[0:01] You ready?
[0:03] >> Good morning everybody. I'd like to
[0:04] welcome you out to the regular board
[0:06] meeting uh April 9th, 2026 at 8885 West
[0:11] 3500 South, the Magnum Water General
[0:13] Office Building. I'd like to call this
[0:15] meeting to order. Um
[0:19] public public board and and staff, join
[0:22] me in the pledge of allegiance, please.
[0:28] I pledge algiance to the flag of the
[0:31] United States of America and to the
[0:34] republic for which it stands. One nation
[0:37] under God, indivisible with liberty and
[0:40] justice for all.
[0:42] >> Thank you.
[0:45] >> I'd like to welcome the public and
[0:46] guests before I get started on our
[0:48] diocese table is we have Trevor Andre
[0:51] our district engineer. Um,
[0:55] Dallas Henlines over our wastewater.
[0:58] Matt Scogable is with our water. Uh,
[1:01] Andrew Sumpin is our HR. Jeff White,
[1:04] trustee. Myself, trustee. Danny Stewart,
[1:06] trustee. Le Fitzgerald, our controller.
[1:10] Claire Gilmore is our legal counsel. And
[1:14] helping us stay at this meeting is Clint
[1:16] Dilly. Um,
[1:19] again, I'd like to welcome the public
[1:21] and guest. And does anybody here have a
[1:23] public comment they want to address to
[1:25] the board?
[1:29] Okay, moving on. Does anybody here today
[1:32] have a conflict of interest with what's
[1:34] on our agenda?
[1:36] God, this is easy. So, uh let's move on
[1:40] to our uh employees. Are you going to
[1:42] talk about that?
[1:43] >> Yeah. Um first we have Quinn Grande
[1:47] wasn't able to make it up today. Uh
[1:48] Quinn's on our uh sewer collections
[1:52] crew. He's working towards getting uh
[1:56] the certifications needed to be able to
[1:57] join the on call service. And so he
[2:01] recently completed water dispiration 2
[2:04] uh which is great. He's moving right
[2:06] along quickly. He's a fairly new
[2:08] employee and we're excited that he is
[2:10] willingly
[2:12] going forward with getting more
[2:13] certifications.
[2:15] The next employee that we have to
[2:17] recognize is here with us, Ed Tucker. uh
[2:21] you recently attended the cross
[2:23] connection program administrator course.
[2:25] It was a week-long course with a test at
[2:28] the end. Um maybe Matt can go a little
[2:31] bit more in depth than what this does
[2:33] for us as a district.
[2:35] >> Well, the we're required to have an
[2:37] administrator on to recognize all the
[2:40] our cross connection controls that we
[2:42] enforce with our businesses and
[2:44] residential. So Ed will be able to help
[2:47] me to recognize plumbing codes for
[2:49] what's required certain backflows in
[2:52] certain situations and hazard levels.
[2:54] And so it just be it'll be good to have
[2:57] him on to help me out.
[3:00] >> So he can make a call if he finds a
[3:02] problem he can
[3:04] >> cause about he can pull a violation on
[3:06] that, right?
[3:07] >> Yeah. I mean, it's got to I mean, we
[3:09] have our authority statement in our back
[3:11] in our cross connection control program
[3:13] through the through the district to be
[3:15] able to enforce that.
[3:17] >> Yeah, it's been it's been great. Uh it's
[3:19] the first employee that we've had to go
[3:21] do this for us in quite a long time. How
[3:24] long's it been since you and Steve first
[3:26] did it?
[3:27] >> It's been probably at least 15 years
[3:29] since I've had mine and Steve's had his
[3:30] for 20 or so,
[3:32] >> probably.
[3:32] >> So, we're we're glad that Ed's willing
[3:35] to take on that role for us. Thanks, Ed.
[3:38] >> Well, thanks, Ed.
[3:39] >> Thank you, Ann.
[3:42] >> Okay, let's move on to our new employee.
[3:45] >> We got Daniel Klene. He joined us just a
[3:49] couple weeks ago. He's working with
[3:51] Chris Thompson on the construction crew.
[3:54] Uh he came with some experience working
[3:57] on cabinets. Uh he's jumped right in.
[4:01] and he's already working towards getting
[4:02] his CDL done so that he's able to start
[4:05] taking part in some of the more heavy
[4:08] lifting with the construction crew.
[4:10] Maybe you want to just take a minute to
[4:11] introduce yourself to the board and
[4:12] public.
[4:13] >> Yeah, my name is Daniel
[4:15] local. Been here since 03 went to Lor
[4:19] Cypress, played sports, did all the fun
[4:22] stuff for that. I actually got my
[4:24] appointment scheduled on the 24th for my
[4:27] CDL.
[4:28] >> That is awesome.
[4:30] Nice work. Thank you.
[4:32] >> Appreciate it. Daniel, thanks for coming
[4:33] in.
[4:33] >> Yeah, we're good to
[4:34] >> go.
[4:43] » Okay, let's move on to approval of
[4:45] common sense items.
[4:48] >> He could get out of here fast enough.
[4:51] >> Minutes of the regular board meeting
[4:53] held March 12th, 2026.
[4:56] Expenses from March 2nd to March 31st,
[4:59] 2026.
[5:02] Um, general expenses 1,172,936.70.
[5:08] Signs bank make bomb payment $82,530.83.
[5:14] » I'll second it.
[5:15] >> It's been a motion second. All in favor?
[5:17] >> I I
[5:18] >> Okay, let's move on to department
[5:21] report. General manager Clint Dilly.
[5:24] >> Thanks, Mr. Chairman. Uh you've got the
[5:26] report in there. I'll just highlight a
[5:28] couple things from that. Uh on staffing,
[5:32] we did have the service maintenance
[5:34] position for the water construction crew
[5:36] was filled uh by Daniel.
[5:38] >> Yep.
[5:39] >> Um
[5:40] on the office side, we completed three
[5:43] interviews yesterday for the office
[5:46] position and I think we're ready to make
[5:48] a recommendation to the board. we had
[5:50] some three good high quality candidates
[5:53] and so
[5:54] >> I think we'll be able to discuss that
[5:56] and uh move forward with that if the
[5:58] board is supportive. The other thing
[6:00] that's come up since the last since this
[6:03] report was generated, we do have a
[6:07] opening that came open on the water
[6:09] collections crew um
[6:12] >> sewer.
[6:12] >> Yeah, sorry. Water collection sewer
[6:15] collections crew.
[6:16] >> So have you posted has it been posted in
[6:18] house?
[6:18] >> Posted in house. It'll go open
[6:20] >> Monday.
[6:21] >> We'll open it Monday to the public.
[6:24] >> Okay.
[6:24] >> Yeah.
[6:25] >> So, if anybody knows somebody that's
[6:26] looking for a good job that willing to
[6:28] come to work every day and work
[6:30] >> Yep.
[6:30] >> that's what we're looking for.
[6:32] >> Um and then we had a notice given just
[6:37] barely on the water side.
[6:40] >> Yes.
[6:40] >> Uh for two weeks notice from Don
[6:46] to Honey.
[6:46] >> So now we're going to have another
[6:47] opening. So, we'll have another open.
[6:49] >> Jeez, I remember back in the day when I
[6:51] was young, you couldn't get a job here.
[6:54] >> You I mean, no matter what you did, you
[6:55] could never work here.
[6:57] >> And it was so funny cuz it, you know,
[6:59] just And today it's like since I've been
[7:01] here this last little while, it just
[7:03] seems like people come and they work and
[7:05] then they leave.
[7:06] >> Yeah. It's a challenging
[7:08] uh
[7:08] >> Oh, it's a lot of demand.
[7:10] >> Yep. A lot of demand.
[7:12] >> Competing with demand.
[7:13] >> Yep. Um
[7:14] >> so, we need two people. Anybody know two
[7:16] people that are looking that are good
[7:18] workers?
[7:20] >> Fortunately, we have had some good in uh
[7:21] candidates, I think, in the last few
[7:24] rounds.
[7:24] >> Right.
[7:25] >> But uh we'll be working diligently to
[7:29] get those filled and keep our crews
[7:32] staffed so they can get accomplish their
[7:34] goals.
[7:36] >> I wish we were younger, we'd apply.
[7:38] >> I I I feel bad that I feel bad that the
[7:41] office staff was pushed away just
[7:43] because of the pressure from the
[7:45] from people coming in. I wish we had a
[7:47] way to
[7:48] >> we have talked about that. Um it's one
[7:51] of the items in here we can maybe
[7:53] discuss.
[7:54] >> One of the comments I think that the
[7:58] we have to find a good balance between
[8:01] working with the customers that need
[8:03] assistance but also being firm.
[8:06] >> Yeah. Um, and if we spend if we we also
[8:11] want to understand why they're in the
[8:14] situation they are in, but if if we
[8:18] carry that all of those hardship stories
[8:22] with us, that can weigh on us.
[8:23] >> Oh, yeah.
[8:24] >> Right. So they've got to find that
[8:26] balance of uh and so what we've
[8:28] discussed is limiting how many
[8:31] arrangements we'll do per year uh maybe
[8:35] to two. Is that the latest discussion?
[8:38] >> Two is what we've been talking about.
[8:39] >> Um some people have made arrangements in
[8:43] the past the repeat offenders up to
[8:45] maybe six times.
[8:47] >> Oh.
[8:47] >> So they'll have to make arrangements
[8:49] several times. And the thought is is if
[8:52] we can limit those the amount of times
[8:54] we do arrangements and then send them to
[8:57] a contract as the third option
[9:00] >> and then that's it.
[9:01] >> I think your idea where you put things
[9:03] on pause for a minute for some reason
[9:05] that seems to get
[9:06] >> Yeah.
[9:07] >> From what I've talked to other people,
[9:08] it seems to deescalate that that moment
[9:11] they have to pause for a minute.
[9:13] >> It changes the
[9:15] >> intensity.
[9:17] You know, we've and I've always felt
[9:18] that we've been really good working with
[9:20] people, you know, that's struggling and
[9:22] everything.
[9:22] >> Yeah.
[9:23] >> You know, but
[9:25] >> just trying to find a balance.
[9:26] >> I've never heard anything negative on
[9:28] our part.
[9:29] >> Never. So,
[9:31] >> you know, it's kind of funny. You know,
[9:33] people complain. Sh, it's funny. You
[9:35] know, we'll issue we'll issue a citation
[9:38] out on the street for parking and we
[9:41] never hear a complaint, but as soon as
[9:42] we get a warning, they all go crazy.
[9:46] Do they?
[9:47] >> Oh, yeah. It's You can give a ticket and
[9:49] they don't say nothing. They just pay
[9:50] it. But if you give them a warning, they
[9:52] go crazy.
[9:53] >> It's all over social media.
[9:54] >> That's crazy. That seems backwards, huh?
[9:58] >> But yeah, we'll I think Leo's going to
[10:01] work on getting something prepared as a
[10:05] guidance, like a procedural guidance for
[10:07] that for the staff. If the board's
[10:10] supportive of that approach,
[10:11] >> I'm I'm supportive. Hey, really quick,
[10:13] going back just to direction. So, um,
[10:17] have we gone back and just kind of look
[10:19] at wages of where,
[10:22] >> you know?
[10:22] >> Yeah, look at the market.
[10:25] >> So, I do I look periodically. I think
[10:27] the last time I did it was probably when
[10:30] we were Auroral Water.
[10:32] >> Yeah.
[10:32] >> Um, in March.
[10:34] >> Okay.
[10:35] >> I just want to make sure.
[10:36] >> I would say that we're still
[10:37] competitive.
[10:37] >> Okay. I want to make I just want to make
[10:39] sure we're we're doing that to just make
[10:41] sure that we're in in the ball game.
[10:44] Yeah, that bulletin board at Royal Water
[10:46] was packed with uh job openings.
[10:50] >> Was it really?
[10:50] >> Yeah,
[10:51] >> they have a big, you know, square
[10:55] central pillar
[10:56] >> and it's all sides
[10:57] >> and it's, you know, it's 4 by8 and all
[11:00] sides are full with notices.
[11:03] >> We went through each of the job postings
[11:06] to see where we're comp if we're
[11:07] competitive, not just with operators,
[11:09] but with engineers and managers as well.
[11:13] looked like we're in line.
[11:14] >> Well, you know, and the thing is also
[11:16] too, you know, and when when I was young
[11:18] just a while back ago, haha. But anyhow,
[11:21] you know, we are always looking for a
[11:22] job that makes big money, right? And you
[11:24] don't stop and realize that this job,
[11:27] you know, to have a job like this is
[11:29] very fortunate because, you know, your
[11:31] chances of losing your job is pretty
[11:33] slim to none and you got great benefits.
[11:36] You got a great retirement. So you got
[11:38] to kind of look at the money is one
[11:40] thing, but you also got to look up
[11:42] outside there because I know like you
[11:44] said back in the day you could have went
[11:46] and worked at Kennott, made a little bit
[11:47] more money, but you decided to stay here
[11:50] and it's been it was a great job for
[11:52] you.
[11:52] >> Yeah. Well, you went strikes them
[11:55] strikes would kill you.
[11:57] >> But some people trying to steal guys
[11:59] will make promises they can't keep,
[12:01] >> right?
[12:02] >> Trying to sway them away.
[12:04] >> Yeah.
[12:05] I think that one of the things that
[12:07] might be worth really exploring with the
[12:09] union in the next contract is
[12:12] flexibility. I think a lot of the
[12:15] younger generation is looking for more
[12:17] flexibility with time off.
[12:20] Um they almost value that more than
[12:22] other benefits.
[12:24] >> So that might be something that the
[12:26] union looks at. So when you say um when
[12:29] you mean by more time off so you know
[12:32] the thing I look at it is for more time
[12:34] off then how do we can how do we
[12:36] operate? Well, that's the challenge,
[12:38] right?
[12:39] >> And I don't think it's more time off for
[12:40] somebody like Matt Skogerbo.
[12:43] >> It's more time off at the for the new
[12:45] employee
[12:47] >> or or it's flexibility.
[12:49] >> You know, we we don't let them take much
[12:52] unauthorized
[12:57] unpaid use and if it's unauthorized,
[13:00] then we
[13:00] >> if they don't have time.
[13:02] >> Yeah. You know,
[13:02] >> but you know, with the holidays they
[13:04] have nowadays here.
[13:06] >> Yeah. and then four days off.
[13:08] >> Yeah, you would think
[13:08] >> it's they got plenty of time off.
