tidbit for council.

news. We added that to our uh as an
agenda item for our finance committee at
[6:29]
the end of the month to discuss how we
can redistribute that amount.

maybe back to council for direction on
how to reallocate those funds.

Great. Uh on the screen we received a

letter from Leila Krauss, owner and
strategic director of Salty Swabers
[7:01]
housekeeping as well as a local artist.
Um I won't go through the letter. Um,
[7:09]
Miss K is looking for
to complete the
[7:15]
agreed upon
[7:19]
uh project originally uh and include a
recognition of local artists
[7:24]
at the red pett coat sign which she has
so kindly produced for the town up on
[7:29]
Crest Street.
We have any questions and we'll open up
[7:34]
the floor for discussion I guess. Um she
bring brings up a very good point. A lot
[7:40]
of artwork that is specially
commissioned by Naple Town which I think
[7:44]
this was or nomination of a group um
often does have a bio. We have one over
[7:50]
here with something like that. It's
quite inexpensive and uh I have no issue
[7:55]
if council wishes uh heritage tourism
can take that over take a look at that.

It's a participant recognition.
I believe it would be very inexpensive.

based on the information contained
[8:24]
within the letter, um, this was an
agreement with former mayor Hering,
[8:30]
which was two councils ago. It was
installed by former mayor Nickerson
[8:36]
which was the last council
and the expectation is of this council
[8:42]
to honor that agreement that was made
approximately 8 years ago.

So was this a written agreement or a
verbal agreement with whom was the
[8:52]
agreement made? Um if it was with Mr.
Harding, was he still the mayor at the
[8:58]
time? because it the installation
went in after his term. Um,
[9:06]
and is there like is there any record of
this agreement on file anywhere? Um,
[9:14]
and it strikes me like why now? Um, the
sign's been elected for approximately 4
[9:20]
years. So, not sure why this is coming
to council
[9:24]
at this time. Um, also there's a
question around what's the expectation
[9:30]
of the artist. Um,
she sent this from her business page.
[9:37]
Um, her business has only been in
existence for a couple of years. So, it
[9:42]
was not in existence at the time of the
commission. So not sure what
[9:48]
the intent is
for having it on her business letter
[9:53]
head with respect to the bio. I mean the
facts are that she acknowledges this is
[9:59]
a historical interpretive sign. It's not
a billboard or a business promotion
[10:05]
or an advertisement.
Um the artist has signed the work for
[10:10]
acknowledgement.
um according to the letters commission.
[10:15]
Therefore, she was paid for her work.
Um
[10:21]
if she was paid for her work, then the
the sign is now the property of the town
[10:26]
of Walkart.
Um if Mr. Harding paid for it, which
[10:33]
somewhere in the back of my mind, former
counselor may have mentioned that he
[10:38]
commissioned and paid for it himself and
may have donated it to the town. So now
[10:43]
it's third hand. Um, and I'm not 100%
certain of those facts, but um,
[10:53]
and if the artist felt this strongly
about receiving credit, why wasn't it
[10:57]
incorporated at the time of printing?
Um,

the sign is pretty busy, so
I don't know where you would put it. I
[11:08]
don't know.

I don't know if this is going to require
separate erection of of something. Um
[11:20]
I don't know if we if we as a council
went to an art gallery and purchased a
[11:24]
that painting, there's no
there's no requirement for a bio of the
[11:30]
author because the signature on the
bottom of the painting is the
[11:34]
acknowledgement.
Um,
[11:39]
there's no bio associated with this
painting or the work that was done
[11:45]
through the Legion to commemorate the
plaque in the hallway. Um, so I just
[11:53]
those are my thoughts. I just don't know
why this is coming now. Um, we've also
[11:59]
we also have another local artist who
has done extensive
[12:03]
and exceptional work on the new
interpretive signs as well as the
[12:08]
playground murals and um was offered to
have
[12:14]
a preacher of his own uh for
the work that he provided on the murals
[12:21]
and he declined.
But because that offer was made,
[12:28]
should
the two councils pre like previous to us
[12:35]
be expected to honor that? I I just I
don't know. I mean, if the sign had was
[12:41]
just being erected now, then that might
mean something, but it's been up for at
[12:47]
least four years. So, I don't know why
this is coming to us at this particular
[12:52]
time.
Um, I would like to acknowledge the work
[12:57]
and the and the time that it took to
write the letter. um we thank the artist
[13:03]
for her contribution to the town and and
the historical
[13:07]
um importance of that sign, but um
I would be inclined
[13:17]
to think that adding the bio makes it
all about the artist and not about the
[13:22]
history, which is contrary to what she
says in her letters. Her letter says
[13:26]
it's all it's supposed to be all about
the history. So, um I would be inclined
[13:31]
to say no. Maybe a small plaque if
there's a spot that you know that just
[13:36]
says artist with her name. Um if it
could be a fixed somewhere without
[13:43]
interfering with the rest of the the
message of the board.

