[0:00]
Good morning, mayor. Who else we have?
[0:08]
Hi Kristen.
[0:15]
Sheriff Chief just walked in.
Good morning. Who just joined?
[0:20]
Ryan.
Okay.
[0:21]
Good morning, Ryan.
Good morning, DA.
[1:16]
Good Okay. Okay. This time I'd like to
convene the
[1:20]
the prison board and seek approval for
the minutes.
[1:23]
I move to approve.
I'll second.
[1:29]
Any additions or corrections?
Hearing none, all in favor?
[1:33]
Aye.
Aye.
[1:35]
Aye.
That motion
[1:38]
carries.
At this time, public comment on agenda
[1:40]
items only.
[1:44]
Hearing none, we'll move on to the
approval of bills.
[1:48]
Can I have a motion?
I'll move to approve the bills.
[1:51]
I'll second.
[1:57]
Any comments concerns?
[2:06]
Have we ever checked into seeing if the
health care could
[2:11]
do any of these prescriptions?
I think that we spoke to
[2:16]
Yeah, but we haven't gotten the word
back.
[2:19]
Yeah.
Okay.
[2:21]
All right.
Actually, Warden, have you noticed any
[2:25]
decline in the price of food or leveling
off a little bit of the price price of
[2:29]
food?
[2:32]
I believe that there has been a decline
in the price of food, but I also think
[2:36]
our vendors uh we're we're down to only
one vendor who's submitting bids and and
[2:41]
perhaps uh Controller Rogers might be
able to
[2:44]
uh discuss that a little further, but I
think that was one of the concerns. We
[2:47]
used to have three vendors, we're down
to one now, so it's
[2:50]
Okay. Why did the other two drop out? I
didn't know that.
[2:53]
I think because of the um
fluctuation in pricing
[2:58]
Okay.
that they they didn't want to submit
[3:00]
they submit bids quarterly and they're I
think locked into that price
[3:04]
and because of the um the way that the
market on food was fluctuating, they
[3:10]
they didn't feel comfortable
I believe it at least that's what I had
[3:14]
heard from our food service supervisor.
Sure.
[3:17]
Okay. Maybe we can get them back if the
price is level off a little.
[3:23]
Okay. All in favor?
I.
[3:25]
I.
I. Any opposed?
[3:28]
The motion carries. We'll move on to
approval of personnel actions. Warden.
[3:33]
Thank you, Commissioner. We have
multiple personnel actions. Uh
[3:37]
the first
five on your list are correctional
[3:40]
officers at the prison. That would be
Matthew Fogle,
[3:44]
Zane Hill, Robert Paul Hammes, Zachary
Baylor, and Tammy Dunlap.
[3:50]
We also have Jennifer Tedesco, who is
clerk three, and Christopher Hess as a
[3:54]
full-time resident supervisor at
pre-release.
[3:59]
Any questions?
Can I have a motion to approve?
[4:04]
I'll move.
Judge?
[4:05]
Here in the second motion.
And Swartz second that.
[4:11]
Okay, all in favor?
Aye.
[4:12]
Aye.
Aye.
[4:13]
Any opposed?
That motion carries.
[4:17]
Okay, informational highlights.
First informational highlight is the
[4:20]
population report.
In the month of July, the prison carried
[4:24]
an average of 170.10
males,
[4:28]
and at the pre-release center, we
carried 37.42
[4:31]
males for an average daily population of
207.52.
[4:37]
We had a peak population in the month of
221.
[4:40]
For females at the prison, we carried an
average of 26.29.
[4:45]
At the pre-release center, it was 15.94
for an average daily population of
[4:50]
42.23,
and there was a peak population of 46 in
[4:54]
the month. Our average daily population
then
[4:58]
for was 249.74,
which you can see is just about 20
[5:02]
inmates more per day
than what we averaged in June.
[5:07]
Uh we also had a peak population in the
month of 263.
[5:12]
Um we had 13.13
males on in-home detention and 0.74
[5:17]
females. There were no overcrowding
transfers, so our total again is the
[5:22]
same as the average daily population
249.74.
