we do have an update on regional transmission projects
[1:09:32]
impacting the county and Mr. Goodman, I believe that you.

Just a brief update for you this evening.

I'm going to draw your attention to packet page 93.
[1:09:42]
If you have a moment to turn to that.

There is an entity called the PGM that oversees
[1:09:50]
the provisioning of electrical services in the region that includes Virginia, and that's
[1:09:55]
several states as well as Virginia, and they go through an open window process for transmission
[1:10:00]
projects.
[1:10:01]
And essentially what they do during that process is ensure that demands are met by available transmission
[1:10:09]
infrastructure and available generation infrastructure.
[1:10:13]
So, the county doesn't have a formal role in this process and PGMs role is basically it's
[1:10:23]
high level right now, you know, they're essentially saying what we all generally know
[1:10:28]
and that is there is a great draw for power along the north and eastern parts of Virginia
[1:10:34]
with data center development in northern Virginia, continue electrification of vehicles, there
[1:10:40]
is available power to transmit to those needs in the future and we're talking about a multi-year
[1:10:45]
window in kind of a south and west and those are very generally speaking, but they have
[1:10:51]
over the past several months been looking through ideas for moving power up to the areas
[1:10:58]
that need the power. And one of those potential solutions for transmitting power may impact the
[1:11:05]
And that is in the graphic that's included on page 93.

It appears, when you look at it, if you look at the map, you're going to say, well,
[1:11:15]
they don't have labels on here for county boundaries.

So if that project were approved and it moved forward, it could follow a route that may parallel that could change.

But given the fact that there's already a line there, it could parallel that and involve some additional acreage along the side of that.

The timeline for the process, their board will meet and decide on final recommendations

easement for 2,500 KV lines, because they were supposed to be raptor 3 and 4 and they were never built.

to follow up on something that I asked staff to look into at the last meeting, and it

would be appropriate to talk about it or mention it now.

[1:19:48]
in the county, and we do know that there is a zoning issue, and staff is looking at the
[1:19:53]
an issue. And I just wanted to be clear that my intent, speaking for myself, my intent,

was that we find a way that we can work with existing religious organizations that if
[1:20:05]
there's a need for temporary housing emergency shelters, especially in a event like we just
[1:20:13]
had, that we can work through to find a way to get everybody in compliance. And I think
[1:20:18]
there I received some phone calls and I think some people were confused about what the intent
[1:20:23]
there. I personally think that's probably one of the
[1:20:27]
colleagues of the church is to provide shelter for people
[1:20:29]
when they're there. So as we work through that process, I just
[1:20:32]
wanted to make sure that my intentions were clear.

the county is taking the EMT training and they've got over two hundred and five hours of

class time in that and that doesn't include clinical time or their study time or travel time

and that's the so to think that somebody is volunteering two hundred and five hours of peace for
[1:21:40]
He's a loving graduate, I think he's pretty there going commendable and I'm in discussion
[1:21:48]
with Jen forward and I would maybe like to get them to come to one of our meetings so
[1:21:57]
we can express that appreciation in a resolution for something like that.

We haven't worked that out yet, but it's just amazing the amount of time that they're putting
[1:22:09]
forth into these things and I suspect a lot of these young people will end up being

I just like to follow up with that, I had the opportunity on the flip side, some of those young people who, maybe not directly in that class, but other classes, have put to the professional side, and I had the pleasure of attending our graduation on the professional staff side right before Christmas, and that was, we had promotions that day, and we had was it 18 graduate, Mr. Goodwin.

[1:28:09]
land development regulations, Article 1, General provisions, Article 2, zoning ordinance and
[1:28:14]
maps, Article 3, subdivision, Article 4, supplementary regulations, and Article 5, signs, phase
[1:28:21]
one, ordinance 2024-11, which is about to
[1:28:35]
have you do here.

