[1:37] There were some personnel discussions about employees, and we also discussed a

[1:44] possible real estate transaction occurring within our borders.

[1:48] At 6:30 we had a work session. We discussed a potential car wash at the

[1:54] corner of Street and Bustleton. We discussed Russell Elliott Memorial

[1:59] Park electrical issue. Uh our Parks and Recreation Director,

[2:04] Mr. Mulholland, gave us a report. We received a report from our Assistant

[2:08] Township Manager. Uh we received a personnel report from

[2:13] our HR Director, Ms. Adams. We received a finance report from our

[2:18] director, Mr. Ryan. Uh Chief of Police gave us a report

[2:23] regarding some issues we're having on Brownsville Road. Watch out.

[2:29] Our Township Engineer gave a report. Uh we had some discussion on the

[2:34] enforcement of our sign ordinance along our major highways that are being

[2:38] littered by temporary signs. We discussed grants

[2:43] uh for our public sidewalks on our major highways.

[2:47] And we had some discussion about our public parks and the parking of certain

[2:52] vehicles.

[4:22] knew he had to he had to witness. He went They witnessed Mike Italia

[4:27] approving these. The neighbor immediately went to Mike

[4:31] Italia and said, "This These nails are wrong

[4:36] and I am um

[4:39] contesting this this survey.

[4:43] It needs a new survey." They assumed that Mike Italia would

[4:48] insist on getting a survey, but he never did.

[4:52] After the fence was put up, Mike that same neighbor got a survey, paid a

[4:56] thousand dollar over a thousand dollars for it, and it turns out she was correct

[5:00] and Mike Italia was wrong. Why he ever

[5:04] he ever accepted nails instead of the required pins or monuments, I do not

[5:09] know. The neighbor in the back,

[5:13] nice young couple, I'm friendly with them. They uh

[5:17] came home one day and there was a string across their backyard right where these

[5:22] nails were that Mike Italia accepted as a survey.

[5:27] The husband says, "This can't be right. I know they're wrong." The wife says,

[5:31] "We don't have a thousand dollars. We're saving for the kids' college fund and

[5:34] everything else. We can't just throw away a thousand

[5:37] dollars." She says, "It's wrong. We got to do something about it now."

[5:41] So, before the fence was put up, they got their own survey. Turns out what

[5:44] Mike Italia you was a foot and a half off.

[5:48] If they didn't get a survey, Mike Italia and my neighbor would have stole a foot

[5:52] and a half of their property for the whole length of it.

[5:56] Um I tried to ask Mike Italia why he didn't ask for a survey, but Mike Italia

[6:00] played the fifth. I'm not asking about his pronouns.

[6:05] I'm not asking about who killed JFK. I'm just asking him questions about what

[6:09] he's paid to do and paid well. Do you know that Barry I said

[6:15] robbed the freaking Township of Lower Southampton for $320,000

[9:17] fly up there. And I don't know if it's his car got hit. Somebody just got hit

[9:21] the other day on that. You know, somebody sideswiped their car. So, it is

[9:25] dangerous. Um I wanted to know if I'd be getting any clarity on the uh

[9:29] National Federation of Housing. I thought that that agenda was coming up

[9:33] when they were going to come down with a vote on that.

[9:41] The board will have time to consider it and they'll make a decision what they're

[10:52] what we could do to stop this because the expansion of subsidized housing in

[10:57] our township, I think, you know, somehow we got to curtail that a little bit. I

[11:01] mean, uh I don't mind taxpayers moving in, people with houses that contribute

[11:05] to the community, but we we you know, as I see a lot of these developments all

[11:09] coming up here and it's all going to be it's not how you're going to build like

[11:12] a a solid community. Um Nothing builds, you know, people

[11:18] walking around and uh again to go back to that uh spot

[11:21] where they're building this place. I mean, Stevie Wonder could see that's a

[11:24] terrible spot. I mean, it's terrible that that somebody could even conceive

[11:29] of having a building put right there. CAN ANYBODY FIGURE OUT THAT ROAD? Does

[11:33] anybody communicate like they're ripping up Brownsville Road? Is there like I'm

[11:36] not a smart person, but >> would somebody realize when they repave

[11:39] it and the and the pipes are 120 years old that maybe when they rip it up they

[11:43] could all like get everything in in order so it would last. It seems like

[14:14] Good evening, everyone. I'm Vince Fioramonti, our firm did the

[14:17] plans that are before you tonight. Um you grab that microphone there.

