[9:17] Okay, I don't have any. Does anyone else Okay,
[9:22] » Dan, can you hear us now? Just raise your hand if you can hear us.
[9:25] » I He texted me back. He said he's going to try once more and that he might have
[9:28] to give up. >> That's his visual. That's not his audio.
[9:33] » Yeah, it's still trying to sake. It's still trying to
[9:49] Okay. Well, we'll we'll continue on and see what happens.
[9:54] » I don't think that has anything to do with it, but All right. Well, let's move
[9:58] on. Uh, thank you for your report, Jason.
[10:00] » Ailen is here now. >> Okay. Can Why don't we finish up our um
[10:04] the payment of the bills and then we'll we'll get right to you, Eileen. Is that
[10:07] okay? Thank you. Okay, that was our treasures report.
[10:11] Thank you, Jason. [clears throat] Um, we are going to move

[10:48] second? >> I'll make that second.
[10:51] » Supervisor Jirena makes the second. All of those in favor
[10:55] » I >> I
[10:56] » I >> I
[10:59] » Should we move forward, Peter, as if Dan is not with us this evening? Yeah,
[11:04] » we have a quorum. Okay. >> Okay. Motion passes unanimously.
[11:09] Okay, Eileen, your turn.
[11:18] Green button. Okay. Hi. Um, it's been a fun year for the library. I actually saw
[11:25] you last spring towards the end of the spring. This time starting earlier in
[11:28] the fall. Um, good news is next week we start moving some furniture
[11:34] around inside our building. We're hoping to open hopefully by the end of October.
[11:38] No 100% set date yet until we get things moving. Um, we have brand new children's
[11:43] furniture coming in. That was part of a grant. Um, Senator Penuk had posted a
[11:48] photograph for that. Um, we have the movers coming in to reinstall all the
[11:54] furniture shelving we had previous. And then we got to move all our books back
[11:58] in. And when we do, the adult collection is now going to be in the front. The
[12:03] kids collection is all going to be in the back. So, everything's landing in a
[12:05] new spot. Everything has to be put on the shelves and double checked it's in
[12:10] the right spot. It's going to take us a little extra time to do that. In the
[12:14] meantime, being offsite of our own location and working out burough, my
[12:19] staff has been very creative about doing programs that'll interact with the
[12:23] people in our service areas and communicate with our municipalities. You
[12:28] guys were fantastic. We did two um park story times. One got rained out and we
[12:33] were able to change and come here and invite the staff to story time. Um, but
[12:39] we had a lot of fun visiting all these different locations throughout the
[12:43] summer. This month is National Library Card Month. If you don't have a library
[12:47] card, shame, shame, shame. Come to the library, get a card. You can do it
[12:50] online. It gets mailed out. And the cool thing is, if pocket stuck it in, our uh
[12:56] children's librarian has come up with a way to engage the public and get you to
[13:01] look at your library card and go visit all the places that supported us during
[13:04] the summer. And that includes two locations that are going to be here in
[13:08] Lower Frederick. There's one at Engaged Studio. They had a program there. We
[13:13] also interacted with PV Woods. So, there's a flyer up there. Basically, if
[13:18] you go to our calendar, LibCal, look it up our library, you'll find this
[13:22] challenge on there. It has the list of where to go to find signs. Each one has
[13:27] a different color frame. So, you just have to mark down what color the frame
[13:31] is, bring it back to the library, you get a little prize. But I'm pretty
[13:36] happy. This is our library card and that's what she came up with. So, it's
[13:39] really pretty cool. Hope you guys see it. So, if you go to that and you get a
[13:44] little prize, interact, a lot of fun. It was really nice to have Laura Frederick
[13:48] support us because we need all the support we can get. But
[13:52] we also were also my vocabulary's going out the window.
[13:57] Um, being down at Skip Pack, being down in Trap, going to Perkyan. I mean, we've
[14:05] got a chance to go everywhere. It was really nice. But we're really looking
[14:09] really forward to being home again. And hopefully that'll be the beginning of
[14:13] October. We do have a book sale planned already for November because again, even
[14:19] though we spent all this great money, there's still a lot of things that are
[14:22] needed for the library. So, we're going to be pushing our book sale as soon as
[14:25] possible. I don't know when, but there'll be some kind of celebration
[14:29] party to get us an open house so everybody can come check out our corners
[14:33] because it is really different. You won't rec I mean you'll recognize a few
[14:38] things, but almost everything has been changed. Any questions for me?
[14:45] » I don't have any for you at this time, but it sounds very exciting. I'm gonna
[14:48] I'm gonna come renew my my library card. >> Okay. Thank you. Thank you.
[14:57] Okay, we're now going to move on to our professional and staff reports. Carol,
[15:03] thank you. Just three items on my report uh to
[15:07] update the board on. Uh the first is a small subdivision that was known as 115
[15:13] Second Avenue. Uh the subdivision application for this undeveloped parcel
[15:18] along the undedicated portion of Second Avenue has been withdrawn. They've
[15:23] withdrawn that application at Melbourne Hill. Verizon lines were
[15:28] installed behind the curb lines and the walking trail was paved.
[15:33] And for Sachs 8 big road, a preliminary plan was reviewed and that plan was
[15:40] discussed at the August meeting of the township planning commission. Those are
[15:45] all the new items on my report this evening. I'll be happy to answer any
[15:49] questions the board may have. Does anyone have questions for Carol?
[15:55] [clears throat] >> Okay, not seeing any. Thank you, Carol.
[15:57] Next up is our solicitor's report. >> I have nothing.
[16:00] » Okay, thank you, Peter. And now on to the staff reports, and that would be
[16:06] Chief Cass, please. >> Thank you. [clears throat] For August,
[16:09] we had 254 calls for service, conducted 59 traffic stops, issued 30 traffic
[16:15] citations. Officer Lowour uh completed the
[16:19] leadership development program, successful graduation. Two of the
[16:22] officers attended attended standardized field sobriety testing updates. Um
[16:27] officer Bacon has been moved to the detective position. It's a lateral
[16:31] transfer. He will be our lead investigator for a lot of our criminal
[16:35] investigation stuff. Um, as I've been reporting over the past
[16:40] couple months, we have a lot of open ongoing investigations. So, one of the
[16:44] investigations um is getting issu is going to the judge for the warrant uh
[16:49] probably tomorrow afternoon. Uh early June, [clears throat] excuse me, early
[16:53] June, uh we responded to Burger Lane for an incident. Um through the
[16:57] investigation, uh we had multiple juveniles involved that were were
[17:02] victims. So, we had to do extensive investigations with Mission Kids, Child
[17:07] Advocacy Center. Through the investigation, their interviews, uh, one
[17:12] of the suspects, I'm not doing names yet, and we'll do a pressure release
[17:15] next month because until the charges, but the first suspect is going to have
[17:19] four counts of terroristic threats, four counts of simple assault, one count
[17:23] possessing an instrument of crime, [clears throat]
[17:26] and four counts of harassment. And the second suspect is going to have one
[17:30] count of harassment. So this this incident is one of several that we have
[17:34] open. So it's a slow process, but we're getting the the resolution and justice
[17:40] for the victims involved in all these cases. That's all my report for this
[17:44] month. If you have any questions. >> Thank you, Chief. Does anyone have any
[17:47] questions? >> Um does that mean that uh Sergeant
[17:52] Milligan is no longer with us? >> Corporal Milligan's still here.
[17:56] » Milligan, >> he's still he's still here.
[17:58] » Okay, that's good. >> Yep. Okay.
[17:59] » So, we have >> it's just it's just an ongoing rumor
[18:02] that he's going to retire, right? He's going to stay forever.
[18:05] » Never. >> Every day that we have him is a blessing
[18:08] to the township. >> I know.
[18:09] » And a blessing to me. >> Thank you.
[18:13] » Okay. Thanks, Chief. Next up is the fire company.
[18:25] » Charles Jack, fire chief lower fire company. The month of August, we ran 12
[18:30] calls. For the year, we were at 156. We uh saw a couple fire alarms, vehicle
[18:37] accident, vehicle rescue, three building fires, two appliance fires, and one
[18:41] medical assist. Uh for the trainings, we did a live burn at station 86. We did a
[18:50] folk fest pre-plan with uh Upper Southford Fire Company. Uh we also went
[18:56] over with Upper South Fire Company and debriefed on recent building fires. We
[18:59] operated either with them or without. Uh we did a large tanker drill with station
[19:06] 89 which they hold yearly and we went throughout Lower Frederick Township last
[19:12] week and went over forceful entry skills, where and when we would use
[19:16] certain techniques. Uh we had steak night August 1st. we were sold out and
[19:22] we'd like to thank everyone for all the support. Uh our lottery calendar lottery
[19:28] calendar renewals will start September 1st which is today and uh October 1st
[19:34] starts our new signups. They're $20 for a calendar and then October 3rd we will
[19:40] have the LFC cornhole tournament held at the lower Frederick Fire Company. And
[19:46] for the month of August, we operated a w one working house fire in lower
[19:52] Southford Township. Uh ladder 52 responded with a crew of four and we
[19:57] responded as mutual aid in support of Harley Fire Company and operated for
[20:01] about two hours during the day. That's all I got.