Public hearing, we have receiving our report proposed amendments to chapter 86 plan development.
[1:28:44]
Regulations includes article 1, general provisions, article 2, zoning ordinance, and maps,
[1:28:49]
article 3 subdivision, article 4 supplementary, supplementary regulations, and article 5 signs.
[1:28:56]
The proposed amendments are intended to address discrepancy, clarify regulations, insure
[1:29:02]
alignment with more stringent, federal and state regulations, update standards to reflect
[1:29:08]
current practices and make adjustments based on the community needs and the 244 comprehensive
[1:29:13]
plan.
[1:29:14]
They are also intended to improve efficiency of the ordinances by removing conflicts and outdated
[1:29:24]
amendments are on pages two hundred and sixteen through two twenty six in your
[1:29:29]
board packet. Just quickly I'm going to briefly go through these under eighty six
[1:29:35]
thirteen definitions. We have amended bed and breakfast to increase stays from
[1:29:40]
five nights to seven nights. Underbuilding setback line added language that the
[1:29:46]
lot also has to meet them in a lot with requirement. We've added a new definition
[1:29:51]
For food truck, we have removed food truck from the at-enerent vendor definition.
[1:29:57]
Under minimum lot area, we have amended that to clear.
[1:30:00]
There are five that the lot area is exclusive of any rights of way areas or easements. Lot with, we've added clarification that if the lot with does not
[1:30:11]
met at the building setback that the front setback becomes the point on the lot where the lot with is met.
[1:30:17]
Under special advertising signs, we've included coming soon signs, which are at a nine square foot limit with 14 days, but no permit is required.
[1:30:28]
Under temporary sign we have also added coming soon signs increase the length of time to 90 days and a sign permit is required.
[1:30:39]
Section 8644 we've removed the requirement for conditional use permit for any sewer system designed to contain a point source discharge as this is regulated by the state and federal provisions.
[1:30:53]
We have relocated section 86404, both area, overlays districts to be near the growth area
[1:31:03]
overlay standards right now. They're currently in two different sections of the ordinance
[1:31:07]
so they're not beside each other so it makes it difficult when explaining and directing people
[1:31:13]
to those regulations. There are amendments to 86109, the use matrix which will be amended
[1:31:22]
to reflect changes that are being proposed with these amendments, which is the inclusion of
[1:31:28]
food truck as a separate use, which would be allowed in all of the zoning districts by
[1:31:35]
right except the residential zoning districts.
[1:31:39]
We've also removed the word residential from in front of accessory structures in the
[1:31:51]
zoning district language, none of the other zoning districts include the word residential in front of accessory structures.
[1:32:00]
Under Article 3 subdivisions we have included provisions that require third party review inspection and certification of road plans within subdivisions.
[1:32:12]
And that would be for both new public and private road subdivisions.
[1:32:17]
and the developer would be responsible for any calls associated with that third-party review
[1:32:24]
inspection and certification and we've also included language from the Code of Virginia
[1:32:29]
regarding the dedication of right-of-way and the county's obligation for installation and maintenance
[1:32:34]
of improvements.
[1:32:37]
Sections 86-570 and 571 have been amended to provide for county notification to a joining or
[1:32:46]
protected property owners for any development
[1:32:49]
proposing to utilize a sewage system design
[1:32:51]
to have a point source discharge.
[1:32:54]
They do receive notification from DEQ,
[1:32:58]
but this is an additional notification
[1:33:00]
that the county would provide to a
[1:33:03]
joining or effective property owners.
[1:33:05]
For, in subdivisions, 86-6-14 final plats,
[1:33:11]
we've included a provision that the final subdivision
[1:33:15]
flat must show whether a lot is being served by a conventional or alternative drain
[1:33:20]
field system and sections 86, 626, 627, 627, 628 and 637 for site plan reviews with
[1:33:32]
added clarification that the transmittal middle of those plans to state agencies is
[1:33:38]
for review and comment only. We've updated the erosion and sediment control plan
[1:33:44]
approval authority as the county, ENS administrator, and it provides again for
[1:33:51]
notification to a joining our effective property owners for development,
[1:33:55]
proposing a point source discharge.
[1:33:58]
And then under Article 5 signs, we increase the maximum size of the temporary
[1:34:04]
sign allowed in the commercial industrial resort development and
[1:34:07]
in development districts from 16 square feet to 32 square feet. And as I indicated previously
[1:34:15]
the length of time that a temporary sign may be in place has been adjusted in the definitions.
[1:34:22]
And that are all of the proposed amendments under what we are calling phase one.
[1:34:28]

On this London, I had a long discussion on these phases.