[13:11] >> When I worked here, I had Wednesdays and
[13:14] Thursdays off and there wasn't and
[13:17] worked straight afternoons down the
[13:18] plant and there was no
[13:21] >> wasn't that many holidays, was there?
[13:23] >> I happen to agree with you. It's just
[13:26] >> you got different work ethics and
[13:28] everything now plenty of time off.
[13:31] >> They just don't see it that way.
[13:32] >> I don't know. I when when you you just
[13:35] start you you don't have a lot of
[13:37] credibility there. So
[13:38] >> I don't know how you can extend that
[13:40] because you're it's earned.
[13:42] >> That's right.
[13:42] >> Yeah. You got to earn it, you know,
[13:44] >> unless you and I think unless you want
[13:46] Matt, you want to give up some
[13:48] >> donate. Never mind.
[13:51] >> Yeah. It's a challenge. So
[13:53] >> Matt loves those three days. If we can
[13:55] come up with something that accomplishes
[13:57] both goals, I think it's always
[13:59] worthwhile to see
[14:01] >> see if there's something that we can do.
[14:02] But
[14:04] >> how much? So, let me ask you a question.
[14:05] So, for an employee, I mean, if they
[14:09] want time off, how much time off do we
[14:11] grant them? I mean,
[14:12] >> so, so right now,
[14:14] if the new employee the following
[14:17] January after they hire, they get 40
[14:19] hours of vacation,
[14:21] >> okay? Okay.
[14:21] >> Along with the sick leave that they
[14:22] acrewue each pay period, okay,
[14:25] >> of two hours per pay period.
[14:28] >> And then the following year on the 2nd
[14:31] January they're here, they go to 80
[14:33] hours.
[14:33] >> Okay.
[14:34] >> And I think once they get to that, you
[14:36] quit having the challenges. The
[14:38] challenge is is that employees from say
[14:41] we hire him in March getting to January
[14:44] with no time off
[14:47] and then some of it goes away and then
[14:50] there's the people that still have a
[14:52] little bit of challenge with having just
[14:53] the 40 hours that first year. Um and
[14:56] right now we have do have
[15:01] uh the comp time 20 hours a year. Not
[15:04] all employees are able to build that
[15:06] very quickly because until they can get
[15:10] their CDL and things like that, it's
[15:11] hard for them to come out on calls.
[15:13] >> Okay.
[15:14] >> So, we're but the board has been
[15:17] flexible with adding things like that.
[15:18] And so, I think
[15:20] >> it's just worth more conversation as we
[15:23] go on, what's what's doable and what's
[15:25] not.
[15:25] >> What are what are other people doing?
[15:27] >> Yeah,
[15:28] >> I think that's always good to look at.
[15:29] Well, but it it it's kind of a a
[15:32] building time because
[15:34] >> there's training and there's all that
[15:36] >> and that's very important. That's why
[15:38] you guys have set it up that way. It's
[15:40] very important to establish
[15:42] >> that credibility, that learning and all
[15:43] the things
[15:45] >> and how to work it in and
[15:47] >> you don't take time off on a Monday when
[15:50] you've got a big project going on.
[15:53] >> I think you guys have done pretty good.
[15:54] I maybe explained a little more, but I
[15:57] think
[15:58] >> Okay. Okay.
[16:00] >> Uh on the operations, I'll just
[16:01] highlight the secondary water. They're
[16:04] finalizing
[16:06] uh cleaning and testing and filling.
[16:09] Should be next week sometime by the end
[16:11] of the week. Still hit the 15th.
[16:13] >> Yeah.
[16:14] >> Deadline.
[16:14] >> The 15th.
[16:15] >> Um
[16:18] we'll talk about the secondary water
[16:20] here at the Copper Club. There's a line
[16:23] item for that, so I won't hit on that
[16:25] here. Then the EDR crew has been
[16:27] starting and flushing and sampling of
[16:29] the drinking water wells as we increase
[16:32] demands coming into the irrigation
[16:34] season.
[16:35] >> Yeah, we anticipate some demands on it
[16:36] with the warmer weather, but it still
[16:39] really hasn't hit a whole lot. I mean,
[16:40] the the wells we have flushed, we
[16:42] haven't used really. So,
[16:43] >> good news.
[16:44] >> Been nice to see the public still
[16:47] >> conserving water, I guess.
[16:51] On the wastewater side, Dallas has
[16:54] worked on that reuse, getting that up
[16:56] and going and help fill in uh the
[16:58] reservoirs.
[17:00] They've been looking at options for the
[17:02] trailer for the sledge hauling when ET
[17:05] Tech Technologies changes locations.
[17:08] We've had some discussions on the side
[17:10] dumps. Um sounds like they're still not
[17:15] finished out at the site,
[17:17] >> right? So, as soon as they get that at a
[17:20] place where we can see how that
[17:22] operation's going to be run and our
[17:26] options, we'll go out there and take a
[17:28] look.
[17:31] >> And then the collections crews been
[17:33] locating and raising manholes, buried
[17:35] manholes throughout the district.
[17:37] >> That's the first thing I thought of when
[17:38] I see him putting that sidewalk up
[17:40] 8,400. And I thought, I wonder if they
[17:43] know where that manhole is that got
[17:45] buried the last time. Remember?
[17:47] >> Yeah. There's four that are in conflict
[17:50] with what they're doing. So, we have a
[17:52] solution to the issue. But,
[17:53] >> right.
[17:54] >> Yeah.
[17:55] >> Well,
[17:58] >> on the office side, we talked about the
[18:00] past due collection
[18:03] procedures with the arrangements. Um,
[18:06] the controllers's got a draft of the no
[18:08] fault policy in this packet.
[18:12] uh it still hasn't went to legal counsel
[18:14] yet, but uh we'll be able to discuss
[18:16] that here and get the board's feedback.
[18:20] And then with YPI,
[18:22] they are coordinating with meter works
[18:25] for the data that we need to support the
[18:28] AMI. And then Trevor found a grant
[18:32] application that looks pretty promising
[18:35] to help pay for some of this.
[18:37] >> Yeah.
[18:38] >> That he's going to through water
[18:40] resources. It's up to 50% of the cost.
[18:44] Has some things that we have to do,
[18:46] submit a proposal, and then we have to
[18:48] track, you know, usage information and
[18:51] things of that nature to report. But
[18:53] looks looks like very promising.
[18:56] >> So, it sounds like we can fill that out
[18:57] in house and do that.
[18:59] >> Yeah. And Yapifi is going to actually
[19:00] help us. They've they've worked on these
[19:03] for others.
[19:03] >> Do we know how much that grant would be?
[19:05] >> It it's up to 50% of what your cost is.
[19:09] So, cost to build it.
[19:11] >> That's a lot
[19:12] >> to implement the
[19:13] >> Yeah. So, they gave us a quote of like
[19:15] 18,000. So,
[19:17] >> okay.
[19:19] >> Unless they add more, it would be 50% of
[19:21] that,
[19:22] >> right?
[19:22] >> Unless we can get some of the towers or
[19:24] some of that.
[19:25] >> Yeah, I think we'll we'll try to lump in
[19:27] our AM anything to do with our AMI. I
[19:30] think possibly even our messaging, you
[19:32] know, our yearly messaging through
[19:34] Yapify could be rolled in. So, we'll try
[19:36] to maximize that. But
[19:39] >> the gateways and the towers,
[19:41] that would add a lot.
[19:43] >> Okay. Uh, delinquent balances have been
[19:47] going trending back down.
[19:50] Uh, and the amounts the numbers
[19:52] >> that's such a big number, Clint, for
[19:54] $173,000, but yet the uh balance is only
[19:58] $270.
[20:00] That's the average of the ones of those
[20:04] 170 or 643 accounts. The average balance
[20:09] of each individual account is 27
[20:11] >> 270 a piece a piece
[20:13] >> for each one.
[20:13] >> So do we still when we go over and shut
[20:15] somebody's water off and then they is it
[20:18] still $100 connection to
[20:21] >> reconnect fee is $100. So once we shut
[20:24] the water off, then in order to get it
[20:26] turned on, they have to come give us a
[20:28] hundred bucks.
[20:30] >> We we use that somewhat as a negotiation
[20:34] tool. We tell them that if they pay the
[20:36] full balance instead of just the past,
[20:38] >> we'll wave the hundred bucks.
[20:40] >> Wave the 100.
[20:41] >> If they won't respond at all, we'll add
[20:43] that to their
[20:44] >> Yeah. 86% effective is pretty good.
[20:47] >> Yeah.
[20:50] So those get cut down dramatically
[20:52] by the red notices and we don't need to
[20:55] send anybody out
[20:58] to shut off.
[21:00] >> Okay.
[21:01] >> The communication just highlight a
[21:03] couple things. Magna, we're working with
[21:06] Magna Elementary on putting together a
[21:08] presentation for water conservation. Uh
[21:12] they reached out to us. They want to
[21:14] redo some of their landscaping with
[21:16] local scapes. So would be kind of joint
[21:19] partnering with Jordan Valley.
[21:21] >> Okay.
[21:21] >> To go out and give them a
[21:24] educate some of the kids. I think that
[21:27] would be fun for the district here and
[21:29] good community support.
[21:32] We held the precon with Dr. Horton and
[21:34] Salt Lake Excavating on the 4100 South
[21:37] water line. I think that's important for
[21:40] the board to be aware of with that
[21:42] high-profile project. We're hopeful that
[21:44] they'll begin construction
[21:47] soon, but they did have to order uh all
[21:50] of the parts. There were no nothing
[21:52] really usable from what was out there.
[21:54] >> Hey, Claire, when was we hoping that
[21:56] road would start? May.
[21:58] >> Yes, sir.
[22:00] >> Okay.
[22:01] >> The good news, I think, is they're using
[22:03] the same contractor. So, the road
[22:05] contractor and the waterline contractor
[22:07] will be the same. So, they'll it will
[22:09] all be within their scope. That's at
[22:11] least what they've communicated to us.
[22:13] >> Wait a minute. All the parts that were
[22:14] laying out there.
[22:16] >> It's been in the
[22:17] >> their supplier went out and looked at
[22:18] them and wouldn't warranty them.
[22:20] >> Yeah.
[22:22] >> So, in theory, you know, change gaskets,
[22:24] the pipe's probably okay, but they, like
[22:27] you said, wouldn't warranty anything.
[22:29] And
[22:30] >> what if they'll donate that pipe to
[22:32] somebody?
[22:34] >> Just have to put new gaskets in it,
[22:35] right?
[22:36] >> Was that is that on Dr. Horton's time?
[22:39] >> Yeah.
[22:39] >> Oh, okay. Yeah. have had that pipe for
[22:41] they've had that pipe for about a year,
[22:43] haven't they? Sitting there.
[22:44] >> It's been three to four years.
[22:46] >> Yeah. We hadn't taken ownership of the
[22:48] pipe. No.
[22:50] >> So that's
[22:50] >> I'm glad we had that checked.
[22:52] >> Yeah.
[22:55] >> We'll also not let you know we've got a
[22:57] local scapes class with Jordan Valley
[22:59] next week here at the district.
[23:01] >> What day is that?
[23:02] >> That's the 15th.
[23:04] Um
[23:05] >> tax day.
[23:06] Yeah, Wednesday. That'll be
[23:08] Wednesday. Myself and Trevor won't be
[23:11] here for that because we'll be at the
[23:14] WEAU conference, but LI and Dallas uh is
[23:18] going to cover that for us.
[23:19] >> What time is that? 6
[23:20] >> 5:30.
[23:22] >> That's 5:30.
[23:23] >> Well, I guess I should have looked.
[23:28] » And then we did have some calls on
[23:30] people asking when secondary water was
[23:33] going to be turned on. Um when it was
[23:36] real hot.
[23:37] >> Yeah.
[23:37] >> Uh some concerned people with their
[23:40] landscaping. But with the weather
[23:43] change, that's calmed down.
[23:45] >> Yeah.
[23:46] >> And then we do have been getting some
[23:47] calls. The tattle tattletailers are out
[23:52] on water wasters. So we do we are
[23:55] starting to get some of the uh water
[23:58] waste calls. um will you expect that
[24:01] that's going to increase especially
[24:04] after the discussion today if if we
[24:06] choose to change our conservation level.
[24:09] So that's my report unless you
[24:11] >> and you got Jordan Valley is what we
[24:13] voted on yesterday.
[24:14] >> Yeah, I listened to that.
[24:15] >> Okay.
[24:17] Trevor, let's move on to you.
[24:20] >> Engineering report. Um so influent pump
[24:24] station. Um things are going well out
[24:26] there. Just cruising along. There's a
[24:28] lot of work. Progress is made all the
[24:31] time, but you know, sometimes that
[24:32] doesn't show exactly, but just right now
[24:36] they've they're getting in some large
[24:38] diameter manholes for our kind of west
[24:40] side and our east side. Um coming coming
[24:43] in together.
[24:45] Um some more underground piping. Uh
[24:48] conduit runs. Power is to the the pump
[24:52] station, the screw pumps. um they were
[24:55] looking to start those up and and grout
[24:57] those channels, but they had some uh
[25:01] a drive was not delivered with those
[25:03] pumps and they realized so they're
[25:05] working with the supplier to get that
[25:07] out. Um so that got delayed a little
[25:10] bit. Um still on schedule overall though
[25:14] and in the grit building a lot of
[25:15] electrical work and getting those uh
[25:19] grit classifiers set up to function.
[25:21] We've also done some they've done some
[25:23] work in the east headworks grit
[25:26] separators.
[25:27] Um so things are moving well there.
[25:30] Haynes number eight. Um we've got an
[25:33] item on the agenda um that was bid and
[25:36] we we've got we got a good bid on that
[25:40] um for the drilling of that well. Um
[25:42] we're working with the EPA. Things are
[25:45] progressing there. Um, finally, um,
[25:48] they've got all the documents they've
[25:50] need and requested and changes and so
[25:53] they just need to do their final check
[25:54] off and then we'll have that grant
[25:57] application completed and we'll utilize
[26:00] that grant for the pump station of that
[26:03] well.
[26:05] Um, Westside Collection project 1B,
[26:08] we've got the design of that fiber
[26:11] relocate complete. We had a a meeting
[26:13] with all parties to discuss that. Got
[26:17] the drawings to the contractors and
[26:20] their um BD Bush, who is the contractor
[26:24] for that overall project, is getting in
[26:26] touch with some of U DOT's preferred
[26:28] boring contractors
[26:30] um to get some costs on that fiber bore.
[26:33] So, that's moving along. Well,
[26:35] >> they'll have to abandon that existing
[26:37] fiber and
[26:38] >> correct.
