[3:53] protect the city of Lidol. These are the very same amendments several cities in

[3:58] Texas have adopted to protect their citizens against reckless harmful

[4:02] growth. What concerns me by not having these guardrails in place in the city of

[4:06] Lidle is what our county judge Welen Cud said at commissioner's court meeting on

[4:11] August 10th, 2026. His statement will affect everyone in all cities of Atcosa

[4:18] County. Judge Coot was presented with the fact that he sold 5.79 acres in the

[4:24] city of Pleasant, Texas to a battery energy storage system for $10 and other

[4:29] good and valuable considerations. He stated at commissioner's court and I

[4:34] quote, "Anything I have is for sale except my wife and kids. And another

[4:38] thing, I don't have any say in that battery storage system. The city of

[4:42] Pleasant will have to make a decision on that, not the county. And anything else

[4:47] I decide to do, I will bring forth to the county if it affects them. If it

[4:52] doesn't affect them, tough. I'm entitled to my property rights. I'm entitled to

[4:56] do my situation. If you don't like it, that's your problem."

[5:01] The overall take on his statement is he does not care about the citizens who

[5:05] reside here in Atcosa County. There are steps the cities can do to protect

[5:10] themselves. Our cities have more power given by the state of Texas to protect

[5:14] ourselves than the counties have. These amendments I presented to you today do

[5:18] not prohibit growth. Rather, they put in guard rails for data centers, battery

[5:22] energy, storage systems, and other large-scale industries that would have a

[5:26] negative impact on our cities to protect where we work, where we live. Many

[5:31] cities in Texas have passed these very same amendments to protect the future

[5:35] and the future generations to come. Please put the amendments I have

[5:39] presented to you with you on the next Lidal City Council agenda and pass them.

[5:44] It's time we put people over profit.

[7:02] some activity on that. Uh but the citizens of the city of Lidle have not

[7:08] been informed at least I have not gotten little information. Uh none to the from

[7:15] the city that I know of about what advantages is this to us? What's the

[7:21] city going to uh profit from that? what's it going to cost the city to

[7:29] support that and have they asked for support from the city and all these are

[7:34] details that cost the citizens of the city as well of course as the city

[7:40] itself and so I think that uh at this point in time I think the city needs to

[7:46] have an open meeting to get all of these questions answered of the of the

[7:51] citizens of our city. So, uh, they just feel like that they're being railroaded

[7:57] on into this without any say so about it. That's all I have. Thank you.

[11:10] site work, electrical and tank filling to occur over the next three months uh

[11:14] being completed substantially complete by November 20th. Um we we have Heather

[11:23] directors as a contractor for the project to provide an update on the

[11:27] schedule and provide a little more explanation on what's occurring

[25:36] Kimley Horn uh since they uh handle a lot of our uh drainage and storm water

[25:41] activities uh for the city. Um, and as the uh Dills Grass property uh

[25:48] potentially gets uh developed um and speaking with that uh developer uh we've

[25:55] uh they've asked them to start uh looking at what that would be to develop

[26:01] that property and when the city um at what level the city would need to review

[26:07] those plans that they would be presenting. So, um I've asked Kimley

[26:11] Horn to uh be the um engineer of record for the city side to to review those

[26:17] plans. So, uh on on our behalf, um to make sure that it's being, you know,

[26:21] done appropriately to our standards. Uh and so this is the task order obviously

[26:26] for that process. Uh any costs associated with it, uh just like on most

[26:30] of our stuff would go back to the developer. So, um any costs here would

[26:34] be, you know, taken back to to the developer to pay. So,

[53:53] had the situation out there uh with the um the the large ground storage tank.

