approval of the meeting minutes for June
[1:37]
2nd of 2026.

which is over budget. General fund
[5:02]
expense is 8

million which is under budget. Our sewer
revenue is $791,197

under budget. Our total fund balances is
5.261. 261671
[5:21]
million.
Um highlights, uh the 2027 budget prep
[5:26]
is ongoing and was started in August and
our 2025 liquid fuel state audit is
[5:31]
scheduled for September 21st
[5:36]
uh 2026.
[5:42]
Uh general fund uh net income is 274,885
which is 239,000 over budget. uh
[5:49]
revenue. We're running 187,000 over
budget. Uh this is primarily to real
[5:54]
estate transfer um
uh tax and um our interest banking is
[6:00]
actually one of the few items we're
actually under budget for revenue. Our
[6:04]
expenses, we're running 52,000 under
budget. Um key identifiers remain the
[6:09]
same. contracted services engineer,
building repairs, police health
[6:12]
insurance over time, vehicle repairs,
road bridges, mowing, and their savings
[6:19]
with um legal and wages. A year-to- date
progress, budget progress, 85.1% of our
[6:26]
annual revenue uh has been received and
we spent 64.9% of our annual expenses.

uh the capital fund general capital fund
net income 45,000 which is 85,000 over
[6:38]
budget revenue 153,247 which is 14.4%
over budget um this is through donations
[6:46]
interest payment equipment sale and
general fund transfer uh expenses are
[6:52]
107,631
which is 31.6 six under budget that was
[6:57]
for police vehicle trailer uh park and
wrecks fundraiser expense and the dump
[7:02]
truck upfit deposit. Uh sewer fund net
income of 160,772
[7:08]
which is 56,000 over budget. Um revenue
is running 7,315 over budget. Um
[7:16]
uh key identifiers are sewer rent
charges um and a sewer line assessment
[7:22]
received but not budgeted. Expenses are
running 49,000 under budget. Uh most
[7:27]
line items on are on or under budget.
Exceptions are sewer engineering,
[7:31]
supplies, chemicals, and pump station
repairs. Year-to- date budget progress,
[7:35]
74.2% of revenue received,
and 54.9% of expenses spent. Um
[7:46]
sewer capital, uh net income of 23,000,
revenue of 32,208.

Um that's for connection uh tap-in fees
and interest and expenses. We finally do
[7:57]
have an expense for the year of 8,695
which is 91% under budget. Uh that's

under sewer plant projects. Liquid fuels
net income of negative 131,829 which is
[8:09]

under budget. Um we've received revenue
[8:14]
of 174,000 which is 363 under budget. Um
and expenses. We've spent 306,000 which
[8:22]
is 178,000 under budget as we've had
savings uh for the Babington road repair
[8:28]
and our so far for our chip seal and pre
chip seal repairs. Um so far we've
[8:34]
received 97% of our revenue and spent
63% of our budgeted expenses. Last uh O
[8:40]
open space net income of 85,000
exceeding budget by 7,789
[8:46]
uh revenues of 90,000 which is revenue
EIT revenue and interest and we spent
[8:52]
5782 which is 1,200 under budget uh that
is EIT commission legal and appraisal
[8:59]
costs our year-to- date budget progress
that is

fun year for the library. I actually saw

you last spring towards the end of the
spring. This time starting earlier in
[11:28]
the fall. Um, good news is
next week we start moving some furniture
[11:34]
around inside our building. We're hoping
to open hopefully by the end of October.
[11:38]
No 100% set date yet until we get things
moving. Um, we have brand new children's
[11:43]
furniture coming in. That was part of a
grant. Um, Senator Penuk had posted a
[11:48]
photograph for that. Um, we have the
movers coming in to reinstall all the
[11:54]
furniture shelving we had previous. And
then we got to move all our books back
[11:58]
in. And when we do, the adult collection
is now going to be in the front. The
[12:03]
kids collection is all going to be in
the back. So, everything's landing in a
[12:05]
new spot. Everything has to be put on
the shelves and double checked it's in
[12:10]
the right spot. It's going to take us a
little extra time to do that. In the
[12:14]
meantime, being offsite of our own
location and working out burough, my
[12:19]
staff has been very creative about doing
programs that'll interact with the
[12:23]
people in our service areas and
communicate with our municipalities. You
[12:28]
guys were fantastic. We did two um park
story times. One got rained out and we
[12:33]
were able to change and come here and
invite the staff to story time. Um, but
[12:39]
we had a lot of fun visiting all these
different locations throughout the
[12:43]
summer. This month is National Library
Card Month. If you don't have a library
[12:47]
card, shame, shame, shame. Come to the
library, get a card. You can do it
[12:50]
online. It gets mailed out. And the cool
thing is, if pocket stuck it in, our uh
[12:56]
children's librarian has come up with a
way to engage the public and get you to
[13:01]
look at your library card and go visit
all the places that supported us during
[13:04]
the summer. And that includes two
locations that are going to be here in
[13:08]
Lower Frederick. There's one at Engaged
Studio. They had a program there. We
[13:13]
also interacted with PV Woods. So,
there's a flyer up there. Basically, if
[13:18]
you go to our calendar, LibCal, look it
up our library, you'll find this
[13:22]
challenge on there. It has the list of
where to go to find signs. Each one has
[13:27]
a different color frame. So, you just
have to mark down what color the frame
[13:31]
is, bring it back to the library, you
get a little prize. But I'm pretty
[13:36]
happy. This is our library card and
that's what she came up with. So, it's
[13:39]
really pretty cool. Hope you guys see
it. So, if you go to that and you get a
[13:44]
little prize, interact, a lot of fun. It
was really nice to have Laura Frederick
[13:48]
support us because
we need all the support we can get. But
[13:52]
we also were also
my vocabulary's going out the window.