This afternoon, I had gotten confused about them.

But what they're trying, this first phase is to try and make some clarification and to resolve issues
[1:38:15]
The Department of Parliament has been having just in the way definitions are not coincide
[1:38:22]
with one another in that type of thing.
[1:38:25]
The other second and third phase will go a little bit deeper into things.
[1:38:32]
But this first phase, I suggest to them actually even before Mr. Furrow did the last rewrite
[1:38:42]
to pick things that they will have in the issues with, try to correct those rather than going through
[1:38:51]
and end up creating more problems than you fix.

So this first phase, I think, is initially to try and resolve some of the issues that planning
[1:39:02]
staff is having with time flexing definitions and the way it's written in different parts of the audience.

lumens or whatever it would be that it doesn't have, because it sounds like it's countywide
[1:41:40]
issue. We can certainly research that and bring some options forward as it moves through the planning

commission for discussion and we can forward any information that we find to you all as well in advance

outlined in the Louisiana County land development regulations and according to the applicant

This request before you tonight is to allow us to increase the number of units from 96 to 124 units.

The purpose of this request is to support a unit mix that will provide the highest degree of likely success
[1:49:12]
for market aburption, while still capturing the necessary
[1:49:16]
sellable unit floor area needed to support
[1:49:18]
the development's economic feasibility.

And what that basically means is we need to sell a certain type
[1:49:24]
of unit that meets the market demand and sell enough
[1:49:26]
of them or enough total unit square footage

to defray the cost of land improvements, utility infrastructure

and amenities, which are basically fixed,

and still provide the level of quality we aim to achieve.

This leaves an additional 12 restaurant parking spaces that we would like to repurpose for residential use.

we come up with 248 spaces in total, this would support 124 residential units per the code

This next slide has the same footprint as the previous exhibit
[1:50:56]
showing the approved site plan excerpt, but with an added unit layout scheme that includes 96 units,
[1:51:02]
including two-bedroom, three-bedroom, four-bedroom, and five-bedroom units.

Two of these vertical stacks are five-bedroom units shown in pink.
[1:51:13]
Each five-bedroom stack has six units, so in total there are 12-5-bedroom units.
[1:51:19]
However, our market research indicates that five-bedroom units are unlikely
[1:51:22]
to sell at the required price point and absorption rate.
[1:51:26]
Our research also indicates that one-bedroom units are needed to support a market segment price point.
[1:51:31]
and currently we do not have any one bedroom units in our program.
[1:51:36]
We are proposing to swap out the two stacks of five bedroom units and with six stacks
[1:51:42]
of one bedroom units and clean up the irregular shape in the middle of the segment of the
[1:51:46]
middle segment by adding four one bedroom units.
[1:51:49]
This would bring the total unit count from 96 units to 124 units.
[1:51:54]
None of these changes are modifications I am proposing, which changed the building size.
[1:51:58]
So, we would still be able to maintain the same sellable unit square footage we need to support the development's economic feasibility.

Here is an excerpt of the exact same building footprint, but with 124 units.
[1:52:17]
The 125 bedroom units have been deleted and replaced with 41 bedroom units highlighted in light blue, resulting in an increase of 28 units for a total of 124 units.
[1:52:29]
Again, nothing has changed in the building size or orientation with this modification compared
[1:52:34]
to the approved site plan or the 96-unit footprint version shown in the previous slide.
[1:52:39]
Essentially, what this request boils down to is that we are asking for an increase in 28 kitchens,
[1:52:45]