That's those are my thoughts. Any other

and uh yeah I don't see a full plaque in
her honor for this for this interperson

that's paid for by taxpayer money uh
getting the way of that I think this is

I agree with if she wants to apply back

stating that our work commission
violated the groups. I'm okay with that,

but ingree

I would tend to agree with something

doesn't detract from the sign. Um I

agree it's questionable the timing of
it. I'm not exactly clear of the
[14:56]
timeline or how it came about.
I do think it's important to recognize
[15:02]
local artists that maybe that's
something council can consider going
[15:05]
forward. Um, and take this as a learning
lesson, but I would I would be in favor
[15:10]
of something small or nothing at all as
is.

information that we're missing in order

to make this decision.

like there is more of a consensus to

have a small uh recognition and I'm okay

should have big separate black
that does take away from the artistic
[15:56]
historical story of that. So, I'm
agreeing with that,

but um and I and it should be I think
and I think that's what I'm leaning at
[16:06]
is that it'll be a small sign in
expensive if we pursue let's proceed
[16:11]
with this. But I think maybe get some
more information from Mary Marie before
[16:15]
we proceed over the summer.

and find out what what went on there.

could contact George and and find out

what happened back then because I don't
remember. I remember the sign being

agreements he made with the right. So

maybe if everybody in agreements, June
can reach out to former mayor Harding to
[16:59]
get some of the details and maybe
connect with Miss Krauss to determine
[17:02]

went up to look at this sign, I noticed

end of the widow's walk and I went out
[18:16]
to look at that and it clearly says who
wrote the poem. So
[18:22]
why wasn't it there somewhere in that
artwork, you know, if it was a if it was
[18:28]
an issue or if it was a concern or an
agreement at the time, then
[18:34]

Ellen, secretary of the Harmony Bazaar,
requesting street closures for the
[20:44]
upcoming Harmony Bazaar Festival of
Women and Song weekend, which should be
[20:49]
Friday, July 24th,
25th, and 26th.

But uh start us off.

in the past they fenced the field off.

Um there were tickets sales in advance
um as well as at the door um that type
[21:18]
of thing. So I could see them wanting
the road closed

so that people weren't just sitting
outside

um and not paying but now it's by
donation.

Um so I don't quite understand the need
close the street if they're concerned
[21:39]
about
artists being able to load and offload
[21:43]
their equipment.
didn't they just put barriers up where
[21:50]
they don't want people as opposed to
closing the street? Um I don't know. Um

every year? And this is a this is an

vehicle has to get through, it's they're

if the barriers are not manned then they

and manage um then street shouldn't be
[24:21]
closed.
I don't believe we need a caveat because

the instruction is for the motion to man
the barriers. There's not an option

Okay, we'll now move on to mayor to our
council reports and I will start us off.

All right, so a quick few quick updates.
Um, first I'll talk about the Shelurn
[25:20]
Arena Committee AGM. So I'm happy to
announce that the arena had a $38,000
[25:27]
profit this year, which is a much much
healthier position um to when when I
[25:32]
began sitting on this committee. They
talked about being in the red at
[25:37]
previous years. So now to have a profit
is a is a very huge accomplishment. Uh
[25:42]
they have an amazing committee of
hardworking volunteers. Uh to put that
[25:46]
in perspective, they've raised almost
$60,000 in profit from their bingos
[25:50]
which helps support that arena. Um they
have a new staff who is working out
[25:54]
phenomenally. Um the entire inside of
the arena has already been repainted and
[26:00]
there are few more significant
improvements planned for the start of
[26:03]
the season. So, lots of good stuff
happening at our local arena. The
[26:07]
Shelurn County leadership meeting, we
spoke about the dog bylaw that the
[26:13]
municipality of Shelurn is working on.
It's one of their highest priorities
[26:17]
right now. Um, following the tragic
incident that happened earlier this
[26:22]
year, we spoke about
how we can adopt this new bylaw
[26:26]
countywide
um in partnership with the municipality
[26:30]
of Bington, Clarks Harbor as well. So
all five units uh both Bington and
[26:36]
Shelbert have identified this as a point
of weakness for lack of a better term
[26:41]
over the last little while. So it's good
that that we are all working together
[26:45]
and we'll look to adopt and update
something countywide for consistent and
[26:49]
improved governance and safety. Um we
also spoke about community engagement
[26:54]
and the shared responsibilities of dog
ownership and responsibility. So I
[26:59]
expect more um to come over the couple
months with that.