Um, being down at Skip Pack, being down
in Trap, going to Perkyan. I mean, we've
[14:05]
got a chance to go everywhere. It was
really nice. But we're really looking
[14:09]
really forward to being home again. And
hopefully that'll be the beginning of
[14:13]
October. We do have a book sale planned
already for November because again, even
[14:19]
though we spent all this great money,
there's still a lot of things that are
[14:22]
needed for the library. So, we're going
to be pushing our book sale as soon as
[14:25]
possible. I don't know when, but
there'll be some kind of celebration
[14:29]
party to get us an open house so
everybody can come check out our corners
[14:33]
because it is really different. You
won't rec I mean you'll recognize a few
[14:38]
things, but almost everything has been

Just three items on my report uh to
[15:07]
update the board on. Uh the first is a
small subdivision that was known as 115
[15:13]
Second Avenue. Uh the subdivision
application for this undeveloped parcel
[15:18]
along the undedicated portion of Second
Avenue has been withdrawn. They've
[15:23]
withdrawn that application
at Melbourne Hill. Verizon lines were
[15:28]
installed behind the curb lines and the
walking trail was paved.
[15:33]
And for Sachs 8 big road, a preliminary
plan was reviewed and that plan was
[15:40]
discussed at the August meeting of the
township planning commission. Those are
[15:45]
all the new items on my report this
evening. I'll be happy to answer any
[15:49]
questions the board may have.

the staff reports, and that would be

[16:09]
we had 254 calls for service, conducted
59 traffic stops, issued 30 traffic
[16:15]
citations.
Officer Lowour uh completed the
[16:19]
leadership development program,
successful graduation. Two of the
[16:22]
officers attended attended standardized
field sobriety testing updates. Um
[16:27]
officer Bacon has been moved to the
detective position. It's a lateral
[16:31]
transfer. He will be our lead
investigator for a lot of our criminal
[16:35]
investigation stuff. Um,
as I've been reporting over the past
[16:40]
couple months, we have a lot of open
ongoing investigations. So, one of the
[16:44]
investigations um is getting issu is
going to the judge for the warrant uh
[16:49]
probably tomorrow afternoon. Uh early
June, [clears throat] excuse me, early
[16:53]
June, uh we responded to Burger Lane for
an incident. Um through the
[16:57]
investigation, uh we had multiple
juveniles involved that were were
[17:02]
victims. So, we had to do extensive
investigations with Mission Kids, Child
[17:07]
Advocacy Center. Through the
investigation, their interviews, uh, one
[17:12]
of the suspects, I'm not doing names
yet, and we'll do a pressure release
[17:15]
next month because until the charges,
but the first suspect is going to have
[17:19]
four counts of terroristic threats, four
counts of simple assault, one count
[17:23]
possessing an instrument of crime,
[clears throat]
[17:26]
and four counts of harassment. And the
second suspect is going to have one
[17:30]
count of harassment. So this this
incident is one of several that we have
[17:34]
open. So it's a slow process, but we're
getting the the resolution and justice
[17:40]
for the victims involved in all these
cases. That's all my report for this
[17:44]