[20:04] » Terrific. Thank you, CJ. I appreciate that. Does anyone have any questions?
[20:09] Okay. Thanks so much. Uh next up is Of
[20:17] course, we have uh ambulance, public works, sewer, and zoning. I I would like
[20:20] to question the the sewer report. Um is there anything of like if if nobody
[20:27] minds if there's like nothing of any great importance on it? Can
[20:30] » So, I haven't gotten the sewer or so you guys will receive that when
[20:35] » Okay, move on. >> Uh so, the uh ambulance report, this is
[20:40] for July. Uh they had 22 uh calls for service in Lower Frederick for a
[20:46] year-to- date total of 142. Their primary coverage area, Perky and
[20:50] Schwanksville, Upper Frederick, and Upper Southford, they had 82 for a total
[20:53] of year-to- date total of 435. And then outside the primary coverage area, they
[20:58] had 33 for a total of 227.
[21:03] As to the public works, um in the month of August, they completed three sewer
[21:08] inspections. Uh the bypass influent pipe was installed at the sewer plant. Uh
[21:12] they're continue to manage the mowing contractor. Uh they mow the open space,
[21:17] maintain the landm patch paving on Zigglerville Road, Main
[21:21] Street and roads in Cedar Hill in the Cedar Hill community. Uh line painting
[21:26] was completed on selected township roads. Uh they did road mowing on
[21:29] Township Roads and repaired roadside um the roadside [clears throat] around the
[21:35] covert on Spring Mountain Road.
[21:41] And that said, okay, terrific. Um, can you give us an update? Is he still
[21:46] buffering? Is he There's two of them now. So,
[21:51] could that potentially be the problem? >> Can Can you hear us, Dan? It looks like
[21:55] you. >> Well,
[21:57] » I can hear now and see. I'll try and talk at some point.
[22:01] » Okay. >> I'm trying to talk now.
[22:03] » Oh, we can kind of hear you. Yes. All right.
[22:07] Okay, I'll do my best. I'm sorry. >> Sorry.
[22:10] » Didn't come through. It didn't come through.
[22:13] » It's a little disconcerting. Not only is there two of you, but there's an
[22:16] enormous delay between them. Do you have volume? Do you have volume?
[22:22] You could turn it up. >> Yes, I do.
[22:29] » Okay. Well, we're going to circle back to the meeting minutes because we made a
[22:32] motion. Did you have any questions about our meeting minutes?
[22:39] I didn't hear that part. >> Okay. Okay. So, we had a motion, I
[22:43] think. Do we have a second? And we had a second. So, just raise your hand. All
[22:49] those in favor say I. I. Raise your hand in.
[22:56] » I'll say I. >> Okay, there you go. Terrific. Motion
[22:59] passes unanimously. I appreciate that. Thank you.
[23:03] Well, we'll let that go. >> Yeah, it's fine. We'd have to go back
[23:09] and do it over again.
[23:13] » It's okay. All righty. So, um we're now going to move on to our township board
[23:17] and commissions reports. Um I see that we have someone here from the EAC.
[23:22] » Yes. >> Um but I don't see anyone for open
[23:25] space. We have park and rack always consistent. Thank you. We don't have
[23:29] anyone for planning. So, uh, Diane, are you or you or Gary gonna
[23:34] Oh, I'm sorry. >> Yeah, I'm on for a plan.
[23:37] » My glasses on. I apologize. >> All right. So, Diane, did you want to
[23:41] give your report? >> Sure. Um, we met on August 11th. Our
[23:47] green energy committee discussed the passage of the lower Frederick data
[23:51] center and battery storage ordinance that was passed by our board of
[23:54] supervisors in July. Um, we celebrate that. We also discussed the proposed
[24:01] Limmerch data center development that will affect the surrounding Limmerch
[24:05] community and we agreed that we need to follow up on um how many proposed data
[24:12] center developments are there in Montgomery County and what's the process
[24:16] that the other townships are going through under our storm water
[24:21] management. We discussed um that now the Schwanksville Burough Authority has
[24:27] their annual water quality report from 2025 and it can be viewed on their
[24:33] website. They've begun testing for PIFAs or forever chemicals
[24:40] and um out of the seven that they tested for they have found three.
[24:47] Our outdoor lighting committee reported on the constructive feedback from the
[24:51] planning commission and the township engineer regarding the initial outdoor
[24:57] lighting draft being developed for the township for um our subdivision and land
[25:03] development ordinances. So we'll continue on with that.
[25:09] The single-use plastic committee is compiling the research that was gathered
[25:14] regarding surrounding township single-use bag ordinances and model
[25:18] ordinances to hand to the over to the township manager so he can uh give it to
[25:26] the solicitor as I believe the board had asked us to do um maybe two months ago.
[25:33] So, we will we'll hand that all over to um to Jason so he can give it to the
[25:39] solicitor. And uh this month's did you know is
[25:44] information on the start of the fall bird migration. It's going on right now
[25:49] and the effect of nighttime lighting on their travel.
[25:54] If you want to know how many birds passed over on their southern migration
[26:00] last night or any night before, you simply go to birdcast.com.
[26:05] It's pretty fascinating. It tells you how high they flew, how fast they flew,
[26:12] how many of them, what types, and etc. So, um it's it's a good distraction from
[26:19] other things. Any questions?
[26:24] I don't have any at this time. Does anyone have any questions for Diane?
[26:28] Okay, not seeing any. Thank you, Diane. Appreciate that.
[26:31] » You're welcome. >> On to the open space committee.
[26:39] » I can I can kind of talk. >> You were there. I guess you can.
[26:42] » Okay, go ahead. >> So, the open space committee did meet on
[26:45] August 12th. Uh they were all uh present. Um they reviewed their
[26:49] financials. Uh they did make a recommendation to the board uh for to uh
[26:55] uh residents for their vacant open space positions. Um and they um they will be
[27:02] at uh community day. Uh they will have a table and um they've got some followup
[27:08] on uh their supplies and stuff as far as uh for that for that event. Um and then
[27:14] they as per usual they met most of their meeting was in exact session to discuss
[27:19] uh property. >> Okay. Thank you. Any questions anyone?
[27:24] No. Okay. Next up is park and wreck. Katie.
[27:32] » Hey everybody. Um okay. So we met last month and we do have our upcoming
[27:37] meeting on September 14th due to the Labor Day holiday. Uh our August concert
[27:43] uh was supposed to be last week. It was rained out. Hopefully it doesn't get
[27:46] rained out this Thursday. It's going to be the River Dogs and it's going to
[27:50] start at 7:00. Um Lower Frederick Community Day. Um volunteers are still
[27:56] needed, so please help spread the word and encourage people to sign up for a
[27:59] shift. And then uh park board is going to be assisting with the silent auction
[28:04] and we are putting together event uh baskets for that event. Uh, we have a
[28:09] book club for September is going to be on September 19th and it's The Walk by
[28:14] Richard Paul Evans and it'll be 10:00 a.m. at Cuddy Park. We are working on
[28:20] park inspections. Um, we assign different board members to look at the
[28:24] different parks. We'll share the findings with the township and then
[28:28] basically we're just looking for things that might need maintenance and then
[28:31] also looking for future improvement priorities. Uh we're going to be
[28:36] resuming the Foy Park fence project to get that finished painting. More
[28:39] information on that. And then finally, I just wanted to thank you guys for the
[28:43] trailer. That's going to really help us with um a lot of the equipment, making
[28:47] it a lot easier to transport for events. So, thank you very much.
[28:52] Terrific. Thank you, Katie. Does anyone have any questions for Katie?
[28:56] Okay. You're good. Okay. All right. Sorry. Not
[29:01] not a question per se, but I guess for um any of the boards and commissions,
[29:07] the uh MONCO 2040 uh grant period, I think submissions are due in March. I
[29:14] know it's only September, but time goes by really fast, so if that's anything
[29:19] that park or I guess EAC is interested in, just maybe start thinking about it
[29:23] early. >> Okay, thanks Mara. Uh next up is the
[29:28] planning commission, Greg. >> Hi. So, the planning commission met on
[29:33] August 20th. It was a very short meeting. Uh, we started the meeting with
[29:38] an update from Sax and Suns about their proposed land development at 8 Big Road.
[29:44] Um, they're still working through our engineer Carol's review letter. Uh,
[29:49] however, they verbally thought they would only have a few requests for a
[29:53] waiver in the future that would be formalized. Um, we didn't take any
[29:58] action uh on the 20th with them because they still have to go to zoning and
[30:03] respond to Carol's letter, but we expect to see them back again soon. Uh, and
[30:08] then we completed our bamboo ordinance discussion and approved a copy of a
[30:14] draft ordinance that the county planner, John, did an excellent job with. Uh, we
[30:20] approved the draft to go to our solicitor and the board of supervisors
[30:24] for consideration. and uh changes or approval.
[30:30] Um, and that was it. If there's any questions, I I'll be
[30:35] happy to answer them. >> Does anyone have any questions for Greg?
[30:40] Okay. Not seeing any. Thank you, Greg. I appreciate that.
[30:43] » You bet. >> Thank you.
[30:47] » We're going to move on to our regular business. Uh, first up is the township
[30:52] building sign discussion. again.