[54:03] installed previously that just it's unfortunately a bad situation, right? So

[54:08] not not really their fault. Um, but they are working with us and so we we're

[54:12] trying to figure out what makes sense, what how to move forward with that. Um,

[54:15] so probably something will come forward to y'all at a later date to to kind of

[54:20] move that project uh a little bit out uh uh date wise. Um 12-in uh main loop. Um

[54:27] there's some uh they've moved and migrated down to the um the bore uh at

[54:34] 35. Um, so they're working on that and we are trying to coordinate and figure

[54:38] out um kind of the the last piece of the connections that need to be made uh

[54:44] while they're working on uh that um finishing up the the bore situation down

[54:49] there. So that's kind of it on that particular project. So

[55:30] appropriately. So, with getting that new storage tank, it actually does help

[55:40] use special equipment to be able to keep the pressure at a certain rate. Uh, this

[55:45] tower is going to be able to help us out with being able to provide that. And

[55:48] that's how long has the HB been here? >> Well, the first one was built 98. But

[56:36] of it. Uh, to to make sure that we actually have the city where it needs it

[56:52] and figure out some maybe some creative options honestly so been kicking around

[56:56] some ideas and so um that one I will say that one within about we had a magical

[57:03] thing about the 75% 400 homes being built the brand new

[57:07] homes that are going in there so that's that one was measured also with the

[57:11] subdivisions that were going in there >> based on they're the ones that are the

[57:15] the heaviest users for the and will be the heaviest users for the sewer.

[58:13] working with Kimley Horn as we've talked about on the identified streets. So, uh

[58:17] they're continuing to do some stuff on the back end. Um but, you know, more

[58:25] attendance is for this water well that is going to get us to where we have two

[58:29] equal water wells that are going to be able to take care of our city. We have

[58:34] all reliable feet um long time ago. It's still kicking.

[58:40] It's still doing good and it's taking care of that. But it's uh what maybe

[58:44] about a third a third of what well number four does at least. So, well,

[58:48] number five will give us the flexibility of being able to have the two on there

[58:52] that we're supposed to have the two. >> Yes.

[58:55] » Uh take care of us on there. So, we're still okay, but we need to go

[59:00] ahead and take care of that that portion of it.

[59:03] » Uh as far as our residential developments, um you'll see there uh

[59:07] phase uh five, we have the the one temporary uh certificate of occupancy.

[59:12] That's the model home. uh phase 2 13 under construction and three under

[59:17] review. Um so they're continuing to work out there. Dr. Horton uh do finishing

[59:23] out that um those two phases. Um and uh the I think I reported last time, but

[59:30] the um uh the secondary access road is complete and we've closed that out. So

[59:37] um everything is good there. So >> looks good, Pete.

[59:39] » Yes. Um, >> that's a nice road and now you guys can

[59:42] get in whenever we have major flooding, right? To get in there.

[59:46] » Uh, as far as uh, Rosewood Estates, we have 118 completed in phase 138 under

[59:52] construction. So, uh, quite a lot of activity out at Rosewood. Um, you know,

[59:58] in speaking with LGI, uh, they they said this is their number one neighborhood

[1:00:02] right now in the San Antonio area. So, we're going to continue to see that, I

[1:00:06] think, for for a while. So, um, uh, as far far as Light Farms,

[1:00:12] haven't really, uh, been provided an update in a while, but, um, you know, a

[1:00:17] few emails back and forth. Uh, they're still committed to the project, still

[1:00:20] working through some things with Tex, um, as far as making the connection, uh,

[1:00:25] up at, um, 2790. So, uh, things are progressing. There's just things that

[1:00:30] they need to work out um, and moving forward, but um, no real major update at

[1:00:35] this point. Uh same with uh Lidle Estates, they're

[1:00:40] kind of dependent on Lidle Farms to a certain extent. So with some of the

[1:00:44] infrastructure that needs to be installed, so no update there. Uh mint

[1:00:47] de mint development and project tract. Um we've been going back and forth with

[1:00:53] them. They're working together to figure out the infrastructure along 35 to get

[1:00:58] you know water and or uh you know uh sewer up that direction. So, um, uh, in

[1:01:05] Dear County, the SAW CCN, um, it was already sent out, uh, the the my report

[1:01:12] was already sent out, but, uh, was approved by SAWs, uh, on their most

[1:01:18] recent agenda. So, that's getting wrapped up with the attorneys um,

[1:01:22] getting all the signatures on it. So, we're completed with that. Saw CC and

[1:01:26] that'll go to the public utility commission, hopefully get wrapped up,

[1:01:29] and that'll become our portion once that is done. So,

[1:01:34] um applications received uh and the permits

[1:01:40] um fairly similar that we've seen in the past. Nothing really new. Obviously,

[1:01:45] homes is our big one. Um inspections for the month. Um and the

[1:01:53] certificate of occupancies that you see there.