[26:39] >> How will they run the new one? Are they
[26:40] going to run the show or something?
[26:42] >> So, we did a lot of potholeing
[26:44] investigation in that intersection and
[26:46] throughout. We did more survey and it is
[26:50] it's a mess through that intersection.
[26:52] There's tons of utilities. There's
[26:54] multiple power lines, multiple gas. Uh
[26:56] we've got water lines, there's other
[26:58] communication.
[27:00] About 5t below the existing road,
[27:03] there's another concrete road section
[27:05] that was from the old highway. And so
[27:08] anyways, all of that adds up and and you
[27:10] look at it and the only way to get
[27:12] through is to go lower than the
[27:16] >> 17 feet lower than 17 for the fiber
[27:19] line.
[27:19] >> Yeah. So that's what we're doing. Um
[27:22] that's what the plan is. Um it's all
[27:25] been approved by Utah, you know, and
[27:27] everything. And so we've got that path
[27:30] forward. We didn't expect it to be this,
[27:32] but it's just
[27:34] >> And the company's still going to do it,
[27:35] right?
[27:36] >> Yeah.
[27:37] >> Okay. Yep. And then, you know, we talked
[27:39] with our driller that we have for our
[27:41] sewer. Um they're able to go through
[27:43] that conduit once the fiber is all
[27:45] pulled out. They're confident with that.
[27:47] And so, so that is it's progressing.
[27:50] Just um taking some time. Uh Westside
[27:54] Collection Project 3, we had a pre-esign
[27:56] meeting. That one will be kicking off.
[27:58] Um discussed, you know, kind of general
[28:01] alignment, some things we'll need to
[28:04] coordinate there with Kakott.
[28:07] um things of that nature. But that
[28:09] project design is is moving forward. Um
[28:12] change house uh operations building.
[28:16] We've got 90% design complete. We've got
[28:18] a submitt into the city for the land use
[28:21] application. It's a permitted use. Um
[28:24] that that's working through there.
[28:28] Um zone 3 secondary water reservoir. Uh
[28:31] we've got the 16inch pipe all complete.
[28:35] Um they're, you know, just continuing to
[28:37] put lifts on the dyke and grading in the
[28:40] bottom of that pond. We've seen a lot of
[28:43] just small spring groundwater um coming
[28:47] into that area. Um, our original geotech
[28:51] indicated that there was water, but you
[28:53] know, we're drilling a couple holes
[28:55] through that site and but this water has
[28:58] kind of been a nuisance and it's made it
[29:00] difficult for them to dry the material
[29:02] out, you know, on top of the weather
[29:04] that we've had and things of that
[29:06] nature. But overall, moving along well.
[29:10] Um we are looking at some ways to
[29:14] mitigate these um springs these wa the
[29:17] water that's coming in and that likely
[29:20] is going to be a change to the contract
[29:23] putting in kind some kind of additional
[29:26] drainage
[29:28] >> or piping appropriate.
[29:30] >> Yeah, it right now it's a chimney drain
[29:32] is the the the idea because a lot of
[29:34] it's coming in through the bank on the
[29:36] south side. it's water is just coming
[29:39] through anywhere it wants along that
[29:41] slope. Um and so that's a challenge for
[29:45] them to finish the slope and that those
[29:48] things, but we're working through that.
[29:51] Um lead and copper service lines that
[29:54] that's been going really good. We have
[29:56] pretty much all of our utility sides
[29:59] complete there. Um working on the
[30:01] customer sides. The general public has
[30:05] been really great working with us. Um,
[30:09] it's been surprising to me. I mean,
[30:12] we've had some challenges like one house
[30:13] has two cars in the way. They don't know
[30:16] where the keys are, but we're working
[30:18] through some things, you know, so some
[30:21] surprises. Um, but overall, the public's
[30:24] been great. The contractors been good to
[30:26] work with, and um, so that's progressing
[30:29] well.
[30:31] um
[30:33] finishing feed tank just moving along on
[30:35] design and then you know with our master
[30:38] planning we're uh working on rate
[30:41] analysis that we'll you know have have
[30:44] discussions with in the future but
[30:47] that's it
[30:48] >> I can I make a comment
[30:50] >> sure
[30:50] >> uh one thing that has happened in since
[30:53] the last meeting I don't know if you've
[30:55] seen but they have mobilized on the
[30:57] painting
[30:58] >> we're able to move forward with a
[31:00] painter
[31:02] >> under the emergency uh contract
[31:06] procurement since
[31:09] they were able to move right away.
[31:12] >> Yes.
[31:12] >> Uh we were able to get a bid um that was
[31:15] under the $100,000
[31:17] >> correct
[31:17] >> limit within the general manager's
[31:20] authorization. So we moved forward on
[31:22] that to get that repaired so that we can
[31:24] get it back online.
[31:26] We have to get okay from division of
[31:29] >> drinking water.
[31:30] that's been submitted
[31:32] >> which I'm working with to accelerate
[31:34] that. We should have a letter next week.
[31:36] >> Yeah.
[31:36] >> So, um just wanted to make you aware of
[31:39] that. Appreciate Don's efforts to
[31:41] >> Yeah.
[31:42] >> help make that happen and in a timely
[31:45] manner because if we wait, we're not
[31:48] going to be able to get that back online
[31:50] for peak season. So,
[31:52] >> right.
[31:53] wanted to make the board aware of that.
[31:56] >> Okay. Thank you.
[31:58] >> Okay, Matt, let's move over to you.
[32:03] >> Thank you, members of the board. All
[32:05] right. As far as the water production
[32:06] summary, the culinary water production
[32:10] for the month of March was 108.72
[32:14] million gallons or 333.68
[32:18] acre feet, which was a 7.48% 48%
[32:22] increase from March of 2025.
[32:27] Uh we have purchased
[32:29] uh so far year to date.
[32:33] Is this monthly right there? Probably.
[32:37] >> Oh yeah,
[32:38] >> sorry.
[32:38] >> Does this monthly have to be? So I don't
[32:42] know this. It's uh year to date is 19660
[32:47] >> 19660 acre feet from Jordan Valley
[32:50] water. So that number is from just March
[32:53] the 69.28
[32:55] March uh purchased
[32:58] uh a call out report for the water and
[33:01] wastewater combined total number of call
[33:04] outs was 16
[33:06] for a total hours of call outs of 51. So
[33:09] we had 10 water call outs for 33 hours
[33:13] and wastewater six call outs for 18
[33:17] hours. Uh one mainline leak, zero
[33:21] services and 15 miscellaneous
[33:24] that's showing
[33:31] and this gives you a breakdown of all
[33:33] what we had through the month of March.
[33:36] I think that's all I got. That's usually
[33:39] a call out the six collets on
[33:41] wastewater. What what are usually uh
[33:44] involved in a wastewater?
[33:47] >> Uh on the chart for March, we had a
[33:50] couple power bumps that resulted in ox
[33:52] ditch blower communication failures. So
[33:55] the operators had to go out and reset
[33:58] that equipment, verify that it was not
[34:00] damaged during the power disruption. Um,
[34:03] inside the scum well at clarifier 3,
[34:06] there was some grit that got on top of
[34:09] the sensor that blocked that. That
[34:10] caused a communication fault. So, they
[34:12] had to zip out there, spray that off,
[34:15] get that well operating again. Um, on on
[34:19] the screw press number two, there's a
[34:22] wash bar that rotates as it cleans that
[34:25] press off, and it's got a flag on either
[34:27] side of the rotating barrel. And
[34:29] sometimes that proximity flag gets
[34:32] bumped out of place and it'll cause an
[34:34] overt travel alarm. So they'll have to
[34:36] go out there and perform some
[34:38] maintenance on that. So
[34:39] >> So it's not out in the in the public.
[34:41] It's at the plant.
[34:42] >> Correct.
[34:43] >> Okay.
[34:47] » That's all I have.
[34:48] >> Okay. Thanks, Matt K. Dallas.
[34:50] >> Yes, sir. Mr. Chairman, I'd just like to
[34:53] refer to the operations report for March
[34:54] of 2026. I've updated the parameter
[34:58] table to include our effluent ammonia.
[35:01] I've added the permit limit there in
[35:03] red. It's a 7 milligrams per liter
[35:05] monthly average that we have to be
[35:06] below. You can see for January,
[35:09] February, and March, we've been well
[35:11] under 1.0. Um, the reason I added that
[35:15] effluent ammonia is the what the intent
[35:18] behind the parameter table is to give
[35:20] the board and the community an overall
[35:23] idea of the performance of the plant on
[35:26] a monthly and quarterly basis. So, um,
[35:29] effluent ammonia, we've had some issues
[35:31] in the past, not for several years, but
[35:34] as oxygen becomes limited in those
[35:36] basins, um, the first red flag that we
[35:39] see is our ability to convert that
[35:42] ammonia to nitrate. Um, the nitrate in
[35:46] turn is an electron acceptor. Um, the
[35:49] biology can use it as an oxygen
[35:51] alternative. Um, so that's one thing
[35:54] that we keep a close eye on. that's the
[35:56] first thing we lose and it's also the
[35:57] last thing that we are able to get back
[36:00] in any type of process upset. So,
[36:02] thought it was important to add that on
[36:04] there. Um, the plants looking really
[36:06] good. Some of the monthly highlights I
[36:07] wanted to add was year to date for our
[36:10] total phosphorus at the effluent. Um,
[36:12] we're 0.93 is the current trend. Last
[36:15] year at this time we were 1.13. So,
[36:18] we're in a really good place with that.
[36:21] Um, and then last year in March, we
[36:24] didn't get any reuse recorded up to the
[36:26] system. Um, this year in March, we got
[36:29] just under 4 million gallons, and we hit
[36:32] the ground running in April. We've sent
[36:33] quite a bit of water up to those
[36:35] reservoirs. Um, and then just to quickly
[36:39] switch over to the collections crew, Mr.
[36:41] chairman. The vectors c uh currently
[36:43] operating around copper tree flushing
[36:46] those lines and then the cameras
[36:48] conducting its inspections in the mail
[36:50] neighborhood. So unless there's any
[36:53] questions, Mr. Chairman, that's my
[36:54] report.
[36:55] >> So So did uh did the weather the mild winter we have had any
[37:02] influence on these good numbers that
[37:04] you're
[37:05] >> It certainly helps. Um, it's not so much
[37:08] a good chunk of good weather or a good
[37:10] chunk of bad weather. What really
[37:12] affects the process is, um, good
[37:15] weather, bad weather. Good weather, bad
[37:17] weather. You know, if you're going from
[37:18] warm to cold, plus or minus 15 to 20°,
[37:21] it can upset the biology. Um, but good
[37:24] strings of good weather and good strings
[37:26] of bad weather certainly do help.
[37:27] >> Well, because it looks pretty good.
[37:30] >> Thank you.
[37:30] >> The performance looks really good.
[37:31] >> Thank you.
[37:33] >> Thanks, Dallas.
[37:35] Okay, let's move on to
[37:44] » Leisilele.
[37:45] >> Thank you, Mr. Chair. Um, on this
[37:48] report, the blue reflex completed items
[37:51] and the yellow reflex
[37:54] items that are coming up.
[37:58] Um,
[38:01] >> yeah.
[38:03] Why don't you take a minute? You mean to
[38:05] take a call?
[38:09] » Um, I'll go ahead and will you go check
[38:13] on make sure she's okay?
[38:16] >> Thanks, Sandra. Um, I'll uh give Leo's
[38:19] report for her. So in here um the annual
[38:24] filing of impact fees report with the
[38:26] state auditor has been completed.
[38:30] Um we've got some quarterly budget
[38:33] reports to the trustees that are coming
[38:36] up in May. Um and some quarterly
[38:40] expenditures and revenues that will be
[38:42] posted to the Utah public transparency
[38:45] website.
[38:48] We've got a file with the lieutenant a
[38:50] registry with the lieutenant governor.
[38:53] Um that's coming up in April
[38:56] and then we've got to submit our
[38:58] quarterly payroll reports here in April
[39:02] along with I know Dallas and Lisa has
[39:05] been working on the municipal wastewater
[39:09] planning program report that we have to
[39:11] submit every year with division of water
[39:15] quality. Right.
[39:17] Is that the Division of Water Quality?
[39:18] So, they're working on that. That'll be
[39:20] due next week.
[39:23] >> Yeah, we'll we'll complete that and then
[39:25] we'll bring it to the board for
[39:27] approval.
[39:28] >> Yeah. Okay, great. We have completed We
[39:31] have to renew our SAM.gov res
[39:34] registration that's been done. And then
[39:38] the ethical behavioral written pledge to
[39:41] trustees and employees. We have to do
[39:43] that every annually. We'll be working on
[39:45] that uh with Andrew and some training.
[39:49] The grandma training is annual for the
[39:53] records officer which is the aisle. Uh
[39:55] she'll be working on that in and that
[39:59] should be it I believe for
[40:03] that report unless the board has any
[40:05] questions.
[40:06] >> Something I forgot to ask uh Dallas is
[40:09] the C7 ditch. We're hearing something
[40:11] about the C7 ditch. maybe changed as
[40:15] they want to extend the dyke or
[40:17] something. How's that been affected?
[40:19] >> Nothing's hit my radar. U no internal
[40:22] changes on our property.
[40:23] >> Okay.
[40:24] >> So, something we'll keep our ears open
[40:25] for though.
[40:28] >> Okay. We're going to bypass um Andrew.
[40:33] >> Mr. Chairman, if I could make a
[40:35] recommendation.
[40:36] >> Yeah.
[40:36] >> Um on the agenda,
[40:39] we do have the Copper Club.
[40:41] >> Yeah, I was just going to ask you about
[40:42] that. Let's move them up on top
[40:44] >> if you're okay. That's item K3.
[40:46] >> Yep.
[40:49] Let's go ahead and do that right now.
[40:51] >> Okay. Do you guys want to come up?
[40:55] >> Come up here and sit in the hot seats.
[41:00] >> Check.
[41:06] >> The battery's dead.
[41:09] >> Okay.
[41:11] just takes a minute to respond, I
[41:13] believe. Okay, go ahead and make
[41:14] yourself comfortable right there.
[41:21] » Thank you.
[41:23] >> So, Trevor, do you want to start us off?
