[3:49] replaced. Um the cooling system went out of it, so everything just pressed.

[3:54] And more or less caught on fire, I guess you could say. It just sits there.

[3:58] Bakes in the sun all day. The wiring, you can grab the wires.

[4:02] And then they just crumble. Um so it's a a whole panel replacement

[4:06] on that. Um but just for the original part um

[4:22] the labor, we finally got the quote in for the the price for the labor uh came

[4:26] in at 55,900. So the total for that

[4:43] something It hadn't It's been total total failure

[14:36] but they're really good company. Come up. They found some stuff. Actually

[14:40] found a bolt that was in our uh

[14:44] Yeah, you're going to like this one. So, when they did the repairs and stuff,

[14:47] they saw Oh, they found a regular bolt in place of an oil drain plug.

[14:52] So, there's this regular bolt in there. So, they went through our trucks. We had

[14:54] to go through them, check them out, and everything. So, we actually they're

[14:58] we're being billed for something we didn't have to have fixed.

[15:02] Right now, they should have actually went with the uh

[15:04] done the process and look at the gauges first for our water level. They changed

[15:08] the most expensive piece in there, so. Right now, I'm arguing with that bill.

[19:00] June. Um or towards the end of June. Uh Chief

[19:05] Stuckey actually just found the two suspects suspects for that. We had a

[19:08] stolen purse in town that actually contained a loaded firearm. So, he was

[19:12] able to track that down, located the purse was ditched, but he was able to

[19:16] locate the firearm. It's logged in our evidence until we can

[19:19] get that back to the actual victim or to the to the rightful owner.

[19:22] but, those two individuals are actually in jail, too. So, a lot of our stuff has

[19:25] still been reported and we're working long-term investigations. So, uh between

[19:29] the two of us, we've been pretty hopping.

[19:31] Um Assistant Chief Stuckey and K9 Rip just finished their

[19:35] patrol certification with his canine with K9 Rip.

[19:39] Um so, we've already had several deployments for his dog.

[19:42] Um First deployment, they actually went

[19:45] ahead and actually did find narcotics in that very first one, first shift

[19:48] together. So, uh seems like they're going to be a very

[19:50] successful team. We're I'm very fortunate to have him in the department,

[19:55] but I'm looking forward to see what they can actually contribute and what we can

[19:58] find moving down the road. Um

[20:01] As far as uh that goes, I got some documents here,

[20:46] payback out of them if they would leave the department early trying to keep with

[20:49] keeping guys on the department. Um Last time that that was

[20:54] modified, changed, it's been in place back in 1982. As you can see on the

[20:58] ordinance, um talked to um

[21:02] the ILEA attorney and they're okay with how that is. Of course, they say they

[21:06] can't give legal advice, but they're okay with the way it's uh as far as the

[21:10] verbiage on it. >> [laughter]

[21:11] » Um but I'd like to bring it in front of the board just to see if there's

[21:13] anything you'd like to update or at least say we can say, you know, this has

[21:17] been reviewed and amended or reviewed and updated effective more recently

[21:21] since, you know, 1992. It's been over 30 years ago that this has

[21:26] been put into place. So, I think we're okay to still use it for the two new

[21:30] officers that are coming on the department right now, but it's something

[21:33] I would like to get changed for the future of the department looking ahead.

[21:37] The first two pages, uh Senate Bill 95 came into play last

[21:41] July. Uh it talks about if an officer would

[21:46] get hired, get through the academy, and then

[21:50] they're here for a little bit or say I don't want to graduate with the academy,

[21:52] they jump to another agency. What this talks about, it breaks it down

[21:56] on um

[21:58] time frame. At the bottom of the first page, you'll see like the reimbursement

[22:01] obligation. That goes to 3 years or it goes up to 3 years, but that's 3 years

[22:06] post certification. It says like your initial

[22:09] certification. Well, that's putting them through with that 40-hour pre-basic

[22:12] course is to get guys just initially certified to go out and be a police

[22:15] officer and and start FTO and start the process. That's not the certification

[22:20] this state law's talking about. Senate Bill 95 actually is referring to their

[22:24] academy graduation. For us, it'd be that Tier 1 graduation. So,

[22:29] um that would be something once we find out

[22:31] what what academy they're going to attend, we can put that date in here.