We have identified with an increase in units for schools.
[1:53:42]
All of our conversations with prospective unit, purchasers, local real estate agents,
[1:53:47]
and our market study team indicate that the purchasers of our units will fall under one of three major categories.
[1:53:53]
The first category is active adults who will use the unit as their primary residence.
[1:53:57]
This group is defined as those over the age of 55 who and who seek an active lifestyle.
[1:54:04]
The second group is second home purchasers.
[1:54:07]
This group will purchase a unit for personal use, friends and family, and not interested in renting a unit when not occupied.
[1:54:16]
And the third group is vacation home purchasers.
[1:54:19]
This group will purchase the unit for personal use and rent a unit when not personally occupying it.
[1:54:24]
Can I guarantee that no unit purchaser will use the unit as a primary residence and have school-aged children?
[1:54:31]
I know I cannot. However, no research or conversations with industry experts indicate this will be the reality.
[1:54:40]
Regarding traffic, traffic impacts are expected to be marginal due to the increased number of units from 96 to 124 per the V dot trip generation manual.
[1:54:49]
tenth edition calculation, there is expected to be just an additional 200 trips per day by
[1:54:56]
increasing the unit count by 28 units. This is a little over seven trips per unit per
[1:55:02]
day. That being said, I think a case can be made that the trip count could actually go down
[1:55:09]
with additional units, swapping out the 12-5 bedroom units and replacing them with 36-1 bedroom
[1:55:15]
units would result in 24 fewer bedrooms as I mentioned previously.
[1:55:20]
Regardless, we contend that any traffic impact from the approval of this request would
[1:55:25]
be marginal.
[1:55:27]
Fire and EMS regarding impacts to fire and EMS due to the increase in the number of units.
[1:55:33]
Set aside the idea that for a moment that the number of total bedrooms may actually go down,
[1:55:39]
which means less people in the units.
[1:55:41]
I would agree that there are, or maybe a small impact on fire and NMS services and because
[1:55:48]
of this, we would be, we would like to proper additional monetary contributions, this is
[1:55:54]
Buckler, we went over to review them, but we weren't happy to talk about those as well.

And again, speaking about the Prophors, I'd like to take a moment to talk about affordable housing
[1:56:05]
and workforce housing, like so many communities we have heard from Luis the community leaders
[1:56:10]
that providing this type of housing as a major dilemma and although our project is not
[1:56:15]
support this type of housing, we are part of the Louisiana community and we like to
[1:56:19]
help find a solution and to that end, we like to provide the same voluntary monetary
[1:56:24]
contribution.

We are offering to the foundation of Lake and Emergen Services to the FUVANA, the Louisiana
[1:56:30]
Housing Foundation.

Lastly, revenue impact.

I would contend that all things mean equal and increase in the number of residential

tent was the wastewater treatment plant so I think that may get pushed until next spring

at this at this time. That's the idea and our idea is once we start pre-sales we will start construction
[2:01:17]
six months after that. So Q3 of 2025 or 26 is construction start.

Currently we're working on the proposed condominium building.

We are hopefully having conversations with prospective hotel developers that are interested

of two gas stations and Lake Anna Family Campground.

Period. That was it. I want another commercial building on that three and a half miles of that road.

Since that time, now today we're looking at 28 new town homes in the Plaza.

We're looking at more density at the Lake Anna Resort. There's a new shopping area going in

there'd be 130 room hotel,

plus a restaurant at the resort.

There's 891 units going on.

going on Kentucky Springs Road.

And so far, what is taking place is we've had a foot added to the side of the road, about two inches of asphalt, put on top of it, and a few turning lanes.

You know, with every other commercial piece of property that we've now approved, sitting on that road, you cannot handle that traffic.

commission confirmed conformance of the project with the 2040 comprehensive plan regarding
[2:24:52]
road improvements and approved a private road waiver request from the applicant to facilitate
[2:24:59]
development objectives to allow the development to proceed with private roads rather than
[2:25:07]
roads that will be, come, state and maintained. The request this evening is pursuant
[2:25:13]
to section 33.2-915 of the Code of Virginia for the abandonment of right of way dedicated to
[2:25:19]
the county for public use on recorded subdivision plats, including the right of way known as
[2:25:25]
long drive, Tatum Drive and Emily's way, per the state code when the
[2:25:31]
rose deemed by the governing body didn't be no longer necessary for public use.
[2:25:36]
It may be vacated by the governing body and with the approval of the private
[2:25:40]
road waiver by the Planning Commission, it is no longer necessary for the right