[41:27] >> Sure. Um, so board and chair, we, as you
[41:30] know, we've had a lot of conversations
[41:32] over the last few weeks with the with
[41:34] the golf course. Um we've looked in
[41:37] depth at what the uh constructibility of
[41:42] um so I'll just start with what they
[41:44] have out there. Um they have a a large
[41:47] meter 4 in and then they have a a 1 in for their inside water to the
[41:54] clubhouse. Those are both in the same
[41:56] vault. And so what we're looking to do
[41:58] is extend our secondary water that's
[42:01] along 2600
[42:03] um to those vaults. And then we would be
[42:08] switching over the larger meter to the
[42:11] secondary water. And then we would be
[42:13] pulling the small 1-in meter out,
[42:15] putting it in its own uh meter box, and
[42:18] tying that over to the drinking water um
[42:21] for essentially a new service. and that
[42:23] and those three main things are here.
[42:26] We've looked at parts and material that
[42:28] are needed for each of those and then
[42:31] the amount of labor and the equipment
[42:34] needed to uh construct those.
[42:37] >> So they'll have to go from a 4inch meter
[42:39] to a 6 inch meter.
[42:40] >> That one will remain the same.
[42:42] >> Oh,
[42:42] >> same size, right?
[42:44] >> Oh, so it's the culinary water that
[42:46] we'll have to
[42:47] >> Well, we're pulling the co the 1 in out
[42:49] of the 4 inch meter box
[42:51] >> because it's in the same bowl. Yeah.
[42:53] Yep. Um and then so we've we've gone in
[42:57] depth and looked at hours, exact parts
[43:00] and materials, the equipment we would
[43:03] need, you know, if that's a track, it's
[43:05] a dump truck, it's, you know, all of
[43:08] those things.
[43:09] Um and we've provided costs for those.
[43:12] Um and then what we've done here is
[43:15] based on discussions that we've had with
[43:17] the board um and with golf course and
[43:20] internally is we've created a cost kind
[43:24] of a cost uh split.
[43:27] And we've got Copper Cub on on one one
[43:30] side and Magna Water District on the
[43:32] other side. And what we're proposing is
[43:35] that for the 10-in mainline extension
[43:38] that that is a benefit to the district.
[43:40] It moves our secondary water along and
[43:43] it provides a you know an ability to
[43:46] connect and Magna Water District would
[43:49] provide labor and equipment to extend
[43:52] that 10 in.
[43:53] >> Okay.
[43:55] um Copper Club would then
[43:58] um
[43:59] do the parts and material for that 10-in
[44:02] extension and then they would also cover
[44:05] the parts and material, labor and
[44:06] equipment for the 4-in connection and
[44:10] the 1 in connection. Okay?
[44:14] >> And those numbers are all there. Um we
[44:17] wanted to get the board's, you know,
[44:19] thoughts on that cost split and anything
[44:23] else. and also hear from the golf
[44:25] course.
[44:26] >> Yeah. Before they start, I will just say
[44:28] we appreciate meeting with Jared. Uh we
[44:31] feel like uh under his leadership down
[44:35] there as or as representative of the
[44:38] current board, we've noticed that he
[44:41] seems real proactive and wanting to get
[44:44] this get the golf course in a better
[44:48] spot. And so, uh, he he has been, uh,
[44:53] when we met with them, I think you guys
[44:56] understood and were willing to do, uh,
[44:58] this split as shown.
[45:01] >> Uh, so before we brought it to the
[45:03] board, we made sure that that was
[45:05] something that they were willing to do.
[45:07] Um, and he communicated some things to
[45:10] me that I think is positive in terms of
[45:14] the participation of on the golf course.
[45:18] uh over the winter has been positive and
[45:22] I think the what they're looking at in
[45:24] the future and so I'll turn the time
[45:26] over to you can maybe explain where you
[45:28] guys are at.
[45:29] >> Yeah. So thanks for having us again like
[45:32] when we began these discussions back in
[45:33] November. The the goals of the course
[45:36] were initially to reduce operating
[45:38] costs.
[45:39] After talking and dealing with this you
[45:42] know for the past several months the
[45:45] using water responsibly is going to be
[45:47] Our number one goal from this point
[45:50] forward um we realize the benefit to
[45:53] Magna Water and to residents of Magna is not just extending that line further
[46:01] down the road, but it's also with
[46:05] freeing up that culinary water that
[46:07] we're currently using for our greens and
[46:09] using reuse water. Um
[46:13] when it's all said and done, we don't
[46:14] know if that's
[46:16] >> correct.
[46:17] we'd be willing to pay 10% of that
[46:20] initial cost,
[46:22] you know, when we get the the final
[46:24] bill. Um, we're also going to we for
[46:28] some financial help to
[46:31] use that money towards this project as
[46:33] well. And then u
[46:36] you know,
[46:38] anything else? I think
[46:41] >> I think that's where we are right now.
[46:42] We we want to get it done. We want to
[46:44] get done.
[46:44] >> We realize the other course is going to
[46:47] be a bigger project.
[46:51] I've dealt with or been speaking with uh
[46:53] one of our members contractor who is in
[46:57] touch with somebody who has sonar
[46:58] equipment to test the outd
[47:03] And so we're going to try to track our
[47:05] water usage versus water loss on the
[47:08] fairway side. So we're going to do that.
[47:11] Um I don't know how much that's going to
[47:13] cost us. Couple thousand be out there
[47:16] for a day. Um but we are working towards
[47:19] that. We eventually want to move over
[47:22] move the entire course over. But again,
[47:24] we would need help from you guys.
[47:27] >> So Jared, I gota ask you a question. So
[47:29] out there um you know so is there grants
[47:33] that you guys can keep applying for? You
[47:35] know what I'm saying? That you're
[47:36] looking cuz I know the one that Britney
[47:38] send over um and then of course the one
[47:41] through us the city. But I was just
[47:43] going to see if you know we can keep
[47:45] looking too for grants and and maybe
[47:48] Trevor can tell you a way to look. Don't
[47:52] ask me because I wouldn't even know
[47:53] where to look, but he might be able to
[47:55] tell you where he could, you know,
[47:56] possibly look too. and whatever we can
[47:59] do as a district to try to help you guys
[48:01] that way too.
[48:02] >> Correct. Yeah, we I appreciate that. And
[48:05] the hard part that we're position we're
[48:08] in right now is we cannot apply for
[48:10] >> Okay.
[48:10] >> We are operators. We're not owners.
[48:12] >> Okay.
[48:13] >> And it's a boundary that the owner is
[48:16] not, you know, willing to
[48:19] >> Okay. So, I'm going to meet just I'm
[48:21] going to meet that. He sent me some days
[48:22] and we're going to meet next week. So,
[48:24] let me talk to him about that.
[48:25] >> Yeah.
[48:27] It's
[48:28] >> because it would benefit them too.
[48:30] >> It would it would but we can go I mean we can have if you guys
[48:36] can apply on our behalf as well.
[48:38] >> Right. Right.
[48:39] >> Would be helpful.
[48:40] >> Okay.
[48:40] >> And I mean we can we can research those
[48:44] grants. I'm happy to do it. We're happy
[48:46] to do it. Anything that we can do,
[48:48] >> we're happy to do.
[48:49] >> Okay. Great.
[48:53] » Okay. What do you we need to make a
[48:56] motion on this?
[48:57] >> Yeah. So, Mr. Chairman, I motioned that
[49:00] uh that we do the extension of the 10-in
[49:04] water line
[49:06] uh based on the on the outline they've
[49:09] got here for the participation amount u
[49:13] for the extension of the secondary water
[49:16] line to the copper club.
[49:19] >> I'll second that.
[49:20] >> Motion second. All in favor? Hi.
[49:25] >> Thank you.
[49:27] guys.
[49:30] >> I'm going to leave you guys.
[49:32] >> Now we got to get up with Steve and Matt
[49:34] and see when we can get it done. Huh?
[49:40] >> Tomorrow.
[49:42] >> Yeah.
[49:50] » Okay. So, we're at J then, Trevor.
[49:53] >> Start at J1.
[49:54] >> Maverick.
[49:55] >> Okay. Uh,
[49:58] all right. We'll jump to there. So, Ma,
[50:01] we've been uh working with Maverick uh
[50:04] Inc. Um, and this is where their Maver
[50:08] relatively new Maverick store is on 8400
[50:11] and SR201.
[50:14] And this easement is for Westside
[50:17] Collection project number two. We've got
[50:19] that design complete. Um, and there's a
[50:21] portion of that design shown here. Um,
[50:25] I'm going to zoom in. This this red
[50:27] section here is what is inside of
[50:29] Maverick's property. And in order to
[50:32] build this uh maintain it into the
[50:35] future, um, we've requested an easement
[50:39] from Maverick.
[50:41] Um the the amount of that is the 2599
[50:47] square ft. Um so through our discussions
[50:50] with the Maverick um we've got to the
[50:53] point where they're okay with the
[50:54] easement that we have and and that is
[50:56] basically our standard um easement that
[51:00] we use for all of our developments.
[51:02] >> And that doesn't affect their operation
[51:03] or anything. It
[51:04] >> it doesn't it doesn't. Um and they kind
[51:07] of came late in the game and asked for
[51:09] compensation. Um, I was hoping that they
[51:11] wouldn't, but they did. Um, and they offered initially $16 a square
[51:18] foot. Um, we had some conversations back
[51:21] and forth and we were able to to reach
[51:24] an agreement at $10 a square foot for
[51:27] the cost of that easement. So, that's
[51:29] where we get to the $25,990.
[51:33] Um, it is a little bit higher than we
[51:35] got from Kennott. Um they were at what
[51:38] we did six. Um but
[51:42] >> that's pretty good
[51:43] >> these properties along here and you know
[51:45] working with a corporation I feel like
[51:47] we've we've got a good deal there and we
[51:49] do need it for our project. So uh I
[51:52] recommend the board approving us paying
[51:56] Maverick for that easement.
[51:57] >> Yeah if you
[51:59] >> Okay.
[52:00] >> If you have any questions let me know. I I would like to propose then you
[52:06] approve the purchase of the sewer
[52:08] easement from Maverick in the amount of
[52:10] $25,990
[52:12] for Westside Collection Project 2.
[52:16] >> I'll second that.
[52:17] >> And motion is seconded. All in favor?
[52:19] >> I Okay, thank you.
[52:22] >> All right, we'll move on. We have here
[52:25] our Hannes well number eight uh
[52:27] replacement. This is the well drilling.
[52:30] Um, as you see on that, uh,
[52:34] recommendation letter, we had three
[52:36] contractors put in bids on that. Um, we
[52:40] have a base bid price and we have a bid
[52:42] alternate. And that bid alternate is
[52:44] just sound fencing in case that is
[52:46] becomes an issue. We we really only
[52:49] have, you know, one residential
[52:53] uh, property that's close. Um and so we
[52:57] thought having that in there we'll use
[52:58] it as needed. Um but pretty tight bids
[53:04] um from 1.1 to 1.2. Um the engineer
[53:09] >> does Wison ever do pump replacement?
[53:13] >> Yeah, pretty much development and
[53:15] replacement. Um but laying equipment the
[53:18] low bid. Um they're working on several
[53:20] other projects in the valley. Our
[53:22] engineer is currently working on with
[53:25] one with them. They're a great
[53:26] contractor.
[53:27] >> I'm surprised Lang does all the big
[53:29] stuff going clear third, you know, 3600
[53:32] feet in the ground. I'm really surprised
[53:33] they come in like that.
[53:35] >> Yeah. So, this was under the engineer
[53:38] estimate at 1.3. Um it's a it's a good
[53:42] bid and we recommend approving that and
[53:45] we'll move forward as soon as we can.
[53:47] >> One uh one consideration when you talk
[53:50] about just one
[53:52] person may be affected by the sound and the cost of it.
[53:58] >> We might approach them if the board's
[54:00] willing to just put them in a hotel.
[54:03] >> Yeah.
[54:03] >> Oh, really? It's that noisy.
[54:05] >> Well, I mean
[54:06] >> I mean that's the thing is we put it in
[54:08] there as a as a way to have it if we
[54:10] needed it.
[54:11] >> Yeah.
[54:11] >> We don't know that it's even going to be
[54:13] an issue.
[54:13] >> Yeah. If it becomes an issue, that might
[54:15] be a much less expensive option. And
[54:17] we've done that before when I was we've
[54:19] done that with other clients. on that.
[54:21] >> It's that noisy.
[54:22] >> It can be at times.
[54:25] >> So, that might be something we
[54:26] >> And it depends on how long will it
[54:28] depends on the neighbor.
[54:29] >> Is it a couple weeks or something?
[54:31] >> Yeah. Yeah. I mean, it's
[54:33] >> you might
[54:34] >> all the activity depending
[54:36] >> some portions of it are much louder than
[54:38] others, but yeah.
[54:42] >> So, it's something to consider.
[54:45] >> Yeah.
[54:45] >> It doesn't affect this award
[54:47] recommendation.
[54:48] >> It does not. But we won't know until May
[54:50] till that's when we we get to start if
[54:52] everything goes okay, right?
[54:54] >> Yeah, that that's what we're looking at
[54:55] is that
[54:57] >> Yeah. Well, with where are we at? Um
[55:00] we'll likely issue notice to proceed.
[55:02] They'll put their contract documents
[55:04] together and then they'll mobilize.
[55:06] We'll be starting around May, I would
[55:08] assume.
[55:09] >> Um and then it'll be a few weeks beyond
[55:12] that. Yeah. So, my recommendation is,
[55:16] you know, we'll have them just start
[55:18] doing their thing and we'll see if the
[55:20] neighbor complains and then we'll
[55:21] >> How far away's the neighbor?
[55:24] >> It's
[55:25] I mean, it's got to be
[55:27] >> 3 400 ft.
[55:28] >> Yeah. Four or 500 ft. Yeah.
[55:30] >> 300 ft.
[55:31] >> So,
[55:32] >> that's Martin, right?
[55:33] >> Martin. Martin.
[55:34] >> Yeah.
[55:34] >> Have we noticed uh have we noticed noise
[55:37] in the past? Have we ever had a
[55:38] complaint?
[55:40] >> No. No. And it's just like, you know,
[55:43] Clint mentions one where you never know
[55:46] what type of neighbor you're going to
[55:48] have, you know, and it is a a loud
[55:50] process. And so we just wanted it there
[55:52] as a safety.
[55:54] >> So are we replacing are we drilling a
[55:56] holy well?
[55:56] >> We are.
[55:57] >> Okay. How far away are we from the
[55:59] existing one?
[56:00] >> 50 ft.
[56:01] >> 50 feet away. Okay.
[56:02] >> Yep.
[56:03] >> Okay. Great. Thank you, Trevor. Mhm.