Earlier this week, the inauguration
steering committee metport. There was
[27:06]
over 20 people in attendance. It was
great to see our community come. I think
[27:10]
there were more people there than all
the other previous ones combined. Um the
[27:15]
committee also made a commitment to keep
move moving those meetings. So we'll be
[27:20]
in Lockport every two or three months.
It's good. Keep um everybody informed.
[27:25]
We discussed the letter received from
the Nova Scotia Regulatory and Appeals
[27:29]
Board outlining the specific
requirements for an amalgamation
[27:33]
application. The letter provided
clarification, clear direction, and a
[27:37]
better understanding of the mandatory
elements
[27:41]
required. It also included confirmation
that parties can withdraw the
[27:45]
application before a decision is made,
which is good, something we wanted to
[27:50]
clear on. Um the application does not
require consultant studies and it can be
[27:55]
staffled. However, it was discussed that
there are that the minimum requirements
[28:00]
may not provide all the information that
the committee and the residents have
[28:04]
been looking for. So CIOS have been
instructed to organize the letter as a
[28:09]
checklist of what is needed and who can
fulfill those obligations. Uh to draft
[28:14]
the response letter to the Department of
Municipal Affairs asking if they will
[28:17]
fund these specific studies with the
updated costs. now that we know exactly
[28:21]
what is what gaps in information looking
for
[28:26]
um and we're looking to the department
of municipal affairs for them to confirm
[28:30]
their financial commitments if this
application were to proceed. Um that
[28:36]
letter when ready will come to this
council table for for a move forward.
[28:41]
The committee won't meet again until
September. So I anticipate September
[28:46]
what we'll see.
Uh they also made a commitment to
[28:50]
provide a plain text update of where the
committee is and distribute that to
[28:58]
IO for that. Um and then June is always
a fun month of commitments. So, I had
[29:03]
the pleasure of and honor of
representing the town of Lockport at the
[29:07]
CBDC annual general meeting, the
Lockport Regional High Graduation, Grad
[29:11]
Breakfast, the Town of Shelurn Town
Hall, and the SE Seammen's memorial
[29:16]
service in the July 1st celebration.

overview of the website. Um so that's in
[29:39]
your package. I'm not going to go
through that. Jill and I are going to be

editing the approximately 85 individual
pages of that website right now, trying
[29:48]
to clean that all up. Jill's done some
training on that. So we'll be working
[29:53]
over that over the next couple of weeks
while June is away. Um, Jill will also
[29:58]
be reaching out to individual chairs and
staff for feedback on specific changes
[30:02]
before we launch that. We want as much
of this information to be updated before
[30:06]
it goes live. Um, we'll also be working
on a procedure that we will send an
[30:13]
outline on how updates and changes are
processed. Uh through this we will also
[30:22]
begin review of the social media policy
discussed last meeting and this will
[30:26]
will be returned to council soon for
discussion uh part of our overall
[30:30]
communication plan that we discussed
[30:35]

attendance with the mayor of the Sheling
County leadership meeting and I think

compliments for deputy mayor

lot of volunteers from heritage tours

committee that participated in that and
uh it's a really good project. So, a lot
[31:23]
of rust, a lot of a lot of that.

» No, I think we're just going to do that
one. Uh the other one's in much worse
[31:31]
shape. Um
we did have a donation from the
[31:35]
shipyards in Shelurn for the primer. Um
I don't even know how much that would
[31:39]
have cost otherwise. So, it we did
pretty it was a lot of paint. Um, we're
[31:46]
going to still try to clean up the bell.
The bell is dated 1931. I don't know
[31:51]
where it's made. There was no stamp on
that, but um, it is brass. So, we're

looking at different solutions to try to
clean that up maybe before the winter

starts, but um, it's something because
it's all oxidation and stuff like that.

So, it'll be something that has to be
cleaned up. We still have to do some
[32:09]
sanding on the benches because there's
difficult painting with the wind flying
[32:14]
off the the ocean with some

Like I said, it's more so

it's like the main part wasn't too bad,
but when you get up into the frames

because of the exposure and there's less
the uh rust has really accumulated and I

do not know the last time they were ever
painted or ground down. Nobody seems to
[32:44]
know for certain. I think it's been a
number of years, but by the conditions
[32:49]
there was a there was a ton of rust. I
think the one because of the elements of
[32:53]
the ocean where it's located um because
we were hammering at it hard. I don't
[32:58]
know if some of those frames would
survive

» like like we had a small sledgehammer
almost smashing that was the easiest way
[33:06]
to get it off before we started the
grinding even and I don't know if some
[33:11]
of those frames would last doing that
doing that. So

tilted and I think that's but no um as
much as we could within the boardwalk

it's not like there's rust but it's not
like caved in where it's that's causing

less white because the rust bleeds

through the white a lot faster. So, if

the same, that's the reason because the
rust will bleed through the white much
[34:05]
faster than the red. Um, but there's
that's for public works and you know
[34:10]
once or twice a year they go down there
for the rest start and they've got the
[34:14]
trend paint there to put a dab on it
though.