[1:01:57] Uh code compliance pretty active as usual. um ordinance violations, 20 legal

[1:02:02] dumping, one 53 bandit signs, five permit follow-ups. Um did we did have a

[1:02:09] total of 12 health inspections completed um in uh the month of uh June. So uh or

[1:02:16] July, that should have been updated. I apologize. Um so um but um yeah so

[1:02:23] they're they're around they're doing you know going around and doing what we've

[1:02:27] asked them to do and making those those contacts. So [snorts]

[1:02:32] uh city contracts um no no major updates here. Um the uh I guess the the biggest

[1:02:42] thing I would like to say is on the AT&T. Um I did have a conversation with

[1:02:47] Frontter. >> Um so it does appear that um it should

[1:02:51] be corrected in the next couple billing cycles. Um but it does appear that they

[1:02:56] finally have worked out um and all the credits that we should get um will be um

[1:03:03] done and we should get about $2,500 back. Um, and then everything will be

[1:03:09] finalized and fully closed out with AT&T two and a half years later. [laughter]

[1:03:15] Um, which is nuts to me. But, um, so hopefully here in the next couple months

[1:03:20] I'll be able to finally take that off the list. Um, but um,

[1:03:24] » Zach, have you gotten anything on the fire from the fire department?

[1:03:27] » I haven't yet. Um, so I will be reaching out to Roger and yeah, figure that out.

[1:03:32] » Need to take care of that. I know normally they don't do that many

[1:03:34] changes, so We definitely need to make sure that we get that one taken care of.

[1:03:47] there. You'll see the lidal 75th for September 19th. We'll have national

[1:03:51] night out in October. Obviously the Christmas hay ride in December. Um

[1:03:56] project updates. Uh we are working on the master change plan still. We're

[1:04:00] about 75% complete with that. I've met with the engineers uh finalizing some

[1:04:05] things on that. Um anticipating sometime October for final report for y'all for

[1:04:11] some of those items. Um the emergency interconnect there is some delays from

[1:04:15] the manufacturer and I am also trying to work with East Medina. So, East Medina

[1:04:21] um has uh sent back to the engineer um and asked that we include a backflow

[1:04:31] pretor um that the engineer feels is actually not necessary based on the

[1:04:38] design and TCQ did not require it either. Um and so, uh something that um

[1:04:45] is actually significantly going to increase the cost. Um, and so I'm

[1:04:50] working with East Medina to figure out how best to move forward with that. Um,

[1:04:55] and so, um, I obviously will provide updates as I find that we have some time

[1:05:00] just because there has been a delay from the manufacturer, but, um, we're

[1:05:04] figuring out what what makes the most sense with that. So,

[1:05:07] » I think Pete, double valves, our own backflow. The biggest thing is East

[1:05:12] Medina didn't re I guess didn't realize um that it was going to be a dual

[1:05:18] connection even though that was always talked about. So I don't know somehow

[1:05:23] that got crossways communication but we're figuring it out. So um

[1:05:29] obviously continuing to work with the engineer and the committee on the uh

[1:05:32] capital improvement plan and the um uh the updated impact fees. The text

[1:05:38] sidewalk project is obviously ongoing. If you've seen on the other side of 35,

[1:05:42] they've they've laid a lot of that particular sidewalk on that side. So, I

[1:05:46] assume they'll be jumping on back on this side pretty soon. Um, still no

[1:05:50] update on the uh Delaw project from our end. Um, I'm going to be making another