company. The month of August, we ran 12
[18:30]
calls. For the year, we were at 156. We
uh saw a couple fire alarms, vehicle
[18:37]
accident, vehicle rescue, three building
fires, two appliance fires, and one
[18:41]
medical assist. Uh for the trainings, we
did a live burn at station 86. We did a
[18:50]
folk fest pre-plan with uh Upper
Southford Fire Company. Uh we also went
[18:56]
over with Upper South Fire Company and
debriefed on recent building fires. We
[18:59]
operated either with them or without. Uh
we did a large tanker drill with station
[19:06]
89 which they hold yearly and we went
throughout Lower Frederick Township last
[19:12]
week and went over forceful entry
skills, where and when we would use
[19:16]
certain techniques. Uh we had steak
night August 1st. we were sold out and
[19:22]
we'd like to thank everyone for all the
support. Uh our lottery calendar lottery
[19:28]
calendar renewals will start September
1st which is today and uh October 1st
[19:34]
starts our new signups. They're $20 for
a calendar and then October 3rd we will
[19:40]
have the LFC cornhole tournament held at
the lower Frederick Fire Company. And
[19:46]
for the month of August, we operated a w
one working house fire in lower
[19:52]
Southford Township. Uh ladder 52
responded with a crew of four and we
[19:57]
responded as mutual aid in support of
Harley Fire Company and operated for
[20:01]
about two hours during the day. That's
all I got.

course, we have uh ambulance, public
works, sewer, and zoning. I I would like

to question the the sewer report. Um is

guys will receive that when

for July. Uh they had 22 uh calls for
service in Lower Frederick for a
[20:46]
year-to- date total of 142. Their
primary coverage area, Perky and
[20:50]
Schwanksville, Upper Frederick, and
Upper Southford, they had 82 for a total
[20:53]
of year-to- date total of 435. And then
outside the primary coverage area, they
[20:58]
had 33 for a total of 227.

As to the public works, um in the month
of August, they completed three sewer
[21:08]
inspections. Uh the bypass influent pipe
was installed at the sewer plant. Uh
[21:12]
they're continue to manage the mowing
contractor. Uh they mow the open space,
[21:17]
maintain the landm
patch paving on Zigglerville Road, Main
[21:21]
Street and roads in Cedar Hill in the
Cedar Hill community. Uh line painting
[21:26]
was completed on selected township
roads. Uh they did road mowing on
[21:29]
Township Roads and repaired roadside um
the roadside [clears throat] around the
[21:35]
covert on Spring Mountain Road.
[21:41]
And that said, okay, terrific. Um, can
you give us an update? Is he still

>> Sure. Um, we met on August 11th. Our
[23:47]
green energy committee discussed the
passage of the lower Frederick data
[23:51]
center and battery storage ordinance
that was passed by our board of
[23:54]
supervisors in July. Um, we celebrate
that. We also discussed the proposed
[24:01]
Limmerch data center development that
will affect the surrounding Limmerch
[24:05]
community and we agreed that we need to
follow up on um how many proposed data
[24:12]
center developments are there in
Montgomery County and what's the process
[24:16]
that the other townships are going
through under our storm water
[24:21]
management. We discussed um that now the
Schwanksville Burough Authority has
[24:27]
their annual water quality report from
2025 and it can be viewed on their
[24:33]
website. They've begun testing for PIFAs
or forever chemicals
[24:40]
and um out of the seven that they tested
for they have found three.
[24:47]
Our outdoor lighting committee reported
on the constructive feedback from the
[24:51]
planning commission and the township
engineer regarding the initial outdoor
[24:57]
lighting draft being developed for the
township for um our subdivision and land
[25:03]
development ordinances.
So we'll continue on with that.

The single-use plastic committee is
compiling the research that was gathered
[25:14]
regarding surrounding township
single-use bag ordinances and model
[25:18]
ordinances to hand to the over to the
township manager so he can uh give it to
[25:26]
the solicitor as I believe the board had
asked us to do um maybe two months ago.
[25:33]
So, we will we'll hand that all over to
um to Jason so he can give it to the
[25:39]
solicitor.
And uh this month's did you know is
[25:44]
information on the start of the fall
bird migration. It's going on right now
[25:49]
and the effect of nighttime lighting on
their travel.
[25:54]

passed over on their southern migration
[26:00]
last night or any night before, you