[14:24] Thank you. I'll just keep this quick. Um it's a

[14:28] 10.5 acre site zoned R1, minimum lot area 20,000 square feet.

[14:33] What we endeavored to do here is create a by-right plan that coordinates with

[14:37] the natural features of the property. You can see the proposed plan on the

[14:41] left and the existing conditions on the right.

[14:44] Um overall, you know, we have one single cul-de-sac 1,000 feet long, requires a

[14:49] waiver. Um and we have 12 lots that range in

[14:52] size from 20,000 square feet to a little bit over an acre on on the end

[14:57] here. Um essentially, when you look here real

[15:00] quick at the existing conditions that are kind of unique to the property, we

[15:04] have a railroad on the top. We have a non-residential use adjacent here.

[15:10] The railroad that crosses Bristol has a very sharp overpass on Bristol Road

[15:14] here, which was a concern, but it's it's perfectly safe. We've had it evaluated.

[15:19] There's a drainage channel runs through the property. You can kind of see it

[15:22] right here where the woodline is. That drains the residential area behind us to

[15:27] the Mill Creek, but essentially a dry drainage channel. On any given day,

[15:32] there's no water in it at all. When it rains, it carries water, and you can see

[15:36] its location. Another unique feature of the property

[15:39] is there's a gravity sewer that runs down below this channel,

[15:45] you know, down downhill, and there's a force main in that same easement that

[15:48] runs the other direction uphill and through Henry Avenue. So, there's a

[15:52] couple of hidden utilities in there. But, taking everything into account, you

[15:55] know, there's good woodlands around it. There's nice slopes. There's elevations

[15:59] here that would create nice views. So, when you look at our proposal on the

[16:03] left and the existing conditions on the right, you can see that we took the road

[16:07] up here. We're trying to, you know, save all the woodlands that we can. The road

[16:10] up this side, we crossed at a 90° angle here, and then came up the hillside at

[16:16] the top, you know, where there where there's a crest in the in the ground,

[16:19] you know, with the roadway. So, we're taking the area that was already

[16:22] disturbed, developing that. We're maintaining all the woodlands that

[16:25] surround us, and you can see the woodlands here. And we're buffering the

[16:29] railroad and a lot of landscaping with a landscape

[16:33] architect handling the stormwater. So, I think we've done a good job of

[16:37] preserving the natural features that are worth preserving on the site and

[16:43] utilizing them. And I think when we're finished, we're going to have a nice

[16:46] upscale community that that'll be good for the area, no impact on any

[16:51] other residents. We're downhill from the drainage. We're

[16:54] going to We have seven seepage beds at the uphill lots here.

[16:58] We have three earthen basins to handle the road runoff. So, there's no drainage

[17:03] impacts. There's no traffic impacts because we're not connecting here.

[17:07] And aesthetically, there'll be no visual impacts because we're buffered, and

[17:11] we've actually added a lot more buffering to the site. So, I think when

[17:14] we're finished, we'll have a low traffic luxury development which have nice views

[17:19] for all the dwellings and you know we appreciate the consideration

[17:23] that and all the work and back and forth

[17:26] we've done with all the consultants to get to this point.

[17:31] question one of the supervisors had and that was concerning

[17:35] the homeowners association. We've had some problems in the township with them

[17:40] being proposed and not followed through. >> [snorts]

[17:45] » Like Vince can answer initially the the builder will be

[17:48] responsible for funding all the escrows associated with the improvements. So

[17:53] that that can't they can't even get off the ground until those are funded. Um

[17:56] and as lots are sold to individual owners each of those owners will become

[18:00] part of the homeowners association. Once there's the majority of

[18:05] of owners involved in the association it's

[18:08] officially turned over to the the homeowners to manage. But all the

[18:11] funding for the requirements of the of what you're approving will be will be

[18:16] funded for that matter. >> And I've I've included provisions in the

[18:20] resolution that it has to be uh the documents have to be filed prior to

[18:26] or or at the same time as the approved plans and that's an acceptable

[18:30] condition. >> Absolutely and those conditions will run

[18:33] with the land. >> Yes and

[18:35] I we had several variations or revisions

[18:38] of this plan and the last one was dated preparation date August 10th, 2026 at

[18:45] the bottom of the page and it starts with whereas we refer to the applicant

[18:50] as 055 Properties LP. You've had a chance to review that resolution it's

[18:55] acceptable to you and your client. >> Yes.

