Anderson. I'm the Sterns County Parks
[6:50]
Director and I'm here tonight just to
provide an update on the Beaver Island
[6:54]
Trail, the specifically the connection
section that we're working on to connect
[6:59]
the existing trail to Warner Lake County
Park. So, when I was here last time, we
[7:03]
had just had a general discussion on
what we were thinking. So, we wanted to
[7:06]
bring back an image so you could
actually see and maybe get a little bit
[7:10]
better understanding and then have
discussions about questions, concerns,
[7:14]
and those all all have to come up
tonight because we're not finalizing
[7:18]
anything in the next few weeks. We've
got lots of time to have the ongoing
[7:22]
discussion about this. Um, a quick
update on where we're at with the I94
[7:27]
bridge. Uh, like I mentioned last time,
that bridge is owned by Mindot. Uh 3
[7:32]
weeks ago we met with Mandot and we're
still waiting to hear back. Um there's
[7:36]
about three options on the table of
potential crossings. There will be no
[7:41]
bigger expansion of the bridge or
anything like that. We want to use
[7:44]
what's existing. Uh it's just a matter
of what weight loads and things like
[7:48]
that. That bridge will allow for
differing types of structures on there.
[7:52]
So hopefully when I come back I can have
a more or a better update on what Mindot
[7:57]
is thinking for that bridge because that
will affect some of the county road
[8:01]
alignment piece um in the future. So uh
getting back to the 19th Avenue. So that
[8:08]
11 by17 that I handed uh the members uh
you can see on the far left hand side
[8:15]
that color picture on the very north
side or top piece. You can see the
[8:19]
crosswalk coming down to like a pink
dotted pedestrian uh landing pad there.
[8:25]
So, there's already a hawk crossing
signal that was put in as part of the
[8:28]
previous grant in that location and that
falls all within the basically the
[8:33]
county road rightway where that hawk
crossing is. So, we had a permit to put
[8:37]
that in. You can see we'd be expanding a
little bit into potentially the township
[8:41]
rightway on that. And then the green
that you see on the east side is that
[8:46]
potential uh where we're suggesting to
put that onroad bike pedestrian trail.

Uh if you move over to the bottom
right hand side uh where there's really
[8:58]
no color, it it gives a little bit more
detail on what the engineers are
[9:03]
thinking with the road. Um, so starting
from the left and working right on that
[9:08]
bottom image, you can see where the
existing shoulder is where it says
[9:13]
existing shoulder two feet and then
there's a open space and then it goes to
[9:18]
a 10-ft lane and you can see I believe
they're shrinking the lanes or proposing
[9:23]
to shrink the lanes a little bit through
there and actually moving the center
[9:26]
line over to the west about a foot in
order to give us a little bit more room
[9:32]
on the east side so we don't cuz there's
wetland there. So hopefully we can avoid
[9:37]
as much wetland impact as we could. Um
so the engineer's opinion is that that
[9:42]
10-ft um drive lane would be sufficient
for that road. But again, we're asking,
[9:48]
you know, this isn't all said and done.
This is just a drawing at this point. Um
[9:54]
then as you move over further east, you
can see that other 10-ft lane and it
[10:00]
would add about another 6 foot of
batuminous surface uh to the east of
[10:05]
what's existing out there to give us
about an 8 foot wide uh pedestrian lane
[10:10]
through there. We're not proposing any
exist or permanent barriers or even
[10:15]
temporary barriers to separate traffic
from the pedestrian bike traffic. It
[10:19]
would be a a painted double white line
for visual. Uh because of that road
[10:24]
being so short and cars not having the
ability to really gain much speed coming
[10:29]
um through that short section before
they hit a stop sign on either side.

Um, if we go back to the picture on the
left hand side, um, and go to the bottom
[10:40]
where it meets 19th meets County Road
143, you can see that crosswalk, uh,
[10:46]
going from east to west across there. If
we come straight across 143, we go right
[10:52]
into a neighbor's driveway. So, that's
why we're proposing to come across the
[10:56]
road that way. We're still, and this is
where Mandot comes into play, depending
[11:00]
on what they let us do with the bridge.
Um,
[11:04]
it's going to depend on which side of
the road we end up on. There is one
[11:08]
scenario, and I would say worst case
scenario where we we may end up on both
[11:12]
sides of the road um with trail uh just
to certain rules and regulations that
[11:17]
have to be followed in in terms of the
pedestrian side of things.