It's pretty fascinating. It tells you
how high they flew, how fast they flew,

table and um they've got some followup

on uh their supplies and stuff as far as
uh for that for that event. Um and then

they as per usual they met most of their
meeting was in exact session to discuss
[27:19]

month and we do have our upcoming

rained out. Hopefully it doesn't get

rained out this Thursday. It's going to
be the River Dogs and it's going to
[27:50]
start at 7:00. Um Lower Frederick
Community Day. Um volunteers are still
[27:56]
needed, so please help spread the word
and encourage people to sign up for a
[27:59]
shift. And then uh park board is going
to be assisting with the silent auction
[28:04]
and we are putting together event uh
baskets for that event. Uh, we have a
[28:09]
book club for September is going to be
on September 19th and it's The Walk by
[28:14]
Richard Paul Evans and it'll be 10:00
a.m. at Cuddy Park. We are working on
[28:20]
park inspections. Um, we assign
different board members to look at the
[28:24]
different parks. We'll share the
findings with the township and then
[28:28]
basically we're just looking for things
that might need maintenance and then
[28:31]
also looking for future improvement
priorities. Uh we're going to be
[28:36]
resuming the Foy Park fence project to
get that finished painting. More
[28:39]
information on that. And then finally, I
just wanted to thank you guys for the
[28:43]
trailer. That's going to really help us
with um a lot of the equipment, making
[28:47]
it a lot easier to transport for events.

however, they verbally thought they
would only have a few requests for a

waiver in the future that would be

action uh on the 20th with them because

respond to Carol's letter, but we expect

then we completed our bamboo ordinance
discussion and approved a copy of a

draft ordinance that the county planner,
John, did an excellent job with. Uh, we

approved the draft to go to our
solicitor and the board of supervisors

the July general meeting.

Um just as a reminder um that we've
previous as we previously said we have
[31:29]
an LSA grant for digital sign for 13,861
and then our insurance claim from our
[31:35]
sign getting uh damaged in the winter of
19,000. So we have a total of 32,9450.

Um
as uh the board may recall we kind of
[31:48]
seem to be the seem to be stuck on the
stone or brick. So we are presenting
[31:55]
uh two new options.
Um
[32:00]
oh also uh what I have provided the
board uh we did a drive around just to
[32:06]
show the different varieties of signs
out there around municip municipalities
[32:12]
around the uh around us.
Um they really do come in all shapes,
[32:19]
sizes, um varying degrees of
so it it there's definitely not a
[32:27]
one size kind of fits all that that
these municipalities are doing. Um mix
[32:31]
of brick stone um there are just two
post here which I we grabbed this off of
[32:36]
New Hovers Fire Company
um just for view.

Then we get down to some of the
locations that don't do not really have
[32:49]
signs. Upper Southford just has
something on the building. This is Lower
[32:52]
Southford's. So,
um this was something the board asked uh
[32:56]
of us um at the last meeting to just
give some examples of what some

different municipalities are doing.

be a concrete base with aluminum pillars

pillars would be a total of $40,690.
the concrete V with the wrapped uh and

what um is as far as a different option
is if the board wants to put brick or

stone at some point down the road then
we can do that and the hope was that we
[33:52]
can settle on potentially one of these
and and get the project moving forward.

thousand savings depending on uh how we

make sure before we ask for an amendment

to look at the purposes of the grant to
make sure that our amendment is not

shifting what we're doing out of the
purposes of the grant into something

that the grant's not supposed to cover.
Because if that's the case, then I agree

with Crystal. They might say, "No,
you're done." Either I don't see them

taking it back. I see them saying you
got to do it for we gave it to you or

no problem with calling our contact up
and saying, "Hey, here's the issue. This

is what we'd like to do.

Uh, next on our agenda is sewer request
approval of UV service and parts repair
[1:26:40]
for the sewer treatment plant. Uh, this
has been on the sewer capital
[1:26:44]
improvement plan uh, over the last few
years. It's part of the process at the
[1:26:49]
sewer plant in disinfecting and treating
the wastewater. It can improve treatment
[1:26:53]
reliability, maintain a proper
disinfections levels, ensure out
[1:26:57]
continued compliance with wastewater
discharge permit requirements. We
[1:27:01]
budgeted $4,640 for this project this
year. The Silver Capital Fund can
[1:27:06]
certainly handle the additional money
needed for the project, and the amount
[1:27:10]
includes parts and labor. We received a
quote from PSI Plumbing Services dated
[1:27:16]
August 17th, 2026 for the amount of
$5,469
[1:27:23]

this repair project. Uh collision is a
co-stars dealer. That's the only one we
[1:28:18]
could get. Correct. Okay. Uh there is a
photo showing the damage.

And this is a safety issue obviously. So

we would like to move forward. Um, we
haven't talked much about guardrails,

but there have been a few more of these

Road had around 1,500 cars per day. Uh I

between Main Street and Zigglerville
Road. So I'm sure we can find that