[56:05] >> Uh I'd like to make a motion for the
[56:08] Hannes Will number eight replacement
[56:09] well drilling project uh award to laying
[56:13] Equipment LLC in the amount of 1,14,35.
[56:18] » I'll second that.
[56:19] >> Been motioned and seconded. All in
[56:21] favor?
[56:22] >> I Okay.
[56:23] >> Okay. Thank you. Um, next one here is uh
[56:27] we
[56:29] um need to we're required to update our
[56:31] drinking water source protection plan
[56:33] and um that is due by the end of 2026
[56:37] December. And so we've been working with
[56:40] Horox on several of our well projects.
[56:44] um they're familiar with with each of
[56:47] our well fields and so I asked them to
[56:49] put together a task order to update that
[56:52] drink your water source protection plan.
[56:54] Um, and that's what this is. And that
[56:56] will include, you know, when whenever
[56:58] you drill new well, you've got to update
[57:00] that. And so with us doing this Hannes
[57:03] number eight, we'll be able to fit that
[57:05] into this update. Also,
[57:07] >> also it's tied into the well.
[57:09] >> Mhm.
[57:10] >> Um, so the timing of that kind of works
[57:12] out well for us. Um, so if you have any
[57:17] questions on this, otherwise I I
[57:19] recommend approval.
[57:20] >> Okay.
[57:21] >> And we'll get going.
[57:22] >> Thank you, Trevor.
[57:24] Uh like to make a motion for the Horox
[57:27] task order for drink and water source
[57:28] protection plan update in the amount of
[57:31] $22,115.50.
[57:34] » I'll second that.
[57:35] >> It's been motioned and seconded. All in
[57:37] favor?
[57:37] >> I I thank you.
[57:40] >> All right. Um number four here is a task
[57:44] order from Hansen Allen Loose. It's for
[57:46] an update to our risk and resilience
[57:49] report and our emergency response plan.
[57:52] So, we did each of these five years ago
[57:55] as a requirement by the EPA. Um, and
[57:59] they're required to be updated every
[58:02] five years. And this year is our year
[58:04] for update. And so, Hansen Loose is the
[58:08] one that helped us create those reports
[58:10] and I've asked them to put together this
[58:12] to update those. And mainly that is, you
[58:16] know, if you have any changes, you know,
[58:18] staffing, if you've made improvements
[58:20] that were listed in the previous
[58:22] reports, um, just things of that nature.
[58:24] There hasn't been really any significant
[58:27] changes in what the report uh, needs as
[58:30] far as what the EPA is requiring. It's
[58:32] just making sure we're up to date and
[58:34] any changes that we might like as well.
[58:37] >> So, it's been five years since they did
[58:39] that.
[58:39] >> Did they also do a quantity? what kind
[58:42] of resources we have. Didn't Hansen
[58:44] Loose do that?
[58:46] >> Yeah. So, it
[58:46] >> How long ago was that?
[58:48] >> That was at the five-year. They they
[58:49] looked at Yeah. all of our equipment, um
[58:52] each of our sites, our backup power
[58:56] generation, you know, all those things
[58:58] within there. So,
[58:59] >> so we'll kind
[59:01] all the same
[59:02] >> correct these two reports. Yep.
[59:05] >> Okay.
[59:05] >> So, this is two two separate reports
[59:07] that those
[59:08] >> This isn't as indepth as the one we did
[59:10] 5 years ago.
[59:11] >> It is not. It's an update.
[59:12] >> It's just a requirement from Okay.
[59:15] >> Uh
[59:17] so I'd like to make a motion for Hansen
[59:19] Allen loose task order for risk and uh
[59:22] resilient report for emergency response
[59:25] plan update in the amount of $18,500.
[59:29] >> I'll second that.
[59:30] >> It's been motion and seconded. All in
[59:32] favor?
[59:33] >> I I thank you.
[59:40] » Okay. Anything else?
[59:42] >> All right. Thank you, board. Um, we've
[59:44] got a couple surplus items that we'd
[59:47] like to take to auction or or wherever
[59:49] it is they go. Uh, the first item that
[59:52] we've got is our old plow truck. It's
[59:54] the 2007 model. Um, it's been replaced
[59:58] by the F350. So, we've taken the fuel
[1:00:00] tank out and the plow off of that and we
[1:00:05] kept it around for about a year to make
[1:00:06] sure that we weren't going to need it.
[1:00:08] Um, I think we're in a place now where
[1:00:09] we can
[1:00:11] send it home.
[1:00:13] >> How many miles has it got on the truck?
[1:00:15] >> It's just under 150.
[1:00:17] >> 150,000.
[1:00:20] >> Good. Hard miles.
[1:00:22] >> Any estimate on value?
[1:00:24] >> Um, that's kind of been the Bob and Lee
[1:00:26] aisle thing.
[1:00:27] >> Yeah.
[1:00:30] That's like a new truck, you guys.
[1:00:33] >> You know what those are worth now?
[1:00:35] >> I don't know if you're going to get
[1:00:36] money out of Well, I I don't know.
[1:00:38] Mick's kind of concerned about it
[1:00:40] because it is paid for and everything.
[1:00:44] >> I mean, we can keep it if
[1:00:46] it's not. We just want to make sure
[1:00:48] everything's being used.
[1:00:50] >> Yeah.
[1:00:50] >> So, if it's sitting, it feels like But
[1:00:53] we can keep it as a backup.
[1:00:55] >> Yeah. We We parked down sewer plant or
[1:00:57] at the edr plant and
[1:00:59] >> Yeah. It's been at the sewer plant. Um
[1:01:01] >> it's still a good truck and we're not
[1:01:02] spending a lot of money on it, right?
[1:01:04] >> We're not spending any money on it. No.
[1:01:05] >> Yeah. I'd say we keep
[1:01:08] >> Yeah. I
[1:01:08] >> I I think uh
[1:01:11] >> if it's okay. I I think we need to hang
[1:01:13] on to it.
[1:01:14] >> Sure.
[1:01:14] >> Since it's paid for, you're not
[1:01:16] >> told you won't go in anything that's
[1:01:18] been to the sewer plant.
[1:01:19] >> I won't. Ed will.
[1:01:21] >> But Ed's work down at the sewer plant.
[1:01:23] >> Yeah, he'll he'll have.
[1:01:26] >> You could. We're not retired.
[1:01:29] >> We'll uh
[1:01:29] >> Well, you can park it down the ed plant.
[1:01:32] It wouldn't take up any space.
[1:01:34] >> We can do that.
[1:01:34] >> Yeah, that's fine. I don't know. Mick
[1:01:36] was just a little concerned when I seen
[1:01:38] the picture. I went, "That truck's in
[1:01:40] pretty good shape."
[1:01:41] >> Well, we're bringing new employees in
[1:01:43] and things. I mean, we could use that.
[1:01:45] >> Yeah, that's what I'm thinking for
[1:01:46] backup. But if it's not costing any
[1:01:49] money, it's don't got engine problems or
[1:01:51] anything. I mean, 100,000 right now, a
[1:01:55] 2007 has been bringing and there again,
[1:01:59] it's a diesel. This is a gas.
[1:02:01] >> Correct.
[1:02:03] They've been they've been bringing about
[1:02:04] 20 30,000. I mean, people are kind of
[1:02:07] going back on those. But if you go into
[1:02:09] the if you go to the auction, you're
[1:02:12] just not getting the money out of them.
[1:02:13] >> No.
[1:02:14] >> So, I mean,
[1:02:15] >> well, we'll we'll keep them and
[1:02:18] >> we'll try to try to make it.
[1:02:20] >> Well, I I think we'll hang on to it for
[1:02:22] a little bit.
[1:02:23] >> Yeah, for sure.
[1:02:25] >> As as long as it's being at the canyon,
[1:02:27] we're bouncing around. Whatever. It' be
[1:02:29] nice to have something around.
[1:02:30] >> Sure. I think we keep saying
[1:02:33] >> I hate to say that if it's not you you
[1:02:36] want to get rid of anything that's not
[1:02:37] being used but
[1:02:38] >> fire up
[1:02:39] >> I don't know
[1:02:42] >> there's always a time that you get
[1:02:43] something repaired and you need a backup
[1:02:46] >> or you have to take it in for recall and
[1:02:48] it's tied up for 3 days or something. I
[1:02:50] don't know.
[1:02:50] >> Yeah. As soon as you sell it, you need
[1:02:52] it.
[1:02:52] >> You're going to need it.
[1:02:53] >> And 150 ain't that's not that.
[1:02:55] >> Well, as long as it's not costing money
[1:02:57] and it's not burning oil and things like
[1:02:58] that, you know what I mean? I and and
[1:03:01] we've got the space. I'm just thinking
[1:03:03] we ought to hang on to it a little
[1:03:04] longer.
[1:03:05] >> We can do that.
[1:03:06] >> Okay.
[1:03:08] >> Plan on that. There are a couple other
[1:03:10] items. Will you do you know
[1:03:12] >> we're covering for Leo?
[1:03:13] >> So the the microphone stand if we I
[1:03:17] don't know about the copier, but I do
[1:03:18] know the the microphone stand. It's the
[1:03:21] old old wooden podium that's been stored
[1:03:23] in this closet.
[1:03:25] >> Yeah.
[1:03:25] >> We replaced it with this smaller one
[1:03:27] that
[1:03:28] >> Yeah.
[1:03:28] >> wasn't in our way.
[1:03:29] >> Oh yeah. I don't see a problem there.
[1:03:31] You didn't have any.
[1:03:33] >> And then the printer, Matt,
[1:03:34] >> I don't know what you can get.
[1:03:35] >> The printer is down the edr and I think
[1:03:37] it got to be where it's obsolete and
[1:03:40] >> we don't service it.
[1:03:41] It's been in the
[1:03:42] back office down there. We have a new
[1:03:44] one we've had for probably five or seven
[1:03:46] years down the copier.
[1:03:48] >> Yeah.
[1:03:50] Well, they're they're kind of hidden
[1:03:51] problems sometimes.
[1:03:53] >> Yeah.
[1:03:53] >> Kyle, that ink and stuff's more
[1:03:55] expensive. Yeah, that's
[1:03:57] >> um
[1:03:58] >> So, how do we advertise that? We just
[1:04:00] post it. We'll advertise it.
[1:04:03] >> Yeah, LIIO will put that together um and
[1:04:07] uh put a advertisement together with
[1:04:10] those items and then we'll just notice
[1:04:13] some of a a bid uh anybody that wants to
[1:04:17] bid on it.
[1:04:18] >> Okay.
[1:04:18] >> Um so, we're going to do everything or
[1:04:20] you're going to make a motion, I guess,
[1:04:21] here. Uh yeah, I'll make a motion u to
[1:04:24] hang on to the 2007 truck, but to go
[1:04:27] ahead and u p publicly go for bids on
[1:04:33] the uh ARBC 320 copier and the
[1:04:36] microphone stand. I think you're going
[1:04:38] to end up throwing the microphone stand
[1:04:39] away, but give it a try.
[1:04:42] >> Yeah, I'll second it.
[1:04:43] >> Okay, motion is seconded. All in favor?
[1:04:45] >> I
[1:04:46] >> Okay, the aisle.
[1:04:49] >> Investment meeting. Yeah, I apologize
[1:04:51] everybody.
[1:04:52] >> You're fine.
[1:04:53] >> So, the investment committee meeting had
[1:04:55] a meeting. It was for the period
[1:04:58] December
[1:05:00] 31st 25 and they made some
[1:05:03] recommendations to
[1:05:06] add a
[1:05:08] fund to the
[1:05:12] watch list. And then the other one was
[1:05:15] doing well. passed all its tests and to
[1:05:18] move it back to or take it off the watch
[1:05:21] list.
[1:05:22] >> Okay.
[1:05:22] >> So, we just need approval of basically
[1:05:24] the minutes and the watch list.
[1:05:29] » So, basically the item the first item
[1:05:31] the Vanguard long-term bond index you're
[1:05:34] going to put on the watch list. That's
[1:05:36] the motion we're making.
[1:05:37] >> Yeah.
[1:05:38] >> Okay.
[1:05:44] I think if you made the motion just
[1:05:46] approval of investment meeting
[1:05:49] >> outlining the funds if you read I think
[1:05:51] that covers us if he reads that right
[1:05:53] >> correct
[1:05:54] >> okay I'll make a motion to uh approve
[1:05:58] the investment meeting minutes outlining
[1:06:01] the funds moved to uh to and from the
[1:06:04] watch list as recommended. I'll second
[1:06:07] that.
[1:06:08] >> Okay. Motion is seconded. All in favor?
[1:06:10] >> I
[1:06:11] >> Okay,
[1:06:14] » we did item three.
[1:06:16] >> Operation building Trevor.
[1:06:18] >> Yep. So, in here, I just wanted to give
[1:06:21] an update on that. Um the first sheet
[1:06:23] that just thought it would be nice to
[1:06:26] kind of see some dates um that we're
[1:06:30] anticipating for this. Uh up at the top,
[1:06:34] we're anticipating around 12 to 13
[1:06:37] months to construct the project as a
[1:06:40] whole once once we get going. Um some
[1:06:43] target dates on there.
[1:06:45] Uh final design later this month in
[1:06:48] April. Um which at at that point we
[1:06:51] would post u an advertisement to bid and
[1:06:55] then we would have bids due towards um
[1:06:58] April or sorry May a month after. So May
[1:07:01] 21st is our target date there. That
[1:07:04] means that we would have something to
[1:07:06] the board in the June meeting for
[1:07:08] approval.
[1:07:09] >> Okay. Which we'll have
[1:07:10] >> bids on. Correct. Okay. Okay.
[1:07:13] >> Um and then just moving, you know, down
[1:07:15] the line from there, that would make
[1:07:18] substantial completion around July of 27
[1:07:22] with final completion about a month
[1:07:24] later in August. And I've kind of just
[1:07:27] highlighted those different dates within
[1:07:29] the calendar there. And then uh you
[1:07:32] know, we've got an updated cost um
[1:07:35] opinion from at 100%. Um and that puts
[1:07:41] the project
[1:07:43] uh total at 1.993 with a 10% contingency
[1:07:48] to $2,191.
[1:07:51] Um, and then just wanted to run through
[1:07:54] some of the plans just to to get that in
[1:07:58] front of everyone. Um, so to orient
[1:08:01] yourself, we've got our existing
[1:08:04] operations building over here to the
[1:08:06] east. The oxidation ditches are to the
[1:08:09] north off page. And so if you're down at
[1:08:12] the sewer treatment plant, um we've got,
[1:08:16] you know, a grassier area here and our
[1:08:20] fence and that's where the building
[1:08:22] would be. There would be a gate to the
[1:08:26] west side of that. Um our other gate
[1:08:29] number two, construction gate is is
[1:08:31] here. And so that would be the the main
[1:08:34] access for this operations building.