[30:59] Jason.
[31:19] Okay. So, um this is a continuation from the July general meeting.
[31:24] Um just as a reminder um that we've previous as we previously said we have
[31:29] an LSA grant for digital sign for 13,861 and then our insurance claim from our
[31:35] sign getting uh damaged in the winter of 19,000. So we have a total of 32,9450.
[31:44] Um as uh the board may recall we kind of
[31:48] seem to be the seem to be stuck on the stone or brick. So we are presenting
[31:55] uh two new options. Um
[32:00] oh also uh what I have provided the board uh we did a drive around just to
[32:06] show the different varieties of signs out there around municip municipalities
[32:12] around the uh around us. Um they really do come in all shapes,
[32:19] sizes, um varying degrees of so it it there's definitely not a
[32:27] one size kind of fits all that that these municipalities are doing. Um mix
[32:31] of brick stone um there are just two post here which I we grabbed this off of
[32:36] New Hovers Fire Company um just for view.
[32:43] Then we get down to some of the locations that don't do not really have
[32:49] signs. Upper Southford just has something on the building. This is Lower
[32:52] Southford's. So, um this was something the board asked uh
[32:56] of us um at the last meeting to just give some examples of what some
[33:00] different municipalities are doing. Okay, get scroll down to there. Okay.
[33:07] So, uh the the two new options that uh we're presenting to the board um would
[33:14] be a concrete base with aluminum pillars wrapped in a rough cut wood planks that
[33:19] would look somewhat like this.
[33:26] And that would be the aluminum. Uh the concrete with base with the aluminum
[33:31] pillars would be a total of $40,690. the concrete V with the wrapped uh and
[33:37] rough uh wood planks would be 41,140. Um basically
[33:44] what um is as far as a different option is if the board wants to put brick or
[33:48] stone at some point down the road then we can do that and the hope was that we
[33:52] can settle on potentially one of these and and get the project moving forward.
[33:58] Um, I did put in what those prices were with the uh fost and the veneer u for
[34:06] your edification. Um, there is a couple thousand savings depending on uh how we
[34:11] want to go. Um, but as [clears throat] you saw um at least with one of the
[34:15] digital signs, they just had two um aluminum posts. Um,
[34:22] so that's kind of uh where we're at.
[34:32] » Hey Noel, >> the um the other signs were interesting.
[34:37] The one thing I did note is that a lot of them were brick and
[34:40] » Yes, I did. [laughter] >> I did a lot of green, too.
[34:44] » And most of them are on a main road. We're not on a main road. Yeah. So,
[34:50] that's first. Second, >> what is the actual cost of the LED sign?
[34:54] They give us a breakdown, >> but they're not telling us what it
[34:57] costs. So, I'm look I'm looking at like right out of the gate this first one.
[35:00] Concrete base with aluminum pillars for $40,690.
[35:06] I'm trying to wrap my head on what cost $40,690.
[35:13] And this is this this is significantly a reduced design from from what we were
[35:19] looking at before. I mean those were monoliths. This is like this is bare
[35:22] bones minimum here. So I'm I'm curious exactly what does this LED sign cost?
[35:30] Uh this
[35:35] for installation 35,655
[35:43] I mean, they give they give a huge rundown of everything that they're going
[35:45] to use and it's, you know, extensive, but
[35:50] there's no actual breakdown on on the prices. So, I have no idea what the
[35:55] actual sign costs.
[36:00] » Option one is 36,000. >> Where did you Is that on the quote?
[36:05] » Yeah, it's on the quote. >> Where is it? And then I missed it and I
[36:08] apologize. Yeah, option one is on the first on the What is option one?
[36:13] » Well, option one here says it's $40,690 >> right right here.
[36:18] » Option one. >> And what's the cost?
[36:20] » $36,15. >> Okay. Does it tell us exactly what the
[36:23] sign costs >> or the entire thing?
[36:26] » It gives the entire thing. >> Okay.
[36:30] » Hey, Noel. >> Yes, Dan.
[36:35] » Noel. >> Yes, Dan.
[36:36] » Yeah. Um, I actually would like us maybe to take a step back and consider
[36:44] » a step back and consider >> the idea of dropping the digital aspect
[36:50] aspect >> of the sign
[36:53] » and using a sign somewhat >> sign somewhat
[36:56] » more akin to the one that we have >> the one that we have
[37:01] » um in uh CVS Park. CVS park
[37:05] » but scale down to something appropriate >> for the township space that's available
[37:12] for the size. >> Okay.
[37:14] » So I I I think unfortunately um we received grant funding and I think we
[37:22] need to use that grant funding. I don't know. I'm going to look at our solicitor
[37:25] but if we turn back grant funding I don't know. You're shaking. Yeah. We we
[37:31] need to we need to say yes to grant funding because we need to keep getting
[37:35] grant funding and >> if we can do it for 36105 let's do it
[37:40] for 36105. >> I option
[37:44] » I don't think anybody's saying send back the money but let's remember that when
[37:48] we applied for this grant >> we still had a sign
[37:51] » but the money is for a digital sign. I mean maybe we can get some clarification
[37:55] from Jason. >> Nobody's saying send grant money back or
[37:58] not use it. built by a digital sign. We have to use
[38:01] it for digital sign. >> We don't have to use it for a digital
[38:03] sign. We don't have to. It's a very easy amendment that we can send in and
[38:07] request a change. And because it's going down and not up, it doesn't necessarily
[38:11] change the scope. >> They would have to approve it.
[38:15] » And that's fine. >> I I
[38:17] » there's a high there's a prob a high probability that we will not get it
[38:23] accepted. They could deny it and then just take back the the grant altogether.
[38:28] All $99,000. >> Yes.
[38:30] » No, the other it's 13 it's it's split between the park the parking lot which
[38:36] we're going to roll out. We're going to out next year.
[38:39] » Is are you talking into your speaker? >> Sorry.
[38:42] » So part of that 99 is is I believe like 85ish is part for the parking lot paving
[38:48] which will roll out at the beginning of next year and then the 13 and change was
[38:52] for the digital sign. >> Okay. Peter, do you have any insight on
[38:56] this on this LSA grant? Could you put some clarity on that?
[38:59] » Um, I'm Yeah, I'm not a grant expert, but I do agree with Mara that and I
[39:06] think you're not planning to, but yeah, returning the money, it's going to take
[39:10] into be taken into account when in in future applications. Um,
[39:16] as far as sh Yeah, I'd have to look at the grant application to see exactly
[39:22] what we put on the grant application to see whether or not we need to amend it.
[39:27] Um, but Jason says we do. Um, I have had clients that have have done amendments
[39:34] and they have been approved. Um, not a lot of them, but I can't I I can
[39:40] remember amendments being approved. I can't remember amendments not being
[39:44] approved. Um, but as Crystal said, that's up to the grant provider. You
[39:51] know, it it's not it's not a a done deal that we ask for it, they're going to
[39:57] say, "Yeah, we'll do that." Um, if we do ask for an amendment, we got to give an
[40:02] explanation why. And I think we need to make sure before we ask for an amendment
[40:08] to look at the purposes of the grant to make sure that our amendment is not
[40:14] shifting what we're doing out of the purposes of the grant into something
[40:18] that the grant's not supposed to cover. Because if that's the case, then I agree
[40:22] with Crystal. They might say, "No, you're done." Either I don't see them
[40:27] taking it back. I see them saying you got to do it for we gave it to you or
[40:33] you or you know you got to give it back. >> So if we go to them and say
[40:38] we would like to do an amendment to our grant not the amount but the scope
[40:44] itself where at the time we put in the grant we
[40:49] had a sign and the cost to do whatever it was that we put in for was this is
[40:55] what we were going to get for it in the interim. Now we have no sign. We need to
[41:00] reconstruct it. And in addition to that, we have the insurance costs, but the
[41:06] cost of the sign is now going to go over and would be dipping into general funds.
[41:13] I can't see them saying no if our goal, which it should be, is to stay within
[41:18] our $32,900. And and I think there's absolutely
[41:24] no problem with calling our contact up and saying, "Hey, here's the issue. This
[41:30] is what we'd like to do. >> Is this going to be a problem?" I think
[41:34] they'll flat out tell you, "Yeah, that works. File it or no, don't try that.
[41:39] It's not going to work." >> Right? Like I can't imagine. I mean,
[41:41] grant funds are supposed to alleviate the t like a municipal tax burden. It's
[41:46] that's supposed to help us. Why would they say no if we tell them,
[41:50] well, if we don't reduce the scope of the sign, it's not like we're changing
[41:54] this away from a sign. We're getting a sign. We're just not going to get an
[41:58] electronic sign or or we're going to get something cheaper. Um otherwise, we're
[42:02] going to have to dip into general funds. >> I think what Jason's saying is that the
[42:07] the one issue here is the grant was specifically for an electronic sign. So
[42:13] to shift it away from that um it might be a problem. I don't know.
[42:20] That being said, I
[42:23] just call them up and ask the question. There's no harm in asking the question.
[42:28] You know, there could be harm in pushing it through if we're told don't do that.