So, I'll stop briefly there for any
questions or comments. And again, like I
[11:28]
said, we don't have to have them all
tonight. If you have my email, um, or
[11:32]
it's been, uh, emailed to Jenny, so and
Scott have it for sure. So, please, if

would be my proposal is that the county
doesn't take that over. So the township

would maintain the right to put another
access in there if they so choose. also

and what Mandat will let us and how

put everybody onto one side of the

bridge because we have to shift the
whole drive lane on the bridge as well

in order to do some of this. If they
allow us to go one side, then we could
[16:21]
potentially go up and only have one
crossing. If they won't and they make us
[16:25]
do two-way traffic, because technically
bikes are supposed to travel with the
[16:29]
way of traffic, if we have to use both
sides of the bridge, there would
[16:32]
actually be a crossing. if you're headed
towards the park on 143 prior to getting
[16:38]
to the bridge to maintain sight lines
and it's only like halfway between 19th
[16:42]
and the bridge on where that crossing
would end up to end up on the south side
[16:46]
of the road. So
>> go halfway from 19th to the bridge and
[16:51]
jump to the other side,

» still seems dangerous because people go
over that bridge going east,

engineers used if it was 500 foot sight

existing township road. So, I mean, what
would future maintenance if the road

needed to be redone or reworked? your
your your trails connected to it. How

does that

about that last time. Ben would have to
explain, but the maintenance on it too
[18:02]
probably too. The biggest catch would be
the funding of it, you know, where that
[18:05]
funding comes from. Is it more grants?
Is it more or is it on the township, you
[18:10]
know, to maintain it with the road, you
know,
[18:15]
» right? I think the biggest maintenance
would just be making sure the double
[18:19]
white line stays in place for the first
20 years and then after that then it
[18:23]
would be a replacement and whenever the
road was redone is when that would be
[18:26]
redone as well.
>> Is that kind of the design life of that

this 20 years?
>> Yeah, we to design it to whatever. That
[18:32]
was another question I got on here. You
know, what's your typical bit surface?

How much base do you want underneath it?
That type of thing because yeah, we

don't need it slagging sagging or
sloughing or we want it to stay the same
[18:43]
as with the road. So,
and we're doing the same with St. Joe
[18:47]
Township right now where we're actually
building a road on property that's owned
[18:52]
by the county, but there's township
residents that live on it. And so, we're
[18:57]
building the road, but the township has
agreed to take it over and maintain it
[19:01]
as long as you build it to their
standards. So, we want to know what your
[19:05]
standards are.

Otherwise, that's pretty much what I
have for tonight. Again, it's just an
[19:18]
update. If you think of things, I'll
keep you in the loop as we move forward.

there is is basically you know tying it

to you know hall times of the morning,
you know, when when the road is is, you

hopefully frost or freezing, you know,

if the road is, you know, obviously
[22:29]
damaged or destroyed or whatever that
it's brought back to our standards.

there's an expiration date on there and

really the expiration date can just be
whenever you know weight restrictions go

off.
You know, basically we're following the
[22:47]
Minnesota time frames, county time
frames. When those weight restrictions

go off, that permit is really null and
void at that point, too. The other side
[22:56]
of that, too, is like, is there a cost
to that? you know, um,

in in the chicken barns, I mean, this
I'm just going to give you my feelings.

have the date of the actual delivery,
[35:52]
which we don't have that yet, of the
initial delivery from Cascade, we'll set
[35:56]
up to get some equipment there to get
the carts offloaded so that they're
[36:00]
there and ready to go for the the third
party. They're planning on starting the
[36:05]
delivery on the 24th, which is a
Tuesday. And then
[36:10]
they're hopeful that they'll get it done
in one day. If not, they'll take they'll
[36:13]
they'll go into the next day and the
next day if needed. Um without actually
[36:18]
being out here, they never know really
how long it's going to take. Um delivery
[36:22]
is usually pretty cut and dry. You're
just dropping off one cart at each end
[36:26]
of each driveway. So, um really that's
that's the biggest roll out. The
[36:31]
Republic's last pickup day is

which is assumed you were going to get

about 400 gallons a minute. They put
down an 8 in ca metal casing. Then they

put down a 4 in where they pull the
water up. This total these two numbers

together come up to $34,15726.

that would get the water to the surface.
It needs three-phase power which would
[1:06:46]
have to be brought over an electrical
service put on it. And then this does

not include anything. The welds just

you know, conditional use permit because
they have to send it back to me for a

yes or no. Um, so I took a look at it
and I I went through the ordinance and I
[1:17:08]
don't feel comfortable with it because
of number one there is and I will read
[1:17:13]
what I sent them um because I think that
the ordinance pretty much says no
[1:17:20]
multiple times. Um, so it it is not in
permitted uses, provisional uses or
[1:17:25]
anything like that. There is a specific
line in conditional uses that says any
[1:17:29]
use of the land that is consistent with
the purpose of the industrial park which
[1:17:33]
is not expressly prohibited or provided
in the industrial district and which by
[1:17:38]
its nature does not constitute either a
public or private nuisance because of
[1:17:42]
noise, dirt, soil, offensive odor,
secondary charact characteristics or
[1:17:46]
unsanitary conditions. I don't feel it
meets that, but that's the only
[1:17:50]
provision we could put it in for a
conditional use to allow a residential
[1:17:53]
unit there.
So, I I sent it back and said, "This
[1:17:58]
would be the slim chance that you could
put a residential unit in an industrial
[1:18:02]
park." Um, and she had said, "What's
that?
[1:18:06]