[5:28]
The prison disciplinary report in the
month of July, there were 35 hearings
[5:35]
conducted.
31 of those hearings resulted in
[5:39]
findings of guilt with disciplinary
lockup time imposed.
[5:44]
Two hearings resulted in guilty findings
with disciplinary lockup time suspended
[5:51]
and two hearings resulted in not guilty
findings.
[5:55]
The number of inmates were 31 that had
hearings,
[5:59]
four of which had greater than one
incident.
[6:02]
And staff generated 21 informational
reports in the month.
[6:06]
Is there any other information, Ryan,
that you wish to add?
[6:09]
No.
[6:11]
The next report is the pre-release
center report.
[6:15]
The monthly average for work release was
eight males and one female.
[6:20]
On work crew, it was 30 males and 15
females
[6:24]
for a total average of 38 and 16, and
our year-to-date average is 35 and 10.
[6:31]
There were no program highlights in the
month.
[6:37]
The bail release program report is next,
and there were a total of an average
[6:43]
total of 149.45
clients on supervised bail. That's
[6:48]
broken down into 46.68
on supervised bail, 100.13
[6:54]
on intensive supervised bail, and 2.64
on supervised release serving a sentence
[7:00]
for driving under suspension.
Those clients then saved 4,633
[7:05]
bed days at the prison.
[7:10]
And the last report
for informational highlights is the
[7:14]
mental health snapshot. That was taken
on August 4th, and on that day there
[7:18]
were 292 total inmates counted within
the prison system.
[7:23]
249 males and 53 female or 43 females.
Under roster A, there was 127 total
[7:32]
inmates with no mental health history,
and that was 43.49%
[7:36]
of the population.
There were 65 inmates under roster B
[7:40]
having past mental health history but no
active symptoms in the last year, that
[7:44]
was 22.26%.
Under roster C, there were 91 inmates
[7:50]
having current mental health issues,
that was 31.16%.
[7:55]
And there were nine inmates experiencing
serious mental illness under roster D,
[8:00]
that was 3.08%.
The psychotropic medications dispensed
[8:06]
at the pre-release center of the 36
males that day,
[8:11]
nine were receiving meds, and that was
25% of the population.
[8:16]
Of the 14 females at the pre-release
center, seven were receiving meds or 50%
[8:21]
of the population.
And at the prison, there were 189 males,
[8:26]
47 were receiving meds, that's 24.87%.
And there were 23 females, nine
[8:33]
receiving meds or 39.13%.
The total percentage of inmates
[8:39]
receiving medication psychotropic
medication at the pre-release center was
[8:42]
32. The total percentage at the prison
was 26.48,
[8:47]
and within the entire prison system,
27.48.
[8:54]
Additional informational highlights.
On July 6th and July 20th, prison staff
[9:01]
participated in expandable baton
training, that was conducted by training
[9:05]
sergeant Joe D. Francisco.
On July 13th, Deputy Warden Evner
[9:10]
participated in a statewide medication
assisted treatment monthly meeting.
[9:15]
Also on July 13th, medication assisted
treatment was initiated at the prison,
[9:21]
and that's being
that's being provided in cooperation
[9:25]
with West Branch Drug and Alcohol Abuse
Commission and River Valley Health and
[9:29]
Dental Center.
On July 25th, members of the prison and
[9:34]
PRC staff attended a re-entry simulation
event at the Pennsylvania College of
[9:39]
Technology that was conducted by the PA
Department of Corrections re-entry team.
[9:45]
And on July 27th, Deputy Warden Ebner
conducted a prison tour for members of
[9:51]
the Human Resource Office.
And those are all the informational
[9:55]
highlights that I have. Thank you,
Warden.
[9:57]
Anybody have any comments, questions?
So, Warden, I believe that on the
[10:03]
medicated assistant treatment initiated
is being paid for by our opioid
[10:07]
settlement.
That's correct.
[10:08]
funds. That was one of the items that it
was allowed to be used for and
[10:13]
commissioners
and the board agreed to do that.