[42:33] But there I cannot believe this would be there would be any problem with us
[42:37] calling up whoever our contact is and saying hey here's the situation this is
[42:42] what we're considering does this work or you know please tell me no and then I
[42:47] can go back to my board and say sorry they said no but you know asking the
[42:52] question I think is the first step >> what I was told earlier is if it's in
[42:58] similar in nature to the project that we got approved so for instance since uh
[43:03] the original police vehicle that we put the grand in for may have been like a
[43:08] 2025 or something and it turned into a 2026 police interceptor that that's kind
[43:14] of the same type of project where they said it might get kicked back as if it
[43:19] if the scope of what we got the grant monies for changed and I don't know how
[43:24] they would view a digital sign to a static sign is as you know is if that's
[43:30] a >> I I would imagine I don't think they're
[43:31] going to have problem if it has a net zero taxpayer impact.
[43:34] » Um, >> but that's just me.
[43:36] » I I'm not in favor of spending one red nickel on a static sign. It doesn't do
[43:41] us any good. People ask me all the time, is the burn ban lifted? What are the
[43:46] events coming up? They drive down the street, there's no sign. Now, option one
[43:52] here says $36,15. That's $3,100
[43:57] above what we have. I think it's worth spending $3,000. So 36,105
[44:03] » to get into the 21st century. >> So the figures you're looking at are not
[44:06] the same as what you have on this cover sheet here. Is that correct?
[44:10] » No, I see that. But that's not I'm was going off of what he provided us, which
[44:14] is not correct. >> Well, this this is in the detailed quote
[44:16] option one. $36,15. This is a big upgrade for us. We can
[44:22] alert people. Yes. Not everybody drives down Spring Mount every day, but a lot
[44:27] of people do, and they tell people what's going on, and it's not on a
[44:31] little tiny side street. So, that would be my preference.
[44:35] » And what's this number here? >> That's the first one. This is the
[44:41] » Becky's got her hand. >> Oh,
[44:45] put some clarity on these final numbers. >> Yes.
[44:48] » Go ahead, Becky. Hello. So, I just kind of wanted again as Jason said to mention
[44:54] some clarifying questions. So, first and foremost, if you're talking about a
[44:58] non-digital sign in the original presentation, whether whatever design
[45:04] you would actually go with, the non-digital sign I believe was around
[45:08] 13,000. So, it's kind of a moot point as far as
[45:12] going back and asking for the grant because it would be covered under
[45:16] insurance. So, I guess that was just one of my first points. Um, my second point
[45:22] would just be that I believe in some of the other presentations we were right at
[45:28] budget with the digital sign. Where we've kind of increased costs here is
[45:33] looking at real stone, looking at two pillars versus one, um, and all of that
[45:39] kind of stuff. We've added on from that beginning quote. when we initially
[45:44] started this, you guys were right at budget with the digital sign. Um, so if
[45:49] that's something we need to go back to, we can certainly do that, but I just
[45:52] wanted to remind you, I know it's been like a bajillion months. Um, but we can
[45:56] do that. So, I don't know if that helps, but just a reminder.
[46:01] » So, can can I ask you Jason? I have the detailed quote from Casey Signs and
[46:06] option one. It's um between
[46:12] two steel poles and that is for $36,15.
[46:18] Is that still an option? I know you didn't put it on your cover sheet, but
[46:22] is that it's in the detailed quote. This page one looks like this, Jason.
[46:30] It's it's on the next page after this. I think to Noel's point, the like the
[46:35] $4,000 swing. >> I bet
[46:39] » it's the pillars. >> It's the pillars.
[46:42] » Yep. >> Between 36,000 and the 40,000 445.
[46:48] » Well, let's just do the cheapest option and if some board in the future wants to
[46:51] put brick or stone up, let them put brick or stone up. which I guess was my
[46:55] point as far as like we were at budget and then we added all these pillars on
[46:59] which is >> just go back to square one and do the
[47:02] cheapest version. Call it a day
[47:04] » on on the version I'm looking at if I might add in because I've just been
[47:08] reading through this while you've been talking about it.
[47:10] » So I'm I'm looking at the same page that Supervisor Hexter was viewing.
[47:17] Um there I see the first sign has a uh se 24 inch high by 72 inch wide active
[47:25] viewing window that's for your $36,15
[47:31] sign and
[47:36] it has a deep concrete footers and raised
[47:41] concrete base. So before you were talking about framework, now you're
[47:46] talking about solid concrete. So that's going to impact your price. Then when I
[47:51] go down to the next one, the ones that's 40,445,
[47:57] the difference there is the active viewing window is 36 in high by 72 in
[48:03] wide. So the difference between the 36,000 and the 40,000 is the size of
[48:09] your electronic viewing window.
[48:14] Thank you. >> Can we still get information on the
[48:19] smaller one? I mean, is there a difference of the
[48:23] number of lines?
[48:27] There's a picture of it provided in the images that are in Dropbox.
[48:32] There's the larger sign and the smaller sign. The 24 in is shown with three
[48:38] levels of text, three lines of text. So Mara, like if you look at what I have
[48:45] up on the TV screen. So that's the bigger screen
[48:50] and this is the smaller screen.
[49:04] » If we're going to have to get one listen, not
[49:08] » the width is the same. >> Yeah. Yeah. still 72 in wide,
[49:12] » right? >> Yeah, it's the it's a it's a foot
[49:14] difference in in height. So, yeah, the smaller sign would be
[49:21] Sorry.
[49:28] Okay, aside from the money, which looks like we're a little bit closer now,
[49:33] um I'm not a fan of the LED sign. I think it's irrelevant. It's
[49:38] financially impractical. I think it's like a micro a microarget of just a
[49:45] specific number of people. I think that we have a better shot at at using um our
[49:51] our social media that we have now for outreach with our Monco ready and our
[49:55] email blasts. And I think it's contradiction to our comp plan that
[50:00] prioritizes um preserving historic smalltown architecture. I also think
[50:05] it's a want. It's not a need. and we have our fire department who's giving us
[50:10] free advertising right up the street up there. Having said that, if the majority
[50:14] wants this LED sign, as long as we can get as close to $32,900,
[50:21] then that's what it will be. >> No, [clears throat] I'm still opposed to
[50:28] this concept of having a digital sign. It's just because other people have
[50:35] placed them in their township does not mean that it's the right thing for lower
[50:40] Frederick. A number of townships uh varying affluence levels um you know all
[50:48] around the area. Um, you showed Marvel. They just have a sign that Marvel
[50:53] Township. Um, and [clears throat] our the road that we are on is not a heavily
[50:59] traveled road by our township people. And the people I've spoke to spoken to
[51:06] about this have all indicated if they want to know what's going on in Lower
[51:10] Frederick, they're not going to hop in their car and drive over to the township
[51:13] building and see what the sign says. What they do is they go online and look
[51:17] at the web page. So, I think this is just because we can spend the money
[51:22] doesn't mean that necessarily it's the right thing to do. Um, that I I can't
[51:28] see myself wavering from that. I think we're just trying to be like the Joneses
[51:34] and we should be like lower Frederick and be at least conscious of the money
[51:38] that we're spending. Then we're right back to where we were
[51:43] before, which is we can replace the $13,000 fine sign with the $13,000
[51:48] insurance money and we can kick back the grant funding and not get any more grant
[51:52] funding. So that's where we are now because we don't need the $19,000 in
[51:56] grant funding to put a stagnant sign. So >> Terry, were you going to say you mean
[52:03] hyperbolically? Marlo, >> you going to say something like that?
[52:05] Just because you turn it down doesn't mean that uh you're never going to get
[52:09] grant funding without anything else. >> Yeah.
[52:12] » These these guys keep coming back with, oh well, we're going to do a beer. We're
[52:16] going to do beers up. We're going to do this. We're going to do that.
[52:19] » I'd like to just the price of a sign just
[52:29] » does that include their labor?
[52:34] I do believe we did have the breakdown on just the digital sign. I'm
[52:37] unfortunately not finding it in our Dropbox.
[52:43] » J, do you want to say that just >> I believe the sign itself was around
[52:47] like 31 to 32,000.
[52:52] » Did you say 31 or 32,000? >> I believe that's where we
[52:55] » just for the sign. >> Yeah.
[53:01] » Yeah. So, so again, we we need to use our grant funding and we don't need
[53:06] $19,000 for a plain Jane sign. So, we're right back to square one. Should we kick
[53:12] them grant funding back and not get any more grant funding from this?
[53:15] » Nobody said they kick grant funding back.
[53:17] » We don't need a phone call. We don't need but we don't need 31,000 to do a
[53:21] stagnant sign. >> We only do need it for an LED.
[53:27] » Well, now we're back to the LED. So, how many how many people support I'm I think
[53:32] we should just get the cheapest sign for the LED. It's $3,200 out of our budget.
[53:38] I think it's worth it. And a lot of people go up and down the street. Um,
[53:43] and a lot of people look for things on our sign and there's nothing there. We
[53:47] have community day coming up. People ask about the burn ban. They're asking about
[53:51] our events. They're asking about all kinds of things. And
[53:55] » I'm getting the same questions. >> Yep. And the sign is changed constantly.