[1:05:57] call um this week just to wrap it up and if I don't hear anything, then I think

[1:06:02] that's our understanding of where that is. uh the GLLO uh grant. I did submit

[1:06:08] the um planning and grant admin um bids um out and that bid closes end of

[1:06:15] August. Um so um that's to select that contractor um or the the firm that would

[1:06:22] ultimately um help us with that um for that uh comprehensive plan grant. Uh and

[1:06:28] then uh the RFPs that are also out are the insurance broker and then I'm

[1:06:32] working on that solid waste RFP as well. So,

[1:07:40] another one in the spring. Uh support the band as they march and go through

[1:07:45] various competitions trying to go three in a row up to state in the spring. So

[1:07:50] as much as you can try to support uh the school at

[1:07:54] » Yeah. I got to go with that. Football, cheer, I mean dance team, everything.

[1:07:58] Volleyball. Do you want to just add that uh Dr. Dr. Bright Hop actually, you

[1:08:03] know, his biggest theme was about making an impact and one of the impact is by

[1:08:07] going out there and supporting our kids. Yes,

[1:08:09] » without a doubt. So, we definitely want to be out there and be able to do that.

[1:08:17] thanks to David uh for meeting with one of our city uh city residents and

[1:08:22] addressing. There was there's been quite a few concerns that we've gotten in the

[1:08:26] last few weeks. Uh and we take our time every council member in here, but I know

[1:08:31] the recent one that I saw David in action is addressing any concerns with

[1:08:36] utilities, data center, anything like that. So, please let us know. If you're

[1:08:40] in the audience, you want to sit down and talk to your representative, please

[1:08:43] do that. That's the the best first level of being able to engage and try to get

[1:08:48] an understanding that goes along along with that. Uh so thanks to all council

[1:08:52] members for doing that. Thanks to all the departments and employees that have

[1:08:55] been working very hard on the 75th anniversary and homecoming parade. Been

[1:08:59] having some meetings getting all the planning, getting everything ready to go

[1:09:03] ahead and do that. I do want to do a special thanks to Josh uh Josh Walker.

[1:09:07] He's been working on some information releases for the 75th anniversary. uh we

[1:09:13] keep getting more and more information. I think that's going to be a great event

[1:09:16] for us to get together uh and be able to celebrate our incorporation. So that's

[1:09:21] going to be uh pretty neat. Uh thanks to the staff uh as we got our budget taken

[1:09:26] care of through the meetings and the discussion of items. So I think that was

[1:09:29] a lot of work on that. So I just want to say thanks for taking care of that. Uh

[1:09:33] do want to go ahead and say uh a few things that are coming up. uh the first

[1:09:37] one this Saturday, young inter entrepreneurs market. Tommy Jo, thank

[1:09:42] you for leading the pack with that and giving our children the opportunity, our

[1:09:46] kids or young adults the opportunity to start the little businesses and uh and

[1:09:51] kind of keep keep the the community going in the right direction. I think

[1:09:54] that has opened the door. It's pretty cool when you see some of these folks

[1:09:58] start off when they were in in junior high, high school, and you keep seeing

[1:10:02] them, and now they're in college, and they come back and they're still doing

[1:10:05] their trait. They're doing it at the college level, and then they come back

[1:10:08] for a market or something, and they're selling the same thing they did when

[1:10:12] they were little kids, and they still love what they're doing and the

[1:10:15] community goes out there to do it. But it starts somewhere. So, thank you for

[1:10:19] providing the platform for them to do that. Uh 12th of September, we got the

[1:10:24] golf the church golf tournament coming up for St. Andrews. So I know they're

[1:10:29] still looking for sponsorship things to do. The 19th, like we mentioned, the

[1:10:32] homecoming parade and the 75th anniversary also. And then on the 27th,

[1:10:38] uh the the church festival. So we got a little bit of stuff happening in

[1:10:41] September as uh we get ready to go ahead and and celebrate and enjoy some of the

[1:10:47] regular events that our school brings together for us. All right. Any last