[1:08:36] We've got pavement and parking along
[1:08:39] here.
[1:08:40] Um, and then here are some
[1:08:44] a drawing of the interior of that
[1:08:47] building.
[1:08:48] Um, there's a large con skada control
[1:08:52] room where the operators will have their
[1:08:54] stations and we'll have our SCADA
[1:08:55] controls.
[1:08:57] Um, there's a network room
[1:09:00] which will have our SCADA and our
[1:09:02] internet racks in there. There's a break room kitchen area. Um, we've got
[1:09:10] cabinetry along the wall,
[1:09:14] mechanical room here,
[1:09:17] and we've got, one of the main things
[1:09:19] here was making sure we had a way for
[1:09:22] our operators to clean themselves and,
[1:09:25] you know, not go home with any
[1:09:27] contamination on them. So, we've got our
[1:09:30] locker room facility here. This is the
[1:09:33] main locker room. Few restrooms. Um and
[1:09:36] then four showers, change changing areas
[1:09:39] and lockers. And then we have a unisex
[1:09:42] one down here in the event we had uh you
[1:09:46] know a female operator or the need for
[1:09:49] that. And then a utility room where we
[1:09:52] have the space
[1:09:54] um for uniform storage. Also a washer
[1:09:57] and a dryer so that we can take care of
[1:09:59] those uniforms. Um here
[1:10:03] >> is this a single level build?
[1:10:04] >> It is. It is. Um we have a a kind of a
[1:10:08] mudroom entrance here on the west side.
[1:10:11] The main entrance is to the north where
[1:10:13] a lot of the parking um and then we have
[1:10:15] a mud room for the operators to access
[1:10:18] and and put their boots and things um as
[1:10:21] they need. If we go to the next drawing,
[1:10:24] we've got building elevation.
[1:10:26] >> So question. So really all the entrance
[1:10:30] needs to come in through here through
[1:10:32] the mud room.
[1:10:33] >> The the normal day operations will will
[1:10:36] come through that mud room area and the
[1:10:39] showers
[1:10:40] >> they come in on that back side.
[1:10:42] >> We we have we have uh you know
[1:10:48] lost the word rugs things to you know
[1:10:50] collect any dirt for them to wipe. But
[1:10:52] in the mud room, we're going to have a
[1:10:54] boot wash
[1:10:55] >> and and places for them to set those
[1:10:57] boots so that they're not coming in with
[1:10:59] that material
[1:11:00] >> contamination. Yeah,
[1:11:01] >> correct.
[1:11:02] >> Okay, good.
[1:11:02] >> Yep,
[1:11:03] >> that looks good.
[1:11:05] >> Um, building elevations, we've we've
[1:11:07] kind of blended uh the different types
[1:11:10] of material and colors that we have out
[1:11:12] there. Some of our buildings along the
[1:11:15] east side, like the headworks and the
[1:11:17] reuse building, have a gray block. Some
[1:11:19] of the buildings to the to the north and
[1:11:23] the existing operations building have
[1:11:25] more of a brown colored block. And so
[1:11:27] we've we've designed this to kind of
[1:11:29] incorporate the two different color
[1:11:31] schemes that are out there. Um we have l
[1:11:34] or stair access to the roof uh for
[1:11:37] maintenance.
[1:11:40] >> will we have a lock gate on that or
[1:11:42] something or I guess the whole place is
[1:11:45] secure anyway? Yeah. But at the bottom
[1:11:47] of the stairs, there's still a swing
[1:11:49] gate that locks.
[1:11:50] >> Okay.
[1:11:53] » Yep. And then just another elevation
[1:11:55] view showing that. And this, just a
[1:11:58] note, like the top the top section here,
[1:12:00] if you were to drive by, that's that's
[1:12:02] the the view that you would see.
[1:12:12] » And that is it.
[1:12:13] >> Do we have any more questions? What's
[1:12:15] that? Did we have any special
[1:12:17] requirements because we're so close to
[1:12:19] the
[1:12:20] >> So the set the setback is the main thing
[1:12:22] and this building could be basically
[1:12:25] right up against the existing fence we
[1:12:27] have because it's set back already from
[1:12:29] our property line in the road right
[1:12:30] away.
[1:12:31] >> Okay.
[1:12:31] >> Um and part of this is you know the RV station will be
[1:12:39] >> removed.
[1:12:40] >> Yeah.
[1:12:42] >> So
[1:12:43] >> it's got to be there's so many places
[1:12:45] now that are faster and doesn't require
[1:12:48] maintenance a lot.
[1:12:49] >> Yep.
[1:12:50] >> Okay. Uh Trevor, thank you. That was a
[1:12:52] great job.
[1:12:54] >> Um
[1:12:56] so I guess we'll we're going to make a a
[1:12:59] motion to move ahead on the operations
[1:13:01] building.
[1:13:01] >> Yeah, I don't know that it needs a
[1:13:03] motion. It was more of just a discussion
[1:13:06] and
[1:13:07] >> we're moving forward. And if you had any
[1:13:09] thoughts or anything you want to be
[1:13:11] there motion to move forward.
[1:13:12] >> Okay.
[1:13:13] Um the next one here is the office
[1:13:16] landscape modifications and this is
[1:13:18] again just you know for information
[1:13:20] discussion. Um so what I have in here is
[1:13:25] uh our main kind of uh demolition plan
[1:13:29] and it also shows some of our new
[1:13:31] planting areas. And so the red is is
[1:13:35] everything that's kind of new with the
[1:13:37] black being things that are existing
[1:13:39] that we're uh maintaining out there.
[1:13:42] Um, and so
[1:13:44] >> you're taking out of rock baskets.
[1:13:47] >> Uh, no. So those
[1:13:50] what the red that's shown is like on the
[1:13:52] other side of these baskets.
[1:13:54] >> Oh, the other.
[1:13:55] >> Um, yeah. And let's see. Number two.
[1:13:58] >> So the baskets are where the circles
[1:14:00] are.
[1:14:03] >> Yeah. So if you look Yeah, the baskets
[1:14:06] are kind of this area.
[1:14:08] >> Okay. Um, and then this is this is the
[1:14:10] area in front of those.
[1:14:12] >> Is that just
[1:14:13] >> We're not taking it out. We're just
[1:14:15] replacing some of the material that's
[1:14:17] there.
[1:14:18] >> Concrete walkway right there.
[1:14:20] >> No, there's some mulch areas right there
[1:14:22] and lighting.
[1:14:25] Um, but some of I think some of the
[1:14:27] things that you'll notice is over here
[1:14:30] on the parking lot. This area is has
[1:14:33] really just kind of turned into a
[1:14:36] wasteland.
[1:14:38] Uh there's not I think there's a dead
[1:14:40] tree there currently and so that'll be
[1:14:42] updated. Um and then a little bit along
[1:14:46] here we have this retention pond. We'll
[1:14:49] kind of go down inside of there and
[1:14:51] we'll get some plantings in there. And
[1:14:53] then our native area up in this we'll
[1:14:56] have a little uh kind of skirt along
[1:14:58] that sidewalk that we'll tie that in.
[1:15:02] Um, and then a lot of it is replacing
[1:15:04] planting, putting in some other plants
[1:15:06] that are more Utah native, um, more
[1:15:09] lowwater alternatives for the public.
[1:15:13] Um, our grasses have kind of, uh,
[1:15:16] because
[1:15:18] just proximity and and wind, they've
[1:15:21] kind of cross-contaminated each other,
[1:15:23] and so you can't tell that they're
[1:15:26] separate grasses. They've just kind of
[1:15:29] all grown together. So, we'll we'll
[1:15:31] resod those for some grass alternatives.
[1:15:35] Um, and then
[1:15:37] we we're pushing for for signage and
[1:15:41] education and making, you know, this
[1:15:44] comfortable for the public to come and
[1:15:46] visit and spend some time and and
[1:15:48] contemplate how they might want to local
[1:15:50] skate their yard. And so some of the
[1:15:53] next drawings in here um show some of
[1:15:57] the features and signage that we have
[1:16:00] planned. So as you drive in at the front
[1:16:03] gate or just past the front gate when
[1:16:05] you're going to get to our parking lot,
[1:16:07] we do have a sign um but it doesn't
[1:16:09] really highlight the demonstration
[1:16:11] garden. It tells customers where to go,
[1:16:14] how to, you know, through the drive-thru
[1:16:16] and things, but we wanted to add in, you
[1:16:18] know, a little direction to get them to
[1:16:20] the demonstration garden, have that
[1:16:21] stand out. Then as they park, have a
[1:16:25] sign that kind of welcomes them if they
[1:16:27] want to walk back here. Um, you know,
[1:16:31] hey, come check it out. We've got some
[1:16:33] information. We've got some plans. And
[1:16:35] then once they get to the back, um,
[1:16:38] there's kind of this main area. It's a
[1:16:41] concrete circle. We wanted to have that
[1:16:44] be a spot for them to, you know, get
[1:16:47] more information about what's here um
[1:16:51] and some of the plantings that we have
[1:16:53] and and the the purpose for this. And
[1:16:56] that would include, you know, a shade
[1:16:59] structure pergola. Um, and then we do
[1:17:03] have some benches that are out there
[1:17:05] that are unshaded and we wanted to put
[1:17:09] some shade structures over those
[1:17:10] benches.
[1:17:11] >> I thought we we talked about putting
[1:17:13] some plaques out in front of some of the
[1:17:16] identifying, but it was kind of
[1:17:17] expensive.
[1:17:18] >> Well, that's we we've got some pricing
[1:17:21] now and signage and even these
[1:17:24] structures came in a lot a lot better
[1:17:26] pricing than we had initially
[1:17:28] anticipated. They made a couple, he'll
[1:17:30] show you. They had some suggestions to
[1:17:33] cut down cost from what had been
[1:17:36] originally estimated and it's getting
[1:17:37] pretty close to what the budget was.
[1:17:40] >> Okay.
[1:17:40] >> That the board approves
[1:17:41] >> because I think it's real important to
[1:17:43] have a plaque showing, hey, this is this
[1:17:45] plant so people.
[1:17:47] >> So, we have those out there. They're
[1:17:49] we're trying to kind of update those and
[1:17:52] give a little more information that,
[1:17:53] hey, this is a local plant. It uses less
[1:17:57] water. This is, you know, one that does
[1:18:00] you, it's local, but it uses a lot of
[1:18:02] water to kind of give them that variety.
[1:18:04] So, I've got some pictures of of those.
[1:18:06] This is a concept of that.
[1:18:11] » Some ice out there now. The trees are
[1:18:13] big.
[1:18:13] >> Yeah, I think shade over the benches
[1:18:15] would be really
[1:18:16] >> And then, yeah, our bench bench shade
[1:18:18] structure. Um, and a local fabricator is
[1:18:22] who they've reached out to to get some
[1:18:24] pricing and some concepts on these and
[1:18:26] they're capable of doing that. Um,
[1:18:31] and then here's just some, you know,
[1:18:34] more pictures of that. And I think this
[1:18:37] is what you're speaking to, Jeff. What
[1:18:39] is the plant? We'll have some
[1:18:40] information about the wa, you know, type
[1:18:42] of water that you would
[1:18:46] anticipate for that type of plant. So,
[1:18:48] they can quickly see that. This isn't
[1:18:50] final. Um, there's the idea of a QR code
[1:18:53] because Jordan Valley has a lot of they
[1:18:55] have an extensive catalog of plants and
[1:18:58] a lot of information on those. And so,
[1:19:00] if there's a way for us to utilize what
[1:19:03] they already have, we'll do that to
[1:19:05] educate the customer. And we also want
[1:19:08] to put on on the individual plant um
[1:19:11] signs whether it's Utah native or or
[1:19:14] not.
[1:19:16] Um so just kind of wanted to get those
[1:19:19] in front of the board and let you see
[1:19:21] the progress we've made to date and and
[1:19:23] our plan there.
[1:19:25] We're at a period in time where uh it's
[1:19:28] best to wait until early fall to start
[1:19:31] this type of work. And so we're
[1:19:34] >> so hot.
[1:19:35] >> Yeah. Yeah, you and yeah, better for the
[1:19:39] plants, better for the people working.
[1:19:40] Um, and so we're not in a huge rush.
[1:19:43] We're we're wrapping up the plans and
[1:19:45] then we'll kind of wait and we'll bid
[1:19:47] that in time for the best
[1:19:49] >> cost. The cost looks a lot better than
[1:19:51] it did before. Yeah, I I I think we are
[1:19:56] still we talked about having, you know,
[1:19:59] some of the like bench and shade
[1:20:01] structures being as a separate item in
[1:20:04] case we were above our budget. That
[1:20:06] would be a way for us to cut back. And
[1:20:08] our main things would be the planting
[1:20:10] and the signage, the educational
[1:20:12] components of that. So, we'll bid it.
[1:20:14] will bid it as all together with those
[1:20:17] being able to be eliminated if needed to
[1:20:20] stay within our budget.
[1:20:22] >> Okay, thank you.
[1:20:23] >> That sounds really great.
[1:20:25] >> So,
[1:20:28] >> so that was again just for discussion
[1:20:30] and
[1:20:31] >> do we need to make a motion on that to
[1:20:32] move?
[1:20:33] >> Okay, we don't.
[1:20:35] >> No.
[1:20:35] >> Okay.
[1:20:39] So Clint, you're going to talk about
[1:20:41] approval for the conservation level.
[1:20:44] >> Yeah. So, uh there's, as the board
[1:20:49] likely knows, there's we've had a very
[1:20:53] dry season this past winter. Um it was a
[1:20:59] record low snow pack uh for since
[1:21:02] they've been keeping records and it
[1:21:05] peaked three weeks early. that 3 weeks
[1:21:08] earlier than usual. So, the situation
[1:21:11] for the snowpack is not looking good at
[1:21:13] all. Um, it was also the driest winter
[1:21:18] on record uh by across statewide by
[1:21:22] about 2.2 degrees Fahrenheit and even
[1:21:26] locally in Salt Lake it was even higher.