[53:59] It's not like the newsletter which comes out once a month. Um,
[54:04] » so if anything, I think we need to rethink our purpose for this sign. Are
[54:08] we trying to communicate with our residents or are we just trying to just
[54:14] label the building? I'm perfectly happy labeling the
[54:18] building. I don't think that there's any benefit to an LED sign out front when we
[54:22] have social media. We have a Facebook page. I mean, if if you have people
[54:28] calling you on the phone and asking you what's [clears throat] going on, you can
[54:31] either tell them or you can direct them in the location where they can find that
[54:35] info, which is, you know, >> mine is not phone calls. Mine is emails.
[54:40] Even on social media, they they're complaining about having to go and log
[54:44] into social media. They want to just drive on their way home pass the
[54:48] township building. >> Why aren't we using our MCO ready? Why
[54:52] are we using our MCO readymore? >> I'm sorry. So for uh our sheets, my
[54:59] question was um because I heard something about traffic. As far as
[55:04] traffic, you would know best how much traffic we actually get on this road.
[55:08] Correct. >> We get a I don't have an actual like a
[55:12] traffic study. I mean, we do have a lot of traffic that goes up and down.
[55:17] » Right. And I think it's pass through traffic because we're a cut through. I
[55:19] don't think that that's a majority of those people are residents.
[55:24] The people that are residents are the ones that are coming off of 63 or 29 and
[55:28] funneling down into Spring Mount itself. It's a very small percentage of the
[55:34] township that sees that sign. >> I don't think anybody would know that
[55:36] unless we had an actual survey to go around cuz from what I'm hearing, it's
[55:41] the residents that are reaching out through email stating to where
[55:45] » we haven't had a sign. >> I'm sorry.
[55:49] » Are they reaching out to Jason? Are you getting emails?
[55:51] » I'm getting emails. I think you should forward them then so
[55:55] that we have a documentation of that. >> I'm getting, you know, messages through
[55:59] my Facebook like
[56:04] » All right. Well, I said what I said. I still stand behind it.
[56:07] » Well, I'm just going to go back to this issue again. If we put up a stagnant
[56:11] sign, so Peter, this question is for you, I guess. And as Becky stated, we
[56:16] can do that with the insurance money of $13,000. We don't need a single penny of
[56:20] the grant funding. And if we go ahead with that and kick back the 19,000
[56:24] because we'd have to >> That's the other way around.
[56:27] » No, no, no. >> Yeah. Yeah. The insurance is 19. The LSA
[56:30] grant is 13, >> whatever. So, if we kick back the grant
[56:34] money because we don't need it because we're just doing a stagnant sign that
[56:39] are we going to have trouble getting grants in the
[56:43] future if we say thanks but no thanks, take your money back.
[56:48] I have no experience in this, >> but that would be my worry.
[56:52] » Yeah. >> Before Before Before you kick it back
[56:56] though, you should make the phone call, talk to them, tell them the problem and
[57:02] say, "At this point in time, we're replacing the sign and we're not going
[57:06] to doing a digital is just too expensive. So, we're just going to do a
[57:11] static sign." And I would throw to them, you know, have Jason come up, we got to
[57:18] have some other stuff that needs to be done around this building that cost
[57:22] $13,000 and say, "Hey, >> yeah,
[57:25] » we rather have it go towards this." >> And they will let that happen.
[57:28] » And and maybe it's >> yes, not guaranteed, but there's no harm
[57:33] in asking. Um and I think you know it it would be behoove us to ask first fi get
[57:42] that actual information from the horse's mouth and then come back and say you
[57:48] know then have this discussion you know obviously you guys the five of you are
[57:53] conflicted you're not on the same page on this but I think you need to have a
[57:58] full amount of information to decide okay if we give up the LED does that
[58:02] mean we're giving up the grant money. And to be honest, we can ask them that.
[58:07] Hey, if we give this grant money back, is this going to impact our ability to
[58:10] get grants later? I'd ask them that question, too. Worst case scenario, they
[58:15] lie to us. But, you know, ask these questions, get this information, and
[58:20] then you and then, you know, then you guys, the five of you have the, you
[58:24] know, the actual information, the facts to base your decision on.
[58:29] Um, you know, I'm not, as far as grants go, you know, I look at grant contracts.
[58:35] I review them. I I've been through the process, but I'm on the outskirts of the
[58:40] process. I'm not writing the grants. I'm not handling I'm not talking to the
[58:44] grant people. So, you know, I see this stuff, but I don't know the inner
[58:49] workings of it. So, I kind of I can give you my advice, but at the same time, I
[58:54] caution you it's, you know, from the outskirts. I I would imagine if we had
[58:59] to send that back, yes, that would be a ding. I don't think that we have to, but
[59:04] I I think that we should at least re reach out to them. Uh Jason, and I I
[59:10] would like to see something back from them in writing saying
[59:14] what the parameters are. You know, this is what would happen if we decided to
[59:19] change. We're not going with an LED. We're going with something static. Not.
[59:23] We're not sure what we're doing since we're the board has not made that
[59:26] decision yet. >> True.
[59:28] » We're just looking for hypotheticals and get us the feedback in writing so that
[59:32] we can say it. >> So, is the only impediment the money? If
[59:35] we had the money, would there still be an impediment?
[59:42] » Unbudgeted money. It's definitely unbudgeted if it was find it to be an
[59:46] emergency either. >> Well, we haven't had a sign for almost a
[59:50] year, so it's So, as of right now, we have two that
[59:55] don't want digital and two that do. We have a fifth member. What do you What
[1:00:00] are your thoughts? Digital or non-digital?
[1:00:08] » I I'd like to see the digital, but uh Are they all 72 in across? Is there a
[1:00:16] smaller one? >> I know. I'm so big.
[1:00:19] » Why so big? asking. >> I mean,
[1:00:25] I think the firehouse isn't that big. >> It's going to cut it down.
[1:00:30] » I know it's got to be cheaper. >> Okay.
[1:00:35] » And going back to what Becky stated, the original price, and this was with a faux
[1:00:41] brick base, 72 inches wide again, um was about $33,000.
[1:00:50] And you have 329 or you know between the insurance and
[1:00:54] and the uh the grant.
[1:00:58] » Yeah, I think that we had a problem with the construction of the the the foe the
[1:01:02] the way that was described. It was not of quality construction,
[1:01:06] » right? But that's that's kind of like just just so you guys understand that
[1:01:09] was that's the starting point there. >> So it's it's apparently it's you get
[1:01:12] what you pay for. >> We changed the resol like the resol it
[1:01:16] was the better resolution. So that was some of the uh upgrades. So, and are we
[1:01:21] are we are we also taking into consideration the long-term cost
[1:01:25] associated with this >> this my concern
[1:01:28] » the subscription the electric the replacement if something happens to it
[1:01:32] the maintenance get a static sign you know it's a lot it's it's a long it's
[1:01:37] it's the cost creep on this is the same as the cost creep long term it's a li
[1:01:42] it's it's a financial thing that we're going to have to consider every every
[1:01:46] year >> yeah that's what I had mentioned at the
[1:01:49] first meeting when we when we open this up the stability of this.
[1:01:53] » Yeah. >> And how is the stability going to be? Um
[1:01:57] I mean with that being said, is there a way that we can just get a quote just
[1:02:00] for the digital sign and it be smaller as though you know as what Terry was
[1:02:06] suggesting? And then I mean Terry if I'm please
[1:02:11] correct me if I'm wrong. I think you mentioned something about getting um
[1:02:14] like a concrete quote done um so that we could possibly just add
[1:02:20] the digital sign to the concrete um base.
[1:02:26] » Terry, >> well that's that's what I had looked at.
[1:02:29] That's why the when I'm saying this 72 in across uh
[1:02:36] » well that's why I asked um Jason to see if he can get a smaller one quoted for
[1:02:40] us. >> This whole deal went from when it was
[1:02:44] framed around I said why don't we get rid of that frame and use peers and all
[1:02:48] out of concrete but the guy's coming back with the same price is what he's
[1:02:54] doing. I think the guy's sticking it to us to be honest with you.
[1:02:59] I mean, the way I'm looking at it now, he he's well, he's coming back with the
[1:03:04] same price no matter what and adding more on to it. We're trying to get rid
[1:03:08] of that framework around that was cheesy and the plaster and and we were trying
[1:03:14] to make a nice concrete pier on each side
[1:03:18] and he's coming back up at the same price and then more.
[1:03:22] If you look at it, you really look at it close.
[1:03:29] Can I make a comment? I >> I don't see a return on the investment.
[1:03:32] I'm sorry, Becky. Were you going to say something?
[1:03:34] » Yeah, I have a lot to say. So, um, this size was decided on because in initial
[1:03:40] conversation, this question was already asked. We already brought it back to
[1:03:44] Casey Sign. They don't go smaller because the quality of the digital sign
[1:03:49] will be crap for better or less words. So then you're going to be paying some
[1:03:53] astronomic price for a sign that looks pretty crappy. So maybe yes, there are
[1:03:59] signs out there that are smaller, but then that's the decision you guys need
[1:04:03] to make whether you you think that's money well spent. Um B, what you're
[1:04:08] looking at right now on the screen is a concrete base. That's a concrete base
[1:04:13] because that's what was the direction of the board the last meeting. So what this
[1:04:17] is was the direction of the board and it is less expensive than the pillars on
[1:04:22] the sides. If you want the pillars on the sides, they are going to be more
[1:04:25] money. So it just comes back to your budget.