My name is Joe Walsh. I'm the project director for Cut-Long and I'm a resident of Spotsold
[2:28:19]
India County. There's two items on the agenda and I thought first as this project's been on the
[2:28:24]
books for quite some time and entitled since 2005 I would offer a quick update on the project and then
[2:28:31]
address the right way and then the second item.
[2:28:36]
This is our land development team. Mr. Payne is our
[2:28:46]
We're very lucky because they were the original environmental engineer on the project.
[2:28:50]
There are civil engineer, there are landscape architects and they've had the history of the project.
[2:28:58]
Nathan Kaiser is our environmental compliance manager and project director.
[2:29:03]
Nathan's been here since Reef has been here on the project director.
[2:29:08]
Here's the history.

The 2005 is when the master plan was approved.
[2:29:13]
Our company is Reef Capital Partners.

We are out of Lehigh, Utah.

The company was a lender and then acquired the property in 2018.
[2:29:24]
A lot of time and money went into building the golf course, which was completed in 2021.
[2:29:30]
As you probably know, all the utilities that cut along are privately maintained and developed
[2:29:34]
by Reef.
[2:29:36]
Nathan has been working diligently on that.
[2:29:38]
We're happy to say here in 2024, we've completed the wastewater plant, we've completed the water.
[2:29:45]
And then we had a great event this summer, it's the first project that we have.
[2:29:50]
The Cuddle on Golf Team has been operating out of a temporary area.
[2:29:53]
We're happy to have the clubhouse under construction.
[2:29:57]
And then that should open up.
[2:30:00]
A little bit about us. We are a developer. We're also a resort operator. The company has three key projects. The first one is Black Desert. Black Desert is a vacation destination in southern Utah for folks that live in the Salt Lake City in Utah area.

Marsala is a project at the New Dear Valley Extension and then our project cut-long.
[2:30:21]
We will be branding the resort as Tributor Resort.
[2:30:24]
Cut-along will always be the name of the golf course.
[2:30:27]
And a Tributor is a minor that gets a part of the take of what they find.

The other project is a Quorumat at Dear Valley.

We're very fortunate to have Mrs. Johnkin come to our groundbreaking in the groundbreaking.

Mrs. Johnkin basically has photos of the partners, the Reef is a privately held company.
[2:31:14]
and the partners have been very active and are very bullish on Wisa County and very happy about the investment that they've made here.

As an operator and a developer, we have a strong commitment to the county.

I'm new, the company's been here for four years.

We've embraced the Lake Anna EMS, the Gallagher's and us were working on the future programs.

We're benefit, we have the benefit of a golf course to provide to help raise funds.

We are the home course for the Weez Accounting high school golf team and then we're also
[2:31:47]
continue to work with LACA to raise funds to improve the quality of water in Lake
[2:31:52]

Sports Tourism is a big agenda item for the Weez Accounting in Mr. Coon.

We've worked diligently to have prior projects but now that we have the Club House and
[2:32:06]
we'll have units to stay in, we'll have some good synergies to work with Miss King and

their cone to drive sports tourism. And then we have the goal is to hold the state high
[2:32:18]
school golf championship and then also really to work on grants. So there are grants
[2:32:23]
through the Virginia tourism corporation that will work cooperatively with Liza County.

And then as far as a right away abandonment, I'll call off Mr. Pain.

The proposal is to increase the number of estate lots, condos, villas and townhums while reducing the number of executive and cluster lots,

What we would like to do is focus on having the project be a destination resort where we have
[2:38:34]
larger mix of rental units that we have in designated areas in control in a more robust
[2:38:40]
amenities for off-lake activities. You can see some of the activities. Our goal is to
[2:38:48]
have a more robust program so that when our guests are there, obviously Lake Anna and
[2:38:54]
Lisa County are why they're coming here, but we want to have reasons for them to stay.

get out of their car,
[2:39:02]
let it not too fast.