[22:35] They have to sign this before they're actually employed. That way, if they go

[22:38] to another agency, uh that would cover them if they um

[22:42] get hired by another agency and and leave and put their notice in and just

[22:45] leave, that would cover if they try to like I guess back door the situation,

[22:51] resign, and say, "Hey, I'm just getting out of it." And then 2 weeks later, I

[22:54] get a call saying they go to another agency. That's part of that agency

[22:58] supposed to notify us cuz they have to get their file. So, part of that um part

[23:02] of other previous um just

[23:05] laws that they put into place, they were required now to give officers files to

[23:11] any other law enforcement agency. So, I just wanted you guys to review that,

[23:15] make sure you guys are good with that, and get

[23:18] I know I guess I've sent this to Mr. Key as well as well

[23:21] just to go ahead and start using this contract that way I can get our two new

[23:25] hires to sign it and be able to move on. So, if it's something you even need to

[23:29] wait on review and then get back with me, I just wanted to put that in front

[23:34] of the board as well. >> We need to

[23:42] to probably be changed from town to >> city.

[23:58] commencement date. That would be like the gradual their graduation date, and

[24:02] that's when that 3 years goes into effect. So, you know, essentially, if we

[24:05] have a guy that is that we hire and they're not going until close to the end

[24:09] of that first year. You know, state law says you have to have them through the

[24:11] academy or at least entered into the academy within that

[24:14] first year of employment. So, say they go through and their graduation is

[24:18] towards the end of that first year. Technically, this state law covers you

[24:21] could have them employed for 4 years before they want to try to move and have

[24:24] another agency pay them pay try to pay us for training. And then, as you see at

[24:28] the bottom of that first page, it talks about how much

[24:31] each percentage is based on the years of service that you'd be losing.

[24:37] So. >> And all this is after the academy?

[24:41] » Yes, this is after the academy. Unfortunate Unfortunately, if

[24:44] » they don't resign, we can't charge them for like uniforms and things like that.

[24:52] to chief school, that was one thing they recommended was that you have them not

[24:55] only sign cuz before they put the state law into place, a lot of places did this

[25:03] ordinance, but then a second document that makes them aware of Senate Bill 95.

[28:00] local law enforcement, fire department, city employees.

[28:06] We uh right after Summerfest, you know, we had

[28:10] a great [clears throat] Summerfest and that Sunday night all heck broke loose

[28:18] it was basically all hands on deck. Uh we had several several streets

[28:23] flooded, had the highway flooded. They had to rescue

[28:26] five people out of a vehicle on the highway out there in front of the bank

[28:29] and Dairy Queen. Uh

[28:33] Daniel here, he was like Paul Hogan and you know, all heat.

[28:38] Went in the water and rescued someone out of a trailer.

[28:41] Uh so,

[28:46] our city employees don't just have an 8:00 to 4:00 or 9:00 to 5:00 job. It's

[28:51] 24/7 depending on what the circumstances are

[28:54] and what's going on and people don't realize

[28:58] what they put themselves out there for for public safety and everything. And

[29:04] everybody came together that night. There were There was a couple of things

[29:07] I know that the radio was going and and uh there were some confusions

[29:11] [clears throat] on on a few things, but overall with what our

[29:15] own local law enforcement, fire department, and

[29:19] our departments work together very, very, very well.

[29:24] And uh I just want to say that I appreciate what you all

[29:31] were able to get accomplished that night. You know, we didn't have you

[29:34] know, there there was a lot of cars that were out, a lot of wrecks and different

[29:37] things and streets closed and we had to get cones up and stuff. I mean,

[29:41] Red Wing Trailer Court was under uh so much of it was under. Uh

[29:46] And uh also the conservation officer, cuz he came out and got his

[29:50] » Can Can Can I confirm it? >> Yep. He walked through there and

[29:53] he was checking the residents. So, uh it was it was a long night

[29:58] uh for everybody and uh I just think that they need to be

[30:01] recognized of of how well of a job you guys have been doing and and what you

[30:05] put yourselves out there for because you get a call, you drop everything

[30:10] you're doing and you go. So, thank you.