[1:04:39] Noel, one of the other uh board, one of the other concerns that I have is I
[1:04:46] think the this type of sign may be only a
[1:04:51] transitory phase, so to speak. I'm pretty sure there's going to be some
[1:04:55] additional new technology that's come going to come along, but I still think
[1:05:03] given where our township uh where our township building is, you the type of
[1:05:08] traffic that goes down that road um and the fact that most people are not
[1:05:14] going to jump in their cars and drive over to the township building to read a
[1:05:17] sign. Most of the people I've talked to, if you ask them
[1:05:22] does, you know, how do they get their information about what's going on in the
[1:05:26] township, they all say they they say they go on the website or they they see
[1:05:32] the, you know, the various things come through in Facebook. So, I can't I can't
[1:05:37] see putting this technology out there. it it doesn't seem to be serving the
[1:05:44] purpose that I'd rather spend the money upgrading our website um and doing other
[1:05:50] things like that rather than spending on a digital sign when we can just label
[1:05:55] our building. Um that's that's where I
[1:06:02] agree, Dan.
[1:06:06] Okay. So, can we at least agree that Jason is going to reach out to our rep
[1:06:10] and get us something in writing um on the hypothetical situation that we have
[1:06:14] that he can share with the board? >> Yes.
[1:06:19] » Yes. >> Yes. And can we all commit that at next
[1:06:22] time we talk about this, we can make a decision this year?
[1:06:25] » I please. >> So, I'm with you on that. I really am. I
[1:06:28] » We've been talking about this all year and we still have no sign.
[1:06:31] » I know. >> Okay.
[1:06:33] » Excruciating. So, there were some chat comments.
[1:06:39] » Oh, here. >> I can't see them. They're so tiny.
[1:06:42] » Uh, so the first comment, uh, this is from
[1:06:47] Larry. Unless it's toppled in a future hit and run, the sign will outlast all
[1:06:51] of us. It will present the township to residents and visitors. I support an
[1:06:54] electronic sign. >> Wait, wait a second. What are Is this
[1:06:56] what we're going to do now? We're going to start reading chat comments for Zoom.
[1:07:00] » We never did this before. Or we is this what we're allowing? I
[1:07:04] » I I mean I think we can probably do that maybe towards the end if you want
[1:07:07] towards public comment. >> Listen, I hear a lot of I hear a lot of
[1:07:11] complaints about using Zoom to start with.
[1:07:14] » I I I don't think that this is the I mean if they want to say something, they
[1:07:18] can raise their hand and say it. >> Yeah,
[1:07:23] » chat's the option. >> Diane Jordan has her hand.
[1:07:27] » Okay.
[1:07:30] » All right, guys. Well, now you know that the chat is no longer available.
[1:07:38] » Do you want chat? >> You don't want to do this in public
[1:07:42] meeting? >> No, it's a question. Do you want you
[1:07:44] want to do it? Do you want to have chat? >> I would prefer it to be read but not
[1:07:48] during a discussion. Pro possibly towards the end of the meeting for
[1:07:53] public comment. Yes. >> For public comment.
[1:07:55] » Yes. >> Fair enough.
[1:08:01] wants to make a comment, they can raise their hand as they usually do and be
[1:08:07] called on.
[1:08:12] Well, given that um there is no ability to raise a hand here since the video
[1:08:18] won't come on, I will just >> That's a fair assessment, Larry.
[1:08:22] » Yeah. So, I am just going to speak from my perspective. This is nothing to do
[1:08:28] with Mara, but I think that a digital sign is like the least we can do given
[1:08:33] that we are in the 21st century. That the old type passive sign with the uh
[1:08:39] letters was very staff intensive. It takes a lot of time to take the letters
[1:08:43] up and down. It's not up to date. It's not directed towards people who drive by
[1:08:50] passively and may want to know that there's a community community day coming
[1:08:53] up on the 12th. That's the person we should be targeting. Not people who
[1:08:58] would ordinarily, you know, be watching Lower Frederick's social media and
[1:09:02] understanding what's happening. This it's for the the resident who just is
[1:09:08] very apathetic, drives by or walks by and sees a sign and says, "Wow, I didn't
[1:09:13] know that. That's something good to know." That's where I think a digital
[1:09:16] sign makes the most sense. And I think a future board would look at this and
[1:09:20] wonder why did they put a old type sign up in 2026.
[1:09:26] It you know it didn't it doesn't it just doesn't make any sense. So I just wanted
[1:09:31] to get that message in. Anyway, that's what I wrote in the chat.
[1:09:35] » Okay. Thank you, Larry. >> Um
[1:09:36] » thank you. >> Um Jason, there's clearly something
[1:09:40] wrong with the volume. Is there anything you can do? It's not just Dan, it's
[1:09:45] anybody. Yeah, Diane was really quiet, too.
[1:09:52] » Okay, it's >> because we haven't had this issue
[1:09:55] before. >> All righty.
[1:09:59] » Noel, are you there? >> After Bob goes, Diane's had her hand up
[1:10:03] for a while. >> Go for it, Diane.
[1:10:06] » Yeah. No, Bob, you go first. >> Okay. Well, first of all, um, can can
[1:10:13] everybody hear me? It's Bob Burns, Eagle Railroad.
[1:10:17] Go ahead. >> Okay. I would be in favor of the
[1:10:21] electronic sign. Uh I think we've discussed this in the past where people
[1:10:26] were looking forward to getting that. Yes, we had a problem. The sign got
[1:10:30] mowed over. Yes, it took a while to get the money from the insurance company.
[1:10:35] You got a little bit of a deficit going on. You got a couple of bids from
[1:10:39] people. Um you know, Terry's comment about why is it 72 in? Yeah. Why is it
[1:10:45] 72 in? So, I mean, you know, if it can be smaller, I understand what Becky
[1:10:52] said. You're going to possibly get a lesser quality when you go decrease in
[1:10:56] size. Um, we we have local people that do signs in our area. Uh, Reed Sign
[1:11:04] Company right up in Pensburg, Red Hill area. I'm sure they would come down and
[1:11:08] give us a quote. They do these signs all over the place. Uh, it's funny they're
[1:11:12] not on Facebook, but uh, you know, if you look into them on their website, you
[1:11:18] can check it out. And, you know, as far as people going on the website to look
[1:11:22] stuff up, I never go on the website. I go on Facebook. If it's not on Facebook,
[1:11:27] then I usually call and ask Jason or Becky what's going on, and they tell me,
[1:11:33] and you know, there we go. So, okay.
[1:11:38] » Thank you. And go ahead, Diane. Go ahead, Diane.
[1:11:43] » Thank you, Noel. Um, so I like the idea of what Crystal said is figuring out
[1:11:50] your purpose for the sign. What kind of information does it really impart?
[1:11:57] Um, people know you have meetings every
[1:12:01] month, right? So, do you really have to put
[1:12:06] that information on a digital sign out front? People can go to Facebook or to
[1:12:13] our website and they can see when the meeting is calendar that Becky's done a
[1:12:19] great job with. They can see what the agenda is. I think if you're going to
[1:12:24] talk about the future, the future is all that it Facebook
[1:12:32] website place. That's where people go. I know people miss the sign out front.
[1:12:38] » [laughter] >> It was nice to see the little post up
[1:12:41] letters, you know, meeting tonight, but I think it's still going to take work
[1:12:48] for um our administrative assistant to have to put something in there every
[1:12:53] week or every day. It's not going out in the weather and putting the letters up,
[1:12:58] but you still have to do it. And of course, I'm into dark skies. I'm not
[1:13:04] quite sure the people across the street um from the township how much they're
[1:13:09] going to appreciate the glow. I mean, if you do decide to get one, all five of
[1:13:16] you, I hope you follow all of the dark guys recommendations for how you turn
[1:13:22] down the lighting at night and the colors that you use. So, that's my
[1:13:27] input. Good luck, guys. >> Thank you, Diane. Siobhan, did you want
[1:13:32] to say something? I did. Sorry. Um the the images that
[1:13:39] you've provided with the different municipalities signs um there is just
[1:13:44] such a range of what a digital sign looks like and I think that should be
[1:13:53] taken into consideration. There are some that are so tasteful and others that are
[1:13:59] pretty obnoxious. And with all of our discussions with the
[1:14:03] VMU and what we want our country township to look like, I just don't see
[1:14:10] a an obnoxious sign with a concrete base being what we're going for. Um, and I
[1:14:18] feel like all the new construction in our area, like Farm View and in the
[1:14:24] village center, it all has, albeit fake stone, it still has a really nice look
[1:14:30] and it's consistent throughout the township that way. And I just feel like
[1:14:34] it would look so nice for the township building to be kind of a leader in that
[1:14:40] and show this is what we want our township to look like, you know,
[1:14:44] especially in the village area. Um, the new Hannover Township sign is very
[1:14:49] tastefully done. It looks dark in the background. So, again, I'm very also
[1:14:54] concerned about the dark skies. I think I've seen some some LED signs that are,
[1:15:00] like I said, just obnoxious. And the new handover sign has a black background.
[1:15:06] It's very subdued. It's giving the information, but it's not over the top.