So what we've done is created a network of trials,
[2:39:17]
and the trials basically will connect
[2:39:19]
all the different communities.

We've also put a lot of nice pocket parks.

So the pocket parks will give open space and green belts.
[2:39:26]
And then the goal is with the roads being private,
[2:39:29]
anyone could get on a bike, get on their car,
[2:39:32]
or drive on a golf cart, and go from the from their home
[2:39:36]
to the different activity centers.
[2:39:38]
Feedback from the community, we've worked closely with LACA.
[2:39:42]
We've spoken with their neighboring HOA's
[2:39:45]
and other community for input.
[2:39:48]
The first one is LACA had asked us to ensure
[2:39:51]
with our nutrient credits for our wastewater plant
[2:39:54]
to do them on site.
[2:39:56]
So actually, it was a great idea.
[2:39:58]
We were able to do it efficiently.
[2:40:00]
So all of the nutrient credits for this project benefit Lake Anna.
[2:40:03]
It did have us take an area south so you develop some wetlands preserved it and made a nutrient bank on site
[2:40:11]
Yes, sir, and we put it took the crits yourself and applied them to which we're doing to offset the wetlands
[2:40:16]
You had to mitigate
[2:40:18]
We're not interrupting wetlands. We were improving them
[2:40:20]
But yes, we're doing all the nutrient credits on site good in a big part of them are 75 acres of
[2:40:27]
Conservation area and it's the area south of contour and creek
[2:40:30]
We also did a tour with the Laka Group to look at the Altria wetlands facility, where they
[2:40:38]
had come up with a quite extensive wetlands facility to basically help cleanse the industrial
[2:40:43]
waste that comes from that project.
[2:40:46]
And we've added wetlands to the site, it's worked out quite nicely, because we can put
[2:40:50]
our trails and our bridges around that area.
[2:40:53]
Feedback from the community, the biggest concern is from Laka, and the community is both
[2:40:58]
traffic on Lake Anna. As you see, our little tributary there. Contrary Creek actually extends
[2:41:04]
through that whole area into Lake Anna. We don't have the world's best lake front area,
[2:41:09]
it's a little more limited. So the concern was 891 units, you know, 891 boats would be problematic.
[2:41:17]
We basically have made sure and agreed with Laka that we wouldn't have a boat ramp on site.
[2:41:22]
So basically, our members would be using a remote boat ramp or renting from us that is there at the facility.
[2:41:32]
We also aren't putting a petrol station there.
[2:41:35]
And then the other concern was making sure that there's no public access via boat to the restaurants.
[2:41:41]
And we've agreed to do that.
[2:41:43]
Mitigating other neighborhood impacts.
[2:41:45]
We basically, as I said, removed the density south of Contrary Creek, so that's part of the shift that was all single family residential.
[2:41:53]
We did isolate the pickle ball courts to the spot that they belong.
[2:41:57]
So if you have seen pickle ball throughout America, it generates a noise that's really fun when you play, but if you live near it, it's not fun.
[2:42:05]
So we were able to put it in a location by extending this phase that is closer to the golf course, it might disrupt golfers,
[2:42:13]
But it's away from our neighbors and away from our residential place.
[2:42:17]
We have a proper for dark sky ordinance.
[2:42:20]
We're big advocates of dark sky ordinance.
[2:42:22]
So of course we'll meet that.
[2:42:24]
And then this master plan is Ms. Buckler had said previously there had been adjustments to the master plan.
[2:42:29]
The waste facility was right next to the neighbors.
[2:42:32]
It was put in the proper place.
[2:42:37]
And then as a last slide before I show the updated master plan,
[2:42:40]
We've basically come up with two nodes.
[2:42:44]
So again, we have 891 entitlements.
[2:42:46]
We're not asking to increase it.
[2:42:48]
We're just moving the inventory around.
[2:42:50]
In the center area is the clubhouse.
[2:42:52]
In the clubhouse fall area, we're adding town homes to that area.
[2:42:56]
And then near the lake, we have a more robust program.
[2:43:00]
And then that area will have more off-water activities.
[2:43:03]
And you can see the maintenance and utility infrastructure.
[2:43:05]
We've moved that from where it was to contact or to Newbridge Road, so that'll be have less large trucks coming through the resort to make it safer for our guests and then there is no change to the commercial activity area.