[1:21:30] So, we've had low snowpack, warm
[1:21:34] temperatures. The one positive is uh the
[1:21:38] soil moisture conditions are pretty good
[1:21:42] actually. Um
[1:21:45] considering all those things um we have
[1:21:50] we attended the Jordan Valley board
[1:21:52] meeting yesterday virtually. I attended
[1:21:56] that. They made the decision to move to
[1:21:58] a level two drought response. Uh their
[1:22:02] baseline is level zero.
[1:22:05] uh for reference. So they skipped a
[1:22:07] level and went to level two um
[1:22:12] out of
[1:22:14] I think they could have justified level
[1:22:16] one or level two. Uh but the board the
[1:22:19] sentiment from the board that I took
[1:22:21] away and all these board members sit on
[1:22:24] all of the cities and the other agencies
[1:22:27] so they're the ones that this actually
[1:22:30] affects. The sentiment from most of the
[1:22:33] board members was
[1:22:35] Even if we could get away with a level
[1:22:37] one, we want the message out there to be
[1:22:40] it's serious. We need to go to a more
[1:22:46] serious drought level.
[1:22:48] >> Conservative.
[1:22:49] >> Now, what about for us also drinking
[1:22:52] water is a valuable resource, but
[1:22:54] >> right,
[1:22:55] >> what about customers that are secondary
[1:22:57] water where we've got all the reuse
[1:22:59] water we want?
[1:23:00] >> Yes.
[1:23:00] >> What do we do in that case? We've got
[1:23:02] two separate situations there.
[1:23:04] >> We do. And that's something for the
[1:23:05] board to consider. I think you could
[1:23:08] make an argument that for us locally
[1:23:12] here in Magna Water, our situation, we
[1:23:15] could probably stay in the level one.
[1:23:20] >> Our level one is standard is voluntary
[1:23:22] conservation. That's what we call it.
[1:23:24] >> Okay. If we were to move, which is
[1:23:26] something we would consider that would
[1:23:29] be in more in line with what the rest of
[1:23:31] the valley is doing, I think would be to
[1:23:34] move to a level two. Uh that would be
[1:23:37] mandatory conservation
[1:23:40] where we would put in place more formal
[1:23:43] uh hey you you water on these three days
[1:23:46] a week, you water on these three days a
[1:23:49] week. No watering between 10 and six.
[1:23:53] um we would put some teeth behind that
[1:23:57] with some monitoring and enforcement.
[1:24:01] So, you know, it's a big effort. It
[1:24:04] creates quite a bit of work for us.
[1:24:09] Um but uh you know it's it's one of
[1:24:13] those things where
[1:24:16] I think do we want to
[1:24:20] really send the message? It sends the
[1:24:23] message for for people to conserve water
[1:24:26] when they know it's no longer voluntary.
[1:24:29] It's it's that mandatory message
[1:24:31] >> except I I think I think we should wait
[1:24:35] >> and we can wait. That's the other
[1:24:36] option.
[1:24:36] >> July or something. Let's see how the
[1:24:38] spring is because we're in a different
[1:24:41] situation than everybody else on Ver
[1:24:43] Valley.
[1:24:44] >> And I think in our situation, especially
[1:24:46] our secondary water users,
[1:24:49] >> there's no reason for them to cut down
[1:24:50] on the ball fields and stuff like we
[1:24:52] want to sell as much reuse as we can,
[1:24:56] right? Isn't that what we want to
[1:24:58] >> Yeah.
[1:24:58] I think
[1:24:59] >> there's no reason to cut back on
[1:25:00] secondary water. We got reuse water. We
[1:25:02] need to
[1:25:03] >> Yeah. I think it
[1:25:04] >> Yes. I think that's truth to that. I
[1:25:07] don't want to make a lot of work for us
[1:25:09] trying to go to a higher level,
[1:25:11] >> right?
[1:25:11] >> There's nothing wrong with explaining to
[1:25:13] people and they get the message from
[1:25:15] other people, but
[1:25:16] >> I think I think uh there's nothing wrong
[1:25:19] with conservative, but I in my opinion
[1:25:22] it it's up to date, but I think we ought
[1:25:25] to wait and see how the spring ends up.
[1:25:28] >> I think that's definitely reasonable.
[1:25:30] >> I I like that idea there. What I'd
[1:25:32] recommend if the board would be okay
[1:25:34] with it is maybe we take some more
[1:25:37] stronger messaging but we don't change
[1:25:40] the level.
[1:25:41] >> Okay.
[1:25:41] >> If we just start telling people, hey,
[1:25:44] it's drought. You need to be watching.
[1:25:46] >> They're seeing it on TV.
[1:25:49] >> It does help us if we want to get to
[1:25:53] this position. It doesn't mean we can't
[1:25:55] do it later. And
[1:25:56] >> and then it and then it gives people
[1:25:58] that warning.
[1:25:59] >> Yeah.
[1:25:59] >> That it's coming. If we do it too soon
[1:26:01] out of nowhere, they might feel like
[1:26:03] they're hit.
[1:26:04] >> Oh, yeah.
[1:26:04] >> Hit out of the blue.
[1:26:06] >> So, I would support that if the board
[1:26:08] >> and where we got secondary water and
[1:26:12] >> I I'd like to hold off.
[1:26:13] >> Okay. So, we'll put we'll put a flyer
[1:26:16] together that just is more of a push for
[1:26:18] volunteers.
[1:26:18] >> I think we ought to notify our secondary
[1:26:20] water users for sure.
[1:26:22] >> Yeah. that we've got plenty of water on
[1:26:24] the reuse water on the secondary water
[1:26:26] users only
[1:26:29] >> and the the rest will just keep on that
[1:26:31] level until we feel like uh if if we're
[1:26:35] not getting the rain and stuff by June
[1:26:37] July.
[1:26:38] >> Yeah.
[1:26:39] >> Then if you want to clamp down then
[1:26:40] we'll do that. But
[1:26:42] >> there could be a lot of changes taking
[1:26:44] place. We could get a lot of weather
[1:26:45] >> like the people that don't have
[1:26:47] secondary water to be conservative. Just
[1:26:50] >> Yeah.
[1:26:51] >> Explain to them to be because I don't
[1:26:52] have secondary water.
[1:26:54] >> I'm very conservative.
[1:26:56] >> You you you've got to really admit the
[1:26:58] snow and the water we got last week was
[1:27:01] very unexpected. We got a lot more than
[1:27:03] we expected. Sure. I the thing I will
[1:27:06] say that that our board it again we're
[1:27:11] somewhat insulated
[1:27:12] because we we take Jordan Valley water
[1:27:15] consistently at the same rate
[1:27:17] >> right
[1:27:17] >> and we don't use more than our contract
[1:27:21] >> for the communities that rely so much on
[1:27:24] Jordan Valley Water
[1:27:26] >> this change that Jordan Valley Water
[1:27:29] made could be very financially costly to
[1:27:33] them if they don't conserve.
[1:27:35] >> Oh, absolutely.
[1:27:36] >> So, we don't have that same worry here.
[1:27:40] So, I think it gives us more
[1:27:41] flexibility, but I think that's why many
[1:27:44] of them voted to go to the level two
[1:27:47] because they're in communities that will
[1:27:51] be impacted by that. So, if they don't
[1:27:56] have those
[1:27:58] motivations to conserve water, it could
[1:28:01] hurt them. And if they don't conserve
[1:28:04] water, they're more reliant on even more
[1:28:07] strict things the next year. Yeah. So,
[1:28:10] they're in a different circumstance, but
[1:28:12] I just want to make the board aware.
[1:28:14] >> What about the high school?
[1:28:16] >> Have they got artificial turf and
[1:28:17] they've got to water that with drinking
[1:28:19] water? Is that right?
[1:28:20] >> The new high school does they have
[1:28:23] secondary? I don't know exactly what
[1:28:26] their split is of what they water with
[1:28:29] drinking and secondary
[1:28:31] >> because I thought they said they could
[1:28:32] only use drinking water on the
[1:28:34] artificial turf.
[1:28:35] >> That is true.
[1:28:36] >> Is it?
[1:28:37] >> As far as the last we've been
[1:28:38] communicated it was.
[1:28:40] >> And I'm just wondering if with our
[1:28:42] newary water, are we in a situation that
[1:28:45] they could use? Maybe not. Maybe not.
[1:28:48] Maybe they have to use drinking because
[1:28:50] they're keeping it cool. I just wonder
[1:28:52] we ought to look at that. how we
[1:28:54] approach them about that because
[1:28:56] >> that's probably your biggest single use
[1:28:59] of drinking water is on that artificial
[1:29:01] turf. Now, what about the old school
[1:29:03] where the old turf is down? Are they
[1:29:05] still watering that to preserve it?
[1:29:08] >> I don't.
[1:29:08] >> I heard they were going to auction it
[1:29:09] off.
[1:29:10] >> I don't know on the turf.
[1:29:12] >> I doubt that they're doing anything.
[1:29:14] >> We ought to probably talk to them about
[1:29:15] that. find out what is that situation
[1:29:18] because those two places are our largest
[1:29:22] use of drinking water for a single
[1:29:24] source. And so if it starts to get hot
[1:29:27] and everything, you're going to see
[1:29:29] quite a big usage there.
[1:29:31] >> Yeah, we can do that.
[1:29:32] >> But aren't they on the secondary water,
[1:29:35] >> the old school?
[1:29:36] >> Yeah, they are.
[1:29:37] >> Not the ball fills, not the
[1:29:39] >> the problem is is that the artificial
[1:29:40] turf
[1:29:41] >> artificial turf will not allow.
[1:29:43] >> When it was canal water, they couldn't
[1:29:44] use it. Yeah, because it will grow
[1:29:46] bacteria.
[1:29:47] >> Yeah. And I don't think they have
[1:29:49] switched it on.
[1:29:50] >> And we ought to talk to them about that.
[1:29:52] I I think we ought to uh at least
[1:29:55] approach them and find out their
[1:29:56] situation and show them what we have to
[1:29:58] offer for water now on secondary water
[1:30:01] and maybe there's a possibility they
[1:30:03] could use it now because we're not using
[1:30:06] canal water.
[1:30:07] >> Okay.
[1:30:08] >> But u I I think that would be our
[1:30:10] biggest conservative
[1:30:12] u because now we're working now to get
[1:30:15] the golf course off. That's that's a big
[1:30:16] user. So, the school I think the two
[1:30:19] schools uh the two artificial churchs
[1:30:22] are probably the biggest use of drinking
[1:30:24] water. We ought to talk to them about
[1:30:26] that.
[1:30:27] >> Okay. Use the reuse water
[1:30:30] >> possibly. I don't know. But
[1:30:34] >> I have no idea what the requirements are
[1:30:36] on that. We won't know. I
[1:30:38] >> I mean, it's it's got to be chlorinated.
[1:30:41] it it's acceptable for golf courses and
[1:30:44] >> right
[1:30:45] >> you know municipal uses it's in their
[1:30:47] yards so if they so it should be
[1:30:50] acceptable
[1:30:50] >> well I I think we should talk to me that
[1:30:53] effort is going to be more conservative
[1:30:56] and keeping on the public
[1:30:58] >> so that's what I think but
[1:31:00] >> yeah that's that's fine so I think as if
[1:31:04] you're not making any change I don't
[1:31:05] think we need a motion right
[1:31:07] >> okay that's fine yeah as long as we're
[1:31:10] about changing the level. Um, but I
[1:31:14] think we ought to still contact the
[1:31:17] >> the school in both regards and find out
[1:31:19] what we're doing
[1:31:21] >> and what we can do, what we can do to
[1:31:23] conserve our drinking water.
[1:31:27] » Okay. Trevor Gateway.
[1:31:29] >> Yeah. Okay. So, we have a master develop
[1:31:34] or is that what it's called? Yeah.
[1:31:36] master development agreement that was in
[1:31:40] place when the development was initially
[1:31:43] created
[1:31:44] and we've had different addendums to
[1:31:47] that along the way and this is the third
[1:31:50] addendum to that and this is
[1:31:52] specifically to the 4100 South and this
[1:31:55] just I mean Claire can probably speak to some of what's in here but just
[1:32:01] a quick overview is is an addendum to
[1:32:04] that master service agreement ment that
[1:32:07] speaks to the uh offsite um water and
[1:32:12] secondary water infrastructure in 4100.
[1:32:15] Um it just lays out, you know, the
[1:32:17] installation of that and some I think it
[1:32:20] has some timelines in there. Is this
[1:32:23] basically agreement saying we're going
[1:32:25] to put it in, but you're going to owe us
[1:32:26] for it?
[1:32:27] >> They're that they are going to build
[1:32:29] that infrastructure, which is what
[1:32:31] we're,
[1:32:32] >> you know, we had a pre pre construction
[1:32:35] meeting about it already. This is just
[1:32:38] an agreement to solidify that with Dr.
[1:32:41] Horton that they will be the ones doing
[1:32:44] that.
[1:32:44] >> And legal counsel was involved in this.
[1:32:47] >> Correct. They drafted the the whole
[1:32:49] thing. And so right now from what my
[1:32:51] understanding is that it it has been
[1:32:54] submitted to Dr. Horton. Um they are
[1:32:58] reviewing it and if they have comments
[1:33:01] but what we're looking for is is
[1:33:03] approval from the board to you know
[1:33:06] inform u continue to work with the legal
[1:33:09] counsel and with Dr. important to
[1:33:12] finalize this and and sign it right
[1:33:16] >> with as long as there's no substant
[1:33:18] substantive.
[1:33:19] >> Okay. So, uh so I can make a motion to
[1:33:24] accept the third addendum to move
[1:33:26] forward with Dr. Horton for the Little
[1:33:28] Valley Master Development Agreement 4100
[1:33:31] South Culinary and Secondary Water.
[1:33:34] >> I'll second that. Okay. Motion is
[1:33:36] seconded. All in favor? I.
[1:33:38] >> Thank you.
[1:33:41] Okay, we all no fault.
[1:33:43] >> So, um we've put this together. Um
[1:33:48] and in this policy, it it proposes a few
[1:33:50] things. It says that um
[1:33:55] on the first page, it says damage from
[1:33:57] district owned water or sanitary sewer
[1:33:59] lines. It says the district shall pay
[1:34:02] from its operating budget reasonable or
[1:34:04] actual expenses for damages and cost to
[1:34:07] clean them. Anyway, then it says if we
[1:34:09] do pay, it would be dependent on the
[1:34:13] restrictions in this policy and if
[1:34:15] there's funds in the district's budget,
[1:34:18] basically.
[1:34:20] And then the person or the homeowner,
[1:34:23] the claimant would sign a full release
[1:34:25] of any liability or anything after that
[1:34:28] payment.