[1:15:12] And I think that's very professional. It's very um courteous to our
[1:15:17] environment and it still gets all the information across that the township is
[1:15:22] trying to um give to the community. >> Thank you. You know, I I didn't know
[1:15:28] that that was a digital sign. I didn't think that was a digital sign at all.
[1:15:33] » Wow.
[1:15:37] » Thank you, Javon. That was uh good feedback. I appreciate that.
[1:15:42] Yeah, the lettering is not red, it's white. The background's black.
[1:15:52] » Jason, were those the options as well? Like we were able to customize the
[1:15:55] background color and >> Yeah, it doesn't have
[1:15:59] » Okay, just making sure.
[1:16:10] Okay, I think for the time being we need to move on from this. If any nobody has
[1:16:13] any other comments, thank you for uh everyone on Facebook who commented on
[1:16:17] this. Uh Jason, you've been uh asked can we get something by the end of this week
[1:16:23] maybe then we can throw it back on our agenda for the work session and wrap
[1:16:28] this up. Yeah,
[1:16:34] » the hypothetical give all the little details about like when we applied this,
[1:16:38] you know, this is what we were looking for.
[1:16:40] » What was that? >> Yes. And and amending it the whole
[1:16:44] thing. Give the full picture and then I'd like to see something back from
[1:16:48] them. Maybe if you email them, that might be the best way to do it because
[1:16:51] then we can you can put your words down the right way and then um they can give
[1:16:56] us feedback in writing that we can see. And can we also find out what kind of
[1:17:00] sign New Hover has and where they got it?
[1:17:02] » Yeah, New Hand. Yeah. I didn't think that was digital. Okay.
[1:17:08] Bam.
[1:17:12] So, yes, let's please move on from this. Okay. Uh, next on our agenda is the um
[1:17:18] admin request for approval of financing options for the 2027 dump truck
[1:17:23] purchase. Has everyone had a chance to look at everything on here? Um, I know
[1:17:27] what my winner winner is. What's uh what's everyone else say?
[1:17:33] » Um, how much did we put in the budget for this item, Jason?
[1:17:39] » Uh, there was a total of $197,000. >> I would like to spend $197,000
[1:17:45] and then finance the remaining. >> So, that's more than 75% down. Wait, is
[1:17:53] this on the 5year? We we've already spent 36,290. So we'd have to take that
[1:17:58] off the 197. >> Is that what the 166944 is then? That's
[1:18:02] the remainder. >> No, that was just the the straight
[1:18:04] percentages off of >> So that So that would mean we would pay
[1:18:09] Oh gosh, I'm doing this wrong. We would pay an additional 161 and we would
[1:18:15] finance what, like 58. >> Okay, that's about right.
[1:18:21] I I just think, you know, we're talking about not spending another5 or $6,000 on
[1:18:26] the sign. I don't want to spend another 15 or 20 or 30,000
[1:18:31] to the bank for nothing. >> In fact, I'd love to pay the whole
[1:18:35] thing. >> Yeah.
[1:18:36] » off if people agreed, but definitely up to the 197.
[1:18:42] » Let's let's keep all the money we can and not give it to the bank.
[1:18:45] » So, basically, we're looking at putting down 75%.
[1:18:49] Well, I think it's a little more than that. I think it's closer to I don't
[1:18:53] know whatever. So, what I get is 197US 36 is 161,
[1:19:01] which would be a little And so, um, what is that? So, we have to finance.
[1:19:06] » Yeah, that's right. We'd have to finance then 50.
[1:19:09] » No, it would be 61 61,882 96 cent. So, it wouldn't have to
[1:19:14] actually get financed. So it' be a little higher than or we could just pay
[1:19:18] the I mean could we just pay the whole thing even though it's not in our
[1:19:21] budget. Could we do that >> or at least get to the 75%.
[1:19:26] » So from what I'm understanding is because we put down the 36
[1:19:30] down already the balance that we have budgeted for this is $160,79.31.
[1:19:39] that could absolutely be used and we can do that happy medium and use that up,
[1:19:44] put it towards the um the amount. Now, if we're going to be putting the 75 I'm
[1:19:51] sorry, uh I want to get numbers correct here. If we're looking to do 5year 75%
[1:19:57] down, it's 1669 44,
[1:20:00] » right? >> We would still have to find that other
[1:20:03] 6,000 or 5,000 and some change to put towards a down payment. That would be a
[1:20:09] lot more feasible than going into our, correct me if I'm wrong, reserves.
[1:20:17] Okay. Then if we were trying to outright pay for it, it would be $61,882.96
[1:20:25] out of our reserves to pay in full. >> Is anybody looking to buy this outright
[1:20:32] at all? I mean, I I >> I I am I mean, I understand we're taking
[1:20:37] money out of reserves, but I hate to even give 70 I mean, $7,500 is $7,500
[1:20:42] we're getting nothing back for. >> Are we getting a percentage on that on
[1:20:46] that reserves >> as it's sitting?
[1:20:48] » Well, yeah. What What interest are we getting in our CDs?
[1:20:53] » Still all like three and a half to 4%. like this the our bank accounts are
[1:20:58] that's still kind of held firm on the on the percentages.
[1:21:02] » I would rather not touch that. Then what if we just still get down to the 75% and
[1:21:08] put another You're better at 6,236.96
[1:21:18] and then call it the 75% the 20 finance 25%.
[1:21:27] » I'm sorry. Say, can you repeat that? So that you said the difference between
[1:21:31] $61,882.96 and $55,648
[1:21:37] was six uh 6,2 uh looks like $36.96.
[1:21:44] So I'm proposing putting that extra towards it and then financing the 55,648
[1:21:53] » which is 25% for 5 years. I would rather go that route.
[1:22:00] » Like I said, I had my winner. It was the 75% down. So, what however those numbers
[1:22:05] worked out, I'm that's the interest is the least amount. I mean,
[1:22:12] for 5 years.
[1:22:17] Terry, do you have anything to add? You know what it's like to buy a dump truck.
[1:22:22] » That's what you want to do. You know, it's fun. [clears throat]
[1:22:27] Can I propose a motion? >> What about Dan?
[1:22:35] » It's late. >> Yeah. Um,
[1:22:39] » talk really loud. >> Talk really loud. Okay, I'll try. Can
[1:22:43] you hear me now? Okay.
[1:22:50] yeah, I think there's been statements made u that
[1:22:57] we should be looking to finance some of these things. That was brought up by a
[1:23:01] number of the members of the board in previous meetings. So, I think we should
[1:23:07] be looking at those options over the I understand what Mara's saying, but
[1:23:15] um I I think there is wisdom to spreading out the payments, too.
[1:23:24] » Yeah. The the the challenge with that, Dan, is we're throwing a lot of money at
[1:23:28] the bank from between $23,000, which is for interest. We could spend
[1:23:34] that $23,000 on something. So, if you can write off your interest, if you're a
[1:23:40] for-profit business, that's one business decision, but we can't do that. This is
[1:23:44] just money out of our pockets. We're giving to the bank with nothing to see
[1:23:48] for it. So, I I just think we need to spend as little as possible in financing
[1:23:53] because that's money we're just we're never going to see any benefit
[1:23:58] from paying interest. It's just money out of our out of our budget for
[1:24:02] nothing. especially since we budgeted for most of this
[1:24:06] already. >> We have the money in our budget for
[1:24:09] 2026. >> I understand that point completely. Um I
[1:24:14] just don't feel comfortable touching our reserves considering reserves are
[1:24:18] specifically for emergency type of situations
[1:24:23] and this does not happen to be an emergency situation.
[1:24:27] » Is talking about financing. >> Oh, like putting less down.
[1:24:30] » Putting less down. Yes, that was his point about putting less down. Yeah.
[1:24:34] » Yeah.
[1:24:39] » Okay. Well, we have a motion before us this evening. Um the move uh the motion
[1:24:45] is to authorize financing with municipal capital finance with Unvest for 5 years
[1:24:51] with a down payment of 75% and further authorize the township
[1:24:56] manager to sign paperwork necessary to complete the financing. Can I get a
[1:24:59] motion? I'll make that motion.
[1:25:02] » Supervisor Jona makes the motion. Is there a second?
[1:25:04] » I will second. >> Supervisor Hexter makes the second. All
[1:25:07] those in favor say I. >> I.
[1:25:09] » I. >> I.
[1:25:11] » Okay. Motion passes unanimously. >> Wow. Okay. We're going to talk about
[1:25:15] this.
[1:25:20] Okay. The next up on our agenda this evening is appointment of financial
[1:25:24] institute. Um,
[1:25:28] I'd be happy to read this. We do this annually at the reorganizational earlier
[1:25:32] this year. Quakertown National Bank purchased Victory Bank, which had been
[1:25:37] the primary township bank since 2018. Section 708 of the PA Secondass Township
[1:25:43] Code, provides that the board of supervisor designates the depository for
[1:25:47] township funds to update the township's records following the merger acquisition
[1:25:52] between Q&B and Victory Bank. Um, the township should formally recognize
[1:25:58] Quakertown National Bank as an authorized township depository. Does
[1:26:02] anyone have any questions or uh any questions about this? Any comments?