of the heritage aspect of it if we have

an update on the Senate. I know that we
were expecting

the archway is going to be installed and

painting. So hopefully when he's there
they coordinate.

things are moving along. The uh

community challenge um is now complete.
It's um

still available online for anybody who
enjoyed it and wants to continue. It's

still free of charge. There is a monthly
challenge happening right now. Uh looks
[35:53]
a little bit different, but um still
functioning for those that are able to
[35:58]
get on it. Um the sign um the uh signs
look great. Um so compliments to Braden
[36:08]
and uh the sign committee for all the
great work that they did. Um was noted
[36:15]
that um one sign has the wrong buoy on
it has the Groner when it's talking
[36:20]
about the bell buoy but um
understandably the bell buoy was not
[36:25]
very photogenic at the time of of signs.
So, I suspect that that's probably what
[36:31]
happened, but they are two distinct um
different types of of buoys. Um
[36:38]
Conniey's working with the summer staff
to do some pop-up events. Uh things are
[36:43]
well underway for the big beach bash.
We're just waiting for time chart to
[36:47]
determine the uh the time. And um this
tomorrow
[36:54]

great job in expressing the importance

of that heritage and and the history
behind that. So was

bigger because it is a very significant

of reference, one counselor is required

to be on the committee. So, I think this
might be the opportunity for us to have

a discussion about who's going to fill
that seat.

representative on the candidate
committee

I just
were with me um, the day they erected
[42:15]
the large tent,
um, which sadly wasn't well utilized,
[42:22]
but
[42:25]
My observation of that was um that there
is an Osn
[42:32]
issue when we don't have enough um
men that are that are able.
[42:40]
Not saying women can't lift. They can.
But Department of Labor says women
[42:45]
cannot lift as much as men. Um
there are limitations on what the women
[42:51]
can do. Oh, um Department of Labor also
says that there are special rules around
[42:58]
utilizing students.
So having
[43:03]
four students I believe were there.
Um
[43:08]
and then some staff and then we had four
men. Um the fire side closer to the
[43:16]
playground went up
pretty effortlessly.
[43:21]
I think the weight was well distributed.
Um although the men were huffing and
[43:26]
puffing when they finished. when they
did the other side, it was not well
[43:32]
distributed and we were it was we were
better able to view it and um
[43:38]
and there's there was an obvious concern
not having enough men on that one side.
[43:45]
Um the students certainly could put the
the uh supports under and whatnot, but
[43:52]
um I think there should be
going forward there should be a minimum
[43:57]
of six men. That way they can equally
distribute
[44:02]
um especially along the long sides
um and prevent injury.
[44:08]
I real concern about how that tent went
up. Um the fact that it isn't utilized
[44:15]
is even more of a concern. Why it needs
to go up um when it's not being utilized
[44:21]
and what it was utilized for could have
done a small pent
[44:26]
was only face painting in it. So, um,
from
[44:34]
an employer status, I think we have to
make sure that all of our staff are
[44:42]
working safely and have the the
necessary
[44:48]
hands to do the tasks that are involved.
Personally, I still would like to get
[44:52]
rid of that big tent. Um, sell it and
purchase some smaller tents. I could put
[45:00]
four to six small tents together and
have the exact same thing. So,
[45:08]
uh, it looks festive and it looks
carnivally in the park, but other than
[45:12]
aesthetics,
[45:16]
there's
the risk
[45:20]
um, outweighs the reward in my opinion.
[45:26]

towards staff as those as they are the

responsible for that in terms of our

these things don't go as planned. As you
know, being on the recck committee,
[46:27]
sometimes things change. Um, as far as
the manpower, I do agree that staff
[46:33]
needs to be better directed and there
needs to be better communication. I
[46:37]
think across the board with everything,
it comes down to communication
[46:40]
[clears throat] and execution of things.
I do believe that we
[46:46]
had enough potentially manpower there to
do that. Um, I just think the
[46:51]
instruction and the directions were
lacking.
[46:55]
People were just kind of going for it,
right? So, I think going forward our
[47:00]
staff should be able to, you know, um,
take care of that and and hopefully the
[47:06]
committee can discuss that at the
meeting on the 29th as to um, what went
[47:11]
wrong and what went well and that'll be
something the committee will take
[47:15]
forward in consideration for next year's
festivities.

soccer.

addressed to Minister Young with a
request for an update on the status of

the new Roseway Manor project. So I've
asked that this letter be included in
[50:40]
the council package when it gets
uploaded to reflect um the chambers
[50:45]
advocacy letter which is similar to the
advocacy letter sent by uh the three
[50:50]
mayors requesting an update on the
Roseway Manor project.

Any questions on this? Um, unfortunately
we don't have any information which is

why we're requesting more information
[51:06]
» but I think a lot of a lot of residents
are wondering what's happening with it

as well. So it'll be good good to get