[10:16]
Yes. Yes. Yeah, there was a there was a
contract that was approved. Um
[10:22]
I don't know the date of that, but it
was presented to the commissioners and
[10:25]
the contract is for those services, but
at it said no cost to the taxpayers.
[10:29]
It's all being handled through opioid
settlement.
[10:32]
settlement money.
[10:36]
Okay.
[10:41]
I'm going to move on to old business in
the re-entry program.
[10:48]
It's a big day today, right?
Sure is.
[10:54]
Good morning, everyone.
My name is Nick Henning and I'm the
[10:56]
re-entry coordinator for GEO Re-entry
Services.
[10:59]
Um to start, we'll do the in-prison
re-entry report.
[11:02]
As of 7/31/23, we have 36 active
participants with zero pending.
[11:08]
Um since the beginning of the year,
there have been 76 intakes completed, 28
[11:14]
LSIR assessments completed, 76
transition transitional action plans
[11:18]
completed, and 184 sessions completed.
Uh total participants released since
[11:25]
programming began this year is 71.
Um there has been 34 appointments made
[11:30]
and 166 resources given.
Um total referrals made to the program
[11:35]
was 101, 76 coming from the prison and
22 from the pre-release center.
[11:41]
Um we had eight referrals for the month
of July.
[11:46]
Uh referrals broken down by um
sentence, we had 20 probation
[11:51]
violations, 11 max outs, 34 new cases,
23 domestics, nine contempt, and three
[11:58]
for treatment court.
Our average population per day for
[12:02]
re-entry was 70. We had total of 24
intakes and 14 discharges. Six of those
[12:09]
discharges were successful.
Uh our total numbers for EM right now
[12:13]
are 32, 15 being adults and 17 being
juveniles.
[12:19]
Um then the report from John Stoll,
program population statistics, there
[12:24]
were 11 sentenced, 58 on APL, and one
pre-trial.
[12:29]
Total pro- Total program population as
of August 1st was 70 with 47 male
[12:34]
clients and 23 female clients.
For GPS alcohol monitoring services,
[12:41]
there are currently 15 active clients
receiving monitoring services. Six of
[12:46]
those are on a tag unit, three are on a
GPS monitor, five are on a home guard,
[12:50]
and one is on a SL3 breathalyzer.
Um and as of juvenile overview of
[12:55]
services, there are currently 17 active
cases on GPS services
[13:00]
um for juveniles.
Any questions?
[13:06]
Yeah, thanks.
Thank you very much.
[13:10]
Good luck today.
Thank you.
[13:15]
All right.
[13:20]
The prison
You can do both.
[13:22]
Yeah, good.
Yeah.
[13:23]
Um
[13:26]
All right. Uh the prison board meeting
for next month will be held
[13:30]
uh at the prison on 9/8/23.
Uh is there any new business before
[13:39]
We're moving to the
executive session.
[13:42]
None.
No.
[13:43]
Okay.
We're going to recess and have an exist
[13:46]
uh executive session back.
And then we will reconvene.
[13:50]
Jill, where can I reach you?
Yes, extension 2240.
[13:57]
If the other board members would remain
on the line, I'll reconnect in the uh
[14:02]
conference room.
[14:08]
Thanks.
[14:20]
Yeah.
Yeah.
[14:21]
Yeah.
[14:27]
Amen.
Just want to remind everybody we were
[14:29]
well today.
[14:33]
We don't have a quorum.
Yeah.
[14:37]
Well, the sheriff's on the phone, so
[14:41]
I only have one board member who is not
here.
[14:51]
So, your wife still here?
She should be.
[15:00]
It's a good one.
[15:02]
I have a phone in my
ears, but the reason I'm going to take
[15:05]
it is because I'm not getting a signal.
[15:12]
The last fall, I screwed up my shoulder.
It split what happened.
[15:16]
Make sure I am.
That would be good for my health.
[15:21]
I think we're in constant I got shoulder
issues,
[15:24]
back issues.
Yeah.