[1:26:07] Okay, not seeing any. The motion before us is to designate Quakertown National
[1:26:12] Bank as an authorized depository for Lower Frederick Township Funds,
[1:26:16] replacing the Victory Bank following its merger with QNB. I will make that
[1:26:20] motion. Is there a second? >> I'll second. I'll second it.
[1:26:24] » Supervisor Sax makes the second. All of those in favor say I.
[1:26:28] » I. >> I.
[1:26:29] » I. >> I.
[1:26:31] » Motion passes unanimously.
[1:26:35] Uh, next on our agenda is sewer request approval of UV service and parts repair
[1:26:40] for the sewer treatment plant. Uh, this has been on the sewer capital
[1:26:44] improvement plan uh, over the last few years. It's part of the process at the
[1:26:49] sewer plant in disinfecting and treating the wastewater. It can improve treatment
[1:26:53] reliability, maintain a proper disinfections levels, ensure out
[1:26:57] continued compliance with wastewater discharge permit requirements. We
[1:27:01] budgeted $4,640 for this project this year. The Silver Capital Fund can
[1:27:06] certainly handle the additional money needed for the project, and the amount
[1:27:10] includes parts and labor. We received a quote from PSI Plumbing Services dated
[1:27:16] August 17th, 2026 for the amount of $5,469
[1:27:23] 82. Does anyone have any questions?
[1:27:28] Okay, not seeing any. The motion before us this evening is to accept the quote
[1:27:33] from PSI Process Pump Services in the amount of $5,469.82
[1:27:38] 82 cents and further authorize the township manager to sign any paperwork
[1:27:42] to complete the project. Can I get a motion?
[1:27:45] » So move. >> Supervisor Hexter makes the motion. I
[1:27:47] will make the second. All of those in favor say I.
[1:27:51] » I. >> I.
[1:27:52] » I. >> Motion passes unanimously.
[1:27:57] Okay. Next is public works request for guardrail replacement at Game Farm and
[1:28:02] Smith Road. Uh this was brought to um the township manager's attention earlier
[1:28:08] this year. Our uh roadmaster Thomas struggled to get more than one quote for
[1:28:13] this repair project. Uh collision is a co-stars dealer. That's the only one we
[1:28:18] could get. Correct. Okay. Uh there is a photo showing the damage.
[1:28:24] Okay. And this is a safety issue obviously. So
[1:28:28] we would like to move forward. Um, we haven't talked much about guardrails,
[1:28:32] but there have been a few more of these that will be coming in front of the
[1:28:35] board over the next few months, and I've seen a couple myself. So, all righty.
[1:28:40] So, does anyone have any questions? Any comments?
[1:28:42] » Uh, the only, I guess, comment I have is, is this something um I'm looking at
[1:28:46] you, Tommy, that should go into like our capital fund to have some of them
[1:28:50] repaired every year? Yes. Okay, great. >> Good to know. Thank you. Okay, so the
[1:28:55] motion before us this evening is to accept the quote from Collision, Inc. in
[1:28:58] the amount of $7,60 to replace the damaged guard rail located at Smith and
[1:29:04] Game Farm Road and further authorize the township manager to sign any paperwork
[1:29:07] to complete the project. Can I get a motion?
[1:29:11] » I move. >> Oh, can I think
[1:29:15] » Dan, did you have a comment? >> Oh, did you make a Okay,
[1:29:19] » I tried to move the motion. >> Supervisor Sax makes the motion.
[1:29:22] Supervisor Orf makes the second. All of those in favor say I.
[1:29:25] » I. I. Motion passes unanimously. And I believe,
[1:29:32] does that conclude our meeting this evening? Nope, we have one more.
[1:29:38] Ah, last but not least, uh, the resignation of Rebecca Strawbridge from
[1:29:44] the park and wreck board. Um, a consensus, uh, let's see here. Becky
[1:29:48] submitted this through Katie Lewis, our park and wreck chair on August 31st,
[1:29:52] 2026. And there is now an open position on the park and rec board. Becky, I hope
[1:29:57] whatever reason that you're not going to be on the park board is a good one.
[1:30:02] » I moved. >> Congratulations.
[1:30:05] » Thank you. >> Okay. All right. All right. So, we just
[1:30:08] need a consensus to accept the resignation of Rebecca Strawbridge as of
[1:30:11] September 1st, 2026 for the term ending 1231 2029 from the park and wreck board.
[1:30:18] I'm will give my thumbs up for that. Everyone else,
[1:30:21] » yep, we'll miss you, Becky. >> Okay. Thank you, Becky, for everything
[1:30:24] you've done so far. >> Greatly appreciated.
[1:30:29] Okay. Next on our agenda is public comments.
[1:30:36] Jason, do you want to give your presentation then?
[1:30:40] » It's just the introduction.
[1:30:45] » Is it just the timeline? >> It's it's just most of the regurgitated
[1:30:50] information >> that you already gave in the treasurer's
[1:30:52] report. >> Just just post it. Okay, that's great.
[1:30:56] Okay, thank you. Okay, and then uh last last was the
[1:31:01] ordinance village mixed. We were supposed to discuss that this evening,
[1:31:04] but >> just just for the board, uh, John did
[1:31:06] send me some stuff like right before the meeting that I have to forward. Um, he
[1:31:10] is, as he said, the design standard stuff. It's he's he's doing he's a
[1:31:16] little out of his um experience, so it's taken him a little
[1:31:21] longer, but he is close. But he does have some stuff for me to send to you
[1:31:24] guys, which I will shortly. >> Okay. So, can we get a like a drop
[1:31:29] deadad date on where we're going to get everything? Preferably not the day
[1:31:33] before the next meeting cuz that's when I would like to get this wrapped up.
[1:31:37] » So, I've made him aware of the 18 the September 15th date as as the as the
[1:31:42] goal date. So, um I didn't get that response back yet, but
[1:31:46] » So, of course, we're going to be looking to get that like be well before the
[1:31:50] 15th. >> Like I said, I'm going to give you what
[1:31:52] he sent me. >> I would love the 10th.
[1:31:54] » Thursday. Is that a Thursday? >> Has to be the week before.
[1:31:58] » Has to be the week before. Yeah, I agree.
[1:32:00] » Thursday or Friday before the meeting. >> Like I said, you guys got you'll have
[1:32:03] stuff now. It's the design standard stuff that he's still
[1:32:08] he's got the updates, the or like everything that was from the last
[1:32:11] discussion, but he's working diligently. I think he's he's hoping it'd be done by
[1:32:16] this week. >> Hoping to be done by this week. Okay.
[1:32:20] All righty then. Having said that, we're up to public
[1:32:24] comment. Is there any public comment, Katie?
[1:32:26] » Yes, I'll wait. I promise. >> Okay. I just wanted to thank Becky for
[1:32:31] her service on the park board. She's done a lot and I know we've relied
[1:32:34] heavily on her um given her position with the township. And just thank you
[1:32:39] and you're not done with us yet. So, >> thanks Katie. I'll be around. You know,
[1:32:46] you can't get rid of me that easily. >> Okay. Diane, you have a comment or are
[1:32:52] you just waving? I was just clapping for Becky.
[1:32:55] » Okay. Thank you. All right. Are there any public comments? Any other any
[1:32:59] anything else? Okay. Is there any >> Oh.
[1:33:04] Oh, I'm sorry, Bob. Go ahead. >> Bob Burnsler Railroad. Uh the chief had
[1:33:09] mentioned earlier that he didn't have any uh information on the traffic study.
[1:33:15] I believe when Chief Maxi was here, um there was a study done for Zigglerville
[1:33:21] Main Street and Spring Mountain Road. Uh my memory serves me that uh Spring Mount
[1:33:26] Road had around 1,500 cars per day. Uh I believe uh it was around a thousand
[1:33:33] between Main Street and Zigglerville Road. So I'm sure we can find that
[1:33:37] information if you needed that. >> Yes. And I think if we found it, we
[1:33:41] would then have to try and figure out how many of them are actually residents.
[1:33:46] » Well, here again, you know, we're advertising for your community day.
[1:33:50] We're trying to pull people in from around our community, not just just not
[1:33:55] just our community. So, you know, as you're talking that you think that
[1:33:58] there's a certain percentage of those people that are just cutting through,
[1:34:02] maybe they'll see the sign and say, "Oh, well, why don't we bring our kids over
[1:34:05] to that or why don't we make a family day there?" So, you know, there's 10
[1:34:08] different ways of looking at it. >> Okay. Thank you, Bob.
[1:34:12] » Yeah. Bye. >> Okay. Supervisor comment.
[1:34:19] » Um I just wanted to announce a um a workshop that's going to be occurring on
[1:34:24] October 8th at our township building. It's going to be run by the McGomery
[1:34:28] County Planning Commission and the topic will be lawn to meadow conversion. So,
[1:34:34] any of you who are interested in having less grass to mow and more shrubbery and
[1:34:39] bushes and wild flowers, please come and tell all your friends. And again, that's
[1:34:44] going to be here um at 4 p.m. on October 8th. And once they produce their flyer,
[1:34:50] we can get that out as well. >> Okay, terrific. Thank you, Mara. All
[1:34:55] right, not seeing any other comments. This
[1:34:58] meeting is adjourned.