It's the food line and that there's no change that.
[2:43:25]
And then I'll have Mr. Pain address the master plan.

at all, changing this mix in our opinion gives us an opportunity to have a more viable

project which will enhance the ability for a destination location which enhances terrorism,
[2:44:08]
which inevitably hopefully enhances a positive tax revenue for the county as well.

But the mix in addition to moving many of the pieces to get around as Joe had explained,
[2:44:20]
it comes out to 147 estate units, 34 executive 198 cluster,
[2:44:25]
and then 312 condo village units and 200 towns.
[2:44:29]
In addition to the spa on the clubhouse and the lake amenities that in pedestrian trails at Joe had noted.

The other important piece of this is obviously the private roads that we had noted earlier
[2:44:40]
the planning commission had addressed back in November, and of course the vacation
[2:44:43]
the right away was all part of that process too.
[2:44:46]
So, the roads are all self-contained within the development, as Mr. Williams noted earlier,
[2:44:50]
primarily used by the residents and the guests to decide, and they'll be maintained by the
[2:44:55]
H.O.A. and by the developer, so taxpayers won't be paying for those improvements
[2:44:59]
or the way to make it.

again getting along in the tooth but see a lot of a lot of promise in this

property and I don't want to hang up my hat so the changes they're going to make
[2:50:10]
the main facility being moved is absolutely really going to help the whole
[2:50:19]
be completed when we get the clubhouse and so forth will be an amazing thing for the weddings
[2:50:24]
and whatever events that tend to want to come our way and maybe some of the bigger events
[2:50:29]
that we hope to host down the road and then our stay in play units are, I won't say
[2:50:35]
a critical but it's really going to be a big, big boost for what we can attract at Cuttle
[2:50:40]
and then and then benefit the entire community. So I don't know. I'm here as a
[2:50:49]
director of golf. I love what I do. I see that this is absolutely the, I don't know,
[2:50:56]
I wish I was younger. This is an amazing property. While you probably may choose to live there
[2:51:02]
or not, you can always staycation there and it will be the time of your life. It's Disney world, I believe.

I just wanted to speak to the impact that kind of like Anna has had on the foundation, you know, from our perspective how they positively impact our community.

I hosted two fundraising golf tournaments.
[2:52:02]
you saw in a picture of a slide there for the benefit of new bridge station eight.
[2:52:09]
And my wife Jane sitting back there is a well in the planning of a third tournament which
[2:52:13]
is coming up this year on May 20th.
[2:52:16]
This collaboration with Cuttle Long has resulted in raising $20,000 in $20,000 in $20,23,
[2:52:22]
$28,000 last year.
[2:52:26]
And of course that accelerated our ability as a foundation to provide matching funds to the
[2:52:31]
county for the purchase of new ambulance in 2023 and for a fire and rescue boat in 24.
[2:52:41]
Last year, our foundation nominated Catalong for the Louisiana County Impact Awards hosted
[2:52:47]
by the Louisiana Ford Foundation, the Chamber of Commerce.
[2:52:50]
The Awards recognized key supporters and made significant contributions to advancing nonprofit
[2:52:57]
missions through financial support, volunteers, and
[2:53:01]
towards strategic partnership.
[2:53:03]
We're delighted to continue our partnership with
[2:53:06]
Catalong and just wanted to ensure that you all knew
[2:53:10]
what generous neighbors they've been and their positive impact
[2:53:13]
on both our organization and local community.