[15:26]
That's what it is. It's all right.
[15:31]
It had started in the hip center there.
Yeah.
[15:36]
That's what it is. It's all right.
[15:41]
It's going to be an issue.
48 years but they don't remember
[15:45]
She is.
She is.
[15:48]
This is it.
[15:51]
It could be
This one here.
[15:53]
This is it.
[15:57]
Yeah, I know.
Second
[15:59]
Is everybody invited?
Yes.
[16:01]
That's it.
I have a bowling alley in my house.
[16:04]
Yeah.
40 bucks a person.
[16:08]
Yeah, and then they kick you out.
It's a good deal.
[16:12]
Yeah, well, we
Hello.
[16:17]
Okay.
Everybody ready?
[16:20]
It's to be your final call
2 hours before
[16:24]
All right.
So, we get
[16:26]
orders on the shots people like to
drink.
[16:31]
This is how she matches the other shots.
It's a serious situation.
[16:35]
She got one.
It's like
[16:39]
She gets back at the same amount of
shots.
[16:44]
I don't know what to
I guess it would be
[16:47]
a bunch of Yeah.
They prefer that
[16:51]
That's what she said. She said
So, actually
[16:55]
that's what she just wants some solid
Yeah, she wants some
[16:59]
It's a girl's first time.
One consistent
[17:03]
And then I guess she's like, "No, it's
it's like
[17:05]
solid."
[17:08]
And she said today
or yesterday she said she got
[17:13]
She wants some
She said you got the steps.
[17:18]
So, it's like
So it's like
[17:23]
Seems like that should work.
[17:27]
So it should work both ways.
It also just feels like
[17:31]
it won't stay.
It's got to be this.
[17:34]
Yeah, it's all this right here.
That's what I said to them about
[17:37]
everything that you did that
stair with you.
[17:42]
And I went to follow this down on the
field. And he said, "Actually, how's it
[17:45]
feel?" And he said, "It feels great.
It's like a It don't
[17:49]
I just asked him
if you can really solve
[17:51]
or not.
Solving it. And I said,
[17:54]
other than the
And he said, "Yeah, it's very cool
[17:56]
though. It's very cool though.
I get it.
[18:02]
You do that for fun.
And when she had the photos
[18:06]
and she said,
three or four times the same
[18:09]
And then we had
[18:13]
And then we had
two guys
[18:23]
And then we had something
[18:27]
Yeah, what was that?
Yeah.
[18:30]
I'm just talking.
[18:33]
It's like
And to be honest with you,
[18:36]
that's what I said.
[18:39]
I was like, "This is kind
Right.
[18:44]
I mean, you can talk to
[18:47]
You can try to do
So we can keep
[18:52]
Yeah.
Listen to this guy.
[18:55]
I just don't think I can do it though.
[19:02]
You can do anything.
I don't forget
[19:07]
You can do
something cool.
[19:11]
It's like this.
You can shut
[19:15]
Is this the same
[19:23]
Yeah, I'll do
[19:28]
Good.
[19:32]
When is that?
[19:36]
I have
I'm not sure what's
[19:46]
She won't run.
So then
[19:54]
Good luck. I don't think
I think we
[19:57]
We're out there.
Friday before
[20:01]
three times
[20:03]
You just get three payments
[20:11]
I think it's
[20:39]
I think you just have one second. I'll
give you the picture of
[20:51]
Hi Joe, you can call back in.
Thanks.
[21:09]
It's the same
[21:14]
Hello.
Hi, can you hear me?
[21:16]
Okay. Get this done.
I'd like to reconvene
[21:20]
with the board meeting
and seek a motion for the termination of
[21:24]
Kelly Burkholder at pre-release.
I'll move to terminate.
[21:29]
Chair, I'll second that motion.
Okay.
[21:33]
Any other discussion?
All in favor?
[21:36]
Aye.
Any opposed?
[21:40]
Abstentions. Okay, that motion carries.
[21:46]
Okay.
Any other comments?
[21:50]
Okay, we are adjourned.
Are you ready?