[1:34:30] >> So, who put this together, Leo?
[1:34:32] >> Um, I we put it together. Um, it hasn't
[1:34:36] been reviewed by legal yet, so that
[1:34:38] still needs to happen. But there are a
[1:34:40] few items in the policy that's that the
[1:34:44] board can discuss. We did put some
[1:34:46] criteria
[1:34:48] >> in red.
[1:34:49] >> Um, the red is this is subject to
[1:34:52] whatever the board would like to do. Um,
[1:34:55] >> it looks good.
[1:34:58] >> Right now it says
[1:35:01] 10,000 I believe. Sorry, I'm getting
[1:35:03] there.
[1:35:06] Maximum payment would be 10,000 per
[1:35:08] incident at any one location
[1:35:11] and then the maximum would be 100,000 in
[1:35:14] any fiscal year.
[1:35:17] But some of the criteria is um
[1:35:21] >> so the challenge with that amount is
[1:35:26] most of the
[1:35:28] >> cleanup
[1:35:28] >> most of the costs we're in the 35 to 40
[1:35:34] 000 range it seems like on average. Is
[1:35:37] that fair?
[1:35:38] >> Most recently
[1:35:39] >> I think I think on average just the
[1:35:42] cleanup is like 15 to maybe 30. That's
[1:35:45] just to clean up.
[1:35:47] >> Okay. So that's separate from
[1:35:50] >> so to keep this 10,000. Do we have
[1:35:52] control to clean up then instead of
[1:35:54] letting them just call anybody?
[1:35:56] >> Possibly.
[1:35:57] >> Okay. I mean, we could meet with
[1:36:00] providers and see if they can put us
[1:36:02] under some type of contract pricing
[1:36:05] maybe.
[1:36:06] >> I think it's a start because like the
[1:36:09] last one that just came in last month,
[1:36:11] that was atrocious.
[1:36:12] >> Yeah, it was ridiculous.
[1:36:16] >> He just went ahead and did what he
[1:36:18] wanted to do and you guys did an
[1:36:20] excellent job documenting all that
[1:36:23] stuff. So, I
[1:36:25] >> think you did a good job on that. Y
[1:36:27] >> you guys crossed your tees and dove your
[1:36:30] eyes. So that's good. I appreciate that.
[1:36:32] So um
[1:36:35] I say we get that to our legal counsel,
[1:36:38] have them review it, and then you're
[1:36:39] going to talk to the insurance company
[1:36:40] about it also.
[1:36:41] >> Yeah. I mean, if if we
[1:36:43] >> the I guess the thing to consider is I
[1:36:47] don't know that going from five 5,000
[1:36:50] has been the historic
[1:36:52] >> uh if we had it through the insurance,
[1:36:55] right?
[1:36:56] it. Does going from 5,000 to 10,000
[1:36:59] really solve what the board's concern
[1:37:02] is? That I don't know that it does is
[1:37:05] what I'm getting at. That's the one
[1:37:07] item. Do we go to a an amount
[1:37:11] uh closer to what we think it's going to
[1:37:14] be to cover it fully? That's that's the
[1:37:18] question.
[1:37:19] >> But you're telling me on average spend
[1:37:21] 35,000, right? 35 to 50,000.
[1:37:25] >> Yeah.
[1:37:26] Um,
[1:37:27] >> there's also a Yeah, sorry. There's also
[1:37:29] a sentence like the next paragraph down.
[1:37:32] It does disclose that says the district
[1:37:34] may reimburse to the property the actual
[1:37:37] cost of this cleanup and sanitation. So,
[1:37:40] it does there's a clause in there that
[1:37:42] enables the district to pay 100% of the
[1:37:46] cleanup if they so choose based on each.
[1:37:49] >> So, that's I just want to make that
[1:37:50] situation.
[1:37:51] >> I wanted to make that clear. Then
[1:37:54] >> that's That's two scenarios,
[1:37:57] >> right?
[1:37:57] >> Yeah.
[1:37:58] >> The 100% or the 10,000 and the 100%.
[1:38:04] » So, it basically there's kind of two
[1:38:06] sections. One's addresses the cleanup
[1:38:09] and the other addresses the
[1:38:11] >> maximum
[1:38:12] >> the um restoration and
[1:38:16] just restoration, right?
[1:38:17] >> Restoration.
[1:38:18] >> That's always
[1:38:19] >> restoration. That's always where we've
[1:38:21] been in the biggest argument because the
[1:38:23] homeowner thinks his restoration is more
[1:38:25] than it's actually worth.
[1:38:26] >> Sure.
[1:38:26] >> And it does say in here it's got to be
[1:38:29] less depreciation. It's can't be,
[1:38:33] >> you know, it can't be the to buy it new
[1:38:35] price. Um,
[1:38:39] and it the restoration could be limited
[1:38:42] to the 10 minimum and maximum 100,000. I
[1:38:46] think personally I think legal counsel
[1:38:49] needs to go through this. That's I agree
[1:38:51] >> because they're going to base it on what
[1:38:53] we've done in the past and then make a
[1:38:55] recommendation back if I mean if it's
[1:38:58] >> I mean I think it's good. I I I would
[1:39:01] rather limit it to 10,000. I don't know
[1:39:03] how you can limit to 100,000 a year
[1:39:05] because is that per incident? I mean
[1:39:09] >> that would be total paid out of
[1:39:11] >> because we have no idea what the maximum
[1:39:13] would be a year.
[1:39:14] >> Right. So, I mean, I'd love to say
[1:39:17] that'd be great if it was only that
[1:39:18] much, but
[1:39:19] >> don't know how many
[1:39:20] >> I think that would be a helpful target.
[1:39:23] Maybe we would have that as a helpful
[1:39:25] target to how much we fund.
[1:39:27] >> Yeah.
[1:39:28] >> How much our target fund in that fund
[1:39:30] would be. So, maybe that's a little
[1:39:32] higher
[1:39:33] >> uh than we anticipate. So, that's
[1:39:36] another thing to be thinking about as we
[1:39:38] send it to the
[1:39:39] >> I see some of the wording in here looks
[1:39:41] really good because I'm been very
[1:39:44] impressed how our people are right on
[1:39:46] top of this thing. And the last one that
[1:39:48] came in here was the the customer's
[1:39:50] fault. No matter what anybody says, the proof was in their report. And to
[1:39:58] me, um, other than the
[1:40:03] unknown manhole on 8,400,
[1:40:06] we really have done a really I think you
[1:40:09] guys have done a really good job keeping
[1:40:10] up on these. And we've checking the
[1:40:12] sewers and make sure they're not build
[1:40:13] up. And so I think you've done a really
[1:40:16] good job. This is just another uh
[1:40:18] another way for us to protect ourselves.
[1:40:21] I I think that's a good job.
[1:40:23] >> I did a real good job. But I I couldn't
[1:40:26] believe he didn't get his insurance
[1:40:27] involved in it.
[1:40:28] >> No, no, he he didn't do anything. And
[1:40:30] like I said, it just proved to me you
[1:40:33] guys have done a really good job. You're
[1:40:34] on top of it. And I
[1:40:35] >> He did. They documented it good.
[1:40:39] >> I think it's a I think a new I think
[1:40:41] it's a good no fall policy. I really do.
[1:40:44] >> We did follow up with um is Garcia, is
[1:40:47] that their last name?
[1:40:48] >> Martinez.
[1:40:50] Um after last board meeting, I
[1:40:54] called
[1:40:55] their insurance, the American family.
[1:40:58] >> Yeah.
[1:40:58] >> And I said, "Would you please contact
[1:41:02] our insurance so that you guys can get
[1:41:04] on the same page of like the the whole
[1:41:07] story?"
[1:41:08] >> Yeah.
[1:41:08] >> And that did happen. They did contact
[1:41:11] our insurance
[1:41:13] and our insurance said that they gave
[1:41:15] them their notes on the
[1:41:16] >> the whole issue. But I didn't feel like
[1:41:20] it was our responsibility to call their
[1:41:23] insurance again to find out.
[1:41:24] >> No.
[1:41:25] >> Yeah. So that's where we that's where we
[1:41:29] left it right there.
[1:41:30] >> Okay. No, I think you did.
[1:41:31] >> I don't know if Martinez got paid.
[1:41:34] >> I don't know
[1:41:34] >> or what.
[1:41:35] >> But
[1:41:38] you did what you're supposed to do. I I
[1:41:40] I'm impressed. I think you guys did
[1:41:42] great. So, uh, do we need to make a
[1:41:44] motion on this? as I say, this is ready
[1:41:47] to go to legal counsel and have them
[1:41:48] review it.
[1:41:49] >> If you want to make that motion, that'd
[1:41:51] be fine.
[1:41:52] >> Um, okay. I I'd like to make a motion
[1:41:54] for our no fault policy draft to be uh
[1:41:58] reviewed by our legal counsel.
[1:42:01] >> I'll second that.
[1:42:02] >> Okay. Motion second. All in favor? I
[1:42:07] >> I don't think uh Mickey would have any
[1:42:10] question about the amount or anything. I
[1:42:12] think is good and I think he'd be happy
[1:42:14] it was tied down.
[1:42:15] >> Okay, good.
[1:42:18] >> Okay, next board meeting on May 14th.
[1:42:24] » Hey, we need to go back to Andrew.
[1:42:28] >> Did I miss you, Andrew?
[1:42:29] >> I was out of
[1:42:30] >> Oh, I'm sorry. You're
[1:42:32] >> You're all right. Go back.
[1:42:33] >> I'm sorry. I
[1:42:35] >> Item I six. Yep.
[1:42:41] I'm sorry.
[1:42:42] >> No worries. So,
[1:42:43] >> okay.
[1:42:46] >> Currently, we're staffed at 34 of our 36
[1:42:49] positions. Uh, one of them, one of
[1:42:52] them's posted in house currently. We'll
[1:42:55] be going out next on Monday. The other
[1:42:59] one will be posted in-house today and
[1:43:01] we'll be going out a week from Monday.
[1:43:04] Okay. Uh the trainings that we have have
[1:43:07] going on is we just finished up on-site
[1:43:09] CPR, first aid and AAD training. We've
[1:43:12] got probably close to 95% of the
[1:43:16] employees through that. We didn't get
[1:43:18] the office staff able to run through
[1:43:20] that due to Desire's resignation. We
[1:43:23] didn't have the staffing to pull them
[1:43:25] out for the training. So, we'll be
[1:43:27] sending them over to Utah Safety Council
[1:43:28] for that. uh upcoming trainings. Ed
[1:43:32] Tucker, who was in here this mo this morning, uh is going to be
[1:43:35] attending traffic control technician
[1:43:38] training. Uh Ed does a lot of our
[1:43:41] flagging when the construction crew has
[1:43:43] a bigger job on a bigger road that we're
[1:43:44] that we need to set up flaggers for. And
[1:43:46] so it would be good to have Ed's uh
[1:43:49] trained in that. Uh we've got
[1:43:53] Jean Stock, our facility maintenance
[1:43:56] employee, going to training with Jordan
[1:43:59] Valley, the qualified water efficient
[1:44:01] landscaper, so that he can take care of
[1:44:02] our gardens here and know understand the
[1:44:07] water-wise plants that we're putting in.
[1:44:09] >> Yeah.
[1:44:10] >> Um if we're going to invest that kind of
[1:44:12] money into something like that, we also
[1:44:14] need to invest in our people to be able
[1:44:16] to take care of it. Is he qual Oh, are
[1:44:18] we going to do it ourselves or
[1:44:19] >> he's he's not going to do the install,
[1:44:21] but he'll do the maintenance on it
[1:44:23] after.
[1:44:23] >> Is he qualified to do that on
[1:44:25] >> He's going to get qualified on the 22nd.
[1:44:27] >> Okay. What is that going to cost us?
[1:44:29] >> Uh it's about a $300 course that you go
[1:44:32] through. Uh Jordan Valley has a company
[1:44:35] come in and do the training and
[1:44:38] >> lots of landscapers throughout the
[1:44:39] valley take this training.
[1:44:42] Um, we've got our manager lead team
[1:44:44] building coming up on the 23rd of April.
[1:44:47] And then we have unified fire coming in
[1:44:50] to do our on-site fire extinguisher
[1:44:52] training on the 29th. And then we also
[1:44:55] have a on-site confined spaces training
[1:44:58] coming up in June. Uh, this month's
[1:45:00] safety focus is fire safety. Uh, the
[1:45:03] only conference we have currently
[1:45:06] scheduled is WAU. uh next week. Trevor,
[1:45:10] Clint, and Scott Beck will be attending
[1:45:12] that. Uh we're currently going through
[1:45:14] the process of succession planning.
[1:45:16] We're meeting with employees talking
[1:45:18] about where they hope to go within the
[1:45:22] organization and about what we see
[1:45:26] coming forward.
[1:45:27] >> Is that in St. George?
[1:45:29] >> Yes, it is. Yeah.
[1:45:30] >> Okay.
[1:45:31] >> And it's going to be Trevor and Clinton.
[1:45:32] >> Trevor Clinton. Scott Beck, water
[1:45:34] treatment operator or wastewater
[1:45:36] treatment operator. Sorry. And then the
[1:45:38] annual employee goals. Uh we'll review
[1:45:41] those with you today.
[1:45:44] >> Great. That's it for me, board. There's
[1:45:47] no other questions.
[1:45:51] » Okay. Good. You good, Trevor? Everything
[1:45:53] good? Good.
[1:45:54] >> I didn't miss anybody, right?
[1:45:56] >> No. Good job. I'd like to make a motion
[1:45:58] to take a brief recess
[1:46:01] uh and immediately following media and
[1:46:04] closed meeting to discuss purchase,
[1:46:06] exchange, lease or sale of real property
[1:46:09] including any form of water right or
[1:46:10] water shares pending reasonable imminent
[1:46:13] litigation and collective bargaining
[1:46:14] issues pursuant Utah code 524204
[1:46:18] through 205. It is 11:46.
[1:46:22] >> I'll second them.
[1:46:23] >> Okay. Motion second. All in favor?
[1:46:29] Okay,
[1:46:31] it is 12:24
[1:46:34] and I'll make a motion to close the
[1:46:37] closed meeting and reopen the public
[1:46:38] board meeting.
[1:46:40] >> I'll second that.
[1:46:41] >> Okay, it's been motioned second. All in
[1:46:42] favor? I.
[1:46:45] >> And I'd like to make a motion to
[1:46:47] immediately meet and close meeting and
[1:46:49] to discuss character, professional
[1:46:51] comments, physical mental health of an