I think I should first say, we would not be here in my wife and I, this would not be

our retirement home if it were not for cut-along.

and for Reeves commitment to coming in and finishing Mr. Clark's off course and I go
[2:54:09]
off course community. I think what it brings to this lake like in a community as a whole
[2:54:15]
is tremendous and something we never have had here before. With respect to the amendments
[2:54:22]
to the master plan, I would hope the Board would certainly consider approving those tonight.
[2:54:28]
I appreciate the concerns raised by some of my friends and neighbors, concerns about
[2:54:33]
vote traffic, and activity across the creek, especially from fresh water, but from
[2:54:40]
my perspective, these changes do not have a negative impact on our community, the Lake
[2:54:45]
Anna community, or just the overall role nature that we love so much about this area.
[2:54:52]
I think the changes, the shift to more stay-in-place fits within the business model that
[2:55:01]
reef is doing.
[2:55:02]
I think it takes less stress off of the roads, the schools, and boat traffic in particular
[2:55:08]
on contrary creek.
[2:55:11]
And I think most importantly, it addresses many of the issues that have been raised by LACA
[2:55:15]
and by the community over the last few years.
[2:55:19]
just real quick with respect to beef capital.
[2:55:22]
I've got to know these folks very well
[2:55:24]
over the last four or five years.
[2:55:26]
I've been to Utah.
[2:55:27]
I've seen what they've done at reef out there
[2:55:30]
at Black Desert.
[2:55:32]
The recognition they received for all of their
[2:55:34]
environmental efforts.
[2:55:35]
And I think they bought that same approach
[2:55:37]
to Lake Anna.
[2:55:39]
I've gotten to know Nate.
[2:55:42]
Joe as well.
[2:55:43]
I've seen all the hard work they've done
[2:55:45]
to try to perhaps fix some of the sins of past developers,
[2:55:50]
working with the county, working with the state and regulatory agencies.
[2:55:55]
I've seen how they've worked with our community, with the Dredgen plan.

So for everything, they have done, and for this area,
[2:56:06]
I seriously would like to echo what I think.
[2:56:09]
Laka has already said, I believe these are good stewards for the community,
[2:56:13]
for the development around this lake. So I hope you will consider improving this amendment tonight.

But I just wanted to speak for a minute about the group of people who have submitted this

plan to you because in all the dealings and you know I have lots of dealings with developers
[2:57:05]
in this county and spot of any county, a little bit in orange.
[2:57:10]
I've never worked with people like this before.
[2:57:13]
They want to know what's on our mind, they want to know what our constituents think,
[2:57:18]
what
[2:57:20]
They get in your truck, and they ride down to Chesterfield, and they take a look at a wet
[2:57:24]
lands project.
[2:57:25]
You know, with you, so that, you know, they understand what you're talking about with regard
[2:57:32]
to the concerns that you have, you know, this second wastewater treatment plan of theirs
[2:57:37]
is going to put a fluent in Blackwater Creek.
[2:57:40]
And we ask them if they would consider putting that in a wet land, instead of right
[2:57:45]
in the creek, so it would have a chance to percolate.
[2:57:47]
some of the phosphorus and nitrogen would get out of it for a methamethe Creek.
[2:57:53]
And they've done that.
[2:57:54]
So, you know, just about everything that we've asked them to do,
[2:57:58]
they've tried to find a way to do it.
[2:58:01]
And so, you know, I'm only going to take three minutes here,

because I'm speaking for me personally.

really impressed with tonight. I've heard some fabulous comments, but the fact that you support our
[2:59:39]
in our county, that you support our high school golf team, that you want to host the championships
[2:59:47]
for the state for, I just think that's phenomenal and that gives back to our community and that
[2:59:53]
raises our youth up and that's what I really have a passion about. So I really thank you for that.

Any additional comments? I have two. One, I do want to thank Mr. Wash, Mr. Payne, for your work, not just with
[3:00:14]
County staff, but with me as the district supervisor,
[3:00:21]
the investment that you've made in our community,
[3:00:24]
not just financially, which is large, but with our residents, with our citizens, with our
[3:00:30]
foundation for emergency services. I have proven you to be a great corporate
[3:00:35]
party. I think this change is a beneficial change to your resort. I
[3:00:44]
unfortunately I have had a golf club in my hand and I should stick to
[3:00:48]
writing horses but it is a premier development in the Wies of County and
[3:00:56]
and Reef has invested millions and millions and millions of dollars there in elsewhere in the county.

And so we're appreciative of that.