[19:39] this location. So and then I have a whole drainage

[19:42] system here but we don't have to get into that. There There's a ridge that

[19:44] runs through the property and some of the property drains to the railroad

[19:48] track in this direction. The other part of it drains to this swale here.

[19:53] All right, so we're controlling them both areas. The the lots on the front

[19:57] they all have seepage beds in their yards. So the drainage from the

[20:00] dwellings will go to the seepage beds and then it'll release into the swale

[20:04] that runs down the railroad track and then into the little creek.

[20:07] It's going south and the houses on this side there's three

[20:10] basins. There's one here you can't see with the landscaping but it's a the

[20:14] storm sewer intercepts the runoff and swales and this area is drained by a

[20:19] pond here which then releases into that stream.

[20:22] Then from there down is a second pond right here

[20:26] that releases into that stream. And then there's a third pond in this location

[20:30] that releases into that stream. So everything's controlled and it's all

[20:33] released in the same exact spot that it comes out now.

[20:36] » Okay, my next question is um was there um a hydro study done on this property

[20:41] and how much water goes into that runoff right now?

[20:44] » So the answer to that's yes and our the township engineer reviews all those

[20:48] plans and gives the approval before we got to this point. So we don't get to

[20:53] this point until it's approved by the township engineer.

[20:55] » also the entrance to this property is going to be on Bristol Road right at the

[20:59] railroad tracks? At the at the at the tunnel?

[21:02] » It's as far away from the overpass as possible.

[31:45] a concert on July 25th. It was well attended. The bands were great. We had

[31:49] food trucks. It was a beautiful night. Uh so, thank you. We are going to

[31:53] continue uh concerts next year starting in May through September. We're going to

[31:59] try and do one concert a month at the Veterans Park. It was a great event, and

[32:05] I would encourage everybody to pay attention to the events that are put on

[32:09] by our Parks and Rec Board. Uh these are events that are for you. They're mostly

[32:13] free unless it's a class, um and they're usually very affordable. So, I want to

[32:18] thank the Parks and Rec Board for putting on those two concerts this

[32:21] summer, and uh led by Mr. Walt Mulholland. So, thank you. Uh Community

[32:28] Day is September 26th, so make sure you come out. Um we are selling Cow Chip

[32:33] Bingo tickets. If you need any tickets, please get in touch with us. Get in

[32:38] touch with me cuz I haven't sold any yet. Um so, come out. It's a great

[32:42] event. Uh it's a fundraiser to uh honor and raise funds for our emergency

[34:57] issues from the last job. And then what we do, and some of the board members are

[35:03] actual road masters. Like, that's what they do. They drive around and they

[35:07] check out the quality of the streets. There were a couple issues. Um,

[35:13] but you have to remember what you might be pertaining to or referencing are

[35:18] PennDOT roads. Like, Bristol Road, PennDOT Road. Brownsville, PennDOT Road.

[35:23] Currently, Brownsville Road is going through a project right now with Peco

[35:27] and the gas line. Now, they're going to come through on the Bensalem side, not

[35:32] the Lower South side, and they're going to pave over all of where it's ripped

[35:37] up. So, there was a problem. They had deteriorating gas main underneath the

[35:41] road. So, and that had been going on for a while. I can tell you, I worked with

[35:45] the fire department. We would smell the fumes and get fume calls all the time.

[35:48] » They just did little patches. Well, this long as we're on that, because I know

[35:51] that they will do short costs and they give you a low bid. And then, yeah, you

[35:55] don't maybe don't have the quality cement, but long as we have people that

[35:57] are monitoring that. So, >> So, yeah. Our our engineer is on top of

[36:02] it. >> Our engineer is on top

[36:03] » I can add to that. >> I'm skeptical of everything. I think

[36:06] everything is like, you know, >> So, the township gets reimbursed certain

[36:08] amount of money from liquid fuels, and that's from from PennDOT in the state.

[36:12] There's requirements that the contractor has to adhere to. They have to submit

[36:16] forms, they have to submit um, material listings from the quarries they're

[36:20] getting it. When the township's responsible for the

[36:23] lowest responsible bidder, right? So, they have to meet prevailing wage

[36:26] requirements. So there are all these requirements they have. It's it's more

[36:30] of a competition to get the lowest price for the township. It's not lowest

[36:33] competition for quality of work. >> Yeah.
